    The Director General Military Operations (DGMO) of Indian Army Lieutenant General Rajiv Ghai, visited Manipur on 24 and 25 February 2025 to gain a comprehensive understanding of the situation along the Indo-Myanmar Border (IMB) and insights into the status of ongoing border infrastructure developments in the state.

    During his visit, Lieutenant General Rajiv Ghai called on the Honourable Governor of Manipur Shri Ajay Kumar Bhalla, the State Security Advisor, the Chief Secretary of Manipur and the Director General of Police Manipur. The DGMO focused on the operational preparedness of the Indian Army, carried out an assessment of the security situation along the Indo-Myanmar Border (IMB), and the current security dynamics in the state, including fringe areas. He also emphasised on a ‘whole of Government approach’ during interactions with key stakeholders. The discussions centred around the normalisation of prevailing security situation in the state, particularly the need to enhance border management and strengthen security infrastructure along the IMB.

    Lieutenant General Ghai’s visit highlighted the collaborative approach between the military and state officials to implement strategic initiatives aimed at promoting stability and the welfare of the people of Manipur.

  • MIL-OSI Asia-Pac: Tender awarded for Tsing Yi modern logistics development site

         The Lands Department announced today (February 25) that the tender for a site, Tsing Yi Town Lot No. 202 at the junction of Tsing Hung Road and Tsing Yi Road, Tsing Yi, New Territories, has been awarded to Titanium 2 (HKSAR) Limited (parent company: Mapletree Investments Pte Ltd), on a 50-year land grant at a premium of $3,678,600,000.

         There was one tender for Tsing Yi Town Lot No. 202.
     
         A spokesman for the Transport and Logistics Bureau said, “The Government attaches great importance to logistics development in Hong Kong, which is crucial for complementing the growth of the city as an international maritime centre and international trade centre. To realise our vision of Hong Kong as a premier international logistics hub in the region with a focus on handling high-value goods, we have committed in the Action Plan on Modern Logistics Development, promulgated in October 2023, to providing a stable supply of quality logistics sites by releasing four quality logistics sites near the Hong Kong Kwai Tsing Container Terminals to address the industry’s need for modern, high-end, multi-storey logistics facilities primed for high value-added logistics operations with synergy with our port. The positive market response to Tsing Yi Town Lot No. 202, which is the first of such sites, clearly reflects the trade’s continual confidence in Hong Kong’s role as an international logistics hub. The Government will release the remaining three logistics sites in a timely manner, taking into consideration the market situation.”
     
         Tsing Yi Town Lot No. 202 has a site area of about 44 318 square metres and is designated for logistics services and public vehicle park purposes. The maximum gross floor area that may be attained is 227 836 sq m for developing multi-storey modern logistics facilities and a public vehicle park, thereby achieving multiple uses on one site.

    The Rise of HIV Self-Testing in Mizoram

    Nestled in the northeastern hills of India, Mizoram is known for its scenic landscapes and close-knit communities. Mizoram is also becoming an inspiration for its fight against HIV/AIDS. Mizoram has been dabbling with the problem of being the state with the highest HIV prevalence in India, with a significant portion of the affected population being young adults. The traditional methods of HIV testing—often requiring individuals to visit healthcare centers—have proven to be inadequate due to stigma and logistical challenges. Against this backdrop, the introduction of HIV self-testing (HIVST) has emerged as a revolutionary approach, offering a more private, convenient, and effective means of diagnosis.

    Mizoram has consistently recorded alarming rates of HIV infections, far surpassing the national average. The primary modes of transmission have been identified as unprotected sex and intravenous drug use. Despite awareness campaigns, many individuals remain hesitant to get tested, leading to delayed diagnoses and an increased risk of transmission. Hence, a new approach was necessary—one that could empower individuals to take control of their health without fear of stigma or logistical challenges. This is where HIV self-testing has proven to be a game-changer.

    HIV self-testing allows individuals to test themselves in the privacy of their homes using easy-to-use kits. These kits typically involve collecting a saliva or blood sample and obtaining results within minutes. This approach has been successfully implemented in several countries, and its introduction in Mizoram has sparked hope in the fight against HIV. The benefits of HIV self-testing include tackling stigma and empowering people to take proactive steps in managing their health by visiting a healthcare professional once they detect a positive result. Additionally, HIVST bridges the logistical gap by bringing testing to people’s homes, ensuring that even those in the most remote locations can test themselves without traveling long distances.

    The success of HIV self-testing in Mizoram offers a valuable blueprint for other states facing similar challenges. If scaled up properly, HIVST can transform HIV prevention strategies across India, particularly in regions with high infection rates and limited healthcare access. Tailored public awareness campaigns focusing on localized issues and breaking down stigma through targeted messaging can be effective. Leveraging digital health solutions by integrating HIVST with mobile apps and telehealth services for counseling and follow-up support can improve accessibility. Public-private partnerships can play a crucial role in expanding reach and availability by collaborating with private healthcare providers and NGOs.

    The Government of India has been actively working to combat the HIV/AIDS epidemic through various initiatives. One of the most significant efforts is the National AIDS and STD Control Programme (NACP) Phase-V, a Central Sector Scheme fully funded by the government with an outlay of Rs 15,471.94 crore. The programme extends the national AIDS and STD response till the Financial Year 2025-26 and aligns with the United Nations’ Sustainable Development Goals (SDG) 3.3, which aims to end the HIV/AIDS epidemic as a public health threat by 2030.

    Building upon past initiatives like the HIV/AIDS Prevention and Control Act (2017), Test and Treat Policy, Universal Viral Load Testing, Mission Sampark, and Community-Based Screening, NACP Phase-V introduces newer strategies to consolidate and augment progress. A key component of this phase is the Sampoorna Suraksha Kendras (SSK), which operate as single-window service centers for individuals at risk of HIV and sexually transmitted infections (STIs). These centers provide a holistic set of services tailored to clients’ needs, ensuring strong linkages and referrals within and outside the healthcare system. Through a comprehensive prevention-test-treat-care continuum, the government is ensuring that HIV detection and treatment reach every corner of the country, including remote states like Mizoram.

    Further, in Mizoram, the Mizoram State AIDS Control Society (MSACS) has several schemes for HIV/AIDS prevention and testing, including mobile testing centers, counseling, and treatment. The efforts of MSACS and the Mizoram state government in combating HIV infection among people, especially in prisons, have been acknowledged by the United Nations Office on Drugs and Crime.

    HIV self-testing is proving to be a revolutionary tool in Mizoram’s fight against HIV/AIDS. By addressing the twin challenges of stigma and accessibility, HIVST empowers individuals to take charge of their health, promotes early diagnosis, and ultimately reduces transmission rates. As Mizoram continues to lead the way in implementing self-testing, its success story serves as an inspiration for other states and regions looking to adopt innovative, community-driven approaches to public health. With the right policies, support, and awareness, HIV self-testing could well become a national strategy in the fight against HIV/AIDS, turning the tide in one of India’s most pressing health crises.

    Raksha Mantri Shri Rajnath Singh conferred gallantry, distinguished service, and meritorious service medals to the personnel of the Indian Coast Guard (ICG) during the 18th ICG Investiture Ceremony held at Bharat Mandapam in New Delhi on February 25, 2025. A total of 32 medals – six President’s Tatrakshak Medals (Distinguished Service), 11 Tatrakshak Medals (Gallantry) and 15 Tatrakshak Medals (Meritorious Service) – for 2022, 2023 and 2024 were presented to the personnel for their exemplary service, acts of valour, and selfless dedication to duty, often in challenging & extreme conditions.

    Congratulating the personnel, Raksha Mantri described the medals as not just a memento, but a symbol of bravery, perseverance and unwavering resolve towards maintaining the honour of the tricolour. He commended the personnel for their efforts in ensuring coastal security, organisational efficiency, seizure of drugs, rescue operations and international exercises.

    Shri Rajnath Singh highlighted the growth of ICG into a formidable, trustworthy and one of the most efficient marine forces in the world. “Geographically, India is surrounded by sea on three sides and its coastline is vast. The nation’s strategic security faces two types of threats. The first is war which is dealt by the Armed Forces, and the second are the challenges of piracy, terrorism, infiltration, smuggling & illegal fishing for which the marine forces, especially ICG, are always alert. ICG, working proactively to tackle these challenges, is a key player in ensuring strategic security,” he said.

    In the last one year, ICG has achieved significant achievements in maritime safety, security and humanitarian operations. It apprehended 14 boats and 115 pirates, apart from carrying out a major drug seizure of about Rs 37,000 crore. In addition, ICG saved 169 lives through various rescue operations and provided medical assistance to 29 seriously injured people.

    Raksha Mantri termed these achievements as not just statistics, but a story of ICG’s courage and dedication towards national security. By being alert on the maritime borders, ICG not only stops illegal infiltration, but also helps in positively impacting India’s sovereignty and internal security, he said. Shedding light on the emergence of unconventional threats due to the latest technological advancements, he called upon the marine forces, especially ICG, to remain alert of challenges such as cyber attacks, data breach, signal jamming, radar disruption and GPS spoofing, in addition to the conventional threats.

