  • MIL-OSI USA: EIA forecasts world oil consumption growth to slow amid less economic activity

    Source: US Energy Information Administration

    In-brief analysis

    May 15, 2025

Data source: U.S. Energy Information Administration, Short-Term Energy Outlook (STEO), May 2025, and Oxford Economics
Note: Excludes 2020 and 2021 as outlier years because of the COVID-19 pandemic.

We forecast consumption growth of crude oil and other liquid fuels will slow over the next two years, driven by a slowdown in economic growth, particularly in Asia, in our May Short-Term Energy Outlook (STEO).

The world economy, measured by GDP, increases 2.8% in 2025 and 2026 in our forecast. Excluding the years of global economic contraction in 2020 and 2009, these economic growth rates would be the lowest since 2008. Considerable uncertainty over world trade, manufacturing, and investment points to downside risk in economic growth, which has a direct effect on oil consumption.

Economic activity uses energy. Increases in population, individual mobility, the shipping of goods, and industrial output result in more oil consumption. Since the year 2000, annual oil consumption growth has been the lowest during the years when the world economy grew by less than 3%. World oil consumption was around 103 million barrels per day (b/d) last year based on preliminary estimates.

The tariffs announced on U.S. trading partners in early April may have already slowed global trade in physical goods, based on preliminary container vessel departure data from Bloomberg. Less global trade will lead to fewer shipments of goods on vessels as well as fewer trucking deliveries and could affect employment and leisure travel as well. All these factors weigh on oil consumption growth.

Although oil consumption will still grow, we forecast it will grow by less than 1 million b/d in 2025 and 2026, which would be three consecutive years below 1 million b/d. During the two decades before the pandemic, world oil consumption grew by an average of 1.3 million b/d.

The biggest forecast slowdown in oil consumption growth is in Asia. Compared with our January STEO, when we forecasted oil consumption growth in Asia to average 0.7 million b/d over 2025 and 2026, we now expect consumption growth will slow to average 0.5 million b/d over those years.

We forecast smaller changes in the Americas, Europe, the Middle East, and Africa. Globally, we revised our world oil consumption growth forecasts down by 0.4 million b/d from the January STEO for 2025 and by 0.1 million b/d for 2026.

Our forecast remains highly uncertain and subject to change. Leading economic indicators including vessel traffic, truck tonnage, and airport passenger throughput can provide insight into real-time economic activity and provide clues to global oil consumption trends. Market participants can also follow our Weekly Petroleum Status Report for trends in U.S. petroleum consumption (as measured by product supplied). The United States accounts for about one-fifth of world oil consumption.

  • MIL-OSI Europe: AFRICA/CENTRAL AFRICA – Mission and hope among the Bayaka pygmies

Source: Agenzia Fides – MIL OSI

    Thursday, 15 May 2025

    SMA

Kanza (Agenzia Fides) – “A solid roof over one’s head, a good cassava field, learning to read… without ever being discouraged and with the help of God” is the Hope for the Bayaka pygmies of Central Africa.“God never leaves us alone and always holds our hand” Fr Michele Farina, a priest from the diocese of Savona, associated with the Society of African Missions missionary in Monasao, in a recent testimony, explaining what Hope, the central theme of Jubilee 2025, is for him and his very special parishioners, the Bayaka pygmies, who live in the forest. “For them, Hope is something very concrete” the missionary continues. In a video presented for the occasion (see attachment) Fr Michele says, among other things, that every Sunday the catechist who leaves Monasao on a motorbike for the celebration of the Word said that for him, who had a difficult childhood, struck by polio as a child and saved by a nun from the mission at the time, hope is never to be discouraged.A father from the community of Kanza, 15 km from Monasao, said he would like to see a beautiful harvesting field built, yet another said his wish is to see his children grow up to be able to do something beautiful and important in their lives, and to be cherished by their children when they are old. “Young people – says Fr Michele – instead have a very easy but difficult hope for them, learning to read! I was particularly struck by a young girl who said she wanted to learn to read for herself and to be able to teach it to her mother who had not had the opportunity to study. What emerges in all of them is a strong desire to be able to learn to read and write so that they can do more in their lives besides tending their fields and huts.”In this Jubilee year – he concludes – I join the hope of these dear brothers and sisters of the small community of Kanza, hoping that this Jubilee, as they ask, will give them the strength to realize together with God all the beautiful hopes they carry in their hearts. • MIL-OSI United Kingdom: Greens call for public apology to Gypsy Traveller community for ‘Tinker Experiment’

    Source: Scottish Greens

The Scottish Government must apologise for decades of persecution.

The Scottish Government must apologise for the historic treatment of Scotland’s Gypsy Traveller community as part of the controversial ‘Tinker Experiment’, say the Scottish Greens.

