  • MIL-OSI USA: Kaine Leads Push to Examine Ageism’s Impacts on Quality and Equity of Health Care

    US Senate News:

Source: United States Senator for Virginia Tim Kaine
WASHINGTON, D.C. — Today, on Ageism Awareness Day, U.S. Senator Tim Kaine (D-VA), a member of the Senate Health, Education, Labor and Pensions (HELP) Committee, led a group of senators in sending a letter to the Agency for Healthcare Research and Quality (AHRQ) requesting that the agency examine the impact of ageism on quality and equity of care, patient safety, and health outcomes. Ageism in health care is associated with a decreased likelihood that older adults will receive care that meets medical guidelines, an increased likelihood that they are not properly reimbursed for care, and exclusion from clinical trials and other research that is available to the public generally.
“While ageism is often subtle, it is woven into our workforce, our health care system, and our everyday interactions,” wrote the senators.
“Ageism within health care leads to poorer health outcomes, avoidable morbidity, and costly preventable adverse events. Ageism costs the health care system $63 billion annually. In health care, ageism is expressed in our policies, the practices of health care providers, and negative assumptions held by older adults themselves,” they continued.
The senators specifically asked the AHRQ for answers to the following questions:
What is the full scope of ageism within health care?
What is the impact of ageism and intersectionality on both the micro and macro levels of health care related to health equity and outcomes?
What is the evidence for interventions to address ageism and promote age inclusivity in health care?
Kaine has long worked to address the needs of older Americans. This past July, he helped secure key provisions in the HELP committee-passed bill to reauthorize the Older Americans Act, which supports a wide range of programs and services to help older Americans remain in their homes and connected to their communities.
In addition to Kaine, the letter was signed by Senators Bob Casey (D-PA), Angus King (I-ME) and Bernie Sanders (I-VT).
Full text of the senators’ letter is available here and below.
    Dear Dr. Valdez:
We write to express our concern about the complexity and pervasive nature of ageism in health care and request that the Agency for Healthcare Research and Quality (AHRQ) examine the impact of ageism on quality and equity of care, patient safety, and health outcomes.
While ageism is often subtle, it is woven into our workforce, our health care system, and our everyday interactions. Ageism undermines older adults and their contributions to our communities. Research shows that 81 percent of adults aged 50-80 report experiencing internal ageism, 65 percent are exposed to ageist messages, and 45 percent face ageism in interpersonal interactions. These staggering statistics demonstrate how ingrained ageism is in our society.
Ageism refers to stereotypes, prejudice, and discrimination directed towards people on the basis of their age.
Ageism within health care leads to poorer health outcomes, avoidable morbidity, and costly preventable adverse events. Ageism costs the health care system $63 billion annually. In health care, ageism is expressed in our policies, the practices of health care providers, and negative assumptions held by older adults themselves. At the macro level, ageism is complex and reflected in health care access issues which result in older adults being less likely to receive care consistent with medical guidelines, payment policies that do not adequately reimburse for complex care needed for older adults, and exclusion or underrepresentation of older adults in clinical trials and other research.
At the micro level, practices such as the use of ageist language and elder speak, exclusion of older patients from plan of care conversations, and variations in treatment practices due to a patient’s age all affect patients’ quality of care. Self-directed ageism can also lead to adverse outcomes for a patient if their beliefs on aging lead them to believe that the symptoms they are experiencing should be considered a “normal” part of aging. For example, while some cognitive decline is expected as we age, memory loss, confusion, changes in behavior, and inability to complete activities of daily living are all signs of changes in cognitive ability that need to be evaluated by a medical professional. Moreover, people who internalize ageist societal messages tend to have poorer physical, cognitive, and mental health. The reverse is also true—individuals who internalize positive aging messages are likely to exhibit benefits in physical, cognitive, and mental health—highlighting the need to promote age inclusivity.
We respectfully request that AHRQ examine this issue and provide a synthesis of existing evidence on ageism in health care to inform efforts to reduce ageism within the health care system. Specifically, we request your assistance to answer the following questions:
What is the full scope of ageism within health care?
What is the impact of ageism and intersectionality on both the micro and macro levels of health care related to health equity and outcomes?
What is the evidence for interventions to address ageism and promote age inclusivity in health care?
With AHRQ’s mission to improve the quality, safety, and equity of health care, we believe your organization is well suited to support Congress’ effort to address ageism in health care. Results of the requested review will help inform practice, quality improvement efforts, education of health professionals, and policy.

  • MIL-OSI USA: Ahead of Fifth Circuit Case, Senators Rosen and Cortez Masto Warn About Threats to DACA

    US Senate News:

Source: United States Senator Jacky Rosen (D-NV)
LAS VEGAS, NV – U.S. Senators Jacky Rosen (D-NV) and Catherine Cortez Masto (D-NV) held a press conference along with Dream Big Nevada and Deferred Action for Childhood Arrivals (DACA) recipients in Las Vegas to warn against the current threats DACA faces in federal court. On Thursday, October 10, the U.S. Court of Appeals for the Fifth Circuit will hear a case that will determine the future of DACA and could further chip away at the program. Senators Rosen and Cortez Masto called on Nevadans to stay informed on the status of this court case and renewed their commitment to do everything they can to pass a permanent legislative solution that will protect Dreamers and keep families together.
“For more than a decade, DACA has provided peace of mind for Nevada Dreamers – allowing them to access education, health care, and jobs,” said Senator Rosen. “At a time when far-right extremists are pushing courts to strike down this critical program, I’m renewing my commitment to do everything I can to protect DACA and keep families together. We need to be vigilant about the outcome of this case, and I urge all DACA recipients in our state to stay informed and reach out to our offices for assistance and information. I’ll keep working with Senator Cortez Masto to stand up for Nevada Dreamers and push for a permanent solution with a pathway to citizenship for DACA recipients.”
“I want Dreamers and their families to know they’re not alone, and Senator Rosen and I are doing everything we can to keep families together,” said Senator Cortez Masto. “DACA recipients whose status expires in the next few months can renew while we wait for decisions to be handed down. But our communities should know that court decisions like this pose real threats to vital programs, and we have to stand up and push back. I’ll never give up the fight to ensure Dreamers can live and succeed in the only home they’ve ever known.”
“DACA changed the course of my life. I spent years in the shadows, with DACA I was able to pursue goals that had felt distant,” said Astrid Silva, founder of Dream Big Nevada. “Now as I wait for yet another court date to tell me if I will be able to breathe or continue to live in fear, I keep reminding myself that I can’t give up. Too many families depend on DACA for us to quit now, even as frustrating as it is. I’m grateful to live in a state where my Senators not only support me but give a voice when ours starts to shake.”
Senators Rosen and Cortez Masto have been outspoken in their strong support for DACA recipients and their families. In a committee hearing earlier this year, Senator Rosen raised concerns over the significant application delays impacting DACA recipients. Last Congress, Senator Rosen gave a floor speech urging her Senate colleagues to take immediate action to permanently protect Dreamers while simultaneously continuing to work to pass comprehensive immigration reform that provides a pathway to citizenship. Cortez Masto pushed the Biden-Harris administration to take executive action to protect hardworking mixed-status families in Nevada and across the country. She’s introduced legislation to fix our outdated immigration laws, led calls to address delays in DACA renewal applications, and fought to make it easier for mixed status families to stay together.

