    At noon on June 3, President Lai Ching-te, accompanied by Vice President Bi-khim Hsiao, conferred a decoration upon President Hilda C. Heine of the Republic of the Marshall Islands, and hosted a state banquet for President Heine and her husband at the Presidential Office. In remarks, President Lai thanked President Heine for her commitment to deepening the diplomatic partnership between our nations and speaking up for Taiwan in the international arena. He also expressed hope for Taiwan and the Marshall Islands to work together to address various challenges through an even greater diversity of exchanges, and that together, we can contribute even more to peace, stability, and development throughout the Pacific region. At the decoration ceremony, President Lai personally conferred the Order of Brilliant Jade with Grand Cordon on President Heine before delivering remarks, a translation of which follows:  The Marshall Islands was the first Pacific ally that I visited after taking office as president. When I arrived there, I was immediately drawn to its beautiful scenery. And I received a very warm welcome from the local people. This gesture showed the profound friendship between our two nations. I was truly touched. I also remember trying your nation’s special Bob Whisky for the first time. The flavor was as unique and impressive as the landscape of the Marshall Islands.  In addition to welcoming our distinguished guests today, we also presented President Heine with the Order of Brilliant Jade with Grand Cordon. On behalf of the people of Taiwan, I want to thank President Heine for her commitment to deepening the diplomatic partnership between our nations, and for staunchly speaking up for Taiwan in the international arena. Heine of the Republic of the Marshall Islands at the Presidential Office following a welcome ceremony with military honors for her and her husband. The leaders also jointly witnessed the signing of a letter of intent for sports exchanges and a memorandum of understanding regarding the Presidents’ Scholarship Fund. President Lai then presided over a launch ceremony for a loan program to purchase aircraft. In remarks, President Lai thanked the government and the Nitijela (parliament) of the Marshall Islands for their longstanding support for Taiwan’s international participation and for voicing staunch support for Taiwan at numerous international venues. President Lai said that Taiwan looks forward to continuing to deepen its diplomatic partnership with the Marshall Islands and build an even closer cooperative relationship across a range of fields, engaging in mutual assistance for mutual benefits and helping each other achieve joint and prosperous development to yield even greater well-being for our peoples.     President Lai attends 2025 Europe Day Dinner
    On the evening of May 29, President Lai Ching-te attended the 2025 Europe Day Dinner. In remarks, President Lai stated that Taiwan looks forward to further establishing institutionalized mechanisms with Europe for our trade and investment ties and hopes to take an innovative and diverse approach to sign an economic partnership agreement with the European Union, to provide a more transparent, stable, and predictable business environment for our enterprises. The president said that Taiwan will actively work alongside other democracies, including those in Europe, to jointly build resilient, promising non-red supply chains, and noted that Taiwan and Europe have endless potential for collaboration, whether it is in safeguarding freedom and democracy or advancing our economic and trade relationship. He expressed hope to further strengthen our partnership and work together toward global peace, stability, and prosperity. A transcript of President Lai’s remarks follows: Chairman [Henry] Chang (張瀚書), thank you for the invitation, and congratulations on your second term. This year is also the 80th anniversary of the end of World War II in Europe.     President Lai meets US delegation led by Senator Tammy Duckworth
    On the afternoon of May 28, President Lai Ching-te met with a delegation led by United States Senator Tammy Duckworth. In remarks, President Lai thanked the US Congress and government for their longstanding and bipartisan support for Taiwan. The president stated that Taiwan will continue to strengthen cooperation with the US and jointly safeguard regional peace and stability. He pointed out that the Taiwan government has already proposed a roadmap for deepening Taiwan-US trade ties and will encourage mutual investment between Taiwanese and US businesses. He then expressed hope of deepening Taiwan-US ties and creating more niches for both sides. Senator Duckworth previously visited in May last year to convey congratulations after the inauguration of myself and Vice President Bi-khim Hsiao. For this, I express my deepest appreciation. I want to emphasize that the people of Taiwan have an unyielding determination to protect their homeland and free and democratic way of life. Over the past year, the government and private sector have been working together to enhance Taiwan’s whole-of-society defense resilience. The government is committed to reforming national defense, and it has proposed prioritizing special budget allocations to ensure that our defense budget exceeds three percent of GDP. This will continue to bolster Taiwan’s self-defense capabilities. Moving forward, Taiwan will continue to strengthen cooperation with the US. In addition to jointly safeguarding regional peace and stability, we also aspire to deepen bilateral trade and economic ties. At the SelectUSA Investment Summit in Washington, DC, earlier this month, Taiwan’s delegation was once again the biggest delegation attending the event – proof positive of our close economic and trade cooperation. We have already proposed a roadmap for deepening Taiwan-US trade ties. We will narrow the trade imbalance through the procurement of energy and agricultural and other industrial products from the US. We will encourage mutual investment between Taiwanese and US businesses to stimulate industrial development on both sides, especially in such industries as national defense and shipbuilding. We therefore look forward to Congress passing the US-Taiwan Expedited Double-Tax Relief Act as soon as possible, as this would deepen Taiwan-US trade ties and create more niches for business. In closing, I once again thank Senator Duckworth for making the trip to Taiwan. Let us continue to work together to elevate Taiwan-US ties. I wish you a pleasant and successful visit.     In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

    New vision for UK ports will propel prosperity in Britain’s coastal communities

    Coastal communities across England stand to benefit from proposals set out yesterday (4 June 2025), which will better support ports to deliver important national infrastructure more quickly, helping to boost local economies and jobs.

    The proposals aim to streamline the planning process for ports in England and expedite planning applications by more clearly outlining the existing needs for port facilities and how to design applications to meet the latest requirements to avoid process delays.  

    For instance, updated proposals will more clearly outline how ports can meet obligations on noise and emissions, increasing the likelihood of achieving successful planning approvals and saving time and money during the planning process. Greater clarity, fewer delays and reduced costs will give ports the confidence they need to expand, creating more local, skilled jobs and driving money back into communities.

    The plans tie in with wider reforms, including the Planning and Infrastructure Bill and will see ports going further and faster with commercial projects, helping to secure millions of pounds in investment and supporting jobs across the country.  

    By enabling ports to go further and faster with their infrastructure projects, the UK aims to build on the levels of investment already flowing into ports.  

    Just last month, it was announced that £35 million is being driven into the Port of Liverpool to develop a new deep-water terminal, while just under £1 billion is being invested in the Port of Tyne to develop state-of-the-art infrastructure.  

    Revisions to the national policy statement for ports (NPSP) will also see planning decisions judged and approved, against the need to kickstart economic growth and cement the UK as a clean energy superpower.  

    Maritime Minister, Mike Kane, said:  

    Ports are the lifeblood of the UK economy, keeping the country moving and trading, and are vital in unlocking prosperity and opportunity for our coastal communities.  

    We are determined to deliver the projects that will make a real difference to local people, turbocharge economic growth and create jobs as part of our Plan for Change.

    The proposals have been published alongside the UK’s port freight demand forecasts, which show an expected rise in UK port freight tonnage overall, particularly of roll-on-roll-off cargo such as cars, buses, trailers, etc, as well as containers and dry bulks.  

    Taking these forecasts into account, the revisions will help secure the long-term future of ports, ensuring they are equipped to handle growing trade demands and to best meet the needs of the country in terms of the movements of goods and people. 

