    [WASHINGTON, D.C.] – U.S. Senator Tammy Duckworth (D-IL)—founding co-chair of the Senate Sustainable Aviation Fuel (SAF) Caucus—met with Illinois Farm Bureau (IFB) President Brian Duncan and IFB members to discuss shared priorities to grow Illinois’s agriculture industry and support our farmers. Duckworth and the members discussed the importance of supporting our family farmers by expanding the biofuels market, increasing agricultural exports and improving farm safety net programs as Donald Trump continues to threaten critical federal agricultural programs.     In the Senate, Duckworth has been a leader in supporting biofuels, including expansion of sustainable aviation fuel (SAF) and permanent authority to use E15 fuel year-round. To help increase the availability of E15 biofuels, Duckworth helped introduce the bipartisan Consumer and Fuel Retailer Choice Act and the bipartisan Next Generations Fuel Act to allow the year-round, nationwide sale of ethanol blends higher than 10 percent. Duckworth additionally helped introduce the bipartisan Home Front Energy Independence Act to ban Russian oil and expand use and production of biofuel that’s grown in the American heartland, while providing American families with a less expensive option to fuel their vehicles. Earlier this year she helped introduced the Farm to Fly Act to help accelerate the production and development of SAF.

    As a member of the U.S. Senate Foreign Relations Committee, Duckworth has been an advocate for Illinois agriculture across the globe and helped secure significant wins for Illinois and American agriculture. After Duckworth’s visit in 2023, Japan announced a regulatory change that will lead to an increase in imports from U.S. biofuel producers, supporting our farmers and growing Illinois’s economy, and following a prior trip to Taiwan in 2022, she helped secure a commitment from Taiwan to purchase an estimated $2.6 billion of our Illinois’s corn and soybeans.

    The Secretary-General is deeply saddened by the news of the Air India plane crash in Ahmedabad, Gujarat, on 12 June, which claimed the lives of more than 200 people aboard as well as the loss of life and injuries at the BJ Medical College hostel, which was struck during the crash.
     
    He extends his heartfelt condolences to the families of the victims and to the people and Government of India, as well as to all countries whose citizens were affected by this tragedy. He wishes a swift and full recovery to those who were injured.

  • MIL-OSI USA: California Will Not Waver in Defending Itself from Federal Overreach: Attorney General Bonta Sues Trump Administration for Attack on California’s Clean Vehicles Program

    LOS ANGELES – California Attorney General Rob Bonta, California Governor Gavin Newsom, and the California Air Resources Board today led a coalition of 10 attorneys general in filing a lawsuit against the federal government challenging the unprecedented and unlawful use of the Congressional Review Act (CRA) to upend California’s clean vehicles program, specifically the Advanced Clean Cars II (ACCII), Omnibus, and Advanced Clean Trucks (ACT) standards. Predicated on illegal actions by the Trump Administration, Congress purported to disapprove the Clean Air Act waivers, granted by the Environmental Protection Agency (EPA), that allow California to enforce these more stringent, state-level emission standards. In the 50 years since the Clean Air Act was enacted, waivers have never been subject to the CRA.  Nor have any other agency orders that adjudicate requests for permission—such as oil and gas leases or mining permits. Congress’s unprecedented action attempting to invalidate California’s waivers contradicts the non-partisan Government Accountability Office and Senate Parliamentarian, both of whom determined that the CRA process to disapprove federal regulations does not apply to waivers.

    If California is prevented from enforcing these vehicle emission standards, it will result in the loss of significant economic and public health benefits, costing California taxpayers an estimated $45 billion in preventable health care costs. Despite decades of progress, tens of millions of Californians still breathe some of the worst air in the nation—these regulations were specifically designed to change that. Losing these standards would also undermine market certainty for vehicle manufacturers, stifling innovation and job creation, including in the electric vehicle sector, which has been a growing source of high-paying green jobs and investment. 

    “The President’s reckless, politically motivated, and illegal attacks on California continue, this time with his attempt to trample on our longstanding authority to maintain more stringent clean vehicle standards,” said Attorney General Bonta. “The President is busy playing partisan games with lives on the line and yanking away good jobs that would bolster the economy – ignoring that these actions have life or death consequences for California communities breathing dirty, toxic air. I’ve said it before, and I’ll say it again: California will not back down. We will continue to fiercely defend ourselves from this lawless federal overreach.”

    “Trump’s all-out assault on California continues – and this time he’s destroying our clean air and America’s global competitiveness in the process,” said Governor Gavin Newsom. “We are suing to stop this latest illegal action by a President who is a wholly-owned subsidiary of big polluters.”

    Motor vehicle emissions contribute to the formation of smog, as well as fine particle pollution and unhealthy levels of air toxics, all of which are linked to premature death, respiratory illness, cardiovascular problems, and cancer, among other serious health impacts. Transportation is also the leading source of greenhouse gas emissions in the country, and cars and trucks account for more than 80% of those transportation emissions. 

    The Clean Air Act requires the EPA to set federal emission standards for air pollutants from new motor vehicles or new motor vehicle engines that cause or contribute to air pollution that endangers public health or welfare. The Clean Air Act allows California to adopt more stringent emission requirements independent from EPA’s regulations, and the Act requires EPA to approve preemption waivers for those requirements absent certain, limited circumstances not present here. Historically, EPA – under both Republican and Democratic administration – has granted California more than 75 preemption waivers for updates to the State’s new motor vehicle emissions control program. As Congress intended, these waivers have allowed California to improve on its vehicle emissions program, which pre-existed the federal government’s efforts to regulate vehicle emissions via the Clean Air Act.

    Consumers are rapidly embracing clean vehicle options. In California alone, over 2 million zero-emission passenger cars have been sold, with clean vehicles now making up 26% of all new car sales. This momentum extends to the medium-and heavy-duty vehicle market as well, where sales have exceeded targets for two consecutive years – well ahead of timelines set by state regulations.

    Since 2023, the EPA granted California three waivers, allowing it to enforce the ACC II, Omnibus and ACT regulations in California. Under ACC II, automakers must continue to sell an increasing number of zero-emission vehicles in California—as they have been for decades. By model year 2035, 80% of the passenger vehicles sold in California must be zero-emission, while the remaining 20% may be plug-in hybrids. Advanced Clean Truck regulations, which aim to accelerate the widespread adoption of zero emission vehicles in the medium and heavy-duty truck sector, are similarly critical for California’s efforts to meet air quality standards and protect public health. By 2040, the Advanced Clean Truck regulations will reduce emissions of NOx by 16.9 tons per day and fine particulate matter emissions by 0.46 tons per day. The Omnibus regulation requires internal combustion heavy-duty trucks sold in California to meet strict standards for oxides of nitrogen (NOx), which are major contributors to smog formation.

    Under the direction of President Trump, the EPA transmitted these waivers to Congress as “rules” in an attempt to invoke CRA procedures, even though all three waivers state EPA’s consistent and longstanding position, under both Republican and Democratic administrations, that waiver decisions are not “rules.” Both the Republican-controlled U.S. House of Representatives and the Senate illegally used the CRA to “disapprove” of California’s Clean Air Act waivers.

    The complaint filed today alleges that the attempt to invalidate California’s waivers violated constitutional principles of federalism and separation of powers, the Take Care Clause, and multiple federal statutes including the Congressional Review Act and Administrative Procedure Act.  The complaint asks the court to declare the resolutions to be unlawful and to require the Administration to implement the Clean Air Act consistent with the granted waivers. 

