    Our key areas of focus are based on the risks and issues identified through our intelligence collection, risk detection and analysis and case work. While we are focused on improving tax performance across all tax and superannuation compliance obligations for the privately owned wealthy groups population, these are the foundational, emerging and evolving risks and targeted focus areas where we are investing more resources.

    Foundational issues

    Registration, lodgment and payment

    Registration, lodgment and payment risks and issues include:

    • not registering for obligations where required, or being registered under the incorrect basis (accounting basis or reporting cycle)
    • failure to lodge tax returns, fringe benefits tax (FBT) returns or activity statements when required
    • not paying tax debts on time and not engaging with us.

    Incorrect reporting

    Incorrect reporting risks and issues include:

    • incomplete reporting of returns, activity statements and schedules (including information labels such as shareholder loans, assets and liabilities)
    • omitted income and sales (income tax and GST)
    • incorrectly claiming GST credits
    • ineligible research and development (R&D) expenditure being claimed
    • ineligible R&D activities being claimed
    • incorrectly claiming base rate entity status.

    Tax advisers and professional firms

    Risks and issues with tax advisers and professional firms include:

    Division 7A

    Division 7A risks and issues include:

    • unreported shareholder loans
    • non-complying loan agreements
    • failure to make minimum yearly repayments or not applying the correct benchmark interest rate
    • inadequate record keeping
    • section 109R loan repayment arrangements including loans repaid just before the private company’s lodgment day with the intent to reborrow similar or larger amounts from the same company
    • requests for section 109RB discretions.

    Capital gains tax (CGT)

    CGT risks and issues include:

    • eligibility criteria when claiming small business CGT concessions
    • inappropriate calculations of the CGT discount
    • using the small business restructure rollover (Subdivision 328-G) incorrectly, including for reasons other than a genuine restructure of an ongoing business
    • capital losses from related party transactions (market value substitution rule)
    • incorrect application of Division 855 (non-resident access to concessions).

    Property and construction

    Risks and issues related to property and construction include:

    • capital versus revenue misclassification on disposal of real property
    • omission of income on disposal of real property
    • failure to lodge or report sales or GST on income tax returns or BAS as identified by the taxable payments reporting system
    • misreporting or underreporting of GST for real property
    • failure to meet GST reporting obligations for real property
    • failure to meet GST registration obligations for real property.

    International transactions

    Risks and issues related to international transactions include:

    • intangible migration arrangements
    • mischaracterisation of service transactions which results in mispricing and creates risk from a corporate residency and controlled foreign companies’ perspective
    • withholding tax compliance
    • significant global entity compliance
    • related-party financing (including concerns with the use of non-commercial terms to push up financing costs in the property and construction industry).

    Other domestic transactions

    Risks and issues related to other domestic transactions include

    • non-arm’s length income in self-managed super funds
    • misinterpretation or disregard for family trust elections
    • residents not including distributions from foreign trusts (section 99B)
    • franking account balance discrepancies
    • 45 day holding rule (franking credit integrity rules).

    Emerging or evolving risks and issues

    Incorrect reporting

    Emerging or evolving risks and issues with incorrect reporting include:

    • trusts over-claiming deductions that inappropriately reduce trust net income
    • increasing lodgments in industry sectors where R&D activities and expenditure may not be eligible
    • incorrectly claiming GST credits on employee allowances
    • incorrectly claiming GST refunds without sufficient evidence to substantiate claims.

    CGT

    Emerging or evolving risks and issues with CGT include:

    • Division 149 (pre-CGT asset)
    • reduction in capital gains and losses arising from CGT events in relation to certain voting interests in active foreign companies (Subdivision 768-G).

    Other emerging areas

    Other emerging or evolving risks and issues are:

    • inappropriate use of income tax exempt vehicles, including ancillary funds, to access tax concessions and private benefits where there is no entitlement
    • trust loss trafficking (inappropriate generation and use of losses)
    • share buyback arrangements
    • thin capitalisation rules
    • cryptocurrency based business models
    • $3 million cap on super.

    Targeted focus areas

    Succession planning

    We continue our focus on risks that are arising in relation to the ageing demographic and succession planning.

    We have seen an increase in succession planning activities as private groups restructure, dispose of assets or transfer wealth. This may be through mature family-controlled businesses being sold or passed onto the next generation, or the accumulated wealth from those businesses being transferred.

    Transactions we commonly see that facilitate succession planning can include:

    • assets being moved around the group
    • family member interests being restructured
    • concessions, exemptions and rollovers being accessed
    • loans to shareholders or associates settled (Division 7A loans)
    • trusts being used to transfer wealth.

    Private equity

    A targeted focus area is the risk across the life of the private equity investment, including all private equity participants (firms, funds, target entities and investors) at different stages of the private equity lifecycle (pre-acquisition, acquisition, holding, pre-exit and exit).

    Retirement villages

    Targeted focus areas for retirement villages include:

    • reviewing the GST and income tax through the retirement village cycle
    • incorrect application of GST-free provisions
    • incorrect application of Division 135 (supplies of going concern)
    • related-party transaction and incorrect valuations between related parties
    • contentious land-lease structure.

    GST focus areas

    From a GST perspective, we’re focusing on our 2 largest industries, retail and construction.

    Retail

    Our retail focus includes:

    • transactions between entities within the same private group
    • errors arising from systems with poor controls
    • omission of income from sales
    • misclassification of vouchers sales and warranty payments
    • claiming input tax credits for non-creditable acquisitions
    • failure to meet GST reporting obligation
    • failure to meet GST registration obligations.

    Construction

    Our construction focus includes:

    • misclassification of commercial adjustments such as contract variations
    • omission of income from sales
    • transactions between entities within the same private group
    • failure to lodge or report sales or GST on BAS as identified by the taxable payments reporting system

  • Aid trucks enter Gaza after delays, as pressure mounts on Israel

    Israel allowed 100 aid trucks carrying flour, baby food and medical equipment into the Gaza Strip on Wednesday, the Israeli military said, as UN officials reported that distribution issues had meant that no aid had so far reached people in need.

    Prime Minister Benjamin Netanyahu said Israel would be open to a temporary ceasefire to enable the return of hostages. But otherwise he said it would press ahead with a military campaign to gain total control of Gaza.

    After an 11-week blockade on supplies entering Gaza, the Israeli military said a total of 98 aid trucks entered on Monday and Tuesday. But even those minimal supplies have not made it to Gaza’s soup kitchens, bakeries, markets and hospitals, according to aid officials and local bakeries that were standing by to receive supplies of flour.

    “None of this aid – that is a very limited number of trucks – has reached the Gaza population,” said Antoine Renard, country director of the World Food Programme.

    The blockade has left Gazans in an increasingly desperate struggle for survival, despite growing international and domestic pressure on Israel’s government, which one opposition figure said risked turning the country into a “pariah state”.

    Thousands of tons of food and other vital supplies are waiting near crossing points into Gaza but until it can be safely distributed, around a quarter of the population remains at risk of famine, Renard said.

    “I’m here since eight in the morning, just to get one plate for six people while it is not enough for one person,” said Mahmoud al-Haw, who says he often waits for up to six hours a day hoping for some lentil soup to keep his children alive.

    U.N. officials said security issues had prevented the aid from moving out of the logistics hub at the Kerem Shalom crossing point but late on Wednesday there appeared some hope that supplies would move more freely.

    Nahid Shahaiber, a major transport company owner, said 75 trucks of flour and over a dozen more carrying nutritional supplements and sugar were inside the southern area of Rafah and witnesses said trucks carrying flour had been seen in Deir Al-Balah in the central Gaza Strip.

    Israel imposed a blockade on all supplies entering Gaza in March, saying Hamas was seizing supplies meant for civilians – a charge the group denies.

    Under mounting international pressure, it has allowed aid deliveries by the U.N. and other aid groups to resume briefly until a new U.S.-backed distribution model using private contractors operating through so-called secure hubs is up and running by the end of the month. But the United Nations says the plan is not impartial or neutral, and it will not be involved.

    ‘PARIAH STATE’

    As people waited for supplies to arrive, air strikes and tank fire killed at least 50 people across the Gaza Strip on Wednesday, Palestinian health authorities said. The Israeli military said air strikes hit 115 targets, which it said included rocket launchers, tunnels and unspecified military infrastructure.

    Efforts to halt the fighting have faltered, with both Hamas, which insists on a final end to the war and withdrawal of Israeli forces, and Israel, which says Hamas must disarm and leave Gaza, sticking to positions the other side rejects.

    Netanyahu said an Israeli air strike this month had probably killed Hamas leader Mohammed Sinwar and he reiterated his demand for the complete demilitarization of Gaza and the exile of Hamas leaders for the war to end.

    The resumption of the assault on Gaza since March, following a two-month ceasefire, has drawn condemnation from countries including Britain and Canada that have long been cautious about expressing open criticism of Israel. Even the United States, the country’s most important ally, has shown signs of losing patience with Netanyahu.

    Netanyahu said it was “a disgrace” that countries like Britain were sanctioning Israel instead of Hamas.

    There has been growing unease within Israel meanwhile at the continuation of the war while 58 hostages remain in Gaza.

    Left-wing opposition leader Yair Golan drew a furious response from the government and its supporters this week when he declared that “A sane country doesn’t kill babies as a hobby” and said Israel risked becoming a “pariah state among the nations.”

    Golan, a former deputy commander of the Israeli military who went single-handedly to rescue victims of the Hamas attack on Israel on Oct 7, 2023, leads the left-wing Democrats, a small party with little electoral clout.

    But his words, and similar comments by former Prime Minister Ehud Olmert in an interview with the BBC, underscored the rift within Israel. Netanyahu dismissed the criticism, saying he was “appalled” by Golan’s comments.

