  • MIL-OSI USA: ICE Boston arrests illegal Haitian national charged with assault, sex crime against a Massachusetts resident

    BOSTON — U.S. Immigration and Customs Enforcement apprehended an illegally present Haitian national charged with assault and battery and indecent assault and battery of a person 14 years or older when ICE officers arrested Jean Yves Yves Ovilme, 37, January 22 in Boston.

    “Mr. Ovilme will have his day in court, but he stands accused of horribly victimizing a Massachusetts resident,” said ICE Enforcement and Removal Operations Boston acting Field Office Director Patricia H. Hyde. “Mr. Ovilme posed a significant danger to our Massachusetts neighborhoods, and we will not tolerate such threats to our New England community. ICE Boston will continue our mission of arresting and removing illegal alien offenders.”

    Ovilme legally entered the United States Nov. 10, 2023, at Fort Lauderdale, Florida, but he later violated the terms of his lawful admission.

    The West Roxbury District Court in Boston arraigned Ovilme Nov. 20, 2024, for the charges of indecent assault and battery on a person 14 or older as well as assault and battery. ICE issued an immigration detainer against Ovilme with the court later that day.

    ICE determined that the state of Massachusetts ignored the immigration detainer and released Ovilme on Jan. 3. Ovilme remains in ERO custody.

  • MIL-OSI United Kingdom: Non-executive directors of UK Statistics Authority appointed

    The Government has announced the appointment of three non-executive directors to the Board of the UK Statistics Authority.

    The Authority’s statutory objective is to promote and safeguard the production and publication of official statistics that serve the public good. 

    The three appointees are:

    Peter Barron, who is a Northern-Irish communications expert with senior experience in consumer technology and public affairs. He spent more than 20 years working in television news and current affairs at the BBC, ITV, and Channel 4, before working in external relations at Google from 2008 to 2018, and then at Stripe from 2021 to 2023. Peter holds a BSc in European Studies and Modern Languages from the University of Manchester (UMIST) and is a trustee of the Disasters Emergency Committee and the Quentin Blake Centre for Illustration.

    Professor Mairi Spowage, who is Director of the Fraser of Allander Institute, Scotland’s leading economic research institute at the University of Strathclyde. Mairi leads research on modelling economic impact, economic measurement, regional economic and trade performance and public sector finances. Mairi has previously held roles as the Deputy Chief Executive of the Scottish Fiscal Commission and Head of National Accounts at the Scottish Government, with almost 20 years of experience of working in statistics and analysis, including transport, household surveys and performance measurement.

    Dr Sarah Walsh, a risk and governance specialist who is currently advising clients in different sectors. Sarah has 20 years’ generalist experience, including Risk Director roles at Telegraph Media Group, Guardian Media Group, Save the Children and Imperial College London. Presently, she serves as a non-executive director at the Royal College of Nursing Publishing, including membership of the Royal College of Nursing’s Audit Committee and Equity, Diversity and Inclusion Committee. She also serves as independent non-executive member of the Audit and Risk Committees for Science Museum Group, St John’s Ambulance and the Royal Institute of Chartered Surveyors. Sarah holds a Master’s degree in Astronautics and Space Engineering from Cranfield University, and a PhD in Aerodynamics from the University of Manchester.

    Appointments to the Board of the UK Statistics Authority are regulated. These appointments were made by Rt Hon Nick Thomas–Symonds MP, Minister for Cabinet Office. The advisory assessment panel was: Sir Robert Chote, Chair, UKSA (Chair of the panel); Steffan Jones, Director, Joint Data and Analysis Centre, Cabinet Office and Zarin Patel, Non Executive Director, HM Treasury.  

    Appointees began their roles at the end of January 2025.

  • MIL-OSI United Kingdom: Children’s beach shoes containing banned levels of plastic-softening chemicals removed from sale

    Trading Standards is recommending that children’s plastic beach shoes are tested nationally after some products on sale in Devon, Plymouth, Somerset and Torbay were found to contain banned levels of chemicals and had to be removed from sale. Clothing retailers and importers are being urged to consider and review how and where they source their stock.

    It follows Heart of the South West Trading Standards conducting a market surveillance operation on a number of importers and retailers across the Service Area.

    Officers purchased 15 pairs of beach shoes – all of which included ‘glossy’ plastic such as jelly shoes – with varying price points from a range of outlets and tested them for the presence of phthalates.
    Phthalates are plastic-softening chemicals that are used to make plastic more durable but their use in many products is strictly controlled.

    Six of the 15 samples were found to contain phthalates in excess of the permitted levels and these findings were shared with the Office of Product Safety and Standards (OPSS) alongside a recommendation that further market surveillance is carried out in this product sector nationally.

    Ben Newell, Business and Commercial Team Manager at Heart of the South West Trading Standards said: “We urge businesses to think carefully about the supply chains they are using to source their products, and if buying from overseas sellers they should be checking for product safety testing information and ensure they have contact details that can be used to trace the products back to the manufacturer in the event of a problem.”

    Councillor Sally Haydon, Cabinet Member with responsibility for Trading Standards, added: “The message from Trading Standards is to urge businesses to check the safety of the products they are purchasing and to make sure that they can contact the suppliers if there are any issues, we want to mitigate this happening as much as possible, there is information and guidance on the Trading Standards website to support businesses.”

  • MIL-OSI United Kingdom: Councillors agree changes to Edinburgh’s short term lets licensing policy

    Councillors on the Regulatory Committee met on Friday 31 January and agreed some changes to the Council’s licensing policy on short term lets (STLs).

    This follows a 12-week consultation held over the summer when residents and industry were encouraged to share their experiences of the policy in the Capital so far.   Topics included were secondary letting, temporary exemptions, fees and the application process.

    Targeted discussions with resident groups, industry bodies and other key stakeholders led to 780 responses being submitted.  This led to the Council recommending some changes to policy in these areas which reflected feedback, legislation and fees.

    A further report will be considered in May 2025 that proposes extending secondary letting licence renewals from one year to three years.

    Regulatory Convener, Councillor Neil Ross, said:

    The Council’s short term lets licensing policy is helping to ensure holiday lets are safe and properly regulated in our city as over 4,400 applications have been granted since it was first introduced in October 2022.

    I welcome the changes to reduce licence fees for residents looking to Home Share and to make temporary exemptions for Home Sharing and Home Letting less onerous, while at the same time providing robust regulation of the short term let industry. I’d like to thank all of the residents and businesses across Edinburgh who took the time to tell us how the scheme is working for them.

  • MIL-OSI United Kingdom: A new sensory room for children and adults with disabilities has opened at Elemore Country Park

    The sensory room, which is part of the country park’s ongoing transformation and commitment to accessibility, is free to use 7 days a week with no pre-booking required.

    Inside the room is sensory equipment such as touch tag bean bags, tactile bubble mirrors, sensory puzzle play mats, interactive bubble fish tube, fibre optic lights and sensory mood lighting shapes and soothing music. There are also outdoor soft play shapes and a magic carpet to build on sunny days.

    This complements a new Changing Places facility with toilets designed for people with disabilities and complex needs who require extra facilities that are not offered by standard accessible toilets. The toilets have room for one or two carers and include equipment and support that is needed by people who may have limited mobility, such as a hoist, privacy screens and an adult-sized changing bench.

    Councillor Claire Rowntree, who Chairs the Elemore Park Steering Group said: “Opening the sensory room is about creating a safe and accessible space for members of the community as part of our ongoing commitment to making the country park accessible for all.  I hope with its growing popularity that more people living with disabilities can use this facility to feel welcome and included.”

    “The sensory room and the Changing Places facility, which we opened last year, are both great additions to the fantastic attractions already on offer at Elemore Country Park that bring families coming back time after time.”

    Work transforming the former golf club into a country park started in 2022. This has included opening a café and garden centre which is run by Bishopwearmouth Co-operative Community Interest Company, which also runs the popular Bishopwearmouth Garden Centre and cafe in Chester Road in Sunderland city centre. Elemore’s team of employees also includes adults with disabilities as part of the country park’s commitment to accessibility.

    A children’s play area opened near the café in March 2024, has also proved popular. Ongoing improvements to the natural habitats in the park are increasing the biodiversity and ecological value of the park, with more planned over the next year. There are further plans to the install more seating and signage explaining the heritage and wildlife within the park and further improve pathways across the site to enable residents to easily move around, as well as providing access from local housing estates.

    Elemore Park’s sensory room and Changing Places facilities are open during the garden centre and cafe opening times (Monday to Saturday 9am to 4:30pm and Sunday 10am to 4pm).

  • MIL-OSI United Kingdom: TUV MLA cut short by Sinn Fein speaker when he attempts to raise trust and accountability issues during debate on trust and accountability

    Today the Assembly debated an SDLP motion which read:

     Motion: Enhancing Accountability and Trust in Government

    That this Assembly acknowledges that the Executive has lasted for one year, but affirms that simply existing is not enough; notes with regret the findings of the Life in the UK Report 2024, that Northern Ireland experiences the lowest levels of democratic wellbeing across the UK; further notes that people’s low level of trust in our institutions is compounded by repeated institutional collapse, the failure of the Executive to deliver on its promised legislative programme or improve public services; calls on the First Minister and deputy First Minister to initiate a programme to rebuild trust and accountability in our politics by each making a clear and specific commitment not to resign their respective offices during this mandate under any circumstances; and further calls on the First Minister and deputy First Minister to write to the UK and Irish Governments to commence a programme of reform, including an amendment to the Pledge of Office, so no party can veto the operation of Government.

    TUV MLA Timothy Gaston used the motion to raise points directly related to trust and accountability in government citing the Sinn Fein expenses scandal and the farcical scenes which have been seen in the Executive Office Committee. Although the comments were directly related to the motion, he was cut off by the Sinn Fein principal deputy speaker, Carál Ní Chuilín.

    Having raised the matter with speaker Edwin Poots later in the day, we look forward to the Speaker responding to Mr Gaston’s points.

    I couldn’t agree more with some aspects of the motion before us today. It is particularly welcome that it notes the lack of “trust and accountability in our politics”.

    Last week this House debated a motion which lambasted the report produced into the Michael McMonagle scandal. Without a vote it was passed. We all agreed that the conclusions drawn in what was supposedly a robust prob into the abuse of public money in this building simply was not credible. What now? Will there be a fresh report? Will the First Minister – whose party provided the only voice to say the report was sound – return to this House and correct the record? If Ms O’Neill believes we should accept the report she accepts that on 7th October she mislead the House – something which should be a resigning matter Will the other parties insist that, as called for in that motion, a robust audit system is put in place to ensure that Sinn Féin  creaming off public money to fund their press operation doesn’t continue? Or will they put the process before “trust and accountability”?

