    Millions of disposable vapes are thrown away every week in the UK.

    A UK-wide vape ban is a ‘positive step forward’ for people and planet, says Scottish Greens co-leader Lorna Slater.

    The ban will come into effect today, making it illegal for businesses to sell or supply disposable vapes. A ban on the single-use products should lead to less environmental damage and reduce the harm to young people that is caused by vaping.

    The Scottish Greens have campaigned for years to ban disposable vapes in Scotland, with party spokesperson for Health, Gillian Mackay MSP spear-heading the cause.

    Ms Slater said:

    “This is a brilliant day for everyone who has campaigned so hard for this ban. My Scottish Greens colleague Gillian Mackay has worked tirelessly with campaigners to help reduce harm to young people’s health and our environment.

    “We saw changes being made to cigarettes and other tobacco products in the UK to try and discourage young people in particular from taking up smoking. At the very same time flavoured, colourful disposable vapes became popular and readily available to buy, with many people who had never even smoked to begin with starting to vape.

    “It is a testament to the campaigners and health experts that we are seeing positive steps forward to get rid of these devices. I’m delighted with the results and certain that this is the right thing to do.

    “Disposable vapes are not only harmful to health, but many of them end up littering our streets, beaches and green spaces. We will now have to keep a close eye on what vape manufacturers are doing and ensure any ban isn’t undermined by them.”

    UK-Morocco Joint Communiqué: Strategic Dialogue 2025

    The Kingdom of Morocco and the United Kingdom enter an Enhanced Strategic Partnership and sign a series of agreements driving mutual growth and security.

    The Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita received the Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, The Rt Hon David Lammy MP, in Rabat on 1st June 2025. Mr. Bourita and The Rt Hon David Lammy co-chaired, on this occasion, the 5th session of the Morocco-UK Strategic Dialogue. Following productive talks between the two Ministers, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland have secured a historic agreement to enhance their bilateral relationship.

    A historic partnership between two Kingdoms rooted in shared values

    1. The Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland are bound by one of the world’s oldest diplomatic relationships, dating back over 800 years. From the first recorded contact between both Crowns, in the early 13th century, to present day exchanges, the longstanding and enduring ties between Moroccan and British Sovereigns have formed the bedrock of this unique alliance.

    2. Their Majesties King Mohammed VI and King Charles III continue to anchor Moroccan-United Kingdom ties. Their leadership has continuously fostered the stability and high-level commitment necessary to develop an ambitious, forward-looking strategic partnership.

    3. The privileged ties between both Kingdoms rest on a solid foundation of shared values and converging interests. From the Treaty of Peace and Commerce, signed over 300 years ago, to the UK-Morocco Association Agreement, which passed into effect in 2021, trade and economic cooperation continue to grow from strength to strength. People-to-people connections and flourishing cross-cultural exchanges nurture the bonds of friendship and mutual respect that ensure the resilience and growth of this relationship.

    4. Both countries reaffirmed the paramount importance of a rules-based international order and the fundamental principles of the Charter of the United Nations, and their constant position on respect for the territorial integrity and sovereignty of countries, the non-use of force for the settlement of conflicts and their support for the principle of respect for self-determination.

    Securing a Historic Agreement: Ushering in a New Era of Bilateral Relations

    1. Building upon this exceptional shared history and its many bilateral achievements, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland seek to usher in a new era of comprehensive and genuine strategic partnership. To this effect, both Ministers reaffirmed their mutual commitment to deepening collaboration across all dimensions: political, diplomatic, security, economic, cultural and people-to-people exchanges.

    2. Marking a significant step towards a pioneering partnership fit for the future, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland reaffirm their shared objectives in the realms of security, conflict resolution, green growth and socio-economic development, for the mutual benefit of their peoples.

    3. The Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland pledge to act as partners to jointly address regional and global challenges, and to uphold the principles ​​of peace, security, tolerance, and human rights. In this spirit, the two countries intend to optimize existing bilateral frameworks and adopt an ambitious, enduring roadmap across issues of common interest.

    Western Sahara: Supporting Morocco’s Autonomy Plan

    1. The UK recognises the importance of the question of Western Sahara for the Kingdom of Morocco and follows closely the current positive dynamic on this issue under the leadership of His Majesty King Mohammed VI.

    2. As a Permanent Member of the UN Security Council, the United Kingdom agrees with Morocco on the urgent need to find a resolution to this long-held dispute, which would be in the interest of the parties. The stalled nature of the political process and ongoing conflict prevents the region from realising its full social and economic potential and hampers regional integration, security and development. The time for a resolution and to move this issue forwards is long-overdue, and would strengthen the stability of North Africa and the relaunch of the bilateral dynamic and regional integration.

    3. Both countries support, and consider vital, the central role of the UN-led process to bring the parties together and move the issue forward to achieve a just, lasting and mutually acceptable political solution and reaffirm their full support for the efforts of the UN Secretary-General’s Personal Envoy, Mr. Staffan de Mistura. To this end the UK is ready, willing and committed to lend its active support and engagement to the Personal Envoy and the parties to reach such a solution to this dispute.

    4. In that context the UK, in encouraging the relevant parties to engage, urgently and positively, with the UN-led political process, considers Morocco’s autonomy proposal, submitted in 2007 as the most credible, viable and pragmatic basis for a lasting resolution of the dispute.

    5. The UK and the Kingdom of Morocco expressed their shared conviction that renewed efforts were urgently needed to support the PESG in the search for a solution, underlying that the only viable and durable solution will be one that is mutually acceptable to the relevant parties, and is arrived at through compromise. They committed themselves to this goal, in the belief that, with goodwill on all sides, a solution could be found very soon. To that end, the UK will continue to act bilaterally, including economically, regionally and internationally in line with this position to support resolution of the conflict.

    6. The two Ministers discussed how to move the question forward, and, in that context, the UK welcomed Morocco’s willingness to engage in good faith with all relevant parties, to expand on details of what autonomy within the Moroccan State could entail for the region, with a view to restarting serious negotiations on terms acceptable to the parties.

    Enhancing bilateral cooperation: strengthening collective security, advancing green growth and deepening people-to-people bonds

    1. The Kingdom of Morocco and the UK agree to strengthen their bilateral cooperation mechanisms, including the Strategic Dialogue, the Association Council, the Security Dialogue and the informal Human Rights Dialogue.

    2. In the field of security, the Kingdom of Morocco and the UK commit to enhanced efforts to address national security concerns. Both parties committed to increased collaboration on counter-terrorism and its root causes, including the return and rehabilitation of foreign terrorist fighters, tackling online radicalisation, counter-unmanned aerial systems (drones), cybersecurity and risks posed by Artificial Intelligence and emerging technologies in particular their potential malicious use, security of critical infrastructure and major international events. Ministers agree that strengthened security cooperation in counterterrorism, illegal migration and serious organised crime will enhance mutual resilience from these threats and that this will be underpinned by an agreed information and intelligence exchange. In this regard, the UK welcomes Morocco’s election as Interpol Vice-President for Africa, reinforcing its role as a key player in both regional and international security efforts.

    3. In the field of Defence, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland will continue to work together to strengthen their defence cooperation, built upon the foundations of a dynamic programme of activity, agreed at the annual Joint Military Commission.  With both the Kingdom of Morocco and the UK being Atlantic maritime nations, the two countries agreed to look for opportunities to strengthen maritime collaboration. Both sides agreed to deepen Defence industry cooperation and partnership, including investments in industrial projects, leveraging UK Defence industry expertise and resources to deliver cutting-edge capabilities.

    4. On bilateral trade, the Ministers applauded the expansion of economic ties, which reached £4.2 billion in 2024, doubling since the entry into force of the UK-Morocco Association Agreement in 2021. Building on this positive momentum, both parties expect this new partnership to drive further trade growth, create quality jobs and reduce costs for consumers.

    5. The Parties reaffirmed their shared commitment to maintaining and expanding economic ties, paving the way for deeper collaboration and continuity of trade. The UK especially welcomes the support to strengthen public procurement co-operation between the parties.

    6. They acknowledged the importance of intellectual property to the UK’s export economy, and expressed support of efforts to safeguard the Moroccan market from counterfeit and low-quality imitation goods.  In this regard, the two sides agreed to examine the registration of a list of UK geographical indications in Morocco, ensuring the protection of emblematic quality products.

    7. Both parties welcomed the efforts to reach a decision on rules of origin and the progress made on the agricultural review, aimed at improving market access and enhancing trade. Their finalization will mark a major step in strengthening the UK-Morocco Agreement and deepening a fair and mutually beneficial partnership.

    8. Both Ministers recognise the untapped investment potential between the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland, and agree to work together to unlock new investment opportunities. In this context, they commit to establishing a Morocco Business Alliance, driven by the private sector.

    9. Morocco also welcomes UK Export Finance’s £5bn commitment to support new business across the country. The UK and Morocco discussed the coverage of UK Export Finance. The UK can consider supporting projects in Western Sahara subject to meeting UKEF’s due diligence requirements. The UK recognises Morocco as a key gateway to Africa’s socio-economic development and reaffirms its commitment to deepening engagement with Morocco as a partner for growth across the continent.