Scottish Green MSP Mark Ruskell urged Ministers to publicly address the decades of distress caused to traveller communities by ‘the Tinker Experiment’ in a General Question asked in the Chamber today.

This state-sponsored operation, which ran from the 1940s until the 1980s, threatened to take travellers’ children into care if they did not give up their way of life. It forced travellers to move into low quality prefabricated accommodation, often with no running water, heating or electricity, ghettoising them and tearing their communities apart.

    Mr Ruskell said:

“Generations of families have been impacted by disgraceful persecution at the hands of the British state. People who could have thrived within their unique culture were split up, put into slum housing and shunned by local communities.

“I have heard first-hand from a constituent about the severe physical and mental health impacts caused by the many years of racist abuse and inhumane housing conditions they had to endure, and the scars of mistreatment to the traveller community are still felt and added to in society today.

“Scotland should be ashamed that it had a role in what was known as the ‘Tinker Experiment’. It is only right that the state apologises for its actions and commits to making meaningful improvements to the lives of those affected by it.”

CarPlay Ultra, the next generation of CarPlay, begins rolling out today

CarPlay Ultra brings the best of iPhone and the best of the car together for a deeply integrated experience, beginning with Aston Martin vehicles

Starting today, CarPlay Ultra, the next generation of CarPlay, is available with new Aston Martin vehicle orders in the U.S. and Canada, and will be available for existing models that feature the brand’s next-generation infotainment system through a software update in the coming weeks. CarPlay Ultra builds on the capabilities of CarPlay and provides the ultimate in-car experience by deeply integrating with the vehicle to deliver the best of iPhone and the best of the car. It provides information for all of the driver’s screens, including real-time content and gauges in the instrument cluster, while reflecting the automaker’s look and feel and offering drivers a customizable experience. Many other automakers around the world are working to bring CarPlay Ultra to drivers, including newly committed brands Hyundai, Kia, and Genesis.

“iPhone users love CarPlay, and it has transformed how people connect with their vehicles. With CarPlay Ultra, together with automakers, we are reimagining the in-car experience, making it even more unified and consistent,” said Bob Borchers, Apple’s vice president of Worldwide Product Marketing. “This next generation of CarPlay gives drivers a smarter, safer way to use their iPhone in the car, while deeply integrating with the car’s systems and showcasing the unique look and feel of each automaker. We are excited to kick off the rollout of CarPlay Ultra with Aston Martin — and this is just the beginning, with more automakers on the way.”

    Deeper Integration Than Ever Before

CarPlay Ultra provides content for all the driver’s screens, including the instrument cluster, with dynamic and beautiful options for the speedometer, tachometer, fuel gauge, temperature gauge, and more, bringing a consistent look and feel to the entire driving experience. Drivers can choose to show information from their iPhone, like maps and media, along with information that comes from the car, such as advanced driver assistance systems and tire pressure, right in the instrument cluster.

Drivers can also use onscreen controls, physical buttons, or Siri to manage both standard vehicle functions like the car’s radio and climate, as well as advanced, vehicle-specific features and controls like audio system configurations or performance settings, right from CarPlay, giving them a more fluid and seamless experience. CarPlay Ultra also introduces widgets powered by iPhone that perfectly fit the car’s screen or gauge cluster to provide information at a glance.

A Design Unique to Each Automaker

CarPlay Ultra allows automakers to express their distinct design philosophy with the look and feel their customers expect. Custom themes are crafted in close collaboration between Apple and the automaker’s design team, resulting in experiences that feel tailor-made for each vehicle. Drivers can also personalize the colors and wallpapers of themes to match their individual tastes.

“Aston Martin is delighted to have collaborated with Apple and to be first to launch CarPlay Ultra. As a brand, our focus on world-leading performance goes beyond the traditional attributes associated with powertrains, dynamic performance, and craftsmanship. The integration of CarPlay Ultra is a clear example of the dedication to collaborate with the best companies in the world to bring unique experiences and in-vehicle capabilities to our customers. Building on our in-house state-of-the-art infotainment system, CarPlay Ultra will provide additional functionality and personalization opportunities, which place Aston Martin at the forefront of infotainment in the sector.”

CarPlay Ultra joins CarPlay, which is beloved by drivers around the world and has fundamentally changed the way people interact with their vehicles, providing a safer, smarter way to use iPhone in the car. And just like with CarPlay, rigorous privacy measures built into iPhone apply to CarPlay Ultra.

  • Israeli military strikes kill scores in Gaza, medics say

    Source: Government of India

    Source: Government of India (4)

Israeli military strikes killed at least 60 people in the Gaza Strip on Thursday, Palestinian medics said, as the United States and Arab mediators pushed for a ceasefire deal and U.S. President Donald Trump visited the Middle East.

