  • MIL-OSI Global: How banks, lawyers and lobbyists in the west help post-Communist kleptocrats stay rich

    Kleptocracy, a term derived from the Greek for “rule by thieves”, describes a system where business success and political power are inextricably entwined. Political elites exploit their position to siphon off public wealth, entrenching their power through corruption, patronage and repression.

    However, kleptocracy is not just a system of domestic corruption. It typically involves a transnational network of political elites and so-called professional enablers who work together to extract wealth and project power.

    The ability of kleptocrats to loot state resources and evade accountability depends on an ecosystem of banks, lawyers, lobbyists, intelligence agencies and PR firms that provide the financial, legal and reputational tools to legitimise stolen wealth.

    Our new book, Indulging Kleptocracy, analyses many cases of such professional enabling in the UK for elites whose wealth originates in post-Soviet countries such as Azerbaijan, Kazakhstan and Russia. We uncovered examples of this activity using in-depth case studies that drew on court documents and correspondence with the enablers themselves.

    We found that, on countless occasions, British professionals have found loopholes in the rules, defeated new measures against money laundering, exploited the lack of transparency in universities and political parties and challenged the efficiency and effectiveness of the rule of law.

    UK properties worth tens of millions of pounds have been purchased for oligarchs and kleptocrats. And London corporate intelligence firms and lawyers have acted against journalists and researchers on behalf of their post-Soviet elite clients.

    Political parties, parliamentary groups and some of Britain’s top universities have even accepted donations from individuals associated with kleptocracy. In doing so, they have indulged kleptocrats much like the Catholic church once sold indulgences – offering absolution for a price.

    These services extend the wealth, status and influence of these elites into the UK and further afield. The phenomenon of “Londongrad” – a moniker to denote the British capital’s hosting of Russian and Eurasian oligarchs – is not merely about the amount of post-Soviet money laundered there. It incorporates a much wider offering of social and reputational goods, and political and security services.

    Sustaining kleptocracy

    Professional enablers do not simply move money, and they don’t merely supply their services. They create the structures that sustain kleptocracy, embedding it into the political and economic fabric.

    The overall picture from the nine indulgences we study in our book, from “hiding money” (banking) to “silencing critics” (defamation law), is of regulators outgunned by the private sector. The professions are driven by market incentives, but their adherence to professional ethical standards is inconsistent.

    Enablers aren’t usually accessories to crimes. They may be acting downstream from grand corruption and are typically compliant with the law. But, in most cases, they appear to be either aware of who they are acting for or wilfully unwitting. They either justify their work by convoluted arguments or simply do not carry out effective due diligence on their clients.

    With Russia’s full-scale invasion of Ukraine, the British government introduced a large number of sanctions against Russian entities. It also passed two acts of parliament in 2022 and 2023 to counter illicit financial activity from Russia. But most enabling is not currently considered criminal and cannot easily be legislated out of existence.

    The issue of indulging in kleptocracy is indicative of a general problem of self-regulation in global financial centres, tax havens and other secrecy jurisdictions that arose with the end of empires in the second half of the 20th century.

    At that time, former British colonies like the British Virgin Islands and Cyprus were looking to broaden their economies into the services sector. This coincided with the end of the Soviet empire, when the wealthy and their capital were flying out of Russia and Eurasia.

    How to indulge no more

    Stopping the indulgence of kleptocracy requires moving beyond piecemeal reforms and treating it as the organised criminal enterprise it is. We suggest designating “kleptocratic enterprises” as organised crime and thereby implicating enablers as part of criminal networks. Across the world, there needs to be transparency from charities, universities and political parties.

    There should be more protection for investigators and whistleblowers. And governments could do more to stimulate the market in for-profit asset recovery.

    In 2020, US$740 million (£598 million) of real estate was seized in Spain from Rifaat al-Assad, the uncle of Syria’s former president Bashar al-Assad. This case involved private sector expertise and followed civil society investigations.

    Without such action, the transformation to a world where kleptocratic wealth and influence sit easily within democracies will continue apace. Even the perception of a connection should be subjected to proper scrutiny: Tulip Siddiq, the UK’s Treasury minister responsible for anti-corruption, recently resigned after her family and alleged financial links to the deposed kleptocratic regime in Bangladesh were highlighted.

    These connections, which the government’s ethics watchdog found not to be in breach of the ministerial code, had been known for years before they became a story. But effective PR campaigns, clever legal arguments and complex financial structures mean that many cases of kleptocratic wealth are never exposed. It’s time to uncover what professional enablers do for kleptocrats.

  • MIL-OSI Global: Supersonic passenger aircraft may be returning – here’s what that would mean for the climate

    The US aerospace company Boom Supersonic recently announced it has successfully tested its latest aircraft, the XB-1. The company is developing a larger plane and aims to begin passenger flights at supersonic (faster than sound) speed within the next five years, and claims it already has orders from a handful of airlines.

    However, with ever-increasing scrutiny on the environmental consequences of flying, it is important to consider how supersonic aviation may affect the industry’s ability to meet its ambitious net zero by 2050 target.

    The latest test flight represents an important stage in the development of supersonic aircraft that minimise their characteristic “sonic boom” – the considerable noise generated as the shock waves travelling along with a supersonic aircraft pass over people on the ground.

    Boom Supersonic has carefully designing the aircraft shape to reduce this noise pollution. It did this by exploiting a phenomenon known as “Mach cutoff”, where air temperatures in the atmosphere cause shock waves to reflect upwards rather than towards the ground.

    Supersonic aircraft won’t receive certification to fly over land if they are too noisy, and overland flights are essential for their commercial viability. Indeed, failing to receive such certification limited Concorde’s routes to London-New York and Paris-New York, ultimately contributing to its demise. These recent noise improvements pave the way for Boom Supersonic to progress its larger 80-seat supersonic airliner, Overture. If all goes to plan, Overture will cruise at 1.7 times the speed of sound and could fly from London to New York in just 3.5 hours.

    Other organisations working on supersonic flight are making similar progress. US firm Spike Aerospace is developing a smaller business jet, for instance, while Nasa and defence and aerospace firm Lockheed Martin plan to begin test flying their supersonic X-59 later this year. There is every indication that planes like these are on their way back, more than two decades after Concorde last took to the skies.

    Shock waves increase aerodynamic drag

    The key to understanding the environmental effects of supersonic aircraft is that, whenever its speed exceeds the speed of sound, shock waves form around the aircraft. These shock waves significantly increase the aerodynamic drag, and so more fuel needs to be burned to compensate for the drag force. Indeed, it is estimated that up to ten times more fuel needs to be burned by a supersonic aircraft compared to the equivalent subsonic airplane for every passenger mile.

    The cost of this extra fuel is why typical aircraft speeds have remained pretty constant at around 85% of the speed of sound for several decades. It also leads to greater greenhouse gas emissions – as much as five to seven times more than subsonic aircraft.

    In fact, the situation may be even more stark. Supersonic aircraft tend to fly at high altitudes (Concorde flew at 60,000ft (18km) rather than the 40,000ft (12km) typical for most passenger jets) to take advantage of lower turbulence levels. This means their emissions tend to remain in the atmosphere for longer.

    Supersonic and sustainable?

    There are considerable efforts to align supersonic aircraft development with the aviation industry’s environmental ambitions. For instance, the new engines designed by Boom Supersonic are powered entirely by “sustainable aviation fuels” (Saf) which are direct replacements for traditional jet fuels that are made from renewable raw materials, often used cooking oil or crop residues. Due to its exclusive use of Saf, the Overture is advertised as having a zero-carbon footprint.

    In reality, the situation is more complex. Saf is often produced from edible crops and has been linked to deforestation – the total land required to power all of commercial aviation in this way is impractically immense.

    To address this longer-term problem, it is necessary to look towards alternative fuel sources. While hydrogen or electric power is being developed for regular aircraft, for now they aren’t developed enough to ensure a plane reaches supersonic speeds. Instead, one possibility is e-kerosene, a synthetic fuel generated from hydrogen and carbon dioxide using renewable electricity.

    Despite all these technological advances, a supersonic aircraft still cannot beat physics. Shock waves, and their associated drag, will still exist. So, a single supersonic aircraft will still produce considerably more carbon emissions than its subsonic counterpart.

    Beyond carbon emissions, contrails also have an effect. These are thin clouds of water vapour produced by aircraft exhausts, which can trap heat in the atmosphere the same way as greenhouse gases. These contrails are thought to have twice the impact of carbon emissions, or perhaps even more, so it is essential to take their effects into account. For now, we simply don’t know enough about contrails, especially at much higher altitudes, to definitively say how supersonic aircraft will affect the environment.

