    The Secretary-General met with H.E. Mr. Luiz Inácio Lula da Silva, President of the Federative Republic of Brazil.  They talked about Brazil’s presidency of the G20 and COP 30, as well as the implementation of the Pact for the Future.  The Secretary-General and the President agreed on the pressing need to reform the global governance institutions, including the international financial architecture.  They further discussed global and regional issues, including the situation in Haiti, Ukraine, and the Middle East.

    Excellencies,

    Ladies and gentlemen,

    Our world is in a whirlwind.

    We are in an era of epic transformation – facing challenges unlike any we have ever seen – challenges that demand global solutions.

    Yet geo-political divisions keep deepening. The planet keeps heating.

    Wars rage with no clue how they will end.

    And nuclear posturing and new weapons cast a dark shadow.

    We are edging towards the unimaginable – a powder keg that risks engulfing the world.

    Meanwhile, 2024 is the year that half of humanity goes to the polls – and all of humanity will be affected.

    I stand before you in this whirlwind convinced of two overriding truths.

    First, the state of our world is unsustainable.

    We can’t go on like this.

    And second, the challenges we face are solvable.

    But that requires us to make sure the mechanisms of international problem-solving actually solve problems.

    The Summit of the Future was a first step, but we have a long way to go.

    Getting there requires confronting three major drivers of unsustainability.

    A world of impunity – where violations and abuses threaten the very foundation of international law and the UN Charter.

    A world of inequality – where injustices and grievances threaten to undermine countries or even push them over the edge.

    And a world of uncertainty – where unmanaged global risks threaten our future in unknowable ways.

    These worlds of impunity, inequality and uncertainty are connected and colliding.

    Excellencies,

    The level of impunity in the world is politically indefensible and morally intolerable.

    Today, a growing number of governments and others feel entitled to a “get out of jail free” card.

    They can trample international law.

    They can violate the United Nations Charter.

    They can turn a blind eye to international human rights conventions or the decisions of international courts.

    They can thumb their nose at international humanitarian law.

    They can invade another country, lay waste to whole societies, or utterly disregard the welfare of their own people.

    And nothing will happen.

    We see this age of impunity everywhere — in the Middle East, in the heart of Europe, in the Horn of Africa, and beyond.

    The war in Ukraine is spreading with no signs of letting up.

    Civilians are paying the price – in rising death tolls and shattered lives and communities.

    It is time for a just peace based on the UN Charter, on international law and on UN resolutions.

    Meanwhile, Gaza is a non-stop nightmare that threatens to take the entire region with it.

    Look no further than Lebanon.

    We should all be alarmed by the escalation. 

    Lebanon is at the brink. 

    The people of Lebanon – the people of Israel – and the people of the world — cannot afford Lebanon to become another Gaza.

    Let’s be clear.

    Nothing can justify the abhorrent acts of terror committed by Hamas on October 7th, or the taking of hostages – both of which I have repeatedly condemned.

    And nothing can justify the collective punishment of the Palestinian people.

    The speed and scale of the killing and destruction in Gaza are unlike anything in my years as Secretary-General.

    More than 200 of our own staff have been killed, many with their families.

    And yet the women and men of the United Nations continue to deliver humanitarian aid.

    I know you join me in paying a special tribute to UNRWA and to all humanitarians in Gaza.

    The international community must mobilize for an immediate ceasefire, the immediate and unconditional release of all hostages, and the beginning of an irreversible process towards a two-State solution.

    For those who go on undermining that goal with more settlements, more landgrabs, more incitement — I ask:

    What is the alternative?

    How could the world accept a one-state future in which a large a large number of Palestinians would be included without any freedom, rights or dignity?

    In Sudan, a brutal power struggle has unleashed horrific violence — including widespread rape and sexual assaults.

    A humanitarian catastrophe is unfolding as famine spreads.  Yet outside powers continue to interfere with no unified approach to finding peace.

    In the Sahel, the dramatic and rapid expansion of the terrorist threat requires a joint approach rooted in solidarity – but regional and international cooperation have broken down.

    From Myanmar to the Democratic Republic of the Congo to Haiti to Yemen and beyond – we continue to see appalling levels of violence and human suffering in the face of a chronic failure to find solutions.

    Meanwhile our peacekeeping missions are too often operating in areas where simply there is no peace to keep.

    Instability in many places around the world is a by-product of instability in power relations and geo-political divides.

    For all its perils, the Cold War had rules.

    There were hot lines, red lines and guard rails.

    It can feel as though we don’t have that today.

    Nor do we have a unipolar world.

    We are moving to a multipolar world, but we are not there yet.

    We are in a purgatory of polarity.

    And in this purgatory, more and more countries are filling the spaces of geopolitical divides, doing whatever they want with no accountability.

    That is why it is more important than ever to reaffirm the Charter, to respect international law, to support and implement decisions of international courts, and to reinforce human rights in the world.

    Anywhere and everywhere.

    Excellences, Mesdames et Messieurs,
     
    L’augmentation des inégalités est un deuxième facteur de l’insoutenabilité et une tache sur notre conscience collective.
     
    L’inégalité n’est pas une question technique ou bureaucratique.
     
    Au fond, l’inégalité est une question de pouvoir, aux racines historiques.
     
    Les conflits, les bouleversements climatiques et la crise du coût de la vie étendent ces racines historiques plus profondément encore.
     
    Dans le même temps, le monde peine encore à se relever de la flambée des inégalités engendrée par la pandémie.
     
    Si l’on regarde les 75 pays les plus pauvres du monde, un tiers d’entre eux se trouve aujourd’hui dans une situation pire qu’il y a cinq ans.
     
    Au cours de la même période, les cinq hommes les plus riches de la planète ont plus que doublé leurs fortunes.
     
    Et un pour cent des habitants de la planète détient 43 % de l’ensemble des avoirs financiers mondiaux.
     
    Au niveau national, certains gouvernements décuplent les inégalités en accordant des cadeaux fiscaux massifs aux entreprises et aux ultra-riches — au détriment des investissements dans la santé, l’éducation et la protection sociale.
     
    Et personne n’est plus lésé que les femmes et les filles du monde entier.

    La discrimination et les abus généralisés fondés sur le genre constituent l’inégalité la plus répandue dans toutes les sociétés.
     
    Chaque jour, il semble que nous soyons confrontés à de nouveaux cas révoltants de féminicides, de violences fondées sur le genre et de viols collectifs – en temps de paix comme en tant qu’arme de guerre.
     
    Dans certains pays, les lois sont utilisées pour menacer la santé et les droits reproductifs.
     
    Et en Afghanistan, les lois sont utilisées pour entériner l’oppression systématique des femmes et des filles.
     
    Et je suis désolé de constater que, malgré des années de beaux discours, l’inégalité de genre se manifesteet je vous demande pardon de le dire, elle se manifeste aujourd’hui encore, pleinement dans cette enceinte.
     
    Moins de 10 pour cent des intervenants au Débat général de cette semaine sont des femmes.
     
    C’est inacceptable, surtout quand on sait que l’égalité entre les femmes et les hommes contribue à la paix, au développement durable, à l’action climatique et bien plus encore.
     
    C’est précisément pour cela nous avons pris des mesures spécifiques pour atteindre la parité hommes-femmes parmi les hauts responsables de l’Organisation des Nations Unies,objectif qui est déjà complété.
     
    C’est faisable.
     
    J’exhorte les institutions politiques et économiques du monde dominées par les hommes à le faire aussi.

    Le Conseil de sécurité des Nations Unies a été conçu par les vainqueurs de la Seconde Guerre mondiale.
     
    À l’époque, la majeure partie du continent africain était encore sous domination coloniale.
     
    À ce jour, l’Afrique n’a toujours aucun siège permanent au sein de la principale instance de paix du monde.
     
    Un changement s’impose.
     
    Il en va de même pour l’architecture financière mondiale, mise en place il y a 80 ans.
     
    Je félicite les dirigeants de la Banque mondiale et du Fonds monétaire international pour les mesures importantes qu’ils ont entreprises.
     
    Mais comme le souligne le Pacte pour l’avenir, la lutte contre les inégalités exige une accélération de la réforme de l’architecture financière internationale.
     
    Au cours des huit dernières décennies, l’économie mondiale s’est développée et transformée.
     
    Les institutions de Bretton Woods n’ont pas suivi le rythme.
     
    Elles ne sont plus en mesure de fournir un filet de sécurité mondial, ni d’offrir aux pays en développement le niveau de soutien dont ils ont tant besoin.
     
    Dans les pays les plus pauvres du monde, le coût des intérêts de la dette dépasse, en moyenne, le coût des investissements dans l’éducation, la santé et les infrastructures publiques réunis.
     
    Et à l’échelle du monde, plus de 80 % des cibles des Objectifs de développement durable ne sont pas en bonne voie.

    Volver al camino correcto requiere un aumento de financiamiento para la Agenda 2030 y el Acuerdo de París.

    Esto implica que los países del G20 lideren un Estímulo para los Objetivos de Desarrollo Sostenible de 500.000 millones de dólares al año.

    Implica reformas para aumentar sustancialmente la capacidad de préstamo de los Bancos Multilaterales de Desarrollo – y permitirles ampliar masivamente la financiación asequible a largo plazo para el clima y el desarrollo.

    Implica ampliar la financiación de contingencia mediante el reciclaje de los Derechos Especiales de Giro.

    The third driver of our unsustainable world is uncertainty.

    The ground is shifting under our feet.

    Anxiety levels are off the charts.

    And young people, in particular, are counting on us and seeking solutions.

    Uncertainty is compounded by two existential threats – the climate crisis and the rapid advance of technology — in particular, Artificial Intelligence.

    Excellencies,

    We are in a climate meltdown.

    Extreme temperatures, raging fires, droughts, and epic floods are not natural disasters.

    They are human disasters — increasingly fueled by fossil fuels.

    No country is spared. But the poorest and most vulnerable are hardest hit.

    Climate hazards are blowing a hole through the budgets of many African countries, costing up to five per cent of GDP – every year.

    And this is just the start.

    We are on course to careen past the global limit of a 1.5 degree temperature rise.

    But as the problem gets worse, solutions are getting better.

    Renewable prices are plummeting, roll-out is accelerating, and lives are being transformed by affordable, accessible clean energy.

    Renewables don’t just generate power. They generate jobs, wealth, energy security and a path out of poverty for millions.

    But developing countries cannot be plundered in that journey.

    Our Panel on Critical Minerals has recommended fair and sustainable ways to meet global demand for these resources, which are essential to the renewables revolution.

    Excellencies,

    A future without fossil fuels is certain.  A fair and fast transition is not.

    That is in your hands.

    By next year, every country must produce an ambitious new national climate action plan – or Nationally Determined Contributions.

    These must bring national energy strategies, sustainable development priorities, and climate ambitions together.

    They must align with the 1.5 degree limit, cover the whole economy, and contribute to every one of the COP28 energy transition targets.

    An International Energy Agency report released today breaks this down.

    By 2035, on average, advanced economies must slash energy emissions 80 per cent, and emerging markets 65 per cent.

    The G20 is responsible for 80 per cent of total emissions.

    They must lead the charge – keeping with the principle of common but differentiated responsibilities and respective capabilities in the light of different national circumstances.

    But this must be a joint effort — pooling resources, scientific capacities and proven and affordable technologies for all to be able to reach those targets.

    I’m honoured to be working closely with President Lula of Brazil – who is both G20 Chair and COP30 host – to secure maximum ambition, acceleration and cooperation. We just met for that purpose.

    Finance is essential.

    COP29 is around the corner.

    It must deliver a significant new finance goal.

    We also need a Loss and Damage Fund that meets the scale of the challenge – and developed countries meeting their adaptation finance promises.

    And we must finally flip the script on a crazy situation:

    We continue to reward polluters to wreck our planet.

    The fossil fuel industry continues to pocket massive profits and subsidies, while everyday people bear the costs of climate catastrophe – from rising insurance premiums to lost livelihoods.

    I call on G20 countries to shift money from fossil fuel subsidies and investments to a just energy transition;

    To put an effective price on carbon;

    And to implement new and innovative sources of financing – including solidarity levies on fossil fuel extraction – through legally-binding, transparent mechanisms.

    All by next year and this taking into account that those who shoulder the blame must foot the bill.

    Polluters must pay.

    Excellencies,

    The rapid rise of new technologies poses another unpredictable existential risk.

    Artificial Intelligence will change virtually everything we know — from work, education and communication, to culture and politics.

    We know AI is rapidly advancing, but where is it taking us:

    To more freedom – or more conflict?

    To a more sustainable world – or greater inequality?

    To being better informed – or easier to manipulate?

    A handful of companies and even individuals have already amassed enormous power over the development of AI – with little accountability or oversight for the moment.

    Without a global approach to its management, artificial intelligence could lead to artificial divisions across the board – a Great Fracture with two internets, two markets, two economies – with every country forced to pick a side, and enormous consequences for all.

    The United Nations is the universal platform for dialogue and consensus.

    It is uniquely placed to promote cooperation on AI – based on the values of the Charter and international law.

    The global debate happens here, or it does not happen.

    I welcome important first steps.

    Two resolutions in the General Assembly, the Global Digital Compact, and the recommendations of the High-Level Body on AI can lay the foundations for inclusive governance of AI.

    Let’s move forward together to make AI a force for good.

    Excellencies,

    Nothing lasts forever.

    But a feature of human life is that it appears otherwise.

    The current order always feels fixed.

    Until it is not.
     
    Across human history, we see empires rising and falling; old certainties crumbling; tectonic shifts in global affairs.
     
    Today our course is unsustainable.

    It is in all our interests to manage the epic transformations underway; to choose the future we want and to guide our world towards it.

    Many have said that the differences and divisions today are just too great.

    That it is impossible for us to come together for the common good.

    You proved that is not true.

    The Summit of the Future showed that with a spirit of dialogue and compromise, we can join forces to steer our world to a more sustainable path.

    It is not the end.

    It is a start of a journey, a compass in the whirlwind.

    Let’s keep going.

    Let’s move our world towards less impunity and more accountability …. less inequality and more justice … less uncertainty and more opportunity.

    The people of the world are looking to us – and succeeding generations will look back on us.

    Let them find us on the side of the United Nations Charter … on the side of our shared values and principles … and on the right side of history.

    The third driver of our unsustainable world is uncertainty.

    The ground is shifting under our feet.

    Anxiety levels are off the charts.

    And young people, in particular, are counting on us and seeking solutions.

    Uncertainty is compounded by two existential threats – the climate crisis and the rapid advance of technology — in particular, Artificial Intelligence.

    Excellencies,

    We are in a climate meltdown.

    Extreme temperatures, raging fires, droughts, and epic floods are not natural disasters.

    They are human disasters — increasingly fueled by fossil fuels.

    No country is spared. But the poorest and most vulnerable are hardest hit.

    Climate hazards are blowing a hole through the budgets of many African countries, costing up to five per cent of GDP – every year.

    And this is just the start.

    We are on course to careen past the global limit of a 1.5 degree temperature rise.

    But as the problem gets worse, solutions are getting better.

    Renewable prices are plummeting, roll-out is accelerating, and lives are being transformed by affordable, accessible clean energy.

    Renewables don’t just generate power. They generate jobs, wealth, energy security and a path out of poverty for millions.

    But developing countries cannot be plundered in that journey.

    Our Panel on Critical Minerals has recommended fair and sustainable ways to meet global demand for these resources, which are essential to the renewables revolution.

    Excellencies,

    A future without fossil fuels is certain.  A fair and fast transition is not.

    That is in your hands.

    By next year, every country must produce an ambitious new national climate action plan – or Nationally Determined Contributions.

    These must bring national energy strategies, sustainable development priorities, and climate ambitions together.

    They must align with the 1.5 degree limit, cover the whole economy, and contribute to every one of the COP28 energy transition targets.

    An International Energy Agency report released today breaks this down.

    By 2035, on average, advanced economies must slash energy emissions 80 per cent, and emerging markets 65 per cent.

    The G20 is responsible for 80 per cent of total emissions.

    They must lead the charge – keeping with the principle of common but differentiated responsibilities and respective capabilities in the light of different national circumstances.

    But this must be a joint effort — pooling resources, scientific capacities and proven and affordable technologies for all to be able to reach those targets.

    I’m honoured to be working closely with President Lula of Brazil – who is both G20 Chair and COP30 host – to secure maximum ambition, acceleration and cooperation. We just met for that purpose.

    Finance is essential.

    COP29 is around the corner.

    It must deliver a significant new finance goal.

    We also need a Loss and Damage Fund that meets the scale of the challenge – and developed countries meeting their adaptation finance promises.

    And we must finally flip the script on a crazy situation:

    We continue to reward polluters to wreck our planet.

    The fossil fuel industry continues to pocket massive profits and subsidies, while everyday people bear the costs of climate catastrophe – from rising insurance premiums to lost livelihoods.

    I call on G20 countries to shift money from fossil fuel subsidies and investments to a just energy transition;

    To put an effective price on carbon;

    And to implement new and innovative sources of financing – including solidarity levies on fossil fuel extraction – through legally-binding, transparent mechanisms.

    All by next year and this taking into account that those who shoulder the blame must foot the bill.

    Polluters must pay.

    Excellencies,

    The rapid rise of new technologies poses another unpredictable existential risk.

    Artificial Intelligence will change virtually everything we know — from work, education and communication, to culture and politics.

    We know AI is rapidly advancing, but where is it taking us:

    To more freedom – or more conflict?

    To a more sustainable world – or greater inequality?

    To being better informed – or easier to manipulate?

    A handful of companies and even individuals have already amassed enormous power over the development of AI – with little accountability or oversight for the moment.

    Without a global approach to its management, artificial intelligence could lead to artificial divisions across the board – a Great Fracture with two internets, two markets, two economies – with every country forced to pick a side, and enormous consequences for all.

    The United Nations is the universal platform for dialogue and consensus.

    It is uniquely placed to promote cooperation on AI – based on the values of the Charter and international law.

    The global debate happens here, or it does not happen.

    I welcome important first steps.

