      BEIJING, May 13 (Xinhua) — China and Brazil issued a joint statement on the Ukraine crisis on Tuesday, welcoming Russian President Vladimir Putin’s proposal to open peace talks and Ukrainian President Volodymyr Zelensky’s positive response.

      The statement said that China and Brazil hope that Russia and Ukraine will begin a direct dialogue as soon as possible, which is the only way to end the conflict.

      It said that China and Brazil commend recent signals of willingness to engage in dialogue on the Ukraine crisis, and expect relevant parties to initiate fruitful negotiations, build a greater consensus to achieve a political settlement, and address the legitimate concerns of all parties. China and Brazil believe it is necessary to find a solution to the Ukraine crisis by examining its root cause, with the aim of reaching a fair, lasting and binding peace agreement.

      The statement said that to achieve that goal, China and Brazil in May 2024 called on all relevant parties to create the conditions for the resumption of dialogue, and launched the Group of Friends for Peace at the United Nations in September of the same year, with the aim of uniting the countries of the Global South.

      China and Brazil are willing to work with the rest of the Global South to continue making active efforts to resolve the crisis, the statement said.

    BEIJING, May 13 (Xinhua) — China and Brazil agreed on Tuesday to strengthen communication and coordination on the Ukraine crisis and support the start of direct dialogue between Russia and Ukraine.

    Chinese President Xi Jinping held talks in Beijing on Tuesday with Brazilian President Luiz Inacio Lula da Silva, who is on a state visit to China. During the talks, the two heads of state exchanged views on the Ukrainian crisis.

    They agreed that China and Brazil, as peace-loving progressive forces, should strengthen communication and coordination, make full use of the role of the Friends of Peace group, support the start of direct dialogue between Russia and Ukraine, and continue to play a constructive role in resolving the crisis together with the countries of the Global South. –0–

    Industry, innovators and investors will benefit from a new partnership with UK Defence, making it easier and more attractive to do business than ever before.

    • New report shows small and medium enterprises funded by the Ministry of Defence have attracted nearly £600 million private equity investment, supporting over 1,000 new jobs across the UK.  

    Launching this new partnership with a package of measures including a new ‘Tech Scaler’ pilot, John Healey MP will today become the first Defence Secretary to close the day’s market at the London Stock Exchange, underlining the government’s backing for the defence industry as an engine for national renewal and economic growth.

    Speaking to business leaders, military personnel and private financiers, he called for an end to prejudice against defence investment and outlined how defence is driving economic growth, boosting British jobs and national security, underpinning the Government’s Plan for Change.

    Defence Secretary John Healey MP said:

    The war in Ukraine confronts us with the truth that a military is only as strong as the industry which stands behind it.

    I’m here today – at this most crucial time – to help forge a new partnership between industry, innovators and investors.

    UK Defence is open for business and together we can make Britain secure at home and strong abroad.

    National security is at the heart of our Plan for Change, and is essential for economic security, investor confidence and social stability.

    The Defence Secretary set out a package of measures to foster easier access to the defence market, including:

    • Defence Tech Scaler: A new Ministry of Defence Marketplace to drive innovations from idea to front line, with Enterprise Agreements for software, data and AI suppliers, to make it easier for innovative businesses, of all sizes, to do business with defence. As part of this, the Ministry of Defence has signed four Enterprise Agreements with firms including Adarga, Haedean, Oxford Dynamics and WhiteSpace – to a total value of up to £50 million.

    • Procurement Reform: A new segmented approach and radically faster targets for procurement in three areas: 1) major equipment – planes, tanks, ships – will go from an average of six to two years to get on contract; 2) upgrades to communications and weapons systems will go from an average of three to one year to get on contract, and 3) purchases of off-the-shelf kit – such as drones and software – will run in three-month cycles. For Armed Forces, this will mean they will get what they need when they need it, and for investors, it will mean a timelier return on investment.

    • Defence Innovation: A new innovation organisation, UK Defence Innovation, will help deliver cutting-edge technology to the Armed Forces and will be up and running by July this year, with a ring-fenced budget of £400 million this financial year.

    • Defence Industrial Joint Council, led by the Defence Secretary, will host its first meeting next month, and help co-ordinate public-private investment strategies – boosting investment into UK defence and delivering new jobs across Britain.

    These measures come as a new report shows the value of the defence industry to the wider UK economy. The report, published today, found that funding from the MoD’s Defence and Security Accelerator (DASA) to 461 small and medium enterprises (SMEs) resulted in nearly £600m in private investment and created 1,842 new jobs across the UK. £174 million was raised in 2024 alone, demonstrating defence as an engine for UK economic growth and delivering on the government’s Plan for Change. DASA continues to fund and support SMEs developing defence technology innovations, particularly dual-use technologies serving both civilian and military needs.

    Disagrees with ISS’ and Glass Lewis’ Recommendations which Failed to Address Critical Issues Reiterates The Strength Of Phillips 66’s Highly Qualified Board And Nominees

    HOUSTON–(BUSINESS WIRE)– Phillips 66 (NYSE: PSX) today announced that it strongly disagrees with the recommendations issued by Institutional Shareholder Services (“ISS”) and Glass Lewis & Co. (“Glass Lewis”).
    “We disagree with the recommendations issued by ISS and Glass Lewis,” said the Phillips 66 Independent Directors. “We remain committed to engaging with and listening to our shareholders on the issues in this campaign.”
    The Company notes the following issues and omissions in the reports’ analyses that remain critical factors for shareholders to consider:
    Elliott’s break-up thesis not examined: The reports did not opine on the merits of Elliott’s thesis to break up Phillips 66, which is the primary objective of Elliott’s campaign. In fact, ISS stated clearly that its report “is not an endorsement of a Midstream and/or Chemicals separation.” Supporting Elliott’s directors implicitly supports this risky path and overrides the judgment of Phillips 66’s highly qualified Board. Our Board continually evaluates the portfolio to maximize shareholder value and currently believes that the integrated model is the best path to shareholder value creation. As we always have, we remain committed to regularly and aggressively assessing these options going forward.
    Concerning assessment of director independence: By recommending against Robert Pease, the reports establish a concerning precedent on evaluating director independence.
    The reports suggest a director selected and vetted by a shareholder can be determined to lack independence after one month on the board and one vote. The single vote was for a combined CEO and Chair, a policy that is in place at 44% of S&P 500 companies.1
    This analysis disregards the fact that Mr. Pease’s vote represented his professional judgment as a 30-year corporate leader and ignores the fact that Mr. Pease was carefully evaluated for his qualifications and independence by Elliott. It also fails to apply any scrutiny to Elliott’s self-interested lack of support for its recently supported director.

