    Vital flood defence works on the River Rother due to start

    The Environment Agency is beginning work to replace the flood gate at the Canklow Regulator on the River Rother in South Yorkshire.

    The Environment Agency is set to begin essential works to replace the flood gate known as the Canklow Regulator on the River Rother, which runs into the River Don in Rotherham town centre.

    The works form part of a wider project to enhance flood resilience for communities along the River Don between Rotherham and Doncaster.

    Starting in April 2025, the existing flood gate at Canklow will be removed and replaced with a new, more resilient structure.

    This work is expected to take approximately five to six months to complete. Once operational, the new gate will play a crucial role in managing water flows and reducing the long-term risk of flooding for homes and businesses downstream.

    The Environment Agency operates three regulators on the River Rother to help mitigate flood risk:

    • Meadowgate Regulator – located at Rother Valley Country Park
    • Woodhouse Mill Regulator – located at Woodhouse Mill
    • Canklow Regulator – located between Catcliffe and Canklow

    These regulators are used to hold back and store water in flood storage areas on the River Rother during flood events. This ‘slows the flow’ and reduces the risk of flooding to properties downstream on the River Don between Rotherham and Doncaster.

    The works at Canklow are part of the Environment Agency’s ongoing commitment to maintaining and improving flood defences in South Yorkshire.

    Last year, the Woodhouse Mill Regulator suffered an operational failure and could not be lifted out of the river, resulting in water accumulating in the washland there. However,  measures have now been taken to lift the gate so that water can continually flow at this site.

    This issue will mean that both the Woodhouse Mill and Canklow Regulators will not be operational whilst the gate at Canklow is replaced and may result in a small temporary increase in flood risk to downstream communities.

    Replacing the gate at Canklow over the coming months, aims to ensure that there will be two regulators in operation ahead of next winter.

    We know the devastating impact that flooding can have so the decision to proceed with these works has been carefully considered. We will be taking as many precautions as possible to mitigate any temporary increase in flood risk.  

    The Meadowgate Regulator was successfully replaced in 2024 and is now fully operational. We are aiming to build on that success with the replacement of the Canklow Regulator.

    We remain committed to keeping residents and businesses updated throughout the project.

    With two of the three regulators set to be out of service, the following measures are being implemented to minimise risk:

    • Scheduling the works during the drier months of the year (April to September), when the likelihood of extreme weather events is lower.
    • Operating the newly installed Meadowgate Regulator to help manage water flows.
    • Opening the Canklow flood storage area compartments to maximise available storage capacity.
    • Keeping local communities and stakeholders informed through regular updates and flood warnings.

    Around 6.3 million properties are at risk of flooding in England.  The Environment Agency urges people to go to gov.uk, check if they’re at risk, and make sure they know what to do if it floods.

    A man has been sentenced for offences in relation to flytipping in Birmingham.

    Adrian Bivolaru, of Parkhill Road, Smethwick, was charged with: depositing controlled waste; allowing controlled waste to be deposited from his vehicle; and two charges of failing to supply information to a waste enforcement officer.

    He has been sentenced to 13 weeks’ jail, suspended for two years, each for depositing controlled waste and allowing controlled waste to be deposited. These are consecutive sentences. He was fined a total of £200 for failing to supply information.

    Mr Bivolaru dumped plastic bags full of insulation waste in Little Edward Street in Digbeth in March last year from his Mercedes van. When investigated by the city council’s waste enforcement unit he failed to provide information as to how he disposed of his waste.

    Officers searched the dumped waste and found evidence linking it to a business. Enquiries with this business then identified that on 13th March 2024 they paid a waste removals company £160 to remove waste from their premises.  Officers were able to identify the vehicle used to remove the rubbish and checks of the registration plate confirmed that Bivolaru was the insurance policyholder and only named driver on the policy. 

    Checks with the Clean Air Zone (CAZ) team identified that the van had entered an area of the CAZ zone in close proximity to Little Edward Street on six occasions between 13/03/24 and 20/03/24. Bivolaru was issued with notices under S71 of the Environmental Protection Act 1990 requiring him to provide details of the driver of the van on the 13/03/24. He was also issued with a notice under S34 of the Environmental Protection Act 1990 requiring him to provide proof that he had legitimate arrangements for the disposal of his trade waste. He failed to respond to any of these notices.

    In a separate incident in Weoley Castle, a substantial amount of fly-tipping was discovered on 13th June 2023  in Silvington Close. Evidence within the waste identified an individual who paid a waste removal company to take their waste away. Further enquiries then identified their rubbish had been collected by Adrian Bivolaru who at the time was sole Director of a removal services company named Ady Bivolaru Ltd.

