  • MIL-OSI Security: Laredo, Texas, Man Sentenced to 63 Months for Smuggling Over 100 Illegal Aliens in Locked Trailer

    LAREDO, Texas – A 49-year-old resident of Laredo has been ordered to federal prison for his role in a conspiracy to transport illegal aliens, announced U.S. Attorney Nicholas J. Ganjei.

    Juan Manuel Aguirre pleaded guilty Feb. 6.

    U.S. District Judge Keith P. Ellison has now ordered Aguirre to serve 63 months in federal prison to be immediately followed by three years of supervised release. At the hearing, the court considered Aguirre’s history of smuggling aliens on multiple occasions and the danger he posed by transporting them in a sealed, locked, dark and unventilated trailer that required authorities to open with a bolt cutter. 

    “Human smuggling is an incredibly dangerous enterprise, and it requires the trafficker to care absolutely nothing about the lives and safety of those they transport,” said Ganjei. “Fortunately, there were no deaths in this case, but the underlying facts indicate that several of those transported had difficulty breathing and feared for their life. The Southern District of Texas will make sure that all human smugglers pay a serious price for their callousness.”

    On Dec. 2, 2024, law enforcement observed several individuals being loading into a white trailer in a warehouse parking lot. Aguirre was the driver of the truck hauling it. After he departed the location, authorities conducted a traffic stop which resulted in the discovery of 101 aliens locked inside the trailer, 13 of whom were children as young as 13 years old.

    Multiple illegal aliens reported they had difficulty breathing and feared for their life due to the conditions in the trailer. They were from the countries of Mexico, Guatemala, Cuba and Honduras.

    Aguirre will remain in custody pending transfer to a Federal Bureau of Prisons facility to be determined in the near future.

  • MIL-OSI Security: Jonesboro Man Sentenced to 18 Years in Federal Prison for Conspiracy to Distribute 50 Grams or More of Methamphetamine

          JONESBORO—Thomas Demetrius Williams, a multi-convicted felon, will spend the next 216 months in federal prison for conspiracy to distribute 50 grams or more of methamphetamine. Jonathan D. Ross, United States Attorney for the Eastern District of Arkansas, announced the sentence, which was handed down on Monday, July 21, 2025, by United States District Judge D. P. Marshall Jr.

          On April 29, 2024, Williams, 41, of Jonesboro, pleaded guilty to conspiracy to distribute 50 grams or more of methamphetamine. Judge Marshall also sentenced Williams to five years’ supervised release. Williams was indicted on April 2, 2024, in a second superseding indictment, on two counts of felon in possession of a firearm, two counts of possession with intent to distribute 50 grams or more of methamphetamine (actual), two counts of possession of a firearm in furtherance of drug trafficking, one count of possession with intent to distribute oxycodone, and one count of possession with intent to distribute marijuana.

          On October 12, 2021, law enforcement officers received information that Williams was in possession of a large amount of methamphetamine. An investigation revealed that Williams was on parole with an active search waiver on file. As law enforcement officers approached Williams’ residence he shared with his girlfriend to conduct a parole search, they observed three vehicles in the driveway. While at the residence, law enforcement officers observed the girlfriend and a small child in the grey vehicle in the driveway. The girlfriend stated the vehicle belonged to Williams. At that time, law enforcement officers circled the block and when they arrived back at Williams’ residence, they observed the white vehicle that had previously been in the driveway was no longer there.

          During a parole search of Williams’ residence, law enforcement officers located a debit card in Williams’ name. While awaiting the arrival of a canine officer, Williams was observed driving by his residence in the white vehicle. Not long afterwards, Williams stopped his vehicle and made contact with the law enforcement officers at his residence. Upon arrival of the canine officer, it was deployed to search the area. The canine officer alerted to the presence of narcotics in the grey vehicle. Law enforcement officers searched the grey vehicle and located the bag the girlfriend had been carrying. During a search of the bag, it was revealed to contain 730.4 grams of pure methamphetamine, 299.5 grams of marijuana, 19.7651 grams of ecstasy pills, 4.7289 grams of oxycodone pills, $1,999 in cash, and a stolen Ruger, LCP .380 firearm.

          Williams was sentenced as a Career Offender on the drug conviction due to his criminal history that includes aggravated assault, three domestic battery convictions, a terroristic threatening conviction, three serious drug convictions, drug trafficking convictions, and felon in possession of firearm convictions. There is no parole in the federal system.

          This effort is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.   • MIL-OSI Security: Former Madera, California, School Executive Charged with Stealing Federal Funds From Charter School for Disadvantaged K–8th Graders

    On July 17, 2025, a federal grand jury returned a sealed indictment charging Nicholas M. Retana, 67, of Madera, with one count of embezzling money from a program that received federal funding, Acting U.S. Attorney Kimberly A. Sanchez announced.

    On Monday the indictment was unsealed and Retana was arraigned.

    According to court documents, Retana was the founder and executive director of a kindergarten through 8th grade charter school in Madera County until early 2020. As executive director, Retana used school funds on improper personal expenses for himself, his family, and associates. He concealed the misused funds by mislabeling the expenses in school accounting records and misrepresenting the expenses when asked. For example, Retana purchased new Ford F-150 Raptor pickup trucks for his two sons using school funds. He also had a personal relationship with a self-proclaimed sex worker turned relationship coach whom he paid $12,000 using school funds.

    This case is the product of an investigation by the Federal Bureau of Investigation. Assistant U.S. Attorneys Jeffrey A. Spivak and Cody S. Chapple are prosecuting the case.

    If convicted, Retana faces a maximum statutory penalty of 10 years in prison and a $250,000 fine. Any sentence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. The charges are only allegations; the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.

  • MIL-OSI Security: Harrold Man Sentenced to Prison for Possession of a Firearm by a Prohibited Person

    PIERRE – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Eric C. Shulte has sentenced a man from Harrold, South Dakota, who was convicted of Possession of a Firearm by a Prohibited Person. The sentencing took place on July 21, 2025.

    Jerrod Fallis, age 47, was sentenced to six months in federal prison, followed by three years of supervised release, and ordered to pay a $100 special assessment to the Federal Crime Victims Fund. Forfeiture of the firearm and silencer was also ordered.

    Fallis was indicted by a federal grand jury in March 2024. He pleaded guilty on April 17, 2025.

    On December 8, 2023, a traffic stop was conducted on a vehicle driven by Fallis. During a search of the vehicle, officers discovered a Rock River Arms AR15 rifle, silencer, and methamphetamine paraphernalia. Fallis is prohibited from possessing firearms due to prior state felony drug convictions.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the Hyde County Sheriff’s Office. Assistant U.S. Attorney Meghan Dilges prosecuted the case.

    Fallis was immediately remanded to the custody of the U.S. Marshals Service.

  • MIL-OSI China: Popularity of Chinese-made EVs grows in Indonesia

    Laurensius Ramadhan, a 26-year-old Indonesian employee who commutes daily by car, is now considering switching to electric vehicles (EVs), citing both economic and technological advantages.