    Given the costs involved, supersonic aircraft will account for only a very small percentage of aircraft worldwide. The overall impact on the environment, in comparison to the tens of thousands of subsonic aircraft currently in operation, will be moderate.

    There is perhaps one environmental upside. The research and development activity making supersonic aviation more environmentally friendly (such as developments in fuel and propulsion technology) will likely yield technologies that transfer to subsonic aircraft too. This should help to address the much broader problem of environmental damage caused by the aviation industry as a whole.

    Project ULTRA Contract Expansion Expected in Coming Weeks

    GRAND FORKS, N.D. – Senator John Hoeven outlined to Gen. James Slife, Air Force Vice Chief of Staff, opportunities to leverage the Grand Forks region’s expertise in unmanned aerial systems (UAS) to enhance national security and address the increasing risks from the misuse of drone technology. In particular, Hoeven highlighted:

    • His efforts to secure an increased contract ceiling for Project ULTRA, which is expected in the coming weeks.
      • Hoeven has been working to increase the size and scope of Project ULTRA to support counter-UAS technology development.
      • Project ULTRA can serve as a bridge between an existing DoD contracting vehicle and new counter-UAS capabilities being developed in the private sector.
    • The Federal Aviation Administration (FAA) unfiltered radar data feed, which is in the process of being linked with the Northern Plains UAS Test Site.
      • Once completed, it will use the feed to enhance efforts to detect, identify and track malicious UAS.
      • Between Project ULTRA and the FAA radar data, Grand Forks will be uniquely positioned to develop methods for protecting domestic U.S. military bases against potential UAS threats.
    • Efforts to bring a future intelligence, surveillance and reconnaissance (ISR) mission to Grand Forks Air Force Base.
      • As a member of the Senate Defense Appropriations Committee, Hoeven is working to ensure the military has sufficient ISR capacity to support warfighters across the globe.
      • The senator is advancing both airborne and space-based missions as opportunities to expand ISR operations in Grand Forks.

    MINOT, N.D. – Senator John Hoeven and Gen. James Slife, Air Force Vice Chief of Staff, today reviewed efforts to modernize the dual-nuclear mission at Minot Air Force Base. Hoeven and Slife toured the base’s facilities and met with local and military leaders to discuss and see firsthand the importance of:

    • Accelerating the development of the Sentinel program, and concurrently constructing facilities at all three missile bases to keep the programs on track and reduce costs.
    • Investing in upgrades to the base’s Weapons Storage Area and mission planning facilities to ensure the base can operate the new Long Range Standoff (LRSO) cruise missile. The Air Force expects to operate the new missile in the early 2030s.

    “Minot Air Force Base is the only dual nuclear base in the nation,” said Hoeven. “We’ve made important investments in upgrading and modernizing our nuclear forces and we appreciate General Slife visiting Minot Air Force Base to see the importance of these projects firsthand. Our nuclear forces are a vital deterrent to our adversaries and we need to keep our modernization efforts moving forward.       • Identifying additional cost savings to address increased construction costs.
      • Pushing for concurrent construction of facilities at all three missile bases with officials at the Department of Defense (DoD) and Northrop Grumman.
    • Secure the Air Force’s commitment to budget and begin work on facilities for the LRSO carried on the B-52.
      • Hoeven authored a provision in the Fiscal Year (FY) 2025 Military Construction bill to help ensure Minot has the facilities needed to operate and maintain the new LRSO missile, which will be carried on the B-52, as soon as the weapon is ready to enter service.

  • MIL-OSI USA: With Flu and Norovirus Levels High, Good Health Habits Recommended

    With rates of seasonal viruses, such as flu and norovirus, still elevated throughout Rhode Island, the Rhode Island Department of Health (RIDOH) is urging people to practice good health habits to help keep everyone healthy and safe.

    So far, more than 900 people in Rhode Island have been hospitalized with influenza this flu season, the most since the 2019-2020 flu season. (Individual cases of flu are not reportable to RIDOH.) Since December 1, 2024, Rhode Island has had 74 confirmed or suspected norovirus outbreaks. Rhode Island’s norovirus outbreaks have largely been associated with locations such as schools and congregate living settings.

    Flu and other respiratory viruses (such as COVID-19 and RSV, or respiratory syncytial virus) spread when an infected person coughs or sneezes, by direct contact with someone who is sick, or by touching a contaminated surface.

    Norovirus, often called the “stomach flu” or “stomach bug,” causes vomiting and diarrhea and spreads quickly. It can make people very sick for 1 to 2 days. Norovirus is found in the stool (poop) and vomit of an infected person. People can become infected with norovirus by eating food or drinking liquids that are contaminated with norovirus; by touching surfaces or objects that are contaminated with norovirus and then touching their mouth; or if an infected person prepares food. People can even get infected with norovirus after a sick person has vomited in a public space because tiny drops of vomit from a person with norovirus can spray through the air, landing on surfaces or entering another person’s mouth.

    “The flu is a very serious virus that can send someone to the hospital, and norovirus can be dangerous for some people too,” said Director of Health Jerry Larkin, MD. “Both viruses spread easily. However, by taking a few simple preventive steps, you can help keep yourself and those around you safe. These steps are especially important for people who are at higher risk due to underlying medical conditions or pregnancy, as well as younger children and older adults.”

    How to prevent flu and other respiratory viruses (such as COVID-19 and RSV):

    – Everyone 6 months or older should get a flu shot and an updated COVID-19 vaccine. It is not too late in the year to get vaccinated against either virus. Vaccination is particularly important for older adults and people with underlying health issues such as weakened immune systems, diabetes, obesity, asthma, cancer, and heart or lung disease. Many people are also eligible for RSV immunizations. Talk to your healthcare professional about RSV immunization.

    – Stay home and away from others until your symptoms are getting better for 24 hours and you are fever-free without fever-reducing medications for 24 hours. Children who are sick should not go to school or childcare.

    – Wash your hands often throughout the day. Use warm water and soap. If soap and water are not available, use alcohol-based hand gel.

    – Cover your mouth and nose with a tissue when you cough or sneeze. If you don’t have a tissue, cough or sneeze into your elbow, not your hands. Always wash your hands as soon as you can after you cough or sneeze.?

    How to prevent norovirus:

    – Wash your hands carefully with soap and water, especially after using the toilet, changing diapers, and before eating or preparing food. Hand sanitizer alone does not work well against norovirus.

    – Stay home if you are sick and keep children home from school and childcare if they are sick. Stay home when sick for 2 days (48 hours) after symptoms stop.

    – After an episode of illness, such as vomiting or diarrhea, immediately clean and disinfect contaminated surfaces by using a bleach-based household cleaner as directed on the product label or a solution made by adding 5�25 tablespoons of household bleach to 1 gallon of water.

    – Do not prepare food while infected. People who are infected with norovirus should not prepare food for others while they have symptoms and for 3 days after they recover from their illness.

    While levels of flu and norovirus are high, Rhode Island’s COVID-19 rate has been decreasing since early January. Rhode Island’s COVID-19 rate is considerably lower than it was at this time in 2024.

    • The Maldives’ economy is expected to grow by 5 percent in 2025, driven by robust tourism activity. Nevertheless, macroeconomic imbalances have continued to widen and risks are tilted to the downside.
    • The immediate policy priority is to restore sustainable public finance and debt. Broad-based fiscal reforms and a comprehensive debt strategy, alongside well-calibrated monetary and macro-financial policies, are urgently needed.
    • Reforms to strengthen climate resilience, improve the business climate and governance, and enhance skill developments will support stronger external competitiveness and strong, sustainable, and inclusive growth.

    Washington, DC: An International Monetary Fund (IMF) mission, led by Ms. Piyaporn Sodsriwiboon, visited Malé during February 3 – 16, 2025, to discuss recent economic developments, the outlook, and the country’s policy priorities in the context of the 2025 Article IV consultation.

    At the end of the mission, Ms. Sodsriwiboon issued the following statement:

    “Thanks to the Maldives’ strong tourism base, growth has held up well. Real GDP growth is projected at 5 percent in 2025, and the opening of airport terminal expansion would ease supply-side bottleneck for tourism and help sustain growth momentum over the medium term. Inflation is expected to rise to 2.3 percent in 2025, partially due to higher import duties. There is large uncertainty around the forecasts and risks are tilted to the downside.