    US Senate News:

Source: United States Senator Reverend Raphael Warnock – Georgia

Senators Reverend Warnock, Casey Urge Administration to Ensure Seniors Can Benefit from New Prescription Drug Cost Cap

The senators urged the Biden Administration to provide more information to seniors about out-of-pocket prescription drug cost cap that goes into effect January 2025
The $2,000 cap on out-of-pocket prescription drugs for Medicare recipients to save seniors $1.5 billion in copays and other expenses
Senator Reverend Warnock championed the Inflation Reduction Act law lowering out-of-pocket drug costs, giving Medicare the power to negotiate and lower prescription drugs
Senators Reverend Warnock, Casey also recently reintroduced the Capping Prescription Costs Act to lower out-of-pocket drug costs for families – MORE HERE
Senators Reverend Warnock, Casey: “The new cap will allow nearly 19 million Medicare beneficiaries to reduce their spending on prescription drugs. We must do more to ensure that older adults understand these new options and benefits”
Washington, D.C. – U.S. Senators Reverend Raphael Warnock (D-GA) and Bob Casey (D-PA) are urging the Biden Administration to better inform seniors of the steps they may need to take to benefit from the impending cap on out-of-pocket prescription drug costs.
In an October 3 letter to the Department of Health and Human Services (HHS) Secretary Xavier Becerra, the Senators noted that in January 2025, as a result of the landmark Inflation Reduction Act law, a $2,000 cap on out-of-pocket drug costs for Medicare Part D beneficiaries will go into effect and reduce drug costs for nearly 19 million Americans. The Senators urged HHS to increase outreach efforts to ensure that seniors understand how to guarantee their prescription drugs count towards the out-of-pocket cap so they don’t end up paying more than expected.
“The new cap will allow nearly 19 million Medicare beneficiaries to reduce their spending on prescription drugs. We must do more to ensure that older adults understand these new options and benefits. A lack of information and communication could leave older adults paying more and missing out on benefits to which they are entitled,” wrote the Senators.
Senators Reverend Warnock and Casey have long led efforts in the Senate to lower prescription drug costs. In 2022, they fought to pass the Inflation Reduction Act, which put in place the $2,000 cap on out-of-pocket prescription drug costs for Medicare Part D beneficiaries. The law also capped the cost of insulin at $35 a month for Medicare recipients and gave Medicare the power to negotiate prescription drug prices for the first time. Negotiations began last year on the first set of ten drugs: Eliquis, Jardiance, Xarelto, Januvia, Farxiga, Entresto, Enbrel, Imbruvica, Stelara, and NovoLog/Fiasp. In August, the Biden Administration announced the new, lower negotiated prices for each of these first ten drugs. Early next year, the Administration will announce the next set of 15 drugs that will be subject to price negotiations. Senators Warnock and Casey also recently introduced the Capping Prescription Costs Act which would cap annual out-of-pocket prescription drug costs at $2,000 for individuals and $4,000 for families with private insurance.
“The IRA directly lowers prescription drug costs for millions of Americans, and we must do everything we can provide older adults with the resources to understand these benefits. This is especially important with Open Enrollment beginning on October 15, a key opportunity for beneficiaries to ensure their health plans meet their needs. The Biden-Harris Administration has worked tirelessly to pass and implement the IRA, and we look forward to continuing those efforts as provisions of the law take effect, making prescription drugs costs more affordable,” concluded the senators.
The full letter can be found HERE and the text is below:
    Dear Secretary Becerra:
Thank you for your ongoing commitment to lowering the cost of health care across the Nation. In just a few months, as a result of the Inflation Reduction Act (IRA), a $2,000 cap on out-of pocket prescription drug costs will go into effect. The new cap will allow nearly 19 million Medicare beneficiaries to reduce their spending on prescription drugs. We must do more to ensure that older adults understand their new options and benefits. A lack of information and communication could leave older adults paying more and missing out on benefits to which they are entitled.  As this and other prescription drug pricing provisions from the IRA take effect, we urge the Department of Health and Human Services (HHS) to increase outreach efforts to older adults to ensure they are aware of how to benefit from the law
When Congress passed the IRA, we fought to ensure the legislation included significant steps to improve prescription drug affordability by allowing Medicare to negotiate drug prices, capping out of pocket costs for Medicare beneficiaries, lowering insulin costs, and decreasing prescription drug costs for low-income Medicare beneficiaries. Last year, the Centers for Medicare & Medicaid Services (CMS) began to negotiate with pharmaceutical companies to lower the price of prescription drugs and in August, CMS announced the negotiated maximum fair prices for the first 10 drugs under the IRA’s negotiation program. Medicare enrollees taking these 10 drugs paid a total of $3.4 billion in out-of-pocket costs in 2022. Had the IRA been in effect in 2023, Medicare would have saved $6 billion, and beneficiaries would have saved $1.5 billion in copays and other expenses. Additional drugs will be negotiated each year under this program, largely expanding the affordability of prescription drugs for Medicare beneficiaries.
Starting in 2023, cost-sharing was eliminated for vaccines covered by Medicare Part D. According to HHS, 10.3 million Medicare Part D enrollees received a recommended vaccine free of charge, which saved beneficiaries more than $400 million in out-of-pocket costs. This includes 3.9 million older adults who received a shingles vaccine, which is an increase of about 42 percent from 2021.
In January 2024, the IRA also capped out of pocket costs for insulin at $35 per month for Medicare beneficiaries enrolled in Part B and Part D. Had the IRA been in effect in 2020, 1.5 million Medicare beneficiaries would have benefited, saving about $734 million in Part D and $27 million in Part B, or about $500 in average annual savings per beneficiary. Thanks to pressure from the IRA, three of the largest U.S. insulin manufacturers have capped out-of-pocket insulin costs for even more patients.
In January 2025, Medicare Part D enrollees will benefit from a $2,000 cap on out-of-pocket drug costs. This redesign will reduce beneficiary out-of-pocket spending by about $7.4 billion each year among more than 18.7 million enrollees in 2025. This will save nearly $400 per person in out of pocket costs each year.
CMS has provided some information about the upcoming implementation of the out-of-pocket cap, with detailed guidance regarding the Medicare Prescription Payment Plan to Part D plan sponsors and a fact sheet for consumers and Medicare beneficiaries. But CMS must do more to inform older adults about the details of the $2,000 out of pocket cap to ensure they are able to realize its maximum benefits. For example, Medicare beneficiaries need information about how to guarantee their prescription drugs count towards the out-of-pocket cap and how to choose the best Part D plan for their individual needs. Without this critical information, beneficiaries may end up paying more than expected.
The IRA directly lowers prescription drug costs for millions of Americans, and we must do everything we can provide older adults with the resources to understand these benefits. This is especially important with Open Enrollment beginning on October 15, a key opportunity for beneficiaries to ensure their health plans meet their needs. The Biden-Harris Administration has worked tirelessly to pass and implement the IRA, and we look forward to continuing those efforts as provisions of the law take effect, making prescription drugs costs more affordable.

  • MIL-OSI USA: SCHUMER ANNOUNCES $18 MILLION FEDERAL PRELIMINARY CHIPS AGREEMENT FOR EDWARDS VACUUM’s PLANS FOR 600+ JOB SEMICONDUCTOR DRY PUMP FACTORY IN GENESEE COUNTY

    US Senate News:

Source: United States Senator for New York Charles E Schumer
Schumer, Key Author Of The CHIPS & Science Law, Fought Tirelessly To Convince Edwards Vacuum To Invest In Western NY, Personally Calling Company’s President To Bring Edwards to NY & Celebrating Groundbreaking Earlier This Year
Now, Funding Directly From Schumer’s CHIPS & Science Law Will Support Edwards Vacuum’s Plans To Build A First-Of-Its-Kind $300+M American Semiconductor Dry Pump Factory In Genesee County, Creating 600+ Good-Paying Jobs – Award Is 3rd CHIPS PMT For A NY Project Following Micron & GlobalFoundries
Schumer: My CHIPS & Science Law Is Helping Edwards Vacuum & Western NY Become Centerpiece Of America’s Semiconductor Supply Chain
After announcing that Edwards Vacuum plans to build manufacturing facility in Western New York two years ago, U.S. Senate Majority Leader Chuck Schumer today announced Edwards Vacuum has reached a $18 million preliminary memorandum of terms (PMT) funding agreement with the U.S. Department of Commerce under the CHIPS & Science Law he championed. This proposed federal funding will support Edwards Vacuum’s plans to build its new $300+ million dry pump manufacturing facility for the semiconductor industry, the first of its kind in the country, as there is currently no domestic production of semiconductor-grade dry vacuum pumps.
“This investment will ensure an essential part of the semiconductor supply chain – that will be surging in demand – is made right here in Genesee County. I am proud to announce my CHIPS & Science Law is investing $18 million in Edwards Vacuum’s expansion in Western New York, creating the first dry pump vacuum manufacturing facility of its kind in America,” said Senator Schumer. “From Micron to GlobalFoundries, all the major semiconductor companies in New York and across America need vacuum technology for their chip fabs, that only Edwards will make in the USA. A historic $300+ million manufacturing facility like this, with over 600 good-paying jobs, was only a dream a few years ago. But I urged Edwards Vacuum to expand in Western NY because I knew this region had the potential to become the beating heart of America’s semiconductor supply chain.”
Schumer added, “This continued investment by the Biden administration is proof positive the value of our region as a ‘Tech Hub’ and America’s emerging semiconductor superhighway. Today, Edwards Vacuum’s plans to expand in Western NY move forward. And that dream becomes one step closer to becoming a reality thanks to my CHIPS & Science Law.”
Today’s proposed federal funding will support a planned $300+ million investment and 600+ good-paying jobs when the facility reaches full production capacity. Schumer explained all chip fabs need vacuum technology like what Edwards makes to power the sophisticated equipment and state-of-the-art machine tools needed to make microchips.  Those tools need and use vacuum pumps, like those that will now be made in Western New York, to manipulate the chip wafers to manufacture the finished microchips. By bringing manufacturing to New York, new chip fabs such as Micron and GlobalFoundries in New York, and Intel in Ohio can have access to critical dry pumps that will now be made in the U.S., offering chip producers shorter wait times, improved responsiveness, and reduced CO2 emissions from an American-made product.
This is the third agreement for a New York company from the CHIPS Incentives Program funded by Schumer’s CHIPS & Science Law. Earlier this year, Schumer announced that Micron, which plans to invest $100 billion over the next two decades – the largest private investment in New York’ s history – reached a $6.1 billion CHIPS PMT funding agreement. In addition, GlobalFoundries in the Capital Region also reached an agreement for $1.5 billion in direct grant funding under his CHIPS  & Science Law to support a $12.5 billion public-private investment over the next ten plus years to expand and construct a second, new state-of-the-art computer chip factory in Malta, NY.
Schumer added, “The CHIPS & Science Law keeps delivering for New York. We are seeing more targeted federal investment in this region to bring back manufacturing than ever before, and awards like this show that the I-90 corridor truly is becoming America’s semiconductor superhighway.”
“New York State is a national leader in reshoring advanced manufacturing and research and this could not have been accomplished without the combination of the federal CHIPS and Science Act and New York State’s Excelsior Jobs Program,” Governor Hochul said. “As a result, Edwards Vacuum is bringing 600 good jobs to Upstate New York, bolstering our semiconductor ecosystem, and setting the stage for regional success. This is proof that when we work together the sky’s the limit, and none of it would be possible without the partnership of the Biden-Harris Administration, Commerce Secretary Raimondo and New York’s congressional delegation.”
Schumer has been a relentless champion for expanding the semiconductor supply chain in Western NY. Schumer personally called Geert Follens, President of the Vacuum Technique Business Area for Edwards parent company Atlas Copco Group, to urge the global semiconductor supply chain company to expand in Upstate New York. Later that year Schumer announced with Governor Hochul that Edwards Vacuum had heeded their calls and planned to build their new manufacturing facility in Genesee County.  Earlier this year, Schumer celebrated Edwards Vacuum’s groundbreaking ceremony in Genesee County for Phase 1 of their construction which is expected to be completed in 2028.
Schumer last year also helped the Buffalo-Rochester-Syracuse region win the prestigious Tech Hub designation through his CHIPS & Science Law and earlier this year secured a historic $40 million investment to implement the Tech Hub’s work with companies like Edwards. The proposal called the “NY SMART I-Corridor Tech Hub” has built on the historic investments Schumer delivered that have spurred a boom in semiconductor manufacturing and innovation across Upstate NY. Edwards Vacuum is working with Genesee Community College and Tech Hub partners like Monroe Community College, Erie Community College, and the Northland Workforce Training Center to help them hire and train hundreds of new workers.
Thanks to Schumer’s CHIPS & Science Law, Upstate New York has seen a major revival in tech manufacturing. Micron has announced plans for a historic $100+ billion investment to build a cutting-edge memory fab in Central New York. GlobalFoundries plans to invest over $12 billion to expand and construct a second, new state-of-the-art computer chip factory in the Capital Region. In the Mohawk Valley, Wolfspeed has opened a 200mm silicon carbide fabrication facility, one of the largest, with plans to further expand their operations. TTM Technologies, a printed circuit board manufacturer, plans to invest up to $130 million to expand their facilities in Onondaga County, creating up to 400 good-paying jobs. Menlo Micro will invest $150 million to build their microchip switch manufacturing facility in Tompkins County, creating over 100 new good-paying jobs. In addition, Upstate New York is home to semiconductor supply chain companies like Corning Incorporated, which manufactures glass critical to the microchip industry at its Canton and Fairport, NY plants.
The PMT outlines key terms for Edwards Vacuum’s CHIPS agreement. To finalize the federal CHIPS agreement, the Commerce Department will now begin a comprehensive due diligence process on the proposed project and other information contained in the application. After satisfactory completion of the due diligence phase, the Commerce Department will finalize the PMT.

    US Senate News:

Source: United States Senator for New Hampshire Maggie Hassan

MANCHESTER – U.S. Senator Maggie Hassan visited Southside Middle School in Manchester, where she met with students and received an update from officials from the Manchester, Concord, and Laconia School Districts on their federally funded programs that provide mental health resources and training in schools. They include a focus on evidence-based suicide prevention due to Senator Hassan’s bipartisan STANDUP Act, which was passed into law in 2022.

During the visit, Senator Hassan met with Southside Middle School students who showed her posters that they have put up ahead of World Mental Health Day (on October 10) to reduce the stigma around youth mental health. She then sat down with officials from Manchester, Concord, and Laconia school districts and discussed the impact that Project AWARE, a federally funded youth mental health program, has had on students. Project AWARE includes evidence-based suicide awareness and prevention training as part of Senator Hassan’s bipartisan STANDUP Act.

“Young people across New Hampshire have been speaking up about the need for more mental health resources in our schools,” said Senator Hassan. “Programs like Project AWARE – which has been strengthened by the STANDUP Act’s focus on utilizing the most effective methods to reduce suicides – are making an impact in our schools. I appreciated hearing from school officials about their Project AWARE programs and how we can continue to work together to improve students’ mental health.”

“In order for our students to succeed academically, we need to go beyond the classroom to focus on the whole student. Our work to build district-wide systems of support for mental health and safety would not be possible without the Project Aware grant. We are grateful for Senator Hassan’s support in securing this funding, and thankful for her efforts on behalf of our students,” said Manchester Superintendent Jennifer Chmiel.

“The Concord School District is grateful to the Substance Abuse and Mental Health Services Administration for the opportunity to continue to build relationships with our community behavioral health partners, expand mental health literacy through training and awareness campaigns, and integrate social-emotional competencies into our curriculum, all in support of our students and their families. Through Project AWARE, we will keep improving our interconnected systems with local and state child-serving entities to enhance care coordination with an eye toward sustainability. We are excited to spend the next 5 years building protective factors in our diverse learners, providing equitable access to school-based behavioral health supports so each student can bring their best self to their education every day,” said Concord Superintendent Kathleen Murphy.

“Project AWARE has given us the resources to talk with our young people about what to do when they’re having mental health issues. We’re working to have a proactive approach where it’s natural and appropriate to get help to feel better and get back in the game of learning and life,” said Laconia Superintendent Bob Champlin.

Senator Hassan is working to strengthen mental health care treatment for young Granite Staters. In addition to Senator Hassan’s bipartisan STANDUP Act, the Bipartisan Safer Communities Act, which Senator Hassan supported and helped pass into law, includes important funding for New Hampshire schools to support youth mental health, including a $760,000 annual grant used by the University of New Hampshire to partner with the Manchester School District to place mental health professionals in schools.

  • MIL-OSI USA: Grassley, Colleagues Push DOJ to Investigate Requirements for Hamas-Linked Campus Orgs to Register as Foreign Agents

    US Senate News:

Source: United States Senator for Iowa Chuck Grassley

WASHINGTON – Sen. Chuck Grassley, a senior member and former chairman of the Senate Judiciary Committee, wrote the Justice Department (DOJ) and FBI regarding Foreign Agents Registration Act (FARA) enforcement, raising concerns Hamas-linked entities are escaping FARA scrutiny as they seek to shape U.S. public opinion and policy outcomes through partnerships with campus organizations. Joining Grassley on the effort are Sens. Joni Ernst (R-Iowa), Ted Cruz (R-Texas) and Tim Scott (R-S.C.).

The senators’ inquiry hones in on the National Students for Justice in Palestine (NSJP) – which received backing from an organization whose associated entities the U.S. government has implicated for financing Hamas – and the hundreds of Students for Justice in Palestine (SJP) chapters NSJP claims to support across the U.S. Their letter reads, in part:

“It is incumbent upon all of us crack down on hidden foreign influence. […] The introduction of hostile foreign adversaries into domestic political discussion is especially of issue when it is fueling an alarming rise in antisemitism and anti-Israel sentiment. The public reporting appears to indicate that NSJP and related chapters may fit into the FARA definition of ‘publicity agent,’ at minimum, and its conduct, among other activity, may constitute a public relations effort designed to impact U.S. public opinion in favor of a foreign principal, which would meet FARA’s definition of political activities.