    Reliance on board analysis from five years ago: ISS acknowledged that Phillips 66 has refreshed its Board substantially since July 2020. Yet, it still claimed that a lack of Board refreshment prior to the COVID-19 pandemic reflects a need for change now.
    Concerning governance overlooked: ISS and Glass Lewis disregarded Elliott’s ongoing efforts to acquire CITGO. The reports also overlook the fact that this pursuit took place concurrently with discussions of a second director appointment. Notably, neither report mentions anything about Elliott’s misleading disclosures and the overlapping relationships of its director nominees. These are unresolved issues that are highly relevant to shareholder considerations.
    Phillips 66 reiterates its commitment to ongoing transformation and governance refreshment. The Company reminds shareholders of key facts including:
    Consistent refreshment: Phillips 66 has added five new independent directors in the past four years to equip the Board with fresh perspectives and independent viewpoints. In its report, ISS acknowledged the Company’s board refreshment efforts, noting “Beginning in July 2020, the pace of board refreshment accelerated rapidly. The board appointed Julie Bushman early that month, Lisa Davis in October 2020, Denise Singleton and Doug Terreson in July 2021, and Greg Hayes in July 2022. Mark Lashier also joined in July 2022 in connection with his succession as CEO. Accompanying these appointments, Ferguson departed in August 2020, and McGraw and Tschinkel departed in March 2021.”
    Strong governance practices: The Board is firmly committed to declassification that would require all directors to stand election each year. The last attempt to do so received approval from 73% of outstanding shares.
    In its report, ISS supported Phillips 66’s declassification proposal, arguing, “The proposed declassification, assuming it can clear the supermajority hurdle, would enhance board accountability to shareholders, and the resubmission of this proposal to a vote after it failed in prior years demonstrates a commitment to shareholders’ interests on the part of management.”

    Early days in transformation strategy: ISS recognizes that Phillips 66 has improved its operating results since Mark Lashier stepped in as CEO on July 1, 2022 and achieved a total shareholder return above that of key competitors. ISS noted, “Since the appointment of Lashier as CEO through May 8, 2025, PSX has outperformed VLO by 20.9 percentage points.” Phillips 66 has made it clear that it is working to improve operations but is not satisfied with its results. In under three years, the Company has made progress on corporate cost takeout, refining performance, asset divestitures and more. These are facts recognized by the reports. These actions reflect a commitment to improvement that is continuing and will lead to further performance improvement and ultimately increased shareholder value.
    Relevant director skills: Phillips 66’s Board composition is closely aligned with the Company’s strategy and the issues raised in this campaign. Of the continuing Directors and nominees, six have refining experience, five have chemicals experience and five have midstream experience. The majority has experience in business transformations, several have expertise in finance and a number are experts in supply chains.2 Notably, the Company’s Directors and nominees have overseen more than $300 billion in “breakup or major divestiture transactions.3

    The pair discussed the productive Coalition of the Willing meeting on Saturday and agreed good progress had been made in support of Ukraine. They agreed to continue working with international partners and put pressure on Putin to accept the ceasefire deal on the table without conditions. 

    The Prime Minister updated the Taoiseach on his ongoing discussions with the European Union, ahead of the first UK-EU summit next week. Both leaders agreed that there was an ambitious package on the table that would serve to benefit hard-working people and businesses across Europe. 

    Finally, the Prime Minister and Taoiseach reflected on the constructive bilateral discussions held recently at the British Irish Intergovernmental Conference in April on a joint approach to dealing with legacy issues of the past in Northern Ireland. They agreed that their respective teams would continue these discussions at pace.

    The lecturer in Lecturer in Film & Visual Culture at the University of Aberdeen is currently writing a book exploring how identities are represented through film, music and other contemporary arts, including Eurovision.
    She says each year of the content – which has been running since 1956 – offers ‘a truly inexhaustible source of research’ and she will attend the 2025 event as part of the press group and will present at an academic conference being held at the University of Basel.
    “Comparing different years, countries, performances, and styles of hosting significantly enriches my research focus on memory, cultural heritage, and identity within Eurovision,” Dr León added.
    “When I last attended in 2023, the UK hosted on behalf of Ukraine—a moment filled with symbolic weight. This year, Switzerland takes on the role, bringing the contest full circle as the country that hosted the very first Eurovision in 1956. Being behind the scenes in these contexts offers a unique form of fieldwork—one that is immersive, dynamic, and unlike any other.”
    She said that the 2025 Eurovision Song Contest stands out as ‘a record-breaking moment for linguistic diversity in the competition’.
    Dr León said: “Out of 37 entries, 24 feature lyrics in languages other than English. Some countries are embracing their native tongues for the first time in years—or even decades—like Germany.
    “Others are showcasing regional dialects, such as Sweden’s entry, which is performed in Vörå, a unique blend of Finnish and Swedish. In a surprising twist, some nations are even singing in the native languages of other countries, with Estonia, for example, presenting a song in Italian.”

    Dr León’s previous work has focused primarily on Ukraine but she has expanded this focus to encompass themes such as European belonging, diaspora and migration, and the visual politics of flag representation.
    “It is a competition which may not always be taken seriously here but which has very different meanings across the countries taking part,” she added.
    “It is still the biggest musical event in the world and was founded to bring Europe back together following the Second World War.
    “There is nothing comparable which has run for so many years and which has such an enormous fan base crossing a huge number of national borders.
    “From that perspective it is the ideal vehicle to look at more than seven decades of change in our societies and culture with each edition of the contest bringing fresh examples that continuously enrich and deepen the broader conversation.”

    Airtel Africa is the latest in the line of telecoms operators partnering with LEO (low-earth orbit) operator Starlink to expand its reach and services. The deal was facilitated by parent company Bharti Airtel, which struck its own agreement with Starlink in India in March. The tie-up between Airtel and Starlink will benefit both companies as well as enterprise customers and businesses, pending regulatory approval in India and five African markets within Airtel Africa’s footprint markets where Starlink is not yet currently licensed, according to GlobalData, a leading data and analytics company.