    “External vulnerabilities remain, amid a persistently large current account deficit and pressures on foreign exchange reserves. The overall fiscal deficits and public debt are projected to stay elevated, calling for urgent policy adjustment. Over the medium term, the Maldives is highly vulnerable to climate change risks, due to sea level risk, floods and the degradation of its natural capital.

    “The Maldives is navigating a pivotal moment to urgently restoring macroeconomic stability and debt sustainability. The Government of Maldives has assumed its homegrown fiscal reform agenda, importantly with the discontinuation of exceptional use of Maldives Monetary Authority (MMA) advances and the passage of Fiscal Responsibility Act and Public Debt Management Act. Swift implementation of expenditure reform measures as outlined in the 2025 Budget would be key to reduce imbalances in an orderly manner and restore economic stability.

    “In addition to the revenue mobilization measures enacted by the government, there is the need for more urgent and stronger fiscal consolidation. Holistic expenditure rationalization is necessary to restrain excessive spending, while improving spending efficiency and protecting priority social spending. Subsidy reforms, which phase out untargeted subsidies and roll out well-targeted direct income transfers to vulnerable households, should be introduced as envisaged in the 2025 Budget. The reprioritization and rationalization of public sector investment program (PSIP) is critically necessary to address immediate fiscal challenges. Building on recent progress, the reforms of state-owned enterprises (SOEs) and Aasandha-healthcare reforms should be continued. Strengthening the public financial framework is critical to enhance fiscal policy credibility and effectiveness. A comprehensive debt strategy would also help restore debt sustainability and improve debt management.

    “A coordinated tightening of the policy mix would effectively help address macroeconomic vulnerabilities. The MMA’s commitment to resume active monetary operations is a welcome step in this regard. Should inflationary or external pressures intensify, the MMA should stand ready to further tighten monetary policy. Heightened systemic risks from bank-sovereign nexus call for tighter macroprudential policies and vigilant financial sector oversight. Prudent foreign exchange reserve management, alongside the necessary macroeconomic adjustments that include substantial and immediate fiscal adjustments as well as stricter monetary and macroprudential policies to address economic imbalances effectively, would help safeguard the exchange rate peg.

    “Given the Maldives’ threats to climate change, integrating climate sensitivity into public financial and investment management processes is essential for tackling climate-related challenges and mobilizing additional climate finance. Structural reforms aimed at improving the business environment and governance, expanding trade and investment, and enhancing skill development remain crucial for sustaining robust and inclusive growth.

    Lawrence Fong used to have a system for emails he was too busy to answer – move them to a folder aptly named “Follow up.” Of course, that follow -up sometimes didn’t happen.    

    Last year, Fong started using Microsoft 365 Copilot to quickly draft routine email replies, such as responding to an event invitation or following up on an upcoming deadline. He reckons he now answers up to 20 percent of emails with Copilot in Outlook and has also started using Copilot in Word to draft speeches.   

    “It’s very helpful,” said Fong, who is Director, Digital & IT at Cathay, a premium travel lifestyle brand that operates Cathay Pacific, Hong Kong’s home carrier.   

    As businesses make generative AI tools available to employees throughout their organizations, those leading the initiative are experimenting and exchanging notes along with everyone else.   

    Some 1,000 Cathay employees are using Microsoft 365 Copilot, with that number set to rise to several thousand this year.    

    Cathay’s head of procurement told Fong he used Copilot to summarize a proposal in just a few minutes, instead of taking an hour, marvelling that “the accuracy was very high.” Others used it to summarize meetings and write emails.   

    For Fong, Copilot is most useful for summarizing long emails and answering them. It sometimes picks up a minor point or niceties that Fong may miss. It remembers to thank the recipient.    

    His favorite prompts are “Draft me a reply” and “Write me an email,” along with “long,” “short,” “formal,” “casual” or “say thank you” depending on the recipient.   

    He has a wish list. He wishes Copilot could write emails that sounded more like him. Or write a document with his particular line of reasoning or using the right aviation industry terminology. He has to do some editing, but 80 percent of the text is usually OK.   

    “More personalization would be good somewhere down the road,” he said.    

    Ultimately, he sees Copilot as expanding access to AI the way PCs democratized computing and smartphones democratized mobility.

    When Anthony Moufarrege speaks about accessibility, his words carry the weight of lived experience. As Diversity and Inclusion Coordinator at Australia Post and someone who has Cerebral Palsy as well as mild dystonia and dyslexia, Moufarrege understands that even small workplace adjustments can make a world of difference.

    “There’s a common misconception that workplace adjustments need to be large or complex, but small changes can also have a profound impact for someone with a disability,” he says. “These changes can provide equal opportunities and enable them to thrive alongside their able-bodied peers.”

    For example, everyone can experience the more obvious benefits of AI such as meeting recaps and the ability to ask it further questions following a call. For most, this is simply a helpful time saver – but for a person with a physical disability who has spent their entire career using speech-to-text to transcribe meeting notes from memory, the impact is much more profound.

    For Moufarrege, generative AI tools like Microsoft 365 Copilot aren’t just productivity enhancers – they’re enablers of inclusion and empowerment.

    “As someone with dyslexia, I find Copilot’s grammar-checking feature invaluable. It helps me ensure my work is grammatically correct, allowing me to efficiently produce professional and polished outputs,” he explains.

    “I no longer have to allocate extra time following meetings to organise my notes and thoughts because I can query meeting transcripts at any time, which also reduces the mental load that neurodiverse people like myself often experience.”

    Moufarrege shares how Copilot has opened communication for his colleagues who are deaf or have a hearing disability, both in virtual meetings and in-person.

    “It wasn’t a use case I initially thought of but when meeting with these colleagues in person, I talk into the Copilot app on my phone and it will relay the message in text,” said Moufarrege.

    Australia Post began adopting Copilot in October 2023 as part of Microsoft’s Early Access Program (EAP), which included members of its Accessibility Matters Employee Resource Group. After a successful trial, Australia Post has now expanded to 3,000 licenses.

    Copilot is also now offered within Australia Post’s Workplace Adjustment program. This program ensures all team members have access to a simple and dignified process for accessing adjustments to support them in their career.

    Empowering individuality and innovation

    Julian Ockford is a Rail Operations Planner at professional services company GHD. As someone with dyslexia, Julian would previously labour over every word when writing things like emails or reports. Using Copilot has helped him write with more clarity and confidence, while it also learns his individual style of communication, which Julian says is valuable to ensure it is still authentic to him.

    “I’m also feeling more prepared for meetings than previously because I can use AI to quickly search across all organisational content and conversations to ensure I haven’t missed anything. It helps to distil down content to manageable detail and remove the noise,” said Ockford.

    “Recently I had to create a technical safety report. Instead of spending a lot of time searching through past documents – which can be overwhelming, particularly if you are neurodiverse – I used Copilot to review similar reports and summarize them into a new, simplified template. This included all the key clauses, saving me hours or even days of work, but most significantly reducing the mental load that I often experience.”

    GHD’s Chief Technology Officer Andrew Kaddatz says the company is focused on creating an environment that enables every employee to thrive. This includes the accessibility and neurodiversity community, as well as people who have a temporary disability – such as a shoulder operation that restricts the ability to type. Kaddatz says they have seen a clear impact for these people being able to return to work faster.

    He also explains that the company has embraced a facilitation-led model rather than prescribing how tools like Copilot should be used.

    “Our team includes many curious individuals, particularly scientists and engineers, who thrive on self-led exploration,” said Kaddatz. “The freedom to experiment and share their experiences creates a sense of pride and collaboration. It’s this flexibility that’s driving many of the wellbeing and accessibility benefits we’re seeing from Copilot.”

    However, Principal Geotechnical Engineer at GHD, Martin Griffin, cautions that AI use shouldn’t diminish your identity at work, so that you suddenly sound like or work like everyone else.

    “When Copilot first became available, I was cautious. As someone with autism and a disability, I consider my different way of thinking as a superpower and what’s uniquely me that I can bring to the team and to solving problems. So, this concept of trying to ‘fix it’ with AI did not sit well with me – it needs to be about enhancing what we already bring,” said Griffin.

    “I am a visual thinker, so I usually start with an image or mindmap and build text around it. One use case that I’ve found interesting is using Copilot to convert PowerPoint content into Word or vice versa, while quickly shortening or lengthening so it still works with how I think.”

    Putting people first

    Generative AI’s potential to create more accessible and inclusive workplaces is especially critical in Australia, where there are 5.5 million people – more than 21 per cent of the population – with disability.