    Attorney General Bonta led the lawsuit with the attorneys general of Colorado, Delaware, Massachusetts, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont, and Washington.

  • MIL-OSI USA: Welch Celebrates House Passage of His Bipartisan, Bicameral Bill to Require Baby Changing Stations on Amtrak Trains

    WASHINGTON, D.C. — U.S. Senators Peter Welch (D-Vt.) and Marsha Blackburn (R-Tenn.) joined U.S Representatives Lauren Underwood (D-IL-14) and Jeff Van Drew (R-NJ-02) this week in celebrating the House passage of the bipartisan, bicameral Baby Changing on Board Act. This bill would require each Amtrak train to be outfitted with baby changing stations in all accessible restrooms and to post adequate signage indicating their availability. The Baby Changing on Board Act directs Amtrak to utilize current funding streams to install baby changing stations on new cars until Amtrak can meet a minimum service requirement. 
    “A lack of safe and sanitary spaces for parents to care for their children while traveling can make any journey more challenging. Longer train rides can be especially stressful for parents who need to utilize baby changing stations more than once when riding the rails. While some trains are equipped with these crucial facilities, Amtrak can—and must—do more to increase access to these private, sanitary spaces to care for their children,” said Senator Welch. “The House’s passage of our bipartisan bill brings us one step closer to ensuring a smooth ride for rail passengers with infants.” 
    “The route from Memphis to New Orleans – the main Amtrak route used by Tennesseans – is almost nine hours, meaning families need access to changing facilities for their children,” said Senator Blackburn. The Baby Changing on Board Act would ensure that families traveling by Amtrak are supported with baby changing stations in all accessible restrooms.” 
    “Parents and caregivers shouldn’t have to worry about whether there’s a safe, clean place to care for their kids while traveling,” said Rep. Underwood. “I am so pleased that this legislation has passed the House and is now one step closer to becoming law. This common-sense, bipartisan legislation is a practical and necessary step to make sure families have access to the amenities they need on Amtrak.” 
    “Ensuring families have access to baby changing stations in Amtrak train cars is a simple, common-sense solution that will make a world of difference,” said Rep. Van Drew. “As a parent myself, I know how important it is for families traveling with young children to feel comfortable and supported during their journeys. By tapping into existing funding to put in these stations, we are meeting a real need and making travel a lot easier for parents and their little ones. Every family deserves that kind of support on their journeys.” 
    The Baby Changing on Board Act is endorsed by A Better Balance, MomsRising Together, and the National Women’s Law Center. 
    In Fiscal Year 2024, Amtrak set an all-time ridership record with 32.8 million passenger trips and operated routes connecting 46 states, Washington D.C. and two Canadian provinces. The average duration of a trip on Amtrak’s most traveled route, the Northeast Regional, can last between 3.5 and 8 hours, from D.C. to New York and from D.C. to Boston, respectively. Amtrak’s longest route, connecting Los Angeles to Chicago, can take passengers 65 hours to travel. Parents and families who are traveling often need to change a newborn child’s diaper every two hours, making accessible, safe, and comfortable changing facilities essential.

    BACKGROUND

      • Last year, Tennessee was ranked among the top ten states for motor vehicle thefts, and Tennessee saw a nearly 200% increase in auto theft crime by juveniles in 2023.
      • The current federal carjacking statute requires prosecutors to prove defendants had an “intent to cause death or bodily harm,” which has made it harder to bring federal carjacking prosecutions and accounts for the decrease in federal carjacking prosecutions in certain parts of the country.
      • The Federal Carjacking Enforcement Act would fix this drafting error by requiring prosecutors only have to prove the knowing taking of a motor vehicle.
      • In cases in which death results following a carjacking, the bill would maintain the higher “intent to cause death or bodily harm” requirement.
    • Senator Blackburn introduced the AFTER SCHOOL Act to establish a grant program administered through the U.S. Department of Justice for localities to receive funds to establish, maintain, and strengthen after school programs proven to reduce juvenile crime and recidivism.
      • Much of the crime committed in Memphis is driven by juvenile offenders, who are committing more and more aggravated assaults, robberies, and carjackings against innocent city residents;
      • The gap of time after school and before their parents get home is prime time for violent behavior among youth, and the four hours following the end of the school day (around 2:00 to 6:00 PM) is typically the peak of violent crime.
    • Senator Blackburn also introduced the Restoring Law and Order Act to increase funding for law enforcement and help keep violent criminals behind bars by establishing a “Make America Safe Again” federal grant program to:
      • Hire more police officers and detectives, so that states can better target violent crime;
      • Provide funding for law enforcement agencies to target drug-related crimes such as fentanyl;
      • Detain and deport illegal aliens who have committed crimes in the United States;
      • Use public safety tools such as bail and pretrial detention to prevent dangerous offenders from returning to communities; and
      • Give state and local governments the funds to eliminate investigatory backlogs and more-quickly process criminal evidence.

  • Netanyahu to Carney: World leaders express shock and grief over Air India plane crash

    Top leaders of the world continue to express their heartfelt condolences and deep grief at the tragic crash of an Air India flight AI 171 in Ahmedabad on Thursday. The London-bound aircraft, carrying over 200 people, crashed shortly after takeoff near Meghani Nagar.

    “To my friend PMO India Narendra Modi and the people of India, I was saddened to learn of the tragic Air India crash. My thoughts and prayers are with the families of the fallen,” Israeli Prime Minister Benjamin Netanyahu posted on X.

    Sri Lankan President Anura Kumara Dissanayake said that he was “deeply saddened” by the tragic crash of Air India flight with the civilian casualties on the ground being equally heartbreaking.

    “I am deeply saddened by the tragic crash of Air India flight AI171 near Ahmedabad today. We offer our heartfelt condolences to the families of all those affected onboard. Equally heartbreaking are the civilian casualties on the ground, including young medical students whose lives and futures were struck by this tragedy. At this moment of deep sorrow, the people of Sri Lanka stand in solidarity with India. Our thoughts and prayers are with everyone impacted,” Dissanayake posted on X.

    Mark Carney, the Prime Minister of Canada, mentioned that Canada is deeply saddened by the crash of a London-bound Air India plane in Ahmedabad.

    “Devastated to learn of the crash of a London-bound Air India plane in Ahmedabad. My thoughts are with the loved ones of everyone on board. Canada’s transportation officials are in close contact with counterparts and I am receiving regular updates as the response to this tragedy unfolds,” he said.

    Prime Minister Narendra Modi is scheduled to visit Canada for the G7 Summit, next week. Cyprus, another country PM Modi is expected to visit en route to Canada, also expressed shock over the Ahmedabad air crash.

    “Dear PM Narendra Modi, I express my heartfelt condolences to you and the people of India following the devastating loss of Air India Flight AI171. The people of Cyprus mourn with you. In this time of sorrow, we stand by our Indian friends with solidarity and compassion,” stated Cyprus President Nikos Christodoulides.

    Former British Prime Minister Rishi Sunak, who was visiting India recently, also took to X to offer his condolences.

    “Akshata and I are deeply shocked and distressed by the news of the Air India tragedy. There is a unique bond between our two nations and our thoughts and prayers go out to the British and Indian families who have lost loved ones today,” he stated.

    Belgian Deputy Prime Minister and Foreign Minister Maxime Prevot, who had just hosted External Affairs Minister S. Jaishankar in Brussels, said that he was “shocked and deeply saddened” by the crash of the Air India flight near the airport in Ahmedabad.

