    WASHINGTON – Today, U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) announced $11,692,000 in federal funding to protect young children and their families from hazardous lead poisoning in their homes. The sale of lead-based paint is banned in the United States, but many older homes still have the old paint on walls, which can become dangerous as it peels and chips. Young children are most susceptible to lead poisoning and can face long-term developmental delays if exposed. This funding, courtesy of the U.S. Department of Housing and Urban Development (HUD) Lead Hazard Reduction Grant Program, will be used to identify and control lead-based paint hazards in Virginia’s older housing units.

    “Lead poisoning can have negative long-term health impacts for those exposed,” the senators said. “This funding will help to protect children and families by identifying and mitigating the presence of dangerous lead-based paint.”

    This funding is broken down as follows:

    • The Commonwealth of Virginia will receive $6,692,000 in funding to update older housing and improve community health. This funding will be distributed across Virginia;
    • The City of Roanoke will receive $5,000,000 in funding to update older housing and improve community health.

    Sens. Warner and Kaine been vocal about the need for safe, affordable housing for Virginians. Earlier this year, the senators announced over $55 million in federal funding for improvements to affordable housing across the Commonwealth.

  • MIL-OSI USA: Warner, Cassidy Introduce Legislation to Improve Customer Service for Taxpayers

    WASHINGTON – U.S. Sens. Mark R. Warner (D-VA) and Dr. Bill Cassidy (R-LA) have introduced legislation to improve customer service at the Internal Revenue Service (IRS). Specifically, the Improving IRS Customer Service Act would expand information regarding refunds available to taxpayers online and require the IRS to inform taxpayers applying for installment agreements about available collection alternatives if they appear to have an economic hardship.

    “The IRS has been the source of massive headaches for taxpayers for years,” Sen. Warner said. “I am glad to introduce legislation that will ease some of this frustration by increasing clear communication and making IRS resources more readily available.”

    “It should be easy for taxpayers to get the information they need from the IRS. Not every interaction with them has to be miserable,” Dr. Cassidy said. “We can streamline the process and give Americans the transparency they expect.”

    Specifically, the legislation would:

    • Establish a dashboard to inform taxpayers of backlogs and wait times; 
    • Expand electronic access to information and refunds;
    • Expand callback technology and online accounts;
    • Inform individuals facing economic hardship of collection alternatives.

    Sen. Warner has been a tireless advocate for improving IRS customer service and accelerating return times. Sen. Warner strongly supported the Inflation Reduction Act — legislation that provides funding to modernize IRS systems and improve customer service when paying taxes. Investments from the IRA have ensured the IRS has the resources it needs to process tax returns quickly, get rebates to taxpayers faster, and address challenges Virginians have when filing taxes. With additional resources, IRS response rates this tax season have improved from answering two out of every 10 calls to answering nine out of every 10 calls.

    BISMARCK, N.D. – Senator John Hoeven issued the following statement regarding the large wildfires in western North Dakota that have killed one individual, seriously injured another, and damaged property throughout western North Dakota.
    “We are praying for all those impacted by severe wildfires in western North Dakota, and are grateful to the brave firefighters, Guard members and emergency responders that are working to control and stop these devastating fires,” said Hoeven. “We will work to ensure that the federal government is coordinating with state and local officials to assist the impacted communities.”
    On Sunday, the Federal Emergency Management Agency (FEMA) authorized the use of federal Fire Management Assistance Grants to assist with costs related to the Bear Den Fire and Elk Horn Fire.

    “One year ago, today, the Iranian-backed terrorist group Hamas murdered 1,200 individuals, including Israeli-Americans, abducted 240 hostages ranging from 10 months to 85 years old, and viciously raped and mutilated Israeli women.  These despicable acts of violence, which resulted in the largest loss of Jewish life in a single day since the Holocaust, sadly continue with the brutal murder of six hostages just a few weeks ago. 
    “The alarming rise of antisemitism in America that followed these horrific attacks has no place in our society.
    “Today, let us come together as we remember and honor the lives lost and pray for the safe return of those still held hostage by the Hamas terrorists.

  • MIL-OSI USA: Peters, Stabenow Introduce Legislation to Grant Federal Recognition to the Grand River Bands of Ottawa Indians

    WASHINGTON, DC – U.S. Senators Gary Peters (D-MI) and Debbie Stabenow (D-MI) introduced legislation that seeks to grant federal recognition to the Grand River Bands of Ottawa Indians (GRB). In addition to granting federal recognition to the GRB, the Grand River Bands of Ottawa Indians Restoration Act would make its members eligible for benefits and services provided by the federal government, including tuition, health care, and housing assistance. U.S. Representative Scholten (D-MI-03) has introduced companion legislation in the House of Representatives. 

    The GRB is a native sovereign nation with agreements with the federal government dating back to 1795. The GRB originally included 19 bands of Ottawa people who lived along the Grand River and other waterways in southwest Michigan. Today, most of the GRB’s membership resides in Kent, Muskegon, and Oceana counties. 

    “For decades, the Grand River Bands of Ottawa Indians has been working to gain federal Tribal recognition,” said Senator Peters. “This bill would finally give them the recognition they deserve, bringing federal resources to its members and protecting their Tribal lands for future generations.”  

    “The Grand River Bands of Ottawa Indians have deep roots in Michigan going back generations,” said Senator Stabenow. “The tribe is recognized by the State of Michigan, but not by the Department of Interior.  This legislation would finally grant federal recognition to this tribe.”

In August, the Senate Homeland Security and Governmental Affairs Committee advanced legislation authored by Peters that would require the Federal Emergency Management Administration (FEMA) to accept requests from Tribal governments to receive Fire Management Assistance Grant (FMAG) Declarations. Last year, the Senate unanimously passed legislation introduced by Peters and Stabenow to settle the longstanding land claims of the Keweenaw Bay Indian Community (KBIC) and clear the title of current landowners in the community. The bill authorizes federal funds through the U.S. Department of the Interior (DOI) that may be used by the KBIC for governmental services, economic development, natural resource protection, and land acquisition.

    Lawmakers call for Bureau of Reclamation to help Colorado’s Western Slope priorities through program created by Inflation Reduction Act

    WASHINGTON  – U.S. Senators John Hickenlooper and Michael Bennet, and U.S. Representatives Joe Neguse, Jason Crow, Brittany Pettersen, and Diana DeGette, wrote the Bureau of Reclamation (BOR) in support of Colorado River Water Conservation District’s (CRWCD) application for federal funding to purchase two of the oldest water rights on the Colorado River mainstem in Colorado, known as the Shoshone Permanency Project.

    “Preserving the Colorado River’s historical flow regime as intended by the Shoshone Permanency Project will benefit the Colorado River ecosystem every year, and especially in dry years,” wrote the lawmakers. “We recognize the Shoshone Permanency Project’s complex nature and ongoing technical review, but believe the opportunity to protect historical Colorado River flows deserves your attention.”

    The lawmakers offered their support as part of an ongoing BOR funding opportunity to provide environmental benefits in response to drought, which remains open for additional projects in Colorado and the rest of the Upper Colorado River Basin.

    Currently, the 1902 Senior and the 1929 Junior Shoshone Water Rights are used by Xcel Energy to generate power at the Shoshone Power Plant and then returned to the river. As part of the Shoshone Permanency Project, CRWCD will seek a change in these rights to include an alternate beneficial use and preserve the historical flow regime. Communities across Western Colorado have already committed over $55 million, and are applying to BOR for funding from the Upper Colorado River Basin Environmental Drought Mitigation program to help complete the purchase and create stability for communities, water and recreational users, and the environment.