    Moving outside of this chamber, have we seen efforts to ensure “trust and accountability” were paramount in our committees? No. We saw a junior minister shielded by a committee chair, Ms Bradshaw, when asked if she had seen a paedophile enter this building. Ms Bradshaw ensured that to this day Junior Minister Reilly hasn’t answered that question. We saw MLAs submit questions in advance to the First Minister so that she had pre-prepared questions before appearing before what laughably passes for a scrutiny committee in this place. What sort of accountability is that? We had a private meeting between the chair of the Executive Office committee and the First Minister before the Minister gave evidence so that she could get  assurances that the chair  could be relied upon to rule difficult questions out of order. Is that how one goes about securing “trust and accountability”?

    Having made those points I do want to explain why I will be abstaining on this motion. It laments the lack of  accountability and yet calls for an assurance that neither Ms O’Neill nor Ms Pengelly resign. As far as I am concerned, the First Minister’s conduct in relation to the McMonagle scandal means she should be already gone.

    A study published in Nature Medicine looks at microplastic accumulation in human organs. 

    Prof Oliver Jones, Professor of Chemistry, RMIT University, said:

    “I can see this paper getting a lot of attention due to its scary-sounding title, but I’d urge caution. Before we get headlines like “Our brains are now made of plastics,” we need to step back and look at how this study was conducted and what that might mean for the results. 

    “There are two main questions to consider with this study: 1) Are the results correct (exceptional claims need exceptional evidence)? 2) If so, what would that mean for human health? 

    “Let’s look at the data first. I have questions here.

    “The press release says the authors tested 28 brain samples from 2016 and 24 from 2024, which is only 52 samples in total. There is not enough data to make firm conclusions on the occurrence of microplastics in New Mexico, let alone globally. 

    “Only data from two years – 2016 and 2024 are presented. It is not explained why only these two years were studied, but regardless, you simply can’t make a trend from data from just two years. Data from 2017-2023 would be needed to say if there was an actual trend or if it was just a random variation. 

    “The concentrations of microplastics in brain samples from 2024 have much less variation than any of the other data. This does not seem likely to me, but it is not explained. Similarly, in 2016, the kidney samples seemed to contain a more diverse range of plastics than liver samples, but in 2024, the liver had a more diverse range. The brain samples are consistent at both time points. This also seems odd but is not discussed.

    “The main analytical method used in this study was pyrolysis gas chromatography-mass spectrometry. This method can give false results when used to measure plastics because fats (which the brain is mainly made of) give the same pyrolysis products as polyethylene (the main plastic reported) [1]. The authors did try to address this concern but I am not certain they were able to account for everything. 

    “It is also challenging to properly account for potential contamination while handling or analysing samples in microplastic studies. This paper says that the findings are not likely to be lab contamination because samples were consistently handled and processed. I don’t think this is necessarily true. After all, consistent protocols could potentially result in consistent contamination. Even standard lab equipment, such as disposable lab gloves, can give false microplastic readings [2]. We also don’t know what happened to the samples during the original autopsy (bodybags are made of polyethylene, for example). There is also the issue of background contamination in any laboratory that needs to be controlled for [3]. Plastic contamination is almost everywhere, so how can we be confident that any particles found are evidence that plastic is crossing membranes in the human body or if it is just contamination from plastic in the clothes or lab equipment or background contamination in the air, etc?

    “But let’s assume there are plastics in our brains. What would that mean? 

    “There is a suggestion that microplastics might be associated with brain disease based on testing the brains from 12 people with dementia. This is not enough data to base this conclusion on (the patients didn’t all have the same kind of dementia). 

    “To get to the brain, microplastics would need to cross the gut wall (which is relatively thick and well-regulated), be transported in the blood, and then cross the blood-brain barrier, which is also very well-regulated. Certainly, more work would be needed to see if this was even possible. 

    “If microplastics could get into the brain, then theoretically, so could other small particulates that we are exposed to every day, e.g. from air pollution. If so any actual effects might be down to those substances – but the authors only tested for microplastics.

    “We don’t know if microplastics or any other particles would stay in the brain or if they would be removed by the body. Again more work would be needed to test this.

    “Overall, the work is interesting, but the low sample numbers and potential analytical issues mean that care should be taken when interpreting the results. While it is not impossible that there are microplastics in the brains of some people, this study does not prove that this occurs, and, as the authors themselves note, there is as yet no strong evidence of any health effects.”

    Prof Tamara Galloway, Professor of Ecotoxicology, University of Exeter, said:

    “Microplastics are a ubiquitous consequence of modern life, present in air, water and food and it should come as no surprise to find that most people have microplastics present in their bodies. What we don’t yet know is what the implications are for human health.

    “To understand more about this, Nihart and colleagues took a detailed look at how microplastics were distributed in the human brain, using postmortem samples. Their study identified tiny shards and flakes of plastic in the brains they studied, most of which were made out of polyethylene, a plastic widely used in food and drinks packaging and the most common component of plastic litter. 

    “Two things stand out from this study. The first is that there was no relationship between the age of the subjects and the amount of microplastics present in the brain samples. This is important because it suggests that microplastics do not accumulate continuously in brain tissues as we age. 

    “The second thing to stand out is the increase in levels of contamination over time, with a 50% increase in levels of microplastics present in the brain samples collected over the last 8 years, reflecting the increased production and use of plastics over a similar timeframe. This is significant because it suggests that if we were to reduce environmental contamination with microplastics, the levels of human exposure would also decrease, offering a strong incentive to focus on innovations that reduce exposure.

    “A final note of interest is in the nature of the contamination. Polyethylene (PE) is the most widely encountered polymer in environmental plastic litter, it is used for making disposable food and drinks packaging amongst other uses and its abundance in human brain tissues reflects its abundance in wildlife samples. Perhaps of more concern is the apparent presence of other polymers including polyvinylchloride (PVC) and styrene butadiene rubber (SBD), both of which were present in smaller amounts in the samples. PVC has many uses eg. in construction and packaging, and SBD rubber is used in car tyres and other items.

    “Both substances have raised concerns over their potential environment and human health effects and whilst the current study offers no evidence that they are causing harm, it does highlight the importance of understanding more about the many materials we use in daily life.”

    Prof Theodore B. Henry, Professor of Environmental Toxicology from the School of Energy, Geoscience, Infrastructure and Society at Heriot-Watt University, said:

    “The Nihart et al. (2025) article presents interesting initial results about contamination of human tissues by plastics, and, as with any such results, we must be careful not to speculate about the implications until independent confirmation can validate the findings. 

    “Without doubt the increasing presence of plastic particles in the environment and potential negative effects on humans are a concern. 

    “The difficulty in assessing the accumulation of plastic particles in internal organs because of a lack of analytical methods is addressed to some extent in this paper and this advancement is noteworthy. 

    “A disadvantage of the pyrolysis-GC-MS analytical method used in the study is that because any plastic polymers present are disintegrated into small fragments in the process it is then not possible to determine the size, characteristics, or number of particles present in the original sample.  Another challenge of interpretation of these results is the difficulty in finding suitable control tissues, or tissues that have not been exposed to plastics, for which presence of polymers does not occur and the presence in the tissues can be compared (essentially all tissues had plastic polymers, which does suggest that there could be artifacts or analytical issues that are affecting the analyses that are not accounted for). 

    “The reported presence of plastic particles in histological sections of tissues by polarised wave microscopy should be verified independently and could readily be done within existing banks of preserved human tissue sections held at many institutions.  Given the levels of particles that are reported in the present study it is surprising that similar particles have not been detected in other studies or examinations of the same tissues that have applied the same techniques.  The authors of this article correctly note in their conclusion that their results of detection of plastic polymers in tissues are associative and not linked to any negative health outcome.”

     

    Dr Antonis Myridakis, Lecturer in Environmental Sciences, Brunel University of London, said:

    “The study by Nihart et al. provides compelling evidence that microplastics (MPs) and nanoplastics (NPs) (plastic particles from 500 µm down to 1 nm) can cross the blood-brain barrier (the security filter protecting the brain from harmful entities) and accumulate in human brain tissue, particularly polyethylene, with concentrations increasing over time. The authors employ state-of -the-art and complimentary methodologies to detect, identify and quantify these particles (Py-GC-MS, SEM-EDS, ATR-FTIR), strengthening the credibility of their findings.”

     Does the press release accurately reflect the science?

    “Yes, the study does support convincingly the claim that these particles are detectable in human brains. However, it is crucial to emphasise that the study does not establish causality between MPs/NPs and any negative health impacts.”

    Is this good quality research? Are the conclusions backed up by solid data?

    “The methodology is robust and multidisciplinary, using complementary analytical techniques to measure MPs and NPs. The data show a trend of increasing microplastic accumulation over time and higher concentrations in dementia cases. However, the sample size remains relatively small, and causation cannot be inferred at this stage.”

    How does this work fit with existing evidence?

    “This study aligns with recent findings that MPs/NPs are present in blood and major organs. The discovery of MPs in cerebrovascular walls and immune cells adds new insight into their potential role in neuroinflammation and warrants further investigation.”

    Have the authors accounted for confounders? Are there important limitations?

    “The study controls for key demographic factors (age, sex, cause of death) and finds no correlation between age and MP accumulation, suggesting environmental exposure may be increasing over time. However, it does not account for lifestyle-related factors (diet, occupation, regional pollution exposure), which could influence individual MP burdens. The inevitable use of post-mortem samples also limits the ability for functional assessments of MP toxicity in living brains.”

    Real-world implications: Over-speculation or justified concern?

    “The finding that MPs are accumulating in human brains is concerning, however, it is too early to draw conclusions about direct health risks. Further research is needed to determine whether MPs actively contribute to neurological disorders or if they are merely bystanders in an increasingly plastic-polluted environment.”

    A study published in Nature Aging looks at the effects of of omega-3, vitamin D and exercise on biological ageing.

    Prof Dame Linda Partridge FRS FMedSci, Weldon Professor of Biometry at the Institute of Healthy Ageing, UCL; Biological Secretary of the Royal Society; and Founding Director Emeritus of the Max Planck Institute for the Biology of Ageing, said:

    “The press release describes a study that is part of a clinical trial and is hence experimental rather than observational in nature, greatly reducing the likely involvement of confounders.  The team previously found that intake of omega-3 alone reduced the rate of infections by 13% and the rate of falls by 10%, and that all three interventions (omega-3, vitamin D, exercise at home) combined had a significant additive benefit on reducing prefrailty by 39% and incident invasive cancer by 61% over a 3-year follow-up.  The press release inadvertently gives the misleading impression that these findings came from the current study.

