    MIA Sports wins Dubai contract with support from HSBC UK and UK Export Finance.

    • A Huddersfield-based company which specialises in indoor golf technology has entered the UAE market after it secured a finance package worth £75,000.
    • Financing was provided by HSBC UK, with government backing from UK Export Finance.

    MIA Sports specialises in the design, supply and installation of golf simulators and teaching studios. Though founded only 10 years ago, their products have been adopted as an integral training tool at golf facilities in the UK, Europe, and East Asia.

    MIA Sports has now begun exporting to the United Arab Emirates with the support of UK Export Finance (UKEF), the government export credit agency.

    Faced with the opportunity of supplying its technology to Dubai, MIA Sports had to provide financial guarantees which would have restricted its cashflow – a catch-22 situation. They approached UKEF, who worked with HSBC UK to arrange a finance package for the amount of £75k. This was supported by a government guarantee provided through UKEF’s General Export Facility (GEF), a product specifically tailored to enable SMEs to scale up their exports by giving banks the confidence to lend.

    The finance package, provided by HSBC UK and guaranteed by UKEF, gave MIA Sports the confidence to secure the Dubai contract. This comprised the supply and installation of 5 teaching studio bays for a new academy at the Emirates Golf Club, home to the iconic Dubai Desert Classic tournament.

    Andrew Keast, Managing Director at MIA Sports, said:

    Breaking into the UAE market was a major opportunity for us. Thanks to UKEF and HSBC UK’s support, we were able to access the finance required to bring our technology to a fast-rising capital in the world of golf.

    New accommodation for service personnel at Royal Military Academy Sandhurst (RMAS) has been completed under a major investment programme.

    The new Single Living Accommodation (SLA) block provides 53 ensuite single bedspaces for senior ranks, with utilities, drying rooms, a kitchen and furnished communal space. A second block providing 66 bedspaces for junior ranks is due to be completed in March 2025.

    The c.£13 million project was funded under the army’s SLA Programme and delivered by the Defence Infrastructure Organisation (DIO), contracting to off-site construction specialists Reds10. 

    The modular, sustainable SLA includes solar energy harvesting, air source heat pumps and a SMART building management system, which learns how the building is used through sensor data to ensure it runs as efficiently as possible.

    At the formal opening of the senior ranks block on 23 January, Major General Richard Clements CBE, Director of Basing and Infrastructure, said:

    Modern methods of construction are enabling us to build more quickly, provide a better standard of accommodation for our people and improve the sustainability of our estate. This new energy-efficient building has been designed using feedback from soldiers to ensure it meets their needs, and demonstrates the impressive standard of accommodation being delivered under our long-term investment programme.

    Warren Webster, DIO MPP Army Programme Director said:

    This a significant milestone in our work to provide quality, sustainable infrastructure for the army. The senior ranks will benefit from this new accommodation, which will shortly be followed by a second block for junior ranks. Both are designed to be as sustainable and energy efficient as possible, learning from previous projects to improve their environmental credentials and the lived experience while also being better value for money than using traditional construction methods.

    The new senior ranks’ SLA building has been named ‘Phillips Block’ after Warrant Officer Class One (WO1), Academy Sergeant Major Horace Cyril Phillips, MVO, MBE, Welsh Guards. WO1 Phillips was the first Welsh Guardsman to hold the prestigious post of Academy Sergeant Major at RMAS. Members of Mr Phillips’ family attended the formal opening of the building and unveiled a plaque in his honour.

    WO1 Daniel Cope, Academy Sergeant Major, RMAS Group, who is also a Welsh Guardsman, said:

    It is fantastic to see the result of significant investment in new accommodation to benefit personnel here at Royal Military Academy Sandhurst. The building has been delivered to an impressive standard and the sustainable features will contribute to local efforts to reduce our carbon footprint. This was also a fitting opportunity to commemorate my predecessor and fellow Welsh Guardsman, former Academy Sergeant Major Horace Phillips, for his service to RMAS.

    Phil Cook, Defence Director, Reds10, said:

    We are delighted to hand over this new accommodation to the Army, showcasing the benefits of modern, sustainable construction methods. Our team has worked closely with DIO and army stakeholders to ensure this project not only meets the highest standards but also supports the wellbeing of personnel.

    The integration of energy-efficient technologies and SMART building systems reflects our commitment to delivering long-term value for the armed forces and reducing the environmental impact. It’s an honour to contribute to the transformation of the lived experience at RMAS.

    Overall, the Army SLA Programme is investing £1.4 billion over 10 years to enhance living conditions for service personnel. More than 1,000 new bedspaces are currently in construction across the estate, with 6 blocks due to be completed in 2025.

    Scottish Greens condemn Heathrow Airport expansion plans

    The Scottish Greens have slammed the Chancellor’s decision to extend Heathrow airport, with Transport spokesperson Mark Ruskell calling the expansion “a disaster for future generations.”

    Rachel Reeves announced her support for a third runway at Heathrow in a speech in Oxfordshire on Wednesday morning. In it, she pushed the concept of funding economic growth by handing billionaire private companies government funding to increase their profits.

    The expansion has previously been opposed by Prime Minister Keir Starmer and the Secretary of State for Climate Change, Ed Miliband.

    Estimates from Heathrow Airport in 2018 speculated that the cost of a third runway would be over £14bn, with inflation now likely increasing that figure even further.

    Scottish Greens Transport spokesperson Mark Ruskell MSP said:

    “This is yet another climate-wrecking decision from a Labour government that is determined to fund so-called ‘economic growth’ by pouring billions of taxpayers money into the pockets of private companies.

    “A third runway will be a disaster for future generations; increasing carbon emissions at this crucial time for our planet’s future is nothing but climate vandalism. Transport emissions across the UK are still far too high; we need to invest in reducing them through cheap and efficient public transport.

    “Instead of forcing an unnecessary new runway, we could connect cities across the UK with cheap and effective high-speed rail, cutting the cost of commutes and our national carbon emissions, whilst also funding regional-rail expansion, restoring rail connectivity to communities across Scotland.

    “Scotland desperately needs investment in new transport initiatives to make commuting cheaper and more efficient. That must come from every level of government, but that won’t happen whilst billions are poured into the pockets of London Airport executives.

    “It’s time for real change in Scotland, not more of the same from Starmer and Reeves.”

    A £173 million Ministry of Defence training contract with British business Draken will boost Teesside International Airport and support jobs across Teesside, Bournemouth and the Midlands – delivering on the Government’s Plan for Change.

    A £173 million Ministry of Defence training contract with British business Draken will boost Teesside International Airport and support jobs across Teesside, Bournemouth and the Midlands – delivering on the Government’s Plan for Change.

    In addition to strengthening our national security, the deal will maintain vital infrastructure in the North East and support more than 200 UK jobs. The new contract will deliver Armed Forces training for responding to a range of threats – including air-to-air combat, electronic warfare and missile attacks.

    Using a fleet of aircraft, Draken will simulate threats for UK personnel, including:

    • Air-to-air combat.
    • Missile attacks.
    • Attacks on ships from aircraft.

    Defence Minister Maria Eagle announced the deal today on a visit to Teesside International Airport. The Minister spoke with staff and apprentices, reinforcing the Government’s commitment to boosting national security and economic growth.

    The project will help deliver the government’s Plan for Change by strengthening national security and supporting the mission to kickstart economic growth. It also follows the launch of the Defence Industrial Strategy, which will ensure the defence sector is an engine for growth in every region and nation of the UK.

    Through live exercises with UK personnel over the North Sea, Draken private pilots will replicate the tactics and techniques of a range of adversaries.

    Using the latest electronic warfare technology, Draken will also train Royal Naval personnel to protect Carrier Strike Group assets from air and missile attacks and train Army personnel to quickly receive reconnaissance and intelligence information on enemy forces from the air.

    Altogether, this training will ensure that our Armed Forces receive demanding and realistic training, meeting NATO standards.

    Minister for Defence Procurement and Industry, Maria Eagle MP, said:

    This investment will deliver world-class training for our Armed Forces and boost British business, jobs and national security.

    In line with our Plan for Change and upcoming Defence Industrial Strategy, this deal with Draken will support 200 UK jobs and ensure the future of Teesside International Airport.

    We are showing defence can be an engine for growth, in every region and nation.

    To deliver the training, Draken will use 14 Dassault Falcon 20, one Diamond DA42 and eight L-159E ‘Honey Badger’ fighter jets based at Teesside and Bournemouth. Draken will enrol a minimum of 12 apprentices at both sites.

    Air Officer Commanding 1 Group, Air Vice Marshal Mark Flewin said:

    Our partnership with Draken is of fundamental importance as we continue to train and prepare all of our front-line forces to meet emerging threats across the globe.

    The training delivered to date, simulating adversary threats while also allowing us to train in a representative and contested electro-magnetic environment, has never been more important to ensure the Royal Air Force is ready and able to support NATO and meet the threats of tomorrow.

    The contract will allow us to continue to evolve the high-end training available for all of our front-line forces, as we look to out-compete our potential adversaries.

    Mayor hosts reception to honour long-serving Ambulance Service staff

    The Mayor of Derry City and Strabane District Council, Cllr Lilian Seenoi Barr, recently hosted a special reception in honour of local man Ciaran Gallagher who is a long-serving member of the Northern Ireland Ambulance Service (NIAS).

    Ciaran who works as an Emergency Medical Technician, was hosted by Mayor Barr at the Guildhall to receive his Queen’s (Emergency Duties) Long Service and Good Conduct Medal from Ian Crowe, Lord Lieutenant for the County Borough of Londonderry.

    The medal is presented to staff who have served 20 years on frontline duties within the Ambulance Service.

    Colleagues who have worked alongside Ciaran requested that this special presentation take place due to Ciaran’s current ill health. He was joined at the event by his long-term colleague Ian Duncan, and both men were presented with the King’s Coronation Medal and commemorative coin. 

    Welcoming Ciaran and his family to the Guildhall, Mayor Barr said: “I was honoured to host this reception for Ciaran in recognition of his dedication for more than two decades to the Northern Ireland Ambulance Service. Thank you Ciaran for all you have done for the people of the Northwest over your tenure.”