    Two resolutions in the General Assembly, the Global Digital Compact, and the recommendations of the High-Level Body on AI can lay the foundations for inclusive governance of AI.

    Let’s move forward together to make AI a force for good.

    But a feature of human life is that it appears otherwise.

    The current order always feels fixed.

    Until it is not.
     
    Across human history, we see empires rising and falling; old certainties crumbling; tectonic shifts in global affairs.
     
    Today our course is unsustainable.

    It is in all our interests to manage the epic transformations underway; to choose the future we want and to guide our world towards it.

    Many have said that the differences and divisions today are just too great.

    That it is impossible for us to come together for the common good.

    You proved that is not true.

    The Summit of the Future showed that with a spirit of dialogue and compromise, we can join forces to steer our world to a more sustainable path.

    It is not the end.

    It is a start of a journey, a compass in the whirlwind.

    Let’s keep going.

    Let’s move our world towards less impunity and more accountability …. less inequality and more justice … less uncertainty and more opportunity.

    The people of the world are looking to us – and succeeding generations will look back on us.

    Let them find us on the side of the United Nations Charter … on the side of our shared values and principles … and on the right side of history.

    Our world is in a whirlwind.
     
    We are in an era of epic transformation – facing challenges unlike any we have ever seen – challenges that demand global solutions.
     
    Yet geo-political divisions keep deepening. The planet keeps heating.

    Wars rage with no clue how they will end.
     
    And nuclear posturing and new weapons cast a dark shadow.
     
    We are edging towards the unimaginable – a powder keg that risks engulfing the world.
     
    Meanwhile, 2024 is the year that half of humanity goes to the polls – and all of humanity will be affected.
     
    I stand before you in this whirlwind convinced of two overriding truths.
     
    First, the state of our world is unsustainable.
     
    We can’t go on like this.
     
    And second, the challenges we face are solvable.
     
    But that requires us to make sure the mechanisms of international problem-solving actually solve problems.
     
    The Summit of the Future was a first step, but we have a long way to go.
     
    Getting there requires confronting three major drivers of unsustainability.
     
    A world of impunity – where violations and abuses threaten the very foundation of international law and the UN Charter.
     
    A world of inequality – where injustices and grievances threaten to undermine countries or even push them over the edge.
     
    And a world of uncertainty – where unmanaged global risks threaten our future in unknowable ways.
     
    These worlds of impunity, inequality and uncertainty are connected and colliding.
     
    Excellencies,
     
    The level of impunity in the world is politically indefensible and morally intolerable.
     
    Today, a growing number of governments and others feel entitled to a “get out of jail free” card.
     
    They can trample international law.
     
    They can violate the United Nations Charter.
     
    They can turn a blind eye to international human rights conventions or the decisions of international courts.
     
    They can thumb their nose at international humanitarian law.
     
    They can invade another country, lay waste to whole societies, or utterly disregard the welfare of their own people.
     
    And nothing will happen.
     
    We see this age of impunity everywhere — in the Middle East, in the heart of Europe, in the Horn of Africa, and beyond.
     
    The war in Ukraine is spreading with no signs of letting up.
     
    Civilians are paying the price – in rising death tolls and shattered lives and communities.
     
    It is time for a just peace based on the UN Charter, on international law and on UN resolutions.
     
    Meanwhile, Gaza is a non-stop nightmare that threatens to take the entire region with it.
     
    Look no further than Lebanon.
     
    We should all be alarmed by the escalation. 
     
    Lebanon is at the brink. 
     
    The people of Lebanon – the people of Israel – and the people of the world — cannot afford Lebanon to become another Gaza.
     
    Let’s be clear.
     
    Nothing can justify the abhorrent acts of terror committed by Hamas on October 7th, or the taking of hostages – both of which I have repeatedly condemned.
     
    And nothing can justify the collective punishment of the Palestinian people.
     
    The speed and scale of the killing and destruction in Gaza are unlike anything in my years as Secretary-General.
     
    More than 200 of our own staff have been killed, many with their families.
     
    And yet the women and men of the United Nations continue to deliver humanitarian aid.
     
    I know you join me in paying a special tribute to UNRWA and to all humanitarians in Gaza.
     
    The international community must mobilize for an immediate ceasefire, the immediate and unconditional release of all hostages, and the beginning of an irreversible process towards a two-State solution.
     
    For those who go on undermining that goal with more settlements, more landgrabs, more incitement — I ask:
     
    What is the alternative?
     
    How could the world accept a one-state future in which a large a large number of Palestinians would be included without any freedom, rights or dignity?
     
    In Sudan, a brutal power struggle has unleashed horrific violence — including widespread rape and sexual assaults.
     
    A humanitarian catastrophe is unfolding as famine spreads.  Yet outside powers continue to interfere with no unified approach to finding peace.
     
    In the Sahel, the dramatic and rapid expansion of the terrorist threat requires a joint approach rooted in solidarity – but regional and international cooperation have broken down.
     
    From Myanmar to the Democratic Republic of the Congo to Haiti to Yemen and beyond – we continue to see appalling levels of violence and human suffering in the face of a chronic failure to find solutions.
     
    Meanwhile our peacekeeping missions are too often operating in areas where simply there is no peace to keep.
     
    Instability in many places around the world is a by-product of instability in power relations and geo-political divides.
     
    For all its perils, the Cold War had rules.
     
    There were hot lines, red lines and guard rails.
     
    It can feel as though we don’t have that today.
     
    Nor do we have a unipolar world.
     
    We are moving to a multipolar world, but we are not there yet.
     
    We are in a purgatory of polarity.
     
    And in this purgatory, more and more countries are filling the spaces of geopolitical divides, doing whatever they want with no accountability.
     
    That is why it is more important than ever to reaffirm the Charter, to respect international law, to support and implement decisions of international courts, and to reinforce human rights in the world.
     
    Anywhere and everywhere.

    Excellencies, Ladies and Gentlemen,

    Rising inequalities are a second driver of unsustainability and a stain on our collective conscience. 

    Inequality is not a technical or bureaucratic issue. 

    At its heart, inequality is a question of power with historic roots.

    Conflict, climate upheaval and the cost-of-living crisis, are pushing those roots deeper. 

    At the same time, the world has not recovered from the surge in inequalities caused by the pandemic.

    Of the world’s poorest 75 countries, one-third are worse off today than they were five years ago.

    During that same period, the five richest men in the world have more than doubled their wealth.
     
    And the top one per cent of people on earth own 43 per cent of all global financial assets.

    At the national level, some governments are supercharging inequalities by doling out massive tax giveaways to corporations and the ultra-rich, while shortchanging investments in health, education and social protection.

    No one is being short-changed more than the world’s women and girls. 

    Excellencies, 
     
    Rampant gender-based discrimination and abuse are the most prevalent inequality across all societies. 
     
    Every day, it seems we are confronted by yet more sickening cases of femicide, gender-based violence and mass rape, both in peacetime and as a weapon of war. 
     
    In some countries, laws are being used to threaten reproductive health and rights. 

    And in Afghanistan, laws are being used to lock-in the systematic oppression of women and girls. 
     
    And I am sorry to observe that despite years of talk, gender inequality is on full display, and I am sorry for mentioning it here, gender inequality is on full display in this very Hall. 

    Less than 10 per cent of speakers during this week’s General Debate are women. 
     
    This is unacceptable – especially when we know gender equality delivers for peace, sustainable development, climate action and much more. 

    That is precisely why we took targeted measures to achieve gender parity among the United Nations senior leadership, an objective that has already been achieved.

    It’s doable. 

    I call on male-dominated political and economic establishments around the world to do it as well.
     
    Excellencies,

    Global inequalities are reflected and reinforced even in our own global institutions.

    The United Nations Security Council was designed by the victors of the Second World War. 

    Most of Africa was still under colonial domination. 

    To this day, Africa has no permanent seat on the world’s preeminent council of peace. 

    This must change.

    So must the global financial architecture, set up 80 years ago. 

    I commend the leaders of the World Bank and the International Monetary Fund for taking important steps.

    But as the Pact for the Future emphasizes, tackling inequalities requires accelerating reform of the international financial architecture.

    Over the past eight decades, the global economy has grown and transformed.

    The Bretton Woods institutions have not kept pace.

    They can no longer provide a global safety net – or offer developing countries the level of support they need.

    Debt interest payments in the world’s poorest countries now cost more, on average, than investments in education, health and infrastructure combined.

    And around the world, more than 80 per cent of Sustainable Development Goal targets are off track. 

    Excellencies,

    Getting back on track requires a surge of financing for the 2030 Agenda and the Paris Agreement.

    That means G20 countries leading on an SDG Stimulus of $500 billion a year. 

    It means reforms to substantially increase the lending capacity of Multilateral Development Banks and enable them to massively scale-up affordable long-term climate and development finance.

    It means expanding contingency financing through recycling Special Drawing Rights.

    And it means promoting long-term debt-restructuring.

    Excellencies,

    I have no illusions about the obstacles to reform of the multilateral system.

    Those with political and economic power – and those who believe they have power – are always reluctant to change.

    But the status quo is already draining their power.

    Without reform, fragmentation is inevitable, and global institutions will become less legitimate, less credible, and less effective.

    Mesdames et Messieurs,

    Notre monde est pris dans un tourbillon.

    Nous vivons une ère de transformation aux proportions épiques et faisons face à des défis sans précédent qui exigent des solutions mondiales.

    Et pourtant, les divisions géopolitiques ne vont qu’en s’aggravant. La planète continue de se réchauffer.

    Les guerres font rage sans que l’on sache comment elles vont se terminer.

    Les gesticulations nucléaires et les nouvelles armes font planer sur nous une ombre inquiétante.

    Nous allons tout droit vers l’inimaginable : une poudrière qui risque d’engloutir le monde.

    En 2024, la moitié de l’humanité doit se rendre aux urnes – et c’est sur l’humanité tout entière que pèsera l’issue de ces scrutins.

    Je me tiens devant vous, face à ce tourbillon, convaincu de deux vérités primordiales.

    Tout d’abord, l’état dans lequel se trouve notre monde n’est pas viable.

    On ne peut pas continuer ainsi.

    Et deuxièmement, il est possible de relever les défis auxquels nous sommes confrontés.

    Mais pour cela, nous devons nous assurer que les mécanismes de règlement des problèmes internationaux permettent bel et bien de régler les problèmes.

    Le Sommet de l’avenir était un premier pas, mais le chemin à parcourir est encore long.

    Pour y parvenir, il faut s’attaquer à trois grands facteurs de l’insoutenabilité.

    Un monde d’impunité – dans lequel les violations et les atteintes menacent le fondement même du droit international et de la Charte des Nations Unies.

    Un monde d’inégalités – où les injustices et les griefs auxquelles elles donnent jour menacent d’affaiblir les pays, ou pire, de les précipiter dans le gouffre.

    Et un monde d’incertitude – où les risques mondiaux ne sont pas gérés, ce qui hypothèque notre avenir, bien au-delà de ce que l’on peut imaginer.

    Ces mondes d’impunité, d’inégalité et d’incertitude sont liés entre eux et se télescopent.

    Excellences,

    Le degré d’impunité dans le monde est indéfendable sur le plan politique et moralement intolérable.

    Aujourd’hui, un nombre croissant de gouvernements et d’autres acteurs se sentent autorisés à bénéficier, comme au Monopoly, d’une carte « Vous êtes libéré de prison ».

    Ils peuvent fouler aux pieds le droit international.

    Ils peuvent violer la Charte des Nations Unies.

    Ils peuvent ignorer les conventions internationales relatives aux droits humains ou les décisions des tribunaux internationaux.

    Ils peuvent bafouer le droit international humanitaire.

    Ils peuvent envahir un autre pays, dévaster des sociétés entières ou mépriser complètement le bien-être de leur propre peuple.

    Sans que rien ne se passe.

    Partout ‒ au Moyen-Orient, au cœur de l’Europe, dans la Corne de l’Afrique et au-delà ‒ c’est l’ère de l’impunité.

    La guerre en Ukraine s’étend et rien n’indique qu’elle va s’arrêter.

    Ce sont les populations civiles qui en paient le prix. À preuve, les morts de plus en plus nombreuses, les vies et les communautés brisées.

    Il est temps d’instaurer une paix juste, fondée sur la Charte des Nations Unies, le droit international et les résolutions des organes des Nations Unies.

    Pendant ce temps, Gaza vit un cauchemar permanent qui menace d’entraîner toute la région dans le chaos.

    À commencer par le Liban.

    Nous devrions tous être alarmés par cette escalade. 

    Le Liban est au bord du gouffre. 

    Le peuple libanais, le peuple israélien et les peuples du monde ne peuvent se permettre que le Liban devienne un autre Gaza.

    Soyons clairs.

    Rien ne peut justifier les actes de terreur abominables commis par le Hamas le 7 octobre, ni les prises d’otages, que j’ai condamnés à maintes reprises.

    Mais rien ne peut justifier d’infliger un châtiment collectif au peuple palestinien.

    La rapidité et l’ampleur du massacre et des destructions à Gaza ne ressemblent à rien d’autre de ce que j’ai connu depuis que je suis Secrétaire général.

    Plus de 200 membres du personnel des Nations Unies ont déjà été tués et, souvent, des membres de leurs familles ont aussi péri à leurs côtés.

    Et pourtant, les femmes et les hommes des Nations Unies continuent d’accomplir leur mission.

    Je sais que vous vous joignez à moi pour rendre un hommage appuyé à l’UNRWA et à tous les humanitaires à Gaza.

    La communauté internationale doit se mobiliser pour obtenir un cessez-le-feu immédiat, la libération immédiate et inconditionnelle des tous les otages et le lancement d’un processus irréversible pour qu’une solution des deux États voie le jour.

    J’aimerais poser une question à ceux qui continuent de saper cet objectif en multipliant les implantations, les expulsions, les provocations:
    Quelle est l’alternative ?

    Comment le monde pourrait-il accepter un État qui inclurait un grand nombre de Palestiniens et de Palestiniennes privés de liberté, de droits et de dignité ?

    Au Soudan, une lutte brutale pour le pouvoir a donné lieu à d’horribles violences, notamment des viols et des agressions sexuelles à grande échelle.

    Une catastrophe humanitaire est en train de se produire dans un pays en proie à une famine rampante. Pourtant, les puissances extérieures continuent de s’ingérer sans aucune approche unifiée pour trouver la paix.

    Au Sahel, l’expansion dramatique et rapide de la menace terroriste exige l’adoption d’une approche commune fondée sur la solidarité, mais la coopération régionale et internationale est en panne.

    Du Myanmar à la République démocratique du Congo, en passant par Haïti et le Yémen, les populations restent exposées à des violences et des souffrances effroyables, sur fond d’incapacité chronique à trouver des solutions.

    Pendant ce temps, nos missions de maintien de la paix opèrent trop souvent dans des lieux où il n’y a tout simplement pas de paix à maintenir.

    L’instabilité que l’on observe en de nombreux endroits du monde est la conséquence de l’instabilité des relations de pouvoir et des clivages géopolitiques.

    La Guerre Froide était pleine de dangers, mais elle avait aussi ses règles.

    Il y avait le téléphone rouge, des limites à ne pas franchir et des garde-fous.

    On a parfois l’impression que l’on n’a rien de tout cela aujourd’hui.

    Nous ne vivons pas non plus dans un monde unipolaire.

    Nous sommes en train de passer à un monde multipolaire, mais nous n’y sommes pas encore.

    Nous sommes en fait dans le purgatoire de la polarité.

    Et dans ce purgatoire, de plus en plus de pays occupent les espaces laissés vides par les divisions géopolitiques et font ce qu’ils veulent sans avoir à rendre de comptes.

    C’est pourquoi il est plus important que jamais de réaffirmer la Charte, d’appuyer et de respecter le droit international et de renforcer les droits humains à travers le monde.

    Partout et en tout lieu.

    Excellences, Mesdames et Messieurs,

    L’augmentation des inégalités est un deuxième facteur de l’insoutenabilité et une tache sur notre conscience collective. 

    L’inégalité n’est pas une question technique ou bureaucratique. 

    Au fond, l’inégalité est une question de pouvoir, aux racines historiques.

    Les conflits, les bouleversements climatiques et la crise du coût de la vie étendent ces racines historiques plus profondément encore. 

    Dans le même temps, le monde peine encore à se relever de la flambée des inégalités engendrée par la pandémie.

    Si l’on regarde les 75 pays les plus pauvres du monde, un tiers d’entre eux se trouve aujourd’hui dans une situation pire qu’il y a cinq ans.

    Au cours de la même période, les cinq hommes les plus riches de la planète ont plus que doublé leurs fortunes.

    Et un pour cent des habitants de la planète détient 43 % de l’ensemble des avoirs financiers mondiaux.

    Au niveau national, certains gouvernements décuplent les inégalités en accordant des cadeaux fiscaux massifs aux entreprises et aux ultra-riches — au détriment des investissements dans la santé, l’éducation et la protection sociale.

    Et personne n’est plus lésé que les femmes et les filles du monde entier.

    La discrimination et les abus généralisés fondés sur le genre constituent l’inégalité la plus répandue dans toutes les sociétés.

    Chaque jour, il semble que nous soyons confrontés à de nouveaux cas révoltants de féminicides, de violences fondées sur le genre et de viols collectifs – en temps de paix comme en tant qu’arme de guerre.

    Dans certains pays, les lois sont utilisées pour menacer la santé et les droits reproductifs. 

    Et en Afghanistan, les lois sont utilisées pour entériner l’oppression systématique des femmes et des filles.

    Et je suis désolé de constater que, malgré des années de beaux discours, l’inégalité de genre se manifeste, et je vous demande pardon de le dire, elle se manifeste aujourd’hui encore, pleinement dans cette enceinte.

    Moins de 10 pour cent des intervenants au Débat général de cette semaine sont des femmes.
     
    C’est inacceptable, surtout quand on sait que l’égalité entre les femmes et les hommes contribue à la paix, au développement durable, à l’action climatique et bien plus encore.

