  • MIL-OSI USA: Congresswoman Ramirez Reintroduces Legislation to Protect Tenants’ Rights to Organize

    Washington, DC —  Today, Congresswoman Delia C. Ramirez (IL-03), joined by Representatives Rashida Tlaib (MI-12), Ayanna Pressley (MA-07), Jimmy Gomez (CA-34), and Greg Casar (TX-35), reintroduced the Tenants’ Right to Organize Act, legislation to protect the power of tenants, including those with federal vouchers, to organize. The landmark, progressive legislation has been expanded to protect tenants ‘ right to take legal action against landlords who oppose their organizing rights.  

    As tenant unions across the nation are changing the housing landscape, H.R. 3049, the Tenants’ Right to Organize Act, aims to amplify their efforts by:

    • Protecting the organizing rights of tenants with Housing Choice Vouchers (HCV) and tenants living in Low-Income Housing Tax Credit (LIHTC) properties.
    • Expanding protections to mixed-status families and those who may not be eligible for tenant-based rental assistance.
    • Granting tenants the right to legal action against illegal acts by landlords. 

    Currently, only public housing tenants have a legally recognized right to organize. By extending this right to HVC and LIHTC tenants, the bill acknowledges that all tenants deserve decent, safe, stable, and sanitary housing.

Tenant organizing is not only winning battles against unfair housing practices, unjustified evictions, housing discrimination, and uncontrolled price hikes; it is also changing housing public policy.     “Across our country, renters deserve the right to work together to ask for lower rent and fees,” said Congressman Greg Casar. “People shouldn’t have the police called on them, or be worried that their lease is going to be canceled, just because they’re coming together to collectively ask for improvements to their housing or lower rents. As an Austin City Council member, the final policy that I passed was to establish a right to organize for all tenants. Now, it’s time to begin extending that right nationwide.”

    The bill has the endorsement of local and national organizations, like National Housing Law Project (NHLP),  Leaders and Organizers for Tenant Empowerment (LOFTE) Network, Lugenia Burns Hope Center, Housing is a Human Right, the Shriver Center on Poverty Law, the Metropolitan Tenants Organization, the George Wiley Center, Housing Action Illinois, the National Alliance of HUD Tenants, and Baltimore Renters United.

    BACKGROUND:

    The Tenants’ Right to Organize Act is a continuation of the housing work Congresswoman Ramirez championed during her time in the Illinois General Assembly. Her leadership resulted in passing housing legislation that expanded access and funding for Homeless Prevention and provided emergency housing assistance to renters and homeowners during the COVID-19 emergency and recovery period.

    Ramirez’s multisectoral focus on housing responds to the current national housing crisis, worsened by Trump’s policies. According to the National Housing Coalition, there is a staggering 7.1 million shortage of affordable homes, with 293,000 homes needed just in Illinois. The National Alliance to End Homelessness estimates 771,480 people are experiencing street and shelter homelessness on any given day, setting new records. In addition, tens of thousands of Illinois families live doubled-up with family and friends. It is estimated that the expansion of tariffs on steel, aluminum, lumber, and other construction materials will increase the cost to build affordable, quality housing.

  • MIL-OSI USA: House Passes Rep. John James’ Resolution to Overturn Biden’s California Clean Trucks Rule, Protecting American Truckers and Consumers

    WASHINGTON, D.C. – Today, the U.S. House of Representatives passed a resolution led by Representative John James (MI-10) utilizing the Congressional Review Act (CRA) to overturn the Biden Administration’s approval of California’s Advanced Clean Trucks rule. This Biden era waiver would allow California to ram its comply-or-die “zero-emission truck” rule down the throat of America– essentially killing Michigan’s trucking industry. It would mandate truck makers to only sell zero-emission trucks which would increase vehicle prices for consumers, increase costs and manufacturing complexities for automakers, and convolute the regulatory environment.

    James’ legislation would nullify an overreaching and impractical mandate that threatens American consumers, small businesses, and the nation’s supply chain. The Advanced Clean Trucks rule, if left unchecked, would force costly transitions to electric trucks, driving up prices for goods and disproportionately burdening working families and truckers across the country. 

    “Michigan is not afraid of the future, but we demand to be a part of it. The Biden Administration left behind comply-or-die Green New Deal mandates that threaten to crush our trucking industry and drive-up costs for hardworking Americans,” said Congressman James. “I know — my family has a trucking company. Republicans are working hard to implement President Trump’s America First agenda, and the first step is repealing the rules and waivers that fueled Bideninflation.”

    “America’s small business truck dealers want to sell trucks that their customers want to buy, and those trucks must be affordable and fit their customers’ needs,” said the National Automobile Dealers Association (NADA). “A one-size-fits-all ZEV mandate that restricts then bans the sale of diesel trucks would reduce customer choice without an affordable replacement and could have unintended consequences for the supply chain and the economy.”

    This bill is a part of a broader package introduced by the House Energy and Commerce Committee, which included two additional CRA’s:

    • H.J. Res. 88, introduced by Congressman John Joyce (PA-13), would reverse the EPA’s decision to approve a waiver granted to California allowing the State to ban the sale of gas-powered vehicles by 2035.
    • H.R. Res. 89, introduced by Congressman Jay Obernolte (CA-23), would put an end to the EPA’s decision to allow California to implement its most recent nitrogen oxide (NOx) engine emission standards, which create burdensome and unworkable standards for heavy-duty on-road engines.

    The California Clean Truck CRA builds on James’ efforts to push back on the Biden Administration’s burdensome regulations. In 2024, he successfully introduced a CRA to block Biden Administration rules on electric vehicle mandates for light- and medium-duty vehicles, as well as the National Labor Relations Board’s joint employer rule. His latest effort has garnered support from industry leaders, including the American Trucking Associations and the Owner-Operator Independent Drivers Association, who have praised the move to safeguard truckers and the broader economy. 

    Rep. James’ CRA to nullify the Clean Trucks rule passed the House with 231 bipartisan votes. This is James’ second legislative item to pass the House this week.

  • MIL-OSI USA: Subcommittee Chairman Ezell Secures Major Wins for the U.S. Coast Guard in Transportation & Infrastructure Committee Markup

    Today, Congressman Mike Ezell (MS-04), Chairman of the Coast Guard and Maritime Transportation Subcommittee, announced significant victories for the U.S. Coast Guard following the Transportation and Infrastructure Committee’s markup of its Budget Reconciliation legislation. The bill includes $21.2 billion in investments to strengthen the U.S. Coast Guard’s mission.

    Today’s markup represents a historic and transformative investment in America’s maritime industrial base and readiness. Working alongside my colleagues and President Trump, we’ve significantly increased funding for Coast Guard shipbuilding. This essential funding is critical to reversing what Coast Guard leadership has described as a ‘readiness death spiral’ directly addressing urgent national security requirements, particularly those arising from increased geopolitical competition and operational demands in the strategically significant Arctic region,” Chairman Ezell said. Our goal is to deliver timely, efficient, and strategic enhancements to the Coast Guard fleet while safeguarding American interests and promoting strong domestic economic growth. I have full confidence in the American shipbuilding industry’s capacity and capability to meet this urgent national requirement using domestic resources and expertise. While international collaboration can offer strategic advantages, it also raises significant national security and economic concerns. Our dedicated Coast Guard personnel deserve robust and reliable resources to effectively protect our maritime interests and national sovereignty. We applaud Chairman Ezell, Ranking Member Carbajal, and the Subcommittee for recognizing that protecting our maritime borders begins with investing in our nation’s Coast Guard.”