    Richard Ballantyne OBE, Chief Executive of the British Ports Association, said: 

    The ports industry is optimistic about its long-term future, with significant growth expected in trade volumes and other sectors such as offshore wind.     BUFFALO, N.Y. – U.S. Attorney Michael DiGiacomo announced today that Oscar David Contreras Guzman, 49, a citizen of El Salvador, was arrested and charged by criminal complaint with making a false statement, which carries a maximum penalty of five years in prison and a $250,000 fine.

    Assistant U.S. Attorney Sasha Mascarenhas, who is handling the case, stated that according to the complaint, in the early morning hours of May 17, 2025, Guzman was driving a commercial truck bearing Maryland license plates at the Lewiston Bridge Port of Entry. When asked for identification during primary inspection, Guzman presented a Maryland State Driver’s License. He also claimed to be a citizen of Mexico and indicated that he had been refused entry into Canada, after making a wrong turn onto the Lewiston Bridge, on his way to Michigan. Guzman was referred to secondary to determine his immigration status in the United States. During secondary inspection, Guzman again stated that he was a citizen of Mexico and had in his possession a Mexican Consular ID card. A fingerprint check determined that he was in fact Oscar David Contreras Guzman, a citizen of El Salvador, and was previously removed from the United States in April 2007.

    This investigation is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.

    The complaint is the result of an investigation by Customs and Border Protection, under the direction of Director of Field Operations Rose Brophy.

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

  • MIL-OSI Security: Career Criminal Sentenced to Thirteen Years in Federal Prison for Manufacturing and Selling THC and Psilocybin Products Nationwide

    PORTLAND, Ore.—Jered Hayward, 45, of Salem, Oregon, was sentenced today to 156 months in prison after previously pleading guilty to conspiracy to possess with intent to distribute over 1,000 kilograms of marijuana and conspiracy to launder the proceeds. He also agreed to forfeit assets worth more than $2 million dollars.

    According to court documents, Hayward operated a large-scale THC and psilocybin production and distribution facility headquartered in Salem. As part of his operation, Hayward and his employees obtained cereal and candy products and infused or sprayed potent THC oils on them.  They then inserted the edibles into packages which mimicked the legitimate consumer food products, and sold them throughout the United States and internationally. While there was no evidence Hayward deliberately targeted minors, the manner in which his organization packaged the edibles posed a risk to children, who are often unable to comprehend the fine print warnings that the packages contained THC products.

    Hayward’s organization utilized encrypted communications such as Telegram to market, sell and process orders, and straw businesses to mask money laundering transactions. Hayward had no permits or licenses to produce or sell these products; the entire operation was illegal.

    Hayward has an extensive criminal record, including three prior state and federal convictions for marijuana and fentanyl trafficking. Because of these convictions, he is a career criminal under federal law.

    Hayward agreed to forfeit substantial assets which he admitted were related to his drug and money laundering enterprise. As part of his guilty plea Hayward agreed to forfeit:

    • The Salem production facility;
    • More than $1 million in cash;
    • $640,000 worth of cryptocurrency and bank account funds;
    • More than $400,000 worth of gold and silver;
    • Jewelry and a Rolex watch; and
    • Twelve vehicles, two UTV’s, and boats.

    This case was investigated by Homeland Security Investigations, Portland Police Bureau, United States Postal Inspection, Oregon State Police, Internal Revenue Service Criminal Investigation, Salem Police Department and the Washington County Sheriff’s Office. It was prosecuted by Kemp Strickland and Christopher Cardani, Assistant United States Attorneys for the District of Oregon.

    A man has been convicted of murdering a father in front of his young child in a barbershop in Leyton.

    Josh McKay, 33, was stabbed in the neck by Renai Belle in a targeted attack and died from his injuries at the scene. During the Metropolitan Police investigation, officers discovered a rap video showing Belle threaten Josh before the attack.

    On Wednesday, 4 June at the Old Bailey, Belle, 30 (20.02.95), of Swaythling Close, Edmonton was convicted of Josh’s murder and possession of a knife. A man and woman were also convicted of separate offences.

    Detective Inspector Chris Griffith, from Specialist Crime North, who led the investigation, said: “This was a savage and pre-planned attack, committed in broad daylight and with scant regard for passers-by. What took place left the local community reeling, and two young children without their father.

    “My heart goes out to Josh’s family and friends. He was a loving parent, whose life was ended in the most horrendous way.

    “I hope that today’s result provides Josh’s family with some closure, and allows the community to feel safer knowing that Belle is no longer free to commit such heinous crimes.”

    The court heard that Josh was at a barbershop on Lea Bridge Road with his son on Saturday, 6 July. Around 15:00hrs, as shown on CCTV seized by the investigation team, Belle entered the shop wearing a balaclava where he stabbed Josh in the neck in a pre-meditated attack following a long-standing dispute. Belle was then chased away by Josh.

    Members of the public rushed to Josh’s aid and attempted to provide medical treatment until the arrival of officers and paramedics. Despite their best efforts, Josh died from his injuries.

    A determined investigation began immediately in which officers painstakingly combed through more than 100 hours of CCTV footage to track Belle’s movements and understand what took place.

    Officers discovered that Belle was the passenger in a car being driven by his partner, Tenika Parker. Having seen Josh enter the barbershop, the pair drove to the address of man called Daniel Copper. In doorbell footage later seized, Cooper was seen providing Belle with the balaclava and knife that would be used minutes later to murder Josh. Belle was then driven back to the barbers nearby before stabbing Josh. He was helped to escape by Parker in the waiting car.

    A manhunt led to the arrest of Belle at an address in Pincott Road, SW19 on Monday 8 July, 2024.

    As part of officers’ determination to further establish a watertight case against Belle, officers carried out further enquiries. They discovered a rap video on YouTube showing Belle threaten Josh in advance of the attack, further proof that it was pre-planned.

    Parker was initially arrested on suspicion of assisting an offender on Sunday, 7 July in India Dock Road, Poplar. She was stopped by police while driving the car that had been identified as involved in the murder. During a search of Parker’s vehicle, officers found distinct black sliders Belle was seen wearing in CCTV footage, as well as traces of blood that officers sent for forensic testing. This provided a DNA match to Josh. Parker was rearrested on Wednesday, 2 October, and charged with perverting the course of justice after CCTV footage showed her attempting to clean her car after the attack to remove any evidence.

    Cooper was arrested after handing himself in to police on Thursday, 11 July. During a search at Cooper’s property, officers discovered two knives matching the branding of the weapon that was left at the scene of Josh’s murder. Forensic testing on the balaclava and knife discarded by Belle at the scene of Josh’s murder found DNA that matched with Cooper.

    Tenika Parker, 39 (21.02.86), of Canterbury Road, Leytonstone and Daniel Cooper, 22 (20.02.03) of Gosport Road, Leytonstone stood trial alongside Belle. Parker was convicted of possession of a knife and perverting the course of justice. Cooper had previously pleaded guilty to possession of a knife but was acquitted of other offences.

    Cooper will be sentenced at the Old Bailey on Friday, 6 June.

    Belle and Parker will be sentenced at the Old Bailey on Wednesday, 30 July.

