    By 2030, every baby born in England could have their entire genome sequenced under a new NHS initiative to “predict and prevent illness”. This would dramatically expand the current heel-prick test, which checks for nine rare genetic conditions, into a far more extensive screen of hundreds of potential risks.

    On the surface, the idea sounds like an obvious win for public health: spot problems early, intervene sooner and save lives. But genetic testing on this scale carries real risks, especially if the results are misunderstood or poorly communicated.

    The new plan builds on a recent NHS pilot study that sequenced the genomes of 100,000 newborns in England to identify more than 200 genetic conditions. However, these tests don’t provide clear cut answers. They don’t offer a diagnosis or certainty, just an estimate of risk.

    A genetic result might suggest a child has a higher (or lower) probability of developing a certain disease later in life. But risk is not prediction. If parents, or even clinicians, misinterpret that nuance, the consequences could be serious.

    Some families may come to see a child flagged as “at risk” as a patient-in-waiting. In extreme cases, they may treat a probability as a certainty; assuming, for instance, that a child “has the gene” and will inevitably become ill. That assumption could reshape how children are raised, how they’re treated and how they could see themselves.

    Alarming language

    This isn’t speculation. Research shows that while some people understand risk scores accurately, many struggle with statistical information. Words like “high risk” or “likely” are interpreted differently by different people and often more seriously than intended. Even trained doctors can overestimate what a positive test result means. When it comes to genomics, the line between “you might get sick” and “you will get sick” can blur quickly.

    Policymakers haven’t helped this confusion. Government messaging refers to “diagnosis before symptoms even occur” and “leapfrogging disease.” But this language overpromises what genomic data can do and downplays its uncertainty.

    When testing is indiscriminate and communication unclear, the fallout can be wide ranging. Children identified as “high risk” may undergo years of monitoring, unnecessary medical appointments, or even treatment for diseases they never develop. In some cases, this leads to physical harms, from unnecessary medications to procedures with side effects. In others, the damage is psychological: shaping a child’s identity around an anticipated future of illness. These psychological effects can be lasting. Being told you’re likely to develop a condition like dementia may influence how a person plans their life, even if that illness never materialises.

    False positives

    There are also broader issues with applying this kind of screening to everyone. Risk based testing works best when it’s targeted; for example, among those with symptoms or a strong family history. But in the general population, where most people are healthy, false positives can far outnumber accurate results. Even well designed tests can produce misleading outcomes when applied at scale.

    This is a well-known statistical effect, discussed during the COVID pandemic. In populations where a disease is rare, even highly accurate tests produce more false positives than true ones. If DNA screening is rolled out universally, many families will be told their child is at risk when they are not. These false positives can lead to a cascade of further tests, stress and unnecessary clinical interventions; all of which consume time and resources and may cause real harm.

    This issue already affects adult testing. For example, Alzheimer’s tests that measure early changes in the brain work well in memory clinics, where patients already show symptoms. But when these same tests are used on the general population, where most people are healthy, they produce false positives in up to two-thirds of cases. If genetic screening in newborns is rolled out in the same way, it could lead to similar problems: mislabelling healthy children as sick, and causing unnecessary worry and follow-up tests.

    So what’s the solution? It’s not to abandon genetic testing altogether – far from it. When used carefully, genomic data can offer real benefits, particularly for patients with symptoms or in research settings. But if we’re going to roll this out to every newborn, the surrounding infrastructure needs to be robust.

    That includes:

    • Clear, consistent communication: Risk scores must be explained in ways that emphasise uncertainty, not oversold as definitive predictions.

    • Support for parents: For consent to be truly informed, parents need help understanding that a genetic flag is not a diagnosis – and that many people with elevated risk never go on to develop the condition.

    • Training for clinicians: Many doctors still lack the tools to interpret and explain genetic information accurately and responsibly.

    • A national network of genetic counsellors Genetic counsellors are essential for supporting families through testing and interpretation. But current numbers in the England fall far short of what universal newborn screening would require.

    Genomic data holds great promise. But using it as a blanket tool for all newborns demands caution, clarity, and investment in communication and care. Without these safeguards, we risk turning healthy babies into patients-in-waiting.

  • MIL-OSI Analysis: Air quality isn’t just bad in cities – here’s why and how we’re tracking pollution from upland fires

    Early one October afternoon in 2023, thick grey smoke drifted across Sheffield’s western skyline. As much of the city became blanketed, residents turned to social media to complain about “bonfire smoke”, while others were forced to leave the city due to breathing difficulties.

    However, this smoke did not originate within the city. It was drifting in from the Peak District, more than nine miles away, where controlled heather burning was taking place on the moorlands. For around six hours, levels of fine particulate matter (known as PM2.5), tiny airborne pollutants known to harm human health, exceeded 40 micrograms per cubic metre of air (µg/m³) and peaked at 70µg/m³, well above the guidelines recommended by the World Health Organization.

    This single incident points to the wider and largely invisible problem of the routine burning of the UK’s uplands. This can be a serious source of air pollution, but because most official air pollution monitoring concentrates on urban areas, the effects are overlooked. This is why we have started monitoring upland fires and the pollution they cause.

    Prescribed burning is a longstanding land management practice often used to control vegetation for grouse shooting or livestock grazing. It happens across a range of upland landscapes. Many of the areas being burned sit on deep peat, an organic-rich soil made from layers of slowly decomposed plant material formed over thousands of years in waterlogged conditions.

    Peatlands are incredibly important. They are one of the most carbon-rich ecosystems on the planet. In the UK, they cover around 12% of the land area and store an estimated 3.2 billion tonnes of carbon. This is equivalent to all the forests of Germany, France and the UK combined. Most of the UK’s peat is found in Scotland, but notable areas in England include the Peak District and North York Moors. However, their value goes well beyond carbon.

    Around 70% of Britain’s drinking water comes from upland areas that are largely peatland, and healthy peatlands help reduce flooding by slowing the flow of water from hills to towns and cities. They also provide vital habitats for birds, insects and rare plants, forming the UK’s largest area of semi-natural habitat.

    Despite their ecological importance, more than 80% of English peatlands are classified as degraded, often through historic air pollution, draining, overgrazing and, importantly, repeated burning.

    One hidden consequence of that burning is air pollution. These burns are often viewed as isolated rural events, but their effect on regional air quality can be substantial. On that day in Sheffield, pollution levels briefly rivalled those seen across the city during bonfire night, a well-known peak in urban air pollution.

    In response to that October event, our research team launched a new pilot monitoring network across part of the Peak District national park. This FireUp project combines air quality sensors, satellite data and community observations to detect and measure pollution from upland fires.

    By using a mix of technologies and local reporting, we have documented spikes in PM2.5 pollution that would have otherwise been missed. Our system offers a clearer picture of when and where fires occur, and how far their smoke spreads, opening the door for better planning and stronger protections for public health. But the problem is not just a lack of data, it is also a failure of regulation. England’s current upland burning regulations are limited on four fronts.

    Heather and grass burning regulations introduced in 2021 prohibit burning only on peat deeper than 40cm inside designated sites. That means 60% of upland peat is excluded from these protections.

    With more than 95% of PM2.5 monitors located in urban areas, smoke from moorland fires in remote rural locations is rarely registered on official networks.

    The resources for organisations responsible for enforcing regulations have shrunk over the last decade. Natural England, one of the government’s statutory bodies responsible for environmental protection, has experienced a 4% decrease in funding for 2024-25 compared to the previous year.

    Prosecutions for illegal burning are exceptionally rare, with satellite analyses pointing to a higher level of unlicensed activity than official records suggest.

    In short, narrow legal scope, limited monitoring coverage and under-resourced enforcement leave many prescribed burns undetected and unaccounted for, along with the health and environmental risks they carry.

    Our FireUp system improves fire detections and helps quantify the effects of air pollution from these burns. As the UK government reviews regulations as part of the 2025 heather and grass burning consultation for England, and as upland fire risk increases, this kind of evidence is essential, not just to track what is happening, but to help shape a healthier and better future for the UK’s uplands.

    Our next step is to develop a citizen science app that makes it easier for people to report peatland fire incidents and upland burning to help improve regulation and log the effects of changes in air quality.

    Fintech and other digital firms will be better supported to navigate complex regulation through new tools backed by the Regulatory Innovation Office, the Technology Secretary announced today (Tuesday 1 July).

    Speaking at the AI and Digital Innovation Day at CityWeek, the Secretary of State hailed the UK’s world-leading financial services sector – last year the UK fintech sector specifically attracted $3.6 billion of investment. He set out plans to make it easier for fintech firms to bring cutting-edge products to market – from improved fraud detection to better tools for managing money – a key part of our Plan for Change to unlock innovation-led growth across the country.

    Innovators across the landscape – including those in fintech, from start-ups to scale-ups – often face the challenge of understanding the labyrinth of regulations in their sector. This can be especially tough for smaller companies, who often don’t have teams of compliance experts, and will help them scale faster – supporting the SMEs that are the backbone of the UK economy.

    The government’s Regulatory Innovation Office (RIO) is partnering with the Digital Regulation Cooperation Forum (DRCF) to support the development of new smarter tools to make navigating the system faster, clearer and more accessible. This will include evaluating a unified digital library providing a ‘one stop’ access to digital policy and regulations for innovators, helping to free up businesses to focus on growth and innovation.

    Science and Technology Secretary, Peter Kyle, said:

    The UK is a genuine world leader in both financial services and technology, and in the intersection between the two – fintech – but for far too many companies, the complex regulatory environment can be challenging to navigate.

    Our Regulatory Innovation Office will work to remove those hurdles, to help innovators unlock new products that could drive economic growth – delivering on our Plan for Change.

