    Washington, D.C. – This week, House Sustainable Energy and Environment Coalition (SEEC) members on the House Energy and Commerce Committee slammed House Republicans’ obscene budget reconciliation plan to gut life-saving pollution reduction programs, raise Americans’ electricity bills, cut off critical support for high-tech American manufacturing, and legalize corruption for oil and gas companies. These members included SEEC Co-Chairs Reps. Doris Matsui (CA) and Paul Tonko (NY) and were joined by their fellow SEEC colleagues Reps.     “Republicans are ramming through a disastrous, ugly budget bill that is going to cause widespread harm to Americans and our environment. Why? So they can give massive tax cuts to billionaires, corporations, and oil companies. Republicans want to strip health care away from over 13.7 million Americans who rely on Medicaid, which will raise prices for the privately insured too,” said Congressman Mullin. “The bill also cuts funding for clean energy innovation while allowing oil and gas companies to buy their way out of having to follow environmental laws. This will stagnate American progress in developing affordable, sustainable solutions to meet our energy needs. This isn’t efficiency, it’s cruelty and Republicans are making it clear that they don’t care about raising costs for working families.”

    “Republicans’ reconciliation bill is a shameless sell-out to corporations at the expense of hard-working Americans’ health and prosperity,” said Congresswoman Matsui. “This bill eliminates and defunds pollution protections and pollution reduction programs that my constituents rely on, illegally and insidiously clawing back funding that is already supporting projects in communities across this country. In my district, La Familia Counseling Center was poised to do transformative work with their Community Change Grant—but Republicans are gutting that progress to pay for tax breaks for their billionaire friends. As if that weren’t enough, Republicans’ bill contains a shocking and outrageous attempt to legalize corruption for oil and gas companies, allowing polluting corporations to simply buy all the permits they need to build a pipeline through American communities, no questions asked. This kind of bribery is how dictatorships operate. This is not how America works. We cannot allow this egregious corruption to become law.”

    “My Republican colleagues claim they are going after the clean energy programs that are, in their words ‘reckless’ and favor ‘wokeness over sensible policy,’” said Congressman Tonko. “Which programs are those? Is it the $12 million in unobligated funds to reduce air pollution in schools? How about DOE money to train contractors to retrofit people’s homes? What about money to upgrade our ports with the latest and greatest technologies? These are just a few examples of commonsense investments that are being targeted today that are creating American jobs and deploying new technologies that will indeed reduce pollution. And when you start to list them out, you can see how ridiculous this proposal is. But why on Earth would Republicans be doing this? Well, we know these funds will be used to partially offset yet another round of tax cuts, the benefits of which will overwhelmingly go to the wealthiest.”

    “Republican cuts to environmental justice grants will directly harm the health of our communities,” said Congresswoman Barragán. “Medicaid helps many access and afford health care in vulnerable communities with clean air and water challenges. Yet, Republicans have proposed the largest Medicaid cut in history. It’s all connected and Republicans want to go backward on the environment and health care access.”

     “You should hold on to your wallets, because House Republicans are coming after your electric bills to pay for a massive tax giveaway to billionaires like Elon Musk,” said Congresswoman Castor. “Because let’s face it, American families are being financially squeezed right now – especially my neighbors in Florida still struggling to rebuild from Hurricanes Helene and Milton. Utility companies in at least 19 states have hiked rates as much as $40 per month since the Trump administration began. Republicans have not brought forth a single bill to lower energy costs for hardworking American families. Instead, what they’re offering today is a handout to big oil companies and polluters and the impact will be to raise your electric bill.”

    “There’s nothing and no one House Republicans won’t betray just to fund obscene tax breaks for their wealthy donors,” said Congresswoman Clarke. “By taking an axe to the critical programs Americans rely on to protect them from the climate crisis, reduce pollution, and keep energy affordable, our colleagues across the aisle have once again proven they are incapable of putting the needs of their communities above the demands of their billionaire puppet masters.”

    “What this bill does is create total chaos for the auto industry in repealing EPA’s emission standards for light and medium-duty vehicles and NHTSA’s corporate average fuel economy standards. What the domestic auto industry needs now more than anything is certainty. My priority is to protect American jobs, maintain our competitive edge in automotive manufacturing, ensure the United States leads in technology and innovation, and that we cede our leadership to nobody,” said Congresswoman Dingell. “Our policies must reflect the priorities on the ground, prioritize consumer choice and offer a practical, ambitious path forward. To remain competitive, the US must align with the global shift towards hybrids, electric vehicles, and down the road, who else knows what other technology. Here’s a fact. The global marketplace wants electric vehicles and I will be damned if I let China beat us in that market.”

    “I know the Trump Administration and some of my colleagues on the other side of the aisle don’t like the word environmental justice, but what environmental justice is designed to do is recognize that there are communities in this country — white, black, low-income, urban and rural — where energy projects were put in place with no input from the community, where the people didn’t have the resources to fight back or even knew what was happening,” said Congresswoman McClellan. “These are the same communities that have some of the poorest health outcomes in the country. We should want to help address centuries of injustice and invest in those communities, but this bill guts those programs altogether – that’s not justice.”

    “In my time here in Congress, I have participated in investigations of large corporations that have poisoned communities across the country. A lot of times, these communities were poisoned due to large corporations that were exploiting corrupt loopholes in the law in order to poison the most vulnerable communities in America,” said Congresswoman Ocasio-Cortez. “And I deeply fear that there is a loophole and similar provision in this bill. This bill allows gas companies to pay $1 million in order for their project to bypass the traditional permitting process. In fact, this bill allows natural gas pipeline projects to pay a fee of $10 million to cut the line and bypass the normal permitting process. Allowing massive corporations to simply cut a check to bypass the very real reasons why permitting exists in the first place, poses a deep and grave danger to people across the country.”

    “Last Congress, my Republican colleagues were insistent that we should have an all-of-the-above energy strategy, one that leveraged our natural resources, unleashed American innovation, and cut through bureaucratic red tape,” said Congressman Peters. “Which is why I am confused that we are considering a reconciliation bill that picks winners and losers, and elevates expensive, outdated, and inefficient sources like coal over cheap American-made energy like solar, wind, and storage. Why does this bill provide government-backed insurance to coal plants, as the President of the United States single-handedly kills hundreds, if not thousands, of clean energy jobs across the country by illegally targeting projects and weaponizing the permitting process?”

    “This bill completely bypasses communities and landowners, and these ‘pay-to-play’ provisions put not just a thumb but an entire arm, maybe a body on the scale favoring oil and gas,” said Congresswoman Schrier. “It’s giant corporations like Shell, BP, Chevron. They’re the ones that have the wherewithal to pay to bypass all permitting requirements. This bill is more of the ‘drill baby drill’ agenda that we hear every week from our Republican colleagues. I’m all for streamlining permitting to address energy demand and infrastructure that has real impacts on our communities. But there’s ways to streamline permitting and get new energy resources online without sidelining solar, wind, nuclear, hydropower, or hydrogen projects. Streamlining permitting is key if we’re going to meet energy demand. Clean power should have the same opportunity as oil and gas and we shouldn’t be disregarding important environmental protections.”

    “This is a bad deal for the South, whether it’s consumers in Florida or whether it’s all these high-paying jobs going to all these Southern states. This is a job killer,” said Congressman Soto. “In addition, adding in defunding of interstate transmission lines. I’ve heard from both sides of the aisle how often this is critical. So why in the world would you defund the interstate transmission lines? That makes no sense. That will raise energy prices. It will prevent efficiencies in the market. And it will prevent different states from specializing in new types of energy, whether it’s modular nuclear or renewable energy that’s being formulated here in Florida.”

    Background

    House Republicans are gutting critical pollution protections and pollution reduction programs, raising American household energy costs, pulling the rug out from under America’s manufacturing sector, and creating a brazen new “pay-to-play” bribery scheme for polluting corporations. Here’s what the bill does:   

    • Repeals and rescinds funding from Environmental Protection Agency programs that protect Americans from pollution and help American households save money on energy costs and medical bills. Some of these programs include:
      • Greenhouse Gas Reduction Fund that is dedicated to lowering energy bills and cutting pollution.
      • Environmental and Climate Justice Block Grants that support disadvantaged communities to reduce pollution and pollution-related health impacts in their communities.
      • Methane Emissions and Waste Reduction Incentive Program to reduce pollution and waste from the oil and gas sector, improving the health and economic well-being of overburdened communities, while also saving energy.
      • Clean Heavy Duty Vehicle Program that helps communities replace old polluting diesel engines and vehicles—some of the dirtiest vehicles on the road—with new, clean vehicles.
      • Clean Ports Program that helps improve air quality around U.S. ports and address the public health and environmental impacts to surrounding communities.
    • Repeals life-saving Clean Air Act standards for vehicle pollution and fuel efficiency that help Americans save money at the pump and improve health outcomes in our communities.
    • Eliminates funding for the Department of Energy Loan Programs and the Advanced Industrial Facilities Deployment Program that help commercialize next-generation American-made technology, bringing manufacturing back to America and creating good-paying jobs, while also developing cutting-edge technologies that save Americans money and reduce pollution in American communities.
    • Creates a pay-to-play bribery scheme for polluters that allows oil and gas companies to pay a fee and bypass standard permitting, environmental reviews, and judicial review processes. Whether it’s a natural gas pipeline or a natural gas export terminal, companies can simply buy all the permits they need to build their pipeline through your community. This is blatant and unconscionable corruption.