“Taken as a whole, these actions require further investigation from DOJ and the FBI to fully determine whether NSJP and SJP chapters should register as foreign agents under FARA and the extent of Hamas and Iran’s potential involvement.”

Grassley and his colleagues cite numerous examples that signal NSJP and SJP chapters may have an obligation to register as agents under FARA. Several follow.

    • Dozens of SJP chapters echoed NSJP’s social media messages lauding Hamas’ brutal October 7, 2023, attack on Israel; some “[praised] the creativity” of Hamas’ surprise attacks on Israeli civilians.

    • NSJP has stated it “aim[s] to develop a student movement that is connected, disciplined, and equipped” with tools toward fulfilling its mission.

Considering this evidence and more, the senators are asking DOJ and FBI pointed questions about the steps they have taken to assess NSJP and SJP’s potential requirement to register as foreign agents.

    Background:

Congress passed FARA in 1938 to identify Nazi propaganda and other foreign efforts to sway U.S. policy and public opinion. The content-neutral law was designed not to prohibit activity, but rather, to ensure certain individuals who act as agents of a foreign government or enterprise register with DOJ.

Grassley previously pressed for FARA enforcement as Confucius Institutes cropped up on college campuses, working to combat Chinese Communist Party influence in the U.S. education system. He has probed potential FARA violations in recent Congresses, including by Qatari media network Al Jazeera, a Ukrainian operative who consulted for the Democrat National Committee and a Russian lobbyist who attended a meeting with Donald Trump, Jr. Grassley questioned the Biden family’s FARA compliance amid business dealings with a Chinese energy company and sought answers upon learning the top lobbying firm for Ukrainian energy company Burisma filed incomplete disclosures. A longtime advocate of enforcing FARA to the fullest extent, he is leading congressional oversight and legislative reforms to further strengthen the law.

  • MIL-OSI USA: Cassidy Hosts Rural Community Summit in Leesville

    US Senate News:

Source: United States Senator for Louisiana Bill Cassidy

ALEXANDRIA – This morning, U.S. Senator Bill Cassidy, M.D. (R-LA) hosted his third Rural Community Funding Summit of 2024, where he continued to connect local officials for towns and villages in central Louisiana with representatives of federal and state agencies that can distribute funds from his Infrastructure Investment and Jobs Act (IIJA).

“My goal in working on the Bipartisan Infrastructure Bill was to bring opportunity to Louisiana to rebuild our infrastructure. My goal for the summit is to connect public officials in Rapides, Vernon, Beauregard, and throughout Cenla with these opportunities,” said Dr. Cassidy. “It was good to see these officials eager to bring resources to their communities.”
In addition to the authorization of the I-14 corridor going through Leesville, communities throughout the parish have benefitted from the IIJA, including in Vernon Parish. There are millions of dollars to improve roads and build roundabouts, $1.3 million was awarded to the East Central Vernon Water System from the Drinking Water State Revolving Fund, an example of how the IIJA can be used to improve drinking water. Over $300,000 was also awarded to the Leesville City Airport.
Other awards in the region include $15 million for the J. Bennett Johnston Waterway, over $11 million to extend CC Bel Road in the form of a RAISE grant, and over $9.8 million to replace school buses in Rapides Parish. Money has also been awarded in the region to improve roads and replace old natural gas pipes.
Cassidy was welcomed to Leesville and thanked for his leadership in a statement by Mayor Rick Allen.
“Thanks to Senator Cassidy’s infrastructure bill, money has already been delivered to upgrade key roads and the Leesville City Airport,” said Mayor Allen. “We are keen to learn what else the bill can do to strengthen our communities, and we appreciate the Senator connecting us to its opportunities, as well as his support for our troops at Fort Johnson and those who support them.”

  • MIL-OSI USA: Remarks by President  Biden During a Call with Jewish Faith Leaders for High  Holidays

    US Senate News:

    Source: The White House
    2:59 P.M. EDT
THE PRESIDENT:  Well, thank you very much, Rabbi, for that introduction.  And before I want to be- — before I begin, I want to say, we’re prepared for another hurricane hitting Florida, and that’s what I’ve been doing and why I had to p- — push back these — this sev- — several times.  And I apologize.
I directed my team to do everything we can to save lives and help communities before, during, and after the hurricane — the one that has just passed and this awful one that’s about to hit.
My most important message today is for those who are in impacted areas, please, please listen to your local authorities, follow all safety in- — instructions and evacuation orders.  This is serious — very serious.
But now to the events of the day.  You know, as the — my friends, the — the rabbis in Delaware who I’ve become friends with over the years, have been engaged with, can tell you, I was one of those lucky Christians who was raised by a — a Christian who was — he had — he understood what was going on.
My dad was what we — you’d call “a righteous Christian.”  My dad literally raised us to believe that we had to stand up for the — any community being persecuted, and he used to rage — he used to rage at dinner about why we didn’t bomb the railroad tracks in Auschwitz and why we didn’t — and this is the God’s truth, as the rabbis at home could tell you.
And he used to talk about how we wouldn’t let the — that one ship land and — and — with the Jewish refugees on it at the time, during — during the — Hitler’s era.  And, you know, he — he talked about how it was important for people to know what happened and not forget.
And one of the things that it taught me was that I — every one of my children and grandchildren, when they turned the age of 14, we put them on a plane and I flew them to Dachau, because I wanted them to see — want them to see that no one could pretend it wasn’t happening.
You go through — you walk through the gate, and you’ll be liberated.  Well, to stand — you see those beautiful homes along the outside of that gate, and you’ll know they had to know.  They had to know what was going on.  And — and I wanted them to understand.  I wanted them to see where the ovens were.  I wanted them to know what was going on and — because I wanted them to be aware — aware.
And I think one of the things that I’m about to talk about is — you know, the country has been sort of a — I don’t know how I could say it — has not paid nearly much attention to our hi- — the history that brought us —
But when I went over shortly after the — the second, smaller holocaust, but even more vividly seen by the whole world on the 7th, it was — it was because I wanted to let the world know where I stood and where America stood.  And I saw the remnants of what had happened 10 days earlier.  I saw — and the — anyway, you all know; you understand it.
But now, this event today — I want to thank you for joining this call, and I apologize for having had to reschedule it.
You know, at my direction, last week, the United States military took unprecedented action again to actively assist the successful defense of Israel.  You’ve — you’ve heard me say before that I got very badly criticized as a young senator for saying, “I’m a Zionist.”  You don’t have to be a Jew to be a Zionist.  It’s not necessary.
And the idea — I firmly believe — without an Israel, every Jew in the world’s security is less stable.  I mean that.  It doesn’t mean that Jewish leadership doesn’t have to be more progressive than it is, but it does mean it has to exist, and that’s what worries me most about what’s going on now.
You’ve heard me say before that my commitment to the safety of the Jewish people and the security of Israel as the right to exist is independent — independent of that — of everything else.  The Jewish state has to remain.  It has to remain — the ironclad commitment to it.
In the last three years, it’s been the honor to do this High Holiday with all of you from the White House in a season of joy and a season of pain.  And that’s what we’ve been going through: a season of joy and pain.
You know, you are the rock for your people.  I want to thank you for all you do every single day for your congregations, for your communities, for our country.
You know, I know this year’s call is very different, and it’s a very — a difficult time for the Jewish community and for Jews around the world.  In the midst of the High Holidays, two days ago, we commemorated the first anniversary of October 7th, the deadliest day for Jewish people since the Holocaust.
And a year later, with the trauma and the loss from that day and its aftermath, it’s still raw.  It’s hard to memorialize and mourn a tragedy that’s still ongoing.  Hostages still in captivity — some American Jews as well; loved ones still in harm’s way; survivors carrying wounds, seen and unseen, that never go away.  The families and friends left behind will never, never be the same.
I just spoke with Pres- — Prime Minister Netanyahu for about an hour this morning and offered my condolences on this somber one-year anniversary.
Throughout this year, my wife, Jill, and I, Kamala and Doug mourned along with all of you, including after the appalling execution of the six hostages, including America’s own Hersh Goldberg-Polin, a 24-year-old last week — who just turned — would have turned 24 last week.
My administration is doubling down on our work to secure the release of the remaining hostages, just as we have freed hostages already.  And we will not rest until they’re all home.
As you saw just last week, the United States fully supports Israel’s right to defend itself against Iran and all its proxies — Hezbollah, Hamas, and the Houthis.  We’re doing everything we can to ease the suffering of all the people from this war against Hamas and that Hamas started.
As Israel’s ambassador to Washington said at the memorial two days ago, quote, “We remember the Jewish commandment that we are all created in the image of God,” and “the loss of innocent life — Israel — Israeli, Palestinian, Lebanese, or others — is a tragedy.”  Well, I feel the same way.  Far too many civilians have suffered far too much during this year’s conflict.
I also want you to know that I see you, I hear you, I see your pain from the ferocious surge of antisemitism in America and, quite frankly, around the world — absolutely despicable.  And I hope we h- — we learned a lesson from our parents’ generation.  We have to stand up.  We have to call it out.  It has to be stopped.
In America, we respect and protect the fundamental right of free speech to protest peacefully.  But there is no place — emphasize, no place — anywhere in America — none — for antisemitism, hate speech, or threats of violence of any kind against the Jews or anyone else.
Long before October the 7th — long before — I launched the first National Security [Strategy] to Counter Antisemitism in American history — the first time in American history.  Vice President Harris and I and our entire administration are aggressively implementing that commitment.
Since we took office, we secured a record of over $800 million for the physical security of nonprofits, including synagogues, Jewish community centers, Jewish day schools all around the country.
Since October 7, ‘23 — in 2023, we’ve secured an additional $400 million — the largest single increase ever in funding — ever.
And we have concrete evidence that our historic assistance is making an impact and the investment matters.
The Department of Education has put our colleges on notice about something that should be obvious to everyone — that antisemitism is discrimination.  Say it again: Antisemitism is discrimination and prohibited under Title VI of the 1964 Civil Rights Act.
And the Department of Homeland Security has proved — provided resources to train campus law enforcement, administrators on how to ensure Jewish students are safe on campus.  And we’re going to keep working to ensure — ensure that Jewish students can get their education free of intimidation and harassment.
The Department of Justice is also moving swiftly to investigate and prosecute antisemitic hate crimes and hold the perpetrators accountable.
We encourage you, as members of your community, to please report incidences to local law enforcement.
My administration is calling on the social media companies to adopt a zero-tolerance policy toward antisemitism and other hateful content, including the vile antisemitic attacks online that we’ve seen in recent days against public officials leading responses to recovery efforts to Hurricane Helene and Hurricane Milton.
You know, it’s appalling, but we — it must end now.  We have to speak and end it now.
Globally, our nation’s first ambassador to the level of special envoy and to monitor and combat antisemitism is Deb- — Debor- — Deborah Lipstadt — Lipstadt.  And Deborah has mobilized more than 40 countries and international organizations to support our new guidelines for countering antisemitism around the world.  And this matters, but I know there’s so much more to do.
And let me assure you as your president that you are not alone.  You belong, always — always have, always will be, and always must be protected.
From the inception of our nation, Jewish Americans have enriched every part of American life.  Let me say that again.  From our very inception as a nation, Jewish Americans have enriched every part of American life, and you’re going to continue to do so for many years to come.
Let me close with this.  I think about the wisdom I’ve learned from Jewish communities in Delaware and across the country that I’ve gotten to know over the years.  It seems to me there is a delicate yet profound balance between joy and pain to the High Holidays.
Rosh Hashanah is a day of celebration in the Je- — of — for the Jewish New Year.  But it’s also a day of judgment.
Similarly, Yom Kippur is the most solemn day in the Jewish calendar, yet Jewish scholars say it’s also the happiest day because it’s a time of — for forgiveness and for renewal.
And in two weeks, you celebrate another holiday for the singing and dancing of the — for — for the Torah.  You know, I know you’ll do so with profound sorrow in your soul because, last year, that holiday was shattered by October the 7th.
From my perspective, Jewish people have embodied this duality of pain and joy for generations.  It’s your strength.  The Jewish people have always chosen to find joy and happiness and light, despite centuries of suffering, persecution, and pain.
That’s the ending and — of what — this — look, this is — is enduring — it’s an enduring lesson and legacy for the Jewish people and for all of America to understand.
So, thank you for continuing to find joy in the darkness and shine your light on the nation and on the world.
God bless you all.  And may you have a happy New Year.