    Fintech firms are on the front line of solving big challenges – from fighting financial fraud and improving access to banking, to helping people save, borrow and invest more easily. The use of technologies like AI presents enormous opportunities for the sector, as shown at the Financial Conduct Authority’s AI Sprint earlier this year, which looked at how new technologies are set to overhaul the delivery of financial advice, compliance for firms, customer service and more.  

    But fragmented rules and regulatory complexity slow down innovation, delay safer financial products reaching the public, and deter investment. Supporting innovators to bring trusted products to market faster will help tackle real-world challenges more quickly – and give consumers access to safer, smarter services, which is at the core of The Chancellor’s Regulation Action Plan.

    This cooperation with DRCF builds on the broader work of the Regulatory Innovation Office, which already supports 4 priority technologies: engineering biology, space, AI and digital in healthcare, and drones and autonomous technologies. From using quantum techniques to tackle online fraud, to improving emergency response with drone technology, the government is helping unlock the potential of cutting-edge science for real-world benefit.

    In his speech, the Science Secretary also marked 6 months since the launch of the AI Opportunities Action Plan – highlighting how it has already delivered new cross-government partnerships, helped fund responsible AI trials, and supported regulators to better engage with innovators. He set out how AI will continue to transform key UK industries – from finance and transport to healthcare and defence.

  • MIL-OSI United Kingdom: Coventry City Council achieves balanced budget and invests £128.8m in city’s future

    The Council has delivered a balanced budget for 2024/25 and investing more than £125m in the city’s future, despite the significant national pressures affecting local authorities across the country.

    The Council’s final outturn position represents a remarkable turnaround from the predicted £7 million overspend projected at Quarter 3, demonstrating strong financial management and disciplined budget control throughout the challenging financial year.

    The Council successfully delivered a substantial £128.8 million capital investment programme during 2024/25, with an impressive 65% funded through external grants – demonstrating the authority’s success in securing funding that reduces the burden on local taxpayers.

    Key investments included:

    • £22 million in transport and highways infrastructure, including completion of the 220-meter Coventry Very Light Rail test track
    • £18.3 million across the city’s school estate, focusing on additional secondary school capacity
    • £16.5 million in climate change initiatives covering green homes and decarbonisation projects
    • £6.6 million supporting registered housing providers to tackle housing issues

    Councillor Richard Brown, Cabinet Member for Strategic Finance and Resources, said:

    “This strong financial performance demonstrates our commitment to sound fiscal management while continuing to invest in Coventry’s future.

    “Despite the challenging environment facing all local authorities and through the efforts of finance colleagues, we have ended the year with a balanced budget.”

    The Council’s commercial investments delivered exceptional returns, with the Asset Management Revenue Account generating a surplus exceeding £10 million.

    Strong dividend performance from Birmingham Airport and Coventry & Solihull Waste Disposal Company contributed to this success.

    Total commercial income of £27.7 million helps support the delivery of essential services for Coventry residents, representing approximately 10% of the Council’s net service expenditure.

    Like councils across the country, Coventry faced significant pressures in children’s and adult social care services due to increased demand, case complexity, and market challenges.

    The Council successfully managed these pressures through careful financial planning and the use of one-off income sources.

    The authority’s strong balance sheet position enabled it to manage budget variations while maintaining its ambitious capital programme, positioning the Council well to continue improving services for residents and investing in the city.

    The capital programme demonstrates the Council’s commitment to Coventry’s long-term prosperity:

    • Infrastructure preparation for the West Midlands Investment Zone focusing on advanced manufacturing
    • Continued progress on major regeneration projects including City Centre South
    • Sustainable transport improvements including cycling infrastructure that has enabled the city to avoid a city centre congestion charge
    • Digital and ICT improvements to enhance service delivery

    Cllr Brown added:

    “The authority’s success in attracting external funding and maintaining strong commercial returns demonstrates effective financial stewardship that benefits all Coventry residents.”

    Laptop recycling at Sellafield helps to bridge the digital divide

    A collaborative laptop recycling scheme, is helping to bridge the digital divide across our local communities.

    Passing on a previously used laptop might seem like a simple act of generosity—but at Sellafield, when it comes to boosting educational attainment, our laptop recycling scheme is helping bridge the digital divide across our local communities.

    The initiative, in partnership with our IT supplier Atos and Information Services Organisation (ISO), is now in its fourth year of repurposing decommissioned laptops—which are no longer suitable for Sellafield’s secure network—into vital educational tools for schools, charities, and community groups.

    Over the past 18 months, our social impact team has revisited recipients to understand the real-world impact of these donations. The results speak volumes.

    Thanks to partnerships with Western Excellence in Leadership and Learning (WELL) Programme and Laptops for Kids in Warrington, schools have introduced new courses in graphic design, film, photography, and engineering. These opportunities are helping disadvantaged students build confidence, develop digital skills, and thrive in a technology-driven world.

    Teachers, too, are seeing the benefits. With access to reliable, modern devices, they can focus more on teaching and less on troubleshooting outdated equipment—saving time and reducing frustration.

    The scheme’s reach extends beyond the classroom. Local charities have used donated laptops to support young people researching opportunities like the Duke of Edinburgh’s Award, while others have transitioned from bulky desktop setups to lightweight laptops.

    This shift has enabled them to repurpose space for adult learning and job-seeking support, amplifying the scheme’s community impact.

    Our commitment to social value continues to drive innovation in how surplus assets can be used for public good proving that sustainability and community development can go hand in hand.

    Pam Collis and Emma Graham, from the ISO team within Sellafield Ltd, who introduced this process within ISO, explain the importance:

    We all recognise the vital role modern Information and Communication Technology (ICT) plays in the workplace, and the same holds true for school classrooms.

    The future workforce needs access to the right tools, software, and equipment to develop their skills and progress. Without this access, they risk being left behind.

    This potential for a digital divide is something we were determined to address through our social impact commitments.

    By sharing ICT equipment that no longer meets our needs, we realised we could tackle digital poverty and boost digital literacy.

    While we donate the devices, our supply chain partner Atos cleans, repairs, and prepares them for reuse, ensuring our data is securely removed. It’s truly a collaborative effort.

    Our social impact team collaborates with projects and groups to make sure these devices reach those who need them most. And it’s not just schools, local charities and community groups can benefit as well.

  • MIL-OSI Analysis: Class and masculinity are connected – when industry changes, so does what it means to ‘be a man’

    On July 3, I’ll be discussing Youth, Masculinity and the Political Divide at an event with The Conversation and Cumberland Lodge at Newcastle University (get your tickets here).

    Young people involved in the panel have brought up class and the decline of industry as topics for discussion. This is particularly fitting, given my ongoing PhD research exploring masculinity and the contemporary lives of working-class men in Tyneside.

    Tyneside is an area in north-east England which was once a major centre of Britain’s Industrial Revolution. Its coal mining, shipbuilding and heavy engineering industries were seen as the backbone of the region, upheld by a large industrial skilled working class.

    As with many northern towns, widespread deindustrialisation, predominantly around the 1970s and 1980s, dramatically changed the area. At its peak, Swan Hunter – a globally recognised shipyard and significant employer in Wallsend (North Tyneside) and the surrounding area – employed up to 12,000 people. By 2005, the year before its closure, only 357 direct workers were employed.

    The process of deindustrialisation affected not just the type of work that was done, but how men in the region saw themselves. As I am currently researching, the effects of this ring true today.

    Like other regions in Britain, Tyneside shifted from mostly masculine manual labour to a largely “feminised” service sector. Informal work, subcontracting and part-time work proliferated while rates of trade unionism declined.

    Changes in industry and understandings of social class have a surprising amount to do with how we think about masculinity. Paul Willis’ 1977 seminal study Learning to Labour explores how the links between social class and masculinity are forged early in life.

    Our ideas about masculinity are produced, reinforced and upheld through institutions such as schools, the workplace and media. There is no singular “form” of masculinity – men perform it in many different ways. There is, however, hegemonic masculinity. This is the most dominant form of masculinity in a society at any given time, valued above other forms of gender identities that do not match up to the dominant ideal.

    “Traditional” views of masculinity were particularly prevalent during the height of industry in the area. These views centred around ideas of men as providers and ideas of toughness. Value was placed on a willingness (or need) to do physical and often hazardous labour.

    The demise of “masculine” labour in areas such as Tyneside disrupted not only economic stability but also male identity and pride. As broader socioeconomic shifts unfolded across England, many working class men found themselves outside of those traditional masculine ideals around labour.

    This has been well documented, particularly in ethnographic work such as Anoop Nayak’s 2006 study Displaced Masculinities. This key text explored how working-class boys navigate “what it is to be a ‘man’ beyond the world of industrial paid employment”.

    Class and identity in a changing world

    Early findings from my research suggest that today, class (and working-class identity) is not as salient in mens’ everyday lives. Participants in my study have spoken about class, but it does not overtly feature in how they make sense of their identities. As one man put it: “Class means you have to use yourself to earn money. Your labour, that’s what I understand by it, but I’ve never thought about class much.”

    What happens to men when an area’s strong working-class identity declines, but there is no narrative to replace it? There is a risk that harmful ideas about masculinity step in to fill a gap left by declining industry and continued economic inequality. We have seen this in extensive research in the US about masculinity, class and the appeal of the far right.

    This is why class must be part of the discussion around the rise of the “manosphere” – online communities and influencers sharing content about masculinity that can veer into misogyny. Class politics also presents a positive and unifying alternative.

    It is imperative that working-class areas and the people within them aren’t portrayed as somehow inherently susceptible to, or represented by, the narratives of the manosphere. Indeed, the men I have spoken to have not been particularly pulled in by the manosphere. However they do recognise the feeling of being overlooked and not measuring up to idealised “standards” about masculinity.

    The “manosphere” preys on this, tapping into boys’ and young men’s fears around masculinity and their (perceived) social status. Narrow portrayals of what success looks like puts immense pressure on young people to live up to unattainable standards.