    Opinion polls show widespread support for a ceasefire that would include the return of all the hostages, with a survey from the Hebrew University of Jerusalem this week showing 70% in favour of a deal.

    But hardliners in the cabinet, some of whom argue for the complete expulsion of all Palestinians from Gaza, have insisted on continuing the war until “final victory”, which would include disarming Hamas as well as the return of the hostages.

    Netanyahu, trailing in the opinion polls and facing trial at home on corruption charges, which he denies, as well as an arrest warrant from the International Criminal Court, has so far sided with the hardliners.

    Israel launched its campaign in Gaza in response to the Hamas attack on October 7, 2023, which killed some 1,200 people by Israeli tallies and saw 251 hostages abducted into Gaza.

    The campaign has killed more than 53,600 Palestinians, according to Gaza health authorities, and devastated the coastal strip, where aid groups say signs of severe malnutrition are widespread.

  • PM Modi to visit Karni Mata Temple in Rajasthan, address rally in Bikaner

    ata-start=”212″ data-end=”438″>Prime Minister Narendra Modi is set to visit the revered Karni Mata Temple in Deshnok, located in Rajasthan’s Bikaner district, on Thursday.

    This marks his first visit to Rajasthan following India’s strikes on terror launch pads in Pakistan and Pakistan-occupied Kashmir (PoK) on May 7.

    During the visit, PM Modi will inaugurate 103 Amrit Stations across the country, including the newly developed Deshnok Railway Station under the Amrit Bharat Yojana. He will also address a large public meeting in Palana village near Bikaner.

    His total stay in Bikaner is scheduled to last 3 hours and 25 minutes. The visit is reminiscent of his public address in Churu, delivered on the morning of the airstrikes following the Pulwama attack.

    Political observers anticipate that PM Modi may once again send a strong message to the global community, including Pakistan, especially as Thursday marks one month since the Pahalgam terror attack.

    According to official sources, the Prime Minister will arrive at Nal Airport at 9:50 a.m. by a special aircraft and then proceed to Deshnok via helicopter.

    He is scheduled to land at the Karni Mata Temple helipad at 10:30 a.m. and will spend approximately 15 minutes at the temple. Following the temple visit, he will inaugurate the Deshnok Railway Station and flag off the Bikaner–Mumbai Express train.

    He will be accompanied by Railway Minister Ashwini Vaishnaw, Union Minister Arjun Ram Meghwal, and Rajasthan Chief Minister Bhajanlal Sharma. At 11:15 a.m., the Prime Minister will depart for Palana village by road—a journey of about 8 kilometres. A massive crowd of over one lakh people is expected at the public meeting venue, where elaborate seating arrangements and a large pandal have been set up.

    During the rally, PM Modi will inaugurate 103 Amrit Stations nationwide and lay the foundation stone for various development projects worth ₹26,000 crore. These include 1,000 km of electrified railway tracks, seven major road projects, three vehicle underpasses, a PowerGrid transmission project, and 900 km of national highways in Rajasthan.

    After the public meeting, the Prime Minister will return to Nal Airport by helicopter at around 12:30 p.m. and is scheduled to depart for Delhi at approximately 1:15 p.m.

    Prime Minister Narendra Modi is scheduled to visit Rajasthan on Thursday, where he will inaugurate and lay the foundation stone for a series of development projects worth over ₹26,000 crore. The visit will include a public address in Palana, Bikaner, and a darshan at the Karni Mata Temple in Deshnoke around 11:00 AM.

    Focus on Rail Infrastructure

    As part of the day’s events, PM Modi will inaugurate the redeveloped Deshnoke Railway Station under the Amrit Bharat Station Scheme and flag off the Bikaner-Mumbai express train. He will also launch 103 redeveloped Amrit Stations across 86 districts in 18 states and union territories, developed at a cost of over ₹1,100 crore. These stations integrate modern passenger amenities with regionally inspired architecture and improved accessibility, including facilities for Divyangjan.

    Reflecting India’s diverse cultural fabric, stations like Deshnoke, Thawe, and Begumpet are being redesigned to showcase traditional architectural styles and local art forms as part of a nationwide revamp covering over 1,300 railway stations.

    The Prime Minister will also dedicate six electrified rail lines across Rajasthan and lay the foundation stone for the Churu–Sadulpur rail line. These electrification projects, covering nearly 1,000 km, support Indian Railways’ goal of 100% electrification for enhanced operational efficiency and reduced carbon emissions.

    Expansion of Road Network

    Significant investments in road infrastructure are also on the agenda, with PM Modi laying the foundation stone for three vehicle underpasses and several national highway upgrades. He will also dedicate seven major roadway projects in Rajasthan, collectively worth over ₹4,850 crore. These projects aim to improve connectivity to the Indo-Pak border, boosting both civilian mobility and national security.

    Push for Renewable Energy and Power Transmission

    The Prime Minister will further inaugurate and lay the foundation stones for several power and renewable energy projects, including large-scale solar energy developments in Bikaner and Didwana Kuchaman. Projects under PowerGrid Mewar and Sirohi Transmission Ltd will bolster energy evacuation systems. The expansion of solar and transmission capacity is expected to provide clean energy and support India’s climate goals.

    State Projects: Roads, Health, and Water Supply

    A total of 25 state government projects will also be inaugurated or launched during the visit. These include improvements to over 750 km of state highways, with an additional 900 km planned under future phases, at a cost exceeding ₹3,240 crore. In the health sector, PM Modi will inaugurate nursing colleges in Rajsamand, Pratapgarh, Bhilwara, and Dholpur to enhance medical education and local healthcare capacity.

    Water infrastructure projects will also feature prominently. These include the Rural Water Supply and Fluorosis Mitigation Project in Jhunjhunu and the restructuring of urban water supply schemes in seven towns of Pali district under the AMRUT 2.0 scheme.

    This visit comes as part of the government’s broader push to enhance infrastructure, connectivity, and clean energy development across India’s heartland, with Rajasthan at the centre of several strategic initiatives.