    Every working day, Ramadhan drives over 50 km round-trip from his home in Bogor, West Java province, to his workplace in Jakarta.

    On Thursday, he visited Indonesia’s largest automotive exhibition, the GAIKINDO Indonesia International Auto Show (GIIAS), held at the ICE BSD in Serpong, Banten province. The annual event runs from July 24 to Aug. 3.

    “I was thrilled,” Ramadhan said, excited about the wealth of information he gained on EVs at the expo. He expressed particular interest in electric vehicles made by Chinese automakers.

    Prominent Chinese brands participating in the show include BYD, Denza, Wuling, Chery, GAC AION, Geely, GWM, Jaecoo, Jetour, and XPeng.

    According to Ramadhan, Chinese EVs stand out for their attractive designs, solid build quality, and, most importantly, affordable pricing. He formed this opinion after driving Chinese EVs owned by his company.

    “I have really enjoyed driving the car. It feels so smooth. Now I’m considering buying one,” he told Xinhua.

    Ramadhan is especially interested in the BYD M6 and the newly launched Atto 1, known as the Seagull or Dolphin Mini in China. Currently, he owns two internal combustion engine vehicles, but the lower running costs of EVs, due to cheaper electricity and reduced maintenance needs, are prompting him to consider the switch.

    “I believe that choosing EVs will improve one’s efficiency in life,” he said.

    Similarly, Husnul Habib, a 45-year-old visitor from Jambi province in Sumatra, came to GIIAS specifically to learn more about EVs, especially those made by BYD. After watching numerous BYD reviews on YouTube, he wanted to experience them in person.

    “I’m here to find the answers to why more and more BYD cars are seen in major cities. Then I came to check out their new launch,” he said.

    As one of the world’s leading EV manufacturers, BYD offers a range of luxury sedans and SUVs in Indonesia. Its combination of cutting-edge technology, sleek design, and competitive pricing continues to attract local buyers. On Wednesday, BYD officially launched its Atto 1 model at the auto show.

    A BYD car has long been on Habib’s wish list. However, he is waiting until an official BYD dealership opens in his hometown of Muaro Bungo regency, around six hours from Jambi’s provincial capital.

    “I’m not from a major city. For me, it’s best to have a BYD car when a BYD authorized dealer opens there,” he said.

    In January, Eagle Zhao, president director of PT BYD Motor Indonesia, announced that the company aims to establish 80 dealerships across the Indonesian archipelago by the end of this year. Currently, BYD outlets operate in major cities such as Jakarta, Bandung, Surabaya, Medan, Pekanbaru, and Pontianak.

    For Habib, having a dealership nearby would make it much easier to maintain and repair the vehicle. He also expressed hope that the Indonesian government would ramp up efforts to expand EV charging infrastructure nationwide.

    According to the Association of Indonesia Automotive Industries (GAIKINDO), national electric car wholesales, measured by factory-to-dealer sales, reached 35,846 units between January and June this year.

    During this period, BYD emerged as the EV market leader in Indonesia, with 14,092 units sold, followed by its premium brand Denza with 5,733 units, Wuling with 5,170 units, and Chery with 4,611 units.

    The association has set an ambitious EV sales target of 60,000 units by the end of 2025, aiming to accelerate EV adoption.

    Kukuh Kumara, secretary general of GAIKINDO, told Xinhua in a previous interview that Chinese firms have played a pivotal role in bringing technology, capital and global market access to Indonesia, particularly in EV batteries and supply chain integration.

    “Our ultimate goal is to develop Indonesia’s own auto brands, local factories and indigenous technical capabilities. But at this stage, partnerships with countries experienced in EV development, especially China, are crucial,” he said.

    Cool running is all the rage on the waterfront with Plymouth’s ice cream vans now clean and green, thanks to a Council initiative.

    Plymouth City Council has installed five electric chargers at key points on Hoe Road so that ice cream vans can run on clean, green electricity rather than chugging out fumes from their engines.

    It means that the ice cream sellers who have concessions there not only save on fuel costs – as running freezers on their engines all day is expensive, but it also cuts the amount of fumes coming out of the exhaust – not a nice combination with your cone.

    The project has been warmly welcomed by the sellers, especially as the Council installed chargers that meant that some sellers could convert their vehicles with transformers rather than fork out around £150,000 for a new van.

    Cabinet member for community safety, Councillor Sally Haydon instigated the idea and the Council’s street trading team worked with the vendors and liaised with contractors to make it happen.

    The installation was a challenge as there were a number of services beneath the pavement, with one charger installed on a specially made build-out from the pavement.

    The Council employed a company called Kerbo Charge to install the cables and infrastructure – the first time the company has operated in the city. Metpow provided the submetering of energy use so that the Council can remotely monitor carbon emissions as well as charge for the energy used.

    It took a while to get the logistics sorted but with some Government lolly – £40,000 through the UK Shared Prosperity Fund – sprinkles of support from Plymouth Waterfront Partnership and a magnum of ingenuity from South West Highways to make it happen on a busy and popular road.

    Councillor Haydon said: “There’s nothing like an ice-cream on the Hoe in the summer. It is one of the great joys of Plymouth life. But diesel fumes is hardly the nicest topping with your 99.

    “Make no cones about it – we now have a greener waterfront overlooking our amazing Plymouth Sound National Marine Park and we are helping our ice cream sellers to save fuel and money!”

    Ice cream seller Kelly Pitcher welcomed the move, especially as it means the van is cooler on warm days. She said: “We don’t have to keep the engine running which means the van doesn’t get so hot inside – which is great for me.

    “It is definitely quieter to run and we have had regulars already commenting on how much quieter it is and less fumes. We’re really happy to see this happen.”

  • MIL-OSI Security: Illegal Possession of Stolen Firearms, Including Sawed-Off Shotgun, Lands Mustang Felon in Federal Prison for More Than Seven Years

    OKLAHOMA CITY – MICHAEL LOWELL BONJOUR, 39, of Mustang, has been sentenced to serve 87 months in federal prison for illegal possession of firearms after previous felony conviction, possession of stolen firearms, and possession of an unregistered firearm, announced U.S. Attorney Robert J. Troester.

    According to public record, Bonjour was arrested on state charges by officers with the El Reno Police Department in March 2024 when he was discovered to be in possession of a stolen firearm. Six months later, in September 2024, officers with the Oklahoma City Police Department arrested him after he was stopped driving a stolen vehicle and found to be in possession of three stolen firearms – including a sawed-off shotgun. 

    Prior to these arrests, Bonjour had been convicted of multiple felonies, including convictions in Canadian County District Court for bringing contraband into a jail/penal institution in case number CF-2023-232; possession of a stolen vehicle in case number CF-2023-298; and stalking in case number CF-2023-325, as well as a total of four misdemeanor convictions for violations of a protective order.

    On November 6, 2024, a federal grand jury charged Bonjour with being a felon in possession of a firearm, possession of stolen firearms, and possession of an unregistered firearm.  On February 28, 2025, Bonjour pleaded guilty and admitted he knowingly possessed stolen firearms despite his previous felony convictions, and further admitted that one of the firearms was not properly registered to him despite its modified barrel.

