    Shirt Factory legacy to live on in new archive collection

    The team at Derry’s Tower Museum are excited to begin work on a new project archiving a significant collection of artefacts and documents capturing life within the city’s famous shirt factory industry.

    The collection includes photographs, ledgers, correspondence and ephemera from the many factories that powered the local economy throughout the 19th and 20th centuries.

    Funding of £39,620 for the project was confirmed this week through the National Archives ‘Archives Revealed’ Grant, and the Tower Museum is one of 12 recipients of the grant throughout the UK. The fund is a partnership programme between The National Archives, the Pilgrim Trust, the Wolfson Foundation and The National Lottery Heritage Fund, which helps unlock collections across the UK and build the skills needed to care for them into the future.

    The Shirt Factories collection recognises the role of local people and businesses, who over 150 years contributed to a growing, prosperous industrial city, forging friendships and working together through some of the most challenging periods of conflict. The project will be a further step in capturing and celebrating some of the personal stories and memories of the factory men and women.

    The Archive will play an integral role in the state-of-the-art new DNA Museum which is due to open at Ebrington Square in Autumn 2026, as Head of Culture with Derry City and Strabane District Council, Aeidin McCarter explained. “We are delighted to have the opportunity to bring together a comprehensive collection of items that will tell the story of the world-renowned shirt factories, which have become so synonymous with the city.

    “As we prepare to unveil the new shirt factory sculpture in Harbour Square this will be another enduring memorial to keep the memories alive, and I know this collection will be a fitting tribute to the thousands who contributed to the industry, especially those who are still with us today.

    “By cataloguing the collection in this way we can fully unlock those chapters in our history and share them with a wider audience. This will also be supported by a programme of engaging activities celebrating the contribution of the factory workers to the social, cultural and economic development of Derry over two centuries.”

    The Archives Revealed programme aims to ensure that significant archive collections, representing the lives and perspective of all people across the UK, are made accessible to the public for research and enjoyment.

    Comprehensive programme of activity announced for 2025 North West Angling Fair

    A packed programme of talks, clinics and demonstrations has been announced for the 2025 North West Angling Fair.
    The banks of the Mourne River will come alive on the last weekend of March as some of the UK and Ireland’s top fly dressers, casters and angling specialists descend on the Melvin Sports Complex for the international festival of fishing.
    With support from the Loughs Agency, the event is hosted by Derry City and Strabane District Council and is expected to draw in excess of 3,000 visitors to the town over the two days.
    The programme includes professional casting demonstrations and expert fly fishing tuition while the public will also be able to source angling merchandise from a wide range of fishing tackle producers, fly tying brands and fishing outfitters in the Melvin’s Main Hall.
    Mayor of Derry and Strabane, Councillor Lilian Seenoi-Barr, urged the public to access the programme now and plan their experience.
    “The 2025 North West Angling Fair will cater for all levels of angler,” she said.
    “Council’s Events team have assembled an internationally renowned lineup of fly dressers, casters and instructors, including a number of experts who are appearing for the first time.
    “The event is the perfect introduction to angling for novices and beginners and a chance for experienced fishing women and men to exchange ideas, learn new techniques from the demonstrations and source equipment.
    The Angling Fair takes place from 10am to 5pm on Saturday March 29th and 10am to 5pm on Sunday March 30th.
    Casting demonstrations on the Mourne will be hosted by Scott Mackenzie, Michael Andrew Toft, Tom Brown, Patrick Trotter, Lucinda Ewin, Eamonn Conway, Stuart Wylie, Ian Gamble and Pauline McClenaghan.
    Specialist classes over the weekend will include a first appearance at the festival by legendary casting expert Patrick Trotter, an introduction to Pike Fly Fishing by Stuart Wylie and Eamonn Conway will deliver an introduction to the growing craft of Euro Nymphing.
    Double Handed Casting clinics will be hosted by some of the biggest names in the business including Lucinda Ewin, Tom Brown, Scott Mackenzie and Andrew Toft
    A wide range of fly tyers will also demonstrate their art and techniques and there will be a particular emphasis on young fly tyers who will showcase their own skills and talents as well as hoping to inspire the next generation of anglers.
    The trade stands in the Melvin’s Main Hall will feature a number of new exhibitors and retailers as well as some familiar favourites where people can source new equipment and experiences from the North West’s top providers.

    Bready pupils place time capsule in new Acorn Farm dome

    Local children from Bready Jubilee Primary School joined the Mayor of Derry and Strabane at St Columb’s Park today to leave a special message for the future as they placed a time capsule in the foundations of the new Geodesic Dome being built as part of the Acorn Farm Project.

    The 20m diameter Dome by Viking Domes from Lithuania, is just one element of an exciting new environmental project set to transform the site, creating an innovative urban growing space for the local community promoting food growing technologies and sustainable practices.

    The Acorn Farm is being delivered by Council’s Green Infrastructure Team with support from the UK Government. The contractor is McKelvey Construction from Castlederg and the design team is led by Doran Consulting, Belfast with the dome design by Paul McAllister Architects.

    The £6.2 million climate-smart project will assist in achieving climate resilience by incorporating circular economy principles and sustainable energy technologies.

    The site will also host a Green Skills learning academy, providing education and training on sustainable food production and environmental conservation. Work will go into the development of new farming systems, optimising growing conditions, and pushing the boundaries of what’s possible in urban horticulture.

    Mayor of Derry City and Strabane District Council, Councillor Lilian Seenoi Barr, said the project would have a major impact on the local area. “There is no doubt that we are faced with many challenges when it comes to climate. But the message we leave for future generations in our time capsule today is a hopeful one that demonstrates our commitment to changing things for the better.

    “The Acorn Farm is an exciting vision of what we hope to achieve in terms of Council’s climate ambitions. The project will promote sustainable living, environmental education, and community involvement and become a hub for local events, activities and learning experiences. It will bring people together with the shared goal of adopting more responsible and sustainable practices that will protect our local environment and ensure a cleaner, greener City and District for future generations.”

    In 2015 there was much excitement as a 175-year-old time capsule was unearthed at the former Gwyn’s Institute site during the regeneration of Brooke Park. The lead capsule contained coins, newspapers and a scroll containing the signatures of local dignitaries dating back to 1839.

    The capsule placed at the Dome site today holds a selection of images relating to the Acorn Farm project, including digital technical drawings produced by the design team. It also contains worksheets from the children from Bready PS with information on the food we eat today and their predictions of food they think people will eat in 200 years’ time – from 3D burgers to seaweed pizza, as Principal David Bogle explained. “We are delighted to be here today at this milestone moment for the Acorn Farm and to make a little bit of history by placing some items in the time capsule for future generations to discover. Our pupils have been learning all about the importance of sustainable food and have had great fun recording their predictions for the favourite foods of the future.

    “It’s so important for young people to know where their food comes from and how we can all play a role in ensuring our environment can support vital food sources in a responsible and sustainable way.”

    The children from Bready PS were joined on site for the placing of the capsule by project partners and the design team. Final preparations are also underway for the handover of the new Gate Lodge building which will greet visitors at the entrance to the site.

    UK Minister for Local Growth and Building Safety, Alex Norris, said: “The completed Gate Lodge building is the first step towards an amazing environmental and community hub at St Columb’s Park. “The Acorn Farm project promises to be a shining example of how hard work and creative thinking can bring new life to disused urban sites, and I will watch its progress with great interest.”