    10. Regarding the 2030 FIFA World Cup, the UK reiterates its congratulations to Morocco on its successful bid to co-host the tournament. Morocco welcomes the UK Government’s technical support and efforts to promote associated commercial opportunities for UK businesses across the value chain. Both Ministers expressed their commitment to collaborate on priority infrastructure projects ahead of the tournament, including by utilising support from the UK Government, where relevant and jointly agreed, as well as expertise from the UK supply chain.

    11. In the field of water, climate and energy transition, both parties will enhance efforts to unlock green growth projects, remove barriers to clean energy deployment and connectivity, and mobilise climate and sustainable finance, including through the Energy Transition Council, the Breakthrough Agenda, and the Powering Past Coal Alliance. The United Kingdom of Great Britain and Northern Ireland recognises Morocco’s pioneering leadership in renewable energy and sustainable development, and its strategic efforts to become a regional energy and sustainable mining and fuels hub. Both sides commit to work closely on sustainable water management, building on Morocco’s national strategy for water resilience, and jointly encourage broader international financing and political backing for water security and climate action ahead of COP30. The UK welcomes Morocco’s support for, and participation in, the UK-led Clean Power Alliance. Both countries welcome the new collaboration of the UK Met office and Morocco’s Direction Generale de la Meteorologie as a positive example of collaboration on climate and related environmental services.

    12. In the healthcare sector, the Ministers discussed Morocco’s ambitious plans to expand its national capacity and to achieve universal health insurance. Morocco welcomes the UK’s support in advancing this goal, noting agreements between public and private bodies to strengthen partnership across hospital  building, medical equipment supply, and teaching links.

    13. Both parties commit to further deepening their cooperation in education, scientific research, and innovation, including through the promotion of mobility for students, researchers, and faculty, the establishment of co-financing mechanisms for joint research, and the expansion of British university campuses in Morocco. The UK welcomed Morocco’s announcement of automatic recognition of UK higher education qualifications for Moroccan students studying in the UK, as well as its intention to facilitate the establishment of UK higher education institutions and recognise UK degrees delivered in Morocco. Morocco recognises the UK as a partner of choice in its efforts to expand English language education and will match-fund the UK’s current annual investment in British Council pre-service training programmes for English language secondary school teachers and inspectors.

    14. They welcomed the Agreements and Memoranda of Understanding (MOUs) which will give new impetus to the bilateral partnership and deepen collaboration in several areas of common interest including healthcare, water, energy, transport, defence and procurement.

    15. The United Kingdom of Great Britain and Northern Ireland welcomes and is supporting the major reforms undertaken by Morocco, under the leadership of His Majesty King Mohammed VI, for a more open and dynamic society and economy. Both countries note the constructive cooperation between the Bank of England and Bank Al-Maghrib in areas such as cyber security, regulatory alignment, and Central Bank Digital Currency. Both parties will continue to collaborate – alongside relevant multilateral institutions – by sharing expertise and advancing cooperation in financial policy reforms, climate risk, financial stability, and economic diplomacy.

    16. Furthermore, the UK commends the progress achieved by Morocco in the field of human rights under the leadership of His Majesty King Mohammed VI, both at the national level and on the international stage. The UK congratulated Morocco on its successful presidency of the United Nation’s Human Rights Council in 2024, and both Ministers welcomed Morocco’s participation at the UK’s Wilton Park Conference on Women’s Political Empowerment in January 2025. They also welcomed the second UK-Morocco Informal Dialogue on Human Rights, held in Rabat on 30 April 2024, during which the two countries discussed areas of mutual interest, including freedom of expression, empowerment of women, media freedom, and judicial reforms. Both parties reaffirmed their commitment to empowering women and girls across all areas of bilateral cooperation and confirmed their intention to hold a third session of the dialogue before the end of 2025 in London.

    17. Both parties welcome the burgeoning cultural and sport exchange, and the people-to-people ties that underpin this partnership. Both nations will support emerging cultural spaces and festivals, youth and community engagement, and friendly matches between their national football teams.

    18. The two Ministers celebrated the increase in people-to-people contacts between the two kingdoms. Given the record number of Moroccan and British visitors in both directions, and in line with the strengthening of bilateral relations, they agreed to build on existing visa processes and to make meaningful improvement for visitors from both countries.

    Fostering cooperation on regional and international issues of common interest

    1. The UK regards Morocco as a credible and trusted partner, playing a key role in promoting stability and development at both the regional and international levels.

    2. The UK welcomed Morocco’s efforts through initiatives launched by His Majesty King Mohammed VI to progress peace, stability and socio-economic development in Africa, notably, notably, “the Initiative of the Atlantic African  States Process”; and the “International Royal Initiative to facilitate access for Sahel countries to the Atlantic ocean”. Both parties expressed their concern about security threats in the Sahel region, the proliferation of non-state actors, and reports of multiple human rights violations. Both parties consider that the fight against violent extremist organisations in the Sahel requires a holistic response that includes development, trade and investment and the protection of the civilian population alongside security. Both parties agreed to explore cooperation on these issues in this regard.

    3. With regard to the Middle East, the UK commends the key role played by His Majesty King Mohammed VI as Chairman of the Al-Quds Committee. Both countries reaffirm their shared commitment to advance a comprehensive peace in the region, including by building on our close cooperation to support regional stability. Both sides reiterate their support for a two-State solution, leading to a safe and secure Israel living alongside a sovereign and viable Palestinian state, based on 1967 borders, with Jerusalem as a shared capital.

    In the context of the UK Foreign Secretary’s visit to Morocco, and following the Strategic Dialogue with His Excellency Nasser Bourita, several agreements have been signed to deepen ties between the two kingdoms, driving mutual growth and security.

    The following have been agreed:

    1. 2030 World Cup Government to Government Partnership Agreement, signed between the UK Department of Business and Trade, and Morocco’s Minister Delegate of Budget, to progress UK-Morocco collaboration on critical infrastructure projects ahead of tournament.

    2. Memorandum of Understanding signed between the UK Department for Business and Trade and Morocco’s Ministry of Equipment and Water to strengthen bilateral cooperation on water and ports infrastructure, promoting UK expertise in sustainable water management, smart logistics, and green port technologies.

    3. Agreement between the UK Department for Business and Trade and Morocco’s Ministry of Interior to advance sustainable infrastructure and partnerships between the UK and Moroccan local authorities across several priority sectors, including water management, sustainable waste management, and urban mobility.

    4. Noting the ongoing strength of the UK Morocco Association Agreement, driving record bilateral trade volumes, a Memorandum of Understanding was signed between the UK Department of Business and Trade and Morocco’s Ministry of Industry and Trade to promote procurement co-operation.

    5. A Memorandum of Understanding between the UK and Morocco covering higher education, scientific research, and innovation.

    6. Memorandum of Understanding signed between the UK Department for Business and Trade and Morocco’s Ministry of Health to enable UK private sector engagement to support Morocco’s healthcare transformation programme. confirming comms lines

    7. UK Export Finance Memorandum of Understanding with SGTM to explore opportunities of partnership in Morocco and wider Africa

    8. UK Export Finance, and TAQA Morocco have signed a memorandum of understanding to support TAQA Morocco’s transition to a low-carbon power generation portfolio in line with the sustainable roadmap of the Kingdom of Morocco. This will contribute to give additional access to competitive, innovative and accelerated financial conditions to enhance the Kingdom of Morocco’s competitiveness.

    9. A Memorandum of Understanding on climate collaboration and related environmental services between the UK Met Office and Morocco Meteorological Office

    10. A intent to collaborate with Vicenne to introduce UK digital health solutions to the Moroccan market and support innovation in partnership with the Ministry of Health.

    11. A intent to collaborate with the Mohammed VI Foundation of Health and Science aims to promote UK expertise in medical equipment, hospital design, and academic partnership to support healthcare development in Morocco.

    12. An invitation to the Moroccan Airports Authority to visit the UK and explore partnership opportunities amidst Morocco’s airport transformation plans.

    The following agreements will be agreed and signed in the coming days:

    • A Memorandum of Understanding between UK defence and security trade association ADS Group and the Moroccan Agency of Investment and Export Development to strengthen links between UK and Morocco defence industries.

    • A Memorandum of Understanding between BAE Systems and the National Defence Administration of Morocco and the Moroccan Agency of Investment and Export Development on investment and capability across the defence sector.

    Police are at the scene of a serious crash at Stockport.

    Emergency services responded to reports of a single vehicle crash on Twin Rivers Road, Stockport about 8.45pm on Sunday 1 May.

    Major Crash investigators are attending the scene.

    Twin Rivers Road will be closed overnight, near Ayliffe Bridge Road, while police investigate the circumstances surrounding the crash.

    Motorists are advised to avoid the area.

    LGBTQ+ rights are human rights, and we will defend them; today, tomorrow and always.

    Scotland must use Pride month to stand up for equality in the face of toxic campaigns by bigots, transphobes and homophobes, says Scottish Greens co-leader Patrick Harvie.

    There is clear evidence that LGBTQ+ rights are being rolled back or ignored across the UK. In 2015 the UK ranked top of the International Lesbian, Gay, Bisexual, Trans, and Intersex Association (ILGA) ‘rainbow map’ that assesses LGBTQ+ safety and equality in countries. A decade later, the UK has fallen to second bottom in Western Europe.

    The dramatic drop has occurred because of a toxic culture war, which targets the LGBTQ+ community; especially transgender and non-binary people, and has left many feeling unsafe and abandoned by politicians.