    Key provisions include:

    • $1 billion for the construction of Fast Response Cutters (FRCs)—vital for operations in drug interdiction, search and rescue, and port security. 

    • $4.3 billion for continued development and procurement of Polar Security Cutters, which will expand the Coast Guard’s operations in the Arctic and help safeguard American sovereignty in increasingly contested waters.

    • $4.978 billion for Arctic Security Cutters and domestic icebreakers.

    • $3.154 billion for shoreside infrastructure, of which $400 million is for hangars, maintenance, and crew facilities for fixed wing aircraft and rotary wing aircraft, $2.33 billion is for homeports for Offshore Patrol Cutters, Fast Response Cutters, Arctic Security Cutters, Polar Security Cutters, domestic ice breakers, including the USCGC STORIS, and National Security Cutters, and  $425 million for design, engineering, construction management of, and program management for enlisted boot camp recapitalization, including barracks’ replacement and a multi-use training center.

    • $1.3 billion for aviation, cutter, and shoreside facility depot maintenance, of which $500 million is for a floating dry dock; and $180 million for maritime domain awareness, of which $75 million is for autonomous surface assets.

    In total, the Coast Guard will receive $21.2 billion to bolster readiness, recapitalize aging assets, and support mission-critical operations across the globe. This includes enhanced capabilities to confront the growing emergency at our borders, combat transnational crime, and respond to evolving national security threats.

Ruggerio of North Providence. Over the course of more than 40 years in the Rhode Island state legislature, Senate President Ruggerio fiercely advocated for the people and places that make Rhode Island unique. On April 21, 2025, he passed away after a long battle with cancer.

    A forza, as his Italian loved ones would say.

    For over 40 years as a state legislator for North Providence — a jewel of the First Congressional District — President Ruggerio served as a champion for all Rhode Islanders. 

    From infrastructure to the environment, labor protections and more, he fought for the places and the people who make the Ocean State great.

    Hardworking people like my mom, who worked for years as an SEIU nurse in Rhode Island nursing homes.

    Every time our paths crossed, he would remind me how, with enough hard work, grit, and determination, that anything is possible — even my own story.

    Donny loved our state and he loved our state house.

    Throughout his tenure, he mentored so many legislators, countless legislators — regardless of which side of the aisle they sat on.

    His passing last week after a lengthy battle with cancer is both a profound loss for our community and for our state.

    Earlier this week, we came together at St. Anthony Church in North Providence to remember this beloved icon in Rhode Island history.

    Today, I join President Ruggerio’s friends, family, staff, and colleagues who will carry on the torch that he lit and ensure that his legacy shines a light for generations to come.

    Mr. Speaker, I rise today to honor the life and legacy of a true Rhode Island public servant, State Senate President Dominick Ruggerio. 

    President Ruggerio dedicated his life to making Rhode Island a better place, devoting forty years of service in the Rhode Island State Senate, culminating in his leadership as Senate President.

    Through it all, he was a tireless advocate for working people, a skilled legislator, and a kind and gracious presence to everyone he met.

    President Ruggerio made his career in the labor movement, working with the Laborer’s International Union of North America before retiring where he assumed the office of Senate President. 

    During his tenure in the Senate, he championed raising the minimum wage, protecting workers’ pensions, and rebuilding infrastructure among many other causes.

    When I was state treasurer, I was proud to work with him on the 2018 statewide school construction initiative, where we made a historic investment in repairing or replacing hundreds of Rhode Island public school buildings.

    I saw on that occasion and throughout my time in the State House that his commitment to the future of our state was unwavering.

    My thoughts are with Dominick Ruggerio’s family on his passing this past week, particularly with his children Charlie and Amanda, and his four grandchildren, and with all in Rhode Island who had the privilege to know and to work with him.

    WASHINGTON, DC – Congressman Andy Ogles (TN-05) introduced a resolution recommending that the Robert Aitken Bible be recognized as a historical document of the United States Congress. This copy of the Holy Scriptures was the first known English-language Bible to be printed in North America. 

    “Without the Bible, America would not exist. The revealed Word of God—found in both the Old and New Testaments—is the foundation of our politics and culture. Our Founders clearly understood that America’s survival depends on the people’s strong belief in and practice of the Scriptures,” said Congressman Ogles. “There’s no question that America needs to return to the Bible.   • MIL-OSI USA: Congresswoman Tenney’s Bill to Rename Post Office for Fallen Officer Mazurkiewicz Advances from Committee Markup

    Washington, DC – Congresswoman Claudia Tenney (NY-24) today announced her bill to rename the post office facility located at 80 Prospect Street in Avon, New York, in honor of fallen Police Officer Anthony Mazurkiewicz has passed the House Oversight and Government Reform Committee’s markup.

    Officer Mazurkiewicz, a native of Avon, New York, began his law enforcement career in 1988 as a Jail Deputy with the Monroe County Sheriff’s Department before joining the Rochester Police Department in 1993. He served in the Clinton and Goodman Sections as a Patrol Officer and moved to the Tactical Unit in 2002. Throughout his career, he earned numerous honors, including the Life Saving Award, Officer of the Month, 17 Excellent Police Service Awards, and 32 Chief’s Letters of Commendation. Tragically, Officer Mazurkiewicz was killed in the line of duty in July 2022. He is survived by his wife, four children, three grandchildren, parents, brother, and sister.

    “Officer Mazurkiewicz was an American hero who dedicated 35 years of his life to upholding justice and the rule of law until he was tragically killed in the line of duty while serving our community. Renaming the Avon Post Office in his honor will not fill the gaping hole left in our community and his family’s hearts, but it will serve as a lasting tribute to his service and legacy. We are thrilled that this legislation has passed the Oversight Committee Markup and look forward to its consideration on the House Floor,” said Congresswoman Tenney. 

    “My husband exemplified the true meaning of public service, dedicating his life each day to protecting his community.   • MIL-OSI USA: Investing in America’s Workforce: “Apprenticeship Infrastructure Tax Credit Act of 2025” Introduced to Combat Workforce Shortages in Critical Industries

    Washington, D.C. — In response to the nation’s escalating labor shortages, particularly in critical infrastructure sectors, Representative Jake Ellzey (TX-6) will formally introduce the Apprenticeship Infrastructure Tax Credit Act of 2025 in the coming days. This landmark legislation offers a business-centered solution to America’s growing workforce challenges by incentivizing investments in registered apprenticeship programs.

    Currently, the U.S. faces 7.2 million job openings, with critical sectors like construction, manufacturing, and energy grappling with significant workforce shortages. By investing in our Nation’s workforce, America will experience unprecedented economic growth and prosperity resulting in energy independence.

    The “Apprenticeship Infrastructure Tax Credit Act of 2025” proposes a $3,000 annual tax credit to employers for hiring and retaining registered apprentices in key occupations critical to our nation’s infrastructure, with an enhanced credit of $6,000 for members of the national guard and reserve components of the Armed Forces, recently separated veterans, transitioning service members, and their spouses.

    Businesses will be able to claim these credits for up to two years per apprentice retained, recognizing employers’ long-term investment in their workforce. A $5 billion volume cap over ten years ensures the program remains fiscally responsible while encouraging the expansion of registered apprenticeships.

    “This bill is about rebuilding the American workforce from the ground up,” said Congressman Jake Ellzey. “We’ve got job openings in critical industries and a generation of hardworking Americans ready to step in—they just need the training and opportunity. By rewarding businesses that invest in apprenticeships, especially for our veterans and transitioning service members, we’re strengthening our infrastructure, supporting our communities, and preparing the next generation to lead.”