    Mayor of Derry City and Strabane District Council Cllr Lilian Seenoi Barr has today pledged her support for those taking part in the Irish language strike in protest at cuts to cross border language funding. Speaking during Chairpersons Business at today’s Full Council meeting at the Guildhall, Mayor said she wanted to raise the issue at the Council meeting to raise awareness of the half-day strike has been prompted by cuts by the Irish Language Agency – Foras na Gaeilge and to pledge her support for the Irish language.

    She said: “Around a quarter of the Foras na Gaeilge’s funding is from the Stormont Executive and around three-quarters is from the Irish Government. Foras na Gaeilge has said it has to make savings of more than €800,000 (£669,000) in 2025 and that will mean funding cuts to some groups operating in Northern Ireland, including in Derry.  More than 40 language organisations across the island of Ireland are taking part in the strike action today, Wednesday 26 February 2025. This is the first time that the Irish language and Gaeltacht community had taken such action and Irish language organisations are encouraging both governments to reverse the cuts and to put into place a long-term solution to the funding crisis.

    As a Council we are committed to fostering an inclusive environment where all cultural identities are respected.As Mayor of this City and District I think it is vitally important that we acknowledge the significance of the Irish language within our city’s diverse cultural landscape and pledge our support towards this campaign for an end to the cuts and a long term funding solution to be found.”

    Council warns ‘Keep control of your dog near livestock’

    Derry City and Strabane District Council’s Dog Control and Animal Welfare team are reminding dog owners of their responsibility to keep their dogs secure in their property and under control at all times, especially when they are near livestock.  Livestock worrying is when a dog attacks or chases livestock on agricultural land or is at large in a field with livestock, which can result in significant injury or suffering and in worst cases, death of the animals involved.  It is a particular concern for farmers during lambing season.

    “Worrying livestock does not just mean attacking or killing sheep,” explained Principal Environmental Health Officer at Council Enda Cummins. “If your dog chases livestock in such a way as could reasonably be expected to cause any form of suffering to the animals or a financial loss to their owner, it will be considered to have worried the livestock”.

    The financial cost can be substantial with the loss of valuable stock, veterinary care, abortions in attacked and frightened animals and damage to property.

    Although it is recognised that most dogs are well looked after and are friendly family pets, all dogs have the potential to inflict injury and to worry livestock.  Many pet dogs will run after animals just for the chase, any breed, no matter what size, can revert to its primitive, wolf-like instinct. “In most sheep worrying cases the dog involved will maim and injure the animal and move onto the next one for the thrill of the chase which can result in a large flock being destroyed.  In certain circumstances, a Farmer or Landowner has the right to shoot a dog found attacking or worrying livestock,” he added.

    As such, Dog Wardens in Derry City and Strabane District Council are reminding dog owners to ensure their dog is always under control and in particular kept secure at night.

    The Council’s Dog Wardens have the authority to seize any dog (of any type and breed) suspected of being involved in worrying or attacking livestock, owners may be prosecuted for any offences and a court may order the dog to be destroyed. A civil case may also be brought by the farmer for any financial loss suffered. 

    Council Dog Wardens respond to all incidents of dog worrying or attacks and anyone who witnesses a dog worrying or attacking livestock is encouraged to report this to the Council’s Dog Warden by telephoning 028 71253 253 during the working day and the emergency out of hour service 07734 128096 for ongoing dog attacks on persons or animals.

    THOUSANDS of Leicester residents could be left without heating or hot water this summer unless they have their aging electricity meters replaced.

    The Radio Teleswitch Service (RTS) – which was introduced over 40 years ago – uses radio signals to tell some electricity meters to switch heating or hot water systems on or off. It is due to be phased out by the end of June 2025, as the system is no longer viable.

    There are about 600,000 RTS electricity meters across Britain and a national RTS Taskforce has been set up to upgrade them all before the switch-off date.

    Around 4,000 households in Leicester are affected, most of which have storage heaters linked to an old-style RTS electricity meter that will need to be replaced as soon as possible.

    Customers can now make appointments with their energy suppliers to have their RTS meters replaced with new smart meters at no additional cost.  Energy suppliers will also be contacting customers directly. E.ON Next is leading in work across the city to significantly raise the replacement rate by devoting engineering resources as part of a targeted campaign.

    The campaign is being supported by Leicester City Council to help encourage anyone who has and old-style RTS electricity meter – or who thinks that they might have – to contact their energy supplier as soon as possible to arrange an appointment to have it replaced.

    Deputy City Mayor Elly Cutkelvin said: “We know that Leicester has a relatively high number of households with electric storage heating systems that will likely be connected to an old-style RTS meter.

    “These meters need to be replaced as soon as possible to ensure that people aren’t left without heating when the switch-off happens this summer.

    “The process to replace your RTS meter is usually straightforward and is carried out at no cost to the household. But time is running out. Energy suppliers will be contacting affected households directly and we would urge anyone affected to make an appointment to have their meter upgraded as soon as possible.”

    The national RTS Taskforce was launched in January 2025 and includes energy regulator Ofgem and trade association Energy UK and is supported by consumer group National Energy Action.

    It urges owners of RTS electricity meters to act now and accept the offer of a meter upgrade from their energy supplier. 

    Charlotte Friel, Director for Retail Pricing & Systems at Ofgem, said: “One of the key functions of the RTS Taskforce is identifying hotspot areas that need more targeted resources to accelerate the upgrade programme. So it is pleasing to see E.ON Next and other energy suppliers pushing to drive up the replacement rate in Leicester.

    “This is a positive declaration of intent to meet the RTS challenge head on, so our message to people in the city is that support is ready and waiting. If you are contacted by your energy supplier to arrange an appointment, please book it.”

    Dhara Vyas, Chief Executive at Energy UK, added: “Energy suppliers continue to make contact with customers who have an RTS meter and are working hard to prioritise support for vulnerable customers ahead of the deadline this summer.

    “It’s really important that anyone with an RTS meter has it replaced as soon as possible – delaying this could result in their heating and hot water not working properly. Contacting their supplier to arrange a replacement – at no extra cost to the customer – as soon as possible will minimise the disruption, help ensure a smooth upgrade to a smart meter and mean that customers continue to enjoy the benefits they currently get from their RTS meter.”

    A supporting campaign will run across TV, video on demand, radio, digital audio, billboards and local press, highlighting the urgent need for RTS customers to book the installation of a new meter as soon as their energy supplier contacts them.

    UK launches visa fraud awareness campaign ‘Visa Fraud Ton Bacho’

    The UK has launched the ‘Visa Fraud Ton Bacho’ campaign to help protect Indian citizens from the physical, financial, and emotional risks of visa fraud and irregular migrations.

    • Campaign will raise awareness of visa scam tactics in Punjab, helping protect people from exploitation, financial loss, and emotional distress.  

    • It encourages those traveling to the UK to check facts and stay safe. Visa application guidance is freely available on gov.uk, and via a new WhatsApp support line.  

    The UK Government has today [27 February] launched the ‘Visa Fraud Ton Bacho’ campaign to help protect Indian citizens from the physical, financial, and emotional risks of visa fraud and irregular migration. 

