    BACKGROUND:

    Harshbarger was an original co-sponsor of the House version of this legislation. As a pharmacist and member of the Energy and Commerce Committee, Rep. Harshbarger has been a vocal advocate for combating the opioid and illegal fentanyl crisis and played a critical role in advancing the bill through Congress. Additionally, Harshbarger is the Vice Chair of the Energy and Commerce Health Subcommittee and is a part of the Republican Doctors Caucus.

    The bill permanently classifies illicit fentanyl-related substances as Schedule I drugs under the Controlled Substances Act, giving law enforcement the tools they need to stop traffickers and ensuring this incredibly dangerous substance remains off our streets.

  • MIL-OSI USA: Oregon Delegation Slam Trump Education Funding Cuts Harming Schools Across the State

    WASHINGTON, D.C.  – Today, U.S. Representative Val Hoyle (OR-04) joined the rest the Oregon’s democratic federal delegation to demand the Trump Administration reverse its abrupt cutoff of more than $73 million in federal education funds for Oregon, harming afterschool programs, specialized literacy programs, educator training, and support for English language learners at schools.

    “Any withholding of these critical funds will negatively affect the State of Oregon’s efforts to increase academic outcomes for all our students, particularly our multilingual and migrant education students. It will undermine successful initiatives to recruit talented teachers and retain them in our schools, and it will undermine the ability for students to be taught in safe and secure environments. Additionally, withholding funds that support student learning through summer and after-school programs will undermine Oregon’s efforts to help all students thrive in their education,” wrote the lawmakers to Office of Management and Budget (OMB) Director Russ Vought and U.S. Secretary of Education Linda McMahon.

    The Oregon delegation letter follows Oregon Attorney General Dan Rayfield announcing the state joined a coalition of states to file a lawsuit challenging the Trump Administration’s freezing of these federal education funds. The Administration this week also moved to fire 1,400 Education Department employees, impacting the agency’s ability to perform essential functions such as distributing financial aid and essential federal dollars.

    “Oregon’s school districts are dedicated and efficient stewards of federal dollars, leveraging funds from [these grant programs] to improve student outcomes and serve Oregon’s student population,” they continued. “For example, Neah-Kah-Nie School District in rural Tillamook County uses ESEA Title II, Part A dollars to fund literacy interventionists in their rural elementary schools so students struggling with reading, writing, and comprehension get targeted support. Without Title II dollars, Portland Public Schools, Oregon’s largest school district serving more than 44,000 students, will lose the ability to provide critical professional development and support for teachers working in low-income schools with challenging student needs.”

    The lawmakers stressed, “In addition, Hood River Valley School District uses a 21st Century Community Learning Center grant under ESEA Title IV to administer academic support in after-school programs at four Title I schools across this rural region. Similarly, Umatilla School District uses the funds for an after-school program that supports extended learning for roughly half of its K-12 students and provides an opportunity for the students to participate in robotics and a variety of STEAM-focused classes.”

    Merkley and Wyden also previously joined 30 Senate colleagues to demand OMB Director Vought and Secretary McMahon immediately release nearly $7 billion in frozen funding for K-12 schools and adult literacy programs nationwide.

    “We respectfully demand that you abide by the law and immediately release this previously appropriated funding. Oregon’s students are counting on you and so are we,” the lawmakers directed.

  • MIL-OSI USA: Deluzio Calls on Dept. of Education to Restore $7 Billion in K-12 & Adult Education Funding

    CARNEGIE, PA – Congressman Chris Deluzio (PA-17) sent a letter to the U.S. Department of Education and the Director of the White House Office of Management and Budget demanding that they reverse their decision to illegally withhold nearly $7 billion dollars of funding for K-12 schools and adult education from states and local school districts around the country. In the letter, Congressman Deluzio joins 149 of his fellow lawmakers in insisting that the funding be immediately released after hearing intense concern from over a dozen school districts in Pennsylvania’s 17th Congressional District. 

    “This unnecessary delay of education funding, which accounts for at least 10 percent of federal K-12 funding in every state, is alarming parents, local elected officials, and education agencies. It is disrupting school and district planning, jeopardizing the education of millions of students, and is already resulting in layoffs as well as program delays and cancellations, write the Members of Congress in their letter to Administration officials. “There is no legitimate reason why any review of these programs should prevent the Administration from fulfilling its responsibility to the American people on time. No more excuses – follow the law and release the funding meant for our schools, teachers, and families.”

    The Trump Administration’s actions here are threatening to take away $230 million from Pennsylvania’s schools. This week, Pennsylvania Governor Josh Shapiro joined a multistate lawsuit challenging the Administration’s unlawful withholding of funds from the Commonwealth’s kids and schools.