    At a sentencing hearing on July 18, 2025, U.S. District Judge Scott L. Palk sentenced Bonjour to serve 87 months in federal prison, followed by three years of supervised release. In announcing the sentence, the Court noted the need to deter additional criminal conduct and to protect the public.

    This case is the result of an investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Edmond Police Department, the Oklahoma City Police Department, and the El Reno Police Department. Assistant U.S. Attorney Danielle M. Connolly prosecuted the case.

    This case is part of Project Safe Neighborhoods (PSN), a Department of Justice program to reduce violent crime.     Vladivostok, July 25 (Xinhua) — The Soyuz-2.1b launch vehicle carrying two Ionosfera-M heliogeophysical satellites and 18 small satellites was launched from the Vostochny Cosmodrome at 08:54 Moscow time on Friday, the Russian state corporation Roscosmos reported on its website.

    An hour after the launch, two heliogeophysical satellites “Ionosfera-M” were launched into the designated orbit and separated from the “Fregat” booster block. Eighteen small spacecraft also went into their orbits.

    The Ionosfera-M devices were created to observe physical phenomena that arise in the Earth’s ionosphere as a result of active natural and anthropogenic influences, changes in the spatio-temporal structure of the ionosphere, disturbances in electromagnetic fields, the composition of the Earth’s atmosphere and the distribution of ozone in its upper layers, and to monitor the radiation situation.

    The satellites will take photographs of the Earth, track the location of aircraft and ships, and study space processes. Several satellites will be used to study the space-Earth radio link and participate in experiments on the control of small satellites in low Earth orbit. –0–

  • MIL-OSI Russia: Launch from Vostochny: Russian scientists receive a new tool for studying the ionosphere

    On July 25, at 08:54 Moscow time, the Soyuz-2.1b launch vehicle with the Fregat upper stage was launched from the Vostochny Cosmodrome, which delivered two heliogeophysical spacecraft Ionosfera-M No. 3 and No. 4, as well as a group of 18 small space satellites, to their calculated orbits.

    The launch of the Ionosfera-M series satellites completed the formation of a group of four devices of the Ionozond space complex, which will monitor the geophysical environment to conduct fundamental scientific research and solve applied problems.

    The complex was created in the interests of the Russian Academy of Sciences and the Federal Service of Russia for Hydrometeorology and Environmental Monitoring. The Ionosfera-M satellites are designed for a comprehensive study of the upper layers of the Earth’s atmosphere. They will observe various physical processes in the ionosphere, including natural and man-made impacts, changes in electromagnetic fields, atmospheric composition, and ozone distribution. The data obtained will be used by Roshydromet in combination with ground-based observations. The Russian Academy of Sciences plans to conduct ground-space experiments to study the ionosphere’s response to natural phenomena such as hurricanes and volcanic eruptions.

    Also, 18 small satellites have been launched into orbit. Nine of them were created by Geoscan and will be engaged in photographing the Earth, tracking the movement of ships and aircraft, exploring near space and much more. Some of the devices are intended for educational purposes.

One of the devices from the Geoscan company is included inSpace Pi project, this is important for the Innovation Promotion Fund and for the Polytechnic University as the founder and leader of the project. This is the first of a series of satellites with which schoolchildren will be able to hunt for supernovae. We, as the Innovation Promotion Fund, held a competition and determined the winners who will begin to manufacture such devices; I hope that they will fly next year.”

    According to Ivan Bortnik, the nanosatellite “239Alferov” of the Presidential Physics and Mathematics Lyceum No. 239 and the Lyceum “Physics and Technology School named after Zh. I. Alferov” will open a new direction of the Space Pi project – the launch of target devices. This is the first of a series of satellites equipped with X-ray sensors that will hunt for supernovae. This will be possible thanks to the network of ground stations created by the company “Geoscan”, covering almost the entire territory of Russia.

    The Government gazetted today (July 25) the Gas Safety (Amendment) Ordinance 2025 (the Ordinance).

    A spokesman for the Environment and Ecology Bureau said, “The Ordinance amends the definition of ‘gas’ under the Gas Safety Ordinance (Cap. 51) to bring ‘regulated hydrogen’ used or intended to be used as fuel to propel vehicles, trains, machinery, etc under the regulatory framework of the Gas Safety Ordinance. This Ordinance establishes a regulatory framework governing the importation, manufacture, storage, transport, supply and use of hydrogen that is used or intended to be used as fuel.”

    The Ordinance empowers the Chief Executive in Council to make regulations in relation to “regulated hydrogen” and its relevant matters. The Government will introduce subsidiary legislation on the regulation of “regulated hydrogen” into the Legislative Council for negative vetting within 2026. The Ordinance and the relevant subsidiary legislation will come into effect on the same day. The Electrical and Mechanical Services Department will consult the trade on the proposed subsidiary legislation to ensure that the relevant regulations could effectively assure the safe use of hydrogen in Hong Kong.

    The spokesman added, “The relevant subsidiary legislation will cover the entire supply chain of ‘regulated hydrogen’ to provide a clear legal framework and stable regulatory environment for the local hydrogen energy industry, enabling both local and international investors to develop hydrogen-related businesses in Hong Kong with greater confidence.”

  • MIL-OSI United Nations: At UN High-Level Political Forum, UNECE calls for engagement of all enablers and partnerships to achieve SDGs

    With just five years remaining to realize the 2030 Agenda for Sustainable Development, the world faces a deepening social crisis. Economic insecurity, widening inequalities, and declining social trust undermine progress toward the Sustainable Development Goals (SDGs) and threaten the foundations of peaceful, inclusive societies.  

    Taking part in the High-Level Political Forum on Sustainable Development in New York (14 – 23 July), UNECE Executive Secretary Tatiana Molcean outlined the tools, initiatives and partnerships from the UNECE region that can help develop efficient and inclusive policy solutions for some of the most pressing issues, including demographic pressure, education, employment, housing, and social care. This requires the full engagement of all of society and harnessing of several key enablers. 

    Enablers and partnerships to advance SDGs 

    To advance the 2030 Agenda, and identify efficient and inclusive policy solutions, UNECE engages key enablers and all relevant stakeholders: 

    These enablers and stakeholders play a strong role in co-creating and implementing standards and policies, guiding progress in many technology-driven areas, such as autonomous vehicles, the smart energy transition, cross-border connectivity, but also in environmental governance, namely transboundary water cooperation, noted the Executive Secretary at the HLPF regional session. 

    To unlock financing for the SDGs, UNECE prioritizes bringing together the public and private sectors through its PPP and Infrastructure Evaluation and Rating System (PIERS), a quality assurance tool that helps governments and stakeholders ensure that PPP and infrastructure projects are well designed and aligned with the SDGs and can therefore attract investors. They are crucial for building resilient infrastructure and maintaining public services. 