    The Upper Colorado River Basin Environmental Drought Mitigation program is an ongoing BOR funding opportunity to provide environmental benefits in response to drought, which remains open for additional projects in Colorado and the rest of the Upper Colorado River Basin. The lawmakers welcome other applicants to contact their offices on the opportunity to provide support.

    The state process for changing these decreed water rights is distinct from any federal funding review or outcome, and will proceed separately. As acknowledged in the letter, data collection and analysis related to the Shoshone water rights’ historic use is ongoing and important to the State of Colorado’s formal review.

    Hickenlooper and Bennet fought to include $8 billion for western water infrastructure, $10 billion for forests, $19 billion for agricultural conservation, and $4 billion for drought in the Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law.

    Dear Commissioner Touton:

    We write in support of the Colorado River Water Conservation District’s (the River District) application to the U.S. Bureau of Reclamation’s (USBR) Upper Colorado River Basin Environmental Drought Mitigation funding opportunity, referred to as Bucket 2E. As you know, the Inflation Reduction Act provided a historic $4 billion to address issues caused by drought, including activities to support environmental benefits, and ecosystem and habitat restoration. If selected, the River District will leverage Bucket 2E funding alongside significant state and local investment to purchase two of the oldest water rights on the Colorado River mainstem in the State of Colorado – the Shoshone Water Rights – to preserve their historical flow regime in perpetuity.

    The River District was established in 1937 as a local governing entity to represent water users across 15 counties in Western Colorado – including the headwaters of the Yampa, White, Gunnison, and Colorado Rivers. The Colorado River District’s mission is to promote the protection, conservation, use, and development of the water resources of the Colorado River water basin for the welfare of the State of Colorado.

    Now, the River District is pursuing the Shoshone Permanency Project, which aims to preserve the historical Colorado River flow regime created by the 1902 Senior Shoshone Water Right and the 1929 Junior Shoshone Water Right (the “Shoshone Water Rights”). The River District has signed an agreement to purchase the Shoshone Water Rights from Xcel Energy, which currently holds the rights for its Shoshone hydropower plant. Today, the Shoshone Water Rights are decreed as non-consumptive water rights: the water is used to generate hydropower at the Shoshone Power Plant and is returned to the stream. The Shoshone Water Rights’ senior status “pulls” water to Glenwood Canyon, which ensures that water continues to flow and benefits the downstream environment. Preserving the Colorado River’s historical flow regime as intended by the Shoshone Permanency Project will benefit the Colorado River ecosystem every year, and especially in dry years.

    Data collection and analysis of Shoshone Water Rights’ historic use is not yet completed, and ongoing–a key step for understanding the historic flow regime on the Colorado River. The Shoshone Permanency Project seeks to change the water rights to include an alternate beneficial use for instream flow purposes, a legally recognized beneficial use in Colorado, to preserve the historical Shoshone flow regime. The proposed decree associated with these flows is still under technical review by the State of Colorado. The River District is actively discussing the proposal with other water users across the state. The Colorado Water Conservation Board and the State of Colorado Water Court will conduct a formal review in the coming months. Ongoing modeling will also help quantify the environmental benefits of the Shoshone Water Rights flows. One potential benefit is to the critical habitat of four fish in the Colorado River listed under the Endangered Species Act (ESA), known as the 15-Mile Reach, located near Palisade, Colorado.

    The State of Colorado and our water users are making their own significant investments to ensure that the historical Shoshone flows can continue in perpetuity. The Colorado River District has allocated $20 million, the State of Colorado has appropriated another $20 million for the acquisition, provided the State’s instream flow requirements are met, and a coalition of Western Slope water users and local governments have formally committed over $15 million. This strong show of funding reflects the local recognition of the Shoshone Water Rights’ importance to the health of western Colorado’s environment and local economies.

    We recognize the Shoshone Permanency Project’s complex nature and ongoing technical review, but believe the opportunity to protect historical Colorado River flows deserves your attention.   • MIL-OSI USA: Lankford Urges EPA to Rescind Costly Waste Management Rule Hurting Oklahoma Businesses

    OKLAHOMA CITY, OK – Senators James Lankford (R-OK) and Markwayne Mullin (R-OK) sent a letter to Environmental Protection Agency (EPA) Administrator Michael Regan to express concern over a proposed rule regarding waste-to-energy (WTE) facilities.

    The EPA’s proposed rule would further tighten Maximum Achievable Control Technology (MACT) standards for existing WTE facilities while simultaneously removing compliance exceptions, leading to dramatic and unnecessary increases in compliance costs across Oklahoma without significant benefit. The Senators urged the EPA to reexamine its proposal prior to issuing a final rule to ensure that new standards are set consistent with actual data provided.

    “Municipal waste combustors, waste-to-energy (WTE) facilities, are a vital waste management technology that communities and businesses in Oklahoma use to divert waste from landfills, recycle metal, and generate renewable energy. Communities and businesses in Oklahoma, and across the country have invested billions of dollars to ensure these facilities are meeting the already stringent environmental standards set by your agency and by states,” wrote the Senators.

    “The EPA should be mindful of the fact that imposing standards that WTE facilities will never meet is well beyond EPA’s statutory authority,” the Senators continued.

    The proposed rule refers to the Standards of Performance for New Stationary Sources and Emission Guidelines for Existing Sources: Large Municipal Waste Combustors, Voluntary Remand Response and 5 Year Review (89 FR 4243), which includes a re-evaluation of the MACT floor determinations issued on January 23rd, 2024.

    The Clean Air Act (CAA) Amendments of 1990 established the MACT standards to ensure that all facilities in an industry sector meet the same standards as the top 12 percent of performing facilities. The EPA set these attainable standards, known as ‘MACT floors,’ for WTE facilities twice, in 1995 and 2006.

    Dear Administrator Regan,

    We write to express concern about the Environmental Protection Agency’s (EPA) proposed rule,

    Standards of Performance for New Stationary Sources and Emission Guidelines for Existing Sources: Large Municipal Waste Combustors, Voluntary Remand Response and 5-Year Review (89 FR 4243), which includes a re-evaluation of the Maximum Achievable Control Technology (MACT) floor determinations issued on January 23, 2024.

    Municipal waste combustors, waste-to-energy (WTE) facilities, are a vital waste management technology that communities and businesses in Oklahoma use to divert waste from landfills, recycle metal, and generate renewable energy. Communities and businesses in Oklahoma, and across the country have invested billions of dollars to ensure these facilities are meeting the already stringent environmental standards set by your agency and by states. In January of 2023, the Tulsa Authority for the Recovery of Energy (TARE) and Covanta (now Reworld), a leader in the sustainable materials management industry, established a 15-year agreement with a 5-year renewable option for the continuance of waste-to-energy operations in the city of Tulsa. Consequently, the majority of Tulsan’s household trash is now taken to a facility to be combusted and used for energy as opposed to immediately landfilled.

    As you know, the Clean Air Act (CAA) Amendments of 1990 established the MACT standards to ensure that all facilities in an industry sector meet the same standards as the top 12% of performing facilities. The EPA set these attainable standards, known as ‘MACT floors’, for WTE facilities twice, in 1995 and 2006.