    “The new study aimed to understand the molecular basis of the beneficial effects, and to develop biomarkers.  Clinical trials that investigate the effects of interventions to improve health during ageing have two big challenges.  First, there are multiple possible outcome measures because many aspects of health could be affected, and this can bring statistical problems.  Second, it may take a long time for any benefits to become apparent.  For both reasons, biomarkers are needed that report on the pathways to health improvements and that can predict clinical outcomes before they happen.

    “The biomarkers investigated were derived from several well authenticated DNA methylation clocks.  These clocks are trained to predict biological, as opposed to chronological age.  Individuals differ in the speed of change in their DNA methylation clocks and can thus be characterised as slow or fast agers.  These clock age deviations can be better predictors of time to death than chronological age.

    “Omega-3 intake alone had slowed 3 of the 4 clocks used at the end of the 3-year trial period, and those individuals that started with lower omega-3 levels showed the largest response.  All 3 treatments together slowed one of the 4 clocks.  Omega-3 treatment thus had the greatest effect on the clocks.  However, whether there is any direct link between the molecular events mediating the responses of the methylation clocks and the improvements in health awaits further study.

    “The limitations of the work are well discussed.  The study population was relatively healthy and homogeneous and longer term effects of the interventions are unknown.  The study was well conducted, and consistent with other studies showing slowing of molecular biomarkers of ageing by interventions that improve health at later ages.”

    Dr Julian Mutz, King’s Prize Research Fellow, King’s College London, said:

    “Evaluating the effectiveness of preventative strategies and interventions in improving health span (i.e., how long individuals live in good health) is challenging due to the long human lifespan.  Epigenetic aging clocks provide a proxy measure of biological aging and have the potential to play a crucial role in studies assessing such interventions.  While most research on biological aging and health-promoting interventions has been cross-sectional (examining correlations between epigenetic age and factors such as diet at a single time point), this study provides important preliminary evidence that epigenetic aging may slow over three years in response to intervention.

    “The authors identified a beneficial effect of daily omega-3 supplementation, particularly in individuals with lower baseline omega-3 levels.  However, no such effect was observed for vitamin D or a three-day-per-week home exercise program.  These findings contribute valuable new data but given the relatively small sample size (98 participants receiving omega-3 and 95 receiving a placebo) and the sample’s composition, which is healthier than the general population, the results should be considered preliminary.  Future trials should aim to assess the generalisability of these findings, including in younger populations.”

    Dr Mary Ni Lochlann, NIHR Research Fellow in Geriatric Medicine, Centre for Ageing Resilience in a Changing Environment, King’s College London, said:

    “It’s exciting to see these results showing the benefits of omega-3, vitamin D and exercise on ageing.  While the study was focused on healthy and active older adults, and led to a relatively small improvement in their ageing-biological-clocks, it adds to the growing evidence that these simple and fairly low-cost interventions are beneficial and, based on this and previous existing research, worth engaging in for adults as they get older.”

    Prof Kevin McConway, Emeritus Professor of Applied Statistics, Open University, said:

    “This is an interesting study.  It has some important limitations, as the researchers themselves make clear.  I think these put important boundaries around the evidence it can provide on the effects on aging of the treatments used in the clinical trial.  There’s just too much that we don’t know yet.

    “The press release mentions a key limitation, that there is no agreed gold-standard measure of biological aging.  Because of that, the researchers concentrated on four different biological clocks, but they also presented results on another two older biological clock measures in the main research paper, and indeed present a few findings on another two in the supplementary data tables.

    “These biological aging clocks were all developed by taking measurements of certain types of biomarker in large samples of people, and comparing them with the people’s chronological ages and death rates.  But the details of how the developers of the clocks analysed these data and produced their biological aging measures were different from one another, and there isn’t (yet) agreement on the best way to do that.  So the researchers on this new study analysed their data using several clocks, and reported the results from all of them.

    “I think it makes good sense to look at several clocks, but we have to take into account that they give different information about the effect of the treatments in the trial, and it’s not possible to say that the findings from one biological clock are better than those from another clock.

    “There is a certain amount of consistency on the findings, in that trial participants who took the omega-3 supplement had biological aging clocks that aged (on average) less over the three years of the study than was the case in people who didn’t take that supplement, at least for the main ‘clocks’ that the researchers considered.  But there was a lot of statistical variability between people in how big this change in biological aging actually was, and there were also quite substantial differences in the estimates of the changes based on different biological clocks.

    “One of the biological clocks produced the very neat finding that the three interventions in the trial (vitamin D supplements, omega-3 supplements, and a home exercise programme) seemed to add up in their effects, so that participants who had two of three interventions had more slowing of their biological clocks than those who had only one, and the clocks of those who had all three interventions had yet more slowing of their biological clocks.

    “But that doesn’t mean that this particular clock is getting at an underlying truth more reliably than the other clocks, that don’t show this additive pattern.  We just can’t say yet – because the study hasn’t yet produced relevant results beyond its three-year duration.  The authors write, “Whether the DO-HEALTH treatments resulted in a persistent slowing of biological aging, leading to the prevention or delay of frailty and chronic disease beyond the 3-year follow-up, is currently unknown.”  (DO-HEALTH is the name of this clinical trial.)

    “Likewise, they mention that they don’t have data on long-term survival rates of the people in the study.  Maybe one of the other clocks will eventually turn out to relate more closely to survival rates and future health.  Maybe the pattern of how the effects of the three interventions combine will be different.  We just can’t say yet.

    “Also we can’t say whether the effect on biological aging clocks will continue after three years, because that wasn’t studied.  Maybe taking omega-3 supplements for longer will have a greater impact on biological aging, or maybe it won’t.  And the study doesn’t indicate what the effect on these biological clocks would be if people, who had been taking a supplement, stop taking it.

    “This study is an interesting start, but there’s so much that it can’t tell us.

    “Other findings from the same clinical trial have already been published, and some is mentioned in the new paper near the beginning.  (There’s more at https://do-health.eu/.) For example, taking the omega-3 supplement reduced the rate of infections, and of falls.  People who took both supplements and also participated in the home exercise programme, all together, had a substantial reduction in cancer diagnoses (61% over three years) compared to people who had none of these interventions, and also did better on measure called pre-frailty, based on weakness, fatigue, weight loss, low walking speed and low activity level.

    “Whether people were classed as ‘robust’, pre-frail or frail depended on how many of these five measures were below par.  (None below par meant they were robust, just one or two meant they were classified as pre-frail, more than that would classify them as frail.)  The trial looked at people who started out as robust (that is, satisfactory on all these measures) and saw how many moved to being pre-frail or frail, and having all three interventions (the two supplements and the exercise) reduced pre-frailty by 39%.  It didn’t have a clear effect on frailty, measured in this way, but that was probably just because very few participants moved from being robust all the way to frail in the three-year period.

    “The press release seems (to me) to imply that these findings were part of the new research.  They aren’t, though they do come from the same clinical trial and involved some of the same researchers.  (Also, to nit-pick, the press release refers to ‘frailty’ whereas the findings are actually about pre-frailty, a somewhat different concept.).”

    Manchester Libraries local image website has been revamped to offer an expanded and improved collection of historic and contemporary images of its people, streets and buildings.

    Thanks to a £100,000 funding award from the National Lottery Heritage Fund in January 2024, Manchester Libraries has been able to develop the new Manchester Image Archive and to hire a project manager to oversee it.

    Currently hosting more than 90,000 images, the upgraded website features a much larger archive with the additional 12,000 images catalogued by a dedicated team of volunteers and through partnership work with The Museum Platform.

    The improved system makes it easier than ever to search and discover images of local landmarks, people, and events. Some of the new and improved features include advanced search tools and high-quality image downloads and interactive features to allow users to share memories with libraries and to create their own library of images.

    Final Settlement confirms over £69 billion government funding for councils, a 6.8% cash-terms increase in Core Spending Power 

    More than £69 billion in funding for England’s councils has been confirmed today as the government delivers on its commitment to restore trust and stability in public services.   

    Following the provisional Settlement in December, today’s final Settlement provides a 6.8% in cash terms increase in councils’ Core Spending Power compared to 2024-25. With increased demand and running costs rising, this money is a lifeline and will guarantee no council sees a decrease in their Core Spending Power.   

    Families across the country rely on crucial council services such as social care, which is why the government is providing up to £3.7 billion additional funding to social care authorities to deliver this. This includes an £880 million uplift to the Social Care Grant, compared to 2024-25.  

    A new £270 million Children’s Social Care Prevention Grant will support the national roll out of vital family help, keeping children safe and ensuring they get the best start in life as set out in the Plan for Change.  

    While fundamental change cannot happen overnight, the government is working at pace with the sector to deliver the ambitious reform needed to spread power, money and resources more fairly across the country.   

    Today, £60 million has also been confirmed to fund long-term improvements to the local government sector over the next year, including empowering mayoral areas leading the devolution revolution in delivering local priorities and supporting councils’ financial reporting with a fit and legal audit system to ensure transparency.  

    Rebuilding the sector from the ground up is a crucial step towards the national Plan for Change to bring better value for money, sustained economic growth and fix our country’s public services.  

    The government has maintained the 5% referendum principles on council tax increases – the same level set by the previous administration- to protect taxpayers from excessive increases. 

    Unlike previous years, this government has introduced a stricter approach to the inherited arrangements that allowed councils to request higher council tax increases if they need Exceptional Financial Support and see increases as critical to maintaining their financial sustainability. 

    This approach puts taxpayers at the forefront, for example by only agreeing increases where councils are amongst the lowest existing levels for tax. In fact, taxpayers in these areas are still expected to be paying less than the average council tax compared to similar councils. This approach has limited the number and scale of additional increases, with the government not agreeing where councils have asked to increase council tax by a very high amount or by high amounts in successive years. 

    Deputy Prime Minister, Angela Rayner said:   

    Councils deliver vital services across the country – driving growth and local economies and providing a lifeline for those that need it most.  

    Through our Plan for Change we are determined to fix the foundations of local government; investing where it is needed, trusting local leaders and working together to deliver growth, better health and social care services and the affordable homes people need. 

    Minister of State for Local Government and English Devolution, Jim McMahon OBE said:   

    We have been clear we will fix the foundations of local government. That means an end to short-term solutions and instead rebuilding the sector to put councils on a more stable and secure footing.    

     >Local leaders play a crucial role in delivering the day-to-day services communities across the country rely on, which is why we want to work with them towards a fairer funding model that tackles regional inequality and prioritises outcomes for local people.