The funding comes from the Rural Communities Opioid Response Program

WASHINGTON, D.C. – U.S. Senate Republican Leader Mitch McConnell (R-KY) announced today the U.S. Department of Health and Human Services (HHS) will distribute $1,908,214 to three Kentucky organizations through the Rural Communities Opioid Response Program (RCORP).

Baptist Health Foundation (Baptist Health) in Corbin, Kentucky, will receive $750,000, Memorial Hospital Inc. in Manchester, Kentucky will receive $500,000, and WestCare Kentucky in Ashcamp, Kentucky, will receive $658,214 through today’s distribution. Senator McConnell sent a letter of support to Health Resources and Services Administration (HRSA) Administrator Carole Johnson on behalf of Baptist Health.

As a senior member of the Senate Appropriations Committee, Senator McConnell supports funding for RCORP during the annual appropriations process. To date, the Senator has helped secure more than $700 million in competitive and block grant funding to combat drug abuse in Kentucky.

“The substance abuse epidemic has hollowed out communities across the nation, especially here in the Commonwealth. Now more than ever it’s important that we utilize every tool we have to combat this crisis and save lives,” said Senator McConnell. “The funding announced today will help several Kentucky recovery centers fund programs that treat opioid addiction, helping Kentuckians struggling with substance abuse return to healthy and productive lives. I’m proud to support RCORP in the Senate and am glad to see its resources go to impactful organizations in the Commonwealth.”

We are honored to be awarded federal funding that will allow us the opportunity to create new access points for mental health and addiction treatment and recovery services. Additionally, this grant will give us the resources to develop a workforce development plan aimed to address the shortage of addiction and mental health professionals in the region. We are extremely grateful to Senator McConnell for his advocacy for quality healthcare services that improve the quality of lives of Kentuckians,” said CEO of Baptist Health Gerard Colman.

  • MIL-OSI USA: Welch Joins Legislation to Build and Renovate Homes for Working Families

    US Senate News:

Source: United States Senator Peter Welch (D-Vermont)
WASHINGTON, D.C. — Senator Peter Welch (D-Vt.) joined Senators Martin Heinrich (D-N.M.), Ron Wyden (D-Ore.), and Chris Van Hollen (D-Md.) in introducing the New Homes Tax Credit Act, legislation that will provide tax credits to incentivize new investments and additional resources for home construction and renovations for working families. The New Homes Tax Credit Act will address the lack of housing inventory for individuals and families whose incomes are below 120% of the area median income (AMI), particularly including in areas where middle-income families have historically been priced out. In Burlington, Montpelier, and Rutland this added housing inventory would benefit families with annual combined incomes of up to $142,680, $126,480, and $114,000, respectively.
“The housing shortage crisis has been brutal for communities across the country. In Vermont, we’ll need at least 30,000 more homes by 2030. We must find new and innovative ways to encourage new construction and renovations of starter homes for lower and moderate-income communities,” said Senator Welch. “Everyone deserves to have a safe and affordable place to live.”
“Every New Mexican who’s looked at buying a home knows: housing prices are too high. To solve that, we need to build and renovate more homes. It’s that simple,” said Senator Heinrich. “My New Homes Tax Credit Act will help boost home construction and renovation for middle-income New Mexicans, growing our local economies and giving more working families a shot at success.”
“Democrats are focused on attacking the cost of living, and with rents and home prices climbing every year, the key to solving our housing crisis is to build, build, build. That’s what this bill is all about,” said Senator Wyden. “The housing crisis is no longer just about big cities like Portland, it’s all over Oregon and the entire country – urban centers, suburban communities, even a lot of rural areas. Congress needs to look at every available solution that’ll get more housing built so that families don’t have to break the bank to pay the rent every month.”
The New Homes Tax Credit (NHTC) would be administered under the Community Development Financial Institutions (CDFI) Fund. The CDFI Fund certifies Housing Development Entities, which can be CDFIs, government and quasi-governmental entities, or non-profits. Following certification, Housing Development Entities will use the capital raised from exchanging their NHTC with investors to provide funds for construction companies that build or renovate single-family homes.
The New Homes Tax Credit Act is supported by the Mortgage Bankers Association, National Association of Home Builders, National Association of Realtors, Homewise, Yes Housing, Inc., Housing New Mexico, and Strong Towns Albuquerque.
“With a nationwide shortage of roughly 1.5 million housing units, we must increase the supply of housing to ease the nation’s housing affordability crisis,” said Carl Harris, Chairman of the National Association of Home Builders. “NAHB is pleased to support the Affordable Housing Expansion Tax Credit, which would create a new federal program to help finance the construction or renovation of affordable, entry-level housing. With nearly half of U.S. households unable to afford a $250,000 home, we must adopt policies to make homeownership more accessible and increase production of entry-level housing.”