    The campaign includes a new dedicated WhatsApp support line (+91 70652 51380) in English and Punjabi, helping to identify common visa scam tactics and providing access to official guidance for those seeking legal routes to travel to the UK.  

    The campaign was launched at the Lovely Professional University (LPU) in Jalandhar in the presence of LPU Chancellor and Member of Parliament from Rajya Sabha, Dr Ashok Kumar Mittal.  

    Alongside the WhatsApp line, the campaign will highlight the warning signs of visa scams.  People will be advised to look out for the common spurious claims such as the promise of jobs in the UK, no requirement for English-language tests (IELTS), and exorbitant fees.   

    Visa fraud leads to unacceptable and unnecessary levels of debt and puts people at risk of physical harm and exploitation. A person found committing visa fraud could receive a 10-year ban on travel to the UK. Under the Mobility and Migration Partnership Agreement, the UK and India have a shared commitment to tackling irregular migration. The campaign represents a further element of joint efforts to step up the fight against irregular migration and visa fraud.  

    Christina Scott, British Deputy High Commissioner to India, said:

    The opportunity to visit, study, and work in the UK has never been greater and Indian nationals continue to receive the largest share of UK visit and work visas. However, young peoples’ dreams are being exploited, and too many are becoming victims of visa fraud. That’s why we are launching the Visa Fraud Ton Bacho campaign. The campaign seeks to raise awareness of the risks and help people to check the facts on safe and legal routes to the UK.

    Caroline Rowett, British Deputy High Commissioner Chandigarh, said:

    Punjab is known for its hardworking and ambitious people who have made significant contributions both in the UK and globally. We want to ensure that these dreams are fulfilled safely and legally. We urge people to spread the ‘Visa Fraud Ton Bacho’ message and help protect individuals from falling victim to fraudulent agents.

    11 years since Russia’s illegal annexation of Crimea: UK statement to the OSCE

    Ambassador Holland comments on the eleventh anniversary of Russia’s illegal annexation of Ukraine, a violation of international law, and the campaign of systematic human rights violations and abuse against its people that followed.

    Thank you, Mr Chair.  This month marks 11 years since Russia illegally annexed Crimea —a violation of international law.

    Yesterday marked the Day of Resistance, commemorating the courage and resilience of Ukrainians who continue to stand against Russian occupation of Crimea. On that day in 2014, thousands of Ukrainians gathered peacefully in Simferopol, defending Ukraine’s territorial integrity and their democratic rights.

    Since 2014, the situation in Crimea has deteriorated significantly. Russia’s occupation has been characterised by systematic human rights abuses and a campaign to suppress dissent, erase Ukrainian cultural identity, and silence those who speak out.

    The UN reports that the Crimean Tatar community continues to face serious persecution, including arbitrary detentions, forced disappearances, and the closure of media outlets. It concludes that their cultural and political rights have been violated.

    OHCHR reports that at least 219 Ukrainians from Crimea, including 133 Crimean Tatars, have been arbitrarily detained in Russia since Russia’s annexation of Crimea. At least 40 of these are being denied the urgent medical care they need — among them, human rights defenders Tofik Abdulhaziiev and Enver Ametov.

    Religious freedoms are also under attack. Communities that refuse to conform to the Russian Orthodox Church, including Ukrainian Orthodox believers, Muslims, and Jehovah’s Witnesses face harassment, surveillance, and unjustified legal action. These actions violate fundamental human rights, including the freedom of religion and belief, which are enshrined in international law.

    And since the full-scale invasion of Ukraine, Russia’s repressive measures in Crimea have become the blueprint for the restrictions on human rights and fundamental freedoms in the newly occupied territories.

    Russia’s attempts to legitimise its occupation of sovereign Ukrainian territory through sham referenda and forced passportisation are equally concerning. These actions attempt to manipulate the demographic and political landscape of Ukraine, further isolating the occupied regions from Ukraine and the international community. The UK rejects these measures as unlawful.

    We call for the immediate release of all those arbitrarily detained by Russia in Ukraine, including the three members of the OSCE Special Monitoring Mission—Vadym Golda, Maxim Petrov, and Dmytro Shabanov—who have been unjustly held since 2022 for performing their official duties. International human rights monitoring bodies be granted full and unrestricted access to Crimea. Justice must be served for victims of human rights abuses, including those forcibly disappeared or tortured.

    The UK reaffirms its unwavering support for Ukraine’s sovereignty and territorial integrity within its internationally recognised borders, including Crimea. We will stand with Ukraine for as long as it takes, and we will continue to work with our international partners to hold the Russian authorities accountable.

    Baroness Jones, Alex Davies-Jones MP and Jess Phillips MP wrote to Baroness Bertin, lead reviewer of the Independent Pornography Review, regarding the Independent Pornography Review’s report.

    The letter is a joint response from the Department for Science, Innovation and Technology, the Ministry of Justice and the Home Office.

    The Independent Pornography Review: the challenge of regulating online pornography is an assessment of the legislation, regulation and enforcement of pornography. The review provides recommendations for government, regulatory bodies, and the sector to ensure that harmful impacts of pornography are addressed.

    Thank you Mr President,

    We thank the Special Rapporteur for his update and share his deep concern about the human rights situation in Eritrea.

    And we express our disappointment. Despite Eritrea’s membership on this Council, it has not improved its own Human Rights record, nor made any progress in engaging with the Special Rapporteur.

    We reiterate the urgent need for Eritrea to reform its national service. Eritrea should take steps to regularise the duration of national service and increase the exemptions to it. This would enable young people to determine their own career path, as well as restoring their trust in the government.

    We also call upon Eritrea to address concerns surrounding transnational oppression. Reports of refugees being harassed and facing intimidation, including in the UK, are completely unacceptable. We will not hesitate to prosecute any perpetrators.

    Finally, we call for all those arbitrarily detained in Eritrea to be released, and for concrete steps to protect freedom of expression to be urgently taken. A free and open society is the bedrock of stability and prosperity.

    OPSS warning on dangerous UPP e-bike batteries

    Repeat warning to stop using UPP batteries linked to multiple serious fires.

    The Office for Product Safety and Standards (OPSS) is warning consumers to stop using dangerous models of UPP batteries in their e-bikes. These batteries have been linked to multiple serious fires.

    OPSS previously issued a warning about these UPP batteries in January 2024 when it took action to require online marketplaces to stop selling them.

    The specific models affected are UPP (Unit Pack Power) U004 and U004-1.

    These models should not be used as they are dangerous and can cause a serious fire or explosion that spreads rapidly, and which can lead to serious injury or death.

    Owners of e-bikes are advised to take the following steps:

    1. Check that your e-bike, particularly any second-hand model or e-bike conversion, does not contain UPP battery model U004 or U004-1.
    2. If it does, stop using it immediately and do not charge the UPP battery.
    3. Dispose of the UPP battery at any local household recycling centre that accepts this type of battery.
    4. Contact the seller for redress.

    Graham Russell, Chief Executive of OPSS said:

    Unsafe e-bikes batteries are still in use around the country. When they are being charged, they can catch fire with horrific force, threatening the lives of those who use them, their families and their neighbours. While OPSS takes action to remove these wherever we can, it is vital that consumers are aware of the risks and that they check that their own e-bike, or any e-bike they see for sale online, does not contain these UPP batteries. If anyone finds one, don’t use it and contact the seller.