Most of the victims, including women and children, were killed in Khan Younis in southern Gaza in airstrikes that hit homes and tents, they said.

The dead included local journalist Hassan Samour, who worked for the Hamas-run Aqsa radio station and was killed along with 11 family members when their home was struck, the medics said.

There was no immediate comment from the Israeli military, which has intensified its offensive in Gaza as it tries to eradicate Hamas in retaliation for the deadly attacks the Palestinian militant group carried out on Israel in 2023.

Hamas said in a statement that Israel was making a “desperate attempt to negotiate under cover of fire” as indirect ceasefire talks take place between Israel and Hamas, involving Trump envoys and Qatar and Egyptian mediators in Doha.

Israel carried out the latest strikes on the day Palestinians commemorate the “Nakba”, or catastrophe, when hundreds of thousands of people fled or were forced to flee their hometowns and villages during the 1948 Middle East war that gave birth to the state of Israel.

With most of the 2.3 million people in Gaza internally displaced, some residents of the tiny enclave say suffering is greater now than at the time of the Nakba.

“What we are experiencing now is even worse than the Nakba of 1948,” said Ahmed Hamad, a Palestinian in Gaza City who has been displaced multiple times.

“The truth is, we live in a constant state of violence and displacement. Wherever we go, we face attacks. Death surrounds us everywhere.”

    ESCALATING VIOLENCE

Palestinian health officials say the Israeli attacks have escalated since Trump started a visit on Tuesday to the Gulf states of Saudi Arabia, Qatar and the United Arab Emirates that many Palestinians had hoped he would use to push for a truce.

The latest strikes follow attacks on Gaza on Wednesday that killed at least 80 people, local health officials said.

Little has come of new indirect ceasefire talks between Israel and Hamas led by Trump’s envoys and Qatar and Egyptian mediators in Doha.

Hamas says it is ready to free all the remaining hostages it is holding in Gaza in return for an end to the war, while Israeli Prime Minister Benjamin Netanyahu prefers interim truces, saying the war can only end once Hamas is eradicated.

“At a time when mediators are exerting intensive efforts to put the negotiation back on the right track, the Zionist occupation (Israel) responds to those efforts by military pressure on innocent civilians,” the group said in a statement.

Israeli Prime Minister Benjamin Netanyahu wants an open-ended war and he doesn’t care about the fate of his hostages,” it said.

Israel invaded Gaza in retaliation for the Hamas-led attack on southern Israeli communities on October 7, 2023, in which about 1,200 people were killed and 251 were taken as hostages to Gaza, according to Israeli tallies.

Israel’s military campaign has killed more than 52,900 Palestinians, according to local health officials. It has left Gaza on the brink of famine, aid groups and international agencies say.

A U.S.-backed humanitarian organisation will start work in Gaza by the end of May under an aid distribution plan, but has asked Israel to let the United Nations and others resume deliveries to Palestinians now until it is set up.

No humanitarian assistance has been delivered to Gaza since March 2, and a global hunger monitor has warned that half a million people face starvation in Gaza.

  • MIL-OSI USA: Governor Newsom unveils proposal to cut red tape and fast-track housing and development

Source: US State of California 2

    May 14, 2025

“We’re done with barriers. Let’s get this built.”

What you need to know: Governor Newsom’s proposed budget includes proposals to streamline permitting and accelerate development  —- clearing the path for more housing and economic opportunity.

SACRAMENTO – Governor Gavin Newsom is announcing a new legislative proposal as part of the May Budget Revision to remove regulatory barriers that have stood in the way of the state’s progress. The proposal reinforces the state’s commitment to building more homes faster, while creating greater economic stability, affordability, and opportunity for California families. It speeds up permitting timelines, removes key regulatory barriers, and introduces innovative financing tools that support infill and transit-oriented development.

The Governor is also proposing to partner with the Legislature to incorporate related measures into the budget to accelerate infill and economic development, including Assembly Bill 609 (Wicks) and Senate Bill 607 (Wiener). These measures aim to streamline CEQA to provide greater regulatory certainty and faster project delivery.

“To meet California’s housing goals, we need certainty, accountability, and smarter land use  — not the endless regulatory delays that have held us back for decades. This proposal delivers lasting reforms to align our systems for long-term impact: more housing, stronger communities, and sustainable growth that reflects the bold, forward-thinking spirit of California. The Golden State was built on boldness and innovation, not red tape — we can’t continue to block our own economic success. We’re done with barriers. Let’s get this built.”

    Governor Gavin Newsom

    Removing barriers to progress

This proposal builds on Governor Newsom’s ongoing efforts to expand housing access and end the decades-long homelessness crisis — an issue that continues to impact communities across the country. Governor Newsom took on this challenge by committing to plan for more than 2.5 million homes over the current housing planning cycle, including at least one million affordable homes for lower-income households, helping to provide every Californian a place to call home. This target is more than double the number of homes planned for in the previous cycle.