Washington, D.C. – With the Albuquerque International Balloon Fiesta underway, U.S. Senator Ben Ray Luján (D-N.M.), a member of the Senate Committee on Commerce, Science, and Transportation, highlighted key priorities that he secured to help protect hot air ballooning in the Federal Aviation Administration (FAA) Reauthorization Act of 2024 that was passed and signed into law in May.
“The annual Balloon Fiesta is a vital part of New Mexico’s culture and economy that brings thousands of visitors to our state from around the world,” said Senator Luján, a member of the Senate Committee on Commerce, Science and Transportation. “Over the years, I’ve worked to keep New Mexico as the hot air balloon capital of the world and let the balloons fly without disruption. I am proud to have worked with my colleagues during FAA Reauthorization negotiations to protect our cherished tradition of hot air ballooning that is on full display at this year’s Balloon Fiesta.”
Earlier this year, as part of the FAA Reauthorization Act, Senator Luján secured a provision to require the FAA to consider the unique capabilities of hot air balloons in future regulations. In 2022, Senator Luján and the New Mexico Delegation successfully pushed the FAA to adjust a policy that would have grounded hot air balloon flights and caused major disruptions to the Albuquerque International Balloon Fiesta.

  • MIL-OSI USA: Statement From Vice President Kamala  Harris Warning Against Price Gouging and  Fraud

    US Senate News:

    Source: The White House
Let us all be clear: Americans impacted by a crisis should never be ripped off.
I have seen firsthand the devastating impact of price gouging during an emergency. As Attorney General of California during devastating wildfires that displaced thousands of residents, I took on those attempting to take advantage of the situation by raising hotel prices. As Senator, I worked to stop price gouging during the pandemic.
Those evacuating before Hurricane Milton or recovering from Hurricane Helene should not be subject to illegal price gouging or fraud – at the pump, airport, or hotel counter. Any company or individual that tries to exploit Americans in an emergency should know that the Administration is monitoring for allegations of fraud and price gouging and will hold those taking advantage of the situation accountable.

  • MIL-OSI USA: Durbin Joins Chicago Cred To Announce Federal Funding To Prevent Gun Violence

    US Senate News:

Source: United States Senator for Illinois Dick Durbin
    10.08.24
CHICAGO  ?  Today, U.S. Senator Dick Durbin (D-IL), Chair of the Senate Judiciary Committee, joined Chicago CRED and its founder Arne Duncan, former U.S. Secretary of Education, to announce nearly $4 million in new federal funding CRED will be receiving through the U.S. Department of Justice for a Community Violence Intervention project to reduce gun violence.
Chicago CRED will use this federal funding to expand the capacity of community-based organizations that provide community violence intervention (CVI) services in 22 neighborhoods across Chicago that have the highest rates of gun violence. Chicago CRED plans to develop a comprehensive curriculum tailored to each organization designed to strengthen their organizational, programmatic, and operational capacity.
“Across the country, gun violence is the leading cause of death for children. Here in Chicago, we know the pain too well,” said Durbin. “But with the right support, we can help young people cope with these traumatic experiences and thrive. This federal funding will enable Chicago CRED to advance their community efforts to break the cycle of violence through mental health services and job training programs.”
“We are very grateful to our partners at the federal level for recognizing the importance of community violence intervention and for supporting our work. This funding will help serve more people at risk and, ultimately, help save lives,” said Arne Duncan, Chicago CRED founder.
Durbin has led efforts in Congress to combat gun violence. Durbin was a strong supporter of the Bipartisan Safer Communities Act (BSCA), which cracks down on straw purchasing, expands background checks for buyers under 21 years of age, takes steps to close the “boyfriend loophole,” supports state red flag laws, and offers billions in funding for counseling, mental health, and trauma support for victims of gun violence.
While the bipartisan legislation was a starting point for gun reform, Durbin is a staunch advocate for the Assault Weapons Ban and additional gun safety measures. Since BSCA was signed into law, Durbin held a full committee hearing on public safety and gun safety laws in a post-Bruen America; filed an amicus brief in opposition to legal challenges in U.S. v. Rahimi, in which the Supreme Court ultimately ruled to uphold a ban on firearm possession for domestic violence offenders; condemned the Supreme Court decision in Garland v. Cargill, which ruled a bump stock does not convert a rifle into a machine gun; and introduced legislation to curb firearms trafficking enabled by weak American gun laws, among other efforts.
Durbin has introduced bipartisan legislation to increase support for children who have been exposed to Adverse Childhood Experiences (ACEs) and trauma, including witnessing community violence, parental addiction, or abuse. The Resilience Investment, Support, and Expansion (RISE) from Trauma Act dramatically increases funding for community-based efforts to prevent and mitigate the impact of trauma, and it expands training and workforce development efforts to support health care, education, social services, first responders, and community leaders to foster resilience and deliver services to heal the impact of trauma.

  • MIL-OSI USA: Collins, King Announce Over $11 Million to Protect Children From Lead Poisoning

    US Senate News:

Source: United States Senator for Maine Angus King
WASHINGTON, D.C. — U.S. Senators Susan Collins (R-Maine), Vice Chair of the Senate Appropriations Committee, and Angus King (I-Maine) announced today that the cities of Portland and Lewiston have been awarded grant funding to help protect children from lead poisoning. The Lead-Based Paint Hazard Reduction (LHR) grant program awards, totaling $11,117,960, will help improve the health of Maine communities by fixing older housing and preserving affordable housing units that pose a lead hazard — such as the use of lead paint, more common in homes built before 1960. Additionally, this grant targets housing where children less than six years of age live.
“The majority of Maine’s housing stock was built prior to 1978, the year that lead-based paint was banned, which has resulted in our state having one of the highest levels of lead paint contamination in the country,” said Senator Collins. “This federal investment in lead hazard abatement will increase the safety of housing for families in Portland and Lewiston, helping to further alleviate this public health threat.”
“Lead exposure and poisoning can pose extreme health risks, especially for young children who are still growing and developing,” said Senator King. “Even small amounts of lead from paint chips and flakes can build up in the body and cause serious health problems. • MIL-OSI USA: Wyden, Merkley and Hoyle Announce NOAA’s Support for Port Orford

    US Senate News:

    October 09, 2024
NOAA identifies Port Orford in its strategic plan
Washington D.C. – U.S. Senators Ron Wyden and Jeff Merkley, along with U.S. Representative Val Hoyle, today announced the National Oceanic and Atmospheric Administration (NOAA) Fisheries included specific support for Port Orford’s local economy and job growth in its National Seafood Strategic Implementation Plan.
“World-renowned seafood is synonymous with Oregon, and is a vital part of our coastal economy and a delicious part of our dinner tables,” Wyden said. “I’m gratified NOAA recognizes the important role Port Orford plays in sustaining the local and regional seafood industry. This plan will net local jobs for Curry County, while Oregonians will reel in enhanced availability of fresh, local seafood in the region.”
“Oregon seafood is the lifeblood of our coastal communities and economy, and when the industry thrives, all of Oregon thrives,” Merkley said. “This national strategy from NOAA—which supports the revitalization of the Port of Port Orford—will boost Oregon’s coastal fishermen and world-class seafood producers, creating jobs in Curry County and across the country.”
“Our fishermen are the heart of Oregon’s coastal communities,” said Rep. Hoyle. “NOAA is specifically focused on the resilience of the seafood sector in Port Orford, which will help create coastal jobs and support the health of our seafood industry. In Congress, I’ll continue working to bring back Oregonian taxpayer dollars to support economic growth and sustainability on the Coast.”
“As both Mayor of Port Orford as well as Manager of the Port I am ecstatic to see that the hard work and planning by the Port of Port Orford and all of its stakeholders has gotten this National recognition. The revitalization of the Port of Port Orford will change the tides of possibility for our region,” said Pat Cox, Mayor of Port Orford and Port Manager at Port of Port Orford.
The U.S. seafood industry is critical to enhancing public health and nutrition, creating jobs, and building a climate resilient food strategy. It is facing unprecedented challenges resulting in an urgent situation for many fisheries and connected communities and putting our supply of sustainable seafood at risk. Ensuring a supply of sustainable seafood for U.S. consumers is a key part of NOAA Fisheries’ mission.