    Cllr Mahmood, cabinet member for environment and transport, said: “This was a terrible case of environment vandalism, with piles of commercial waste left strewn across the road. People who do this have no care for the community or people who live and work in the area. As this case demonstrates, we will prosecute when we have evidence so I would urge people to report this sort of behaviour. Well done to the team that investigated and brought the case to court.”

  • MIL-OSI United Nations: UNECE Executive Secretary in Rome to strengthen cooperation with Italian Government and UN agencies

    UNECE Executive Secretary Tatiana Molcean was in Rome on 18-19 March to meet with high-level officials of the Government of Italy and discuss efforts to strengthen development cooperation across multiple areas, as well as to exchange with principals of the Food and Agriculture Organization (FAO) and World Food Programme (WFP).  

    In discussions with Federico Eichberg, Chef de Cabinet at the Ministry of Enterprise and Made in Italy, Ms. Molcean focused on cooperation on corporate sustainability reporting, due diligence and digital product passports. She stressed the importance of UNECE’s tools for traceability along value chains, which were piloted with blockchain and other innovative technologies with brands, retailers and manufacturers of the Italian garment and footwear industry. Discussions also addressed gender equality and the promotion of women entrepreneurship and leadership, in particular knowledge sharing and best practices. 

    The Executive Secretary also met with Edoardo Rixi, Deputy Minister of Transport and Infrastructure, to discuss Italy’s longstanding contribution to UNECE’s work on transport, in particular on road safety, through the Global Forum for Road Traffic Safety (WP.1), chaired by Luciana Iorio, on vehicle regulations, through the World Forum for Harmonization of Vehicle Regulations (WP.29), as well as on the transport of dangerous goods and the carriage of goods by rail. She also encouraged Italy to join the Advisory Board of the UN Road Safety Fund hosted by UNECE.   

    Meeting with Davide La Cecilia, Special Envoy for the Reconstruction of Ukraine and Coordinator of the Ukraine Recovery and Resilience Task Force, as well as with Marco Rusconi, Director of the Italian Agency for Development Cooperation (AICS), and Carlo Batori, Deputy Director General for Development Cooperation, the Executive Secretary discussed preparations for the Ukraine Recovery Conference 2025 in Rome (10-11 July).  

    She appreciated Italy’s continued leadership and expected support to UNECE-led UN4UkrainianCities project, which plays a key role in rebuilding Ukraine’s urban centers, in particular Kharkiv and Mykolaiv, with a focus on sustainability, resilience, and inclusivity.   

    The Executive Secretary also visited the Food and Agriculture Organization (FAO) to meet with Director General Qu Dongyu. UNECE and FAO have had a longstanding cooperation since 1947 on forests. Discussions also touched upon UNECE’s contribution to food systems sustainability through its agricultural quality standards, trade facilitation, ESG traceability and circularity. Cooperation with FAO also includes the promotion of the water-food-energy-ecosystems nexus approach to water resource management. 

    In discussions with Carl Skau, Deputy Executive Director of the World Food Programme (WFP), Ms. Molcean underlined the strategic alignment of UNECE’s expertise in sustainable development, trade facilitation and logistics, and particularly agricultural standards, with WFP’s mission in food security and humanitarian aid.

  • MIL-OSI USA: $19.4 Million Project to Rehabilitate Two Aging Bridges

    overnor Kathy Hochul today announced work is underway on a $19.4 million project to rehabilitate two aging bridges on the New York State Thruway (I-87/ I-287) in the village of Suffern, Rockland County. Beginning this month, motorists will encounter lane shifts to facilitate construction. Three travel lanes in each direction will be maintained at all times through this critical corridor, with an estimated 120,000 vehicles traveling it daily.

    “My administration is firmly committed to rehabilitating roads and bridges across the state,” Governor Hochul said. “This investment will help enhance safety, ensuring a smoother ride for the tens of thousands of regional travelers who use this vital Thruway corridor each day.”

    Thruway Authority Executive Director Frank G. Hoare said, “The Thruway Authority is dedicated to reinvesting toll dollars to modernize its infrastructure. These bridges have served us reliably over the decades and we are undertaking efforts to ensure they remain safe and dependable for the tens of millions of motorists who use them each year.”

    Contractor crews will repair concrete substructure and steel superstructure, along with completely replacing the concrete deck and parapets with precast concrete deck panels on the bridge over Route 202 (milepost 29.54). Crews will construct new bridge joints on the span over the Mahwah River (milepost 29.41). Both bridges are located on I-87 between exit 14B (Airmont – Montebello – Airmont Road) and Exit 15 (New Jersey – I-287 – NJ Route 17 South).