Since taking office, the Governor has championed and signed an unprecedented amount of housing legislation, including 42 housing-related CEQA reforms, stronger accountability measures, and historic levels of state support to help local governments meet their housing goals. While these foundational changes have laid the groundwork for long-term progress, decades of complex, overlapping regulations continue to slow needed housing development.

Today, the Governor is taking the next step toward meeting California’s housing goals by targeting entrenched regulatory barriers that continue to cause costly delays. These proposals are designed to cut through bureaucracy, accelerate progress, and deliver lasting reforms that will shape a more affordable, inclusive, and resilient California for generations to come.

    More housing, faster

The Governor’s May Revision prioritizes climate-smart housing reforms that deliver more homes, faster, in places that reduce pollution and improve quality of life. A key part of this effort is ensuring a level playing field by aligning Coastal Commission permitting timelines to those that apply to other agencies, so that communities in the Coastal Zone are not left behind when it comes to urgently needed housing.

The May Revision also introduces an innovative financing strategy for developers that links vehicle miles traveled (VMT) reductions with infill and transit-oriented housing production, further aligning the state’s climate goals with housing needs. This proposal helps move forward the state’s commitment to faster, smarter infill development as outlined in the Governor’s July 2024 executive order. These reforms protect the environment, support working families, create good-paying jobs, and expand economic opportunity across California.

The Governor’s May Revision helps cut red tape and remove barriers, helping propel the Golden State forward by:

    • Streamlining Coastal Commission permits — Creating fairer, faster housing approvals where homes are urgently needed by aligning Coastal Commission permitting timelines with those of other permitting agencies.  The proposal will increase accountability and regulatory certainty for urgently needed housing in coastal communities.
    • Doubling down on smart housing policies  — Promoting infill and transit-oriented development that reduces emissions and vehicle miles traveled.
    • Unlocking economic opportunity — Advancing policies that create jobs, attract private investment, and accelerate housing and economic development.

These proposals are intended to quickly implement and reinforce existing policy and budget investments by streamlining approvals, reducing regulatory delays, and aligning land use decisions. They build on recent administrative efforts and respond to continued legislative interest in advancing practical, lasting reforms.

  • MIL-OSI United Kingdom: Work begins to give residents greater transport choices

    Source: City of Derby

Work to create the city’s newest sustainable transport hub is underway on Osmaston Road, following the success of similar hubs elsewhere in the city.

Mobility hubs give residents greater choice when deciding how to travel, as well as making it easier to choose sustainable methods such as electric vehicles (EV), car share clubs, and cycling. The hubs are also continually monitored, helping the Council to learn more about the area’s transport needs.

Following the installation of mobility hubs in the Chaddesden and Six Streets areas, work will begin on Monday 19 May to create the latest hub, which will include:

    • Electric vehicle (EV) charging and dedicated parking for up to three EVs
    • Additional Enterprise Car Club vehicles
    • An accessible seating area with bike storage, designed in consultation with local businesses, ward councillors and the Police
    • Interactive information totem with live travel updates

Councillor Carmel Swan, Cabinet Member for Climate Change, Transport and Sustainability said:

Mobility hubs are a fantastic addition to Derby’s ever-growing transport offer, giving residents greater choice and helping them to travel more sustainably.

“We’ve already seen the benefits to residents in Chaddesden and the Six Streets area, so I’m pleased that residents in Osmaston will soon be able to reap the benefits.

“Our teams have taken the time to learn from previous hubs and feedback from residents and we’re confident that this latest hub will become a welcome addition to the community.

To allow essential infrastructure to be installed, a small section of Whittington Street near the junction of Osmaston Road will be closed between Monday 19 and Friday 23 May. Diversion routes will be clearly signposted.

The mobility hub will be funded by the Department for Transport (DFT)’s Future Transport Zones Fund, which was awarded to Derby City Council to trial new and exciting developments in transport.

Residents who would like to know more about the mobility hubs can get in touch with the Future Transport Zones team by emailing traffic.management@derby.gov.uk.

