    Following the lack of meaningful reforms and constraints to the Insurrection Act and the Posse Comitatus Act, Rep. Sara Jacobs voted against the FY 2026 National Defense Authorization Act (NDAA) in the House Armed Services Committee.

    Rep. Sara Jacobs said: “Like so many Americans, I’m horrified and disturbed by President Trump’s abuse of the military to silence dissent, intimidate immigrant communities, and assist in domestic law enforcement. The military-civilian divide is a bedrock of our democracy, intended to protect civil rights and liberties and prevent the emergence of an authoritarian police state. In Los Angeles, we’ve already seen the military – at President Trump’s urging – use excessive force, commit questionable detentions, wield intimidation tactics, and violate people’s legal rights. This is only a glimpse of what could happen nationwide if President Trump invokes the Insurrection Act and turns U.S. troops on civilians. And our service members deserve better than to be used as political pawns in President Trump’s authoritarian games. 

    “The warning signs are here, and the American people are demanding that Congress do something. Unfortunately, my Republican colleagues on the House Armed Services Committee abdicated their responsibility to the Constitution and their constituents to rein in the Insurrection Act and the Posse Comitatus Act. It’s wildly disappointing but sadly unsurprising that they would rather stay in President Trump’s good graces than stop the democratic backsliding that’s happening right before our eyes. While I’m proud of the provisions I secured to expand military access to child care, housing, and fertility services and ensure transparency and accountability of the Pentagon’s use of AI, I can’t in good conscience support a bill that fails to put guardrails on the use of our military in such unprecedented times.”

    Rep. Sara Jacobs secured the following provisions in the FY26 NDAA:

    Improving Military Child Care

    • Extends the “Child Care in Your Home” (CCYH) pilot program that provides financial assistance to eligible military families, especially those with non-traditional work hours, large families, or children with special needs, for in-home child care.
    • Urges the Secretary of Defense to create a grant program to cover up to 75% of the cost for eligible civilian child care providers to expand their infant and toddler child care capacity 
    • Establishes a pilot program to raise the military fee assistance provider cap for children 24 months or younger by 30% near installations that face high child care costs

    Improving Access to Affordable Military Housing

    • Studies how the Basic Allowance for Housing can properly represent densely populated, expensive cities and rural communities
    • Excludes the Basic Allowance for Housing (BAH) from the calculation of gross household income of an eligible member of the Armed Forces, so it doesn’t hurt their access to the Basic Needs Allowance
    • Requires Privatized Military Housing landlords to report on their insurance policies, including their costs, and the amount of money made through remedial payments to landlords.

    Strengthening Access to Fertility Services 

    • Establishes TRICARE coverage of assisted reproductive technology, including IVF, for all active duty service members and their dependents and creates parity between service member and Member of Congress fertility services

    Helping Military Families Make Ends Meet

    • Increases the Family Separation Allowance to a mandatory $400 to reflect the rising cost of living and burdens on military families

    Upholding Human Rights, Enforcing Domestic and International Laws, and Preventing Conflict

    • Requires a report from the Department of Defense on its implementation of the Global Fragility Act (GFA), planned funding levels, and challenges and lessons learned from GFA implementation 
    • Requires notification to Congress anytime the Department of Defense enters into a basing agreement with a foreign military that includes whether any unit of that military has committed gross human rights violations
    • Authorizes full funding, consistent with FY25 levels, for institutional capacity building of partner militaries through the Institute for Security Governance (ISG) and for humanitarian support and demining through Overseas Humanitarian, Disaster, and Civic Aid (OHDACA)
    • Requires JAGs to be stationed at all combatant commands to ensure military operations follow domestic and international laws
    • Reinstates the requirement that Military JAGs be at the rank of 3-stars, making sure they have a seat at the table where critical strategic decisions are made