    Now, your agency is proposing to further tighten the MACT standards for existing WTE facilities, while simultaneously removing startup, shutdown, and malfunction compliance exceptions. We are concerned that the expected result of this proposed rule runs afoul of Sec. 112(d)(2) of the CAA. By imposing dramatically stricter requirements without compliance flexibility, the new standards are likely to impose hundreds of millions of dollars of increased compliance costs without significant benefit. The EPA should be mindful of the fact that imposing standards that WTE facilities will never meet is well beyond EPA’s statutory authority. Any final rule that contains these standards is certain to be litigated aggressively. The EPA is wholly aware that it can no longer rely upon the Chevron doctrine to defend overly burdensome regulations in court. Moving forward in this fashion will only waste the government resources to defend a final rule that cannot survive judicial scrutiny. Furthermore, expecting our local governments and businesses to achieve standards that are prohibitively expensive or are scientific outliers is unreasonable. If standards are unachievable, or too expensive to achieve, communities may have no choice but to close WTE facilities. This will result in increased landfilling, forgoing millions of dollars of investment in WTE technology and energy production, making it more difficult to maintain sustainable initiatives in Oklahoma and across the country.

    We urge the EPA to reexamine its proposal to ensure that the new standards are set consistent with the actual data provided during the comment period by the industry to the agency.

  • MIL-OSI USA: Warner & Kaine Announce More Than $2.2 Million in Federal Funding for Behavioral Health Education Programs Based in Alexandria, Richmond, and Harrisonburg

    WASHINGTON, D.C. –  Today, U.S. Senators Mark R. Warner and Tim Kaine, a member of the Senate Health, Education, Labor and Pensions (HELP) Committee, both D-VA, announced $2,225,710 in federal funding for education programs based in Alexandria, Richmond, and Harrisonburg to train behavioral health professionals to address substance use disorders, students’ mental health, and racial disparities in access to mental health treatment. The funding is being allocated by Substance Abuse and Mental Health Services Administration (SAMHSA) within the U.S. Department of Health and Human Services (HHS), for which the senators have consistently supported robust and continued funding.
    “Helping those who struggle with behavioral health needs starts with adequately funding programs to recruit, educate, and train the first responders and behavioral health professionals who will be on the front lines,” said the senators. “This over-$2.2 million in grant funding will help us do that, and we will continue to do all that we can to bring resources to Virginia to support the mental health of our communities.”
    The funding will be allocated as follows:
    $1,924,595 to the Alexandria-based Foundation for The Advancement of Human Systems via the Minority Fellowship Program to recruit, train and support master’s- and doctoral-level students in behavioral health care professions to address services disparities for racial and ethnic minority populations. 
    $199,939 to Virginia Commonwealth University in Richmond to recruit and train first responders in rural areas on how to provide trauma-informed, recovery-based care for people with substance use disorders (SUD), and co-occurring substance use and mental health disorders (COD), in emergency situations.
    $101,716 to Eastern Mennonite University in Harrisonburg to strengthen mental health services for college students, including increasing protective factors that promote mental health, as well as reducing risk factors for suicide.
    Warner and Kaine have long advocated for federally-funded resources for Virginians who struggle with mental and behavioral health issues. In September 2024, Warner and Kaine announced $3.5 million in federal funding to expand mental health and substance abuse disorder services at community health centers. In August 2023, Warner and Kaine announced $1.4 million in federal funding for the Virginia Department of Behavioral Health and Developmental Services to expand access to mental health care in Virginia. In December 2022, Warner and Kaine announced $1 million in federal funding from SAMHSA to expand the 988 Suicide & Crisis Hotline in Virginia.

    Senator Worked to Advance New Capability Supporting North Dakota as Most Advanced UAS Ecosystem in The Nation, Strengthens NAS Integration & Counter-UAS Development
    GRAND FORKS, N.D. – At the Unmanned Aerial Systems (UAS) Summit today, Senator John Hoeven announced that the Federal Aviation Administration (FAA) and Northern Plains UAS Test Site have reached agreement to share the FAA’s unfiltered radar data feed to support UAS integration efforts. North Dakota’s test site will be the first in the nation to receive this capability, which will:
    Maintain the state’s position as the most advanced UAS ecosystem in the nation.
    Strengthen the test site’s detect-and-avoid capabilities, which allows unmanned aircraft operating under the test site to safely fly where other state’s test sites could not.
    Empower the test site to detect malicious or unlawful UAS traffic, helping make North Dakota the premiere location for counter-UAS technology development.
    Countering threats from the misuse of unmanned aircraft is a critical Department of Defense (DoD) priority.
    This issue was at the heart of Hoeven’s recent discussions with Air Combat Command (ACC) Commander Gen. Kenneth Wilsbach and Chairman of the Joint Chiefs of Staff Gen. Charles Q. Brown.
    Accordingly, Hoeven is advancing Project ULTRA as the funding vehicle to support counter-UAS development. Hoeven worked to establish the initial contract valued at up to $18.25 million for efforts like this, and the project is eligible for additional funding in subsequent years.

    Hoeven is working with additional federal agencies, including the DoD and the Department of Justice (DOJ), to secure their approval of the agreement as soon as possible.
    Currently, FAA radars collect more data than can be shared outside of federal government agencies, due to technical challenges and security concerns. By working to unlock this capability for North Dakota, the state will be positioned to continue leading the future of unmanned aviation research, development and operations. Hoeven’s two guests at the UAS Summit are leading these important priorities:
    FAA Deputy Administrator Katie Thomson, a key figure in FAA’s efforts to safely integrate UAS into the national airspace (NAS).
    Gen. David Stewart, Director of the Joint Counter-Small UAS Office (JCO), who is leading the DoD’s efforts to protect against the misuse of drone technology.
    “This agreement between the FAA and the Northern Plains UAS Test Site to share unfiltered radar data adds a new tool to our vast toolkit in North Dakota, ensuring we remain the most advanced UAS ecosystem in the country,” said Hoeven. “We’ve worked for nearly two decades to build up our state’s talent, infrastructure and legal authorizations to make North Dakota the premiere location for all aspects of the UAS industry. As a result, our test site has more firsts and more partnerships than any other test site. Between this new capability and Project ULTRA, which will help fund many of the upcoming efforts, including counter-UAS development, we are positioned to continue leading the pack.”
    Advancing Project ULTRA
               Hoeven worked to establish and fund Project ULTRA to advance the development of practical UAS applications like supply delivery, base inspections and installation security, benefitting Grand Forks Air Force Base and military installations across the country. The senator recently announced that the DoD has tasked Project ULTRA with conducting demonstration flights using unmanned aircraft to move cargo between Grand Forks Air Force Base and Cavalier Space Force Station.
    Enhancing Counter-UAS Capabilities
               Hoeven stressed how initiatives like Project ULTRA can be utilized to strengthen the nation’s counter-UAS capabilities. Currently, threats such as drone swarm attacks against Israel and Ukraine, as well as UAS incursions into airspace near U.S. military bases, require significantly more expensive counter measures from the U.S. and its allies. This comes in addition to legislation Hoeven helped introduce and pass to support the development of counter-UAS technology and protect important facilities from potential misuse of unmanned aircraft. Hoeven is now sponsoring a bill to renew and expand upon the authorities created under this law.
    Strengthening ND’s Missions
               Following the fireside chat, Hoeven introduced a video from Dr. William LaPlante, Under Secretary of Defense for Acquisition and Sustainment, who the senator has invited to the state to see its UAS ecosystem firsthand. Hoeven, who serves as a member of the Senate Defense Appropriations Committee, has been working with LaPlante to advance the range of missions in North Dakota, from nuclear missions in Minot to the unmanned missions in the Red River Valley. LaPlante’s remarks reinforced the discussion between Hoeven, Thomson and Stewart, further driving home the importance of UAS and counter-UAS to future DoD operations.