  • MIL-OSI USA: Mullin Joins Bicameral Amicus Brief to Overturn FHWA’s Unlawful Emissions Rule

Mullin Joins Bicameral Amicus Brief to Overturn FHWA’s Unlawful Emissions Rule

WASHINGTON, DC – U.S. Senator Markwayne Mullin (R-OK) joined 30 of his colleagues in filing a bicameral amicus brief in the U.S. Court of Appeals for the Sixth Circuit. The focus of the brief is a final rule from the Federal Highway Administration (FHWA) that requires state departments of transportation and metropolitan planning organizations to measure greenhouse gas (GHG) emissions on the highway system and set declining targets for those GHG emissions. The brief requests that the Court uphold the April 2024, U.S. District Court decision finding that Congress did not grant the FHWA the authority to issue the rule.
The brief argues that Congress explicitly debated providing the FHWA the necessary authority to issue this rule, but decided against doing so in the Infrastructure Investment and Jobs Act. The FHWA then intentionally misconstrued congressional intent and used unrelated statutory authorities to attempt to justify issuing its GHG performance measure rule. The brief also argues the rulemaking is not consistent with recent Supreme Court decisions paring back Executive Branch overreach, and that FHWA is ignoring principles of federalism at the expense of state governments to further its own policy agenda.
“Congress considered, and ultimately rejected, providing [FHWA] with the authority to issue a GHG performance measure regulation, but [FHWA] contorted ancillary existing authorities to impose one anyway,” the members argued. “In doing so, [FHWA] impermissibly usurped the Legislative Branch’s authority and promulgated the GHG performance measure without statutory authority delegated by Congress.”
“Put simply, when [FHWA] established a GHG performance measure regulation, it exceeded the powers Congress authorized. And it did so both at the expense of separation of powers and in violation of the Administrative Procedure Act,” the members continued.
Sen Mullin is joined by EPW Committee Ranking Member Shelley Moore-Capito (R-WV), Ranking Member of the EPW Committee’s Transportation and Infrastructure Subcommittee Senator Kevin Cramer (R-ND), Senate Republican Leader Mitch McConnell (R-KY), U.S. Senators John Barrasso (R-WY), John Boozman (R-AK), Mike Braun (R-IN), Katie Britt (R-AL), Ted Cruz (R-TX), Mike Crapo (R-ID), Steve Daines (R-MT), Joni Ernst (R-IO), Deb Fischer (R-NE), Lindsey Graham (R-SC), John Hoeven (R-ND), Cindy Hyde-Smith (R-MS), Cynthia Lummis (R-WY), Roger Marshall (R-KS), Pete Ricketts (R-NE), Jim Risch (R-ID), Mike Rounds (R-SD), Marco Rubio (R-FL), Rick Scott (R-FL), Tim Scott (R-SC), Dan Sullivan (R-AK), John Thune (R-SD), Tommy Tuberville (R-AL), Roger Wicker (R-MS), and U.S. Representatives Sam Graves (MO-6), Chairman of the Transportation and Infrastructure Committee, and Rick Crawford (AR-1), Chairman of the Highways and Transit Subcommittee.
Full text of the amicus brief is available here.
    BACKGROUND:
In April of this year, the U.S. Senate approved a Congressional Review Act (CRA) joint resolution of disapproval overturning the rule by a vote of 53-47. The measure was co-sponsored by Ranking Member Capito and sponsored by Senator Cramer.

  • MIL-OSI USA: Grassley Condemns Biden-Harris Admin for Ignoring Alarms about Afghan Evacuee Vetting, Resettlement Procedures

    US Senate News:

Source: United States Senator for Iowa Chuck Grassley
WASHINGTON – Sen. Chuck Grassley (R-Iowa) today issued the below statement on the FBI arresting an Afghan native who secured a Special Immigrant Visa (SIV) to enter the U.S. following the Biden-Harris administration’s botched troop withdrawal from the region in 2021. The individual, now in federal custody, was plotting an ISIS-fueled terrorist attack on American soil in the coming weeks.
“I was highly vocal about the need to thoroughly vet SIV applicants during – and in the weeks, months and years following – the Biden-Harris administration’s chaotic withdrawal from Afghanistan. But the White House, executive agencies and many of my Democratic colleagues in Congress were quick to dismiss those glaring alarms,” Grassley said. “The number one job of our government is to protect its citizens. By hiding behind clerical excuses, refusing to take accountability and neglecting to address known vulnerabilities in vetting and resettlement processes, the Biden-Harris administration failed to prioritize Americans’ safety and, once again, projected weakness on the global stage.”

  • MIL-OSI USA: Hawley Reveals NEW Whistleblower Allegations: Secret Service Hiding Truth about Trump Protection

    US Senate News:

Source: United States Senator Josh Hawley (R-Mo)

    Wednesday, October 09, 2024

U.S. Senator Josh Hawley (R-Mo.) sent letters to both U.S. Secret Service Acting Director Ronald Rowe and Department of Homeland Security (DHS) Inspector General Joseph Cuffari, outlining a new whistleblower claim that Secret Service leadership is denying government auditors access to certain events in an effort to hide the fact former President Trump is not getting the highest level of protection.
Senator Hawley wrote to Acting Director Rowe, saying “You of course have publicly stated that former President Trump is receiving ‘the highest level of Secret Service protection’ and that ‘he’s getting everything.’ This new whistleblower information troublingly contradicts your public statements.” The Senator also provided questions to Rowe and his agency, to which he requested prompt responses.
Read the full letter to Acting Director Rowe here.
“According to new whistleblower allegations to my office, Secret Service headquarters blocked several of your auditors from accessing recent Trump campaign events,” wrote Senator Hawley to IG Cuffari. “The Secret Service whistleblower alleges that the denial was in order to hide the fact that the former president is not receiving a consistent level of protective assets for all of his engagements. […] you should be aware of these allegations, which indicate that the Secret Service is not in fact cooperating with your auditors and is instead painting a false picture.”
Read the full letter to DHS Inspector General Cuffari here.
    Background
Senator Hawley has led the effort to unveil the truth about the Secret Service failures around the assassination attempts of former President Trump. As part of his ongoing investigation into the July 13 Butler, Pa., rally, Senator Hawley unveiled a comprehensive whistleblower report, chronicling the Biden-Harris Department of Homeland Security (DHS) and Secret Service’s failures to protect former President Trump.
The Senate Homeland Security and Governmental Affairs Committee (HSGAC) also unanimously passed Senator Hawley’s legislation in recent weeks to require DHS to submit to HSGAC any and all information pertaining to both the July 13 and September 15 assassination attempts against former President Trump.
Whistleblowers with information are encouraged to contact Senator Hawley’s office by email at tips@hawley.senate.gov or by phone at (202) 224-6154. Whistleblower identities will be protected against disclosure. Tips from federal employees are protected by the Whistleblower Protection Act, 5 U.S.C. § 2302, which prohibits the federal government from taking any personnel action on the basis of a disclosure of evidence of gross mismanagement, gross waste of funds, abuse of authority, or illegal activity.

  • MIL-OSI USA: Welch Joins Stop Corrupt Gratuities Act to Crack Down on State, Local Corruption

    US Senate News:

Source: United States Senator Peter Welch (D-Vermont)

Bill comes after the Supreme Court decision gutted anti-corruption laws
WASHINGTON, D.C. – Senator Peter Welch (D-Vt.), member of the Senate Judiciary Committee, joined Senators Jeff Merkley (D-Ore.), Elizabeth Warren (D-Mass.) and Sheldon Whitehouse (D-R.I.) in introducing the Stop Corrupt Gratuities Act to strengthen federal corruption laws after the U.S. Supreme Court made it easier for state and local officials to accept “gratuities” for official actions. The Stop Corrupt Gratuities Act makes it clear that gratuities and other gifts of value outside of official duties, intending to reward or to be a reward, are criminal acts under federal law. The bill strengthens public trust in state and local government officials by clearly banning corrupt payments, veiled gifts, or the exchange of any valuables intended to influence decision-makers.
“Let’s call a spade a spade: when money exchanges hands after an official action, that’s a bribe. Leaving corruption unchecked undermines the integrity of our democracy, which is why it needs to be addressed immediately. It’s disappointing that our activist majority on the Supreme Court, already mired in ethical scandals of its own, took a knife to the ethical standards meant to protect other institutions against unethical ‘gratuities,’ and bribes,” said Senator Welch. “This commonsense bill will help protect our democratic institutions from corruption and increase accountability.”
“Gratuities that change hands after the completion of an official action are bribes, plain and simple,” said Senator Merkley. “This crooked and corrupt practice is a clear threat to the integrity of our democratic institutions and should be banned. We must put the people ahead of the privileged and powerful—my Stop Corrupt Gratuities Act does just that by providing a simple fix to strengthen federal anti-bribery laws.”
“Bribery is bribery, and we need to fight back against Donald Trump’s extremist Supreme Court’s attempts to rig our government for the wealthy and well-connected,” said Senator Warren. “The Stop Corrupt Gratuities Act will help make sure our state and local officials are working for the American people, not the highest bidder.”
Decided by the Supreme Court earlier this year, the Snyder v. United States case stems from the corrupt actions of the former mayor of Portage, Indiana, who awarded a $1.1 million contract to purchase garbage trucks and then accepted a $13,000 “gratuity” from the same truck company afterward. The Supreme Court ultimately ruled that state officials may accept “gratuities” from people who wish to reward them for their official actions, weakening federal anti-corruption statute.
The Stop Corrupt Gratuities Act is endorsed by Citizens for Responsibility and Ethics in Washington (CREW), Transparency International U.S., Project On Government Oversight (POGO), and Public Citizen.