    C’est précisément pour cela nous avons pris des mesures spécifiques pour atteindre la parité hommes-femmes parmi les hauts responsables de l’Organisation des Nations Unies, objectif qui est déjà complété.

    C’est faisable.

    J’exhorte les institutions politiques et économiques du monde dominées par les hommes à le faire aussi.

    Les inégalités mondiales se reflètent et se renforcent jusque dans nos propres organisations internationales.

    Le Conseil de sécurité des Nations Unies a été conçu par les vainqueurs de la Seconde Guerre mondiale. 

    À l’époque, la majeure partie du continent africain était encore sous domination coloniale. 

    À ce jour, l’Afrique n’a toujours aucun siège permanent au sein de la principale instance de paix du monde. 

    Un changement s’impose.

    Il en va de même pour l’architecture financière mondiale, mise en place il y a 80 ans. 

    Je félicite les dirigeants de la Banque mondiale et du Fonds monétaire international pour les mesures importantes qu’ils ont entreprises.

    Mais comme le souligne le Pacte pour l’avenir, la lutte contre les inégalités exige une accélération de la réforme de l’architecture financière internationale.

    Au cours des huit dernières décennies, l’économie mondiale s’est développée et transformée.

    Les institutions de Bretton Woods n’ont pas suivi le rythme.

    Elles ne sont plus en mesure de fournir un filet de sécurité mondial, ni d’offrir aux pays en développement le niveau de soutien dont ils ont tant besoin. 

    Dans les pays les plus pauvres du monde, le coût des intérêts de la dette dépasse, en moyenne, le coût des investissements dans l’éducation, la santé et les infrastructures publiques réunis.

    Et à l’échelle du monde, plus de 80 % des cibles des Objectifs de développement durable ne sont pas en bonne voie.

    Pour que l’on puisse redresser le cap, les financements mobilisés pour le Programme 2030 et l’Accord de Paris doivent connaître un véritable bond.

    Cela implique que les pays du G20 montrent l’exemple sur le Plan de relance des Objectifs de développement durable, de 500 milliards de dollars par an.

    Cela implique également d’engager des réformes pour renforcer considérablement la capacité de prêt des Banques multilatérales de développement, afin qu’elles puissent proposer bien davantage de financements abordables et à long terme pour l’action climatique et le développement.

    Cela implique de débloquer plus largement des financements pour imprévus, à travers le recyclage des droits de tirage spéciaux.

    Et cela implique de promouvoir une restructuration de la dette à long terme.

    Je ne me fais guère d’illusions sur les obstacles que nous rencontrerons dans le cadre de la réforme du système multilatéral.

    Ceux qui détiennent le pouvoir politique et économique – et ceux qui croient le détenir – ont toujours une aversion au changement.

    Pourtant, le statu quo ébranle déjà leur pouvoir.

    Sans réforme, la fragmentation est inévitable, condamnant les institutions mondiales à perdre en légitimité, en crédibilité et en efficacité.

    Le troisième facteur de l’insoutenabilité de notre monde est l’incertitude.

    Le sol se dérobe sous nos pieds.

    L’anxiété est à son comble.

    Les jeunes, en particulier, comptent sur nous et recherchent des solutions.

    L’incertitude est aggravée par deux menaces existentielles : la crise climatique et les bouleversements technologiques rapides, notamment l’intelligence artificielle.

    Nous assistons à un véritable effondrement du climat.

    Les températures extrêmes, les incendies violents, les sécheresses et les inondations catastrophiques ne sont pas des catastrophes naturelles.

    Ce sont des catastrophes humaines, dont les combustibles fossiles précipitent l’enchaînement.

    Aucun pays n’est épargné. Mais ce sont les pays les plus pauvres et les plus vulnérables qui paient le prix fort.

    Les calamités climatiques obèrent les budgets de nombreux pays d’Afrique et leur coûtent jusqu’à 5 % de leur PIB – chaque année.

    Et ce n’est que le début.

    La température mondiale est sur le point de dépasser la limite de 1,5 degré.

    Mais si le problème s’aggrave, les solutions que l’on y apporte deviennent plus efficaces.

    Prenons l’exemple des énergies renouvelables : leur prix diminue fortement, leur déploiement s’accélère et des populations voient leur quotidien transformé par une énergie propre, accessible et d’un coût abordable.

    Les énergies renouvelables ne servent pas qu’à produire de l’électricité. Elles créent aussi des emplois et de la richesse, sont gages de sécurité énergétique et permettent à des millions de personnes de sortir de la pauvreté.

    Mais cela ne doit pas passer par le pillage des pays en développement.

    Notre Groupe chargé de la question des minéraux essentiels a recommandé que des mesures équitables et durables soient prises pour répondre à la demande mondiale dans ces ressources, indispensables à la révolution des énergies renouvelables.

    Il est certain qu’un monde sans combustibles fossiles verra le jour. En revanche, rien ne dit que la transition sera rapide ou équitable.

    Cela dépend de vous.

    D’ici à l’an prochain, tous les pays devront élaborer de nouveaux plans d’action nationaux pour le climat ambitieux – ou déterminer leurs contributions au niveau national.

    Ils devront faire converger leurs stratégies énergétiques nationales, leurs priorités en matière de développement durable et les ambitions climatiques.

    Ils devront ne pas dépasser la limite de 1,5 degré, couvrir l’ensemble de l’économie et concourir à la réalisation de tous les objectifs de transition énergétique convenus lors de la COP28.

    Dans le rapport qu’elle a publié aujourd’hui, l’Agence internationale de l’énergie chiffre le niveau d’ambition à atteindre.

    D’ici à 2035, en moyenne, les émissions de gaz à effet de serre doivent diminuer de 80 % dans les économies avancées, de 65 % dans les marchés émergents.

    Les pays du G20 sont responsables au total de 80 % des émissions.

    Ils doivent mener la charge, en respectant le principe des responsabilités communes mais différenciées et en tenant compte des capacités de chacun, en fonction des différents contextes nationaux.

    Mais cette action doit s’inscrire dans une démarche collective et suppose la mise en commun des ressources, des capacités scientifiques et de technologies abordables à l’efficacité avérée pour que tous puissent atteindre cet objectif.

    J’ai l’honneur de collaborer étroitement avec le Président Lula, dont le pays préside le G20 et accueillera la COP 30, afin de garantir le plus haut degré d’ambition possible, d’accélérer le rythme des progrès et de favoriser la coopération.

    Nous venons de nous rencontrer pour discuter de cela.

    Les financements sont d’une importance cruciale.

    La COP29 arrive à grands pas.

    Elle doit être l’occasion de fixer un nouvel objectif ambitieux en matière de financement.

    Il faut également que le fonds pour les pertes et les préjudices soit à la hauteur de l’enjeu et que les pays développés tiennent leurs promesses en matière de financement de l’adaptation.

    Et l’heure est venue de faire bouger les lignes face à une situation insensée.

    Nous continuons de récompenser les pollueurs qui détruisent notre planète.

    Le secteur des combustibles fossiles continue d’engranger des profits et des subventions considérables, mais ce sont les populations qui supportent les coûts de la catastrophe climatique, depuis la hausse des primes d’assurance jusqu’à la perte de leurs moyens de subsistance.

    Je demande aux pays du G20 de mettre fin aux subventions et aux investissements liés aux combustibles fossiles et de financer à la place une transition énergétique juste,

    De mettre un prix au carbone.

    Et d’adopter des sources de financement nouvelles et novatrices – notamment en instaurant une redevance internationale de solidarité sur l’extraction des combustibles fossiles, au moyen de mécanismes juridiquement contraignants et transparents.

    Et ce, d’ici à l’année prochaine.

    Et ce en tenant compte du fait que pour les responsables, l’heure des comptes a sonné.

    Les pollueurs doivent payer.

    L’essor rapide des nouvelles technologies est une autre menace existentielle dont les conséquences sont imprévisibles.

    L’intelligence artificielle transformera notre monde du tout au tout : le travail, mais aussi l’éducation, la communication, la culture ou encore la politique.

    Nous savons que l’intelligence artificielle progresse rapidement, mais où nous mène-t-elle ?

    Vers plus de liberté ou plus de conflits ?

    Vers un monde plus durable ou de plus grandes inégalités ?

    Serons-nous mieux informés ou plus faciles à manipuler ?

    Une poignée d’entreprises et même de particuliers ont déjà acquis un pouvoir immense grâce au développement de l’intelligence artificielle, sans, pour le moment, avoir véritablement à rendre des comptes et sans grand contrôle.

    Faute de mesures mondiales pour en gérer le déploiement, l’intelligence artificielle risque d’engendrer des divisions artificielles dans tous les domaines, de donner lieu à une grande fracture entre deux internets, deux marchés et deux économies et, ainsi, de faire naître une situation où chaque pays serait contraint de choisir un camp, ce qui serait lourd de conséquences pour l’humanité tout entière.

    L’ONU est une instance universelle de dialogue et de consensus.

    Elle est particulièrement bien placée pour promouvoir la coopération en ce qui concerne l’intelligence artificielle, sur la base des valeurs de la Charte et du droit international.

    C’est dans cette enceinte, et nulle part ailleurs, que les membres de la communauté internationale débattent.

    Je salue les premières mesures importantes qui ont été prises.

    Deux résolutions de l’Assemblée générale, le Pacte numérique mondial et les recommandations de l’Organe consultatif de haut niveau sur l’intelligence artificielle, peuvent asseoir les bases d’une gouvernance inclusive de l’intelligence artificielle.

    Ensemble, faisons de l’intelligence artificielle une force au service du bien.

    Rien n’est éternel.

    Mais l’humanité a ceci de particulier qu’elle croit le contraire.

    L’ordre en place a toujours l’air d’être indémontable.

    Jusqu’au jour où tout bascule.

    L’histoire de l’humanité a été marquée par l’essor et la chute d’empires, l’effondrement de vieilles certitudes et de véritables séismes sur le théâtre du monde.

    Aujourd’hui, nous allons droit dans le mur.

    Il est dans notre intérêt à toutes et à tous de gérer les transformations colossales qui sont en cours, de déterminer l’avenir que nous voulons et de faciliter son avènement dans le monde.

    Beaucoup pensent que les divisions et les divergences d’aujourd’hui sont insurmontables,

    Que nous ne parviendrons pas à nous rassembler pour le bien commun.

    Vous avez prouvé que ce n’était pas le cas.

    Le Sommet de l’avenir a montré que nous pouvons unir nos forces dans un esprit de dialogue et de compromis pour engager le monde sur une voie plus durable.

    Ce n’est pas une fin.

    Ce n’est que le début, une boussole dans la tempête.

    Il faut continuer sur cette lancée.

    Ne ménageons pas nos efforts : pour lutter contre l’impunité et renforcer le respect du principe de responsabilité… pour moins d’inégalités et plus de justice… pour échapper à l’incertitude et élargir le champ des possibles.

    Les populations du monde entier comptent sur nous, et les générations futures nous jugeront à l’aune de ce que nous aurons accompli.

    Nous devons ne pas les décevoir. Nous devons être à la hauteur de la Charte des Nations Unies… de nos valeurs et principes communs… et du bon côté de l’histoire.

    Ladies and gentlemen

    On the morning of 3 March 2002, I put a card into the ballot box, on which I had written a determined ‘yes’.  Our TV screens had been filled with various forecasts and figures from the early hours.

    But it was only in the evening that the final result came through: after years of struggle and a fiercely contested campaign, Switzerland would join the United Nations.

    Ultimately, it was a few hundred votes from the canton of Valais – my home region – that tipped the balance.

    On that day, the Swiss people expressed their country’s desire to assume responsibility and take part in the world of international politics in a spirit of solidarity.

    More than two decades have now passed. I am addressing you today, just a few days before Switzerland assumes the presidency of the Security Council. The world may have changed, but our principles have not.

    Like many countries, we are following with concern the escalating tensions and emergence of new conflicts around the world.

    Unfortunately, we are witnessing increasing levels of grave human rights violations as well as a growing, blatant disregard for internationally recognised borders. Might risks taking precedence over right, and the threshold for resorting to military force has clearly fallen significantly.

    Only together can we counter the dynamic, captured so aptly by the great writer Ferdinand Ramuz a century ago: “Parce qu’un malheur ne vient jamais qu’un autre ne vienne ; les malheurs se marient entre eux, ils font des enfants.”

    There are major challenges ahead: wars, disasters, the damage we are inflicting on our shared environment, technological advancements and the opportunities and risks they bring.

    As the only truly global organisation, the UN has a crucial role to play in tackling these issues.

    We can make a start right here, if we choose to work together better – regardless of our governmental and economic structures or our cultural differences.

    We must not let our world fragment into blocs. We must show our willingness to negotiate principles with all major regions of the world, principles that are in our mutual interest and respected by all. And this must always be underpinned by international law.

    Ladies and gentlemen

    The search for peace is paramount, and Switzerland is committed to playing its part.

    Based on its tradition of good offices and solidarity, and because resignation and inaction should never be an option, this summer Switzerland brought together around 100 states and international organisations for the Summit on Peace in Ukraine.

    Our goal was to provide an initial impetus for a just and lasting peace in Ukraine, based on international law and the United Nations Charter. The conference at the Bürgenstock marked an important step in that direction.

    The 94 signatory states of the Bürgenstock Joint Communiqué reaffirmed their commitment to the principles of the United Nations Charter.

    We would like to renew our invitation to the international community to spare no effort in supporting concrete measures and this Joint Communiqué.

    International law is the basis for our common endeavours for global peace, security and prosperity.

    The Geneva Conventions, the 75th anniversary of which we are celebrating this year, govern the legal basis of war as well as the protection of the civilian population.

    But the latest UN figures paint the international community in a poor light. Civilians and civilian infrastructure are not only inadequately protected, but in fact come under repeated attack.

    We are witnessing violations of international humanitarian law, from Myanmar to Ukraine, from the Middle East to Sudan. My country has been strongly committed to ensuring that the Security Council adopts ceasefire resolutions, particularly for Gaza and Sudan.

    It is urgent that these resolutions are now implemented and respected. Likewise, we urgently call for an immediate return to a total cessation of hostilities on both sides of the Blue Line.

    The heavy toll paid by civilian populations in these current crises and conflicts strengthens Switzerland’s resolve to ensure that international humanitarian law remains an absolute priority. Pushing for greater compliance is at the heart of our work in the Security Council.

    Protecting the civilian population in conflicts is neither self-evident nor guaranteed. It must be afforded higher priority in conflict situations.

    Peace is and always will be the best way to protect civilian populations. To this end, Switzerland is also committed to civilian and military peacebuilding.

    Even if some peace missions have been unable to meet all of their intended objectives, they nevertheless contribute to security, stability and peace in people’s everyday lives. When deciding which missions to deploy, we must overcome our disagreements. Peace is too precious a commodity to become a pawn of self-serving interests.

    Together with our many international partners, Switzerland is continuing to contribute to peacebuilding as well as expanding its capacities where possible.

    War and peace are not the only challenges we face. There are many others that we also need to urgently address:

    Civilians not only require protection from armed conflict, but also from natural disasters, as has become increasingly clear in recent years. Climate change and loss of biodiversity are having an existential impact on ever more people.

    It is crucial that we also maintain and expand our efforts in these areas, while forging ahead with pioneering developments. Many of the international environmental agreements are either not implemented at all or only inadequately. This is resulting in large-scale environmental destruction.

    I am also concerned about the rise in disinformation, which undermines people’s ability to form their own opinions based on facts. Private and state actors spread disinformation at home and in other states to fuel polarisation, sow distrust and destabilise states.

    Switzerland has and will always be committed to freedom of expression and media freedom.

    Disinformation is toxic. We can counteract this by improving our understanding of what constitutes free speech and manipulation of the facts; by exposing illegitimate interference, by fostering open and fair debate, and, in our capacities as governments and international organisations, by providing transparent and factual information.

    Switzerland has and always will be committed to strong and effective multilateralism.

    All states must come together to find lasting solutions.

    My country is shaped by regular democratic debate at all levels of government – local, regional and federal. We urgently need to see more of such constructive and peaceful debate if we are to address the existential challenges that face us.

    Two days ago, we adopted the Pact for the Future. The pact is a strong commitment to multilateralism. One of the core elements of the pact is the 2030 Agenda for Sustainable Development – our roadmap, which we must implement together as quickly as possible.

    “The idea must be born from the vision, like the spark from a flint.” That too is a quote from Ramuz – one that has lost none of its relevance. We need courage and confidence.

    And we need a framework in which we can work together as partners to find solutions. That framework is the United Nations. Let us work together to make it stronger.

Mr. Miller had the honor to serve as a member of ASU’s Dean’s Council of 100, a national group of prominent business executives invited by the Dean to play a leadership role in shaping the future of the W. P. Carey School of Business.

    In 2023, Mr. Miller was selected by Embry-Riddle Aeronautical University to join two influential advisory boards for both the College of Aviation and the College of Business, Security and Intelligence. In addition to joining the advisory boards at Embry-Riddle, he established scholarships for students at both colleges and set up a fund to support simulator training to improve commercial pilot safety, the Rudy R. Miller Instrument Safety Currency Program (ISCP).