    Ismail Patel, Senior Analyst, Enterprise Technology and Services at GlobalData, comments: “For Starlink, partnering with telcos will give it access to points of sale on the ground as it competes with other LEO satellite systems that are vying for position globally. For telcos like Airtel, Starlink can help expand its reach to business customers with rural presence, educational institutions, health centers, logistical firms, agricultural and mining workers, remote tourist hotspots, and others generally requiring a more robust quality of service. There is also an opportunity for the Airtels of both India and Africa to improve their cellular backhaul through Starlink.”

    GlobalData analysis revealed the massive micro, small, and medium business opportunity in India, with roughly similar metrics for the African markets where Airtel operates. Airtel Africa and Starlink partnership has the potential to increase digitalization in rural and semi-rural regions in the 14 countries where Airtel Africa operates, especially for micro, small, and medium businesses.

    In India, the Confederation of Indian Industry states that of 63 million MSMEs in the country, over 51% are based in rural areas. Fixed broadband penetration of household units in India stood at just 9% as of end-2024, according to GlobalData.

    Patel concludes: “Starlink is trying to get a foothold in the global market with a clever combination of D2C and B2B strategies. It already has struck several partnerships with operators in the US, Canada, Japan, Australia, and Ukraine. It wants to maximize the head start it has on its rivals – like Amazon Kuiper, AST SpaceMobile, Telesat Lightspeed, and Eutelsat OneWeb (which itself is partly owned by Bharti Airtel) – that are at various stages of deployment and geographical breadth.

    “Competition is expected to heat up rapidly as telcos and satellite vendors will be striking a myriad of partnerships with one another to boost connectivity, which will only serve to benefit business and enterprise customers more.     The Foreign Secretary will host Foreign Ministers of the Weimar+ group for critical talks on repelling Russian aggression and bolstering European security.

    The Foreign Secretary will host Foreign Ministers of the Weimar+ group today (12 May 2025) at Lancaster House for critical talks on repelling Russian aggression and bolstering European security.   

    Representatives from France, Italy, Germany, Spain, Poland and the EU will join Foreign Secretary David Lammy in London.  It follows a historic visit on Saturday by the leaders of the UK, France, Germany and Poland to Kyiv during which, alongside the US, they called for Russia to agree to a 30-day ceasefire to allow for unfettered peace talks. 

    Hosted in the UK for the first time, today’s Weimar+ meeting is the sixth time these major European powers have come together in this format. 

    Ukraine’s rightful future is a just and lasting peace. Putin’s refusal to engage seriously in peace talks is forcing that future into improbability. This is a critical moment to secure the future of Ukraine. The Foreign Secretary will make clear at Weimar+ that Europe’s leaders must stand strong in our unwavering support for Ukraine’s right to peace and freedom.   

    Foreign Secretary, David Lammy, said: 

    We are facing a once-in-a-generation moment for the collective security of our continent. The challenge we face today is not only about the future of Ukraine – it is existential for Europe as a whole.    

    I have brought our friends and partners to London to make clear that we must stand together, allied in our protection of sovereignty, of peace and of Ukraine.    

    A strong and secure Britain is a foundation of our Plan for Change. This cannot be achieved without standing up to Putin and strengthening our shared European security.

    To further resist Putin’s attacks on Ukraine, the international order and peace, the Foreign Secretary is gathering Allies for discussions on both our joint efforts to strengthen European security and secure a just and lasting peace for Ukraine.    

    This builds on a drumbeat of collaboration between the UK and the EU on defence and security. On top of Saturday’s meeting attended by the Prime Minister, the Foreign Secretary on Friday joined European ministers in Lviv to announce the UK’s support for the establishment of a Special Tribunal, to hold those responsible for the crime of aggression against Ukraine to account. This followed the Foreign Secretary visiting Poland to join the Gymnich meeting, where he highlighted the need for a new, ambitious security relationship between the UK and Europe that will support economic growth, protect citizens, and support European collective security and defence. The Weimar+ is an important opportunity to continue driving forward these talks with EU member states.  

    The Weimar+ meeting comes days ahead of the UK-EU Summit (19 May), which will cover a range of UK-EU issues and look to foster a stable, positive and forward-looking relationship.

    Moscow, May 13 /Xinhua/ — Russian Foreign Minister Sergei Lavrov had a telephone conversation with Turkish Foreign Minister Hakan Fidan on Monday, the Russian Foreign Ministry’s official website reported.

    “The heads of the foreign policy departments discussed issues related to the initiative of the President of the Russian Federation Vladimir Putin to begin direct negotiations on the Ukrainian settlement on May 15 in Istanbul,” the ministry reported.

    Speaking to journalists in the Kremlin on the night of May 11, V. Putin proposed that the Ukrainian side resume direct negotiations, which they interrupted in 2022, without preconditions. It is proposed to begin the dialogue on May 15 in Istanbul. Later on May 11, Ukrainian President Volodymyr Zelensky proposed to V. Putin on the social network X to hold a personal meeting on May 15 in Turkey to resolve the Russian-Ukrainian armed conflict. He added that Ukraine also expects a full and long-term ceasefire starting on May 12. –0–

  • Russia rejects ‘biased’ UN ruling on 2014 downing of Malaysian airliner

    The Kremlin on Tuesday rejected as biased a ruling by the U.N. aviation council that Russia was responsible for the downing of a Malaysian airliner over Ukraine in 2014 that killed all 298 passengers and crew.

    “Our position is well known. You know that Russia was not a country that took part in the investigation of this incident, so we do not accept any biased conclusions,” Kremlin spokesman Dmitry Peskov said.

    Malaysian Airlines Flight MH17 departed from Amsterdam for Kuala Lumpur on July 17, 2014, and was shot down over eastern Ukraine as fighting raged between pro-Russian separatists and Ukrainian forces.

    The victims included 196 Dutch citizens and 38 Australian citizens or residents.

    In November 2022, Dutch judges convicted two Russian men and a Ukrainian man in absentia of murder for their role in the attack. Moscow called the ruling “scandalous” and said it would not extradite its citizens.