    Preliminary work began last fall on the bridges, both of which are at least 70 years old and about a tenth of a mile apart. The stretch of Thruway also serves motorists and commercial vehicles traveling to and from New Jersey via I-287 via Exit 15 at milepost 30.17.

    Other project improvements will include rehabilitating median drainage structures, building new median barriers and installing new pavement markings. Signs in the area will advise motorists of lane shifts. Motorists are urged to be alert and follow the posted speed limits in work zones. The project is scheduled to be completed by the end of 2026, by project contractor, DeFoe Corp. of Mount Vernon, N.Y.

    About the Thruway Authority
    The Governor Thomas E. Dewey Thruway, built in the early 1950s, is one of the oldest components of the National Interstate Highway System and one of the longest toll roads in the nation. The maintenance and operation of the Thruway system is funded primarily by tolls. The Thruway Authority does not receive any dedicated federal, state or local tax dollars and is paid for by those who drive the Thruway, including one-third of drivers from out of state.

    In 2024, the Thruway Authority processed more than 400 million transactions and motorists drove 8.2 billion miles on the Thruway. The Authority’s approved 2025 Budget invests a total of $477.3 million in dedicated funding for capital projects across the Thruway system beginning in 2025, an increase of more than $33 million compared to the approved 2024 budget. The increased investment will lead to work on approximately 61 percent of the Thruway’s more than 2,800 pavement lane miles as well as the replacement or rehabilitation of 20 percent of the Thruway’s 817 bridges.

    The Thruway is one of the safest roadways in the country with a fatality rate far below the nationwide index, and toll rates are among the lowest in the country compared to similar toll roads. The Thruway’s base passenger vehicle toll rate is less than 5 cents per mile, compared to the Ohio Turnpike (6 cents per mile), the New Jersey Turnpike (up to 39 cents per mile) and the Pennsylvania Turnpike (16 cents per mile).

    The Thruway Authority’s top priority is the safety of our employees and customers. In 2024, two Thruway Authority employees died and another was seriously injured in separate incidents while working on the Thruway. The lives of Thruway Authority employees, roadway workers and emergency personnel depend on all of those who travel the highway. Motorists should stay alert and pay attention while driving, slow down in work zones and move over when they see a vehicle on the side of the road. The state’s Move Over Law, which was expanded in March 2024, requires drivers to slow down and move over for all vehicles stopped along the roadway. Safety is a shared responsibility.

  • MIL-OSI Security: Former Office Manager of Senior Assisted Living Facility Sentenced to More Than Five Years in Prison for $1.5 Million Embezzlement Scheme

    ASHEVILLE, N.C. – U.S. Attorney Russ Ferguson announced today that Amy Elizabeth Curry, 48, Waynesville, N.C., was sentenced to 70 months in prison followed by three years of supervised release for embezzling at least $1.5 million from a senior assisted living facility. In addition to the prison term imposed, Curry was ordered to pay the facility $1,469,407.24 in restitution.

    Robert M. DeWitt, Special Agent in Charge of the Federal Bureau of Investigation (FBI) in North Carolina, and Sheriff William Wilke of the Haywood County Sheriff’s Office, join U.S. Attorney Ferguson in making today’s announcement.

    According to court records and proceedings, Curry worked as an office manager and bookkeeper at Silver Bluff, LLC (Silver Bluff), a senior living and care facility in Canton, N.C. As part of her duties, Curry had access to and control over Silver Bluff’s bank accounts and accounting records. From December 2022 to April 2023, Curry made at least 154 unauthorized bank transfers totaling over $1.5 million from the facility’s bank accounts to bank accounts controlled by Curry and her then-boyfriend, J.C. To avoid detection, Curry deleted the wire transfer history from Senior Bluff’s bank accounts and altered the notification settings to prevent Silver Bluff employees and management from receiving alerts. Curry also made handwritten notes on Senior Bluff’s bank statements, falsely noting that the fraudulent transfers were for payroll. Court records show that Curry used the embezzled funds to pay for personal expenses, including to purchase a pick-up truck. Curry and J.C. also spent over $700,000 of the embezzled funds gambling at casinos.

    On December 11, 2023, Curry pleaded guilty to wire fraud. Curry will be ordered to report to the Federal Bureau of Prisons to begin serving her sentence upon designation of a federal facility.

    In making today’s announcement, U.S. Attorney Ferguson thanked the FBI and the Haywood County Sheriff’s Office for their investigation of the case.