    We write to request more information about your decision to illegally withhold nearly $7 billion dollars of funding for K-12 schools and adult education from states and local school districts around the country and to insist that this funding be immediately released. Without these funds, schools are facing difficult and unnecessary decisions on programs for students and teachers.  

    On June 30, 2025, just one day before these funds become available for obligation, the Department notified states that they would not receive these funds by July 1 and that “[g]iven the change in Administrations, the Department is reviewing the FY 2025 funding … and decisions have not yet been made concerning submissions and awards for this upcoming academic year.” This late-breaking decision, which provided no timeline for which states can expect a final decision, is leaving states financially vulnerable and forcing many to make last minute decisions about how to proceed with K12 education in this upcoming school year. The education funding withheld by the Administration reflects resources provided by Congress that are designed to help schools with a variety of issues, including student learning and achievement, after-school programs, and teacher training. Additionally, education funding provided by Congress to help with adult education and literacy is also being withheld.2  

    This unnecessary delay of education funding, which accounts for at least 10 percent of federal K-12 funding in every state, is alarming parents, local elected officials, and education agencies. It is disrupting school and district planning, jeopardizing the education of millions of students, and is already resulting in layoffs as well as program delays and cancellations.3 Further, it is causing concern to adult education programs that are faced with similar decisions without immediate access to expected funding. 

    Accordingly, please provide responses to the following questions no later than July 15, 2025. 

    1. When will the Administration finish its review and release the funding provided by Congress to states to use for the school year beginning next month?
    2. Has the Administration done any outreach or offered any sort of support for state and local education agencies to assist them and their partners in navigating this period of uncertainty?
    3. If the Administration knew it wanted to review these funds, why didn’t this review start earlier in the year? Was the review or the timely release of funds affected by the lack of staff at the Department, which is a direct result of the reductions in force (RIFs) executed by the Administration?  

    There is no legitimate reason why any review of these programs should prevent the Administration from fulfilling its responsibility to the American people on time. No more excuses – follow the law and release the funding meant for our schools, teachers, and families.

This long-anticipated designation will bring much-needed relief to Branchburg residents who have endured years of disruptive train horns at all hours. 

    Key details of the Quiet Zone designation include:

  • MIL-OSI USA: Congressman Keith Self Introduces Bill to Protect ROTC Cadets

    Congressman Keith Self introduced legislation to ensure that students participating in the Reserve Officers’ Training Corps (ROTC) are not left financially burdened if they are later found medically ineligible for continued participation.

    “Students commit to ROTC with the understanding that in exchange for their service, their academic expenses will be supported,” Congressman Self said. “When a student is later disqualified for medical reasons—often through no fault of their own—they shouldn’t be left holding the bag for thousands in tuition costs. This bill ensures the Department of Defense lives up to its end of the bargain and young Americans who bravely step forward to serve our nation are protected and supported.”

    The bill requires the Secretary of Defense to issue regulations that provide reimbursement for tuition, fees, and related costs incurred by these students while their eligibility for ROTC financial assistance was under review. It would also direct the Secretary of Defense to establish a streamlined process for submitting claims and mandate that qualified students receive reimbursement within 90 days of submitting their claims.

    Washington, D.C. – Congresswoman Mariannette Miller-Meeks (R-IA) today announced the reintroduction of the bipartisan Cooper Davis and Devin Norring Act, legislation aimed at cracking down on the sale of deadly fentanyl on social media platforms and giving law enforcement the tools to combat this growing threat.

    The bipartisan bill, led by Miller-Meeks and Congresswoman Angie Craig (D-MN), requires social media companies and other communication service providers to alert federal law enforcement when illicit drug activity, including fentanyl trafficking, is detected on their platforms.

    “Fentanyl is tearing apart families and devastating communities across America,” said Miller-Meeks. “The Cooper Davis and Devin Norring Act gives law enforcement the tools they need to stop the online sale of deadly fentanyl and hold those targeting our kids accountable. By requiring social media and communication platforms to report fentanyl activity, we can save lives and shut down this growing threat.     “Fentanyl has wreaked havoc on Minnesota communities, and we know that too many fentanyl overdoses have been caused by drugs that were sold through social media,” said Rep.     Background:

    The bill is named for two teenagers: Cooper Davis of Kansas and Devin Norring of Minnesota, who died after unknowingly taking counterfeit pills laced with fentanyl purchased through Snapchat. The National Crime Prevention Council estimates that eight in ten teen and young adult fentanyl overdose deaths are associated with social media contact.