    Republicans had multiple opportunities to improve the bill and ensure that Americans’ pocketbooks, health, and livelihoods are protected, but Republicans repeatedly rejected Democratic amendments, including Democratic-led efforts to: 

    • Ensure that this bill does not raise energy costs for American households. Representative Castor’s amendment would have required the U.S. Energy Information Administration to publish the impacts of the Energy Subtitle of the bill on monthly energy costs for American households.
    • Protect the health and safety of our families and communities. Representative Dingell’s amendment would have prevented the repeal of the Greenhouse Gas Reduction Fund.
    • Hold polluters accountable and prevent the legalization of corruption under this bill. Representative Ocasio-Cortez’s amendment would have required the Inspector General of the Department of Energy to certify that this bill will not increase risks of corruption or ‘pay-to-play’ politics.
    • Protect American energy independence and deliver cheap energy to Americans. Representative Auchincloss’ amendment would have prevented the energy provisions from going into effect until the Secretary of Energy certifies that tariffs on energy imports are no greater than they were on January 19, 2025.

  • MIL-OSI Security: Corner Brook — RCMP-RNC JFO West conducts traffic stop and seizes cocaine, man arrested

    RCMP-RNC Joint Forces Operation (JFO) West seized a quantity of cocaine at a recent traffic stop in Corner Brook. One man was arrested.

    On May 14, 2025, JFO West, with the assistance of Corner Brook RNC, stopped a vehicle in Corner Brook as part of an ongoing investigation. The driver, a 49-year-old-man, was found in possession of approximately six ounces of cocaine. He was arrested and was released from custody with a future court date for a charge of possession for the purpose of trafficking cocaine.

    The investigation is continuing with further charges possible.

    JFO West, which includes dedicated police officers from both the RCMP and RNC, targets drug trafficking and organized crime on the west coast of the province.

    If you are a resident on the province’s west coast and you suspect there is drug trafficking in your neighbourhood, JFO West wants to talk with you. You can remain anonymous while speaking directly with a police officer by contacting the JFO West designated drug line at (709) 637-4221.

    Recent cocaine seizures in this province have determined that current street-level quantities of cocaine are of an extremely high potency and can easily result in death to the user. Cocaine is currently the leading cause of overdose deaths in Newfoundland and Labrador. Naloxone is ineffective in combatting cocaine overdose. If you suspect someone is overdosing on cocaine, immediately seek medical attention.

Ricketts thanks all police and commemorates the tragic 2024 loss of officer Ross Bartlett, who died in the line of duty. He spoke with members of Nebraska press about National Police Week:
    “Officers across Nebraska work hard to prevent crime and protect families,” said Ricketts. “They face danger, act fast, and serve with courage. I’m fighting to give them the tools and resources they need.”
    To protect law enforcement officers, Ricketts is cosponsoring the Thin Blue Line Act.
    “This bill would increase penalties for criminals who target law enforcement officers,” continued Ricketts. “It also would provide new tools for officers to protect themselves. It would help deter violent criminals from targeting our law enforcement.”
    Remembering the daily sacrifice of police, Ricketts encouraged gratitude and commemorated Officer Ross Bartlett.
    “This year’s Police Week resolution honors Nebraskan Ross Bartlett,” said Ricketts. “He was killed in 2024 when his patrol car was struck by another vehicle as he was conducting a traffic stop. We honor Officer Bartlett’s service, and remember him this week — and every week.”

    “This is National Police Week. 
    “It’s a time to thank the law enforcement officers who keep us safe. 
    “Officers across Nebraska work hard to prevent crime and protect families. 
    “They face danger, act fast, and serve with courage. 
    “I’m fighting to give them the tools and resources they need. 
    “Nebraska’s women and men in blue are a model for the rest of the nation. 
    “For example, the Omaha Police Department has achieved a 100% homicide clearance rate in each of the last two years. 
    “Meanwhile, the national rate sits below 60%. 
    “And Omaha continues to see murder rates decrease every year.
    “In fact, the number of murders in Omaha has decreased in each of the last four years. 
    “Their unprecedented success is a testament to their commitment and excellence. 
    “Nebraskans back the blue. 
    “Communities in our state respect and rely on our local police. 
    “We support our officers with better tools, training, and strong laws. 
    “That’s what we did when I was Governor. 
    “When I was Governor, we offered retention bonuses, generous education benefits, and retirement plans to our law enforcement officers. 
    “We invested $47.7 million to expand the Nebraska Law Enforcement Training Center in Grand Island.

    “In my last year as governor, state troopers confiscated two times as much methamphetamine, three times as much fentanyl, and ten times as much cocaine as just two years prior. 
    “They did this work in spite of the Biden administration’s terrible open border policies. 
    “As Senator, I’m working with President Trump to secure the border and ease the burden on local law enforcement. 
    “We passed the HALT Fentanyl Act. 
    “The law will permanently classify fentanyl and its analogues as Schedule I substances. 
    “It will lead to harsher sentences for fentanyl traffickers. 
    “Less fentanyl means fewer overdose deaths, like the tragic loss of Taryn Lee Griffith. 
    “By cracking down on drug dealers and cartels, we’re making our streets safer. 
    “I’m also fighting for policies that will deter anti-cop attacks.

  • MIL-OSI New Zealand: ‘Call 111’ – Police need public’s help to tackle car thefts

    Wairarapa Police are working to track the offenders behind 29 car thefts in the space of two weeks.

    The number of thefts is an increase on the 37 vehicles that were stolen in the two months to May last year. Wairarapa Area Prevention Manager Senior Sergeant Gill Flower said the recent rise is believed to be down to groups of criminals operating in the area.

    “There’s no reason behind some of these thefts – they’re doing it for their enjoyment and don’t care about all damage they’re doing to the cars and the impact it has on people.

    “Of the 29 recent cases, 25 have been in Masterton. Mazda Demios and Ford Couriers have been the main target for these offenders, and we’re asking people to take some additional steps to keep their vehicles safe.

    “Some of the vehicles have been left unlocked, or keys left in places that are easy to access. People are also leaving items in their cars, and that attracts attention too. These offenders aren’t above stealing your prescription glasses, so the less you can leave in your car, the better.”

    Senior Sergeant Flower said steering wheel locks were a cost-effective way to immobilise a car and make it less attractive to thieves.

    “Some people can’t afford insurance, but a steering wheel lock will mean your car is undrivable. It’s a worthwhile investment, especially if you have to park your car on the road.

    “We’re working hard to track these offenders, but we need the public’s help to do that.

    “If you see suspicious behaviour, call 111,” Senior Sergeant Flower said. “The faster we get a report, the quicker we can act.”

    Even in cases where Police can’t respond immediately, the reports helped Police track where offenders were operating.

    “For us it’s valuable intelligence.”

    “If you can’t report something straight away, please still tell us about it by making a report through 105.

    “We’re working hard to find these offenders, but we need the community to help us.”

    overnor Kathy Hochul today announced awards for a total of 22 transformational projects in the North Country as part of two economic development programs: the Downtown Revitalization Initiative and NY Forward. Ten projects were announced for Lowville, the Round 7 winner of a $10 million DRI award; five projects were announced for Canton, a Round 2 winner of a $4.5 million NY Forward award; and seven projects were announced for Alexandria Bay, also a Round 2 winner of a $4.5 million NY Forward award.

    “Our North Country communities embody strength, resilience and a spirit of determination — that’s why I’m investing in 22 transformation projects that give every resident and business the opportunity to reach their full potential,” Governor Hochul said. “Our towns and villages are the foundation of what makes New York special, and we’re giving them the tools they need to better their communities as a whole.”

    Village of Lowville

    As the “urban heart” of Lewis County, the Village of Lowville seeks to preserve and enhance its small-town, rural charm, while diversifying and expanding its economic base in ways consistent with its unique character. The Village’s DRI projects are focused on transforming its downtown into a more vibrant neighborhood through private and public sector project opportunities that will achieve its vision for the downtown. Lowville’s investments will build on its past and ongoing efforts to make the downtown a regional center for business and culture, drawing on its position as the “intersection corridor of the Thousand Islands, the Tug Hill Plateau and the Adirondack Mountains.”

    The 10 Lowville DRI projects, totaling $9.7 million, include:

    • Improve Access and Parking at Veteran’s Memorial Park Creating a Safe and Inviting Space ($2,848,000): Reconfigure the parking lot at Veteran’s Memorial Park to create a welcoming gateway, improving access and increasing pedestrian safety. Key features include an improved entrance from State Street, curb bump-outs, upgraded sidewalks, green infrastructure for stormwater management, and new street trees. A formal monument sign will mark the park entrance, while parking improvements on Parkway Drive will optimize access and aesthetics.
    • Revitalize State Street to Enhance Safety, Accessibility, and Aesthetics in Downtown Lowville ($1,711,000): Enhance safety, accessibility and aesthetics through the installation of high-visibility crosswalks, curb bump-outs, Rectangular Rapid Flash Beacons, street tree plantings and green infrastructure to manage stormwater runoff and beautify the area.
    • Renovate the Stevens Block to Create Market Rate Apartments at 7623 N State Street ($1,558,000): Renovate an abandoned space at 7623 N State Street, creating market-rate residential units on the upper floors, with comprehensive upgrades including a new vestibule, stairwell, energy-efficient systems and exterior improvements.
    • Restore the Historic Keller Red Building to Create a Mixed-Use Commercial and Residential Space ($1,193,000): Preserve a historic downtown building by renovating its second and third stories into commercial and residential spaces, establishing a professional office space, enhancing meeting capabilities for Naturally Lewis, and upgrading the building’s structural, mechanical, and safety systems.
    • Rehabilitate the Historic Masonic Temple into an Efficient Community Hub ($776,000): Rehabilitate the historic National Register-listed Masonic Temple building in downtown Lowville, enhancing its role as a center for historical preservation, education, and cultural activities while modernizing its facilities for energy efficiency to serve the community and promote heritage tourism.
    • Establish a Small Project Fund to Enhance Downtown Lowville ($400,000): The Small Project Fund will support smaller projects in downtown Lowville with improvements such as facade restoration and improvement, interior renovation, signage, public art, and business assistance.
    • Develop a Downtown Branding and Wayfinding Strategy to Enhance Lowville’s Identity ($358,000): Revitalize its downtown area through a comprehensive initiative that includes a branding and marketing strategy, a wayfinding signage system, and interpretive elements that highlight local history.
    • Reimagine Veteran’s Park to create Community Space with Modern Amenities and Enhanced Accessibility ($320,000): Upgrade Veteran’s Park with improvements that aim to create a vibrant and accessible community space.
    • Restore the Historic Town Hall Theater into a Community Asset ($294,000): Restore a historic building to its original state while modernizing its functionality, including facade restoration, window replacement, interior renovations, stage construction, and technological upgrades to create a versatile cultural center for the community.
    • Reopen 5423 Shady Avenue to Create a Mixed-Use Building ($242,000): Renovate the second floor into a functional law office, restoring the building’s integrity, while transforming the long-vacant third floor into safe, and affordable mid to long-term housing.