    The Government advises that consumers should only buy safe e-bikes from reputable sellers, only replace parts with products recommended by the manufacturer and always seek professional help when converting or repairing an e-bike.

    The library will host an evening with three of the Isle of Wight’s most captivating crime writers, promising a night of literary excitement that will leave attendees on the edge of their seats.

    The event, aptly titled “Plotting a Murder,” will feature local authors Anna Britton, Mary Grand, and Sue Shepherd. These talented writers will unravel the secrets behind their gripping novels, sharing the meticulous process of crafting the perfect crime.

    Mary Grand, a master of the contemporary whodunnit, will discuss her bestselling novels set against the picturesque backdrop of the Isle of Wight. Titles like “A Seaside Murder” and “A Christmas Murder” have captivated readers with their clever plots and local charm.

    Anna Britton, known for her Detective Martin & Stern series, will reveal how she weaves complex characters and vivid storytelling into her novels. Her debut, “Shot in the Dark,” has already garnered a loyal following, and fans are eager to hear more about her creative journey.

    Sue Shepherd is well-known for her Sandlin PI Series, which features the determined and resourceful private investigator, Hannah Sandlin. Sue has received critical acclaim for her work, with readers praising her ability to craft intricate and suspenseful narratives.

    Using automation to save time processing consultation responses

    How City of London saved hours of manual labour by using a Digital Planning automation.

    During the consultation for their City Plan 2040, the City of London Corporation received 2,000 comments from almost 300 individuals—87% of which were sent by email.  

    To organise these responses efficiently, the Corporation partnered with the MHCLG Digital Planning programme to test an email processing automation designed to improve the handling of public consultation responses.

    The approach 

    Following this approach allowed them to: 

    • automate response processing using Microsoft 365  

    • create a detailed SharePoint database  

    • make data-driven decisions without manual labour

     Understanding local opinion 

    Public consultations are a key part of community engagement, particularly in local plans. They help local planning authorities (LPAs) understand local opinions and priorities. However, processing the thousands of responses often received can be time-consuming and labour-intensive. 

    Developed as part of the MHCLG Digital Planning programme, the automation helps this by organising and storing email submissions. It’s a Microsoft 365 add-on, which is free for existing licence holders. It automates the categorisation and storage of email submissions, removing the need for manual data entry.

    Reducing manual work 

    It simplifies the process of collating responses, allowing LPAs to focus on analysing feedback and making informed decisions. This significantly reduces manual work and frees up staff time for other priorities. 

    The automation can potentially save 1 to 2 months of administration per consultation and comes at no extra cost to those with Microsoft 365. It is completely optional and at every LPA’s discretion as to whether they install and use it.

    Creating effective databases 

    The Power Automate add-on connects to the consultation email inbox in Microsoft 365. It automatically categorises unread emails that come in during the consultation period.  

    It then collects:  

    • the person’s name  

    • email address  

    • subject line  

    • any attachments  

    • body text of the email  

    It stores these in a centralised SharePoint location, removing the need for manual entry.    

    To review responses, you access the stored data in the designated folder or database on Microsoft 365. You can then analyse feedback, generate reports, and make data-driven decisions without manually sorting through individual emails.   

    The automation is compatible with various IT systems used by LPAs. City of London has shown that it not only reduces administrative burden, but also enhances the accuracy and organisation of consultation data.

    In summary 

    Michelle Rowland, City of London Planning Policy Officer, praised the automation’s impact:   

    The program worked well for us, saving us hours of manual data entry in one step of the representation processing. Instead of painstakingly inputting emails, names, and relevant details by hand, the program automated the entire process.  

    From the spreadsheet export, we were easily able to add additional columns for summarising and analysing the comments.

    Perth and Kinross Dementia Cafe will be holding an awareness day event on Wednesday 5 March 2025 from 10am to 12.30pm at the North Church on Perth High Street, to which all are welcome.

    The Dementia Cafe meets on the first Wednesday of each month, providing advice and information to people living with dementia in Perth and Kinross, their families and carers.  

    Alongside staff from Perth and Kinross Council’s Safer Communities and Trading Standards teams and Perth and Kinross Health and Social Care Partnership, organisations also being represented at the session will be NHS Tayside (Occupational Therapy, Podiatry, Community Mental Health), Telecare Services, Alzheimer’s Scotland, SCARF, Live Active Leisure, PKAVS Carers Support, Scottish Fire and Rescue Service, Blueberry Hill Meals and Macnabs Solicitors.  

    Hot filled rolls from Langs Foods will be available as well as a selection of other refreshments.

    Speaking ahead of the Prime Minister’s discussions with President Trump North Antrim MP Jim Allister said:

    “Although we are entering unchartered territory, we have to assume for now that if President Trump proceeds with his 25% tariff on the EU that this will apply to Northern Ireland since the courts have ruled that we are part of the EU Customs territory.

    “This is something the Prime Minister, if he cared about Northern Ireland, should discuss with President Trump when he sees him later today. However, as Prime Minister his first job should be to reclaim sovereignty over Northern Ireland and thereby remove us from this bind of being within the EU’s customs control.

    “A 25% tariff would have a devastating effect on Northern Ireland exporters.

    “This provides yet another object lesson in the fact that, despite all talk of ‘having got Brexit done’ this is a fallacy.

    “Part of the United Kingdom of Great Britain and Northern Ireland remains in the EU.

    “The answer to this development is not for the UK Government to effectively apply the costs of the tariff to the whole UK and refund Northern Ireland businesses the difference.

    “It is rather that they stand up for the people of the whole United Kingdom and explain to the EU that an arrangement that disrespects the territorial integrity of the UK, that disenfranchises 1.9 million UK citizens, that causes trade diversion in violation of Article 16 of the Windsor Framework, and that has the effect of leaving any part of the UK vulnerable to 25% US tariffs cannot be allowed to continue.”

    UKHSA warns of potential second norovirus wave

    People who have already had the virus this winter could be at risk again, as new data shows shift in circulating strains.

    The latest UK Health Security Agency (UKHSA) data shows norovirus cases continue to rise across the country, with laboratory reports at the highest levels since reporting data this way began in 2014.

    Laboratory confirmed cases in the 2 weeks from 3 to 16 February 2025 were 29.4% higher than the previous fortnight and more than double the 5-season average (168.0%) for the same 2-week period. The impact is particularly severe in hospitals and care homes, with cases highest among people aged 65 and over. Cases usually start to decline around this time of year as the weather gets warmer, but it is too soon to conclude whether or not norovirus has peaked this season.

    The increased activity this season is associated with the recently emerged GII.17 genotype. However, the latest data shows that a different, but commonly seen genotype (GII.4) is now increasing. Prior to the emergence of GII.17, GII.4 is the genotype that most commonly detected and increased each winter. While the GII.17 genotype remains dominant, accounting for 59% of cases, its prevalence has dropped from 76% since November. Meanwhile, the GII.4 strain has sharply risen, now representing 29% of cases compared to just 10% three months ago.

    This means that people who have already had norovirus this season may catch it again, as having one genotype does not fully protect against the other. However, at present there is no indication that either GII.17 or GII.4 leads to more severe illness.