    A spokesperson for the NIAS explained: “Ciaran joined NIAS in 2001 as a member of the Patient Care Service, before undertaking, and successfully completing, the Emergency Medical Technician course in 2003. In 2004, Ciaran crewed up with Ian Duncan, who by that stage had already completed 20 years’ service.

    “They remained crewed together until Ciaran’s own illness intervened. Together, and it is not an exaggeration to say, they have touched the lives of thousands of people across the region. They have been known for their willingness to go the extra mile and always brought empathy and respect to those patients whose care was entrusted to them.”

    They were joined at the presentation by colleagues and family. Michael Bloomfield, NIAS Chief Executive, said he was honoured to have attended the ceremony and thanked Ciaran and Ian for their commitment to the people of Derry and beyond.

    Area Manager, Jason Rosborough, also praised both men saying they always set an example to others in terms of dedication and care for patients.

    Ciaran and Ian were each presented with the King’s Coronation Medal and commemorative coin. In recognition of 40 years’ service to the NIAS, Ian was also presented with a framed certificate and piece of crystal.

    Ciaran, humbled by the experience, said: “I want to pass on my thanks to all those who played a part in organising this event, particularly my frontline colleagues. Working for the ambulance service and with patients, has been an absolute honour and I know that whilst I may no longer be able to do it, the staff in Altnagelvin Station will continue to do so, in the manner in which they have always done.  I want to say a special thanks to my mentor, colleague and friend, Ian. Thank you, it really has been an honour.”

    A representative from NI Networks will be at the Derg Valley Leisure Centre today, Wednesday, 29 January 2025 from 11am to 7pm.

    The Centre is being used as a community support facility for members of the community who are without power.

    The public are asked to note that all our Leisure Centres are open and available to anyone who needs a warm space to charge their devices, get a shower or hot drink.

    Bottled water is also available at Derg Valley.

    Spectra, Scotland’s Festival of Light, returns to Aberdeen next week (6-9 February 2025) and to safely accommodate the audience and art installations, a number of temporary parking restrictions and road closures will be in place in the city centre.

    Now in its 11th year Spectra will once again see the Granite City’s winter nights illuminated with eye-catching projections, interactive sculptures, and magical installations for all ages from Thursday 6 February until Sunday 11 February.

    Audiences to the free festival can look forward to seeing some of Aberdeen’s most iconic buildings and locations transformed as part of Spectra.  The festival includes a wide-range of supporting activities from stilt walkers to dancers and musicians.

    Councillor Martin Greig, Aberdeen City Council’s Culture spokesperson said: “Spectra is a hugely popular event so Aberdeen City Council is keen to minimise disruption to those who are working, visiting or living near the event sites in the city centre.

    “The temporary traffic restrictions will help keep everyone safe before, during and after the festival. Spectra is a major feature in Scotland’s culture calendar. Over 100,000 people are expected to visit and enjoy the amazing displays. The traffic arrangements also help people to access the festival sites, which makes the experience more attractive and safer for all.”

  • MIL-OSI United Kingdom: Chancellor vows to go further and faster to kickstart economic growth

    Chancellor of the Exchequer Rachel Reeves spoke at Siemens Healthineers in Oxfordshire on 29 January 2025.

    Thank you everyone. 

    It’s fantastic to be here at Siemens at this amazing facility.  

    Today, I want to talk about economic growth. 

    Why it matters.  

    How we achieve it.  

    And what we are going to do further and faster to deliver it. 

    Before we came into office… 

    … the Prime Minister and I have said loud and clear:  

    Economic growth is the number one mission of this government.  

    Without growth, we cannot cut hospital waiting lists or put more police on the streets.  

    Without growth, we cannot meet our climate goals… 

    … or give the next generation the opportunities that they need to thrive. 

    But most of all… 

    … without economic growth… 

    … we cannot improve the lives of ordinary working people.  

    Because growth isn’t simply about lines on a graph. 

    It’s about the pounds in people’s pockets. 

    The vibrancy of our high streets. 

    And the thriving businesses that create wealth, jobs and new opportunities for us, for our children, and grandchildren.  

    We will have succeeded in our mission when working people are better off. 

    I know that the cost of living crisis is still very real for many families across Britain.  

    The sky high inflation and interest rates of the past few years have left a deep mark… 

    … with too many people still making sacrifices to pay the bills and to pay their mortgages.   

    But we have begun to turn this around.  

    Everything I see as I travel around the country gives me more belief in Britain. 

    And more optimism about our future. 

    Because we as a country have huge potential.  

    A country of strong communities, with small and local businesses at their heart.  

    We are at the forefront of some of the most exciting developments in the world… 

    … like artificial intelligence and life sciences…  

    … with great companies like DeepMind, AstraZeneca, Rolls Royce… and of course Siemens…  

    … delivering jobs and investment across Britain. 

    We have fundamental strengths – in our history, in our language, and in our legal system – to compete in a global economy.  

    But for too long, that potential has been held back.  

    For too long, we have accepted low expectations and accepted decline. 

    We no longer have to do that.  

    We can do so much better. 

    Low growth is not our destiny.  

    But growth will not come without a fight.  

    Without a government willing to take the right decisions now to change our country’s future for the better. 

    That’s what our Plan for Change is all about. 

    That is what drives me as Chancellor.  

    In my Mais lecture in March last year, I set out my approach to achieving economic growth… 

    … and identified the fundamental barriers to realising our full potential.  

    The productive capacity of the UK economy has become far too weak.  

    Productivity, the driver of living standards…   

    …has grown more slowly here than in countries like Germany and the US.  

    The supply side of our economy has suffered due to chronic underinvestment… 

    … and stifling and unpredictable regulation…  

    … not helped by the shocks we have faced in recent years.

    The strategy that I have consistently set out… 

    … is to grow the supply-side of our economy… 

    … recognising that first and foremost… 

    … it is businesses, investors and entrepreneurs who drive economic growth… 

    … a government that systematically removes the barriers that they face – one by one and has their back 

    This strategy has three essential elements: 

    First, stability in our politics, our public finances and our economy – the basic condition for secure economic growth. 

    Second, reform – reform which makes it easier for businesses to trade, to raise finance and to build.  

    And third, investment, the lifeblood of economic growth. 

    Let me explain each of those in turn.  

    Stability – the first line of our manifesto was a promise to bring stability to the public finances.  

    It is the rock upon which everything else is built. 

    And it is the essential foundation of our Plan for Change.  

    Because economic stability is the precondition for economic growth. 

    That’s why the first piece of legislation that we passed as a government was the Budget Responsibility Act… 

    … so never again will we see our independent forecaster sidelined.

    At my first Budget in October… 

    … it was my duty as Chancellor… 

    … to fix the foundations of our economy, and repair the public finances that we inherited. 

    To restore stability and create the conditions for growth and investment.  

    I set out new fiscal rules which are non-negotiable, and will always be met. 

    We began to rebuild our NHS and our schools – the start of a programme of public service reform.  

    I capped the rate of corporation tax – and I extended our generous capital allowances for the duration of this parliament – as the CBI and the BCC have long called for.  

    And I protected working people after a cost of living crisis… 

    … by freezing fuel duty… 

    … and with no increases in their National Insurance, Income Tax or VAT. 

    But taking the right decisions and the responsible decisions does not always mean taking the easy decisions. 

    The increase in Employers’ National Insurance contributions has consequences on business and beyond.   

    I said that up front in my Budget speech. 

    I accept that there are costs to responsibility. 

    But the costs of irresponsibility would have been far higher. 

    Those who oppose my Budget know that too. 

    That is why, since October, I have seen no alternative put forward [redacted political content].

    No alternatives to deal with the challenges we face.  

    No alternatives to restoring economic stability… 

    … and therefore no plan for driving economic growth. 

    Alongside stability, we need to drive forward the reform which makes investment more likely… 

    … by removing the constraints on the supply side of our economy… 

    … making it easier for businesses to trade… 

    … to raise finance… 

    … and to build.  

    Let me first address our approach to trade.  

    We stand at a moment of global change.  

    In that context, we should be guided by one clear principle above all.  

    To act in the national interest… 

    … for our economy… 

    … for our businesses… 

    … and for the British people. 

    That means building on our special relationship with the United States under President Trump. 

    The Prime Minister discussed the vital importance of growth with the President last weekend…  

    … and I look forward to working with the new Treasury Secretary, Scott Bessent… 

    … to deepen our economic relationship in the months and the years ahead. 

    Acting in our national interest also means resetting our relationship with the EU – our nearest and our largest trading partner – to drive growth and support business.  

    We are pragmatic about the challenges that we have inherited from the last government’s failed Brexit deal.  

    But we are also ambitious in our goals.

    … we will prioritise proposals that are consistent with our manifesto commitments… 

    … and which contribute to British growth and British prosperity… 

    … because that is what the national interest demands.  

    Our approach to trade also means building stronger relationships with fast-growing economies all around the world. 

    That is why I led a delegation to China for the first Economic and Financial Dialogue since 2019… 

    … alongside world-leading financial service businesses, including HSBC, Standard Chartered and Schroders…  

    … unlocking £600 million of tangible benefits for the UK economy. 

    And I am pleased to confirm that the Business and Trade Secretary will shortly visit India … 

    … to restart talks on the free trade agreement and bilateral investment treaty [redacted political content].  

    Our businesses can only realise these opportunities if they can recruit the skilled staff that they need. 

    So we are reforming our employment system to create a national jobs and careers service. 

    We have created Skills England to meet the skills of the next decade in sectors like construction and engineering.  

    And we will deliver fundamental reform of our welfare system.  

    That includes looking at areas that have been ducked for too long… 

    … like the rising cost of health and disability benefits… 

    … and the Secretary of State for Work and Pensions will set out our plans to address this ahead of the Spring Statement.  

    Next, the Immigration White Paper, that will bring forward concrete proposals to bring the overall levels of net migration down. 

    But we know that the UK is in an international competition for talent in vital growth sectors.    

    That is why last week, I set out plans for attracting global talent. 

    We will look at the visa routes for very highly skilled people…  

    … so the best people in the world choose the UK to live, work and create wealth… 

    … bringing jobs and investment to Britain. 