    Shri Rajnath Singh asserted that the vision of a secure & prosperous India can only be realised if its security system is robust and the forces are strong. He reiterated Prime Minister Shri Narendra Modi-led Government’s commitment to increasing the efficiency of ICG. “Indian Coast Guard has been allocated Rs 9,676.70 crore for the Financial Year 2025-26, which is 26.50% more than the previous budget. It is a crucial step towards modernising ICG. In addition, the procurement of 14 Fast Patrol Vessels, six Air Cushion Vehicles, 22 Interceptor Boats, six Next Generation Offshore Patrol Vessels and 18 Next Generation Fast Patrol Vessels has been approved to make ICG stronger,” he said.

    Raksha Mantri acknowledged ICG’s focus on technological advancements, while commending the foundation laying of the Digital Coast Guard project. All these efforts will continuously strengthen the ICG to effectively deal with conventional and unconventional threats, he said, assuring the Government’s full support in achieving this objective.

    Prior to the ceremony, Raksha Mantri inspected the Ceremonial Guard of Honour, reflecting the solemnity and importance of the occasion. The awardees and their families also interacted with Shri Rajnath Singh, marking a fitting conclusion to the event. Raksha Rajya Mantri Shri Sanjay Seth, Defence Secretary Shri Rajesh Kumar Singh, ICG Director General Paramesh Sivamani, other senior officials of ICG & Ministry of Defence and the families of the awardees were present on the occasion.

    The Prime Minister Shri Narendra Modi inaugurated the Advantage Assam 2.0 Investment & Infrastructure Summit 2025 in Guwahati, Assam today. Welcoming all the dignitaries to the event, Shri Modi said “East India and North East India are embarking on a new journey of future today and Advantage Assam is a mega initiative to intertwine the incredible potential and progress of Assam with the world”. He added that history is a witness to the major role played by Eastern India in India’s prosperity. Expressing hope, the Prime Minister said, “Today, when we are progressing towards Viksit Bharat, Eastern India and North East will display their true potential”.  He said that Advantage Assam was a representation of the same spirit and congratulated the Government and Chief Minister of Assam for organising such a grand event. He recalled his words from 2013, when he had said that it was not very far when ‘A for Assam’ would be the norm. 

    “Despite global uncertainties, experts unanimously agree on one certainty: India’s rapid growth”, said the Prime Minister. He emphasized that today’s India is working with a long-term vision for the next 25 years of this century. He highlighted that the world has immense trust in India’s young population, which is rapidly becoming skilled and innovative. He also noted the growing confidence in India’s neo-middle class, emerging from poverty with new aspirations. Underscoring the trust the world places in India’s 140 crore people who support political stability and policy continuity, Shri Modi highlighted India’s governance that continues to implement reforms. Furthermore, he pointed out that India is strengthening its local supply chains and entering free trade agreements with various global regions. He also mentioned the robust connectivity with East Asia and the new India-Middle East-Europe Economic Corridor, bringing new opportunities.

    Highlighting the growing global trust in India, as witnessed by the gathering in Assam, Shri Modi remarked, “Assam’s contribution to India’s growth is steadily increasing”. He noted that the first edition of the Advantage Assam Summit was held in 2018, at which time Assam’s economy was valued at ₹2.75 lakh crore. Today, Assam has become a state with an economy of approximately ₹6 lakh crore, he added, emphasizing that under their government, Assam’s economy has doubled in just six years. Furthermore, he said that this is the double effect of their Governments at the Center and the state. The numerous investments in Assam have turned it into a state of unlimited possibilities, he stated. The Prime Minister highlighted that the Assam government is focusing on education, skill development, and creating a better investment environment. He noted that their Government had worked extensively on connectivity-related infrastructure in recent years. He provided an example, stating that before 2014, there were only three bridges over the Brahmaputra river, built over 70 years. However, in the past 10 years, four new bridges have been constructed. One of these bridges is named after Bharat Ratna Bhupen Hazarika. Shri Modi remarked that between 2009 and 2014, Assam received an average rail budget of ₹2,100 crore but their Government increased Assam’s railway budget more than four times to ₹10,000 crore. He added that over 60 railway stations in Assam are being modernized and also mentioned that the first semi high-speed train in the North East is now operational between Guwahati and New Jalpaiguri.

    Touching upon the rapid expansion of air connectivity in Assam, the Prime Minister said that until 2014, flights operated on only seven routes, but now there are flights on nearly 30 routes. This expansion has provided a significant boost to the local economy and created employment opportunities for the youth, he added. Shri Modi emphasized that these changes are not limited to infrastructure alone, but there were unprecedented improvements in law and order, with numerous peace accords signed in the past decade and long-pending border issues resolved. He underscored that every region, every citizen, and every youth in Assam is working tirelessly for the state’s development.

    “India is undergoing significant reforms across all sectors and levels of the economy and continuous efforts have been made to enhance the Ease of Doing Business, and a comprehensive ecosystem has been established to promote industry and an innovation culture”, emphasised Shri Modi. He highlighted that excellent policies have been formulated for startups, manufacturing through PLI schemes, and tax exemptions for new manufacturing companies and MSMEs. He also noted the substantial investment the Government is making in the country’s infrastructure. Prime Minister underscored that the combination of institutional reform, industry, infrastructure, and innovation forms the foundation of India’s progress. He stated that this progress is also being seen in Assam, which is advancing at double engine speed. He pointed out that Assam has set a target to achieve a $150 billion economy by 2030. He expressed confidence that Assam can achieve this goal, attributing it to the capable and talented people of Assam and the commitment of their Government. Remarking that Assam is emerging as a gateway between South East Asia and India, Shri Modi said, to further this potential, the Government has launched the North East Transformative Industrialization Scheme, ‘Unnati.’ He highlighted that the ‘Unnati’ scheme will accelerate industry, investment, and tourism across the entire North East region, including Assam. He urged industry partners to take full advantage of this scheme and Assam’s unlimited potential. The Prime Minister noted that Assam’s natural resources and strategic location make it a preferred destination for investment. He cited Assam tea as an example of Assam’s potential, stating that it has become a global brand over the past 200 years, inspiring progress in other sectors as well.

    Highlighting the significant changes occurring in the global economy, with a growing demand for resilient supply chains worldwide, the Prime Minister said, “India has initiated mission-mode efforts to advance its manufacturing sector”. He emphasized that under the Make in India initiative, the focus is on promoting low-cost manufacturing in sectors such as pharmaceuticals, electronics, and automobiles. He noted that India’s industry is not only meeting domestic demands but also setting new benchmarks for manufacturing excellence in international markets. He pointed out that Assam is playing a significant role in this manufacturing revolution.

    Stressing that Assam has always had a share in global trade, Shri Modi remarked that today, over 50 percent of India’s on-shore natural gas production comes from Assam and there has been a significant increase in the capacity of Assam’s refineries in recent years. He also pointed out that Assam is rapidly emerging in sectors such as electronics, semiconductors, and green energy. He emphasized that due to Government policies, Assam is becoming a hub for high-tech industries as well as startups.

    Highlighting that in the recent budget, the Central government has approved the Namrup-4 plant, the Prime Minister remarked that this urea production plant will meet the demand of the entire North East and the country in the future. He said, “the day is not far when Assam will become a major manufacturing hub in Eastern India”. He emphasized that the Central Government is fully supporting the state Government of Assam in achieving this goal.

    Emphasising that the progress of the 21st century world depends on digital revolution, innovation, and technological advancements, Shri Modi stated, “The better prepared we are, the stronger we will be globally”. He added that the Government was advancing with 21st century policies and strategies. He highlighted India’s significant leap in electronics and mobile manufacturing over the past decade and expressed the desire to replicate this success story in semiconductor production. Prime Minister proudly noted that Assam is developing as an important center for semiconductor manufacturing in India and mentioned the recent inauguration of the Tata Semiconductor Assembly & Test facility in Jagiroad, Assam, which will promote technological growth in the Northeast. He emphasized the collaboration with IIT for innovation in the semiconductor sector and the ongoing work on a semiconductor research center in the country. The Prime Minister projected that by the end of this decade, the value of the electronic sector will reach $500 billion. He confidently stated, “With India’s speed and scale, the country will emerge as a major force in semiconductor production, creating employment for millions and benefiting Assam’s economy”.

    “India has made policy decisions over the past decade while understanding its environmental responsibilities and the world considers India’s Renewable Energy Mission as a model practice”, said the Prime Minister. He highlighted that India has made significant investments in solar, wind, and sustainable energy resources over the past ten years. This has not only fulfilled ecological commitments but also expanded the country’s renewable energy production capacity multiple times, he added. Shri Modi noted that the country has set a target to add 500 GW of renewable energy capacity by 2030. “Government is working on a mission to achieve an annual green hydrogen production of 5 million metric tons by 2030”, he said. Pointing out that the growing gas infrastructure in the country has led to increased demand, and the entire gas-based economy sector is rapidly expanding, Shri Modi remarked that Assam has a significant advantage in this journey. He emphasized that the Government has created many pathways for industries, including PLI schemes and policies for green initiatives. He expressed his desire for Assam to emerge as a leader state in the renewable energy sector and urged industry leaders to maximize the potential of Assam.