    As I have written before, mansophere content often relies on messages around hyper-individualism that ignore the broader effects of class, the economy and political views.

    Manosphere messaging that “most men are invisible” and that the system is now “rigged against men” fits neatly with young boys’ and men’s anxieties about not having the same place or opportunities in society that previous generations of men might have had.

    A range of free holiday activities are on offer for eligible families this summer.

    Through the Holiday Activity and Food programme (HAF) there is a huge number of things to help keep the kids active during the summer break.

    From arts and crafts, sporting events and other physical activities there is a host of entertaining things to do, making sure no one gets bored over the holidays.

    Funded through the Department for Education, HAF’s goal is to ensure that some of the most vulnerable children and young people in Manchester – aged between 5-16 years old – get the support they need when the school term is over.

    The HAF is primarily for families whose children are in receipt of free school meals – but eligibility can be checked via the MCRactive website.

    During the previous financial year via the HAF, Manchester City Council has supported 29,224 children in accessing 3,971 holiday sessions. Additional support is also on offer for children with special educational needs as well as children in care and young carers.

    A free and nutritious meal is also provided as part of this programme ensuring that no child has to endure holiday hunger.

    The Council knows that the HAF can make a huge difference for the families who take part. 98% of the children who take part say they came home having met a new friend, and parents have provided feedback telling us that their child comes home feeling more engaged and less likely to spend time using electronic equipment.

    On top of the HAF programme parents and families can find an extensive range of other free or low-cost activities that are taking place in Manchester this summer by visiting our Loads to Do website. They can enjoy great events like Parktastic, a new series of free, drop-in play sessions run by the council and its youth delivery partners taking place at parks all over the city.

    There is also a range of support available for anyone in Manchester who has been struggling due to the cost-of-living crisis, with a free advice line operating to anyone in need of additional help. Details can be found here.

    Councillor Julie Reid, Executive Member for Early Years, Children and Young People said: “We know the holidays can be a real pinch point for families which is why schemes such as the HAF programme are so important.

    Manchester as a Child Friendly City

    Manchester is determined to make the city the very best place for children and young people to grow up in. A place where children’s rights are understood, respected and actioned in the everyday life of the city and in decision making. A place also where children and young people are given a voice and where their ideas and opinions matter.

    In 2023 it therefore set itself the target of becoming a UNICEF recognised Child Friendly City.

    The city’s bid to be recognised by UNICEF as a Child Friendly City will see the council and local partners putting children’s rights into practice over a time frame of three to five years, as they work together towards the shared goal.

    As part of this the council, in consultation with children and young people, has had to identify areas of particular focus – known as ‘badges’ – that it must work towards before it can be recognised as a UNICEF Child Friendly City.

    The top three badges identified by Manchester’s children and young people for the city to focus on are: Safe and Secure, Place, and Healthy. In addition to these the city must also focus on a further three core badges – Culture, Co-operation and leadership, and Communication – and has also set itself the extra challenge of including a seventh badge, Equal and Included, as a cross-cutting golden thread through all its work in each of the different badge areas.

    With over 200 languages spoken in Manchester and as the only city outside London to have residents in each of the 90 listed ethnic groups in the census, city leaders agreed that the Equal and Included priority should as a necessity underpin all of the work undertaken towards becoming a Child-Friendly City.

    Making Manchester Fairer

    Making Manchester Fairer is a five-year action plan initiated by the Manchester City Council aimed at addressing health inequalities and improving fairness in the city. The plan focuses on eight key themes:

    3. Work and employment
    4. Prevention of ill health and preventable death
    5. Homes and housing
    6. Places, transport, and climate change
    7. Tackling systemic and structural racism and discrimination
    8. Communities and power

    This initiative is part of a broader Anti-Poverty Strategy that seeks to produce evidence-based recommendations to tackle poverty and its consequences.

    LEICESTER’S three Park and Ride services are to be run by local company and current bus provider Roberts Travel Group, after it made a successful bid to the city and county councils to take on the full operation of the service.

    Roberts will take over the services, which operate from Birstall, Enderby and Meynell’s Gorse, from August 24 this year. The company will take on the revenue risk for the service and have control over the timetables and fares. The city and county councils will continue to fund the park and ride operation, but will reduce their subsidy by half, from £422,000 a year to £211,000.

    Under the three-year contract to operate, buses must continue to run at least every 15 minutes from Monday to Saturday, from 7am to 7pm.

    Roberts plans to introduce more stops along all three routes, introducing popular locations like Freemans Common, Redhill Circle and Braunstone Leisure Centre.

    Fares will increase for the first time in five years, but will remain lower than other commercial bus operators and city centre parking charges. A day return ticket will cost £4.85 and a group day ticket for up to five people will cost £6. Concessionary fares will be reduced from £1 to become free.

    Cllr Geoff Whittle, Leicester’s asst city mayor for environment and transport said: “After a thorough procurement process I’m pleased that Roberts Travel Group will be taking over the running of these important services.

    “Like all councils we are having to make some very difficult decisions around funding, and this contractual arrangement means we can reduce our subsidy to the park and ride service, while ensuring it continues to operate.

    “I know that the service from Enderby which stops at the Leicester Royal Infirmary is particularly well used by both staff and patients, with no other bus service on offer on that route

    “Roberts will be introducing more stops along all of the routes, and there are plans to better link in with our Hop! Service and the Hospital Hopper in the future, which will bring strong benefits to city residents.”

    The new timetables and fare changes will be introduced from 26 August this year.

    Alex Niemczyk, Managing Director of Roberts Travel Group said: “We are proud to have been awarded the contract to operate Leicester’s Park and Ride services.

  • MIL-OSI Submissions: The 28 Days Later franchise redefined zombie films. But the undead have an old, rich and varied history

    The history of the dead – or, more precisely, the history of the living’s fascination with the dead – is an intriguing one.

    As a researcher of the supernatural, I’m often pulled aside at conferences or at the school gate, and told in furtive whispers about people’s encounters with the dead.

    The dead haunt our imagination in a number of different forms, whether as “cold spots”, or the walking dead popularised in zombie franchises such as 28 Days Later.

    The franchise’s latest release, 28 Years Later, brings back the Hollywood zombie in all its glory – but these archetypal creatures have a much wider and varied history.

    Zombis, revenants and the returning dead

    A zombie is typically a reanimated corpse: a category of the returning dead. Scholars refer to them as “revenants”, and continue to argue over their exact characteristics.

    In the Haitian Vodou religion, the zombi is not the same as the Hollywood zombie. Instead, zombi are people who, as a religious punishment, are drugged, buried alive, then dug out and forced into slavery.

    The Hollywood zombie, however, draws more from medieval European stories about the returning dead than from Vodou.

    A perfect setting for a ‘zombie’ film

    In 28 Years Later, the latest entry in Danny Boyle’s blockbuster horror franchise, the monsters technically aren’t zombies because they aren’t dead. Instead, they are infected by a “rage virus”, accidentally released by a group of animal rights activists in the beginning of the first film.

    This third film focuses on events almost three decades after the first film. The British Isles is quarantined, and the young protagonist Spike (Alfie Williams) and his family live in a village on Lindisfarne Island. This island, one of the most important sites in early medieval British Christianity, is isolated and protected by a tidal causeway that links it to the mainland.

    The film leans heavily on how we imagine the medieval world, with scenes showing silhouetted fletchers at work making arrows, children training with bows, towering ossuaries and various memento mori. There’s also footage from earlier depictions of medieval warfare. And at one point, the characters seek sanctuary in the ruins of Fountains Abbey, in Yorkshire, which was built in 1132.

    The medieval locations and imagery of 28 Years Later evoke the long history of revenants, and the returned dead who once roved medieval England.

    Early accounts of the medieval dead

    In the medieval world, or at least the parts that wrote in Latin, the returning dead were usually called spiritus (“spirit”), but they weren’t limited to the non-corporeal like today’s ghosts are.

    Medieval Latin Christians from as early as the 3rd century saw the dead as part of a parallel society that mirrored the world of the living, where each group relied on the other to aid them through the afterlife.

    While some medieval ghosts would warn the living about what awaited sinners in the afterlife, or lead their relatives to treasure, or prophesise the future, some also returned to terrorise the living.

    And like the “zombies” affected by the rage virus in 28 Years Later, these revenants could go into a frenzy in the presence of the living.

    Thietmar, the Prince-Bishop of Merseburg, Germany, wrote the Chronicon Thietmari (Thietmar’s Chronicle) between 1012 and 1018, and included a number of ghost stories that featured revenants.

    Although not all of them framed the dead as terrifying, they certainly didn’t paint them as friendly, either. In one story, a congregation of the dead at a church set the priest upon the altar, before burning him to ashes – intended to be read as a mirror of pagan sacrifice.

    These dead were physical beings, capable of seizing a man and sacrificing him in his own church.

    A threat to be dealt with

    The English monastic historian William of Newburgh (1136–98) wrote revenants were so common in his day that recording them all would be exhausting. According to him, the returned dead were frequently seen in 12th century England.

    So, instead of providing a exhausting list, he offered some choice examples which, like most medieval ghost stories, had a good Christian moral attached to them.

    William’s revenants mostly killed the people of the towns they lived, returning to the grave between their escapades. But the medieval English had a method for dealing with these monsters; they dug them up, tore out the heart and then burned the body.

    Other revenants were dealt with less harshly, William explained. In one case, all it took was the Bishop of Lincoln writing a letter of absolution to stop a dead man returning to his widow’s bed.

    These medieval dead were also thought to spread disease – much like those infected with the rage virus – and were capable of physically killing someone.

    The undead, further north

    In medieval Scandinavia and Iceland, the undead draugr were extremely strong, hideous to look at and stunk of decomposition. Some were immune to human weapons and often killed animals near their tombs before building up to kill humans. Like their English counterparts, they also spread disease.