    “Our thoughts are with the victims, the rescuers on the ground, and the people of India in these painful moments. Belgium stands in solidarity with India and all affected communities. Our services are closely following developments,” he said.

    Earlier, Russian President Vladimir Putin sent a message of condolence to President Droupadi Murmu and Prime Minister Narendra Modi over the passenger plane crash in Ahmedabad..

    “Please accept the deepest condolences over the tragic consequences of a passenger plane crash in Ahmedabad. Kindly convey the words of sincere sympathy and support to the families and near ones of the victims, as well as wishes for a speedy recovery to all those injured in this catastrophe,” said Putin

    President of Maldives, Mohamed Muizzu also expressed grief and extended solidarity with the Government and people of India.

    “I express profound sadness at the tragic crash of Air India flight AI 171 near Ahmedabad. At this difficult time, the government and people of Maldives stand in solidarity with the people and the Government of India,” Muizzu posted on X.

    Ursula von der Leyen, President of the European Union, too expressed shock over the “heartbreaking news” from India.

    “My deepest condolences to the families and loved ones grieving this terrible loss. We share your pain. Dear Narendra Modi, Europe stands in solidarity with you and the people of India in this moment of sorrow,” she said.

    British Prime Minister Keir Starmer said that the scenes emerging of a London-bound plane carrying many British nationals crashing in the Indian city of Ahmedabad are devastating.

    “I am being kept updated as the situation develops, and my thoughts are with the passengers and their families at this deeply distressing time,” Starmer posted on X.

    Ukrainian President Volodymyr Zelensky also took to X, offering his deepest condolences on the tragic accident.

    “Horrible news of a passenger plane crash in India. My deepest condolences to Prime Minister Narendra Modi and the entire people of India on this tragic day. Our thoughts are with all victims’ relatives and close ones in India, the UK, Portugal, and Canada. We share your shock and grief on this tragic day. We all pray for as many lives to be saved as possible and wish a speedy recovery to those injured,” Zelensky posted on X.

  • MIL-OSI Security: Guatemalan National Illegally in the United States Indicted for Impeding and Assaulting Federal Agents

    PROVIDENCE – A previously deported Guatemalan national illegally present in the United States has been indicted by a federal grand jury in Rhode Island on two counts of assaulting, resisting, opposing, impeding, or interfering with federal officers engaged in official duties, announced Acting United States Attorney Sara Miron Bloom.

    It is alleged that on April 30, 2024, Miguel Tamup-Tamup, a/k/a Miguel US Tamup, 28, struggled with an Immigration and Customs Enforcement (ICE) deportation officer and Homeland Security Investigations (HSI) agents as they attempted to apprehend him as authorized by an arrest warrant.  An HSI agent suffered a serious injury during the encounter.

    Charging documents reflect that on April 19, 2025, Tamup-Tamup was arrested on a charge of driving under the influence after his car allegedly collided with another vehicle. He was subsequently arraigned and released.  Tamup’s fingerprints matched ICE fingerprint records associated with a person flagged as being in the United States illegally.   

    It is alleged that on April 30, 2025, an ICE deportation officer and Homeland Security Investigations agents stopped a car that Tamup-Tamup was operating.  After he refused to exit, Tamup-Tamup was guided out of the vehicle.  While the agents attempted to place Tamup-Tamup in handcuffs, he allegedly resisted, threw his upper body and shoulders against the agents, flailed his arms, and broke an agent’s hold.  During the encounter, one of the agents fell to the ground and suffered a serious leg injury.  Tamup-Tamup fled as the injured agent was attended to.

    On May 16, 2025, ICE and HSI agents located Tamup-Tamup at a Providence residence and took him into custody. He has been detained since making an initial appearance on that date before a U.S. Magistrate Judge.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    A federal indictment is merely an accusation. A defendant is presumed innocent unless and until proven guilty.

    The case is being prosecuted by Assistant United States Attorney Milind Shah.

  • MIL-OSI Security: Nevada Woman Sentenced to 120 Months for $7 Million Advance Fee Ponzi Scheme and Obstructing the Government’s Investigation

    CAMDEN, N.J. – A Nevada woman was sentenced to 120 months in prison for orchestrating a $7 million advance fee Ponzi scheme and obstructing the government’s investigation, U.S. Attorney Alina Habba announced.

    Anna Kline, formerly Jordana Weber, 35, of Sparks, Nevada, previously pleaded guilty before U.S. District Judge Christine P. O’Hearn in Camden federal court to two counts of an Indictment charging her with wire fraud. Judge O’Hearn imposed the sentence in Camden federal Court. Kline was also ordered to serve three years’ supervised release and pay $3,403,000 in restitution.

    According to the Indictment and documents filed in this case and statements made in court:

    The Fraud Scheme

    Between April 2017 and July 2019, Kline owned and operated several shell companies that falsely purported to offer lending services to customers, typically small business owners seeking high value loans, often in excess of $100 million.  As part of the scheme, Kline required the victim borrowers to pay up to 5% of a potential total loan amount as a “fee” prior to the loan being funded.

    After the victim’s “fee” was paid, Kline purported to conduct due diligence on the loans. During this period, Kline frequently gave victims bogus explanations for why the funding of their loan was delayed. It was also common for the victims to be provided with falsified or fraudulent documents, including bank statements that purported to show that the shell companies had sufficient money to fund the loan.

    Throughout the scheme, Kline and her significant other, Jason Torres, used the “fees” paid by the victims for their daily living expenses, as well as for numerous lavish purchases, which included several luxury vehicles, high priced artwork, and vacations.  The “fees” were also used to pay back previous victims of the fraud, in the manner of a traditional Ponzi scheme.

    At least six victims transferred a total of approximately $7 million being transferred to bank accounts controlled by the Kline as a result of the scheme.

    Kline’s Obstruction

    Kline was arrested on charges related to the fraudulent advance fee scheme in July 2019. While released on bail on those charges, Kline, through her then-attorney, Attorney-1, provided the Government with a .pdf document that purported to be a portion of a Cellebrite report showing iMessages between Kline and Torres that appeared to show Torres making threats toward Kline and insinuating that Torres was primarily responsible for the fraudulent advance fee scheme.

    A forensic review of the .pdf document Kline provided to the Government revealed that it had been falsified.  Further investigation revealed that Kline presented the fake Cellebrite report to a Family Court in California as part of a custody dispute between Kline and Torres.  During that hearing, Kline represented that the report had been generated by a forensic examiner named “Drew Andrews.”  Investigation revealed that “Andrews” did not exist but was actually an alter-ego of Kline’s that Kline used to deceive the California Family Court, Attorney-1, and a forensic expert into believing that the fraudulent Cellebrite Report was legitimate.

    In addition to the fraudulent Cellebrite report, Kline also provided the Government a computer that she claimed contained an iTunes backup that included the alleged text messages from Torres.  A forensic review of the computer revealed that data on the computer, including the iTunes backup, had been manipulated. Specifically, certain time stamps on the computer had been changed to make it appear as if the iTunes backup and other files stored on the computer were created in April 2020, when the fictional “Andrews” purportedly ran the fraudulent Cellebrite Report.

    U.S. Attorney Habba credited special agents of the Federal Bureau of Investigation, under the direction of Acting Special Agent in Charge Terence G. Reilly, with the investigation leading to the sentencing.