    FCDO Director for South-East Asia and Pacific, Charles Hay MVO is visiting Cambodia this week to see the positive impact of the UK’s Global Mine Action Programme (GMAP) on communities in Cambodia.

    During a field visit to HALO Trust operations at Kulen Mountain, Siem Reap province on 12 May 2025, Mr Hay saw first-hand the clearance operations and met with local beneficiaries whose communities have been made safer and more prosperous through the UK’s long-standing support for mine action.

    Meeting with local communities in Kulen Mountain, I’ve seen how our Global Mine Action Programme is transforming lives across Cambodia. Fields once deadly with explosives are now productive farmland where children play safely.

    The bravery of HALO Trust’s deminers is extraordinary – their meticulous work under challenging conditions is making Cambodia’s 2030 mine-free goal achievable. Our programme is delivering real results, having already cleared over 151 million square metres of contaminated land.

    As one of Cambodia’s longest-established mine-action partners, we’ve seen clearly Cambodia’s evolution from recipient to partner -it is impressive to see Cambodia today sharing its deep expertise with demining operations worldwide, including Ukraine. This exemplifies the sustainable impact of our long-standing partnership.

    The UK Global Mine Action Programme has cleared, confirmed safe and released over 151 million square metres of land in Cambodia since 2014. The programme has also delivered risk education to 481,440 people living in mine-affected communities. Since 1993, the UK has invested approximately £60 million in Cambodia’s demining efforts, helping to clear over 65,000 anti-personnel mines and benefiting more than 600,000 people. Under the current GMAP programme, operations will continue with existing funding of US $2.9million in 2025/2026.

    The visit included strategic meetings with Senior Minister Ly Thuch, Vice President of Cambodia Mine Action Authority and Lieutenant Uch Vantha, Deputy Chief of Army of Royal Cambodia Army to enhance coordination on clearance priorities within the existing GMAP framework. These discussions focused on strengthening partnerships between HALO Trust and Cambodian authorities to maximise the impact of ongoing efforts.

    The UK is also an effective advocate for innovative finance mechanisms that bring additional funding into the demining sector and transform post-conflict land into productive farmland. Since 2023, the UK has been supporting the $1.8 million (£1.395 million) Mine Action Development Impact Bond ‘Minefields to Rice Fields’, led by APOPO and its partners. The project successfully released over 7.6 million square meters of land in Preah Vihear Province, removing 445 anti-personnel mines and 184 explosive remnants of war, benefiting 2610 people.

    The Mine fields to Rice fields project stands as a powerful example of how strategic demining and sustainable agriculture can work hand in hand to create lasting economic and social impact in post-conflict regions. FCDO and APOPO are currently looking for additional investors to sustain the project beyond 2026.

    As one of the founding signatories to the 1997 Mine Ban Treaty, the UK continues as a leading partner in Cambodia’s journey toward becoming mine-free by 2030.

    The demining sector has created thousands of jobs for Cambodians, including empowering women in both demining and management positions, and creating opportunities for staff with disabilities, including landmine victims.

    Joint statement by the foreign ministers of France, Germany, Italy, Poland, Spain, the UK, and the EU High Representative, following their meeting in London.

    Joint statement:

    We met in London on 12 May to discuss Russian aggression against Ukraine and Euro-Atlantic security. 

    On Ukraine, we reiterated our solidarity with the Ukrainian people, our sympathy for the victims of recent attacks by Russia, and our full support for Ukraine’s security, sovereignty and territorial integrity within its internationally recognised borders. 

    We welcomed US-led peace efforts and the prospect of further talks this week. So far, Russia has not shown any serious intent to make progress. It must do so without delay. We joined Ukraine in calling for an immediate, full, unconditional 30-day ceasefire to create space for talks on a just, comprehensive and lasting peace.

    Any peace will only last if it is based on international law including the UN Charter and Ukraine is able to deter and defend against any future Russian attack. 

    We discussed how we would further step up European efforts to support Ukraine in its ongoing defence against Russia’s war of aggression. Ukraine should be confident in its ability to continue to resist successfully Russian aggression with our support. 

    Strong Ukrainian armed forces will be vital. We agreed to work with Ukraine on initiatives to strengthen Ukraine’s armed forces, restock munitions and equipment, and further enhance industrial capacity.  

    We are committed to robust security guarantees for Ukraine. This includes exploring the creation of a coalition of air, land and maritime reassurance forces that could help create confidence in any future peace and support the regeneration of Ukraine’s armed forces. And we will work on new reconstruction and recovery commitments, including at the Ukraine Recovery Conference in Rome on 10 to 11 July, to ensure that Ukraine’s future security is underpinned by a vibrant economy.

    We agreed to pursue ambitious measures to reduce Russia’s ability to wage war by limiting Kremlin revenues, disrupting the shadow fleet, tightening the Oil Price Cap, and reducing our remaining imports of Russian energy. We will keep Russian sovereign assets in our jurisdictions immobilised until Russia ceases its aggression and pays for the damage caused.

    On Euro-Atlantic security, we reaffirmed that NATO is the bedrock of our security and prosperity. The Alliance has secured peace for over 75 years. A strong, united NATO, based on a strong transatlantic bond, an ironclad commitment to defend each other, and fair burden-sharing, is essential to maintain this. 

    European countries must play a still greater role in assuring our own security. We will further strengthen NATO and the contribution of European Allies by stepping up security and defence expenditure to meet the requirement to deter and defend across all domains in the Euro-Atlantic area. 

    We will use all feasible levers to strengthen our collective defence capability and production and reinforce Europe’s technological and industrial base. To that end, we will build on work in NATO, the EU and likeminded groups to achieve these goals.

    An enhanced security and defence relationship between the UK and EU is key to improving the lives of our people and making our continent more safe and secure, as will enhanced cooperation between NATO and the EU on the basis of the three Joint Declarations, and greater co-operation with Ukraine.

  • Ukraine’s Zelenskiy insists on face-to-face talks with Putin in Istanbul

    President Volodymyr Zelenskiy will only attend talks on Ukraine if Russia’s Vladimir Putin is also there, the Ukrainian leader’s top aide said on Tuesday, challenging the Kremlin to show it is genuine about seeking peace.
     
    U.S. President Donald Trump has offered to attend Thursday’s proposed meeting in Istanbul, which has become the focus of his attempts to end the deadliest conflict in Europe since World War Two. Putin has yet to say if he will take part.
     
