    Frost’s Bill Would Prevent Cancer-Causing Fertilizer Byproduct from Being Used in Road Construction

    WASHINGTON, D.C. — Today, Congressman Maxwell Alejandro Frost (D-FL) and Congresswoman Sheila Cherfilus-McCormick (D-FL) reintroduced the No Radioactive Roads Act, legislation to ensure the current Trump Administration or any future administration cannot allow for deadly, cancer-causing radioactive material, phosphogypsum (PG), to be used in road construction. Florida is the world’s largest PG producing area with 1 billion tons of PG stored in stacks, mainly in the Central Florida region. 

    The Biden-Harris Administration quickly reversed the first Trump Administration’s unscientific decision to allow PG in road construction in 2021. However, with Trump’s return to office, PG’s threat to people’s health is once again imminent. 

    In 2021, a tear at a PG stack facility allowed for millions of gallons of untreated wastewater to be released into Tampa Bay, devastating the clean waters of the bay and causing a red tide outbreak, killing millions of fish. Despite the environmental fallout, in 2023, Governor Ron DeSantis signed a bill into law to allow the cancer-causing material to be used in road construction. Most recently, ahead of the Trump Administration taking office, the Environmental Protection Agency authorized Mosaic’s pilot road project to use 1,200 tons of the hazardous material in Polk County, Florida. 

    Frost and Cherfilus-McCormick first introduced the bill in 2024. 

    “As Florida allows for PG to be used in our roads, endangering our workers, drivers, and entire communities, we need immediate federal action that puts public health over corporate profits,” said Congressman Maxwell Frost. “The science is abundantly clear—PG is a deadly, cancer-causing substance that harms our environment and puts lives at risk, and no administration should be able to permit its use without the highest safety standards. It’s unacceptable that the fertilizer industry is looking to offload toxic waste into our roads in order to boost their profits while leaders like DeSantis and Donald Trump enable it. The No Radioactive Roads Act puts our people, our planet, and our future over the profits of corporate polluters.”

We cannot allow the health and safety of our communities to be sacrificed for the financial interests of the fertilizer industry, which seeks to profit from incorporating this radioactive byproduct into our roads. The science is clear: exposure to phosphogypsum is directly linked to significantly increased cancer risk. We will not tolerate policies that endanger our residents and workers,” said Orange County Commissioner Kelly Martinez Semrad. “In Orange County, I am also introducing an accompanying resolution to prohibit the use of phosphogypsum in local roadway projects. Our stance is firm, and our message is clear: I fully support Congressman Frost’s bill on behalf of the people of our district, the state of Florida, and communities across the country.”

    The No Radioactive Roads Act has been endorsed by the League of Conservation Voters, Center for Biological Diversity, Food & Water Watch, Surfrider Foundation, and the Save Split Oak Campaign.

    Additional Background:

    For over 30 years, the Environmental Protection Agency (EPA) has prohibited the use of phosphogypsum (PG) for road construction because this fertilizer waste product emits deadly, cancer-causing radon gas and contains toxic heavy metals like arsenic, lead, mercury, and sulfur. 

    These toxins can become airborne or seep into the soil and groundwater. One of these elements, radium-226, has a 1,600-year half-life and will poison generations of people working on, living near, or traveling over any future radioactive roads.

    Scientific research makes clear that phosphogypsum (PG) is not safe to use as a road building material, but just months before leaving office, the first Trump Administration green-lit PG to be used in road construction.

    The Biden-Harris Administration quickly reversed the Trump Administration’s decision to allow PG in road construction but this means that PG’s threat to people’s health and safety can reemerge under the new Trump Administration.

Jackson (D-IL) introduced the African Diaspora Investment and Development Act (AIDA), groundbreaking legislation that harnesses the economic power of African and Caribbean diaspora communities to advance sustainable development, reduce remittance costs, and align U.S. foreign policy with grassroots investment. 

    Millions of Americans with heritage in Africa and the Caribbean send billions of dollars annually to support loved ones and communities in their countries of origin. Yet, they often face high transaction fees, limited investment tools, and few incentives to grow their impact. AIDA addresses these barriers head-on.

    “In a further effort to conceal the Epstein Files to protect President Trump, the Department of Justice is yet again using the criminal justice system for political purposes by belatedly and improperly seeking cooperation from Ghislaine Maxwell, who is serving a 20-year sentence on convictions for conspiring with Jeffrey Epstein to sexually abuse minors. 