    Mr Speaker,

    Mr Speaker,
    As I said in te reo Māori, it is an honour to announce this year’s Budget.
    This is a responsible Budget to secure New Zealand’s future.
    It supports the economic recovery now underway.
    It also takes a longer-term view, with initiatives to boost future investment, savings and growth.
    It continues this Government’s investment in health, education, and law and order.
    And, in a challenging global environment, it provides funding to boost New Zealand’s defence capability.
    It does all of this within an expenditure track that reduces government spending as a share of the economy, returns the government’s books to balance, and bends the debt curve from going up to going down.
    The economic outlook presented alongside this Budget is a bright one.
    After a tough few years, growth, jobs and wages are set to rise.
    The Government is not promising that today’s Budget will solve all New Zealanders’ problems.
    But we do promise that the decisions we are taking now will set our country up for a better future.
    Mr Speaker,
    The creation and delivery of an annual Budget is at the heart of strong and stable government.
    This Budget is a team effort.
    I want to acknowledge and thank the Associate Ministers of Finance David Seymour, Shane Jones and Chris Bishop for their ideas and advice.
    They were heavily involved in putting this Budget together, as was the Prime Minister, whose leadership and wise counsel was invaluable. Thank you, Prime Minister.
    Mr Speaker,
    In recent years, New Zealanders have battled through an extended period of high inflation, high interest rates and low growth.
    We know that times remain tough for many Kiwis.
    The good news is that – with strong economic and fiscal management – a recovery is underway.
    The recovery is being supported by lower interest rates and a strong export performance.
    And over the next few years, the Government’s new Investment Boost policy – which I will come to shortly – will have a positive impact on growth.
    Recent tariff announcements have created uncertainty and volatility around the world.
    For a small trading nation like New Zealand, the global situation is concerning.
    It doesn’t threaten the recovery, but it does threaten the pace of the recovery.
    The Treasury has pegged its forecasts back and downside risks remain.
    Despite this, Budget forecasts show economic growth picking up to healthy levels.
    Real GDP growth is expected to accelerate to 2.9 per cent in 2025/26 and 3 per cent in the year after. 
    Growth matters. It means more jobs, higher incomes and opportunities for families to get ahead.
    Over the forecast period, wages are expected to grow faster than inflation and, at the end of that period, there are expected to be 240,000 more people in jobs.
    Mr Speaker,
    The government’s books have taken a hammering over the past six years or so.
    Spending has risen sharply. So has government debt.
    The Budget deficit left by the previous Government is structural – it is not simply due to the state of the economy.
    In other words, the last Government was living beyond its means – loading up the credit card to pay for things New Zealand couldn’t afford. 
    This did real damage to the economy, as a massive spike in the cost of living led to high interest rates and low growth.
    This Government is taking responsibility for cleaning up the mess. 
    Under our fiscal management, Government debt will stabilise, then start to come down.
    And our control of spending creates room for monetary policy to respond with lower interest rates.
    There is no doubt that fiscal consolidation is challenging.
    Some would do it with higher taxes.
    That would burden New Zealand workers and businesses, and scare away talent and investment. It would put our economic recovery at risk.  
    This Government is taking a different approach – we are getting the books in balance by controlling growth in government spending.
    The operating allowance for Budget 2025 is $1.3 billion on average per annum.
    This is the lowest allowance in a decade, significantly down from the $2.4 billion allowance signalled in the Budget Policy Statement in December.
    That reduction of $1.1 billion goes straight to the bottom line. The Government’s headline operating balance indicator, OBEGALx, is $1.1 billion better each year, on average, than it otherwise would have been.
    In addition, the Treasury estimates that the tighter Budget package will see interest rates being 30 basis points lower than they otherwise would have been by the end of the forecast period.
    Importantly, that $1.3 billion allowance is a net figure.
    On the one hand, it encompasses $5 billion a year of new spending and $1.7 billion a year for Investment Boost. 
    On the other hand, it contains savings of $5.3 billion a year.
    These savings are the result of ongoing efforts by multiple Ministers. We take seriously our roles as custodians of taxpayers’ money.
    A significant portion of those savings come from changes to the pay equity regime.
    The changes were made to ensure future settlements stick to correcting pay discrepancies that arise from sex-based discrimination, and not for other reasons.
    Making those changes means the Government can re-purpose $2.7 billion a year, on average, towards Budget priorities like health, education, and law and order.
    That $2.7 billion had been put aside in contingencies for what, under the previous regime, were expected to be very wide-ranging pay equity claims, increasingly divorced from the sex-based discrimination that pay equity is supposed to be about. 
    A one-off $1.8 billion has also been repurposed from previous contingencies and put towards capital expenditure in this Budget, supporting investments in new hospitals, schools and other infrastructure.
    I can assure Members that adequate funding remains in contingency to meet potential costs of future public sector pay equity settlements under the new regime.
    And the Government anticipates there will be pay rises in female-dominated public-sector workforces achieved through normal collective bargaining. 
    The Government has also been able to find net savings by increasing funding for Inland Revenue’s compliance activities. Funding of $35 million a year is expected to result in $280 million of extra tax revenue – an 8 to 1 return on investment. This was an initiative proposed last Budget by New Zealand First and expanded in Budget 2025.
    Further savings have been made by closing a number of tagged contingencies and from reviewing the value for money of grants and funds across government.
    This is not austerity – far from it. In fact, it is what you do to avoid austerity.
    Getting the books in shape ensures New Zealand has financial security and choices in the future.
    As I am about to set out, savings in this Budget have allowed us to make much-needed investments in health, education, law and order, and rebuilding our Defence Force.
    Budget forecasts show that core Crown expenses are expected to remain steady, then decline as a percentage of GDP, reaching 30.9 per cent by 2028/29.
    The OBEGALx deficit is expected to widen in the near term, then gradually improve after next year, returning to a surplus of $200 million by the end of the forecast period.
    At that point, the structural deficit the previous Government left us will have been eliminated.
    Net core Crown debt is expected to peak at 46 per cent of GDP – slightly lower than forecast at the Half Year Update – before beginning to decline.
    As these forecasts show, the Government is taking a deliberate, medium-term approach to fiscal consolidation.
    I am aware there are alternative approaches.
    Some say we should keep on borrowing forever – whack it on the credit card and hope for the best.
    That would be the height of irresponsibility.  It would put the financial security of New Zealand at risk.
    We owe better to our kids.
    And to my own kids, sitting in the gallery today, I want to say that Mum’s been busy lately.
    But your future, and the future of the next generation of New Zealanders, has been very much on my mind as we’ve put this Budget together.
    Mr Speaker,
    New Zealand’s productivity challenges are well understood.
    Study after study has identified a low level of capital investment per worker, compared to other countries.
    To raise productivity, lift incomes and drive long-term economic growth, New Zealand needs businesses, big and small, to invest in machinery, tools, equipment, technology, vehicles, industrial buildings, and other capital assets.
    Investment Boost is a new tax incentive that will increase capital investment in New Zealand.
    Investment Boost allows a business to immediately deduct 20 per cent of the cost of a new asset from its taxable income, on top of depreciation. This means a much lower tax bill in the year of purchase.
    The remaining book value is depreciated at normal rates.
    Since a dollar now is more valuable than a future dollar, the cashflow from investments is more attractive and the after-tax returns are better.
    More investment opportunities stack up financially, so more will be made.
    Over 20 years, Investment Boost is expected to lift New Zealand’s capital stock by 1.6 per cent, GDP by 1 per cent and wages by 1.5 per cent.
    These are orders of magnitude, not precise values. But officials estimate that roughly half the impacts happen in the first five years.
    Investment Boost starts today and applies to new assets purchased in New Zealand as well as assets imported from overseas.
    It includes commercial buildings but excludes land, residential buildings, and assets already in use in New Zealand.
    There’s no cap on the value of new investments and all businesses, regardless of size, are eligible.
    It is estimated to cost an average of $1.7 billion per year in reduced revenue across the forecast period.
    To manufacturers, farmers, tradies and other Kiwi businesses, my message to you is this – our Government is helping you invest for your future and our country’s future.
    Mr Speaker,
    Continuing the growth theme, Budget 2025 funds a number of initiatives that contribute to the Government’s going for growth agenda.
    As I announced earlier this week, the Government has set aside $65 million to encourage foreign investment in New Zealand infrastructure, by increasing the amount of tax-deductible debt foreign investors can use to fund it.
    The Budget also supports the science and innovation reforms announced earlier this year. These include the move to transform Crown Research Institutes into three new public research organisations, establishing a dedicated gene technology regulator, and creating a new agency – Invest New Zealand – as the Government’s one-stop-shop for foreign direct investment.
    Other economic growth initiatives in this Budget include funding for screen production rebates, and additional funding for the Elevate NZ Venture Fund to invest in the technology start-up sector.
    Funding has also been set aside in contingency for potential Crown co-investment in new gas fields to ensure future supply.
    Mr Speaker,
    While KiwiSaver has helped a lot of New Zealanders to save, many people’s balances are modest.
    There would be few people who reach 65, look at their KiwiSaver balance and think “I wish I had saved less”.
    The same goes for those looking to buy their first home.
    Budget 2025 makes changes to encourage Kiwis to save more, while also making the scheme more fiscally sustainable.
    From 1 April 2026, the default rate of employee and employer contributions, which is currently 3 per cent, will go to 3.5 per cent. From 1 April 2028, it will go to 4 per cent.
    Phasing this in over a three-year period helps workers and employers plan ahead.
    The Government recognises that, over time, employer contributions may effectively form part of the wage negotiation process.
    Employees will be able to opt down to the current 3 per cent rate and still be matched by their employer at that lower rate.
    Their contributions will be reset to the default rate after 12 months, but they can opt down again if they wish.
    These changes – moving to a default contribution rate of 4 per cent but retaining a 3 per cent option – were also recommended last year by the Retirement Commissioner.
    From 1 April 2026, the Government will extend employer matching to 16- and 17- year-olds. And from 1 July 2025, it will make them eligible for the government contribution.
    This will encourage more young people to adopt a savings habit and help them build a deposit for their first home.
    Members may recall that the original KiwiSaver design included layers of expensive government subsidies that proved unaffordable.
    Most have since been wound back, apart from the government contribution, which is expected to cost an average of $1.2 billion a year over the forecast period.
    I am advised that the government contribution is unlikely to be increasing the amount New Zealanders save.
    To ensure that KiwiSaver’s costs to the taxpayer remain sustainable, this annual government contribution will be halved to 25 cents for each dollar a member contributes each year, up to a maximum government contribution of just over $260.
    Members with an income of more than $180,000 will no longer receive any government contribution.
    These changes to the government contribution will apply from 1 July 2025.
    They do not affect the current year’s government contribution, which will be paid out in July and August this year.
    Putting all these changes together, the KiwiSaver balances of employees contributing at the new default rate will grow faster than they do at the current 3 per cent default rate, providing a larger balance at age 65 or when people come to buy their first home.
    Savings from changes to the government contribution – which total $2.5 billion over the forecast period – are being used to fund other Budget priorities like health, education, and law and order.
    Mr Speaker,
    A number of Budget 2025 initiatives deliver targeted cost of living support.
    These include fiscally neutral changes to Working for Families to better target low- and middle-income families.
    From 1 April next year, the Government will raise the family income threshold for Working for Families to $44,900 a year and increase the abatement rate slightly to 27.5 per cent.
    As a result, families with incomes just above the new threshold will get an extra $23 per fortnight from Working for Families, with this additional support reducing gradually as family income rises.
    In all, an estimated 142,000 families with children will receive $14 more per fortnight on average, and the vast majority of these families will have incomes below $100,000 a year.  
    The cost of this extra support is met from better targeting the first year of the Best Start tax credit.
    From 1 April next year, the first year of Best Start will no longer be universal but will be income tested the same way the second and third years are, with payments ending completely when a family earns just over $97,000 a year.
    As a consequence, there will be families that receive less financial support than they otherwise would have, but the vast majority of these will have incomes over $100,000 a year.
    The change to Best Start only applies for births on or after 1 April 2026, so no family will see an actual reduction in their payments. And, as a mother of four, I can point out that we are giving prospective parents more than 9 months’ advance notice of this change.
    Mr Speaker,
    Another cost-of-living initiative relates to prescriptions.
    Getting a prescription for only three months at a time can be frustrating for people on stable, long-term medications like asthma inhalers, insulin for diabetes and blood pressure tablets.
    Getting a repeat prescription costs money and adds paperwork for doctors.
    Now, from the first quarter of 2026, New Zealanders will be able to get 12-month prescriptions for their medicines.
    That will save Kiwis medical costs, and it will give health professionals more time to deal with other patients.
    The Budget also helps up to 66,000 additional SuperGold cardholders pay their rates.
    From 1 July this year, the rates rebate scheme will become more generous for SuperGold cardholders and their households, by increasing the income abatement threshold to $45,000 a year and increasing the maximum rebate to $805.
    These changes originated from the National and New Zealand First coalition agreement and will come as a welcome relief to many ratepayers.
    Mr Speaker,
    The biggest part of the Budget is investment in frontline services Kiwis rely on.
    I want to take Members through some key areas of new funding.
    First, let me clarify that when I talk about additional funding, I am referring – unless stated otherwise – to operating funding over the next four years, plus capital funding.
    I will start with health.
    Budget 2025 makes a capital investment of more than $1 billion in hospitals and health facilities.
    Funding has been allocated for a major redevelopment of Nelson Hospital, including a new 128-bed inpatient building. 
    In what is great news for the people of Nelson, the new inpatient building is expected to be built by 2029 – two years earlier than originally planned.
    Funding has also been allocated for a new emergency department at Wellington Regional Hospital.
    In addition, Wellington Hospital will get new specialist treatment spaces, an expansion of the intensive care unit and a refurbishment of the old children’s hospital.
    The Budget also funds infrastructure projects at Auckland City Hospital, Greenlane Clinical Centre and Palmerston North Hospital.
    In terms of operating funding, the Budget confirms a funding increase of $5.5 billion – previously signalled in last year’s Budget – for hospital and specialist services, primary care, community health and public health.
    This will support Health New Zealand to make progress on the Government’s targets for more timely care, including shorter waiting times for hip replacements, cataract surgery and other elective procedures.
    Budget 2025 confirms funding of over $1 billion to buy and deliver additional cancer treatments and other medicines Pharmac has announced over the past 12 months.
    And the Budget provides new funding of $447 million to support increased access to primary care, including urgent care and after-hours services across New Zealand.
    Mr Speaker,
    Giving children a chance to reach their potential through the power of a good education is one of the greatest gifts a government can bestow.
    And to my mind, improving the results we get from our education system is the single most important thing we can do to improve the future productivity of New Zealand.
    New funding in Budget 2025 of $646 million operating, and $101 million capital, is the largest boost to learning support in a generation.
    It will change the lives of children who need extra support to learn because of physical, behavioural, communication or other learning challenges.
    It will also benefit their classmates, whose teachers will now be better supported to meet diverse learning needs.
    Children with additional needs have enormous potential and, with this support, more of them will have the chance to realise it.
    The extra Budget funding will provide more teacher aide hours, more specialist support, learning support coordinators, an expansion of early intervention services, and new learning support classrooms.
    There is also new funding in the Budget for schools’ operational grants, early childhood education and tertiary education subsidies. 
    And there is funding to increase the independent schools’ subsidy to address price and volume pressures over time, delivering on the ACT and National coalition commitment to review the funding formula.
    Extra maths help will be available for students who need it, with $100 million of new funding for early intervention and support. 
    There is a $140 million package of services to lift school attendance, and this delivers on another ACT and National coalition commitment.
    Finally, more than $700 million has been set aside to deliver new schools, purchase sites, expand some schools and build new classrooms.
    Mr Speaker.
    New funding in Budget 2025 continues the Government’s drive to restore law and order.
    The Budget invests $480 million to support Police on the frontline to crack down on crime and keep communities safe.
    We are also keeping communities safe through stronger sentencing laws that mean less violent crime, fewer victims and more offenders in prison.
    The Budget invests $472 million to ensure Corrections can manage this increase in the prison population, including 580 new frontline staff. This reflects an ACT and National coalition commitment to increase funding to ensure sufficient prison capacity.
    The Government is also redeveloping Christchurch Men’s Prison, with the project set to be designed, built, financed, and maintained for 25 years under a public-private partnership.
    Court case backlogs will be reduced through $246 million of new funding, which will improve timeliness and access to justice. 
    Customs is also receiving additional funding to strengthen our border, prevent drug smuggling and fight organised crime.
    Finally, I want to mention Māori and Pasifika Wardens, and the Māori Women’s Welfare League. They are the friendly faces when things get tough, and they are receiving funding in this Budget thanks to New Zealand First. 
    Mr Speaker,
    For too long, New Zealand’s Defence Force has been allowed to gradually deteriorate through loss of personnel and a failure to upgrade equipment.
    Budget 2025 marks a change in that course.
    A major uplift in defence spending will ensure New Zealand pulls its weight in an increasingly volatile world.
    It does this by investing in the men and women of our military and the modern tools they need to do their jobs.
    This uplift cannot be funded in one Budget alone.
    But we have made a meaningful start by funding priority projects including new maritime helicopters.
    The Budget also invests $660 million to improve core Defence Force capabilities across air, sea, land and cyberspace.
    In terms of foreign affairs, the Budget addresses a very steep fiscal cliff in Official Development Assistance, specifically for climate finance, that was unhelpfully left behind by the previous Government.
    The Budget addresses this, at least in part, through ongoing, baselined funding of $100 million a year, focused on the Pacific. Members will not be surprised to know that the Minister of Foreign Affairs has made a case for more funding, and this will be looked at in future Budgets.
    The Budget also includes new funding of $84 million over four years to enhance New Zealand’s relationships with Asian countries, address trade barriers and support the Government’s goal to double exports.
    Mr Speaker,
    Budget 2025 sets aside $230 million for a new Social Investment Fund, of which $190 million is to purchase better outcomes for New Zealanders in need.
    Social investment is about the government investing earlier, guided by data and evidence, and with more transparent measurement of the impact that interventions are having in people’s lives. 
    Over the next year, the Fund will invest in at least 20 initiatives, adopting a very different contracting approach than is traditionally used by government agencies.
    I know the Minister for Social Investment is excited by the prospects for this approach to change vulnerable people’s lives for the better.
    Mr Speaker,
    As announced a fortnight ago, the Budget allocates $774 million to fund initiatives in response to the Royal Commission of Inquiry into Abuse in Care.
    The Government has committed this funding, across a number of different votes, to improve redress for survivors and strengthen the care system to prevent, identify, and respond to abuse in the future.
    Mr Speaker,
    Budget 2025 allocates $6.8 billion of capital expenditure.
    This is partially offset by savings, leaving a net capital allowance in the Budget of $4 billion, slightly higher than the $3.625 billion capital allowance signalled in the Budget Policy Statement.
    I have already mentioned most areas of new capital expenditure in the Budget – hospitals, schools, the Defence Force, prisons, and the Elevate Fund.
    Budget 2025 also provides new funding to improve New Zealand’s rail network. Train commuters and businesses moving goods around the country will see more reliable rail services thanks to the Government’s investment of $605 million for rail upgrades and renewals.
    In addition, the Budget provides funding to deliver additional social homes and affordable rentals, including for whānau Māori.
    These Budget 2025 capital initiatives add to existing investments already underway. 
    Government infrastructure investment over the forecast period now totals around $61.8 billion.
    About a third of this investment in infrastructure will be spent on the transport sector and another third is going to education and health.  
    In addition, $3.5 billion has been set aside in each of the next three Budgets for new capital investments.
    Mr Speaker,
    Putting this Budget together wasn’t easy. 
    It involved careful choices and restraint from all Ministers.
    That is as it should be, and as New Zealanders have the right to expect.
    Budget 2025 strikes a careful balance.
    It invests in public services New Zealand needs now, while driving long-term reforms to lift investment and productivity.
    It delivers new hospitals, new schools and a huge boost to learning support.
    It makes changes to encourage Kiwis to save more.
    It provides cost of living relief targeted at low- and middle-income families.
    It takes the first step in a major uplift in defence spending.
    It secures the economic recovery Kiwis depend on.
    And – as all New Zealanders should expect – it does this while setting a course to a balanced budget and an end to rising debt.
    Our approach means New Zealanders can look forward with confidence.
    Every Kiwi can know that this is a Government that has their back.
    Mr Speaker,
    I commend this Budget to the House.