    Both Russia and Ukraine have sought to show they are working towards peace after Trump prioritised ending the war, but they have yet to agree any clear path.
     
    Putin on Sunday proposed direct talks with Ukraine after ignoring a Ukrainian proposal for an unconditional 30-day ceasefire. Trump then publicly told Zelenskiy to accept.
     
    “President Zelenskiy will not meet with any other Russian representative in Istanbul, except Putin,” Ukrainian presidential adviser Mykhailo Podolyak told Reuters.
     
    His chief of staff, Andriy Yermak, said Zelenskiy’s trip to Turkey showed Kyiv was ready for talks but repeated Ukraine’s stance that any negotiations must come after a ceasefire.
     
    “Our position is very principled and very strong,” Yermak said during a visit to Copenhagen.
     
    Moscow has not said if Putin will travel to Turkey.
     
    “We are committed to a serious search for ways of a long-term peaceful settlement,” Kremlin spokesman Dmitry Peskov told reporters on Monday but would not comment further on the talks.
     
    Putin launched a full-scale invasion of Ukraine in February 2022, unleashing a war that has killed hundreds of thousands of soldiers on both sides. Most of Europe has rallied around Kyiv providing arms and financial aid, while Russia has turned to Iran and North Korea for support.
     
    Trump has demanded the two nations end the war, threatening to walk away from efforts to broker a peace deal unless there are clear signs of progress soon.
     
    TRUMP GOES TO TURKEY?
     
    If Zelenskiy and Putin, who make no secret of their mutual contempt, were to meet on Thursday it would be their first face-to-face meeting since December 2019.
     
    Trump, who is due to visit Saudi Arabia, the United Arab Emirates and Qatar this week, unexpectedlyoffered on Mondayto travel to Istanbul, which straddles the divide between Europe and Asia.
     
    “I was thinking about actually flying over there. There’s a possibility of it, I guess, if I think things can happen, but we’ve got to get it done,” Trump said before leaving for his second foreign trip since returning to the White House in January.
     
    “Don’t underestimate Thursday in Turkey,” he added.
     
    Following the offer, U.S. Secretary of State Marco Rubio discussed the “way forward for a ceasefire” in Ukraine with his Ukrainian, British, French, Polish, German and EU counterparts.
     
    Russian Foreign Minister Sergei Lavrov, meanwhile,held talks with his Turkish counterpart Hakan Fidan.

    Reuters reported last year that Putin was open to discussing a ceasefire with Trump, but that Moscow ruled out making any major territorial concessions and insists Kyiv abandon ambitions to join NATO.
     
    Ukraine has said it is ready for talks but a ceasefire is needed first, a position supported by its European allies.
     
    Kyiv wants robust security guarantees as part of any peace deal and rejects a Russian proposal for restrictions on the size of its military. Territorial issues could be discussed once a ceasefire is in place, it says.
     
    Putin has repeatedly referred to a 2022 deal which Russia and Ukraine negotiated shortly after the Russian invasion but never finalised.
     
    Under the draft agreement, a copy of which Reuters has reviewed, Ukraine should agree to permanent neutrality in return for international security guarantees from the five permanent U.N. Security Council members: Britain, China, France, Russia and the United States.
     
    Ukraine and its European allies have told Russia that it would have to accept an unconditional 30-day ceasefire from Monday or face new sanctions. The Kremlin replied, saying it would not respond to ultimatums.
     
    France said on Monday European leaders, who met in Ukraine over the weekend, had asked the European Commission to put together new “massive” sanctions targeting Russia’s oil and financial sector if Russia failed to agree a ceasefire.
     
    Russia’s forces control just under a fifth of Ukraine, including all of Crimea, almost all of Luhansk, and more than 70% of Donetsk, Zaporizhzhia and Kherson regions, according to Russian estimates. It also controls a sliver of Kharkiv region.
     
    Konstantin Kosachev, chairman of the international affairs committee of the Federation Council, the upper house of Russia’s parliament, told the Izvestia media outlet in remarks published on Tuesday that the talks between Moscow and Kyiv can move further than the 2022 negotiations.
     
    “If the Ukrainian delegation shows up at these talks with a mandate to abandon any ultimatums and look for common ground, I am sure that we could move forward,” he said.

    Kyiv, May 13 /Xinhua/ – As part of the peace settlement in Istanbul, Ukrainian President Volodymyr Zelensky is ready to meet only with Russian President Vladimir Putin, Interfax-Ukraine reports, citing Mykhailo Podolyak, an adviser to the head of the Ukrainian President’s Office, as saying on Tuesday.

    He explained that a meeting at a lower level was pointless because even people with ministerial status could hardly discuss fundamental issues or make specific decisions.

    On the night of May 11, V. Putin proposed that Ukraine resume direct peace talks between the two countries on May 15 in Istanbul. V. Zelensky called this initiative a “good sign” and called on the Russian leader to hold a personal meeting in Turkey. –0–

    In April 2025, Frontex, the European Border and Coast Guard Agency, demonstrated its broad commitment to keeping Europe’s borders secure through a range of impactful operations and collaborations. From cracking down on smugglers in Eastern Europe to saving lives at sea in the Mediterranean, and from embracing new border technologies to strengthening partnerships across the continent, the month showcased Frontex’s dedication to a safer and more cooperative Europe. The following highlights recap how Frontex and national authorities worked hand-in-hand over the past month, underscoring a professional and proactive approach to European border management. 

    Bulgarian authorities and Frontex scored a victory against cross-border crime this month by stopping a haul of counterfeit goods at the Lesovo border crossing with Turkey. In a joint operation, the Bulgarian Border Police and Customs officers, supported by Frontex Standing Corps officers, intercepted two vehicles loaded with fake designer clothing and footwear. More than 1,400 garments and 900 pairs of shoes bearing logos of famous brands were seized – items that would have been worth an estimated €70,000 on the black market had they slipped through. Some illicit products even carried price tags up to €600 for a single T-shirt, a sign of how convincing the fakes appeared. 