    “Our family and the Devin J. Norring Foundation wholeheartedly support the Cooper Davis & Devin Norring Act – legislation that serves as a critical step toward protecting families from the deadly threat of fentanyl sold through social media,” said the family of Devin J.   • MIL-OSI USA: Van Orden, Landsman, Introduce Bipartisan Bill to Increase Veterans’ Access to Non-Opioid Medications

    WASHINGTON, D.C.  – Today, Congressman Derrick Van Orden (WI-03) and Congressman Greg Landsman (D-OH-01) introduced bipartisan legislation to increase veterans’ access to non-opioid pain medications.

    The opioid epidemic has impacted nearly every demographic in the United States. In response, Congress passed the Non-Opioids Prevent Addiction in the Nation (NOPAIN) Act in 2022 so seniors on Medicare have access to and never pay more for non-opioid pain management medications. 

    To ensure veterans have the same access, Congressman Van Orden and Congressman Landsman have reintroduced the NOPAIN for Veterans Act. This legislation would reform the way the Department of Veterans Affairs (VA) handles veteran pain management by requiring VA to furnish and cover non-opioid pain management drugs under VA pharmacy benefits if those drugs are covered by Medicare.

    Original cosponsors of the legislation include Reps. Terri Sewell (D-AL), Jack Bergman (R-MI), Chris Pappas (D-NH), and Abraham Hamadeh (R-AZ).

    Rep. Kim introduced this bill alongside Representative Kathy Manning (NC-06) in the 118th Congress, and it passed the House on September 10, 2024.

  • MIL-OSI USA: Reps. Obernolte, DeGette, Carter, and Peters introduce bill to improve Congressional Budget Office scoring of preventative health savings

    Washington, DC – This week, Representatives Jay Obernolte (R-CA), Diana DeGette (D-CO), Earl L. “Buddy” Carter (R-GA), and Scott Peters (D-CA) introduced bipartisan legislation to modernize how Congress evaluates the fiscal impact of preventive health care policies. 

    The Preventative Health Savings Act would establish a mechanism within existing law for the Congressional Budget Office (CBO) to assess long-term budgetary savings from preventive health care legislation over a 30-year window. Under current rules, the CBO primarily scores legislation within a 10-year budget window—an approach that often overlooks the full financial benefits of policies aimed at improving long-term health outcomes. 

    “Our budget process should reward forward planning, not penalize it. By enabling the CBO to account for long-term savings from preventive healthcare, this legislation brings much-needed precision and responsibility to how Congress evaluates public health investments,” said Rep. Obernolte. “It’s a commonsense reform that enables smarter federal health investments to strengthen both our healthcare system and the long-term fiscal health of our country.” 

    “The Preventive Health Savings Act will save our country money and significantly improve how Congress considers preventive health policy,” said Rep. DeGette. “With better assessments from CBO, there will be more informed decisions on the long-term costs of illness and care. I’m proud to work on this important, bipartisan bill with Rep.     “CBO does not currently have the tools it needs to effectively score health care legislation. By providing it with assessment tools that weigh the value of preventative care, including treatment, prevention, and screening, we will have a more complete understanding of how taxpayer dollars are being used and will deliver better health care policies for patients,” said Rep. Carter. 

    “Our current budgeting system gives no incentive for Congress to make investments today that will save patient lives and billions of dollars in unnecessary health care costs in the future. That’s because Congress only budgets in today’s money, we can’t account for the financial savings that curing a patient today generates fifteen or twenty years from now,” said Rep. Peters. “The Preventive Health Savings Act is not a silver bullet to fix the way we budget, but it will give Congress better data on how our decisions today impact patients and reduce health care costs in the future.” 

    By allowing for long-range budget estimates, the bill aims to support evidence-based investments in public health and promote policies that both improve healthcare outcomes and reduce long-term federal health expenditures.

    WASHINGTON, D.C. – Today, Ranking Member of the House Foreign Affairs Subcommittee on South and Central Asia Sydney Kamlager-Dove (CA-37), led House Foreign Affairs Subcommittee on South and Central Asia Chairman Bill Huizenga (MI-04), House Foreign Affairs Ranking Member Gregory W. Meeks (NY-05), and Rep. Jefferson Shreve (IN-06) in introducing bipartisan legislation to strengthen export controls enforcement at the Bureau of Industry and Security (BIS).

    The Bureau of Industry and Security is responsible for enforcing export controls on dual-use technologies sold abroad. However, BIS currently operates with only 11 Export Control Officers (ECOs) worldwide to monitor compliance and detect illicit diversions. The Export Controls Enforcement Act addresses this shortfall by codifying the ECO program and requiring BIS to staff no fewer than 20 officers globally. In line with the Administration’s proposed $122 million budget increase for BIS, this legislation ensures that the additional resources are directed toward strengthening export enforcement and protecting sensitive U.S. technologies.