    In Scotland, the Scottish Government has dropped their commitment to ban conversion therapy practices, the UK Government blocked Gender Recognition Reform, and the Supreme Court has now changed the understanding of the Equality Act to exclude trans people.

    Mr Harvie said:

    “When the message coming out of our Parliamentary debates echo the division and harm that Section 28 caused until it was repealed 25 years ago, protests like Pride marches are more important than ever before.

    “Just a few decades ago, casual and blatant homophobia was very real in our society. We made great strides to change this perception and set an expectation that politicians would support and protect queer people, with elected MP’s and MSP’s feeling safe enough to come out in their public lives. I know that doing so was easier for me because a brave few did so before me, when it wasn’t safe or easy.

    “But now we are seeing the same old prejudices being stirred up again, this time most frequently targeted against trans and non-binary people, and shamefully, some of our elected representatives are joining in with the cause, stoking the flames of a toxic culture war.

    “It is not surprising that political parties have been banned from Pride events up and down Scotland and the wider UK. Many LGBTQ+ people have lost faith in politics and feel abandoned by their representatives, feeling that there is a lack of leadership on our human rights and equality.

    “Choosing to support fundamental human rights should not be a radical notion, but one that every political party is expected to fight for; something that the Scottish Greens have long stood for and will continue to do.

    “LGBTQ+ rights are human rights, and we will defend them; today, tomorrow and always.”

  • MIL-OSI United Kingdom: Single use vape ban comes into force

    Powers to ban the sale and supply in Scotland.

    Single-use vapes will no longer be stocked or sold in Scotland under new legislation which comes into force today (Sunday 1 June).

    The UK-wide ban has been introduced to prevent the environmental damage disposable vapes cause and to address health concerns associated with vaping as Scotland moves towards a tobacco-free generation by 2034.

    An estimated 26 million disposable vapes were thrown away in Scotland in 2023. Of these, more than half were not recycled properly and around 10% were littered. The batteries used within disposable vapes are difficult to recycle, leak harmful waste and can cause fires in waste facilities.

    Acting Net Zero Secretary Gillian Martin said: “Scotland was the first nation in the UK to commit to taking action on single use vapes.

    “It’s estimated that over half of disposable vapes are incorrectly disposed of each year in Scotland – creating a fire risk and littering our beautiful environment. They also contain nicotine which is highly addictive.

    “This change to the law fulfils a Programme for Government commitment and will help tackle the threat that single-use vapes pose to our environment as well as to our public health.

    “We have worked closely across the four nations to ensure a consistent approach to a ban on the sale and supply of single-use vapes and will continue to work with regulators regarding enforcement once in force.”

    Moves to raise the age of sale of tobacco products and regulate the displays, flavours and packaging of reusable vapes, are being taken forward separately through the 4-nations Tobacco and Vapes Bill.  

    Background

    The ban on single-use vapes has been taken forward using powers under the Environmental Protection Act 1990. This approach has been used in the past to ban other items such as microbeads, cotton buds and single use plastics.

    A ban on single-use vapes was recommended in the four nation consultation ‘Creating a Smokefree Generation and Tackling Youth Vaping’ which ran in 2023.

Let there be no doubt – this is not a deal to safeguard the Union, but rather to cement the constitutional and economic annexation of Northern Ireland by the European Union.

    “We in the TUV reject entirely the notion that the Irish Sea border has gone. If the border was truly gone, why is the Government still spending millions of pounds constructing permanent border posts at our ports, particularly in Larne? These are not symbolic gestures – they are physical manifestations of a regulatory and customs frontier between Northern Ireland and Great Britain, a frontier imposed at the behest of Brussels and with the active compliance of the DUP.

    “The DUP’s so-called “Safeguarding the Union” document has been exposed as the sham that it is. Repeating the fiction that the Irish Sea border has been removed is not just disingenuous – it is insulting to the people of Northern Ireland who were promised the benefits of full Brexit but have instead been abandoned as a semi-detached province under foreign rule.

    “We now know that the EU will continue to impose its customs code, regulations, and tariffs on Northern Ireland.     An 18-year-old P1 driver from Lutana has had their vehicle clamped and will face a fine and disqualification after they were detected driving at high-speed this morning and tested positive to a roadside drug test.
    Just before 11:30am, whilst police were conducting a high visibility road safety operation along the Bass Highway, they detected a red Holden Commodore travelling at excessive high speed along the highway at Westbury. The vehicle was detected at 164km/h in a 110km/h zone, and the driver was safely intercepted by police.
    The driver was an 18-year-old man from Lutana with a P1 driver licence which restricts him to maximum speed of 100km/h. Subsequently the driver was travelling at 64km/h over the speed limit, and they returned a positive roadside drug test.
    The driver has been fined $1161.50 and six demerit points for the excessive speed, and their vehicle will be clamped for 28 days. Being a provisional driver who normally only hold 4 demerit points, the driver will be subject to a further period of disqualification.
    “Speeding and drug driving are both part of the ‘Fatal 5’ causes for fatal and serious crashes, but in this example when you combined both, the consequences could have been disastrous,” said Sergeant Benjamin Kromkamp.
    “Had police not been actively patrolling this area, the high-speed driving could have easily resulted in another serious or fatal crash on our roads.”
    “Tasmania Police will continue to hold unsafe drivers to account including the seizure of vehicles and disqualification of licenses.”
    “Remember that police can be anywhere, anytime, so slow down and get to your destination safely. It’s about your safety and the safety of everyone else.”

    A vigorous mid/upper-level shortwave trough is moving across the
    Allegheny Plateau region this evening. A strengthening surface
    cyclone will move eastward toward eastern PA and NJ this evening,
    and approach southern New England by the end of the forecast period.
    A cluster of storms with embedded supercell structures will
    accompany the deepening cyclone this evening. Hodographs remain
    relatively enlarged, with 0-1 km SRH of 100-150 m2/s2, and
    occasional low-level rotation may continue through the evening. Some
    tornado and wind-damage threat will spread east-northeast in
    conjunction with these storms into parts of southeast PA, DE, and
    NJ, before diminishing surface-based instability results in an

    A couple strong storms cannot be ruled out overnight into southern

    Storms moving southward across eastern WI earlier produced

    tonight as it encounters weaker instability.

    …Carolinas into the Southeast and Florida…
    In the wake of earlier storms, weak convection is ongoing this
    evening across parts of the Carolinas, near a southeast-moving cold
    front. Substantial redevelopment appears unlikely due to the
    stabilizing influence of earlier convection, but strong low-level
    flow could support gusty winds with this weaker convection before it
    dissipates or moves offshore.

    Farther south/west, isolated strong storms remain possible this
    evening near the immediate Gulf coast near the front. With time,
    convection will spread into parts of the northern/central FL
    Peninsula, with sufficient deep-layer shear to support modest storm
    organization and an isolated severe threat.

    Thousands of British military personnel and their families will have their lives improved through more than £1.5 billion of additional funding to improve accommodation for the UK Armed Forces.

    The investment will be confirmed as part of the launch of the Government’s upcoming Strategic Defence Review (SDR), helping renew the nation’s contract with those who serve, supporting the government’s Plan for Change.

    Through the upcoming SDR more than £1.5 billion of new investment into service family accommodation will unlock rapid work to tackle the poor state of forces housing – with investment increasing from this year – helping to support recruitment, retention and morale.

    This will include urgent repairs and maintenance, from fixing unreliable boilers and leaky roofs to tackling damp and mould in service family accommodation, alongside development of new forces housing, as part of unlocking the wider potential for housing development on surplus MOD land.

    The additional funding for accommodation means more than £7 billion will be spent across this Parliament on service family accommodation and new build single living accommodation to deliver a generational renewal of Armed Forces accommodation. This will be guided by the forthcoming Defence Housing Strategy – which is proceeding at pace and has already seen the announcement of a new Consumer Charter to strengthen housing standards for forces families. 

    The SDR will set a path for the next decade to transform defence and make the UK secure at home and strong abroad. It will end the hollowing out of our Armed Forces and make defence an engine for growth across the UK.

    Defence Secretary, John Healey MP said:

    Our Armed Forces personnel make extraordinary sacrifices to serve our country.

    For too long, many military families have lived in sub-standard homes, but this government is taking decisive action to fix the dire state of military accommodation and ensure that our heroes and their loved ones live in the homes they deserve.

    We are investing and acting fast, to fix forces housing and renew the nation’s contract with those who serve and deliver on our Plan for Change.

    The delivery of the Government’s new Consumer Charter will see immediate investment in urgent renovation of 1,000 homes in most need of repair. The Charter will also see basic consumer rights rapidly introduced for forces families, including essential property information and higher move-in standards, more reliable repairs, a named housing officer for every family, and access to a robust complaints system – helping to deliver homes fit for our heroes.

    The record investment follows the Government’s landmark deal to bring back 36,000 military homes into public ownership, as part of the Prime Minister’s pledge to deliver home fit for heroes.

    The SDR will say that the Ministry of Defence should improve the overall standard of military accommodation, including prioritising sites that are in most urgent need of repair. The Terms of Reference for the Review committed to put ‘Defence personnel…at the heart of Defence’s plans.’

    The announcement comes alongside another above-inflation pay rise for the Armed Forces, announced by the Government last week. This is the second inflation busting pay rise awarded by the Government since last July, with last year’s award representing the biggest pay rise for Armed Forces personnel in over 20 years.