    This success at the EU’s external border was a direct result of vigilant cooperation. As one Frontex officer put it, “It is not easy to tell a fake from an original when it comes to counterfeit goods. But working together with professionals every day, we have become a serious obstacle for smugglers.” The operation highlighted the excellent partnership between Frontex and the Bulgarian authorities in protecting EU consumers and legitimate businesses. The Frontex officer’s praise for his Bulgarian colleagues underscores the fruitful cooperation on the ground. The confiscated counterfeit items will now be used as evidence, preventing them from entering EU markets, while the perpetrators face legal consequences. This case sends a clear message: through close collaboration, border agencies are effectively shutting down smuggling routes for fake goods. 

    Another major enforcement success in April took place on the Romania–Ukraine border, where a joint team from the Romanian Border Police, Romanian Customs, and Frontex thwarted a large-scale cigarette smuggling attempt. In under an hour, officers apprehended two individuals attempting to illegally bring over 2.6 million cigarettes into the EU. The smugglers had gone to great lengths to hide their contraband, using some truly creative compartments to try to evade detection. The team’s discovery was all the more impressive given the inventive hiding places employed, including: 

    Thanks to the sharp eyes and expertise of the border guards, these concealments were uncovered before the illicit cargo could move further into Europe. The Frontex officer supporting the operation – known among colleagues as a veteran in fighting smuggling – played a key role in detecting the contraband. Romanian officials and Frontex supervisors alike praised the operation’s success. One colleague lauded the involved officer as “a true professional with a special and inexhaustible flair for detecting cross-border crime.” This compliment underscores the high level of skill present in such joint teams. The “hats off” accolades went to all Romanian and Frontex personnel involved, highlighting how teamwork and shared intelligence can foil even the most elaborate smuggling schemes. The seizure of 2.6 million cigarettes not only represents a financial blow to organised crime but also protects EU markets and taxpayers from the illegal tobacco trade. It stands as yet another example of effective Frontex support at EU borders, keeping illicit goods out of circulation. 

    As warmer spring weather set in, April saw a surge in irregular migration across the Central Mediterranean, testing the readiness and solidarity of EU border forces. Within just a few days, over 1,100 migrants had arrived on Italian shores, many taking to the sea in flimsy boats launched from North Africa.     U.S. and European diplomats went on a flurry of calls in the hours after U.S. President Donald Trump offered on Monday to join prospective Ukraine-Russia talks later this week, trying to find a path that would bring an end to the war in Ukraine.

    Trump’s surprise offer to join the talks on Thursday in Istanbul came a day after Ukrainian President Volodymyr Zelenskiy, in a fresh twist to the stop-start peace talks process, said he would travel Turkey and wait to meet President Vladimir Putin there.

    After Trump’s announcement, U.S. Secretary of State Marco Rubio discussed the “way forward for a ceasefire” in Ukraine with European counterparts, including the foreign ministers of Britain and France, and the EU’s foreign policy chief, the State Department said on Monday.

    Ukraine’s Foreign Minister Andrii Sybiha and his German and Polish counterparts were also on the call, according to the readout.

    Russian Foreign Minister Sergei Lavrov held talks late on Monday with his Turkish counterpart Hakan Fidan to discuss Moscow’s direct talks with Kyiv – a proposal that came from Putin at the weekend, the Russian foreign ministry said.

    It remained unclear who would travel from Moscow to Istanbul to take part in the direct talks, which would be the first between the two sides since the early days of the war that Russia launched with its invasion on Ukraine in February 2022.

    There has been no response from the Kremlin to Zelenskiy’s offer to meet Putin in Istanbul and Moscow was yet to comment on Trump’s offer to join the talks.

    If Zelenskiy and Putin, who make no secret of their contempt for each other, were to meet on Thursday it would be their first face-to-face meeting since December 2019.

    “Don’t underestimate Thursday in Turkey,” Trump told reporters at the White House on Monday.

    Trump’s current schedule has him visiting Saudi Arabia, the United Arab Emirates and Qatar this week.

    Ukraine and its European allies have been seeking to put pressure on Moscow to accept an unconditional 30-day ceasefire from Monday, with the leaders of four major European powers travelling to Kyiv on Saturday to show unity with Zelenskiy.

    Earlier on Monday, the German government said Europe would start preparing new sanctions against Russia unless the Kremlin by the end of the day started abiding by the ceasefire.

    Ukraine’s military said on Monday that fighting along parts of the frontline in the country’s east was at the same intensity it would be if there were no ceasefire.

    Putin called the Western European and Ukrainian demands for a ceasefire “ultimatums” that the Kremlin said on Monday are for Russia an unacceptable language.

    Konstantin Kosachev, chairman of the international affairs committee of the Federation Council, the upper house of Russia’s parliament, told the Izvestia media outlet in remarks published on Tuesday that the talks between Moscow and Kyiv can move further than they did in the 2022.

    “If the Ukrainian delegation shows up at these talks with a mandate to abandon any ultimatums and look for common ground, I am sure that we could move forward even further than we did,” Izvestia cited Kosachev as saying.

    Turkish President Recep Tayyip Erdogan held a phone conversation with his Ukrainian counterpart Volodymyr Zelensky on Monday, reiterating Türkiye’s commitment to facilitating peace negotiations between Russia and Ukraine, according to a statement by Erdogan’s office.

    Erdogan emphasized that a comprehensive ceasefire is essential to create the proper environment for initiating talks and urged all parties to seize the current window of opportunity for a diplomatic dialogue aimed at ending the conflict.

    He expressed his willingness to host the Russian and Ukrainian delegations in Türkiye on the occasion of peace negotiations.

    The call with Zelensky came just one day after Erdogan spoke with Russian President Vladimir Putin, during which the Turkish president said his country is ready to host peace talks between Russia and Ukraine in Istanbul again.

    Speaking after a cabinet meeting on Monday, Erdogan said Türkiye had become a “pivotal actor in global peace diplomacy,” citing its role in offering mediation, humanitarian aid, and conflict resolution.

    Meanwhile, Turkish Foreign Minister Hakan Fidan echoed the president’s message, stating that Türkiye is “ready to provide all kinds of contributions, especially in terms of facilitating and hosting” the Russia-Ukraine negotiations.

    During a joint press conference on Monday in Ankara with his Syrian and Jordanian counterparts, Fidan noted that discussions are still ongoing regarding the modalities of the proposed meeting.

    “Ukraine demands a ceasefire before talks begin, while Russia prefers to start negotiations prior to any truce being declared,” Fidan said, adding both sides are seeking to secure continued U.S. support.