    To help businesses access the finance and support they need to grow…  

    … we have delivered significant reforms to provide greater flexibility for firms and founders to raise finance on UK capital markets, by rewriting the UK’s listing rules.  

    In my Mansion House speech, I announced a series of reforms to our pensions system…  

    … including the creation of larger, consolidated funds… 

    … which have much greater capacity to invest in high growth British companies at the scale that we need them to.  

    The consultation on these reforms is already complete and the final report will be published in the Spring. 

    Yesterday we confirmed that we have plans to go further, whilst always protecting the important role that pension funds play in the gilt market. 

    We will introduce new flexibilities for well-funded Defined Benefit schemes… 

    … to release surplus funds where it is safe to do so… 

    … generating even more investment into some of our fastest growing industries. 

    I know too that businesses are held back by a complex and unpredictable regulatory system… 

    … and that is a drag on investment and innovation. 

    We have already provided new growth-focused remits to our financial services regulators… 

    … we have announced a new interim Chair of the Competition and Markets Authority…  

    … and we have established the Regulatory Innovation Office, with an initial focus on synthetic biology, space, AI, and connected and autonomous vehicles.  

    But we need to go further and we need to go faster.  

    So earlier this month, I met the Heads of some of our largest regulators. 

    They have already provided a range of options to drive growth in their sectors… 

    … and proposals for how they can be more agile and responsive to businesses… 

    … and we will publish that final action plan in March to make regulation work much better for our economy. 

    To get Britain building again… 

    … we have delivered the most significant reforms to our planning system in a generation.  

    I have been genuinely shocked about how slow our planning system is. 

    By how long it takes to get things done.  

    Take the decision to build a solar farm in Cambridgeshire – a decision the Energy Secretary took only a few weeks into the job in July…

    The Deputy Prime Minister has already driven significant progress across government in addressing these issues.   

    My colleagues have determined 13 major planning decisions in just six months… 

    … including for airports, data centres and major housing developments.   

    We have significantly raised housing targets across our country and made them mandatory, so that we can build one-and-a-half million homes in this parliament.  

    We have reformed decades-old “green belt” policies, making it easier to build on the “grey belt” land around our major cities. 

    And we have opened up our planning system to build new infrastructure – like onshore wind farms or data centres driving the AI revolution. 

    Having listened closely to calls from business groups like the Institute of Directors… 

    … and businesses across our economy about the need to speed up infrastructure delivery… 

    … including Mace, Skanska and Arup who are here today… 

    … and members of our British Infrastructure Taskforce like Lloyds, Blackrock and Phoenix… 

    … we have now set out plans to go even further. 

    Last week we confirmed our priorities for the Planning and Infrastructure Bill … 

    … to rapidly streamline the process for determining applications… 

    … to make the consultation process far less burdensome… 

    … and to fundamentally reform our approach to environmental regulation. 

    The problems in our economy… 

    … the lack of bold reform that we have seen over decades… 

    … can be summed up by a £100 million bat tunnel built for HS2… 

    … the type of decision that has made delivering major infrastructure in our country far too expensive and far too slow. 

    So we are reducing the environmental requirements placed on developers when they pay into the nature restoration fund that we have created… 

    …so they can focus on getting things built, and stop worrying about bats and newts.  

    And to build our new infrastructure like nuclear power plants, trainlines and windfarms more quickly… 

    … we are changing the rules to stop blockers getting in the way of development… 

    … through excessive use of Judicial Review. 

    This Bill, the Planning and Infrastructure Bill, is a priority for this government. 

    It will be introduced in the Spring… 

    … and we will work tirelessly in parliament to ensure its smooth, and speedy and rapid delivery.  

    By providing a foundation of economic stability… 

    … and by delivering the reforms needed to make it easier for businesses to succeed and grow… 

    … we will create the right conditions to increase investment in our economy – the final key element of our strategy. 

    Investment and innovation go hand in hand.  

    I want to see the sounds and the sights of the future arriving.    

    Delivered by amazing businesses like Wayve and Oxford Nanopore. 

    They are the future. 

    And Britain should be the best place in the world to be an entrepreneur. 

    That is why we protected funding for research and development… 

    … and it is why one of the first decisions I made as Chancellor… 

    … was to extend the Enterprise Investment Scheme and the Venture Capital Trust schemes for a further 10 years… 

    … to get more investment into new companies, driving their innovation and growth.  

    I am determined to make Britain the best place in the world to invest.  

    That was my message in Davos last week.  

    That ambition demands action. 

    The International Investment Summit that we hosted in October delivered £63 billion of investment right across our country… 

    … from Iberdrola doubling its investment in clean energy in places like Suffolk… 

    … Blackstone investing £10 billion in a data centre in Northumberland… 

    … and Eren Holdings investing £1 billion in advanced manufacturing in North Wales.  

    While the lifeblood of growth is business investment, a strategic state has a crucial role to play. 

    That is why we established the National Wealth Fund… 

    … to create that partnership between business, private investors and government to invest in the industries of the future…  

    … like clean energy. 

    Today I can announce two further investments by the National Wealth Fund. 

    First, a £65 million investment for Connected Kerb, to expand their electric vehicle charging network across the UK. 

    And second, a £28 million equity investment in Cornish Metals… 

    … providing the raw materials to be used in solar panels, wind turbines and electric vehicles… 

    … supporting growth and jobs in the South-West of England.  

    There is no trade-off between economic growth and net zero. 

    Quite the opposite. 

    Net zero is the industrial opportunity of the 21st century, and Britain must lead the way. 

    That is why we will publish a refreshed Carbon Budget Delivery Plan later this year, which alongside the Spending Review, will set out our plans to deliver Carbon Budget 6. 

    Today, I can also announce that we are removing barriers to deliver 16 gigawatts of offshore wind…   

    … by designating new Marine Protected Areas to enable the development of this technology in areas like East Anglia and Yorkshire… 

    … crowding in up to £30 billion of investment in homegrown clean power. 

    And there’s more. 

    Our industrial and manufacturing base, brilliantly represented by Make UK, have been banging their heads against the wall for years at the lack of a proper industrial strategy from government. 

    That is why we have launched our modern industrial strategy… 

    … to drive investment into the industries that will define our success in the years ahead. 

    We have already provided funding to unlock investment in sectors like aerospace, automotives and life sciences… 

    … and we have set out reforms to boost financial services, the AI sector and creative industries. 

    We are not wasting any time, and we will move forward with the next stages of the Industrial Strategy ahead of its publication in the Spring.  

    We will work with the private sector to deliver the infrastructure that our country desperately needs.  

    This includes the Lower Thames Crossing, which will improve connectivity at Port of Tilbury and Dover, London Gateway and Medway… 

    … alleviating severe congestion… 

    … as goods destined for export come from the North, and the Midlands and across the country to markets overseas.   

    To drive growth and deliver value for money for taxpayers, we are exploring options to privately finance this important project.  

    And we have changed course on public investment, too… 

    … with a new Investment Rule to ensure that we don’t just count the costs of investment – we count the benefits too.    

    We are now investing 2.6% of GDP on average over the next five years, compared to 1.9% planned by the previous government..  

    … delivering an additional £100 billion of growth-enhancing capital spending… 

    … which catalyses private sector investment… 

    … in more housing… 

    … better transport links… 

    … and clean energy.  

    These are significant steps in just six months… 

    … and we are seeing some encouraging signs in the British economy. 

    The IMF have upgraded our growth prospects for 2025… 

    … the only G7 country outside the US to see this happen.  

    This gives us the fastest growth of any major European economy this year.  

    And a global survey of CEOs by PWC, has shown Britain is now the second most attractive country in the world for businesses looking to invest.  

    The first time the UK has been in that position for 28 years.  

    This is all welcome news.  

    But there is still more that we can and will do.  

    I am not satisfied with the position we are in. 

    While we have huge amounts of potential, the structural problems in our economy run deep. 

    And the low growth of the last 14 years cannot just be turned around overnight. 

    This has to be our focus for the duration of the parliament.  

    Because the situation demands us to do more. 

    And today I will go further and faster in kickstarting economic growth. 

    Our mission to grow our economy is about raising living standards in every single part of the United Kingdom.  

    Manchester is home to the UK’s fastest growing tech sector.  

    Leeds is one of the largest financial services centres outside of London.  

    These great northern cities have so much potential and promise… 

    …which our brilliant metro mayors, Andy Burnham and Tracy Brabin, are working hard to realise…  

    … just like our other metro mayors are doing to deliver new opportunities in their areas.  

    And there is so much more that government can do to support our city regions.    

    To achieve this requires greater focus on two key areas: infrastructure and investment.  

    If we can improve connectivity between towns and cities across the North of England, we can unlock their true growth potential… 

    … by making it easier for people to live, travel and work across the area.  

    At the Budget, I set out funding for the Transpennine Route Upgrade… 

    … a multi-billion-pound programme of improvements that will connect towns and cities from Manchester to York via Stalybridge, Leeds and Huddersfield. 

    We are delivering railway schemes to improve journeys for people across the North… 

    … including upgrades at Bradford Forster Square and by electrifying the Wigan-Bolton line. 

    We have committed to supporting the delivery of a new mass transit system in West Yorkshire.  

    And in Spring, we will publish the Spending Review and a 10-Year Infrastructure Strategy… 

    … which will set out further detail of our plans for infrastructure right across the UK. 

    New transport infrastructure can also act as a catalyst for new housing. 

    We have already seen the benefits that unlocking untapped land around stations can deliver in places like Stockport… 

    … where joint work spearheaded by Andy Burnham and council leaders has delivered new housing and wider commercial opportunities. 

    We will introduce a new approach to planning decisions on land around stations, changing the default answer to yes. 

    We are working with the devolved governments to ensure the benefits of growth can be felt across Scotland, Wales and Northern Ireland… 

    … including by partnering with them on the Industrial Strategy to support their considerable sectoral strengths. 

    And in December, I met with Metro Mayors from across England.  

    They told me that more opportunities for investment are vital if their local economies are to grow in the years ahead. 

    We are listening closely to them. 