    Village of Canton

    The Village of Canton’s historic downtown area is the crossroads connecting the St. Lawrence River Valley. The NY Forward projects will help generate a regional destination centered around diverse housing options; art and cultural attractions; variety of local businesses; and recreational offerings.

    The 5 Canton NY Forward Projects, totaling $4.5 Million, include:

    • Revitalize the Former Midtown Plaza to Create a Mixed-Use Space ($2,000,000): Redevelop the former Midtown Plaza into a mixed-use space that provides housing, an entrepreneurship center, and community amenities.
    • Upgrade Park Amenities in the Village Green to Enhance Community Space ($1,096,000): Upgrade Village Green with improved pathways, lighting, seating, and diverse plantings to create an inviting year-round space while maintaining the park’s historic character.
    • Transform 11 – 11 ½ Riverside Drive into a Commercial Fitness Hub ($807,000): Transform the partially vacant building at 11 and 11 ½ Riverside Drive into a commercial fitness center and studio space to provide health and wellness opportunities to the community and boost downtown business activity.

    Alexandria Bay

    Alexandria Bay’s downtown area, which encompasses the Village’s vibrant and burgeoning waterfront and abundant natural and recreational assets, has witnessed a recent surge of private investment. NY Forward projects will build and expand upon this effort and will allow the community to accelerate its economic regrowth by attracting visitors, residents and investors to the downtown.

    The 7 Alexandria Bay NY Forward Projects, totaling $4.5 Million, include:

    • Transform the James Street Streetscape into a Welcoming Corridor ($3,003,000): Transform James Street to improve pedestrian safety and foster a welcoming environment with the addition of a pedestrian plaza, new sidewalks, lighting and decorative plantings as well as upgraded restrooms by the public dock.
    • Renovate 27 James Street into a Mixed-Use Building ($510,000): Renovate 27 James Street to include a café, bookstore, art studio and apartment units. Landscaping improvements will create outdoor space for tenants with access to Rotary Park and the Riverwalk.
    • Create a Small Project Fund to Support Growth in Downtown Alexandria Bay ($285,000): Establish a matching grant fund in the NYF boundary to undertake a range of small downtown projects including façade enhancements, building renovations to commercial or mixed-use spaces, business assistance, and public art.
    • Renovate 34 James Street into a Mixed-Use Building ($270,000): Transform the first floor of 34 James Street into a potential eatery and renovate the upstairs into new apartments.
    • Create a Branding & Wayfinding Signage Initiative for Downtown Alexandria Bay to Strengthen Community Identity ($250,000): Create a coordinated branding and wayfinding signage initiative to strengthen the Village’s identity as a desirable tourist destination and welcoming community.
    • Rehabilitate the Exterior of the Cornwall Brothers Store and Museum, to Preserve the Historic Landmark ($92,000): Rehabilitate the museum and its retail space with a focus on stabilizing and preserving the historic exterior masonry.
    • Restore 20 Walton Street for Commercial Use ($90,000): Restore 20 Walton Street by revitalizing its façade and enhancing energy efficiency, creating an inviting and functional space for commercial use on the first floor.

    DRI and NY Forward communities developed Strategic Implementation Plans (SIPs), which create a vision for the future of their downtown and identify and recommend a slate of complementary, transformative and implementable projects that support that vision. The SIPs are guided by a Local Planning Committee (LPC) comprised of local and regional leaders, stakeholders and community representatives, with the assistance of an assigned consultant and DOS staff, all of whom conduct extensive community outreach and engagement when determining projects. The projects selected for funding from the SIP were identified as having the greatest potential to jumpstart revitalization and generate new opportunities for long-term growth.

    About the Downtown Revitalization Initiative
    The Downtown Revitalization Initiative was created in 2016 to accelerate and expand the revitalization of downtowns and neighborhoods in all ten regions of the state to serve as centers of activity and catalysts for investment. Led by the Department of State with assistance from Empire State Development, Homes and Community Renewal and NYSERDA, the DRI represents an unprecedented and innovative “plan-then-act” strategy that couples strategic planning with immediate implementation and results in compact, walkable downtowns that are a key ingredient to helping New York State strengthen its economy, as well as to achieving the State’s bold climate goals by promoting the use of public transit and reducing dependence on private vehicles. Through nine rounds, the DRI has awarded a total of $900 million to 91 communities across every region of the State.

    About the NY Forward Program
    First announced as part of the 2022 Budget, Governor Hochul created the NY Forward program to build on the momentum created by the DRI. The program works in concert with the DRI to accelerate and expand the revitalization of smaller and rural downtowns throughout the State so that all communities can benefit from the State’s revitalization efforts, regardless of size, character, needs and challenges.

    NY Forward communities are supported by a professional planning consultant and team of State agency experts led by DOS to develop a Strategic Investment Plan that includes a slate of transformative, complementary and readily implementable projects. NY Forward projects are appropriately scaled to the size of each community; projects may include building renovation and redevelopment, new construction or creation of new or improved public spaces and other projects that enhance specific cultural and historical qualities that define and distinguish the small-town charm that defines these municipalities.     One person has died following the two-vehicle collision south of Pahiatua yesterday.

    Emergency services were called to the crash on State Highway 2 at around 3pm on Thursday.

    Sadly, the driver of one of the vehicles died at the scene. There were no other significant injuries.

    The Serious Crash Unit has carried out a scene examination and enquiries into the cause of the crash are ongoing.

  • MIL-OSI USA: Travel Advisory Reminder: RIDOT to Temporarily Close Devil’s Foot Road Bridge in North Kingstown for Bridge Rehabilitation

    The Rhode Island Department Transportation (RIDOT) is reminding motorists that tomorrow, Friday, May 16 at 9 p.m., it is scheduled to temporarily close the Devil’s Foot Road Bridge, located between School Street and the Davisville Road/Old Baptist Road intersection in North Kingstown.

    The bridge will remain closed until approximately late fall 2025, when RIDOT anticipates completing the replacement of the bridge’s superstructure. It carries about 5,200 vehicles a day on Devil’s Foot Road, over Amtrak’s Northeast Corridor.

    During the closure, motorists can use the following detours:

    From Post Road to Frenchtown Road: Use Devil’s Foot Road eastbound to Post Road northbound. Use the turnaround for Route 1 South to Frenchtown Road westbound.

    Frenchtown Road to Post Road: Follow Frenchtown Road eastbound to Route 1 South to its intersection with Devil’s Foot Road.

    Local Traffic on Devil’s Foot Road (east of the closed bridge) to Frenchtown Road: Use the on-ramp at West Davisville Road to Route 403 West toward Route 4. Use the ramp to Route 4 South, then take Exit 7A for Frenchtown Road.

    Local Traffic on Devil’s Foot Road (west of the closed bridge) to Post Road: Follow Davisville Road westbound to Frenchtown Road, turn right, then right again onto Post Road southbound. A detour map is available at www.ridot.net/DetourMaps.

    The bridge currently has a 5-ton weight limit and is classified as structurally deficient. It was built in 2007 as part of the Route 403 highway project, but RIDOT determined that the concrete box beams used in its construction had a fabrication defect and its superstructure needed to be replaced. The work on the Devil’s Foot Road Bridge is part of a larger, $76.8 million multi-bridge project that also will replace the bridges carrying Route 2 and Frenchtown Road over Route 4. The entire project is scheduled for completion in Spring 2027.

    All construction projects are subject to changes in schedule and scope depending on needs, circumstances, findings, and weather.

  • MIL-OSI NGOs: Siege of Gaza: MSF denounces new aid mechanism proposed by US and Israel story May 15, 2025

    As hunger deepens and Gaza’s health system collapses, the US and Israel are pushing a new aid mechanism, which raises widespread ethical, legal, security, and logistical concerns, said Doctors Without Borders/Médecins Sans Frontières on Wednesday.

    The plan—centered around the so-called Gaza Humanitarian Foundation—seeks to bypass UN-led coordination and place aid delivery under direct Israeli control, effectively forcing a militarized system on humanitarian organizations, donors, and civilians, said MSF.

    The United States, the UN, EU member states, and all those with influence over Israel must urgently use their political and economic leverage to stop the instrumentalization of aid.