    The MOEA held a press conference on June 3 to celebrate Taiwan’s outstanding performance at the 2025 Edison Awards.     In the northern Chinese industrial city of Tianjin, a bustling workshop is bringing discarded electric vehicle batteries back to life through the combined expertise of skilled technicians and automated systems.

    The scene exemplifies a massive business opportunity unfolding across China, as the world’s largest electric vehicle market is set to turn battery waste from a pollution challenge into a key asset in its green revolution.

    Positioned at the forefront of the country’s sustainable economy, this startup, Tianjin Battery Technology, is targeting this rapidly expanding sector.

    The market segment is on the cusp of substantial growth, as China continues to lead the world in the production and sales of new energy vehicles. Additionally, the rising number of end-of-life power batteries is expanding demand for sustainable solutions.

    By the end of 2024, China had 31.4 million new energy vehicles, representing about 9 percent of its automobile fleet. Following the government’s launch of trade-in policies, consumer interest in upgrading vehicles surged, which in turn further expanded the recycling market.

    China’s Ministry of Industry and Information Technology mandated that passenger vehicle manufacturers provide an 8-year or 120,000-kilometer warranty on core components such as batteries starting from 2016.

    Market forecasts indicate that China’s retired power batteries will hit 1.04 million tonnes in 2025 and may surge to 3.5 million tonnes by 2030.

    Unlocking potentials 

    Ma Youwei, a 40-year-old equipment manager at the Tianjin firm, oversees the disassembly of battery packs and modules. As far as he is concerned, these seemingly “retired” batteries are treasure troves.

    In his factory, some disassembled components are reused for second-hand vehicle repairs. Crushing batteries produces copper and aluminum, and the black powder is further refined into battery-grade lithium carbonate.

    “In our words, we work to fully extract the value from the retired batteries and leave no potential untapped,” said Ma, production material control manager of the factory’s engineering equipment department.

    With nearly 20 years of experience in digital electronics and battery manufacturing, he joined this role three years ago, driven by the industry’s considerable potential.

    Tianjin Battery Technology has reached an annual processing capacity of 10,000 tonnes, achieving a lithium recovery rate of over 90 percent.

    “China heavily relies on imports for lithium, cobalt and nickel,” said Ke Yanchun from China Resources Recycling Group Co., Ltd., a newly-established state-owned enterprise.

    “Recycling retired power batteries effectively reduces the high dependency on imported resources in the upstream of China’s new energy vehicle industry,” said Ke.

    Tech-driven 

    China’s battery recycling sector is plagued by the presence of small, unregulated workshops. Industry leaders are leveraging technological innovation to boost efficiency and restructure the industry chain.

    GEM, a Shenzhen-based publicly-listed company and a major Chinese battery recycler, employs a flexible intelligent dismantling system for accurate detection and sorting. Its recycling innovations include high- and low-temperature catalytic activation and ultra-precise lithium extraction, achieving over 90 percent lithium recovery.

    The company also built a digital lifecycle management system to track batteries from recycling to utilization, supporting its dual-track business model.

    It has established a circular economy industrial park in the Shenshan Special Cooperation Zone, which is just one kilometer from the production lines of BYD, the country’s leading electric vehicle manufacturer.

    Now, GEM has set up over 140 recycling sites nationwide and partnered with more than 750 vehicle and battery manufacturers and operators worldwide. In the first quarter of this year, it recycled 10,800 tonnes of power batteries, up 37 percent year on year.

    In the Tianjin company, Ma and his colleagues have improved battery dismantling efficiency by 75 percent through modified tools. By using techniques like cutting and welding, they have transformed standard tools to meet the complex requirements of battery disassembly.

    “This simple innovation has made a significant impact,” Ma noted.

    Overseas expansion 

    As China’s share of the global electric vehicle market continues to grow, battery recycling companies are also expanding their international presence to meet local environmental regulations.

    CATL, the world’s largest battery manufacturer, plans to establish battery recycling operations in Europe, with the completion of its Hungarian re-manufacturing plant slated for 2026. This initiative is part of its efforts to address environmental concerns in battery production and disposal.

    GEM has established seven power battery recycling centers including those in the Republic of Korea and Indonesia.

    Gotion High-tech in Hefei, east China’s Anhui Province, and Envision Greenwise in Hong Kong have reached a strategic cooperation agreement, planning to jointly build 100 recycling and after-sales service centers globally.

    Also, Huayou Recycling in Jiaxing, Zhejiang Province, has entered a strategic partnership with SUEZ Group, one of the largest European environmental services corporations, to explore the French battery recycling market.

    Battle of Britain Pilot’s Grave Identified in the Netherlands

    More than eighty five years after his death, the previously unmarked grave of Flying Officer Philip Anthony Neville Cox, has finally been identified and a service of rededication held at his graveside.

    The rededication service, organised by the MOD’s Joint Casualty and Compassionate Centre (JCCC), also known as the ‘MOD War Detectives’, was held at the Commonwealth War Graves Commission’s (CWGC) Bergen op Zoom War Cemetery in The Netherlands, yesterday afternoon (4 June 25). The service was conducted by the Reverend Jonathan Stewart CF, Station Chaplain RAF Odiham. 

    JCCC Caseworker, Tracey Bowers, said: 

    I am grateful to the researcher who originally submitted evidence suggesting this brave Pilot was buried in the grave in Bergen op Zoom cemetery. Cox was a brave and talented Officer and excelled in all aspects of service life, serving his Country for 8 years, he will never be forgotten.

    Flying Officer Philip Anthony Neville Cox RAF No.501 (County of Gloucestershire) Sqn, Royal Auxiliary Air Force 

    Evidence and research undertaken by the researcher, RAF Air Historical Branch, CWGC and JCCC shows that Cox was reported missing, believed dead when his Hurricane P3808 failed to return from an operation on 27 July 1940, over Dover. A month later a body was washed ashore on the Westenschouwen (Dutch coast) and buried as an unknown British Air Force Officer, the records also showed some details of his name and number (Cox 33XXX). When he was concentrated into Bergen op Zoom cemetery in 1946 it appears some of these details were accidentally struck off and attempts to identify him missed resulting in him being buried as an “Unknown”. Research shows there was only one other missing with the name Cox but he was not an Officer and the date and location of his crash ruled him out.

    It has been a real honour to be part of the rededication service for Flying Officer Cox. Having his name forever written in stone is more than symbolic. It shows our commitment to honour and commemorate his sacrifice and show that it will not be forgotten.

    Cox was not only a talented Pilot but sportsman too excelling in both fencing and soccer he was described in his RAF reports as “A good all-round sportsman and very keen on all games. He has showed judgement and will be an asset to the Service”. 

    The grave will now be cared for by CWGC. Fergus Read, Commemorations Case Officer at the CWGC, said:  

    It is an honour to have been involved in the research that led to the formal identification of Flying Officer Cox. This case involved evidence from multiple sources – including Dutch and German archives – which had not been previously connected. It was a privilege to play a part in establishing where this Battle of Britain pilot was buried and the Commission will care for his grave, in perpetuity.

    The commitment has been confirmed by IFC with the planned equity investment in the fund being up to the lower of US$25 million or 20% of total Limited Partner (LP) commitment to EICF. The project is being processed under IFC’s Debt Funds Project (DFP) Investment Framework. 