    Starting from April 7, local airlines should not allow their passengers to use lithium battery power banks nor store these in overhead compartments during flights, the Civil Aviation Department announced today.

     

    The department said it is highly concerned over recent safety breaches suspected to have been caused by passengers carrying and using power banks on aircraft.

     

    After departmental officials met representatives from local airlines on Friday, the department issued its updated requirements regarding power banks today, with a view to enhancing safety.

     

    Passengers are advised to direct any queries about the latest regulations to relevant airlines before flying.

  • MIL-OSI Africa: Deputy President calls urgent action to end TB in SA

    Despite progress made in the fight against tuberculosis (TB), Deputy President Paul Mashatile has expressed concern that South Africa still has one of the highest TB burdens globally.

    He noted that South Africa is among the 30 countries accounting for 87% of the global TB burden, highlighting that TB is preventable and curable, even for those living with HIV. 

    The Deputy President has since called for urgent action to combat this infectious disease, which claims the lives of thousands of citizens each year.

    South Africa commemorated World TB Day on Monday, focusing on the critical need to end TB in the country and across the globe. 

    “Today, we join the global community to commemorate World TB Day. We unite as a nation with a shared purpose to end tuberculosis,” said the Deputy President. 

    The Deputy President was speaking as the Chairperson of the South African National AIDS Council (SANAC) while addressing attendees at the national World TB Day event in Gamalakhe Township, Ugu District in KwaZulu-Natal.

    In 2023 alone, around 270 000 South Africans were diagnosed with TB, with 56 000 deaths, equating to 153 deaths every day.

    The Deputy President told the attendees that this day should serve as a reminder of the ongoing stigma and discrimination faced by those living with HIV and TB.

    Two years ago, he said, SANAC initiated the development of Human Rights Charters aimed at protecting the rights of key populations affected by TB and HIV. 

    While progress has been made, Deputy President Mashatile noted that some provinces are still yet to launch their charters, emphasising the need to address stigma actively.

    “TB is not merely a medical issue; it is a human rights issue. Every person, regardless of their background, deserves access to life-saving treatment,” the Deputy President stressed.

    Meanwhile, he said about 58 000 people with TB in South Africa remain undiagnosed.

    “These are our mothers, fathers, brothers, and sisters – people who deserve care and dignity. We must reach them.”

    He told the community that government was committed to maximising efforts to combat TB through four key objectives. These include raising awareness, promoting access to care, advocating for research and innovation and strengthening partnerships.

    Through these initiatives, the Deputy President said government hopes to foster improved treatment success, link diagnosed patients to necessary care and reduce stigma and discrimination within communities. 

    The Deputy President believes that collective action and commitment are imperative in the fight against this preventable and treatable disease. 

    Government also launched the End TB campaign, which aims to test five million people by the end of March next year and annually thereafter.

    “This will, in turn, result in a 29% reduction in TB incidence and a 41% reduction in TB mortality by 2035,” he said. 

    Under SANAC coordination, the Deputy President said they will embark on a mass mobilisation drive to rally all South Africans behind the End TB initiative. 

    “We will work with community leaders, traditional healers, and media platforms to spread the message that TB is preventable, treatable, and curable,” he added. – SAnews.gov.za

  • MIL-OSI Africa: Nigerian journalists are harassed by the public, the state and paid ‘data boys’ – what must change

    Death threats, kidnapping, unlawful detention, torture and assassination are some of the crimes being committed against journalists in Nigeria, according to a recent report. Another recent report details how the police and politicians are responsible for 70% of these harassment cases.

    They point to the increased level of threats that Nigerian journalists endure in their fourth estate role, serving as the voice of the people and holding government to account.

    This isn’t new. The harassment of journalists is baked into Nigerian history. But today journalists are also attracting online threats and harassment from members of the public.

    I teach and research media and politics, with a focus on online journalism in Nigeria. What’s clear is that the digital age has brought with it a complex relationship not just between journalists and the state, but also with citizens.

    All these parties need to turn down the heat, in the interests of free and fair information, particularly in a young democracy like Nigeria.

    A long history of violence

    The history of Nigerian journalism is characterised by violence from British colonial powers, from 1859 when the first newspaper was established, and also from indigenous politicians. There’s always been a suspicion that a free press could empower ordinary citizens and cause a shift in the power base.

    This isn’t unfounded. Journalism contributed to ending colonialism. But, after independence in 1960, the political class feared that an unfettered press would be difficult to control. Particularly when the country came under oppressive military rule from 1966 to 1999.

    There was always a fair amount of goodwill towards the press from citizens. But the ownership and control of major media houses by prominent Nigerian politicians, alongside the rise of social media, has changed the picture.