    Common symptoms of norovirus include:

    • nausea and vomiting
    • diarrhoea
    • high temperature
    • abdominal pain
    • aching limbs

    Some people, particularly young children, older adults and those with weakened immune systems are more likely to develop severe symptoms, which can cause dehydration. Anyone with these symptoms should drink plenty of fluids.

    Amy Douglas, Lead Epidemiologist at UKHSA, said:

    Norovirus levels are still exceptionally high and now with multiple genotypes spreading at the same time, people could end up getting infected more than once this season.

    We are seeing the biggest impacts in health and social care settings, such as hospitals and care homes. Symptoms of norovirus can be more severe in older adults, young children and those who are immunocompromised. If you have diarrhoea and vomiting, please do not visit hospitals and care homes or return to work, school or nursery until 48 hours after your symptoms have stopped. And don’t prepare food for others, as you can still pass on the virus during this time.

    Alcohol gels do not kill norovirus. Wash your hands with soapy warm water and clean surfaces with bleach-based products where possible to help stop infections from spreading.

    While it is likely the GII.17 genotype has driven up norovirus cases this season due to a lack of previous immunity, the higher numbers we are seeing may also reflect UKHSA’s improved testing capabilities and changing patterns of infection since the COVID-19 pandemic. Norovirus also spreads more easily in lower temperatures as people spend more time indoors and typically peaks during winter months.

    UKHSA experts estimate that reported cases represent only a small fraction of actual infections. For every case reported to national surveillance, approximately 288 cases occur in the community, suggesting around 3 million cases annually in the UK.

    A NEW life-saving defibrillator has been installed at Belgrave Hall in Leicester, as part of the Heartshield initiative.

    Heartshield was launched by Leicester City Council’s public health team, East Midlands Ambulance Service (EMAS) and local heart charity the Joe Humphries Memorial Trust (JHMT). Its aim is to map out the council’s available defibrillators and fill in the gaps by installing new ones where needed. As a result, in the last year, 10 new defibrillators have been installed at council venues across the city, including Belgrave Hall.

    All of the defibrillators are available for public use 24 hours a day, whenever they are needed.

    Every year in the UK, ambulance services attend more than 30,000 callouts to people who are in cardiac arrest (their heart has stopped beating). Currently, fewer than one in 10 of these people will survive. Early use of a defibrillator can make a huge difference to someone’s chances of survival.

    Cllr Vi Dempster, assistant city mayor responsible for public health, said: “Availability of public-access defibrillators and confidence in using them is vitally important to improving survival rates. We’ve made excellent progress, but there is always more to be done, which is why we’re delighted to be working with the ambulance service and the Joe Humphries Memorial Trust on this.

    “If you own a public building or a small business in Leicester, or any place where people gather, please consider installing a defibrillator to an external wall, so that it can be accessed easily at any time of the day or night. There are funding sources that can help with this. Together, we can help to make Leicester a heart-safe city.”

    The defibrillator at Belgrave Hall was funded by Leicester City Council’s public health team and Government funding. In other areas of the city, ward councillors have used community grants to support installation.

    Dr Laura French, consultant in public health at Leicester City Council, said: “By working together with communities, we aim to improve survival rates. As well as encouraging the installation of more defibs, it’s important that the ones we already have in Leicester are registered on a national database called The Circuit, so that emergency services can direct people to the nearest defibrillator in the event of a cardiac arrest. We also encourage people to access free training so that they know how to use a defibrillator.”

    Dr Mike Ferguson from the Joe Humphries Memorial Trust said: “Out of hospital cardiac arrests can happen to anyone, of any age, at any time. Together with our communities, the Heartshield project will continue in 2025 to help spread the word about this important issue and get more defibs installed.

    “Do you and the people you work with feel confident in how to give CPR if you were to see someone collapse? Would you feel confident using an automated defibrillator? If not, consider accessing some of the training freely available through us at JHMT, or through other sources such as EMAS. Being prepared is key to saving lives.”

    As well as providing free CPR and defibrillator training, the JHMT works hard to raise awareness of sudden, unexpected heart deaths (SADS), helps to provide community defibrillators and runs Inspire, a local grants scheme for inspirational young people in the city and county.

    FAMILIES who have children with special educational needs and disabilities (SEND) can join Local Offer Live next week to find out more about services that can help them.

    Local Offer Live is a free, drop-in showcase event aimed at helping people find out what’s available locally for children and young people with additional needs.

    The event takes place at The Kube, Leicester Racecourse, in Oadby, from 9.30am-4pm on Thursday 6 March. Everyone is welcome to attend, and parking is free.

    Information stands from organisations including the Disabled Children’s Service, the Special Education Service and occupational therapy will be at the event, along with lots of stands from local charities, groups and specialist support providers.

    Activities will be taking place throughout the day, with the early years support team offering messy play sessions, arts and crafts from Soft Touch Arts and storytelling on the Leicester Libraries children’s Bookbus.

    There will be performances from Netherhall Samba, with soloist Hayden Rosorio, and The Starz of Ashfield Academy. The Big Mouth Forum disabled children’s group will host a Q&A session, and a special ‘Celebrating Success’ awards ceremony, starting at 1pm, will highlight the achievements of young people.

    Assistant city mayor for children and young people, Cllr Elaine Pantling, said: “Local Offer Live is always a really good event, highlighting the range of services and the wider support network that is available in the city for children and young people with SEND and their families.

    “We know that finding the support that works for you and your family can be challenging. Local Offer Live brings everyone together in one place, making it easier to access the right support and get specialist advice.

    “It’s also a great chance to enjoy some performances from our young people, and to celebrate their successes at our awards ceremony.”

    A young carer has been presented with a Good Citizen Award by Coventry’s Lord Mayor for the support she has given to the community.

    Sharandeep Sahota has cared for her disabled relatives since age seven and founded the Young Carers’ Council with the Carers Trust Heart of England, to ensure young carers like her in the city, are represented.

    In 2023, Sharandeep was named as the Duke of Edinburgh Award’s “Change Maker of the Year as well as being nominated for a Coronation Champions Award. She also has had a special mention for being a young carer, volunteering and creating packages for the homeless in the Carer’s Trust  ‘Who cares wins, Young Hero’ category.

    Sharandeep has a strong volunteering ethos which includes speaking to students about volunteering at the Birmingham Youth Summit, helping at the International Children’s Games, teaching at the Streetlaw Project, campaigning about knife crime and fundraising with the National Citizen Service.

    Lord Mayor of Coventry, Councillor Mal Mutton, said: “We have so many wonderful young carers in the city who look after loved ones and I am delighted that Sharandeep has been named a Good Citizen. To think that she has also found the time in her young and busy life to volunteer to help Coventry host the International Children’s Games and support the work to combat knife crime, is truly inspiring. Congratulations to her, and many thanks on behalf of the city of Coventry.”

    The Family Hub and Community Initiative to Reduce Violence (CIRV) Youth Takeover event was held at the Moat Family Hub, and saw a total of 450 people attend, including 266 young people aged between eight and 18, parents, carers and representatives from local businesses, organisations and partners.

    The event enabled many teams to

    • Engage with young participants in meaningful conversations and create an environment where their voices are valued.
    • Give young people a safe space to express themselves during half term and access activities which are constructive.
    • Link young people and youth services together to promote activities they can be regularly involved in to further develop.
    • Highlight all the great work that’s happening in Coventry for young people.