    In conjunction with National Apprenticeship Day on April 30, 2025, the introduction of this legislation reinforces bipartisan efforts to strengthen America’s skilled workforce. It also aligns with the President’s recent Executive Order on Preparing Americans for High-Paying, Skilled Trade Jobs of the Future, which emphasizes expanding access to registered apprenticeship programs as a critical component to equip American workers to produce world-class products and implement world-leading technologies. The legislation responds to Texas Governor Abbott’s February 2, 2025, announcement “Expanding Career Training as an Emergency Item,” addressing workforce challenges facing the state.

  • MIL-OSI USA: House Unanimously Passes Rep. Houchin’s Rural Broadband Protection Act

    The bill, which passed unanimously by voice vote, ensures that taxpayer dollars invested in rural broadband projects reach the communities that need them most. It also guarantees that providers selected for funding are capable of delivering reliable, high-speed internet access. 

    “Across Indiana and throughout rural America, families, farmers, students, and small business owners are still struggling with slow or unreliable internet access,” said Rep. Houchin. “That’s not just an inconvenience — it’s a barrier to opportunity, education, healthcare, and economic growth. When Congress invests in rural broadband, we must make sure those dollars are reaching the communities they’re meant to serve.”

    The legislation directs the Federal Communications Commission (FCC) to establish a formal vetting process for applicants seeking broadband funding through the Universal Service Fund’s high-cost programs. Providers will be evaluated based on their experience, technical capability, and demonstrated ability to deploy broadband infrastructure efficiently and effectively.

    The Rural Broadband Protection Act now advances to the Senate for further consideration.

    Washington, D.C. – Today, Congressman Russell Fry (SC-07) introduced the Comprehensive Health & Integrity in Licensing and Documentation Act (CHILD Act) of 2025, along with Congressman Jared Moskowitz (D-FL). This bill ensures that all individuals with unsupervised access to children— whether full-time employees or independent contractors—are eligible for nationwide background checks.

    The CHILD Act of 2025 aims to close a dangerous loophole created by the Child Protection Improvements Act of 2018, which inadvertently limited access to FBI background checks for contractors working in schools and other child-focused settings.

    The National Child Protection Act (NCPA) of 1993 encouraged states to use federal background checks for people working with vulnerable groups like children, the elderly, or those with disabilities. In 2018, a law was introduced that narrowed who could be checked, leaving out many contractors—including those working directly with kids. The CHILD Act of 2025 fixes this by allowing schools, afterschool programs, and similar organizations to run full federal background checks on anyone, including contractors, who may have access to children and vulnerable groups.

    In South Carolina, independent contractors who work with children are typically required to pass FBI and SLED background checks. However, some states lack the NCPA statute, and contractors can’t directly access the federal system unless they work through a state agency or local school district—leading to confusion, inconsistency, and potential risk. Other states have even weaker protections, with some relying only on name-based checks or allowing individual school districts to decide for themselves.

    “This is about consistency and accountability,” said Congressman Fry. “Parents shouldn’t have to wonder if individuals who have unsupervised contact with their kids, such as after-school tutors, nurses, school bus drivers, transportation providers, or other contracted personnel, have been fully vetted or not. The CHILD Act would fix this loophole and provide parents with peace of mind and students with a safe environment.”

    “Parents shouldn’t have any question that the teachers, staff, and other personnel taking care of their kids at school have been thoroughly vetted,” said Congressman Moskowitz. “That’s why I’m helping lead the CHILD Act, a bipartisan bill to fix an oversight in the law and ensure contractors who work with kids are subject to nationwide background checks. It’s the right thing to do for our kids and a commonsense fix to help keep our schools safe.”

    This is the House companion bill to legislation introduced in the Senate by the Chairman of the Senate Judiciary Committee Chuck Grassley (R-IA) and Ranking Member Dick Durbin (D-IL).

    On October 9th, 2024, the Biden-Harris Department of Energy finalized certification, labeling, and enforcement provisions for various consumer products and commercial equipment. The rule, entitled “Energy Conservation Program for Appliance Standards: Certification Requirements, Labeling Requirements, and Enforcement Provisions for Certain Consumer Products and Commercial Equipment,” amended or created new requirements for 20 different products, including dishwashers, central AC and heat pumps, clothes washers, and more.

    On March 3rd, 2025, the Office of Management and Budget issued a Statement of Administration Policy in support of H.J.Res. 42.

    WASHINGTON, DC – Amid reports that House Republicans plan to reduce the Federal Medical Assistance Percentage (FMAP) in the District of Columbia, Congressman Steny H. Hoyer (MD-05), Congresswoman Eleanor Holmes Norton (D-DC), and Senator Chris Van Hollen (D-MD) led 15 Members in sending a letter to leaders on the House Committee on Energy & Commerce decrying the proposed cuts to Medicaid in the District. The letter is signed by all Democrats in the National Capital Region, including Senators Mark Warner (D-VA), Tim Kaine (D-VA), and Angela Alsobrooks (D-MD), and Representatives Robert “Bobby” Scott (VA-03), Gerry Connolly (VA-11), Donald Beyer, Jr. (VA-08), Jamie Raskin (MD-08), Kweisi Mfume (MD-07), Glenn Ivey (MD-04), Jennifer L. McClellan (VA-04), Eugene Vindman (VA-07), Suhas Subramanyam (VA-10), Johnny Olszewski (MD-02), Sarah Elfreth (MD-03), and April McClain Delaney (MD-06).

    In 2024, 264,332 people enrolled in Medicaid in the District, including 3 in every 7 children, 4 in every 5 nursing home residents, and 1 in every 2 working-age adults with disabilities. Many of these Americans risk losing coverage if D.C.’s FMAP is reduced. A lower FMAP would also force hospitals, clinics, and local health centers to close their doors, undermining care for everyone in the region. 

    “It is imperative that our constituents, and those who seek care within our jurisdictions, have reliable access to health care,” the Members wrote in their letter. “Cuts to Medicaid will have devastating impacts regionally and nationwide, decreasing the availability of providers and services, forcing millions of American families to lose coverage, and increasing wait times for patients in need. Moreover, cuts threaten our region’s health centers, hospitals, nursing homes, home and community-based care providers, and behavioral health providers.”

    “Such a change would be catastrophic, destabilizing the health care system of the Washington, D.C. metropolitan region and beyond and impacting the hundreds of thousands of constituents who live, work, travel through, or receive care in D.C. each day,” the Members continued.

    “As a top children’s hospital and the region’s only Pediatric Level 1 Trauma Center, we are deeply concerned that the proposed cuts to D.C. Medicaid will have unintended consequences and will put critical health care for children at risk,” said Michelle Riley-Brown, President and CEO of Children’s National Hospital. “These proposals would force us to immediately scale back the specialized care that hundreds of thousands of families from all 50 states and D.C. rely on each year, including the 55 percent of our patients who are covered by Medicaid.” 

    “Cutting DC’s Medicaid funding would decimate health care, emergency preparedness, and public safety in the city, impacting not only DC residents but those who work and visit the city,” said Jacqueline Bowens, President and CEO of DC Hospital Association. “Cuts would force reductions in services at hospitals and have a ripple effect on the city budget and essential public safety services, including police, fire, education, and substance abuse, mental health, and homeless services.”