    Impressing that Eastern India will play a significant role in making India a developed nation by 2047, Shri Modi remarked, “today, the Northeast and Eastern India are rapidly advancing in infrastructure, logistics, agriculture, tourism, and industry”. He expressed confidence that the day is not far when the world will see this region leading India’s development journey. He invited everyone to be partners and companions in this journey with Assam and concluded by calling for collective efforts to make Assam a state that elevates India’s capabilities to new heights across the global south. The Prime Minister boosted the confidence of the investors and industry leaders by saying that he stood by them in the journey of Viksit Bharat by fully supporting their contributions.

    The Governor of Assam, Shri Lakshman Prasad Acharya, Chief Minister of Assam, Shri Himanta Biswa Sarma, Union Ministers Dr. S Jaishankar, Shri Sarbananda Sonowal, Shri Jyotiraditya Scindia, Chief Minister of Tripura, Dr. Manik Saha, Union Minister of State, Shri Pabitra Margherita were present among other dignitaries at the event.

    Background

    The Advantage Assam 2.0 Investment and Infrastructure Summit 2025 in Guwahati, is being held from 25th to 26th February. It includes an inaugural Session, seven ministerial sessions and 14 thematic sessions. It also includes a comprehensive exhibition illustrating the state’s economic landscape, with a focus on its industrial evolution, global trade partnerships, booming industries, and the vibrant MSME sector, featuring over 240 exhibitors.

    Various international organisations, global leaders and investors, policymakers, industry experts, startups, and students among others will participate in the Summit.

Jaishankar and Sarbananda Sonowal, Chief Minister of Tripura Manik Saha ji, other ministers, members of Parliament, members of the Legislative Assembly, all artist friends, and my brothers and sisters of Assam,  

    Greetings to everybody! How are you all my brothers and sisters?  

    I extend my heartfelt greetings to all of you.  

    I am extremely delighted to be present here today.

    Brothers and sisters,

    Today, there is an incredible atmosphere here in Assam—an environment full of energy. This entire stadium is resonating with enthusiasm, joy, and excitement. The preparation of all the artists performing the Jhumoir dance is visible everywhere. This magnificent preparation carries both the fragrance and beauty of the tea gardens. And you all know, who would understand the aroma and colour of tea better than a tea seller?  That is why, just as you have a special connection with Jhumoir and the culture of tea gardens, I, too, share a bond with it.

    When such a large number of artists perform the Jhumoir dance together, it will set a new record. Previously, when I visited Assam in 2023, more than 11,000 people performed the Bihu dance together and created a record. I can never forget that moment! Even those who watched it on TV still remind me of it again and again.  Today, I am eagerly waiting for another such spectacular performance. I congratulate the Assam government and the dynamic Chief Minister Himanta Biswa Sarma ji for organising this grand cultural event.

    Today is a proud day for Assam’s tea community and indigenous people. I extend my best wishes to everyone on this occasion.

    Such grand events not only add to Assam’s pride but also showcase Bharat’s great diversity. I have just been informed that more than 60 ambassadors from different countries around the world are present here to experience Assam. There was a time when Assam and the Northeast were neglected in terms of development, and their rich culture was overlooked. But today, the Northeast’s culture has its own brand ambassador—Modi himself. I am the first Prime Minister to stay in Assam’s Kaziranga and introduce the world to its biodiversity. A few months ago, we granted Assamese the status of a Classical Language, a recognition that the people of Assam had been waiting for decades. Similarly, Charaideo Maidam has been included in the UNESCO World Heritage list, and the efforts of the BJP government played a significant role in making this possible.

    Assam takes great pride in its brave son, Veer Lachit Borphukan, who fiercely resisted the Mughals and protected Assam’s culture and identity. We celebrated his 400th birth anniversary on a grand scale, and his tableau was also featured in the Republic Day parade, where the entire nation paid tribute to him. Here in Assam, a 125-foot bronze statue of Lachit Borphukan has also been constructed. Similarly, to honour the legacy of the tribal communities, we have started celebrating Janjatiya Gaurav Diwas (Tribal Pride Day). Assam’s Governor Lakshman Prasad ji himself comes from a tribal background and has reached this position through his dedication and hard work. To immortalize the contributions of tribal heroes and heroines across the country, tribal museums are also being established.

    The BJP government is not only driving Assam’s development but also serving the Tea Tribe community. To increase the income of tea garden workers, a bonus has been announced for Assam Tea Corporation workers. A major challenge faced by our sisters and daughters working in tea gardens was financial insecurity during pregnancy. Today, around 1.5 lakh women are receiving 15,000 rupees as financial assistance during pregnancy so that they do not have to worry about expenses. For the health of these families, the Assam government is establishing over 350 Ayushman Arogya Mandirs in tea gardens. Additionally, more than 100 Model Tea Garden Schools have already been opened to ensure quality education for their children, with around 100 more in the pipeline. We have also introduced a 3% reservation under the OBC quota for the youth of the Tea Tribe. The Assam government is further supporting them by providing 25,000 rupees as financial assistance for self-employment. The growth of the tea industry and its workers will accelerate the development of all of Assam, and our Northeast region will reach new heights of progress.

    The Haj Committee of India commenced a two-day Training of Trainers Programme for Haj 2025 today at Haj House, Mumbai. Dr. Chandra Shekhar Kumar, Secretary, Ministry of Minority Affairs, Government of India, inaugurated the programme, aimed at equipping trainers with essential skills to guide Indian pilgrims for Haj 2025.

    On this occasion, Dr. Chandra Shekhar Kumar launched the Chatbot feature of Haj Suvidha App 2.0 in the presence of Shri C.P.S. Bakshi, Joint Secretary (Haj), Ministry of Minority Affairs, and Shri A.P. Abdullakutty, Chairman, Haj Committee of India. The Chatbot offers to address frequently asked questions of pilgrims.

    In his address, Dr. Kumar emphasized the importance of structured training and digital support for pilgrims. He urged trainers to familiarize themselves with the Haj Suvidha App, Chatbot, and other technological tools. He also highlighted the critical role of State Haj Inspectors in providing on-ground support.

    Shri C.P.S. Bakshi, Joint Secretary (Haj), underscored the programme’s objective of ensuring that each pilgrim is well-prepared for a seamless Haj experience.

    Shri A. P. Abdullakutty, Chairman, Haj Committee of India, urged trainers to inform pilgrims about the latest facilities, innovations, and changes to help them perform Haj smoothly.

    On the first day, two key sessions were conducted on Haj Operations Overview and Haj Administration & Technology wherein all operational, logistic and administrative aspects of Haj pilgrimage from departure to return were discussed in detail.

    The event was attended by numerous dignitaries, resource persons, stakeholders, officials from State Haj Committees, representatives from concerned agencies, airlines, banks, customs, and around 600 trainers.

    On 25th February, the second day of the training, sessions will focus on Haj Rituals & Pilgrims’ Well-being, Travel, Logistics, Forex, and Safety.

    Haj Committee of India has taken several new initiatives for an enhanced Haj experience during Haj 2025, including early preparation, online application and payment via Haj Suvidha App, launch of Haj Suvidha App 2.0 with new features, streamlined passport collection, international-standard baggage tags, PVC ID cards replacing traditional paper IDs, and CBT & interview-based selection of Haj Trainers and State Haj Inspectors.

         â€‹The Transport Department (TD)’s first online auction of vehicle registration marks (VRMs) was completed successfully yesterday (February 24). A total of 50 Ordinary VRMs were sold at the five-day auction, with total proceeds of $632,000.

         A spokesman for the TD said, “The first online auction was held via the E-Auction website (e-auction.td.gov.hk) from noon on February 20 to noon on February 24. A total of 50 Ordinary VRMs were put up for auction and were completed successfully yesterday. Operation of the E-Auction was smooth, and the functions of the platform, including real-time bid, auto-bid (during auction), and pre-set auto bid (before auction), also performed well. During the auction, bidders could participate via the Internet and place bids. The entire auction process and the subsequent payment were conducted online.”

         Among the 50 Ordinary VRMs sold with total proceeds of $632,000, the VRM “AA 681” fetched the highest price of $60,000. The auction proceeds will go to the Government Lotteries Fund for charity purposes after the deduction of expenses incurred in conducting the auction. Details of the auction results are available on the E-Auction website. 

         Successful bidders shall follow the TD’s instructions in the notification email to log into the E-Auction within 48 hours from the issuance of the email and complete the necessary processes, including completing the Purchaser Information for the issuance of the Memorandum of Sale of Registration Mark (Memorandum of Sale) and making auction payment for the relevant VRM(s) online. They will receive another notification email around seven working days after successful payment has been confirmed for generating the Memorandum of Sale from the E-Auction system. 

         The VRMs allocated through the auction can be assigned only to motor vehicles registered in the name of the purchasers. The purchaser shall, within 12 months after the issuance of the Memorandum of Sale, arrange to assign the registration mark to a motor vehicle registered in the name of the purchaser. If the purchaser fails to assign the registration mark within 12 months, the allocation of the mark concerned will be cancelled and arranged for reallocation in accordance with statutory provisions without prior notice to the purchaser.