    EICF is Enko’s first private credit vehicle. It has a target LP commitment size of US$150 million, targeting US$80 million at first close, expected to take place in Q3 2025.     Tragically, 2025 has already seen 147 fatal road crashes on NZ roads, which trending higher than this time last year – and who is first on the scene in many areas of the country? Our firefighters are.
    Firefighters today do far more than put water on fire. They now respond to as many medical emergencies and road crashes as they do fires.
    Along with Police and Ambulance, firefighters respond to some of the worst scenes imaginable.
    The United Fire Brigades’ Association (UFBA) Road Crash Rescue Challenge supports the development of our members’ skills in these high-stress and life-threatening situations.
    The challenge is treated with the seriousness and professionalism of real-life and death scenarios while providing a realistic simulation in a controlled and safe environment.
    Imagine a scene where a car has flipped over onto its roof, wedged against a dangerously leaning pole. The driver lies suspended, unconscious and bleeding. In the dim light it’s hard to know whether there are fractures, cuts or worse. Shattered glass litters the road.
    Everyday, our members from over 600 paid and volunteer fire brigades across Aotearoa must make precise and difficult calls in these situations, deciding on the safest, most efficient way to extricate a patient, while a life literally hangs in the balance.
    From Thursday 12 to Saturday 14 June, over 110 firefighters from all across the country will gather in Feilding at the UFBA Road Crash Rescue Challenge to take part in complex, timed rescues – working in teams to remove live ‘patients’ from multiple crash scenes using real vehicles, real tools and real pressure.
    It’s raw, intensely visual, and an exciting test of firefighters’ critical life-saving skills and teamwork that demonstrates the mental and physical demands of real-life patient extraction in serious car crashes or medical situations.
    The UFBA Road Crash Rescue Challenge is supported by Fire and Emergency New Zealand and AA Insurance who have supplied all the wrecked vehicles used in the simulations – meaning that damaged vehicles are re-purposed for good.

    At the festival “Moscow is on the wave. Fish week”, which is carried out within the framework of the project “Summer in Moscow”, June 7 will see one of the most exciting events of the summer – a costumed SUP regatta. Guests are welcome at beach No. 3 in Serebryany Bor. A record number of participants – about a thousand people – will take to the water near the city’s favorite recreation spot. The total prize fund is one million rubles.

    Residents of the capital and tourists will enjoy a colorful water procession, in which Poseidons, mermaids, witches, crocodiles, astronauts, fairies and many other fantastic characters will take part. Each participant in the costumed SUP regatta will decorate their SUP board in accordance with the chosen image, turning the board into a real art object.

    Anyone can join the event. You will need a SUP board, a life jacket and a medical certificate from a therapist. Participation is free,pre-registration. Entry of cars into the territory of Serebryany Bor is prohibited.

    The route of the costumed SUP regatta will start at beach No. 3 in Serebryany Bor. This is a long coastal area with rich infrastructure for a full-fledged rest. There are sports and children’s playgrounds, cozy gazebos for picnics and even a swimming pool, which was reconstructed and opened in June 2024. Spectators will be able to comfortably sit on benches and sun loungers.

    The total length of the costumed regatta route is about five kilometers along the Moskva River. Participants will sail on decorated SUPs past beaches No. 4 and 5, enter Lake Bezdonnoye, go around Serebryany Bor Island and return back to the starting point, where the SUP regatta will end.

    Registration for individual numbers will open at 08:00. At 10:00, participants will take to the water, and at 11:00, the SUP regatta will begin. The awards ceremony will take place at 15:00.

    The authors of the most striking and unusual costumes will receive recognition from the audience, as well as cash prizes in five nominations: for the best male, female, children’s, team costumes and the most original outfit for a pet.

    Silver Forest It is no coincidence that it became the site of a costumed SUP regatta. This is a significant historical recreation area for Muscovites and tourists, which is visited annually by hundreds of thousands of people. The entire infrastructure is being updated and equipped for the new season. This year, guests will find even more picnic spots, sports grounds and landscaped areas near the water in the most picturesque natural landscapes of the capital.

    The costumed SUP regatta in Moscow is not only a celebration of sports and creativity, but also a platform for self-expression. Last year, more than 600 people took part in the event. First place in the costume contest was taken by Mikhail Ryutov, who transformed into a fisherman from Alexander Pushkin’s fairy tale about the Golden Fish.   • MIL-OSI Australia: Arrests – Burglaries – Alice Springs

    The Northern Territory Police Force responded to multiple burglaries in Alice Springs yesterday and have arrested two male youths allegedly involved.

    About 10:15am, the Joint Emergency Services Communication Centre (JESCC) received reports of a burglary at a residence in Braitling. It is alleged an unknown number of offenders caused damage before entering the residence and stealing personal items from within.

    Later, about 3:10pm, the JESCC received reports of a burglary at a different address in Braitling. It is alleged four unknown offenders were dropped off by a vehicle before they unlawfully entered the residence by causing damage. It is unknown if anything was stolen before they fled the scene in the same vehicle that dropped them off nearby.

    A short time later, about 4:30pm, the JESCC received reports of a burglary at a residence in East Side. It is alleged four to six unknown offenders unlawfully entered the residence and demanded car keys from a female inside. The victim retreated to the laundry, locking herself inside and called Triple Zero. The alleged offenders continued to rummage through the house, locating the keys to a white Toyota RAV4 before stealing it from the premises. As they were leaving the location they allegedly swerved towards responding police vehicles, narrowly missing.

    The vehicle allegedly drove erratically through the Alice Springs CBD and further members from Strike Force Viper, Dog Operations Unit and general duties deployed.

    A Tyre Deflation Device was unsuccessfully deployed as the vehicle travelled south along the Stuart Highway. Soon after, the vehicle allegedly targeted a police vehicle by throwing large rocks, causing minor damage.

    The vehicle was later located abandoned just north of Braitling.

    This morning, police arrested two male youths, aged 14 and 16-years-old, for their alleged involvement in the morning burglary in Braitling and the 4:30pm burglary in East Side. Charges are expected to follow.

    Strike Force Viper has carriage of the investigation and are working to identify and apprehend anyone involved. It is not known at this stage if all three incidents are linked.

    On the morning of June 3, President Lai Ching-te, accompanied by Vice President Bi-khim Hsiao, held bilateral talks with President Hilda C. Heine of the Republic of the Marshall Islands at the Presidential Office following a welcome ceremony with military honors for her and her husband. The leaders also jointly witnessed the signing of a letter of intent for sports exchanges and a memorandum of understanding regarding the Presidents’ Scholarship Fund.     President Lai attends 2025 Europe Day Dinner
    On the evening of May 29, President Lai Ching-te attended the 2025 Europe Day Dinner. In remarks, President Lai stated that Taiwan looks forward to further establishing institutionalized mechanisms with Europe for our trade and investment ties and hopes to take an innovative and diverse approach to sign an economic partnership agreement with the European Union, to provide a more transparent, stable, and predictable business environment for our enterprises. The president said that Taiwan will actively work alongside other democracies, including those in Europe, to jointly build resilient, promising non-red supply chains, and noted that Taiwan and Europe have endless potential for collaboration, whether it is in safeguarding freedom and democracy or advancing our economic and trade relationship. He expressed hope to further strengthen our partnership and work together toward global peace, stability, and prosperity.     In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • MIL-OSI Australia: Quick action and a defibrillator save a firefighter

    A CFA volunteer has had the opportunity to say thank you to fellow volunteers and paramedics who helped save his life.