    “California is the number one source of semiconductor manufacturing facilities and jobs in the country and plays a crucial role in advancing U.S. leadership in artificial intelligence,” said Rep. Kamlager-Dove. “The U.S. cannot win the AI race if we do not safeguard our technological advantage. Pairing investment in U.S. innovation and R&D with effective export controls is critical to maintaining America’s leadership while protecting national security. With BIS’s licensing workload doubling since 2010, this legislation just ensures that BIS has the additional staffing needed to conduct thorough end-use checks, keeping our emerging technologies out of the hands of adversaries.”

    “The current enforcement of export controls on sensitive technologies is simply inadequate,” said Congressman Bill Huizenga. “To protect our national security and preserve our technological advantage over adversarial nations, I am proud to lead the bipartisan introduction of the Export Control Enforcement Act. Currently, the Bureau of Industry and Security maintains only 11 overseas Export Control Officers. These individuals are responsible for conducting in-person end-use checks on tens of thousands of transactions that occur each year.     WASHINGTON, D.C. – U.S. Representative Tracey Mann (KS-01) questioned U.S. Secretary of Transportation Sean Duffy during his appearance before the House Transportation & Infrastructure Committee. During Rep. Mann’s questioning, he applauded President Trump and Secretary Duffy’s leadership in making our national transportation system great again and asked about the administration’s efforts to improve efficiency and accountability in modernization projects. Rep. Mann also emphasized Kansas’ impact on aviation as the Air Capital of the World, underscoring the importance of the Federal Aviation Administration (FAA) maintaining a strong presence abroad to protect the United States’ aviation export market. 

    Excerpts:

    [Opening Statement]: I represent 60 primarily rural counties in western and central Kansas, and every day across the Big First district my constituents witness the importance of having reliable transportation and infrastructure. It’s imperative that our highways and roads are drivable, that commercial and cargo aviation are able to efficiently operate, that our railroads are able to deliver goods and grain out of the elevator into markets. I appreciate hearing from you today on ways that we can address real transportation infrastructure problems that everyday citizens in Kansas and our country are facing. I know that this Administration under your and President Trump’s leadership will lead the way on fixing problems of the past, and I look forward to working with you on making our national transportation system great again. 

    [On modernization efficiency]: We’ve all seen how past modernization efforts like NextGen struggled with delays and cost overruns. I understand you’re taking a different approach this time, particularly when it comes to procurement and project delivery. Can you walk us through what’s changed and what Congress should be considering when it comes to accountability and future funding to support that approach, while also ensuring continued access for business aviation and smooth integration of new entrants?

    Duffy: Yeah, I think that’s critical. A couple of quick points. Number one: we are actually using our unique authority for procurement, that has not been used in the past. We are getting CEO engagement with us. I think America cares about the bill. I think the President cares. I care. CEOs want to be part of this. This is the greatest infrastructure project in decades, and it has a lot of attention. The CEOs are partnering with us. I think on the accountability front, you’ve given us a lot of… you’ve put a lot of faith in us. Maybe that faith isn’t warranted. I think continual conversations, whether it’s testimony or private meetings, letting you honestly know: are we on time and on budget? Are we delayed? Why are we delayed? That kind of cooperation between the DOT, the FAA, and this body as well is critically important.

    [On aviation export market]: Kansas is home to the Air Capital of the World, where aviation and aerospace manufacturing generate more than $20.5 billion in total economic activity, and rely on the FAA having a strong presence abroad. Secretary Duffy, how are you protecting the United States aviation export market?

    Duffy: Just free markets, free trade. America is great. This one industry, I think we net export $78–80 billion dollars to the benefit of the U.S., and again, with continued innovation, which we are going to have some announcements coming on, not just on the Boeing side but on the civil aviation side, some great strides have been made to make sure we continue to lead the world.

  • MIL-OSI USA: Representatives Ciscomani, Titus and Cohen Introduce Bipartisan Wild Horse and Burro Protection Act of 2025

    WASHINGTON – U.S. Rep. Juan Ciscomani and two congressional colleagues are leading a bipartisan effort aimed at establishing humane policies to care for and manage two iconic animals of the American West, wild horses and burros.

    Ciscomani and Rep. Dina Titus of Nevada, co-chairs of the Congressional Wild Horse Caucus, were joined last week by Rep. Steve Cohen of Tennessee in the introduction of  H.R. 4356, the Wild Horse and Burro Protection Act of 2025. The bill would eliminate the use of helicopters in rounding up wild horses and burros, and require a study into alternative methods for humanely gathering the animals, including workforce opportunities for traditional cowboys.