    This final Settlement marks an important step towards a government focused on efficiency, value-for-money and a community first approach. For the first time, a new £600 million Recovery Grant will help support places most in need, which maximises public spending to ensure it delivers more meaningful outcomes.   

    The sector is already having its say via an open consultation on how to best streamline the outdated funding model and distribute taxpayer’s money more fairly, based on an updated assessment of need, enabling every council to deliver high quality services to their communities.   

    As part of handing local leaders more power and control of their funding, the government will end outdated processes and bureaucracy of bidding for different funding pots and bring forward the first multi-year settlement in a decade in 2026-27 to provide certainty and economic security to councils setting budgets.    

    The provisional settlement consultation was open for 4 weeks and closed on 15 January 2024.

    Two statutory reports have also been published:   

    A record number of councils asked the government for support this year to help them set their budgets, and a record number of these councils have asked for additional council tax increases to aid their financial recovery. 

    For councils that require Exceptional Financial Support, the government has considered requests from councils for bespoke council tax referendum principles on a case-by-case basis and has agreed bespoke referendum principles for six local authorities. All six of the councils have been clear they will not be able to set a balanced budget without government support. The government has not agreed to all requests and has not agreed to any request in its entirety, to reduce the impact on taxpayers. In the areas where we have made the difficult decision to allow limited council tax rises,  we expect that no taxpayer will see their bills reach higher than the average compared to similar authorities. 

    Core Spending Power is a measure of the resources available to local authorities to fund service delivery. It sets out the money that has been made available to councils through the local government finance settlement.   

    The government confirmed unringfenced allocations of the £515m of funding announced at the provisional local government finance settlement to support to local government meet the increased costs of directly employed staff arising from changes to employer National Insurance Contribution (NICs).   

    The previous government’s referendum threshold for council tax will be maintained at 3% with 2% for the adult social care precept to protect local taxpayers.    

    Several grants including the Rural Services Delivery Grant and the Services Grant will be repurposed. The government will ensure the impact of rurality on the cost of service delivery and demand is reflected in the public consultation next year. Places with a significant rural population will on average receive almost a 6% increase in their Core Spending Power. No council will see a reduction.  

    Councils will also receive over £1 billion in total through the Extended Producer Responsibility for Packing scheme (pEPR) which will cover the existing costs they incur for managing household packaging waste, provide additional funding for new legal duties, and support much needed investment in the waste and recycling industry.

    New guidance helps manufacturers navigate medical device regulations and protect users of digital mental health technologies.

    The Medicines and Healthcare products Regulatory Agency (MHRA) has today issued new guidance to help manufacturers meet UK medical devices regulations and ensure digital mental health technologies are effective, reliable and acceptably safe.

    From mental health apps, AI-powered assessments, and virtual reality therapy, digital mental health technologies are increasingly used by individuals and the NHS to support mental health.

    Digital mental health technologies that diagnose, prevent, or treat conditions using complex software must meet medical device standards to ensure they are effective and acceptably safe, just like any other medical device. Manufacturers may be unsure how medical devices regulations apply to software, which products are regulated, how they are assessed, and what evidence is required.

    This new guidance explains:

    • How to define and communicate the intended purpose of a digital mental health technology
    • When a digital mental health technology is considered a medical device under UK law.
    • How risk classification is determined, ensuring proportionate regulation for different types of technologies.

    For people using mental health apps, this means greater confidence in the tools they rely on.

    Rob Reid, Deputy Director of Innovative Devices at the MHRA, said:

    Effective and acceptably safe digital tools have huge potential to improve mental health support, making help more accessible than ever. This new guidance aims to support safe access to these important tools by clarifying when a product needs regulatory approval and the steps developers must take. Maintaining clear and proportionate regulatory standards will ensure that the public can trust these technologies and benefit from the safe, effective mental health support they can provide.

    The guidance is one of the outputs from a three-year Wellcome-funded project, launched in 2023, to explore the regulation of digital mental health products. Developed by the MHRA, with input from the National Institute for Health and Care Excellence (NICE), NHS experts, researchers, healthcare professionals, and people with lived experience, it aims to meet both clinical and real-world needs, to address the growing mental health crisis in the UK.

    Mark Chapman, Director of HealthTech at NICE, said:

    Providing more detailed guidance to the developers of digital mental health technologies helps us to ensure that technologies being considered for NICE assessments have received an appropriate level of regulatory scrutiny to assure their safety. There are many types of technologies available, and it is important people can understand how regulations apply to different products. This guidance will help inform our evaluations and ensure that NICE is able to publish useful, usable, and timely guidance that allows people with mental health conditions to access safe and effective innovations faster.

    Professor Miranda Wolpert, Director of Mental Health at Wellcome, which funded the project, said:

    With millions of people around the world held back by mental health problems, digital mental health therapies have huge potential to be scalable and accessible.

    It is not easy to navigate between over and under regulation in this area. In a fast-moving and continuously evolving digital space, these thoughtful guidelines appear well positioned to strike a pragmatic balance between making digital mental health technologies accessible to those with a range of mental health needs whilst also ensuring they are safe, effective and as transparent as possible.

    Manufacturers of digital mental health technologies should review the guidance to ensure compliance before bringing their products to market.

    1. Digital mental health technologies (DMHT) are software and digital products that support mental health and wellbeing. They can be websites, internet-based platforms or applications (apps) to be used with non-medical technology, such as computers, mobile phones, fitness wearables, and virtual reality (VR) headsets, or medical technology, such as transcranial direct current stimulation (tDCS) headsets. They can be available as direct-to-consumer products intended for patients and the public or used with a referral or supervision from healthcare or educational professionals, as part of the blended delivery of mental health care. Some DMHT qualify as medical devices and therefore need to be regulated as such to ensure effectiveness, reliability and acceptable safety. The new guidance provides clarity on three key areas. First, it explains how to define the intended purpose and functionality of a digital mental health technology (DMHT). Second, it sets out which types of DMHT qualify as Software as a Medical Device (SaMD) and therefore require regulation. Finally, it outlines how these technologies are classified based on risk, with Class I devices being low-risk and self-certified, while higher-risk devices (Class IIa, IIb, or III) require assessment by an Approved or Notified Body to obtain regulatory certification.

    Which forms are affected?

    Changes have been made to privacy notices on all legal aid forms across both criminal and civil legal aid.

    How has the privacy notice been changed?

    Changes have been made to the privacy notices on all legal aid forms that we make available on GOV.UK and via our systems such as CCMS and CCQ. The privacy notice now includes reference to Advantis Credit Ltd. who took over the contract for Crown Court means testing (CCMT) debt collection and enforcement services on behalf of the Legal Aid Agency from the previous supplier Marston Holdings Ltd. with effect from 3 February 2025.

    Will old forms still be accepted?

    Previous versions of the application forms will continue to be accepted until 5 May 2025 so providers have time to adjust and to allow software vendors time to update their case management systems.

  • MIL-OSI United Kingdom: Initial findings of our e-discovery review

    Our Interim Director of Legal Services Matthew Wagstaff provides an update on our ongoing review of our use of e-discovery software.

    We use software to help identify evidence and other relevant material for use in our criminal investigations and prosecutions.

    This ensures we can process very large amounts of digital material across our cases and is line with the approach taken by most law enforcement agencies.   

    At present, the SFO is reviewing our current and past use of this software.  

    A sufficiently large amount of work has been undertaken as part of this review so that I can now provide a substantive update. Some of this work is ongoing. 

    Our current system  

    The SFO currently uses the software OpenText Axcelerate (“Axcelerate”). 

    As with many software programs, it is usual to find and patch software issues from time to time.  

    Recently, we finished applying a technical fix to Axcelerate after our staff identified an “encoding issue” affecting the way some words appeared in documents ingested into the system.    

    This work took some months but is now complete and the issue has been corrected.  

    We have already informed all relevant defendants about this fix across our cases in court and will continue to share information with future defendants in the normal way via pre-trial proceedings.   

    We remain confident in the efficacy and integrity of our system.  

    Our past system  

    With input from the Attorney General’s Office and His Majesty’s Crown Prosecution Service Inspectorate (“HMCPSI”), the SFO has also commenced a review of our past use of software called Autonomy Introspect (“Autonomy”). 

    The issue we have identified with this software is different. The version of Autonomy used by the SFO in the past had some specific rules that governed the way search terms had to be constructed to identify variations of the word being searched.  

    The way Autonomy’s search function worked was explained in two cases at court, and we have also discussed it with the independent body that reviews our work, HMCPSI.    

    The SFO, like all prosecutors, has a legal obligation to disclose material to any convicted defendant which might cast doubt upon the safety of that person’s conviction and to undertake enquiries to ascertain whether such material exists.   

    We take this obligation very seriously and we recognise that, although we have not seen any evidence of this yet, this issue with search terms could have resulted in relevant and disclosable material being missed.  

    Therefore, we have decided to look back at our Autonomy cases to see how search terms were constructed and used by our case teams in the past. This work is well underway and we have now completed an initial review of every relevant case, prioritising cases where defendants are serving custodial sentences.  

    As a result, we have identified many cases which were clearly not affected by the issue. However, in some cases, further enquiries are needed and so we have not yet reached a decision as to whether those cases were affected or not. This work is ongoing and will likely involve some searches being re-run on some cases. 

    In all cases we have reviewed to date, we have not seen any material which undermines the safety of any conviction. 

    A dedicated senior working group at the SFO, led by Interim Director of Legal Services Matthew Wagstaff, is coordinating this review with independent input from the Attorney General’s Office and HMCPSI.  

    The work of the senior working group is also being overseen by an independent oversight group.

    Q&A  (For reactive use with media/stakeholders and to support SFO leads internally)

    What software is involved in these reviews? 

    There are two types of software involved in these reviews. The first is Autonomy Introspect, which is no longer used by the SFO. The second is OpenText Axcelerate which remains our current e-discovery software.  

    What are the issues with the software?  

    A feature of the SFO’s version of Autonomy Introspect was that when search terms were run certain punctuation marks were treated as “tangible” characters as opposed to “non-tangible” characters. The characters in question were:  

    • % – Percentage symbol 

    • @ – At symbol 

    • / – Forward slash 

    • : – Colon  

    • . – Full stop 

    • £ – Pound sign 

    Tangible characters are ones which a search function looks for, whilst non-tangible are ones which are ignored. The result as far as Autonomy was concerned is that where one of the tangible characters appeared adjacent to a word which was being searched for it would be treated as two completely different words. For example, a search for “bribe” would not return an instance when it is directly followed by a full stop (e.g. “bribe.”).  

    Our guidance and training took this into account when setting out how to operate the software. But it emerged that search terms used on cases did not always account for this feature.  