    “As Deputy Attorney General Todd Blanche well knows from his lengthy tenure as a prosecutor and supervisor in the Southern District of New York, this is almost certainly not the first time the DOJ has inquired about cooperation from Ghislaine Maxwell, who, as a matter of course, would have been offered the opportunity to reduce her sentence in return for truthful and forthright information about Epstein and all others involved in the scheme.  

    “DAG Blanche is now doing an end-run around the SDNY and its institutional policies by acting as a political agent of President Trump to forestall the release of the full Epstein files by tacitly floating a pardon for Maxwell in return for information that politically benefits President Trump. 

    “Maxwell’s information is only as credible as any corroboration found in the Epstein files, including recordings, witness interviews, electronic communications, and photographs and videos. Neither the grand jury testimony nor Maxwell’s compromised information will expose the full extent of the conspiracy, including all those who may be included in the files.

    Washington, D.C. – Today, U.S. Representative Andrea Salinas (OR-06), introduced the Bubble Tax Modernization Act, which would lower the tax rate for lower-alcohol wine, cider, and mead made with fruit.

    Despite the popularity of bubbly beverages, the carbonation tax–colloquially called the ‘bubble tax’ on fruit wine, fruit cider, and fruit mead makes carbonating these agricultural products at sparkling levels cost prohibitive. Most craft beverage entrepreneurs can’t afford to carbonate these products at the level the market wants. The result is that an important American agricultural sector is falling flat.

    “Oregon has some of the highest quality fruit in the country, but red tape in our tax code makes it nearly impossible to use these products to make the fruited wines, ciders, and meads that people want,” said Rep. Salinas. “My bill levels the playing field for the cider industry and makes it more affordable to produce the sparkling, fruited drinks consumers want.”

    “Cidermakers should not be limited to just pears and apples in order to avoid a massive, unnecessary tax hike on their products,” said Rep. Van Orden. “This bill works for everyone – farmers, cidermakers, and consumers – by allowing any type of fruit to be added to cider and taxed at the standard rate.”

    Currently, the tax code dictates that if a sparkling cider, wine, or mead is made with fruits other than apples and pears, then it can only be minimally carbonated, often to the point that it tastes flat to most consumers. If cidermakers want to carbonate their fruited drinks to the same level as other, non-fruited ciders, taxes on these fruited ciders triple. Rep. Salinas’ legislation allows cidermakers to create and carbonate fruited beverages without this higher tax burden, granting them more freedom to produce drinks to match public demand.

    “The Bubble Tax Modernization Act is a critical, overdue fix that will finally bring fairness to how cider is taxed in the U.S.,” said Monica Cohen, CEO of the American Cider Association. “It eliminates outdated penalties on carbonated, fruit-forward ciders and gives small cidermakers the freedom to innovate without being punished. This bill supports American agriculture, strengthens rural economies, and helps keep cider accessible to consumers.   • MIL-OSI USA: Luttrell, Guest Highlight Cybersecurity Concerns at U.S. Border

    WASHINGTON — Congressmen Morgan Luttrell (R-TX) and Michael Guest (R-MS) urged the Department of Homeland Security to address potential cybersecurity concerns in systems used by U.S. Customs and Border Protection (CBP) at the border.

    CBP deploys advanced technology to secure our nation’s borders, including unmanned aerial systems, biometric identification systems, autonomous surveillance towers, land mobile radio communications, and the Border Enforcement Coordination Network. These critical operational systems require robust cybersecurity measures to protect against cyber threats that could compromise border security operations.

    In their letter, the members wrote:

    “We must defend our borders not only from physical threats, but from the growing danger in cyberspace. Our adversaries are getting smarter, faster, and more aggressive. That means our defenses must be sharper, stronger, and always one step ahead.”

    Under President Donald Trump’s second term in office, the southern border has witnessed unprecedented security — including record low illegal crossings and the construction of a border wall. The success of these efforts must not be diminished by vulnerabilities in the United States’ cybersecurity systems.

