    Washington, D.C. – Last night, the House of Representatives passed H.R. 4016, the Department of Defense Appropriations Act, 2026, which fully funds the U.S. military, delivers a well-deserved pay raise for our servicemembers, and reinforces America’s military superiority at home and abroad.

    “This bill gives our troops the pay raise they deserve and the resources they need to defend this country,” said Miller-Meeks. “It protects jobs at home, advances our refueling capabilities, and preserves our military history.     Miller-Meeks Amendments Included in H.R. 4016:

    The legislation includes two amendments authored by Congresswoman Mariannette Miller-Meeks that protect defense jobs in Iowa and invest in next-generation aerial refueling technology to enhance combat effectiveness and operational safety. The bill also ensures the Rock Island Arsenal Museum remains open to preserve our military history and honor the service of generations of Americans.

    Miller-Meeks Amendment 235 – Preserving Military History

    • Blocks any funding from being used to close the Rock Island Arsenal Museum, one of the oldest military museums in the country, protecting a vital part of America’s military heritage.

    Miller-Meeks Amendment 453 – Advancing Next-Generation Aerial Refueling Systems

    • Transfers funding to support the development of advanced air-to-air refueling technologies that improve pilot safety, increase mission effectiveness, and reduce fuel usage.

    Miller-Meeks is also working closely with Defense Appropriations Subcommittee Chairman Ken Calvert (CA-41) to strengthen the workforce protections in Amendment 234 and close any potential loopholes that could harm Army arsenals. A revised version of the amendment will be offered during conference negotiations.

    Troop Support:

    • Increases basic pay 3.8% for all military personnel effective January 1, 2026.
    • Continues historic FY25 pay raises for junior enlisted service members.

    Ending Woke and Wasteful Spending:

    Border Security and Counter-Drug Operations:

    • Provides $1.15 billion for counterdrug programs, $245 million above the request.
    • Increases National Guard Counterdrug Program funding.
    • Moves Mexico from NORTHCOM to SOUTHCOM for better threat coordination.

    Countering Adversaries and Supporting Allies:

    • $500 million for Taiwan Security Cooperation.
    • $500 million for Israeli Missile Defense.
    • $7 billion for classified space superiority programs.

  • MIL-OSI USA: Congressman Sorensen Leads Democrats in Demanding Transparency from the Department of Defense on Cutting Critical Satellite Weather Data Sharing

    Today, Congressman Eric Sorensen (IL-17) led a group of Democrats on the House Armed Services Committee in introducing an amendment demanding answers from leadership at the Department of Defense (DOD) on why they are ending a decades-long partnership to share essential satellite weather data with the National Weather Service (NWS). The Trump Administration announced that DOD would stop sharing key data used in hurricane forecasting after July 31 as the nation enters peak hurricane season.

    “I will always be on the side of increasing the National Weather Service’s access to data that will help make our nation’s weather forecasting more reliable and accurate, meaning better warnings ahead of severe weather and more lives saved,” said Congressman Sorensen. “The sudden cut-off of mission-critical satellite weather data risks degrading hurricane forecasting and warnings just as we’re getting into peak hurricane season. As the only meteorologist in Congress, I’m proud to be leading the charge with my colleagues on the House Armed Services Committee to get to the bottom of DOD’s decision to end a decades-long data sharing agreement.”

    This funding supports the production of the Bow-Conformal Array (BCA)—the advanced sonar system replacing the bow dome on the Virginia Class Submarine. Built at RTX Technology’s Collins Aerospace facility in Jacksonville, the BCA enhances stealth, sonar performance, and mission flexibility for the Navy.

    RTX Technology is a major defense employer in Florida, with:

    • 7,000+ employees statewide
    • 1,273 suppliers and $165B in spending
    • 334 employees and $26.8M invested across 65 suppliers in Florida’s 4th District

    • Enhancing investments in 5th and 6th generation aircraft including the F-35, F-47, and F/A-XX.  
    • Supporting the modernization of the nuclear triad: the B-21 Raider, the Columbia Class Submarine, and Sentinel.
    • Targeting resources for unmanned aerial systems, uncrewed maritime platforms, and land-based counter-unmanned aerial systems to advance capabilities and strengthen our national defense.
    • Investing in national security space, including proliferated missile warning, missile tracking satellite, and next generation intelligence collection systems to ensure national leaders have real-time global situational awareness.
    • Allocating approximately $13 billion for missile defense and space programs to augment and integrate in support of the Golden Dome effort.
    • Providing over $2.6 billion for hypersonics programs.
    • Reversing the “divest to invest” trend by preserving F-15s and U-2s while investing in next-generation fighters and intelligence, surveillance, and reconnaissance systems.
    • Continuing to prioritize innovation through over $1.3 billion combined for the Defense Innovation Unit (DIU), Accelerate the Procurement and Fielding of Innovative Technologies (APFIT), and Office of Strategic Capital (OSC).
    • Supporting our close ally Israel by providing $500 million for the Israeli Cooperative Missile Defense Programs, and $122.5 million for U.S.-Israel cooperative development programs.

    H.R. 4016 cares for our troops and their families by:  

    • Including an increase of 3.8% in basic pay for all military personnel effective January 1, 2026.
    • Continuing historic pay increases enacted in Fiscal Year 2025 for junior enlisted servicemembers.
    • Improving quality of life, readiness, and continuity for servicemembers by slowing permanent change of station moves, saving over $662 million.