  • MIL-OSI USA: With Millions Set To Lose Health Insurance Or Pay Thousands More For Coverage, Gillibrand Announces Legislation To Extend Affordable Care Act Subsidies

    With critical subsidies that help over 20 million Americans afford health insurance set to expire, U.S. Senator Gillibrand held a press conference in NYC to announce the Health Care Affordability Act, legislation to extend these subsidies and ensure New Yorkers don’t lose access to affordable health care. Without an extension, these 20 million Americans will see a sudden increase in their health insurance costs and an estimated 3 million Americans could lose their insurance. Gillibrand’s legislation would permanently extend the enhanced Premium Tax Credits offered in individual marketplaces under the Affordable Care Act and keep health care costs lowered for all Americans. 
    “Access to affordable, high-quality health care should be a basic human right,” said Senator Gillibrand. “No one should have to forgo treatment because they can’t afford the cost of health insurance. Allowing these tax credits to expire would needlessly jeopardize our public health and shoulder hard-working New York families with a financial burden many can’t afford. I am determined to get this bill passed and keep health care costs lowered for all Americans.”
    Premium tax credits (PTC) were established as part of the Affordable Care Act, which became law in 2010. PCTs are refundable credits that help eligible individuals and families – those with incomes between 100 percent and 400 percent of the Federal Poverty Line – cover the premiums for their health insurance purchased through the Health Insurance Marketplace.
    In 2021, the American Rescue Plan Act (ARPA) temporarily expanded eligibility for the PTC to additional individuals and households. It also lowered premiums for those who were already eligible. This enhanced PTC reduced net premium costs by an average of 44%. 
    In 2022, the Inflation Reduction Act extended these enhanced Premium Tax Credits for three years. In that time, ACA enrollment has nearly doubled, helping more low-income households receive coverage and care. 
    If Congress does not act to again extend the enhanced Premium Tax Credit, they will expire at the end of 2025 and millions of Americans in New York and across the country are in danger of no longer being able to afford their premiums.

  • MIL-OSI USA: Warner & Kaine Announce more than $2.2 Million in Federal Funding for Behavioral Health Education Programs Based on Alexandria, Richmond, and Harrisonburg

    WASHINGTON –  Today, U.S. Sens. Mark R. Warner and Tim Kaine, a member of the Senate Health, Education, Labor and Pensions (HELP) Committee, both D-VA, announced $2,225,710 in federal funding for education programs based in Alexandria, Richmond, and Harrisonburg to train behavioral health professionals to address substance use disorders, students’ mental health, and racial disparities in access to mental health treatment. The funding is being allocated by Substance Abuse and Mental Health Services Administration (SAMHSA) within the U.S. Department of Health and Human Services (HHS), for which the senators have consistently supported robust and continued funding.
    “Helping those who struggle with behavioral health needs starts with adequately funding programs to recruit, educate, and train the first responders and behavioral health professionals who will be on the front lines,” said the senators. “This over-$2.2 million in grant funding will help us do that, and we will continue to do all that we can to bring resources to Virginia to support the mental health of our communities.”
    The funding will be allocated as follows:
    $1,924,595 to the Alexandria-based Foundation for The Advancement of Human Systems via the Minority Fellowship Program to recruit, train and support master’s- and doctoral-level students in behavioral health care professions to address services disparities for racial and ethnic minority populations. 
    $199,939 to Virginia Commonwealth University in Richmond to recruit and train first responders in rural areas on how to provide trauma-informed, recovery-based care for people with substance use disorders (SUD), and co-occurring substance use and mental health disorders (COD), in emergency situations.
    $101,716 to Eastern Mennonite University in Harrisonburg to strengthen mental health services for college students, including increasing protective factors that promote mental health, as well as reducing risk factors for suicide.
    Sens. Warner and Kaine have long advocated for federally-funded resources for Virginians who struggle with mental and behavioral health issues. In September 2024, Warner and Kaine announced $3.5 million in federal funding to expand mental health and substance abuse disorder services at community health centers. In August 2023, Warner and Kaine announced $1.4 million in federal funding for the Virginia Department of Behavioral Health and Developmental Services to expand access to mental health care in Virginia. In December 2022, Warner and Kaine announced $1 million in federal funding from SAMHSA to expand the 988 Suicide & Crisis Hotline in Virginia.

  • MIL-OSI USA: King Urges Thorough Review of Department of Defense Reserve Suicide Prevention Efforts

    WASHINGTON, D.C. — U.S. Senator Angus King (I-Maine), a member of the Senate Armed Services Committee (SASC), has written a letter to Comptroller General Gene Dodaro urging the U.S. Government Accountability Office (GAO) to begin work on a report that reviews suicide prevention matters of the reserve component of the Department of Defense (DOD). The Fiscal Year 2025 National Defense Authorization Act (NDAA) requires the GAO to conduct a review of suicide prevention and response policies for reserve personnel, and the extent to which the DOD and military services have coordinated these policies at the federal, state and local levels. Senator King’s letter comes just weeks ahead of the first anniversary of the Lewiston shooting that was carried out by an Army reservist, who failed to receive adequate mental health care.
    Over one-third of U.S. military service members serve in the reserve component, which provides trained units and qualified personnel in times of war or national emergency, or to fill the needs of the Armed Forces whenever more units and personnel are needed. In 2023, the DOD reported that the suicide rate among reserve component personnel was generally similar to that of the U.S. population. However, reserve component personnel offices often have limited access to military suicide prevention resources.
    “It has been nearly a year since Sergeant First Class (SFC) Robert Card II committed the deadliest mass shooting in Maine’s history, killing 18 and wounding 13 on October 25, 2023, in Lewiston, Maine.     “Service members in reserve status are critical to our Armed Forces and represent nearly one-third of the total force. Authorities can be confusing and blurred for service members including commanders at all echelons. Effective coordination between unit commanders and local authorities is misunderstood, yet it is critical to ensuring public safety and that service members receive the care that is needed,” continued Senator King.
    Representing one of the states with the highest rates of veterans per capita, Senator King is a staunch advocate for America’s servicemembers and veterans. He has been among the Senate’s most prominent voices on the need to address veterans suicide, and has repeatedly pressed for action from top Department of Defense officials on this issue. Most recently, at the request of Senator King, the Department of Defense (DoD) released a new report breaking down suicide rates in the Armed Service by job function. Additionally, he recently wrote a letter urging further investments in traumatic brain injury research, the signature wound of the Iraq and Afghanistan wars that has unfortunately led to a high number of veteran suicides. This past August, he introduced legislation to provide safe firearm storage for veterans in an effort to reduce suicides.