    Rather than facilitate access, the plan threatens to further institutionalize obstruction, instrumentalize aid, and entrench the Israeli occupation. By conditioning lifesaving assistance on displacement and compliance with Israeli screening, the plan violates humanitarian principles. Making aid conditional on forced displacement and vetting of the population would be another tool in the ongoing campaign of ethnic cleansing of the Palestinian population. MSF firmly rejects and condemns this plan of full control over who receives aid. We  cannot accept a system which subjugates humanitarian aid to military and occupation objectives.

    We are witnessing, in real time, the creation of conditions for the eradication of Palestinian lives in Gaza, said MSF.

    The obstruction of humanitarian aid is a direct violation of UN Security Council Resolution 2720, which calls for the unimpeded delivery of humanitarian aid to civilians. Claims that aid is being diverted by Hamas remain unverified and in no way justify such measures. As the occupying power, Israel must facilitate impartial humanitarian assistance for the population in need.

    “The United States, the UN, EU member states, and all those with influence over Israel must urgently use their political and economic leverage to stop the instrumentalization of aid,” said Avril Benoît, CEO of MSF in the United States. “Humanitarian supplies, food, fuel, and medicines must be allowed to reach the people of Gaza now. Humanitarian aid must reach all the people who desperately need it.”

    Since Israel’s resumption of attacks and its total blockade of aid launched on March 2, Gaza has become hell on earth for Palestinians. The survival of Palestinians lies at the mercy of Israeli authorities, who are denying the entire population access to food, water, medical care, and shelter. Israel continues to pursue its campaign of ethnic cleansing by deliberately destroying the conditions necessary for life.

    Organizations including World Central Kitchen and the World Food Programme (WFP) have announced that they have no more food stocks available in Gaza. Most community kitchens and bakeries have closed. MSF medical teams in Gaza City have seen a 32 percent increase in the number of patients presenting with malnutrition over the past two weeks.

    Dwindling fuel stocks are limiting the ability to desalinate and distribute water. The health facilities that are still functioning—already critically inadequate in number and capacity for the population—are still being attacked and are suffering from rapidly diminishing stocks of medications and other essential supplies. MSF teams in Gaza have not been able to receive any supplies for 11 weeks and face critical shortages of essential medical items such as sterile compresses and sterile gloves.

    Israel’s evacuation orders and established no-go military zones now cover 70 percent of Gaza. The population has been forcibly transferred from one place to another, while not a single area of Gaza has been spared from attacks. The desperateness of the situation is such that MSF teams have treated and discharged patients only to see them return with new injuries.

    Israel’s plan to instrumentalize aid is a cynical response to the very humanitarian crisis they created. If they wished, Israel and its allies could lift the blockade today and let humanitarian aid reach all those in Gaza whose survival depends on it.

  • MIL-OSI Security: FBI Seattle and Las Vegas Announce Arrest of Fugitive in Multi-State and Agency Pursuit

    On May 13, Damien James Madison, 27, a Washington state resident, was arrested along the California state line near Jean, Nevada, after a week-long manhunt.

    On May 8, Thurston County Sheriff’s Office deputies were attempting to arrest Madison on prior felony charges. During the pursuit, Madison used an AR-15-style rifle to fire on them multiple times. No deputies were hit, but their vehicle was disabled. The Thurston County Sheriff’s Office and the Washington State Department of Corrections requested the assistance of the FBI, along with the South Sound Gang Task Force, to locate and arrest Madison. Over the next week, the FBI along with their state and local partners assisted the Thurston County Sheriff’s Office in trying to locate Madison.

    “Especially during Police Week, it is rewarding to see the federal, state, and local law enforcement agencies in Washington, California, and Nevada join forces to combat violent crime,” said W. Mike Herrington, Special Agent in Charge of the FBI Seattle Field Office. “We work violent crime every day, and we encourage our partners to call us whenever we can provide specialized capabilities to assist. In addition, the FBI has a worldwide reach. Especially when violent criminals cross state lines, the FBI is ready with our specialized teams and resources in multiple field offices to track them down and keep our communities safe.”

    The FBI helped coordinate a multi-state and agency effort to locate Madison and his mother who was aiding his attempt to evade capture. Madison and his mother were first located as they were driving eastbound on Interstate 15 in the California desert near Barstow, California. As Madison and his mother entered Nevada, the FBI Las Vegas Criminal Apprehension Team consisting of FBI agents and task force officers were waiting. The team disabled the vehicle Madison and his mother were driving. Madison was then taken into custody without incident.

    “This arrest serves as a notable illustration of how law enforcement partnerships lead to successful apprehensions of dangerous fugitives,” said Spencer L. Evans, special agent in charge of the FBI Las Vegas Field Office. “The subject was taken into custody by our Criminal Apprehension Team, which is led by the FBI and includes the Las Vegas Metropolitan Police Department, the Henderson Police Department, North Las Vegas Police Department, and the Nevada State Police Patrol and Probation.”

    “Thurston County Sheriff’s Office is extremely grateful for all of our partner agencies along the West Coast who assisted in the seizure of Damien Madison,” said Sheriff Derek Sanders. “We also owe a special thanks to the FBI Criminal Apprehension Team that located Damien and utilized excellent tactics with surgical precision to safely capture him. Strong partnerships across local, state, and federal law enforcement agencies make for safer communities, and our community is a little safer today as a result of that collaboration.”

    “The vast majority of the 13,000 individuals under our supervision follow the law and are taking steps to turn their lives around,” said DOC Secretary Tim Lang. “But when they commit new crimes and try to run, as in this case, quick and effective coordination with local and federal law enforcement can reduce the risk to public safety and bring the individual in to face justice.”

    Burin Peninsula RCMP is looking to arrest wanted man, 21-year-old TJ Lawrence Fudge, who is actively evading police. Fudge is believed to be hiding in St. John’s and is originally from Grand Bank.

    Fudge is wanted in relation the following charges:

    • Possession of a controlled substance – three counts
    • Impaired driving – two counts
    • Dangerous driving
    • Possession of a weapon for a dangerous purpose
    • Operating a vehicle with a suspended license

    overnor Kathy Hochul today announced awards for a total of 20 transformational projects in Central New York as part of two economic development programs: the Downtown Revitalization Initiative and NY Forward. Nine projects were announced for Aurora, Cayuga and Union Springs, the joint Round 7 winner of a $10 million DRI award; seven projects were announced for Canastota, a Round 2 winner of a $4.5 million NY Forward award; and four projects were announced for Brewerton, also a Round 2 winner of a $4.5 million NY Forward award.

    “Central New York is at the forefront of the economic resurgence sweeping across our state, and I’m investing in 20 projects that will transform our towns and villages, and strengthen the communities around them,” Governor Hochul said. “When we invest in our communities, we make it easier for families and businesses to do what they do best with the freedom to do it better — that’s why I’m fighting to make our neighborhoods better for generations to come.”

    • Redevelopment of Beacon Bay Marina ($2,500,000): Redevelop the existing building into new lodging units, a property manager’s apartment and a small open-air gathering space primarily for lodging guests. The project also includes the installation of new docks to accommodate additional boating activity.
    • Improvements to Frontenac Park ($1,338,000): Develop new pathways for pedestrian circulation, new pay station and accommodations for parking. The project also includes repurposing of the house at the end of Factory Street into a recreation office and community gathering space, creation of a new patio for outdoor recreation programming and classes, addition of a new picnic shelter and restoration of lawn areas.
    • Transformation of McIntosh Park ($2,083,000): Transform McIntosh Park through renovations that include drainage improvements, paved entrance road and parking, basketball and pickleball courts, relocation of the existing tee-ball field, new benches, construction of an inclusive playground and a new pavilion.
    • Development of Mixed-Use Building at 143 Cayuga Street ($1,428,000): Construct a new multi-story, mixed-use building that will include apartments on the upper floors and retail space on the ground floor.
    • Construction of a Southern Gateway: Aurora Waterfront Park ($773,000): Construct a Southern Gateway Park by repurposing the old railway bed into a durable, shared use, ADA compliant trail. Additional park features include new signage, a new parking area, picnic tables with grills and shade trees. The project will also include an accessible canoe/kayak launch, kayak storage rack and Blueway launch site signage, Blueway Trail kiosk, benches along the trail and a concrete sidewall.
    • Development of Marina Gateway and Storefront Entrance, Waterfront Café and Additional Boat Service Facilities ($589,000): Develop a marina gateway via removal of structures at 107 Cayuga Street, new storefront entrance for the Marina show room and construction of triple bay service and parts facility. The project also includes the construction of a waterfront café to be open for year-round use.
    • Development of Apartments at 6200 Center Street ($446,000): Adaptive reuse of an existing building at 6200 Center Street into two-bedroom loft style apartments and associated storage spaces for residents.
    • Restoration of the Historic Patrick Tavern Building and Development of Tavern Green at 302 Main Street ($363,000): Restore Patrick Tavern including the addition of an historically accurate covered porch along the Village’s Main Street façade. The project also includes the replacement of the roof, windows and doors as well as new interpretive signage, sidewalk connection, bike racks, storage room, new exterior lighting, a stone patio and stone wall and ADA accessible ramps. Behind the building, a new green space will be developed to allow for markets and events.
    • Upgrades to Community Center and New Accessible Entrance at 337 Main Street ($180,000): Install a new ADA accessible entryway with improved lighting, signage and a sidewalk connection to existing public walk. The project provides updates to the existing meeting space including the replacement of flooring, new lighting, reconstruction of the kitchen and HVAC installation.

    Village of Canastota

    The Village of Canastota has demonstrated that it is ready for transformative growth with its historic village, past investments and abundant recreational opportunities. The NY Forward projects identified will capitalize on these assets and redevelop vacant sites, while also restoring and enhancing the Village’s rural charm and Erie Canal heritage.