    But according to the Eyrbyggja saga, an anonymous 13th or 14th century text written in Iceland, all it took was a type of community court and the threat of legal action to drive off these returned dead.

    It’s a method the survivors in 28 Years Later didn’t try.

    The dead live on

    The first-hand zombie stories that were common during the medieval period started to dwindle in the 16th century with the Protestant Reformation, which focused more on individuals’ behaviours and salvation.

    Nonetheless, their influence can still be felt in Catholic ritual practices today, such as in prayers offered for the dead, and the lighting of votive candles.

    We still tell ghost stories, and we still worry about things that go bump in the night. And of course, we continue to explore the undead in all its forms on the big screen.

  • MIL-OSI Submissions: Dinosaur tracks, made 140 million years ago, have been found for the first time in South Africa’s Western Cape

    Dinosaurs have captured people’s imagination ever since their bones and teeth were first scientifically described in 1822 by geologist and palaeontologist Gideon Mantell in England.

    Dinosaur bones have taught us a great deal about these animals from the “age of dinosaurs”, the Mesozoic Era, which stretched from approximately 252 million years ago to 65 million years ago. However, there’s something especially appealing about a different kind of dinosaur fossil: their tracks, which show researchers what the animals were doing while they were alive.

    Ichnology is the study of tracks and traces and, since 2008, the Cape South Coast Ichnology Project has documented more than 370 vertebrate tracksites on South Africa’s southern coast. These sites are from the Pleistocene Epoch, which stretched from approximately 2.6 million years ago to 11,700 years ago, much more recent than the Mesozoic.

    We knew that this coastline contained Mesozoic sedimentary rocks, some of which include non-marine sediments that could potentially preserve dinosaur tracks. We are both familiar with dinosaur tracks from our research in Canada, so we decided to investigate the possibility of tracks in South Africa’s Western Cape.

    We found some – and, once we knew what to look for, it was evident that the tracks were not rare. In a new paper published in the journal Ichnos, we describe our findings in detail, presenting evidence of tracks of sauropods (enormous plant-eating dinosaurs) and possibly ornithopods (another group of large herbivorous dinosaurs).

    The tracks were found in a rugged, remote, breathtakingly spectacular coastal setting. They were made by dinosaurs in a variety of estuarine settings. Some were walking on sandy, inter-tidal channel bars. Others walked on the bottom of tidal channels, their feet sinking down into soft mud forming the bed of the channel. Other vague “squishy” structures were formed by dinosaurs wading, or even wallowing in the muddy fill of abandoned channels.

    These tracks are around 140 million years old, from the very beginning of the Cretaceous period when the African and South American tectonic plates were starting to pull apart. Southern Africa has an extensive record of Mesozoic vertebrate fossils, but that record ends at around 180 million years ago in the Early Jurassic with the eruption of voluminous lava flows. To the best of our knowledge, all the southern African dinosaur tracks known until now are from the Triassic and Jurassic periods, so they pre-date these eruptions.

    That means these tracks are not only the first from the Western Cape. They also appear to be the youngest – that is, the most recent – thus far reported from southern Africa.

    Knowing where to look

    After deciding to hunt for potential dinosaur tracks, we visited a few likely sites on the Cape south coast in 2022, choosing areas with non-marine deposits of the appropriate age, mostly in the eastern coastal portion of the Western Cape. We found a few promising spots on that visit and, in 2023, undertook a dedicated examination.

    Large horizontal bedding surface exposures in this area are very rare. We knew that, if we were to find dinosaur tracks, they would be evident mostly in profile in vertical cliff exposures.

    In the public imagination a dinosaur trackway extends across a level surface and toe impressions are visible. Some may also know that the infill of dinosaur tracks can occur on what are today the ceilings of overhangs or cave roofs. However, there are also distinctive features that allow tracks to be identified in profile. That’s because the animals’ footfalls deformed underlying layers in a distinctive manner.

    The problem is that other mechanisms, such as earthquakes, are capable of generating broadly similar deformation structures.

    The deposits we were examining had probably also been affected by seismic activity. The challenge was for us to differentiate between the two types of deformation.

    The Early Cretaceous rocks that we examined had been studied and reported on decades ago, and the deformation structures had been attributed to origins such as earthquakes rather than living organisms. Since then, however, scientists have developed a better appreciation of what dinosaur tracks look like in profile.

    After careful examination, our conclusion was straightforward: both dinosaur-generated and earthquake-generated types of deformation were present in the Cretaceous rocks.

    Further evidence that we were looking at dinosaur tracks comes from the region’s bone fossil record. Cretaceous bone material has been reported from the region, mostly in the Kirkwood area in the Eastern Cape province. Two dinosaur bones have also been reported from the Knysna area in the Western Cape. One of these, a theropod tooth, was found – and correctly identified – by a 13-year-old boy.

    Clearly, dinosaurs were present in the Western Cape area. That means our discovery of ichnological evidence of their presence is not entirely surprising, but it is still extremely exciting.

    Our team plans to keep exploring deposits of suitable age in the region for evidence of more dinosaur tracks. We also hope that our discovery will inspire a new generation of dinosaur trackers to continue the quest and keep exploring.

    Three groups to be proscribed

    Palestine Action, Maniacs Murder Cult and Russian Imperial Movement set to be banned following advice from cross-government experts.

    Three dangerous, terrorist groups will be banned under plans announced by the Home Secretary today.

    A draft proscription order has been laid in Parliament which will proscribe Palestine Action (PA), as well as two further groups: the Maniacs Murder Cult (MMC) and the Russian Imperial Movement (RIM).  

    This will make it a criminal offence to be a member of one of these groups or to invite or recklessly express support for them.

    Parliament will now consider and debate the draft Order and if passed, the Order will make it an offence punishable by up to 14 years in prison to belong to or support the groups.

    Proscription is ideologically neutral. By deciding to proscribe these three organisations, the government is demonstrating its zero tolerance approach to terrorism, regardless of its form or underlying ideology. National security is the government’s first priority and it will not shy away from this responsibility.   

    As previously put to Parliament by the Home Secretary on 23rd June, her intention to proscribe Palestine Action after following its orchestration and enaction of aggressive and intimidatory attacks against businesses, institutions and the public, which has crossed the thresholds established in the Terrorism Act 2000. 

    Home Secretary Yvette Cooper said:    

    National security is the first duty of any government, we will always take the action needed to protect our democracy and national security against different threats. 

    Maniacs Murder Cult, Palestine Action and the Russian Imperial Movement have each passed the threshold for proscription based on clear national security evidence and assessments. 

    The right to protest and the right to free speech are the cornerstone of our democracy and there are countless campaign groups that freely exercise those rights.  Violence and serious criminal damage has no place in legitimate protests.

    These include attacks at Thales in Glasgow in 2022; and last year at Instro Precision in Kent and Elbit Systems UK in Bristol. The attack on the Thales defence factory in Glasgow, caused over £1 million worth of damage to parts essential for submarines. Staff fled for safety as pyrotechnics and smoke bombs were thrown in evacuation areas.  

    Such acts do not represent legitimate acts of protest and the level of seriousness of Palestine Action’s activity has met the test for proscription under the Terrorism Act 2000.   

    MMC is a white supremacist, neo-Nazi organisation that is transnational and predominantly online. It aims to encourage individuals to engage in acts of violence against those it perceives as “anti-social”, to further its causes.   

    MMC leaders and members have claimed a number of violent attacks globally. MMC supplies instructional material which provides information that can be used by an aspiring attacker to increase their capability or motivation to conduct a terrorist attack posing a threat to the UK.   

    Proscription will help deter individuals from engaging with MMC’s violent and misanthropic content. Further supporting social media platforms to remove MMC content and the Police in their efforts to respond to individuals found in possession of such material.    

    RIM is a white supremacist, ethno-nationalist organisation which seeks to create a new Russian Imperial State. Via its paramilitary unit, the Russian Imperial Legion, RIM has fought alongside Russian forces in Putin’s illegal invasion of Ukraine, directly advancing its own ideological causes.   

    RIM manages a paramilitary training programme called Partizan, which increases the capability of attendees to conduct terrorist attacks. In 2016, two Swedish nationals attended Partizan before committing a series of bombings in Gothemburg, Sweden.   

    Proscribing RIM will continue the steadfast support of Ukraine in its resistance to Russian aggression and demonstrate the UK’s commitment to countering future threats from Extreme Right-Wing Terrorists.    

    Should Parliament vote to proscribe, the right to peaceful protest will remain protected. As will the ability to defend the rights of the Palestinian people and to oppose actions of the Israeli government. The government has carefully considered the nature and scale of Palestine Action’s activities to ensure legitimate protest is not affected.  

    The proscription orders will be debated in Parliament during this week. If approved, the orders will come into over the weekend.

    This will mean that a total of 84 organisations are proscribed by the UK.

    London building contractor banned as company director and ordered to repay Covid loan funds with interest

    Director disqualification and compensation order for Bounce Back loan abuse

    • Building contractor Tahir Haq overstated his company Integral Maintenance Team Ltd’s turnover by almost £200,000 to obtain a £50,000 Bounce Back loan when it was only entitled to just over £3,000
    • He then failed to provide evidence that all of the funds were used for the economic benefit of his business
    • The High Court banned Haq as a company director for 11 years and ordered him to repay all the money he was not entitled to, plus interest and costs

    A West London building contractor who overstated his company’s turnover by almost £200,000 to secure a maximum-value Covid Bounce Back loan has been banned as a director and ordered to repay the money he was not entitled to.

    Tahir Haq obtained a £50,000 Bounce Back loan for building completion and freight transport company Integral Maintenance Team Ltd, in late 2020.

    However, his company was only entitled to little more than £3,000 under the scheme.