    “For too long, wild horses and burros have been subjected to dangerous, cruel and costly roundups that often result in the death of the animal,” Ciscomani said. “As an Arizonan and co-chair of the Congressional Wild Horse Caucus, I’m proud to support this common sense, bipartisan legislation that would eliminate the use of helicopters during Bureau of Land Management roundups and encourage more humane and cost-effective alternatives to manage these iconic animals.”

    In efforts to control equine populations, the Bureau of Land Management is currently directed to “humanely capture” wild free-roaming horses and burros and set them up for adoption. To assist in the capture, the BLM contracts with private helicopter companies to pursue the horses and burros over long distances, which can be frightening and even deadly to the animals.

    Between 2020 and 2024, these roundup practices have cost taxpayers at least $36.7 million, including over $6 million paid to helicopter roundup contractors in fiscal year 2022 alone. Scientific research has shown that more humane and cost-effective alternatives, like fertility control, are equally effective in controlling equine populations. The BLM currently spends less than four percent of its budget on these methods.

    “Nevada is home to more wild horses than any other state in our country. Tragically, these animals are subjected to taxpayer-funded helicopter roundups and removals that are all too often costly, ineffective, and inhumane,” said Rep. Titus (D-NV). “My legislation would eliminate the use of helicopters in BLM wild horse gathers and require a report to explore the benefits of alternative methods for humanely gathering horses and the workforce opportunities for traditional cowboys. I am proud to introduce this bipartisan proposal that would protect these icons of the American West which remain a source of pride for Nevada residents.”

    Rep. Cohen(D-TN) stated. “As one of the founding co-Chairs of the Wild Horse and Burro Caucus, I’m pleased to co-lead the Wild Horse and Burro Protection Act to improve accountability and transparency of how these icons of the West are managed by the Bureau of Land Management.”

    WASHINGTON, D.C. – This week, U.S. Representative Gabe Vasquez (NM-02) introduced the No More Narcos Act and the Stop COYOTES Act, two critical bipartisan bills designed to address the continued threat of organized criminal activity in border communities. The legislation targets drug cartels and human traffickers who exploit vulnerable populations, particularly children, and strengthens law enforcement’s ability to respond through enhanced coordination and accountability.

    “Representing 180 miles of the U.S.-Mexico border, I’ve had the opportunity to hear directly from law enforcement, educators, and families about the very real challenges posed by transnational criminal organizations in border towns,” said Vasquez. “My bipartisan bills strengthen our ability to disrupt cartel activity, protect our kids from exploitation, and equip local law enforcement with the tools and coordination they need to keep communities safe.”

    The No More Narcos Act creates a coordinated educational campaign led by the Department of Justice in partnership with the DEA, DHS, the Department of Education, and other federal, state, and tribal agencies. The campaign will directly engage middle and high school students within 100 miles of the U.S.-Mexico border about the dangers of working with cartels and other Transnational Criminal Organizations. This legislation was introduced with Rep. Juan Ciscomani (R-AZ) and is supported by the American Federation of Teachers New Mexico.

    The Stop COYOTES Act improves public safety by imposing harsher penalties against human smugglers and fentanyl traffickers while also improving information sharing and reporting between DHS and local law enforcement along the border. Under the bill, DHS must report on trafficking trends, smuggling routes, and cartel activity — ensuring that local communities have the data they need to respond in real time. This legislation was introduced with Rep. Michael McCaul (R-TX). 

    Both bills are supported by the Sunland Park Police Department and Las Cruces Police Department.

    Congressman Donalds: “First thing’s first, that’s just crazy. You can’t answer a simple question about the former president’s ability to discharge his duties, and you worked in the White House as Chief of Staff to the First Lady, and you come in here and you plead the Fifth. He can say whatever he wants in his testimony. Which by the way, his attorney read. He wouldn’t even read his own statement. His attorney read his statement for him. So, he came in there and said that him pleading the Fifth is not an admission of guilt or anything about what was going on in the Biden White House or to give any inkling to the fact that Joe Biden was lacking in capability. The fact that he couldn’t make any statement, the fact that the White House doctor couldn’t make any statement, and they both plead the Fifth – which is their Constitutional right to do, and we respect the Constitution like every American does, but the fact that they are now hiding behind the Constitution so that they don’t have to tell the truth to the American people about Joe Biden’s abilities and mental faculties while he was President of the United States is not just shocking, it’s stunning and it demonstrates the level of corruption that was going on in that administration. The Chairman is being nice, I don’t have to be. This is corruption at the highest level because if you cannot say, answer a simple question about Joe Biden’s capabilities then that further demonstrates that he was not in charge of his administration. And if he was not in charge of his administration, then every order, every bill that was signed, every memorandum, as far as I’m concerned are null and void. And Congressional Democrats need to actually step into the light and not hide behind this stuff or run away from it because everything that that administration did, as far as I’m concerned, is unlawful. If he [Joe Biden] did not have the ability to discharge his duties, then, anything that he signed, or the autopen signed, or whatever, as far as I’m concerned, is null and void. And where was Kamala Harris? I’m not going to speak for the Chairman, I’m going to speak for myself. As far as I’m concerned, every member of the Biden administration, at this point, needs to be subpoenaed. I don’t care if they were a secretary, I don’t care if they were a janitor working in there. They all gotta come in and answer questions for this committee.”