    Zinke’s requests for clean water infrastructure, ESA reform, and forest management pass full committee markup

    Washington, D.C. – Today, Western Montana Congressman and former Secretary of the Interior Ryan Zinke announced the inclusion of several key Montana priorities in the FY26 Interior, Environment, and Related Agencies Appropriations Bill. As a member of the subcommittee, Zinke has been fighting to ensure that Montanans’ voices are heard, and that critical funding and policies reflect the state’s unique needs. The FY26 Interior Appropriations Bill now heads to the House floor for a vote.

    “As a former Secretary of Interior, I’ve seen firsthand how mismanagement of our public lands from Washington can hurt our communities and how good policy can make a real difference on the ground,” said Zinke. “This bill gets us back to common sense management. It reverses years of top down bureaucratic regulation that choked our industries, hampered forest management and fire prevention, and shut off access to our lands. The infrastructure investments in this bill will go directly to our communities, funding clean water and allowing for growth. Montanans love our public lands and the outdoor experience; this bill supports multiple use and improves the quality of life for the people who live near and around those lands. It’s a science backed, community led piece of legislation, and I am proud to support it as it heads to the house floor.”

    The bill includes multiple Community Project Funding (CPF) requests from Congressman Zinke that will directly improve water infrastructure in rural communities. Community Project Funding is allocated from previously authorized grant accounts, allowing elected Members of Congress to direct grant funding would otherwise be decided by unelected officials in the federal government, without increasing spending.     •  Granite County Clean Water Infrastructure Project – $1.75 million

    •  Alberton Clear Water Infrastructure Project – $1 million

    •  Lolo Water and Wastewater Treatment Plant Improvement Phase 1 – $1.75 million

    In addition to direct funding, Zinke successfully included several important policy provisions in the bill:

    •  Delisting 3 Grizzly Bear Populations – Requires the Department of the Interior to delist the recovered grizzly bear populations in the Greater Yellowstone, Northern Continental, and Bitterroot Ecosystems from the Endangered Species Act (ESA).

    •  The Cottonwood Fix – Reinstates a permanent fix to prevent litigious groups from abusing the ESA to delay or block forest management projects, a key victory for wildfire prevention and responsible land stewardship.

    •  Wolverine ESA Restriction – Prohibits funding to list the wolverine under the ESA, consistent with longstanding scientific and state management concerns.

    •  Canadian Lynx ESA Rolled Back – Blocks enforcement of ESA provisions for the Canadian lynx, allowing more flexibility in forest management and land use.

    •  Native American Ironworker Training Program – $5 million to reinstate the successful program under the Bureau of Indian Affairs (BIA), helping tribal members access skilled trades and employment opportunities.

    •  Forest Roads Access – Submits bill language to lift restrictions on construction and reconstruction of Forest Service roads to support timber harvest and firefighting operations.

    •  Good Neighbor Authority Expansion – Encourages the Forest Service to expand use of Good Neighbor Authority agreements with states and tribes to accelerate forest management and wildfire mitigation projects on federal lands.

    • Bison on Charles M. Russell (CMR) Refuge – Prohibits the introduction of bison on the CMR National Wildlife Refuge, protecting the land’s traditional multiple-use management and safeguarding ranching interests.

    “As someone who went through the Native American Ironworker Training Program , I’ve seen firsthand the impact it can have on individuals and on tribal communities,” said Tom Tanner, a graduate of the program with 32 years of experience in the ironworking trade. “This program is a smart investment in Americas future; backing the skilled workforce our country needs to rebuild roads, bridges, and energy infrastructure. It trains tribal members for careers that offer good pay, union benefits, and a path to long-term stability. This program’s inclusion in the Interior bill shows a real commitment to skilled trades and job creation and I appreciate Congressman Zinke’s work on this issue.”

    “As a retired wildlife biologist who lives within Montana’s wolverine biological range, I oppose any funding of efforts to list the wolverine under the Endangered Species Act and am glad this language is included in this year’s Interior Appropriations Bill,” said Montana State Representative Paul Fielder. “If the decision is based on wolverine biology alone, the wolverine should not qualify as either an Endangered or a Threatened species administered under the ESA.  Too often agencies use the ESA to try to carve out sub-sets of a plant or animal species home range into “distinct population segments”, “recovery zones” or some other sub-group.  The ESA refers to the Endangered Species Act, not the Endangered Distinct Population Segment Act and this language reflects that.”