For example, with Investment Boost, an advanced manufacturing firm that purchases a $200,000 environmental test chamber would reduce its tax bill by more than $10,000 in the year of purchase. 

    “The policy is expected to cost an average of $1.7 billion per year in reduced revenue across the forecast period. 

    “After many difficult years, New Zealand is once again on a steady economic growth path, thanks to lower inflation, lower interest rates, better-controlled government spending, and more business-friendly policies.

    “Our Government knows businesses have been knocked around by challenging local and international economic conditions. This tax incentive shows that we are backing them to succeed. 

    “Now is the right time to support New Zealand’s economic recovery by making it easier for businesses to invest, hire more workers, pay them better, and contribute more to our long-term prosperity. Investment Boost delivers the confidence injection business needs,” Ms Willis says.

  • MIL-OSI Australia: Call for information – Aggravated robbery – Wadeye

    NT Police Force is calling for information in relation to an aggravated robbery that occurred in Wadeye on Tuesday evening.

    Around 5:30pm, police received reports that five employees from an animal management clinic were approached by a group of youths as they left the facility in their vehicle. The youths were allegedly armed with weapons, including wooden planks and machetes. One of the offenders opened the driver’s side door, threatened the driver with a machete, and demanded the vehicle keys. The victim complied and exited the vehicle.

    Employees at a nearby construction site observed the incident taking place and came to the aid of the victims, causing the group of offenders to flee the scene.

    Police conducted patrols of the area and spoke with community members leading to the stolen keys being handed in. The alleged offenders remain outstanding, and investigations are ongoing.

    Pulling our weight in an increasingly volatile world will keep New Zealanders safe while boosting our domestic economy, Defence Minister Judith Collins says.
    “To achieve this, the Government has allocated $2.7 billion of capital and $563 million of operating funding for priority projects identified in the Defence Capability Plan we released last month. 
    “This includes the replacement of maritime helicopters and complements the $957 million for defence activities, personnel and estate previously announced,” Ms Collins says.
    “This previous announcement, and today’s commitments, brings the total investment in Defence to $4.2 billion in Budget 2025.
    “Today we announce investments in critical tools that support our national and economic security. This ranges from updated and interoperable missile systems to counter uncrewed aerial systems (UAS) to protect our people and assets, through to planes that are essential for deploying troops and equipment and supporting international trade and diplomatic missions.
    “We will be looking to use New Zealand businesses where it makes sense to do so, further demonstrating the Government’s commitment to supporting those who are innovative and capable of developing tools and capability that Defence needs.
    “Ultimately, spending on Defence will result in economic benefits to everyday New Zealanders and New Zealand businesses.     The $2.7 billion in capital and $563 million in operating funding announced today for priority Defence projects covers essential items including:

    replacing the two Boeing 757s to support military operations and deployments, humanitarian and disaster relief support, and trade and diplomatic missions
    replacing the Seasprite maritime helicopters to operate from Navy ships (previously announced)
    replacing the Javelin anti-armour missile system launch units with new units to ensure interoperability with partner militaries and provide the New Zealand Defence Force (NZDF) with the ability to fire at longer ranges
    encrypted radios to provide deployed Army units with secure voice communication
    a counter-UAS that can be set up in fixed locations and is able to disable drones/UAS that could pose a threat to personnel, aircraft/vehicles and infrastructure
    detailed design work for the future of Devonport Naval Base; and
    investment in homes for Defence families, Defence infrastructure, modernising the Defence vehicle fleet and digital and information management projects.