    Dear Chairman Guthrie, Ranking Member Pallone, Chairman Carter, and Ranking Member DeGette:

    We write in strong opposition to the proposals contemplated in the FY25 Budget Resolution to cut Medicaid. It is imperative that our constituents, and those who seek care within our jurisdictions, have reliable access to health care. Cuts to Medicaid will have devastating impacts regionally and nationwide, decreasing the availability of providers and services, forcing millions of American families to lose coverage, and increasing wait times for patients in need. Moreover, cuts threaten our region’s health centers, hospitals, nursing homes, home and community-based care providers, and behavioral health providers. These indispensable providers serve low-income, military-connected, and disabled children and adults, and play a unique role in our nation’s capital.

    We write with particular concern regarding proposals to reduce the Federal Medical Assistance Percentage (FMAP) for the District of Columbia. Such a change would be catastrophic, destabilizing the health care system of the Washington, D.C. metropolitan region and beyond and impacting the hundreds of thousands of constituents who live, work, travel through, or receive care in D.C. each day. Notably, this includes Members of Congress and their staff, members of the administration, visiting dignitaries, and their families, as well as families across the country who rely on D.C.’s specialized care. We all depend on and expect our nation’s capital to have a quality, responsive health care system. Efforts to weaken that system through cuts to Medicaid undermine the stability and resilience our region requires and would have reverberating effects across the country.

    In 1997, a Republican Congress passed the National Capital Revitalization and Self-Government Improvement Act of 1997 (Revitalization Act), which established the current 70 percent D.C. FMAP and transferred certain functions and costs from the D.C. government to the federal government. Congress passed the Revitalization Act in part because it recognized that it imposes unique revenue limitations on D.C., which operates as a state, county, and city. Congress imposes three main revenue limitations on D.C.: D.C. cannot tax income earned in D.C. by nonresidents, depriving D.C. of more than $3 billion in revenue per year; D.C. cannot permit buildings to exceed certain height limitations; and D.C. cannot tax its sizable federal property.

    As it currently stands, other jurisdictions are entitled to a higher FMAP than D.C. The Consolidated Appropriations Act, 2023 set the FMAP for American Samoa, Guam, the Northern Mariana Islands, and the U.S. Virgin Islands permanently at 83% and set the FMAP for Puerto Rico at 76% through FY 2027. Five states (Mississippi, West Virginia, Alabama, New Mexico, and Kentucky) have FMAPs that are higher than D.C.

    Reducing D.C.’s FMAP would weaken care for all in the Washington, D.C. metropolitan region, regardless of insurance status. Medicaid supports nearly a quarter of D.C.’s population, including 3 in 7 children and 4 in 5 nursing home residents. For example, proposals to reduce D.C.’s FMAP from 70 percent to 50 percent would create a $1.1 billion annual hole in local funds and ultimately result in a total loss of $2.1 billion per year in program funds to local hospitals, universities, and providers. This equates to a 40 percent cut in funding directly impacting health care providers. Hospitals in the region project at least $232 million in uncompensated care due to D.C.’s FMAP reductions, with at least one medical system expecting to close altogether. Impacts would reverberate across fire and emergency services, police recruitment and retention, and behavioral health resources and threaten the ability of hospitals and other safety net providers to stay open. Community-based providers in Virginia and Maryland risk being overwhelmed, as demand rises from D.C. residents seeking timely care.

    Further, without corresponding funding or infrastructure support, it would be challenging for the rest of the region to shoulder the responsibility for regional emergency response. D.C.’s four Level I trauma centers, including those at Children’s National Hospital and MedStar Washington Hospital Center, provide vital care for patients in major incidents or emergency situations, including those involving Members of Congress, federal employees, and visitors. Reducing D.C.’s FMAP would have a particularly disproportionate impact on the provision of trauma and specialty capacities, principally for burn and pediatric patients.

    Reductions to D.C.’s FMAP would adversely limit regional access to life-saving and specialized pediatric care. We note with particular alarm the potential impacts on Children’s National, which provides specialized care to patients from all 50 states, including West Virginia, Pennsylvania, Florida, and North Carolina. 73% of hospital stays and emergency department visits at Children’s National are covered by Medicaid. Reductions in Medicaid funding would likely result in the hospital making significant cuts to primary care, behavioral health, and outpatient subspecialty services, with families having to travel further to obtain such care or going without it. Further, local federally qualified health centers (FQHCs) anticipate that a change to D.C.’s FMAP would result in a loss of coverage for more than 33,000 adult health center patients and a loss of $58 million in payments, leaving them unable to serve over 24,000 of their current patients.

    Reductions to D.C.’s FMAP would be catastrophic for our local providers and pose grave challenges to ensuring patients in the mid-Atlantic region and beyond receive necessary care. As you consider potential policy options through Budget Reconciliation, we urge you to strongly oppose all cuts to Medicaid and to protect the current FMAP for the District of Columbia.

    “No one should be denied a job, housing, or education because of bureaucratic red tape,” said Rep. Kamlager-Dove. “Millions of Americans have arrest or conviction records that are eligible to be sealed or expunged, yet many are blocked by confusing, burdensome, and costly processes.     Approximately one-third of Americans have criminal records that can hinder their ability to secure employment, housing, or educational opportunities. While many of them qualify for record-sealing or expungement under state laws, the process is frequently complicated, time-consuming, and costly.

    The Fresh Start Act would allow states that have enacted automated record-sealing or expungement laws to apply for federal infrastructure grants to help streamline the process. This federal legislation builds on the momentum of Clean Slate policies enacted in 2018 by a diverse group of 12 states including California, Colorado, Connecticut, Delaware, Michigan, Minnesota, New Jersey, New York, Oklahoma, Pennsylvania, Utah, and Virginia.

    “People who have worked to turn their lives around after a criminal conviction deserve the opportunity to move forward, not be held back by administrative barriers. Today, nearly one-third of Americans have a criminal record that can prevent them from getting a job, finding housing, or pursuing education—even when they qualify for record-sealing or expungement.     Summary:

    • Amends 34 U.S.C. §40302 (National Criminal History Improvement Program, or NCHIP) to include funding for covered automatic expungement and record sealing laws.
    • Covered Expungement Law—The term “automatic” is defined as expungement or sealing that does not require any action on the part of the eligible individual. The term “covered expungement law” is defined as a law of a State that provides for the automatic expungement or sealing of a criminal record, subject to requirements imposed by the State.
    • Reporting Requirements—A State that receives a grant under the Fresh Start Act of 2025 is required to produce and send a report to the Attorney General, under the guidelines established by the Attorney General, that provides information on:
      • the number of individuals eligible for automatic expungement or sealing disaggregated by race, ethnicity, and gender;
      • the number of individuals whose records have been expunged or sealing disaggregated by race, ethnicity, and gender;
      • and the number of individuals who application for expungement or sealing are still pending disaggregated by race, ethnicity, and gender;
    • Inaccessibility of Data for Reporting—If data required for reporting are not available, the State is required to develop and report a plan to obtain as much of the data as possible no later than one (1) year after the first year the grant is awarded.
    • Publication—The Attorney General is required to publish and make publicly available a report containing data collected under the reporting requirements.

    President Ruggerio dedicated his life to making Rhode Island a better place, devoting forty years of service in the Rhode Island State Senate, culminating in his leadership as Senate President.

    Through it all, he was a tireless advocate for working people, a skilled legislator, and a kind and gracious presence to everyone he met.

    President Ruggerio made his career in the labor movement, working with the Laborer’s International Union of North America before retiring where he assumed the office of Senate President.

    During his tenure in the Senate, he championed raising the minimum wage, protecting workers’ pensions, and rebuilding infrastructure among many other causes.

    When I was state treasurer, I was proud to work with him on the 2018 statewide school construction initiative, where we made a historic investment in repairing or replacing hundreds of Rhode Island public school buildings.

    I saw on that occasion and throughout my time in the State House that his commitment to the future of our state was unwavering.