    The 7 Canastota NY Forward Projects, totaling $4.5 Million, include:

    • Develop a Mixed-Use Pocket Neighborhood with Cafe Retail Space & Community Amenities on the Erie Canal ($500,000): Construct a retail space within a new “Canalside Pocket Neighborhood,” a multi-building mixed-use housing project. The total pocket neighborhood project will redevelop a vacant site one block from downtown and feature approximately 51 new housing units for diverse income groups that consist of 7–12 new buildings, including single-family homes, townhomes, senior housing, an apartment complex, retail and community amenities.
    • Expand ZEMS/Penny’s to Create New Community Gathering Space South of the Canal ($239,000): Create a two-acre public space in front of ZEMS/Penny’s, renovate the local businesses’ interior and add 600 feet of new sidewalk, a gazebo, music stage and pavilion. The interior expansion will create more retail space and a multipurpose community space. The sidewalk improvements will facilitate greater connectivity between local trails and downtown.
    • Convert Vacant Canal Street Building into NYS Farm Craft Brewing Facility ($575,000): Convert a vacant historic Erie Canal building into a NYS farm brewery and tourist destination. The renovation will involve converting the interior into a brew facility, tasting room, educational venue and packaging facility for off-premises sales.     • Transform Vacant Historic Farr Building into Erie Canal Brewing Company Taproom & Village Welcome Center ($450,000): Restore an unoccupied historic building to a productive facility, promoting local economic growth, creating jobs, providing affordable apartments, attracting tourism and providing event space. The taproom will feature NY craft beer, wine and locally sourced food.
    • Renovate Historic Building at 138 Canal Street for Commercial Use ($172,000): Revive one of the oldest original structures along the Erie Canal through a complete building renovation that will include a new facade, front porch, walkways and interior finishes. The first floor of the completed project will be marketed for lease to local retail or food and beverage establishments at below-market rents, attracting entrepreneurs to the location.
    • Enhance North Canal Street to Improve Public Space, Walkability and Recreational Opportunities ($1,706,000): Revitalize space adjacent to the historic Erie Canal into a new Village park, incorporating streetscape improvements, Rotary Park enhancements, a canal overlook, a canal-front pavilion, water circulation features and boat launch.
    • Renovate Canastota Fire House for Improved Community Use & Greater Accessibility ($858,000): The project will modernize the Canastota Fire House’s public meeting space for ADA accessibility and enhanced energy efficiency. It includes an elevator installation and restroom renovation for ADA compliance, window replacement, interior improvements and exterior rehabilitation.

    Hamlet of Brewerton

    With its proximity to the Micron semi-conductor site, the Hamlet of Brewerton’s NY Forward projects are being viewed as the first step towards intentional, strategic and collaborative planning. The development of these projects will welcome new residents, visitors, and businesses in the years to come. The combination of public and private improvements will lay the foundation for future private sector investments that will attract more businesses and events to the downtown.

    The 4 Brewerton NY Forward Projects, totaling $4.5 Million, include:

    • Construct 9693 Brewerton Road Mixed Use Development ($1,600,000): Create new retail and residential space in the heart of the NYF area. The development will include a mixed-use building and energy-efficient townhomes.
    • Enhance Lighthouse Park ($1,500,000): Enhance waterfront recreation by adding a two-slip public boat launch, ADA-compliant fishing platform and kayak launch, nature play facility and a new restroom at Lighthouse Park.
    • Construct Apartment Buildings at 9602 Brewerton Road ($1,000,000): Construct two eight-unit buildings in phase 1 and twenty tiny homes in phase 2 within walking access to Oneida Lake and local businesses.
    • Renovate Brewerton Library ($400,000): Expand the library’s role as a community hub by adding a small café space, public meeting room, additional restrooms, a visitor information center and an outdoor seating area.

    DRI and NY Forward communities developed Strategic Implementation Plans (SIPs), which create a vision for the future of their downtown and identify and recommend a slate of complementary, transformative and implementable projects that support that vision. The SIPs are guided by a Local Planning Committee (LPC) comprised of local and regional leaders, stakeholders and community representatives, with the assistance of an assigned consultant and DOS staff, all of whom conduct extensive community outreach and engagement when determining projects. The projects selected for funding from the SIP were identified as having the greatest potential to jumpstart revitalization and generate new opportunities for long-term growth.

    About the Downtown Revitalization Initiative
    The Downtown Revitalization Initiative was created in 2016 to accelerate and expand the revitalization of downtowns and neighborhoods in all ten regions of the state to serve as centers of activity and catalysts for investment. Led by the Department of State with assistance from Empire State Development, Homes and Community Renewal and NYSERDA, the DRI represents an unprecedented and innovative “plan-then-act” strategy that couples strategic planning with immediate implementation and results in compact, walkable downtowns that are a key ingredient to helping New York State strengthen its economy, as well as to achieving the State’s bold climate goals by promoting the use of public transit and reducing dependence on private vehicles.     Two overdue ATV riders were safely located this morning by Deer Lake Ground Search and Rescue.

    Shortly after midnight on Thursday, May 15, Deer Lake RCMP were advised that two individuals traveling on a side-by-side all-terrain vehicle (ATV) had become stuck on a trail near Pynn’s Brook. The riders reportedly abandoned the ATV and began walking towards Pasadena.

    Initially, the individuals were within cell service but eventually communication was lost. Deer Lake Ground Search and Rescue (GSAR) was deployed and searched along the trail between Pynn’s Brook and Deer Lake.

    The missing riders were located this morning by GSAR, cold but otherwise safe.

    RCMP NL thanks Deer Lake Ground Search and Rescue for their efforts and their continued dedication.

    The Advanced Engineering School “Digital Engineering” of Peter the Great St. Petersburg Polytechnic University (PISH SPbPU) presented the results of its work for 2024 and long-term development plans at the Council for the consideration of issues and coordination of the activities of the PISH chaired by the Minister of Science and Higher Education of the Russian Federation Valery Falkov.

    The flagship project of the Ministry of Education and Science “Advanced Engineering Schools” has been implemented since 2022. Currently, 50 such schools have been created within its framework, and by 2030, on the instructions of Russian President Vladimir Putin, their number should be increased to 100. Starting this year, the first 30 schools from 15 regions, including PISh SPbPU, according to the terms of the project, are moving to a new stage of financing – after three years of budget financing, they will switch to off-budget and will work at the expense of funds attracted from industrial partners.

    The first 30 advanced engineering schools are moving to a new qualitative level of development. The results presented by the university teams show that together we have managed to create an effective model for integrating education, science and production. The next stage for the first wave of schools will be scaling up their activities. Everything necessary for this is available: modern equipment, competencies, established contacts with industrial partners. It is important that regional authorities pay great attention to the development of advanced engineering schools in their cities, understanding their value for strengthening relations between higher education and the real sector of the economy, emphasized the head of the Russian Ministry of Education and Science Valery Falkov.

    Today, 12 master’s programs are implemented at PIS SPbPU. From 2022 to 2024, the enrollment of students in the master’s programs of PIS SPbPU increased by 2.5 times, and the enrollment in the Applied Mechanics program became the largest in Russia – 68 people. In 2024, the first graduation of master’s students took place, and all graduates were employed at industrial partner enterprises, in partner universities, structural divisions of SPbPU and PIS SPbPU, as well as in companies in the high-tech sector of the economy.

    Also, PISh SPbPU has developed and is implementing 53 programs of additional professional education (APE) for managers and engineering personnel of such companies as T Plus, Inter RAO, Power Machines, Severstal, companies of the United Aircraft Corporation (PJSC United Aircraft Corporation, Ilyushin Aviation Complex, Yakovlev, JSC AeroKomposit), UEC, UEC-Aviadvigatel, UEC-Klimov, etc.

    The program of the Advanced Engineering School of SPbPU “Digital Engineering” allowed us to open many new modern laboratories and scientific and educational spaces at our university, develop and launch new master’s and additional professional education programs in relevant engineering areas. I would like to note that the Advanced Engineering School of SPbPU also expanded its effective and systematic interaction with industrial partners – high-tech companies and corporations. In addition, it was at the Advanced Engineering School “Digital Engineering” that the qualified partnership model was successfully tested, which formed the basis of the SPbPU Development Program until 2030 and in the long term until 2036. Formed teams with competencies and experience in solving breakthrough scientific and technological problems, the created scientific and scientific-technological reserve and the established effective qualified partnership with industry will help us make a breakthrough in the scientific and technological sphere, aimed at ensuring the technological leadership of our country, – commented the rector of Peter the Great St. Petersburg Polytechnic University, chairman of the St. Petersburg branch of the Russian Academy of Sciences Andrey Rudskoy.

    Over the past 2.5 years, the SPbPU Advanced Engineering School has made a significant contribution to the development of the university’s infrastructure. From 2022 to 2025, 11 research and educational spaces were opened in the SPbPU Advanced Engineering School, and six more are planned to be opened by 2030.

    The Advanced Engineering School “Digital Engineering” of the St. Petersburg Polytechnic University is one of the most successful engineering schools, which is confirmed by the growth in the number of master’s programs and continuing education programs, the number of R & D projects implemented in the interests of high-tech companies and the successful employment of graduates. All this together has a positive effect on the overall qualification growth of the professional workshop of design engineers and developers. In fact, the SPbPU PISh makes a significant contribution to building up the intellectual potential of the Northern capital. It is important to note that the scientific and technological groundwork of the Advanced Engineering School “Digital Engineering” formed the basis of the Strategy and Development Program of the Polytechnic University until 2030, in particular one of the key scientific and technological areas “Systemic Digital Engineering”, – noted the Vice-Governor of St. Petersburg Vladimir Knyaginin.