    Ensuring AI Transparency and Accountability

    • Studies how AI could be used to reduce civilian casualties
    • Requires a report from the Department of Defense with support from the Department of Energy on any efforts to incorporate non-Department AI data centers onto Department of Defense land, its plans for doing so, and potential impacts and consequences
    • Requires a report from the Department of Defense about the Chief Digital and Artificial Intelligence Office’s contract with xAI to ensure transparency and accountability
    • Requires the Secretary of Defense to notify Congress within 30 days of issuing any waiver under DoD Directive 3000.09 on autonomous weapons systems. The notice must include the rationale, description of the system, and expected duration. 
    • Directs the Under Secretary of Defense for Policy, in coordination with the Chief Digital and Artificial Intelligence Officer, to brief Congress on how the Department ensures humans authorize each use of force in autonomous and semi-autonomous weapons systems. The briefing must outline current policies, identify gaps, and describe steps being taken to maintain human oversight. 
    • Requires a report from the Chief Digital and Artificial Intelligence Officer on how AI-enabled decision aides are being integrated into non-lethal, daily DoD operations. The report must include use cases, lessons learned, and recommendations for scaling, training, and addressing ethical or cybersecurity issues, followed by a congressional briefing.
    • Directs the Under Secretary of Defense for Policy, in coordination with the Chief Digital and Artificial Intelligence Officer, to assess how AI models are influencing national security policy decisions, including risks like automation bias and lack of transparency. Requires a report and briefing covering current efforts, gaps in responsible AI integration, oversight of waivers from key AI policies, and a plan to address identified issues, including potential follow-up studies.
    • Establishes requirements for the Department of Defense to promote competition, data security, and responsible use of government data in contracts for AI, cloud computing, and data infrastructure. It also mandates public reporting on innovation and barriers in defense tech procurement and restricts the use of government data for training commercial AI without explicit authorization.

    Advancing Improved and Accountable Procurement at DoD

    • Opens up cloud and AI contracts to real competition and blocks vendors from training their commercial models on Pentagon-owned data without explicit permission.
    • Gives Congress a faster warning when a weapons program busts its budget by cutting the Nunn-McCurdy notification window to 30?days and requiring DoD to consider canceling runaway projects.
    • Requires every major weapons program to pinpoint parts that can shift to 3-D printing or other advanced manufacturing and deliver a plan to slash cost and lead time within two years.
    • Stops the Pentagon from labeling purchases of more than 500 units a “prototype,” ensuring that large purchases receive full competition and oversight.
    • Places significant “Other Transaction” projects under the same documentation and milestone reviews as traditional acquisition programs, shedding light on a growing loophole.
    • Delivers the Pentagon’s first-ever “Right to?Repair” for major weapons systems. Contractors must hand over the parts, tools, and technical data DoD needs to fix its own gear—breaking decades-old vendor lock-ins, slashing sustainment costs, and speeding repairs that keep jets flying and ships sailing.

  • MIL-OSI USA: Rep. Gabe Vasquez Votes to Pass National Defense Bill, Delivering Military Strength and Wins on NM Priorities

    WASHINGTON, D.C. – On July 15, 2025, U.S. Representative Gabe Vasquez (NM-02) – a member of the House Armed Services Committee (HASC) – voted in favor of the bipartisan Fiscal Year 2026 National Defense Authorization Act (NDAA).  

    “It is vital that we ensure America’s armed forces have the training, equipment, and resources they need to carry out their missions,” said Vasquez. “This bipartisan bill includes my legislation to improve health care for our rural veterans, give our troops a pay raise, recognize New Mexico’s Downwinders, and add many additional provisions that support service members and their families across our state.”

    The Fiscal Year 2026 NDAA includes $882.6 billion in defense spending, national security investments, and support for our military. This includes funding for research and development, a 3.8% pay increase for our troops, and investments to support service members and their families. The bill passed out of Committee by a vote of 55-2 and will now head to the House floor for consideration. 

    Included in the NDAA are Vasquez’s TRICARE Travel Improvement Act and Downwinder Commemoration Act, which ensure New Mexicans’ needs are met and interests are reflected through the nation’s defense investments. 