    With Axcelerate, a case team identified that an “encoding” setting meant a limited number of searches were potentially ineffective. This was because additional characters were added when text was copied which subsequently affected searches.  

    What action have you taken?  

    We are reviewing how search terms were used historically on Autonomy Introspect by teams. Where necessary we will be re-running search terms and dip-sampling the results to check whether any material was missed which might now cast doubt on the safety of the conviction. 

    In the case of Axcelerate, teams have re-run searches, informed defence teams as appropriate and developed and tested a permanent fix for all searches. This has been successfully implemented.  

    When were these concerns identified?  

    We became aware in September 2022 on the G4S case that searches undertaken with Autonomy Introspect needed to be re-run with revised search terms.  

    HMCPSI, the independent inspectorate, was aware of the issue during its recent inspection of disclosure at the SFO.  

    In February 2024, the team investigating the London Mining case identified the “encoding” concern with Axcelerate  

    What happens next? 

    We will be contacting those parties affected and their legal teams to share details of the reviews which have been undertaken.  

    We will publish further updates on the progress of this work when appropriate.  

    Will you make public the number of cases the Autonomy issue affects?   

    We will publish only accurate information, that we have verified is correct. The number of cases we are looking at has changed as we have conducted our review and determined which cases are within scope, and it may change again. We may publish our final figures once this work is complete.   

    How many Axcelerate cases does this affect?  

    The Axcelerate issue has been resolved. We will not provide this figure, as this would reveal the SFO’s covert caseload.

    The Public Accounts Committee (PAC) is holding a two-part evidence session on the remediation of dangerous cladding on Monday 3rd February at 3.30pm. The National Audit Office reported in November 2024 that up to 60% of buildings with dangerous cladding had not yet been identified. It highlighted hundreds of thousands of residents who have no idea when their building will be made safe, with many continuing to suffer significant emotional and financial distress.

    The session’s first panel will hear from the End Our Cladding Scandal campaign on the current experience of residents. Other likely topics to be discussed with housing sector representatives include how to accelerate remediation in social housing, strengthening enforcement and paying for remediation.

    The Committee will then move into its second panel to question senior Government and Homes England officials. The panel will likely see scrutiny of Government plans for identifying buildings with dangerous cladding. Current estimates are the 9,000 to 12,000 buildings over 11m will need remediating. At the time of the NAO’s report, only just under 5,000 buildings had been identified, with work yet to start on around a third of these.

    Perth & Kinross Council is focusing participatory budgeting in four localities that face significant challenges and have a need for targeted community investment.

    The £100,000 funding will be split over four targeted localities as follows:

    • Central and North Perth: £47,837
    • Coupar Angus, Meigle, and Alyth: £18,846
    • South Crieff: £16,625
    • Rattray: £16,690

    Bids must be community-led and focus on tackling poverty and alleviating the cost of living crisis in these areas.

    Applications can be made online now.

    Successful applicants are expected to demonstrate how they will target these localities, though some beneficiaries may come from outside these areas.

    Applications can also include costs towards upskilling and resourcing volunteers to support the delivery of projects aimed at tackling poverty and the cost of living.

    Councillor Tom McEwan, convenor of Perth and Kinross Council’s Housing and Wellbeing Committee, said: “Tackling poverty is a priority for this Council and this is a great opportunity for community groups to access financial support for projects in their areas.

    “It does not take long to apply and I would urge community groups across all areas to make sure they submit their bids by the end of the week.

    “Residents will then have the chance to vote for the projects they think will make the biggest difference to their communities.”

    All bid will be screened and eligible applications will be put to the public vote, with the successful bids announced on 7 March 2025.

    STEAM-POWERED toys, boats and trains will take centre stage at Leicester’s Abbey Pumping Station later this month.

    Tickets are now on sale for the popular Steam Toys in Action event, which will give visitors the chance to go back in time and enjoy a nostalgic day out, with a wide range of steam-powered toys and vintage vehicles on display.

    Historic fire engines, vintage buses, a milk float and an old electric bread van will be amongst the vehicles on show at the event on Sunday 23 February, while visitors will also be able to see the pumping station’s magnificent beam engine in full steam.

    There will be rides on the steam-powered narrow-gauge railway (50p charge), with the grand opening of the Forget Me Not mini railway – built and maintained by the dedicated volunteers of the Leicester Museums Technology Associationtaking place at 2pm.

    The pumping station’s café will be open for refreshments, while a vintage coal-fired chip van will be selling freshly-fried chips.

    Steam Toys in Action runs from 12 noon until 4.30pm on Sunday 23 February at the Abbey Pumping Station.

    Tickets can be bought online at a reduced price of £6 for adults, £2 for children (no charge for the under-fives) and £5 for students and those aged 60 and over. A family ticket (two adults, two children) is £15 when bought in advance.

    Tickets bought on the door are £7 for adults, £3 for children, £6 for concessions and £18 for a family ticket.

  • MIL-OSI United Kingdom: Parking charges at Leeds parks set to fund better parks facilities

    Parking charges at five Leeds parks will be introduced on 10 February, to fund necessary maintenance and better facilities at the parks.

    The five parks are Golden Acre Park, Otley Chevin, Roundhay Park (including Mansion Lane), Temple Newsam and Middleton Park (where charges will apply at the Urban Bike Park only).

    Like councils across the UK, Leeds City Council is facing unprecedented budget challenges, needing to find over £100million in savings over the next financial year. Simultaneously, significant investment is needed to ensure that Leeds’s much-loved parks continue to be safe and welcoming spaces for residents and visitors.

    The decision was therefore made to introduce a small parking charge at the five sites, set at £4 for a full day. There will also be the option to purchase a year’s season ticket for £80, equating to just over £1.50 per week, which can be used across all Leeds City Council’s parks.

    Blue badge holders will continue to park for free.

    All the investments required to introduce the parking charges will be funded by the income generated through the charges themselves, including the new ticket machines. It is anticipated that the costs will be recouped from the income generated by the charges within six months.

    The money raised will also fund car park surface improvements, bay marking, signage, safe access for pedestrians and ongoing maintenance. This is to make the sites more welcoming, accessible, safer and easier to navigate and park in.

    Cycle parking will be added at the car parks as part of the scheme and electric vehicle charging infrastructure will be considered and implemented where possible.

    Councillor Mohammed Rafique, Leeds City Council’s executive member for climate, energy, environment and green space, said: “Leeds City Council looks after over 4,000 hectares of parks and green spaces. Sadly, without a sustainable funding stream, the much-loved spaces will deteriorate, resulting in health and safety risks. This is why we have taken the decision to introduce parking charges at these five parks in Leeds, starting 10 February.

    “We are keeping the charges nominal, equivalent to or less than a return ticket on the bus, and parking will remain free for blue badge holders.

    “I’d also like to reiterate that the funding required to introduce these charges, such as new ticket machines, will all be paid for by the charges themselves.

    “By maintaining our wonderful parks and green spaces, we are providing spaces for communities in the city to be active and to play and helping to improve mental and physical health across all ages.”

    Parking payments will be accepted at the machines using a contactless bank card or via the PayByPhone parking app. Season tickets will be available to purchase online (at https://bit.ly/ParkingLCC) or using cash or card in some community hubs and libraries and in some of the council’s retail units and cafés within the parks.

    The charges will be:

    • £1 up to 2 hours.
    • £2.50 for half a day
    • £4 for a full day
    • Season ticket: £10 per month or £80 per annum
    • Free for blue badge holders

    The charges will apply seven days a week between 8am – 8pm.

    Labour must not break its promise to workers in Aberdeen and beyond.

    People in the North East of Scotland will not forget it if Labour’s GB Energy fails to deliver on promised jobs for Aberdeen, says Scottish Green MSP Maggie Chapman.

    The comments come as the boss of Keir Starmer’s energy company has revealed that it could take 20 years for the promised jobs to be created.

    At the general election, Scottish Labour leader Anas Sarwar promised “lower bills, more jobs, greater energy security”, but today Scotland discovered that Labour had yet again over-promised in their desire for power. Now Scotland could have to wait decades to feel any benefit.

    This is just the latest failure by Labour to make good on its promise to working Scots to make household bills cheaper. In August 2024, The UK Government dumped a key election promise to cut energy bills by £300 a year, and when questioned by MPs at Westminster in October, the boss of GB Energy was unable to say when GB Energy would reduce household bills.

    Scottish Greens MSP for North East, Maggie Chapman said:

    “Labour promised that GB Energy would finally cut energy bills while creating hundreds of new jobs in Aberdeen, but it’s looking increasingly likely that neither of these things will happen.

    “GB Energy looks like yet another Westminster white elephant that is designed by businessmen for businessmen. If it is not lowering bills or creating jobs then what will it do?

    “Energy bills are too high and are stretching people to their limits. We must get away from a broken and destructive system that means sky high bills for households and families and chaos for our climate.

    “People were told that they were voting for change at the election, but it’s clear that Starmer and Sarwar have no intention of delivering it.

    “Time and again, this Labour government has shown that it cannot be trusted. It has already chosen to plunge pensioners into fuel poverty by cutting winter fuel payments, kept the cruel two-child cap and betrayed millions of working class WASPI women. Are workers in Aberdeen the next to be betrayed?

    “Scotland deserves so much better than this. We have masses of unlocked potential in our skilled workforce, and vast renewable resources. We need politicians to invest in our communities and our skills and put people and planet before profit.”

    The Charity Commission has opened a statutory inquiry to examine ongoing regulatory concerns regarding the trustees’ management and administration of Solev Co Limited.

    SOLEV CO LIMITED – 254623 was established in 1967 with general charitable purposes. The regulator’s primary concerns focus on related-party transactions recorded in the charity’s accounts and whether conflicts of interest have been managed appropriately, particularly given that the trustees were, until recently, all part of the same family. The previous trustees were all closely related.  Trustees are expected to act in the best interests of the charity and properly manage any conflicts of interest.

    The inquiry will also investigate why the charity has not submitted accounts and annual returns within the statutory timeframe for the past five years and is currently in default with their 2023 and 2024 accounts, which is a legal obligation for trustees.

    The Commission has also opened an inquiry into HATZLOCHO LIMITED – 1082076 to examine similar concerns. The charity’s purposes include advancing the Orthodox Jewish faith, and relieving poverty.

    Both inquiries will examine the administration, governance and management of the charity, in particular the extent to which:

    • the trustees have complied with their statutory reporting duties including the submission of the charity’s annual reports and accounts to the Commission
    • the trustees have acted in accordance with their legal duties, with particular regard to the composition of the trustee board, the management of the charity’s finances, related party transactions and conflicts of interest and/or loyalty
    • any failings or weaknesses identified in the administration of the charity are a result of misconduct and/or mismanagement by the trustees

    The Commission may extend the scope of either inquiry if additional regulatory issues emerge.