    HEFEI, Feb. 25 — Wu Zenghe, who has been in the bed-and-breakfast (B&B) business for over a decade, feels that the enthusiasm for cultural travel consumption among China’s elderly has been constantly rising in recent years.

    His B&B, especially designed for the elderly and located in the Huizhou ancient town, a popular tourist destination in Shexian County, east China’s Anhui Province, has only been operating for a year but has already attracted groups of silver-haired visitors from first-tier cities.

    As one of the first batch of B&Bs to combine local history, beautiful scenery and traditional Chinese medicine (TCM) in the county, Wu’s B&B regularly invites doctors to provide health management services, including the likes of medical lectures and TCM physiotherapy, while also providing tourism services tailored to suit the elderly, such as slow-paced travel plans.

    The silver economy is providing huge consumption energy in the cultural tourism market.     According to a blue paper on China’s silver economy, the sector is currently valued at 7 trillion yuan, with tourism being a key growth area.

    Elderly adults in China had amassed wealth totaling 78.4 trillion yuan by 2023, according to the China National Committee on Ageing. The value of the silver economy is projected to reach 30 trillion yuan by 2035.

    The growing market size of the silver-haired group has also promoted upgrading of the accommodation industry. For example, hotels in many places in China have launched innovations such as silent floors and non-slip bathrooms.

    According to H World Group, one of China’s largest hotel operators, rooms that are equipped with elderly-friendly facilities proved popular last year — with an occupancy rate of more than 90 percent in 2024.

    “China’s rural areas offer good scenery and environments, and these benefits are now coupled with improving accommodation conditions as well as medical services. We both feel very comfortable in body and mind,” said Sun Tian, a tourist from Shanghai, adding that he and his wife meet up with old friends for a stay in a health resort in the Yangtze River Delta region for a period each year, while they often shop online for agricultural products from the health resort area after returning to Shanghai.

    You were the first visitor to my office after the election and you’ve been back more since then than anyone else since. That conversation between us is invaluable as we navigate the farming transition together. 

    And I’m grateful for your views Tom – even where we’ve disagreed.  

    You set that out in your speech and I was listening to it, plain speaking as you always do. And I know it’s reflected here today, and the protests in Westminster and around the country. But even if the conversation gets difficult – I will always show up to have it. Because I respect this union and I respect British farming.

    Now, I can’t give the answer I know many of you want on inheritance tax. But I want you to know that I understand the strength of feeling in the room and in the sector, we can see and example of that right in front of me right now. And I am sorry it’s a decision that we’ve had to take.   

    Like I said I am always going to turn up to have the conversation with you, there’s an opportunity to ask questions afterwards and it might be better to ask them in that way because I have an awful lot that I think will be of interest to other people who are here in the room today that might want to hear what I have to say about that.

    Now I’ve heard many farmers describing that decision as ‘the final straw’ – and the truth is those straws have been piling up for many years. Tom you were outlining many of them in your speech.

    This sector is facing high input costs, tight margins, and unfairness in the supply chain. You’ve struggled to get enough workers to pick your fruit and veg. Frankly, you’ve been sold out in past trade deals. Farmland is increasingly at risk from severe flooding and drought.  

    And this all comes as we face the biggest transition for farming in generations, moving away from the Basic Payment Scheme to more sustainable methods of farming. 

    The underlying problem in this sector is that farmers do not make enough money for the hard work and commitment that they put in.   

    I will consider my time as Secretary of State a failure if I do not improve profitability for farmers up and down this country. 

    Today I can announce I will set up a new farming profitability unit within the department to drive that goal. I want to outline what the Government is doing to tackle the deep-rooted problems holding the sector back. Because time and again, I hear farmers say that they do not make a fair profit for the food they produce. And it is only by overcoming these long-standing challenges that we can create the conditions for your farming businesses to succeed. Achieving this starts by treating farms as the businesses they are. That’s something, in my view, the previous government forgot.  

    Farmers have repeatedly told me they want to stand on their own two feet. They are proud people and rightly so. But it is paternalistic and patronising for government to treat farmers as if they are not operating in a marketplace in which they need to turn a decent profit. 

    I worked in business for 16 years, with responsibility every year for driving up profit and driving down cost. British farming has some of the hardest working, most creative people anywhere in the British workforce. But a sector that isn’t profitable doesn’t have a future. I know that from my own long experience in business.   

    My focus is on ensuring farming becomes more profitable – because that is the best way to make your businesses viable for the future. And that’s how we ensure the long-term food security this country needs.   

    This approach will underpin our 25 Year Farming Roadmap and our Food Strategy, where we will work in partnership with farmers to make farming and food production sustainable and profitable. We will work with farmers and stakeholders to build the roadmap together, covering every part of the sector, and the first workshops will start next week. 

    The roadmap stands on three principles. 

    First, a sector that has food production at its core. The role of farming will always be to produce the food that feeds our nation. The instability we see across the world shows us why it’s so important we help farmers to get this right.  

    Second, a sector where farm businesses are more resilient in withstanding the shocks that periodically disrupt farming – severe flooding, drought, animal disease. We will help farmers who want to diversify their income to put more money into their business so they can survive these more difficult times when they come.   

    Third, a sector that recognises restoring nature is not in competition with sustainable food production, but is essential to it. 

    It is only by pursuing all three of these principles – and recognising that farms are businesses that need to be profitable, that we can guarantee national food security and a thriving food production and farming sector.  

    Our New Deal for Farmers is supporting farmers to produce food sustainably and profitably.  

    It won’t all happen overnight, but we are already making changes. 

    Tom has repeatedly told me farmers need certainty about seasonal workers. I’ve listened Tom, and I’m pleased to announce that we’re extending the Seasonal Worker visas for five years. That on it’s own is not the long-term solution. We will reduce the number of seasonal workers coming to the UK in the future.  

    But I recognise your business needs stability over the coming years as we work at pace to embrace innovation, develop the agri-tech and invest in farming practices so you can reduce your reliance on seasonal workers as quickly as possible. 

    We are making the Supply Chain fairer, with new regulations for the pig sector coming in by the end of next month in March to make sure contracts clearly set out expectations and only allow changes if they’ve agreed by all parties. We are engaging with industry on similar proposals for eggs and fresh produce. 

    For the first time ever, we are measuring where the public sector buys food from so we can use the Government’s own purchasing power to back British produce wherever we can. I have worked with my colleague Pat McFadden in the Cabinet Office to create new requirements for government catering contracts to favour high-quality, high-welfare products that British producers are well placed to meet.  

    This means British farmers and producers can compete for a fairer share of the £5 billion pounds a year the public sector spends on food. That’s money straight into farmers’ bank accounts to boost turnover and boost profits.  

    Ours is an outward-facing trading nation. But I want to be clear, we will never lower our food standards in trade agreements. We will promote robust standards nationally and internationally and will always consider whether overseas produce has an unfair advantage. British farming deserves a level playing field where you can compete and win and that is what you’ll get. We will use the full range of powers at our disposal to protect our most sensitive sectors. 

    Innovation and technology will help farmers produce more food more sustainably and more profitably. I’m delighted to announce the legislation to implement the Precision Breeding Act for plants in England has been laid in Parliament today. This offers huge potential to transform the plant breeding sector in England by enabling innovative products to be commercialised in years instead of in decades, and we are reinstating the Precision Breeding Industry Working Group so the whole food supply chain can work together to bring new food and feed products to market faster. 

    We are investing in the UK Agri-Technology sector with a further £110 million pounds in farming grants being announced today. In Spring we will launch new competitions under our Farming Innovation Programme for groundbreaking research that will help the sector transition towards net zero, and unlock opportunities from the Precision Breeding Act.  

    This is not just for the biggest farms. We will help farms of any size access technology that makes a real difference to the bottom-line over the years ahead. Like the chemical-free cleaning for integrated milking equipment by Oxi-Tech – funded through FIP, which boosts profits by lowering energy costs and chemical use. Our new ADOPT programme will fund farmer-led trials that bridge the gap between these new technologies and their use in the real world,  showing farmers that their investments in technology will deliver financial returns and boost profits. And once technologies and equipment hit the market, we are making them available through the Farming Equipment and Technology Fund. Products like the electric weeder developed by Rootwave to reduce chemical use. We will launch another opportunity this Spring to bring more products to the farmgate. 

    Farms must be resilient to future challenges if they are to remain financially viable and strengthen food security. That includes severe flooding and droughts through to animal disease, and geopolitical tensions that increase demands on our land for energy generation. 

    I know new tech doesn’t bring the same benefits for every type of farm. We are investing to help farm businesses build resilience against animal diseases that can devastate livelihoods and threaten our entire economy. Like the Bluetongue Virus, Avian Flu, or the recent case of Foot and Mouth that we saw in Germany. 

    That’s why we’re investing £208 million pounds to set up a new National Biosecurity Centre, modernising the Animal and Plant Health Agency facilities at Weybridge, to protect farmers, food producers and exporters from disease outbreaks that can wipe out businesses in a moment. 