    My thoughts are with Dominick Ruggerio’s family on his passing this past week, particularly with his children Charlie and Amanda, and his four grandchildren, and with all in Rhode Island who had the privilege to know and to work with him.

    For over 40 years as a state legislator for North Providence — a jewel of the First Congressional District — President Ruggerio served as a champion for all Rhode Islanders.

    From infrastructure to the environment, labor protections and more, he fought for the places and the people who make the Ocean State great.

    Hardworking people like my mom, who worked for years as an SEIU nurse in Rhode Island nursing homes.

    Every time our paths crossed, he would remind me how, with enough hard work, grit, and determination, that anything is possible — even my own story.

    Donny loved our state and he loved our state house.

    Throughout his tenure, he mentored so many legislators, countless legislators — regardless of which side of the aisle they sat on.

    His passing last week after a lengthy battle with cancer is both a profound loss for our community and for our state.

    (April 30, 2025) LEBANON BOROUGH, NJ – Today, Congressman Tom Kean, Jr. (NJ-07) announced the relocation of his main district office to 100 Corporate Dr, Suite 106, Lebanon, New Jersey 08833, effective May 1, 2025. The district office was previously located in Bernardsville, New Jersey.

    The new district office in Lebanon Borough is situated in northern Hunterdon County, serving as a central location within the district with nearby roadway access to Interstate-78 and U.S. Route 22. New Jersey’s 7th Congressional District includes all of Hunterdon and Warren counties, as well as parts of Morris, Somerset, Sussex, and Union counties.

    In conjunction with the move, two of Congressman Kean’s five regional satellite office locations will also shift to new towns. Satellite office hours previously held in Flemington on the first Thursday of the month will now be in Bridgewater, and office hours formerly held in Mountainside will now be hosted in Clark on the first Friday of the month. All counties in the district will continue to have a dedicated regional presence for constituent services. 

    “My office always strives to provide the best possible service to constituents across our district, and that mission will continue as we head to a new space in Lebanon on May 1,” said Congressman Tom Kean, Jr. “As part of the move, we will also be launching new satellite offices in Bridgewater and Clark, while maintaining our current locations in Hopatcong, Mount Olive, and Washington.   • MIL-OSI USA: My weekly column: 100 days of promises kept under President Trump

    April 30th marked 100 days of promises kept under President Trump. Like he pledged on the campaign trail, he has mobilized every tool at his disposal to make America strong again and reverse the failed policies pushed by the Biden administration. From border security and energy dominance to government efficiency and economic investment, President Trump has delivered real results for the American people and has worked around the clock to put our families, farmers, workers, and small businesses first.

    The clearest example of President Trump’s decisive leadership is his complete and total lockdown of our southern border. Illegal border crossings have plummeted by 95% and illegal immigrant “gotaways” have fallen by 99%. Drug traffickers, criminals, sex traffickers, and violent MS-13 and Tren de Aragua gang members have been quickly removed from our country. After Biden halted construction of the border wall, President Trump immediately restarted this vital national security initiative and reiterated his unwavering support for our border patrol agents who were treated so poorly under the Biden administration. President Trump was absolutely right when he remarked during his joint address to Congress on March 4th that “it turned out that all we really needed was a new President” to secure our border.

    Strengthening his work to close the border, President Trump honored families who have lost loved ones to illegal immigrant crime by signing the Laken Riley Act – the first piece of legislation to become law this year. The Laken Riley Act also included Sarah’s Law, in honor of 21-year-old Iowan Sarah Root, who was senselessly killed by a drunk driving illegal immigrant in 2016. Instead of answering for his crimes, this criminal posted bail, was released from jail, and fled our country never to be seen again. Sarah’s Law – now the law of the land thanks to President Trump – ensures that illegal immigrants who murder or seriously injure American citizens are detained without bail and held accountable for their actions. Fortunately, the illegal immigrant who killed Sarah Root was recently arrested in Honduras and the Trump administration worked quickly with Honduran authorities to extradite this criminal back to the United States to face justice. This is the action that the American people wanted to see, and President Trump is delivering.

    Upon his return to the White House, President Trump also announced that he would do everything in his power to restore American energy dominance – and that he did. He created the National Energy Dominance Council to determine every avenue available to increase energy production, lower gas prices, and make the United States the world’s energy powerhouse. He rescinded countless Biden executive orders that promoted the Green New Deal over affordable gas and electricity prices and cut needless red tape that prevented American energy producers from reaching their full production capacity. He overturned the Biden administration’s ban on liquefied natural gas exports, signed a resolution – that I voted for – to completely repeal Biden’s costly tax on natural gas production, and stopped the Biden administration’s ridiculous electric-vehicle mandates on American families. Under President Trump’s watch, we will use the energy resources abundantly available in our own country and reduce our dependence on our foreign adversaries for our energy needs.

    Government efficiency is another bright spot of President Trump’s America First agenda. The Biden administration exploded our national debt with trillions of dollars of wasteful spending that fueled inflation and made life more expensive for Americans. As promised, the Trump administration uncovered example after example of waste, fraud, and abuse in our federal government. DEI positions in federal agencies have been cut, spending on liberal initiatives has been slashed, and welfare for illegal immigrants has been suspended. Eliminating this type of waste ensures that programs like Medicare and Social Security – intended for American citizens only – can remain solvent now and well into the future. With President Trump in the White House, taxpayer dollars are being treated with the care that they deserve.

    Additionally, because of President Trump’s mission to hold our trading partners accountable to our laws and protect our farmers, workers, manufacturers, and businesses from unfair and unlawful trade practices, business investment is accelerating in our country. More than $5 trillion in new investments in America have been announced, which will create over 451,000 new jobs in American communities. This impressive figure does not even include pledges that other countries have made to bring manufacturing and jobs to the United States, spurring additional economic growth. To complement these investments, my Republican colleagues and I are working hard to extend President Trump’s Tax Cuts and Jobs Act to deliver tax relief for our families, farmers, workers, and businesses. While Democrats want Americans to see the highest tax hike in U.S. history, President Trump and Republicans are committed to lowering taxes and unleashing U.S. economic prosperity. The American workforce and American industry will no longer be taken advantage of by foreign nations, and American citizens will rightfully keep more of their hard-earned money.

    This is not an exhaustive list of the amazing achievements that President Trump has delivered in just 100 days, but it does prove that he is working harder than ever to serve the American people. I know that President Trump will take this same aggressive and results-oriented approach to his next four years in office.

  • MIL-OSI USA: Congressman Morgan McGarvey Introduces American Sovereign Wealth Fund Exploration Act of 2025

    Congressman Morgan McGarvey (KY-03) introduced the American Sovereign Wealth Fund Exploration Act of 2025 today, which would create a 25-member commission to study and report on the “feasibility, considerations, limitations, and implications of creating and operating a sovereign wealth fund of the United States.” To provide independence, the commission would be hosted by the Federal Reserve and be composed of members from the Federal Reserve System, Treasury Department, Securities and Exchange Commission, Commerce Department, U.S. Trade Representative, and academics and experts.

    Last year, Congressman McGarvey introduced a similar bill, which was the first legislation ever introduced in Congress explicitly researching the feasibility of an American sovereign wealth fund.

    “To solve today’s problems, we must be bold. An American sovereign wealth fund, with proper congressional authorization and oversight and political independence, could dramatically improve the lives of working families across our country, including helping fund universal child care, an expanded Child Tax Credit, or even universal health care,” said Congressman McGarvey. “If we are going to do this, we have to do it right – and we have to do it through Congress. We must ensure a sovereign wealth fund is used to help working families and is not just a slush fund for billionaires.”