  • MIL-OSI USA: U.S. House Passes Rep. Lauren Boebert’s Bipartisan Zip Code Bill

    WASHINGTON, D.C.— Congresswoman Lauren Boebert (CO-04) successfully passed her bipartisan Zip Code bill, H.R. 3095, through the U.S. House of Representatives on Monday evening. The final recorded vote total was 278-121, a significant bipartisan victory for the Congresswoman and the multiple towns and communities in the 4th District included in the legislation. 

    H.R. 3095 directs the United States Postal Service to create unique zip codes for more than 65 cities, towns, and communities across the country. The bill, which includes 15 communities in Colorado and 33 cosponsors, is a reintroduction of the Congresswoman’s similar effort in the 118th Congress which passed through the U.S. House in December 2024.

    Cities and towns like Castle Pines, Lone Tree, and Severance all have their sales tax revenue, insurance rates, mail delivery rates, and response times for first responders negatively impacted by the lack of a unique zip code for their community. This legislation will address these issues and directly improve the quality of life for Coloradans and Americans living in these communities.

    The Zip Code system was instituted in America in the 1960s. The Postal Service utilizes the zip code system to deliver mail, but it is also heavily used and relied on by economic developers, insurers and emergency personnel. 

    Communities that do not have a unique Zip Code often experience associated problems that include the loss of economic development, loss of sales tax, unjustifiably high insurance rates, tax remittance and commercial licensing issues, diminished public safety and reduced emergency response times, identity issues, and efficiency issues.

    For example, first responders often go to the wrong streets and people needing help experience delays due to Zip Code issues that would be addressed by this legislation.

    Small towns and cities can petition the Postal Service for a new Zip Code but it is rarely approved and if it is denied they cannot appeal this decision for up to 10 years. Congress has intervened on these matters and last passed a law enacting four new Zip Codes through the Post Accountability and Enhancement Act of 2006.

    A new age for nuclear power has started—led by President Trump’s four recent executive orders on nuclear energy and Congressional action to reinvigorate the nuclear industry. 

    President Trump’s orders call for permitting reform and the reduction of overburdensome regulations from the Nuclear Regulatory Commission, which has become a slow-moving, bureaucratic mess, constraining and delaying expansion of U.S. nuclear power deployment for decades.  

    Under President Trump’s orders, the NRC must rule on reactor license applications within 18 months—a dramatic shift from the ambiguous, open-ended timelines of the past. 

    President Trump’s orders also promote expanding domestic mining, enrichment of uranium and other reactor fuels, and nuclear-fuel recycling.  

    These ground-breaking actions will power United States energy independence and provide a secure and reliable U.S. electrical grid—something we must obtain as the AI revolution places surging demands on our. electrical capacity.  

    At the heart of nuclear power’s resurgence are two key innovations: small and micro modular reactors.  

    These new reactors promise the U.S. will have a strong answer to future energy demands.  

    They will be more capital-effective, more efficient, and more scalable for both on and off-grid sites here in the United States.  

    Moreover, they offer enhanced safety features, eliminate the risk of meltdowns, and can use recycled fuel from other reactors.  

    The Department of Energy predicts that 12 percent of electricity consumption in the United States in 2028 will come from data centers, which require constant and consistent electricity.  

    And the Energy Information Agency recently projected that U.S. power consumption will reach all-time highs this year and next, in part due to AI and data-center demand.

    Nuclear power is the answer to data centers’ growing appetite for stable energy.

    I recently toured two prototype micro modular reactors being developed here in the United States.  

    I can confidently say the technology is ready—what is holding nuclear back is the onerous and capital-intensive regulatory permitting burden placed on nuclear energy expansion. 

    Under the Trump Administration, the federal government is waking up to the roadblock that nuclear power has faced for decades.

    The federal government, not technology, has been in the way.  

    Congress should and will be watching for the fruits of the Administration’s actions, eager to cooperate in achieving lasting change.  

    Nuclear power in the age of SMRs and MMRs isn’t just safe—it’s essential.  

    It is our best shot at securing clean, reliable, American energy independence.

    Washington, DC – Today, the House Foreign Affairs Committee passed out of markup the AUKUS Reform for Military Optimization and Review Act (ARMOR) Act (H.R. 4233), a bipartisan bill that would streamline and strengthen the Australia, United Kingdom, and United States (AUKUS) trilateral security partnership.