    Hagerty on President Biden’s United Nations General Assembly (UNGA) speech: “The Biden-Harris Administration has been a complete disaster from a national security standpoint, and there is no part of the world that is safer than when Joe Biden and Kamala Harris came into office. President Trump delivered relative peace around the world. What happens? This Administration comes in and creates an enormous national security disaster at our southern border. Now, 10 million people – we have no idea who they are – more than 10 million have come into our country. If you think about what happened in the Middle East, the immediate appeasement approach that they took to Iran, they basically stopped enforcing all of the sanctions that President Trump had imposed with the ‘Maximum [Pressure] Campaign.’ Iran was immediately enriched, and we saw by May of 2021, after Biden and Harris had come into office, the 11-day war from Gaza into Israel. There’s been nothing but unrest from the Middle East.     Hagerty on Kamala Harris’s ‘no U.S. troops in combat’ lie at the presidential debate: “It’s not true. It wasn’t true then, it’s certainly not true now. That debate was a complete disgrace – three on one – and something that they [should] just step back and say the very basic question: …Is the United States better off today than it was when President Trump was in office? The answer both from a world stage perspective as well as here in the United States is no. President Trump had us in a far better place both globally and certainly here in the United States of America.”
    Hagerty on Iran’s funding of terror despite the Iranian President’s comments on ‘wanting peace’: “It’s the two-faced approach of Iran, and the Biden-Harris Administration is either too naive or they just bought into this situation. Iran is the greatest state sponsor of terror. President Trump had brought Iran to its knees. Iran was broke under the Trump Administration. I worked hard myself when I served in the Trump Administration to impose sanctions on Iran, [and] to get our partners and allies to stop buying Iranian crude [oil]. We brought them to their knees financially. They were unable to fund Hamas, Hezbollah, [and] the Houthis. If you think about what we’re able to achieve: We were able to move our embassy from Tel Aviv to Jerusalem. We were able to acknowledge Israel’s sovereignty over the Golan Heights. People said that could never be done without war. We took out [Qassem] Soleimani and [Abu Bakr] al-Baghdadi. We even entered the Abraham Accords. All of this was possible because President Trump had the wisdom and the foresight to impose maximum pressure on the Iranian regime that clearly is seeking to obtain a nuclear weapon, that clearly funds all of this terror. And the Biden Administration, the Harris Administration, steps right back in immediately and starts to fund them.   • MIL-OSI Global: ‘Russians at War’ documentary: From the Crimean to the Iraq War, soldier images pose questions about propaganda

    Questions surrounding the film Russians at War linger following controversy surrounding it at the Toronto International Film Festival (TIFF).

    TIFF faced protesters at a Sept. 17 screening of the “first person” documentary by Russian Canadian filmmaker Anastasia Trofimova. The festival had “paused” public screenings following an earlier media and industry screening, as festival staff reported receiving “significant threats” to festival operations and safety. Protesters said the film was pro-Russian propaganda.

    Trofimova told CBC her film was an attempt to humanize Russian soldiers as a way to combat further anger and violence.

    I have not seen the film, but as a researcher who has long examined the ambiguous meanings of soldier images, I’m not surprised the film has been criticized as propaganda. In my book War without Bodies: Framing Death from the Crimean to the Iraq War, I examined how images that omit their political context can be viewed as implicitly supporting the war effort.

    First photographs: Crimean War

    This ambiguity can be found in the first photographs of the British army at war. These were taken by photographer Roger Fenton during the 1853-56 Crimean War, in which British, French and Ottoman military attacked Russia and besieged Russian forces on the Crimean Peninsula.

    Fenton was commissioned by a Manchester, U.K. publisher, Thomas Agnew and Sons, to photograph the British army in Crimea, focusing on officers and any other participants he found interesting.

    His photographs were to be used as the basis for oil paintings by the artist Thomas Barker. The publisher didn’t reproduce photographs, but made them into woodcuts or as source material for paintings.

    Fenton also photographed the landscape and foreign fighters like French Zouaves — French military units originally formed from the Zouaoua Berber tribe from the coastal mountain Djurdjura region of North Africa after the French invaded and conquered Algeria — but the majority of his subjects were British officers.

    Shared social class

    Fenton wasn’t commissioned by the government, but he had a letter of introduction from Prince Albert, husband of Queen Victoria. He was of the same social class as the officers he photographed, and dined with high-ranking officers such as Lord Raglan.

    Fenton’s photographs gave the appearance of a competent and functioning military led by skilled officers. Photographs such as one taken of Cornet Wilkin looking smart and capable on his horse suggest the traditional posed style of military portraiture seen in commissioned tribute paintings.

    The Cookhouse of the 8th Hussars similarly shows a group of cavalry with one reclining and others grouped around a man serving food.

    The photograph omits any visual evidence that would acknowledge that these are the survivors of an infamous British military blunder, the Charge of the Light Brigade, where cavalry were mistakenly ordered to charge directly at Russian artillery and suffered disastrous casualties.

    Long exposure, composed photographs

    Fenton could not photograph combat given the amount of time needed to capture an image using the wet collodion process, which required a long exposure.

    He could, however, have documented other aspects of the situation in Crimea which were covered by reporter William Howard Russell, who Fenton also photographed in 1855.

    Russell’s dispatches on the terrible conditions suffered by British troops and the ravages diseases like cholera combined with letters published by the soldiers caused a scandal in Britain. These reports led to the downfall of a government and to Florence Nightingale organizing a cohort of nurses to tend to the sick and wounded.

    Russell’s reporting revealed what was omitted from Fenton’s photographs of the war. The photographs served as the first demonstration of how such images could present positive images of war that belied the reality of death and suffering.

    Fenton’s photographs indirectly supported the war effort by showing only positive images of individual soldiers.

    Vietnam, Iraq War

    Media coverage of the American war in Vietnam, often referred to as the “first television war,” is often credited with turning public opinion against the conflict.

    Images of dead soldiers and civilians were transmitted to the viewing public. The “Saigon execution” photograph of a man being shot in the head was particularly shocking.

    To avoid mages such as this, according to Jessica M. Fishman, a behavioural scientist who has examined how media censors and displays the dead, major networks like CNN, Fox News and NBC largely followed an informal agreement to avoid showing graphic images of dead American soldiers during the Iraq War. In addition, reporters were embedded in military units and formed close relationships with the troops who were the subject of their reports.

    The result was sanitized coverage of the war which, at least initially, helped maintain public support for the conflict. Images of drone strikes in particular suggested that the military was using precision weapons and “surgical” strikes that did not include civilian casualties.

    Just as reporting by Russell contradicted Fenton’s images of a competent military, photographs of the torture of prisoners in Abu Ghraib prison by American solders in 2004 helped change public perception of it as a “just war.

    Trust with soldiers, personal ties

    Trofimova, in an interview with CBC, said she does not support the war and wanted to break stereotypes of Russian soldiers as motivated by hate.

    She pointed out that Russia has conscription and that many soldiers may have been drafted and are not supportive of the war. She also stated that she had no support from the Russian government and gained access to soldiers because she built up trust with them.

    The parallels with Fenton are instructive because he did not have support from the British government, and relied on personal connections to obtain his portraits.

    Excluding crucial information

    As with Fenton, the image of the Russian army conveyed by the interviews with soldiers may be as significant for what it leaves out about the war as much as what it tells us about them as individuals.

    When the CBC interviewer asked Trofimova about a statement made by a Russian soldier that they were incapable of committing war crimes, which Tromifova did not correct,
    she replied that “once you start trying to make this an analytical documentary that is going to provide you with stories that you have not documented yourself, then this becomes something else.” In March 2024, the Independent International Commission of Inquiry on Ukraine announced it had new evidence Russian authorities have committed violations of international human rights and international humanitarian law, and corresponding war crimes.

    Both Fenton’s photographs and a documentary that focuses on Russian soldiers’ perspectives exclude crucial information that would help lead the viewer to question the conduct of the war or how it is being justified.

    The President of the Council of Ministers, Giorgia Meloni, met today with the President of Türkiye, Recep Tayyip Erdoğan, in the margins of the high-level week of the 79th United Nations General Assembly.

    In addition to the increasingly difficult situation in the Middle East, the meeting also focused on the common commitment to support Ukraine’s territorial integrity and pursue a just and lasting peace.

    With regard to the debate on Security Council reform, the two leaders reiterated their shared commitment in the context of the ‘United for Consensus’ group, supporting a solution inspired by the principles of equality, democracy and representativeness which therefore excludes the creation of new permanent seats.

    On a bilateral level, President Meloni and President Erdoğan reaffirmed the shared desire to hold a summit between their two governments and a business forum as soon as possible in order to further strengthen the bilateral relationship.

    The Sustainable Development Goals represent a bold vision: a commitment to a better, healthier, safer and more prosperous and sustainable future.   

    But the Goals are facing massive headwinds.

    More than 4 out of 5 SDG targets are off track.

    On top of the impacts from a global pandemic, many countries are being crushed by massive debt burdens, limited liquidity and sky-high borrowing costs.

    Conflicts, hunger, inequalities and the climate crisis are all intensifying.

    And the global financial architecture is not providing developing countries with sufficient financing and liquidity or to act as an effective safety net for all.

    The world has the wealth, the technology, and the know-how to achieve the SDGs.

    Last September’s SDG Summit included consensus around an SDG Stimulus of at least $500 billion per year in financing for developing countries — and the need for global financial architecture reform.

    It highlighted key transitions to generate maximum progress — ending hunger, expanding renewable energy, digitalization, education, social protection and decent work, and ending the triple planetary crisis of climate change, pollution and biodiversity loss.

    It also underscored the vital importance of ensuring that women, girls and young people are at the decision-making table.   

    Today, you will hear from leaders about their countries’ progress across all these areas — leaders determined to make changes, even in the face of great odds.

    And we will celebrate some milestones at the global level.

    From reducing child mortality rates…to preventing new HIV infections…to increasing access to renewable energy and broadband …to greater gender parity across education systems.

    As we reflect on next steps, I urge focus on the three development drivers that can accelerate progress.

    The first is finance. 

    Crushing debt and inefficient tax systems are starving investments in health, education and food in many developing countries.

    The Pact for the Future includes support for the SDG Stimulus and global financial architecture reform to help ease the debt crisis of so many developing countries.

    This includes multiplying the lending capacity of Multilateral Development Banks to provide more resources for climate action and sustainable development, and changing their business model to leverage massive amounts of private finance.  

    As we look towards next year’s Summits on Social Development and Financing, I urge all countries to double down on these reform efforts.

    The second development driver is climate action.

    I urge countries to put forward ambitious national climate action plans that align with the 1.5 degree limit, and cover the whole economy and all sectors.

    This requires aligning national energy strategies with a 1.5-degree world, ending fossil fuel subsidies and putting a price on carbon.

    It is time for a rapid and just phase-out of fossil fuels, and a rapid and smart scale-up of renewables to drive sustainable development, energy security and economic prosperity.

    We must fairly and sustainably meet the global demand for critical minerals that can power the renewables revolution. And the Panel on Critical Energy Transition Minerals has provided recommendations to do this.

    Protecting development gains from climate upheaval is also critical.

    We need new and generous contributions to the Loss and Damage Fund.

    We need developed countries honouring their commitment to double adaptation funding by 2025.

    And we need governments to agree on a significant new climate finance goal at COP29, including new and innovative sources of finance.

    Dans de nombreux pays en développement, les investissements dans les domaines de la santé, de l’éducation et de l’alimentation sont exsangues à cause du niveau écrasant de la dette et de l’inefficacité des systèmes fiscaux.

    Dans le Pacte pour l’avenir, il est prévu d’appuyer le plan de relance des objectifs de développement durable et la réforme de l’architecture financière mondiale afin d’atténuer la crise de la dette que traversent de trop nombreux pays en développement.

    Il s’agit notamment de multiplier la capacité de prêt des banques multilatérales de développement afin de dégager davantage de ressources pour l’action climatique et le développement durable, et de modifier leur modèle de fonctionnement afin de mobiliser en masse des financements privés.

    Les Sommets sur le développement social et le financement auront lieu l’an prochain, et j’invite tous les pays à redoubler d’efforts pour faire avancer la réforme dans cette perspective.

    Le deuxième moteur du développement, c’est l’action climatique.

    J’invite les pays à adopter des plans d’action nationaux pour le climat qui soient ambitieux, en ne dépassant pas la limite des 1,5 degré, et en couvrant l’ensemble de l’économie et tous les secteurs.

    Il faudra pour cela aligner les stratégies énergétiques nationales sur l’objectif d’une élévation de la température mondiale ne dépassant pas les 1,5 degré, mettre fin aux subventions aux combustibles fossiles et fixer un prix pour le carbone.

    L’heure est venue d’éliminer progressivement mais rapidement les combustibles fossiles, au terme d’une transition équitable, et d’augmenter rapidement, avec discernement, les énergies renouvelables pour favoriser le développement durable, la sécurité énergétique et la prospérité économique.

    Nous devons répondre d’une manière juste et durable à la demande mondiale en minéraux essentiels, qui ont le potentiel de porter la révolution des énergies renouvelables. Et le Groupe chargé de la question des minéraux essentiels à la transition énergétique a formulé des recommandations à cette fin.

    Il est également essentiel de protéger les acquis du développement face aux bouleversements climatiques.

    Il faut par ailleurs que de nouvelles et généreuses contributions soient versées au Fonds pour les pertes et les préjudices.

    Les pays développés doivent honorer l’engagement qu’ils ont pris de doubler le financement de l’adaptation d’ici à 2025.

    Et il faut que les gouvernements se mettent d’accord sur un nouvel objectif ambitieux en ce qui concerne le financement de l’action climatique lors de la vingt-neuvième session de la Conférence des Parties à la Convention-cadre des Nations Unies sur les changements climatiques, y compris au sujet des sources de financement nouvelles ou novatrices.

    Le troisième facteur de développement, c’est la paix.

    Tous nos plans de développement sont rapidement anéantis par des conflits sans fin causant la mort, la destruction, la faim, les déplacements de populations et les violences basées sur le genre.

    Et les ressources dont nous avons tant besoin pour nourrir et éduquer nos enfants et construire une planète durable pour notre jeunesse sont gaspillées en dépenses militaires.

    Nous avons besoin de paix – à Gaza, en Ukraine, au Soudan, et partout ailleurs.

    J’appelle les dirigeants du monde entier à surmonter les divisions, à mettre fin aux conflits, et à investir dans l’avenir de leurs populations et dans la paix.

  • MIL-OSI Security: The IAEA’s Vital Support of Development and International Security

    President, Secretary-General, Excellencies, Ladies and Gentlemen,

    “The best way to predict the future is to build it.” It is a truth worth remembering, especially when political division, climate change, war, hunger, and disease seem to overshadow our effort.

    We have the tools to deal with these challenges. We have the knowledge, the technology, the financial means, the diplomacy and the robust international institutions.

    The IAEA serves its 180 Member States with the lifesaving and lifeaffirming tools of nuclear science and technology. These contribute directly to the SDGs.

    Health comes first. At the beginning of the COVID-19 pandemic in 2020 we jumped into action, harnessing our equipment and knowledge for quick and reliable testing against COVID with the portable RT-PCR machines, or “labs in a suitcase”.

    We launched what would become the largest emergency operation in the history of IAEA to nearly 130 States. In so doing, we reached tens of millions of people. For some countries these kits were the first, and sometimes the only equipment they had to conduct reliable testing against COVID-19.

    Drawing on this and earlier experiencessupporting the fight against Ebola, avian influenza and Zika, we launched – in that same year – the Zoonotic Disease Integrated Action (ZODIAC). Under ZODIAC we have trained people from more than 95 countries in dealing with zoonotic diseases. Laboratories in developing countries have received equipment for 3 serology and molecular diagnostic or genetic sequencing. Many of these labs are now being used to combat Mpox.

    The IAEA has more than 6 decades of experience in radiotherapy and medical imaging. But today the cancer crisis is hitting low and middleincome countries particularly hard and I am determined to make a greater impact in partnership with our Member States. That is why we launched Rays of Hope: Cancer Care for All at the African Union Summit in February 2022, with firm support from the World Health Organization (WHO). Africa is where the cancer care gap is the starkest: more than 20 African nations lack even a single radiotherapy machine. So far, 86 countries have reached out to the IAEA for support under Rays of Hope and concrete actions have been initiated in more than 30 States.

    Under our new initiative, NUTEC: NUclear TEchnology for Controlling Plastic Pollution, 86 States around the world are participating in marine microplastic monitoring using nuclear and isotopic tracing techniques. This will help them to put in place better-informed policies that combat the plastic pollution threatening the ocean, its plants and creatures and therefore also the communities that rely on them for their livelihoods. Some 39 States are participating in plastic recycling using radiation technology, four of which are progressing towards establishing pilot-scale plants. This will allow them to reduce plastic waste and advance towards a circular economy. The Global Marine Monitoring Network continues to grow with 99 States now benefiting from capacity building efforts.

    Atoms4Food was launched by the IAEA and the Food and Agriculture Organization (FAO) in October 2023. It offers tailor-made approaches in 4 Food and Agriculture, which for years has been the number 1 area of support sought by our Member States. Atoms4Foods supports countries in using innovative nuclear techniques to enhance agricultural productivity, reduce food losses, ensure food safety, improve nutrition, and adapt to the challenges of climate change. This supports farmers as well as the fight against deadly malnutrition.

    There is no development without energy. Nuclear power provides about a quarter of the world’s low-carbon electricity. Much more is needed if we are to meet the climate goals set out on the Paris Agreement. In their historic first Global Stocktake, approved at COP28 in Dubai last year, the signatory countries to the UN Framework Convention on Climate Change called for accelerating the deployment of low-emission energy technologies including nuclear power. The Pact for the Future adopted yesterday, in Action 26 reaffirmed the inalienable right of all countries to develop research, production and use of nuclear energy for peaceful purposes without discrimination, in conformity with their respective obligations.

    Today, in addition to the 415 nuclear power reactors operating in 31 countries there are 62 reactors under construction in 15 countries, most of them in Asia. The IAEA is assisting States, many of them developing countries, either with enlarging their civilian nuclear programs, or with safely embarking on them. We are working with industry and regulators on small modular reactors (SMRs) which will make more affordable the price of entry to the nuclear energy club.

    The IAEA is also playing an important role in maintenance of 5 international peace and security.

    Mandated by the Nuclear Non-Proliferation Treaty (NPT), we conduct nuclear safeguards, making sure the increased amount of nuclear material around the world does not result in the secret proliferation of nuclear weapons. There is material for thousands of nuclear warheads in the world. Thanks to the robust international safeguards regime and our inspection system, who never stopped even during the COVID pandemic, the number of nuclear weapon States around the world is far fewer than had been feared before the IAEA was established and the NPT came into force.

    The IAEA assists States in the creation and implementation of nuclearweapon-free zones, which already cover vast regions of the world. These are important steps towards a world without nuclear weapons.

    Our work in Iran, Syria, other countries of the Middle East, and on different continents, contributes to international stability through nonproliferation and through the peaceful uses of nuclear technology.