    • The TRICARE Travel Improvement Act helps military families serving in remote areas access health care by reducing the travel reimbursement threshold under TRICARE Prime from 100 miles to 50 miles for active-duty service members and their families. Currently, families stationed at White Sands Missile Range and Holloman Air Force Base who travel nearly 100 miles to El Paso for medical care are denied reimbursement due to being just under the threshold. This bill is a step toward fairness and affordability for New Mexico’s military families.
    • The Downwinder Commemoration Act recognizes the harm endured by New Mexico’s Downwinders following the 1945 Trinity Test — the first nuclear detonation in U.S. history. It directs the Departments of Defense and Interior to place commemorative monuments in publicly accessible areas at White Sands Missile Range and Holloman Air Force Base. Despite their exposure to radioactive fallout, Downwinder families were excluded from the Radiation Exposure Compensation Act (RECA) until Rep. Vasquez’s successful push to reauthorize and expand RECA to include New Mexico’s Downwinders. This bill helps deliver long-overdue recognition by permanently commemorating their suffering while preserving their legacy for future generations. 

    In addition to these two measures, Rep. Vasquez secured the following priorities in NDAA:

    Infrastructure & Safety:

    • White Sands Missile Range (WSMR) Power Grid: $38.5 million for power generation and a microgrid at WSMR under the Energy Resiliency and Conservation Investment Program (ERCIP)
    • Kirtland Air Force Base Space HQ: $83 million for Space Rapid Capabilities Office Headquarters construction at Kirtland Air Force Base
    • Holloman Air Force Base Test Track: Report language highlighting the importance of Holloman’s High Speed Test Track and requiring a report on the timeline for constructing a new parallel track
    • Cannon Air Force Base Dorms: $90 million for dorms at Cannon Air Force Base
    • PFAS Cleanup: Language protecting mandated annual reports on DOD PFAS contamination and cleanup efforts, to ensure states like New Mexico have continued visibility into PFAS contamination
    • PFAS Technology: Report language requiring DOD to partner with universities like NMSU to develop cutting edge technology to detect and cleanup PFAS contaminants

    Unexploded Ordinance:

    • Native American Lands Environmental Mitigation Program: Report language holding DOD accountable for cleaning up unexploded ordinance (UXO) on Tribal lands like the Pueblo of Isleta

    Rural Issues:

    • Rural Housing: Report language requiring DOD to partner with local housing authorities in rural areas to address shortages of housing around remote and isolated installations like WSMR and Holloman Air Force Base
    • Specialty Healthcare at Rural Bases: Report language highlighting the challenges service members and families face at rural installations when accessing specialty healthcare and requiring a report on ways the Department can improve specialty provider accessibility
    • Holloman Air Force Base Childcare: Report language encouraging DOD to expand the in-home childcare pilot program to four rural installations, including Holloman Air Force Base

    National Labs/DOE:

    • Los Alamos: $1.55 billion for plutonium operations, including ensuring the capacity to produce 30 plutonium pits annually

    Other Bill Highlights:

    • Pay Raise: 3.8% pay raise for all service members
    • Housing: $1.5 billion for new construction of dorms, barracks, housing, and child development centers
    • Ukraine: $300 million for Ukraine Security Assistance Initiative
    • Environment: $460 million for environmental cleanup and $684 for the Energy Resilience and Conservation Investment Program

    “As this critical legislation continues to make its way through the House, I will keep working to improve it,” Vasquez added. “To maintain U.S. military superiority, we cannot afford to politicize our policies for recruiting, developing, and retaining the best and brightest.”

    The Minerals Security Partnership (MSP) Authorization Act formally authorizes the State Department to coordinate U.S. efforts across the MSP — a coalition of 14 countries and the European Union — to accelerate responsible investment in critical mineral projects around the world. Through diplomatic leadership and interagency coordination with partners like the DFC, USTDA, and EXIM Bank, the bill supports the development of secure, resilient, and sustainable supply chains.

    Washington, D.C. – In response to federal regulators weakening oversight as more driverless cars hit the roads, Rep. Kevin Mullin (CA-15) introduced a bill to require more robust safety data from autonomous vehicle (AV) manufacturers.