    “The best advice I can offer is to listen to your people,” said Moufarrege. “When they have the opportunity to share their experiences and express how vital workplace adjustments are to their success, we can drive meaningful change that enables us to have the same opportunities as everyone else.”

    This year is historic for Washington state as we welcome Governor Bob Ferguson, the first new governor in twelve years. In the few weeks since his inauguration, Bob Ferguson has signaled a pragmatic approach to governance, launching a new era in Washington State. Alongside Washingtonians across the state, Microsoft welcomes the Ferguson administration.  

    Today, in line with our commitment to transparency, we are sharing our annual legislative agenda. 

    This year is also notable as the 2025 session is a biennial budget year where over the course of 105 days, the legislature will negotiate, write, and ultimately pass three distinct yet interdependent operating, capital, and transportation budgets, outlining the critical spending and revenue plans for the next twenty-four months. With a new federal administration, new governments around the world, and our new government here in Washington, this biennial budget process has a certain gravitas. 

    Indeed, this is a critical moment for our state. The complexity of our state’s economic fabric—aerospace, technology, life sciences, agriculture, and space—has resulted in both a growing population and now, more than ever, a moment of unprecedented technological progress, presenting opportunities for Washington State and Washingtonians.     People-centered outcomes with policies that genuinely increase housing supply 

    Washington and Oregon have the tightest housing markets in the United States and in Washington we need housing of every kind. There is wide agreement that Washington needs to add one million new housing units over the next 20 years to meet the needs of state residents, thereby making housing more affordable.  

    In 2019, Microsoft announced a historic investment of $750 million to support the creation and  

    preservation of affordable housing. This initiative aimed to help low- and middle-income workers, such as nurses, teachers, and police officers, who are increasingly unable to afford housing near their workplaces. Our investment contributed and preserved 12,000 units of housing for our neighbors in the Puget Sound region. What we learned through our financial investment, however, is that funding is not enough. We must increase the supply of land and do more to incentivize housing development.  

    As we have for the past decade, Microsoft supports policies that make it easier, faster, and less expensive to increase housing production. We need to unlock more land for housing, increase financing, and enable efficient and effective government permitting, including the use of new technology to speed up permit review. This includes reforms and incentives that enable more housing in areas with abundant employment and transportation modes, leveraging public investments in transit to provide affordable living options for people across various income levels, enabling them to build their lives closer to their jobs, schools, parks, and other neighborhood amenities.  

    Among the novel and promising ideas being advanced this session is to promote and unlock residential uses in commercial zones, especially in close proximity to frequent and reliable transit. The rise of online shopping has led to an increase in empty big box stores and underutilized strip malls surrounded by empty parking lots. Policymakers should prioritize rezoning underutilized commercial spaces along existing transit hubs to create vibrant new communities. Freeing up larger tracts of underutilized land will help housing developers overcome the first hurdle to building multi-family apartments, townhomes, and condos.  

    For the 2025 legislative session, the legislature must continue to take big swings at policy so that Washington State has housing for all. 

    Access to all types of education for all Washingtonians 

    In April, Microsoft will celebrate 50 years in business. In the decades after Microsoft was founded, Washington state shifted to a knowledge and innovation economy. Now, we are participating in the shift to an AI economy. And to meet the needs of this moment, we need an interactive jungle gym of skilling and credentialing opportunities for all Washingtonians so we can move both upward and across career paths to follow the job opportunities that hold the most promise now and as job opportunities evolve.  

    Washington businesses are creating great jobs, but many people lack the necessary skills or credentials to attain them. We need our state to prioritize policies that address the skills gap limiting employment options for too many people. As a leader in global technology, Washington is also a leader in future technologies like AI, clean energy, and quantum computing, which will create a new wave of meaningful family-wage jobs. Washingtonians must be prepared with the right skills to participate in the economy now and in the economy of the future. 

    Microsoft also supports policies that enhance K-12 student achievement, foster career awareness in middle school, and encourage more students to pursue post-secondary credentials. Offering all Washington kids these opportunities has long been a priority for Microsoft. This year, lawmakers are advancing policies that create seamless pathways into higher education through guaranteed enrollment and generous eligibility for the Washington College Grant program. We are excited about the work being done in these areas.  

    We also encourage the state to establish more apprenticeships in high-demand fields and expand higher education programs to produce enough qualified applicants to match available jobs.  

    These are the policies that create a jungle gym of opportunity. 

    Committing to our statewide transportation plan 

    Our transportation system is the lifeblood of our state, and our state legislature has done extraordinary work in recent years. We have many important projects underway across the state. People rely on our roads, highways, rail, and ferries to travel to work, school, obtain healthcare, and find recreation. Employers also depend on reliable transportation to move parts and products around the state and beyond. We applaud the work that has been done to keep Washington moving. 

    This biennium, the priority is to ensure that projects currently underway are completed on time, provide sufficient maintenance funding for existing facilities, and continue to make necessary investments in transformative regional projects, including ultra high-speed rail in the Cascadia corridor. 

    Cascadia at the forefront of the digital economy and looking to the future 

    Washington state serves as one of the world’s leading centers for the development of artificial intelligence technology. Advances in artificial intelligence are enhancing customer service interactions, transaction processing, and workflow efficiency across various sectors. Microsoft sees extraordinary opportunities for our state government to leverage local AI expertise to maximize public resources. We look forward to participating in these crucial conversations, which are more important than ever this year.  

    As we look to the future, we are optimistic. Microsoft’s long-standing partnership with the state of Washington has been part of the success of our state.     State budgets that are sustainable and prioritized 

    The most important policy bills the legislature will pass, however, will be the budget bills. More than anything, this bill will reflect the state’s priorities now and for the next two years. Budgets are where Washington’s tax dollars are put to work. Over the years, Microsoft has supported targeted tax increases for important programs and services. We have supported and defended nearly every transportation package in recent history. We supported the creation of the Workforce Education Investment Act to expand higher education opportunities for all Washingtonians. We have also provided millions in matching funds to help accelerate affordable housing. And just last year we helped lead the business community in defending the Climate Commitment Act. 

    This year, legislators are facing grim budget news—a budget deficit ranging from $10 to16 billion, depending on who you ask and how you do the math. Importantly, Washington State is not in a recession. This deficit is not due to an economic downturn that caused a decline in revenues. In fact, most revenues are still marginally increasing or flat. Very simply, our policymakers in Olympia have passed budgets that went beyond our means. 

    We believe this challenge affords an opportunity to reexamine recent spending and Washington State’s priorities of government. 

    We join others in Washington in asking straightforward questions about the outcomes Washingtonians are gaining from past and current state investments. Ultimately, the state budget is the state’s most important investment opportunity for improving economic competitiveness and encouraging private sector job growth.  

    We stand ready 

    This year, we stand ready to work with Governor Ferguson and the Legislature to find solutions to all these challenges. 

    The 2025 legislative session is a pivotal moment for our state. With the can-do spirit Washington has always been known for, we are optimistic our legislature and Governor Ferguson will collaborate and find creative solutions to our most pressing challenges.     Washington, D.C. — Oregon’s U.S. Senators Ron Wyden and Jeff Merkley said today they have sent a letter with their Senate colleagues urging Elon Musk’s Department of Government Efficiency (DOGE) and Donald Trump’s administration not to make cuts to Medicare and Medicaid to pay for billionaires’ tax cuts.

    “Every cut risks Americans paying more, waiting longer, and wading through more insurance red tape for care. Every cut risks hospitals and community health centers struggling harder to keep their doors open and forcing health providers and workers out of their jobs,” the lawmakers wrote.

    The letter follows reports of Elon Musk and DOGE officials gaining access to key payment and contracting systems at the Centers for Medicaid & Medicare Services, which administers Medicare and Medicaid for millions of Americans. In 2024, 68 million seniors and people with disabilities relied on Medicare for basic care, including hospital visits, cancer screenings, diabetes, and prescription drugs. Medicaid is the largest public health insurance program in the United States, serving nearly 80 million Americans, including more than 1.1 million Oregonians.

    “It is dangerously unacceptable that an unelected Musk and his unqualified acolytes have access to sensitive CMS systems and are ready to bypass Congress to make life and death decisions affecting millions of Americans. No one asked for this lawless approach to our critical government health care systems. We urge you to stop this threat to Americans’ health care, now,” the lawmakers continued.

