    This historic bipartisan legislation would address border security and infrastructure challenges, tackle critical workforce development issues, create legal status for undocumented immigrants already living in the United States, establish new pathways for asylum seekers, and create new legal pathways for economic migrants and unaccompanied minors.

    “As an attorney who has worked on immigration issues, both at the nation’s top law enforcement agency and at a community legal aid organization, helping migrants in West Michigan, I know this system. I’ve seen firsthand what patchwork and reactionary immigration policies do to families and communities, and I remain committed to creating a system that is both fair and humane, balancing humanitarian concerns with law enforcement. Our broken immigration system is a national security threat, an economic and workforce emergency, and a humanitarian crisis. This is Congress’s issue to solve, and we’re here to solve it,” said Rep. Scholten. “Congress must act now to reform our immigration system. It’s time to allow hardworking families to move out of the shadows and into the full light of the American dream. This bipartisan bill will make our communities and our country safer, bring our workforce into the 21st century, and bring dignity to millions of hardworking families already living in the United States to make our country a better place.”

    This comprehensive bill makes meaningful reforms to several aspects of our immigration system: 

    • Provides a pathway to citizenship for Dreamers
    • It creates the Dignity Program to grant legal status to undocumented immigrants already living in the United States;
    • It establishes new pathways for asylum seekers and creates new regional processing centers;
    • Enhances border security while creating additional accountability for ICE.

    The last time Congress passed immigration reform was in 1996, and that was driven by Republicans and signed into law by President Bill Clinton. That bill eliminated several legal immigration pathways, essentially making fewer people eligible for legal status while making more people deportable. Congress has had many opportunities to address this crisis. Over the last 10 years, 8 major pushes for immigration reform have failed:  

    • In 2013, the Senate on a bipartisan basis passed the Border Security, Economic Opportunity, and Immigration Modernization Act of 2013, but House Republicans refused to take up the bill.
    • In 2018, a bipartisan group of Senators advanced the Uniting and Securing America Act to protect Dreamers and provide a pathway to citizenship, but Senate Republicans blocked it.
    • Again in 2018, the Senate tried to advance the United and Securing America Act “Common Sense” Proposal Amendment, but Senate Republicans blocked it.
    • Yet again in 2018, the Uniting and Securing America Act made it to the Senate floor but was blocked.
    • In 2019, the House passed the American Dream and Promise Act, but Senate Republicans blocked it.
    • In 2021, the House again passed the American Dream and Promise Act, but Senate Republicans again blocked it.
    • In 2021 and 2022, the President proposed record funding for more border agents, more asylum officers, more immigration judges, more border technology, and more detention capacity. Republicans in Congress failed to fund both requests.
    • In 2024, the Senate failed to pass bipartisan immigration and border security bills after President Trump called on Senate Republicans to abandon the bill so Republicans could campaign on the issue.

    The legislation directs the Government Accountability Office (GAO) to produce a comprehensive report evaluating the effectiveness of the federal government in carrying out its responsibilities under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) and recommending ways to improve access to voter registration information and assistance for military families.

    Background: 

    UOCAVA, first enacted in 1986, is the only federal law solely dedicated to protecting the voting rights of active-duty military members, their families, and overseas citizens. Under this law, states must provide an option for these voters to request and submit absentee ballots, often through the Federal Post Card Application. The Federal Voting Assistance Program (FVAP) is responsible for administering UOCAVA.

    Despite these protections, voting rates among active-duty military remain significantly lower than the general population. In the 2022 midterm elections, only 23 percent of active-duty military voters participated, compared to 52 percent of civilians. For military voters stationed overseas, the turnout dropped to just 15 percent.

    In June 2025, the House Administration Committee held the first congressional oversight hearing on FVAP in over a decade. FVAP Director Patrick Wiedmann highlighted the persistent challenges military voters face—such as time constraints, frequent relocations, and access to voter information.

    Congressman Mark Alford (MO-04) led a letter to the Secretary of the Department of Commerce, Howard Lutnick. The letter urges the Commerce Department to continue pursuing policies that will cement the United States as the world capital of Artificial Intelligence (AI).

    Washington, D.C. – Congresswoman Harriet Hageman joined her Republican colleagues in passing a historic rescission package, sending it to President Trump’s desk. This measure removes $1.1 billion in annual federal funding from the Corporation for Public Broadcasting (PBS & NPR), and $7.9 billion from USAID foreign aid programs, totaling $9 billion in reclaimed taxpayer dollars. 