  • MIL-OSI China: China extends visa-free access to Latin America, impact beyond tourism

    “Starting June this year, Chileans can visit China visa-free! I eagerly await my family’s visit soon,” Carolina Araya, a Chilean national, shared what she called “great news” on her WeChat Moments. Many of her friends gave her likes.

    Currently a Spanish language instructor at Anhui International Studies University in east China, Araya reminisced about a visit by her parents almost six years ago. “I really hope they can make it later this year,” she said.

    Moreover, it’s not just Chileans who will benefit. Effective June 1, 2025, China will expand its visa-free access to also include citizens of Brazil, Argentina, Peru and Uruguay, with a trial period lasting until May 31, 2026.

    Holders of ordinary passports from these five Latin American nations may enjoy visa-free entry to China for various reasons — including business trips, tourism, family visits, cultural exchanges or simply transit — for no more than 30 days, said a spokesperson of the Chinese foreign ministry at a recent news briefing.

    Introduced at the fourth ministerial meeting of the China-CELAC (the Community of Latin American and Caribbean States) Forum in Beijing earlier this month, this policy aligns with China’s broader initiative to extend visa exemptions and foster friendly exchanges with more Latin American and Caribbean countries.

    Potential travel rush

    Filipe Porto, a Brazilian academic who has spent over a year in China, said the country will probably become the first overseas travel choice for his 52-year-old mother.

    “My mother has never traveled abroad,” said Porto, who is a researcher in international relations with the Federal University of ABC, Brazil. He is also eagerly awaiting the arrival of his Brazilian friends, who, according to Porto, used to find the visa application process a hassle.

    Situated on opposite sides of the globe, travel between Latin America and China once presented significant challenges, stemming not only from visa complexities but also vast distances. Nowadays, however, increased air connectivity coupled with relaxed visa restrictions have brought these distant lands much closer.

    In 2024, a direct flight was launched connecting Mexico City and south China’s Shenzhen. Covering more than 14,000 kilometers, it is the longest direct international passenger route from China.

    Other routes, such as Beijing-Madrid-Sao Paulo, Beijing-Madrid-Havana and Beijing-Tijuana-Mexico City, have also strengthened links between China and Latin America and the Caribbean (LAC).

    Data from online travel platforms shows huge potential for inbound tourism from the five Latin American countries that will soon enjoy visa-free status. This year, Ctrip, a leading Chinese online travel platform, reported 168 percent year-on-year growth in inbound tourism orders from Argentina, while orders from both Brazil and Chile saw a growth of over 80 percent.

    Ctrip Vice President Qin Jing said China’s visa-free policy trial with countries like Brazil will not only spark an increased flow of cross-border tourism but also serve as an innovative step in promoting deeper cultural dialogue and shared values between China and the five Latin American nations. “We can expect the inbound tourism market to usher in a new, dynamic and reciprocal pattern in the near future,” she said.

    Federico Carabajal, a 32-year-old Argentinian winemaker, has spent more than a year working at the Stone and Moon Winery in the Ningxia Hui Autonomous Region in northwest China. During this time, he has explored a number of Chinese cities, including Beijing, Shanghai, southwest China’s Chengdu and Chongqing, and Xi’an in the northwest.

    “China is further opening up to the world. The country is trying to showcase its rich culture, history, cuisine, technologies and smart cities to the world,” Carabajal said. “Besides, traveling in China is very safe. It’s also much cheaper than in many other countries.”

    Impact beyond tourism

    Tiva Bezerra, head of human resources at Suzano Asia, a major Brazilian pulp producer, believes the visa exemption could significantly improve how the company operates its local projects.

    “We envision it enabling more spontaneous technical exchanges, smoother executive visits — and potentially making China assignments more attractive to Latin American professionals,” Bezerra said.

    Gabriel Martin, a Uruguayan entrepreneur who owns two steakhouses while also managing a beef import venture in China, hailed the move as a potential boost for his business, because it means more clients.

    “China is one of the best countries in terms of business services,” Martin noted. “The Chinese people are warm and welcoming. Furthermore, it’s astonishing how well organized the country is, considering its vast expanse and dense population.”

    China’s continued expansion of its visa-free policy and efforts to facilitate entries send a clear signal of the country’s commitment to high-standard opening up, according to Yu Haibo, an associate professor specializing in tourism management in Tianjin-based Nankai University.

    Yu added that these measures demonstrate China’s resolve and efforts to promote a more dynamic, inclusive and resilient form of economic globalization.

    Over the years, China has consistently contributed to promoting cooperation and exchanges with LAC countries, with the past decade witnessing remarkable progress since the inaugural China-CELAC Forum.

    In the course of the last ten years, trade between China and LAC nations has doubled — amounting to an impressive 518.4 billion U.S. dollars in 2024.

    Chinese products, including its signature electric vehicles, are exported extensively to LAC countries, while goods originating from the region also enjoy popularity in China. Notably, Chilean cherries and beef from Argentina have made their way into the regular diet of Chinese households.

    Sun Yanfeng, a researcher at the Institute of Latin American Studies, under the China Institutes of Contemporary International Relations, said that Latin American countries hope to expand exports in their economic and trade relations with China. The visa-free policy will significantly ease the process for Latin American entrepreneurs, particularly those from small and medium-sized enterprises, to visit China.

    In addition to the visa-free policy, the recent China-CELAC Forum ministerial meeting also announced a set of other initiatives — such as supporting 300 impactful small-scale livelihood projects, enhancing vocational education cooperation, promoting Chinese language education and facilitating tourism dialogue.

    To Araya, the visa exemption will significantly benefit foreigners studying Chinese and Chinese students learning Spanish or Portuguese, two languages widely used in Latin America. “We may be at the other side of the world, but now we can get closer,” she said.

    A 26-year-old Northland man has been charged with the murder of Geoffrey Ware on May 9.

    Police upgraded an enquiry into the 55-year-old’s death to a homicide investigation on May 12.

    Detective Senior Sergeant Michelle Harris, of Whangārei CIB, says Police are not seeking anyone else in connection with Mr Ware’s death.

    Police are still appealing for information and sightings on May 9 of a man and vehicle in the Parakao area between 8am-6.15pm.

    “We are also interested in sightings of a man reportedly seen walking along SH14 that afternoon and evening,” Detective Senior Sergeant Harris says.

    “We are encouraging people to report on the portal link set up by the Operation Cossar enquiry team.”

    “The enquiry is ongoing and we appreciate all the help we’ve received from members of the public,” Detective Senior Sergeant Harris says.

  • MIL-OSI Australia: Hamilton Airbase firefighters awarded National Emergency Medals

    A group of local volunteer firefighters have been honoured with National Emergency Medals for their efforts at the Hamilton Airbase during the 2019-2020 Australian bushfire crisis.

    The National Emergency Medal is part of Australia’s Honours and Awards system and recognises meaningful service to others in a nationally significant Australian emergency.

    At a presentation ceremony held at the Hamilton Institute of Rural Learning on Friday 16 May, 17 firefighters from the region became the latest of more than 5,500 CFA members to receive the honour for the 2019-2020 fires.

    Water bombing aircraft operating out of Hamilton Airbase has long been a key component of CFA’s incident response, supporting firefighting efforts at ground level with direct suppression of fire activity via aerial attack.

    Aircraft operating out of the base rely on a volunteer bomber loader crew support to help prepare and load water and retardant and enable repeated water bombing runs to be conducted on request.

    CFA Deputy Chief Officer South West Adrian Gutsche presented the medals and said they were an important recognition of the valiant efforts of CFA members.

    “It is a great honour to receive the National Emergency Medal, and I hope it goes a small way to thanking our members for their service,” Adrian said.

    “The work that the bomber loader crews undertake is hot, strenuous and requires a high degree of care and precision so that ongoing aerial attack operations can be conducted successfully.”

    The Hamilton Airbase was activated on a total of 26 days during the 2019-20 National Emergency declaration for Glenelg and Southern Grampians, including a period of 15 consecutive days from 20 December 2019 to 3 January 2020 when fire activity was at its highest.

    “We are incredibly grateful for the important contributions bomber loader crews made during this period to protect the community,” Adrian said.

    “These volunteers come from brigades in Hamilton and surrounding areas and are members who have already dedicated many years of service within CFA.”

    Hamilton Airbase Manager and medal recipient, Ron Huf said it was an honour to be formally recognised.

    “I’m proud to be able to provide support to the community, through what I do at the airbase. It was my first year in that role and I had just done my training, which was fairly intense, but great preparation for what was to come,” Ron said.

    “I’ve been within CFA for 45 years, and spent years as a Captain and Strike Team Leader, and I got to the point where I wanted a change from being out on the fire trucks and command vehicles.