    • The Maldives’ economy is expected to grow by 5 percent in 2025, driven by robust tourism activity. Nevertheless, macroeconomic imbalances have continued to widen and risks are tilted to the downside.
    • The immediate policy priority is to restore sustainable public finance and debt. Broad-based fiscal reforms and a comprehensive debt strategy, alongside well-calibrated monetary and macro-financial policies, are urgently needed.
    • Reforms to strengthen climate resilience, improve the business climate and governance, and enhance skill developments will support stronger external competitiveness and strong, sustainable, and inclusive growth.

    Washington, DC: An International Monetary Fund (IMF) mission, led by Ms. Piyaporn Sodsriwiboon, visited Malé during February 3 – 16, 2025, to discuss recent economic developments, the outlook, and the country’s policy priorities in the context of the 2025 Article IV consultation.

    At the end of the mission, Ms. Sodsriwiboon issued the following statement:

    “Thanks to the Maldives’ strong tourism base, growth has held up well. Real GDP growth is projected at 5 percent in 2025, and the opening of airport terminal expansion would ease supply-side bottleneck for tourism and help sustain growth momentum over the medium term. Inflation is expected to rise to 2.3 percent in 2025, partially due to higher import duties. There is large uncertainty around the forecasts and risks are tilted to the downside.

    “External vulnerabilities remain, amid a persistently large current account deficit and pressures on foreign exchange reserves. The overall fiscal deficits and public debt are projected to stay elevated, calling for urgent policy adjustment. Over the medium term, the Maldives is highly vulnerable to climate change risks, due to sea level risk, floods and the degradation of its natural capital.

    “The Maldives is navigating a pivotal moment to urgently restoring macroeconomic stability and debt sustainability. The Government of Maldives has assumed its homegrown fiscal reform agenda, importantly with the discontinuation of exceptional use of Maldives Monetary Authority (MMA) advances and the passage of Fiscal Responsibility Act and Public Debt Management Act. Swift implementation of expenditure reform measures as outlined in the 2025 Budget would be key to reduce imbalances in an orderly manner and restore economic stability.

    “In addition to the revenue mobilization measures enacted by the government, there is the need for more urgent and stronger fiscal consolidation. Holistic expenditure rationalization is necessary to restrain excessive spending, while improving spending efficiency and protecting priority social spending. Subsidy reforms, which phase out untargeted subsidies and roll out well-targeted direct income transfers to vulnerable households, should be introduced as envisaged in the 2025 Budget. The reprioritization and rationalization of public sector investment program (PSIP) is critically necessary to address immediate fiscal challenges. Building on recent progress, the reforms of state-owned enterprises (SOEs) and Aasandha-healthcare reforms should be continued. Strengthening the public financial framework is critical to enhance fiscal policy credibility and effectiveness. A comprehensive debt strategy would also help restore debt sustainability and improve debt management.

    “A coordinated tightening of the policy mix would effectively help address macroeconomic vulnerabilities. The MMA’s commitment to resume active monetary operations is a welcome step in this regard. Should inflationary or external pressures intensify, the MMA should stand ready to further tighten monetary policy. Heightened systemic risks from bank-sovereign nexus call for tighter macroprudential policies and vigilant financial sector oversight. Prudent foreign exchange reserve management, alongside the necessary macroeconomic adjustments that include substantial and immediate fiscal adjustments as well as stricter monetary and macroprudential policies to address economic imbalances effectively, would help safeguard the exchange rate peg.

    “Given the Maldives’ threats to climate change, integrating climate sensitivity into public financial and investment management processes is essential for tackling climate-related challenges and mobilizing additional climate finance. Structural reforms aimed at improving the business environment and governance, expanding trade and investment, and enhancing skill development remain crucial for sustaining robust and inclusive growth.

  • MIL-OSI USA: $32.6M to Attract High-Tech Manufacturing Businesses

    Governor Kathy Hochul today announced that $32.6 million has been awarded to improve seven locations under the Focused Attraction of Shovel-Ready Tracts New York grant program, administered by Empire State Development. First announced by the Governor in February 2022, FAST NY is designed to prepare and develop sites across the state to further New York’s shovel-readiness and increase its attractiveness to large employers and high-tech manufacturing companies. To date, FAST NY has awarded nearly $233 million to 32 sites, with locations in every region across Upstate New York, and Governor Hochul has proposed an additional $100 million for this proven program in her 2026 Executive Budget.

    “FAST NY is a valuable tool that attracts strategic industries that invest in our communities and bring good paying jobs to New York State,” Governor Hochul said. “We have experienced first hand that shovel ready sites are an important factor when businesses are looking to expand and companies like Micron, Wolfspeed, Edwards Vacuum, and fairlife have chosen New York State because of our investments in site readiness. FAST NY is helping New York be a competitor on a global stage for the world’s best companies.”

    Empire State Development President, CEO and Commissioner Hope Knight said, “FAST NY is a forward-thinking initiative that enhances the state’s appeal to major employers in high-growth industries by helping communities prepare and develop sites to accelerate New York’s shovel-readiness. Each site selected for a FAST NY investment has tremendous potential to ignite projects that generate jobs and stimulate regional economic development across New York.”

    The latest awardees are:

    • Albany Port District Commission (Capital Region) – $18.79 million: This project at the Port of Albany’s 85-acre Beacon Island expansion site will allow for utility infrastructure work, including installation of a high-voltage substation, a sanitary wastewater treatment plant, and the intake lines and pump station package for fire protection system. Additionally, it will support the remaining earthwork at the site. This fully graded 85-acre site with access to 115Kv power lines and the navigable Hudson River presents a unique asset to manufacturers of a variety of large-scale components.
    • Buffalo and Erie County Land Development Corporation (Western New York) – $11.5 million: This infrastructure improvement project at the former Evans-Angola airport will support the establishment of the Erie County Agribusiness Park. The grant will support utility infrastructure work, including roadway and sewer improvements, and power and gas transmission extensions, plus a substation. The former airport has been defunct for over 25 years and the new agribusiness park will focus on attracting food and agricultural processing businesses to the region, and expanding available markets for local farms.
    • Town of Clifton Park (Capital Region) – $1 million: This infrastructure improvement project at the Synergy Technology Park will extend the site’s water infrastructure by providing a secondary water line. This will increase capacity to the park and support future site development and expansion for industrial, manufacturing and distribution operations.
    • Orange County Industrial Development Agency (Mid-Hudson) – $500,000: This pre-development project at the Roseton Development site will induce advancement of environmental studies including a Generic Environmental Impact Statement and State Environmental Quality Review, plus engineering and site design. The site provides unique assets, including direct access to existing power transmission, rail, heavy infrastructure, and existing maritime infrastructure with direct access to the Hudson River, and will focus on targeting offshore wind supply chain companies.
    • Fulton County Center for Regional Growth (Mohawk Valley) – $434,700: This pre-development project will induce the advancement of engineering fees and studies that will determine costs for the development of infrastructure at Johnstown Commerce Park, including roads, utilities, site analysis, and environmental investigation. This site is located directly across from the current Johnstown Industrial Park, which is currently at capacity. The site, which was previously awarded a FAST NY grant, expects to produce five major industrial development projects, resulting in the creation of approximately 200 jobs.
    • Hamburg Development Corporation (Western New York) – $250,000: This pre-development project will allow for shovel-ready advancement of the Crossroads site, including environmental impact and traffic studies. The site is adjacent to the former Ford stamping plant and is zoned industrial, with direct proximity to significant water, sewer, natural gas and power lines. Pre-permitting this site will expedite development and improve speed to market for advanced manufacturing projects in the region.
    • Wayne County Industrial Development Agency (Finger Lakes) – $100,000: This pre-development project will enable studies to evaluate water and sewer treatment and delivery infrastructure, with a focus on Lyons Industrial Park and additional industrial parks located along the Route 31 corridor spanning east to west through the southern end of the county. These parks were recently identified via a feasibility study, conducted to evaluate potential areas for future industrial development.

    This year, Governor Hochul proposed $100 million for additional rounds of FAST NY in her FY26 Executive Budget. The program helps to diversify New York State’s economy while generating new investments for businesses, communities and job creation. Last year, Governor Hochul secured an additional $100 million in funding through the FY25 State Budget for the FAST NY program.

    FAST NY grants are awarded for pre-development activities and infrastructure investments to develop sites that will attract many eligible industries —including high-tech manufacturing, semiconductors, clean-tech renewable energy, life sciences, agribusiness, optics, transportation equipment, materials processing, industrial machinery manufacturing and other advanced manufacturing.   • MIL-OSI USA: CT High School Students Publish Their Artificial Intelligence Research Performed at UConn School of Medicine

    Two Connecticut high school seniors Meera Kannan and Gabrielle Bridgewater have published their study findings on “Leveraging public AI tools to explore systems biology resources in mathematical modeling” this month in the journal NPJ Systems Biology and Applications.