    “Bureaucratic delays to the AUKUS agreement weaken our ability to counter threats and protect our national security,” said Congresswoman Kim. “The ARMOR Act expedites backlogs so that AUKUS can promote peace through strength and meet 21st century threats head-on.”   

    AUKUS is a trilateral security pact between Australia, the United Kingdom, and the United States formed in 2021 to foster collaboration on advanced technologies like nuclear-powered submarines, AI, and hypersonic capabilities. There are two pillars of AUKUS:  

    • Pillar I is focused on helping Australia acquire nuclear-powered submarines.   
    • Pillar II focuses on joint development and sharing of advanced technologies to boost military and defense capabilities. The ARMOR Act specifically relates to Pillar II.  

    Specifically, the ARMOR Act strengthens the expedited review process for AUKUS transfers, exports, and other activities involving advanced technologies and defense articles and services by: 

    • Expanding the expedited licensing to include retransfers;  
    • Removing the congressional notification requirement on certain AUKUS transfers;  
    • Requiring a report on implementation of expedited review for export licenses; and, 
    • Requiring an annual review of the Excluded Technology List to ensure the list is relevant and aligned with AUKUS goals.

    H.R. 4494 – “The Flood Insurance Relief Act” is the 18th piece of legislation proposed by Congressman Donalds during the 119th Congress. Specifically, this bill combats the rising cost of flood insurance by creating a non-refundable tax deduction for flood insurance premiums.

    Senate Companion bill, S. 2313 – “The Flood Insurance Relief Act” is sponsored by Sen. Rick Scott (R-FL) and co-led by Sen. Ashley Moody (R-FL). Last Congress, the “The Flood Insurance Relief Act” was introduced by Rep. Donalds as H.R. 8102 and by Sen. Rick Scott as S. 4143.

    Bill Overview:

    • This bill allows individuals to deduct the cost of qualified flood insurance premiums paid during the year from their taxable income.

    • The deduction applies to premiums, federal policy fees, and surcharges associated with the National Flood Insurance Program and qualifying private flood insurance.

    • This bill limits any individuals who have a gross income (AGI) of more than $200,000 or $400,000 for joint filers from taking this deduction focusing on middle-class families.

    • The deduction applies only to premiums tied to property owned by the taxpayer.

    • Flood insurance premiums have been rapidly rising, but are not deductible under federal tax law, despite being a mandatory expense for many homeowners with federally backed mortgages in high-risk flood zones.

    Rep. Clyde Secures Lake Lanier Wins in FY26 Appropriations Process

    Washington, July 22, 2025

    WASHINGTON, D.C. — Last week, Congressman Andrew Clyde (GA-09) secured wins to help protect both Lake Lanier’s name and recreation sites through the ongoing Fiscal Year 2026 (FY26) appropriations process.

     

    On July 17th, the House Appropriations Committee approved the FY26 Energy and Water Development appropriations bill by a vote of 35-27. During the markup, Rep. Clyde:

     

    • Preserved a commonsense provision (Sec. 109) he requested and obtained in the base bill to prohibit the U.S. Army Corps of Engineers (USACE) from using taxpayer funds to rename civil works projects such as Lake Lanier. A Democrat-led amendment to remove this provision failed by a vote of 26-35.
    • Secured an amendment to allow local partners that manage multiple recreation sites at a USACE civil works project to spend collected user fees across all sites they oversee at that project, rather than being limited to using the fees only at the specific site where the funds were collected. The amendment mirrors Reps. Andrew Clyde and Rich McCormick’s Lanier Parks Local Access Act, which the pair introduced last week ahead of the markup.

     

    Additionally, the Committee approved the FY26 Energy and Water appropriations bill report, which includes language requested by Rep. Clyde to urge the U.S. Army Corps of Engineers to collaborate with state and local partners to facilitate the transfer of management of park operations where appropriate, as well as to streamline the lengthy approval process for leasing USACE sites.

    “I’m incredibly pleased that the FY26 Energy and Water Development appropriations bill includes critical provisions to both protect Lake Lanier’s name and help keep its parks open by providing local partners with flexibility to more effectively spend collected user fees,” said Clyde. “I will continue using every avenue at my disposal to advocate for commonsense solutions to preserve and improve Lake Lanier for Northeast Georgians and visitors.”