    BACKGROUND:

    General

    • The American Sovereign Wealth Fund Exploration Act of 2025 is built on the premise that a sovereign wealth fund (SWF) is neither good nor bad, it’s a tool.

    • The bill prioritizes objective analysis, political independence, and strong ethics requirements, including requiring the 25-member commission to consult the Santiago Principles – best practices for open, ethical, and transparent SWFs – when drafting their report.

    • The commission would have two years to develop a report to Congress on their findings and recommendations for legislative action.

    • To provide independence, the bill explicitly requires that the commission is housed within the independent Federal Reserve System.

    The McGarvey Commission

    The bill creates a 25-person commission comprising of:

    • 6 representatives from the Board of Governors of the Federal Reserve System or a Federal reserve bank.

    • 3 representatives from the Department of the Treasury.

    • 3 representatives from the Securities and Exchange Commission.

    • 2 representatives from the Department of Commerce.

    • 1 representative from the Office of the U.S. Trade Representative.

    • 10 representatives from academia or experts in the fields of economics, monetary policy, fiscal policy, investment policy, industrial policy, or other aspects involving sovereign wealth funds, appointed by the Chair of the Federal Reserve.

    According to the International Forum of Sovereign Wealth Funds, over $9 trillion in assets are managed by over 100 SWFs globally, such as:

    Today, Congressman Morgan McGarvery (KY-03) cosponsored legislation to promote public trust in Congress by banning Members from trading or owning individual stocks. 

    “Public trust is essential to our work as elected officials. I am proud to cosponsor the Bipartisan Restoring Faith in Government Act and TRUST in Congress Act to ban Members of Congress from trading or owning individual stocks,” said Congressman McGarvey. “Since my time in the Kentucky state Senate, my wife and I have had an explicit agreement with our financial advisor that we will not direct, approve, or even have knowledge of any stock purchase or sale – effectively creating a blind trust for our retirement accounts and kids’ college funds. But after coming to Washington at a time of historically low trust in Congress, we decided to divest from all individual stocks before the end of my first term in Congress. We no longer own any individual stocks.”

    H.R.253 – Bipartisan Restoring Faith in Government Act would prohibit members of Congress, their spouses, and dependents from owning or trading individual stocks. H.R.396 – TRUST in Congress Act would require a Member of Congress, as well as any spouse or dependent child of a Member, to place specified investments into a qualified blind trust (i.e., an arrangement in which certain financial holdings are placed in someone else’s control to avoid a possible conflict of interest) until 180 days after the end of their tenure as a Member of Congress.

  • MIL-OSI USA: Statement on Mohsen Mahdawi’s Release

    Washington , D.C. The Vermont Congressional Delegation, U.S. Senator Bernie Sanders (I-Vt.), Senator Peter Welch (D-Vt.), and U.S. Representative Becca Balint (D-VT-At Large) today issued the following statement in reaction to Judge Geoffrey Crawford ordering the release of Mohsen Mahdawi, who was illegally detained by the Trump Administration:  

    “We are relieved that Mohsen Mahdawi was released on bail from ICE detention in Vermont, and that the constitutional right to due process has prevailed. Mohsen Mahdawi is here in the United States legally and acted legally. He should never have experienced this grave injustice,” said Sanders, Welch, and Balint. “The Trump Administration’s actions in this case—and in so many other cases of wrongfully detained, deported, and disappeared people—are shameful and immoral. This is an important first step. We will continue the fight against President Trump’s assault on the rule of law.” 

    Last night, Rep. Becca Balint led a rally at the State Department to demand Mohsen’s release and highlight the unjust abductions across the country. Rep. Balint was joined by Senators Sanders and Welch and others demanding due process for all, ahead of Mohsen’s Wednesday scheduled hearing. Earlier this month, in response to his arrest, Rep. Balint and 67 other House Democrats demanded to know the Administration’s alleged reason for his arrest from Secretaries Rubio and Noem and received no response. 

    Rep. Balint continued, releasing the following statement in reaction to Mahdawi’s release on bail: 

    “Today’s news shows us what we can do when we fight for justice, when we come together and use our voices. Mohsen should have never been detained in the first place. And we won’t let the Trump Administration continue to detain and kidnap people off our streets in our name. The fight doesn’t end here. I want Americans to understand that if the Trump Administration can come for one of us, they will come for all of us,” said Rep. Balint.

    “In just 100 days, Donald Trump has done more to inflict harm on families than any other president. The cost of groceries, housing, transportation and everything in between is getting more expensive for families and businesses, and it will only get worse.

    “Not only are costs going up for all of us, he’s also slashing health care for kids and seniors, food assistance for veterans and families, and cutting education funding that our schools rely on. And all of this just to make the ultra-rich richer while also increasing our deficit by trillions.

    • Fast-tracking oil and gas drilling on public lands, setting back Colorado’s clean energy goals and putting lands at risk.

    On November 5, 2024, 77 million Americans gave Washington, D.C. a mandate to restore common sense, secure our border, make America safe again, get our fiscal house in order, grow our economy, and get our country back on track. President Trump and our Republican majorities in the House and Senate have been laser focused on delivering on that mandate since the start of President Trump’s second term.

    For four years, President Biden and many Congressional Democrats blamed the crisis at our border on President Trump. They argued that the record-level inflation across the country was President Trump’s fault and not their Build Back Broke plan and so-called “Inflation Reduction Act.”

    Yet in just 100 days, the same leader my colleagues on the other side obsessed over and blamed for these Biden setbacks has fixed those same problems and gotten our country back on track. The only way to describe the first 100 days of President Trump’s historic second term is promises made, promises kept.

    President Trump promised to secure the border. While left-leaning news outlets tried to fearmonger and portray the enforcement of our nation’s border laws as an attempt to stop any immigrant from entering the United States, America knew this narrative couldn’t have been further from the truth. 100 days in, our nation’s border is more secure it has been in our nation’s history. 

    In March of this year, apprehensions along the southern border had dropped 95% from the average daily encounters under President Biden. After a year and a half of chaos when President Biden rescinded Title 42, the Los Angeles Times reported that crossings at the California-Mexico border had nearly come to a halt under President Trump. Along our northern border, Customs and Border patrol agents apprehended 54 migrants this past March, down 95% from March 2024.

    House Republicans and President Trump did what many Democrats were afraid to do—actually enforce the law and pass laws like the Laken Riley Act that make it clear there is no place for violent criminals illegally in the United States of America. While President Trump and his administration have worked tirelessly to remove these criminals from our country, it’s been a completely different story on the left. Some of my Democrat colleagues spent the Easter recess begging for an alleged MS-13 member to return to the United States. Meanwhile those same Democrats were silent when the Biden Administration abandoned Americans in Afghanistan after their botched withdrawal. The contrasts in priorities for Democrats and Republicans could not be more clear.

    It turns out the only thing we needed for the past four years was a President who doesn’t run from common sense and isn’t afraid to enforce the law. Promises made, promises kept.

    President Trump promised to revive the American dream and usher in the golden age of America. Over the last 100 days he and his administration announced more than $5 trillion dollars in new foreign and domestic investments, including in my home state of Kansas. Just last week, Fiserv announced they would make a $175 million investment in Kansas that will create good-paying job opportunities for individuals in the eastern part of our state. 