    Since February 2022 a large-scale conventional conflict has raged in a country with a large civilian nuclear program. Ukraine used to generate more than half its electricity from nuclear power plants. From the first months of the war, the IAEA has focused on assisting Ukraine in preventing a radiological or nuclear accident, which could have a serious transborder impact. Today, the IAEA has advisory and assistance missions stationed at all five of Ukraine’s nuclear power plants, including Zaporizhzhia, which is located right at the front line. Following months 6 of negotiations and consultations, on 30 May 2023 at the UN Security Council I outlined five concrete principles to help ensure nuclear safety and security at Ukraine’s Zaporizhzhya NPP. It received strong support from the Members of the Council.

    The IAEA continues to monitor the safe discharge of water from the Fukushima Daichi Nuclear Power Station and engages in consultations with neighbouring and coastal countries with strong interest in the process. Our independent analysis and the data we publish relating to the discharge offer facts that dispel misunderstandings and fears about the process.

    Ladies and gentlemen,

    I firmly believe in supporting the ability of everyone, regardless of gender, to fully benefit and contribute to the IAEA’s work.

    Conviction requires action. When I began my tenure as the IAEA’s Director General five years ago, one of my very first actions was to set a goal for gender parity by 2025 and to put in place the policies to achieve a more diverse workforce.

    Five years ago, women represented less than 30% of the Agency. Today, they have surpassed 48%.

    Mindful of the need to continue helping future generations, I also launched the Marie Sklodowska-Curie Fellowship Programme (MSCFP) in 2020. It drives diversity as well as scientific and technological innovation by encouraging women to pursue a career in the nuclear field. Since its launch, hundreds of women from over 120 countries have been awarded fellowships with generous stipends. They have studied in more than 70 7 countries and have also benefited from internships in many areas of the field. Our follow-up program, named after the scientist Lise Meitner, empowers early- and mid-career through career-enhancing opportunities like site visits.

    The IAEA is a key multilateral player to make the Pact of the Future a reality. Thank you.

    xcellencies, dear friends,  

    The Sustainable Development Goals represent a bold vision: a commitment to a better, healthier, safer and more prosperous and sustainable future.   

    But the Goals are facing massive headwinds.

    More than 4 out of 5 SDG targets are off track.

    On top of the impacts from a global pandemic, many countries are being crushed by massive debt burdens, limited liquidity and sky-high borrowing costs.

    Conflicts, hunger, inequalities and the climate crisis are all intensifying.

    And the global financial architecture is not providing developing countries with sufficient financing and liquidity or to act as an effective safety net for all.

    The world has the wealth, the technology, and the know-how to achieve the SDGs.

    Last September’s SDG Summit included consensus around an SDG Stimulus of at least $500 billion per year in financing for developing countries — and the need for global financial architecture reform.

    It highlighted key transitions to generate maximum progress — ending hunger, expanding renewable energy, digitalization, education, social protection and decent work, and ending the triple planetary crisis of climate change, pollution and biodiversity loss.

    It also underscored the vital importance of ensuring that women, girls and young people are at the decision-making table.   

    Today, you will hear from leaders about their countries’ progress across all these areas — leaders determined to make changes, even in the face of great odds.

    And we will celebrate some milestones at the global level.

    From reducing child mortality rates…to preventing new HIV infections…to increasing access to renewable energy and broadband …to greater gender parity across education systems.

    As we reflect on next steps, I urge focus on the three development drivers that can accelerate progress.

    The first is finance. 

    Crushing debt and inefficient tax systems are starving investments in health, education and food in many developing countries.

    The Pact for the Future includes support for the SDG Stimulus and global financial architecture reform to help ease the debt crisis of so many developing countries.

    This includes multiplying the lending capacity of Multilateral Development Banks to provide more resources for climate action and sustainable development, and changing their business model to leverage massive amounts of private finance.  

    As we look towards next year’s Summits on Social Development and Financing, I urge all countries to double down on these reform efforts.

    The second development driver is climate action.

    I urge countries to put forward ambitious national climate action plans that align with the 1.5 degree limit, and cover the whole economy and all sectors.

    This requires aligning national energy strategies with a 1.5-degree world, ending fossil fuel subsidies and putting a price on carbon.

    It is time for a rapid and just phase-out of fossil fuels, and a rapid and smart scale-up of renewables to drive sustainable development, energy security and economic prosperity.

    We must fairly and sustainably meet the global demand for critical minerals that can power the renewables revolution. And the Panel on Critical Energy Transition Minerals has provided recommendations to do this.

    Protecting development gains from climate upheaval is also critical.

    We need new and generous contributions to the Loss and Damage Fund.

    We need developed countries honouring their commitment to double adaptation funding by 2025.

    And we need governments to agree on a significant new climate finance goal at COP29, including new and innovative sources of finance.

    Les objectifs de développement durable incarnent une vision audacieuse. Ils constituent un engagement en faveur d’un avenir meilleur, plus sain, plus sûr, plus prospère et plus durable.

    Mais les vents contraires sont nombreux.

    Nous sommes mal partis pour atteindre plus de quatre sur cinq de toutes les cibles associées aux objectifs de développement durable.

    Outre les conséquences d’une pandémie mondiale auxquelles ils doivent faire face, de nombreux pays sont écrasés par un endettement massif, des liquidités limitées et des coûts d’emprunt très élevés.

    Les conflits, la faim, les inégalités et la crise climatique s’intensifient.

    En outre, l’architecture financière mondiale ne permet pas aux pays en développement de pouvoir compter sur suffisamment de financements et de liquidités et ne leur offre pas un filet de sécurité efficace pour tous.

    Le monde a pourtant les richesses, les technologies et le savoir-faire qu’il faut pour atteindre les objectifs de développement durable.

    Au mois de septembre dernier, le Sommet sur les objectifs de développement durable a permis de dégager un consensus autour d’un plan de relance des objectifs de développement durable, prévoyant des financements d’au moins 500 milliards de dollars par an pour les pays en développement – et de s’accorder sur le fait qu’il est nécessaire de réformer l’architecture financière mondiale.

    L’accent a été mis sur les transitions clés qui permettront d’accomplir un maximum de progrès dans toute une série de domaines : élimination de la faim, développement des énergies renouvelables, numérisation, éducation, protection sociale et travail décent, ainsi que de mettre fin à la triple crise planétaire, à savoir les changements climatiques, la pollution et l’appauvrissement de la biodiversité.

    Il a également été souligné qu’il était crucial de veiller à ce que les femmes, les filles et les jeunes aient leur place à la table des décisions.

    Aujourd’hui, vous entendrez des dirigeants et dirigeantes parler des progrès réalisés par leur pays dans tous ces domaines. Ils sont déterminés à faire bouger les lignes, en dépit des difficultés énormes auxquelles ils heurtent.

  • MIL-OSI Europe: President Amherd emphasises Switzerland’s commitment to peace and calls for strengthening of multilateralism in New York

    Bern, 24.09.2024 – In her speech to the UN General Assembly on Tuesday, 24 September, President Viola Amherd focused on peacebuilding and international humanitarian law. She emphasised Switzerland’s commitment to strong and effective multilateralism.

    In various conflicts around the world civilian populations and infrastructure are not only afforded inadequate protection, but are being deliberately targeted, explained the President. International law, as the foundation of all joint efforts for peace, security and prosperity in the world, must serve as the basis for action. She cited Switzerland’s commitment to peacebuilding, including the Conference on Peace in Ukraine at the Bürgenstock, and called for focused and effective multilateralism. She warned against the fragmentation of the world into blocs and paid tribute to the central role of the UN as the only universal organisation to address common challenges.

    The UN General Assembly was preceded by the Summit of the Future, which was aimed at strengthening international cooperation. Switzerland welcomes the Pact for the Future adopted at the summit as an important commitment to multilateralism. The Pact draws on the 2030 Agenda for Sustainable Development as a reference framework, sets priorities in peacebuilding and places human rights at the heart of each chapter. The Pact for the Future is a call for action by all UN member states, said President Amherd at the weekend.

    UN Security Council debate and bilateral meetings

    The president’s programme during her visit to New York continues with her participation in a high-level debate of the UN Security Council on the topic of ‘Leadership for Peace’ on Wednesday. Ms Amherd will give a speech at an event on the equal participation of women in political decision-making processes, which will be attended by other female presidents and heads of government. An event on the inclusion of women in the peace process in Afghanistan has already taken place.

    President Amherd is taking advantage of her time at the UN to meet with heads of state and government. She met with Kuwaiti Crown Prince Sabah Al-Khaled Al-Sabah and the new Iranian President Masoud Pezeshkian on Monday. The talks with the Kuwaiti Crown Prince covered bilateral relations while focusing on the Middle East conflict; this subject was also addressed at the meeting with President Pezeshkian alongside the human rights situation in Iran, Switzerland’s protecting power mandate and the 2015 nuclear agreement.

    A meeting with UN Secretary-General António Guterres is scheduled for Tuesday evening, which is set to address issues including multilateralism and Switzerland’s presidency of the UN Security Council in October.

    • The EIB and Kyiv have signed a €50 million agreement to modernise the city’s metro rolling stock with energy-efficient coaches.
    • The investment will help the Kyiv metro end its dependence on Russian-made spare parts, ensuring more resilient and reliable transport – essential for keeping the capital moving for both business operations and residents in their daily lives.
    • The €50 million, supported by the EIB’s EU for Ukraine Fund, is part of a larger €200 million loan package approved by the EIB and available to Kyiv for metro infrastructure upgrades.

    The European Investment Bank (EIB) and the city of Kyiv have signed a €50 million loan agreement to finance the purchase of new metro coaches. This initiative aims to modernise Kyiv’s metro fleet and provide reliable transport for millions of the capital’s residents. The agreement was signed today at EIB headquarters in Luxembourg during a visit by a delegation from the Kyiv City State Administration.

    Before the war, 80% of Kyiv’s metro fleet came from Russian manufacturers, making ending this reliance a strategic priority. With over 60% of the fleet past its operational life, the new funding will allow outdated coaches to be replaced with modern, energy-efficient alternatives from local or international suppliers. This aligns with the Kyiv City Development Strategy 2025 and Ukraine’s National Transport Strategy 2030, aimed at building a more sustainable and reliable public transport system.

    The €50 million, supported by the EIB’s EU for Ukraine Fund, represents the first tranche of a €200 million loan made available by the Bank, with this initial amount being provided exclusively for the purchase of new metro coaches for Kyiv. The remaining €150 million will be provided following an EIB-funded feasibility study on the viability of buying further new coaches versus modernising some of the existing fleet. The total funding will enable Kyivskyi Metropoliten, the municipal enterprise that operates the Kyiv metro system, to upgrade or replace between 120 and 160 metro coaches, enhancing the city’s transport infrastructure.

    Mykola Povoroznyk, First Deputy Head of Kyiv City State Administration, said, “In the midst of this large-scale invasion, Kyiv continues to develop. All areas of the city’s economy have been reconfigured to work in wartime conditions. This is not only about ensuring stable operation, but also about spurring development with modern technology. Foreign donors also take an active role here. The EIB is a long-standing, reliable partner of Kyiv. The project to modernise the capital’s metro rolling stock is important for our city, and we are very grateful to the EIB for supporting its implementation. The Kyiv metro is one of the most popular modes of transport in the capital. Millions of passengers use it every day. That is why, first and foremost, the purchase of modern, energy-efficient metro coaches means making passenger transport safer, and making better use of funds from the Kyiv city budget for rolling stock. It’s an urgent and high-priority issue today, taking into account the war conditions in Ukraine.”

    EIB Vice-President Teresa Czerwińska, who is in charge of Bank’s operations in Ukraine, said, “The EIB is steadfast in its commitment to supporting Kyiv and cities throughout Ukraine as they modernise their infrastructure, particularly in the face of ongoing wartime challenges. The Kyiv metro is a critical transportation lifeline, and this investment will greatly improve its reliability and resilience. By reducing reliance on Russian-manufactured rolling stock, spare parts and maintenance equipment, this collaboration marks an essential step toward enhancing Ukraine’s independence and aligning its transport systems with European standards. Reliable connectivity is vital for the economic growth and the well-being of the city’s residents.”

    The EIB’s continuing support for Kyiv and Ukraine

    The EIB remains committed to its long-standing relationship with the Kyiv authorities and is working closely on urban transport projects supported by EIB loans. These initiatives aim to improve the capital’s public transport fleet, having already delivered 20 new low-floor trams to Kyiv, with additional modern buses, funicular carriages and metro coaches forthcoming.

    Since the onset of Russia’s war in Ukraine, the EIB has provided more than €2 billion of financing for emergency repairs to the country’s ravaged infrastructure. Through its EU for Ukraine (EU4U) Initiative, coupled with its key role in implementing the European Union’s €50 billion Ukraine Facility, the EIB is strongly committed to stepping up its activities in line with the mandate given by EU leaders and in close cooperation with the European Commission, the European Parliament, EU Member States and international partners.

    EIB Global is the EIB Group’s new specialised arm devoted to increasing the impact of international partnerships and development finance outside the European Union. It is designed to foster strong, focused partnership within Team Europe and as part of the EU Global Gateway strategy, alongside fellow development finance institutions and civil society.     The EU for Ukraine Fund (EU4U) was established in 2023 as part of a larger EU for Ukraine initiative. It supports critical recovery and reconstruction projects involving both the public and the private sectors and improves access to finance for entrepreneurs in Ukraine. To date, the fund has secured over €420 million in pledges from the Member States.

    Two days ago, in the newly agreed Pact for the Future, world leaders reaffirmed their commitment to international law and to the Charter of the United Nations.

    Our Organization is based on the principle of sovereignty of all Member States – within their internationally recognized borders.

    The Charter unequivocally stipulates that all States must refrain from the threat or use of force against the territorial integrity or political independence of any other State – and that international disputes must be settled by peaceful means.

    Russia’s full-scale invasion of Ukraine in February 2022 – following the illegal annexation of the Autonomous Republic of Crimea and City of Sevastopol a decade ago – is a clear violation of these principles.

    And civilian populations continue to pay the price.

    The death toll keeps rising.

    Nearly 10 million people have fled their homes.

    Systematic attacks against hospitals, schools, supermarkets… are only adding pain and misery.

    Power cuts and infrastructure damage have left millions in the dark.

    I strongly condemn all attacks on civilians and civilian facilities – wherever they occur and whoever is responsible. They all must stop immediately.

    And I remain deeply concerned about the safety, humanitarian needs and basic human rights of people residing in occupied areas.

    Mr. President,

    Despite immense challenges, the United Nations remains fully engaged as the largest international presence in Ukraine.

    This year alone, and together with our partners, we have provided lifesaving aid to more than 6.2 million people.

    But we need the support of the international community.

    15 million people in Ukraine require humanitarian assistance – more than half of them women and girls.

    But – as winter is approaching – less than half of our 2024 Humanitarian Response Plan is funded.

    I urge donors to help us pursue our vital work on the ground.

    We are also assisting the government of Ukraine in its recovery and reconstruction efforts.

    This includes access to basic services and the restoration of Ukraine’s energy production capacities.

    In recent weeks, we have seen a resurgence of inflammatory rhetoric and incidents around nuclear sites – particularly at the Zaporizhzhia Nuclear Power Plant, and alarmingly, at the Kursk Nuclear Power Plant in the Russian Federation.

    I commend the International Atomic Energy Agency, including its critical presence in Ukraine’s nuclear sites, to help ensure nuclear safety and security.

    I urge all parties to act responsibly and avoid any declaration or action that could further destabilize an already incendiary situation.

    Two and half years since the full-blown invasion of Ukraine, more than 11,000 civilians have been killed.

    The longer this tragic war continues, the greater the risk of escalation and spillover.

    This would not only impact the region, but further deepen global tensions and divisions – at a time when our world desperately needs more cooperation and collective action.

    We must stop the suffering and break the cycle of violence – for the sake of the people of Ukraine, the people of Russia, and the world.

    The Black Sea Initiative and the continued exchanges of prisoners of war serve as reminders that, when there is political will, diplomacy can succeed – even in the darkest hour.

    Today, though the prospects for peace may seem distant, I am inspired by the growing calls for dialogue.

    So let us intensify our efforts to seek peace in Ukraine – a just, comprehensive and sustainable peace, in line with the UN Charter, international law and resolutions of the General Assembly.

    Meeting of the Inter-Ministerial Team for International Humanitarian Law24.09.2024On September 24, the first meeting of members of the Inter-Ministerial Team for International Humanitarian Law with the International Committee of the Red Cross and the Polish Red Cross took place. During the event, the functioning of the Central Tracing Agency in Geneva was presented, including the Office of the Central Tracing Agency for the international conflict between Russia and Ukraine and the National Information and Tracing Office of the Polish Red Cross.

    The activities of these entities result from the Geneva Conventions on the Protection of Victims of War of 1949 and the Additional Protocols to these Conventions. They focus, among other things, on searching for and determining the fate of missing persons and victims of armed conflicts and natural disasters, as well as conducting so-called humanitarian searches, graves and participation in exhumations of victims of armed conflicts. Representatives of the International Committee of the Red Cross and the Polish Red Cross also informed about the tasks carried out during current armed conflicts and natural disasters, their constant relevance and the challenges that must be met.

The data contained therein reflects the directions of activity of Polish arms exporters, which were largely influenced by the current security situation in Poland in the context of the ongoing war in Ukraine.

    Compared to the data for 2022, the value of actual exports and intra-EU transfers of arms and military equipment in 2023 increased by over 572 million euros and reached 1,753 million euros. This result largely shows the scale of supplies of arms and military equipment to Ukraine, which is fighting a defensive war. In the classification of recipients of products exported from Poland in terms of their value in 2023, the first place was taken by entities from Ukraine (approx. 81% of the export value), followed by the United States (7%) and Germany (1% each). Due to legal restrictions, the data for 2023 does not contain information on the permits issued, their value and the actual export of arms and military equipment transferred by the Polish authorities as a donation to Ukraine. We invite you to familiarize yourself with the content of the report, which is the fulfillment of Poland’s statutory obligation and international obligations regarding compliance with the principle of transparency of arms transfers. At the same time, it is an important source of knowledge on the principles of operation of the Polish system of export controls of goods, services and technologies of strategic importance to the security of the state.