    Washington, D.C. — Today, Western Montana Congressman and former Secretary of the Interior Ryan Zinke (MT-01), with Senator Tim Sheehy (R-MT), Representative Riley Moore (WV-02), and Senator Jim Banks (R-IN) introduced the bicameral Protecting America’s Treasures by Raising Inflow from Overseas Tourists in Parks Act (PATRIOT Parks Act), which would authorize a surcharge for most foreign tourists visiting national parks. If implemented, the bill would ensure foreign visitors contribute their fair share to the upkeep and preservation of America’s most treasured places. 

    “National Parks are Americas best idea and maintaining that legacy for future generations means making smart investments in the management of the parks,” said Zinke. “Americans already pay for parks in our tax dollars as well as at the gates. It’s unfair to American taxpayers to foot the bill for millions of foreign visitors. Almost every other country charges foreign visitors more, it’s common sense. President Trump and Secretary Burgum did the right thing directing the National Park Service implement a foreign visitor fee. This legislation will codify the policy and ensure Americans are put First in our own parks.”

    “From the New River Gorge in my home state to Shenandoah, the Great Smoky Mountains, the Everglades, and the Grand Canyon – God blessed our nation with a tremendous natural heritage. We owe it to future generations to ensure these natural marvels are protected, said Moore. “Unfortunately, the National Park System currently faces a backlog of more than $23 billion in deferred maintenance, including more than $200 million on properties across the Mountain State. Our commonsense legislation keeps entry fees static for Americans while charging more for foreigners visiting our National Parks. This will allow us to finally start tackling this extensive maintenance backlog.”

    “Our national parks drive Montana’s tourism economy by bringing in visitors from all over the world and define our way life by offering an experience you can only find in America,” said Sheehy. “Implementing a foreign visitor fee is an America First, commonsense way to secure affordable access for American families, improve our national parks for all visitors, and better manage our treasured public lands. It’s not too much for Americans to ask that their government puts them first, and that’s why I’m proud to support the PATRIOT Parks Act so more American families can enjoy our national parks for generations to come.”

    The National Park Service has $23 billion deferred maintenance infrastructure backlog. NPS relies on appropriated funds from tax dollars, Great American Outdoors Act funds from energy leasing, and entrance fees to address infrastructure needs. Every park will benefit from this program regardless of if they collect fees or not. By law, under the current formula for entrance fees, 80% of the fees collected at a park stay in the park where they are collected. The remaining 20% of entrance fees collected is distributed to non-fee collecting parks to improve infrastructure and visitor experience. The foreign visitors surcharge will use the same formula ensuring all parks benefit from this funding. 

    According to a report by Property and Environment Research Center (PERC), a surcharge of just $40 per foreign visitor would raise $528 million for our park system.

    “People travel from around the world to experience America’s national parks, and now they can help conserve them too,” said PERC CEO Brian Yablonski. “A surcharge on international visitors is a common practice globally and offers a smart, reliable way to fund better trails, cleaner campgrounds, modernized water systems, and desperately needed restoration work in our parks. We appreciate Rep. Zinke’s support for strengthening America’s national parks.” 

    Virtually all other countries do this already. Foreign tourists visiting the Galapagos National Park in Ecuador pay a $200 surcharge, South Africa charges as much as 500% more for foreign visitors, many European Union nations charge non-EU citizens surcharges at museums and cultural sites. 

    The foreign visitor would only apply to National Parks units that already collect entrance fees. If a park does not currently collect an entrance fee, the surcharge will not apply. Canadian citizens visiting Glacier National Park would be exempt from the surcharge in recognition of our joint stewardship of Waterton-Glacier International Peace Park. Fee-collecting monuments in Washington, D.C., are also exempted.

    The bill codifies an executive order signed by President Trump directing the Department of the Interior and Department of Agriculture to implement a foreign visitor surcharge to support public lands and rural communities.

  • MIL-OSI USA: House Passes Pettersen’s Provision to Restore Silver Cliff ZIP Code

    The U.S. House of Representatives passed H.R.3095, bipartisan legislation that included a provision introduced by Representative Brittany Pettersen (CO-07) to restore the Town of Silver Cliff’s ZIP Code. 