    Given the importance of local policies and action in advancing SDGs, UNECE’s Forum of Mayors promotes exchanges between cities and gives them a voice at the multilateral level.  

    Finally, with their valuable perspectives, civil society and youth play an important role in finding and devising policy solutions across many areas of UNECE work, which is why they are an important pillar of the UNECE Regional Forum on Sustainable Development.  

    Strengthening social inclusion and adequate housing 

    Despite considerable wealth and innovation, the UNECE region is witnessing deep and growing disparities: between urban and rural areas, generations, and different groups. Social protection systems facing significant demographic pressures, fiscal constraints, and new labour dynamics. This requires investing in inclusive education, training and re-skilling initiatives, especially for disadvantaged groups, such as youth, women and older people, noted the Executive Secretary at the UNDESA global policy dialogue “Accelerating Social Progress to Boost SDG Implementation.”  

    UNECE’s work in this area shows that investing in adequate care infrastructure is not only a social imperative but also economically beneficial as it empowers people to participate in society and the economy. The upcoming World Summit for Social Development in Doha offers an important opportunity to act on commitments from the recent 4th International Conference on Financing for Development and to align both public spending and private finance with inclusive objectives. 

    Access to adequate and affordable housing has emerged as an issue central to achieving social inclusion and the SDGs. Through its Committee on Housing, Urban Development and Land Management, as well as the Forum of Mayors, UNECE supports national and local governments to design and implement inclusive, energy-efficient and climate-responsive urban policies and help them transform housing into a pillar of social stability, the Executive Secretary stressed at the high-level dialogue on adequate housing, co-hosted by the UN Economic and Social Council (ECOSOC) and UN-Habitat. 

    The upcoming UNECE Forum of Mayors in October 2025 will feature a dedicated segment on adequate housing, with discussion feeding into a Ministerial Meeting on Housing Affordability and Sustainability on 8 October in Geneva. 

    Role of UNECE and other UN Regional Commissions  

    The UN Regional Commissions play a key role in convening, coordinating and driving innovative policy solutions. As the custodian of several global conventions, agreements and treaties with strong implications for multiple industries, UNECE plays a unique role in helping UN Member States to achieve social and economic wellbeing.  

    UNECE’s policy, standard-setting and capacity-building work across areas, such as energy, environment, trade, transport and many more, helps to boost predictability, investor confidence, as well as institutional, regulatory and policy conditions to facilitate bankable projects.      

    In that respect the UN80 initiative, which aims to strengthen efficiencies and coordination across the UN system, can unlock further benefits for member States, noted the Executive Secretary during her exchanges with representatives of Denmark, France, The Netherlands, Slovenia, United States, and Uzbekistan.

    Stoke-on-Trent is to introduce new rules to make the city’s taxis safer and greener.

    The city council’s cabinet approved changes that will mean all taxi owners must have DBS checks for unspent convictions and cautions.

    Drivers will continue to face enhanced DBS checks and will have to attend courses about safeguarding children and vulnerable people before they begin work – and then re-attend every three years.

    The new rules recommend that all drivers install CCTV in their vehicles for their own safety, and that of their passengers.

    They mean drivers have to notify the council within 48 hours if they are questioned, interviewed or arrested by police. Previously the deadline was seven days.

    Drivers will also have to demonstrate the right to work in the UK through a UK passport or right-to-work code.

    The rules would effectively mean only electric and hybrid taxis will be licensed after April 2031. Conventional diesel or petrol taxis will be gradually phased out before then, with the least polluting, wheelchair-accessible vehicles given longer on the city’s roads.

    The new rules form part of a draft taxi and private hire licensing policy for 2025.

    Operators and drivers have been widely consulted on the planned changes, with the majority in favour of the proposals.

    Councillor Chris Robinson, cabinet member for housing, planning and governance at Stoke-on-Trent City Council, said: “People often use taxis when they are at their most vulnerable, for example after a night out, or in the event of an emergency.

    “Adding an additional layer of security to licensing policy is a vital step in community safety. We don’t want people to just get from ‘A to B’, we want passengers to feel safe and comfortable on their journey.

    “It is fundamental the taxi firms play a part in building a safer and greener city for all with more than 1,760 city council licensed vehicles now operating in the city each year.”

  • Why are Thailand and Cambodia fighting along their border?

    Thailand and Cambodia are engaged in their worst fighting in over a decade, exchanging heavy artillery fire across their disputed border, with at least 16 people killed and tens of thousands displaced.

    Tensions began rising between the Southeast Asian neighbours in May, following the killing of a Cambodian soldier during a brief exchange of gunfire, and have steadily escalated since, triggering diplomatic spats and now, armed clashes.

    WHAT IS THE CURRENT SITUATION?

    Clashes broke out between the two countries early on Thursday along a disputed area abutting an ancient temple, rapidly spilling over to other areas along the contested frontier and heavy artillery exchanges continuing for a second straight day.

    Thailand recalled its ambassador to Phnom Penh on Wednesday and expelled Cambodia’s envoy, in response to a second Thai soldier losing a limb to a landmine that Bangkok alleged had been laid recently by rival troops. Cambodia called that accusation baseless.

    Both sides accuse each other of firing the first shots that started the conflict on Thursday, which have so far claimed the lives of at least 15 civilians, most of them on the Thai side.

    Cambodia has deployed truck-mounted rocket launchers, which Thailand says have been used to target civilian areas, while the Thai armed forces despatched US-made F-16 fighter jets, using one to bomb military targets across the border.

    Some 130,000 people have been evacuated from border areas in Thailand to safer locations, while some 12,000 families on the Cambodian side have been shifted away from the frontlines, according to local authorities.

    WHERE DOES THE DISPUTE ORIGINATE?

    Thailand and Cambodia have for more than a century contested sovereignty at various undemarcated points along their 817 km (508 miles) land border, which was first mapped by France in 1907 when Cambodia was its colony.

    That map, which Thailand later contested, was based on an agreement that the border would be demarcated along the natural watershed line between the two countries.

    In 2000, the two countries agreed to establish a Joint Boundary Commission to peacefully address overlapping claims, but little progress has been made towards settling disputes.

    Claims over ownership of historical sites have raised nationalist tension between the two countries, notably in 2003 when rioters torched the Thai embassy and Thai businesses in Phnom Penh over an alleged remark by a Thai celebrity questioning jurisdiction over Cambodia’s World Heritage-listed Angkor Wat temple.

    WHAT WERE PREVIOUS FLASHPOINTS?

    An 11th century Hindu temple called Preah Vihear, or Khao Phra Viharn in Thailand, has been at the heart of the dispute for decades, with both Bangkok and Phnom Penh claiming historical ownership.

    The International Court of Justice awarded the temple to Cambodia in 1962, but Thailand has continued to lay claim to the surrounding land.

    Tension escalated in 2008 after Cambodia attempted to list the Preah Vihear temple as a UNESCO World Heritage site, leading to skirmishes over several years and at least a dozen deaths, including during a weeklong exchange of artillery in 2011.