    The public used to act as the buffer for journalists, defending them from the attacks of government officials. Now some Nigerians have joined in attacking and harassing journalists in Nigeria.

    Online harassment

    We know that journalists in Nigeria under-report the harassment they receive. Many don’t view acute forms of harassment – verbal abuse, online disrespect and maltreatment – as an issue. One of our studies found they regard this as mere online banter, verbal sparring and attention seeking. But dismissing harassment doesn’t make it go away or stop. It just makes it worse in frequency and form.

    Our studies indicate that online harassment of journalists is prevalent and escalating. This type of harassment is usually sustained and it often moves from one social media platform to another.

    In some cases, it spills from online to offline. The burning of the Television Continental station in Lagos in 2020 is just one example. The harassment is usually personal. Threats to the lives and safety of journalists are becoming common.

    Data Boys and corruption

    Nigerian journalists have reported that the harassers particularly target investigative and political reports, as well as perceived unethical conduct by journalists.

    The result is that political reporting is becoming difficult. A critical report about a politician makes the journalist an enemy of the politician. The politician will then unleash their supporters and paid influencers (known as “Data Boys”) to harass and hassle the journalist.

    The Data Boys phenomenon as we know it today began during Nigeria’s 2015 general elections. Data Boys are groups of young people on a politician’s payroll. They help to promote the politician’s image online and generally do their bidding. The politician sends them money to buy internet data and shares promotional “news” about themself. The Data Boys are also paid to attack any perceived enemy of the politician.

    It’s an increasingly successful political tactic in Nigeria. As a result, journalists have started censoring themselves.

    Data Boys aside, we asked ordinary Nigerians who reported engaging in online harassment why they picked on journalists. They indicated that perceived journalistic malpractice was their main reason. They accused journalists of being part of the problem because they believed many were corrupt and in the pay of politicians. Adding fuel to the fire is that Nigerian politicians are also often media owners.

    Some solutions

    One of the reasons that a culture of harassment continues is the failure of law enforcement. Those who harass journalists are not made to account for their actions. Strengthening harassment laws in Nigeria would give law enforcement the tools needed to curb it.

    There are no explicit laws around online harassment in Nigeria, just sexual and physical assault laws. This has to change if journalists are to be protected. All respondents in our studies, both journalists and the public, highlighted the law as a cardinal factor to fight harassment.

    Another solution is that journalists need to be accountable, transparent and ethical. Journalists themselves have raised these concerns about their profession.

    Yet in our studies journalists did not highlight transparency or an improved code of conduct as ways to improve the harassment situation in Nigeria.

    Their detachment can come off as arrogant and has the potential to worsen hostility towards them. All the suggested solutions to online harassment made by journalists in our studies were external to them, like media sensitisation campaigns, improved workplace security and proper punishment for offenders. Their attitudes, we found, could be misconstrued as lacking self-reflection or empathy.

    Journalists, their harassers and politicians will all need to make changes or be brought to book if the problem is to be solved. Until then, online harassment is harming journalism as a profession in Nigeria. And this has the potential to have a negative impact on democracy.

    SEATTLE, March 24, 2025 (GLOBE NEWSWIRE) — Today, Payscale Inc., the leading provider of compensation data, software and services, released its 2025 Gender Pay Gap Report (GPGR), revealing that despite pay transparency laws, the closing of the gender pay gap has stalled nationwide, with systemic barriers still limiting women’s earning potential.

    Payscale’s analysis found that in 2025 women still earn just 83 cents for every dollar men make. While this is unchanged from last year, according to AAUW, Equal Pay Day shifted back more than two weeks this year, meaning that women must work that much longer to achieve the same earnings as men in 2025, compared to 2024. The controlled gender pay gap also remains the same as last year, at 99 cents. The controlled gender pay gap is the amount that women earn for every dollar that a man earns when accounting for job title and compensable factors, while the uncontrolled gender pay gap is the difference in median pay for men and women overall.

    “Even though our 2025 Compensation Best Practices Report showed a minor decrease in support for pay equity (57%), and there has been a recent weakening of public support around Diversity, Equity and Inclusion (DEI) of late, some states have shown promising progress towards closing the gender pay gap,” said Ruth Thomas, pay equity strategist at Payscale. “While not every state has enacted pay transparency laws, which are shown to support pay equity efforts, many organizations are still staunchly committed to the cause. In fact, compared to 2020, there has been a 19% increase in corporate commitment to these efforts.”

    Key takeaways from GPGR:

    Working Parents Motherhood continues to hurt pay equity, while fathers get a raise as a result of the childbearing penalty.