    Single-use vapes banned from 1 June 2025

    Under the Government’s Plan for Change, move will stop the flood of litter on to nation’s streets and protect young people from getting hooked on nicotine

    Single-use vapes will be banned from the shelves of all shops from tomorrow (Sunday 1 June) thanks to a government blitz on sale and supply.

    The new crackdown makes it illegal to sell single-use vapes at corner shops and supermarkets, putting an end to their alarming rise in school playgrounds and the avalanche of rubbish flooding the nation’s streets.

    The government’s announcement of its intention to ban the use of disposable vapes has already had real effects – with retailers and consumers shifting away from environmentally destructive single-use options.

    New data from charity Action on Smoking and Health shows the number of vapers in Great Britain who mainly use single-use devices fell from 30% in 2024 to 24% in 2025, while the use of disposables by 18-24-year-old vapers fell from 52% in 2024 to 40% in 2025. However, usage among young vapers remains too high and with the coming ban into force tomorrow it will continue to drive these figures down further.

    As part of tough enforcement measures, any rogue traders breaking the rules will be hit with a fine of £200 in the first instance, and all products will be seized. Those who show a blatant disregard for the rules and reoffend face being slapped with an unlimited fine or jail time.

    Circular Economy Minister Mary Creagh said:

    For too long, single-use vapes have blighted our streets as litter and hooked our children on nicotine. That ends today.

    The Government calls time on these nasty devices.

    Caroline Cerny, Deputy Chief Executive, Action on Smoking and Health said:

    It’s promising to see that many people switched away from disposable vapes to re-usable products well ahead of the ban. This is particularly marked among young people, who were more likely to use disposable products due to their attractiveness, affordability, and heavy marketing.

    This new law is a step towards reducing vaping among children, while ensuring products are available to support people to quit smoking. It will be up to manufacturers and retailers to ensure customers are informed and able to reuse and recycle their products securing a real change in consumer behaviour and a reduction in environmental waste. If behaviour does not change then further regulations will be possible following the passage of the Tobacco and Vapes Bill.

    The Government has worked closely with retailers to ensure they are ready for the ban coming into force. This includes producing clear guidance on the devices they cannot sell or supply, as well as how to deplete their stock before 1 June.

    Association of Convenience Stores Chief Executive James Lowman said:

    Convenience retailers have been preparing for the disposables ban for several months, adapting their ranges and training colleagues on the products that they can sell.

    We have been working with Trading Standards officers across the country to ensure they know what to look for once the ban comes into force, and support robust enforcement activity to take illegal vapes off the streets.

    Libby Peake, senior fellow and head of resources at Green Alliance, said:

    Single use vapes should never have been allowed on the market. They’ve been a blight on our countryside, wasted resources needed for important uses like EV batteries and caused scores of fires at waste sites. And they’ve done all this while having a lasting impact on the health of young people, creating a new generation of nicotine addicts.

    The government should rightly be proud of taking this vital step to get rid of these polluting products and encourage people who want to quit smoking to opt for reusable and refillable options instead.

    Justin Greenaway, Commercial Manager at SWEEEP Kuusakoski, said:

    We hope this ban will succeed in reducing the amount of vapes being discarded. Every vape has potential to start a fire if incorrectly disposed of. Logically vape unit waste will reduce as single use stops and multi-use must start but it does rely on consumers changing from a disposable mindset to refilling.

    Unrefillable and unable to be recharged, single-use vapes have been typically thrown away with general waste in black bins or littered rather than recycled, contributing to the flood of litter blighting the country.

    Even when they are recycled, the process is notoriously arduous, slow and costly, with waste industry workers required to take them apart by hand. Their batteries also present a fire risk to recycling facilities and can leak harmful chemicals into the environment.

    With the looming ban already encouraging users to seek alternatives, making the sale of single-use vapes illegal will now prevent these toxic products from littering the country’s streets.

    The ban complements the Government’s world-leading Tobacco and Vapes Bill, which will further tackle youth vaping and safeguard children’s health.

    As the son of a career Air Force officer who flew B-17s during World War II, I hold the men and women of the United States Armed Forces in the highest regard. That’s why it’s both an honor and a privilege each year to nominate some of our state’s finest young Texans to our nation’s prestigious military service academies.

    What makes this task so special is knowing that some of Texas’ brightest, bravest, and best have chosen to step into a life of service that demands courage and sacrifice. The nomination and selection process is highly competitive, and great care is taken in reviewing hundreds of applications from outstanding high school students from all throughout our state. I am grateful to the current and former service men and women on my academy review board for their assistance in identifying those who are the best fit for this unique and tremendously rewarding university experience.  

    One of my favorite events each year is inviting all Texas students who are about to embark on their journey to a service academy to my annual send-off ceremony in San Antonio. This year, more than 120 students, along with hundreds of their family members and friends from all across the state, came together to meet their fellow cadets and midshipmen before kick-starting their journey of military service. I take great joy in offering them a few words of encouragement and personally congratulating them on earning admission into some of the most selective and rigorous institutions in the country.

    Every year, I invite a keynote speaker to also address the students. The speaker offers a unique perspective to the students about the career path on which they are about to embark. This year, I was joined by my friend and the President of Texas A&M University, Gen. Mark Welsh III, who spoke about his four decades of service, including his time as the Chief of Staff of the Air Force. 

    The young leaders joining our service academies come from all walks of life across Texas—from families of many generations that have served in the military to first-generation service members. These students have excelled in their academics, ranking at the top of their classes and earning test scores well above their peers. Many have also excelled in extracurricular activities, leading as captains on their varsity team and serving as class presidents. Some have even obtained the rank of Eagle Scout, earned their pilot’s license, are active in JROTC, and are leaders in their schools and churches. But most importantly, their calling to serve our country is what brings them together.

    We also recognize the families who raised these exceptional young men and women, as they are their bedrock of support, instilling strong values and an unwavering sense of duty to serve our country.

    My father flew with the 303rd Bomb Group, 8th Air Force, known as the Hell’s Angels, based in Molesworth, England. His decades of service, including his time as a prisoner of war, taught me to deeply respect and appreciate our military and the sacrifices they make to protect our nation and make the world a safer place. 

    The send-off events I hold are especially meaningful because they take place on Memorial Day, a day of remembrance for those who gave their lives in defense of our freedom. By honoring these heroes, we uphold the values they lived and died for, and seeing a new generation of leaders answering their call to serve is inspiring.

    I am honored to host this event and am grateful to the students and families for embarking on this journey of service and for the sacrifices they will make for our freedom. May God bless our fallen heroes, their families, and our newest service members, and may He continue to bless the United States of America.

  • MIL-OSI United Kingdom: Pupils join City Leader for the official opening of Whin Park in Inverness

    Earlier today (Friday 30 May) pupils from local schools joined the City Leader and guests for the official opening of Whin Park.

    Since the redevelopment works were completed at the start of April, the new-look park has become a “must go to” destination for local children and their families, as well as visitors to Inverness.

    Helping to make the official opening a memorable event were pupils from St Joseph’s and Muirtown primary schools, as well as young people from Millburn Academy who enjoyed demonstrating all the equipment to guests. Adding to the occasion and entertaining guests were young pipers from Inverness Royal Academy.

    Before getting pupils to help him cut the ribbon, City Leader Cllr Ian Brown thanked everyone involved with the ambitious and creative project to transform the space and bring new life to the park and surrounding area.

    He said: “I’m delighted this project has been delivered. Thank you to everyone who contributed to the consultation to help shape the facilities, especially the young people. The results thanks to their input from the start of the design process is an inclusive, sustainable play space which all ages and abilities can enjoy spending time in.  

    “We now have a park we can enjoy and be proud of. I would encourage anyone who has not yet come along, to make the most of the weather and get out and use the facilities. Enjoy them and look after them.”

    A consultation on the play area design was carried out, ensuring that children’s views were heard and informed the project.  Features include an interactive Nessie, Legend Seeker play ship, swing area, climbing birds’ nest, an adventure mound with tube slide, scramble net and interactive arch. The Sona dance and play arch is an audio-based piece of equipment made for the outdoors which utilises the latest technology and a range of games to encourage children to be more active outdoors.

    Some of the children who helped design the park said:

    “I enjoyed being part of the consultation process because we got to contribute what we would like to see in the park to make it enjoyable for everyone of all ages.”

    “I thought the process was quite fun and you could choose from lots of great ideas and fun things that would be exciting for kids.”

    “It was very exciting as we got to design new spaces and I think this park is way better than the one before.”

    The newly developed site complements family activities already available at Whin Park including the boating pond, Ness Islands railway and a shop serving drinks and snacks.

    Improvement works began in January 2025 by Jupiter Play and Leisure Ltd who appointed Play Works Ltd as their on-site contractor to install the new equipment. Work was completed on site by end of March 2025 and the project was delivered within budget.

    Funding for the contract was awarded by the Scottish Government Play Area Fund and was allocated to the redevelopment of the park by Members of the Inverness, Central, Ness-side, Millburn, and Inverness West Wards.  In 2023, Inverness City Committee Members agreed £150k Inverness Common Good Funding and in 2024 a further £102k from the Community Regeneration Fund towards the park development costs.  A total budget of £500,000.

    Stoke-on-Trent City Council is delighted to welcome Ben Gothard as the Director of their newly created Repairs and Maintenance Service.