  • MIL-OSI Analysis: How a new bus line in Philadelphia is defying post-pandemic transit trends

    When the Southeastern Pennsylvania Transportation Authority launched the 49 bus route in Philadelphia in early 2019, those who most benefited were older adults and people who already ride the bus – and not commuters who were persuaded to ditch their cars for public transportation, according to our new research.

    Some of the largest benefits of Route 49 came in saved time and fewer transfers for existing users of other transit routes.

    We are a professor of city planning and a professor of statistics and data science who recently published a study on Route 49, SEPTA’s newest local bus service, in the peer-reviewed journal Transportation Research Record.

    Route 49 launched in early 2019 and was the first local bus service that SEPTA added to its system in nearly a decade. It connects two residential Philadelphia neighborhoods – Strawberry Mansion in North Philadelphia and Grays Ferry in South Philadelphia – with the job-rich University City area in West Philadelphia.

    Public transit agencies often try to court “choice” riders – people who have a reasonable chance of choosing to either drive or use public transportation for a given trip, and who tend to be higher income.

    SEPTA, however, didn’t necessarily focus on choice riders with the design of Route 49. But planners at the agency did tell us during our data collection that many commuters to University City don’t take public transit.

    We found that early riders of Route 49 tended to be previous transit riders who seldom drove before the line’s launch. They took other SEPTA buses, or did not make that trip.

    Riders ages 65 and older, who are less likely to be commuters, were even more likely to have simply switched bus routes to make the same trip they regularly made before the new service line began.

    Why it matters

    While ridership on most SEPTA routes has declined in the post-pandemic era, Route 49 is one of the only Philly bus or train lines to see ridership growth. It had the largest post-COVID rebound of any bus line in SEPTA’s network.

    For new bus and rail lines to be financially sustainable, they must attract enough riders. The fares those riders pay allow agencies to run services more regularly and have the line be cost effective.

    While it’s always difficult to attract new riders, the past few years have been especially challenging for U.S. transit agencies. National transit ridership remains only about 80% of what it was when the COVID-19 pandemic began in early 2020.

    Getting people back onto buses and trains will require agencies to understand what attracts people to new transit lines. If public transit agencies want to recapture ridership and echo the success of bus services like Route 49, it may be best for them to talk to current users rather than potential public transit converts.

    How we do our work

    To understand how new riders used Route 49, we boarded Route 49 buses throughout the route and conducted in-person surveys with over 350 riders in early 2019. We wanted to capture feedback and data from users of the service shortly after it was launched.

    In addition to asking riders what they used Route 49 for and how they took the same trip before its launch, we recorded characteristics such as age, income and gender.

    What’s next

    Drawing on our 2019 survey data, we plan to explore how new Route 49 riders learned about the transit line and decided to begin riding the new service. Did they hear about it from agency flyers or websites? From seeing new bus lines on the road, or from friends discussing it? Analyzing these answers can help transit agencies enhance access for all travelers.

  • MIL-OSI USA: Loving Day – Pic of The Week

    Growing up in Virginia, it can be easy to take for granted how much history is steeped within the nearly 240 years of the Commonwealth’s existence. While the state is well-known for being the birthplace of four of the first five presidents of the United States and housing many of their residences, it is also (in)famous for sparking the monumental Supreme Court case of Loving v. Virginia.

    Back in 1958, Richard and Mildred Loving were arrested in their Caroline County house, shortly after they were married in Washington, D.C. They were arrested for violating Virginia’s laws against interracial marriage, which made it a felony for interracial couples to leave Virginia, marry, and resume residence in the state. The Lovings pleaded guilty in 1959 at the Caroline County courthouse. They were sentenced to one year in prison, but the original sentence was suspended on the condition that they would leave the state for the next 25 years, unable to return together during that period, which resulted in the Lovings moving to Washington, D.C.

    In 1963, they filed a motion asking for their convictions to be vacated and their sentences set aside. Ultimately, Judge Bazile (who sentenced their original case) refused, and the Lovings’ attorneys, Bernard Cohen and Philip Hirschkop, took the case to the Virginia Supreme Court, which followed suit in upholding the original ruling. After another appeal was denied, in April 1967, the case went to the United States Supreme Court.

    On June 12, 1967, the Supreme Court unanimously ruled in favor of the Lovings. The decision in Loving v. Virginia struck down state laws banning interracial marriage in the United States, stating that so-called “anti-miscegenation” statutes were unconstitutional under the 14th Amendment. The ruling overturned the 1958 convictions of Richard and Mildred Loving and the anti-miscegenation laws in 16 states, including Virginia. The result of Loving v. Virginia proved successful in helping the Civil Rights movement and would be referenced regarding the legalization of same-sex marriage in 2015.

    The United Kingdom reiterates our support for the IAEA’s work to support nuclear safety, security and safeguards in Ukraine.

    We remain concerned that the IAEA was forced to conduct the most recent ISAMZ rotation through Ukraine’s temporarily occupied territory via the Russian Federation. The DG’s report explains the challenges the Agency has faced in obtaining security guarantees and ensuring the safety of the ISAMZ teams during rotations. The safety of Agency personnel must not be compromised.

    We welcome the DG’s continued commitment to this Board that the Agency will comply with UN General Assembly resolution 11/4 adopted on 12 October 2022 and all relevant resolutions from the IAEA policy making organs. All rotations must be conducted using routes agreed with the Government of Ukraine and with full respect of its sovereignty and territorial integrity.

    The Agency’s assessment of the overall safety situation at Ukraine’s Zaporizhzhia Nuclear Power Plant is that it remains “precarious”.

    For more than a month, ZNPP has been relying on a single external power line due to military activity near the site – a drastic reduction from the ten lines available before the conflict. This Board is now, sadly, accustomed to hearing about the vulnerability of the off-site power supply to ZNPP – such disruption increases the risk of a nuclear accident. There can be no room for complacency.

    The DG’s report highlights multiple other safety concerns at ZNPP: signs of potential degradation of equipment (paragraph 35), persistent “near daily” military activity around the plant, and obstruction, including by Russian troops, of access, which limits the IAEA’s ability to independently carry out its vital mission.

    We agree with the Agency’s assessment that in the current circumstances no reactor should be restarted. Any proposal to do so would be irresponsible and pose unacceptable risks to nuclear safety.

    Russia’s systematic strikes on Ukraine’s energy system, reports of drones, air raids and anti-aircraft fire continue to highlight the fragility of the situation in Ukraine. As a result of Russia’s irresponsible behaviour, all three of Ukraine’s operating nuclear power plants have been forced to reduce power supply and operate on “significantly degraded off-site energy backup systems” which, as the DG notes, “increases the likelihood of the total collapse of the electrical grid.”

    In addition, damage caused when a drone struck the Chornobyl New Safe Confinement in February has compromised its intended confinement function and its planned lifetime.

    Frontex, the European Border and Coast Guard Agency, is working side by side with Policía Nacional in Spain this summer to support border checks at some of the busiest ports in the country.

    Every summer, thousands of people travel between Spain and Morocco, especially through Algeciras, Tarifa and Ceuta. With travel picking up, Frontex is sending more than 100 officers as part of Operation Minerva to help Policía Nacional manage the high number of passengers and vehicles.

    The goal? To make travel safer, faster and more secure for everyone.

    A year ago, Operation Minerva helped stop more than 100 kg of hashish and nearly 27 000 smuggled cigarettes from crossing the border. It’s a strong example of how working together helps tackle crime and keeps borders safe.