    As the Metro Mayor of Liverpool, Steve Rotherham, has called for… 

    … we will review the Green Book and how it is being used to provide objective, transparent advice on public investment across the country, including outside London and the Southeast.  

    This means that investment in all regions is given a fair hearing by the Treasury that I lead. 

    The Office for Investment is going to be working hand in hand with local areas… 

    … to develop a commercially attractive pipeline of investment opportunities for a global audience… 

    … starting with the Liverpool City Region and the North East Combined Authority, led by Kim McGuinness. 

    The National Wealth Fund is establishing strategic partnerships to provide deeper, more focused support for city regions, starting in Glasgow, West Yorkshire, the West Midlands, and Greater Manchester. 

    We are supporting key investment opportunities across the UK. 

    The government is backing Andy Burnham’s plans for the redevelopment of Old Trafford, which promises to create new housing and commercial development around a new stadium… 

    … to drive regeneration and growth in the area. 

    We are moving forward with the Wrexham and Flintshire Investment Zone… 

    … focusing on the area’s strengths in advanced manufacturing… 

    … backed by major businesses like Airbus and JCB… 

    … to leverage £1 billion of private investment in the next ten years… 

    … creating up to 6,000 jobs.

    So I can announce today that we will work with Doncaster Council and the Mayor of South Yorkshire, Oliver Coppard… 

    … to support their efforts to recreate South Yorkshire Airport City as a thriving regional airport.  

    And finally, I am pleased to announce a partnership between Prologis and Manchester Airport Group in the East Midlands, where the Metro Mayor Claire Ward is doing an excellent job growing the local economy there. 

    Prologis and MAG will work together to build a new advanced manufacturing and logistics park at East Midlands Airport … 

    … unlocking up to £1 billion of investment and 2,000 jobs at the site… 

    … a major investment from a global business into our country… 

    … representing a huge vote of confidence in the East Midlands and in the UK. 

    This is just the start of our work to get more investment into every nation and region of Britain. 

    Next, I want to set out further detail for plans for the area we are in today.  

    Oxford and Cambridge offer huge potential for our nation’s growth prospects. 

    Only 66 miles apart… 

    … these cities are home to two of the best universities in the world… 

    … and the area is a hub for globally renowned science and technology firms. 

    This area has the potential to be Europe’s Silicon Valley.  

    To make that a reality, we need a systematic approach to attract businesses to come here and to grow here. 

    At the moment, it takes over two and a half hours to travel between Oxford and Cambridge by train.  

    There is no way to commute directly by rail from places like Bedford and Milton Keynes to Cambridge. 

    And there is a lack of affordable housing right across the region.  

    In other words, the demand is there… 

    … but there are far too many supply side constraints on economic growth here.  

    We are going to fix that.  

    The Ox Cam arc was initially launched in 2003 – over 20 years ago.

    We are not prepared to miss out on the opportunities here any longer.  

    So working with the Deputy Prime Minister… 

    … who is already driving forward vital work in the region…  

    … we are going further and faster to unlock the potential of the Oxford-Cambridge Growth Corridor.   

    First, we are funding the transport links needed to make the Oxford Cambridge growth corridor a success… 

    … including East-West Rail, with new services between Oxford and Milton Keynes starting this year… 

    … and road upgrades to reduce journey times between Milton Keynes and Cambridge. 

    East West Rail will also support vibrant new and expanded communities along the route. 

    We have already received proposals for New Towns along the new railway… 

    … with 18 submissions for sizeable new developments. 

    At Tempsford – the nexus of the East Coast Mainline, the A1 and East West Rail… 

    …we will move quicker to deliver a mainline station, meaning journey times to London of under an hour…  

    … and to Cambridge in under 30 minutes when East West Rail is operational. 

     Second, we are ensuring that the area has the right infrastructure and public services in place to support the growth corridor as it expands. 

    A new Cambridge Cancer Research Hospital is being prioritised for investment as part of wave 1 of the New Hospital Programme.  

    Water infrastructure has also been a major hindrance to development. 

    So we have now agreed water resources management plans, unlocking £7.9 billion of investment in the next 5 years…  

    …including plans for the new Fens Reservoir serving Cambridge and the South East Strategic Reservoir near Oxford.  

    And I can confirm today that the Environment Agency have now lifted their objections to new development in Cambridge, following this government’s intervention to address water scarcity… 

    … which means 4,500 additional homes, new schools, and new office, retail and laboratory space can be built.  

    Third, I am delighted that Cambridge University have come forward with plans for a new flagship innovation hub at the centre of Cambridge… 

    … to attract global investment and foster a community that catalyses innovation, as other cities around the world like Boston and Paris have done.  

    Just yesterday, Moderna completed the build for their new vaccine production and R&D site in Harwell, right here in Oxfordshire, alongside a commitment to invest a further £1 billion in the UK.  

    And we are creating a new AI Growth Zone in Culham to speed up planning approvals for the rapid build-out of data centres.  

    And finally, to take this project forward at real pace… 

    … and catalyse private sector investment into the region… 

    … I am pleased to announce that the Deputy Prime Minister and I have asked Lord Patrick Vallance to be the champion for the Oxford Cambridge Growth Corridor.  

    Lord Vallance has extensive experience across the sciences, academia, and government. 

    He will work with local leaders and with the Housing and Planning Minister to deliver this exciting project… 

    … including with Peter Freeman, who is already doing excellent work in Cambridge… 

    … and a new Growth Commission for Oxford, which will help to accelerate growth in the city and its surrounding area.   

    This is the government’s modern Industrial Strategy in action. 

    With central government, local leaders and business working together… 

    … the Oxford and Cambridge Growth Corridor could add up to £78 billion to the UK economy by 2035 … 

    … driving investment, innovation and growth. 

    Finally, I come to the decision that perhaps more than any other… 

    … has been delayed… 

    … has been avoided… 

    … has been ducked. 

    The question of whether to give Heathrow … 

    … our only hub airport… 

    … a third runway… 

    … has run on for decades. 

    The last full length runway in Britain was built in the 1940s. 

    No progress in eighty years.  

    Why is this so damaging?  

    It’s because Heathrow is at the heart of the UK’s openness as a country.   

    It connects us to emerging markets all over the world, opening up new opportunities for growth. 

    Around three-quarters of all long-haul flights in the UK go from Heathrow. 

    Over 60% of UK air freight comes through Heathrow. 

    And about 15 million business travellers used Heathrow in 2023. 

    But for decades, its growth has been constrained.  

    Successive studies have shown that this really matters for our economy. 

    According to the most recent study from Frontier Economics, a third runway could increase potential GDP by 0.43% by 2050. 

    Over half – 60% of that boost, would go to areas outside London and the South-East. 

    … increasing trade opportunities for products like Scotch whiskey and Scottish salmon – already two of the biggest British exports out of Heathrow.  

    And a third runway could create over 100,000 jobs. 

    For international investors, persistent delays have cast doubt about our seriousness towards improving our economic prospects. 

    Business groups, like the CBI, the Federation of Small Businesses and the Chambers of Commerce right across the UK… 

    …as well trade unions like GMB and Unite are clear… 

    … a third runway is badly needed. 

    In 2018, the previous government steered its Airports National Policy Statement through parliament.  

    But no action was taken. 

    It simply sat on the shelf. 

    We are taking a totally different approach to airport expansion.  

    This Government has already given its support to expansion at City Airport and at Stansted.  

    And there are two live decisions on Luton and Gatwick which will be made by the Transport Secretary shortly.  

    But as our only hub airport, Heathrow is in a unique position – and we cannot duck the decision any longer.   

    I have always been clear that a third runway at Heathrow would unlock further growth… 

    … boost investment… 

    … increase exports… 

    … and make the UK more open and more connected.   

    And now, the case is stronger than ever… 

    … because our reforms to the economy… 

    … like speeding up the planning system… 

    … and our plans for modernised UK airspace…  

    … mean the delivery of this project is set up for success.  

    So I can confirm today that this Government supports a third runway at Heathrow… 

    … and is inviting proposals to be brought forward by the summer.  

    We will then take forward a full assessment through the Airport National Policy Statement. 

    That will ensure that the project is value for money – and our clear expectation is that any associated surface transport costs will be financed through private funding. 

    And it will ensure that a third runway is delivered in line with our legal, environmental and climate obligations.  

    Heathrow themselves are clear that their proposal for expansion will meet strict rules on noise, air quality and carbon emissions. 

    And we are already making great strides in transitioning to cleaner and greener aviation.  

    Sustainable Aviation Fuel reduces CO2 emissions compared to fossil fuel by around 70%. 

    At the start of this month, the Sustainable Aviation Fuel mandate became law.  

    And today I can announce that we are investing £63 million into the Advanced Fuels Fund over the next year… 

    … and we have today set out the details of how we will deliver a Revenue Certainty Mechanism to encourage investment into this growing industry. 

    These measures will encourage more investors to back production in the UK, bringing good, high-skilled jobs to areas like Teesside… 

    … demonstrating that investment in the right technology can help us deliver both our growth and our clean energy missions. 

    Now is the moment to grasp the opportunity in front of us. 

    By backing a third runway at Heathrow, we can make Britain the world’s best connected place to do business. 

    That is what it takes to make bold decisions in the national interest. 

    That is what I mean by going further and faster to kickstart economic growth. 

    The work of change has begun.  

    We have already made great progress.  

    But I am not satisfied.  

    And I know that there is more to be done.  

    We must go further and faster if we are to build a brighter future.  

    The prize on offer is immense.  

    The next generation with more opportunities than the last. 

    An engineer in Teesside, working in some of the most exciting industries of the future – from carbon capture to sustainable aviation fuel. 

    A scientist in Milton Keynes or Bedford, working in our life sciences industry to solve some of the most important medical challenges in the world.  

    A small business owner in Scotland, knowing that they can expand and export to new markets right across the globe.   

    Wealth created, and wealth shared, in every part of Britain.    

    This is a Government on the side of working people. 

    Taking the right decisions to secure their future, to secure our future. 

    Stepping up to the challenges we face. 

    Ending the era of low expectations. 

    Putting Britain on a different path. 

    Delivering for the British people. 

    And I am determined, this Government is determined, to do just that.