    The Repairs and Maintenance of the city council’s 17,500 houses and 600 public buildings, was bought back into the city council in April 2025, having previously been contracted to Unitas Stoke-on-Trent Ltd.

    Having listened to our tenants, the new service is operating with a renewed focus on first time repairs, improved customer service and a more proactive approach to maintenance.

    Ben is due to start in his post on 21 July 2025 and arrives with 20 years’ experience working in Social Housing Repairs and Maintenance and experience of working with Housing Associations and Local Authorities, having previously held the position of Head of Repairs and Maintenance for Sheffield City Council. He will manage all aspects of the RMS Team including Asset Management and Investment, Responsive Repairs and Planned Management.

    Ben said: “I am really passionate about delivering excellent services for customers and it feels like a really exciting time to be joining Stoke on Trent City Council’s team. I am looking forward to concentrating on the improvements already recognised and welcome the opportunity to deliver a top performing service.”

    Let me say one thing.

    Let us all hope that Russia engages more seriously and with more sincerity in the peace talks than we’ve heard here today.

    They’re trying to complicate things and confuse us.

    But the reality is quite simple. Let me restate a few simple facts.

    1) Russia invaded Ukraine twice in fact, in recent years.

    2) Russia violated the UN Charter.

    3) Russia is right, as we speak, trying to annex Ukrainian land.

    4) Russia appears, from its public statements, to be seeking the overthrow of the government in Kyiv and to impose limits on Ukraine’s independence.

    5) Russia has rejected an unconditional ceasefire.

    6) Russia continues to bomb cities across Ukraine, 900 drone and missile attacks in just three days last week.

    There is plenty more we could talk about, including Russia’s use of sophisticated weaponry in urban areas, killing civilians, or its reckless seizure of the largest nuclear power plant in Europe. 

    We could talk about the enablers of Russia’s war, such as weapons flows from Iran and its military partnership with DPRK, in violation of Council resolutions, and weaponised dual-use goods from other third parties.

    But in the end, we don’t really need to look beyond the most essential facts about Russia’s invasion to understand the situation and what needs to happen next.

    Ukraine on the other hand:

    1) Is defending its territory.

    2) Is defending the principles of the UN Charter.

    3) Has agreed to an unconditional ceasefire.

    President Zelenskyy has even offered direct talks with President Putin, which President Putin has rejected.

    So yes, the UK stands proudly with Ukraine as it seeks a just and lasting peace.

    Supporting Ukraine to defend itself from Russian attacks is not the cause of this war; it is a necessary response to it.

    The onus really is on Russia, and President Putin, to show they are serious about ending the war that they started. Let us hope they do that very soon.

    Yorkshire Water fined after pumping station sewage incident

    Yorkshire Water has been fined £350,000 after one of its sewage pumping stations polluted a York watercourse.

    Following an investigation by the Environment Agency, the company appeared at York Magistrates’ Court on Friday 30 May for sentencing for two offences – one of illegally polluting Foss Dyke with sewage and another in relation to failing to maintain a pump at the pumping station.

    It had previously pleaded guilty to the two offences in November 2024.

    The court heard that Yorkshire Water was aware Fossbridge Sewage Pumping Station’s backup pump had not been working for five months.

    It had failed to repair it, despite the issue having been noted repeatedly during regular maintenance checks. It should have been fixed within 24 hours.

    Yorkshire Water ‘failed to take action’

    Martin Christmas, Area Environment Manager for the Environment Agency in Yorkshire, said:

    Water companies have a responsibility to ensure their assets are maintained and in working order to protect the environment.

    Yorkshire Water failed to take action despite being aware of the risks posed by one of its pumps being out of action, which led to a sewage spill.

    We expect full compliance and are committed to taking robust enforcement action where we see serious breaches.

    Alongside increased inspections at sewage treatment works, additional enforcement tools and better reporting we’re determined to hold water companies to account.

    Sewage pumping stations pump sewage through the system to sewage treatment works. It is illegal, unless authorised by an environmental permit, to discharge pollution into watercourses.

    Under the environmental permit for Fossbridge Sewage Pumping Station, such a discharge is only allowed in an emergency, such as an electrical or mechanical failure or a blockage, which, if it occurs, must be remedied without delay.

    Fossbridge pumping station has a main pump and a backup pump. There is an emergency overflow pipe which discharges sewage into the River Foss if the station fails, to avoid nearby homes connected to the system from being inundated.

    Sensors enable Yorkshire Water to monitor the station’s performance including power, pump condition, levels and the operation of the emergency overflow.

    Backup pump was blocked

    On 5 October 2017, Yorkshire Water noted the inlet pipe feeding the backup pump was blocked and effluent couldn’t reach it, meaning the pump could not operate.

    Although a job was raised to fix this blockage, and it was noted it needed repairs during several subsequent regular maintenance visits, it was never carried out.

    Comments from Yorkshire Water during interview said the repair of the backup pump was to be done by an external contractor but had ‘got lost in the ether’.

    On 12 March, 2018, the sewage pumping station filled to the point where telemetry alarms sounded indicating a discharge of sewage into Foss Dyke. The alarms were noted at Yorkshire Water’s control centre and attributed to high rainfall.

    High rainfall was not a valid reason as the sewage pumping station was only allowed to discharge in an emergency as set out in its environmental permit and not, as with some water company assets like combined sewer overflows, in ‘storm conditions’.

    Yorkshire Water did not attend the pumping station, despite the data indicating a sewage spill.

    Report of discharge of sewage

    Two days later on 14 March, Yorkshire Water received a report from the public about a discharge of sewage from Fossbridge pumping station.

    It was found the main pump was running but on ‘low amps’ – which indicates a potential air lock – and the backup pump was still not repaired. Yorkshire Water had no functioning pumps at the pumping station.

    The company stopped the discharge and arranged for tankers to transport the sewage away from the pumping station while it was repaired. Reports suggest the pumping station had been discharging intermittently into the watercourse on 12 March, 2018.

    Over the following days, two further discharges took place at the pumping station, one because only one tanker was being used to transport sewage from the pumping station and it had not been able to keep up with the flow, and another after the main pump blocked again.

    Water samples showed high ammonia levels in the watercourse.

    If members of the public see any signs of pollution, they should report it to the environment Agency’s incident hotline on 0800 807060.

    • Yorkshire Water Services Limited between 11 and 19 March 2018, caused a water discharge activity, namely the discharge of sewage into the Foss Dyke near York which was not authorised by an environmental permit.

    Contrary to Regulation 38(1)(a) and Regulation 12(1)(b) of the Environmental Permitting (England and Wales) Regulations 2016.  

    • Yorkshire Water Services Limited between 1 October 2017 and 19 March 2018 at Fossbridge Sewage Pumping Station, York, failed to comply with condition 1.6.2 of Environmental Permit number 27/24/0440, in that the company failed to maintain the standby pump in working order.

    Contrary to regulation 38(2) of the Environmental Permitting (England and Wales) Regulations 2016.

    Government completes exit from NatWest

    Final share sale ends nearly 17 years of public ownership

    • Final share sale ends nearly 17 years of public ownership 
    • Millions of savers and businesses protected during the financial crisis 
    • Taxpayers prioritised through value-for-money sales at market price since this government came to office

    The government has sold its remaining shares in NatWest Group (formerly Royal Bank of Scotland, RBS) — ending public ownership that began when it stepped in to protect millions of savers and businesses during the financial crisis.

    That intervention prevented the UK economy and financial system from going over the edge – protecting millions of savers, businesses and jobs.  

    Over 2008 and 2009, the government provided £45.5 billion to stabilise RBS (now NatWest), which at the time was one of the largest banks in the world- with over 40 million customers and operations in more than 50 countries. 

    Chancellor of the Exchequer, Rachel Reeves, said: 

    Nearly two decades ago, the then Government stepped in to protect millions of savers and businesses from the consequences of the collapse of RBS. That was the right decision then to secure the economy and NatWest’s return to private ownership turns the page on a significant chapter in this country’s history. We protected the economy in a time of crisis nearly seventeen years ago, now we are focused on securing Britain’s future in a new era of global change.

    Economic Secretary to the Treasury, Emma Reynolds said: 

    Bringing NatWest fully back into private ownership marks a significant milestone for the UK banking sector following the financial crisis.  

    Since coming into government, we have halted the NatWest retail share sale, which could have cost taxpayers hundreds of millions. Instead, we put taxpayers first by only selling NatWest shares at market value— securing more money to invest in vital public services.

    To date, £35 billion has been returned to the Exchequer through share sales, dividends and fees. While this is around £10.5 billion less than the original support, the alternative would have been a collapse with far greater economic costs and social consequences.

    The Office for Budget Responsibility are clear on this point: the cost of doing nothing would almost certainly have been far greater than the difference between the capital injected and proceeds returned.  

    Allowing the bank to fail would have devastated people’s savings, mortgages and livelihoods — and shattered confidence in the UK’s financial system. 

    Since taking office in 2024, the government has prioritised securing value for taxpayers — scrapping plans for a retail sale that could have cost hundreds of millions of pounds due to the need to sell shares at a discounted price to attract retail buyers. 

    Instead, shares were sold only at market price and when it represented value for money  — helping fund the Plan for Change to invest in the NHS, education and defence. 

    The government has now exited all banking sector interventions made during the financial crisis.