    • Women with children face a significantly wider gender pay gap, earning just 75 cents for every dollar fathers make—unchanged from last year.
    • This gap is even wider for women of color, with American Indian and Alaska Native mothers experiencing the largest disparity, earning just 64 cents for every dollar fathers earn.
    • When controlling for job roles and experience, mothers earn 98 cents for every dollar earned by fathers with similar characteristics, a figure that has remained steady.
    • Meanwhile, fatherhood financially benefits men, who earn 2% more than childless men, while mothers face stagnant or reduced pay compared to childless women.

    Job Seeking Women seeking new jobs are closing the pay gap, but parenting responsibilities and workplace flexibility keep many stuck with lower wages.

    • The gender pay gap is narrower for women actively seeking a new job in the next six months compared to those not looking, suggesting that a willingness to leave positions may lead to higher pay.
    • Yet, this uncontrolled gender pay gap slightly widened this year to $0.83 from $0.84 last year, indicating slower progress overall.
    • Women who stay in their current job may do so due to benefits they can’t afford to lose, such as flexible work schedules, which can result in tolerating lower pay.
    • Workplace culture, flexibility, and work-life balance may be more important to women than men when deciding whether to stay with an employer, potentially influencing their pay trajectory.

    Higher Education Despite earning advanced degrees like MBAs, law degrees, and health professional doctorates, women still face a significant pay gap, highlighting that education alone doesn’t guarantee pay equity.

    • Women with MBAs face the largest uncontrolled pay gap, earning just 77 cents for every dollar earned by men with the same degree.
    • Health professional doctorates have the smallest uncontrolled pay gap at 89 cents, while women with law degrees earn 87 cents for every dollar men with the same degree make, marking a slight decrease from last year.

    Leadership and Career Progress Not only do women earn less as their career progresses, they’re also less likely to reach leadership roles.

    • White men are the most likely to hold leadership positions, with 45% serving as managers or in higher roles. Women are underrepresented in leadership roles, with only 5% of white women becoming executives compared to 7% of white men. The numbers are even lower for women of color: 3% for Hispanic women, 4% for Black or African American women, and 3% for Asian women.
    • Women who do ascend the corporate ladder earn less than their male counterparts, with the gap widening at higher levels. Women at the executive level earn 93 cents for every dollar men make, even when controlling for job characteristics, and just 72 cents when not controlling for these factors.
    • The gender pay gap is widest for Hispanic women and American Indian and Native Alaskan women at the executive level when data are controlled, currently standing at 91 cents, which is two points narrower than 2024.

    Gender Norms While STEM industries show progress toward pay equity, traditional gender norms continue to widen the gap in other sectors.

    • The biggest pay gaps appear in occupations with deep-rooted gender norms, including Legal (63 cents), Farming & Fishing (77 cents), and Management (79 cents), where men dominate top-paying positions.
    • The gender pay gap is also widest in Finance & Insurance (78 cents) and Agencies & Consultancies (84 cents) industries, despite women making up 53% and 59% of the workforce in these industries, respectively.
    • Even in female-dominated industries like Healthcare (89 cents), Education (91 cents), and Nonprofits (88 cents), pay disparities persist.
    • Some STEM-heavy industries show pay equity when controlled, but women remain underrepresented in higher-paying roles within these industries.

    Location States with and without salary transparency laws have seen improvements in the controlled gender pay gap, likely due in part to increased awareness from transparency efforts in other regions or companies adopting national pay transparency practices.

    • In 2025, Illinois, Minnesota, New Jersey, Vermont and Massachusetts will enact pay transparency legislation.
    • The controlled pay gap remained closed in 2025 for California, Connecticut, Maryland, New Jersey, New York, Oregon, and Washington, D.C. – all showed closed pay gaps last year, and, except for New Jersey and Oregon, have active pay transparency laws.
    • While other states continue to show improvement, Massachusetts, Montana, New Hampshire, North Carolina, New Mexico, Vermont, and Washington state have seen their gaps widen.
    • New gains are emerging in Alabama, Delaware, Nebraska, North Dakota, Rhode Island, South Dakota, and West Virginia, where the controlled pay gap has recently closed.

  • MIL-Evening Report: Activist group praises Pacific support for West Papua but slams NZ

    A human rights group in Aotearoa New Zealand has welcomed support from several Pacific island nations for West Papua, which has been under Indonesian military occupation since the 1960s.

    West Papua is a region (with five provinces) in the far east of Indonesia, centred on the island of New Guinea. Half of the eastern side of New Guinea is Papua New Guinea.