WATCH: Padilla Convenes Spotlight Hearing on Dangers of Trump, Partisan Attacks on Voting and Elections

Election officials and voter advocates detail the harmful impacts of Republicans’ SAVE Act and Trump’s anti-voter executive order on the right to vote for millions of American citizens
Watch the full spotlight hearing, including witness opening statements and questioning, here.WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.), Ranking Member of the Senate Committee on Rules and Administration and California’s former Secretary of State, convened a Rules Committee Democrats spotlight hearing titled “Protecting the Future of American Democracy: An Examination of Trump and Partisan Attacks on Voting and Elections.” The forum focused on Congressional Republicans’ Safeguard American Voter Eligibility (SAVE) Act that recently passed the House of Representatives and Trump’s illegal anti-voter executive order, both of which threaten to disenfranchise millions of eligible American citizens.
Members heard from election officials and voter advocates regarding ongoing attacks on voter registration and election integrity during the forum. The panel included Minnesota Secretary of State Steve Simon, Los Angeles County Registrar-Recorder/County Clerk Dean Logan, League of Women Voters CEO Celina Stewart, League of United Latin American Citizens (LULAC) CEO Juan Proaño, and Nicole Meek, an impacted voter as a member of a military family.
“If there’s one thing that we can take away from this hearing — one action item to work towards in order to protect the future of our democracy — it’s that we must stop the SAVE Act. … As we heard today, it’s not only a solution in search of a problem — it would make it harder for tens of millions of eligible Americans to vote in the process,” said Senator Padilla in his closing remarks. “This isn’t the first attack on our democracy that we’ve seen from the Trump White House. And sadly, I predict that it won’t be the last. But my hope is that in the coming months as a committee, we can continue to stand strong in defense of our democracy — whatever it takes.”
This spotlight hearing kicks off a series of Rules Committee Democrats’ forums focused on protecting the future of America’s elections. The series will underscore the dangers of the Trump Administration’s unprecedented attacks on election security, integrity, and funding required to smoothly administer elections and protect American democracy.
Video of Senator Padilla’s first round of questioning is available here, and his second round of questioning is available here.
Senator Padilla’s opening remarks from today’s hearing are available here. His closing remarks are available here.
In addition to Senator Padilla, Senate Minority Leader Chuck Schumer (D-N.Y.) and U.S. Senators Dick Durbin (D-Ill.), Amy Klobuchar (D-Minn.), and Jeff Merkley (D-Ore.) also joined the Senate Democrats’ forum.
    Key Excerpts from Witness Statements:
Minnesota Secretary of State Steve Simon:
This legislation would, if enacted, keep millions of eligible Americans from the polls. It would cost states, counties, and cities untold millions of dollars to implement. And it would impose the risk of criminal prosecution for local election workers left trying to sort out how these new federal requirements impact their responsibilities.
It would fundamentally change elections administration in this country overnight – since it would take effect immediately upon enactment.
The stated purpose of the legislation is election security. Election security is vital- and we all agree that only those who are eligible to vote should cast ballots. But the SAVE Act is based on the totally false assumption that huge numbers of non-citizens are voting. There is no evidence of that. In fact, the research shows the opposite is true.
It’s a challenging time to be in the democracy business. Our democracy is being tested. It has been tested before – and it has held. But continuity and success are not inevitable. They come from hard work and commitment. That is why I am here today.
Read Steve Simon’s opening testimony here.
Dean Logan, Registrar-Recorder/County Clerk, Los Angeles County:
Regarding the proposed SAVE Act, the California Association of Clerks and Election Officials recently submitted a letter of concern that focuses on three key impacts – the risk of disenfranchisement, significant unfunded cost increases that would fall to local government, and concerns associated with imposing criminal penalties on officials and community election workers who are simply fulfilling their legal and civic obligations.
In addition to directives that mirror the provisions of the SAVE act previously discussed, the Order calls for changes or reductions to the delivery of election services, limits options for voter participation, and potentially requires modification or replacement of voting equipment – all without appropriating funding and, in large measure, reducing or eliminating what little federal funding has been available to support local election administration, voting accessibility, and election security.
Change of this magnitude requires multiple years of planning and careful execution. It would be nearly impossible to complete in the timeframe outlined in the Order without significant risk of administrative error, false positive data matching, and under resourcing other critical elements of election administration and security. Moreover, there is a high likelihood of a resulting drop in voter participation, higher registration data error rates, and non-compliance with conflicting federal and state laws – all at additional public expense.
Read Dean Logan’s opening testimony here.
Celina Stewart, CEO, League of Women Voters:
As one of the longest-running and largest, nonpartisan, volunteer driven voter registration organizations in the nation, the League of Women Voters strongly opposes attempts to add documentary proof of citizenship to the voter registration process, which is what the recent Executive Order on the “integrity of American Elections” and the Safeguard American Voter Eligibility (SAVE) Act does. The SAVE Act would drastically alter the National Voter Registration Act of 1993 (NVRA) – a landmark piece of legislation the League played a large role in drafting, passing and implementing – by adding provisions that will require that every eligible voter provide documentary proof of citizenship, like a passport or birth certificate, to register to vote, even though voters in every state are already required to affirm or verify their citizenship status when registering and voting.
Nearly 80% of married women – more than 69 million potentially-eligible women voters – adopt their partner’s surname. It is because of that reality that I would go so far as to say that, in the League’s 105-year history, the SAVE Act may be the most brazen attack on American women’s voting rights that we have ever seen. This bill’s excessive documentation requirements – specifically, the idea that the name on their ID must match the name on a birth certificate or passport – threatens every single one of them and their ability to register to vote. I think anyone, no matter how they lean politically, would agree: This is not how our democracy should work.
We know that this legislation is based on misinformation and fearmongering rather than facts, as there is no evidence of widespread non-citizen voter registration or voting in state and federal elections. Time and time again, the League has fought similar policies at the federal and state levels through public education, advocacy and litigation.
Read Celina Stewart’s opening testimony here.
Juan Proaño, CEO, League of United Latin American Citizens (LULAC):
I appear today to voice our unequivocal opposition to the so-called Safeguarding American Voter Eligibility Act, or SAVE Act. This anti-voter bill would make it significantly harder for millions of Americans – especially Latinos, immigrants, Black Americans, and women – to exercise their right to vote. It is a dangerous step backwards for voting rights, that would force every voter to show proof of citizenship, like a passport or birth certificate, every time they register to vote. Most Americans simply do not carry those documents in daily life. In fact, more than 21 million eligible U.S. voters don’t have documents that prove their citizenship readily available.
From working fathers in Texas to “abuelitas” in California, many Latinos and Americans of all backgrounds would struggle to find and present paperwork that the federal government has never before required. The result? Millions of citizens could be disenfranchised – kept from making their voices heard – by an unnecessary bureaucratic barrier.
Let me be clear: the SAVE Act is solving a problem that simply does not exist. Noncitizen voting is already illegal in this country – and it is virtually nonexistent. You’re more likely to be struck by lightning. That’s why we call it “La Gran Mentira”–the big lie. As a Latino leader, I see clearly that this bill trades on a fear of a fully inclusive, multi-racial, multi-ethnic democracy, echoing the country’s ugly past of voter suppression. To conclude: this bill will undermine the right to vote–which is the crown jewel of our democracy. As a proud Latino and the son of immigrants, I take this personally.
Read Juan Proaño’s opening testimony here.
    Nicole Meek, Impacted Voter
I don’t have the same option that my family and friends have to walk into their local polling station and cast a ballot on election day. … As a military voter, I have to plan months in advance. This isn’t just inconvenient. It puts military voters at a real disadvantage.
So, it may come as no surprise that in 2020 (the last presidential election for which the Federal Voting Assistance Program – FVAP – has reported data to congress), military voters were 27% less likely to have voted than their civilian counterparts. According to FVAP, when a military voter tries to vote but is ultimately unsuccessful, the most common reason is because their ballot arrives past the deadline.
The SAVE Act and the March 25th Executive Order would threaten to make things significantly worse. If implemented, these policies would disenfranchise countless service members and military-connected voters—including families like mine.
We ask our service members to sacrifice everything in defense of our democracy. We should also ensure they – and their families – can participate in it. Voting is not a privilege. It is a right. And no one should lose the right to vote because of where their country sends them. We should be working to make voting more accessible, not less. We should be honoring the sacrifice of our military families by making sure their ballots count.
Read Nicole Meek’s opening testimony here.
A supplemental statement from LULAC is available here. A supplemental statement from The Leadership Conference on Civil and Human Rights is available here.
Senator Padilla has led the charge opposing President Trump and Republicans’ reckless attempts to restrict the right to vote. As President Trump marked 100 disastrous days in office, he recently led his Democratic colleagues on the Senate floor to speak out against the SAVE Act and attacks on election integrity. Last month, Padilla warned Secretaries of State, Lieutenant Governors, and Chief Election Officials across the country of the devastating potential impacts of Republicans’ SAVE Act, concerns that have been echoed by top election officials across the country. He also led a letter yesterday sounding the alarm on the devastating impacts of Trump’s anti-voter “election integrity” executive order and the SAVE Act on Native American voting rights.
Additionally, Padilla led 11 Senators in introducing the Defending America’s Future Elections Act to repeal Trump’s illegal anti-voter executive order and prevent the Department of Government Efficiency (DOGE) from accessing sensitive voter registration data and state records. Padilla previously led 14 Democratic Senators in calling on Trump to revoke his illegal anti-voter executive order and issued a statement slamming the order when it was announced.