  • MIL-OSI Global: How seaweed is a powerful, yet surprising, climate solution

    Picture a place at the centre of a global seaweed revolution. I’ll bet the small English seaside town of Paignton in south Devon is not what comes to mind. A decade ago, I moved from the edge of Dartmoor to the coast. It was about a simple change in work-life balance, but what followed was more surprising.

    The kids were four and seven. I’d always tried to inspire them with my scientific research. Moving to Paignton and walking along Broadsands beach one day, I started noticing piles of seaweed.

    I’d spent my entire professional career researching microalgae (microscopic marine plants) but knew next-to-nothing about their bigger macroalgal cousins, the seaweeds. This felt like an opportunity to have some fun and for all of us to learn together.

    So I bought us a seaweed guidebook, some stickers and set the Allen family the task of finding ten different seaweeds on our local beach. We’d mark a page with a sticker when we found it – the ultimate scientific reward chart. A few weeks later, we’d found 30 and exhausted our sticker sheet.

    I was amazed at the diversity that I had never previously noticed. The colours, the textures, the structures – it was like I’d never really seen seaweed properly before. The professional scientist in me kicked in.

    My kids and I started taking samples home. I built the kids a lab in a lean-to on the back of the house. We dried them out and put them in little jam jars, akin to a seaweed spice rack. It got me thinking of useful or sustainable things I could do with them.

    One day, I posted a picture of these jars on Twitter, with the hashtag #SeaweedApothecary. It started something I could never have predicted.

    Seaweed has an astonishing number of uses. It can be used to produce biofuels and fertilisers, foods such as laverbread, nori sheets for sushi and crisps, cosmetics and toothpaste, pharmaceuticals and food supplements like omega-3. I’d also been incorporating seaweed in my day-to-day research at the University of Exeter, trying to convert it into a biofuel.

    Then, my colleagues in the broader academic and industrial science community started asking for samples. Like me, they’d been ignoring seaweed too – until they saw my social media posts and realised the potential.

    The kids (now both teenagers) are acknowledged on at least a dozen scientific research articles and have continued to help me unlock the potential of seaweed. We’ve done degradation experiments in the raised beds in our garden, tested different seaweeds as feeds for a friend’s chickens, trialled them as fertilisers for our tomatoes – even mixed dried seaweed powder in with cement, to see if it can be used as a structural material filler. All fun, simple science that anyone can do at home.

    Swamped by sargassum

    Then came a call from a Mexican friend, asking me to take a look at a seaweed problem. Every year, Caribbean islands and Mexican coasts are inundated with 30-40 million tonnes of floating sargassum seaweed washing ashore.

    Rotting sargassum causes ecological and economical devastation, destroying livelihoods and the environment. I started converting it into fuels and fertilisers, trying to turn a massive problem into a positive opportunity. Ten years on, I’d become a seaweed expert.

    I was asked to do a podcast on the subject. The presenter, Paddy Estridge, and I chatted about seaweed’s problems, opportunities and potential – and by the end of it, we were both pretty inspired. Together, we founded a company called SeaGen to harness the power of seaweed using autonomous robotics that can seed, cultivate, monitor and harvest it.

    Seaweed holds huge potential to create a more sustainable future. But at the moment, this industry lacks the ability to safely seed, grow, monitor, harvest and process seaweed at scale. Solving these challenges is what SeaGen is all about. We’re designing a suite of automated robotic solutions to make abundant, sustainable supply an economic reality.

    Our mission is a long way from those initial experiments with the kids, but the joy and pursuit of knowledge remains the same. The sticker chart perhaps holds less appeal to teenagers, but we’ve nearly hit 70 different species and I’m always on the look out for the next.

    Those initial seaweed samples paved the way for a whole new aspect to my research portfolio, led to millions of pounds in grant funding, and the creation of a company employing a dozen people. Now, I’m part of a global seaweed and robotics revolution.

    Not a bad outcome from a walk along the beach.

  • MIL-OSI Security: MS-13 Member Pleads Guilty to Racketeering Conspiracy

    Defendant fled to El Salvador following 2010 murder, illegally reentered U.S. and planned second murder

    BOSTON – A member of La Mara Salvatrucha, or MS-13, pleaded guilty yesterday in federal court in Boston to conspiracy to participating in a racketeering enterprise, more commonly referred to as RICO or racketeering conspiracy.

    William Pineda Portillo, a/k/a “Humilde,” 31, of Everett, pleaded guilty to one count of conspiracy to conduct racketeering affairs through a pattern of racketeering activity. Senior U.S. District Court Judge William G. Young scheduled sentencing for July 8, 2025. In September 2024, Pineda Portillo was charged by a second superseding indictment along with co-defendant Jose Vasquez, who pleaded guilty last week to one count of violent crime in aid of racketeering.

    MS-13 is a transnational criminal organization with tens of thousands of members located in the United States, El Salvador, Guatemala, Honduras, Mexico and elsewhere. MS-13 branches, or “cliques,” operate throughout the United States, including in Massachusetts. In furtherance of its mission, MS-13 members are required to commit acts of violence, specifically against rival gang members; kill informants; and support and defend fellow MS-13 members in attacks. MS-13 members maintain and enhance their status in the gang and the overall reputation of the gang by participating in such violent acts.

    Pineda Portillo was a member of the Trece Locos Salvatrucha, or TLS, clique of MS-13, which operated in Somerville. Pineda Portillo personally participated in racketeering activity and acts of violence on behalf of MS-13.

    Specifically, Pineda Portillo and Vasquez conspired with others to murder a 28-year-old man on Dec. 18, 2010, in Chelsea, Mass. That evening, law enforcement responded to a 911 call in the vicinity of the Fifth Street on-ramp to Route 1 in Chelsea. There, law enforcement found the victim with approximately 10 stab wounds to his chest and back, along with injuries to his head. The victim was transported to the hospital, where he succumbed to his wounds. A recent reexamination of evidence collected during the initial investigation identified members of MS-13, including Vasquez, as having committed the murder.  

    In the week leading up to the incident, Vasquez and other MS-13 members conspired to murder the victim because they believed the victim belonged to a rival gang. Evidence revealed that on the day of the murder, Pineda Portillo picked up Vasquez, other MS-13 members and the victim in Allston. Driving a green SUV registered to his father, Pineda Portillo took the MS-13 members and the victim to Chelsea where Vasquez and the other gang members led the victim to an area under the Fifth Street on-ramp to Route 1. Once in the secluded area under the highway, an MS-13 member hit the victim in the head with a rock and another MS-13 member stabbed the victim with a machete. During the attack, Vasquez stabbed the victim with a knife. Vasquez’s palm print was identified on the handle of a silver kitchen knife recovered from the murder scene. The victim’s blood also was found on the knife.

    Pineda Portillo fled to El Salvador before investigators could interview him about his role in the murder. On or about April 29, 2015, after Pineda Portillo returned to the United States, he arranged to sell a firearm loaded with eight rounds of ammunition to another MS-13 member, who was, in reality, a cooperating witness working with law enforcement, in exchange for money.

    On or about June 1, 2015, Pineda Portillo conspired to murder an MS-13 member he incorrectly believed had been arrested and was cooperating with law enforcement. Specifically, in a conversation recorded by law enforcement, Pineda Portillo said, among other things: “I want that son of a bitch killed, man. . . . You will see, homeboy! We are going to do a complete thing to that son of a bitch, dude.”

    Pineda Portillo originally was indicted in 2017. However, shortly before the indictment was returned, he was deported to El Salvador. Approximately five years later, on May 10, 2022, Pineda Portillo was arrested as he tried to return to the United States, illegally crossing the border into Texas from Mexico. According to court documents, after being arrested at the border, Pineda Portillo admitted that he was a member of MS-13. A fingerprint analysis indicated that there was a warrant for his arrest. Pineda Portillo was then returned to the District of Massachusetts where he remained in custody.

Krol, Special Agent in Charge of Homeland Security Investigations in New England; Geoffrey D. Noble, Colonel of the Massachusetts State Police; Chief Shumeane Benford of the Somerville Police Department; and Chief Keith Houghton of the Chelsea Police Department made the announcement today. Valuable assistance was provided by the Bureau of Alcohol, Tobacco, Firearms, and Explosives, Boston Field Division; United States Customs and Border Protection; United States Citizenship and Immigration Services; and the Suffolk County District Attorney’s Office. Assistant U.S. Attorneys Christopher J. Pohl, Brian A. Fogerty and Meghan C. Cleary of the Office’s Criminal Division prosecuted the case.

    The charge of racketeering conspiracy provides for a sentence of up to 20 years in prison, three years of supervised release and a fine of $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    This operation is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations. OCDETF identifies, disrupts and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.   • MIL-OSI USA: Pingree, Planned Parenthood, and Patients Shine Light on Catastrophic Health Impacts of Republican Cuts to Medicaid

    On Wednesday, Congresswoman Chellie Pingree (D-Maine) and Planned Parenthood of Northern New England (PPNNE) hosted a roundtable discussion to highlight the devastating effects Republicans’ reconciliation bill will have on the health and wellbeing of Mainers and people across the country.  