    The consumer price index continues to show that inflation is cooling, and prices are falling. Because of the leadership of Agriculture Secretary Brooke Rollins and President Trump, wholesale egg prices have fallen, and we anticipate that retail prices will soon follow suit. Americans are feeling far less pain at the pump because we have leadership in our nation’s capital that prioritizes an all of the above energy strategy instead of Green New Deal policies that pick winners and losers. President Trump has repealed Biden-era rules that tried to implement an electric vehicle mandate because he knows it won’t work in places like the Big First District, and it only drives up costs for consumers. Promises made, promises kept.

    President Trump made a promise to restore common sense and get our country back on track. I’m grateful we finally have a president who is not afraid to state the obvious. There are two genders, and biological men should not play in women’s sports. One of the first bills President Trump signed during his second term was the Protection of Women and Girls in Sports Act. President Trump has uprooted wasteful, fraudulent and abusive spending and gone line by line through our federal budget to make sure taxpayer dollars are being spent wisely. While the Democrat Leader spent all day Sunday advocating for American families to have the largest tax hike in history, President Trump has spent the last 100 days working tirelessly with Congressional Republicans to extend his 2017 tax cuts. Promises made, promises kept.

    I am so grateful to have real leadership back at 1600 Pennsylvania Avenue that fights for America’s families and a brighter future for our country. Thank you, President Trump, for your leadership and for all you’ve done to ensure our best days are ahead of us. 100 days of winning and I look forward to many, many more.

    On President Trump’s 100th day in office, Congresswoman Monica De La Cruz (TX-15) held a press conference with local officials, including Hidalgo County Judge Richard Cortez, and South Texas agriculture leaders, including Dale Murden. De La Cruz praised the Trump Administration’s announcement to ensure the Mexican Government makes water deliveries and shared her continued work to ensure Mexico delivers water to South Texas.

    “This announcement is a victory for our community, our farmers, and our families. 

    I am deeply grateful to our local business leaders, our city officials, and to President Trump and his administration for working with me on such a vital issue for South Texas families. 
     

    For more than 80 years, long before I arrived in Congress, this community faced a crisis of water.
     

    That’s why one of the first resolutions I passed in the House strongly supported diplomatic pressure to ensure the Mexican government fulfills its water obligations every single year. 
     

    And before President Trump even took office, I sent a letter, with many members of the Texas delegation, urging him to hold the Mexican government accountable. 
     

    When I met with the President in the Oval Office in February, he was shocked to hear what South Texas families have endured for decades and he assured me that he would act swiftly.

    Washington, D.C. – Last night, Congresswoman Mariannette Miller-Meeks (R-IA) hosted her second telephone town hall of the 119th Congress, where she was joined by over 6,300 Iowans for a wide-ranging discussion on the work she’s doing in Washington to protect families, lower costs, and defend American values.

    “People who have worked to turn their lives around after a criminal conviction deserve the opportunity to move forward, not be held back by administrative barriers. Today, nearly one-third of Americans have a criminal record that can prevent them from getting a job, finding housing, or pursuing education—even when they qualify for record-sealing or expungement. The Fresh Start Act of 2025 modernizes and streamlines these processes for states, helping more individuals access the opportunities they’ve earned.     Approximately one-third of Americans have criminal records that can hinder their ability to secure employment, housing, or educational opportunities. While many of them qualify for record-sealing or expungement under state laws, the process is frequently complicated, time-consuming, and costly.

    The Fresh Start Act would allow states that have enacted automated record-sealing or expungement laws to apply for federal infrastructure grants to help streamline the process. This federal legislation builds on the momentum of Clean Slate policies enacted in 2018 by a diverse group of 12 states including California, Colorado, Connecticut, Delaware, Michigan, Minnesota, New Jersey, New York, Oklahoma, Pennsylvania, Utah, and Virginia.

    “No one should be denied a job, housing, or education because of bureaucratic red tape,” said Rep. Kamlager-Dove. “Millions of Americans have arrest or conviction records that are eligible to be sealed or expunged, yet many are blocked by confusing, burdensome, and costly processes. I’m proud to cosponsor the bipartisan Fresh Start Act, which helps individuals who have been exonerated or who have paid their debts to society get a chance to contribute to their communities. This legislation will give states the resources they need to implement automatic record clearance systems that offer people a fresh start.”

    Summary:

    • Amends 34 U.S.C. §40302 (National Criminal History Improvement Program, or NCHIP) to include funding for covered automatic expungement and record sealing laws.
    • Covered Expungement Law—The term “automatic” is defined as expungement or sealing that does not require any action on the part of the eligible individual. The term “covered expungement law” is defined as a law of a State that provides for the automatic expungement or sealing of a criminal record, subject to requirements imposed by the State.
    • Reporting Requirements—A State that receives a grant under the Fresh Start Act of 2025 is required to produce and send a report to the Attorney General, under the guidelines established by the Attorney General, that provides information on:
      • the number of individuals eligible for automatic expungement or sealing disaggregated by race, ethnicity, and gender;
      • the number of individuals whose records have been expunged or sealing disaggregated by race, ethnicity, and gender;
      • and the number of individuals who application for expungement or sealing are still pending disaggregated by race, ethnicity, and gender;
    • Inaccessibility of Data for Reporting—If data required for reporting are not available, the State is required to develop and report a plan to obtain as much of the data as possible no later than one (1) year after the first year the grant is awarded.
    • Publication—The Attorney General is required to publish and make publicly available a report containing data collected under the reporting requirements.

  • MIL-OSI USA: Harriet Hageman to Join Trump Administration Officials For a Press Conference in Support of the Maude Family Upon USDA Announcing Criminal Charges Dropped

    Washington, D.C. – Congresswoman Hageman will join U.S. Secretary of Agriculture Brooke Rollins, Attorney General Pam Bondi, U.S. Secretary of Homeland Security Krisi Noem and Charles and Heather Maude on Wednesday, April 30th following the USDA’s announcement to drop criminal charges against the ranching family.   

    Charles Maude and his wife Heather, who is a Wyoming native, were served with separate federal grand jury indictments on June 24, 2024 for alleged theft of government property. The Maudes, like many ag producers in very similar situations, had a portion of federal grasslands that has been incorporated in their ranching operation since the early 1900’s which was the focus of the dispute.   

    This is the culmination of a case that will set precedent for the relationship between the federal land-management agencies and their agricultural partners moving forward.

Currently, individuals in immigration court do not have the right to legal representation. The SHIELD Act will address this gap by establishing a grant program that supports the recruitment, training, and retention of staff and resources for immigrant legal defenders. This bill comes in response to the ongoing illegal deportations and harmful immigration policies that began under the Trump Administration, and aims to restore fairness and due process to our nation’s immigration system.     Congressman Garcia remains committed to reforming our immigration system, creating fair pathways to citizenship, and treating immigrants with respect and dignity. In April, Congressman Garcia traveled to El Salvador to pressure the Trump Administration to abide by a Supreme Court order to facilitate the return of Kilmar Abrego Garcia, a Maryland man with protected legal status who was unlawfully deported by the Trump Administration. Congressman Garcia wrote letters demanding answers from the Trump Administration on its deportation of Andry Hernández Romero, a gay Venezuelan makeup artist who was sent to a prison in El Salvador in violation of a federal court order and in the absence of credible evidence supporting the government’s claims about his affiliation with a criminal gang. Congressman Garcia first introducedthe SHIELD Act in July 2024. Last Congress, Congressman Garcia led investigations into fundamental integrity and credibility issues within the DHS, including identifying what actions have been taken to address the threat of domestic violent extremism within the DHS. Congressman Garcia has defended humane immigration procedures and condemned extreme rhetoric on immigration and border security that dehumanizes migrants legally seeking asylum. Congressman Garcia has also investigated the use of inappropriate language and behavior among Border Patrol agents within ICE toward immigrants following reports from the Huffington Post.