    It is the Commission’s policy, after it has concluded an inquiry, to publish a report detailing what issues the inquiry looked at, what actions were undertaken as part of the inquiry and what the outcomes were.

    The third National Waste Crime Survey (NWCS) is now open for three weeks to understand the scale, impact, and deterrence of waste crime across England

    The Environment Agency is calling on industry and the public to take part in its third National Waste Crime Survey, launched today (Monday 3 February), to gain a greater understanding of waste crime across England.

    Taking the time to respond to our survey is crucial in making England’s approach to tackling waste crime and waste management safer and efficient, and helping us crack down on criminality. The public’s awareness and experience will help the Environment Agency in taking the most effective action against waste criminals.

    The Environment Agency uses the insight that industry and the public provides through the survey to: 

    • Measure the perceived scale and impact of waste crime in England 
    • Understand deterrents that could prevent people from committing waste crime 
    • Gauge public and industry willingness to report waste crimes 
    • Assess the effectiveness of action taken by us and our partners to reduce waste crime.  

    Insights from the survey are crucial in shaping the Environment Agency’s strategic priorities, and the actions taken have resulted in the total number of illegal waste sites in operation falling to 344 last year – the lowest total figure on record. It has never been more important to gather more information on waste crime to ensure this number continues to fall – not least since it is estimated to cost the economy in England a staggering £1 billion annually.   

    Steve Molyneux, Deputy Director of Waste and Resources Regulation at the Environment Agency, said:

    With an estimated 18% of waste illegally managed we know that activities like illegal waste burning and shipping, mis-describing waste, and operating illegal sites cost the economy £1 billion a year.

    Our National Waste Crime Survey is crucial for understanding the scale of these crimes and gathering insights from those directly affected. I encourage everyone impacted by waste crime to take part.

    Your insight will enable us to continue to target waste criminals, stopping them from impacting our environment, communities, the legitimate waste management industry, and the economy.

    Waste Minister Mary Creagh said:  

    Waste criminals are a scourge on society, affecting rural and urban communities equally.

    They make huge profits at the expense of the law-abiding majority, by not paying tax – not to mention the costs of cleaning up after them and making people feel unsafe in their neighbourhoods.

    I urge people to take part in the Environment Agency’s survey to help us crack down on waste criminals and protect the environment.

    The Armidale community is set to benefit from new Key Worker Accommodation which will help attract, recruit and retain more healthcare workers to the region.

    The Minns Labor Government will invest $6 million in health worker housing in Armidale as part of the Key Health Worker Accommodation Program.

    The $200.1 million Program supports more than 20 projects across rural, regional and remote NSW.

    The funding will secure approximately 120 dwellings across regional NSW, which includes the building of new accommodation, refurbishment of existing living quarters and the purchase of suitable properties such as residential units.

    The four-year Program will support the recruitment and retention of more than 500 health workers and their families by providing a range of accommodation options.

    The Program is one of a number of investments the Minns Labor Government is making to strengthen the regional, rural and remote health workforce and builds on the success of the NSW Government’s $73.2 million investment in key health worker accommodation across five regional local health districts (Far West, Murrumbidgee, Southern NSW, Hunter New England and Western NSW).

  • MIL-OSI United Kingdom: Key takeaways from the Cityforum 2025 Digital Policing Summit

    Exploring challenges and opportunities in innovation for delivering safer streets.

    In recent months, the Accelerated Capability Environment (ACE) worked closely with Cityforum to help organise its latest event, the 2025 Digital Policing Summit. Held at BT HQ in London on January 22, the event brought together policymakers, police leaders, government representatives, industry experts and academics.

    Following the recent death of Cityforum founder Marc Lee, this was a poignant event that continued his vision of providing a platform for open discussions and collaborative problem-solving on some of the most pressing challenges facing policing today. From tackling complex societal issues to the challenge and opportunity of artificial intelligence (AI), the conversations were thought provoking and mission driven.   

    Annette Southgate, Head of ACE, joined a panel on sustainable implementation: from research to scalable delivery and mission impact at local, regional, and national levels, while Andy Loukes took to the stage with Stan Gilmour from ACE’s Vivace Community to share our learnings from the work that we have already done on the Safer Streets mission.

    Andy’s presentation featured a compelling case study from ACE’s toolbox, which was well received by attendees.  

    Here are our four key takeaways from the event for delivering the Safer Streets mission: 

    1. Local innovation is crucial 

    One of the strongest themes was the importance of local innovation with speakers emphasising that relying on national solutions often slows progress. Local forces are driving change by quickly adopting new technologies and tailoring them to meet their needs, but this too causes challenges as localised technology procurement is neither sustainable nor secure by design.

    ACE’s case study shared the need to encourage local innovation, start small and then scale fast, applying innovation to forces across the country.  

    There was much discussion of how the new National Centre of Policing will support and scale up this local innovation while allowing police forces to continue to deliver their local priorities – and a recurring theme was that: 

    “Operational independence is not the same thing as organisational independence” 

    2. Scalability: aligning the enablers 

    The challenge of how to embed systemic learning and scale capabilities from local successes into broader practice remains. Scaling solutions is a persistent challenge, not because innovation itself lacks scalability, but because the enablers – funding, infrastructure, standards, and decision-making structures – are often disconnected and siloed. 

    One speaker summarised the issue well: 

    “The safer streets challenge is how to get enablers at the strategic level coordinated, acting at speed, and with the right level of bureaucracy.” 

    And we should be better at sharing our knowledge of success. It’s often unclear who is innovating, where, and how effective those efforts are. Some forces adopt new technologies quickly and lead the way, but others lag behind, often due to limited visibility into what works. A common question raised was: 

    “If we know something works, why aren’t we telling everyone about it?” 

    Clearer knowledge-sharing mechanisms and centralised platforms are essential to track progress, evaluate outcomes,  maximise the impact of innovation, and allow for the coordination of investment in common enablers.  

    Greater collaboration and accountability structures can address this critical bottleneck – from a shared lexicon to standards that go beyond rigid technical specifications to include principles and flexible frameworks that adapt to various contexts.  

    3. Artificial intelligence: a balanced approach 

    AI was a key topic of discussion, with panelists debating its potential to enhance productivity and fill gaps in resource-constrained areas such as policing. AI can automate administrative tasks and free up officers for frontline duties, but public trust and careful implementation remain critical concerns. 

    The consensus was clear: 

    AI shouldn’t replace people – it should empower them.” 

    The goal of applying AI isn’t zero crime but mitigating and preventing incidents while maintaining public confidence. AI must be implemented thoughtfully as a tool to complement human expertise rather than replace it. 

    4. Broadening the mission beyond policing 

    A particularly compelling point was the recognition that safer streets aren’t just a policing challenge. Achieving this goal requires collaboration across sectors, including education, probation, community services, and even the private sector. 

    Policing alone cannot address systemic issues such as serious violence or crime prevention. A coordinated, cross-departmental approach is essential to drive meaningful change. This shift in mindset could transform how resources are allocated and how partnerships are forged across sectors. 

    What’s ahead? 

    The Cityforum policing event reinforced the need for collaboration, alignment, and strategic approaches to innovation. From local-level successes to national strategies, the sector holds immense potential to drive change – but this requires breaking down silos and ensuring all enablers work in harmony. 

    At the heart of these discussions is a clear message: success lies in collaboration, knowledge sharing, and empowering innovation at every level.

    An exciting new street event is to be held in St Albans City Centre featuring free entertainment for everyone.

    The St Albans Spring Festival on Sunday 18 May will be a celebration of food, well-being, community spirit and sustainability.

    Thousands of people are expected at the street party which will take place from 11am to 5pm, with St Peter’s Street closed to traffic. 

    Among the attractions will be live music, arts and crafts, street theatre and dozens of stalls selling takeaway food, drink and other produce. There will be opportunities to learn, play and create with fun activities.

    To ensure accessibility, sighted guides and British sign language interpreters will be in attendance.

    St Albans City and District Council is organising the Festival and will also be bringing back its popular Christmas Cracker, the event which launches the festive season in the District. This will be held on Sunday 16 November.

    The St Albans Feastival, usually staged in September, will not take place this year with May’s Spring Festival being used instead to highlight the District’s hospitality businesses and tourism offering.

    We have rearranged our street events to give our residents an excellent choice of things to do from May all the way through to November.

    Our Feastival was held in September, but there are a lot of things going on in the late summer, such as Pub in the Park, and it was felt May was a better date for an event.

    The Spring Festival will mark the start of the warmer months and with the Cracker in November, our events will book- end the outdoor season.

    During that time, from May through to November, there will be many other events, run by a host of organisations. Residents and visitors will have an abundance of opportunities to get out and about and socialise with their friends and neighbours.

    More details about the Spring Festival entertainment will appear in the Council’s social media channels in the run-up to the event.

    The Mayor of London, Sadiq Khan, has launched a new £5.4miliion service to ensure vulnerable adults in contact with the police, including those taking part in voluntary police interviews, have timely access to an independent appropriate adult to support them.

    The first-ever London wide scheme will safeguard the rights, entitlements and welfare of vulnerable adults, ensuring that they are treated in a fair and just manner, and are able to participate in police proceedings effectively.

    The new approach is part a package of measures being funded by the Mayor to improve the service all Londoners receive from the police. It builds on the hard work of the Met to exit special measures and to respond to Baroness Casey’s review into the standards and culture at the Met Police.

    In the UK, it’s a legal requirement for any child or any adult assessed as vulnerable to have an independent appropriate adult with them in any police interview[1], but until now, in London, no single agency has been responsible for providing this support, leading to inconsistency and gaps in provision, costly delays and pressure on resources. The new service will complement the work underway by the Met and the Mayor’s office for Policing and Crime (MOPAC) to address Baroness Casey’s recommendations to increase confidence, trust and fairness amongst Londoners through the Commissioner’s New Met for London Plan[2].

    The action by the Mayor also comes as figures show demand for appropriate adults increased by 10 per cent between 2019 and 2023 when more than 18,500 adults experiencing police custody or taking part in voluntary interviews with the police were assessed as vulnerable and requiring support to ensure their rights were safeguarded[3].

    A person is considered vulnerable if a police officer deems that they may be prone to confusion, compliance or could unintentionally provide unreliable, misleading, or self-incriminating information. The new service will ensure that all those considered vulnerable are appropriately safeguarded and instil within them the trust and confidence that they will be treated fairly by the judicial system.

    Adults with mental health issues and those with learning difficulties are just some of those who will benefit from the London-wide scheme and be assigned an appropriate adult to support them through a number of police processes – including during searches, interviews and eyewitness identification procedures[4].