    The 46-year-old, of Norman Avenue, Southall, provided no evidence that some of the funds he received were used for the economic benefit of his business, including cash withdrawals and money which was paid to a housing scheme in Pakistan. Haq supplied no documents which demonstrated that the housing scheme was connected to his company.

    Haq was disqualified as a company director for 11 years at a hearing of the High Court in London on Tuesday 10 June.

    He was also ordered to pay compensation of £46,778, as well as interest on the loan totalling £4,078, and additional costs of £8,107.

    His ban started on Tuesday 1 July.

    Kevin Read, Chief Investigator at the Insolvency Service, said:

    Tahir Haq overstated his company’s turnover by almost £200,000 to secure the maximum Bounce Back loan available.

    Our investigation revealed he used some of this money for personal purposes, including payments to a housing scheme in Pakistan.

    The 11-year disqualification and requirement to repay all the money he was never entitled to demonstrates our commitment to holding directors financially accountable when they misuse Covid support schemes.

    Haq was the sole director of Integral Maintenance Team Ltd, which was set up in July 2018.

    The company’s trading was described on Companies House as ‘other building completion and finishing’ and ‘freight transport by road’.

    Haq secured the £50,000 Bounce Back loan for Integral Maintenance Team Ltd in December 2020, claiming the company’s turnover was £212,800.

    However, receipts into the company bank account for 2019 were only £12,888, meaning he obtained £46,778 more than he should have.

    Haq also failed to explain how at least £34,777 of the Bounce Back loan funds were used to benefit his company. The remaining funds were found to have been used for his business.

    Liquidators were appointed for Integral Maintenance Team Ltd in November 2021.

    The disqualification order prevents Haq from being involved in the promotion, formation or management of a company, without the permission of the court.

    Responsibility for 8.5km of frontage returns to Environment Agency after 25 years with a plan to better protect 3,000 properties – eventually rising to 18,000.

    The 8.5km frontage of Pevensey Bay is back under Environment Agency management

    A crucial new coastal defence scheme that will protect thousands of homes and businesses from flooding has been launched at Pevensey Bay beach. 

    The Environment Agency met community representatives on Friday 27 June to launch the short-term Pevensey coastal defence phase of the broader Pevensey Bay to Eastbourne Coastal Management scheme. 

    The short-term project will manage the 8.5km Pevensey Bay frontage for the next two years, with contractor VolkerStevin leading operational beach activities under the oversight of new beach managers Paul Levitt and Amber Carr.  

    Protection for 3,000 properties, rising to 18,000 in the future

    Managing the beach will involve moving thousands of tonnes of shingle along the Sussex shore to reduce flood risk

    The initiative will protect over 3,000 homes and businesses from flooding during this period, while the broader scheme aims to safeguard up to 18,000 properties over the next century. 

    The event marks a significant milestone as operational responsibility returns to the Environment Agency after 25 years of management under a Public-Private Partnership arrangement. 

    Attendees met the project team, saw beach machinery, and joined a guided beach walk to learn about coastal defence operations. 

    Community views are wanted to shape the coast’s long-term strategy

    The new beach managers spoke about the coastal management plans, upcoming beach works and asked residents for their feedback on the Pevensey Bay Community longer-term strategy. This feedback, along with Eastbourne Borough Council’s Seafront Strategy Survey, will help shape a 100-year coastal management plan starting from 2037.

    Pevensey Bay is a ‘vital’ line of defence

    Paul Levitt, beach manager of Pevensey Bay, said: 

    I feel privileged to be offered this important role where I am entrusted to manage the beach to protect your homes and businesses from coastal flooding. 

    I will ensure regular updates on beach management activities are continued to residents, especially those that live along the beach frontage who are directly affected by our operations.

    The short, medium and long-term phases

    The Environment Agency’s work involves importing sediment and moving thousands of tonnes of shingle by dumper trucks along the Sussex shore to protect the community from flooding risk.

    The short-term project is the first phase of a comprehensive coastal management strategy: 

    • Short-term (2025-2027): Management of 8.5km of Pevensey Bay frontage
    • Medium-term (2027–2037): Combining the 15km Eastbourne and Pevensey Bay coastal frontage under one phase, including upgrades to existing groynes
    • Long-term Strategy (2037 onwards): Development of sustainable approaches to address projected sea level rises of over a metre by the end of the century

    The broader scheme covers 15km of varied coastline featuring chalk cliffs, shingle beaches, long promenades, heritage sites and a large marina, making it one of the most important projects in the country for reducing flood risk. 

    Background

    • Between 2000 and 2025 this 8.5km of beach in Pevensey Bay, East Sussex, was managed by Pevensey Coastal Defence Limited (PCDL) under a Public Private Partnership (PPP) arrangement.
    • The initiative is being delivered by the Environment Agency in partnership with Eastbourne Borough Council, East Sussex County Council, Rother District Council, and Wealden District Council.
    • Regular monitoring and surveys of the beach will continue throughout the project to track shingle volumes and movement.
    • The beach will remain open to the public throughout the works, though visitors should follow safety guidance around working machinery.

    NATS technical failure of August 2023: CAA progress report on review recommendations

    Publication of CAA report on its progress to address recommendations made by an independent review into NATS technical failure of August 2023.

    The Civil Aviation Authority (CAA) has today (1 July 2025) published a report on the progress made in relation to the 34 recommendations which were made in the independent review’s final report into the NATS technical IT failure of August 2023.

    I would like to express my gratitude to the CAA, NATS, airlines and airports for the progress they have made in responding to the recommendations which were made by the independent panel. Today’s report confirms the positive approach which has been made in responding to the recommendations by all stakeholders.

    NATS has delivered its recommendations with many of these already having been confirmed as completed by the CAA. The CAA expects to have completed validation of all recommendations made to NATS during the summer. Airlines and airports have committed to reviewing their practices for communicating and assisting their passengers during periods of disruption. The CAA are reviewing these plans and will monitor compliance through an extended compliance programme, along with establishing an industry code of conduct. The CAA will continue to hold airlines/airports to account for how they meet their obligations to consumers.

    The CAA is making good progress in responding to its recommendations. In particular it has focused its efforts in response to the panel’s recommendations relating to the expansion of its work on improving industry compliance and the rights of aviation consumers. The CAA will commence a programme of work related to the next price control review period for NATS (NR28) which will directly address a number of the recommendations which were made by the panel.

    My department remains steadfast in our commitment to delivering on the recommendations which the panel has made for government, and we will make the required legislative reforms on which this is dependent when parliamentary time allows, to ensure air passengers have the highest level of protection possible.

    The CAA will provide a further report on progress with the recommendations towards the end of the year. The expectation is that most of the recommendations made by the panel will have been validated and completed by the end of 2026.

    Local people in Plymouth are being invited to help shape the future of their city, as part of the Council’s work to develop a proposal for local government reorganisation.  

    Local government across the country is under immense financial pressure and the government has announced that it wishes to move to a system of unitary councils by removing the two-tier current county/district model that exists in Devon. There is no magic money tree. Without bold reform, councils will struggle to sustain the services people rely on. That’s why Plymouth is taking action — not just to survive, but to thrive. 

    Local government reorganisation is about more than redrawing boundaries. It’s about securing the future of Plymouth. It’s about building a Plymouth where our children can afford to live, where jobs are plentiful, where neighbourhoods are vibrant, and where services are modern, accessible, and resilient so it can respond to the challenges of the future. 

    Our proposal for a modest boundary extension to embrace the 13 closest parishes to the city offers a unique opportunity to combine the best of both worlds — we want to create a vibrant city set within a beautiful rural environment of thriving towns and communities, with the highest quality of services delivered across the whole area. 

    Over the past few weeks, Plymouth City Council has been listening to communities in the South Hams. Now, it’s time for residents within the city to have their say. Five engagement events will take place across Plymouth in the coming weeks, alongside an online survey open to all.

    Start-ups secure CivTech 10 contracts to drive innovation.

    Thirteen companies will start preparing their products and solutions to public sector challenges for market following the conclusion of this year’s Scottish Government’s CivTech programme.

    Having delivered successful pitches at the end of the year-long programme, the companies have now entered the pre-commercialisation stage. They have the opportunity to access up to £7 million in funding to further develop their products and solutions for the public sector, which range from reducing teacher workload to improving firefighter safety.

    Since the programme began in 2016, around 100 businesses have progressed through CivTech, with just over £25 million of public sector funding leveraging a further £125 million of private funding.

    Many are already driving enhancements across the public sector. CivTech 4 participant Tape4Trees has delivered a revolutionary tree germination and planting system which is saving Forestry and Land Scotland millions of pounds a year while CivTech 9 business Netcompany is developing an innovative digital communication channel which, when fully operational, could save the public sector an estimated £100 million per year.

    More start-ups than ever before applied to take part in CivTech 10, which invited business solutions to 12 public sector challenges. Two specific challenges aimed at harnessing Artificial Intelligence (AI) were included for the first time.

    Business Minister Richard Lochhead said:

    “I want Scotland to be a global digital technology leader. Properly harnessed, we have an opportunity to unlock unprecedented benefits that will have a profound, positive impact on our society and our economy.

    “CivTech is recognised internationally as the world’s first successful public sector-focused innovation Accelerator, and as a leader in the rapidly expanding GovTech sector – set to be a trillion-dollar worldwide market.

    “Through CivTech we are not only driving economic growth and stimulating the high-growth start-up community, but unlocking solutions that are already delivering benefits and millions of pounds of savings across Scotland’s public sector.

    One of the companies to have secured CivTech funding to commercialise its product is Musselburgh-based BobbAI, which is developing an AI-powered assistant to help entrepreneurs and business founders.

    BobbAI Co-founder Bayile Adeoti said:

    “Taking part in the CivTech Accelerator has been an incredible experience—one that truly pushed me to think outside the box. The support from facilitators and the structure of the programme itself have been second to none. There’s truly nothing like CivTech anywhere else in the world, and it’s a testament to Scotland’s unique commitment to innovation and inclusive tech development.