  • MIL-OSI USA: Welch Introduces New Bill to Examine Risks of AI in National Defense Systems, Strengthen U.S. Ethical Tech Leadership

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.), member of the Senate Commerce Committee,introduced the Artificial Intelligence Weapons Accountability and Risk Evaluation (AWARE) Act, legislation to bolster the U.S. Department of Defense’s ethical technology leadership and transparency regarding AI-enabled defense systems. The legislation requires the Pentagon to report to Congress on risk assessments of the use of AI in our defense systems, including the accuracy, cybersecurity and privacy risks, and potential for civilian harm. These risk assessments must also include what AI systems have been exported to, or used by, foreign entities. 
    “We know that AI-enabled weapons are exacerbating harm to civilians in warzones, and without effective oversight these systems could dangerously reshape our future. The United States has an obligation as a leader in AI innovation to also lead in AI ethics. We must be ready to answer questions about accuracy, security, privacy, and harm when we use AI-enabled weapons—and we need better data to do that,” said Sen. Welch. 
    The AWARE Act will: 

    Create a risk assessment process that minimally evaluates the following criteria: bias, bias towards escalation, dependability, cybersecurity, privacy, and risk of civilian harm; 
    Apply the aforementioned risk assessment to any AI-enabled weapons, targeting, or decision support systems (that directly support weapons or targeting systems); 
    Require the Department of Defense to conduct an annual risk assessment of all covered systems, and conduct a new risk assessment when there are technology procurements, the weapons review process is initiated, or there is an update to an underlying AI model;  
    Catalogue the covered technologies and assessment outcomes in a risk ledger that is unclassified to the extent possible but may include a classified appendix; 
    Annotate which of these technologies have been exported, shared, or used by a foreign person or government; and 
    Report to Congress annually on the progress of implementing this Act, the ledger itself, and a report on the findings. 

    The AWARE Act is endorsed by Access Now, Brennan Center for Justice, and Public Citizen. 
    “The lack of transparency in the military’s use of AI poses significant risks to human rights,” said Willmary Escoto, U.S. Policy Counsel at Access Now. “The AWARE Act addresses this by establishing risk assessments for AI-enabled systems, ensuring that factors like bias and the potential for civilian harm are evaluated before and after deployment. Access Now fully supports its passage and commend Senator Welch for prioritizing this issue.” 
    “The Department of Defense has committed billions of dollars to military applications of AI that implicate who or what the government targets with lethal force, and Congress and the public have the right to know basic facts about how these technologies work, whether they are effective, and what safeguards are in place,” said Amos Toh, senior counsel of the Liberty and National Security Program at the Brennan Center for Justice. “The AWARE Act is an important first step towards dismantling excessive secrecy about military grade AI that has grievous consequences for life and liberty.”

  • MIL-OSI USA: Klobuchar Calls on Administration To Take Action To Address Shortage Of IV Solutions Caused by Hurricane Destruction

    WASHINGTON – U.S. Senator Amy Klobuchar (D-MN) is urging U.S. Department of Health and Human Services (HHS) Secretary Xavier Becerra and administration officials to use all appropriate authorities to resolve the national shortage of intravenous (IV) solutions caused by the halt in production at the North Carolina IV fluids manufacturing plant hit by Hurricane Helene. Klobuchar also warns that another plant in Daytona Beach, Florida that manufactures IV solutions could also become compromised by fast-approaching Hurricane Milton, exacerbating the existing shortage. 
    “Flooding from Hurricane Helene compromised the safe operations, inventory, raw materials and roadway access at Baxter International’s intravenous (IV) solution plant in Marion, North Carolina,” wrote Senator Klobuchar. “The plant – the largest manufacturing facility of IV solutions in the country – has been forced to cease production. This dangerous situation may be further exacerbated by fast-approaching Hurricane Milton, which may affect the operation of a Daytona Beach, Florida IV solutions plant.” 
    “To address the potentially life-threatening shortage of IV solutions, I urge the Department of Health and Human Services to use all of its available authority to mitigate this devastating situation which threatens patient care, the work of medical and provider staff, and our emergency response readiness,” Klobuchar continued. “In addition to using your authority to address this shortage as quickly and safely as possible, I urge you to coordinate with the Federal Trade Commission and Department of Justice to prevent the distribution of counterfeit IV solutions.”
    Klobuchar has been a national leader in efforts to address prescription and over-the-counter drug shortages.
    In June, Senator Klobuchar chaired an Antitrust Subcommittee hearing titled “Strengthening U.S. Economic Leadership: The Role of Competition in Enhancing Economic Resiliency.” The hearing focused on the danger of consolidation in critical supply chains, which can make the country vulnerable to disruptions and supply shortages that can endanger U.S. economic resiliency and national security.
    In July 2023, Klobuchar, and Senators Susan Collins (R-ME), Tina Smith (D-MN), Lisa Murkowski (R-AK), and Elizabeth Warren’s (D-MA) bipartisan legislation to prevent and mitigate drug shortages was passed out of the Health Education Labor and Pensions (HELP) Committee on a bipartisan vote of 17 to 3. The Drug Shortage Prevention Act would require manufacturers of over-the-counter and prescription medicines to notify the U.S. Food & Drug Administration (FDA) when they are unlikely to meet demand. The legislation also requires drugmakers to provide information about their suppliers of active pharmaceutical ingredients and in-process materials to the FDA.
    In 2012, Klobuchar and Senator Bob Casey (D-PA) led the Preserving Access to Life-Saving Medications Act, which Collins also cosponsored. This bipartisan legislation was signed into law as part of the Food & Drug Administration Safety & Innovation Act of 2012 (FDASIA). The Klobuchar law allows the FDA to require drug manufacturers to report to the FDA six months in advance if any supply or manufacturing disruption could lead to a prescription drug shortage. The law also created the Drug Shortage Prevention Task Force and requires the FDA to submit a report to Congress every year on drug shortages. In 2023, the number of new drug shortages tracked by FDA was 33, compared to a peak of 251 new shortages during 2011, before Klobuchar’s 2012 bill was passed into law giving FDA more tools to prevent shortages.

    As you know, Hurricane Helene left a trail of destruction and flooding across much of the southern United States. This natural disaster has caused widespread disruption to vital services across the region and country. Notably, flooding from Hurricane Helene compromised the safe operations, inventory, raw materials and roadway access at Baxter International’s intravenous (IV) solution plant in Marion, North Carolina. The plant – the largest manufacturing facility of IV solutions in the country – has been forced to cease production. This dangerous situation may be further exacerbated by fast-approaching Hurricane Milton, which may affect the operation of a Daytona Beach, Florida IV solutions plant. 
    To address the potentially life-threatening shortage of IV solutions, I urge the Department of Health and Human Services to use all of its available authority to mitigate this devastating situation which threatens patient care, the work of medical and provider staff, and our emergency response readiness. 
    As you know, the Baxter facility is responsible for the manufacture of approximately 60 percent of IV fluids and peritoneal dialysis solutions available to health care providers in the United States. As a result of Hurricane Helene, hospitals, dialysis centers, and other health care providers around the country—including many in Minnesota—are already being forced to ration these basic, but life-saving supplies. This means many patients have no choice but to delay starting dialysis, delay elective care, or potentially receive suboptimal treatments. Hospitals and health providers are now canceling elective surgeries, such as cardiovascular and other surgical operations, and canceling organ transplants. 
    In addition to using your authority to address this shortage as quickly and safely as possible, I urge you to coordinate with the Federal Trade Commission and Department of Justice to prevent the distribution of counterfeit IV solutions. Steps must be also taken to ensure that companies advertising or selling FDA-approved IV solutions do not engage in price gouging or other illegal practices. I also urge the administration to implement strategies outlined in recent federal supply chain and manufacturing resilience assessments to mitigate any supply and distribution disruptions.,, Today, few companies in the United States make IV solutions, with a majority share flowing from a single plant. No single entity should be responsible for such a large proportion of fundamental medical supplies on which the health of our nation depends.