  • MIL-OSI United Kingdom: Inspectors praise school where pupils ‘thrive’

    Inspectors visited Heath Park School in November and, in their report published recently, described it as a ‘harmonious community’ which lives up to its values to ensure that every pupil is ‘always in focus’.

    Staff ‘work together effectively to enable pupils to excel and to give them high quality experiences’, with pupil achievement ‘strong’ because teachers know them well and have designed a ‘broad and ambitious curriculum’.

    Disadvantaged pupils and pupils with special educational needs or disabilities (SEND) achieve well with teachers knowing ‘in detail the support needed to help these pupils succeed’.

    Meanwhile, students in the sixth form ‘thrive’ on an ‘ambitious and well embedded’ curriculum – and ‘consistently achieve very highly’ as a result. An increasing number of students from the sixth form have accessed courses at top universities in recent years.

    Pupils show ‘considerable understanding and kindness’ to one another and are happy because the school is ‘underpinned by warm and positive relationships’.

    The school, which is part of Central Learning Partnership Trust, also ‘puts the interests of pupils first in all of its work’. Leaders check the quality of provision and its impact ‘regularly and diligently’, meaning there is a ‘deep understanding’ of the quality of the school’s work, and how it can be developed.

    Meanwhile, pupils’ personal development is a ‘significant strength’ of provision, with students of all ages ‘rightly proud of the many leadership opportunities on offer to them’.

    Overall, the inspectors judged the quality of education at Heath Park to be Good, and behaviour and attitudes, personal development, leadership and management and sixth form provision to all be Outstanding.

    Heath Park was also recently ranked top in the city for pupils’ Progress 8 score, based on results in subjects including English, Maths, and English Baccalaureate qualifications.

    Head of School Adrian Rollins said: “The report reflects the hard work and collaboration of staff, students and parents to ensure that Heath Park continues to succeed at the highest level in the city, the region and on a national level.

    “We are incredibly proud of our students and proud that our hard work has been recognised. There are many references to exemplary provision, learning and positive behaviours which typifies what we do on a daily basis at Heath Park.”

    Georgetta Holloway OBE, Chief Executive of the Central Learning Partnership Trust, said: “We are all rightly proud of our latest Ofsted report as it highlights the positive ethos that has been a hallmark of the school for many years. We are all privileged to serve such a vibrant and culturally diverse community, which underpins the positivity and drive for excellence that unites all our stakeholders: students, staff, parents and our wider community.  

    “Heath Park benefits from having an incredibly outstanding staff, many of whom are long standing members of the school and many who are former students. This sense of family, and of belonging, make every day spent in school a privilege and a rewarding experience.”

    Under the UK’s Pharmacy First initiative, people are encouraged to see their pharmacist before consulting their GP – especially for minor ailments. It’s a tough four-year course to become a pharmacist in the UK, so you’re in good hands if you seek their advice.

    However, on stepping in to any community pharmacy, you might be surprised by the welter of products on sale – from decongestant drugs to homeopathic remedies – that have little or no evidence to support their effectiveness.

    For example, oral phenylephrine has been shown to be ineffective as a nasal decongestant. Following a review of the evidence, late last year, the US Food and Drug Administration advised that oral versions of the drug (pills, soluble powders and syrups) should no longer be sold as a treatment for a blocked nose.

    Phenylephrine is the main decongestant ingredient in many over-the-counter cold remedies.

    Meanwhile, the UK’s Medicines and Healthcare Products Regulatory Agency’s chief safety officer, Alison Cave, said there are “no safety concerns” over phenylephrine products and “people can continue to use as directed”. Although safety is not what’s in question. Effectiveness is.

    The flu drug oseltamivir also has little evidence of effectiveness – at least in otherwise healthy people. The UK government, however, still recommends its use in seasonal flu outbreaks.

    A recent meta-analysis of 33 clinical trials, with a combined 19,000 patients, showed that oseltamivir, and similar antivirals, might be useful if given to patients who are at a high risk of severe disease. However, they only worked if given within 48 hours of exposure to the flu virus. These drugs had little or no effect on most people who are at low risk or who look for treatments after the 48-hour window.

    In 2017, the World Health Organization (WHO) downgraded the status of oseltamivir from “essential” to “complementary”.

    The WHO strongly advises against giving oseltamivir to people with “suspected or confirmed non-severe seasonal influenza virus infection”. The drug doesn’t seem to help people at low risk of severe flu and can have unpleasant side-effects.

    What about supplements and other non-medicines?

    Of course, pharmacies don’t just sell drugs. They also sell supplements, such as vitamins and minerals, herbal medicines and homeopathic remedies.

    Although more than half the UK population takes a multivitamin or dietary supplement, scientists still debate their benefits. A recent large study found that taking a daily multivitamin doesn’t appear to be associated with a mortality benefit.

    On the other hand, taking a vitamin D supplement is recommended for those with a deficiency – especially during the dark winter months. Studies have shown that it may reduce the risk of heart attacks and strokes in older people. And people with periods can benefit from vitamin C as it helps with iron absorption.

    Medicines in the UK must demonstrate safety, quality and efficacy – but these criteria don’t apply to supplements, herbal medicines and homeopathic products. These products only have to demonstrate safety and quality.

    The Royal Pharmaceutical Society states that there is “no evidence from randomised controlled trials for the efficacy of homoeopathy over placebo, and no scientific basis for homoeopathy”. However, it was only as recently as 2017 that the NHS agreed to cease providing homeopathic treatments.

    If the evidence says that they don’t work, why do people take these products?

    Placebo effects may be part of the reason. The person may believe that the treatment will work and this may lead to them thinking that they feel better. Most of these products are sold for self-limiting conditions and are aimed at helping people feel better while they recover.

    Pharmacies have always sold complementary therapies, although these products have changed with the times. You won’t find tonic wine anymore, and there’s much less call for malt extract with cod liver oil.

    So why do UK pharmacies sell products with little or no evidence of effectiveness?

    Data from Community Pharmacy England suggests that 90% of the income of the average pharmacy comes from the NHS. But, over the last ten years, that funding has seen a 30% real-term cut, even in the face of new services, such as Pharmacy First.

    Is it any wonder then that community pharmacies are moving into private services, such as weight loss, and expanding the range of lifestyle products they sell?

    Also, many pharmacists work for larger companies and these companies might value profit over evidence-based treatments. Their shops can be crammed with dubious products with high profitability.

    This conflict between pharmacies making a profit and providing the best treatment options and advice is not new and is something that Australia struggled with quite recently, leading to calls for pharmacies to drop products that lack evidence.

    As long as pharmacies face NHS spending cuts and have to rely on the sale of products that have little or no evidence for their efficacy to remain afloat, the situation is unlikely to change. In the meantime, ask questions about anything you are considering buying. You can be reassured that if a product isn’t right for your condition, your pharmacist will tell you.

    The Conversation offered the Royal Pharmaceutical Society the right of reply and Elen Jones, the society’s director for England and Wales wrote:

    “Community pharmacies are the ideal place for open conversations with patients to ensure they make informed decisions about their health, including discussing any questions about the evidence of a product’s clinical effectiveness …

    “In the case of homeopathy, the RPS is clear that it has no scientific evidence to support its clinical efficacy beyond a placebo effect and does not endorse it as a form of treatment. Pharmacists should advise people considering homeopathic products about their lack of efficacy beyond placebo and also advise that individuals do not stop taking their prescribed medicines when considering using a homeopathic product.

    “Offering a variety of products can be an opportunity for patients to access the pharmacy as a ‘gateway to healthcare,’ encouraging them to seek advice for conditions because they trust their pharmacist. Pharmacists play a crucial role in providing evidence-based care daily, guiding patients towards treatments that are safe and clinically effective, with patient care and safety always as the highest priority.”

    A tagger has been forced to pay more than £1,300 in fines and costs after admitting daubing graffiti in four locations across Canterbury city centre.

    Magistrates in Margate heard that Alexander Taylor of Paxton Avenue, Folkestone, was captured defacing the underpass in St George’s Street, Canterbury, with his tag by CCTV operators in May last year.

    Canterbury City Council’s Environmental Crime team, Graffiti Officers and CCTV operators worked to trace the 24-year-old back to a vehicle parked in Ivy Lane.

    The registered keeper of the vehicle was then invited to interview.

    On Thursday (23 January), the court was told how Taylor was then linked to tags on Newingate House in Lower Bridge Street, a wall next to the entrance to the Beaney in Best Lane and the old Nason’s building in the High Street.

    All were breaches of the council’s Public Spaces Protection Order (PSPO).

    Taylor pleaded guilty to all four offences. Magistrates fined him £532 and ordered him to pay £200 costs, £365.12 compensation for cleaning costs and a victim surcharge of £213.

    This case follows that of the Mr Slime tagger who was ordered to pay £1,500 in fines and costs in November.

    Cllr Connie Nolan, Cabinet Member for Community Engagement, Safety and Enforcement, said: “Another tagger being asked to fork out a large sum of money must act as a warning to anyone tempted to scrawl across the city’s walls – we will track you down.

    “Tagging isn’t harmless fun. It affects people’s quality of life and makes an area feel unsafe.

    “And the cost of cleaning up after taggers and hunting them down could be better spent on other frontline services helping those in need.

    “I pay tribute to the team behind this court case but also to our officers who cleaned off more than 5,000 tags across the district in 2024.”

    Outlines the government’s position on airport expansion and work being done on sustainable aviation fuels.

    I wish to update the House on the government’s position regarding airport expansion and the transition to greener aviation.

    The government recognises that air connectivity plays a vital role in supporting economic growth across the country, contributing £14 billion to our GDP in 2023 and over 140,000 jobs across the UK in 2022.

    However, capacity constraints are hindering the country’s ability to reap the growth benefits of aviation. There is a particular capacity challenge in the south east of England. Heathrow Airport, the largest airport in Europe by passenger traffic, the most internationally connected airport in the world and the UK’s only hub airport, plays a critical role in enabling international connectivity for both passengers and freight. This supports productivity and economic growth. Around 75% of UK long haul flights go from Heathrow and 60% of UK air freight goes through Heathrow. But Heathrow is running at nearly full capacity, which is limiting our potential to compete with major European hubs and holding back growth.