    Two years later, Cambodia sought interpretation of the 1962 verdict and the ICJ again ruled in its favour, saying the land around the temple was also part of Cambodia and ordering Thai troops to withdraw.

    WHAT’S BEHIND RECENT TROUBLES?

    Despite the historic rivalry, the current governments of Thailand and Cambodia enjoy warm ties, partly due to the close relationship between their influential former leaders, Thailand’s Thaksin Shinawatra and Cambodia’s Hun Sen.

    But nationalist sentiment has risen in Thailand after conservatives last year questioned the government’s plan to negotiate with Cambodia to jointly explore energy resources in undemarcated maritime areas, warning such a move could risk Thailand losing the island of Koh Kood in the Gulf of Thailand.

    Tensions also rose in February when a group of Cambodians escorted by troops sang their national anthem at another ancient Hindu temple that both countries claim, Ta Moan Thom, before being stopped by Thai soldiers.

    An effort by then Thai premier Paetongtarn Shinawatra, Thaksin’s daughter, to de-escalate the situation in a call last month with Hun Sen spectacularly backfired after a recording of the conversation was initially leaked and later released in full by the Cambodian leader.

    In the call, the 38-year-old prime minister appeared to criticize a Thai army commander and kowtow to Hun Sen, drawing public fury and a complaint from a group of senators, which led to her suspension by a court order on July 1.

    HAVE THERE BEEN ANY RESOLUTION EFFORTS?

    After the May 28 clash, both countries quickly promised to ease tension, prevent more conflict and seek dialogue via their joint border commission at a June 14 meeting.

    The neighbours have issued diplomatically worded statements committing to peace while vowing to protect sovereignty, but their militaries have been mobilising near the border.

    Cambodia, meanwhile, said existing mechanisms were not working and it planned to refer disputes in four border areas to the ICJ to settle “unresolved and sensitive” issues that it said could escalate tensions.

    Thailand has not recognised the ICJ’s rulings on the row and wants to settle it bilaterally.

    Since Thursday’s clashes, Cambodia has written to the United Nations Security Council, urging the body to convene a meeting to stop what it describes as “unprovoked and premeditated military aggression” by Thailand.

    Thailand, on the other hand, wants to resolve the conflict through bilateral negotiations but says talks can only take place after Cambodia ceases violence.

    The Western Cape is working to enhance efforts aimed at preventing road incidents, particularly those involving pedestrians.

    This as the Western Cape Mobility Department is working closely with law enforcement, municipalities, and Joint Traffic Control Centres (JTCCs) in this undertaking.

    According to the provincial department, pedestrians are the most vulnerable road users, accounting for the majority of lives lost on the province’s roads this month.

    Of the 72 road fatalities recorded across the province from 1 to 22 July 2025, pedestrians account for the most deaths, highlighting the need for focused interventions.

    The department said many of these incidents occurred in high-density municipal areas, with Khayelitsha, Milnerton, Paarl, and Kuilsriver repeatedly emerging as hotspots for multiple pedestrian deaths.

    In addition, the R300 corridor, a provincial route, also recorded several fatalities. 

    Meanwhile, outside the primary hotspots, there were over 20 individual pedestrian deaths spread across the province, from metro suburbs to smaller rural towns. 

    “This wide distribution highlights that no community is immune and underscores the need for a province-wide safety response. Recent statistics reveal that pedestrian fatalities occur mostly at night, along highways, and on poorly lit roads,” the statement read. 

    Contributing factors include jaywalking, alcohol use by both pedestrians and drivers, speeding, and non-utilisation of pedestrian infrastructure.

    The department stated that it was collaborating with relevant stakeholders to prevent road incidents involving road users. 
    In the meantime, the province has conducted 442 vehicle checkpoint operations in the first three weeks of July, including 219 drunk driving operations, 84 public transport checks, and targeted operations focusing on seatbelt use, vehicle fitness, learner and farm worker transport.

    The team is deploying road safety ambassadors in high-risk areas to educate communities on safe road use and is launching awareness campaigns supported by schools, neighbourhood watches, non-governmental organisations (NGOs), and other community groups.

    They are also enhancing law enforcement visibility on highways and provincial routes, with improved monitoring.

    Western Cape Mobility MEC, Isaac Sileku, said the loss of pedestrian lives is not just a statistic; it represents families torn apart and communities left in mourning. 

    “We urge both motorists and pedestrians to take responsibility. Motorists must slow down and remain vigilant, while pedestrians should always use designated crossings, wear visible clothing at night, and avoid walking under the influence of alcohol,” Sileku said.

    Meanwhile, the department is also preparing to roll out new pedestrian safety infrastructure and interventions in identified high-risk zones in the coming months, as part of its ongoing strategy to reduce road deaths.

    RIYADH, July 25 (Xinhua) — Chinese technology company WeRide on Wednesday launched a pilot autonomous taxi service under the Robotaxi brand in Saudi Arabia.

    Several dozen vehicles serve King Khalid International Airport and several key areas of Riyadh, including major highways and select destinations in the city centre.

    WeRide said it expects to launch full commercial operations by the end of 2025.

    “The pilot launch of the autonomous taxi service reflects the Kingdom’s vision and strategic investment in the future of mobility,” said Saudi Arabia’s Minister of Transport and Logistics Services Saleh bin Nasser Al Jasser. “This step reinforces our commitment to fostering innovation, adopting cutting-edge technologies, and creating a globally competitive, efficient and sustainable transport sector that supports economic growth and improves quality of life for all,” he added.

    CAIRO, July 25 (Xinhua) — About 166 trucks carrying humanitarian aid entered the Gaza Strip on the night from Wednesday to Thursday, Egyptian Al-Qahira Al-Ikhbariya TV reported, citing an anonymous source in the security forces.

    According to him, trucks carrying humanitarian aid entered the besieged enclave through the Zikim and Kerem Shalom /Kerem Abu Salem/ border crossings.

    The aid shipment included flour, food and medicine, the source said. “Egypt has stepped up its efforts with all international parties to deliver more aid to the Gaza Strip during this period,” he added.

    He further emphasised that the UK’s auto manufacturers would likely increase their imports of components from India, potentially setting up local factories to take advantage of India’s low manufacturing costs and abundant talent.

    “The Indian auto parts manufacturing industry is one of the most sophisticated and advanced in the world. In fact, if you look at the auto industry, we have a huge leg up in the world of exporting auto components. So I don’t think so. Indian industry really needs to feel that expensive components made in the UK or other Western markets will flow into India,” Mittal told ANI.

    He dismissed concerns that the deal might undermine India’s “Make in India” initiative, highlighting the advanced and sophisticated nature of India’s auto parts manufacturing industry.

    “Quite the contrary with this again, companies that are manufacturing cars and trucks and automobiles in the UK will be importing more components from India, probably setting up industries and factories in India to ensure that they can get low-cost manufacturing of high-quality availability for their own markets and global markets,” he remarked.

    Under the trade agreement, the import duty on cars built in the UK–both electric and gasoline/diesel–will be reduced from over 100 percent to about 10 percent, subject to a predetermined yearly quota.