    West Papua Action Aotearoa claims the Indonesian occupation of West Papua has resulted in serious human rights violations, including a lack of press freedom.

    Catherine Delahunty, the group’s spokesperson, says many West Papuans have been displaced as a result of Indonesia’s military activity.

    In an interview with William Terite on PMN’s Pacific Mornings, the environmentalist and former Green Party MP said most people did not know much about West Papua “because there’s virtually a media blackout around this country”.

    “It’s an hour away from Darwin [Australia], and yet, most people don’t know what has been going on there since the 1960s. It’s a very serious and tragic situation, which is the responsibility of all of us as neighbours,” she said.

    “They [West Papuans] regard themselves fully as members of the Pacific community but are treated by Indonesia as an extension of their empire because they have all these natural resources, which Indonesia is rapidly extracting, using violence to maintain the state.”

    Delahunty said the situation was “very disturbing”, adding there was a “need for support and change alongside the West Papuan people”.

    UN support
    In a recent joint statement to the United Nations Human Rights Council, the leaders of Federated States of Micronesia, Nauru, Marshall Islands, Sāmoa and Vanuatu called on the global community to support the displaced people of West Papua.

    Delahunty said the Pacific island nations urged the UN Council to advocate for human rights in West Papua.

    She also said West Papua Action Aotearoa wanted Indonesia to allow a visit from a UN human rights commissioner, a request that Indonesia has consistently denied.

    She said Sāmoa was the latest country to support West Papua, contrasting this with the “lack of action from larger neighbours like New Zealand and Australia”.

    Delahunty said that while smaller island nations and some African groups supported West Papua, more powerful states provide little assistance.

    “It’s great that these island nations are keeping the issue alive at the United Nations, but we particularly want to shout out to Sāmoa because it’s a new thing,” she told Terite.

    “They’ve never, as a government, made public statements. There are many Sāmoan people who support West Papua, and I work with them. But it’s great to see their government step up and make the statement.”

    Historically, the only public statements supporting West Papua have come from American Sāmoan congressman Eni Faleomavaega, who strongly advocated for it until he died in 2017.

    Praise for Sāmoa
    Delahunty praised Sāmoa’s support for the joint statement but voiced her disappointment at New Zealand and Australia.

    “What’s not encouraging is the failure of Australia and New Zealand to actually support this kind of joint statement and to vigorously stand up for West Papua because they have a lot of power in the region,” she said.

    “They’re the big states, and yet it’s the leadership of the smaller nations that we see today.”

    In September 2024, Phillip Mehrtens, a pilot from New Zealand, was released by West Papua rebels after being held captive for 19 months.

    Mehrtens, 39, was kidnapped by West Papua National Liberation Army fighters in February 2023 and was released after lengthy negotiations and “critical’ diplomatic efforts by authorities in Wellington and Jakarta.

    New Zealand’s Prime Minister Christopher Luxon and Foreign Affairs Minister Vaovasamanaia Winston Peters welcomed his release.

    Why is there conflict in West Papua?
    Once a Dutch colony, the region is divided into five provinces, the two largest being Papua and West Papua. It is separate from PNG, which gained independence from Australia in 1975.

    Papuan rebels seeking independence from Indonesia have issued threats and attacked aircraft they believe are carrying personnel and delivering supplies for Jakarta.

    The resource-rich region has sought independence since 1969, when it came under Indonesia’s control following a disputed UN-supervised vote.

    Conflicts between indigenous Papuans and Indonesian authorities have been common with pro-independence fighters increasing their attacks since 2018.

    The Free Papua Movement has conducted a low-intensity guerrilla war against Indonesia, targeting military and police personnel, along with ordinary Indonesian civilians.

    Human rights groups estimate that Indonesian security forces have killed more than 300,000 West Papuans since the conflict started.

    But the Indonesian government denies any wrongdoing, claiming that West Papua is part of Indonesia and was integrated after the controversial “Act of Free Choice” in 1969.

    Manipulated process
    The Act of Free Choice has been widely criticised as a manipulated process, with international observers and journalists raising concerns about the fairness and legitimacy of the plebiscite.

    Despite the criticism, the United States and its allies in the region, New Zealand and Australia, have supported Indonesia’s efforts to gain acceptance in the UN for the pro-integration vote.

    Human rights groups, such as Delahunty’s West Papua Action Aotearoa, have raised “serious concerns” about the deteriorating human rights situation in Papua and West Papua.

    They cite alarming abuses against indigenous Papuans, including child killings, disappearances, torture, and mass displacement.