    BRUSSELS, June 12, 2025 (GLOBE NEWSWIRE) — The Eclipse Foundation, one of the world’s largest open source software foundations, today announced the upcoming 0.5 release of the Safety Open Vehicle Core (S-CORE) project, the first open source core software stack specifically designed for Software-Defined Vehicles (SDVs). Targeting embedded high-performance Electronic Control Units (ECUs), S-CORE represents a significant milestone in the automotive industry’s transition toward open, community-driven software platforms.

The reference platform for this release will run on QNX SDP 8.0, which is available for non-commercial prototyping and experimentation via the company’s recently launched QNX Everywhere program. Additional operating system support, including Linux, is planned for future releases.

    BEIJING, June 12 (Xinhua) — China’s Ministry of Industry and Information Technology (MIIT) on Thursday backed pledges by some automakers to pay their suppliers within 60 days, saying the move would benefit industrial and supply chains.

    On Tuesday, 17 leading Chinese automakers, including China FAW Group Co., Ltd., Dongfeng Motor Corporation, Guangzhou Automobile Group Co., Ltd., and SERES Group, pledged to make payments to their component suppliers within two months. The IIM noted that due to growing competition in China’s new energy vehicle market, pressure has shifted from automakers to supply chain participants in the auto industry, leading to longer payment terms for suppliers and creating cash flow constraints.

    The promises are expected to boost cooperation between automakers and auto parts manufacturers, and greatly promote the healthy and stable development of China’s automobile industry, the IIM said.

    The IIM stated its readiness to continue to maintain long-term, stable partnerships between automakers and companies involved in the supply chain, as well as to encourage innovation and coordinated development of all enterprises involved in this area, regardless of their size.

    “We will continue to work to enhance the resilience and safety of production and supply chains, and make new contributions to the development of the global automobile industry,” the ministry spokesman said.

    China’s new energy automobile industry is now at a critical stage of high-quality development, the official said, calling on all sectors to work together to create a “positive, civilized and orderly environment” for the industry’s development.

    In the first five months of this year, sales of new energy vehicles in China rose 44 percent year-on-year to 5.61 million units, accounting for 44 percent of the country’s total new vehicle sales in the same period, according to the latest data from the China Association of Automobile Manufacturers.

    The data also showed that China’s auto exports in January-May this year rose 7.9 percent year-on-year to 2.49 million units, including 855,000 new energy vehicles, up 64.6 percent year-on-year. -0-

  • MIL-OSI NGOs: MSF tackles logistical challenges to vaccinate 500 000 people against diphtheria

    On a quiet Tuesday evening, an ambulance pulls into Ati provincial hospital in Chad’s central Batha region. Inside are four members of a family with symptoms of diphtheria – an entirely preventable disease that has resurged across the country in recent years. Since July 2024, more than 2,700 cases have been reported, due in large part to low vaccination coverage and limited public awareness of the disease.

    The mother and her three children have travelled 65 km over rough, unpaved roads to reach the hospital. In Chad, motorised transport is scarce and expensive, making a journey of this length is anything but simple. Medical staff from Médecins Sans Frontières (MSF) are able to save the mother and two older children, but the youngest child is in a serious condition and dies a few days later.

    Diphtheria is caused by a bacterium that produces a dangerous toxin. It can cause fever, respiratory distress and a swollen neck, and in severe cases can lead to organ failure and death – especially in children with pre-existing health conditions.

    To help curb the epidemic and slow the spread of this disease – which was long believed to be under control in Chad – MSF has been supporting Chad’s Ministry of Public Health and Prevention by treating patients for the disease, monitoring its spread and carrying out a mass vaccination campaign to prevent more people from becoming infected. The vaccination campaign was a major logistical feat, reaching around 500,000 people across two arid regions where travel is difficult, and health centres are few and far between.

    Reaching patients early

    In the diphtheria treatment unit at Ati provincial hospital, 11-year-old Daoud Mahadi is slowly recovering from the disease. When his symptoms first appeared, his mother tried to treat him with traditional medicine, as there was no health centre nearby.

    “We tried traditional medicine because we had no other option, but it didn’t help,” says his mother. “I watched my child grow weaker every day – he couldn’t even swallow water.” When Daoud arrived at the hospital, he was severely malnourished, weighing barely 15 kg.

    The response to diphtheria in Chad comes up against a number of serious challenges, including people’s lack of knowledge about the disease, their limited access to healthcare, and the lack of treatment options. 

    MSF teams are also working in Moussoro hospital, in Barh-El-Gazel region, where we have been treating patients and training health workers, as well as supporting peripheral health centres to diagnose and treat people with diphtheria. Since October 2024, MSF teams in Ati and Moussoro have treated more than 1,600 patients, including 700 severe cases.

    Along with our medical response, MSF has rehabilitated 20 wells across Moussoro and neighbouring Chaddra districts to improve people’s access to clean water and help prevent further outbreaks of infectious diseases.

    Vaccination: a logistical feat

    To address the low immunisation rates that fuelled the epidemic, MSF worked with the Ministry of Public Health and Prevention to run a mass vaccination campaign targeting 300,000 people in Batha region and 200,000 people in Barh-El-Gazel region. The campaign focused on reaching remote and isolated communities, including nomadic people, and aimed to deliver the two vaccine doses required for full protection against diphtheria.

    Reaching these scattered communities was one of the biggest challenges of organising the mass vaccination campaign. With communities often located far apart, in areas without passable roads, MSF deployed around 100 motorcycles and off-road vehicles to get vaccination teams and vaccines to where they were needed.

    Diphtheria vaccines must be kept at a temperature of between 2°C and 8°C.

    “Transporting vaccines while maintaining the cold chain in a desert climate where temperatures can hit 45°C is an enormous challenge,” said Jean Bourges, MSF head of mission. “This was a massive deployment effort, especially in a context where health infrastructure is extremely limited, and power supplies are unreliable.”

    To reach nomadic communities in Batha region and gain their trust, MSF and the Ministry of Public Health and Prevention worked with the Ministry of Livestock to implement a ‘One Health’ strategy. This integrated approach – linking human, animal and environmental health – enabled teams to build up trust with communities and vaccinate people during livestock vaccination campaigns – an initiative which significantly boosted vaccination coverage for diphtheria.

    In remote areas where roads are non-existent or safety is sometimes uncertain, MSF uses motorcycles to send vaccination teams, awareness-raising officers, and the equipment needed to carry out activities. Chad, November 2024.

    The need to remain vigilant

    As early as 2023, we warned of a resurgence of diphtheria across West Africa. Protection against this disease depends on routine immunisation programmes, which were severely disrupted after the COVID-19 pandemic, notably due to lack of funding and loss of priority.

    To prevent future outbreaks, MSF continues to advocate for stronger disease surveillance and more robust vaccination programmes.

    Jakarta, June 3, 2025 – Greenpeace Indonesia activists, alongside four young West Papuans from the Raja Ampat archipelago, staged a peaceful protest today to expose the devastating environmental and social consequences of nickel mining and smelting. While Deputy Minister for Foreign Affairs, Arief Havas Oegroseno, addressed the Indonesia Critical Minerals Conference in Jakarta, the activists deployed a banner reading, “What’s the True Cost of Your Nickel?” and unfurled others with messages: “Nickel Mines Destroy Lives” and “Save Raja Ampat from Nickel Mining.”