    The day also included workshops and over 30 activities, including music, multisports, virtual reality, arts and crafts, food and much more.

    The main aims were to increase awareness of the services available at the Family Hubs, to bring young people together and share information on a range of other services and organisations in the city that offer support.

    Cllr Patricia Seaman, Cabinet Member for Children and Young People, said: “The Youth Takeover event gave our young people the chance to voice their opinions, share their experiences and to see just what is there for them in our city.

    “It was a great day, with many able to try some new experiences and to meet new people, whether that was building friendships with other young people, or talking to organisations like the Council and Police and having their voices heard.

    “It was a part of our work through Child Friendly Cov to deliver on our pledge to ensure young people be and feel loved, valued, safe, healthy and have opportunities.

    “Thanks to everyone involved for making it such a success and giving our children and young people such a memorable day.”

    The range of interactive workshops covered topics such as mental health awareness, coping strategies, and skill-building activities, and young people also took part in a knife crime awareness chat with an expert from Precious Lives.

    “Today was amazing, it’s fantastic to see so many young people and youth services in one space with smiles on their faces. Today has been great for us to share our opportunities to the young people.” Youth Service.

    High Commissioner, thank you for your update.

    Back on 7 October 2023, Israel suffered the worst terror attack in its history at the hands of Hamas: the hostages have suffered an unbearable trauma. 

    The people of Gaza, so many of whom have lost their lives, homes or loved ones, have also experienced a living nightmare.

    We’ve been crystal clear. Palestinian civilians must be permitted to return to their communities and rebuild. It is for Palestinians to determine the future of Gaza. And international humanitarian law must be respected.

    In the West Bank, the UK is deeply concerned at the expansion of Israel’s war aims and operations. Civilians must be protected.

    But let me be clear, the UK is opposed to the existence of item 7. The UK wants to see all countries face appropriate scrutiny of their human rights record but opposes the disproportionate focus of this item. 

    Mr President,

    The UK has urged all parties to sustain the ceasefire deal, implement the agreement in full, and support efforts to move to phase two and a sustainable peace.

    Indeed, let me reaffirm, once again, our support for a credible pathway towards a peaceful future for both Palestinians and Israelis, based on a two-state solution where they live side-by-side in peace, dignity and security.

    Farmers invited to take part in field trials of a cattle TB vaccine and a companion skin test

    Work continues on a deployable cattle TB vaccine.

    Field trials for a cattle vaccine and new skin test for bovine tuberculosis (bTB) are set to move to the next phase, the Animal and Plant Health Agency (APHA) has announced today (February 27th), with interested farmers and veterinarians encouraged to volunteer and support the delivery of the project.

    The next phase of the field trials (Phase 3), similarly to the previous two phases, will take place on commercial cattle farms in areas of England and Wales where there is a low incidence of bTB and are set to be completed in 2026/7.

    Defra is working at pace on a revised TB eradication strategy in England to drive down TB rates to save cattle and farmers’ livelihoods. The new strategy will mark a significant step-change in approach to tackling this devastating disease and will also consider a range of further measures, including boosting cattle testing.

    Partnership working is at the forefront of the TB Delivery Plan in Wales. The Wales TB Eradication Programme Delivery Plan outlines plans to eradicate TB in Wales by 2041.The Welsh Government recently announced a new Bovine TB Eradication Programme Board for Wales which is the latest development in reaching the shared goal of a TB-free Wales.

    The development of a cattle vaccine against bTB is at the forefront of global innovative solutions to help eradicate this disease. If this next phase is successful, this project will take us one step closer to a vaccine to be used in conjunction with other measures to tackle this insidious disease which impacts livestock farmers across the world.

    Laboratory studies have indicated that the vaccine and DIVA skin test are safe and that the test performs well, under controlled APHA facility environments.

    The CattleBCG vaccine can stimulate a protective immune response in vaccinated cattle. When coupled with the new Detect Infected amongst Vaccinated Animals (DIVA) skin test, the vaccine represents a significant advancement in bTB control that can contribute to further reducing the spread and impact of the disease in cattle herds.

    Previous studies with vaccinated animals demonstrated significant protection against experimental challenge with high dose of bTB. As with other vaccines, a range of protection is expected, some animals will be fully or only partially protected after vaccination whilst others will remain susceptible to the disease. Recent international studies investigating the full extent of BCG protection in natural conditions found a total efficacy of 89%.

    Phase 3 will involve gathering further information on the performance of the candidate companion DIVA skin test. This test will ensure that bTB infected cattle that are vaccinated will continue to be detected reliably among the vaccinated and disease-free animals, something which the currently used tuberculin test is not able to provide.

    UK Chief Veterinary Officer Christine Middlemiss said:

    Bovine tuberculosis has remained one of the most difficult animal disease challenges to tackle, causing devastation to farmers and rural communities.

    These trials and the active participation of farmers will help us in ensuring any new vaccine and testing approach is both effective and practical.

    The Deputy Chief Veterinary Officer for Wales, Gavin Watkins, said:

    As we move forward with Phase 3 of this vital research, I would urge cattle keepers in Wales who have eligible cattle herds to contact APHA with a view to taking part.

    Animal and Plant Health Agency Chief Executive Jenny Stewart said:

    The launch of this next phase of field trials marks a significant step forward in our aim to develop a viable and effective cattle TB vaccine.

    APHA scientists and field colleagues are at the forefront of tackling animal and plant disease outbreaks and this new phase will further our understanding of this disease.

    Bovine TB (bTB) is one of the most difficult animal health challenges that the UK faces today and costs taxpayers in England around £100 million every year with an estimated further £50 million cost to the industry.     £230m DHL investment in Coventry to create hundreds of local jobs

    DHL Group has announced a £230 million e-commerce hub investment in Coventry creating up to 600 local jobs.

    • Major £230m investment in new state-of-the-art e-commerce hub in Coventry will create up to 600 local jobs.
    • New hub near Coventry Airport can handle up to 1 million parcels a day and is part of DHL e-Commerce’s wider £482m investment into the UK.
    • Minister Justin Madders will open the hub today, celebrating the latest in a series of job-boosting investments across the country.

    Logistics giant DHL has invested £230 million in a new state-of-the-art e-commerce hub in Coventry which will create up to 600 local jobs, in the latest in a series of job-boosting investments across the UK. 

    Today (27 February), Business Minister Justin Madders will formally open the new hub which covers 25,000 m² of space and can handle up to a million parcels a day, speeding up delivery times for UK consumers in a major win to the Coventry and wider West Midlands economy. 

    During his visit, the Minister will meet with DHL Group’s senior leadership, including CEO of DHL eCommerce Pablo Ciano, tour the new site to see the latest e-commerce technologies in action, and learn about how the new hub will benefit not only Coventry but the wider West Midlands.

    This announcement comes as the latest research shows the UK is expected to reach a turnover in e-commerce of £176 billion by 2029, leading all European economies. The latest figures from the Department for Business & Trade also show the West Midlands region landed 133 foreign direct investments in 2023/24, generating 7,581 new jobs.

    Securing investment is central to the Government’s mission to deliver economic growth which will create jobs, improve living standards, and make communities and families across the country better off as part of our Plan for Change.

    Since entering office, the Government has been focused on restoring economic stability – which is the foundation of growth – to give businesses the confidence to invest and expand in the UK, and today’s announcement from DHL is a major vote of confidence in the UK’s investment environment.