    Reporter Question: “Congressman, does that include Dr. Jill Biden?”

    Congressman Donalds: “Of course. Her righthand man, listen, Anthony Bernal is the righthand man. That’s her guy, that’s her Chief of Staff. If he came in here and plead the Fifth, I’m sorry, the former First Lady, she gotta come in here and answer questions. This is not about, listen, that is the president’s wife. I have a wife, James [Comer] has a wife. Obviously with family members you want to do everything you can to protect your family, but if you can’t answer a basic question to the mental capabilities of President Biden, then as far as I’m concerned, you now have to answer to the American people.”

    The Safeguarding Trust in our Politics Act which would amend the Internal Revenue Code to prohibit 501(c)(3) tax-exempt organizations from funding or administering election-related activities, putting an end to private funding schemes that undermine public confidence in our electoral process.

    The Promoting Free and Fair Elections Act prohibits third-party voter registration and mobilization efforts on federal property.

    A Resolution calling for a Constitutional amendment to prohibit non-citizens from voting in federal, state, and local elections.

  • MIL-OSI USA: Deluzio and Colleagues Propose New Tools to Fight Price Gouging Amidst Trump’s Reckless Tariffs

    WASHINGTON, D.C. — Chris Deluzio (PA-17) along with Jan Schakowsky (IL-11) and U.S. Senators Elizabeth Warren (D-MA) and Tammy Baldwin (D-WI) reintroduced the Price Gouging Prevention Act to fight back against the corporate power enabled by the Trump administration’s chaotic tariff policies. The bill would give the Federal Trade Commission (FTC) and state attorneys general new tools to enforce a federal ban against grossly excessive price increases.

    Over the past five years, giant corporations have repeatedly taken advantage of inflation and supply chain disruptions to expand their profit margins by raising prices higher than necessary to cover cost increases. President Trump’s on-again, off-again tariffs have created yet another opportunity for corporate price gouging. The tariff-driven uncertainty gives companies the opportunity to raise prices on all goods—regardless of whether they are actually subject to new tariffs—higher and for longer than what is necessary to cover any cost increases. Now, dozens of companies have reported raising the prices of goods and services unaffected by Trump’s tariffs. 

    “Prices are still too high, and inflation is still pounding folks. Especially now, we need to rein in monopolists and other huge corporations with the power to price gouge the American people,” said Congressman Deluzio. “By upping FTC enforcement practices and boosting transparency, this bill will take some of the squeeze off American families and small businesses suffering under the thumb of out-of-control corporate power.”   

    Senators Richard Blumenthal (D-Conn.), John Fetterman (D-Pa.), Andy Kim (D-N.J.), Ed Markey (D-Mass.), Jeff Merkley (D-Ore.), Bernie Sanders (I-Vt.), Elissa Slotkin (D-Mich.), and Sheldon Whitehouse (D-R.I.) joined as co-sponsors. 

    The Price Gouging Prevention Act of 2025 would help the federal government and state attorneys general fight corporate price gouging. The bill would:  

    • Prohibit price gouging at the federal level—anytime and anywhere. The bill would clarify that price gouging is an unfair and deceptive practice under the FTC Act. It would allow the FTC and state attorneys general to stop sellers from charging a grossly excessive price, regardless of where the price gouging occurs in a supply chain or distribution network;
    • Help enforcers establish when price gouging is occurring during a significant shift in trade policy. The bill lists a set of exceptional market shocks—including an “abrupt or significant shift in trade policy”—and outlines a standard for a presumptive violation of the price gouging prohibition during such a shock, such as when companies brag about increasing prices;
    • Create an affirmative defense for small businesses acting in good faith. Small and local businesses sometimes must raise prices in response to crisis-driven increases in their costs because they have little negotiating power with their price-gouging suppliers. This affirmative defense protects small businesses earning less than $100 million from frivolous litigation if they show legitimate cost increases;
    • Require public companies to clearly disclose costs and pricing strategies. During periods of exceptional market shock, the bill requires public companies to transparently disclose and explain changes in their cost of goods sold, gross margins, and pricing strategies in their quarterly SEC filings; and 
    • Provide $1 billion in additional funding to the FTC to carry out its work. 