    John Moyes, a volunteer with Yarragon Fire Brigade, suffered a cardiac arrest while responding to a grass and scrub fire on Tuesday 4 March 2025 in Yarragon.

    Shortly after arriving at the scene, John collapsed.

    Crews from Trafalgar were on scene battling the blaze and Commander Greg Fisher said he immediately snapped into action.

    “We had to fight the fire, but we also needed to help John,” he said.

    “Thankfully, our members are first-aid trained, and we were able to quickly begin doing what we needed to do.”

    Immediately following contact with Triple Zero (000), Trafalgar Fire Brigade members, Sally Neenan, Colin Proctor, and Danny Mynard, got to work on John, starting cardiopulmonary resuscitation (CPR) and attaching an automated external defibrillator (AED) from one of the trucks.

    “It was all a bit of a blur,” Danny said.

    “But my training kicked in and I just did what I had to do to help save John.”

    Sally said John collapsed behind her and having just refreshed her CPR knowledge just months before, she was able to help save John.

    “It was daunting but it really drives home the importance of having your first-aid and CPR training even if you’re just a member of the community. This could have happened anywhere,” she said.

    Colin said having an AED was a huge help to their CPR efforts.

    “We were really glad to have the defibrillator right there on the truck,” he said.

    The trio continued CPR, delivering three shocks with the AED prior to the arrival of Ambulance Victoria paramedics. At the time of handover, John remained pulseless and unconscious.

    Paramedics took over care, intubated John and placed him into an induced coma. He was transported in a critical condition to the Victorian Heart Hospital for specialist care.

    John said he was “forever indebted” to those who intervened early and saved his life.

    “They are the reason I am here,” John said.

    “Because they knew what to do, I have another chance.”

    Greg said the incident was a good reminder about the importance of early intervention, having AEDs on trucks, and completing first-aid training with CFA.

    “We offer basic first aid and CPR training to all CFA members and this really showed us why this training is so important,” Greg said.

    “Our members do more than just fight fires; they are there to help their communities in so many different situations.

    “All CFA primary firefighting appliances are also fitted with AEDs which is an amazing resource.”

    Ambulance Victoria Gippsland Clinical Support Officer Dion Meade said John’s recovery was testament to the quick actions of those around him.

    “It’s fantastic to see John alive and doing so well, which is all because of his peers who immediately started the chain of survival by implementing Call, Push, Shock,” he said.

    “We know the significant impact of early intervention, with a patient’s chance of survival almost doubling when they receive CPR and a shock from an AED before paramedics arrive.

    “The Victorian Ambulance Cardiac Arrest Registry 2023-24 showed Victoria has Australia’s best cardiac survival rate and the third best in the world, which is because of people, like Sally, Colin and Danny, stepping in when they see someone in cardiac arrest.

    “Anyone can save a life by remembering to Call Triple Zero 000, give CPR by pushing hard and fast on the middle of the chest, and use an AED if available.”

    In every district of the capital there are owners of shops, shopping centers, restaurants, cafes, hairdressers and car services who sent humanitarian aid to participants in the special military operation (SVO) this spring.

    The products are being donated not only by establishments that purchase food, such as supermarkets or bakeries, but also by beauty salons. Their employees managed to collect a large number of cans of stewed meat and main courses, specially preserved for long-term storage, as well as dry milk porridges.

    About 300 food packages were received by servicemen from entrepreneurs from the Levoberezhny and Vostochnoye Degunino districts, and about 200 dry rations were transferred from Ivanovskoye and Kosino-Ukhtomsky. In addition, it was possible to send more than 700 different canned goods – from vegetables to meat.

    Restaurant and pastry shop owners in Severnoye Butovo collected almost 300 kilograms of food products, and one teahouse in Lublin donated 500 kilograms of honey to the fighters. The packages also included instant noodles and mashed potatoes, tea and coffee, candy, chocolate and other food.

    Humanitarian aid shipments of clothing were sent this spring from the Yaroslavsky, Obruchevsky, Yuzhnoye Tushino, Chertanovo Tsentralnoye, Sokolinaya Gora and Lyublino districts. These are several thousand insoles, including woolen ones, winter and summer uniforms, thermal underwear and socks, T-shirts, hats, and dozens of pairs of shoes.

    Fabric and yarn stores donated pillows, blankets, and bed linens so that the soldiers could rest in comfortable conditions. Gas burners were included in the packages for cooking, and stoves and generators were also sent.

    The entrepreneurs placed a great emphasis on medical products and collected, for example, liters of antiseptic, hundreds of bandages, tourniquets and catheters, as well as crutches, dressings and medications.

    The owners of department stores and car dealerships have not forgotten about spare parts, lumber, electronic warfare systems, quadcopters, professional radios, monoculars, collimators and other military equipment.

    There were also those who independently delivered humanitarian aid to the combat zone and also provided facilities for weaving camouflage nets.

    Since the first days of the SVO, owners of Moscow stores, shopping centers, car dealerships and other service establishments, as well as Moscow restaurateurs, have been regularly sending humanitarian aid. The parcels contain products that have a long shelf life: canned meat, fish and vegetables, tons of different cereals, pasta, cookies, candies, chocolate and many other sweets. Entrepreneurs donate personal hygiene products and seasonal clothing, such as jackets, boots and thermal underwear, as well as essential medicines, building materials and even military equipment, including quadcopters and entire columns of vehicles.

    Northland Police are appealing for information in relation to an aggravated robbery in Tikipunga, Whangārei, yesterday.

    “Police responded to reports that a vehicle had been stolen by two offenders,” says Detective Senior Sergeant Michelle Harris, of Northland CIB.

    “Members of the public were left shaken after two-armed males allegedly forced a woman from her vehicle.”

    The vehicle fled at speed, damaging four other vehicles in the process.

    Help from the public yesterday assisted Police to locate and arrest the pair at a nearby property.

    A number of weapons were also seized.

    “Police are appealing to anyone who witnessed anything at the Paramount Plaza yesterday between 1230pm and 2pm to please contact Police. We are also interested in any CCTV footage or cell phone footage of the incident”
    Det Snr Sgt Harris says.

    “We’d be grateful for anyone with information contacting Police as soon as possible.”

    The two men appeared in the Whangārei District Court today on charges of aggravated robbery and demands to steal.

    WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.) joined a spotlight forum titled “Hunger by Design ­— The GOP’s Assault on SNAP” to question witnesses and expose President Trump and Republicans’ cruel budget proposal that would slash $300 billion in Supplemental Nutrition Assistance Program (SNAP) benefits while giving tax cuts to billionaires. As Trump’s tariffs raise food costs for American families, the cuts to SNAP would threaten a vital lifeline for over 42 million Americans, including 16 million children, 8 million seniors, 4 million people with disabilities, and 1.2 million veterans.

    Senator Padilla warned against the devastating SNAP cuts to pay for Republicans’ billionaire-first agenda.