    THE PRESIDENT:  My fellow leaders, today is the fourth time I’ve had the great honor of speaking to this assembly as president of the United States.  It will be my last.
    I’ve seen a remarkable sweep of history.  I was first elected to office in the United States of America as a U.S. senator in 1972.  Now, I know I look like I’m only 40.  I know that.  (Laughter.) 
    I was 29 years old.  Back then, we were living through an inflection point, a moment of tension and uncertainty.  The world was divided by the Cold War.  The Middle East was headed toward war.  America was at war in Vietnam, and at that point, the longest war in America’s history. 
    Our country was divided and angry, and there were questions about our staying power and our future.  But even then, I entered public life not out of despair but out of optimism. 
    The United States and the world got through that moment.  It wasn’t easy or simple or without significant setbacks.  But we would go on to reduce the threat of nuclear weapons throughout the — through arms control and then go on to bring the Cold War itself to an end.  Israel and Egypt went to war but then forged a historic peace.  We ended the war in Vietnam. 
    The — last year, in Hanoi, I was — met with the Vietnamese leadership, and we elevated our partnership to the highest level.  It’s a testament to the resilience of the human spirit and the capacity for reconciliation that today the United States and Vietnam are partners and friends, and it’s proof that even from the horrors of war there is a way forward.  Things can get better. 
    We should never forget that.  I have seen that throughout my career. 
    In the 1980s, I spoke out against apartheid in South Africa, and then I watched the racist regime fall. 
    In the 1990s, I worked to hold Milošević accountable for war crimes.  He was held accountable.  
    At home, I wrote and passed the Violence Against Women Act to end the scourge of violence against women and girls not only in America but across the world, as many of you have as well.  But we have so much more to do, especially against rape and sexual violence as weapons of war and terror.  
    We were attacked on 9/11 by Al-Qaeda and Osama bin Laden.  We brought him justice. 
    Then I came to the presidency in another moment in a crisis and uncertainty.  I believed America had to look forward.  New challenges, new threats, new opportunities were in front of us.  We needed to put ourselves in a position to see the threats, to deal with the challenges, and to seize the opportunities as well. 
    We needed to end the era of war that began on 9/11.  As vice president to President Obama, he asked me to work to wind down the military operations in Iraq.  And we did, painful as it was. 
    When I came to office as president, Afghanistan had replaced Vietnam as America’s longest war.  I was determined to end it, and I did.  It was a hard decision but the right decision. 
    Four American presidents had faced that decision, but I was determined not to leave it to the fifth.  It was a decision accompanied by tragedy.  Thirteen brave Americans lost their lives along with hundreds of Afghans in a suicide bomb.  I think those lost lives — I think of them every day.
    I think of all the 2,461 U.S. military deaths over a long 20 years of that war.  20,744 American servicemen wounded in action.  I think of their service, their sacrifice, and their heroism. 
    I know other countries lost their own men and women fighting alongside us.  We honor their sacrifices as well.  
    To face the future, I was also determined to rebuild my country’s alliances and partnerships to a level not previously seen.  We did — we did just that, from traditional treaty alliances to new partnerships like the Quad with the United States, Japan, Australia, and India. 
    I know — I know many look at the world today and see difficulties and react with despair, but I do not.  I won’t. 
    As leaders, we don’t have the luxury. 
    I recognize the challenges from Ukraine to Gaza to Sudan and beyond: war, hunger, terrorism, brutality, record displacement of people, a climate crisis, democracy at risk, strains within our societies, the promise of artificial intelligence and its significant risks.  The list goes on. 
    But maybe because of all I’ve seen and all we have done together over the decades, I have hope.  I know there is a wa- — a way forward.  
    In 1919, the Irish poet William Butler Yeats described a world, and I quote, where “Things fall apart; the centre cannot hold; Mere anarchy is loosed upon the world,” end of quote.
    Some may say those words describe the world not just in 1919 but in 2024.  But I see a cri- — a critical distinction. 
    In our time, the center has held.  Leaders and people from every region and across the political spectrum have stood together.  Turned the page — we turned the page on the worst pandemic in a century.  We made sure COVID no longer controls our lives.  We defended the U.N. Charter and ensured the survival of Ukraine as a free nation.  My country made the largest investment in climate and clean energy ever, anywhere in history.
    There will always be forces that pull our countries apart and the world apart: aggression, extremism, chaos, and cynicism, a desire to retreat from the world and go it alone. 
    Our task, our test is to make sure that the forces holding us together are stronger than those that are pulling us apart, that the principles of partnership that we came here each year to uphold can withstand the challenges, that the center holds once again.  
    My fellow leaders, I truly believe we are at another inflection point in world history where the choices we make today will determine our future for decades to come. 
    Will we stand behind the principles that unite us?  We stand firm against aggression.  We — will we end the conflicts that are raging today?  Will we take on global challenges like climate change, hunger, and disease?  Will we plan now for the opportunities and risk of a revolutionary new technologies?
    I want to talk today about each of those decisions and the actions, in my view, we must take.
    To start, each of us in this body has made a commitment to the principles of the U.N. Charter, to stand up against aggression.  When Russia invaded Ukraine, we could have stood by and merely protested.  But Vice President Harris and I understood that that was an assault on everything this institution is supposed to stand for. 
    And so, at my direction, America stepped into the breach, providing massive security and economic and humanitarian assistance.  Our NATO Allies and partners in 50-plus nations stood up as well.  But most importantly, the Ukrainian people stood up.  And I ask the people of this chamber to stand up for them.
    The good news is Putin’s war has failed in his — at his core aim.  He set out to destroy Ukraine, but Ukraine is still free.  He set out to weaken NATO, but NATO is bigger, stronger, and more united than ever before with two new members, Finland and Sweden.  But we cannot let up.
    The world now has another choice to make: Will we sustain our support to help Ukraine win this war and preserve its freedom or walk away and let aggression be renewed and a nation be destroyed?
    I know my answer.  We cannot grow weary.  We cannot look away.  And we will not let up on our support for Ukraine, not until Ukraine wins a just and durable peace [based] on the U.N. Charter.  (Applause.)
    We also need to uphold our principles as we seek to responsibly manage the competition with China so it does not veer into conflict.  We stand ready to cooperate on urgent challenges for the good of our people and the people everywhere.  
    We recently resumed cooperation with China to stop the flow of deadly synthetic narcotics.  I appreciate the collaboration.  It matters for the people in my country and mether- — many others around the world.
    On matters of conviction, the United States is unabashed, pushing back against unfair economic competition and against military coercion of other nations in — in the South China Sea, in maintaining peace and stability across the Taiwan Straits, in protecting our most advanced technologies so they cannot be used against us or any of our partners. 
    At the same time, we’re going to continue to strengthen our network of alliances and partnerships across the Indo-Pacific.  These partnerships are not against any nation.  They are building blocks for a free, open, secure, and peaceful Indo-Pacific.  
    We are also working to bring a greater measure of peace and stability to the Middle East.  The world must not flinch from the horrors of October 7th.  Any country — any country would have the right and responsibility to ensure that such an attack can never happen again. 
    Thousands of armed Hamas terrorists invaded a sovereign state, slaughtering and massacring more than 1,200 people, including 46 Americans, in their homes and at a music festival; despis- — despicable acts of sexual violence; 250 innocents taken hostage. 
    I’ve met with the families of those hostages.  I’ve grieved with them.  They’re going through hell. 
    Innocent civilians in Gaza are also going through hell.  Thousands and thousands killed, including aid workers.  Too many families dislocated, crowding into tents, facing a dire humanitarian situation.  They didn’t ask for this war that Hamas started. 
    I put forward with Qatar and Egypt a ceasefire and hostage deal.  It’s been endorsed by the U.N. Security Council.  Now is the time for the parties to finalize its terms, bring the hostages home, en- — secure security for Israel, and Gaza free of Ha- — of Hamas’ grip, ease the suffering in Gaza, and end this war.  
    On October 7th — (applause) — since October 7, we have also been determined to prevent a wider war that engulfs the entire region.  Hezbollah, unprovoked, joined the October 7th attack launching rockets into Israel.  Almost a year later, too many on each side of the Israeli-Lebanon border remain displaced. 
    Full-scale war is not in anyone’s interest.  Even as the situation has escalated, a diplomatic solution is still possible.  In fact, it remains the only path to lasting security to allow the residents from both countries to return to their homes on the border safely.  And that’s what working — that’s what we’re working tirelessly to achieve.  
    As we look ahead, we must also address the rise of violence against innocent Palestinians on the West Bank and set the conditions for a better future, including a two-state solution, where the world — where Israel enjoys security and peace and full recognition and normalized relations with all its neighbors, where Palestinians live in security, dignity, and self-determination in a state of their own.  (Applause.)
    Progress toward peace will put us in a stronger position to deal with the ongoing threat posed by Iran.  Together, we must deny oxygen to terrorists — to its terrorist proxies, which have called for more October 7ths, and ensure that Iran will never, ever obtain a nuclear weapon.  
    Gaza is not the only conflict that deserves our outrage.  In Sudan, a bloody civil war unleashed one of the world’s worst humanitarian crises: eight million — eight million on the brink of famine, hundreds of thousands already there, atrocities in Darfur and elsewhere. 
    The United States has led the world in providing humanitarian aid to Sudan.  And with our partners, we have led diplomatic talks to try to silence the guns and avort — and avert a wider famine.  The world needs to stop arming the generals, to speak with one voice and tell them: Stop tearing your country apart.  Stop blocking aid to the Sudanese people.  End this war now.  (Applause.)
    But people need more than the absence of war.  They need the chance — the chance to live in dignity.  They need to be protected from the ravages of climate change, hunger, and disease. 
    Our administration has arri- — has invested over $150 billion to make progress and other Sustainable Development Goals.  It includes $20 billion for food security and over $50 billion for global health.  We’ve mobilized billions more in private-sector investment. 
    We’ve taken the most ambitious climate actions in history.  We’ve moved to rejoin the Paris Agreement on day one.  And today, my country is finally on track to cut emissions in half by 2030, on track to honor my pledge to quadruple climate financing to developing nations with $11 billion thus far this year. 
    We’ve rejoined the World Health Organization and donated nearly 700 million doses of COVID vaccine to 117 countries.  We must now move quickly to face mpox outbreak in Africa.  We are prepared to commit $500 million to help African countries prevent and respond to mpox and to donate 1 million doses of mpox vaccine now.  (Applause.)  We call on our partners to match our pledge and make this a billion-dollar commitment to the people of Africa. 
    Beyond the core necessities of food and health, the United States, the G7, and our partners have embarked on an ambitious initiative to mobilize and deliver significant financing to the developing world.  We are working to help countries build out their infrastructure, to clean energy transition, to their digital transformation to lay new economic foundations for a prosperous future. 
    It’s called the Partnership for Global Infrastructure and Investment.  We’ve already starting to see the fruits of this emerge in Southern Africa and in Southeast A- — Asia and in the Americas.  We have to keep it going. 
    I want to get things done together.  In order to do that, we must build a stronger, more effective, and more inclusive United Nations.  The U.N. needs to adapt to bring in new voices and new perspectives.  That’s why we support reforming and expanding the membership of the U.N. Security Council.  (Applause.) 
    My U.N. ambassador just laid out our detailed vision to reflect today’s world, not yesterday’s.  It’s time to move forward. 
    And the Security Council, like the U.N. itself, needs to get back to the job of making peace; of brokering deals to end wars and suffering; th- — (applause) — and to stop the spread of the most dangerous weapons; of stabilizing troubled regions in East Africa — from East Africa to Haiti, to Kenya-led mission that’s working alongside the Haitian people to turn the tide.
    We also have a responsibility to prepare our citizens for the future.  We’ll see more technological change, I argue, in the next 2 to 10 years than we have in the last 50 years.
    Artificial intelligence is going to change our ways of life, our ways of work, and our ways of war.  It could usher in scientific progress at a pace never seen before.  And much of it could make our lives better. 
    But AI also brings profound risks, from deepfakes to disinformation to novel pathogens to bioweapons. 
    We have worked at home and abroad to define the new norms and standards.  This year, we achieved the first-ever General Assembly resolution on AI to start developing global rules — global rules of the road.  We also announced a Declaration of — on the Responsible — Responsible Use of AI, joined by 60 countries in this chamber.
    But let’s be honest.  This is just the tip of the iceberg of what we need to do to manage this new technology. 
    Nothing is certain about how AI will evolve or how it will be deployed.  No one knows all the answers.  
    But my fellow leaders, it’s with humility I offer two questions. 
    First: How do we as an international community govern AI?  As countries and companies race to uncertain frontiers, we need an equally urgent effort to ensure AI’s safety, security, and trustworthiness.  As AI grows more powerful, it must grow also — it also must grow more responsive to our collective needs and values.  The benefits of all must be shared equitably.  It should be harnessed to narrow, not deepen, digital divides.  
    Second: Will we ensure that AI supports, rather than undermines, the core principles that human life has value and all humans deserve dignity?  We must make certain that the awesome capabilities of AI will be used to uplift and empower everyday people, not to give dictators more powerful shackles on human — on the human spirit. 
    In the years ahead, there wa- — they may be — may well be no greater test of our leadership than how we deal with AI.   
    Let me close with this.  Even as we navigate so much change, one thing must not change: We must never forget who we’re here to represent. 
    “We the People.”  These are the first words of our Constitution, the very idea of America.  And they inspired the opening words of the U.N. Charter. 
    I’ve made the preservation of democracy the central cause of my presidency. 
    This summer, I faced a decision whether to seek a second term as president.  It was a difficult decision.  Being president has been the honor of my life.  There is so much more I want to get done.  But as much as I love the job, I love my country more.  I decided, after 50 years of public service, it’s time for a new generation of leadership to take my nation forward. 
    My fellow leaders, let us never forget, some things are more important than staying in power.  It’s your people — (applause) — it’s your people that matter the most. 
    Never forget, we are here to serve the people, not the other way around.  Because the future will be — the future will be won by those who unleash the full potential of their people to breathe free, to think freely, to innovate, to educate, to live and love openly without fear. 
    That’s the soul of democracy.  It does not belong to any one country. 
    I’ve seen it all around the world in the brave men and women who ended apartheid, brought down the Berlin Wall, fight today for freedom and justice and dignity. 
    We saw it — that universal yearning for rights and freedom — in Venezuela, where millions cast their vote for change.  It hasn’t been recognized, but it can’t be denied.  The world knows the truth. 
    We saw it in Uganda LBGT [LGBT] activists demanding safety and recognition of their common humanity. 
    We see it in citizens across the world peacefully choosing their future — from Ghana to India to South Korea, nations representing one quarter of humanity who will hold elections this year alone. 
    It’s remarkable, the power of “We the People,” that makes me more optimistic about the future than I’ve ever been since I was first elected to the United States Senate in 1972.  
    Every age faces its challenges.  I saw it as a young man.  I see it today. 
    But we are stronger than we think.  We’re stronger together than alone.  And what the people call “impossible” is just an illusion. 
    Nelson Mandela taught us, and I quote, “It always seems impossible until it’s done.”  “It always seems impossible until it’s done.”
    My fellow leaders, there is nothing that’s beyond our capacity if we work together.  Let’s work together.

    Two days ago, in the newly agreed Pact for the Future, world leaders reaffirmed their commitment to international law and to the Charter of the United Nations.

    Our Organization is based on the principle of sovereignty of all Member States – within their internationally recognized borders.

    The Charter unequivocally stipulates that all States must refrain from the threat or use of force against the territorial integrity or political independence of any other State – and that international disputes must be settled by peaceful means.

    Russia’s full-scale invasion of Ukraine in February 2022 – following the illegal annexation of the Autonomous Republic of Crimea and City of Sevastopol a decade ago – is a clear violation of these principles.

    And civilian populations continue to pay the price.

    The death toll keeps rising.

    Nearly 10 million people have fled their homes.

    Systematic attacks against hospitals, schools, supermarkets… are only adding pain and misery.

    Power cuts and infrastructure damage have left millions in the dark.

    I strongly condemn all attacks on civilians and civilian facilities – wherever they occur and whoever is responsible. They all must stop immediately.

    And I remain deeply concerned about the safety, humanitarian needs and basic human rights of people residing in occupied areas.

    Mr. President,

    Despite immense challenges, the United Nations remains fully engaged as the largest international presence in Ukraine.

    This year alone, and together with our partners, we have provided lifesaving aid to more than 6.2 million people.

    But we need the support of the international community.

    15 million people in Ukraine require humanitarian assistance – more than half of them women and girls.

    But – as winter is approaching – less than half of our 2024 Humanitarian Response Plan is funded.

    I urge donors to help us pursue our vital work on the ground.

    We are also assisting the government of Ukraine in its recovery and reconstruction efforts.

    This includes access to basic services and the restoration of Ukraine’s energy production capacities.

    In recent weeks, we have seen a resurgence of inflammatory rhetoric and incidents around nuclear sites – particularly at the Zaporizhzhia Nuclear Power Plant, and alarmingly, at the Kursk Nuclear Power Plant in the Russian Federation.

    I commend the International Atomic Energy Agency, including its critical presence in Ukraine’s nuclear sites, to help ensure nuclear safety and security.

    I urge all parties to act responsibly and avoid any declaration or action that could further destabilize an already incendiary situation.

    The Black Sea Initiative and the continued exchanges of prisoners of war serve as reminders that, when there is political will, diplomacy can succeed – even in the darkest hour.

    Today, though the prospects for peace may seem distant, I am inspired by the growing calls for dialogue.

    So let us intensify our efforts to seek peace in Ukraine – a just, comprehensive and sustainable peace, in line with the UN Charter, international law and resolutions of the General Assembly.

    United Nations stands ready to support all efforts towards achieving this goal.