    Washington, D.C. – Today, Congressman Robert Garcia (CA-42) and Congresswoman Lisa McClain (MI-09) introduced the Common Cents Act to end the minting of the penny and require cash transactions to be rounded up or down to the nearest five cents. Full text of the bill can be found here

    “It doesn’t make sense to continue producing the penny, which costs three times more than it’s worth to create and distribute,” said Congressman Garcia. “As the cost of living continues to rise and with more folks tapping their phones or cards for payment, we shouldn’t be pouring millions of taxpayer dollars into a coin that is rarely used. By halting production, we would actually cut waste and boost efficiency in a common-sense way.”

    “Pennies are a waste of taxpayer dollars. It doesn’t make sense to spend millions each year minting coins that so few people actually use. President Trump’s common-sense idea should become law. We are taking a decisive step toward fiscal responsibility and updating our currency for the 21st century,” said Congresswoman McClain.

    The bill would take effect one year after its enactment and follows the successful elimination of one-cent coins in several other countries, including Australia and Canada. Additionally, a final decision on whether the U.S. Mint will cease production of the penny is currently pending. Non-cash transactions, such as credit card, debit card, mobile phone payments, and checks, would not be affected. The cost of producing a penny is roughly 3.7 times its face value, driven by rising metal prices. By eliminating the penny, this bill aims to reduce unnecessary costs, save taxpayer money, and streamline the U.S. currency system, eliminating waste and making it more efficient for both consumers and businesses.

    Congressman Garcia is dedicated to eliminating waste, improving government efficiency, and saving taxpayer dollars. On the Oversight Committee, Congressman Garcia works to ensure all government operations are effective and streamlined. Last Congress, two of Congressman Garcia’s bipartisan bills, the Eliminate Useless Reports Act and the Government Accountability Office (GAO) Inspector General Parity Act aimed at improving government efficiency were signed into law, which will save taxpayer dollars and promote more accountable government operations. Congressman Garcia previously introduced the FLASH Act (Fast-Track Logistics for Acquiring Supplies in a Hurry Act) to streamline procurement processes within the Department of Health and Human Services during emergencies. This legislation would eliminate waste, reduce delays, and ultimately save taxpayer dollars while streamlining access to essential resources.

    Waxahachie, TX – On Thursday, May 24th, during a visit to Palestine, Congressman Jake Ellzey proudly presented long-overdue military medals to Mr. Terry Everest, a Vietnam-era Army veteran and resident of Rusk, Texas.

    Mr. Everest served in the United States Army from 1969 to 1972, including participating in campaigns during the Vietnam War. After nearly five decades, he reached out for assistance to ensure his service was fully recognized. Congressman Ellzey’s office worked alongside the appropriate agencies to secure the medals Mr. Everest rightfully earned, including his Vietnam Service Medal.

    “It was an honor to stand with Mr. Everest and present him with the medals that reflect his dedication, sacrifice, and service to our country,” said Congressman Ellzey. “Our veterans have given so much for our freedoms, and it’s our duty to ensure they receive the recognition they deserve — no matter how much time has passed.”

    President Trump’s First 100 Days: Delivering for America and Restoring Texas Values

    When President Donald J. Trump took the oath of office exactly one hundred days ago, he vowed to usher in the “Golden Age of America.” Given the chaos President Biden left behind—open borders, soaring inflation, weakened energy independence, and a nation divided—this was no small promise. It is now one hundred days into his second term, and President Trump is turning campaign promises into measurable outcomes. With a Republican Congress working in tandem, we have begun reversing the damage done under the previous administration and laying the groundwork for a stronger, safer, and more self-reliant America.

    These first 100 days have made one thing abundantly clear: under Republican leadership, commonsense is being restored, and the American people are once again being prioritized. Change is never easy, but President Trump’s willingness to shake up a broken system has already produced tangible, meaningful victories and has set the tone for where we are going. Illegal border crossings have dropped to historic lows, energy production is surging in the Permian Basin, and Texas values are no longer under siege—they’re leading the way.

    Border security, in particular, stands as one of the most dramatic turnarounds from the Biden administration years. In contrast to President Biden’s border policies that enabled drug cartels, traffickers, and violent criminals to flood across our southern border, bringing deadly fentanyl and chaos with them, President Trump has taken immediate action to reestablish control and restore rule of law. Illegal border encounters have declined by 95%, known daily “gotaways” have dropped 99%, and over 21 million fentanyl pills have been seized. Construction of the border wall has resumed, the Remain in Mexico policy has been reinstated, and over 150,000 illegal immigrants—including gang members from MS-13 and Tren de Agua—have been arrested.

    Furthermore, the passage of the Laken Riley Act, the first piece of legislation signed into law this term, reflects a renewed commitment to American safety and accountability. Texas certainly bore the brunt of the prior administration’s lax border policies, but thankfully, we no longer face that burden alone. With President Trump back in office, Washington is finally acting like a partner again, not an obstacle. It is ironic that President Biden once said only Congress could fix the border—turns out we just needed a president who cared enough to try.

    Beyond securing the border, the Trump administration and Republican Congress have wasted no time unleashing America’s energy potential. On day one, President Trump declared a national energy emergency and immediately set to work undoing the regulatory mess imposed by the Biden administration. In partnership with Congress, the White House has reinstated oil and gas production on federal lands, revived the Keystone XL pipeline, axed the job-killing natural gas tax, and cut the permitting timeline for new projects to just under a month.

    As the representative for Texas-11 and the Permian Basin, I’ve seen firsthand how these changes can bring stability to producers and relief to consumers. I also know it is imperative to work in lockstep with industry on these issues to produce the best energy outcomes. My bill to repeal the Biden-era natural gas tax, the second piece of legislation signed into law this Congress, was the direct outcome of my work with industry leaders and helps codify President Trump’s actions to ensure that future energy policy supports, rather than punishes, those who power the nation.

    Stable, pro-growth energy policy isn’t just an economic issue—it’s a geopolitical imperative. A predictable regulatory framework gives our companies the confidence to invest, hire, and expand, while reducing our dependence on foreign adversaries. That’s why we’re fighting to codify these reforms into law—to ensure long-term policy that supports American energy independence regardless of who occupies the White House.

    These first 100 days have been about more than just a policy shift—they’ve been a course correction. In 2024, voters sent a clear message: They wanted an end to the progressive ideological nonsense and a return to practical governance rooted in American values. We are delivering on that mandate.

    The past administration attempted to govern by progressive fiat—undermining parental rights, blurring the lines between men and women in public spaces and athletics, stripping God and faith from our ideology, and more—but American voters, and especially Texans, never accepted that trajectory as inevitable.

    As a seventh-generation Texan, I deeply believe that Texas is the best place to live and raise a family and that our way of life must be protected from political overreach. This belief inspired me to run for Congress and fuels my work every day. I am passionate about protecting the Texas way of life for the next generation, and I’m proud to be doing that alongside a President who shares our priorities.

    WASHINGTON, D.C.— Today, Congressional Black Caucus Whip Sydney Kamlager-Dove (CA-37) and Historically Black Colleges and Universities (HBCU) Caucus Chair Alma Adams (NC-12) held a roundtable discussion with Reps. Sewell (AL-07),Hayes (CT-05), Sykes (OH-13), Cherfilus-McCormick (FL-20), Brown (OH-11), and Figures (AL-02), HBCU leadership, students, and advocacy organizations to highlight the impacts of Trump Administration policies on the HBCUs that have played a vital role in empowering Black students across the country.