    We are helping keepers of cattle, sheep and pigs in England improve the health, welfare and productivity of their animals by expanding the fully funded farm visits offer. 

    Tom had raised with me, and he just did in his speech, the risk from illegal meat imports. More than 92,000 thousand kilograms of illegal meat products were seized at ports across the UK over the last year. They carry huge risk of diseases such as African Swine Fever and Foot and Mouth getting into the country. We can’t tolerate this.   

    I am working with the Home Office and Border Force on plans to seize the cars, vans, trucks and coaches used by criminal gangs to smuggle illegal meat into our country and crush them so they can’t be used again.   

    I’ve listened to your concerns about other forms of crime as well. Crime damages farm profitability as you are forced to wait for farm or construction machinery to be replaced, or clear rubbish that has been dumped in your gateways or on your land. The National Rural Crime Unit is already supporting forces to tackle rural crime around the country.   

    To strengthen our approach and protect your profits, the Home Secretary Yvette Cooper will lay the legislation this year to better protect agricultural equipment like all-terrain vehicles, by requiring immobilisers and forensic marking as standard.  

    At the Oxford Farming Conference earlier this year, I announced new ways to help farmers remain profitable and viable, even in a challenging harvest. We will consult on national planning reforms this Spring to make it quicker for farmers to build new buildings, barns and other infrastructure to boost food production.  And ensure permitted development rights work for farms to convert larger barns into a farm shop, holiday let, or a sports facility if that suits their business planning. We will get red tape out of the way so you can invest to become more profitable.   

    I’m working with Ed Miliband and the Department for Energy Security and Net Zero so more farm businesses can connect their own electricity generation to the grid much faster, so you can sell surplus energy and diversify your income.   

    The third element of our vision is nature. Restoring nature is vital to food production, not in competition with it. It is healthy soils, abundant pollinators and clean water that are the foundations farm businesses that they rely on to produce high crop yields and turn over a profit. Without nature thriving, there can be no long-term food security. 

    I want to thank everyone – upland, tenant, grassland farmers and others – everyone who is involved in our farming schemes. Almost 50 thousand farm businesses are now in schemes and around half of farmed land in England is being managed to enhance nature while producing food. 

    I recognise the frustration when we had to pause the Capital Grants offer last year without proper warning because of unprecedented demand. I promised to update you as soon as I could. And I can confirm today that every application submitted for capital grants before the pause in November will be taken forward, and following this, we will reopen the ELM capital grants offer this summer. 

    I’m also pleased to announce that we’re investing £30 million pounds to increase payment rates in Higher Level Stewardship with immediate effect to bring them more closely in line with our other farming schemes. Something the NFU and others have long called for. You just called for it again, Tom. These farmers are the pioneers of nature-friendly farming, often based in upland areas. They deliver high-quality environmental outcomes; now, finally, they will get a fair price for their work.  

    There’s a lot to be done to make British farming profitable and viable for the long term. I know we can only get there if we build the future together.   

    We will work with Tom, the NFU and farmers around the country to support farmers to keep producing the food we love to eat. This requires a new approach that recognises farms are businesses, and businesses need to turn a fair profit.  

    I’ll play my part in creating the conditions for that to happen. I know you’ll play your part in building resilient businesses that will innovate and succeed. Together, we will overcome the challenges this sector faces and give British farming the bright future this country knows you deserve.

    When putting forward the European Green Deal and the Fitfor55 package, the Commission conducted several impact assessments, including for the revised Regulation setting CO2 emission performance standards for new passenger cars and vans, which upholds the principle of technology neutrality[1],[2].The Commission will prepare a progress report by 2025, notably covering employment impacts[3].

    The EU has enacted measures and provides funding to ensure a fair transition , also in the automotive sector. This includes the European Skills Agenda, supporting Member States in up and reskilling of workers, and its Pacts for Skills such as the Automotive Skills Alliance aiming at upskilling 5% of the sector’s workforce each year.

    Moreover, the Council Recommendation on a fair transition[4] provides guidance to Member States on these topics. These measures are also supported by EU funds[5]. Further, the European Globalisation Adjustment Fund supports workers suffering from displacements following restructuring.

    In addition, the Commission plans to present the Union of Skills in early March, supporting upskilling and reskilling, among other things. The Commission will also present a Quality Jobs Roadmap in the second half of 2025, with the aim to ensure a fair transition for all.

    The Commission continues working on supporting the transition, through various initiatives and in consultation with social partners and other stakeholders.

    The Strategic Dialogue on the Future of the Automotive Industry was launched on 30 January 20 25, bringing together key stakeholders from the industry to propose and implement measures needed for the sector[6].

    Thematic discussions are held as part of the Strategic Dialogue, including on skills and social considerations in the sector.

    Several studies carried out in Salto di Quirra, Sardinia, have raised concerns about environmental, food safety and human health risks. In 2010, a technical committee of experts in the Italian Senate (III Committee on Depleted Uranium, DU) suggested the potential presence of high levels of thorium, cadmium and lead in soil. The 2010 veterinary report by the Cagliari and Lanusei local health board warned that these substances might also have entered the local food chain. Additionally, the Senate’s III Committee on DU reported elevated levels of particulate matter PM10 and PM2.5 in the area and the presence of anthropogenic nanoparticles in human tissue.

    In the light of the Ambient Air Quality Directives, the Environmental Liability Directive, the Environmental Crime Directive and the Industrial Emissions Directive:

    • 1.Does the Commission believe that these substances, which may have entered the local food chain, represent a threat to human and animal health and pose a threat to the quality of EU food products?
    • 2.Will the Commission investigate the potential correlation between the high number of leukemia and tumour cases reported in Quirra and the cited environmental contamination?
    • 3.Does the Commission intend to address these concerns with the Italian authorities, invoking the precautionary principle set out in the cited reports?

    On 11 February 2025, the management of the ArcelorMittal Europe group announced that it was considering relocating certain activities to India. This decision follows Donald Trump’s introduction of 25 % tariffs on European steel and aluminium.

    In November 2024, ArcelorMittal announced the suspension of all its European decarbonisation projects, including the flagship hydrogen furnace project in Dunkirk, despite having received state aid to the tune of EUR 850 million. The company also chose to invest almost a billion dollars in a new ‘electrical steel’ plant in the USA, rather than in Europe.

    But this is not an isolated case. The entire European metallurgical industry is in crisis, with the threat of tens of thousands of direct and indirect job losses.

    Can the Commission say whether:

    • 1.it intends to reform the European electricity market to combat high electricity prices?
    • 2.it intends to respond to the US proclamations on raising tariffs by imposing retaliatory measures?
    • 3.it reaffirms its intent to exempt 80 % of European companies from the Carbon Border Adjustment Mechanism, even though it protects European metallurgy from unfair competition?

    A competitive and sustainable European aviation sector requires clear political recognition and a supportive regulatory framework.

    The priority now is to accelerate investment in sustainable aviation fuel (SAF) production and close the price gap. Boosting investment in next-generation SAF – such as eSAF and power-to-liquid (PtL) fuels – is critical to meeting the 2030 mandates under ReFuelEU.

    Europe can lead this transition and ensure the aviation sector’s competitiveness by accelerating these investments through a dedicated EU aviation industrial strategy.

    A strong policy signal is essential to encourage Member States, businesses and investors to support the sector’s transition. The Clean Industrial Deal represents a crucial opportunity to reinforce this recognition and provide the necessary incentives for SAF production and aviation decarbonisation.

    Can the Commission clarify:

    • 1.What concrete actions it is taking to acknowledge the strategic importance of the aviation sector in the EU and secure its competitiveness?
    • 2.Whether it intends to include aviation and SAF in the Clean Industrial Deal to provide a clear political signal to Member States, businesses and SAF investors that the sector is a priority for the EU and worth investing in?

    Prime Minister Keir Starmer spoke at a 10 Downing Street reception marking three years since Putin’s full-scale invasion of Ukraine.

    It’s a privilege to welcome you all here to Downing Street this afternoon.

    This, of course, is not only my office and the centre of our government but it is also my home. So it is appropriate that I throw open the doors to my home to you and make you feel welcome in this building, which is where you should be.

    And particularly fitting that you are here in my home today as we recognise people who have been welcomed into homes across the country, and I know there are many of you here.

    I’ve just had the privilege and the opportunity to talk with a number of you who have been here some for some little time now and often with children. There are people here who have come, people here who have opened their doors and there are many others across the country.

    We are really proud of the people who have opened their doors, opened their hearts as well – because it’s not just a shelter, it’s opening hearts and making you feel welcome particularly in this time of conflict and uncertainty.

    And I said to the people I was talking to just now, I would love to be able to get you all together here again on a future occasion that isn’t an anniversary of an awful conflict because that is, of course, what it is today.

    Because in the face of that conflict, I do think the bond between our two countries has got stronger and stronger. I think it was a good strong bond anyway, but it has got much stronger and that’s happened across the kitchen tables up and down the nation, as well as the meeting tables.

    And of course, I have had the privilege of meeting President Zelenskyy very many times now, on a number of occasions in different places, including here in Downing Street and, of course, in Kyiv.