    “As someone passionate about inclusive entrepreneurship, being part of CivTech and creating our solution in alignment with Scotland’s ambitions has been an excellent opportunity. With our Challenge through BobbAI, we’re tackling issues that not only impact Scotland but have the potential for global relevance. As a woman in tech, this journey has allowed me to be a voice for the underrepresented and a role model for those still to come. Most importantly, being part of CivTech made me feel like I truly belonged.”

    The Scottish Fire and Rescue Service (SFRS) sponsored two CivTech 10 challenges and will continue to work alongside companies in the next phase of product development. UK company Rowden is developing software to improve real-time risk monitoring of incidents while FireHazResearch has set up in Scotland to take forward its software identifying and measuring firefighter exposure to contaminants.

    Head of Governance, Strategy and Performance at SFRS Richard Whetton said:

    “SFRS have found the CivTech programme hugely beneficial in allowing us to consider and begin to develop innovative solutions for two difficult problems we have been facing. 

    “Both of our challenges are now progressing towards the pre-commercial stage and we are excited to work with our challenge companies to develop minimum viable products intended to enhance firefighter safety and benefit communities of Scotland. 

    “The CivTech programme team have been exceptional in supporting SFRS to achieve these positive outcomes and we look forward to continuing our work on this innovative programme.”

  • MIL-OSI United Kingdom: Future of St Albans Mayoralty and creation of a new parish council would be considered in a community governance review

    The future of the historic St Albans Mayoralty and the creation of a new parish council would be considered in a review of how the District is governed at a local level.

    The Mayoralty dates back to 1553 with its long-standing civic and ceremonial duties protected by statute.

    Since St Albans City and District Council was created in 1974, the office holder has been a District Councillor.

    However, the Mayoralty’s future is now uncertain as the Council will be abolished under Government plans and merged with neighbouring councils to form a new unitary authority by May 2028.

    A proposed community governance review by St Albans Council would explore ways of preserving the Mayoralty and examine whether a new parish council covering a large, unparished section of St Albans should be set up.

    The review was recommended by the Strategy and Resources Committee at its meeting on Thursday 26 June and was previously supported by the City Neighbourhoods Committee.

    Full Council will now decide at its July meeting whether to go ahead with the review.

    Much of St Albans District has a parish or town council which organises community events and looks after assets such as open spaces, play areas and allotments.

    There are nine such councils in the District: Harpenden, Harpenden Rural, Redbourn, Wheathampstead, London Colney, Sandridge, Colney Heath, St Michael and St Stephen.

    However, much of the City is unparished including around 28,000 households in Batchwood, Bernards Heath, Clarence, Cunningham, Hill End, Marshalswick West, Sopwell, St Peters and Verulam wards.

    The review would follow the Government’s decision to reorganise local government at District and County level and create unitary authorities in place of the current two-tier system.

    In Hertfordshire, for example, this is likely to result in between two and four unitary councils, each responsible for most local government functions.

    This will replace the current system of one County Council and ten District/Borough Councils with each tier having different responsibilities.

    Councillor Paul De Kort, St Albans Council Leader and Chair of the Strategy and Resources Committee, said:

    One of the many challenging tasks we are now faced with is the Government’s reorganisation of district and county councils.

    Over the next few years much of our senior officers’ time, focus and resources has to be diverted to dealing with the many complex issues that arise from this. 

    The Government has said little about their plans for parish councils, but they form an important part of our local government system and should not be forgotten.

    This seems the right moment to re-examine our current parish and town council arrangements in detail to see if improvements are necessary. I hope Full Council will accept the recommendation for the community governance review.

    In particular, we want to find out what the options are for continuing with the St Albans Mayoralty.

    We also want to see if there is an appetite for a new parish council among our residents in the unparished area. We need to look at the potential benefits to residents, the cost of creating a new council and its future funding.

    Such a parish council could eventually provide a home, as it were, for the Mayor of St Albans at some point after the District Council is abolished.

    St Albans Council set up the City Neighbourhoods Committee some years ago to cover the unparished area. Its members include both Councillors and local people co-opted onto the Committee from residents’ association committees in the unparished area.

    The City Neighbourhoods Committee (CNC) oversees some community assets and has agreed to use its budget to help pay for the governance review, estimated to cost between £60,000 and £80,000.

    Councillor Robert Donald, CNC Chair, said:

    The City Neighbourhoods Committee unanimously supported the need for a community governance review and its central tasks of looking at the setting up of a new parish council for the unparished area of St Albans and preserving the Mayoralty.

    Setting up a new parish council has been talked about for many years, but this proposition has never progressed as on balance it was regarded as an unnecessary tier of government given the role and location of the District Council.

    Now, however, CNC members realise that St Albans City could lose its Mayor which it has enjoyed since 1553.  

    If we do nothing, residents might also find in 2028 that the City’s community assets, facilities and events are run by a unitary authority, covering a wide geographical area with its HQ located some distance away from St Albans.

    Every other part of our District already has a parish or town council but our City does not have this democratic form of local government.

    In view of this, we must urgently consider setting up a town council to run the City’s facilities and events as well as representing its residents’ needs and acting as the community’s democratic voice in future.

    A community governance review will consider this and look at other governance options.

    The Mayor is elected at St Albans City and District Council’s annual meeting in May and chairs Full Council meetings.

    They also represent the City and the Council at various events, raise funds for charity and support local voluntary groups.

    The office’s civic and ceremonial functions were established in various Royal Charters and Letters Patent.

    A future option could be to create Charter Trustees, comprising Councillors from the new local authority whose wards lie within the historic boundaries of the Mayoralty.  

    They would then take on the role of preserving the City’s civic tradition, either on a permanent or transitional basis.

    Manchester city centre was filled with gratitude and celebration today as hundreds of Mancunians came out to honour the fearless bravery and sacrifice of the UK’s armed forces during a spectacular Armed Forces Day event.

    From the energetic routine of the LA Band’s opening performance to the stirring sounds of the Lancashire Army Artillery Band that travelled throughout St Peter’s Square and beyond, it was a day that called for everyone’s undivided admiration. 

    Crowds were quickly transfixed by the vibrant parade which featured serving personnel, veterans, and cadets marching shoulder to shoulder in a powerful display of unity, respect and tradition.  

    A poignant formal inspection was led by the Lord Mayor of Manchester, Councillor Carmine Grimshaw, alongside other dignitaries. Followed by the Deputy Lieutenant’s heartfelt speech which resonated deeply with the crowd, setting the tone for a day of reflection and honourary celebration. Councillor Tommy Judge and the Deputy Lieutenant of Greater Manchester were just some of the esteemed guests who also paid tribute. 

    Members of the public shared their own touching odes as part of the “Thank You for Your Service” campaign which broadcasted video tributes throughout the day and were even given the chance to contribute their own messages of appreciation, spanning across generations. The special campaign was also a part of marking the 80th anniversaries of Victory in Europe (VE Day) and Victory over Japan (VJ Day).  

    Visitors enjoyed a rich programme of activities, including live music hosted by BBC Radio DJ Michelle Dignan, historic military displays, and interactive stalls from the NHS, Royal British Legion, and Manchester City Council’s Armed Forces Covenant to further support the armed forces community.  

    Councillor Tommy Judge, Leader Member for Armed Forces, said: “Today, Manchester came together not just to remember, but to celebrate the courage, dedication, and resilience of our armed forces community – both past and present. The turnout was incredible, and the atmosphere was one of heartfelt gratitude and community pride.”

    Over 300 teachers, headteachers, governors, and education professionals from across Derby came together at Pride Park Stadium on 26 June for the Because School Means More Inclusion Conference—a powerful and inspiring day dedicated to celebrating and advocating for inclusive education.

    Hosted by The Inclusion Partnership, the event brought Derby city schools into the spotlight, showcasing what inclusion looks like when it is embedded, and the positive impact that it is having. 

    The event featured a standout keynote address from Richard Gerver, acclaimed speaker and former headteacher, who used the power of story to challenge delegates to be brave and build a more inclusive culture.  

    Throughout the day, participants engaged in live podcast interviews, attended interactive workshops, and explored a vibrant inclusion marketplace featuring resources, tools and local support networks.

    Major highlights were the launch of the Because School Means More podcast and the unveiling of the Inclusion Partnership’s 5-Year Inclusion Movement Strategy. Recorded with the help of education experts and leaders, the new podcast is set to tackle topics ranging from emotionally based school non-attendance, to inclusive play and relational approaches, underscoring the important theme of inclusion.

    This complements the objectives of the Inclusion Movement Strategy, which sets out a bold roadmap for inclusive practice across Derby schools.

     Jo Wilkinson, Inclusion Partnership Manager, said:

    This is a cornerstone event for us each year. We are really excited by the momentum it’s gained, and the impact created. This year we had even more delegates in a packed room, showing their commitment to inclusive practice.

    We saw schools, services and organisations come together to commit to inclusion not as an add-on, but as a foundation for everything they do.

    The atmosphere was lifted by a powerful performance from the Inclusion Choir, made up of pupils from Chellaston Academy, Hardwick Primary, St James Juniors, and St Giles Special School, who moved the audience with their renditions of ‘We Are the Young’ and ‘Stand By Me’.

    Phil Smith, Chair of the Inclusion Strategy Group and Headteacher of Chellaston Academy, was delighted with the enthusiasm and ideas generated during the day:

    To have so many colleagues from the education sector sharing their passion for inclusion can only benefit our young.  Today has been amazing on so many levels, but in particular for schools across our region to share innovative and effective practice, as well as share a desire to become more inclusive.

    In the afternoon, a series of practical workshops gave delegates the opportunity to dig deeper into strategies for inclusive teaching, leadership, and relationship-building in schools.