    In 1991, the town lost its unique ZIP Code and was forced to use the ZIP Code of the neighboring town of Westcliffe, which has resulted in delays and extensive errors with postal delivery, as well as a loss of hundreds of thousands of dollars in sales tax revenue. The bill would reinstate the original ZIP Code to the Town of Silver Cliff, decoupling them from Westcliffe and alleviating these issues.

    “Coloradans depend on a reliable postal service for everything from prescription drugs and billing notices to food, clothing, and other basic necessities,” said Pettersen. “Unfortunately, ever since the Town of Silver Cliff lost its unique ZIP Code, they’ve had subpar postal service that has led to the loss of thousands of dollars in sales tax revenue and countless delayed and lost deliveries. It’s unacceptable, and I’ve been fighting in Congress to restore their ZIP Code and alleviate these challenges. I’m grateful to see this provision pass with bipartisan support and will keep working to get it across the finish line.”

After five unsuccessful boundary reviews in a 30-year period, this is the closest we’ve ever gotten to regaining the use of our ZIP Code – 81249,” said Mayor H.A. Buck Wenzel. “Since our ZIP Code was arbitrarily and capriciously removed by the USPS, and our town was forced to use the ZIP Code of the neighboring Town of Westcliffe, the Town of Silver Cliff not only lost our identity, but has been financially disparaged losing hundreds of thousands of dollars from on-line, out-of-county and out-of-state sales, and to date, our residents are still experiencing service delivery issues due to both towns having like and similar street names.”

The bill eliminates interest payments on construction costs endured by non-federal entities and extends the repayment period to 75 years, allowing local communities more flexibility to finish their investments in this critical project. Congressman Jeff Hurd (CO-03) is a cosponsor of the bill, while Colorado Senator Michael Bennet and John Hickenlooper have introduced companion legislation in the U.S. Senate.

    Upon completion, the Arkansas Valley Conduit would provide access to clean water to 50,000 residents in Southeast Colorado, including Bent, Crowley, Prowers, Kiowa and Baca Counties. The project was originally started in 1962 and has been delayed by bureaucracy and, most recently, rising construction and labor costs. The “Finish the AVC” Act addresses these issues in an effort to make this long-standing vision a finished product.

  • MIL-OSI USA: House Passes Rep. Young Kim’s Bipartisan Bill to Support Small Businesses

    Washington, DC – Today, the House of Representatives passed the Improving Access to Small Business Information Act (H.R. 3351), a bipartisan bill led by U.S. Representatives Young Kim (CA-40) and Josh Gottheimer (NJ-05), to streamline federal regulations and better support small businesses. 

    This bill specifies that certain actions of the Securities and Exchange Commission’s (SEC) Office Advocate for Small Business Capital Formation (Advocate) —such as conducting field surveys—are not a collection of information under the Paperwork Reduction Act (PRA). This allows the Advocate to prioritize facilitating access to capital without bureaucratic delays.

    Background: 

    The Texas Department of Agriculture’s 1944 Water Treaty Agricultural Assistance Program provides $280 million in essential aid to farmers and ranchers in the Rio Grande Valley affected by Mexico’s continued failure to supply water as mandated by the 1944 Water Treaty.

    The funds are part of a $280 million grant agreement between the Texas Department of Agriculture (TDA) and the U.S. Department of Agriculture (USDA), secured through legislation De La Cruz included in the American Relief Act. This legislation authorized USDA Secretary Brooke Rollins to allocate emergency aid to South Texas producers who have suffered severe financial losses due to the Mexican government’s failure to meet water delivery obligations.

    The funds are expected to be delivered this week.

  • MIL-OSI USA: Kamlager-Dove, Los Angeles Leaders Sound the Alarm: Defunding Planned Parenthood Would Lead to a Public Health Crisis

    LOS ANGELES, CA – Today, Congresswoman Sydney Kamlager-Dove (CA-37), Board Co-Chair of Planned Parenthood L.A., led leaders from across Los Angeles County, including L.A. County Supervisor Holly J. Mitchell and Director of L.A. County Public Health, Dr. Barbara Ferrer, in sounding the alarm on the looming public health crisis that would be triggered by federal defunding of Planned Parenthood.     Earlier this month, President Trump signed a budget reconciliation bill that includes a provision to “defund” Planned Parenthood health centers nationwide. Planned Parenthood Federation of America (PPFA) filed a lawsuit challenging the law and its unconstitutional, politically motivated attack on local health centers’ ability to provide care. A federal judge issued a temporary restraining order that is set to expire today.