  • MIL-OSI USA: Cramer Leads Bicameral Amicus Brief to Overturn FHWA’s Unlawful Emissions Rule

    BISMARCK, N.D. – In November 2023, the Federal Highway Administration (FHWA) adopted a final rule requiring state departments of transportation and metropolitan planning organizations to measure greenhouse gas (GHG) emissions on the highway system and set declining targets. U.S. Senator Kevin Cramer (R-ND), Ranking Member of the Senate Environment and Public Works (EPW) Subcommittee on Transportation and Infrastructure, led a bipartisan Congressional Review Act joint resolution of disapproval to overturn the rule. The resolution passed the Senate in April 53 to 47, reiterating Congress’ opposition to FHWA’s overreach. In a speech on the Senate floor, Cramercommitted to leading an amicus brief in support of overturning the rule in court.
    Shortly after the rule was finalized, 21 state attorneys general, including North Dakota, filed litigation challenging the regulation. The U.S. District Court found the Biden administration rule to be illegal, but FHWA appealed the decision to the Sixth Circuit Court of Appeals and it remains under further consideration. 
    Cramer and U.S. Senator Shelley Moore Capito (R-WV), Ranking Member of the EPW Committee, led their colleagues in filing a bicameral amicus brief requesting the Appeals Court uphold the District Court decision from April, vacating the rule. 
    The brief argues Congress debated and rejected granting FHWA the authority to issue GHG performance measure rules and the FHWA then intentionally misconstrued Congressional intent to justify its improper exercise of authority. It also argues the rulemaking is not consistent with recent Supreme Court decisions paring back Executive Branch overreach, and FHWA is bypassing principles of federalism to further its own policy agenda.
    “Congress considered, and ultimately rejected, providing [FHWA] with the authority to issue a GHG performance measure regulation, but [FHWA] contorted ancillary existing authorities to impose one anyway,” the members argued. “In doing so, [FHWA] impermissibly usurped the Legislative Branch’s authority and promulgated the GHG performance measure without statutory authority delegated by Congress.
    “Put simply, when [FHWA] established a GHG performance measure regulation, it exceeded the powers Congress authorized. And it did so both at the expense of separation of powers and in violation of the Administrative Procedure Act,” continued the members.

    Cramer also penned an op-ed in the Wall Street Journal highlighting FHWA’s lack of statutory authority to issue the rule, and stressed its unworkable nature for rural states. In November 2023, Cramer introduced a bipartisan amendment (#1241) to the bipartisan Transportation Appropriations bill, which would have defunded the proposed rule. While the amendment was germane and bipartisan, Democrats in the Senate demanded a 60-vote threshold to ensure its defeat. Cramer also questioned FHWA Administrator Shailen Bhatt during EPW hearings in June 2023 and September 2022. In October 2022, he sent a letter to FHWA Deputy Administrator Stephanie Pollack voicing strong opposition to the agency’s proposal to implement a GHG emissions performance measure.

    [WASHINGTON, D.C.] – U.S. Senator Tammy Duckworth (D-IL)—co-founder of the U.S. Senate Lead Task Force and the U.S. Senate Environmental Justice Caucus—and U.S. Senate Majority Whip Dick Durbin (D-IL) today lauded the Environmental Protection Agency’s (EPA) decision to finalize the Biden Administration’s proposed Lead and Copper Rule Improvements (LCRI), which would lower the lead action level to better protect human health and require water systems to replace old and deteriorating lead pipes within a decade. In addition to the LCRI, EPA also announced that Illinois will receive $75,558,000 in newly available drinking water infrastructure funding through the Bipartisan Infrastructure Law (BIL) to support lead-related activities, including lead pipe replacement projects. The finalized rule comes ahead of the October 16th finalization deadline to not only help ensure these important improvements are implemented as quickly as possible, but also prevent water systems from being forced to temporarily comply with the prior rule proposed by the Trump Administration—also known as the Lead and Copper Rule Revisions (LCRR)—which would put public health at risk.

    “Every American, no matter their zip-code, deserves access to safe drinking water,” said Senator Duckworth. “We’ve been working hard in Congress to achieve our goal of removing every lead pipe in America over the next decade, and this historic rule from the Biden Administration and $75 million in new funding for Illinois to replace lead pipes will help us make it a reality while preventing Trump-era policies that would harm human health from going into effect.     “The newly finalized Lead and Copper Rule Improvements is nothing short of historic.  For decades, we have understood the severe risks of lead exposure, which have disproportionally harmed low-income families and communities of color.  Today, EPA has made a commitment to Americans to replace all lead pipes over the next ten years because everyone deserves to have safe, clean drinking water,” said Durbin.  “We have a monumental task ahead of us in replacing lead service pipes in Illinois, particularly in Chicago, but I’m encouraged by this significant step by the Biden-Harris Administration to support states in lead pipe remediation and look forward to supporting this plan in Congress.”

    The finalized rule also improves communication within communities so that families are better informed about the risk of lead in drinking water, the location of lead pipes and plans for replacing them. Illinois has reported more than 667,000 lead service lines (LSLs) and another almost 820,000 service lines of unknown material, which the newly announced funding will help remove. Exposure to lead is harmful to health, especially for young children. In children, low levels of exposure have been linked to damage to the nervous system, learning disabilities, shorter stature, impaired hearing and impaired formation and function of blood cells. 

    Duckworth has led the charge in the U.S. Senate to remove lead drinking water pipes across the country. Her Drinking Water and Wastewater Infrastructure Act (DWWIA), which was included in the BIL, is the most significant federal investment in water infrastructure in history, including $15 billion for national lead pipe replacement. DWWIA, which focuses on disadvantaged communities, is helping rebuild our nation’s crumbling and dangerous water infrastructure and enable communities to repair and modernize their failing wastewater systems.

    Last month, Duckworth called on the White House Office of Management and Budget (OMB) to expedite its review of LCRI. In May, Duckworth announced over $240 million in Drinking Water State Revolving Fund investment to help Illinois identify and replace lead service lines and prevent lead poisoning among our state’s children and families—funding that comes directly from Duckworth’s DWWIA—and in August she and Durbin announced more than $1 million to address lead in drinking water at schools and childcare facilities in Illinois.

    Following the 2016 report of lead in Chicago’s drinking water, Durbin and then-Rep. Duckworth urged EPA to use its full authority and resources to address the issue, including reviewing the Lead and Copper Rule (LCR) and immediate notification of lead contamination. In March 2021, Durbin and Duckworth sent a letter to EPA urging it to update the LCR.

    Duckworth, Durbin and Sen. Booker, members of the Senate Lead Taskforce, led 87 of their colleagues supporting EPA’s proposed Lead and Copper Rule Improvements (LCRI) and urging for more community protections and expedited removal of all lead pipes. Last March, Durbin and Duckworth sent letters to five Medicaid managed care companies (MCOs) in Illinois, urging them to address lead poisoning risks to children in Chicago by preemptively sending drinking water test kits, water filters, home visitors, and educational materials to all enrolled children in the city.