    The event marked a major step forward for Derby’s growing Inclusion Movement—bringing people together to create schools where every child feels they belong.

    Councillor Paul Hezelgrave, Derby City Council Cabinet Member for Children, Young People and Skills, said of the conference:

    This has been an inspirational and encouraging day of sharing ideas, knowledge and experience in the united aim of creating an inclusive school system.     UK launches Foreign Influence Registration Scheme

    New measures to protect UK from covert foreign influence came into effect on 1 July, strengthening national security, part of the Plan for Change.

    National security will be bolstered as the Foreign Influence Registration Scheme launches today, one of the foundations of the government’s Plan for Change.

    This landmark measure introduces an unprecedented enhanced tier, protecting our economy and society from covert activities by Iran and Russia. It also introduces a new layer of accountability around political influencing activity shedding light on attempts by overseas powers to shape UK democratic processes.  

    As part of the toolkit in the National Security Act 2023, FIRS will provide an unprecedented insight into covert attempts by overseas powers to influence UK democratic processes, help protect our institutions from covert interference and enhance the UK’s ability to understand and respond to threats against its democratic integrity and national security. 

    FIRS is a two-tier scheme: the political tier requires registration of any arrangements to carry out political influence activities in the UK on behalf of a foreign power, including political communications or lobbying senior decision-makers, such as MPs and election candidates.

    A more stringent enhanced tier applies to foreign powers considered to pose a risk to the UK’s safety or interests – the whole of the Russian and Iranian states have been placed under this tier, after being approved by Parliament. This was in response to the serious threats they pose to our interests, and reflects the need to ensure transparency over covert influence activity directed by these states.

    Security Minister, Dan Jarvis, said:  

    We welcome legitimate engagement with all countries, but we will not tolerate covert attempts to manipulate our political system or society. 

    The Foreign Influence Registration Scheme gives us the tools to confront growing threats to our national security, one of the foundations of our Plan for Change, without compromising the openness that defines our democracy. 

    Designating Russia and Iran under the enhanced tier is a vital step in protecting the safety and interests of the UK. This is about creating accountability and visibility so that covert influence operations have nowhere to hide, and ensuring we have the tools to detect and disrupt them.

    These specifications will require the registration of any activities carried out in the UK at the direction of any part of the Russian or Iranian states. This explicitly includes their intelligence services – such as the Iranian Revolutionary Guard Corps, the Ministry of Intelligence and Security (MOIS), the Federal Security Service and the GRU – as well as both countries’ armed forces. 

    Registering under FIRS does not mean that an arrangement is illegitimate, or the activities are undesirable. In addition, it does not mean that the registrant needs to cease, or seek approval for, their activities. However, those who seek to act covertly for foreign powers will now face a choice – register under the scheme or risk prosecution. 

    Registrations under the political tier must be submitted within 28 days of the arrangement being made. For the enhanced tier, registrations must be submitted within 10 days of the arrangement being made and ahead of any activity being undertaken. Failure to register when required is a criminal offence. 

    To ensure the scheme is proportionate, FIRS includes exemptions, including for recognised news publishers, legal professionals acting during legal proceedings or providing legal advice, diplomats and their families, and arrangements involving the UK government. 

    National Security is at the centre of the UK’s domestic and international policy and is the foundation of the government’s Plan for Change. FIRS is a key part of our national security toolkit, and delivers on our ambition to make our country a harder operating environment for hostile actors.  

    It puts the UK at the forefront of international efforts to deter and disrupt covert foreign influence, and its world-leading tiers will address wider threats to our safety – strengthening our ability to identify and respond to activity that threatens our democratic integrity.

    Following the announcement from Stagecoach that their bus services to Nairn’s Lochloy estate will be withdrawn from Monday 7 July, The Highland Council’s In-house Bus team have amended their Nairn Town service timetable to include Lochloy, ensuring residents still have access to a bus service.

    Chair of the Council’s Economy and Infrastructure Committee, Councillor Ken Gowans said: ““I’m delighted that our In-house bus team has been able to react so quickly and positively to the news that Stagecoach are withdrawing their service that connects the Lochloy community with the town centre and Sainsbury’s.

    “When we set up our In-House bus service, we said one of its strengths would be the ability to be flexible and to react to customer demands, so I look forward to seeing our buses providing this extended service in Nairn.”

    Following requests from the community, the revised timetable will also include the Tradespark estate allowing residents a direct service from Nairn Hospital.

    This extended 251 service will run Monday to Friday and will start on Friday 4 July to coincide with the school holidays.  The new route will take passengers to and from Sainsbury’s Nairn to Lochloy, Nairn High Street, Nairn hospital, Tradespark and Achareidh.

  • MIL-OSI United Kingdom: Waste management changes making a difference in Skye and Raasay

    Change and investment in waste management is making a difference in Skye and Raasay.

    Members of Highland Council’s Skye and Raasay Committee heard on Monday (30 June) about the impact of recent changes, which are viewed as essential to achieving a sustainable model of waste/recycling collection.

    The roll-out of new bins to householders began on the 10th of February and was completed on 16th March 2025.

    A report before the committee said an updated figure from all areas in the region showed the service change has achieved a reduction of approximately 7,500 tonnes of non-recycling waste collected from bins at the kerbside and sent for disposal in the last 12 months.

    New twin stream recycling collections have also achieved a significant drop in contamination of the material collected in recycling bins.

    This has resulted in an overall increase of 1000 tonnes in the output of recyclable material after it has been processed at the recycling facilities.

    A range of improvements to the Council’s waste and recycling was supported by £7.1 million from the Scottish Government’s Recycling Improvement Fund.

    Part of the changes include a new Portree waste transfer station, being constructed within the grounds of the current operational waste transfer site.

    It is expected that the facility will be handed over to The Highland Council during mid-July 2025.

    The new facility is being prepared specifically to receive, aggregate and dispatch recyclable materials to contracted processors.

    Plastics, tubs, containers, steel and aluminium cans (circa 415 tonnes per annum) will be sent to Perth; while mixed paper, light card, and cardboard (circa 840 tonnes per annum) will be dispatched to Glasgow.

    The fully enclosed facility will significantly enhance the quality of recyclable materials compared to the current on-site arrangements.

    Chair of the Skye and Raasay Committee, Cllr John Finlayson, said: “The objectives, ultimately, are to improve both the quantity and quality of recycling within our area, so it is pleasing to see progress made in this regard.”

    At Monday’s meeting of Highland Council’s Isle of Skye and Raasay committee councillors were updated on the area capital roads programme for 2024-25 and works planned for the remainder of the financial year.

    The total capital and strategic allocation for 2024-25 for Skye and Raasay was £3,001,638.

    Surface dressing and overlay schemes have been completed at 49 different locations in the ward.

    In 2025-26 further surface dressing works have been planned at Borve, Bernisdale, Suledale and at Fairy Bridge while overlay/inlay works will be taking place at several locations around Trotternish as well as in Portree and Glendale.

    Chair of the Skye and Raasay Committee, Cllr John Finlayson, said: “We are pleased to see so much work being completed and planned as part of the agreed maintenance programme, across so many locations.

    “While everyone appreciates the many challenges being faced across our many roads, credit must go to the local roads’ teams for all their efforts as we continue to strive to improve local infrastructure for Skye and Raasay using the resources available to us.”

    Councillor Ken Gowans, Chair of The Highland Council’s Economy and Infrastructure Committee has been elected as Vice Chair of the North Sea Commission Transport Thematic Group. The appointment was made during the NSC’s Executive Committee held last week in Oldenburg, Germany.

    The North Sea Commission is one of the six geographical commissions of the Conference of Peripheral Maritime Regions (CPMR) and its mission is to strengthen partnerships between regional authorities which face the challenges and opportunities presented by the North Sea.

    It serves as a platform for cooperation, information-sharing and lobbying between regional authorities across the North Sea Region, member come from the UK, EU and Scandinavia.

    The Commission is comprised of four thematic working groups, with each of these groups supported by an advisor and led by three politicians from around the North Sea region. 

    Councillor Ken Gowans said: “It is an honour to take on the role of Vice Chair of the Transport Group and I very much welcome this opportunity to ensure that Highland and Scotland are well represented so we can work together with transport partners in the North Sea region to improve our connectivity, for business trade and personal travel. The work of the Transport group will link to the other thematic areas.”

  • MIL-OSI United Kingdom: Birmingham Targets Dangerous E-Bikes in Major Multi-Agency Crackdown

    Birmingham City Council and partners have carried out a major enforcement operation targeting illegally modified e-bikes in Birmingham city centre.

    This is part of ongoing efforts to keep the area safe for all who live, work, and visit.

    Last week, 16 e-bikes were seized during a pre-planned multi-agency operation. Riders were issued with fines after officers discovered the bikes had been illegally upgraded to reach speeds of up to 40mph — far beyond the legal limits for electrically assisted pedal cycles (EAPCs). All seized bikes will now be crushed.

    The operation is part of a wider response to increasing reports from residents, visitors, businesses, and professionals who live, work, and travel through the city centre. Complaints have included dangerous and inconsiderate riding, near misses with pedestrians, and collisions that have caused alarm and distress — particularly for vulnerable road users.

    The action was carried out in partnership with the Birmingham Community Safety Partnership and West Midlands Police – including officers from Operation Fearless, the Road Harm Prevention Team, and Safer Travel – alongside British Transport Police, Immigration Enforcement, Paradise Security, and the Central and Colmore Business Improvement Districts.

    Plain clothes and uniformed officers worked together to stop and inspect riders, checking the legality of their bikes and verifying rider status where appropriate. Immigration checks led to three arrests for immigration offences.

    This is the latest in a series of planned operations focused on improving public safety and tackling the growing concerns from businesses, residents, and vulnerable groups around the dangerous and antisocial use of high-powered e-bikes.