    “We refuse to stand by while the Trump Administration dismantles our health care system and further erodes our reproductive rights,” said Rep. Sydney Kamlager-Dove, Planned Parenthood Los Angles Board Co-Chair. “Because they couldn’t eradicate abortion through Dobbs, they snuck a backdoor abortion ban into their Big Ugly Bill to target providers and threaten their ability to offer care. Make no mistake, California will remain a beacon of reproductive freedom. We will not be intimidated, we will not be silenced, and we will continue to fight—for Planned Parenthood, for providers, and for every patient who depends on them.”

    “Stripping Medicaid funding from Planned Parenthood doesn’t just threaten clinics, it threatens people. Forcing clinics to shut down is a direct assault on the health and well-being of Black and Brown communities, low-income families, and others for whom Planned Parenthood is their only source of health care,” said L.A. County Supervisor, Holly Mitchell.
     
    “Planned Parenthood plays a vital role in advancing health equity across Los Angeles County. With 24 health centers serving over 260,000 patient visits each year, many in communities that have long been medically underserved, Planned Parenthood serves as a trusted, valued, and essential health care provider,” said Dr. Barbara Ferrer, Director of Los Angeles County’s Department of Public Health.  “By singling out Planned Parenthood, the federal government is disrupting the delivery of high-quality medicine and the primacy of the provider-patient relationship for thousands of people across Los Angeles. Sadly, this short-sited politically motivated move by the federal government will deepen longstanding health inequities and threaten the well-being of so many.”
     
    “Losing access to Planned Parenthood health centers would be not just be a disaster for public health, but also for the young people, women and families who rely on our services to determine the course of their own futures. My message to every Planned Parenthood Los Angeles patient is this: Our doors stay open, and care continues. We’ve been honored to serve this community for 60 years – and we have no intention of going anywhere,” said Sue Dunlap, President and CEO of Planned Parenthood Los Angeles.

    Like any other health care provider, Planned Parenthood is reimbursed for services provided to patients. Defunding means that Planned Parenthood health centers will not receive federal reimbursement for care provided to patients who use Medicaid for their health coverage. More than 80% of Planned Parenthood’s patients in California rely on Medi-Cal, the state Medicaid program, to access birth control, cancer screenings, STI testing and treatment, and more.

    Sadly, we already know where federal defunding of Planned Parenthood will lead. Cancers will go undetected, the STI crisis will worsen, wellness exams and preventative care will substantially decline, and it will be harder than ever for people to access birth control.

    Moreover, people will forgo essential health care and instead turn to already overcrowded emergency rooms for what could have been routine appointments. These are real concerns in Los Angeles, where stark health inequities and stubborn gaps in reproductive health access persist.

    Washington, DC — Today, Representatives Kat Cammack (R-FL-03) and Norma Torres (D-CA-35) officially launched the Congressional NextGen 911 Caucus for the 119th Congress with a visit to the District of Columbia’s Office of Unified Communications to meet with public safety telecommunicators.

    As the only bipartisan, bicameral organization in Congress focused exclusively on 911 emergency communications, the NextGen 911 Caucus plays a critical role in educating lawmakers, constituents, and communities on the importance of modern, reliable, and responsive emergency response systems.

    “When you call 911, it’s often one of the worst moments of your life. That’s why it’s critical that our response system is fast, reliable, and built for the 21st century. The ability to text 911, send video, and deliver critical information to first responders before they arrive saves lives,” said Congresswoman Cammack. “As Co-Chair of the NextGen 911 Caucus, I’m committed to ensuring that all Americans—whether they live in a rural town or a major city—have access to a modern, responsive system.”

    Public safety telecommunicators (PSTs) serve in more than 6,000 call centers nationwide. They are often the first voice a person hears in an emergency—coordinating responses from law enforcement, fire departments, and emergency medical services. Beyond their daily lifesaving efforts, they often serve as critical witnesses in court proceedings and high-profile investigations.

    However, America’s 911 systems are facing unprecedented challenges: from outdated technology and staffing shortages to increasing call volumes and evolving threats. The NextGen 911 Caucus is committed to ensuring federal support keeps pace with these demands by promoting advanced communication technologies, including text-to-911, real-time data sharing, and improved interoperability between agencies.