    Through this direct action, Greenpeace aims to deliver an urgent message to the Indonesian government, nickel industry executives gathered at the event, and the wider public: nickel mining and processing are inflicting profound suffering on affected communities across Eastern Indonesia. The industry is razing forests, polluting vital water sources, rivers, seas, and air, and is exacerbating the climate crisis through its reliance on captive coal-fired power plants for processing.

    “While the government and mining oligarchs discuss expanding the nickel industry at this conference, communities and our planet are already paying an unbearable price,” said Iqbal Damanik, Greenpeace Indonesia Forest Campaigner. “The relentless industrialization of nickel – accelerated by soaring demand for electric cars – has destroyed forestlands, rivers, and seas from Morowali, Konawe Utara, Kabaena, and Wawonii, to Halmahera and Obi. Now, nickel mining even threatens Raja Ampat in West Papua, a globally renowned biodiversity hotspot often called the last paradise on Earth.”

    Following an investigative journey through West Papua, Greenpeace exposed mining activities on several islands within the Raja Ampat archipelago, including Gag Island, Kawe Island, and Manuran Island. These three are classified as small islands and, under the law concerning the management of coastal areas and small islands, should be off-limits to mining.

    Greenpeace analysis reveals that nickel exploitation on these three islands has already led to the destruction of over 500 hectares of forest and specialised native vegetation. Extensive documentation shows soil runoff causing turbidity and sedimentation in coastal waters – a direct threat to Raja Ampat’s delicate coral reefs and marine ecosystems – as a result of deforestation and excavation.

    Beyond Gag, Kawe, and Manuran, other small islands in Raja Ampat such as Batang Pele and Manyaifun are also under imminent threat from nickel mining. These two adjacent islands are situated approximately 30 kilometers from Piaynemo, the iconic karst island formation pictured on Indonesia’s Rp100,000 banknote.

    Raja Ampat is celebrated for its extraordinary terrestrial and marine biodiversity. Its waters are home to 75 percent of the world’s coral species and over 2,500 species of fish. The islands themselves support 47 mammal species and 274 bird species. UNESCO has designated the Raja Ampat region as a global geopark.

    Ronisel Mambrasar, a West Papuan youth from the Raja Ampat Nature Guardians (Aliansi Jaga Alam Raja Ampat), said, “Raja Ampat is in grave danger due to the presence of nickel mines on several islands, including my own home in Manyaifun and Batang Pele Islands. Nickel mining threatens our very existence. It will not only destroy the sea that has sustained our livelihoods for generations but is also fracturing the harmony of our communities, sowing conflict where there was once harmony.”

    Greenpeace Indonesia urgently calls on the government to fundamentally reassess its nickel industrialization policies, which have already triggered a cascade of problems. The hollow boasts about the benefits of downstreaming, championed by the previous administration and now perpetuated during the presidency of Prabowo Subianto, must end. The nickel industrialization drive has proven to be a tragic irony: instead of delivering a just energy transition, it is systematically destroying the environment, violating the rights of Indigenous Peoples and local communities, and deepening the damage to an Earth already buckling under the weight of the climate crisis.

    Jakarta, 12 June 2025 – A Greenpeace Indonesia investigation released today reveals the full scale of the threat nickel mining poses across Raja Ampat, Indonesia, an area referred to as ‘The Last Paradise on Earth’ and featuring in prominent lists of top travel destinations for 2025.[1]

    The ‘Paradise Lost?’ report finds:

    • A total of 16 nickel mining licences issued across the Raja Ampat archipelago, comprising 5 active licences and 11 previously issued but having been cancelled or expired.
    • Two previously cancelled/expired licences were re-issued in 2025. 
    • Three other previously cancelled/expired licenses that are subject to company legal action to reactivate them.
    • A previously issued licence for nickel mining on Fam Islands, including the famous tourist destination Piaynemo/Jokowi steps.
    • Plans for nickel and steel smelters with links to nickel mining in Raja Ampat, to be built at Sorong. Sorong sits at the tip of New Guinea’s Bird’s Head Peninsula, itself a biodiversity hotspot, and the arrival point for tourists visiting Raja Ampat.[2]

    Of the 16 nickel mining licences, 12 are located within the boundaries of the UNESCO-listed Raja Ampat Global Geopark, whilst 4 of the active licenses are on ‘small islands’ as designated by the Indonesian Government, which should mean that no mining can take place. 

    On 10th June the Indonesian Government announced it would revoke 4 active licences covering 3 of these small islands and one additional licence on Waigeo.[3] However, a number of cancelled licences have previously been reactivated in Raja Ampat.[4] Furthermore, the permit for the largest mine, operated by PT Gag Nikel, was not revoked. 

    Commenting on the investigation findings Kiki Taufik, head of Greenpeace’s global Indonesia forest campaign, said: “Raja Ampat is Indonesia’s last paradise. But instead of protecting it for Indigenous and local communities and the diving and  tourism that have helped make this archipelago famous around the world, the government has left the door open to polluting nickel mining. 

    “Raja Ampat is incredible and unique, recognised as a Global Geopark by UNESCO and theoretically protected. The news this week that the Government will cancel four mining licenses is a step forward, but it’s not enough. The President must protect all of Raja Ampat and stop all plans for nickel mining and the plans for nickel and steel smelters in Sorong.“

    Until this week two mines were commercially operating: PT Gag Nikel, a state owned mining company, and PT Kawei Sejahtera Mining. Both of these mines ship nickel ore to Indonesia Weda Bay Industrial Park for processing/smelting. PT Tsinghshan, a major shareholder in the industrial park that processes the ore from Raja Ampat, has established a joint venture company, Youshan Nickel Indonesia together with Huayou group. Youshan Nickel makes battery components for electric vehicles in Indonesia. PT Huayou supplies nickel to battery supply chains linked to a number of major EV makers including Toyota, Honda, Nissan, Hyundai, BMW, Mercedes, Tesla and BYD. It is therefore possible that any of these vehicle supply chains could be linked to nickel ore coming from Raja Ampat, though a lack of supply chain transparency makes this impossible to confirm at this time.

  • MIL-OSI NGOs: Metro Now Costs More Than a Meal for Many! Bengaluru Metro Protest Demands Reversal of Fares

    Bengaluru, India. 9th March 2025 – A month after the metro hike on 9th February, commuters and citizens in Bengaluru came together, inside the city’s metro today, calling for an immediate rollback of the recent fare hike. The demonstration highlighted growing public concern over affordable and accessible public transport, urging authorities to take action. Bengaluru Metro ridership dropped 13% overall post fare hike, with a sharp  20% drop in February alone, signalling affordability concerns.

    A recent survey conducted by Greenpeace India after the metro fare hike in February 2025, highlights that Bengaluru Metro fare hike has significantly burdened low and middle income groups, students and working professionals as 72.9% of respondents said that their transport costs now exceeds or equal their one-time meal expense. Additionally, women, who depend on public transport more than men, have been disproportionately affected, further limiting their mobility and safety. The fare hike makes daily travel a financial burden for students and working professionals who rely on public transport.

    Key finding of the survey: 

    • 40.4% of respondents use the metro as their primary mode of transport.
    • 62.9% rely on Public transport (metro & buses combined) 
    • 73.4% spent 50-150 Rs daily on transport. 
    • 68% of respondents stated that the fare hike made metro travel expensive.
    • 75.4% cut down on non-essential travel due to rising costs.
    • 38.2% women have reduced their non essential travel due to metro fare hike in Bangalore
    • A majority believe the fare hike is unjust and harms urban mobility.
    • Many commuters demand a rollback of the fare hike to restore affordability.