    The hub also provides EV charging points and 7,000m² of solar panels along with LED lighting. This minimises the site’s environmental impact and preserves the area’s natural biodiversity – supporting the government’s ambitions to make the UK a clean energy superpower. 

    Economic growth is the foundation of our Plan for Change, and DHL’s vote of confidence will play a vital role in not only unlocking further investment but turbocharging the UK’s logistics sector. 

    DHL’s announcement today is the latest in a series of recent investment wins for the UK, including: 

    • Creating nearly 38,000 jobs across the UK following our record-breaking International Investment Summit last October, with £63 billion worth of investment secured by companies such as Amazon Web Services, Iberdrola and Octopus Energy.
    • Car manufacturer Nissan, and the Japan Automatic Transmission Company (JATCO) securing a £50 million investment deal in partnership with the government to create a new manufacturing plant in Sunderland.
    • US company Knighthead’s £3 billion regeneration project in East Birmingham, creating 8,400 new jobs annually, paving the way for a new 60,000-seater stadium alongside a sports campus of training facilities, a new academy, and community pitches.
    • Rolls Royce investing £300m in the expansion of their Goodwood facility to meet the growing demand for bespoke upgrades.
    • JLR investing £500 million in its Halewood facility to enable the production of electric vehicles, alongside existing combustion and hybrid models.
    • Blackstone’s £10 billion investment to create the biggest AI data centre in Europe, creating 4000 jobs.
    • Eren Holding investing £1 billion in the redevelopment of Shotton Mill in North Wales, safeguarding 147 jobs and creating a further 220 jobs.
    • Heathrow Airport announcing a multibillion-pound investment programme to expand the airport, including new terminal buildings, aircraft stands, passenger infrastructure and work towards its third runway.

    Discussion paper on further reforms to legal aid system.

    Reforms to legal aid have been set out to make the system simpler and easier for both solicitors and those who need legal assistance – along with longer-term proposals for funding and improving the delivery of services.

    Actions set out in a discussion paper will simplify the funding system and build on recent improvements to reduce the amount of information needed during the application process.

    Regulations will be brought forward by the end of this year to remove the eligibility tests for children in all cases before a Children’s Hearing. Improvements will also be made to the fee structure for serious criminal cases, which will better reward the work needed to resolve cases in advance of a potential jury trial.

    Legal aid funding has increased by 25% in the five years since 2019, with expenditure last year of £151 million, which met all approved application costs. A further £14.2 million has been approved in the Budget next year to meet rising costs.

    Research will also be commissioned to inform a review of current legal aid fee levels. This will help with the development of a regular fee assessment mechanism to ensure a fair and sustainable system of payments and fees.

    In addition, a longer-term programme of work will begin with stakeholders, including law firms, third sector organisations and service users, to consider more fundamental changes to the structure, funding and delivery of legal assistance to build a system that is fit for the future. This will inform the development of future legislation.

    Minister for Victims and Community Safety Siobhian Brown said:

    “Scotland has one of the most comprehensive legal aid systems in Europe that provides an uncapped, open-ended and demand-led approach to legal assistance.

    “Legal professionals across the country work hard to deliver legal aid and I recognise that further reforms are needed to ensure Scotland has a modern and responsive system where services can continue to be provided as efficiently as possible, where and when they are needed.

    “We will take immediate action to further streamline and improve the application process, reducing the burden on both solicitors and those who need legal services so funding is provided as quickly and easily as possible.

    “A review of legal aid fees will help develop regular assessments to ensure the system remains fair and sustainable. Longer-term we will consider with stakeholders what more fundamental changes can be made to best develop a legal assistance system fit for the future.

    “I look forward to engaging and discussing these proposals with law firms, third sector organisations and, crucially, service users themselves so legal aid continues to best serve those who use and need it.”

    Bill Moyes, Chair of the Scottish Legal Aid Board, said:

    “This paper is an important next step in the journey to redesign the legal aid system to meet the needs of the people of Scotland for decades to come.

    “We will be working with the Scottish Government, the legal profession and advice sector in 2025 and beyond to help make the vision set out in the paper a reality.”

    The legal aid system provides publicly funded legal advice and representation in court for those most in need.

    Recent improvements in the legal aid application process to reduce the need for information during the application process include the increased use of block fees and a simpler online application process.

    The above reforms are in addition to the announcement made by the Cabinet Secretary for Justice and Home Affairs on 23 January 2025 that free, non means tested legal aid support will be provided for bereaved families participating in deaths in custody Fatal Accident Inquiries.

    The UK Government’s English Devolution white paper outlines lots of changes to how local councils will be structured.

    Alongside its plans to devolve powers, the Government has also asked councils in the Hampshire and Solent region to propose how they will restructure to become larger unitary authorities (which would combine the services of the county council and district / borough councils).

    On Monday 3 March at 6pm, Leader of the Council Cllr Martin Tod will hold a public webinar where he’ll:

    explain the changes;

    what is expected as a result of the government’s white paper;

    and what it all means for councils across Hampshire.

    The Mayor of London and London Councils have come together today (Thursday 27 February 2025) with local leaders from business, education and the voluntary sector to launch a bold new plan to turbocharge economic growth and increase prosperity across the capital.

     

    Developed together with London & Partners – in collaboration with businesses, trade unions and London’s communities – the London Growth Plan sets out a blueprint to kickstart the capital’s productivity, which has flatlined since the 2008 global financial crisis.

     

    The plan aims to restore productivity growth to an average of two per cent a year in the next decade, which would make London’s economy £107bn* larger by 2035 and put an extra £11,000 on average in the pockets of the near-nine million Londoners. This would also mean the capital contributing an extra £27.5bn in taxes to the Treasury in 2035, providing vital revenues for investment in public services.

     

    London’s productivity grew by an average of 3.16 per cent each year between 1998 and 2007, but between 2008 and 2022, average productivity growth was just 0.12 per cent a year. Growing productivity is the key to higher wages, higher living standards and increased investment in public services in London and across the UK.

     

    The new plan focuses on inclusive economic growth to make sure that more Londoners can contribute to and benefit from the capital’s success. Helping more Londoners into work, bringing down housing costs and improving public transport are all vital to reducing poverty in London, improving living standards and driving growth. The plan aims to achieve a 20 per cent rise in the household weekly income (after housing costs) of the lowest earning 20 per cent of Londoners – which would mean more than a million London households would have an extra £50 to spend each week, on average, after paying for housing costs. 

     

    The London Growth Plan outlines huge opportunities for turbocharging the capital’s economy and harnessing the growth potential of sectors such as AI, life sciences, robotics, clean tech, quantum computing and the creative industries. Key drivers to deliver the plan’s growth ambitions for the capital include a renewed focus on nurturing world-class talent, helping Londoners get the skills they need for productive careers, backing business innovation with new investment and technology, taking a bolder approach to housing and infrastructure, and reinvigorating London’s local high streets. 

     

    A long-term strategic relationship between London and the UK Government will be a crucial part of delivering the plan. London is the engine of the UK economy and, with national support, this plan can harness its economic power and potential for the benefit of all Londoners and the whole country, helping to fund investment in public services across Britain.