    They conducted their research at UConn School of Medicine in the Laboratory of Dr. Michael Blinov as part of their Health Career Opportunity Programs experience.

    “NPJ Systems Biology and Applications is one of the top journals in systems biology,” shares their proud mentor and senior study author Michael Blinov, Ph.D., associate professor of Genetics and Genome Sciences at the Center for Cell Analysis and Modeling at UConn School of Medicine. “The application of AI tools in biology is a rapidly evolving and exciting field. This is a great achievement for these high school students, and they deserve it through their hard work.”

    On Feb. 22  the two high school students will be presenting their scientific findings virtually at the 62ndConnecticut Junior Science and Humanities Symposium hosted by the UConn Health-based CT AHEC program in Farmington. Each year the long-running, prestigious symposium gathers the state’s talented high school students exceling across the fields of science, technology, engineering, and mathematics.

    “Thank you very much Dr. Blinov for your many years of dedication hosting our Health Career Opportunity Programs High School students in your research laboratory. The fact that these two high school students are co-first authors on a manuscript from research conducted in your Lab and presenting their research at the CT Junior Science and Humanities Symposium at UConn Health is phenomenal,” shared Dr. Marja Hurley, UConn Board of Trustees Distinguished Professor and professor of medicine and orthopaedic surgery at UConn School of Medicine. Hurley is founder and associate dean of the Health Career Opportunity Programs at UConn Health.

    “I’m very excited to share our findings with a larger group of people. I hope this will spur more exploration of the intersection of AI with other fields of medicine,” says Kannan.

    “I am extremely excited to present our findings and share our hard work with the larger science community. I know our research is already published and out there for anyone who wants to read it, but getting to speak about it still feels so special,” says Bridgewater.

    Blinov truly enjoys working with the eager to learn, dedicated, and hardworking HCOP students at UConn School of Medicine.

    “Over the years, my HCOP students have played an essential role in many of my projects. My experiences with high school students have been very positive, and in this particular case, these two students were fortunate that their chosen study topic led to a quick success story,” Blinov says.

    He finds it incredibly rewarding to see the gratitude and success of his past high school HCOP program students many of whom have gone on to have successful health care careers at places such as Yale, Cornell, and UConn.

    “One of my most notable success stories is my 2017 HCOP student, Nathan Schaumburger. He later joined UConn and returned to work with me in 2020, which led to a 2023 publication, with another paper forthcoming. Nathan is now a graduate student at Harvard,” Blinov proudly shares.

    Meet the Study Co-Authors

    Lead co-author Meera Kannan, 18, is a senior at South Windsor High School. She hopes to become a future physician.

    “It’s very exciting to be published. I was motivated to explore how AI could have a positive impact and make systems biology more accessible for students like me. I hope to continue working with Dr. Blinov and other professors at UConn in the future,” says Kannan.

    Kannan credits HCOP for opening her mind further to both innovative medicine and research.

    “I first heard about HCOP during a tour of UConn in my sophomore year. I was very interested in their mission as well as in conducting research, so I decided to apply. I think this program helped reveal the creativity behind medicine and taught me a lot about the impact of scientific innovation,” she says.

    Kannan hopes to conduct more research in a variety of fields to broaden her horizons.

    “I plan to pursue medicine, and this experience at UConn has been central in solidifying that commitment. The skills and perspectives I’ve learned here will definitely be invaluable as I explore the more rigorous side of medicine,” says Kannan.

    Lead co-author Gabrielle Bridgewater, 17, is a senior at Tolland High School and also wants to be a future doctor.

    “Being a published author and getting to conduct my own study is definitely the most exciting thing I’ve ever done and my proudest accomplishment to date,” Bridgewater exclaims. “It’s honestly also really motivating because it makes me so excited for what’s next and it really feels like the sky is the limit.”

    “We chose to study AI because it’s a field that’s rapidly expanding and relevant to kids our age. When our peers have questions most of them look to AI to answer them, so we wanted to see how useful it could be for students who are interested in learning more about systems biology (like ourselves). It’s a relatively niche field which means in a lot of cases AI might be the most accessible tool to use if they want to educate themselves on the subject. We wanted to understand just how reliable of a tool it is, and its potential for studying systems biology,” she says.

    Bridgewater was inspired to enter the health sciences and join the HCOP program by her father who is biochemist.

    “During my junior year he was helping me look for summer opportunities where I could get hands on healthcare experience and he found the HCOP program. I truly enjoyed every moment of the program. I think it was especially unique because not only did I get research experience, but I also got to learn about the college and medical school application processes, talk to current pre-med undergraduates, and improve my public speaking skills. Without the program I would never have had access to this information and these opportunities,” she says.

    “My experience with HCOP definitely solidified my passion for pursuing a career as a physician. It also sparked my interest in possibly going down the MD/PhD route which is a path I wasn’t previously aware of. I know I want to continue conducting research, gaining exposure to the health sciences, and exploring the intersection of AI and systems biology,” concludes Bridgewater.

    As part of its Direct Support Professional Workforce Plan, the North Carolina Department of Health and Human Services is announcing $3 million to recruit and retain direct support professionals. This workforce is critical in helping people with intellectual and developmental disabilities live, work and thrive in communities of their choice. They provide a wide range of supports from daily tasks like bathing, eating and taking medications to connecting people with community resources and opportunities.

    “Every person in North Carolina should have the support they need to thrive in their communities,” said NC Health and Human Services Secretary Dev Sangvai. “We must prioritize and invest in the workforce that is charged with caring for people. Not only to ensure individuals and families have the right care when and where they need it, but also for the long-term well being of our state.”

    As part of the investment, the department awarded more than 140 provider agencies and employers of record with grants to recruit, support, train and retain direct support professionals (DSP). The grants will be distributed this year and directly improve the working lives of DSPs through programs such as hiring and retention bonuses, on-the-job training and child care assistance. 

    “Direct support professionals are essential in helping people with I/DD live and work in the communities of their choosing,” said Kelly Crosbie, MSW, LCSW, Director of the NCDHHS Division of Mental Health, Developmental Disabilities, and Substance Use Services. “These efforts are one part of a multi-faceted plan to create a workforce pipeline and give employers the tools they need to recruit and retain a strong, well-qualified DSP workforce to help as many people with I/DD as possible.”

    In addition to the provider grants, NCDHHS is funding several pilot programs that are launching later this year. The projects include the development of a wage protection program for full-time direct support professionals and career advancement opportunities, a DSP recruitment multi-media campaign, and implementing an HR onboarding system to streamline employment for DSPs. There are also two DSP mentoring programs that are launching this year, one focusing on peer-to-peer mentoring and the other program focusing on leadership-to-DSP mentoring.

    A second round of DSP incentives that focus on recruitment, retention and training will be made available in spring of 2025. Applicants that submitted proposals previously will be eligible to apply again as long as the proposals fall under the recruitment, retention or training program type. The NCDHHS Division of Mental Health, Developmental Disabilities and Substance Use Services will announce the opening of the second round of DSP incentives soon. 

    These efforts are part of the DSP Workforce Plan that aligns with NCDHHS’ Inclusion Connects, which is dedicated to connecting people with I/DD to more choices and more access to services and supports. The department is committed to creating a more accessible and supportive North Carolina, enabling people with I/DD to live more independently and participate fully in the community of their choice.

    2024 was the first full year as the new NNIT – an industry focused specialized IT consultancy focusing on Life Sciences internationally and the public and private sectors in Denmark. The Group continued to grow revenue organically and deliver a profit margin in line with the updated outlook for the year.

    2024 key highlights

    • Revenue grew by 7.1% (organic growth of 6.0%) to DKK 1,851 million. Despite facing challenges in various regions, especially in the third quarter, we ultimately achieved growth that surpassed the market overall. A strong fourth quarter, and significant wins in US and Denmark towards the end of the year hold promise of good momentum carried into 2025.
    • NNIT delivered operating result before special items of DKK 117 million in line with the DKK 116 million in 2023 and resulting in a slightly lower operating profit margin before special items of 6.3% for the year which is 0.4% down as a result of lower utilization.
    • Special items amounted to DKK 69 million against DKK 69 million in 2023 and is mainly related to earn-out payments and restructuring cost.

    2025 outlook

    • During 2025, NNIT expects organic growth to gradually improve alongside profitability.