    • “We’re here today because in order to make life easier for billionaires — apparently that’s an agenda item — Congressional Republicans are pushing a budget bill that would literally harm young children, would harm single mothers, would harm Americans with disabilities, would harm countless seniors, some of the most vulnerable members of our communities. And Republicans would have you believe that SNAP benefits are some sort of luxury the way they talk about it. Nobody aspires to live on food stamps. What food stamps are is a lifeline for millions of Americans.”
    • “It’s outright cruelty, literally taking from the poor to give to the rich. No one in our country should go hungry because billionaires need another tax break. That’s the Republican agenda. So today we’re here to expose these devastating cuts — literally the largest in history — for what they really are: tax breaks for billionaires paid for by the most vulnerable in our society.”

    Padilla highlighted that the Republican budget reconciliation bill targets immigrants legally residing in the United States. He also underscored that Californians who are undocumented pay $8.5 billion dollars a year in taxes, yet are generally excluded from public programs like SNAP, the child tax credit, and Medicaid that their tax dollars pay for. He heard from Barbara C. Guinn, Commissioner of the New York State Office of Temporary and Disability Assistance, about the devastating impacts of withholding food assistance for lawfully present immigrants who depend on SNAP.

    • PADILLA: “One of the most concerning elements of the bill is how it targets immigrant communities. There’s immigrants in every state in the nation. It targets them through deliberate exclusions of tax-paying noncitizens or their families from receiving child tax credit, Medicaid, and SNAP. … Commissioner Guinn, can you share how the bill would take food assistance away from lawfully present immigrants who have long been eligible for SNAP, and what the consequences would be for immigrant communities at large?”
    • GUINN: “… The SNAP program, first, already has some pretty stringent limitations on the extent to which noncitizens can receive benefits. So the fact that this bill goes even farther in reducing access for individuals who are legally, lawfully present in our country is of great concern. In New York State, we estimate that as a result of the provisions in the House bill to further prevent legal noncitizens from accessing food benefits would impact about 70,000 individuals. … SNAP is typically temporary. It is often received by individuals who are trying really hard to work, putting a couple of jobs together. That’s no different for these immigrants who are legally present in our country, and we believe that they should continue to receive SNAP benefits, and actually would prefer to move in a different direction, to expand access for additional legally [present] noncitizens.”

    Padilla also questioned Northwestern University Professor Dr. Diane Whitmore Schanzenbach on the economic importance of preserving SNAP benefits. Dr. Schanzenbach emphasized that SNAP is especially important during economic downturns and after natural disasters, citing the critical safety net provided by expanding nutrition assistance during the Great Recession. SNAP supports roughly 390,000 jobs and $20 billion in wages every year.

    • PADILLA: “Dr. Schanzenbach, you’ve talked about how SNAP doesn’t just fight against hunger, it actually is a driver of local economies throughout the country, impacting farmers, food producers, grocery retailers, truck drivers, et cetera. Can you just expand on what those economic impacts would be?”
    • SCHANZENBACH: “… SNAP, and because of the full federal funding of SNAP, can very quickly expand in economic downturns. That means that people can still go to the grocery store, and it means that the grocery store doesn’t have to lay off certain people, and it has often been the most effective stimulus money that we’ve spent. Like during the Great Recession, they topped up benefits by like 15 percent. The studies came back and found… something like $1.75 return for every dollar that you spent on those increased benefits. SNAP is a very effective tool. It’s also particularly effective when, when there are natural disasters, like the fires in California. You know, we saw a little bit about the spillover effects on other people, right? Because we live in a society where our economic well-being is interconnected, and if we pull the rug out from one sector that’s going to have ripple effects.”
    • PADILLA: “Appreciate you mentioning that it’s not just economic downturns, but with the increasing frequency and scale of natural disasters, the role and impact of SNAP there as well.”

    Police have arrested a man after he allegedly used Facebook Marketplace to fleece people of more than $150,000 worth of goods.

    This morning officers from Waitematā West Tactical Crime Unit assisted by the Armed Offenders Squad, conducted a search warrant at a Massey address.

    Detective Senior Sergeant Ryan Bunting says Police had been looking for the male who was wanted in relation to 17 dodgy deals between November 2024 and April this year.

    “This man was allegedly involved in Facebook Marketplace deals for 17 different vehicles or high value items including phones and jewellery.

    “We allege this person has attended public places to meet the sellers and do ‘bank transfers’ described as looking very real, including using fake IDs and fake drivers licenses.

    “Unfortunately the sellers have let the vehicles/goods go with the offender before later realising no transfer has occurred.”

    Detective Senior Sergeant Bunting says the alleged offender has obtained goods to the tune of $150,000.

    “Several vehicles have been recovered and further enquiries are ongoing.”

    He says Police are not ruling out further charges.

    “While it is a very effective buy and sell platform, it’s also a successful hunting ground for criminals to buy items using a fake bank transfer or sell items that don’t exist and don’t deliver.

    “These types of scams can be difficult for Police to investigate so we are urging those who use the buy and sell platform to exercise caution and do their due-diligence first.”

    Police encourage anyone choosing to use the buy and sell platform to follow the following advice:

    • Insist on meeting to conduct transactions and examine the item before completing the transaction

    • Meet in a public place and take a friend. DO NOT go into someone’s house or allow them into yours

    • DO NOT deposit money into another person’s account before you have received the item

    • Ensure that cleared funds have arrived in your account, don’t rely on sellers ID, screenshots or viewing funds being transferred on an app

    • Learning more about the person you are buying from or selling to. Note: You can tap on a person’s profile on the product listing page to see if you have any friends in common, their marketplace activity, and any ratings they

    may have received

    • Ensure friends and family, especially anyone vulnerable, understand what to do to protect themselves. Be the person to provide that ongoing support and advice

    • Trust your instincts – if it’s too good to be true or sounds like a scam, it probably is

  • MIL-OSI China: US stocks close mixed on weak hiring data in private sector

    U.S. stocks closed mixed on Wednesday as investors digested weaker-than-expected private-sector hiring data and remained cautious amid fresh U.S.-China trade tensions, following the implementation of a steep steel and aluminum tariff hike.

    The Dow Jones Industrial Average dropped 91.90 points, or 0.22 percent, ending the session at 42,427.74, while the S&P 500 inched up 0.44 points, or 0.01 percent, to 5,970.81. The Nasdaq Composite gained 61.53 points, or 0.32 percent, to close at 19,460.49.

    Sector performance was split, with six of the S&P 500’s 11 major groups finishing higher. Communication services and materials led the way, rising 1.36 percent and 0.35 percent, respectively. On the downside, energy and utilities were the weakest performers, falling 1.89 percent and 1.70 percent.

    Investor sentiment was dampened by the ADP National Employment Report, which showed private-sector hiring slowed significantly in May. Only 37,000 jobs were added, the weakest figure in over two years and far short of analyst expectation of 110,000 ones.

    Further economic data reflected softening conditions. The Institute for Supply Management’s Services Purchasing Managers’ Index (PMI) fell to 49.9 in May, slipping into contraction territory for just the fourth time in five years. The reading came in below April’s 51.6 and missed economist forecasts for an increase to 52, suggesting service sector growth is losing steam.

    Jefferies economist Tom Simons wrote in a note to clients that the data likely reflect “more signs of a pause in activity rather than a steep contraction.” “A broad pause is not a good thing, and the uncertainty that precipitated this pause has not shown any signs of lifting,” he said.