    The new £5.4miliion fund is the latest part of the Mayor’s record investment in the Met to raise standards, improve performance and help rebuild the trust and confidence of all of London’s communities in the Met police service.

    The Mayor of London, Sadiq Khan, said: “Providing eye-witness statements and giving voluntary police interviews can be an extremely stressful time for anyone, so it is vital that the right support is available for those who are vulnerable and need assistance to help them understand their situation and ensure they are treated fairly and appropriately.

    “My new London-wide appropriate adult scheme will guarantee timely access to the right support, reducing delays in custody which can have huge emotional, practical as well as financial cost.

    “The service will also ensure that those from vulnerable communities have the confidence that they will be treated fairly, be believed, and can ultimately trust our policing and judicial system, which is vital to building a safer, fairer London for everyone.”

    Speaking at the Centre for Social Justice, Bridget Phillipson laid out plans for a new era of school standards delivering on the Plan for Change.

    Good morning, everyone.

    Thanks so much for being here. And thanks to the Centre for Social Justice for hosting us. And thanks to Andy.

    It’s great to be back here, this time as Education Secretary, six months into delivering our Plan for Change.

    I know CSJ shares this government’s commitment to ensuring that, whoever you are, wherever you come from, ours should be a country where hard work means you don’t just get by but you get on.

    Some of you were here last year, when I started my speech with a story. And today I want to start with a story too:

    A story about how and why the change I am bringing to the education system matters to me.

    It’s my story.

    I grew up in the late ’80s and early ’90s, a shy little girl, from a tough street in the northeast of England, [political content removed]

    I never met my dad. It was just me and my mum – and my grandparents who lived nearby.

    We didn’t have much. One winter, a neighbour, who himself, he didn’t have very much, found out I’d been playing outside wearing only a jumper.

    He put money through the letterbox in an envelope marked “for Bridget’s coat”.

    Now, not everyone turned to kindness. Crime was a big problem. Our house was burgled time and again.

    And when my mum reported it to the police, our windows were put out, a man turned up with a baseball bat.

    It didn’t seem like that big a deal at the time. These were just things that happened, and frankly not just to us.

    I think often of the children I knew then, held back by who they were, by where they were born.

    So many on my street were denied the opportunity to get on and to succeed.

    Not because they were lazy, they weren’t. 

    They were no less talented than I was, no less ambitious, no less deserving of success.

    But I was given the opportunities that they were denied. I went to great schools, I was taught by wonderful teachers, I had a family that prized learning.

    I was in the very first full cohort to sit SATs tests at Key Stage 1, 2 and 3. I benefited from the national curriculum brought in by a [political content removed] government.

    My school took up that challenge to push kids like me to achieve.

    I worked hard, of course I did.

    But I had the good luck to go to a great school, to have a family who cared deeply about education, a grandfather who read to me week in, week out.

    And like so many stories, this one has a moral lesson at its core.

    I am proof that the system can work, that a great education can be a transformational force, that background doesn’t have to be destiny.

    That belief formed then, is the core of my politics now.

    That the promise our children deserve, that hard work is what counts, no matter your background.

    I believe in that promise, in making that dream real.

    But I saw so many of my friends from my area let down, let down by a system that lacked a restless ambition for their futures, content, too often, to deliver a mediocre education, middling, in schools that drifted, an education that was seen as ‘just fine’ for ‘these kids’.

    For kids like me.

    Michael Gove used to call this ‘the soft bigotry of low expectations’ and with good reason: he was right.

    But I don’t need to be told about that. I grew up with it all around me, in my community, holding back my friends.

    I don’t forget. Not now. Not ever.

    It’s these memories of those injustices, the doors closed, the dreams stifled, the futures denied, that’s what drives me forward in this job.

    I get up every morning to right those wrongs.

    To break down the barriers to opportunity for each and every child.

    Background wasn’t my destiny.

    And I won’t rest until that is true for all children.

    That is my vision for education.

    Opportunity, for those children, for all children. That is our mission, driven by the Prime Minister’s Plan for Change.

    An excellent teacher for every child, a high-quality curriculum for every school, a core offer of excellence for every parent.

    Raising a floor of high standards, below which schools must not slip, above which schools can and must innovate, with no ceiling.

    Now, those memories are from a long time ago. And in the decades since, standards in England’s schools have risen, and millions of children have benefited.

    Our system now has many strengths, to build into that core. The greater use of evidence in classrooms across the country.

    No more flying blind, guided only by tradition.

    Now, what matters is what works [political content removed] reformed exams – more rigour, more challenge.

    Our national curriculum, a national strength, one from which we will build.

    Raising the floor, removing the ceiling.

    Take one example, one that matters immensely.

    Every child learns about the Holocaust, thanks to the national curriculum. That’s the floor we need.

    But teachers can then innovate in how they teach it.

    Stories from newspaper archives of troops finding concentration camps or hearing the testimonies of Holocaust survivors who have been immortalised using recordings and virtual reality technology.

    And now the Curriculum and Assessment Review will take us onward, delivering a core curriculum for all children that is deep and rigorous, knowledge-rich down to its bones.

    And that matters so much, knowledge is foundational, the building blocks of learning.

    It’s no use developing skills if children lack the knowledge to back it up and that curriculum must be taught by the very best teachers.

    As a profession as well as a calling, teaching has come on leaps and bounds, far ahead of when I was at school.

    The use of phonics is just one example where this has delivered for millions of children. Over 100,000 more children every year are securing the phonic foundations of reading since 2012.

    And we will continue down this proud path, for future generations.

    But now, right now, we need more teachers.

    That’s why we are committed to recruiting an additional six and a half thousand new expert teachers over the course of this parliament, ensuring we have more teachers where they are most needed across our colleges and our secondary schools, both mainstream and specialist.

    Because more teachers in our classrooms means more attention for our children. And that attention makes it easier to learn, and drives better attainment.

    More teaching, better learning.

    But more alone is not enough.

    I want to drive up the quality of teaching too.

    Building on the advances in teaching as a profession, and in teacher training.

    That’s why we are requiring all teachers to work towards qualified teacher status – and doubling down on evidence-based training.

    We’ll back our teachers with the very best AI, part of an exciting new wave of technology to modernise our education system.

    These changes are critical for all of our children. But nowhere are they more important than for our children with SEND.

    It’s hard to say about a system that today is failing so many, that there has been progress. The recognition of additional needs, the debate around how we support children with SEND is a sign of progress.

    But there is much, much more to do.

    We must set high expectations for all, spread pockets of excellence right throughout the system. 

    Focus on need and not diagnosis. With children able to access the right support more often in mainstream so that they can learn and thrive.

    Empower schools to intervene earlier, equipping them not just to support, but to excel for children with a range of different needs. Advances in the use of evidence, in the curriculum, in teaching.

    We’ll take that forward, delivering a new for generations of children.

    But perhaps the key driver of rising standards across our schools has been strong multi academy trusts.

    Take an example. Tanfield is a school that sits on the edge of Stanley, just ten miles west of where I grew up.

    Over the decades, tens of thousands of kids with backgrounds just like mine have walked through those school gates.

    And for a long time, the school meandered along, performing poorly, requiring improvement that never quite appeared, delivering outcomes never quite what they could be.

    A reality that year after year, kids were being denied the opportunity to achieve.

    Until Tanfield joined Eden Learning Trust in May 2020. And with a strong head teacher at the helm. That’s when the spark of progress finally arrived.

    The school is now rated as good on some measures, outstanding on others.

    Exam performance rising, above the national average.

    That story fills me with hope, because I know the difference a great school makes to so many children with backgrounds like mine, to severing the tie between background and destiny.

    Academy schools were a part of a great age of reform, from the mid-90s to 2015, a wave of changes that lifted standards for schools and life chances for children.

    Driven forward by a succession of great education reformers – from David Blunkett to Michael Gove, and a generation of dedicated and determined teachers.

    I recognise the focus on tackling low standards in inadequate schools, which previous governments of all parties shared.

    I celebrate the enormous effort by parents and school staff, to haul our entire system into a much better place.

    Strong academy trusts, top teachers, a core curriculum – these are our foundations.

    But sometimes I get the sense that people want to stop there.

    As if we can celebrate progress, but stop pushing for better.

    As if the drive for change, the impatience with failure – that these are the proud tales of yesterday, not the agenda for tomorrow.

    Because I tell you, this government is very clear.

    The journey isn’t over, the mission is never complete.

    It’s almost fifty years since James Callaghan gave a major speech about the purpose of our education system in our country.

    Elements of his challenge, to the established wisdom of his day, are sadly all too familiar.

    He spoke of a system that too often left young people neither ready for work, nor ready for life, the need for more young women to study science, the immense importance of numeracy for the next generation.

    And he spoke of his sympathy with the principle of a national curriculum, a principle that would fall to the next government to deliver.

    But today it is not simply the wisdom of that speech I have in mind.

    Callaghan knew the greatest truth about the determination that governments [political content removed] should have to drive change, for it was he who told us:

    “You never reach the promised land. You can march towards it.”

    So I tell you again, for me, for this government, we know that this march never ends.

    And yet today, the barriers to opportunity have grown only higher, and the stakes for our children are just as high.

    Stuck schools.

    Too many schools coasting.

    Delivering an education that, is just not the standard all children deserve.

    There are more than 600 schools in this country that are stuck, receiving consecutive poor Ofsted judgements.

    More than 300,000 children go to these schools. And what happens to these children?

    They leave primary school with results 14 percentage points worse.

    They leave secondary school with results one grade per subject worse.

    Their life chances, limited by the bad luck of going to a poor school.

    That is our inheritance.  And that is not good enough.

    Stuck schools are the new front in the fight against low expectations.

    I will not accept a system that is content for some to sink, even while others soar.

    These schools must improve, and with the right help, I know they can.

    Our proposals provide a response that is tailored, bespoke, effective – drawing on the insights of new Ofsted report cards.

    Improvement driven by new RISE teams, groups of leading experts who have been there and done it, with a track record of driving up standards.

    Turning around not just schools, but children’s lives.

    The best of the best when it comes to school improvement.

    They will work with schools to get to grips quickly with the problems Ofsted spots, backed with an initial £20m of funding.

    Up to £100,000 per school, dwarfing the basic £6,000 per school that was made available for these very schools by the last government, before being cancelled altogether with structural intervention as a necessary backstop if change does not come quickly enough.

    We now have our first 20 expert advisers in place – and teams are beginning their work with schools up and down the country.

    Trust leaders right at the centre.

    To work with us as partners in the push for better.

    Excellence – for every child.