    Greenpeace India urged BMRCL to roll back the Namma Metro fare hike in a letter and called on the government to prioritize affordable, gender-sensitive and disability-friendly public transport over shifting costs onto commuters. The fare hike has led to several changes in the lives of people, with parents looking to shift schools and  people across income groups shifting to other modes of transport. 

    Bengaluru, already battling severe climate impacts like air pollution and heat waves and is vulnerable to high degree of climate change, needs greater investment in efficient public transit to tackle congestion and build climate resilience. Instead of fare hikes, measures like congestion charges and stricter parking policies can help generate revenue while curbing excessive car use. The car centric infrastructure such as the proposed ₹19,000 crore tunnel project will only offer a temporary fix and divert critical funds from sustainable transport solutions.

    Individuals with bold protest messages – Un-Fare Hike, Unfair Cities, gathered at Kengeri metro station in the morning, where they boarded a metro train bound for MG Road while carrying placards and banners advocating for fair fares. Their silent yet powerful visual demonstration represented the burden that fare hikes place on ordinary citizens, amplifying the public outcry and reinforcing the need for affordable, accessible, and sustainable urban mobility.

    With each fare increase, Bengaluru’s metro—once envisioned as an affordable and inclusive public service—has become a system of exclusion, disproportionately affecting students, IT workers, informal workers, women, and lower-income groups,  office-goers among others. Many commuters are now forced to switch to costlier, more polluting alternatives, increasing road congestion and air pollution. Vehicular pollution ranks as the second largest and a highly consistent source of PM10 and PM2.5 particulate matter. This pollution poses a serious threat to citizen health and is a key driver of climate change.

  • MIL-OSI NGOs: Pre-Budget Push: Greenpeace India Proposes Climate Tickets in New Urban Mobility Draft Policy

    Greenpeace India along with the Public Transport Forum today launched a Citizen’s Draft Policy for Affordable Public Transport in India. This draft policy, developed through extensive consultations with experts and citizens, aims to transform urban mobility in India. Recognizing the critical role of public transport in the lives of millions of Indians, the draft policy emphasizes the urgent need to overhaul the current system, which is plagued by underfunding and inefficient prioritization of private vehicles. 

    The draft policy outlines a comprehensive vision for a more just, sustainable, and equitable public transport system. Key policy recommendations include the introduction of “Climate Tickets,” encompassing fare-free and subsidized public transport options, to make public transport more affordable and accessible for all citizens. The policy also calls for a significant increase in central government funding specifically allocated to improving public transport infrastructure and services.

    The draft policy outlines a comprehensive approach to public transport, focusing on fairness, environmental responsibility, and operational efficiency. Built on citizen recommendations, this policy aims to transform the public transport system into one that is inclusive, sustainable, and efficient for all Indians.

    “This union budget can be an opportunity for the central government to exhibit their commitment towards achieving India’s climate goals by investing more into making public transport accessible, affordable and efficient in India. The policy draft provides a roadmap for creating a more sustainable, equitable, and efficient and more importantly affordable public transportation system for India.     Further speaking Aakiz Farooq elaborates “For a country like ours which has immense potential for sustainable growth we need equity in access to opportunities for jobs, healthcare, leisure etc and an accessible public transport for all is a key component of this. This is not about distributing free tickets but about the state’s responsibility towards citizens- especially groups like women, elderly, children who are key to any nation building exercise”.

    The draft policy outlines the challenges faced by current public transport systems in India. These include an overemphasis on road infrastructure, with excessive resources directed towards road expansion, flyovers, and tunnels, while public transport infrastructure remains neglected. Additionally, public bus services are inadequate, with insufficient bus fleets, high fares, safety concerns, and limited accessibility for marginalized groups. Furthermore, there is a lack of dedicated funding for public transport, with operations and maintenance often underfunded. 

    As part of the citizen draft policy for affordable public transport in India, Greenpeace India along with Public Transport Forum propose these solutions:

    • Universal Fare-Free Public Transport: The policy proposes a phased implementation of fare-free public transport through “Climate Tickets” for women, children, elderly, transgender people, and persons with disabilities, eventually extending to all citizens.
    • Resource Reallocation: Shift investments from road, metro, and fossil fuel subsidies to expanding and improving public transport systems.
    • Improving Infrastructure and Services: Double bus fleets in cities, create dedicated bus lanes, modernize bus depots, improve bus stops with accessible amenities, and enhance first/last-mile connectivity.
    • Protecting Workers’ Rights: Ensure fair wages, safe working conditions, and gender inclusivity in the workforce. Recognize public transport jobs as green jobs, fostering workforce participation in decision-making.
    • State-Level Public Transport Fund: Create dedicated funding mechanisms through central, state, and municipal contributions. Abolish taxes on public transport to reduce operational costs and reinvest savings into service improvements.
    • Climate Funding Integration: Position public transport as a key climate action tool, leveraging domestic and international climate finance to enhance affordability, operational efficiency, and emission reductions.
    • Citizen Participation and Multi-Tier Governance: Advocate for coordinated efforts between central, state, and local governments, with State Planning Boards managing implementation. Establish citizen user unions and conduct annual reviews for inclusive policymaking.
    • Public Awareness Campaigns: Address stigma around free public transport, particularly for women, and promote the right to affordable, accessible, and reliable mobility through education and advocacy initiatives.

However, there is currently no clear policy to guide these efforts. Our draft policy is designed to serve as a flexible framework that Governments can adapt to their needs while ensuring a consistent approach across the country.   • MIL-OSI NGOs: Bengaluru’s Air Quality Woes: Over 80% of Days Hit High NO₂ Pollution at City Railway Station

    Bengaluru, India –December 4, 2024: A latest report by Greenpeace India, “Beyond North India: NO₂ Pollution and Health Risks in Seven Major Indian Cities”, reveals alarming levels of nitrogen dioxide (NO₂) pollution in Bengaluru. 

    Nitrogen dioxide (NO₂) is a near-invisible toxic gas closely linked to traffic and fuel burning, common in urban areas. That means vehicles and energy generation from fossil fuel are important sources of NO₂.

    The WHO recommends an annual NO2 concentration of no more than 10 µg/m³, while the NAAQS limit is 40 µg/m³. In 2023, Bengaluru’s 13 Continuous Ambient Air Quality Monitoring (CAAQM) stations recorded varying levels of air quality. The highest NO2 levels were measured at City Railway Station, which exceeded WHO guidelines for over 80% of the year. Additionally, BTM Layout and Silk Road air quality monitoring stations were among the city’s most polluted. Exposure to NO2 poses a serious health risk to residents, especially with such frequently high concentrations in public spaces.

    Overwhelming scientific evidence links NO₂ exposure to adverse health impacts such as risk of asthma, airway inflammation, respiratory irritation, and the worsening of existing respiratory conditions. It can impair lung development, intensify allergies and increase susceptibility to respiratory mortality and death from circulatory diseases, ischemic heart disease, and even lung cancer. The report highlights that NO₂ pollution in 2019 could have been responsible for as many as 2,730 cases of paediatric asthma in Bengaluru.