  • MIL-OSI NGOs: MSF closes programmes in Russia after instruction to deregister

    • After receiving a letter from the Ministry of Justice of Russia, MSF had to close our operations in the country.
    • This comes after 32 years of working in Russia.
    • MSF would like to work in Russia again should the necessary conditions be provided by authorities.

    Moscow / Amsterdam – Thirty-two years after starting work in Russia, Médecins Sans Frontières/ (MSF) had to close our operations in the country.  In August this year, we received a letter from the Ministry of Justice of Russia, with the decision to withdraw the affiliate office of the non-profit association ‘Médecins Sans Frontières’ (Netherlands) in Russia from the register of affiliate and representative offices of foreign NGOs.

    “It is with a heavy heart that we have to close our activities in Russia,” says Yashovardhan, head of MSF programmes in the country. “Our organisation’s work is guided by the principles of independence, impartiality, and neutrality, and medical ethics. We provide assistance based on the needs.”

    MSF had been present in Russia since 1992. For more than 30 years, we successfully implemented dozens of programmes, ranging from assistance to the homeless to emergency response to the collaborative work with the Ministry of Health on innovative tuberculosis treatment.     A significant part of the history of MSF in Russia and the region was linked to the implementation of advanced approaches to the treatment of tuberculosis. MSF has collaborated with the medical academic community of Russia and other countries in the eastern Europe and central Asia to extend effective, innovative treatment for drug-resistant tuberculosis to patients in penitentiary and civil sectors across the region.

    In 2004-2017, we worked in close partnership with the Chechen Ministry of Health, providing technical and advisory support to the local health authorities in the treatment of drug-sensitive and drug-resistant tuberculosis in the Chechen Republic. The programme covered different aspects of tuberculosis diagnostics, treatment, laboratory services and health education, as well as adherence counselling and psychosocial support for patients and their families. In 2014, MSF supported the Ministry of Health in introducing new treatment regimens for patients with extensively drug-resistant tuberculosis which yielded impressive results giving hope to patients who previously had no treatment options left.

    In 2021, MSF and local health authorities of the Arkhangelsk region in the north of Russia started successful implementation of a nine-month all-oral course of treatment for drug-resistant tuberculosis. We enrolled 173 patients on this treatment regimen. And later, in 2023, we started enrolling patients on an even shorter, six months-long, all-oral treatment course that was recommended by the World Health Organization in the updated treatment guidelines in late 2022.

    In Arkhangelsk, and starting from 2024 in Ivanovo, MSF was providing expertise and technical assistance to health authorities with a special emphasis on implementing new treatment regimens and enhancing patients’ adherence and integrating person-centred care. To date, 41 patients in the Arkhangelsk and Ivanovo regions started treatment for drug-resistant tuberculosis within this joint programme. The aim of the collaboration was to contribute to the evidence base for more effective, meaning less toxic and person-centred, treatment with a view to scale up these scientifically proven treatment protocols in Russia.

    In Moscow and St. Petersburg since 2020, MSF partnered with two community-based NGOs to support access to general healthcare, as well as testing and treatment for infectious diseases, for people living with HIV and other vulnerable groups, such as migrants, who otherwise struggle to obtain medical assistance. Over 14,000 medical consultations were supported for patients from these vulnerable groups.

    Since the escalation of the armed conflict in Ukraine in 2022, many people have sought safety in Russia, and MSF, in partnership with local NGOs in the Belgorod and Rostov regions in the south of Russia, started providing assistance to those who crossed into Russia from Ukraine and later – with the development of the situation – internally displaced people. Since the start of our response in 2022, more than 52,000 refugees and displaced people were provided with humanitarian aid and more than 15,400 received free medical, mental health and psychosocial support.

    As part of this partnership, we were also planning to respond to the humanitarian and medical needs of the internally displaced people in the Kursk region. MSF continues to stand in solidarity with people impacted by this conflict and remain steadfast in our commitment to provide humanitarian assistance to those in need, irrespective of what side of the front line they are on, should the necessary conditions for our work be provided by relevant authorities.

    Moscow / Amsterdam – Thirty-two years after starting work in Russia, Médecins Sans Frontières/ (MSF) had to close our operations in the country.  In August this year, we received a letter from the Ministry of Justice of Russia, with the decision to withdraw the affiliate office of the non-profit association ‘Médecins Sans Frontières’ (Netherlands) in Russia from the register of affiliate and representative offices of foreign NGOs.

    “It is with a heavy heart that we have to close our activities in Russia,” says Yashovardhan, head of MSF programmes in the country. “Our organisation’s work is guided by the principles of independence, impartiality, and neutrality, and medical ethics. We provide assistance based on the needs.”

    MSF had been present in Russia since 1992. For more than 30 years, we successfully implemented dozens of programmes, ranging from assistance to the homeless to emergency response to the collaborative work with the Ministry of Health on innovative tuberculosis treatment.   • MIL-OSI NGOs: UN Security Council casts nearly all vetoes last decade on Syria, Palestine and Ukraine, robbing opportunities for peace

    Ahead of the UN Summit for the Future, Oxfam calls for reform of the UN Security Council to stop the “Permanent Five” from being their own “judge and jury”

    The UN Security Council (UNSC) is failing people living in conflict, with Russia and the United States particularly responsible for abusing their veto power which is blocking progress toward peace in Ukraine, Syria, and the Occupied Palestinian Territory and Israel.

    A new Oxfam report, Vetoing Humanity, studied 23 of the world’s most protracted conflicts over the past decade, including Afghanistan, Burkina Faso, Ethiopia, Libya, Niger, the Occupied Palestinian Territory (OPT), Somalia, South Sudan, Sudan, Syria, Ukraine, Venezuela and Yemen, and found that 27 of the 30 UNSC vetoes cast on these conflicts were on OPT, Syria and Ukraine.

    The report concludes that the five permanent members of the UNSC (the P5) are exploiting their exclusive voting and negotiating powers to suit their own geopolitical interests. In doing so, they have undermined the Council’s ability to maintain international peace and security.

    More than a million people have been killed in these 23 conflicts alone and more than 230 million people are today in urgent need of aid – an increase of over 150 percent since 2015.

    “China, France, Russia, the UK and the US took responsibility for global security at the UNSC in what is now a bygone colonial age. The contradictions of their acting as judge and jury of their own military alliances, interests and adventures are incompatible with a world seeking peace and justice for all,” said Oxfam International Executive Director Amitabh Behar.

    For instance, in 2023 Russia vetoed a nine-month extension of cross-border assistance to Northern Syria which left 4.1 million people with little or no access to food, water and medicine. Russia has also used its veto four times on Ukraine, despite being an aggressor in the conflict and by UN rules should therefore be disqualified from voting.

    While the UN General Assembly (UNGA) has passed at least 77 resolutions over the last decade supporting Palestinian self-determination and human rights and an end to Israel’s illegal occupation, the US has used its veto power six times to block resolutions perceived as unfavourable to its ally Israel. The US vetoes have created a permissive environment for Israel to expand illegal settlements in the Palestinian territory with impunity.

    “More often than not the Security Council permanent members’ vetoes have contradicted the will of the UN General Assembly, in which all states are represented,” Behar said.

    The report critiques another of the P5’s powers called “pen-holding”, which allows them to lead on negotiations and direct how resolutions are drafted and tabled, or ignored – again, too often according to their own interests.

    While France and the UK have not used their veto last decade, they and the US have held the pen on two-thirds of resolutions relating to the 23 protracted crises studied by Oxfam. The UK holds the pen on Yemen, for example, where it has a colonial legacy and strategic interests to maintain the maritime routes. In 2023, Mali objected to French pen-holding given what it considered “acts of aggression and destabilization” there.

    Many other initiatives are not even written up or tabled because they would inevitability be vetoed, the report says. As a result, the 23 crises studied by Oxfam are being treated in wildly different ways.

    Nearly half of them have been largely neglected with fewer than five resolutions each over the last decade, including just one on Myanmar and none on Ethiopia or Venezuela.

    On the other hand, the UNSC has passed nearly 80 on both South Sudan and Sudan, 53 on Somalia and 48 on Libya. None have led to lasting peace. Despite the Democratic Republic of Congo having had 24 UNSC resolutions in the past 10 years, for instance, the UN mission there (MONUSCO) has been hindered by chronic underfunding and lack of coordination.

    “The erratic and self-interested behaviour of UNSC members has contributed to an explosion of humanitarian needs that is now outpacing humanitarian organizations’ ability to respond. This demands a fundamental change of our international security architecture at the very top,” Behar said.

    Globally, the number of people needing humanitarian assistance has risen nearly four times in the last decade, triggering massive funding needs. Between 2014 and 2023, the UN appeal has nearly tripled from $20 billion to over $56 billion – but less than half of this amount was met last year.

    The report is critical of the fact that humanitarian funding remains entirely dependent upon voluntary contributions. In contrast, UN member state funding for peacekeeping operations is mandatory.

    As the Summit of the Future kicks off this week to envision a revitalized UN, Oxfam calls for a wholesale reform of the UN Security Council, including the abolition of the P5’s veto power.

    “We need a new vision for a UN system that meets its original ambitions and made fit for purpose for today’s reality,” Behar said. “A Council that works for the global majority not a powerful few. This starts with renouncing the veto and pen-holding privilege of the P5 and expanding membership to more countries.”

    Amnesty International’s Secretary General Agnès Callamard will be in New York for the opening of the high-level General Debate of the 79th Session of the UN General Assembly (UNGA) and participating in the Summit of The Future. As they gather in New York, leaders must ask themselves whether this will be yet another meeting where they simply talk about greater co-operation and consensus, or whether they will show the imagination and conviction to actually forge it. With multiple crises around the world, a growing climate emergency, and a breaking down of the multilateral order, there is a very small window for leaders to acknowledge these issues and take collective action to fix them for the common good of humanity. If they miss this opportunity, I shudder to think of the consequences. Our collective future is at stake,” said Agnès Callamard.

    “For Amnesty International, there is only one acceptable pathway to the future: that which is paved with universal and indivisible human rights. And there is only one acceptable destination: the sustainable equal dignity of all persons as rightsholders.”

    Agnès Callamard will be hosting several meetings, including with State representatives and human rights defenders. She will be speaking at events on “UNMuting” civil society at intergovernmental level, on the importance of fomenting inclusive and participatory governance, and on the need for global tax reform and a rights-based economy that can deliver a sustainable future. She is available to discuss these and other priority issues, including the consolidation of authoritarian practices in countries like Tunisia and Venezuela; the need for stricter regulation of new technologies that pose a threat to human rights; the lacklustre global response to the climate crisis and worsening environmental devastation; and the relentless war on women, from assaults on abortion rights to the systemic oppression and discrimination in Afghanistan and Iran.

  • MIL-OSI Russia: IMF Executive Board Concludes 2024 Article IV Consultation with the Republic of Latvia

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation[1] with the Republic of Latvia and endorsed the staff appraisal on a lapse-of-time basis without a meeting.

    The Latvian economy contracted with significant disinflation. After the post-pandemic recovery, growth contracted by 0.3 percent in 2023, due to tighter financial conditions and weak external demand. Headline inflation declined to 0.0 percent y/y in May 2024. However, core inflation still stood at 3.1 percent in April 2024. The financial sector has so far been resilient although risks are elevated. Fiscal performance in 2023 was stronger than expected, reflecting revenue buoyancy linked to inflation and expenditure under-execution. The current account deficit narrowed to 4 percent of GDP in 2023 from 4.8 percent in 2022, due to import contraction and lower energy prices. Russia’s war in Ukraine and the related geoeconomic fragmentation are adding to structural challenges amid multiple transitions, notably, climate change and energy, and aging and labor shortages. The economic consequences of Russia’s war in Ukraine continue to depress private investment and productivity, thus compromising further Latvia’s lagging income convergence.

    Amid high uncertainty, the outlook is for higher growth and the balance of risks is tilted to the downside. Real GDP growth is projected to increase to 1.7 and 2.4 percent in 2024 and 2025, respectively, underpinned by a recovery in private consumption, higher public investment, and stronger external demand. Growth in the medium-term is projected to continue at an average of around 2.5 percent, supported by public investment and reforms. Inflation is expected to continue to moderate. Headline inflation (annual average) is projected to decline to 2.0 percent in 2024. Meanwhile, core inflation (annual average) is projected to slow to 3.3 percent in 2024, reflecting persistent services inflation. Downside risks dominate, including risk to competitiveness associated with recent high wage growth, rising geopolitical tensions and deeper geoeconomic fragmentation, and weaker external demand.

    Executive Board Assessment[2]

    Latvia’s economy has encountered severe headwinds. The Latvian economy contracted with significant disinflation against the backdrop of geopolitical headwinds. Notably, Russia’s war in Ukraine and the related geoeconomic fragmentation are adding to long-standing challenges to productivity, investment, and labor supply, amid multiple transitions around climate change and energy, aging and labor shortages, and rising defense costs.

    Amid high uncertainty, growth is projected to rebound, but risks are tilted to the downside. Real GDP growth is projected to increase in 2024 and 2025, largely driven by a rebound in private consumption, higher public investment, and stronger external demand. The main risks stem from rising geopolitical tensions and deeper geoeconomic fragmentation, credit risks related to variable-rate loans, and weaker-than-expected external demand. Risks to competitiveness can also arise given recent high wage growth. Over the medium-term, delays in public investment and structural reforms could weigh on potential growth.

    Considering the improving outlook, staff recommends a less expansionary, neutral fiscal stance for 2024 and a tighter fiscal stance in 2025. Proactively identifying spending efficiency and better targeting social support, while protecting the most vulnerable, would help. Staff commends the authorities for the targeting of energy support measures. In 2025, the fiscal stance should be tighter to build buffers for future spending needs. Policy options to achieve this include reducing tax exemptions, raising revenue from property taxation, strengthening tax enforcement, and improving investment spending efficiency. Fiscal policy should remain flexible and evolve if risks materialize.

    Although Latvia has some fiscal space, structural fiscal measures are needed to provide buffers for medium to long term spending pressures. Over the medium term, options for fiscal consolidation include (i) broadening the bases of corporate income tax (CIT) and personal income tax (PIT), including by reducing the shadow economy; (ii) broadening the base of property taxes; (iii) reducing tax exemptions and fossil fuel subsidies, and (iv) rationalizing spending on goods and services. Given this scaling-up of public investment amid high uncertainty and cost overrun, enhanced public investment management is warranted to mitigate fiscal risks. The mission welcomes the healthcare reform aimed to generate efficiency gains, while mitigating risks and supporting solidarity. Staff also welcomes the government’s pension reform efforts and recommends linking the retirement age to life expectancy. Latvia should swiftly implement the NRRP. 

    Although the financial sector has so far been resilient, continued monitoring of macrofinancial vulnerabilities and spillovers is warranted. The banking sector remained well capitalized and liquid, with a low NPL ratio. However, given heightened risks, continued monitoring of financial sector vulnerabilities is important. Notably, regular risk-based monitoring of banks’ asset quality and liquidity should continue, supported by tailored stress tests. Any households’ financial distress related to variable-interest-rate mortgage loans should be addressed through the consumer bankruptcy framework, supplemented by the social protection system for the most vulnerable. The new untargeted interest subsidy scheme for variable-interest-rate mortgages should not be renewed at its expiration in 2024. The authorities should refrain from further initiatives to increase taxation on bank profits given their adverse impact on bank capital and financial stability. Staff welcomes the continued efforts to mitigate cybersecurity risk.

    While the current macroprudential policy stance is broadly appropriate, the recent adjustment to the borrower-based measures for energy-efficient housing loans should be reconsidered. The overall policy stance strikes the right balance between maintaining financial stability and the need to extend credit to the economy. However, borrower-based macroprudential measures should be relaxed only when their presence is overly stringent from the financial stability perspective.

    Latvia has made significant progress in strengthening its AML/CFT frameworks and governance reforms. Staff commends the authorities’ effort to pursue AML/CFT reforms and supports the authorities’ priorities to prepare for the 6th round of MONEYVAL evaluation. Staff welcomes the authorities’ reforms to digitalize the procurement system and the continued implementation of Latvia’s anti-corruption plan and national strategy.

    Structural reforms should be accelerated to enhance productivity and resilience. Accelerating corporate reforms could boost investment and productivity by improving capital allocation and access to finance. Given the aging population and skill mismatch, Latvia should continue to address reforms to boost high-skilled labor supply which will enhance investment in productivity. Efforts should focus on promoting training and internal labor mobility toward priority sectors (green and transition, digitalization, health). Further streamlining product and service markets regulations could boost competition, innovation, and productivity. Staff welcomes the ongoing overhaul of the administrative procedures and their digitalization. Implementing measures to promote digital transformation of the economy could help reduce labor shortages and support productivity. Regarding the green and energy transition, more vigorous climate policy is needed. Staff encourages the authorities to expedite the adoption of the climate law and the National Energy and Climate Plan (NECP). The authorities should aim to achieve a robust balance between fiscal support, carbon pricing or taxation, and norms while addressing distributional concerns. Staff welcomes the ongoing work on climate adaptation. Latvia should continue to enhance energy security, and boost investment in clean energy and connection.