    Tackling capacity constraints at Heathrow Airport could unlock growth benefits that a world-class aviation sector can provide. That’s why the government supports and is inviting proposals for a third runway at Heathrow, to be brought forward by the summer.

    Expansion could inject billions into our economy, create over 100,000 extra jobs, strengthen Heathrow’s status as a global passenger and air freight hub, and deliver major benefits for passengers, including lower fares and reduced delays.

    Once proposals have been received, the government will move at speed to review the Airports National Policy Statement (ANPS), which provides the basis for decision making on granting development consent for a new runway at Heathrow. Any scheme must be delivered in line with the UK’s legal, climate, and environmental obligations.

    The government is committed to ensuring that the economic benefits of airport expansions are delivered in a way that considers and addresses environmental and social responsibilities. We are already making great strides in transitioning to greener aviation. Earlier this month, the Sustainable Aviation Fuel (SAF) Mandate became law, requiring 2% of this year’s aviation fuel supply to be from sustainable sources, with the targets reaching 10% in 2030 and 22% in 2040. SAF is one of the key measures required to reach net zero emissions from aviation by 2050: it reduces GHG emissions by around 70% on average when replacing fossil kerosene (jet fuel).

    Today (29 January 2025), I am pleased to announce that we will invest £63 million over the next year for the Advanced Fuels Fund, supporting SAF producers across the UK including in areas like Teesside. We have also published today the government’s response to the consultation on a revenue certainty mechanism (RCM), which, once implemented, will encourage investment into the nascent UK SAF industry. Next steps on the RCM will be set out imminently.

    Taken together, our SAF commitments will support thousands of jobs, bring down our transport emissions, support our energy security and make the UK a clean energy superpower.

    Fund to support third sector organisations.

    People with learning disabilities will be supported to reach their full potential through a £1.6 million fund.

    The Learning Disability Support Fund will be available to third sector organisations to enable them to promote equality and inclusion and improve access to health services and social activities for people with learning disabilities.

    The fund will run for 30 months from October 2025, with a total of £325,000 available for the first year and £650,000 per year for the following two years. Organisations can apply for grants of between £75,000 and £250.000.

    Minister for Wellbeing, Social Care and Sport Maree Todd said:

    “The last 30 years have seen enormous changes in how people with learning disabilities are supported in society, however we recognise there is more work to be done.

    “We know the third sector plays a crucial role in improving the lives of people with learning disabilities and this fund will support organisations to enable those they work with to lead fulfilling, independent, and active lives as equal citizens.

    “The grants will be used to provide people with education and information on matters such as accessing health services and developing safe relationships.

    “In developing the fund, we have taken into account the views expressed by people with learning disabilities in recent consultation and research and we will work closely with the third sector to ensure it makes a difference.”

    Celia Tennant, Chief Executive Officer at Inspiring Scotland said:

    “We are pleased to be managing the application process for the new phase of the Scottish Government’s Learning Disability Support Fund.

    “We know from the past few years managing the Inspiring Inclusion fund the positive impact that empowering third sector organisations can have to deliver support for people in Scotland with learning disabilities to lead happy, healthy lives and create a more inclusive society.”

    A series of engagement events have been set up so members of the public can take part in the current consultation process on the proposed Visitor Levy Scheme for Highland.

    The events come in a number of formats, including face-to-face informal drop-in sessions held in libraries and other civic spaces, to make it as convenient for people as possible to get involved and have their say.

    The Highland Council Convener, Councillor Bill Lobban said: “We are getting feedback from businesses in the tourism sector but we also need to hear the voices of individual members of the public. It is very important that the consultation is as encompassing as possible and all voices are heard.

    “We have set up these sessions in different formats at different times of day, to make it as easy as possible for people to have their say. We have also put together helpful FAQs on our website which explain aspects of the the proposal and are a good starting point for anyone wanting to find out more before filling in the on-line consultation document.”

    The Public Library Community Drop-in Events will  be an informal in-person drop-in opportunity to chat with Council staff on the proposed Visitor Levy Scheme and ask questions about the proposal or the consultation process. Public access computers will also be available on-site for members of the public to fill in the online consultation document, if required.

    Director disqualified for Bounce Back Loan abuse

    • Azizullrahman Akbari overstated his company’s turnover when he applied for a £50,000 Bounce Back Loan – the maximum amount businesses could receive under the scheme 
    • His New Watan Bakery Limited company did not have a turnover of more than £200,000 as he falsely claimed 
    • Akbari has been banned as a company director until January 2035 following investigations by the Insolvency Service 

    The former boss of a west London bakery who overstated his company’s turnover to secure a maximum-value Covid loan has been banned from acting as a director for 10 years. 

    Azizullrahman Akbari, 60, obtained a £50,000 Bounce Back Loan just weeks into the pandemic, claiming the turnover for his New Watan Bakery Limited company was more than £200,000. 

    In reality, the company, which ran the Watan Bakery on South Road in Southall, never had such a high turnover. 

    Elizabeth Pigney, Chief Investigator at the Insolvency Service, said: 

    Azizullrahman Akbari exaggerated his company’s turnover to secure a £50,000 Bounce Back Loan, the most businesses were entitled to under the rules of the scheme. 

    From our analysis of the accounts, the company did not deserve anywhere near this amount. 

    Tackling Bounce Back Loan misconduct remains a key priority for the Insolvency Service and we will continue to take action against directors like Akbari who made false declarations when applying for financial support from the government.

    New Watan Bakery began trading in June 2016, with Akbari as its sole director. 

    Akbari, of The Broadway, Southall, applied for a Bounce Back Loan in May 2020, declaring his company had a turnover of £214,010. 

    Businesses established before the start of January 2019 could apply for a Bounce Back Loan of up to a quarter of their annual turnover, with a maximum amount of £50,000. 

    Insolvency Service analysis of the company’s accounts revealed a turnover of £62,584 for the period up until the end of June 2019. 

    For the period ending June 2020, the turnover was smaller at £52,370. 

    New Watan Bakery entered liquidation in July 2023 owing more than £53,000. 

    The Secretary of State for Business and Trade accepted a disqualification undertaking from Akbari, and his ban started on Wednesday 29 January.  

    The undertaking prevents him from being involved in the promotion, formation or management of a company, without the permission of the court. 

    A separate company now runs the bakery. Akbari is not listed as a director of this company.

    Responding to the news that Rachel Reeves is backing the expansion of Heathrow Airport, Green Party MP, Sian Berry MP said,

    “The Chancellor talked about the ‘costs of irresponsibility’ but expanding Heathrow in the face of a climate emergency is the definition of irresponsible.”

    “Worst still, we’re also expecting formal planning decisions from ministers on Gatwick and Luton airport expansion, which the Chancellor pre-empted today. Giving these permissions in the month before vital new advice is expected from the Climate Change Committee, today’s speech is nothing short of reckless.

    “The carbon cost of expanding Heathrow, Luton, and Gatwick together will cancel out the benefits of Labour’s keystone clean energy plan, making Net Zero minister Ed Miliband’s task almost impossible.

    “The Chancellor’s stated goal is ‘raising living standards in every part of the UK’ but more and bigger airports will serve only the very richest aviation bosses and the most frequent flyers whose wealth doesn’t help people’s daily lives get better.

    “Tackling inequality and building a greener future should go hand in hand. That must mean investment in warmer homes, green energy and the local transport people use every day, not these bleak proposals.”

    Working people and businesses across Britain will benefit from a government going “further and faster” to kickstart economic growth, as the Chancellor today [29 January] announced the government’s support for a third runway at Heathrow.

    Speaking to an audience of business chiefs at Siemens in North Oxfordshire this morning, the Chancellor set out the government’s latest set of reforms to kickstart economic growth and drive up living standards across the UK by driving investment, getting Britain building and tackling regulatory barriers. This included the announcement that the government supports and is inviting proposals for a third runway at Heathrow.

    The Chancellor confirmed that the government will move at speed to review the Airports National Policy Statement (ANPS). This provides the basis for decision making on granting development consent for a new runway at Heathrow, to ensure that any scheme is delivered in line with our legal, environmental and climate obligations.

    In her speech, Chancellor of the Exchequer Rachel Reeves said:

    I have always been clear that a third runway at Heathrow would unlock further growth, boost investment, increase exports, and make the UK more open and more connected as part of our Plan for Change.

    And now the case is stronger than ever because our reforms to the economy – like speeding up our planning system, and our strengthened plans to modernise UK airspace – mean the delivery of this project is set up for success.

    So I can confirm today that this Government supports a third runway at Heathrow and is inviting proposals to be brought forward by the summer.

    As well as creating over 100,000 jobs in the local area and many more indirectly, research published today by Frontier Economics finds that 60% of the economic boost from a third runway would be felt by areas outside of London and the South East – putting more money in the pockets of working people across the UK through lower fares and greater choice for passengers as part of our Plan for Change.

    During the speech, Reeves announced that the Transport Secretary Heidi Alexander is expected to take decisions on expansion plans at Gatwick and Luton shortly, and that the government will work with Doncaster Council and the Mayor of South Yorkshire to support their efforts to reopen Doncaster Sheffield Airport as a thriving regional airport.

    The Chancellor also announced that a new partnership between global logistics giant Prologis and East Midlands Airport to build a new advanced manufacturing park within the East Midlands Freeport zone to unlock £1 billion of investment and 2,000 jobs. It follows this government’s swift approval of similarly stalled plans for London City Airport to expand to nine million passengers per year by 2031 and a £1.1 billion investment at Stansted Airport to extend its terminal and create 5,000 jobs.

    After delivering stability to the public finances and wider economy as the basic precondition for economic growth, the pace of investment and reform demonstrates the government’s willingness to secure the future of the UK’s world-class aviation sector and the sustainable growth it can provide. Air freight represented 57% of the UK’s non-EU exports by value in 2023, with over 60% of freight coming through the UK doing so through Heathrow. International connectivity also supports vital tourism and business links, with overseas visitors spending £31 billion on their visits to the UK in 2023 and 15 million business travellers using Heathrow in the same year.