  • MIL-OSI United Kingdom: Council seeks people ready to step up to be social workers

    PEOPLE who have experience in supporting vulnerable children, young people, adults or families – but do not have a social work degree – are being invited to apply for a post-graduate training programme that will give them the qualification they need.

    Leicester City Council is now recruiting to the Government’s 2026-27 Step Up To Social Work programme and wants to hear from aspiring social workers – graduates or career changers – who would like a place on it.

    Step Up To Social Work is a 14-month, full-time training programme backed by the Department for Education (DfE), which offers a combination of academic study and hands-on social work experience in a local authority. It will run from January 2026 to March 2027.

    Successful applicants will receive their training costs and a bursary of £21,995 over the duration of the programme to support them whilst in training.

    Laurence Jones, the council’s strategic director of social care and education, said: “Social care is a very challenging, but very rewarding profession. There will be many people who have experience of working with vulnerable children or families but don’t have a social work degree, and this training programme gives them the chance to become a qualified social worker whilst receiving financial support to retrain.

    “Over the last 14 years around 40 people have taken up this training opportunity, and we look forward to receiving applications from people interested in joining us.”

    The Step Up programme will support 700 individuals to enter the social work profession in local authorities across England in 2026.     • On successful completion of the programme, trainees will qualify with a Postgraduate Diploma in Social Work enabling them to apply to register with Social Work England and to practice as a qualified social worker, making a difference by nurturing relationships with families during difficult times and by protecting children.

  • MIL-OSI United Kingdom: Council grants to city’s adventure playgrounds to be extended

    NINE adventure playgrounds in Leicester are to receive another year’s funding, as the council extends its grant arrangements to give them even more time to become self-sustaining.   

    The council had previously told the play associations who operate the playgrounds that their funding would end in April 2025. The city mayor has now agreed to make the grant payments for another year.   

    The extension of payments will come on top of the granting of a licence awarded to all of the play associations, which enables them to operate from the council-owned sites free of charge for five years, and will also help them to attract alternative funding.  

    The council had previously offered all of the play associations the support of workers who could help with their business plans. The council is also now offering for officers to work with the play associations to explore options for longer term arrangements for the sites where needed.

    All nine associations told the council in September 2024 that they had plans for sustainable funding for the future, with some dependent upon grant applications from other sources or on charitable fund raising.

    Others have developed income from commercial sources or other commissioned activity, such as providing alternative school places or short breaks for disabled children.

    Cllr Mustafa Malik, assistant city mayor for communities, adult learning, jobs and skills said: “We fully recognise the importance of the adventure playgrounds and the difference they make to their communities.

    “That is why we have listened carefully to their needs regarding self-sustainability and will be extending our funding to give them more time to achieve this. We will also be helping them to explore longer term arrangements for the sites which will help their future planning and fund raising.

    “The success of some play associations in making significant progress towards sustainability and improving their governance demonstrates the potential for all of them to have a bright and vibrant future, independent of annual grants from the local authority.”

    The ending of the grant this year would have led to savings of £1m which are required from the children’s social care division. This saving still needs to be made, so the council will be looking to delay the start of some projects and halting recruitment to some posts in the early help and prevention area, in order to balance its books.

    The council is required by law to fund children’s social care and most of its annual budget is spent on social care for children and adults, leaving little flexibility for making savings. It is not required to fund adventure playgrounds.

    Scottish Green MSP Gillian Mackay has welcomed the Scottish Government’s announcement of an investment package for Grangemouth, and has called on the UK government to urgently work with Holyrood and unions to protect jobs and skills.

    “This is a welcome announcement from the Scottish Government, but it needs to be backed up by resources and a plan from the UK government.

    “I hope that Ministers will work with the trade unions to retain jobs and skills in the community and to ensure that it is workers and local people who are leading the process.

    “The reality is that the biggest decisions have to be made in Westminster. Labour promised that they would protect jobs but since taking office they have done nothing of the sort. They simply got people’s hopes up and walked away.

    “Grangemouth is my home, and it has been infuriating to watch promises being made and then dropped. People in the town have been let down so many times already and a lot of them are feeling abandoned.

    “Local workers have been cast aside by INEOS and misled and discarded by a Labour Party that was happy to make big promises to secure their votes and has ignored them ever since.

    “Even at this late stage I urge the UK government to apply every lever available to ensure that the community is protected and that we can keep people and skills in Grangemouth.”

  • MIL-OSI United Nations: Japan steps up funding to WFP to strengthen food security and expand agricultural exports in Malawi –

    LILONGWE – Today the United Nations World Food Programme welcomed the generous contribution of US$ 1.75 million from the Government of Japan to address food insecurity, help vulnerable communities recover from natural disasters and enhance the local agricultural export capacity.

    Japan’s Ambassador to Malawi, Yoichi Oya announced the funding at an event in Lilongwe today, alongside representatives from the Government of Malawi.

    “Japan remains committed to supporting Malawi’s efforts to overcome food insecurity and foster sustainable development,” said Ambassador Oya. “By addressing immediate needs and investing in agricultural export capacity, we aim to contribute to a brighter future for Malawians.”

    The funding will support national efforts to provide food assistance during the lean season, which is expected to be particularly challenging due to recent back-to-back emergencies. With this support, WFP will procure, transport, and distribute 786 metric tonnes of maize, reaching 71,000 vulnerable people. These efforts support vulnerable communities who face severe food insecurity due to consecutive climate shocks, including Tropical Cyclone Freddy (2023), and the El Niño-induced drought (2024).

    “This support reflects the strong partnership between Japan and Malawi. It will provide life-saving food assistance while also helping the country build long-term food security and economic opportunities,” said Simon Denhere, WFP Malawi Country Director ad interim.

    Beyond emergency relief, Japan is investing US$ 1 million to scale-up Malawi’s sesame export capacity. In partnership with WFP, the Malawi Bureau of Standards will improve certification, testing, and quarantine capabilities to meet international standards. The initiative includes training, facility upgrades, and technical collaboration to boost export opportunities for smallholder farmers.

    “The Government of Malawi deeply appreciates Japan’s support in strengthening our national response to food insecurity.     A mobile support service for Cumberland’s families and young people has been launched.

    Hub2U takes Cumberland Council’s resources to people who need them in neighbourhoods across the area.

    Our Social Impact Multiplied programme and organisations in our Decommissioning Delivery Partnership are among partners who helped make the initiative a reality.

    Euan Hutton, Sellafield Ltd’s chief executive officer, was among the VIPs who helped launch the service at a family fun day at Whitehaven Harbour.

    Tracey West, Sellafield Ltd’s senior social impact manager, said:

    Working with the council to contribute funding and resource has been key to the successful delivery of this project.

    Our social impact programme ensures our supply chain is aligned to local priorities enabling them to focus on an impactful project that is based on local need.

    Barry Pilkington, framework manager in the Decommissioning Delivery Partnership, added:

    The partnership is committed to making a positive impact in our local community.

    We worked with Cumberland to develop this project so all the partners can contribute to leaving a legacy after our current contract at Sellafield comes to an end.

    We look forward to supporting the rollout of the programme going forward.

    Hub2U also received support from Stagecoach, who donated the bus and carried out a refit, and Copeland Community Fund.

    Councillor Emma Williamson, executive member for children’s and family wellbeing and housing at Cumberland Council, said:

    Supporting Cumberland’s families and improving the lives of children and young people is at the heart of everything we do.

    It’s incredibly exciting to see the bus unveiled. By bringing services directly into communities, we’re making it easier than ever for families to access the right support, exactly when and where they need it.

    Hub2U will provide:

    • Support for families, including early years guidance and resources for teenagers and young adults
    • Themed sessions and targeted programmes in schools and community locations covering topics such as emotional well-being, healthy relationships, and staying safe
    • A partnership approach bringing together multiple local agencies to provide holistic support for families.

    The launch event allowed people to explore the bus, find out more about the services on offer, and meet the team behind the project.

    Activities include inflatable football penalty shootout, face painting, and advice stalls from local service providers.

    Hub2U will now begin visiting schools, community spaces, events, and rural areas.

    UNECE has launched a new guide “The Edible City: Why Food Trees Matter,” which explores the multifaceted benefits of incorporating food-producing trees into urban landscapes. This guide emphasizes the role of urban forests in enhancing food security, improving community well-being, and mitigating the impacts of climate change. 

    Food trees not only provide nutritious food for urban residents but can also contribute to a healthier environment, stronger communities, and a more sustainable urban future. 