    During Trump’s presidency, giant corporations have continued to take advantage of inflation and supply chain disruptions by raising prices far higher than necessary, ultimately ripping off American people. The Price Gouging Prevention Act is a huge step towards ending this practice by holding corporate price gougers accountable.

    Last week, Congressman Deluzio joined with Senator Warren and 15 other Democrats urged the FTC to investigate tariff-enabled corporate price gouging that is raising costs for American families and use its full authority to prevent it.  

    As a member of the House Armed Services Committee, Congressman Deluzio focuses on fighting price gouging in the defense sector, especially defense contracting. In the 2026 National Defense Authorization Act (NDAA) that passed out of committee on July 17th, he was able to secure several important wins on this topic and for his community in Western Pennsylvania. He also previously introduced Stop Price Gouging the Military Act to close loopholes in current acquisition laws.

  • MIL-OSI USA: McClellan Introduces Resolution on Extreme Weather’s Threat to Children’s Health and Well-Being

    Washington, D.C. – Today, Congresswoman Jennifer McClellan (VA-04) led 32 of her colleagues to introduce a resolution calling on Congress to acknowledge and address the threat extreme weather poses to children’s health and well-being.

    H.Res. 585 urges Congress to develop solutions that account for children’s unique developmental vulnerabilities as they relate to extreme weather conditions and highlights enforceable and adaptive measures, such as timely and accessible public extreme weather alerts; education and training for health care professionals, educators and caregivers; and expanded access to safe places for children and families during extreme weather events. 

    “Just in the past month, extreme weather events have utterly devastated communities across the country — and we know that climate change only accelerates the frequency and intensity of these events,” said Congresswoman McClellan. “As a mother, I am fighting to advance climate and environmental policies that ensure a safe, habitable planet for our children and future generations to thrive. My resolution calls on Congress to implement solutions to comprehensively protect the health and well-being of our nation’s children, who have the most at stake in the decisions we make today.”

    The resolution lays out specific impacts of extreme weather on child and adolescent health, including: 

    • Children’s disproportionate exposure to pollutants in the air, increasing levels of wildfire smoke, and changing dust patterns that negatively impact children’s developing bodies and behavioral patterns;
    • Extreme heat’s link to impairment in children’s cognition, making it harder for them to learn at school, and an increase in schools across the country closing for heat days, disrupting academic performance; and
    • The disproportionate impact of life-altering trauma due to extreme weather disasters, including separation from or harm to caregivers, interruption in education, and other adverse mental health impacts that exacerbate the mental health crisis children and adolescents already face.

  • MIL-OSI USA: House Passes Congressman Valadao’s Bill to Allow for Kaweah Hydroelectric Project’s Continued Operations

    WASHINGTON – Today, the House of Representatives passed Congressman Valadao’s (CA-22) bill, H.R. 1044. The existing permit for the Kaweah Hydroelectric Project in Tulare County is set to expire in 2026, and this bill authorizes seven permit renewals to ensure it can continue operating. 

    “The Kaweah Hydroelectric Project is a critical source of clean, reliable, and affordable energy for California, and these permit renewals are the key to keeping it running,” said Congressman Valadao. “Without authorization, CA-22 ratepayers would see a dramatic increase in their energy costs and would be left to foot the bill for dismantling much-needed infrastructure. This is an issue that’s been a priority throughout my time in Congress, and I look forward to working with my Senate colleagues to get this bill across the finish line.”

    Mr. Speaker,

    I rise to urge support for my bill, H.R. 1044, which authorizes seven permit renewals for the Kaweah Hydroelectric Project in Tulare County, California. 

    Southern California Edison has operated the Kaweah Hydroelectric Project since 1899—marking well over a century of reliable, clean power. 

    For decades, Congress has allowed the continued use of federal lands for this purpose. But unless we act now, that authorization will expire in 2026.

    Without authorization, Southern California Edison would be forced to dismantle critical infrastructure—costing ratepayers in the region tens of millions of dollars and eliminating a clean, reliable, and affordable source of energy.

    This bill ensures that Kaweah can keep operating without disruption or unnecessary costs to families across California.

    I want to thank Chairman Westerman and his staff at the Committee on Natural Resources for their work on this issue. I urge my colleagues to support this bill and protect the Central Valley’s clean energy future.

    Background:

    Southern California Edison (SCE) and its predecessor have operated the Kaweah Hydroelectric Project since 1899, providing reliable, renewable energy to Californians. Part of the project’s infrastructure—Kaweah #3—is located on National Park Service land. Since 1912, the federal government has authorized use of this land through a series of permits.

    In 1986, Congress passed legislation allowing one 10-year permit with one 10-year renewal. When those expired, Congress again acted in 2005 to authorize two more 10-year extensions. Those extensions will expire in 2026. Without further congressional action, SCE will be forced to dismantle its infrastructure inside the park at a cost of tens of millions of dollars—costs that would fall directly on California ratepayers.