    SOUTHEASTERN WISCONSIN – Today, U.S. Senator Tammy Baldwin (D-WI) announced that she helped deliver over $12.9 million to remove dangerous lead paint from homes in Southeastern Wisconsin. Milwaukee County will receive $7.75 million and Kenosha County will receive nearly $5.2 million in funding through the Baldwin-backed annual funding legislation for Fiscal Year 2024.
    “Every child deserves to grow up in an environment free of toxic chemicals. We know that no amount of exposure to lead is safe, especially for children, and whether it’s replacing outdated service lines or renovating homes with lead paint, we need to be doing more to protect our children from the lifelong effects of lead poisoning,” said Senator Baldwin. “I’m proud to deliver this funding to ensure children and parents in Southeastern Wisconsin can be confident that their families are not being exposed to dangerous chemicals and can live healthy lives.”
    The funding for Milwaukee and Kenosha Counties comes through the Department of Housing and Urban Development’s Lead-Based Paint Hazard Reduction (LHR) grant program, which aims to minimize the number of children under the age of six years who experience lead poisoning. This funding helps transform communities by fixing older housing, preserving affordable housing, and improving the health of children and families in these communities.
    “Exposure to lead can cause serious, lasting health issues and developmental delays, especially in young children under the age of six.     WASHINGTON, D.C. – Last week, U.S. Senator Gary Peters (D-MI), Chairman of the Homeland Security and Governmental Affairs Committee, convened a hearing to examine the national security risks posed by federal contractors with conflicts of interest. Specifically, the hearing examined conflicts that can arise when federal contractors, such as consulting firms and technology providers, do business with both the U.S. government and foreign adversaries or have clients with connections to adversarial nations. During the hearing, Peters and the witnesses discussed examples of recent troubling conflicts of interest from some federal contractors, and highlighted the need to prevent future conflicts of interest. Prior to the hearing, Peters sent a letter urging the Federal Acquisition Regulatory (FAR) Council to issue a rulemaking to prevent conflicts of interest in government contracting after missing its deadline by more than three months. This overdue guidance was required by Peters’ Preventing Organizational Conflicts of Interest in Federal Acquisition Act, which was signed into law in 2022.  
    “From modernizing and enhancing the safety of our infrastructure and power grid – to providing critical intelligence that safeguards our nation from foreign and domestic threats – the scope of government contractors’ support is immeasurable. To ensure that government contractors are truly working in the best interests of Americans – we must ensure they are meeting the highest standards of integrity, impartiality and transparency by removing conflicts of interest from their work,” said Peters during his opening statement.  
    Peters continued: “I am confident that we can all agree that Americans deserve full assurance that federal contractors are providing transparency and avoiding any potential conflicts before they are awarded taxpayer dollars.”

    During the hearing, Peters and the witnesses discussed what steps Congress should take to mitigate future risks relating to federal procurement and how federal agencies are currently addressing potential conflicts of interest in federal contracting. The committee discussed the importance of enforcing requirements and monitoring contracts to avoid risks, especially in relation to data, while also stressing the need to ensure the procurement process remains competitive. The witnesses highlighted that conflicts of interest can pose serious threats to our national security and warned that not addressing these concerns could potentially harm U.S. interests.

In their letter, they demanded an explanation from the DOJ about its failure to prevent illegal aliens from registering to vote in American elections or prosecute those who evidently have done so.

    We are deeply concerned by reports of non-citizens registering to vote and voting in federal elections. As of today, there has been no response from you or your Department regarding the inquiry on July 12, 2024, seeking information on efforts undertaken by your Department to enforce laws prohibiting non-citizen voting.  Given that the 2024 Presidential Election is in less than 34 days, your Department’s inaction and refusal to provide any information regarding its efforts to promote public trust and confidence in our elections is especially alarming.
    Since the initial letter, several more concerning reports have been released by state officials indicating that a large number of non-citizens appear on their voter rolls. For example, the Virginia Attorney General recently announced that 6,303 non-citizens were identified on and removed from Virginia’s voter rolls in 2022 and 2023. In another troubling report released in August, over 6,500 non-citizens registered to vote in Texas were identified and removed from voter rolls. Of the 6,500 non-citizens identified, 1,930 had a voter history.
    Clearly, there is a non-negligible amount of voter participation by non-citizens in federal elections, which is not only a serious threat to the integrity of our elections and the democratic process they represent, but also has the potential to reduce Americans’ trust and confidence in election results.
    Accordingly, we respectfully reiterate the July 12 request for information on your Department’s enforcement efforts.  The initial deadline for providing this information was July 26, 2024, so the response is now 9 weeks overdue.
    Please provide responses to the following no later than October 16, 2024:
    1). Please provide the number of aliens who have been charged, tried, or convicted under 18 U.S.C. § 611 since January 20, 2021, including the status of each case.
    2). Please provide the number of aliens who been charged, tried, or convicted under 52 U.S.C. § 20511 since January 20, 2021, including the status of each case.
    3). Please provide the number of aliens who have been prosecuted under 18 U.S.C. § 911 since 2021, including the status of each case.
    4). Please provide the number of referrals received from other government officials or the public in reference to the statutes cited in questions 1 through 3.
    5). How does the Department of Justice investigate allegations received of non-citizen voting or voter registration?
    6). What affirmative steps have the Department of Justice taken to detect, prevent, and deter illegal aliens and other non-citizens from registering and voting in federal elections?
    7). What affirmative steps have the Department taken to obtain relevant information from the Department of Homeland Security on aliens who have registered or voted in elections?
    8). What steps have been taken by U.S. Attorneys and the Public Integrity Section of the Criminal Division, which is responsible for prosecuting election crimes and assisting U.S. Attorneys in prosecuting election crimes, to obtain jury-related information that indicates aliens have unlawfully registered to vote?
    9). As the 2024 election nears, what steps will the Department take to detect, investigate, and prosecute non-citizens who violate 18 U.S.C.§ 911, 52 U.S.C. § 20511, or 18 U.S.C. § 611 by voting or registering to vote in the 2024 election?
    10). What steps have the Department taken to contact Virginia and Texas election officials to obtain information and the voter registration and voter history files on each of the aliens removed from the voter rolls who were unlawfully registered and voting in those states?

    BACKGROUND:
    Senator Tuberville stands unequivocally with Israel and is horrified by the rise of antisemitism of the Left, especially on college campuses. As a former educator and coach, he believes that teachers and professors have a grave responsibility to provide moral clarity to their students. Senator Tuberville believes that the Hamas-backed terror attacks on innocent Israeli and American citizens are morally repugnant and that support for Israel must be resolute.
    Following the attacks last October, Senator Tuberville introduced and joined several pieces of legislation in support of Israel. He cosponsored the Emergency Resupply for IRON DOME Act of 2023, Revoke Iranian Funding Act,  Israel Supplemental Appropriations Act of 2023, United Nations Relief and Works Agency (UNWRA) Accountability and Transparency Act, and No Bailouts for Campus Criminals Act.

    WASHINGTON, D.C. – Today, U.S. Senators Cory Booker (D-NJ) and George Helmy (D-NJ) addressed over 500 New Jersey students and their parents at the annual Service Academy Information Day at Seton Hall University. The event provides information to interested New Jersey high school students on service academies and their admission requirements. Attendees had the opportunity to meet with representatives from the U.S. Air Force Academy, the U.S. Military Academy at West Point, the U.S. Merchant Marine Academy, the U.S. Naval Academy at Annapolis, and the U.S. Coast Guard Academy.

    WASHINGTON – U.S. Senator Tommy Tuberville (R-AL) released a video honoring U.S. Navy Lieutenant John Vick of Andalusia as the October “Veteran of the Month.” John is the founder of the Covington Veterans Foundation, which pays tribute to veterans in Covington County.