    “I found having an interest in aircraft and aviation, that I was drawn to helping in the airbase setting, and having managed resources, staff and other complexities in my past leadership roles I thought it would be a good opportunity to contribute in a different way.   

    Ron said the back-to-back days are long and hot, but the crew enjoy the camaraderie of the team environment.  

    “It is hard to quantify the work our members do at the airbase, and we all do different things within the group, but those out there loading planes definitely deserve to be recognised,” Ron said.

    “While working at the airbase in a voluntary capacity, CFA provided us with welfare support, whether that was meals, accommodation and everything in between, they really looked after us.”

    Russia’s air defenses shot down 159 Ukrainian drones over various regions of the country overnight, the defense ministry said Wednesday.

    “Between 8:00 p.m. on May 20 and 4:05 a.m. on May 21 Moscow time (1700-0105 GMT), on-duty air defenses intercepted and destroyed 127 fixed-wing Ukrainian unmanned aerial vehicles” across several Russian regions, the ministry said. In the period from 4:00 a.m. to 8:00 a.m. Moscow time (0100-0500 GMT), the air defenses destroyed another 32, it added.

    Those drones included 53 shot down over Oryol Region, 51 over Bryansk, 37 over Kursk, and six over Moscow, according to the ministry.

  • MIL-OSI China: China’s e-bike trade-in program fuels over 6M new sales

    China’s electric bicycle trade-in program has generated robust sales since the start of 2025, with about 6.08 million vehicles traded in as of Tuesday, the Ministry of Commerce said on Wednesday.

    New vehicle sales worth 17.82 billion yuan (about 2.48 billion U.S. dollars) were recorded during the period, the ministry said.

    China’s e-bike trade-in scheme renewed its momentum after five government departments, including the ministry, issued a joint notice in January extending the program.

    So far, the initiative has attracted participation from about 79,000 retail outlets, primarily individual businesses and small enterprises, indicating growing market enthusiasm.

    The program has gathered pace nationwide, with both Jiangsu and Hebei provinces seeing their new vehicle sales top 1 million units, the ministry said.

    Two others involved in the crash around 8am were also injured – one had serious injuries and one had minor injuries.

    The Serious Crash Unit is in attendance.

    Dansey Road remains closed and diversions are in place onto State Highway 5.

    Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and Ranking Member of the Energy and Water Development Subcommittee, kicked off a hearing on the fiscal year 2026 budget request for the Department of Energy (DOE), emphasizing in her opening remarks how important the Department’s work is—and how this administration’s illegal funding freeze, mass reductions in staffing, and steep proposed budget cuts jeopardize essential efforts to drive innovation, reduce dependence on foreign energy sources, and lower Americans’ monthly energy bills.
    Senator Murray’s opening remarks, as delivered, are below:
    “Thank you, Chair Kennedy. I am pleased to serve as Ranking Member of this important Subcommittee, and I hope we can continue our track record of writing bipartisan spending bills that make crucial investments in our communities that we need.
    “DOE’s work is far reaching with major implications for how much families spend on their energy bills, the reliability of our energy grid, whether we lead the world in clean energy, AI, and quantum computing, and our national security and nuclear waste cleanup program. In my home state of Washington, we see this firsthand at the Bonneville Power Administration, which provides power to families across the region. At the Pacific Northwest National Lab, which is pioneering cutting edge research, and at Hanford, where we have the biggest nuclear clean-up site in the country—a moral and legal obligation we must never shortchange.
    “So, we must give the programs DOE manages their due in terms of funding, and in terms of the oversight necessary to ensure that funding actually gets to our communities. But these goals are in jeopardy because of your actions over the last few months like a truly sweeping funding freeze, unprecedented contract cancellations, mass staffing reductions, and uncertainty that is hurting communities across our country.
    “Now, Secretary Wright, my colleagues and I have been pressing you for information on staffing, funds signed into law you are holding up or straight up cancelling, and more. I’ve only received two responses so far, both of them yesterday—clearly to get ahead of today’s hearing. And ‘response’ is being charitable, since you failed to provide any real answers. Last week, you told the House you have ignored basic inquiries from lawmakers because you are apparently too busy, and you mentioned you don’t want to spend time on false premises. So, I thought we could save some time today by debunking a few false premises.
    “It is false for you to say less than a thousand people have left since you took over when we know over 3,500 DOE employees have taken the so-called buyout you offered and we know you fired 500 more. It is false for you to say no contracts have been cancelled when you have plainly cancelled electric vehicle and low-income energy assistance grants in Colorado, to give one example. And it is false for you to say there are no unpaid invoices when we have heard from organizations still waiting on payments—including Hydrogen Hubs, which have unpaid invoices.
    “Now, in addition to ignoring requests from Congress, your FY25 spend plan which is required by law is completely inadequate. That is a critical document for us to understand how you are spending—or illegally blocking and cancelling—billions of dollars Congress has provided for critical projects across the country. I’ve heard you say you are merely conducting a review as if that magically makes it okay. Call it whatever you want, the bottom line is the money isn’t moving. And as a former businessman, you know perfectly well that uncertainty alone has a massive cost.
    “Jobs are already being lost because of your actions. Private investment in critical energy projects is being cancelled, delayed, or threatened to the tune of $71 billion so far this year. And as electric prices hit record highs, you are halting progress on investments that would lower people’s bills. Meanwhile, you are letting thousands of critical staff go—encouraging folks to leave—with no regard for if they do their work well, or if the work is important.
    “I still don’t know how you could do something as crazy as try to fire Bonneville Power Administration workers, in the name of efficiency! I mean these are literally the people who keep the lights on and they aren’t even paid by taxpayer dollars! Eventually, you reversed those firings, but the fact they happened at all was the first in a parade of red flags.
    “Now, we are here to talk about another red flag—a budget that completely guts the non-defense half of your mission. Overall, you want to slash $20 billion from DOE’s science and energy programs. Your budget proposes ripping 75% out of the energy efficiency and renewable energy program and shuttering important clean energy and manufacturing programs. I don’t know who is telling you people want to pay higher electric bills?
    “Your budget slashes $1.1 billion from the Office of Science. Who is telling you we should cede ground to China in the race for innovation, and layoff scientists at our national labs? Your budget cuts $15 billion from programs we created in the bipartisan infrastructure law—hydrogen hubs, battery storage, advanced manufacturing and supply chains, and other programs to lower energy costs. Who told you we don’t want those manufacturing jobs? Who told you we don’t want to strengthen our energy production and reduce our dependence on foreign oil?
    “Here is what I will tell you, if you were to follow through with this disaster of a budget the only energy you are going to save is from the lights that go out at factories across the country. Those lights are going to go off, as China swoops in to take the lead in the technologies that will define the 21st century. I don’t see any efficiency in this budget—but there is a heavy cost.
    “There is the cost you are going to pass on to our constituents in the form of higher electric bills, higher gas bills, more power outages. Not to mention the cost when manufacturing moves elsewhere, and we have to pay Trump’s absurd tariffs for technology we could, and should, be making right here. Or the cost to our country. Discoveries we could be making here, jobs we could be creating here, goods we could be making here and selling across the world. Instead, it feels like you want to gift wrap the future and hand it to China.
    “Your budget also flat-funds the Hanford clean-up. That has serious repercussions. They recently finalized milestones they have to meet on the High Level Waste mission. Flat funding means the only way to hit those targets is to pull funding from other priorities which would have ripple effects for workers carrying out critical projects across the site and ultimately would delay remediation along the Columbia River. That is unacceptable. We cannot rob Peter to pay Paul.
    “Secretary, I know you talk about energy abundance, but talk is cheap. Doing this work takes investments—investments you are ripping to shreds. So, I want to see less talk and more money getting out the door the way Congress wrote and intended. There is common ground in this space. I know because we have found it before. The very last bill Chair Kennedy and I wrote together passed out of this committee unanimously, and I want to see us do it again. Because this is genuinely important work.
    “Now, before I conclude, I would be remiss if I did not address the outrageously corrupt news we got last week on the Army Corps work plan. This administration is ripping away hundreds of millions of dollars from projects that were in the House bill and Senate Energy and Water FY25 bills and funding other projects which were not funded in any bill that we approved!
    “This includes scrapping funds for the Howard Hanson Dam in Washington state. This is a vital project that has to get done and I will keep working with you Mr. Chairman to get this done because this Committee and this Subcommittee have long come together to fund projects vital to communities across this country and I know no member appreciates any administration playing games with our communities for political reasons—as is the case with the work plan released last week. It’s brazen abuse—pure and simple. I am going to keep digging into how that decision was made, demanding answers, speaking out about this, and fighting for my state of Washington.
    “Thank you, and now I will turn it back to Chair Kennedy.”

  • MIL-OSI Australia: E-scooter trial to be extended for another 12 months

    The share hire e-scooter trial in urban Bendigo will be extended for another 12 months, following a decision at Council last Monday night.

    Mayor Cr Andrea Metcalf said the trial extension was approved after much deliberation.

    “Council carefully considered all of the findings from the community survey, data, and feedback from an external stakeholder group – this includes Victoria Police and Bendigo Health, who have been involved since the trial began last year,” Cr Metcalf said.

    “Much of community feedback centred on issues such as poorly parked e-scooters obstructing footpaths and buildings, and unsafe behaviour from some riders who are not complying with stricter Victorian road rules for e-scooters.

    “The survey also highlighted that regular users, particularly people aged under 34, have benefited from the share hire service. For this group, the trial e-scooters are seen as a convenient and useful transport option, improving connectivity between precincts in urban Bendigo.

    “There were also calls in the feedback to expand the operating area to include Golden Square, Long Gully and White Hills to align with the shared walking/cycling networks in place.

    “The survey and stakeholder collaboration was intentionally designed to focus on areas where the City has the authority to act. While we understand there are broader concerns about e-scooters, the aim was to collect feedback that could directly inform potential improvements or policy decisions within our jurisdiction.