     

    Priorities in the London Growth Plan include:  

     

    • Backing business: London government will help to power ‘industrial innovation corridors’ around the capital – supporting new space, facilities and infrastructure to ensure innovation can thrive. This will build on the potential of the WestTech Corridor (anchored in White City going through Old Oak and Park Royal), the UK Innovation Corridor (anchored in the Knowledge Quarter going towards Cambridge) and the Thames Estuary (anchored in Queen Elizabeth Olympic Park going out to Essex and Kent).  A new proposed London Tech and Inclusive Growth Fund could provide up to £100m loan and equity funding for high-growth small and midsize enterprises.  
    • Talent and skills: An Inclusive Talent Strategy will build the capital’s skilled workforce to unleash the potential of Londoners and – in turn – London’s economy. This will help create at least 150,000 high quality jobs, with a focus on fair pay and good work, to deliver Mayoral manifesto commitments. As well as supporting more people into work and ensuring all Londoners can get the skills or training needed to progress their careers, the strategy will help attract world-class talent to study and work in the capital. New rent-controlled Key Worker Homes will also help London to attract and retain its essential workforce. 
    • Housing and infrastructure: Local leaders will work with UK Government to extend and upgrade London’s public transport network, prioritising transformational projects to unlock new affordable homes and growth – including the Docklands Light Railway extension to Thamesmead, the Bakerloo line extension and the West London Orbital. The plan also calls for more devolution of London’s suburban rail services. This will be reinforced by the next London Plan, which will prioritise growth, increase housing delivery and ensure better digital connectivity.  
    • Inward investment and promotion: London will take the lead in implementing national reforms to the Local Government Pension Scheme, exploring the development of a major joint fund to invest in places that encourage innovation, including venture capital. The plan will also support London’s goal to be a net-zero city by 2030, attracting significant institutional capital for green infrastructure. There will be support to set up a new quantum tech incubator, London Life Sciences Week will be backed to become a key global event for the sector, and London leaders will explore a new business visitor centre to promote the capital’s world-leading offer by bringing companies together with agencies and developers.  
    • High streets and local economies: £21m additional funding this year will support boroughs with town centre regeneration, including potentially creating a publicly owned High Street Estate Agency to bring empty properties back into use. The plan also reiterates the Mayor’s commitment to revitalising neighbourhood policing so that the capital’s high streets always feel welcoming and safe.  

     

    Delivering the London Growth Plan will be a genuine partnership between the Mayor, local government leaders and central government, working in coalition with universities, incubators, accelerators, venture capitalists, innovation districts, corporate innovators, capital markets and international investors.  

     

    London’s leaders want central government to help unleash the capital’s economic potential by giving the Mayor and boroughs more freedoms to fund their own growth priorities, and the flexibility to spend money in the best way to drive good growth. This is on top of continuing to lobby the Government to secure agreements with our biggest international trading partners that ensure London’s key sectors can continue to grow and thrive.  

     

    Mayor of London, Sadiq Khan, said: “This growth plan provides a golden opportunity to turbocharge growth and unlock London’s full potential – for the benefit of all Londoners and the whole country.  

     

    “It’s a blueprint for how we can help to create 150,000 good jobs, build more affordable homes, deliver major new transport upgrades and skill up Londoners for the well-paid jobs of tomorrow. From AI, life sciences and climate tech to our financial and creative industries, London is home to many of the best businesses in the world, which we want to back to grow and thrive over the next decade. 

     

    “Ultimately, growth means little if people cannot feel the benefits or see the positive change it brings to their area. So our goal is to deliver economic growth in every corner of our city that helps to raise living standards, puts more money in people’s pockets and enables us to invest in our public services, as we continue to build a fairer and more prosperous London for all.” 

     

    Cllr Claire Holland, leader of London Councils, added: “The London Growth Plan is a blueprint to drive inclusive economic growth in the capital and across the UK, boosting productivity and ensuring more Londoners can feel the benefits of growth.

     

    “It sets out our ambitions to unleash growth in the industries of the future, deliver new housing and infrastructure to support the London economy, and develop a new Inclusive Talent Strategy, helping more people to get into work and get the skills they need to progress.

    London’s universities and research institutes will be key partners in nurturing the talent and innovation required to deliver the Plan’s growth targets. The Plan highlights University College London’s Person-Environment-Activity Research Laboratory and Imperial’s recent purchase of the Victoria Industrial Estate in the proposed WestTech innovation corridor as examples of the specialist spaces needed to support inclusive growth.

    The newly published London Growth Plan has also been welcomed by leading voices from across the capital’s business community.

  • MIL-OSI United Kingdom: Council sets budget and vows to invest for residents

    That’s the commitment from Council Leader Stephen Simkins after budget plans for 2025/26 were agreed last night (Wednesday 27 February, 2025).

    Councillor Simkins said that by managing its financial challenge well, the council could continue to deliver excellent services and invest in what matters most to residents.

    He said: “We’re delighted to set a budget for next year that allows us to invest in our residents and city. We take great pride in getting the basics right as a council but remain very ambitious.

    “We prioritise looking after vulnerable adults and providing care for children in need while improving educational achievement. We’re also boosting the city’s economy with hundreds of millions of pounds of investment in new homes, new roads, new jobs, leisure activities and more.

    “As well as delivering excellent front line services like waste collections and road maintenance programmes, we’re using technology to crack down on issues like fly tipping and spending an extra £500,000 to help fix potholes and maintain highways – that’s on top of the £9.2m already earmarked for our city highways next year.

    “We’re also investing in a more vibrant city centre, providing people with opportunities to get into employment and supporting residents with the cost of living.”

    The budget for 2025/26 was approved at last night’s meeting of Full Council. The meeting heard how the council has cut its savings target by almost half, reducing the amount it needs to save over the next 2 years from £32.6 million to £17.2 million by 2026/2027.

    Councillor Louise Miles, Cabinet Member for Resources, said the budget demonstrated the council’s ability to manage its finances well.

    She said: “Despite significant financial challenges, we have once again set a balanced budget, showing how this is a well run council that looks after taxpayers’ money well.  

    “It is thanks to the hard work of everyone involved that we’ve been able to deliver savings across the council and reduce our deficit.  

    “We know the financial challenge hasn’t gone away and we won’t shirk the difficult decisions ahead, but we will always continue to deliver for our residents and have a positive impact on their lives.”

    Transport planning: Gatwick Airport

    Government position on development at Gatwick Airport.

    The examining authority’s report on the Gatwick Airport Development Consent Order application was received on 27 November 2024. Under section 107(1) of the Planning Act 2008, a decision must be made within 3 months of receipt of the examining authority’s report unless the power under section 107(3) to extend the deadline is exercised and a statement is made to Parliament announcing the new deadline. The current deadline for a decision is 27 February 2025.

    This statement confirms that today (27 February 2025) I have issued a ‘minded to approve’ letter for the Gatwick Airport Northern Runway Development Consent Order (DCO) under the Planning Act 2008.

    Given the examining authority’s report, for the first time, recommends an alternative DCO which includes a range of controls on the operation of the scheme and not all the provisions have been considered during the examination, I am issuing a minded to approve decision that provides some additional time to seek views from all parties on the provisions, prior to a final decision.

    The deadline for the final decision is now extended to 27 October 2025 (an extension of 9 months). The decision to set a new deadline is without prejudice to the decision on whether to give development consent for the above application.