    Washington, D.C. — Reps. Sara Jacobs and James Moylan introduced bipartisan legislation to improve the effectiveness and streamline the coordination of U.S. security assistance.

    The U.S. spends billions of dollars on military assistance for partners and allies around the world, and yet the payoffs are often limited, inconsistent, and not strategic. The bifurcation and bureaucracy of U.S. security assistance between the State Department and the Defense Department often result in inconsistent communication, collaboration, or evaluation of the effectiveness of U.S. security assistance. The bipartisan United States Security Assistance Effectiveness Act would address these challenges, strengthen the State Department’s capacity,  and make security assistance more strategic, accountable, and effective in advancing U.S. values and priorities.

    Rep. Sara Jacobs said: “Security assistance is a critical part of our national security toolbox, but bottlenecks in bureaucracy, poor communication, and insufficient evaluation can mean that we’re not advancing – and at times, we’re undermining – our foreign policy goals.     The U.S. Security Assistance Effectiveness Act would:

    • Streamline organizational structure for security assistance, including by elevating the Office of Security Assistance to be led by a Coordinator to guide and support security assistance; maintain a common database on security assistance and security cooperation; coordinate the Assessment, Monitoring, and Evaluation (AME) program; and establish a security assistance framework to guide regional and country-specific planning
    • Establish curriculum at the Foreign Service Institute to provide specialized training on security assistance, including on coordination requirements, relevant laws and practices, and effectiveness of security assistance
    • Require a GAO report on coordination between the State Department and the Defense Department on security assistance and security cooperation programs
    • Require the State Department and Defense Department to establish a common database of all security assistance and security cooperation programs and activities 
    • Require the establishment of an assessment, monitoring, and evaluation (AME) program for any country receiving security assistance to define goals and measure outcomes
    • Mandate a framework to guide regional and country-specific planning on security assistance and the Coordinator to annually submit to Congress a list of priority recipient countries for security assistance

  • MIL-OSI USA: Strickland Delivers for Servicemembers, their Families, and the Future of the Services

    Washington, D.C. — Congresswoman Marilyn Strickland (WA10), a member of the House Armed Services Committee, released the following statement after the House Armed Services Committee passed H.R. 3838, the Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act for Fiscal Year 2026 (NDAA).  

    “I am proud to lead innovative and impactful provisions in the current version of this year’s defense policy bill that will improve readiness, and enhance the quality of life for servicemembers and their families. From housing, food access and healthcare, to direct funds for JBLM — this bill reflects our bipartisan commitment to supporting those who defend and serve our nation,” said Strickland.    

    Under Strickland’s leadership, the bill includes key provisions to boost the quality of life for servicemembers and their families:  

    Naming Commission for Military Assets  

    • Prohibits the use of federal funds to revert recommendations from the Congressionally established Confederate Naming Commission for military bases and honor Confederate leaders. 

    Housing  

    • Mandates methods to ensure that Basic Allowance for Housing (BAH) rates are accurate reflections of regional market trends.  
    • Allows the use of cost-effective materials in housing renovations, and delays historic preservation requirements until the housing structure is 100 years old.   
    • Requires a detailed report on the acquisition and the implementation of the Global Household Goods contract following the cancellation of HomeSafe Alliance LLC.  

    Nutrition  

    • Removes BAH from total household income calculations used to determine Basic Needs Allowance (BNA) eligibility.  
    • Requires an annual report, for five years, on how subsistence allowances and food programs are utilized.  

    Healthcare  

    • Includes Strickland’s bipartisan MIDWIVES bill.   
    • Creates a pilot program, allowing beneficiaries to select an OB/GYN provider and receive care without a referral.  
    • Extends free TRICARE dental coverage to Reserve Component servicemembers.  
    • Secures a report on the TRICARE contract acquisition and implementation, healthcare delivery, and learned lessons that can be applied to the East and West regions. 

    Historically Black Colleges and Universities  

    • Allocates nearly $125 million — $25 million more than the President’s request — for Historically Black Colleges and Universities.  

    Joint Base Lewis-McChord  

    • Authorizes $68 million for an Airfield Fire & Rescue Station, replacing the over 70-year-old Fire Station 105.   
    • Authorizes $70 million for a Command & Control Facility.   
    • Mandates a report studying the creation of a public database on non-combat military plane crashes, including details in response to Strickland’s Flight 293 bill.   

    Army Museums  

    • Establishes closure criteria for the Secretary of the Army’s management of the museum system, preventing the Secretary from closing local museums – including the Lewis Army Museum — without Congressional input.