    The delegation of the Advanced Engineering School of SPbPU “Digital Engineering” included: the head of the SPbPU Office of Technological Leadership Oleg Rozhdestvensky, the vice-governor of St. Petersburg Vladimir Knyaginin, the director of the department of scientific and technical activities of JSC TVEL Alexey Shishkin, the first vice-rector of SPbPU Vitaly Sergeev, the director of the center for additional professional education of the SPbPU PISh Sergey Salkutsan.

    As for developments, from 2022 to 2025, PISh SPbPU implemented more than 70 projects and attracted more than 1.8 billion rubles under commercial contracts for R&D and the provision of scientific and technological services commissioned by the high-tech industry.

    Several large-scale projects were completed by specialists of the SPbPU PISh at the orders of various companies that are part of the Rosatom State Corporation. In the field of digital modeling, the school’s specialists were the first to create the architecture and digital models for a digital twin of a vitrification furnace for high-level radioactive waste. In 2024, at the order of the Composite Division of the Rosatom State Corporation, engineers developed a pilot industrial technology for the production of filaments from continuous carbon fiber based on thermoplastics and delivered ultra-high-performance installations to the Rosatom State Corporation – 12 km of filament/hour.

    By order of JSC TVEL (Fuel Division of the State Corporation Rosatom), specialists from the Engineering Center (CompMechLab®) of the SPbPU PISh developed digital twins of fuel assemblies of water-cooled nuclear reactors of the TVS-K PWR and TVS VVER types. Over three years of work, engineers from the St. Petersburg Polytechnic University developed virtual test benches and ranges (VIS and VIP) for tetrahedral (TVS-K PWR) and hexagonal (TVS VVER) fuel assemblies: VIS “Gidrodinamika”, VIS “Prochnost”, VIP “Bezopasnost – TUK” and VIP “Bezopasnost – OR SUZ”.

    Using digital systems engineering technologies, the school’s specialists performed comprehensive strength calculations of the ice-resistant fixed platform LSP “A” structures for the Kamennomysskoye-Sea gas field, guaranteeing the reliability of the structure for a period of 100 years of operation.

    Also among the significant achievements is the development of improved sports sleds with improved aerodynamic characteristics for the Russian athlete, three-time world champion and two-time winner of the World Cup in luge Roman Repilov; the development and production of an optimal composite fairing for a modernized two-seater motor paraglider for the famous traveler Fyodor Konyukhov.

    In 2024, the Advanced Engineering School of SPbPU achieved significant success in the field of unmanned aircraft systems, winning the competition of the ANO “FC BAS” as part of the implementation of the state Strategy for the Development of Unmanned Aviation of the Russian Federation and signed a contract for “Development of a system for constructing virtual test stands and virtual test sites, conducting digital tests of unmanned aerial vehicle elements based on a single digital platform for the development and use of UAS digital twins.”

    The implementation of the socio-economic development initiative “Advanced Engineering Schools” in the period from 2022 to 2024 was carried out within the framework of the federal project “Advanced Engineering Schools” of the state program “Scientific and Technological Development of the Russian Federation”.     Holiday travel charts provide best times to travel on busy corridors like I-5, US 2 and I-90

    OLYMPIA – It may not be officially summer yet – but travelers should certainly plan ahead for summer-like crowds for the upcoming Memorial Day weekend.

    The Washington State Department of Transportation has released Memorial Day weekend travel charts showing the best (and worst) times to travel on key routes like Interstate 5, US 2, I-90 and at the I-5/Canada border crossing. Most state highway construction will pause Friday through Tuesday, May 23-27 to help ease congestion, though some temporary lane shifts, closures or adjusted bike lanes may remain in place for travel.

    Holiday weekends often mean increased traffic and delays along state highways, waterways, airports and pedestrian trails. Travelers should be patient, expect delays and stay alert. Delays may also occur as crews respond to crashes or conduct emergency repairs. Washington state ferry routes also are expected to be busy and reservations are strongly encouraged on routes that offer them. 

    WSDOT encourages travelers to “know before you go,” and follow these tips whether traveling across town or statewide:

    • Get informed about WSDOT’s online tools, including the WSDOT mobile app, traffic cameras and email alerts.
    • Visit online traveler information for traffic, weather, ferry schedules and a real-time travel map.
    • Follow WSDOT on various social media platforms including Facebook, Instagram, TikTok, YouTube, Bluesky and X.
    • Identify potential safety rest areas before heading out, to ensure enough breaks to avoid drowsy driving.
    • Pre-program vehicle radios to 530 AM and 1610 AM for highway advisory radio alerts – and be alert for other stations listed on notice signs in some areas.
    • Have a backup outdoor destination as parks and other outdoor recreation sites tend to fill up quickly on holiday weekends. If a site’s parking is full, never park along road shoulders as this is unsafe for everyone on the roadway, including emergency response vehicles.

    Most highway construction paused

    Most state highway construction work is suspended through the holiday weekend – including both Friday, May 23, and Monday, May 26 – to ease congestion. However, travelers should stay alert for lane shifts or work zone staging that may remain in place. Emergency repairs and crash response will still occur, so drivers need to give crews plenty of space to work safely. While no major construction is planned over the holiday weekend, work zone speed cameras may still be active in areas where speeding has been an ongoing issue and crews are present.

    Snoqualmie Pass

    No construction is planned on I-90 from Friday, May 23, through Tuesday, May 27. However, the usual holiday increase in traffic means travelers should expect delays, especially eastbound on Friday and westbound on Monday (see charts for more detail). People can receive text message alerts about significant delays by texting the words “WSDOT Snoqualmie” to 468311. 

    Chinook and Cayuse passes

    State Route 410/Chinook Pass and SR 123/Cayuse Pass are tentatively scheduled to reopen Friday, May 23. Check the mountain passes webpage to ensure the passes are open and to view current conditions.

    Mount Rainier information

    • The National Park Service has a project in progress to repair sections of SR 123 that adds about 30 minutes of travel time, seven days a week, through October.
    • This year marks the second season of timed-entry reservations into the park. More information.

    Vantage Bridge

    To help accommodate increased travel during the two major summer holidays (Memorial Day and Independence Day weekend), all four lanes of I-90 across the Vantage Bridge will be open from May 23 through July 7. Outside of that time, the bridge will have only one lane in each direction through fall due to construction on the bridge. This project is part of a long-term effort to replace the deteriorating bridge deck, with construction expected to be complete by fall 2028.

    Tolling

    In the Puget Sound region, weekend toll rates will be in effect on Monday, May 27, on the SR 520 bridge and SR 99 tunnel. The I-405 express toll lanes and SR 167 HOT lanes will be free and open to all drivers on the Monday holiday. Out-of-town travelers, including those using rental cars, can learn about toll roads and temporary account payment options on the Good To Go! visitors page.

    Ferry travel

    People boarding a ferry by vehicle can expect the busiest sailings will likely be westbound (or onto an island) Thursday through Saturday, May 22-24, and eastbound (or off island) Saturday through Monday, May 24-26. Walk-on passengers can bypass vehicle lines and usually board much faster.

    Trains, airports and transit

    Travelers making a trip by train, personal aircraft or bus also should plan ahead to avoid holiday delays:

    • Amtrak Cascades passengers are encouraged to purchase tickets early and plan to arrive at the station one hour before departure. Trains are running between Vancouver, British Columbia and Eugene, Oregon, stopping at 18 stations along the way.     WASHINGTON – Today, Congressman David Valadao (CA-22) joined Congresswoman Brittany Pettersen (CO-07) to reintroduce the They’re Fast, We’re Furious Act. This bipartisan bill would establish a Street Racing Prevention and Intervention Task Force under the Federal Bureau of Investigation (FBI) to coordinate local, state, and federal strategic responses to street racing and unlawful organized street shows. The task force would directly address the impacts of street racing and develop best practices to combat the problem, creating safer communities and potentially saving lives.

    Background:

    A national study analyzing data from 2018 to 2022 found that two counties in California’s 22nd Congressional District—Kern and Tulare—rank among the top 25 in the nation for fatal hit-and-run crashes. According to the National Highway Traffic Safety Administration, speeding has contributed to roughly one-third of all motor vehicle fatalities over the past two decades. Illegal street racing and unlawful street shows are becoming increasingly common across the Central Valley, and with growing populations and more vehicles on the road, the risk of tragic outcomes continues to rise.

    Beyond the dangerous nature of these activities, street racing and unlawful street shows cause noise and safety disruptions, negatively impacting neighborhoods in rural areas and large cities alike. This bill is a step towards cracking down on these dangerous activities, as the established task force would coordinate efforts nationwide and ensure law enforcement and agencies have the best information and resources available. Members of the task force would be appointed by the Attorney General, Secretary of Transportations, and the FBI Director, and would be composed of employees from the DOJ Criminal Division, the National Highway Traffic Safety Administration, the FBI, and local and state law enforcement agencies.

  • MIL-OSI Security: Princedale — Annapolis District RCMP charges man with drug trafficking and weapons offences after responding to report of impaired driver

    Annapolis District RCMP has charged a man with several offences, including drug trafficking, after receiving a report of an impaired driver.

    On May 9, at approximately 9:30 a.m., Annapolis District RCMP responded to a report of a possible impaired driver. Officers learned the driver had been travelling on Fraser Rd. then parked the car in the middle of the road before pulling over and appearing to fall asleep.

    Officers located the vehicle, a Hyundai Elantra, and observed a man slumped over in the driver’s seat. When an officer approached the vehicle, the man became responsive and safely exited the vehicle. Officers then conducted a Standard Field Sobriety Test, which the man failed.

    During a search of the suspect and vehicle, officers located multiple knives and a quantity of cocaine.