  • MIL-OSI USA: Markey, Massachusetts Delegation Secure Nearly $60 Million in Federal Funding to Fight the Opioid Crisis

    US Senate News:

Source: United States Senator for Massachusetts Ed Markey

Funding will support efforts to mitigate the overdose crisis in Massachusetts, which has one of the highest overdose mortality rates in the country

Boston (October 7, 2024) – Senators Edward J. Markey (D-Mass.) and Elizabeth Warren (D-Mass.), along with Representatives Katherine Clark (D-Mass.), Richard Neal (D-Mass.), Jim McGovern (D-Mass.), Stephen Lynch (D-Mass.), Bill Keating (D-Mass.), Seth Moulton (D-Mass.), Lori Trahan (D-Mass.), Ayanna Pressley (D-Mass.), and Jake Auchincloss (D-Mass.), today announced the Massachusetts Department of Public Health and Mashpee Wampanoag Tribe will receive nearly $60 million in federal grants for state and tribal opioid response and prevention from the U.S. Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration.

The Substance Abuse and Mental Health Services Administration’s 2022 National Survey on Drug Use and Health revealed that over 48 million people experienced substance use disorder in the past year, but only a quarter of those in need of substance use disorder treatment services actually received them.

“The opioid crisis is indiscriminate in the impact it has on communities across Massachusetts, but the most effective solutions are driven by the communities on the frontline, living through the devastation that addiction and overdose can cause. The funding that the Massachusetts Department of Public Health and Mashpee Wampanoag Tribe will receive will fuel strategies for prevention, expanding access to treatment, and providing holistic care that puts people’s health and dignity first. In short, this funding can help save lives,” said Senator Markey.

“The opioid crisis is something we feel deeply across this country, especially in Massachusetts,” said Senator Warren. “Thanks to the Biden-Harris Administration’s leadership, we can provide vital resources to hard-hit communities in Massachusetts, and I’ll keep fighting for more resources that allow us to address this crisis like the public health crisis it is.”

“The opioid epidemic has devastated families and entire communities in Massachusetts and across America,” said Democratic Whip Katherine Clark. “Under the steadfast leadership of the Biden-Harris administration, we are expanding access to treatment options for Americans struggling with substance use disorder and ensuring they receive the care they deserve. This award builds upon that progress, and I am proud to have partnered with local and state champions to bring these critical dollars back home.”

Every community here in Massachusetts and across our nation has been impacted by the immense grief and hardship caused by the opioid crisis. The disease of addiction is a battle that no family should have to bear alone,” said Congresswoman Lori Trahan. “Critical investments like these that support prevention and treatment programs are instrumental in expanding access to treatment, supporting recovery, and preventing tragic overdose deaths.”

The funds will be used to address the overdose crisis in Massachusetts and in tribal communities through prevention, harm reduction, treatment, and recovery support. This includes opioid reversal drugs such as naloxone, as well as medications for opioid use disorder.

Bipartisan infrastructure law led by Sinema and shaped by Kelly provides $300,000 to lower energy costs and improve operations at the City of Glendale’s water treatment facility.
WASHINGTON – $300,000 will be invested in the City of Glendale to perform a detailed energy analysis and replace two chillers at the city’s water treatment facility from bipartisan Infrastructure Investment and Jobs led by Senator Kyrsten Sinema and shaped by Senator Mark Kelly.
The City of Glendale will receive $300,000 through the Industrial Training and Assessment Centers (ITAC) Implementation Grant Program – a program supported by Sinema and Kelly’s bipartisan infrastructure to help small- and medium-sized manufacturers make improvements at their facilities to save energy, reduce carbon pollution, lower costs, and strengthen our domestic manufacturing sector.
“We’re proud to deliver these funds to lower energy costs and increase efficiency at Glendale’s water treatment facility,” said Sinema, co-author and lead negotiator of the bipartisan infrastructure law.
“These kinds of investments are exactly what we need to modernize our energy infrastructure and secure Arizona’s water future,” said Kelly. “These federal resources will help local facilities optimize their energy usage and bring down costs for Arizonans.”
Sinema led bipartisan Senate negotiations with Republican Senator Rob Portman of Ohio that included Senator Kelly and senators from both parties.
For more than four decades, the ITAC program has supported small and medium-sized manufacturers who are looking to make investments in energy efficiency and modern manufacturing processes. The Bipartisan Infrastructure Law provided $80 million to support the ongoing goals of the ITAC program.
The bipartisan infrastructure law was supported by groups including The U.S. Chamber of Commerce, Business Roundtable, The National Association of Manufacturers, The AFL-CIO, The National Retail Federation, The Bipartisan Policy Center, North America’s Building Trades Unions, the Outdoor Industry Association, The American Hotel and Lodging Association, The National Education Association, as well as hundreds of mayors across all 50 states.

  • MIL-OSI USA: Kennedy in the Ouachita Citizen: Don’t forget the American hostages who remain in Hamas’s captivity

    US Senate News:

Source: United States Senator John Kennedy (Louisiana)
MADISONVILLE, La. – Sen. John Kennedy (R-La.) penned this op-ed in the Ouachita Citizen arguing that America must stand firm alongside Israel until every American hostage is home safe. Kennedy noted that Hamas is still holding four American citizens in Gaza and argued that the Biden-Harris administration must do more to hold Hamas and its supporters accountable.
Key excerpts of the op-ed are below:
“While our hearts go out to the many Israeli families who lost loved ones during Hamas’s attack, we cannot forget that October 7 was an attack on Americans, too.”
    . . .
“At least four American hostages are still alive in Gaza, including Edan Alexander, Omer Neutra, Sagui Dekel-Chen, and Keith Siegel. Israeli officials believe three other Americans—Judith Weinstein Haggai, Gadi Haggai, and Itay Chen—died in captivity, but Hamas refuses to turn over the bodies of these Americans so their families can finally lay them to rest.”
    . . .
“Both President Biden and Vice President Harris seem to have fallen silent in their support for Israel to appease a handful of leftist institutions that believe Hamas was justified in raping and murdering innocent people.
“The Biden-Harris administration continues to support the United Nations Relief and Work Agency (UNRWA), for example, despite clear evidence that the global organization is riddled with Hamas supporters. Just last week, Israel killed a Hamas leader in Lebanon who just happened to be an UNRWA employee.”
    . . .
“The same is true on college campuses. Last spring, anti-Israel rioters set up encampments on public property, vandalized buildings with antisemitic slogans, and blocked Jewish students from attending classes. One protester at Columbia University even held up a sign stating that Hamas’s ‘next targets’ were the Jewish students on American campuses. As some of the most influential universities in America devolved into campgrounds for antisemites, the Biden-Harris administration sat on its hands.
“These campus protestors—and far too many of my colleagues in Washington—seem to be confused about who the bad guys are in this conflict between Israel and Hamas. People in Louisiana, however, aren’t confused.
“Louisianians understand that the Hamas terrorists who brutally murdered and kidnapped innocent civilians are the bad guys. They know these campus protesters who are rooting for Hamas are like rocks, only dumber. They support the Israelis who are fighting to free the hostages, not the monsters who carried out the October 7 attack.
“As we reflect on the anniversary of the October 7 attacks, I hope President Biden, Vice President Harris, and my colleagues in Washington will remember why we need to stand strong alongside Israel in its fight against evil. We must have Israel’s back until every American is home and Hamas is in ruins.”