    Delahunty believes the hope for change lies with the nations of Te Moana Nui a Kiwa. She said it also came from the younger people in Indonesia today.

    “This is a colonisation issue, and it’s a bit like Aotearoa, in the sense that when the people who have been part of the colonising start addressing the issue, you get change. But it’s far too slow. So we are so disappointed.”

    Fatal accident at Pewsey footpath crossing

    Investigation into a fatal accident involving a pedestrian at Pewsey footpath crossing, Pewsey, Wiltshire, 26 February 2025.

    At around 13:56 on 26 February 2025, a pedestrian was struck by a train and fatally injured while crossing the railway on Pewsey footpath crossing, situated on the outskirts of Pewsey, in Wiltshire.  The train involved was travelling at about 96 mph (154 km/h) at the time of the accident.

    Pewsey footpath crossing provides access for pedestrians between the residential area of Pewsey and countryside to the north of the railway. The crossing has gates on either side of the railway and is provided with signage which instructs users how to cross.  

    Our investigation will determine the sequence of events that led to the accident and will include consideration of:

    • the factors which may have affected the decisions and actions of the pedestrian as they used the crossing
    • any previous incidents at Pewsey footpath crossing and how these may be relevant to this accident
    • the management of risk at this crossing and Network Rail’s wider strategy for assessing and mitigating risks at footpath crossings
    • any relevant underlying factors.

    Our investigation is independent of any investigation by the railway industry or by the industry’s regulator, the Office of Rail and Road.

    The Mt Buller snow season will end early on Sunday 1 September 2024. No lifts will operate after 5pm Sunday 1 September 2024. The V/Line Snow Coach will continue running one coach in each direction per day until Saturday 7 September to ensure people can vacate the snowfields.

    The Melbourne – Mansfield – Mt Buller Snow Coach service will run from Friday 6 June until Sunday 5 October.

    V/Line has once again teamed up with multiple partners to provide a seamless Snow Coach service for customers to enjoy the ski season.

    The Snow Coach consists of three connecting coach services including: 

    • V/Line Melbourne – Mansfield coach service
    • Mansfield Mt Buller Bus Lines (MMBL) service Mansfield – Mt Buller Village
    • Mt Buller ‘Ride Share’ service between Mt Buller Village and the customer’s accommodation  

    Each coach service is timed to ensure all customers travelling will experience a smooth journey and connection from the city to the slopes. 

    Due to the popularity of the Snow Coach service, tickets must be reserved for both directions.

    • at staffed V/Line stations
    • at metropolitan premium stations

  • MIL-OSI Security: Man jailed for drug and knife offences after routine stop and search

    A man has been jailed after a routine stop and search conducted by Met Police officers found him to be carrying drugs and a locking knife.

    Ali Al-Hindawi, 29 (16.10.95) of Askew Road, Hammersmith, appeared at Southwark Crown Court on Tuesday, 18 March, where he was sentenced to two years and two months in prison.

    On the evening of Sunday, 16 February, officers patrolling Leicester Square and Coventry Street noticed Al-Hindawi acting suspiciously on an e-bike, paying close attention to people walking by.

    Working with the Town Centre Team, Al-Hindawi’s movements were monitored on CCTV cameras before he was stopped by officers on Charing Cross Road. He was found to be concealing a bag under his jacket containing cannabis, methyl amphetamine and other illegal substances.

    He also admitted having a locking knife hidden inside one of his pockets and was arrested.

    Further investigations involved a search of his home in Hammersmith, where a larger consignment of drugs was seized, along with equipment used in drug supply.

    Al-Hindawi pleaded guilty to possession with intent to supply Class A drugs and possession of a bladed article at Highbury Corner Magistrates’ Court on Tuesday, 18 February.

    Inspector Ryan Allister, of the West End Policing Team, who led the investigation, said:

    “This investigation is a great example of the important role stop and search plays in helping the Met bring criminals to justice, protect the communities we serve, and make people safer.

    “In this case, officers used their stop and search powers impeccably and progressed the investigation at speed to gather all the evidence required to charge Al-Hindawi.

    “Their efforts have not only resulted in a dangerous individual operating in central London being jailed, but also taken a large quantity of drugs and a knife off our streets.”

    The Met published a new Stop and Search Charter at the end of last month, shaping the future of how one of policing’s most effective tactics is used in London.

    The charter, which was co-produced with communities, is the product of 18 months of engagement with more than 8,500 Londoners of all ages, ethnicities and backgrounds.

    Over the past four years, 17,500 weapons were seized as a result of stop and search, including at least 3,500 in 2024. Polling shows that up to 68 per cent of Londoners, including young Londoners, support its use.