    The Congresswoman released the following statement:  

    “For too long, American families have been forced to subsidize liberal-leaning media under the guise of ‘public service.’ When NPR/PBS were started, there were few options available. There are now so many different outlets that need for government funded media has been replaced by the free market, and public media now prioritizes far-left narratives over balanced journalism. This federal funding should not support woke indoctrination in children’s programming, including, drag queen story hours, political lectures from popular characters, and anti-American messaging, when parents can choose from a vast, private media landscape,” said Congresswoman Hageman. 

    “In emergency situations like the recent Texas floods, taxpayers discovered private broadcasters stepped up with immediate alerts and lifesaving updates, while NPR affiliates lagged behind, remaining silent for hours. This proves that public safety is not uniquely tied to taxpayer-funded media. 

    This rescission marks our first major strike against federal waste, fraud, and abuse, and it is just the beginning. We will continue to scrutinize every dollar the federal government claims it needs.     • PBS shows that indoctrinate children such as, “Drag Queen Story Hour”
    • $33,000 for “Being LGBTI in the Caribbean”
    • NPR requested and received a $1.9 million grant commitment from CPB to hire more “moderate” Editors and journalists, as they recognized their complete leftist bias
    • $130 million from other IOP programs, which includes programs like UN Women, UN Panel on Climate Change, Int’l Conservation Programs, etc.

    WASHINGTON – The U.S. House Committee on Natural Resources has advanced H.R. 1676 – “The Make SWAPs Efficient Act”  out of committee and to the floor of the U.S. House of Representatives with a unanimous, bipartisan voice-vote.

    H.R. 1676 – “The Make SWAPs Efficient Act” was introduced by Congressman Byron Donalds (R-FL) on February 27, 2025, is co-led by Congressman Jared Moskowitz (D-FL), and has received the support of Representatives John Rutherford (R-FL), Mario Diaz-Balart (R-FL), Michael Guest (R-MS), Scott Franklin (R-FL), Vern Buchanan (R-FL), Daniel Webster (R-FL), Mike Haridopolos (R-FL), and John James (R-MI).

    State Wildlife Action Plans (SWAPs) are developed and submitted by states to the U.S. Fish and Wildlife Service (FWS) to identify non-game species of greatest conservation need, so they don’t become threatened or endangered. Currently, there is no deadline for FWS to approve a complete SWAP once submitted by a state, and in most cases, approval can take over 18 months. 45 states have SWAPs due this year alone.

    This common sense legislation directs the Secretary of the Interior to approve a state’s SWAP within 180 days. If the Department of Interior does not approve the SWAP within 180 days, the SWAP is “deemed approved.” H.R. 1676 has also received the endorsement of Florida Fish and Wildlife Conservation Commission; All Florida; Ducks Unlimited; and Florida Commercial Watermen’s Conservation.

    “As we continue to peel back the labyrinth of federal bureaucracy that has paralyzed the basic functions of our federal government, we must turn to the Department of Interior,” said Congressman Byron Donalds (R-FL). “Currently, it’s taking over a year and a half to approve basic state wildlife protection plans to ensure non-game species do not become threatened or endangered. This is unacceptable and this is why I introduced H.R. 1676 to expedite this timeline to just 180 days. We are making our government efficient again whether bureaucrats in Washington like it or not.”

    Background:

    • In 2000, Congress authorized funding for the State Wildlife Grant Program. Additionally, in 2001, Congress authorized funding for the Tribal Wildlife Grant Program. Today, both programs are commonly referred to “the State and Tribal Wildlife Grant Program” (the Program).

    • The Program, in part, provides funding for the “development, revision, and implementation of wildlife conservation and restoration plans and programs.”

    • In order to receiving funding under the Program, States must develop & submit to the U.S. Fish and Wildlife Service (FWS) a wildlife conservation strategy—otherwise known as a State Wildlife Action Plan (SWAP).

    • In 2005, all 50 States, D.C., and 5 U.S. territories developed/submitted SWAPs to FWS and generally, States must submit SWAPs every 10 years to receive funding under the Program.

    Washington, D.C. — Congressman Dan Goldman (NY-10) hosted renowned kids’ science education advocate Bill Nye, “the Science Guy,” to highlight the vital role public broadcasting plays in K–12 education and community resilience. Following the Senate’s narrow approval earlier this week, House Republicans this morning passed President Trump’s $9 billion rescissions package, which eliminates all federal funding for the Corporation for Public Broadcasting (CPB). 