    I’ve actually been to Kyiv four times. I went twice before the conflict, because before I was a politician, I was the chief prosecutor and we were working with criminal justice colleagues in Kyiv. And so I have seen Kyiv in peace – a brilliant, fantastic city – and I’ve seen it twice, once as leader of the opposition and just a few weeks ago as Prime Minister, in this terrible conflict.

    When I was there just a few weeks ago, I was able to express our solidarity and support, and I was struck again by the resilience and strength of the Ukrainians, because that sense of civic duty, going and doing everyday work, and treating it as work for the nation was very, very strong.

    When I was there four weeks ago, I went to the burns unit at one of the hospitals and saw for myself some of those who have been on the frontline who were being treated in hospital with terrible burns from blasts, really life-changing injuries, and civilians as well who had been caught up in blasts.

    In one sense, it’s obvious when you’re in conflict you are going to see things like that but when you’re there and you see it right there, the human impact is huge.

    Because this isn’t just about discussions of defence and security in Europe, although it is that, it isn’t just about sovereignty and it is that, it is about the impact on human beings.

    When I was there I met children in a school in Kyiv, they were primary-school age so they were 8, 9, 10-years-old, living under the threat of bombardment all of the time. It’s what they are growing up with and I met some of them who had already lost their parents on the frontline at that tender age. That is really humbling, it really brought home to me the human impact of all of this.

    Politics is about the decisions you make but it is also about who you have in your mind’s eye when you make your decisions. And I think it is very important that we have you in our mind’s eye.

    When I was there with President Zelenskyy just a few weeks ago, we then went to have our discussion as two leaders and at that point a drone – a Russian drone – was up in the sky and had to be shot down right above the presidential palace, which for me was just a real reminder of what it is like to live in Kyiv and to have that threat every day now with the drones going up. It brought home to me the uncertainty and the fear – not just obviously for yourselves and the people living in the conflict, but all of their loved ones, and your family and extended family, and friends, and communities who are there and must be in your mind’s eye all of the time. And for your children and your country in the years to come.

    So, amongst my messages here this afternoon is you are not alone.

    We stand with you, and we have stood with you throughout this conflict and we will walk with you through this conflict, and we will continue to do so for as long as is necessary.

    I am proud that we opened our homes; I’m proud of our NHS workers in the hospital I went to Kyiv, who had gone out there with their skills to try and work with those working in the hospitals; the soldiers that are training Ukrainian troops.

    This is incredibly humbling work. I went to see it for myself down in Salisbury. Not only the professionalism of our troops who are doing the training but also the Ukrainian civilians, as they were, who had come to do the training. Through interpreters I talked to a number of them and they had been plumbers, they had been architects, working in local government, and here they were training to go to the frontline. And it was training that would normally take months being truncated into weeks. It was a real sense of what it is like to go through this awful conflict.

    Because we know that this fight is about Ukraine – it is about you, your communities – but it is also about us. This is bigger than Ukraine – it is, of course, about Ukrainian sovereignty but it not just Ukrainian sovereignty. It is about our way of life, our freedoms, about security and defence in Europe, and security and defence here in the United Kingdom, and the values that we hold dear. 

    That’s why last time I was there I signed a 100-year partnership with Ukraine which is to signal the ongoing relationship that we want to build over many, many decades to come. 

    It’s why we are sending £4.5 billion in military aid to Ukraine this year – that’s more than ever before. And working with our international partners to guarantee the security of Ukraine for generations to come.

    Because I strongly believe that whatever happens next, Ukraine must be in the strongest possible position. We must, we must, we must get peace through strength. 

    The temptation is always there to think that it is job done, or something is about to happen. We have got to make sure that we continue with our full support, whether that is capability, whether that is money, whether that’s training – all the other support that we can put in. And that’s my constant message in the discussions I am having with international leaders 

    We also need to be really clear as there are lots of discussions at the moment about negotiations: we can’t negotiate about Ukraine without Ukraine – you just can’t – and we must be absolutely clear about this.

    After everything you and your people, your country has been through, all the suffering and hardship – this is about the future of Ukraine and Ukraine must be at the table. It’s an absolute pre-condition.

    And we must work for a lasting peace. One of my biggest fears is that there is a ceasefire which is a temporary reprieve but simply gives Putin the space to come again and that would be the worst of outcomes.

    It must be a lasting peace for you, your children and your children’s children, so that you can live as you should be able to live, in a proud, safe and sovereign Ukraine; able to make sovereign decisions as a country about the alliance that Ukrainians want to make; the partnerships that Ukrainians want to make, and the way of life that Ukrainians want.

    So we will not falter in our support.

    We will not stop our efforts to end this war.

    And we will not rest until the people of Ukraine can live peacefully and safely in their own country.

    So thank you for being here; I do hope that I can have the privilege of seeing you here or elsewhere on an occasion where we are not celebrating another anniversary of this conflict but genuinely celebrating freedom and peace for Ukraine and for Europe.

    On February 21, the lecture “The Ecosystem of Youth Policy in Russia” was held in the “Growth Point” space of SPbGASU. The head of the media department of the charitable organization “Anna Helps”, expert-mentor of Rosmolodezh, expert of the “Movement of the First”, lecturer of the Russian society “Knowledge” Alena Zinkevich told students about organizations that work in the field of youth policy, and about the opportunities that young people have today.

    According to Alena Zinkevich, youth policy at various levels is implemented by the Ministry of Science and Higher Education of the Russian Federation, the Federal Agency for Youth Affairs (Rosmolodezh), the Committee for Youth Policy and Interaction with Public Organizations of the Administration of St. Petersburg, educational institutions, and youth centers.

    Alena Zinkevich spoke in detail about the Rosmolodezh forums, which provide the opportunity to travel for free, communicate with like-minded people, and receive funding for your projects.

    The speaker reviewed various projects and programs of Rosmolodezh, explained what grants are, what types of grants exist, and where to look for them. Thus, until March 17, you can apply for the correspondence competition “Rosmolodezh. Grants Season I”. Alena Zinkevich shared useful tips and offered assistance in filling out applications.     Lev Zadumkin reported that as a public project, “Bike School” has existed for more than 10 years thanks to activist Alexander Kozhanov and the public movement “Bicycling of St. Petersburg”. “Previously, these were one-time classes for a wide audience, video lectures, performances at festivals, then we tested the format of courses for residents of the municipal district (MO-72) and released several streams,” he said, specifying that he himself has been actively involved in the project since 2023.

  • MIL-OSI Global: The ‘lab-leak origin’ of Covid-19. Fact or fiction?

    In a January 24 interview with the far-right-wing outlet Breitbart News, newly appointed CIA director John Ratcliffe stated that assessing intelligence on a potential Wuhan lab leak was a top priority. The following day, The New York Times reported that the agency had shifted from an undecided stance to favoring a possible Chinese lab leak, albeit with a “low confidence” rating–the lowest on a three-tier scale (low, medium, high)–indicating the evidence remains inconclusive.

    The CIA has thus joined the ranks of the FBI and the Department of Energy (DOE), which has scientific jurisdiction, in supporting the possibility of a laboratory-related incident.

    Findings from a 2023 reportshow that, among the U.S. agencies that have investigated the pandemic’s origins, one remains undecided, while four others, along with the National Intelligence Council, support the natural origin hypothesis.

    What does ‘laboratory origin’ really mean?

    According to The New York Times, the CIA’s revised assessment is based not on new evidence, but on a reinterpretation of existing data. However, the reasoning behind its reassessment, along with the supporting data, has not been made public, making it impossible to evaluate the accuracy and reliability of the agency’s conclusions.

    Adding to the complexity, “laboratory origin” is an umbrella term encompassing multiple, sometimes contradictory, scenarios. Confirming CNN’s 2023 report on the Department of Energy’s revised stance, The New York Times notes that while the DOE identifies the Wuhan Center for Disease Control (WCDC) as the outbreak’s likely source, the FBI attributes it to a lab leak at the Wuhan Institute of Virology (WIV). As of now, the CIA has not disclosed which scenario it deems most plausible.

    Though WCDC is not an actual research laboratory, some of its employees were participating in wildlife sampling campaigns at the time of the outbreak. In late 2019, WCDC moved to a location close to the Huanan Market. A theory implicating the WCDC confirms evidence that the earliest detected cases are epidemiologically and geographically linked to the market, suggesting the virus emerged naturally.

    In contrast, the WIV is a research institute operating across two campuses–one located 12 kilometers from the market and the other, which houses the P4 laboratory, 27 kilometers away. Scenarios implicating the WIV generally posit that “gain-of-function” coronavirus experiments–intended to enhance a virus’s transmissibility or virulence–were conducted under unsafe biosecurity conditions. The WIV is a biosafety level 2 facility, two levels below the high-security P4 standard.

    The Covid-19 virus originated from a single source. If it did escape from a Chinese laboratory, it could not have simultaneously leaked from two separate labs conducting different types of research.

    The lab leak scenario, supported by mutually incompatible hypotheses, doesn’t hold up–even before considering theories that the virus was engineered in a U.S. lab and then sent to Wuhan.