    “This report underscores a crucial truth: air pollution is not limited to Delhi or North India. The transportation sector is the largest contributor to high NO₂ levels across cities in India. As cities grow, the rise in private vehicles worsens air quality and jeopardizes public health. To tackle this, we need a fundamental shift towards a sustainable, efficient public transportation system. Investing in cleaner, more accessible transport options is not just an environmental necessity—it’s an urgent public health imperative. The government must prioritize cleaner mobility solutions to ensure a healthier future, said Selomi Garniak, Climate Justice Campaigner at Greenpeace India. 

    India’s response to the air pollution crisis, particularly NO2 pollution, falls woefully short of global health standards. India’s Air pollution Standards (NAAQS) are far less stringent than WHO guidelines. Despite significant advancements in understanding the health risks posed by air pollution, especially at low exposure levels, India has not updated its NAAQS since 15 years . This outdated regulatory framework fails to protect public health adequately, leaving millions vulnerable to the severe consequences of air pollution.

    Air pollution is a growing public health threat in India, requiring bold, innovative solutions. One such solution is an affordable ‘Clean Air Concession’ for public transportation. By making mass transit more accessible, this policy can encourage people to leave their cars behind, reducing congestion and harmful emissions. This simple measure can significantly improve air quality, public health, and create more inclusive, healthier cities. said Aakiz Farooq, Mobility Campaigner at Greenpeace India. 

    Poor air quality in major Indian cities is a serious public health concern. To address this, Greenpeace India recommends a region-specific approach for cities like Bengaluru, Hyderabad, Chennai, Mumbai, Kolkata, and Pune. In addition to revising NAAQS, the focus should be on strengthening healthcare services to diagnose air pollution-related conditions and implementing a comprehensive health advisory system with public education and timely alerts during high pollution periods. Vulnerable groups, including children, the elderly, pregnant women, outdoor workers, and those with pre-existing conditions, should receive prioritized health interventions.

    Local governments should focus on reducing vehicular emissions by enhancing public transport, including fare-free schemes for women. Increased investment is needed in hybrid air quality monitoring networks that combine low-cost sensors, existing systems, and satellite data. This data-driven approach will help track progress and guide effective interventions to reduce pollution levels.

    Key Highlights  

    • In 2023, annual NO₂ concentrations exceeded the WHO health-based guideline at all 13 government monitored Continuous Ambient Air Quality Monitoring stations (CAAQM) .
    • The highest concentrations were recorded at the City Railway Station monitoring station.
    • Monitoring stations that exceeded the WHO health guidelines in 2023 were located near five schools.
    • In 2023, daily average NO₂ concentrations were higher than the WHO daily guideline at the City Railway Station for 80% of days in the year.
    • Over the last five years, trends in NO₂ concentrations from ground-level monitors show no significant improvement in air quality. In fact, satellite observations suggest that pollution across the city is worsening.
    • Road transport is the second-largest source of NOx emissions in Bengaluru, accounting for 20% of emissions in the EDGAR emission inventory.

  • MIL-OSI Africa: Over 1 700 suspects nabbed in Vala Umgodi operations

    A total of 1 775 suspects of different nationalities were arrested in May during nationwide Vala Umgodi operations aimed at combating and preventing illegal mining.

    These suspects were arrested for illegal mining related offences and various other serious crimes such as murder, attempted murder, unlawful possession of explosives and possession of suspected stolen property. 

    Moreover, SAPS members deployed in the provinces as part of Operation Vala Umgodi also help to prevent and combat crime, which is not necessarily related to illicit mining activities.

    Some of the items seized during Vala Umgodi operations in May include 27 unlicensed firearms, 827 rounds of ammunition, 51 vehicles (including sedans, bakkies, trucks, trailers and excavators) and 380 pendukas (a hand-powered cylindrical device used in informal mining operations).

    Vala Umgodi successes for the month of May 2025 include:

    • Free State: On 14 May 2025, police officers attached to Vala Umgodi conducted operations at the Kudu Old Mine area, which resulted in the arrest of two foreign nationals, aged between 33 and 51 years. During the arrest, police seized 59.40 kilograms of suspected gold bearing material. In a separate incident, the team also arrested two foreign nationals, aged between 36 and 42 years, at Merriespruit Crusher Plant and seized gold bearing material weighing at 56.80 kilograms.
       
    • Police in Gauteng conducted an intelligence-driven Vala Umgodi operation, which led to the arrest of 102 suspects at Shaft 9, Mogale Crusher mine, West village in Krugersdorp, on Thursday, 8 May 2025. The suspects were arrested for illegal mining, illegal immigration, and possession of unlicensed firearms and ammunition. The team also seized pendukas, steel balls, firearms and ammunition.
       
    • KwaZulu-Natal: Two suspected cash-in-transit (CIT) robbers were fatally wounded in a shootout with the Vala Umgodi team in KZN at Wasbank, near Ladysmith, on 22 May 2025. Police operationalised intelligence about the whereabouts of the suspects wanted for CIT robbery incidents, which happened in KZN between June 2022 and March 2025. 
       
    • Limpopo: Last month alone,  Operation Vala Umgodi task teams deployed in the five districts of Limpopo arrested 230 suspects, including 30 individuals directly linked to illegal mining operations. Of those detained, 51 were South Africans, while 179 were illegal immigrants. Two hundred and five suspects were deported to their countries of origin.
    • Mpumalanga: On 3 May 2025, Operation Vala Umgodi members found four minors, aged between 12 and 16 years, underground during an operation targeting illegal mining activities at the Dukes old mineshaft in Pilgrim’s Rest. The 12-year-boy was taken to a place of safety. Fourteen adult suspects, aged between 18 and 47 years, were also arrested. One suspect was charged for possession of explosives, possession of dagga, and possession of illegal mining equipment.
       
    • Northern Cape: Members of Vala Umgodi arrested two male suspects, aged between 29 and 35, for the possession of unpolished diamonds in Port Nolloth on Tuesday, 13 May 2025. The team intercepted a Ford bakkie allegedly transporting illegal miners, en-route to Port Nolloth and discovered a significant quantity of unpolished diamonds.
       
    • North West: In the Bojanala district, 91 suspects of different nationalities were arrested for contravention of the Immigration Act and illegal mining. Police also seized diesel generators, hammers and jackhammers, shovels, electric extension cords, grease pumps, pendukas and steel balls.

    To date, a total of 27 275 suspects have been arrested, while 697 firearms, including imitation firearms and 16 247 rounds of ammunition, have been seized through Operation Vala Umgodi since December 2023.

    “Operation Vala Umgodi is government’s initiative to combat and prevent illegal mining activities, as well as to safeguard economic growth by addressing the root causes of illegal mining and enforcing the law,” said the South African Police Service in a statement. – SAnews.gov.za

    In his Chatham House speech the Secretary General said he expects NATO states to commit to spend 5 per cent of GDP on defence, arguing ‘America has carried too much of the burden for too long’.

    NATO Secretary General Mark Rutte visited Chatham House on 9 June to outline his vision for the alliance’s future funding and priorities, in his keynote pre-summit address before the NATO meeting on June 24 and 25.

    In his speech, Rutte outlined the need to ‘make our alliance stronger, fairer and more lethal’ in order to meet an increasing range of threats, particularly regarding Russia’s capacity to rearm and threaten alliance countries in the near future.

    ‘In terms of ammunition, Russia produces in three months what the whole of NATO produces in a year,’ he said. ‘And its defence industrial base is expected to roll out 1,500 tanks, 3,000 armoured vehicles, and 200 Iskander missiles this year alone…Russia could be ready to use military force against NATO within five years’. He repeated five years for emphasis.