    High and rising standards – for every child.

    Success – for every child.

    No more stuck schools drifting along.

    Tackling drift by reforming accountability and intervention.

    Now is the time for reform, for renewal, for modernisation.

    To take the whole school system forward.

    The way we hold schools accountable underpins it all.

    How we identify poor performance and drive change,

    To lift the life chances of children.

    We have a strong starting place. The improvements in inspection and accountability starting in the 90s have been instrumental for raising standards in our schools.

    With Ofsted’s role right at its heart.

    And to those who call for the abolition of a strong, independent, effective inspectorate, I have said before and I will say again: never.

    Never will we go back to those dark days of weak accountability.

    Because it was children from disadvantaged backgrounds who suffered the most.

    And because despite those improvements, there is still so far to go.

    So today I am taking us into a new era on school standards.

    Single headline grades were the right innovation at the right time. They brought proper scrutiny to all schools.

    But the time for change has come.

    They had become high stakes for schools but low information for parents.

    And for the challenges we now face, too blunt, too rough, too vague.

    How can it be right that so many critical decisions parents – choices that shape whole lives rest on a single word?

    It simply isn’t enough. Not for schools, not for families, and not for children.

    Our searchlight on poor performance must now become brighter

    to see the problems of today and tomorrow quickly and clearly.

    So a more rigorous system, raising the bar on expectations, on what good really looks like when it comes to the futures of our children.

    Because when we hear that 90% of schools are rated good or outstanding by Ofsted, it’s a reflection of millions of hours of hard work from teachers and leaders.

    But it’s a statistic, I’m afraid, that just no longer paints the full picture.

    Good as a judgement has become too vague to serve its purpose,

    When there are schools rated as “good” in both the top and bottom 1% for attainment.

    So just like we guard against grade inflation, to make sure that results really reflect the achievement of students, we must protect standards here too, because when almost 8 in 10 schools are graded as good, it’s time we bank that progress and take good to another level.

    The imprecision has left too many struggling schools without the support they need to improve.

    If the diagnosis isn’t clear, how can we be confident that the treatment will be right?

    And the change this government brings is one the public know is needed.

    Only 13% of those asked by Ofsted think that the notion that 90% of our schools are Good or Outstanding is truly reflective of the overall quality of schools.

    We need a more diagnostic approach – an approach that is restless and rigorous.

    Our proposals will swap single headline grades for the rich, granular insight of school report cards.

    Raising the bar on what we expect from schools. Shining a light on the areas that matter, each given their own grade.

    Identifying excellence and rooting out performance that falls short of expectations, so that parents have clearer, better information about their local schools.

    And that extra information will underpin changes in how we tackle poor performance.

    The worst performing schools, whether local authority maintained or academies – will be moved to a strong trust.

    That means new leadership brought in to boost the life chances of pupils.

    Children only get one chance: we won’t wait around while schools fail around them.

    And if school report cards identify even one area for improvement for a school, Ofsted will monitor progress, looking out for warning signals, government primed to step in for children, if required.

    The schools and trusts too, able to take swifter action from the more granular school report.

    Because being hands off, for school after school, for year after year, simply cannot be an option when the life chances of our children are at stake.

    And because we know that there is so much brilliance within our schools, so much to learn from and share.

    A new proposed top grade of ‘Exemplary’, for best-in-class practice in a specific area, when Ofsted judge that a school is doing something that is simply too good to be kept inside the school gates.

    Because this is a government that is never content, never complacent, never satisfied, when it comes to standards in schools.

    We want to spread that excellence

    To promote innovation,

    And it’s important we recognise that the best people to do that, the people who so often, will be doing that, are already standing in front of us.

    The best trusts, the best schools, the best leaders.

    Our RISE teams in time providing a universal service, will draw on them, their practice, their knowledge, their experience, helping good schools to become great and the great schools to become even better – spreading their excellence as they go.

    This is a new era in accountability for schools, a new era of relentless improvement. To drive up standards and open up opportunity for all.

    But a new spirit too – including with schools.

    A relationship to improve, not punish, to challenge, not to scold, based on shared aims, not shared hostility.

    An approach that recognises, that when all’s said and done, we all want the same thing.

    Better outcomes for children.

    When I first started in this job, I said I wanted to put education at the forefront of national life.

    So I am delighted to see the debate raging over our reforms – particularly since we introduced our Children’s Wellbeing and Schools Bill.

    I have to say, I welcome it.

    It is a sign that under this government, once again, education is coming back to the centre of national debate.

    I welcome spirited engagement, I welcome robust challenge, I welcome different views – and I will listen to them.

    That is how we shape the very best education system that our children deserve.

    And that’s why the changes we are making to accountability will draw on the wisdom of the entire sector.

    So I am pleased to announce a public consultation on our proposals for school accountability reform.

    Alongside that, Ofsted are consulting on their proposals for report cards and inspection structures.

    I want – we want – to hear the views of teachers and parents, schools and trusts – all those who care about our children’s futures.

    All parents worry about their children and that’s because they want so much for them.

    There were times when I was small when my mum worried about me.

    People would tell her that I had speech issues, because I talked so little.

    Well, I’m talking now.

    And to the young people, the families, who feel like they don’t have a voice, don’t have a future.

    I say this,

    Under this government, [Political content removed] no longer will where you’re from decide what you go on to do.

    Opportunity, for every child, in every school, in every part of the country.

    Everything I do as Secretary of State, I do for all children.

    The ones who grow up on streets like mine, who don’t – not yet – have a great school to go to, who are weighed down by their background.

    I am asking more of schools, of trusts, of parents, of Ofsted, of myself, and of this government.

    And I make no apologies for that,

    We need change, to turn the drift and delay of today, into the restless progress of tomorrow.

    Because I believe that background shouldn’t be destiny.

    I believe in the power of education to take us to a brighter future.

    And I believe each and every child in our country deserves nothing less.

  • MIL-OSI United Kingdom: Filming Generates £4.6m for Local Economy

    FifeScreen+TayScreen is pleased to announce the release of its annual report for 2023/24, showcasing a successful year for the screen industry in the Fife Tay region with figures showing the media industry’s multi-million pound contribution to the economy of the Fife and Tay region. The office also supported ground-breaking work that was a finalist in the Screen International Global Production Awards at the Cannes Film Festival for a UK first – virtual production over 5G between Dundee and Manchester. 

    The figures show continuing resilience for film and TV production in 2023-24 despite challenges such as writer and actor strikes in the USA that have directly affected production in the UK and employment of freelance crew. Production spend reached £2.3 million, generating economic impact of approximately £4.6 million. This highlights the significant contribution that the screen industry makes to the local economy and the wider region.  

    Key Achievements in 2024 

    • Production Activity: the office facilitated over 100 productions, contributing an estimated £2.4 million to the local economy. The office recorded a total of over 400 filming days at locations across the region. Projects ranged from feature films and television dramas to commercials and independent productions. 
    • Diverse Locations Utilised: The region’s stunning landscapes, historic sites, and urban settings attracted high-profile projects. These productions not only boosted the local economy but also showcased the region’s unique character on the global stage. 
    • Support for Regional Business: the office connected regional businesses with opportunities in the screen industry. 
    • Sustainability: the office implemented eco-friendly production guidelines towards support Scottish and UK initiatives to ensure the industry’s growth aligns with environmental goals. 
    • The sector supports jobs and livelihoods including freelance crew and services that are integral to production such as hospitality and accommodation. It plays a major part in promoting the region for economic and social development and attracting tourism.   

    Some production highlights 

    The report features several exciting highlights. Time-travel romantic drama series ‘Outlander’, returned for Season 8 and Prequel, Blood of My Blood that filmed across the region. There was filming for the final series of Netflix show, The Crown. The region’s attraction for crime on screen continued with production of Val McDermid’s Karen Pirie Season 2. James McAvoy, star of productions such as X-Men and Atonement, made his directorial debut in Dundee with California Schemin’. Iconic, global fashion brand, Christian Dior brought an A-list event and fashion shoots to Perthshire. This further solidifies the Fife Tayside region’s position as a preferred destination for high-profile productions, drawing attention and visitors from around the world.  

    Studios/Virtual Production and Remote Broadcasting 

    FifeScreen+TayScreen has continue to collaborate with the Tay Cities Deal project, Tay5G Virtual Production and Julie Craik has been appointed to the national board of the £76m CoSTAR programme supported by the UK Government. Virtual Production is an exciting evolution of greenscreen. Real environments or digitally created experiences are projected in specialist studios so that cast and crew can see and interact with them in real time. The office also supported the Tay5G project that saw Neutral Wireless and QTV advancing 5G enabled, live production technology in the region.

This year’s Tayscreen annual report highlights the collaborative spirit that make our area such an attractive destination for production. Dundee continues to play a vital role in this industry, bringing economic opportunities and raising our profile on the global stage.” 

    Cllr Altany Craik, Spokesperson for Fife Council Finance, Economy & Strategic Planning says: “The film industry continues to play a vital role in Fife’s economy. The support that FifeScreen provides makes it easy for production companies to choose Fife as a location to film audience favourites such as Outlander and The Crown. The effects of having Fife showcased in this way must not be underestimated in terms of the visitor economy and inward investment. Embracing new technology will ensure that FifeScreen+TayScreen continues to be relevant and attractive to this vibrant industry.” 

    Councillor Eric Drysdale, Convener of Perth & Kinross Council’s Economy and Infrastructure Committee, says: “Perth & Kinross is proud to be a part of the TayScreen network, which continues to shine a spotlight on our region’s stunning landscapes, historic landmarks, and thriving creative industries. This year’s Tayscreen annual report underscores the significant contribution our area has made to the screen sector, attracting high-profile productions and delivering economic benefits to local communities. From our picturesque countryside to our vibrant towns, Perth & Kinross offers a wealth of opportunities for filmmakers and content creators. We remain committed to supporting the creative industries, recognising their vital role in driving cultural and economic growth in our region.” 

    The report also emphasises the positive impact of screen tourism on the local economy. While tourism services faced challenges due to increased operating costs and the cost-of-living crisis, screen tourism continued to play a crucial role in raising awareness and influencing destination and economic development decisions. The allure of seeing Scotland on screen remains a significant factor for up to 40% of visitors to the region with the impact reported to last for at least four years. 

    FifeScreen+TayScreen is committed to supporting and promoting the region as a premier filming location, as well as leveraging the power of screen tourism to boost the local economy. As part of its mission, the office continues to collaborate with industry partners, local businesses, and stakeholders to create a ‘film-crew friendly’ environment for filmmaking. The success of the past year reflects the continued collective effort and dedication of all engaging with the screen industry in the Fife Tay region.