    It comes after reforms to speed up the planning system and a presumption to ‘back the builders over the blockers’ were set out by the Prime Minister Keir Starmer last week. The government has committed to making decisions on 150 major economic infrastructure applications over this Parliament, having already made decisions on multiple significant projects within its first six months spanning airports, data centres, energy farms, and major housing developments. The Planning and Infrastructure Bill to be introduced in Spring will enact further sweeping reforms and take an axe to the red tape that slows down approval of infrastructure projects.

    Alongside these reforms and plans to modernise UK airspace, the government is taking great strides in transitioning to greener aviation. Sustainable Aviation Fuel reduces CO2 emissions compared to fossil jet fuel by around 70% and the Chancellor announced that the government is supporting UK producers by investing £63 million in 2025-26 into the Advanced Fuels Fund and setting out details of a Revenue Certainty Mechanism. This will support investment and high-skilled green jobs in plants across the UK – with previous winners of the Fund ranging from across the north of England to South Wales – and follows the Sustainable Aviation Fuel Mandate coming into law at the start of 2025. Taken together, our commitments to SAF will support thousands of jobs in places like Teesside and Humberside, bring down our transport emissions, and help make the UK a clean energy superpower as part of our Plan for Change.

    The government is also assessing options for privately financing the Lower Thames Crossing, which will improve connectivity across vital ports and alleviate congestion as goods to be exported come from across the country to markets overseas. 

    In further recognition that the Government’s clean energy superpower mission is helping to drive the UK’s economic growth mission, Reeves announced that the government will designate new Marine Protected Areas to enable offshore wind, whilst protecting our marine environment. In doing so, barriers to 16 gigawatts of offshore wind will be unblocked – as much electricity as was produced by all gas power plants in 2024 – and up to £30 billion of private investment in homegrown clean power will be unlocked, creating thousands of good clean energy jobs in the offshore wind sector in areas like East Anglia and Yorkshire.

    A new approach to the Oxford-Cambridge Growth Corridor – a centre of innovation which could become Europe’s answer to Silicon Valley – will be spearheaded by Sir Patrick Vallance as a Ministerial Champion. The economic potential of this region will be unlocked through leveraging the strengths it boasts in sectors across Britain’s new modern Industrial Strategy, from life sciences and tech to advanced manufacturing.

    The Chancellor set out the government’s plans to increase investment across the whole of the UK. She stressed that the government would do more to support city regions and local leaders outside of London and the South East, in recognition that bringing the productivity of major cities like Manchester, Birmingham and Leeds to the national average would deliver an extra £33 billion in output for the UK economy.

    Reeves confirmed the backing of the Mayor of Greater Manchester’s plans for the regeneration of the area around Old Trafford, including new housing and commercial development, and the new approach to planning decisions on land around stations, changing the default to yes. The Office for Investment is expanding its support to local leaders across the UK to help develop and promote their investment plans, and new strategic partnerships from the National Wealth Fund (NWF) will provide deeper, more focused support for city regions starting in Glasgow, West Yorkshire, the West Midlands, and Greater Manchester.

    NWF and Aviva have today invested £65 million in Connected Kerb to back plans for the electric vehicle smart charging infrastructure company to expand its UK EV charging network towards 40,000 sockets – up from 9,000 as of the end of 2024. This substantial investment into the UK’s public charging infrastructure – one of the NWF’s priority sectors – is crucial for delivering the forecast requirement of at least 300,000 public EV chargers by 2030. NWF is also investing £28 million in Cornish Metals to provide the raw materials to be used in solar panels, wind turbines and electric vehicles, supporting growth and jobs in the South West of England.

    Reeves announced that the Treasury will review the Green Book and how it is being used to provide objective, transparent advice on public investment across the country, including outside London and the South East. There were also further details announced on Investment Zones, with the Wrexham and Flintshire Investment Zone to focus on the area’s strengths in advanced manufacturing. Backed by the likes of Airbus and JCB, this is expected to crowd in £1 billion of private investment over a decade and create up to 6,000 jobs.

    The Chancellor said that the Business and Trade Secretary Jonathan Reynolds will visit India next month to relaunch talks on a free-trade agreement and bilateral investment treaty, She set out that the guiding principle the government will take in its approach to trade is acting in the national interest of Britain’s economy, its businesses and working people. A trade deal with India, as one of the fastest growing economies in the world and one which is projected to be the fourth largest global importer by 2035, is in line with this approach.

    The Mayor of London, Sadiq Khan said: “I remain opposed to a new runway at Heathrow Airport because of the severe impact it will have on noise, air pollution and meeting our climate change targets.

    “I will scrutinise carefully any new proposals that now come forward from Heathrow, including the impact it will have on people living in the area and the huge knock-on effects for our transport infrastructure.

    “Despite the progress that’s been made in the aviation sector to make it more sustainable, I’m simply not convinced that you can have hundreds of thousands of additional flights at Heathrow every year without a hugely damaging impact on our environment.”

    The Nuclear Decommissioning Authority (NDA) group utilised innovative technology to bring to life progress in delivering its nationally important mission at the Nuclear Industry Association’s ‘Nuclear Week in Parliament’ (NWIP).

    Parliamentarians were able to use a VR headset to see what a Geological Disposal Facility will look like and get hands on experience in manoeuvring state of the art robots, including drones with laser imaging technology, which are used to decommission the legacy nuclear sites.

    This year marks 20 years since the NDA was established to decommission the UK’s oldest nuclear sites, one of the most important environmental programmes in the world, protecting people and the planet.

    David Peattie, NDA group CEO said:

    We’re transforming the legacy of UK’s nuclear power into a sustainable future. And, as we celebrate our anniversary, we can proudly say the UK is now a significantly safer place, thanks to our collective efforts.

    At a series of events for Parliamentarians, MPs and industry stakeholders, the NDA group shared its successes and tangible examples of the progress being made across the group including:

    • First simultaneous retrievals from Sellafield’s legacy ponds and silos, the NDA estate’s high hazard facilities.
    • Bringing all Magnox reactors, the first type of commercial nuclear power station in the UK, to a safe end of generation and defueling.
    • Removing highly radioactive coolant, from Dounreay’s Fast Reactor.
    • Launching the process to identify a site for a Geological Disposal Facility – the only community consent-led national significant infrastructure project.
    • Transporting over 2000 casks of nuclear material by sea, and conducting over 5 million miles of UK nuclear rail transports, with a 100% nuclear safety record.
    • Investing £277m of socio-economic funding to support significant projects that enable permanent and sustainable change in site communities.
    • Reprocessing 9,000 tonnes of spent nuclear fuel, generating £9bn.
    • 274 buildings demolished or reused and 9% of land released for reuse or redesignated.

    The value the NDA group provides for the nation far surpasses just its decommissioning progress.

    The NDA group invested around £100 million last year in research and development to stay at the forefront of innovation; pioneering and deploying solutions to tackle first of a kind technical and engineering challenges which have applications across the nuclear and defence sector.

    The group is also critical in developing and maintaining a strong nuclear supply chain spending around £2billion last year, across 82% of UK Parliamentary Constituencies with 5,000 supply chain companies supporting delivery of its mission.

    In addition, through its socio-economic strategy it’s leveraged over £200m of additional funding, with each £1 of NDA group support helping to attract £3.79 of further investment from other organisations for projects making a tangible difference in its communities.

    The NDA also sponsored the NWiP Skills and Apprenticeship Fair, hosted by Liz Saville Roberts MP, where 12 NDA group apprentices and graduates were able to meet their local MPs and representatives across the sector and explain first-hand how their organisations are developing the next generation of the nuclear decommissioning workforce.

    Rachel Gleaves, a Control Systems Degree Apprentice who attended the event, said:

    The group are leading the most complex decommissioning challenges faced by the UK to make sure we leave our environment clean and safe for future generations, and this is a challenge I was really passionate to support.

    In my role at Sellafield Ltd, I have been able to learn from industry leading engineers to help support high hazard retrievals considered key to safely decommissioning the nation’s nuclear legacy.

    There are currently more than 1,500 apprentices and graduates across NDA group early careers schemes and hundreds of PhD students and post-doctoral researchers have been sponsored, focusing on developing advanced skills.

    Liz Saville Roberts MP, said:

    Nuclear sector jobs have long been a significant provider of well-paid high-quality employment in my constituency of Dwyfor Meirionnydd and I believe Wales should play a leading role to support the invaluable work of the NDA group in decommissioning sites to free up land for reuse, delivering benefit to local communities, the environment and the wider economy.

    The development of 19 apprentices at Trawsfynydd since 2012, highlights how decommissioning can provide a range of job options for young people, as well as appropriate skills and training opportunities.

    The NDA group’s programme of work will last for well over a hundred years so developing a pipeline of future talent is an essential part of delivering this nationally important mission long into the future.

    The Government has published new independent research into the safety of e-bike and e-scooter lithium-ion batteries, chargers and e-bike conversion kits.

    The Government has published new independent research into the safety of e-bike and e-scooter lithium-ion batteries, chargers and e-bike conversion kits.

    The Office for Product Safety and Standards (OPSS) commissioned Warwick Manufacturing Group (WMG) to produce the research to improve Government’s evidence base on the risks associated with unsafe e-bike and e-scooter batteries and chargers, following a rise in the number of fires in the UK related to these products, some of which have sadly led to fatalities.

    The research gives new insight into:

    • how battery failures occur during real-world use and environments, including scenarios of foreseeable misuse or modification
    • the types of processes and materials used in product manufacture that achieve safer design and safer use of lithium-ion batteries
    • potential shortcomings in technical requirements in product standards that have not kept pace with technological innovation

    The research brings together evidence and data from the UK and overseas with input from stakeholders and businesses across the supply chain. This evidence gathering has been supported by detailed technical product inspections and product testing in laboratory settings.

    OPSS is carefully assessing the evidence to inform our future activity and is working to support wider Government and interested stakeholders on future actions that could be taken to improve the safety of these products. 

    A WMG spokesperson said: “We are delighted to have had the opportunity to assist OPSS to achieve a deeper understanding of the root causes of these battery fires.”