    “When you ask John Vick of Andalusia where his desire to serve in the military began, he traces it back to when he was just seven years old. Growing up near a depot in the small town of Red Level, John recalls watching the train bring in flag-draped caskets of American soldiers killed in war. He was touched by the patriotism of his local community to honor each of these soldiers who’d made the ultimate sacrifice. This experience not only created a desire to serve in the military, but to ensure that the sacrifices of America’s heroes are never forgotten.”
    “After graduating from Andalusia High School, John received a full Navy ROTC scholarship, which he used to attend Auburn University. There, he earned a degree in mechanical engineering in 1962, and was commissioned into the Navy that same year. John rose through the ranks to become a Navy Lieutenant before returning home to Covington County in 1966.”
    “In 2019, John founded the Covington Veterans Foundation where he continues this spirit of patriotism that was instilled in him as a child. Thanks to John’s efforts, CVF has been able to display more than 600 veteran banners throughout the City of Andalusia. He has also served for a number of years as chairman of the board of Southern National Corporation and has served on the board of CCB Community Bank for more than 45 years. Additionally, John is an active member of the Andalusia Lions Club and First Methodist Church of Andalusia. He represents the ideals of service and patriotism that Alabamians hold so dear.”

  • MIL-OSI USA: Cramer Issues Statement on Historic, Devastating Wildfires in Western North Dakota

    BISMARCK, N.D. – Over the weekend, several large wildfires in western North Dakota damaged property and communities, resulting in a death and an individual with serious injuries. North Dakota Governor Doug Burgum declared a statewide fire emergency on Oct. 3 to implement the necessary response and recovery actions.
    “Kris and I are praying for the families and communities affected by this devastating wildfire situation in western North Dakota,” said U.S. Senator Kevin Cramer (R-ND). “I’m grateful for the quick action of the North Dakota National Guard and our firefighters, first responders, and emergency managers who are working to ensure the safety of North Dakotans, their homes, and their property. My office is coordinating with state and federal officials and is ready to help with recovery efforts.”
    On Monday, Cramer spoke with the North Dakota National Guard’s (NDNG) adjutant general, Brig. Gen. Mitch Johnson, about several Federal Emergency Management Agency (FEMA) programs to provide financial assistance for North Dakotans affected by the fires. FEMA Region 8 plays a crucial role in assisting North Dakota with cost-sharing measures to offset the state’s financial burden.
    FEMA authorized the use of federal Fire Management Assistance Grants on Sunday to assist with costs associated with firefighting for the Bear Den Fire and the Elk Horn Fire. When the funds were authorized, the Bear Den Fire was threatening 100 primary and 500 other structures near Mandaree. The Elk Horn Fire was threatening 20 primary homes near Watford City in addition to buildings, infrastructure, utilities, equipment and oil infrastructure.  
    The NDNG, the North Dakota Department of Emergency Services, and the North Dakota Forest Service have mobilized resources to maintain high readiness levels of fire-related resources and capabilities. As local, state, tribal, and federal fire response efforts persevere through this historic fire situation, the State Emergency Operations Center is running 24-hour operations.

    Remember to follow burn restrictions. Additionally, fires should not be started on days with a Red Flag Warning, which is when warm temperatures, low humidity and stronger winds are forecasted to combine to produce an increased risk of fire danger.     Use caution with outdoor equipment of any kind. While pulling a camper, boat or trailer, remember to cross your tow chains. Never park on tall, dry grass.
    Make sure to dispose of cigarettes properly.

    MADISONVILLE, La. – Sen. John Kennedy (R-La.) today joined Sen. Joni Ernst (R-Iowa) and 47 colleagues in introducing a resolution condemning Hamas for its Oct. 7, 2023 attack on Israel. Hamas took the lives of nearly 1,200 people, including more than 40 U.S. citizens, and abducted at least 251 individuals as hostages.
    “The world will never forget how Hamas terrorists slaughtered roughly 1,200 people in Israel—including Americans—in a single day. One year later, U.S. citizens remain in captivity in Gaza, suffering at the hands of evil men with black hearts. Pres. Biden and Vice Pres. Harris have the duty and obligation to fully condemn Iran’s proxy militants, support Israel’s right to defend itself and bring American hostages home quickly,” said Kennedy.
    Last month, Hamas took the life of Israeli-American hostage Hersh Goldberg-Polin. Hamas is also reportedly holding hostage Keith Siegel, Sagui Dekel-Chen, Edan Alexander, Omer Neutra, and the bodies of three other Americans, Itay Chen, Judith Weinstein and Gadi Haggai, in Gaza.
    “This time last year, I woke up in the Middle East to the unbearable news that Israel was under attack by Iran-backed terrorists and Americans were being killed and taken hostage. I immediately traveled into Israel to show that our nation’s friendship is unwavering, in good times and bad. Regardless of whether I have been in Jerusalem, Washington, or Iowa, I have worked around the clock to hold the White House accountable to its ‘ironclad’ commitment, bring our hostages home, and cut off the source of terrorism in Tehran. One year since that day, as Israel remains under attack on all fronts, Senate Republicans stand united with our greatest ally in the Middle East,” said Ernst. 
    The senators’ resolution:
    Condemns Iran-backed Hamas for its brutal attacks on Israel, for killing and taking hostage U.S. citizens, for using rape as a weapon of war and for its inhumane treatment, torture and killing of hostages.
    Condemns the destructive and antisemitic protests in which protestors damaged property, tore down flags and burned and replaced them with Hamas flags while threatening Jewish Americans.
    Supports an outcome that will ensure the survival of Israel, destroy Hamas’s ability to reconstitute any leadership role in the region and safely release and return all American hostages.
    Background: 
    In Sept., Kennedy issued a statement against the Palestinian Authority’s anti-Israel resolution at the U.N. General Assembly.
    In Aug., Kennedy urged the Biden-Harris administration to reverse its pause on weapons transfers to Israel.
    In July, Kennedy issued a statement after attending Israeli Prime Minister Benjamin Netanyahu’s address to Congress.
    In May, Kennedy helped introduce the Israel Security Assistance Support Act to condemn the Biden-Harris administration’s pause on arms transfers to Israel and require the administration to reverse its pause.
    In May, Kennedy helped introduced a resolution condemning the Biden-Harris administration’s decision to halt the shipment of American-made ammunition and weapons to Israel. 
    In May, Kennedy also helped introduce a bipartisan resolution to reject the International Criminal Court prosecutor’s application for arrest warrants for Israeli Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant. 
    In April, Kennedy urged the Biden-Harris Justice Department to protect students from antisemitic mobs on their university campuses.
    In Dec. 2023, Kennedy spoke on the Senate floor, urging the Biden-Harris administration to continue to support Israel until it successfully destroys Hamas.

    “On this first anniversary of Hamas’ terrorist attack against Israel, we remember the 1,200 innocent lives murdered, including 40 Americans. This unprovoked assault had no justification, and we support Israel in its ongoing efforts to prevent this from happening again. We also remember our fellow citizens who are held hostage by Hamas alongside nearly 100 others awaiting their freedom. All efforts must be made to bring them home alive.
    “This past year has also resulted in enormous suffering among innocent Palestinians and Lebanese as terrorists who control Gaza and Lebanon are allowing mass civilian casualties as Hamas and Hezbollah use schools, hospitals and apartment buildings for protection. I am deeply concerned about the humanitarian situation in Gaza and implore the timely passage of food and medicine into the territory.