  • MIL-OSI Germany: Current monetary policy topics | Speech at the Commerzbank AG event “Geldpolitik in Zeiten der Inflation”

    1 Words of welcome
    Ladies and gentlemen,
    I hope you have recharged your batteries after the summer and a holiday break, despite the eventful days we can look back on. Perhaps you are still relishing the sporting highlights you experienced from the comfort of your own armchair: the thrill of watching the Olympic Games and the Paralympics on TV at home.
    A “sports programme” of a somewhat different variety now awaits us: a broad repertoire of topics to cover in a short allotted speaking time. Let’s begin by discussing three questions that are always of crucial importance: Where is economy activity heading? Where is inflation heading? And where is monetary policy heading? These will be followed by three topics specific to monetary policy: balance sheet reduction, the changed operational framework for monetary policy, and monetary and fiscal policy interactions.
    2 Economic activity
    Let’s kick off with the economic situation as well as the outlook for the economy. German economic output shrank by 0.1% in the second quarter of this year, after expanding slightly at the beginning of the year. The main drags on activity were weak investment and the construction sector, but exports and private consumption contracted somewhat as well.
    Increased financing costs continued to squeeze investment activity, thus crimping domestic demand for industrial goods and construction work. Private investment also faced headwinds stemming from the intense uncertainty surrounding economic policy. On top of that, there was a countereffect in construction activity following the mild weather conditions in the first quarter. Moreover, industry in Germany is still feeling the pinch of weak foreign demand. Capacity utilisation in industry is now significantly below average, and that, too, is depressing investment.
    All these factors combined mean the domestic economy has been treading water since the start of Russia’s war of aggression against Ukraine more than two years ago. Stagnation might be more or less on the cards for full-year 2024 as well if the latest forecasts by economic research institutes are anything to go by.
    Hopes that industrial activity might pick up in the second half of the year have dimmed considerably according to the sentiment indicators observed in recent months. And consumer restraint is looking more stubborn than our Bundesbank experts were expecting when we published our Forecast for Germany in June. For all this, though, it is still true to say that sharply rising wages, easing inflation and robust labour market developments are opening up more and more scope for spending. Households could leverage that scope to gradually step up their consumption. Looking ahead to next year, the economic research institutes are expecting to see tentative economic growth of between ½ and 1%. The Bundesbank will be publishing its new Forecast for Germany in December.
    Ladies and gentlemen, one point I have stressed on multiple occasions in the past is that we should not talk our country down as a business location. That is not to say, of course, that we should not pinpoint weaknesses and resolutely tackle problems. An overly pessimistic mindset can be damaging. But what can also be damaging is viewing a situation through rose-tinted spectacles or blindly trusting that everything will somehow fix itself of its own accord. There is no doubt that Germany is not seeing as much investment as we would like. And industry is struggling with a difficult competitive environment. Barriers need to be dismantled here.
    At this point, allow me to make a passing remark in light of recent events: if businesses are to get to grips with – and finance – their future challenges, we will need banks that are strong and robust. In any possible mergers, what matters is that the institution that comes about as a result is one that fits that bill in the best possible way.
    As far as the topic of barriers is concerned, I do not wish to go beyond my allotted time. Allow me, then, to run through just some of the initiatives that could boost the attractiveness of a business location: cutting as much red tape as possible, and speeding up administrative procedures like approval processes. As for greening the economy, policymakers should ensure greater planning security. Digital infrastructure and education, in particular, are in need of improvement. In addition, politicians should act to boost the labour supply because staff shortages are bound to worsen further as demographic change makes itself felt.
    Headlines claiming that Germany is a millstone around the neck of the euro area[1] make for unpleasant reading. But the simple fact is that when the largest Member State’s economy is weak, the average across the bloc will be depressed as a result. The euro area economy as a whole has gained some traction in the first two quarters of this year (recording quarter-on-quarter growth rates of 0.3% and 0.2%, respectively). In their latest projections, ECB staff are forecasting modest economic growth of 0.8% in full-year 2024, rising slightly to 1.3% next year.
    The outlook is uncertain, particularly given what remains a tense geopolitical environment. Neither in Ukraine nor in the Middle East has the situation eased. The outcome of the presidential election in the United States is another source of economic uncertainty. Last week’s TV debate gave us a taste of what is to come.Europe might end up losing out if, say, the United States adopts a more protectionist trade policy, takes government action to support the country as a business location, or turns its back on multilateral cooperation (on issues such as climate action, NATO and the WTO).
    There’s good news as well, though: the labour market in the euro area is as robust as ever, as unemployment hit an all-time low of 6.4% in July. Germany’s economy hasn’t recovered yet, so its labour market hasn’t improved, but nor did it deteriorate significantly. Because firms in Germany have largely refrained from scaling back their workforces during the ongoing spell of economic weakness, they see little need overall for new hires. Even if they are certainly finding it difficult to fill vacancies in some areas.
    An analysis by the ECB has found that labour hoarding – that is, keeping staff in reserve – is still above pre-pandemic levels in the euro area. Because profit margins were high at times, firms were able to hoard staff to a greater extent or for longer than usual when the situation or outlook deteriorated, the ECB noted.[2]
    If profit margins now start to normalise, they will probably reduce the scope for firms to undertake labour hoarding. In addition, labour hoarding suggests that there will be fewer hires than usual as the economy recovers. Instead, productivity is more likely to rise. The new projections include an increase in euro area labour productivity of around 1% in both 2025 and 2026, following stagnation in the current year and a decline of just under 1% last year. Taken in isolation, this would dampen unit labour costs and thus inflation.
    3 Inflation
    This brings us to question number two concerning the outlook for prices. On this point, the focus is not only on the weak productivity growth observed so far, but also on the strong wage growth at the current juncture. For Germany, the latest wage deals have increased pay levels significantly. And relatively high wage settlements look set to be reached in the forthcoming pay negotiations as well. Understandably, the trade unions are looking to achieve lasting compensation for the real wage losses accumulated over the past three years.
    Because inflation compensation bonuses will only be exempt from taxes and social contributions until the end of this year, the trade unions are now stepping up their demands for permanent wage increases. The still high willingness to strike and persistent widespread shortage of labour suggest that wage growth will remain comparatively strong. The longer-term outlook, too, indicates that labour scarcity in Germany wil
    l remain a key factor driving robust wage growth and thus high inflation in the domestic economy.
    In the euro area, growth in negotiated wages slowed significantly in the second quarter. However, this was due in part to a one-off effect in Germany (owing to inflation compensation bonuses paid out in the previous year but absent this year). The persistent labour market tightness in the euro area means that a quick let-up in wage dynamics is unlikely.
    With wage pressures easing only slowly, the disinflation process is proving to be slow and arduous. Right now, inflation is not yet where we on the ECB Governing Council want it to be. Headline euro area inflation stood at 2.2% in August, down from 2.6% one month earlier. That significant decline mainly came about due to energy prices. Whilst it is true that German inflation – as measured by the Harmonised Index of Consumer Prices – has reached 2.0%, I’m afraid to say that, for the time being, that level is probably not yet here to stay. Services inflation in the euro area is still worryingly high, coming in at 4.1% at last count. Core inflation has eased only marginally, dropping to 2.8%.
    According to the latest ECB staff projections, euro area price inflation will be back at the 2% mark at the end of 2025. The journey there remains uncertain and include a few bends. For instance, inflation rates are expected to edge somewhat higher again towards the end of this year due to energy prices being in decline in the fourth quarter of last year.
    Overall, though, we have made huge advances towards safeguarding price stability. As the disinflation process plays out, inflation expectations have also receded the way we want them to, and the risk of higher inflation expectations has diminished in the view of markets and surveyed experts. This would suggest that inflation expectations are well anchored. It is now up to us on the ECB Governing Council to prove our staying power. If we achieve that, we will soon make it over the finishing line.
    4 Monetary policy
    The third question I asked at the beginning has basically been answered: the phase of steep tightening was followed by nine months of unchanged key interest rates, after which the ECB Governing Council subsequently loosened the reins somewhat in June and now again in September.
    We don’t know yet how things will unfold, but it is certain that key interest rates will not go back down as quickly and sharply as they went up! The intervals between the potential moves may vary depending on the incoming data, as monetary policy must remain tight enough for long enough to ensure that the inflation rate returns to the 2% target over the medium term. Assumptions to that effect about key interest rates also form the basis for the ECB’s projections.
    Ladies and gentlemen, public opinions on the best time for an interest rate move vary. This is due, not least, to the fact that the risks cannot be clearly quantified and that monetary policy time lags are impossible to measure with certainty. It is important for me to see inflation stable at the 2% target as soon as possible. To get there, we will not pre-commit to any path in our decisions going forward. Instead, we will continue to examine incoming data with an open mind. We are not flying on autopilot when it comes to interest rate policy.
    4.1 Reducing the balance sheet
    I will now turn to the three topics specific to monetary policy. The key interest rates are the central lever with which to adjust the monetary policy stance. In addition, gradual balance sheet reduction also influences the direction of monetary policy. This is because the length of the balance sheet is ultimately driven by previous accommodative non-standard measures.
    Banks’ repayment of loans under the longer-term refinancing operations has thus far been the primary contributory factor towards reducing the Eurosystem’s total assets. Remaining outstanding funds borrowed under targeted longer-term refinancing operations (TLTROs) are now only relatively small (around €76 billion). Next week will be the penultimate maturity date, and in December of this year the last repayments of funds borrowed under TLTROs will be made.
    Moreover, the Eurosystem’s large bond holdings are gradually declining, by an average of €25 to €30 billion per month (since July 2023), through the discontinuation of reinvestments under the APP, the largest such purchase programme. Since July of this year, reinvestments under the pandemic emergency purchase programme (PEPP) have been reduced by an average of €7.5 billion per month and will also be fully discontinued at the end of 2024.
    The process of significantly shrinking current total assets of just under €6,500 billion is not done just yet. So far, the markets have taken the Eurosystem’s balance sheet reduction (starting from a peak of over €8,800 billion) in their stride. I am confident about the future, too.
    On the ECB Governing Council, I am one of those who has been advocating for reducing the Eurosystem’s footprint in financial markets. This process will take time. It is closely linked to how monetary policy is implemented and passed through to the financial markets. That is why I now wish to briefly address, as the second of my three topics specific to monetary policy, the changes to the operational framework for implementing monetary policy adopted in mid-March.
    4.2 Changes to the operational framework for implementing monetary policy
    You might be thinking: what a dry, hard-to-digest topic, and right after lunch to boot! However, addressing these seemingly annoying details is worth the time and effort. This is because the new operational framework for implementing monetary policy will determine how central bank liquidity is provided to banks in the future and how short-term money market rates will evolve going forward.
    With excess liquidity in the banking system declining, but still high for the time being, little will change at first: we will continue to regularly lend central bank liquidity to banks at the quantities demanded and a fixed interest rate, with a wide range of bonds and other claims being eligible collateral for these loans. The reserve ratio for determining banks’ non-remunerated compulsory deposits with the Eurosystem remains unchanged at 1%.
    On this very day, the gap between the main refinancing operations rate and the deposit facility rate narrowed from 50 to 15 basis points. This operational adjustment will incentivise bidding in the weekly tenders. Short-term money market rates are therefore likely to continue to evolve in the vicinity of the deposit facility rate, given limited fluctuations. In the process, we will observe the compatibility of our operational framework with market principles.[3]
    The ECB Governing Council also agreed to introduce, at a later stage, new structural longer-term refinancing operations and a structural portfolio of securities. These transactions are intended to make a contribution to covering the banking sector’s structural liquidity needs. But that is a way off yet. That’s because, as already mentioned, banks’ excess liquidity and Eurosystem bond holdings are still very sizeable.
    We will now gain experience and gather insights. A review of the key parameters of the operational framework is scheduled for 2026. However, adjustments can be made earlier if necessary.
    4.3 Monetary and fiscal policy interactions
    My third topic specific to monetary policy, monetary and fiscal policy interactions, is a perennial theme. Generally, the combination of the two policy areas determines how accommodative or restrictive the overall effect on the economy is.
    In some times of crisis, such as during the coronavirus pandemic, monetary and fiscal policy can work together in the pursuit of their respective objectives. In times of high inflation, however, there may be potential for conflict. At the very least, fiscal policy should not undermine a restrictive monetary policy in the fight against inflation, but rather support it as much as possible.This year and next, the euro area fiscal stance is likely to have a roughly neutral effect, i.e. not generate any additional inflationary pressure. However, the expiry of crisis support measures is the reason why the deficit ratio is expected to decline. Seen from this perspective, fiscal policy is not restrictive.
    The ECB projects that the euro area debt ratio will remain close to 90%. In some Member States, government debt is worryingly high, with no signs of a trend reversal happening any time soon. Monetary policy should ignore this. This is because the Member States will have to be able to deal with the interest rate level that is warranted from a monetary policy perspective. Governments ought to brace themselves for higher interest rate levels.
    The new EU fiscal rules entered into force at the end of April. However, it is not yet clear what concrete requirements for fiscal consolidation will follow. In July, the existence of excessive deficits was established for seven countries, including the euro area countries France, Italy, Belgium, Slovakia and Malta. It will be crucial to implement the new rules in such a way that high debt ratios actually fall. This would require setting ambitious targets, and governments would then have to comply with them more ambitiously than in the past.
    Setting priorities will remain the key fiscal policy challenge at any rate And this will not get any easier if additional expenditure, for example for climate action, defence or in view of demographic pressures, is moved higher on the priority list.
    This is true even in Germany, where the debt ratio is no longer far from the 60% limit. In this case, it may indeed make sense to expand the fiscal scope somewhat by means of a moderate reform of the debt brake just as long as Germany complies with the European debt rules. The Bundesbank has put forward proposals to achieve that goal.
    5 Concluding remarks
    Ladies and gentlemen,
    After three questions and three topics, I would like to end with a triad. Democracy, freedom and openness are core values on which our society, our daily coexistence, and our prosperity are based. We are living in challenging times. This is exemplified by the elections in France and three eastern German federal states as well as, this coming November, in the United States. For the future, it remains to be hoped that we can maintain democracy, freedom and openness as a secure basis.

  • MIL-OSI Russia: IMF and Ukrainian Authorities Reach Staff Level Agreement on the Fifth Review of the Extended Fund Facility (EFF) Arrangement– Ukraine

    • International Monetary Fund (IMF) staff and the Ukrainian authorities have reached staff-level agreement (SLA) on the Fifth Review of the 4-year Extended Fund Facility (EFF) Arrangement. Subject to approval by the IMF Executive Board, Ukraine would have access to about US$ 1.1 billion (SDR 834.8 million).
    • Program performance remains strong. The authorities met all end-June quantitative performance criteria (QPCs) and the structural benchmark for the review. Understandings were also reached on policy settings and reforms to sustain macroeconomic stability as the war continues.
    • The economy remained resilient in the first half of 2024, but headwinds are intensifying and the outlook remains exceptionally uncertain. The continuing war will entail fresh financing needs, requiring determined policy efforts by the authorities and large-scale support from donors.

    Kyiv, Ukraine – September 10, 2024: An International Monetary Fund (IMF) team led by Mr. Gavin Gray held discussions in Kyiv with the Ukrainian authorities, during September 4-10, 2024, on the Fifth Review of the country’s 4-year EFF Arrangement. Upon the conclusion of the discussions, Mr. Gray issued the following statement:

    “IMF staff and the Ukrainian authorities have reached staff-level agreement on the Fifth Review of the EFF. The agreement is subject to approval by the IMF Executive Board, with Board consideration expected in the coming weeks.

    Ukraine’s four-year EFF Arrangement with the IMF, continues to provide a strong anchor for the authorities’ economic program in times of exceptionally high uncertainty. Performance under the program has remained strong despite the war, with all quantitative performance criteria for end-June met, as well as the structural benchmark due for this review.

    “Russia’s war in Ukraine continues to have a devastating impact on the country and its people. Skillful policymaking, the adaptability of households and firms, and robust external financing has helped support macroeconomic and financial stability. Real GDP grew by 6.5 percent y/y in the first quarter of 2024, inflation has remained low at 5.4 percent y/y in July, and gross international reserves were adequate at US$42.3 billion as of September 1.

    “However, an economic slowdown is expected in 2024H2 due to repeated attacks on energy infrastructure and the impact of the war on labor markets and confidence; growth is expected at 3 percent for 2024. Addressing the energy deficit ahead of the winter is critical, requiring coordinated efforts, including with international partners. With the war is expected to continue through 2025, real GDP growth is projected to be between 2.5-3.5 percent. Inflation is expected to rise to around 9 percent by end-2024. Risks to the outlook remain exceptionally high.

    “The 2025 Budget needs to respect financing constraints and debt sustainability objectives, and determined domestic revenue mobilization efforts are critical. Timely and predictable external financial support, on terms consistent with debt sustainability, remains indispensable for maintaining economic stability.

    “Tax revenues need to increase in 2025 and beyond to create space for critical spending, to preserve essential buffers and restore fiscal sustainability. Achieving this will require the implementation of permanent tax policy measures and relentless efforts to close existing opportunities for tax evasion, improve compliance, and combat the shadow economy, in line with the National Revenue Strategy (NRS). Legislation to reform the Customs code should confirm the central role of the Finance Ministry in overseeing customs, while robust processes should be established for selecting a permanent head of customs as well as other key leadership roles.

    “The successful treatment of Ukraine’s Eurobonds will deliver substantial debt relief, freeing up resources for priority spending areas. Attention is now shifting to the remaining external commercial claims in the restructuring perimeter, including the GDP warrants, which should be treated in line with the program’s strategy to restore debt sustainability.

    “Upside risks to inflation have reduced the scope for further easing through the end of the year, and the monetary policy stance remains appropriate and consistent with achieving the inflation target over the medium term. The exchange rate should continue to act as a shock absorber and adjust to market fundamentals, thereby helping to safeguard external stability. Appropriate monetary policy combined with the framework of managed exchange rate flexibility should help prevent excessive exchange rate volatility and the de-anchoring of FX and inflation expectations. A judicious and staged approach to FX liberalization should continue in line with the National Bank of Ukraine’s (NBU) strategy, and consistent with the overall policy mix.

    “Effective governance frameworks are critical for durable growth, levelling the playing field, and pursuing the path to EU accession. In this regard, the independence, competence, and credibility of anti-corruption and judicial institutions should continue to be enhanced. In particular, strengthening the criminal procedural code, establishing a new high administrative court, and reforming the Accounting Chamber of Ukraine are key. The inaugural external audit of the National Anti-corruption Bureau is a short-term priority. The full supervisory board of Ukrenergo should be re-established by end-December.

    “The financial sector is stable and liquid, with reforms continuing apace despite challenges under Martial Law. To preserve financial stability and enhance preparedness for potential shocks, priorities include strengthening the bank rehabilitation framework, contingency planning, and bank governance.

    “The mission met with Finance Minister Marchenko, National Bank of Ukraine Governor Pyshnyy, other government ministers, public officials and civil society. The mission thanks them and their technical staff for their close collaboration and constructive discussions.”