    OPSS is already undertaking a programme of enforcement and market surveillance activity. In December 2024, the Government published new statutory guidelines for businesses producing and distributing lithium-ion batteries for e-bikes. The guidelines set out that such batteries must contain mechanisms capable of preventing thermal runaway to be considered safe products.

    OPSS is also assessing products and conducting checks on businesses selling e-bikes, e-scooters and kits used to convert standard bikes to e-bikes, both online and on the High Street. Since 2022, there have been 21 product recalls, and 29 Product Safety Reports published for unsafe or non-compliant e-bikes or e-scooters subject to corrective action.

    This activity follows the launch of Government’s Buy Safe, Be Safe consumer information campaign which launched in October 2024 to raise awareness of these risks, and provided safety advice for consumers purchasing e-bikes, e-scooters and lithium-ion batteries.

    Ambassador Holland reiterates the UK’s support to Ukraine, and calls on Russia to end its war and return to dialogue and risk reduction – including in the Forum for Security Cooperation.

    Thank you Mr Chair, dear Cristobal, and to your Foreign Minister, for setting out Spain’s priorities for the Forum for Security Co-operation this Trimester.  You can count on the UK’s steadfast support, as you Chair our Forum at this crucial time for Euro-Atlantic Security. 

    Over the winter period, many of us marked Christmas and the New Year.  But the people of Ukraine have had no rest.  Today marks 1069 days of their ongoing defence of their homeland, from a full-scale invasion which continues to violate the UN Charter and to contravene the Helsinki Final Act’s core principles, including those on sovereignty, territorial integrity and the non-use of force.   

    That is why each week, we have met in this Forum to support Ukraine and to hold Russia accountable for breaching its commitments.  And that is why we particularly welcome Spain’s proposed FSC topic on Women, Peace & Security. 

    Mr Chair, our Ministers mandated the Forum to hold a weekly politico-military dialogue, with tasks that include risk-reduction.  They mandated the Chair to ‘ensure the good order and smooth running of meetings’.  To set the agenda.  And to select and invite guest speakers.  We fully support the Chair’s prerogative to execute its mandate. 

    Unfortunately, at the closing session last Trimester, we had to condemn the Russian delegation – for a fourth Trimester in a row – for its attempts to disrupt the FSC from functioning at all.  Once again, I express my thanks to Denmark, and to other previous Chairs, for keeping the Forum functional, despite Russia’s attempts to prevent it. 

    As we said repeatedly, there remains another path.  If the Russian state’s professed wish for peace is genuine, it must end this war by withdrawing all of its forces to outside of Ukraine’s internationally recognised borders.  And from Georgia and Moldova.  If the Russian state is serious about dialogue and risk reduction, it must stop trying to undermine our Ministerial mandate of this Forum meeting each week.   

    I wish to conclude by welcoming Estonia to the FSC Troika, and to thank Croatia for their work as they leave the Troika.  And most importantly, I wish you, Mr Chair, and your able teams here in Vienna and in Madrid the best of luck this Trimester.  You can count on the support of the UK delegation.

    £7.2 million investment in 2024-25 pay.

    Specialty and Associate Specialist (SAS) doctors across Scotland have voted to accept a £7.2 million investment in their pay, ensuring it remains competitive with other UK nations.

    The pay deal will see uplifts of between 6% and 10%, backdated to 1 April 2024.

    Health Secretary Neil Gray said:

    “I am very pleased that Specialist, Associate Specialist and Specialty doctors in Scotland have voted to accept the Scottish Government’s pay offer.

    “It builds on the contract reform and investment we made in 2022 and ensures that these doctors will stay competitively paid in Scotland.

    “I am very grateful for the patience of all our SAS doctors and I’m delighted we have been able to work together to achieve this deal.”

     Background

    • SAS doctors are experienced and qualified medical professionals.  They typically work in hospital settings and have chosen not to pursue the formal consultant path, although many have substantial clinical experience.
    • The new pay deal for Specialist, Associate Specialist and Specialty doctors means a Specialist doctor, on the 2022 contract, will receive a salary increase of £8,872 in 2024-25

    £9 million for community energy generation and energy efficiency improvements.

    Communities across the country will benefit from £9 million Scottish Government funding for measures to help cut energy costs and support the development of locally-owned renewable energy projects.

    The funding – which builds on the successful Community Energy Generation Growth Fund pilot – will be used to scale up community energy projects across Scotland as part of a drive to cut carbon emissions, create local jobs, reduce energy costs and stimulate local investment.

    It includes:

    • £3.5 million for a new Community Energy Generation Growth Fund to support communities to develop their own renewable energy projects – such as installing wind turbines and solar panels
    • £4.5 million to help local groups decarbonise their buildings through the installation of renewable measures such as heat pumps and solar PV panels, alongside energy efficiency measures, that reduce energy costs and emissions
    • £1 million for capacity building and development support to help develop and progress early ideas for new community energy projects

    Announcing the funding at the annual Community and Renewable Energy Scheme (CARES) conference in Glasgow, Acting Climate Action Minister Alasdair Allan said:

    “Communities must be at the heart of our transition to net zero and must see the benefits of this just transition. This transition is about both the outcome – a fairer, greener future – and the way we get there in partnership with those most likely to be impacted by these changes.

    “That is why I am pleased to announce this £9 million investment from the Scottish Government will be available to communities through CARES over the next year.  

    “Scotland has diverse communities – from those in our cities, to those in rural areas and on our islands. I am committed to supporting all these communities to take part in and benefit from the growth of Scotland’s energy sector.” 

    Chief Executive Officer of Community Energy Scotland Zoë Holliday said:

    “The Scottish Government’s continued commitment to community energy is welcome news for groups across Scotland. The reintroduction of funding for stand-alone generation projects has the potential to lever in significant funds locally and play a key role in the just transition.

    “We are also delighted to see a new fund focussing on capacity building for communities; we have been calling for such support to ensure that when it comes to the energy transition, no community is left behind.”

    The All Items Retail Prices Index (RPI) is the main measure of inflation in Jersey. It measures the change from quarter to quarter in the price of the goods and services purchased by an average household in Jersey. 

    ​The December report shows:​

    • the All Items Retail Prices Index (RPI) for Jersey increased by 2.5% to stand at 233.8 (June 2000 = 100)
    • the increase in the RPI was less than that to September 2024 (3.0%); hence the annual rate of inflation decreased by 0.5 percentage points (pp) since last quarter
    • half of the groups contributed to the decrease in the annual rate of inflation, including the housing, fuel and light and fares and other travel groups
    • prices in most groups increased and these increases were similar to or less than those over the 12 months to September 2024, which resulted in an overall downward contribution to the annual rate of inflation
    • leisure services which includes entertainment, sport and leisure fees and off-Island holidays, was the price group that made the largest contribution to the annual rate of inflation, contributing +0.6 pp to the rate
      • the price change in the leisure services price group was lower compared with the 12 months to September 2024, hence its contribution to the change in rate of the RPI was  0.1 pp
    • the increase in the RPI was 5.0 pp smaller than a year ago (7.5% in December 2023)
    • RPI(Y), which measures underlying inflation, increased by 3.0%, which was 0.3 pp smaller than the September 2024 rate (down from 3.3%)
    • RPI(X) increased by 3.2%
    • RPI Pensioners increased by 3.0%
    • RPI Low Income increased by 3.4%
    • annual changes in RPI(X), RPI(Y) and RPI Pensioners were 0.3 to 0.6 pp smaller than those in September 2024 and RPI Low Income was essentially unchanged from September 2024
    • the rate of inflation in Jersey as measured by the RPI, was 1.0 pp lower than the UK CPIH, which is the broadly comparable headline rate of inflation for the UK; this marks the first time since June 2022 that the Jersey RPI rate has been lower than the UK CPIH

    A NEW report from Ofsted says that children’s services in Leicester require some improvements to be consistently good, despite identifying some very strong areas.

    Inspectors visited Leicester City Council in September last year to review all aspects of children’s social care, including adoption and fostering, early help services, staff development and out-of-hours responses.

    They noted the ‘supportive environment’ leaders have maintained for staff, ensuring that caseloads remain at manageable levels. They found that handovers happened clearly and swiftly; staff knew how to escalate children’s cases appropriately and that social workers ‘know their children well and speak about them with knowledge and sensitivity.’ The use of child protection plans and processes to bring children into the care of the local authority were appropriate.

    The council’s fostering service was also highlighted as an area of significant strength, with carers receiving ‘very good’ support.

    Their report says that in order to achieve a judgement of ‘good’, leaders in children’s services need to improve the information they have to evaluate performance, and that care plans and responses to some referrals also need to be more consistent if all children are to have the best possible outcomes. An improvement plan has been produced to address the points raised by Ofsted.

    Inspectors also said that arrangements to support the very small group of most vulnerable children in care and care leavers could be improved, as well as support for young adult care leavers in prison or facing homelessness – areas which have been swiftly addressed by the authority since the inspection.

    Deputy city mayor with responsibility for social care, Cllr Sarah Russell, said: “This report was conducted back in September, which means we’ve already completed, or are working on, many of the actions and helpful points that were raised.

    “I’m very proud that inspectors identified that our staff are well-supported, our workforce is stable and our social workers know their children well. It shows that we have a good baseline for improvement and the foundations of our social work practice are good.

    “However, we also felt we couldn’t engage with Ofsted inspectors in the way we wanted to. We are experienced at undergoing inspections, but felt that the process this time was extremely difficult, with a lack of recognition of areas of good practice. Where things need to be improved, it is usually the case that very small numbers of children experience less than good support from us. This was not reflected in the final report.

    “We are taking up these issues with Ofsted, but in the meantime our focus is firmly on ensuring that our staff are supported, children in Leicester are kept safe, and that we continue to work really hard to provide the best possible service for every child and family that needs our help.”

    Laurence Jones, the city council’s strategic director of social care and education, added: “We are disappointed in this report, which we feel does not accurately reflect our service due to issues in the inspection process. However, it has confirmed some areas of focused improvement which were already known to the leadership team.  Having stabilised our workforce and created a supportive environment for staff, we are now absolutely determined to offer a consistently good service to every child and family we work with. This commitment is demonstrated by the actions we have already put in place, and we will continue to work to achieve this.”