Source: People’s Republic of China – State Council News

HOHHOT, May 15 (Xinhua) — Early in the morning, on the production line of Manzhouli Xinfeng Grain and Oil Industry Co., Ltd., newly imported rapeseed from Russia goes through automated peeling and pressing processes, and golden vegetable oil smoothly fills tanks.

Manzhouli Port (Inner Mongolia Autonomous Region, North China), the largest land port on the Sino-Russian border, takes advantage of its geographical advantages and innovative policy mechanisms to actively develop new models of economic cooperation through deep processing of agricultural products and used car exports.

“As soon as this batch of raw materials cleared customs, we immediately launched 24-hour production,” said Deputy General Director Yang Zhihong. Russian rapeseed oil with low acidity and a high smoke point is in particular demand among Chinese producers. The “Russian raw materials – Chinese processing” model facilitates the transition of local enterprises from trade to deep processing.

According to Yang Zhihong’s calculations, using cross-border trade can save 500 yuan per ton of raw materials, and since last year, it has managed to save over 8 million yuan. Since November 2024, his company has imported 16,000 tons of raw materials from Russia, worth a total of 70 million yuan.

In the face of tight raw material supply, Manzhouli Xinfeng has recently upgraded its equipment, launched oatmeal production and expanded its production area. “We are focusing on product diversification,” said Yang Zhihong. Last year, his company’s processing volume reached 120,000 tons, 70 percent of its products were supplied to central and western China, and its total profit and tax revenue exceeded 64 million yuan.

Since the beginning of 2025, the transaction volume in the China-Russia border trade zone in Manzhouli has exceeded 100 million yuan. More than 3,600 local residents are involved in this activity, earning a total income of over 1 million yuan and generating 2 million yuan in tax revenue.

A used car export showroom in Manzhouli displays neatly polished cars. Liu Dongge, a person in charge of Sanhe, said his company has exported more than 300 cars to Russia.

So far, 18 companies in Manzhouli have obtained licenses to export used cars, with the total transaction volume of these companies exceeding 300 million yuan. “Manzhouli exported 1,540 cars in 2024, and 764 in the first four months of 2025,” said Bai Zhiping, an official with the Manzhouli City Commerce Bureau.

In the first quarter of 2025, the cargo throughput through Manzhouli Port was 6.531 million tons, up 10.6 percent year-on-year, and the trade turnover reached 47.67 billion yuan, up 6.1 percent year-on-year.

From a “transit station” to an “industrial hub,” from deep processing of agricultural products to the export of used cars, Manzhouli’s evolution demonstrates that a modern border economy is built not just on logistics, but also on the deep integration of production, service and innovation chains. -0-

  • MIL-OSI New Zealand: Albert Park end of Victoria Street’s linear park OPENS

Source: Secondary teachers question rationale for changes to relationship education guidelines

The tree-filled linear park at the northern entrance to Te Waihorotiu Station has reached another big milestone on its journey to completion.

The eastern section of Te Hā Noa from Lorne Street to Albert Park is now open to the public, with widened footpaths, fewer traffic lanes, wooden seating, new trees and landscaped resting places, all reflecting its te reo Māori name.

Te Hā Noa is a name gifted by mana whenua. Te Hā is about life’s essence – to breathe – and Noa is about being free in the journey to experience your surroundings.

Four trees were crane-lifted from trucks into new street-side seating areas earlier this month, watched over by the ancient trees of Albert Park.

The new trees – pūriri, pōhutukawa, titoki and rewarewa – and around 600 new plants underneath are another milestone in the transformation of midtown’s station neighbourhood.

Auckland Council’s midtown regeneration programme is ensuring the area will be ready when the City Rail Link (CRL) and Te Waihorotiu Station open.

Jenny Larking, Auckland Council Head of City Centre Programmes, says the new streets and spaces are like a leafy ‘living room’ for people in midtown.

“Like any international city with an underground rail system, our streets and spaces need to  be tailormade to cater for an influx of people. The area had to undergo radical change to make sure the City Rail Link was optimised at street level. The fruits of that change are becoming really clear now,” she says.

Councillor Richard Hills recognises that trees provide shade and shelter, attract birdlife, counter the heat effects of an urban space like this, and absorb carbon.

“Recent urban heat assessments show our city is warming, especially in the city centre. These stunning native trees will not only help reduce those effects, but will contribute to the growing network of green infrastructure flourishing across the city centre and the region.

“Visitors, residents, workers and students will be able to walk or sit beneath these trees and amongst the new planting to enjoy a fresh perspective on the city centre, with no doubt many more native birds and insects enjoying their new habitats as well. It’s another big step forward in the development of Te Hā Noa,” he says.

In time, Te Hā Noa will form a green link across the city, linking two much-loved city parks – Rangipuke / Albert Park and Waikōkota / Victoria Park.

Victoria Street is one of three east-west streets purpose-designed for the station neighbourhood. In the regeneration, Wellesley Street is becoming an important central city bus interchange, and the upgraded Victoria Street is making the connection between walking, cycling, high frequency bus routes, and the train station easier and safer. Mayoral Drive will be the east-west route for the balance of vehicle movements.