    AVs are already operating in numerous states including California, Arizona, Florida, Georgia and Texas, with several manufacturers getting their start in the San Francisco Bay Area where Rep. Mullin’s district is located. Currently, the National Highway Traffic Safety Administration (NHTSA) requires AV companies to report some collision data, but it isn’t required to provide other basic metrics that would help the public to determine how safe they actually are.

    Rep. Mullin’s AV Safety Data Act would help ensure the public is entitled to basic transparency about how many miles driverless cars are traveling and when there are other types of incidents like unplanned stoppages or the blocking of emergency vehicles. Requiring this type of consistent data reporting would help compare safety rates across various manufacturers and help determine whether AVs are safer than human drivers.

    “Every day, people are interacting with AVs in my district – whether they’re hailing a ride or walking across the street as one approaches. The public deserves to know how safe autonomous vehicles actually are and that the federal government is working to ensure we’re protecting people on the road,” Rep. Mullin said. “The technology behind autonomous vehicles is rapidly developing and has the potential to dramatically improve safety on our roads. While there is no doubt AV technology will continue to evolve, we simply will not know if it is getting better without more independent, verifiable data collected at the national level. AV companies that are performing well and prioritizing safety should welcome this basic transparency effort.”

    In addition to codifying NHTSA’s existing collision data reporting requirements in law, the AV Safety Data Act would also require that companies report to NHTSA:

    • The number of miles traveled on public roads
    • AV collisions that result in any injuries to other human drivers, pedestrians or bicyclists
    • Information on unplanned stoppages and any impacts to law enforcement, first responders, or public transit agencies

    Since 2021, over 3,000 crashes have been recorded involving AVs and Level 2 Advanced Driver Assistance Systems, which resulted in 53 fatalities and 303 injuries. Yet earlier this year, NHTSA weakened its AV reporting requirements. Lawmakers have been urging NHTSA to improve its AV safety data collection for years, and Rep. Mullin led several letters calling upon federal regulators to act in 2024 and 2023. While Rep. Mullin supports advancements in the AV industry, his bill seeks to help increase transparency and prioritize public safety on our roads.

    “Autonomous vehicles (AVs) are increasingly on our roadways. Yet, there are no minimum federal safety standards and insufficient data collection, transparency and accountability for advanced driver assistance systems (ADAS) and automated driving systems (ADS). The AV Safety Data Act will enhance reporting requirements for these vehicles,” Cathy Chase, President, Advocates for Highway and Auto Safety. “Robust data is essential to evaluate performance, detect safety defects and inform sound policy. Advocates commends Rep. Kevin Mullin (D-CA) for his safety leadership and innovative thinking to introduce this bill and urges Congress to advance it.   • MIL-OSI USA: Issa Legislation to Streamline Firefighter Hiring Unanimously Passes Natural Resources Committee

    WASHINGTON – Today, Congressman Darrell Issa’s bill, Direct Hire to Fight Fires (H.R. 435), passed the House Natural Resources Committee with unanimous consent. 

    “Wildfires are a known menace in my home region of San Diego and Riverside Counties, and the names of history’s worst fires still echo in our memories: The Cedar Fire, the Harris Fire, the Witch Creek Fire, and the devastating Valley Fire,” said Rep. Issa. “Today’s unacceptably slow hiring process means critical positions used to combat fires go unfilled and blazes burn that much longer. We need this common-sense federal hiring process to bring this available resource where it is needed the most.”

    The legislation grants permanent authority to federal firefighting agencies to streamline the hiring of essential firefighting roles so that no critical position is left unfilled due to bureaucratic red tape.

    “Wildfire season is no longer a specific time of year—it’s now a year-round battle waged by our brave and dedicated wildland firefighters.   • MIL-OSI USA: DOGE in Action: The War on Waste, Fraud, and Abuse Begins Today

    WASHINGTON—After filing the Delivering on Government Efficiency (DOGE) in Spending Act, DOGE Caucus founder and chair U.S. Congressman Aaron Bean (FL-04) urged bipartisan support for the bill and highlighted the immediate need to rein in wasteful federal spending. 