    The man was arrested and transported to the Digby RCMP Detachment where a Drug Recognition Expert Examination was completed.

    Daniel Brandon Thibodeau, 37, of Annapolis, has been charged with Operation While Impaired by Drug, Possession for the Purpose of Trafficking, Possession of a Weapon for Dangerous Purpose, and Unauthorized Possession of a Prohibited Weapon.

    He was released from custody by police on May 10 and is scheduled to appear in Annapolis Royal Provincial Court on August 11.

    Vladivostok, May 15 (Xinhua) — Tariff baiting will not be able to stop China’s intensive development, and the US attempts to change fundamental trends in the Chinese economy and undermine China’s development through extreme pressure and tariff blackmail are doomed to failure, said Jiang Xiaoyang, China’s Consul General in Khabarovsk.

    “Recently, the US government, ignoring widespread opposition both at home and abroad, has been increasingly wielding the tariff baton on the world stage, primarily targeting China. China has clearly demonstrated its determination to resist and its willingness to stand firm. As the world’s second-largest economy and second-largest consumer market, China has a solid economic foundation, obvious advantages, and huge development potential,” Jiang Xiaoyang wrote in an article published in the Pacific Star on May 13.

    The Chinese diplomat is convinced that the stability of the political course serves as a reliable support for China in countering the trade war imposed by the United States. By adhering to the principles of “protecting international norms and steadily promoting openness,” China demonstrates the strategic determination and responsibility of a great power. “We have long predicted a new round of pressure from the United States. A series of emergency measures have already demonstrated their effectiveness, and we still have enough room to adjust political instruments,” Jiang Xiaoyang points out.

    China’s robust foreign trade has a strong ability to withstand risks, he continued. In 2024, China’s total import and export volume reached 43.85 trillion yuan (about 6.16 trillion US dollars), setting another historical record. In terms of trade turnover, China has ranked first in the world for the seventh consecutive year. China has more than 230 countries and regions as trading partners, with China becoming the main trading partner for more than 150 of them. Having signed 23 free trade agreements with 30 countries and regions, China is actively building a global network of high-standard free trade zones.     The OSCE Transnational Threats Department, in co-operation with Beruku Identity, an expert group on digital identity, personal data and cybersecurity and forensic experts from Greece, trained 40 officers from the Border Police of Moldova and the State Border Guard Service of Ukraine on detecting and preventing vehicle document fraud at land border crossing points during an online training course from 12 to 15 May.
    Strengthening cross-border co-operation between the two countries through joint training is of particular importance given that both Ukraine and Moldova face shared threats stemming from the war in Ukraine, namely, illicit trafficking, illegal migration and other transnational crimes, among others. A key aspect of this co-operation is detecting forged vehicle documents and Vehicle Identification Numbers (VIN) to prevent vehicle theft, smuggling and trafficking.
    Led by experts from Greece and Beruku Identity, the participants discussed various topics, including international vehicle document standards, VIN falsification techniques and the use of biometric technology at borders. The training featured real-world case studies and virtual exercises to enhance the officers’ ability to identify forged vehicle registration plates, counterfeit driving licenses and fraudulent identity documents.
    The participants also explored the role of open-source intelligence in combating transnational crime such as the sale of forged documents via social media or the dark web, focusing on strategies for information gathering and sharing at jointly controlled border control posts.
    “We are proud to work with the OSCE to strengthen institutional capacities, improve border and identity management systems, and promote secure and inclusive governance across its participating States. Specialized training courses like this one on examining vehicle documents and gathering intelligence from open sources and social media platforms are increasingly vital, as they enable frontline personnel and investigators to detect fraudulent activity, identify trafficking networks and respond more effectively to transnational threats,” says Alastair Treharne, expert advisor on digital identity and co-founder of Beruku Identity.
    This training course is part of an ongoing OSCE project supporting the Organization’s participating States and Partners for Co-operation in reducing the illegal crossing of borders with a fake or stolen identity, funded by the United States.

    At the Invest in African Energy Forum in Paris, industry leaders emphasized the urgent need for Africa to adopt a diversified and flexible energy mix – combining renewables, fossil fuels and off-grid technologies – to meet the continent’s rising electricity demand and avoid deepening power crises.

    During the panel, titled Revolutionizing Power Generation in Africa: The Role of Energy Mix and Innovation, panelists stated that Africa’s path to universal electrification hinges on embracing a hybridized, context-specific approach that can deliver both stability and sustainability.

    “Energy in Africa needs to be thought of in a long-term view. Renewables are cheap, but they are intermittent and not controllable. It is compatible for fossil fuels to be the baseload [to offset] the intermittency of renewables,” said Jérôme Bertheau, Chief Technology Officer at BW Energy.

    Bertheau pointed to the company’s gas-to-power project in Namibia as a model of scalable, market-aligned development. “We have a project in Namibia where we will produce and transport gas from the Kudu field. The project is phased, so we are developing alongside the growth of Namibia. The first step is a 200 MW viable baseload, but we can increase it as the market grows,” he said.

    He added that the project is progressing rapidly toward FID: “We have submitted our field development plan and finished our conceptual studies, and are entering a phase of appraising the reservoir more. We believe there is potentially more gas and oil. We are drilling the first well this year, and the second one next year.”

    The discussion centered on how to bridge the gap between ambition and practical implementation, particularly in under-electrified regions where national grids are weak and investor confidence hinges on returns and reliability. Panelists stressed that successful models already exist, and that Africa’s energy transition must be guided by both technological and commercial innovation.

    “The first step on the ladder is hybridization – we need to introduce more renewables. That is how we offset costs and get more sustainable,” said Christoffer Ek, Director of Decarbonization Services at Wärtsilä Energy, emphasizing that “Hybridization is key to communities in Africa when it comes to affordable, reliable and sustainable energy.”

    With the continent’s electricity consumption per capita hovering around 500 kWh per year – a fraction of global averages, according to Silvia Macri, Associate Director at S&P Global Commodity Insights – the stakes are high. Over-reliance on a single energy source is a major contributor to Africa’s frequent power outages and unreliable supply.

    “We are seeing a lot of power mixes relying on fossil fuels too heavily, or on one source of power, which is a major risk factor. We have consistent power outages and crises in a lot of markets,” she said, adding, “The power gap is not solved by adding capacity alone.”

    Macri pointed to Kenya as a regional success story, where strategic investment in geothermal energy has led to a significant increase in electricity access. “Kenya doubled its electricity access in less than a decade,” said Macri, highlighting that Africa’s broad access to both renewable and fossil resources gives it a unique advantage if the right mix can be struck.

  • MIL-OSI Global: How a toxic seaweed choking Caribbean beaches could become a valuable resource

    Each year, between March and October, large amounts of brown seaweed called sargassum wash up on the shores of Caribbean islands – choking beaches, damaging marine life and threatening tourism and public health. But a number of local entrepreneurs are hoping the seaweed could create an economic opportunity.

    From the coast of west Africa to the Caribbean Sea and the Gulf of Mexico, climate change is warming the temperature of the ocean. Seas are also becoming more acidic as water absorbs carbon dioxide. This all results in more intense growth of sargassum in the tropical Atlantic.

    Small Caribbean nations are among the hardest hit. With 20 million tonnes of this seaweed washing up on the beaches in 2024, sargassum is fuelling an economic and public health crisis.

    The piles of noxious seaweed on the Caribbean islands’ white sandy beaches are putting off visitors to these islands and probably dampening tourism revenues.

    The fishing sector is also suffering, with blooms of seaweed getting caught up in fishing nets, often ripping them due to the weight of the seaweed. This makes it hard for fishers to catch fish and make a living.

    The sheer volume of sargassum left to decompose on land produces toxic fumes that have forced people on islands like Guadeloupe to leave their homes. These toxic fumes have been linked to serious health issues including respiratory infections, sleep apnoea and even preeclampsia (high blood pressure during pregnancy).

    The sargassum problem is just one of many slow-onset events that are being exacerbated by climate change. But gradual changes get much less attention or resources to address the consequences than, say, alarming wildfires or flash floods.

    Slow-onset events are also much harder to quantify than climate-change-induced extreme weather, such as worsening hurricanes or floods. Our team at ODI Global, a thinktank, recently published a study that estimated the cost of these at US$2,000 (£1,500) per person. Calculating the tourism lost each year due to seaweed inundation is trickier.

    Despite these challenges, through small-scale, locally developed solutions, as well as government policies that support small businesses including helping them access climate finance, entrepreneurs can find sustainable solutions to help their populations thrive in an era of climate change.

    Legena Henry, a lecturer at the University of the West Indies in Barbados, uses sargassum to produce a biofuel that can power cars. Johanan Dujon, the founder and chief executive of St. Lucia-based Algas Organics sells plant tonics made from sargassum and is trialling methods to convert sargassum into paper.

    Meanwhile, other innovations are helping to minimise the impacts of sargassum in the region.

    Andrés León, founder of SOS Carbon, a spin-off organisation from the mechanical engineering department at the Massachusetts Institute of Technology, has designed a boat-based harvester to collect sargassum at sea to stop it from beaching and causing damage onshore.

    Some islands, such as Jamaica, are using early warning systems, typically used to predict hurricanes, to predict the ocean currents that might bring a bumper arrival of the seaweed to their shores. This could give fishers up to 30 days notice of just how bad the inundation will be.

    Barriers to scale up

    But while small businesses are emerging, turning them into larger enterprises across the region remains difficult. As usual, small island nations struggle to get funding because investors think the projects are too small and won’t make enough money.