    “Council has very much taken all of this on board which has resulted in the trial being extended for another 12 months. This next phase will incorporate key learnings from the initial trial and provide opportunities for further improvement based on a set of recommendations.

    “New technology to curb illegal footpath riding has been proposed by the Victorian Government for share hire e-scooters, which is something we welcome, together with tougher e-scooter Victorian Road Rules and penalties that are enforced by Victoria Police.

    “Improved parameters during the extended trial will allow for a more accurate assessment of whether or not share hire e-scooters can serve as a viable alternative transport option to meet the needs of community members and tourists.”

    Beam Mobility (Beam), which has operated the trial for the past 12 months, will have its contract extended temporarily until the procurement process for a commercial operator is finalised.

    The trial has been operating a small trial area in urban Bendigo to provide better links between precincts and encourage a shift away from cars for shorter trips.

    The share hire e-scooters are only available for hire between 5am and 11pm, 7 days a week. The maximum speed limit is set at 20km/h, and 15km/h in some busy areas, and e-scooters are only allowed to ride on roads, bicycle lanes, and shared cycle paths in line with Victorian road rules. It is illegal to ride e-scooters on footpaths and significant penalties apply. The Victorian Police enforce fines.

    Durbin: “Should my Senate Republican colleagues overrule the Parliamentarian, it will have major long-term impacts for the Senate and the legislative filibuster.”

    WASHINGTON  In a speech on the Senate floor, U.S. Senate Democratic Whip Dick Durbin (D-IL) today cautioned his Senate Republican colleagues from overruling a decision by the Senate Parliamentarian and the Government Accountability Office (GAO), which would eliminate longstanding guardrails and pave the way for a future Senate majority to overrule the Parliamentarian to achieve its partisan goals.

    Last month, the Senate Parliamentarian, after analyzing the GAO’s opinion, ruled that Senate Republicans cannot use the Congressional Review Act (CRA) to overturn a waiver granted to California by the U.S. Environmental Protection Agency (EPA) to regulate its own vehicle emissions. Republicans are attempting to block a California law requiring all new cars sold in the State by 2035 to be zero-emission vehicles.

    “That’s right—despite claims of being the party of states’ rights, Republicans want to end this state-level regulation in the state of California. And get this: Elon Musk, the un-elected advisor to the President, previously wrote to the EPA in favor of California’s waiver. Now, he has joined the Republican majority to try to gut the rule,” Durbin said. “The Parliamentarian’s decision was not one of party loyalty. It followed decades of precedent showing that California’s Clean Air Act waivers are not subject to the Congressional Review Act. Despite the Parliamentarian’s decision, my Senate Republican colleagues want to override the GAO and the Senate Parliamentarian to advance the fossil-fuel agenda. It’s ‘burn, baby, burn,’ ‘drill, baby, drill.’”

    Durbin continued, “Now, I understand that using the CRA might be faster than agency rulemaking or even considering legislation… In fact, President Trump, in his first term, took administrative action to rescind California’s Clean Air Act waivers and could take that path again. But what Republicans are pursuing today is a procedural nuclear option—a dramatic break from Senate precedent with a profound consequence. Let me repeat: Should my Senate Republican colleagues overrule the Senate Parliamentarian, it will have a major long-term impact for the Senate and the legislative filibuster.”

    Durbin noted that this move by Senate Republicans is unprecedented—the Senate has never overruled the Parliamentarian regarding the CRA.

    “And before, when the tables were turned and the Senate Democrats were in the majority, my Republican colleagues were singing a very different tune about never breaking from the Parliamentarian,” Durbin said. “Leader Thune himself acknowledged in January of this year that overruling the Parliamentarian is ‘totally akin to killing the filibuster. We can’t go there. People need to understand that.’”

    Durbin concluded, “If Senate Republicans disregard the Parliamentarian’s decision, they would set a new precedent in the Senate: eliminating longstanding guardrails and paving the way for a future Senate majority to overrule the Parliamentarian to achieve its partisan goals. I caution my Senate Republican colleagues from toeing this line and setting the wrong precedent. And as I’ve said time and time again—there cannot be one set of rules for Republicans of the Senate and another set of rules for the Democrats. I hope my Republican colleagues will heed my warning and make the right choice—the only choice—accept the GAO and the Senate Parliamentarian’s decision.”

  • MIL-OSI China: China invites overseas payload proposals for Mars sample return mission

    BEIJING, May 21 — China is seeking payload proposals for its Mars sample return mission and inviting overseas researchers to participate.

    The China National Space Administration (CNSA) has called on overseas research institutions, including those in Hong Kong and Macao, to submit proposals for developing payloads for the Tianwen-3 mission.

    The mission, a significant part of China’s planetary exploration program, is scheduled for launch around 2028.

    The Tianwen-3 spacecraft comprises a lander, an ascent vehicle, a service module, an orbiter and a return module, and it is equipped with six scientific payloads.

    The six payloads, namely, the Raman fluorescence spectrometer, ultra-wideband exploration radar, mid-infrared superfine imaging spectrometer, Mars global multicolor camera, descent ENA aurora detector and high-precision vector magnetometer, are all open to overseas researchers, according to a notice released by the CNSA.

    The CNSA requires that all payload projects be led by a domestic institution, with no more than five entities involved in the joint development of a single payload.

    Last month, the administration announced that it would offer payload resources for international cooperation, with up to 15 kilograms available on the orbiter and 5 kilograms on the service module.

    The primary scientific objective of the mission is to search for signs of life on Mars. Other areas of exploration include the Martian climate and its evolution, the planet’s geology and its internal processes.

  • MIL-OSI Security: Chief Executive Officer of Digital Asset Company Found Guilty in Multi-Million Dollar Crypto-Fraud Scheme

    Defendant Misappropriated Millions of Dollars of Investors’ Funds for His Own Use Including to Purchase Real Estate and Luxury Vehicles

    Earlier today, at the federal courthouse in Brooklyn, a federal jury convicted Braden John Karony on all counts of a three-count indictment charging him with conspiracy to commit securities fraud, wire fraud, and money laundering.  The charges arose from the defendant’s and his co-conspirators’ roles in defrauding investors in a decentralized finance digital asset called “SafeMoon,” issued by their company SafeMoon LLC.  As alleged, the defendant agreed with his co-conspirators to lie to SafeMoon investors about whether SafeMoon executives could access the liquidity pool and whether they were using the assets from the liquidity pool for their personal benefit.  As SafeMoon’s market capitalization grew to more than $8 billion, the defendant fraudulently diverted and misappropriated millions of dollars’ worth of  liquidity from the SafeMoon liquidity pool for their personal benefit.  The verdict followed a 12-day trial before United States District Judge Eric R. Komitee.  When sentenced, Karony faces up to 45 years in prison.  The jury also issued a verdict to forfeit one residential property and the proceeds from the sale of another residential property, amounting to approximately $2 million.

    Joseph Nocella, Jr., United States Attorney for the Eastern District of New York;   Christopher G. Chavis, Jr., Special Agent in Charge, Internal Revenue Service Criminal Investigation, New York (IRS-CI); and Darren B. McCormack, Acting Special Agent in Charge, Homeland Security Investigations, New York (HSI New York) announced the verdict. 

    “As proven at trial, the SafeMoon digital asset was anything but safe and turned out to be pie in the sky for investors who were deliberately misled by Karony, a man who sought to get rich quick by stealing and diverting millions of dollars,” stated United States Attorney Nocella.  “Karony used his scheme to purchase multiple homes, sports cars, custom trucks, and other luxury goods.  Today’s guilty verdict should serve as a warning to all would-be fraudsters that my Office will vigorously prosecute individuals like the defendant who victimize digital asset investors and undermine investor confidence in digital assets markets, thereby threatening the stability and growth of these emerging technologies.”

    Mr. Nocella expressed his appreciation to the U.S. Securities and Exchange Commission for its work on the case. 

    “Braden Karony, the CEO of SafeMoon, exploited his company’s digital portfolio with fictional success stories and stole millions of dollars in crypto-assets to finance luxury purchases,” stated FBI Assistant Director in Charge Raia.  “Along with his co-conspirators, Karony violated his clients’ trust and wallets while attempting to conceal his misconduct through discreet transactions.  May today’s conviction emphasize the FBI’s commitment to securing all markets and protecting the American people from individuals who abuse their position to satisfy personal greed.”

    “Braden Karony misled investors; intentionally diverted and misappropriated millions in cryptocurrency for his personal benefit; and lined the driveways of his million dollar homes with luxury cars.  While the name of his company is SafeMoon, there was nothing safe about this investment that was just a front for theft.  By following the money with complex cryptocurrency tracing, IRS-CI New York’s Cyber and J5 groups worked with our investigative partners to see that this conman is held accountable for his greedy acts,” stated IRS-CI New York Special Agent in Charge Chavis.  “The Joint Chiefs of Global Tax Enforcement (J5) is a global partnership that works together to gather information, share intelligence, and conduct coordinated operations against transnational financial crimes.  The J5 includes the Australian Taxation Office, the Canada Revenue Agency, the Dutch Fiscal Intelligence and Investigation Service, His Majesty’s Revenue and Customs from the U.K. and IRS-CI from the U.S.”

    “Steered by his selfish desires and insatiable greed, Braden John Karony treated millions of dollars in investors’ funds as his own personal bank account,” stated HSI New York Acting Special Agent in Charge McCormack.  “The defendant will soon be trading his sprawling real estate and luxury vehicles for a jail cell within the four walls of a federal penitentiary.  As reflected by today’s conviction, whether it involves fiat or crypto, HSI New York’s El Dorado Task Force will relentlessly pursue individuals intent on exploiting investors and the American financial system for their own gain.”