     Below are Congressman Bean’s remarks as delivered: 

    168 billion dollars. That was the amount the federal government improperly paid last year. We paid some bills two or three times. We paid the wrong invoices altogether. We paid invoices we didn’t know we paid because there was no tracking mechanism. 

    If only there were a bill to require the Department of the Treasury to ensure accuracy and eligibility in federal spending. 

    Wait there is! I just filed it Mr. Speaker, and it’s the Delivering on Government Efficiency (DOGE) in Spending Act.

    The war on waste, fraud, and abuse begins today by requiring the Treasury Department to simply track, verify, and cross-check payments, and that’s what the DOGE in Spending Act will do.

  • MIL-OSI USA: Ezell’s Cormorant Relief Act Clears House Natural Resources Committee

    Congressman Mike Ezell (MS-04) announced today that his bill to protect Mississippi’s aquaculture and fishing industries from overpopulation of double-crested cormorants has successfully passed out of the House Natural Resources Committee with bipartisan support.

    The Cormorant Relief Act of 2025 streamlines the management of cormorant populations and restores much-needed flexibility to state and tribal wildlife agencies. These large, fish-eating birds have posed an increasing threat to fish farms and native species across the Gulf Coast, especially in Mississippi’s Fourth District.

    The Senate companion legislation is led by Senator Tom Cotton (R-AR). 

    “This is a big win for our catfish farmers, sportsmen, and conservationists,” Ezell said. “The overpopulation of cormorants has had a serious impact on our aquaculture industry, and this bill gives local experts the tools they need to protect our fisheries and manage bird populations responsibly. It’s about common sense — putting decision-making back in the hands of the people who are closest to the issue and understand it best.”

    “The population and range of cormorants have steadily grown in recent decades, leading to increased challenges for state and tribal fish hatcheries, the private aquaculture industry, and fisheries managers,” Chris Horton, Senior Director of Fisheries Policy for the Congressional Sportsmen’s Foundation said. “We applaud Representative Ezell, along with Reps Thompson, Guest and Kelly, for their leadership in addressing the growing cormorant depredation problem without any deleterious effects on cormorant populations.”

    For years, Mississippi producers have voiced concerns about the federal red tape involved in controlling cormorants, whose feeding habits can decimate fish stocks. The Cormorant Relief Act would empower state wildlife agencies to take action without waiting for burdensome federal approvals, while ensuring oversight remains in place to protect migratory bird populations. 

    The bill now heads to the House floor for consideration.

    Background: 
    On July 7th, an active shooter opened fire on the McAllen Border Patrol annex facility in McAllen, Texas. The attack resulted in three wounded, including McAllen Police Department Officer Ismael Garcia, who sustained a knee injury during the attack. Last week, De La Cruz visited Officer Garcia in recovery.

    Background: 
    On July 7th, an active shooter opened fire on the McAllen Border Patrol annex facility in McAllen, Texas. The attack resulted in three wounded, including McAllen Police Department Officer Ismael Garcia, who sustained a knee injury during the attack.     WASHINGTON, DC – Last week, Representative Harshbarger (R-TN) joined her fellow pharmacist in Congress Representative Buddy Carter (R-GA) in introducing his bipartisan PBM Reform Act which would protect patients and pharmacies from the harmful and anticompetitive business practices of pharmacy benefit managers (PBM). 

    “It’s time to put an end to the shady and manipulative practices of pharmacy benefit managers. For too long, PBMs have driven up drug prices and padded their pockets while independent community pharmacies are being pushed to the financial brink. My colleagues and I are committed to changing that. This legislation delivers long-overdue accountability, increases transparency, lowers out-of-pocket costs for families, and saves taxpayer dollars. Local pharmacies and the patients they serve are at a breaking point, and they deserve relief.     The PBM Reform Act would: 

    • Ban “spread pricing” in Medicaid and move to a transparent system that ensures pharmacies are fairly and adequately reimbursed for serving Medicaid beneficiaries.
    • Establish new requirements for PBMs under Medicare Part D, including a policy to delink PBM compensation from the cost of medications and increase transparency.
    • Promote transparency for both employers and patients in their prescription drug plans, with semi-annual reporting on drug spending, rebates, and formulary determinations.
    • Require Centers for Medicare and Medicaid Services (CMS) to define and enforce “reasonable and relevant” contract terms in Medicare Part D pharmacy contracts and enforce oversight on reported violations.