    Congressman Goldman led an amendment to strike the proposed cuts to CPB, an effort co-sponsored by 34 Democratic colleagues. House Republicans rejected the amendment, voting instead to gut critical support for public media that millions of Americans rely on for educational, cultural, and emergency programming. 

    The Republican-backed rescissions package deals a devastating blow to our democratic institutions at home, American leadership abroad, and the countless American citizens who rely on public broadcasting for emergency alerts, local news, and educational programming.  

    CPB-funded public media reaches nearly 99.7% percent of the American population, and its funding finances over 1,500 public television and radio stations across the country, supporting approximately 20,000 local jobs. 

    In addition to emergency response systems and local journalism, federal funding for CPB also enables public broadcasting to support educational content that parents nationwide rely on to help their children learn, averaging 16 million monthly users and more than 350 million monthly streams across digital platforms, allowing people at all income levels and from all parts of the country to access consistent, high-quality, educational content for free.

    WASHINGTON, D.C. – Today, U.S. Congressman Kweisi Mfume (MD-07) introduced the Jordan McNair Student Athlete Heat Fatality Prevention Act in the United States House of Representatives. Senator Angela Alsobrooks (D-MD) simultaneously introduced the companion legislation in the United States Senate, with Senator Chris Van Hollen (D-MD) as an original cosponsor. This legislation will serve as a lifeline for student athletes and requires college and high school athletic programs to implement heat illness emergency action plans (EAPs) in consultation with local emergency responders, including the operation and use of cold-water immersion equipment.

    This legislation honors Jordan McNair, who was a freshman on the University of Maryland football team when he collapsed during practice on May 29, 2018 due to heatstroke. Roughly 90 minutes passed before McNair arrived at a nearby hospital in critical condition. He was then airlifted to the University of Maryland Medical Center Shock Trauma Center to receive an emergency liver transplant, but tragically died 2 weeks later. 

    “Some of my fondest childhood memories were on the field playing football and Little League Baseball. Yet, for too many young athletes, these experiences turn into traumatic ones as they mourn the loss of their teammates—like Jordan McNair,” said Congressman Kweisi Mfume. ”However, these deaths are preventable—and through legislation like the Jordan McNair Student Athlete Heat Fatality Prevention Act, we can ensure that parents and players alike can have the peace of mind that their health is accounted for during their journey in collegiate and high school sports. I am grateful for Senator Alsobrooks’ co-leadership on this legislation, and for her work in the U.S. Senate to help get this done,” he concluded.

    An investigation conducted immediately after Jordan McNair’s death showed the athletic staff did not take aggressive measures to lower his body temperature. 

    The Jordan McNair Student Athlete Heat Fatality Prevention Act will ensure high school and college athletic programs have heat emergency plans in action as well as cold-water immersion equipment so preventable tragedies like Jordan’s and the story of so many other student athletes won’t happen again. The legislation is endorsed by The Jordan McNair Foundation and the National Athletic Trainers’ Association.

    More Information on Jordan McNair

    • Jordan McNair was a freshman offensive lineman on the University of Maryland’s football team in 2018. On May 29, 2018, Jordan was taking a conditioning test that required 10 sets of 110-yard sprints. Jordan appeared to show signs of exhaustion during the sets of sprints. Jordan collapsed and was taken to the hospital before passing away two weeks later due to exertional heatstroke.
    • Jordan was demonstrating signs of an exertional heatstroke before he completed the sprints, but he was not treated with the care required to save his life. An hour passed before a trainer called 911, even after Jordan initially started showing symptoms.
    • Some report that University staff failed to see initial signs that Jordan was suffering from a heat illness and not being treated properly. Those reports also suggest staff did not check his core temperature, did not have proper cooling devices, and did not give emergency responders suitable directions to their location.

    Background

    The Rescissions Act of 2025 cuts $9 billion dollars of previously approved funding, including $1.1 billion for public broadcasting.

    The vote comes just two weeks after the Trump Administration signed into law a bill that includes massive tax breaks for the rich and explodes the deficit by 3.9 trillion dollars, according to the non-partisan Congressional Budget Office.

    WASHINGTON– Congressman Darrell Issa (CA-48) has introduced H.R. 4454 – the Safeguarding Invaluable Land (SOIL) Act – legislation to prohibit China, Russia, Iran, and North Korea from purchasing land within 10 miles of sensitive U.S. agencies and strategic sites, including military bases and federally funded research labs. 

    “Our country has a clear and compelling interest in preventing our adversaries from controlling property near the most sensitive and strategic sites in the American homeland,” said Rep. Issa. “The risks to national security are manifestly obvious, and we must move swiftly as a Congress and as a nation to counteract the spying and surveillance that is enabled when we allow our most hostile adversaries a foothold on American soil.” 