    With safeguards in place to protect India’s local auto sector as its own manufacturing capacity grows, this concession will be brought in gradually over the course of the next ten to fifteen years.

    He also pointed out that many UK-based companies are already exporting Indian-made auto components to over 100 countries, underscoring India’s global competitiveness in this sector.

    “Do keep in mind companies that have gone from the UK to India are exporting from India to 100 other countries. What’s the reason? Talent is in short supply in the UK. Talent is very expensive. Manufacturing is very expensive in the UK. The local market is rather modest,” Mittal added.

    The Automotive Component Manufacturers Association of India (ACMA) has also welcomed the signing of the India-UK Comprehensive Trade Agreement.

    The body said that CETA is expected to benefit the Indian auto component sector through enhanced opportunities for exports and streamlined regulatory processes, particularly in key areas such as electric mobility, precision engineering, and lightweight materials.

    Indian MSMEs, which form the backbone of our industry, stand to gain from the liberalised terms of trade and improved access to UK markets.

    Israel’s denial of aid and the killing of civilians, including children, seeking access to water and food cannot be defended or ignored.

    According to the United Nations Palestinian refugee agency UNRWA, more than 100 people – most of them children – have died of hunger. One in five children in Gaza City is malnourished, with the number of cases rising every day.

    Proposed ceasefire deal

    The latest ceasefire proposal was reportedly close to being agreed by both parties.

    It included a 60-day truce, during which time Hamas would release ten living Israeli hostages and the remains of 18 others. In exchange, Israel would release a number of Palestinian prisoners, and humanitarian aid to Gaza would be significantly increased.

    During the ceasefire, both sides would engage in negotiations toward a lasting truce.

    While specific details of the current sticking points remain unclear, previous statements from both parties suggest the disagreement centres on what would follow any temporary ceasefire.

    Israel is reportedly seeking to maintain a permanent military presence in Gaza to allow for a rapid resumption of operations if needed. In contrast, Hamas is demanding a pathway toward a complete end to hostilities.

    A lack of mutual trust has dramatically clouded the negotiations.

    From Israel’s perspective, any ceasefire must not result in Hamas regaining control of Gaza, as this would allow the group to rebuild its power and potentially launch another cross-border attack.

    However, Hamas has repeatedly said it is willing to hand over power to any other Palestinian group in pursuit of a Palestinian state based on the 1967 borders. This could include the Palestinian National Authority (PNA), which governs the West Bank and has long recognised Israel.

    Support for a Palestinian state

    Israeli leaders have occasionally paid lip service to a Palestinian state. But they have described such an entity as “less than a state” or a “state-minus” – a formulation that falls short of both Palestinian aspirations and international legal standards.

    In response to the worsening humanitarian situation, some Western countries have moved to fully recognise a Palestinian state, viewing it as a step toward a permanent resolution of one of the longest-running conflicts in the Middle East.

    Macron’s announcement France will officially recognise a full Palestinian state in September is a major development.

    France is now the most prominent Western power to take this position. It follows more than 140 countries – including more than a dozen in Europe – that have already recognised statehood.

    While largely symbolic, the move adds diplomatic pressure on Israel amid the ongoing war and aid crisis in Gaza.

    However, the announcement was immediately condemned by Israeli Prime Minister Benjamin Netanyahu, who claimed recognition “rewards terror” and

    risks creating another Iranian proxy, just as Gaza became. A Palestinian state in these conditions would be a launch pad to annihilate Israel – not to live in peace beside it.

    Annexing Gaza?

    A Palestinian state is unacceptable to Israel.

    Further evidence was recently presented in a revealing TV interview by former Israeli Prime Minister Ehud Barak who stated Netanyahu had deliberately empowered Hamas in order to block a two-state solution.

    Instead there is mounting evidence Israel is seeking to annex the entirety of Palestinian land and relocate Palestinians to neighbouring countries.

    Given the current uncertainty, it appears unlikely a new ceasefire will be reached in the near future, especially as it remains unclear whether the US withdrawal from the negotiations was a genuine policy shift or merely a strategic negotiating tactic.

  • Over 3.5 lakh pilgrims perform Amarnath Yatra in 21 days

    Over 3.52 lakh devotees have undertaken the ongoing Amarnath Yatra till Thursday, as another batch of pilgrims departed for the Kashmir Valley on Friday, officials said.

    “Another batch of 2,896 yatris left the Bhagwati Nagar Yatri Niwas in Jammu on Friday in two escorted convoys, heading towards the two designated base camps,” officials stated.

    The first convoy, comprising 42 vehicles and carrying 790 pilgrims, departed at 3:30 a.m. for the Baltal base camp. The second convoy, consisting of 75 vehicles and carrying 2,106 pilgrims, left at 4:18 a.m. for the Pahalgam base camp.

    On Thursday, ‘Chhari Mubarak’ (Lord Shiva’s Holy Mace) was taken to the historic Shankaracharya Temple in Srinagar for the customary puja, performed on the occasion of ‘Haryali Amavasya’ (Shravan Amavasya) by a group of sadhus led by Mahant Deependra Giri. This ritual is a part of the age-old tradition associated with the annual pilgrimage.

    Today, the Chhari Mubarak will be carried to the Sharika Bhawani Temple atop the Hari Parvat hillock in Srinagar for another round of traditional worship.

    The Chhari Mubarak is scheduled to begin its final journey towards the Amarnath cave shrine from Dashnami Akhara Temple in Srinagar on August 4 and will reach the holy cave on August 9, marking the official conclusion of this year’s Yatra.

    President Donald Trump said on Thursday he would not destroy Elon Musk’s companies by taking away federal subsidies and that he wants the billionaire tech entrepreneur’s businesses to thrive.

    The remarks follow a public clash with his former close ally over his tax bill. In July, the space and automotive billionaire announced the formation of a new political party, saying Trump’s “big, beautiful” tax bill would bankrupt America.

    “Everyone is stating that I will destroy Elon’s companies by taking away some, if not all, of the large scale subsidies he receives from the U.S. Government. This is not so!” Trump said in a social media post.

    “I want Elon, and all businesses within our Country, to THRIVE.”

    In a post on X, Musk said the “subsidies” Trump was talking about simply do not exist.

    SpaceX won the NASA contracts by doing a better job for less money, he added. “Moving those contracts to other aerospace companies would leave astronauts stranded and taxpayers on the hook for twice as much!”

    The president’s social media post came on the heels of Musk’s warningto Tesla TSLA.O investors on Wednesday that U.S. government cuts in support for electric vehicle makers could lead to a “few rough quarters” for the company.

    Though Musk has often said government subsidies should be eliminated, Tesla has historically benefited from billions of dollars in tax credits and other policy benefits because of its business in clean transportation and renewable energy.

    Sweeping tax and budget legislation approved by Congress, and signed by Trump, will halt$7,500 tax credits for buying or leasing new electric vehicles on September 30, as well as a $4,000 used EV credit, that have helped spur their sales in recent years.