    The guide highlights the key potential benefits of incorporating food trees into urban areas which include:  

    • Enhanced Food Security: Urban food trees can provide a valuable source of fresh, nutritious food for residents, improving access to healthy diets and reducing reliance on long-distance food transport. 

    • Improved Community Well-being: Community orchards and food forests in parks or even along urban roads and green patches can foster social interaction, strengthen community bonds, and provide opportunities for education and skill-building. 

    • Climate Change Mitigation: Trees absorb carbon dioxide, helping to mitigate the impacts of climate change. They also provide shade, reducing urban heat islands and improving air quality. 

    The guide provides valuable insights for urban planners, policymakers, and community leaders on how to integrate food trees into urban landscapes effectively. It includes practical guidance on tree selection, planting and care, and strategies for community engagement and participation.

  • MIL-OSI United Nations: UN environment agency calls for urgent action on ‘triple planetary crisis’

    The UN Environment Programme (UNEP) called on Tuesday for urgent action to combat climate change, biodiversity loss, and pollution, warning that progress on all fronts remains slow and uneven.

    “Last year brought both successes and disappointments in global efforts to tackle the triple planetary crisis,” said UNEP Executive Director Inger Andersen, introducing the agency’s latest Annual Report.

    She also pointed to ongoing geopolitical tensions that are hindering environmental cooperation.

    “Environmental multilateralism is sometimes messy and arduous. But even in complex geopolitical times, collaboration across borders and across our differences is the only option to protect the foundation of humanity’s existence – Planet Earth.”

    Ambitious climate targets vital

    UNEP’s Emissions Gap Report 2024 warned that countries must cut emissions by 42 per cent by 2030 to keep global warming within the 1.5°C target agreed in the landmark Paris Agreement.

    Without drastic action, temperatures could rise between 2.6°C and 3.1°C this century, climate models warn, with catastrophic consequences.

    UNEP is actively working with over 60 low and middle-income countries to accelerate their transition to electric vehicles, part of a larger push to cut emissions from the transport sector.

    UN scientists highlight the kind of national projects making a difference, including Antigua and Barbuda procuring fleets of electric buses, and Kenya introducing legislation for major investments in electric motorcycles and public transit.

    Ending plastic pollution

    Plastic pollution, one of the most pressing global environmental threats, is another major focus, as international efforts continue to negotiate a legally binding ban.

    In Busan last year, 29 out of 32 articles of a new global plastic treaty were agreed. However, negotiations are continuing on a final text.

    UNEP is calling on countries to bridge their differences before the next round of negotiations.

    “Nations must work towards agreeing on a strong instrument to end plastic pollution before the seventh UN Environment Assembly (UNEA-7) in December,” Ms. Andersen said.

    A call for greater action

    The UNEP head called for bolder commitments, particularly as countries prepare to submit their next round of Nationally Determined Contributions (NDCs) to limit global warming later in February.

    “Humanity is not out of the woods,” Ms. Andersen warned.

    “Temperatures are rising, ecosystems are disappearing, and pollution remains a deadly threat. These are global problems that require global solutions. The world must pull together to build a fairer, more sustainable planet.”

  • MIL-OSI USA: Governor Lamont Proposes Additional Tax Relief: Increase the Property Tax Credit and Expand Eligibility

    (HARTFORD, CT) – Governor Ned Lamont today announced that the fiscal year 2026/2027 biennial budget proposal he presented to the Connecticut General Assembly earlier this month includes a recommendation that the state’s property tax credit, which provides a credit to income tax filers for property tax payments made on eligible property, be increased to $350. Additionally, the governor is proposing to expand eligibility for the credit to include more income tax filers.

    In total, this change would benefit approximately 800,000 filers and result in $85 million in tax relief. Approximately $60.8 million of that amount (or 71.6%) will benefit filers with an adjusted gross income (AGI) of less than $100,000 per year, and all the relief will benefit filers with an AGI of $160,000 or less.

    Since taking office in 2019, Governor Lamont has enacted more than $840 million in permanent tax cuts. This includes $500 million in income tax cuts for middle-class filers that was enacted in 2023 and became the largest income tax cut made in Connecticut history; increases in the Earned Income Tax Credit that have essentially eliminated income taxes for low-income filers; the elimination of taxes on pensions and Social Security for most seniors; and the creation of a cap on motor vehicle property taxes.

    “During the last five years, our administration has consistently worked in bipartisan cooperation with the legislature to enact a series of permanent tax cuts to benefit taxpayers in Connecticut, and this year I am asking them to again work with us on additional tax relief measures,” Governor Lamont said. “Before I became governor, the property tax credit was limited only to seniors and those with dependents, and we changed that law a couple of years ago to remove those restrictions and expand the credit to all adults. This year I am asking the legislature to revisit the property tax credit another time so that we can expand its eligibility again and increase the available credits even further.”

    Under the governor’s proposal, single filers earning up to $70,000 and joint filers earning up to $100,000 would qualify for the full $350 credit, with a phase out-schedule for higher incomes.

    The fiscal year 2023 biennial budget that Governor Lamont signed in 2022 (Public Act 22-118) increased the property tax credit from its then amount of $200 to the current amount of $300. Additionally, it removed the restriction that limited availability of the tax credit only to individuals over the age of 65 or who claim dependents on their federal tax returns.

    Governor Lamont’s fiscal year 2026/2027 biennial budget proposal is currently under consideration by the legislature’s Appropriations Committee and Finance, Revenue, and Bonding Committee.,

  • MIL-OSI Security: Former Guatemalan Congressman sentenced to 18 years in federal prison for international drug trafficking violations in the Eastern District of Texas

    PLANO, Texas – A former Guatemalan congressman has been sentenced to 18 years in federal prison for his role in an international drug trafficking conspiracy, announced Acting U.S. Attorney Abe McGlothin, Jr. of the Eastern District of Texas.

    Jose Armando Ubico Aguilar, 45, a former senior Republic of Guatemala official, pleaded guilty to ­­­­being involved in an international drug trafficking conspiracy and was sentenced to 216 months in federal prison by U.S. District Judge Michael Truncale on February 11, 2025.

    According to information presented in court, Ubico Aguilar served as an elected member of the Congress of the Republic of Guatemala from 2016 to 2024.  He also served as an elected Deputy and was the President of the National Defense Committee of the Congress of the Republic of Guatemala from 2018 to 2023. 

    “The sentencing of this corrupt Guatemalan official who brokered and facilitated cocaine shipments into the United States while betraying his country through his partnerships with known drug traffickers and other corrupt officials shows the commitment of the Eastern District of Texas United States Attorney’s Office to identify, disrupt, and dismantle Transnational Criminal Organizations,” said Acting U.S. Attorney Abe McGlothin, Jr.  “I am grateful to our law enforcement partners who worked tirelessly to ensure that Ubico Aguilar will no longer be allowed to hide behind his position of power.”

    “The sentencing of this corrupt official who brokered and facilitated cocaine shipments into the United States sends a message to Transnational Criminal Organizations across the world that they will be held responsible for the poison they distribute into the United States,” said Dallas DEA Special Agent in Charge Eduardo A. Chávez.  “This sentence reflects our continued resolve to partner with our international law-enforcement counterparts to fight greed, violence, and public corruption.”

    On March 3, 2021, a federal grand jury in the Eastern District of Texas indicted Ubico Aguilar charging him with federal drug trafficking violations.  In May 2024, Ubico Aguilar arrived in the United States and pleaded guilty.  During his plea hearing, Ubico Aguilar admitted his role in the conspiracy, including relaying drug-related information and U.S. currency to another Guatemalan official on behalf of an international drug trafficker. These actions resulted in the safe passage of at least 450 kilograms of cocaine through Guatemala for distribution in the United States.

    This effort is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.  Additional information about the OCDETF Program can be found at https://www.justice.gov/OCDETF.

    This case was investigated by the North Texas Organized Crime Drug Enforcement Task Force (“OCDETF”) Strike Force Group Two; the U.S. Drug Enforcement Administration’s Dallas Division; the DEA’s Guatemala City Country Office and the DEA’s San Jose (Costa Rica) Country Office; the FBI’s Dallas Field Office; the Homeland Security Investigation’s Dallas and Guatemala Field Offices; the U.S. Marshals Service’s Dallas Field Office; and Customs and Border Protection’s San Diego Field Office. The Justice Department’s Office of International Affairs of the Department’s Criminal Division also provided significant assistance in securing the surrender of Ubico Aguilar.  

    This case was prosecuted by Assistant U.S. Attorney Christopher Eason.