    Beyond determining the virus’s origin, it is equally important to identify the exact nature of the virus–further complicating the lab-accident hypothesis. Was it a natural occurring virus contracted during a sampling campaign? A laboratory-cultivated virus transferred to cells or animals? Or even a directly genetically modified virus?

    Again, SARS-CoV-2 cannot be both a natural virus and the result of lab experiments. Arguments built on conflicting premises do little to strengthen the case for a research-related incident.

    No evidence of a laboratory-related incident

    The lab-incident hypothesis would carry much more weight if definitive proof emerged that, by late December 2019, a Wuhan laboratory possessed a progenitor of SARS-CoV-2–meaning a virus identical or nearly identical to SARS-CoV-2.

    In the case of the 2007 foot-and-mouth disease outbreak in southern England, for example, virus sequencing quickly led investigators to nearby high-security laboratories conducting research on a similar virus. The inquiry ultimately traced the outbreak to faulty effluent pipes at the facilities.

    To date, no virus has been identified that could be used in a laboratory as a direct progenitor of SARS-CoV-2. If the virus did emerge from a research-related incident, two possibilities remain: it was either an uncharacterized natural virus, unknown even to researchers, or it was a previously characterized virus that had not been disclosed–either because it was recently identified or part of a classified program–and is still being kept under wraps by scientists in Wuhan.

    Especially if SARS-CoV-2 were the result of genetic engineering. A lab-modified virus would mean its genetic sequence was known before the pandemic and accessible to researchers. However, by 2021, the U.S. intelligence community had determined that researchers at the WIV had no prior knowledge of SARS-CoV-2 before the outbreak. While absence of evidence is not evidence of absence, concrete data has yet to emerge supporting the hypothesis of laboratory modification.

    Theories about a potential lab outbreak have also fueled speculation about external involvement, both within China and abroad. A U.S. Senate committee report put forward an all-Chinese scenario, citing the suspicious 2020 death of a Beijing-based researcher working on a new vaccine.

    Other theories center on the NGO EcoHealth Alliance, which collaborated with WIV to collect and study natural coronavirus strains before its funding was abruptly cut off at Donald Trump’s request in Spring 2020. The organization’s president has since been banned from federal funding for five years, facing criticism over oversight issues, including delayed reporting of an experiment on a chimeric coronavirus and failure to provide WIV’s laboratory notebooks.

    Among the most high-profile figures implicated in U.S.-based complicity theories is Anthony Fauci, the former White House Covid advisor and head of the agency that funded the EcoHealth Alliance/WIV collaboration. But allegations against Fauci go far beyond simply approving research grants. One narrative claims he deliberately suppressed discussions about the pandemic’s point of origin, pressuring researchers to alter their conclusions in exchange for funding. No evidence has surfaced to support this claim.

    Anticipating potential retribution from his successor and the Republican Party, Former President Joe Biden preemptively granted Fauci a presidential pardon. However, newly elected President Donald Trump has since revoked Fauci’s personal security detail, and Republican Senator Rand Paul has vowed to continue efforts to prosecute him.

    The natural-origin theory faces hurdles as well

    Since these competing lab leak theories have emerged from a lack of conclusive evidence anything is possible. However, available data suggest the virus may have originated naturally from animals sold at the Huanan Market.

    Multiple sources, including research from Chinese institutions, support this hypothesis: two early SARS-CoV-2 strains were detected at the market, with the earliest cases reported in homes within the vicinity, even for patients without direct epidemiological links to it, and findings from the Chinese Center for Disease Control (CCDC) indicate that raccoon dogs and masked palm civets–species implicated in earlier SARS outbreaks–were present in the market’s southwest corner, where traces of SARS-CoV-2 were frequently detected.

    However, by the time the China CDC team arrived at the Huanan Market–just hours after its closure for sample collection–raccoon dogs and civets were no longer present. As a result, no direct traces of infection were detected, and the definitive evidence some are hoping for may never be uncovered.

    But even if such proof were to emerge, it’s unlikely to settle the debate. Additional confirmation would be needed to show that the contamination originated in the animals rather than being a secondary infection transmitted by humans. Moreover, skeptics could argue that the animals themselves came from a laboratory. In other words, the controversy is far from over.

    For now, with the new Trump administration focused on finding a culprit, the origins of the Covid-19 pandemic will remain in the spotlight. Senator Rand Paul, now chair of the Homeland Security and Governmental Affairs Committee (HSGAC), has made the issue his favorite hobbyhorse.

    While declassifying additional information from the U.S. intelligence community could help clarify competing conclusions, there are concerns that the administration’s efforts may unfairly target researchers, potentially resulting in more innocent victims.

  • MIL-OSI United Kingdom: 13 community initiatives benefit from £1.9 million investment

    Communities across the district reaped the benefits of a £1.9 million investment last year as 13 projects funded through Winchester City Council’s Community Infrastructure Levy (CIL) reached fruition.

    The district CIL, raised from levies on new developments across the wider Winchester area and administered by the city council, helps fund local initiatives that contribute to communities and improve the lives of residents.

    Among the projects realised last year was a new solar panel array on Jubilee Hall in Bishop’s Waltham, which completed in September.

    Bishop’s Waltham Parish Council received £40,000 from the city council for the project which involved the installation of over 100 new solar panels at the hall.  This is now helping reduce the parish council’s carbon emissions and lowering the running costs of the building.

    With help from CIL, as well as other funding sources, the Parish Council has been working to make its operations more sustainable. A spokesperson from Bishop’s Waltham Parish Council said:

    Bishop’s Waltham Parish Council would like to thank Winchester City Council for providing two thirds of the funding for the installation of Solar Panels to the roof of The Jubilee Hall. The remaining funds came from Community Infrastructure Levy (CIL) neighbourhood funds. 

    Bishop’s Waltham Parish Council have also been successful in obtaining further funding from an SSEN Grant for additional solar battery storage. We are already seeing a reduction of our energy costs, and this is a significant milestone in the Council’s work towards decarbonisation of the Jubilee Hall.”

    Another project, at Wickham Community Centre, received £30,000 towards installation of new access doors and flooring, helping visitors to access the centre. Speaking about the difference the funding had made, a centre spokesperson said:

    “Wickham Community Centre, at over 30 years old, was showing signs of its age. The single-glazed front doors resulted in significant drafts, making the foyer cold and uncomfortable during winter, and driving up our utility bills. Additionally, the Long Room’s appearance had deteriorated to the point where it was no longer suitable for showcasing. The floor was in poor condition, and the ceiling’s soundproofing looked unsightly. 

    “We applied for CIL funding from Winchester City Council to undertake several refurbishment projects, including new front doors and a complete refurbishment of the Long Room. These were improvements we couldn’t have financed independently, and we are extremely grateful for the funding. The new doors look fantastic and have made the centre more accessible, while also eliminating the drafts.

    “The Long Room refurbishment has had a transformative effect. Long-term users, such as the Wickham Rifle Club, who have been with us since the centre opened 34 years ago, are particularly pleased. The new look has also attracted new hirers, boosting our trading income.”

    Winchester’s Cabinet Member for Place and the Local Plan, Cllr Jackie Porter, said:

    “CIL funding is a huge benefit to the Winchester district’s communities and I’m enormously proud that we’ve been able to provide a boost for a variety of initiatives that will help make improve our residents’ lives and make our local communities more sustainable.”

    Other projects that received support from the district CIL fund during 2024 included new play equipment at Eversley Park (£12,000), toilet refurbishments at Otterbourne Village Hall (£12,850) and works to upgrade allotments in New Alresford (£25,000).

    Funding was also put towards council-led projects, including £300,000 towards a new 3G pitch for Winchester Football Club and £1,250,000 spent on the new Pavilion at King George V Playing Fields.

    The City Council also recently published a funding statement that details funding allocations for the 2023/ 2024 financial year.

    A new automobile overpass will appear in the northwest of the capital. It will replace the existing single-level crossing over the tracks of the second Moscow Central Diameter (MCD-2) at Skhodnensky Tupik. This was announced by Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “Due to the increased intensity of rail traffic on MCD-2, there was a need to build an overpass. The diameter essentially divided the area into two parts, which creates difficulties for transit traffic. The length of the new overpass with approaches will be 385 meters. There will be two traffic lanes in each direction and sidewalks on both sides of the structure. According to the contract, the project is planned to be completed by the end of 2027,” said Vladimir Efimov.

    The overpass will be built on the stretch between Tushinskaya and Trikotazhnaya stations. The new road infrastructure facility will significantly improve the transport situation in the Pokrovskoye-Streshnevo area north of Volokolamskoye Highway.

    “The construction will be only part of a large project for the reconstruction and construction of transport infrastructure in the Pokrovskoe-Streshnevo area. The contract also includes the construction of an extension of Skhodnenskaya Street, an exit-entrance to Volokolamsky Proezd and its reconstruction,” added the head of the capital’s Department of Construction of Transport and Engineering Infrastructure Vasily Desyatkov.

    Earlier Sergei Sobyanin told, that since 2011, more than 100 overpasses have been built and reconstructed in the capital.

    The Minns and Albanese Labor Governments have partnered with Balranald Shire Council to deliver a major road upgrade which is improving safety and access to the World Heritage Mungo National Park and Willandra Lakes Region.