    Councillor Jamie Tennant, Cabinet Member for Social Justice, Community Safety and Equalities, said:

    “Operation Frislen is the outcome of continuing work between Birmingham City Council and West Midlands Police about safety concerns around the use of e-bikes and other propelled transport in highly pedestrianised areas. 

    “We hope our recent collective intervention will not only take dangerous, untaxed and uninsured e-bikes off the street, but also provide valuable insight into the scale of the problem. This will enable all partners to identify further activities and actions that will reduce risks to the public.”

    Inspector Scott Taylor from West Midlands Police added: “Dangerous e-bike use has become a major problem in the city centre – partners, businesses and pedestrians are telling us they feel it’s only a matter of time before someone is killed or seriously injured.

    “We’ve been working alongside city centre businesses, including takeaways, delivery companies, the Central Business Improvement District and the city council in recent weeks.

    “We’ve been out educating riders on the law and the impact dangerous riding is having on the city centre, and tonight’s operation has seen us step it up a gear and take firm action against those flouting the rules.

    “We’d urge anyone who rides an e-bike for work or pleasure in the city centre to make sure they their bike is legal.

    “We’ll be taking more action over the coming weeks, so anyone who ignores the law may well find their bike is seized and they are issued with a fine or are given a court date.”

    This operation is part of Birmingham’s wider commitment to making the city centre cleaner, safer, and more accessible to all. Further days of action are planned in the weeks ahead.

    E-bikes and the law
    To legally ride an e-bike (known as an EAPC – Electrically Assisted Pedal Cycle), it must:

    • Have pedals that can be used to propel it,
    • Use an electric motor with a maximum power output of 250 watts,
    • Not assist when travelling more than 15.5mph.

    If an e-bike is modified beyond these limits, it is classed as a motor vehicle. That means it must be registered, taxed, insured, and the rider must have a valid licence. It also cannot be used on cycle paths or public roads unless compliant.

    Marcos Leonardo struck a dramatic extra-time winner as Al Hilal reached the FIFA Club World Cup quarterfinals with a 4-3 win over Manchester City on Monday.

    City led early through Bernardo Silva before the Saudi Arabian side responded with goals from Leonardo and Malcom at Camping World Stadium.

    Erling Haaland brought City level in a frenetic second half, and the sides traded further goals in extra time through Kalidou Koulibaly and substitute Phil Foden.

    The result means Al Hilal will meet Brazil’s Fluminense at the same venue on Friday for a place in the last four, while Manchester City bows out after having progressed from the group stage with a perfect record.

    Silva put the Premier League club ahead in the ninth minute when he tapped in from close range, having pounced on a loose ball after Renan Lodi’s clearance ricocheted off Ilkay Gundogan.

    Yassine Bounou then made a series of saves to deny City a second goal.

    The Morocco international kept out dangerous attempts from Savinho and Ilkay Gundogan before blocking a powerful effort from Silva.

    The four-time Asian Champions League winners lacked fluency with the ball early, and on the rare occasion they ventured into the box, City’s defence was able to quickly defuse the danger.

    Al Hilal’s best chance of the opening half came when Brazilian forward Marcos Leonardo headed over after Mohamed Kanno’s cross from the right.

    Al Hilal emerged from the break with newfound purpose. Leonardo put his side on level terms less than two minutes after the restart when he nodded in after City failed to deal with Joao Cancelo’s cross and the ball fell kindly for the former Benfica player.

    Malcom was causing problems for Manchester City’s defense and the former Barcelona winger released Cancelo with a marauding run down the right wing – only for the ex-City full-back to blast over from a tight angle.

    Malcom then broke free following a City corner, running almost half the length of the pitch before calmly slotting a low shot into the far corner to give his side the lead.

    The hectic pace continued, with City drawing level three minutes later through Haaland. The Norway international bundled home from inside the six-yard box after Al Hilal allowed the ball to spill loose from a corner.

    Al Hilal was dealt a major blow shortly after as Malcom was forced off with an injury, robbing the team of its most effective attacking outlet on the night.

    Undaunted, the Riyadh-based club continued to push forward in search of a third goal. Kanno had the chance to restore his team’s advantage in the 79th minute but failed to make clean contact with a header with only the goalkeeper to beat.

    Haaland was denied a late winner when his goal-bound effort was cleared off the line by Ali Lajami as the game was forced into extra time.

    Al Hilal made the breakthrough soon after as Koulibaly rose highest following Ruben Neves’ corner to send a superb header past Ederson.

    City equalized again 10 minutes later as Foden, a 104th-minute substitute for Rodri, latched onto Rayan Cherki’s diagonal pass with a lunging volley at the far post.

    But Al Hilal refused to yield and Leonardo prodded home the winning goal from point-blank range after Ederson had acrobatically palmed away Sergej Milinkovic-Savic’s header.

    Amnesty launched as part of mission to halve knife crime

    Young people across the country are being urged to surrender bladed weapons including ninja swords to help prevent further loss of young lives to knife crime.

    With the support of Word 4 Weapons and FazAmnesty, young people will be able to anonymously hand in any weapons to surrender bins or a purpose-built and fully secure van, across London, Greater Manchester and West Midlands – the 3 highest areas for knife crime in England.

    Part of the government’s most ambitious surrender scheme yet and Plan for Change, the 37 new amnesty bins and the locations of the mobile surrender van will be strategically placed in these high-risk areas throughout July, in partnership with local councils, to provide young people with an accessible, alternative way to hand in weapons without needing to go to a police station.  

    Throughout the month the government’s Coalition to Tackle Knife Crime and other grassroots organisations will be using their platform as trusted voices in communities to encourage young people to hand in their weapons via these routes, while signposting them to local support services.

    From 1 August 2025, deadly ninja swords will be banned in full – illegal to possess in public or private – and so, in addition to the surrender arrangements across the 3 hotspot areas, people will also be able to hand in ninja swords to designated police stations across the country.  

    Policing Minister Dame Diana Johnson said: 

    The launch of today’s scheme is a result of months of collaborative working with the Coalition to Tackle Knife Crime and I’m optimistic about what we can achieve together over the next month and then the years to come as part of our Plan for Change. 

    I am incredibly grateful to Pooja Kanda, Sandra Campbell and Faron Paul whose work to tackle knife crime is making a real difference to young peoples’ lives. 

    This scheme is just one part of addressing knife crime. We will not stop listening to those who are directly working with those impacted by this crime.

    The scheme has been designed to provide people with a range of ways to hand in weapons outside of police stations. Word 4 Weapons and FazAmnesty, both members of the government’s Coalition to Tackle Knife Crime, have a proven track record in supporting young people to surrender dangerous weapons and directing them towards local support.  

    Faron Paul, Founder of FazAmnesty said:

    I’m proud to support the extended surrender scheme and the launch of the mobile amnesty van which gives people a safe and easy way to hand in weapons, knives and other dangerous items. By taking this service directly into communities, I hope we can reach more individuals, encourage positive decisions and help reduce the number of harmful items on our streets.

    This initiative is an important step towards preventing violence, building trust and supporting our ongoing efforts to create safer, stronger communities for everyone.

    The ninja sword surrender and compensation scheme will also be running in tandem throughout July in police stations across England and Wales. The ban on ninja swords is a result of the tireless campaigning of the Kanda family, who tragically lost their son Ronan in 2022 when he was killed with one of these deadly weapons. The ban on ninja swords is part of Ronan’s Law which was introduced to Parliament this year and includes measures to stop the illegal sale of knives online. Ronan’s Law will be included in the Crime and Policing Bill.  

    Members of the public wishing to surrender a ninja sword in exchange for compensation should take them to their local police station. Ninja swords can also be surrendered in any available surrender bin however this will not result in any compensation. Full details about how to claim compensation for ninja swords can be found on GOV.UK or via local police.  

    Pooja Kanda, knife crime campaigner and mother to Ronan said: 

    It has been 3 years since Ronan’s life was tragically taken as a result of the wounds inflicted by a ninja sword. Since then, we have relentlessly campaigned for ninja swords to be taken off the streets as they have no place in society.

    The government has now introduced a much needed ban on ninja swords, and we encourage those in possession to surrender them to make the community a safer place where children can walk home without fear.

    The portrait of a University philanthropist and enslaver will be used to prompt discussion and debate on how we respond to contested artefacts and their legacies.
    ‘Framing the past, imagining the future’ will be held at the University of Aberdeen on July 3 as part of the institution’s work to address its historical links to transatlantic slavery – with the wider community invited to join the conversation.
    Gilbert Ramsay (1658-1728) was a graduate of Marischal College who left a substantial bequest to his alma mater as well as to the Aberdeenshire village of Birse, where he grew up, to build a parish school and establish a poor fund.
    But his fortune was built on human suffering as Ramsay, who served at churches in Antigua and Barbados, amassed his fortune through slaveholding and the sale of enslaved people.
    The source of Ramsay’s wealth was revealed earlier this year in The University of Aberdeen and the Legacies of Slavery report, researched and written by Aberdeen historian Dr Richard Anderson.
    Ramsay’s portrait hangs above a fireplace in a classroom in the University’s College Bounds building, accompanied by a short interpretation panel which outlines his life and his links with slavery.
    It will be used as a conversation starter for the event organised by organised by Dr Catriona McAra for the School of Divinity, History, Philosophy and Art History and University Collections.
    Professor Beth Lord, Head of the School of Divinity, History, Philosophy and Art History, said: “Ramsay is a significant figure in the School’s history as he donated funds that supported our longest-established subjects, Divinity and Philosophy. Now that we know about Ramsay’s connection to transatlantic slavery, we are faced with the question of what to do with the portrait that hangs in our main building – and how, more broadly, we should respond to the material legacies of slavery in our academic subjects.