    Meanwhile, U.S. President Donald Trump lashed out at Fed Chair Jerome Powell on social media again, calling for immediate rate cuts.

    Adding to market jitters, Trump’s order to double tariffs on steel and aluminum imports to 50 percent took effect Wednesday, with only the United Kingdom exempted. The deadline also arrived for U.S. trading partners to submit “best offers” to avoid a broader wave of retaliatory tariffs slated for July.

    Barclays’ Head of U.S. Equity Strategy Venu Krishna said that recent market movement reflects a “broad realization” that the extreme tariff rhetoric may not fully materialize, though it continues to create uncertainty for investors. “The bottom line is that while uncertainty remains high around the eventual tariff outcome, the rate of change on policy headwinds has become much less onerous.” Wilson said. “This has reduced recession risk and is giving corporates and consumers more confidence in the forward looking outlook.”

    The S&P 500 index will peak in the second quarter and then correct to the range of 5,250 points to 5,500 points in the second half of 2025, according to a presentation by Stifel on Tuesday.

    Major technology companies showed mixed performance on Wednesday. Meta Platforms advanced 3.16 percent, while chipmaker Broadcom, set to release earnings on Thursday, gained 1.65 percent. Nvidia, Microsoft, Amazon, and Alphabet posted modest increases. In contrast, electric vehicle manufacturer Tesla dropped 3.55 percent, and Apple edged down slightly.

    Hon CHRIS BISHOP (Minister of Transport): Last week I announced what many New Zealanders, I know, have been looking forward to: the start of public consultation on increasing the speed limits to 110 kilometres per hour on Transmission Gully and the Raumati Straights—22,000 vehicles using this relatively new road daily; important regional connector; safe, modern, reliable route for all road users; it’s the main gateway into Wellington; and I’m very pleased that the Government is taking this important step to further enhance the road.

    Tim Costley: Why is the Government considering this change now?

    Hon CHRIS BISHOP: Delivering better quality infrastructure is part of the Government’s plan to grow the economy, reduce travel times, and increase the productivity of our transport network. We’re committed to providing State highways that get people where they need to go quickly and safely. Transmission Gully is designed and constructed to a very high safety standard, has very low crash numbers on the road since its opening in 2022, and safety features that greatly reduce the risk of death or serious injury in a crash.

    Tim Costley: How can New Zealanders have their say on this proposal?

    Hon CHRIS BISHOP: Consultation on raising the speed limits opened last Friday and will last for six weeks.     Tasmania Police is urging motorists to slow down and drive to the conditions this coming long weekend.
    With more traffic expected on the roads across the weekend, motorists can expect to also see police. 
    Acting Inspector Martin Parker from Western Road Policing Services said police across the state would be conducting a range of high-visibility and covert patrols.
    “With winter now upon us, and rain forecast for the long weekend, motorists should ensure their vehicles are roadworthy, drive to the conditions and allow extra time for their journeys,” he said.
    “We will have a presence in both urban and rural areas, where the potential combination of unfamiliar roads, unpredictable weather and increased traffic can pose significant risks.
    “We want everyone to enjoy their long weekend, but we also want them to return home safely. That is why police and the community need to continue to work together – road safety is a joint effort.
    “Please, plan your journey, take regular breaks, and avoid any risky behaviours. We are asking people to consistently make good decisions, whether you are driving a vehicle, bicycle, or attempting to walk across a road.  Bad choices can lead to serious consequences.”

    As thousands of people descend on Hobart for the Dark Mofo festival, Tasmania Police is urging pedestrians and motorists to prioritise safety, particularly during the darker hours of the event.
    Tasmania’s popular Dark Mofo winter festival is back with a full program of events in Hobart including the opening night of the Winter Feast, on Castray Esplanade, on Thursday.
    There will be road closures and traffic disruptions across the Hobart CBD during the two-week festival, with further information available at www.darkmofo.net.au/info/road-closures
    While it is an amazing time of the year for locals, and our interstate and international visitors, police are urging everyone to enjoy it safely and responsibly.
    “Pedestrians are among our most vulnerable road users, especially during busy events such as Dark Mofo,” Hobart Police Inspector John Toohey said.
    “This year already, three pedestrians have died on Tasmanian roads, with a further 14 seriously injured.
    “We’re asking everyone to stay alert, avoid distractions such as phones or headphones, and only cross at designated crossings.
    “With many festival events taking place at night and in low-light conditions, we’re hoping to see responsible behaviour, that is, people looking out for each other, obeying traffic signals and being visible in the dark.”
    Supporting Inspector Toohey, Tasmania Police State Road Safety Co-ordinator Inspector Justin Lawson urged motorists and pedestrians to take extra care in Hobart’s city and waterfront precincts.
    “Our message is, we are just as excited as you that Dark Mofo is back,” Inspector Lawson said.
    “And while savouring all that is on offer in our city, please be mindful of each other’s safety on our streets and footpaths.
    “With thousands anticipated to move between different venues, there will be a marked increase in pedestrian and vehicle traffic.
    “Please cross the road only when safe and if driving, be alert to festival-goers on foot.”

    Corrections: Updated vehicle numbers are 3,048 total vehicles, with 70 being fully electric vehicles and 681 being partial hybrid electric vehicles.  Vessel is Liberian-flagged and U.K.-managed The crew evacuated aboard a life boat, not life raft Zodiac Maritime is the vessel’s manager, not parent company KODIAK, Alaska — The Coast Guard is responding to a vessel fire approximately 300 miles south of Adak, Wednesday.   Watchstanders at the Seventeenth Coast Guard District command center received a distress alert Tuesday at approximately 3:15 p.m. reporting a fire aboard the cargo ship Morning Midas, a 600-foot Liberian-flagged and U.K. managed cargo vessel with 22 crew members and reportedly carrying several thousand vehicles. Watchstanders immediately issued an Urgent Marine Information Broadcast requesting assistance from vessels in the vicinity of the Morning Midas. Three good Samaritan vessels responded to the incident.  Watchstanders also diverted the crew of U.S. Coast Guard Cutter Munro (WMSL 755) to the area, directed the launch of a C-130J Super Hercules aircrew from Coast Guard Air Station Kodiak, and positioned an MH-60T Jayhawk helicopter aircrew in Adak. All 22 crew members aboard the Morning Midas evacuated the ship aboard a life boat and were subsequently rescued by the crew of motor vessel Cosco Hellas, one of the good Samaritan vessels on scene, with no reported injuries. The status of the fire is currently unknown, but smoke is still emanating from the vessel. “As the search and rescue portion of our response concludes, our crews are working closely with the vessel’s manager, Zodiac Maritime, to determine the disposition of the vessel,” said Rear Admiral Megan Dean, commander of the Coast Guard’s Seventeenth District. “We are grateful for the selfless actions of the three nearby vessels who assisted in the response and the crew of motor vessel Cosco Hellas, who helped save 22 lives.” The Morning Midas is estimated to have approximately 350 metric tons of gas fuel and 1,530 metric tons of very low sulfur fuel oil (VLSFO) onboard. They are also reportedly carrying a total of 3,048 vehicles, with 70 being fully electric vehicles and 681 being partial hybrid electric vehicles. This is based on reports to the Coast Guard and is subject to change pending the development of any new information.  The Coast Guard is working with the Morning Midas’s manager Zodiac Maritime to coordinate recovery efforts of the vessel.   • MIL-OSI Global: The secret to Ukraine’s battlefield successes against Russia – it knows wars are never won in the past

    The iconoclastic American general Douglas Macarthur once said that “wars are never won in the past”.