    “Despite this, our position is clear. We invite both parties to come together as soon as possible to initiate a ceasefire,” he stated.

    In a statement to journalists at the Kremlin on Sunday, Putin proposed the resumption of direct negotiations with Ukraine on May 15 in Istanbul. Putin said Russia remains committed to serious negotiations with Ukraine to address the root causes of the ongoing conflict and lay the groundwork for a lasting and stable peace.

    In response, Zelensky said it is a positive sign that Russia has begun to consider ending the war. However, he required a ceasefire starting Monday as the first step towards the goal.

    In 2022, Russian and Ukrainian negotiators held direct talks in Istanbul but failed to reach a consensus on halting the fighting.

    Only four days have passed since his election to the papacy, and Pope Leo XIV has made it a point to hold an audience with the men and women who were in Rome to report on the death of Pope Francis, the conclave, and the first days of his own ministry.

    He met media professionals in the Vatican’s Paul VI Hall yesterday, and thanked reporters in Italian for their tireless work over these intense few weeks.

    The newly-elected Pope began his remarks with a call for communication to foster peace by caring for how people and events are presented.

    He invited media professionals to promote a different kind of communication, one that “does not seek consensus at all costs, does not use aggressive words, does not follow the culture of competition, and never separates the search for truth from the love with which we must humbly seek it.”

    “The way we communicate is of fundamental importance,” he said. “We must say ‘no’ to the war of words and images; we must reject the paradigm of war.”

    Dividends

    During the first quarter of 2025, HighPeak’s Board of Directors approved a quarterly dividend of $0.04 per share, or $5.0 million in dividends paid to stockholders during the quarter.     Conflict is no longer confined to the history books; it is a daily occurrence, a violent expression of geopolitical rivalries in both the developed and developing world

    LONDON, United Kingdom, May 12, 2025/ — As tensions between Pakistan and India escalate once again, the recent communique issued by the United Nations rings with urgency: we cannot afford another conflict. In a time marked by global instability and the increasing normalization of pre-emptive or retaliatory military action, the stakes could not be higher.

    The justification of force, once the last resort, is now emerging as a dominant narrative among governments. The recent military response to terror attacks was executed with focus and proportionality, deliberately framed with a non-escalatory and responsible posture. Yet, amid this measured response lies a deeper concern: a troubling trend toward conflict as a default response to political provocation.

    As we marked the 80th anniversary of VE Day, we were reminded of the catastrophic consequences of war. Its causes may vary, but its effects, displacement, trauma and division remain tragically consistent. Conflict is no longer confined to the history books; it is a daily occurrence, a violent expression of geopolitical rivalries in both the developed and developing world. The uncertainty it sows affects us all, challenging us to reflect on the urgent need for peaceful resolutions.

    In this context, we must ask: where is the global sport for development and peace movement in responding to today’s crises? Once championed as a unifying force and a vehicle for diplomacy, sport must reclaim its place as a platform for peacebuilding.

    When President Trump suggested that the FIFA World Cup could incentivise Vladimir Putin to de-escalate the Russia-Ukraine conflict, it sparked debate. Similarly, the suspension of Indian Premier League cricket matches during the height of Indo-Pakistani tensions served as a subtle diplomatic signal. And with Putin’s lifelong dedication to judo and Trump’s admiration for combat sports such as UFC and boxing, could sport once again influence the reopening of the UN Office on Sport for Development and Peace?

    There are signs of momentum. The recent announcement of the UN Youth Forum’s sustainable development project through martial arts is a step in the right direction. This initiative exemplifies how sport, particularly disciplines rooted in discipline and respect can foster resilience, inclusion, and peace among young people.

    This week also marks International Coaching Week and the International Day of Living Together in Peace. These observances offer a timely opportunity to harness the power of sport as a catalyst for unity. Let us advocate for the recruitment and deployment of Social Coaches – mentors and community leaders who can deliver sport-based interventions that promote understanding, empowerment, and social change.

    Looking ahead to 2030, the United Nations Sustainable Development Goals remain our collective roadmap. If we are to realise the goal of sport for development and peace, then we must act now – reigniting global efforts, establishing institutional support, and delivering legacy programmes that inspire hope and resilience in the face of adversity.

    Because one thing is clear: we cannot afford another conflict. But we can afford to invest in peace.

    First-Quarter 2025 Highlights

    • Reduced total and Net Debt1 by $145.0 million and $133.5 million, respectively, through free cash flow, net changes in working capital, and the sale of non-core assets
    • Reported a net loss of $18.8 million, Adjusted Net Income1 of $89.5 million and cash flow from operating activities of $351.0 million

    First-Quarter 2025 Financial and Operations Summary

    Financial Results. The Company had a net loss of $18.8 million, or $(0.50) per diluted share. Results were impacted by a non-cash pre-tax impairment loss on oil and gas properties of $158.2 million. Adjusted Net Income1 was $89.5 million, or $2.37 per adjusted diluted share. Cash flows from operating activities were $351.0 million and Consolidated EBITDAX1 was $359.7 million.

    The impairment was the result of the full cost ceiling limitation, driven in part by the decline in the trailing 12-month oil price calculation, and excludes the value of $145.9 million for the Company’s commodity derivative positions and only includes the 185 proved undeveloped locations in the Company’s reserve report out of approximately 925 inventory locations.

    Non-core Divestiture. On March 6, 2025, Vital Energy closed on the sale of non-core assets in Reagan County for $20.5 million, including transaction expenses. The assets comprised approximately 9,100 net acres, production of 1,300 BOE/d (12% oil) and did not include any of the Company’s inventory locations. As a result of the sale, Vital Energy’s asset retirement obligation will be reduced by $8.4 million.

    Production. Vital Energy’s total and oil production averaged 140,159 BOE/d and 64,893 BO/d, respectively, with both exceeding the midpoint of guidance. Results were driven by accelerated TIL’s on wells drilled in the southern Delaware Basin.

    Capital Investments. Total capital investments, excluding non-budgeted acquisitions and leasehold expenditures, were $253 million, within guidance, and include drilling efficiencies that pulled forward capital into the quarter.

    Investments included $218 million in drilling and completions, $21 million in infrastructure investments, $8 million in other capitalized costs and $6 million in land, exploration and data-related costs.