    Before the relationship soured, Musk had spent more than a quarter of a billion dollars to help Trump win November’s presidential election and led the Department of Government Efficiency’s chaotic effort to slash the budget and cut the federal workforce.

    The Tesla CEO left the administration in late May to refocus on his tech empire.

    Trump and Musk fell out shortly afterward when Musk openly denounced the Republican president’s tax-cut and spending bill, leading to threats by Trump to cancel billions of dollars worth of federal government contracts with Musk’s companies.

    A week after the June spat, Reuters reported the White House had directed the Defense Department and NASA to gather details on billions of dollars in SpaceX contracts to ready possible retaliation against the businessman and his companies.

    Musk’s SpaceX had been considered a frontrunner to build out Trump’s $175-billion Golden Dome missile defense shield and remains a natural choice for key elements of the project.

    But sources familiar with the matter told Reuters this week that the administration is expanding its search for partners to build Golden Dome as tension with Musk threatens SpaceX’s dominance in the program.

    Thailand and Cambodia exchanged heavy artillery fire on Friday as their worst fighting in more than a decade stretched for a second day, despite calls from the region and beyond for an immediate ceasefire in an escalating border conflict that has killed at least 16 people.

    Thailand’s military reported clashes from before dawn in the Ubon Ratchathani and Surin provinces and said Cambodia had used artillery and Russian-made BM-21 rocket systems. Authorities said 100,000 people had been evacuated from conflict areas on the Thai side.

    “Cambodian forces have conducted sustained bombardment utilising heavy weapons, field artillery and BM-21 rocket systems,” the Thai military said in a statement.

    “Thai forces have responded with appropriate supporting fire in accordance with the tactical situation.”

    Both sides blamed each other for starting the conflict on Thursday at a disputed border area, which quickly escalated from small arms fire to heavy shelling in at least six locations 209 km (130 miles) apart along a frontier where sovereignty has been disputed for more than a century.

    Reuters journalists in Surin province reported hearing intermittent bursts of explosions on Friday, amid a heavy presence of armed Thai soldiers along roads and gas stations in the largely agrarian area.

    A Thai military convoy, including around a dozen trucks, armoured vehicles and tanks, cut across provincial roads ringed by paddy fields and moved toward the border.

    The fighting erupted on Thursday just hours after Thailand recalled its ambassador to Phnom Penh the previous night and expelled Cambodia’s envoy, in response to a second Thai soldier losing a limb to a landmine that Bangkok alleged had been laid recently by rival troops. Cambodia has dismissed that as baseless.

    DEATH TOLL RISES

    The Thai death toll rose to 15 as of early Friday, 14 of them civilians, according to the health ministry. It said 46 people were wounded, including 15 soldiers.

    Cambodia’s national government has not provided details of any casualties or evacuations of civilians. A government spokesperson did not immediately respond to a request for comment on the latest clashes.

    Meth Meas Pheakdey, spokesperson for the provincial administration of Cambodia’s Oddar Meanchey province, said one civilian had been killed and five were wounded, with 1,500 families evacuated.

    Thailand had positioned six F-16 fighter jets on Thursday in a rare combat deployment, one of which was mobilised to strike a Cambodian military target, among measures Cambodia called “reckless and brutal military aggression”.

    Thailand’s use of an F-16 underlines its military advantage over Cambodia, which has no fighter aircraft and significantly less defence hardware and personnel, according to the London-based International Institute for Strategic Studies

    The United States, a long-time treaty ally of Thailand, called for an “immediate cessation of hostilities, protection of civilians and a peaceful resolution.”

    Malaysian Prime Minister Anwar Ibrahim, the chair of the Association of Southeast Asian Nations, of which Thailand and Cambodia are members, said he had spoken to leaders of both countries and urged them to find a peaceful way out.

    “I welcome the positive signals and willingness shown by both Bangkok and Phnom Penh to consider this path forward. Malaysia stands ready to assist and facilitate this process in the spirit of ASEAN unity and shared responsibility,” he said in a social media post late on Thursday.

    Eyeing China’s booming low-altitude mobility sector, a number of companies unveiled their latest cutting-edge products and solutions at the first International Advanced Air Mobility Expo, which kicked off on Wednesday in Shanghai and will run through Saturday.

    With participation of nearly 300 exhibitors from around the globe, the event is expected to attract over 50,000 visitors, event organizers said.

    A variety of electric vertical takeoff and landing (eVTOL) aircraft are on display. For example, Vector5 — the world’s first large payload eVTOL aircraft designed by Vision Aero Ltd for emergency medical service and search and rescue — was unveiled at the event.

    With a maximum payload of 680 kilograms and takeoff weight of 3,180 kg, the seven-seat eVTOL aircraft developed by the Xi’an, Shaanxi province-based company is equipped with sufficient medical devices and fixation systems for stretchers. Compared with existing medevac helicopters, the eco-friendly aircraft can greatly reduce costs and improve efficiency when dealing with emergency rescue demands.

    “We expect to roll out a more cost-effective model compared to traditional helicopters with Vector5, by cutting the purchase cost by about 50 percent, thanks to the complete supply chain in China,” said Hu Yiqiang, general manager of the company.

    “The low-altitude economy is booming in China, and we see potential market demand for eVTOL aircraft in the medical service sector.”

    Also eyeing overseas markets, Vision Aeronautics is expanding its layout worldwide in regions such as Europe, the Middle East and Southeast Asia.

    During the expo, unmanned aircraft designed for logistics and transportation also attracted large crowds. Among them, the “Air Jeep” AI-101 — a super short take-off and landing (SuperSTOL) intelligent aircraft developed by McLean (Shanghai) Intelligent Technology Co Ltd — made its world debut at the expo.

    With a take-off and landing distance shorter than 40 meters and a minimum takeoff distance of 7 meters, the large fixed-wing unmanned aircraft is tailored for courier services within 600 kilometers, said the company.

    “The number of deliveries soared over 160-fold from 2010 to 2024 in China. Our aircraft can carry 500 kg of goods, and require no general aviation airports or long runways to take off or land. Logistics firms are in urgent need of such aircraft, which has been rushing us forward,” said Ma Liqi, co-founder and CEO of McLean.

    Big names from overseas are also at the expo. Sky Enterprises Inc from the United States is displaying its amphibious aircraft RC-3 Seabee for the first time in China.

    The model can adapt to complex take-off and landing scenarios such as water surfaces, grasslands, snowy fields and sandy areas. Its first version was produced in 1946, and since then, it has been widely applied in over 30 countries in fields such as tourism, transportation, emergency rescue, logistics and express delivery, forest fire fighting and border patrols.

    The aircraft has been through comprehensive upgrades to improve its load and endurance performance so as to tap into the Chinese market. Planning to obtain Chinese certificates within 10 months, the company said it is looking to launch a manufacturing base in the country, and deliver its upgraded aircraft around the end of next year.