    During the conversation, which was hosted at PPNNE’s Portland headquarters, PPNNE leadership and patient advocates shared their insights and personal stories on how slashing essential health care programs, including the targeted defunding of Planned Parenthood clinics and devastating cuts to Medicaid, will impact people throughout the state. Participants included Nicole Clegg, CEO of PPNNE; Anna Mead, Advanced Practice Clinician at PPNNE; as well as three patient advocates: Michaela Cavallaro of Portland, Travy Moncure of Yarmouth, and Meredith Ruxton McIntosh of Hallowell. 

    “Last week, House Republicans advanced one of the most egregious betrayals of the American people in our country’s history, passing a bill that will rip health coverage away from 13.7 million Americans in order to fund massive tax breaks for billionaires and corporations. The bill also specifically prohibits Medicaid funding for Planned Parenthood clinics across the country. For many Mainers, Planned Parenthood might be their only option for critical services like cancer screenings, pregnancy testing, contraception, and routine wellness exams. And, as we heard today from patient advocates, the services provided at Planned Parenthood—birth control, cancer screenings, basic wellness exams, and more – are a lifeline and an access point for people to have freedom over their own bodies, lives and futures. We are grateful for Rep. She deserves the right to access the health care she needs, when she needs it,” Michaela Cavallaro said. “When I had nowhere to turn, I went to Planned Parenthood. The care I received at Planned Parenthood allowed me to become a mother when I wanted to be a mother. Everyone deserves that kind of care.”

    “I relied on Planned Parenthood for my health care when I was younger and could not afford health insurance,” Travy Moncure said. “I was able to receive routine checkups, cancer screenings and birth control at Planned Parenthood, and these services were integral to my wellbeing and independence as a young woman. Had I not been able to access health care at Planned Parenthood during a time in my life when I could not afford care anywhere else, I know I would have struggled, and the trajectory of my life would have been very different.”

    “Without the medical care and counseling that I was able to access through Planned Parenthood I would have likely dropped out of high school, never joined the military, never attended college or trade school and most certainly would have indulged in addictive substances to the detriment of my life,” Meredith Ruxton McIntosh said. “Planned Parenthood gave me the knowledge and information I needed to make decisions about my body and my health. Planned Parenthood provided my health care for years, no matter where I lived or how much money I had or did not have. Planned parenthood is a lifeline and we have to protect everyone’s access to essential health care.”

    In 2024, PPNNE provided care to Maine patients through nearly 10,000 visits, and 29% of those were covered by Medicaid. More than half of PPNNE’s patients had incomes at or below 200% of the federal poverty level.

    Forty-five Plymouth roads will get a new lease of life over the next 12 months as part of a £1.734 million investment in preventative treatment and resurfacing.

    Our road surfacing programme for 2025/26 has just got under way and is targeting stretches on main routes where the overall road surface is nearing the end of its life or where multiple potholes have developed.

    Nine roads will be fully resurfaced and a further 36 are undergoing surface dressing, which is used to extend the life of roads showing earlier signs of wear and tear, improving their condition and delaying the need for more costly repairs.

    Surface dressing involves spraying a bituminous binder onto the prepared road surface before applying aggregate chippings (also known as the ‘lock-chip’ stage), followed by sweeping and finally re-lining.

    Councillor John Stephens, Cabinet Member for Strategic Planning and Transport, said: “Ensuring people can get from A to B, however they travel, is an absolute priority for Plymouth and a resilient road network is essential. By investing in preventative treatments like surface dressing we can improve the condition of roads and slow down their deterioration to help reduce the need for much more costly resurfacing.”

Access to properties is being maintained as far as possible and any diversion routes are being signposted.

    From intimate reflections on home and heritage to explorations of urban spaces, migration and belonging, this year’s Graduate Showcase exhibition at Anglia Ruskin University (ARU) is celebrating the many ways that “place” informs identity and influences creative expression.

    The free exhibition, which features work by students graduating from a range of creative courses at ARU this year, is a fantastic opportunity for employers, fellow creatives or members of the public to engage with exciting, thought-provoking content, form valuable connections and gain new perspectives.

    The Graduate Showcase features projects by more than 300 students from 15 different undergraduate courses, as well as work in progress from ARU’s Masters courses, and will be on show at ARU’s Cambridge campus from 6-13 June.

    Echoes of Home, a Transatlantic Dialogue by BA (Hons) Photography student Betsy Richards-Kemp asks where our sense of belonging comes from as she attempts to understand the impact of the movement and migration of black people, drawing on the intimate story of two sisters separated by the Atlantic.

    Based in Suffolk, Betsy uses her camera to tell the untold stories of people’s lives and to understand “shared culture, shared history and shared connections”.

    The media used in the exhibition is as diverse as the subject matter – from Alice Hibbert’s handknitted jumper celebrating her Welsh roots and the cockle picking women of Penclawdd, South Wales, to Freyja Finnis’ graphic novel exploring a young person’s journey of self-belief and acceptance set in small rural community.

    Fine Art student Zineb Khadraoui’s handmade ceramic tiles map personal and collective histories. Zineb explained:

    “The tiles are made using clay from Morocco mixed with soil from my family’s land, and each one features photographic transfers from my travels or family archives.

    “The installation takes a circular form, inviting the viewer to walk through the space and reflect on the idea of returning to one’s roots – both physically and emotionally.”

    BA (Hons) Graphic Design student Issac Khera examines the ways we experience place through sound. Featuring the town of Hitchin, his auditory map explores the way the sound of rainfall interacts with the environment along a route. It uses a variable typeface to pinpoint the nuances of rainfall on different surfaces, such as trickling into a drain or falling onto cars.

    Film and TV Production students Lisa-Marie Soulier and Claudia Vogt have co-produced a documentary, Saturday Night Butch, highlighting the importance of lesbian nightclubs in the celebration of masculine presenting lesbians.

    Claudia said: “We travelled across the UK to find and understand the community, visiting venues from nightclubs to barbershops. Bringing Lesbians together has brought a new and long overdue appreciation for masculine presenting Lesbians and a unique perspective to Lesbian documentary.”

    “Place is not just a backdrop for these students’ work, it is an active force – something that provokes, inspires, and challenges. Whether it’s a response to local culture, ecological landscapes, or global dislocation, our students are engaging with the world around them in meaningful and original ways.”

    ARU’s Graduate Showcase 2025 includes installations, moving image from games, film and animation, digital media, and traditional practices, with each piece offering a lens on how place shapes our experiences and futures. Many of the works also reflect a deep commitment to social and environmental issues.

    The free Graduate Showcase is open to the public from Friday, 6 June to Friday, 13 June – including during ARU’s Undergraduate Open Day on Saturday, 7 June – but is closed on Sunday.     Armagh City, Banbridge and Craigavon Borough Council are asking local businesses to sign up to its exciting new gift card initiative, designed to encourage people to shop local, gift local, and spend local.

    Set to go live this summer, the ‘Shop ABC’ Gift Card will be valid across the ABC borough. Businesses of all types and sizes — from retailers and restaurants to salons, hotels, and visitor attractions — are invited to join the scheme for free.

    The card operates via the Mastercard network, meaning no additional equipment is required for businesses already accepting Mastercard payments.

    The ‘Shop ABC’ Gift Card offers a convenient and flexible way for consumers to gift and spend money within the borough. Whether it’s for birthdays, Christmas, thank-you gifts, or corporate rewards, the card will provide a powerful new way to promote local economic activity.

    With a summer launch fast approaching, the Council is urging businesses to register early to ensure they’re part of the scheme from day one.

    As her year as Mayor of Derry City and Strabane District Council draws to a close, Cllr Lilian Seenoi Barr has reflected on her term in office, highlighting her accomplishments, challenges, and her unwavering commitment to unity and inclusivity.

    Speaking ahead of the Council Annual General Meeting (AGM) that takes place on Monday 02 June, to elect a new Mayor – Mayor Barr, said it was an extraordinary privilege to serve as Mayor of Derry and Strabane, to be the North’s first Black Mayor, as well as a Maasai woman and a Derry Girl.

    She said her year as Mayor was dedicated to making “not just history—but change –from the outset, my pledge was to be a mayor for everyone—approachable, present, and focused on building a city and district where every voice matters.”

    Mayor Barr, who made history last year as the North’s first Black Mayor, expressed her deep gratitude for the opportunity to serve as the district’s First Citizen. She emphasised that her term has been defined by diversity, courage, and a determination to build a more inclusive community despite facing various challenges.

    One of the most pivotal achievements during her tenure was the signing of the Financial Deal for the Derry~Strabane City Deal. “This transformational moment confirmed what we’ve always known: that this district is ready to lead, to innovate, and to thrive,” adding that she firmly believed this investment will bring about positive opportunities for everyone.

    The Mayor said that community was at the heart of her Mayoral year, exemplified by the “One Big Weekend, One Big Cause” initiative, which saw a series of vibrant fundraising events for the Mayor’s chosen charity, the BUD Club. From the “roar of the Supercar event to the rhythm and joy of Derry Rocks for BUD Club, to the colour and energy of my ‘Feel the Beat’ Afro-inspired music celebration,” each event underscored a strong sense of purpose and community spirit,” she said.

    A significant legacy of the Mayor’s term was the Inclusive Youth Hub— ‘Our Guildhall, Our Place’. This initiative provided young voices with a platform and sense of belonging, reflecting a shared commitment to young people and meaningful change.