    Marma Box Creek Road is a critical link to the World Heritage listed sites in remote south-western New South Wales and historically, around 26 kilometres of the road was dirt.

    Now thanks to a $3.25 million investment from the NSW Government’s Fixing Local Roads program and $900,000 from Balranald Shire Council, a 23.1 kilometre stretch of the road has been sealed.

    Additionally, with investment from the Australian Government’s Roads to Recovery program of over $1.35 million, council is working to seal the final 2.9 kilometres of Marma Box Creek Road before the end of 2025, weather permitting.

    These upgrades will significantly reduce road closures during wet weather and improve safety for local farmers, families and school students.

    Tourists who visit the site will also benefit from safer journeys in the world-famous region where Mungo Lady and Mungo Man were discovered.

    For the Mutthi Mutthi, Paakantji and Ngyimpaa people, the 40,000-year-old remains, and other evidence of their ancestors found in the area are an important part of their communal history.

    The remains of Mungo Lady were returned to Lake Mungo in 1992, while Mungo Man’s remains were repatriated in 2017, both via Marma Box Creek Road.

(NYSE American: BRN) (“Barnwell” or the “Company”) today announced that it has informed Ned Sherwood, a shareholder who recently submitted a control slate of five nominees comprising friends and affiliates, that his nomination notice is defective and insufficient. Sherwood’s nomination notice fails to include material information required by the Company’s bylaws, and in light of these material deficiencies and omissions required both by the bylaws and federal securities regulations, the Executive Committee of the Barnwell Board of Directors is strongly inclined to reject the nomination notice as defective and insufficient and to disqualify Sherwood’s nominees.

    In light of the inherent conflicts of interest of Sherwood’s candidates, one of who is a current Board member, the Board has formed an Executive Committee comprising independent Vice Chairman, Kenneth Grossman, independent director Joshua Horowitz and Executive Chairman, Alexander Kinzler, to protect the interests of all other shareholders.

    The Executive Committee has requested that a Special Committee consisting of independent directors Grossman and Horowitz investigate, among other things, the facts and circumstances of the relationship between Sherwood and his board nominee, Ben Pierson, who has privately purchased shares of Barnwell while also currently serving as the Chief Investment Officer of Sherwood’s family office, to determine whether a distribution under the Company’s Shareholder Rights Plan has been triggered.

However, the Executive Committee cautions shareholders that a preliminary review shows clearly that two of the four nominees other than Sherwood cannot be expected to exercise judgement independent of Sherwood, and three of Sherwood’s five nominees have no public company Board experience.

    • Ben Pierson has been employed by the Sherwood Family Office as its Chief Investment Officer since 2021.
    • Doug Woodrum has been a Director at Barnwell since 2020 as Sherwood’s designee having joined the Board following an earlier proxy contest and then through a prior settlement with the Company. Woodrum has been the mouthpiece for all of Sherwood’s misguided policy proposals, including the sale of assets at fire sale prices and various attempts at co-opting day-to-day control, which have only resulted in damaging management morale and creating distrust of Sherwood’s motives, as well as incurring significant costs for the Company to address these matters.
    • Woodrum has been reprimanded on multiple occasions for leaking confidential board matters to Sherwood. Woodrum has also attempted to end-run the Board of Directors by directly interfering with management. Sherwood has stated many times he would elevate Woodrum to CEO or CFO, but no member of management or director not affiliated with Sherwood has endorsed or supports Woodrum as qualified for either position.

    Sherwood and His Director Appointees Have Hid Investments and
    Acted to Intentionally Undermine Management and the Board

    • Sherwood made a significant investment in a Canadian Oil and Gas venture founded and operated by one of his former director designees, which investment was only belatedly and incompletely disclosed. The Executive Committee believes this arrangement was undertaken as a quid pro quo so that Sherwood’s nominee would execute on Sherwood’s self-serving agenda.
    • From 2021-2022, Sherwood and Woodrum offered a then-new member of the Board, Colin O’Farrell, the Company’s CEO position. Sherwood and Woodrum did so without consulting the Board and seemingly to co-opt O’Farrell’s independence. This conduct was in breach of a then-valid standstill agreement, resulted in a costly investigation, severely damaged the morale of the Canadian-based management team, and resulted in O’Farrell’s resignation from the Board only seven months after his appointment.
    • In April 2024, without prior Board discussion or direction, Sherwood and his director appointee Woodrum demanded that management immediately begin a search for a Calgary-based CFO and that Woodrum would help lead the search.
    • Sherwood continues to interfere with the Company’s executive leadership transition. Ten months ago, Craig Hopkins succeeded Kinzler as CEO of the Company with the support of Sherwood’s nominees and as part of an overall succession plan for the retirement of the Company’s prior senior management and expense reduction efforts. Both Kinzler and Russell Gifford, the Company’s longtime CFO, have expressed their desire to retire from day-to-day operations of the Company by the end of the fiscal year and have indicated their willingness to support CEO Craig Hopkins during the transition to the extent desired by him and the Board. Multiple directors supported by Sherwood, including former director Laurance Narbut, have expressed the belief that the decades of experience and knowledge held by Kinzler and Gifford will enable the Company to undertake a smooth transition and maintain its excellent track record of accounting and legal compliance.

    The Company has repeatedly asked Sherwood to specify what Company plans and policies he opposes or would change. The only response has been incessant demands “to shut down Hawaii,” which lacks any semblance of thoughtful consideration. It has no backing from a single budget, spreadsheet or alternative strategy that would adequately support the back-office functions of a publicly listed company. Barnwell can only conclude that Sherwood’s current nomination notice is merely an attempt to take full control of a company where he holds a 30% stake and no articulated plan to change any personnel, policies or business practices. Sherwood and his designees on the Board have been engaged in a steady stream of actions interfering with management and compromising Board confidentiality and function, all in pursuit of full control of the Company and often in violation of the standstill agreement that the Company and Sherwood entered into in 2023.

    Sherwood has accused the Company of excessive expenditures for lawyers and other professionals when the vast majority of these expenditures were necessitated by the abusive, improper and often illegal actions of Sherwood and his designees on the Board. Sherwood’s group recently served the Company with a books and records request, which will require significant legal expense to address, ironically asking for shareholder records when Sherwood’s own group has played fast and loose with their own Section 16 and Section 13 SEC reporting obligations.

    The current Board was expressly approved by Sherwood under a 2023 settlement whereby the Company and Sherwood each designated two directors and a fifth director, Joshua Horowitz, was selected as a compromise board member who was vetted by Sherwood and expressly endorsed by both parties to the settlement agreement.

    The current Board is overseeing the transition out of the Company’s water well drilling activities and is currently completing its final well project. The water well subsidiary recently sold one of its rigs for approximately $585,000 and will shut down its operations and sell its remaining assets in the near term. This is part of a larger plan to transition out of the Company’s Hawaii main office and move those executives to transitional roles, to streamline the Company’s accounting operations and further reduce general and administrative expenses in order to increase funds available for investment.

    The Company’s Twining oil & gas property in Alberta continues to be the engine for the Company’s future growth.     Company selling dangerous motorcycle helmets handed large fines

    Bikers Lifestyle Ltd has been ordered to pay over £10,000 in fines and costs after selling motorcycle helmets that “catastrophically failed” safety tests.

    The Driver and Vehicle Standards Agency (DVSA) has successfully prosecuted Bikers Lifestyle Ltd for selling motorcycle helmets and eye protection that fail to meet UK safety standards.

    The company was found guilty of 7 separate offences at Willesden Magistrates Court on 20 January 2025 and ordered to pay over £10,000 in fines and costs.

    Tests revealed that 3 out of 4 helmets failed safety requirements catastrophically, with one helmet recording results that indicated a 100% risk of fatality in a collision.

    Critical safety failures

    DVSA’s Market Surveillance Unit conducted tests at an independent laboratory specialising in motorcycle helmet testing. The results showed:

    • 3 helmets catastrophically failed safety testing
    • the fourth helmet passed impact tests but was not marked and labelled in accordance with regulations, so it was not legal for sale or use in the UK
    • all tested eye protection failed to meet required standards

    The magistrates found a high degree of culpability and determined there was a high risk of harm to consumers. The company was ordered to pay:

    • £4,000 for helmet-related offences (£1,000 per helmet)
    • £1,500 for eye protection offences (£500 per item)
    • £2,000 victim surcharge
    • £2,694 prosecution costs

    In total, the fines and costs came to £10,194.

    Recall of dangerous products

    Bikers Lifestyle Ltd has been ordered to remove non-compliant products from future supply.

    They are also required to recall those products already supplied in the UK market.

    Sadie Clarke, DVSA investigation lead, said:

    Sub-standard helmets and eyewear pose a very real and significant risk to any motorcycle rider using them.

    Tests on items sold by Bikers Lifestyle Ltd showed they would be incapable of offering the necessary protection required in the event of an accident and the consequences could be catastrophic.

    DVSA will continue to work with Trading Standards and other agencies to make sure that these kinds of products do not make their way onto the market in the UK. This case should act as a warning to any other company that considers selling unfit safety products.