    H.R. 4016 shapes a more efficient and effective Department of Defense by:  

    • Reducing $6.5 billion and almost 45,000 civilian full-time equivalents to capture Workforce Acceleration and Recapitalization Initiative efforts.
    • Prioritizing fiscal sanity and eliminating waste, fraud, and abuse through codifying both the Department’s cooperation with DOGE and streamlined functions and management improvements at the Pentagon.
    • Requiring detailed reporting on the Department’s proposed allocations and expenditures of reconciliation.

    H.R. 4016 combats international actors who facilitate drug trafficking and manufacturing by:  

    • Providing $1.15 billion for counter drug programs, which is $245 million above the budget request.

    • Backing President Trump’s executive action to restore free speech by prohibiting funding for federal government censorship.

      • Vermont stations received more than $2 million from the Corporation for Public Broadcasting in Fiscal Year 2024.
    • Hurting rural communities, as locally-owned public television stations and public radio stations are often the only trusted and reliable news source available, as well as the only coverage of local high school sports. 
    • Threatening public safety and disaster response, as public television and public radio provide emergency alerts even when other communications systems go down.

Sara Jacobs (CA-51), Madeleine Dean (PA-04), Joaquin Castro (TX-20), and Bill Keating (MA-09), members of the House Foreign Affairs Committee’s Bipartisan Arms Sales Task Force, introduced legislation to improve end-use monitoring and prevent the use of U.S. weapons to commit war crimes or harm civilians. Existing end-use-monitoring programs like Blue Lantern and Golden Sentry only determine whether U.S. weapons or relevant technology have been diverted to third parties, but do not evaluate how U.S. weapons are used. The Silver Shield Operational End Use Monitoring Act of 2025 would address this critical gap by creating a new end-use monitoring program (“Silver Shield”) to monitor whether U.S.-origin defense materials are used to violate international humanitarian and human rights law or harm civilians. 

    Rep. Sara Jacobs said: “It’s our responsibility to guarantee that U.S. weapons get into the right hands and aren’t used to harm civilians, violate human rights, or commit war crimes; but unfortunately, we don’t currently have the mechanisms in place to do that. Any misuse of U.S. weapons erodes our moral standing in the world, impedes our ability to build and maintain coalitions, and furthers instability and anti-American resentment. That’s why I’m proud to introduce the Silver Shield Operational End Use Monitoring Act of 2025 so we can know where U.S. weapons go and how they are used.”

    The Silver Shield Operational End Use Monitoring Act of 2025 would:

    • Establish the “Silver Shield Operational End-Use Monitoring Program” within one year of enactment to monitor for the use of U.S. defense articles and determine whether articles were used to commit serious violations of international humanitarian law (IHL) or international human rights law (IHRL).
    • Amend the Arms Export Control Act and the Foreign Assistance Act of 1961 to clarify arms transfers compliance frameworks, including ensuring serious IHL/IHRL violations are considered a violation of written agreements.
    • Authorize funding to carry out the program, including by designating the Silver Shield program as a valid administrative and operational expense for Foreign Military Sales (FMS) and Foreign Military Financing (FMF), which enables the FMS Administrative Fund and the FMF Administrative Fund to be used to carry out the requirements of the program.
    • Require an initial report on any additional resources needed to implement the program and an annual report on the implementation of the program.

    The Anti-CBDC Surveillance State Act stops the federal government from creating a digital version of the dollar that could be used to track or control Americans’ personal finances by:

    • Blocking the Federal Reserve (Fed) from launching a government-controlled digital currency for everyday Americans.

    Despite public claims of compliance with President Trump’s directive to eliminate DEI programs, Belmont appears to have rebranded its DEI bureaucracy under a new label: “HUB”—Hope, Unity, and Belonging. Leaked video footage and whistleblower reports suggest this rebranding is an intentional effort to deceive federal authorities and continue promoting discriminatory programming under a new name.

    “Belmont University claims to be a Christian institution grounded in Biblical principles—but its administration is injecting anti-gospel DEI ideology into its curriculum,” said Congressman Ogles. “President Trump has rightly demanded that colleges and universities dismantle the DEI cartel or lose federal funding.     This bipartisan legislation reauthorizes the Bridge Investment Program through 2031 and cuts government red tape that only allowed one large Bridge Investment Program grant per state. Reauthorizing this program will streamline federal funding, ensuring projects like the I-10 Bridge and Bayway Project get the necessary resources needed for completion.

    This legislation will deliver faster, more effective repairs and upgrades to bridges across the nation. The Bridge Investment and Modernization Act was also submitted into the Surface Transportation Reauthorization Portal by Reps.     The CLARITY Act establishes a regulatory framework for digital assets. This legislation would help prevent fraud, create a more stable market, and ensure all investors are playing by the same rules.

    The GENIUS Act establishes the rules of the road for stablecoins: digital assets backed by physical assets like the U.S. dollar which currently lack comprehensive federal regulations to protect consumers. By establishing the first ever guardrails for these assets – holding stablecoin issuers to strict requirements, and instituting strong protections against trafficking – this bill safeguards consumers and strengthens financial security.

    “We need to ensure our regulatory frameworks keep pace with innovation, and this is a step in the right direction,” said Vasquez. “I will continue to seek out ways to maximize consumer protections and ethics standards in the cryptocurrency industry.”