    The Mayor also proudly recalled the joy of hosting the Inclusive Birthday Party at Foyle Arena, tailored for children and young people with additional needs, proving that “inclusion works when we work together” and the Community Christmas Party held at the Guildhall where those who made a significant impact on their community were acknowledged and recognised.

    The Mayor spoke of the work she did to actively promote diversity and inclusion across civic life, reaching out to fellow Mayors across the North for “powerful and honest conversations about how we can better include all minority communities.” This commitment extended to representing the city internationally, raising awareness around racial inequality, migration, women’s health, and housing.

    The Mayor’s leadership extended to the international stage, welcoming former Taoiseach Simon Harris T.D. and the Lord Mayor of the City of London, cementing Derry~Strabane’s central role in regional growth and global collaboration while a trade and investment mission to the U.S. successfully promoted Derry and Strabane as a hub of innovation and investment.

    A deeply personal and profoundly meaningful highlight was the Mayor’s address at the Congressional Black Caucus Annual Legislative Conference in Washington, D.C., leading to the award of an honorary Doctor of Laws degree from Howard University. “This honour was not just a personal milestone—it was a recognition of the values we hold dear: inclusion, justice, and meaningful social change.”

    Mayor Barr said the visit of a delegation from her homeland of Kenya was another very powerful symbol of unity and support, whilst also further strengthening Derry’s international relations.

    The Mayor bravely addressed the “unprecedented levels of online abuse—much of it, racially motivated, and much of it deeply personal.” She said that despite these challenges she refused to be defined by hate, choosing instead to “stay focused, to stay present, and to stay true to my purpose: building a more inclusive, compassionate, and forward-looking district.”

    She credited the people of Derry and Strabane for lifting her up, demonstrating that “love is louder. And hope is stronger.”

    The Mayor extended profound gratitude to Deputy Mayor Alderman Darren Guy for his support during her Mayoral term, her dedicated Mayoral support staff, the Guildhall and wider Council staff, and fellow councillors.

    She also acknowledged the performers and community contributors and sponsors for their continued support with a heartfelt appreciation for her husband Paul and son Brian for their unwavering love and support throughout the year.

    As she prepares to pass the chain of office to the new incoming Mayor, the Mayor concluded saying she left office with her “head held high,” confident that “together, we’ve shown what’s possible when leadership is rooted in community, courage, and compassion.”

  • MIL-OSI United Kingdom: Edinburgh marks a year of Low Emission Zone (LEZ) enforcement

    NHS Lothian, and Asthma + Lung UK have praised the benefits of the LEZ, following a year of enforcement.

    Experts at the NHS and a leading charity have highlighted the ongoing impact of the LEZ enforcement on air quality and health. In addition, the new rules have incentivised active travel and greater use of public transport.

    A LEZ was introduced in Edinburgh on 31 May 2022, along with LEZs in Glasgow, Aberdeen, and Dundee, restricting the most polluting vehicles and benefiting everyone’s health. Edinburgh began enforcement alongside Aberdeen on June 1, 2024. Dundee began enforcement on May 30, 2024, and Glasgow on June 1, 2023.

    With Clean Air Day (19 June) just a few weeks away too this one-year anniversary is a timely reminder of the importance of the LEZ here in Edinburgh and beyond.

    In recent years air quality in Edinburgh has improved, with our monitoring data showing reduced pollution levels, and people getting ready for the LEZ may have contributed to this.

    Over the last year, the average amount of Penalty Charge Notices (PCNs) issued for non-compliant vehicles entering the zone has been decreasing steadily.

    Between June 2024 and January 2025 alone the total number decreased by 56%. There is also evidence of lower numbers of second contraventions. The vast majority of vehicles entering the LEZ are compliant, over 95%. Around 3% of vehicles entering the LEZ are exempted classed.

    The Institute of Occupational Medicine (IOM) has also published a study indicating that active travel and public transport use increased within the LEZ during the first six months after LEZ enforcement.

    The first annual report on LEZ operation is expected to be presented to the Transport and Environment Committee later this year, including air quality trends and how the scheme contributes to our carbon reduction targets, as well as operational matters such as the number of PCNs issued, costs of maintaining and operating the scheme, gross and net revenue and other key issues.

    The Council is working with the Scottish Environmental Protection Agency (SEPA) on data collection and analysis of the LEZ and will present a report in the Scottish Parliament that will help inform the national picture of LEZ impact.

    Transport and Environment Convener, Councillor Stephen Jenkinson:

    I’m proud that alongside Aberdeen, Dundee, and Glasgow we took the bold step of implementing and enforcing a LEZ. We’re sending a clear message that our major cities are united in pursuing a better future for all. Fundamentally, the LEZs are about making our cities healthier for everyone. 

    As Scotland’s capital city, we have a duty to lead on the response to the climate and nature emergencies which will define our country for generations to come. Multiple studies show that even low levels of pollution can have an impact on our health. Road traffic is one of the main sources of harmful emissions that are damaging people’s health and contributing to climate change, so we have a real responsibility to tackle this.

    The average decrease in PCNs here in Edinburgh show that people are getting used to the LEZ and modifying their habits accordingly. It’s also encouraging to see studies showing a positive shift towards greater use of active travel and public transport.

    I look forward to seeing the annual report when it is considered by Committee.

    The LEZ is one important tool to help us achieve our ambitious climate goals, including net zero emissions by 2030.

    It’s great to know that the LEZ enforcement has been in place for a year, helping to improve air quality in the city and protect the health of our most vulnerable residents. Improving air quality and reducing traffic levels are also an important way of encouraging more people to travel by walking, wheeling, cycling and public transport.

    Travelling sustainably can help improve individual physical activity levels and mental wellbeing, as well as supporting better environmental health for the whole population and planet.

    Joseph Carter, Head of Asthma + Lung UK Scotland said:

    We are pleased that Edinburgh along with Dundee and Aberdeen made the bold move a year ago to ban the most polluting cars from their city and it is a step in the right direction to help improve the air that we all breathe.

    With air pollution cutting short thousands of lives a year, we want to see our cities become far healthier places, where people can walk and cycle and not be forced to breathe in dirty air.

    With 1 in 5 people in Scotland developing a lung condition like asthma and chronic obstructive pulmonary disease (COPD) in their lifetime, for them, air pollution can trigger life-threatening asthma attacks and flare-ups.

    Children are more susceptible to air pollution as their lungs are still growing, and they also breathe faster than adults. As they grow, toxic air can stunt the growth of their lungs, making them less resilient into adulthood and placing them at greater risk of lung disease in the future.

    Further Information:

    77% of all PCNs in the last year were served to light passenger vehicles (private cars) and 21% to light goods vehicles (panel vans) with the remaining 2% being divided among the other classes of vehicle. 62.4% of PCNs are paid within 14 days at the discounted rate.

    The penalty charge structure for all of Scotland’s LEZs is set by the Scottish Government.

    Income from the LEZ will be used in the first instance to pay for the operation and maintenance of the scheme. Any surplus income will be contributed towards Council projects which contribute towards the wider goals of the LEZ, particularly improving air quality and climate change emission reduction.

    All LEZ monitoring and evaluation information will be made available on our webpages.

    Air pollution is associated with between 29,000 and 43,000 deaths a year in the UK.  The World Health Organization and the UK Government both recognise that air pollution is the largest environmental threat to our health.

    Another key development is that the Low Emission Zone Support Fund has now resumed and is open to new applications. This is funded by Transport Scotland and administered by the Energy Saving Trust.

    There are separate funds available for households, businesses and retrofitting vehicles.  All eligibility criteria and application details can be found on the Energy Saving Trust website

    Stoke-on-Trent residents are invited to lace up their trainers and join in a Centenary parkrun weekend this June.

    In partnership with four local parkrun events, Stoke-on-Trent City Council is marking the city’s 100th anniversary with a weekend of free, fun and inclusive events.

    The Centenary weekend will feature two regular 5k parkruns and two junior parkruns (2k, suitable for ages 4 to 14), where participants of all ages and abilities can run, jog, walk or volunteer in a friendly and supportive environment.

    It is also wheelchair and buggy friendly, good for dogs and it completely free for all.

    All participants will receive a special centenary medal to commemorate their involvement.

    The celebration parkruns will take place at the following locations at 9am:

    • Hanley Park (Saturday 14 June)
    • Trentham Gardens (Saturday 14 June)
    • Burslem Park – Junior parkrun (Sunday 15 June)
    • Longton Park – Junior parkrun (Sunday 15 June)

    Parkrun is one of the largest free 5k community events in the world, with more than 10 million people registered and over half a million volunteers globally. The initiative encourages people of all ages to come together, enjoy the outdoors and reap the benefits of regular exercise – both for physical and mental health. It empowers people of all ages to come together, be active and enjoy the outdoors, while fostering a sense of community.

    Liz Tideswell, regional ambassador for parkrun events in Staffordshire and part of the volunteer team at Hanley parkrun, said: “We’re really pleased that the city’s parkruns will be part of the centenary celebrations.

    “It’s a great opportunity to welcome new people to parkrun alongside regular attendees. It’s also a chance to say thank you to the volunteers who make parkrun happen – they have a positive impact on our local community every week.”

    Councillor Jane Ashworth, leader of Stoke-on-Trent City Council, said: “It’s great that we have four different parkrun events taking place as part of our packed programme of events for the Centenary.

    “Our Centenary programme is all about celebrating the best of our city – and parkrun is a shining example of what community spirit looks like.