    Currently, affiliates and entities of the Chinese Communist Party (CCP) own 384,000 acres of American agricultural land, a 30 percent increase since 2019 and more than $80 million in CCP-backed investments than 10 years ago.

    • Limits women’s access to abortion by preventing service personnel from traveling to seek reproductive health care. 
    • Harms our military readiness with divisive provisions that undermine morale and fail to support our service personnel, by:
      • Continuing DOGE and the Administration’s cuts to vital civilian positions;
      • Attacking the LGBTQ+ community with hateful policies; and 
      • Banning funding for diversity, equity, and inclusion efforts.

    Two of Rep. Pettersen’s amendments were included in the FY 2026 Defense bill:

    • Pettersen’s amendment advances cutting-edge aerospace research and strengthens national security through lunar technology.

    CARNEGIE, PA – Today, Congressman Chris Deluzio (PA-17) announced that $194,000 in NeighborWorks America Flexible Impact Grants have been awarded to NeighborWorks Western Pennsylvania network sites headquartered in Pennsylvania’s 17th Congressional District. The grant will support efforts to help new homeowners, with the goal of lowering the cost of housing, building stronger and safer communities, and creating jobs.

    “Housing is a ripoff for way too many people. So many who bust their butts at work still cannot afford a decent home,” said Congressman Deluzio. “This grant is about getting more housing options that don’t break the bank for families in Western PA. I’m proud to support efforts to invest in solid housing that folks can afford.” 

    The funding was awarded by NeighborWorks America, a congressionally chartered nonprofit, that works to help millions of Americans secure and sustain affordable homes through counseling and education for first-time homebuyers, and downpayment assistance loans for these buyers. The funding came in three installments of $57,000, $50,000, and $87,000 through their Flexible Impacts Grants program. 

    The Trump Administration’s efforts to freeze funding and pause federal grants has created significant uncertainty for grantees, varying by agency and program. As of now, the courts have paused many of these freezes. However, Congressman Deluzio will continue to monitor these developments and fight to make sure this congressionally-authorized funding continues going to projects that make life better for Western Pennsylvanians.   • MIL-OSI USA: Ezell Leads Bipartisan Coalition Requesting Funding for the Lower Mississippi River Comprehensive Management Study

    Representatives Mike Ezell (R-MS) and Troy A. Carter, Sr. (D-LA) led a letter with four other Members of Congress to the Appropriations Subcommittee on Energy and Water Development asking them to provide at least $7.5 million for the Lower Mississippi River Comprehensive Management Study (LMRCMS) in the next fiscal year. The study aims to provide recommendations for a range of issues related to navigation, flood risk management, water quality, recreation, and ecosystem restoration needs within the Mississippi River and Tributaries system.

    “For nearly a century, the management of the Mississippi River has remained mostly unchanged despite evolving commerce and environmental issues. This study is a pivotal opportunity to align navigation efficiency and safety, flood control systems, and restoration efforts to foster a healthier, safer river system that benefits all stakeholders and river communities,” the Members wrote.

    The USACE sought to complete the $25 million study in five years to provide updated recommendations to Congress and the government by December 2027. Recent extreme high and low water events are creating stressors on the system. This study will propose solutions for the future dynamic operation of structures within the system for successful flood risk management, navigational security, and ecosystem protection. Delays in completing this study can lead to obsolete analysis and cost overruns. Resources are now urgently needed to restart and advance this work.

    The study addresses specific Gulf Coast issues of concern, including saltwater intrusion, which threatens the drinking water supplies of the New Orleans metro region in 2023, and shipping concerns along America’s most important maritime transportation lanes. Other regional issues of concern include addressing agricultural run-off that has led to a 5,500 square mile “dead zone” in the Gulf of America.

    “Funding for the remainder of this study is critical to improving water quality and the long-term health of fisheries and wildlife in the lower Mississippi River Basin,” said Chris Macaluso, director of fisheries and the Mississippi River Program at the Theodore Roosevelt Conservation Partnership. “The Corps has been working closely with anglers and hunters throughout this process and our concerns about water and habitat management are being taken seriously. We cannot afford to lose the progress that’s already been made.”