    The National Nursing Workforce Center Act would establish a pilot program to support the development of state-based nursing workforce centers. These centers serve as critical hubs for research, planning, and programs that strengthen the nursing pipeline and improve workforce planning across states.

    Dear Ambassador Greer,

    We write to applaud you for demonstrating strong leadership by issuing the “Request for Comments Regarding Foreign Nations Freeloading on American-Financed Innovation” to address discriminatory policies and practices by foreign entities that cause American patients to pay a disproportionate share of the cost of global pharmaceutical research and development (R&D). We believe this is unsustainable because it both threatens the resiliency of the U.S. biopharmaceutical supply chain and increases costs for American patients.

    The American health care system bears the burden of subsidizing pharmaceutical R&D that is used across the world. In fact, despite the U.S. having less than 5 percent of the world’s population, the American patients fund approximately 75 percent of global pharmaceutical profits.

    Pharmaceutical R&D is both a costly and risky endeavor. For example, in 2019, the pharmaceutical industry spent $83 billion on R&D, with $62 billion spent domestically across all companies operating within the U.S. When adjusted for inflation, this is 10 times what the biopharmaceutical industry spent on R&D in the 1980s. In 2023, manufacturers invested over $96 billion in R&D, with over $71 billion in U.S. investments alone. This has led to an increased number of new medicines and potential cures for patients. Yet, only about 10 percent of assets that are in development are ultimately approved by world-wide regulatory bodies, and the expected cost to develop and bring a new drug to market can range from $1 billion to $2 billion.

    The U.S. is the world leader in biopharmaceutical innovation. New medicines are most often developed and launched first in the U.S., including life-saving therapies for cancers and rare diseases. Nearly 90 percent of all medicines launched between 2012 and 2021 were reimbursed in and available to patients in America; however, fewer patients had access to the same medicines abroad—for example, 48 percent of new medicines in the United Kingdom, 24 percent in Australia and 21 percent in Canada. Anti-innovation policies in other countries not only end up costing American patients more, but they threaten global access to medicines and potential cures.

    We are encouraged by USTR’s public comment process on this important issue, and we support utilizing the full force of the U.S. government to ensure other countries appropriately value American innovation. We look forward to working collaboratively with the Executive Branch to address foreign freeloading while ensuring the U.S. remains the clear world leaders when it comes to innovative pharmaceutical products. One Congressional proposal worth considering is the creation of a Chief Pharmaceutical Negotiator within USTR. This role would be specifically tasked with ensuring trade negotiations prioritize reimbursement for innovative medicines and our trading partners are held accountable when they adopt price control measures or other discriminatory practices that shift a disproportionate share of R&D costs back onto American patients.

    The price setting policies that other countries frequently adopt both undervalue medicines in the non-U.S. market and ultimately make life-saving therapies more expensive for U.S. patients. We applaud the Trump Administration for highlighting the impact foreign “freeloaders” have on drug prices for American patients. Simply put: the U.S. should not be forced to subsidize medicine costs for the rest of the world at the expense of American patients.

    WASHINGTON, D.C. – Today, Representatives Chris Deluzio (PA-17), Guy Reschenthaler (PA-14), and John Joyce, M.D. (PA-13), introduced bipartisan legislation to relocate the Office of Fossil Energy and Carbon Management to Pittsburgh, Pennsylvania. In June, Pennsylvania Senators Dave McCormick and John Fetterman introduced the Senate companion legislation (S. 2044). 