    Background on SafeMoon

    As proven at trial, SafeMoon tokens were digital assets first issued in March 2021 by SafeMoon LLC on a public blockchain.  Through the operation of SafeMoon’s smart contract, every transaction in SafeMoon was automatically subject to a 10% tax, meaning, for example, that if a holder of SafeMoon transferred 10 SafeMoon to another user, 1 SafeMoon would automatically be retained from the transfer as a tax and the remaining 9 SafeMoon would be received by the other party.  As marketed to SafeMoon investors, the proceeds of SafeMoon’s 10% tax were split into two 5% tranches, the proceeds of which were supposed to benefit holders of SafeMoon in specific ways.  The first 5% tranche of the tax proceeds would be “reflected” back to, and distributed among, all SafeMoon holders in proportion to their current SafeMoon holdings and thereby increase the total quantity of SafeMoon held by every SafeMoon investor automatically.  The remaining 5% tranche of SafeMoon tax proceeds would be deposited into designated SafeMoon liquidity pools.  The larger the SafeMoon liquidity pool, the greater the liquidity in the market for SafeMoon.  In the months after its launch in March 2021, SafeMoon grew to have millions of holders and a market capitalization of more than $8 billion.

    The Defendants’ Fraudulent Scheme

    Karony and his co-conspirators misrepresented various material aspects of the SafeMoon offering to investors.  Such misrepresentations included that SafeMoon relied on “locked” liquidity pools that would automatically increase in size due to a 10% tax imposed on every SafeMoon transaction; that the “locked” SafeMoon liquidity pool prevented the defendants and other insiders at SafeMoon from being able to “rug pull”—a type of crypto fraud— SafeMoon investors by removing liquidity from the SafeMoon liquidity pool; that tokens in the liquidity pool would only be used for limited pre-defined business purposes, not personal enrichment; that the defendants would manually add token pairs to the SafeMoon liquidity pool when transactions of SafeMoon occurred on specific centralized exchanges; and that the developers were not and had not been holding and trading SafeMoon for their benefit.

    In reality, Karony and his co-conspirators retained access to the SafeMoon liquidity pools and used that access to intentionally divert and misappropriate millions of dollars’ worth of tokens for their personal benefit.  In addition, although they publicly denied that they personally held or traded SafeMoon, they repeatedly bought and sold SafeMoon, sometimes at the height of SafeMoon market price, which generated millions of dollars in profits.  Karony and his co-conspirators masked their movement of the fraudulent proceeds via numerous private un-hosted crypto wallet addresses, complex transaction routing, and pseudonymous centralized exchange accounts.  Karony acquired over $9 million in crypto assets from the scheme and used some of the proceeds to purchase luxury vehicles and real estate, including a $2.2 million home in Utah, additional homes in Utah and Kansas, a $277,000 Audi R8 sports car, another Audi R8, a Tesla, and custom Ford F-550 and Jeep Gladiator pickup trucks.

    Co-conspirator Thomas Smith previously pleaded guilty and is awaiting sentencing. Co-conspirator Kyle Nagy remains at large. 

    The government’s case is being handled by the Office’s Business and Securities Fraud Section.  Assistant United States  Attorneys Dana Rehnquist, Sara K. Winik, and Jessica K. Weigel are in charge of the prosecution, with assistance from Paralegal Specialists Asher Martin-Rosenthal and Madison Bates. Assistant United States Attorney Laura Mantell is handling forfeiture matters.

  • MIL-OSI Security: Update 292 – IAEA Director General Statement on Situation in Ukraine

    The IAEA team based at Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP) heard bursts of gunfire this morning, coinciding with a purported drone attack on the site’s training centre, Director General Rafael Mariano Grossi said.

    It was the third time this year that the training centre, located just outside the site perimeter, was reportedly targeted by such an unmanned aerial vehicle.

    The ZNPP told the IAEA team that the drone hit the roof of the training centre, without causing any casualties or major damage. It was not immediately known whether the drone had directly struck the building or whether it crashed on the structure after being shot down, the ZNPP said.

    The IAEA staff members heard the gunfire shortly before 10am local time, but it was not clear if this observation was connected to the drone.

    The IAEA team requested to visit the training centre, as it was able to do following the previous such incident that occurred in April. However, on this occasion permission has not yet been granted.

    “These reported drone incidents are very concerning, as they could pose a direct threat to nuclear safety and security. To put it simply: there are too many drones flying near nuclear sites, not just the Zaporizhzhya Nuclear Power Plant. It should stop immediately,” Director General Grossi said.

    In February, a drone severely damaged the New Safe Confinement (NSC) at the Chornobyl plant in northern Ukraine, built to prevent any radioactive release from the reactor unit 4 destroyed in the 1986 accident and to protect it from external hazards.

    In mid-April, a drone was reportedly shot down and crashed near the ZNPP’s training centre, just over three months after another reported drone attack on the same centre.

    Ukraine’s operating nuclear power plants (NPPs) – Khmelnytskyy, Rivne and South Ukraine – also regularly report of drones being detected near the respective sites. Last Friday, the IAEA team at the South Ukraine NPP was informed that drones were observed as close as 2km from the site and the team reported hearing anti-aircraft fire from their hotel. The same night, drones were reported to have been observed transiting through the Chornobyl Exclusion Zone.

  • MIL-OSI New Zealand: Crash causing delays: SH1, Mata

    Northland Police are responding to another crash on State Highway 1, south of Whangārei.

    The crash has occurred at about 9.15am on northbound lanes near Mata.

    It involves a vehicle carrying a horse float, but there are no reports of serious injuries.

    One lane is blocked, and traffic is being diverted around the blockage. 

    Northbound traffic is still being impacted by an earlier crash on State Highway 1 near Oakleigh.

    Southbound traffic is flowing, but Police are advising all motorists to take care on the roads and allow additional time to reach your destination this morning.

  • MIL-OSI Security: Watertown Man Sentenced to Nearly 16 Years in Federal Prison for Unlawful Firearm Possession

    SIOUX FALLS—United States Attorney Alison J. Ramsdell announced today that Judge Charles B. Kornmann has sentenced a Watertown, South Dakota, man convicted of Possession of a Firearm by a Prohibited Person. The sentencing took place on May 19, 2025. 

    Anthony Thomas Lee Baker, 43, was sentenced to 15 years and 8 months in federal prison, followed by 5 years of supervised release, and ordered to pay a $100 special assessment to the Federal Crime Victims Fund. Forfeiture of the firearm was also ordered.  

    Baker was indicted for Felon in Possession of a Firearm by a federal grand jury in May 2024. He pleaded guilty on September 30, 2024.

    The charges arose from an incident when Baker, driving a vehicle, was stopped by law enforcement in Watertown, South Dakota. He was found to be in possession of a .45 caliber semi-automatic pistol. Baker is prohibited from possessing any firearm based on a prior felony conviction. More specifically, Baker has at least three prior violent felony convictions, including one for possession of another firearm following his conviction for a crime of violence in Ramsey County, Minnesota, in 2017.

    This case was investigated by the ATF and the Watertown Police Department. Assistant U.S. Attorney Paige Petersen prosecuted the case. 

    Baker was immediately remanded to the custody of the U.S. Marshals Service. 

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Co-Chair of the Senate Baltic Freedom Caucus, today commended the unanimous Senate passage of his bipartisan resolution honoring the four American soldiers—including one Illinoisan—who were stationed in Lithuania and tragically died in March while on a mission to recover a vehicle immobilized during a training exercise. The soldiers include Staff Sergeant Jose Dueñez Jr. from Joliet, Illinois; Staff Sergeant Edvin F. Franco; Staff Sergeant Troy S. Knutson-Collins; and Private First-Class Dante D. Taitano—all part of the 1st Armored Brigade, 3rd Infantry Division.
    “Last night, the Senate honored the brave American service members, including Staff Sergeant Jose Dueñez Jr. from Joliet, Illinois, who tragically died during a mission in Lithuania earlier this year.  It was a mission fraught with extreme danger and challenges, and this resolution reminds us of the daily service and sacrifice of our military members,” Durbin said.  “The resolution also expresses our gratitude to our Lithuanian ally—who dropped everything and faced great odds to help us recover their bodies and bring these fallen soldiers home—a reminder of the common defense underlying our alliance.”
    On April 3, thousands of Lithuanians took to the streets in Vilnius—including the Lithuanian President—to pay their respects to our fallen American soldiers. The resolution also reaffirms the importance of the NATO alliance and the need to support our Baltic allies.
    Durbin spoke about the four American soldiers and his resolution on the Senate floor last month.

    The two vehicle crash, one of which was a large truck, occurred after 6am.

    Two people suffered moderate injuries and were transported to hospital.

    Police appreciate motorists’ cooperation on the roads this morning.

    Earlier this morning, U.S. Senators Josh Hawley (R-Mo.) and Eric Schmitt (R-Mo.) penned a letter to President Donald Trump, urging him to swiftly approve Missouri Governor Mike Kehoe’s May 19 emergency disaster declaration in light of recent devastating storms.
    “If approved, this declaration would immediately unlock critical funding to support state and local efforts to remove debris and take emergency protective measures,” the Senators wrote.
    “After touring the devastated neighborhoods, we can personally attest to the scale of the damage and the clear need for the governor’s request to unlock this first step of federal assistance to support first responder efforts,” they explained.
    This emergency designation would unlock resources for immediate needs such as debris removal while the damage is assessed for a more widespread disaster declaration. Senator Hawley spent Monday on the ground in St. Louis, Missouri, meeting with victims and surveying the damage inflicted by Friday’s tornadoes, and has set up a portal on his website to help constituents with insurance claims.