    That sentiment certainly seemed to ring true following Ukraine’s recent audacious attack on Russia’s strategic bomber fleet, using small, cheap drones housed in wooden pods and transported near Russian airfields in trucks.

    The synchronised operation targeted Russian Air Force planes as far away as Irkutsk – more than 5,000 kilometres from Ukraine. Early reports suggest around a third of Russia’s long-range bombers were either destroyed or badly damaged. Russian military bloggers have put the estimated losses lower, but agree the attack was catastrophic for the Russian Air Force, which has struggled to adapt to Ukrainian tactics.

    This particular attack was reportedly 18 months in the making. To keep it secret was an extraordinary feat. Notably, Kyiv did not inform the United States that the attack was in the offing. The Ukrainians judged – perhaps understandably – that sharing intelligence on their plans could have alerted the Kremlin in relatively short order.

    Ukraine’s success once again demonstrates that its armed forces and intelligence services are the modern masters of battlefield innovation and operational security.

    Finding new solutions

    Western military planners have been carefully studying Ukraine’s successes ever since its forces managed to blunt Russia’s initial onslaught deep into its territory in early 2022, and then launched a stunning counteroffensive that drove the Russian invaders back towards their original starting positions.

    There have been other lessons, too, about how the apparently weak can stand up to the strong. These include:

    • attacks on Russian President Vladimir Putin’s vanity project, the Kerch Bridge, linking the Russian mainland to occupied Crimea (the last assault occurred just days ago)

    • the relentless targeting of Russia’s oil and gas infrastructure with drones

    • attacks against targets in Moscow to remind the Russian populace about the war, and

    • its incursion into the Kursk region, which saw Ukrainian forces capture around 1,000 square kilometres of Russian territory.

    On each occasion, Western defence analysts have questioned the wisdom of Kyiv’s moves.

    Why invade Russia using your best troops when Moscow’s forces continue laying waste to cities in Ukraine?

    Why hit Russia’s energy infrastructure if it doesn’t markedly impede the battlefield mobility of Russian forces?

    And why attack symbolic targets like bridges when it could provoke Putin into dangerous “escalation”?

    The answer to this is the key to effective innovation during wartime. Ukraine’s defence and security planners have interpreted their missions – and their best possible outcomes – far more accurately than conventional wisdom would have thought.

    Above all, they have focused on winning the war they are in, rather than those of the past. This means:

    • using technological advancements to force the Russians to change their tactics

    • shaping the information environment to promote their narratives and keep vital Western aid flowing, and

    • deploying surprise attacks not just as ways to boost public morale, but also to impose disproportionate costs on the Russian state.

    The impact of Ukraine’s drone attack

    In doing so, Ukraine has had an eye for strategic effects. As the smaller nation reliant on international support, this has been the only logical choice.

    Putin has been prepared to commit a virtually inexhaustible supply of expendable cannon fodder to continue his country’s war ad infinitum. Russia has typically won its wars this way – by attrition – albeit at a tremendous human and material cost.

    That said, Ukraine’s most recent surprise attack does not change the overall contours of the war. The only person with the ability to end it is Putin himself.

    That’s why Ukraine is putting as much pressure as possible on his regime, as well as domestic and international perceptions of it. It is key to Ukraine’s theory of victory.

    This is also why the latest drone attack is so significant. Russia needs its long-range bomber fleet, not just to fire conventional cruise missiles at Ukrainian civilian and infrastructure targets, but as aerial delivery systems for its strategic nuclear arsenal.

    The destruction of even a small portion of Russia’s deterrence capability has the potential to affect its nuclear strategy. It has increasingly relied on this strategy to threaten the West.

    A second impact of the attack is psychological. The drone attacks are more likely to enrage Putin than bring him to the bargaining table. However, they reinforce to the Russian military that there are few places – even on its own soil – that its air force can act with operational impunity.

    The surprise attacks also provide a shot in the arm domestically, reminding Ukrainians they remain very much in the fight.

    Finally, the drone attacks send a signal to Western leaders. US President Donald Trump and Vice President JD Vance, for instance, have gone to great lengths to tell the world that Ukraine is weak and has “no cards”. This action shows Kyiv does indeed have some powerful cards to play.

    That may, of course, backfire: after all, Trump is acutely sensitive to being made to look a fool. He may look unkindly at resuming military aid to Ukraine after being shown up for saying Ukrainian President Volodymyr Zelensky would be forced to capitulate without US support.

    But Trump’s own hubris has already done that for him. His regular claims that a peace deal is just weeks away have gone beyond wishful thinking and are now monotonous.

    Unsurprisingly, Trump’s reluctance to put anything approaching serious pressure on Putin has merely incentivised the Russian leader to string the process along.

    Indeed, Putin’s insistence on a maximalist victory, requiring Ukrainian demobilisation and disarmament without any security guarantees for Kyiv, is not diplomacy at all. It is merely the reiteration of the same unworkable demands he has made since even before Russia’s full-scale invasion in February 2022.

    However, Ukraine’s ability to smuggle drones undetected onto an opponent’s territory, and then unleash them all together, will pose headaches for Ukraine’s friends, as well as its enemies.

    That’s because it makes domestic intelligence and policing part of any effective defence posture. It is a contingency democracies will have to plan for, just as much as authoritarian regimes, who are also learning from Ukraine’s lessons.

    In other words, while the attack has shown up Russia’s domestic security services for failing to uncover the plan, Western security elites, as well as authoritarian ones, will now be wondering whether their own security apparatuses would be up to the job.

    The drone strikes will also likely lead to questions about how useful it is to invest in high-end and extraordinarily expensive weapons systems when they can be vulnerable. The Security Service of Ukraine estimates the damage cost Russia US$7 billion (A$10.9 billion). Ukraine’s drones, by comparison, cost a couple of thousand dollars each.

    At the very least, coming up with a suitable response to those challenges will require significant thought and effort. But as Ukraine has repeatedly shown us, you can’t win wars in the past.

    Teen faces multiple charges of motor vehicle stealing

    Detectives investigating a series of thefts, reckless driving and property damage across Tasmania’s south have this week charged a 15-year-old boy with multiple offences, including 12 counts of stealing a motor vehicle.
    Members of Bridgewater CIB arrested and charged the teenager on Tuesday (June 3) following a search of his home at Herdsmans Cove.
    During the search of the property, police allege a number of electronic devices were found and which appear to show the boy had used them to post illegal activities online and to social media.
    Following police interview, the boy has been charged with multiple offences including motor vehicle stealing, hooning, driving while not the holder of a driver’s licence, unlawfully setting fire to property, and stealing.
    Police investigations continue.

  • MIL-OSI New Zealand: Road reopened following crash, St Johns

    St Johns Road has been reopened following an earlier crash between a vehicle and pedestrian.

    One person was transported to hospital in a serious condition.

    An investigation into the crash remains ongoing.

    Police would like to thank motorists for their patience while the scene was cleared.