    Operating Expenses. LOE was 12% below guidance midpoint at $103.5 million, or $8.20 per BOE. The beat was related to actual expenses on the Point Energy assets being lower than initial estimates in both the fourth quarter of 2024 and first-quarter 2025 and lower workover activity in the period.

    General and Administrative (“G&A”) Expenses. Total G&A expenses were below guidance at $22.7 million, or $1.80 per BOE.

    Liquidity. At March 31, 2025, the Company had $735 million outstanding on its $1.5 billion senior secured credit facility and cash and cash equivalents of $29 million.

    As of May 8, 2025, through its regular semi-annual redetermination process, the Company’s lenders have set the senior secured credit facility’s borrowing base and elected commitment at $1.4 billion, a $100 million reduction from the prior amount of $1.5 billion.

    2025 Outlook

    Vital Energy remains committed to maximizing cash flow and reducing debt. Cash flows are supported by its significant hedge position, with ~90% of expected oil production for the remainder of the year swapped at an average WTI price of $70.61 per barrel.

    While the Company today reiterated its full-year 2025 outlook, it is closely monitoring commodity prices and service costs and has significant flexibility to adjust its development plans, should market conditions warrant, with no rig or completions contracts extending beyond March 2026.

    For full-year 2025, the Company expects to generate approximately $265 million of Adjusted Free Cash Flow at current oil prices of ~$59 per barrel WTI, inclusive of hedging proceeds, and to reduce Net Debt by approximately $300 million, inclusive of proceeds from the non-core asset sale in March.

    Non-GAAP financial measures

    The non-GAAP financial measures of Adjusted Free Cash Flow, Adjusted Net Income, Consolidated EBITDAX, Net Debt and Net Debt to Consolidated EBITDAX, as defined by the Company, may not be comparable to similarly titled measures used by other companies. Furthermore, these non-GAAP financial measures should not be considered in isolation or as a substitute for GAAP measures of liquidity or financial performance, but rather should be considered in conjunction with GAAP measures, such as net income or loss, operating income or loss or cash flows from operating activities.

    Adjusted Free Cash Flow

    Adjusted Free Cash Flow is a non-GAAP financial measure that the Company defines as net cash provided by (used in) operating activities (GAAP) before net changes in operating assets and liabilities and transaction expenses related to non-budgeted acquisitions, less capital investments, excluding non-budgeted acquisition costs. Management believes Adjusted Free Cash Flow is useful to management and investors in evaluating operating trends in its business that are affected by production, commodity prices, operating costs and other related factors. There are significant limitations to the use of Adjusted Free Cash Flow as a measure of performance, including the lack of comparability due to the different methods of calculating Adjusted Free Cash Flow reported by different companies.

    This release also includes certain forward-looking non-GAAP measures. Due to the forward-looking nature of such measures, no reconciliations of these non-GAAP measures to their respective most directly comparable GAAP measure are available without unreasonable efforts. This is due to the inherent difficulty of forecasting the timing or amount of various reconciling items that would impact the most directly comparable forward-looking GAAP financial measure, that have not yet occurred, are out of the Company’s control and/or cannot be reasonably predicted. Accordingly, such reconciliations are excluded from this release. Forward-looking non-GAAP financial measures provided without the most directly comparable GAAP financial measures may vary materially from the corresponding GAAP financial measures.

    Adjusted Net Income

    Adjusted Net Income is a non-GAAP financial measure that the Company defines as net income or loss (GAAP) plus adjustments for mark-to-market on derivatives, premiums paid or received for commodity derivatives that matured during the period, organizational restructuring expenses, impairment expense, gains or losses on disposal of assets, income taxes, other non-recurring income and expenses and adjusted income tax expense. Management believes Adjusted Net Income helps investors in the oil and natural gas industry to measure and compare the Company’s performance to other oil and natural gas companies by excluding from the calculation items that can vary significantly from company to company depending upon accounting methods, the book value of assets and other non-operational factors.

    Consolidated EBITDAX

    Consolidated EBITDAX is a non-GAAP financial measure defined in the Company’s Senior Secured Credit Facility as net income or loss (GAAP) plus adjustments for share-settled equity-based compensation, depletion, depreciation and amortization, impairment expense, organizational restructuring expenses, gains or losses on disposal of assets, mark-to-market on derivatives, accretion expense, interest expense, income taxes and other non-recurring income and expenses. Consolidated EBITDAX provides no information regarding a company’s capital structure, borrowings, interest costs, capital expenditures, working capital movement or tax position. Consolidated EBITDAX does not represent funds available for future discretionary use because it excludes funds required for debt service, capital expenditures, working capital, income taxes, franchise taxes and other commitments and obligations. However, management believes Consolidated EBITDAX is useful to an investor because this measure:

    • is used by investors in the oil and natural gas industry to measure a company’s operating performance without regard to items that can vary substantially from company to company depending upon accounting methods, the book value of assets, capital structure and the method by which assets were acquired, among other factors;
    • helps investors to more meaningfully evaluate and compare the results of the Company’s operations from period to period by removing the effect of the Company’s capital structure from the Company’s operating structure; and
    • is used by management for various purposes, including (i) as a measure of operating performance, (ii) as a measure of compliance under the Senior Secured Credit Facility, (iii) in presentations to the board of directors and (iv) as a basis for strategic planning and forecasting.

    There are significant limitations to the use of Consolidated EBITDAX as a measure of performance, including the inability to analyze the effect of certain recurring and non-recurring items that materially affect the Company’s net income or loss and the lack of comparability of results of operations to different companies due to the different methods of calculating Consolidated EBITDAX, or similarly titled measures, reported by different companies. The Company is subject to financial covenants under the Senior Secured Credit Facility, one of which establishes a maximum permitted ratio of Net Debt, as defined in the Senior Secured Credit Facility, to Consolidated EBITDAX. See Note 7 in the 2025 Annual Report, to be filed with the SEC, for additional discussion of the financial covenants under the Senior Secured Credit Facility.     Net Debt

    Net Debt is a non-GAAP financial measure defined in the Company’s Senior Secured Credit Facility as the face value of long-term debt plus any outstanding letters of credit, less cash and cash equivalents, where cash and cash equivalents are capped at $100 million when there are borrowings on the Senior Secured Credit Facility.