    As Legena Henry recently told us on the Small Island Big Picture podcast, spending a few million dollars (as opposed to a few hundred million dollars) can feel administratively cumbersome for funders as they often have limited administrative capacity and large sums of money to manage.

    Another issue is ensuring the benefits from any sargassum solutions flow into the affected Caribbean islands to support local growth and economic development.

    Several opportunities exist for small island nations to generate some income from sargassum. They could, for example, sell licences to permit companies to harvest sargassum within their exclusive economic zones, which can stretch around many islands for hundreds of nautical miles.

    They can also sell licences to businesses trialling or operating new sargassum technologies within their exclusive economic zones — for example, SOS Carbon has a patent pending for technology designed to sink sargassum to the seabed to store carbon.

    Will sargassum continue to be a nuisance, or could it be an important renewable natural resource? It’s not yet clear.

    Ideally, as with other renewable natural resources in developing countries, small island nations that own the sargassum need to find ways to extract a fair share of the value from that ownership, as well as selling to external companies that come in, remove it and profit from it.

    With tax incentives and low-cost finance for domestic innovators, small islands can manage and sell sargassum and then use the proceeds to develop climate resilience measures.

    The training was attended by employees of the Civil Security Department, cadets of the Military Training Center and employees of the security organization “U-Piter”, the student fire and rescue squad “Pyotr Velikiy”, representatives of the Department of the Ministry of Internal Affairs for the Kalininsky District, the demining group of the OMON “Bastion” of the Russian Guard for St. Petersburg and the Leningrad Region, the non-departmental security department for the Kalininsky District, representatives of Legion LLC, the rescue corps of the St. Petersburg University of the GPS EMERCOM of Russia named after E. N. Zinichev.

    The training consisted of five stages. The first stage involved a simulated armed attack on the university campus. Suddenly, two people appeared on the platform in front of the NIC – one with a backpack, and the other with a machine gun (their roles were played by activists of the Military History Club “Our Polytechnic”. Then the events developed so quickly that at some point it seemed that this was no longer a training session. The armed criminal fired a burst at a peacefully standing group of students. They rushed into the building. The security guards barricaded the door and reported the attack to the University Security Center. There, the duty officer already knew about what had happened (one of the Polytechnic employees called after noticing the armed men), he pressed the panic button, passed the information to the chairman of the commission for the prevention and elimination of emergency situations and fire safety (KChS and OPB) of the Polytechnic, the vice-rector for security, the head of the Civil Security Department, the head of the civil defense department. The duty unit of the Ministry of Internal Affairs of Russia for St. Petersburg and the Leningrad Region, the UFSB of Russia for St. Petersburg and Leningrad region and other emergency services.

    While the criminals were unsuccessfully tugging at the door handle, a Rosgvardia car appeared in the distance. Noticing it, one of the guys dropped his backpack and ran away. The second, left alone, started shooting back – only the cartridges flew off to the sides. But the patrol group of the Kalininsky District Rosgvardia Non-Departmental Security Department managed to twist him quite harshly, search him and disarm him. Then the hypothetical terrorist was put in the car and driven away.

    But the abandoned backpack remained and aroused suspicion. The National Guard assumed that it contained a homemade explosive device. The OMON Bastion group was called in to defuse the mines, and the dangerous area was cordoned off.

    A mobile device for localizing explosive objects, “FONTAN-2”, was taken out of the NIK and installed to prevent fragments from flying apart. At this time, employees of the engineering and technical department of the OMON “Bastion” arrived with a dog handler and a mine-detection dog Chiba. To prevent a possible remote detonation, the group deployed a “Pelena-12” radio jammer. Based on the dog’s behavior, the dog handler realized that there really was an explosive device in the backpack. It was detonated using the ETsV-14 destroyer installed on the MRK-15 mobile robotic complex.

    For reliability, the explosion site was also examined by a specialist in a special protective suit “Kupol”, which can withstand an explosion of up to 1.5 kg in TNT equivalent. After that, forensic experts could begin the case.

    The second and third stages of the training involved practicing actions in the event of a drone threat and attack. FPV drones suddenly appeared over the heads of the training participants and spectators. The duty administrator of the CBU turned on the alert: “Attention! Threat of attack by an unmanned aerial vehicle!” A siren wailed over the campus. But the signal about the attack had already been conveyed to law enforcement agencies.

    The police squad that arrived managed to suppress one of the drones with an electronic warfare system – an anti-drone gun, and the second one managed to drop a grenade on a specially parked old passenger car before being destroyed. An explosion was heard, and a fire started, and with it the fourth stage of the training.

    A combat fire brigade arrived to put out the fire – two units of the 34th fire and rescue unit. Soon only foam remained from the flames and smoke.

    At the final stage of the exercise, representatives of the rescue corps of the E. N. Zinichev University of the Russian Emergencies Ministry in St. Petersburg showed off their skills. Before the ambulance arrived, they treated wounds and applied bandages to victims of gunshot and high-explosive shrapnel wounds.

    At the end of the training, SPbPU Vice-Rector for Security Alexander Airapetyan thanked all the participants, noted the high organizational level of the event and emphasized the importance of practical preparation for emergency situations.

    Residents and long-weekend travellers are encouraged to plan ahead, be prepared and stay safe this Victoria Day long weekend.

    At this time of year, most new wildfires are preventable, and people are being asked to take precautions with any fire use this weekend. People should stay up to date on current wildfire activity, check for road closures, evacuation alerts and evacuation orders, and pay attention to weather conditions. A prohibition on Category 2 and 3 open burning is in place in the Cariboo Fire Centre and parts of the Northwest Fire Centre, as well as a summer-long Category 3 open-burning prohibition in the Kamloops Fire Centre starting Friday, May 16, 2025. Fire restrictions in all regions will be updated as conditions change.

    The BC Wildfire Service mobile app allows people to check the current wildfire situation, road conditions, evacuation information and weather forecasts. People can report new wildfires and submit photos of those fires or associated smoke, which helps inform BC Wildfire Service operational decision-making. Wildfires can also be reported by calling *5555 on a cellphone or 1 800 663-5555 (toll-free).

    There are several ways to help protect your property from wildfires. Whether you are in an urban or rural area, proven FireSmart tips can help safeguard your home and property, including:

    • Clear dry leaves and debris from around your property.
    • Move propane tanks and other flammables at least 10 metres from structures.
    • Keep grass cut short.
    • Close doors and windows.
    • Water trees, shrubs and plants following local water restrictions.

    Many garden centres can help people choose more fire-resistant plants and create a more resilient landscape around their homes and neighbourhoods.

    WASHINGTON, D.C. — U.S. Senator Peter Welch (D-Vt.) led 28 of his Senate colleagues in introducing a resolution calling on the Trump Administration to use all diplomatic tools at its disposal to bring an end to the blockade of food and lifesaving humanitarian aid to address the needs of civilians in Gaza. In their resolution, the Senators express grave concern about the ongoing humanitarian crisis in Gaza, including the imminent starvation of tens of thousands of children.  
    On Tuesday evening, Senator Welch took to the Senate Floor to highlight the unprecedented crisis unfolding in Gaza:  
    “It’s been over two months since the Israeli government has been using its power to withhold food, medicine, lifesaving cancer treatments, dialysis systems, formula, and more from starving and suffering families across Gaza. Half a million Palestinians in Gaza are facing starvation, and that number is rising…All the while, these trucks that are filled with food and medicine—much of that aid provided by the United States and our allies—is right there across the border…We cannot have or sanction a government-intentional policy of starvation,” said Senator Welch on the Senate floor. “I’m offering a resolution with my colleagues that makes a simple point: it notes simply that children are starving to death. They’re starving to death as we are here comfortably debating what we think are important issues. And it must be the effort of all of us to do all we can to bring this siege and this war to an immediate end.”

    On March 2, 2025, the Israeli Government began blocking all food and emergency aid—including food, medicine, infant formula, fuel, and other lifesaving humanitarian supplies—from reaching Palestinian civilians in Gaza. In the same month, all 25 World Food Program (WFP)-supported bakeries in Gaza closed, wheat flour and cooking fuel ran out, and food parcels distributed to families—with two weeks of food rations—were depleted. According to the United Nations, about 10,000 children have been identified as suffering from acute malnutrition since January 2025.

    LA CÔTE-DE-BEAUPRÉ, Quebec, May 15, 2025 (GLOBE NEWSWIRE) — La Société de projet BVH1, s.e.n.c., consisting of affiliates of each of Boralex Inc, Énergir Développement Inc and Hydro-Québec, is proud to announce having put in place a $960 million financing for the 400 MW Des Neiges – Secteur sud wind power project, currently under construction on the private lands of Seigneurie de Beaupré.

    This project has the potential to be a major boost to Côte-de-Beaupré’s economic development and to contribute to Québec’s economic and climate resilience. It represents an investment of around $1 billion, and is projected to employ a total of around 500 people during the construction phase, in addition to creating some fifteen jobs during the operation and maintenance phases.     • A $170 million bridge loan, allowing the financing of the refund to be received for the switchyard. This short-term facility will reduce the amount of equity capital allocated to the project in the short term and thus optimizing the overall capital structure required for the project.
    • A $57 million guarantees facility.

    Next Steps

    The general contractor, Borea Construction, has been mobilized on site for preliminary work since December 2024. Borea will then collaborate with Québec companies and suppliers for the bulk of the site work, which is scheduled to begin more formally in the coming months.

    Once operational, the project’s 57 wind turbines are expected to generate 1.2 TWh per year, equivalent to the energy consumed annually by around 70,000 homes or 325,000 electric vehicles on Québec roads. The Des Neiges – Secteur sud wind project is the first of three potential 400 MW wind power projects on Seigneurie de Beaupré private lands.