    Celia Chen, CEO of the company, said: “We believe this is the best time for us to enter China as we see the nation’s great efforts in promoting the low-altitude economy, which gives us full confidence and solid support. The nation has a well-developed supply chain and advanced artificial intelligence technologies, and we hope to take such advantages to carry the classic aircraft forward.”

    “When disasters strike, SBA’s Disaster Loan Outreach Centers perform an important role by assisting small businesses and their communities,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the U.S. Small Business Administration. “At these centers, our SBA specialists help business owners and residents apply for disaster loans and learn about the full range of programs available to support their recovery.”

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    The SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and private nonprofit organizations impacted by financial losses directly related to these disasters. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    For SBA declaration MO 21094 for the March storms, interest rates are as low as 4% for small businesses, 3.625% for nonprofits, and 2.75% for homeowners and renters with terms up to 30 years.

    For SBA declaration MO 21129 for the May storms, interest rates are as low as 4% for small businesses, 3.625% for nonprofits, and 2.813% for homeowners and renters with terms up to 30 years.

    Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA determines eligibility and sets loan amounts and terms based on each applicant’s financial condition.

    Although the deadline to return applications for physical property damage due to the March storms has passed, there is a grace period of 60 days the SBA will accept applications beyond the July 22 deadline. The grace period will end on Sept. 20, 2025. The deadline to return economic injury applications is Feb. 23, 2026.

    The filing deadline to return applications for physical property damage due to the May storms is Aug. 11, 2025. The deadline to return economic injury applications is March 9, 2026.

    SACRAMENTO, Calif. – In response to a Presidential disaster declaration issued July 22, the U.S. Small Business Administration (SBA)announced the availability of low interest federal disaster loans to New Mexico small businesses, private nonprofit (PNP) organizations and residents affected by severe storms, flooding and landslides beginning June 23.

    The disaster declaration covers the New Mexico county of Lincoln which is eligible for both Physical damage loans and Economic Injury Disaster Loans (EIDLs) from the SBA. Small businesses and PNP organizations in the following adjacent counties are eligible to apply only for SBA EIDLs: Chaves, De Baca, Guadalupe, Otero, Sierra, Socorro and Torrance.

    “One distinct advantage of SBA’s disaster loan program is the opportunity to fund upgrades reducing the risk of future storm damage,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “I encourage businesses and homeowners to work with contractors and mitigation professionals to improve their storm readiness while taking advantage of SBA’s mitigation loans.”

  • MIL-OSI Submissions: Gaza: MSF finds 1 in 4 young children and pregnant women malnourished as Israel’s policy of starvation continues

    Gaza Strip: Israeli authorities’ deliberate use of starvation as a weapon in Gaza has reached unprecedented levels, with patients and healthcare workers themselves now fighting to survive, Médecins Sans Frontières (MSF) warns.

    MSF staff are receiving an increasing number of malnourished patients at our clinics, while they themselves struggle to find sufficient food. Across screenings of children aged six months to five years old and pregnant and breastfeeding women, at MSF facilities last week, 25 per cent were malnourished. At the MSF clinic in Gaza City, the number of people enrolled for malnutrition has quadrupled since 18 May, while rates of severe malnutrition in children under five have tripled in the last two weeks alone.

    This is not just hunger – it’s deliberate starvation, manufactured by the Israeli authorities. The weaponisation of food to exert pressure on a civilian population must not be normalised. Israeli authorities must allow food and aid supplies into Gaza at scale.

    “We see the dire consequences of these shortages in Gaza on a daily basis in our clinic,” says Caroline Willemen, project coordinator at the MSF clinic in Gaza City. “We are now enrolling 25 new patients every single day for malnutrition. We see the exhaustion and the hunger in our own colleagues.”

     Meanwhile, hundreds of people seeking desperately needed aid continue to be attacked by Israeli forces and private security contractors at food distribution sites run by the Israeli proxy, the Gaza Humanitarian Foundation (GHF).

    “What we are seeing is unconscionable; an entire population being deliberately cut off from food and water, all while the Israeli forces commit daily massacres as people scramble for scraps of food at distribution sites. Any shred of humanity in Gaza has been wiped out in the ongoing genocide,” says Amande Bazerolle, MSF head of emergency response in Gaza.

    In the last two months, more than 1,000 people have been killed and over 7,200 injured, according to the Ministry of Health, as they attempted to collect aid, including a large proportion at the distribution sites of the GHF, which is backed and funded by the US government. Despite these sites being set up to avoid aid diversion, they have done nothing to reduce the existence of looting.

    “These food distributions are not humanitarian aid, they are war crimes committed in broad
    daylight and presented to the world with compassionate language. Those who go to the Gaza Humanitarian Foundation’s food distributions know that they have the same chance of receiving a sack of flour as they do of leaving with a bullet in their head,” says Dr. Mohammed Abu Mughaisib, MSF deputy medical coordinator in Gaza.

    In addition to people wounded at GHF sites, our teams have treated dozens of patients from recurrent massacres by Israeli forces as people wait for flour from trucks that pass by.

    “In the emergency room of Sheikh Radwan clinic a few days ago, dozens of patients came in, both dead and wounded,” says Willeman. “These were people who had approached trucks for flour and were ruthlessly shot by Israeli forces.

    That day MSF and Ministry of Health medical teams at the clinic, in north Gaza, treated 122 people with gunshot wounds who had been fired on while waiting for flour and additional 46 people were dead on arrival.

    To make matters worse, in the last week, community kitchens who provide food to patients and medical staff in hospitals have struggled to do so, some shutting down for days at a time. Even if they can deliver, it is only one meal a day of plain rice for patients who need nutrient-rich food to heal properly, and often nothing for staff. This is no longer about what people can afford. There is barely any food available in most of the strip.

  • MIL-OSI New Zealand: Objects of all kinds causing obstructions on state highways

    Glass, spare tyres, metal sheets and poles, building materials, furniture, hay bales – these are just some of the objects causing obstruction on South Island state highways and needing to be cleared daily by contractors.

    Reports of the obstructions come into New Zealand Transport Agency Waka Kotahi (NZTA) each day as contractors are dispatched to remove these items that can cause a hazard by blocking or interfering with traffic flows.

    “Sometimes it is as simple as tree branches falling onto the highway, or road cones having been shifted; but often we are talking about heavy items that have fallen from vehicles that weren’t properly secured or became dislodged in accidents,” says NZTA system manager Mark Pinner.

    “It underlines the need for vehicles such as trucks, or lighter vehicles towing trailers, to ensure that any loads are well secured. The Road Code does state that motorists must not drive an unsafe vehicle or a vehicle with an unsafe load which isn’t tied down, could fall from the vehicle, or is dragging on the ground.”

    “Sometimes the reports that come in from road users about items on the road are quite vague and we don’t really know what we are dealing with until the contractors arrive onsite to deal with them.”

    “The risk is not only that items or material that fall onto the roads may disrupt traffic, but it can also potentially lead to injury if there is a collision or evasive action is taken by drivers. This is why we act fast to clear the obstruction, or we may put in place closures or traffic management if needed to keep people safe while the object is cleared.”