    “This study can provide us with the opportunity to revitalize and reimagine how we manage the Lower Mississippi River to better serve both people and nature. After 85 years of largely unchanged management, the study will provide recommendations that can modernize flood control, navigation, recreation and restoration,” said Elizabeth Crow, director of government relations for the Mississippi River Basin at the Nature Conservancy. “These solutions will strengthen local economies while also making the lower river safer, healthier and more resilient. Congress needs to fulfill its obligation under the 2020 Water Resources Development Act and restart funding for the Army Corps of Engineers to complete the study. It’s time for the lower river’s management to evolve and meet the needs of today.”

    “This study will provide critically important information to bring the management of the Mississippi River into the 21st Century and find win-win solutions that can protect life and property from flooding and preserve American seafood production in the estuaries of Louisiana, Mississippi, and Alabama affected by distribution of the “fresh” River water. It makes no sense to waste the money already spent by ending this study before it is complete. Many thanks to these Congressmen for their leadership,” said Gerald Blessey, Counsel for the Mississippi Sound Coalition.

    Washington, D.C – On July 3rd, Western Montana Congressman Ryan Zinke voted to pass the One Big Beautiful Bill (OBBB), a historic piece of legislation delivering major wins for Montana families, workers, seniors, and small businesses. The bill was signed into law by President Donald Trump on July 4th, cementing expanded tax relief, protection for critical healthcare and food security programs, strengthened border security, and a growth economy for Montanans and all American citizens. 

    “From protecting Montana jobs to increasing take-home pay and supporting small businesses, the One Big Beautiful Bill will deliver real results for Montana,” said Zinke. “This bill not only prevented the largest tax hike in American history but expanded tax relief for Social Security recipients, overtime earners, and tipped service industry workers. It reflects the core American promise: if you work hard, you should get what you earn. This legislation keeps that promise, while also reaffirming our support for those who need it most.”

    Key Wins for Montana in the OBBB:

    Wage Growth – Due to legislative provisions and tax cuts in the bill, wages in Montana will rise by an inflation-adjusted amount of $3,400 to $6,100 over the next four years.

    Take Home Pay – A typical family with two children can expect $7,000 to $9,900 more in take-home pay with the OBBB in place.

    Jobs Protected – The bill helps safeguard 22,000 full-time Montana jobs that would have been at risk if previous tax cuts were allowed to expire.

    No Taxes on Social Security – With new deductions, the average Montana senior will pay zero taxes on their Social Security benefits, delivering tax relief to over 200,000 seniors in the state.

    No Taxes on Overtime – Roughly 24% of Montana workers regularly work overtime and will see real benefits in their paychecks. As much as 64% of Montana workers are eligible for this relief.

    No Taxes on Tips – About 4% of Montana’s labor force work in tipped industries and will see direct tax relief.

    Death Tax Relief – The bill extends higher estate tax exemptions, protecting Montana’s family farms, ranches, and small businesses from being unfairly taxed at death.

    No Sale of Public Lands – Congressman Ryan Zinke was successful in stripping a provision selling more than 450,000 acres of public land from the “One Big Beautiful Bill Act”.  

    Protecting Healthcare Access and Food Security for Rural and Vulnerable Montanans:

    No Cuts to Medicare – The OBBB does not touch Medicare benefits. Not a single dollar is cut from services seniors rely on.

    Strengthening Medicaid and SNAP– The bill protects Medicaid and SNAP for pregnant women, children, seniors, people with disabilities, and low-income families. By removing illegal aliens from the rolls and requiring able bodied adults to work part time to receive benefits, it eliminates pathways for fraud and abuse, ensures only eligible Americans receive coverage, and strengthens the system for the truly vulnerable, not illegal immigrants and fraudsters.

    Support for Rural Hospitals – OBBB includes expanded protections for rural hospitals with $50 billion in targeted rural health grants under the “Rural Health Transformation Program” and gives states flexibility to support local providers, ensuring continued access to care in small towns and underserved areas. 

    Boosting Montana’s Economy:

    Small Business Support – The bill extends the 199A small business tax deduction to about 29,000 Montana firms, nearly 45% of all businesses in the state.

    Manufacturing Incentives – Targeted provisions support Montana’s manufacturing sector, which makes up 5% of total employment.

    Opportunity Zones Made Permanent – Montana has 25 Opportunity Zones, including 10 on tribal land, which have already created 3,000 jobs and led to the construction of 500 new housing units.

    Protecting the Northern and Southern Borders:

    Tackles the Opioid Epidemic – Fights the flow of illicit fentanyl and deadly drugs across the southern border, helping combat the opioid crisis devastating Montana families and tribal communities.

    Builds and Secures the Border Wall – Constructs hundreds of miles of new border wall and barriers to stop drug smuggling and human trafficking operations that reach Montana communities and Tribal Nations.