    The Office of Fossil Energy and Carbon Management is responsible for the development of unconventional oil and gas resources, the Strategic Petroleum Reserve, and the Northeast Home Heating Oil Reserve. Pennsylvania is the nation’s second leading producer of natural gas, and this legislation will ensure that the DOE officials responsible for regulating the energy industry are closer to the industry leaders and workers they work with every day.

  • MIL-OSI USA: Chairman Lawler Introduces Bill to Strengthen State Department Hiring and Passport Services

    Washington, D.C. – 7/15/25… Congressman Mike Lawler (NY-17), Chairman of the House Foreign Affairs Subcommittee on the Middle East and North Africa (MENA), introduced the Cutting Passport Backlog Act.  

    This legislation amends the Department of State Authorization Act of 2023 to extend the special hiring authority for passport specialists from three to five years. This will allow the Bureau of Consular Affairs to hire qualified passport specialists without going through longer, traditional federal hiring processes. This measure has been identified by both the Government Accountability Office (GAO) and the State Department as a key factor in improving service efficiency.

    “Since I was elected to Congress, my office has helped thousands of Hudson Valley residents with passport related casework. This casework is unfortunately far too common. The Cutting Passport Backlog Act will make the process easier for all parties, ensuring the State Department gets constituents their documents without unnecessary delays,” said Chairman Lawler.

    “Americans often travel abroad to see their family, go to school, or for countless other reasons. That is why a streamlined passport process is essential. I’m proud to lead efforts that support effective government operations and enhance the quality of federal services delivered to all Americans,” concluded Chairman Lawler. 

    As Chairman of the MENA Subcommittee, which holds jurisdiction over both the State Department’s Bureau of Management and Bureau of Counterterrorism, Lawler is leveraging his role to advance reforms that support a more agile and effective foreign policy.

    Each of these bills, including the Cutting Passport Backlog Act, has been submitted for consideration in the House Foreign Affairs Committee’s State Department reauthorization. 

    Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.

  • MIL-OSI USA: Department of Commerce Ends Supension Agreement, Reinstating Tomato Tariffs

    Washington, D.C. — Today, Congresswoman Kat Cammack (FL-03) released the following statement following the U.S. Department of Commerce’s termination of the 2019 Suspension Agreement on fresh tomatoes from Mexico:

    “For far too long, American tomato growers—especially those in Florida—have been forced to compete against artificially low prices driven by unfair trade practices,” said Congresswoman Cammack. “The termination of this agreement sends a clear message: we’re standing up for American farmers and restoring integrity to our agricultural markets. Food security is national security. Our farmers deserve a fair shot to compete—and this marks a critical step forward in making that possible. I am grateful to the Trump Administration and Secretary Lutnick for their unwavering support.”

    Background:
    Florida is one of the nation’s largest tomato-producing states, and growers have long raised concerns about the impact of dumped Mexican imports on their ability to stay in business. The 2019 Suspension Agreement halted anti-dumping duties on Mexican tomatoes in exchange for price and volume restrictions from Mexican exporters. With yesterday’s decision, those duties will now go into effect, with most imports subject to a 20.91% tariff. This decision is widely seen as a victory for domestic agriculture and a meaningful step toward fairer trade enforcement.

    “Yesterday’s decision is an enormous victory for American tomato farmers and American agriculture. We’re grateful for the decisive, bold, and crucial action taken by the Trump administration to terminate the U.S.-Mexico Tomato Suspension Agreement,” said Florida Tomato. “This decision will protect hardworking American tomato growers from unfair Mexican trading practices and send a strong signal that the Trump administration is committed to ensuring fair markets for American agriculture. Secretary of Commerce Howard Lutnick recognized that five previous agreements with Mexico had failed and that strong enforcement of U.S. trade laws is needed to protect the stability of our food supply chain. We would also like to thank Rep. Kat Cammack and all our champions in Congress, tomato growers from across the country, and allied organizations from different regions, commodities, and states representing a broad cross-section of fruit and vegetable growers in the United States.”

    “Today marks a significant victory for growers across the U.S. The termination of the 2019 Tomato Suspension Agreement by the administration signals a positive movement toward fairer competition, not only for tomato growers but for all specialty crop producers nationwide.