This latest milestone follows the mid-section of Victoria Street’s Te Hā Noa, between Elliott Street and Queen Street, which opened in October 2024.

Read about the opening of the first section of Te Hā Noa at OurAuckland.

    Another big station milestone

As the linear park at the station’s Victoria Street entrance reaches this milestone, the station itself is gleaming with finishing touches.

Four thousand rods designed to mimic the stems of raupo (reeds) and the movement of water are now in place in the main entrance of Te Waihorotiu Station. Points of light among the reeds reflect a starlit sky and provide functional lighting at the gateway to the station.

A kauri carving at the centre was designed in collaboration with Paraone Luiten-Apirana ((Ngāti Hikairo, Ngāi Tūhoe, Te Arawa) and the station’s main artist Graham Tipene (Ngāti Whātua, Ngāti Kahu, Ngāti Hine, Ngāti Haua, Ngāti Manu).

The carving represents Horotiu, the kaitiaki or guardian looking after the people and supporting the abundance of life-giving energy in the area.

  • MIL-OSI USA: May 14th, 2025 Heinrich Demands Answers on Public Lands Transfer in Southern New Mexico

    US Senate News:

Source: United States Senator for New Mexico Martin Heinrich

Heinrich to Hegseth: “I have deep concerns that the Trump Administration is bypassing due process for individuals who either intentionally or unintentionally enter this newly restricted area, including United States citizens who may be stopped and detained by U.S. Army soldiers for trespassing on an unmarked military base”

WASHINGTON — Today, U.S. Senator Martin Heinrich (D-N.M.), Ranking Member of the Senate Energy and Natural Resources Committee, sent a letter to U.S. Department of Defense (DoD) Secretary Pete Hegseth demanding answers on a number of significant questions that have arisen from the U.S. Department of the Interior’s transfer of approximately 109,651 acres of public land in Doña Ana, Luna, and Hidalgo Counties, New Mexico, to the U.S. Army.

Local residents along New Mexico’s southern border use these lands for hiking, mountain biking, hunting, camping, and experiencing New Mexico’s natural heritage, while ranchers depend on them for grazing access critical to their livelihoods. These lands also include the Continental Divide National Scenic Trail, NM State Highway 9, and significant acreage within New Mexico Game and Fish Hunt Units 25, 26, and 27.

Crossing into a National Defense Area can lead to charges under Title 50 of the U.S. Code, which can carry penalties of up to one year in custody and fines up to $100,000. During a visit to the newly designated National Defense Area along New Mexico’s southern border with Secretary Hegseth, Acting U.S. Attorney for the District of New Mexico Ryan Ellison said, “Trespassers into the National Defense Area will be Federally prosecuted — no exceptions.”

The Trump Administration has thus far failed to install appropriate signage at the perimeters of the National Defense Area to clearly mark its boundaries.

“I have deep concerns that the Trump Administration is bypassing due process for individuals who either intentionally or unintentionally enter this newly restricted area, including United States citizens who may be stopped and detained by U.S. Army soldiers for trespassing on an unmarked military base,” Heinrich wrote to Secretary Hegseth.

“While I understand the Department’s stated interest in reducing migrant crossings at the border, this transfer raises a number of urgent questions,” Heinrich continued.

In the letter, Heinrich demanded Secretary Hegseth answer the following questions:

    1. What is the current public access status of the lands under the NDA designation? Are these areas now closed to public entry, or are they still accessible to U.S. citizens or persons legally present in the United States?
    1. If this area is not fully open to the public, will the Department install signage to clearly mark the boundaries of the NDA along the perimeter of every restricted area? For example, will signage be installed adjacent to NM State Highway 9, such that individuals can see the signage before entering the northern boundary of the NDA? Similarly, will signage be installed at the southern perimeter of the NDA such that individuals can see the signage before entering the NDA?
    1. Are you enforcing trespassing on the NDA north of the Roosevelt Reservation? If not, why did the Administration withdraw the entire NDA?
    1. Will you notify the public about any new public access restrictions on the NDA?
    1. The NDA includes significant acreage within New Mexico Game and Fish Hunt Units 25, 26, and 27. Will hunting continue to be allowed within the NDA, and if so, under what additional regulations or conditions?
    1. Are other recreational uses, including hiking, camping, and off-road vehicle use, still allowed within the NDA?
    1. Can hikers on the Continental Divide National Scenic Trail access the southern terminus, which is located within the NDA?
    1. Are there any grazing permits previously authorized in the affected area? If so, will ranchers retain access under the new designation?
    1. How many private individuals or entities currently hold rights-of-way (ROW) or easements within the newly withdrawn boundary? Will they still have access to their ROWs?
    1. How many mining claims are within the boundary of the NDA?
    1. Can the New Mexico State Land Office access state land within the NDA? Can lease or permit holders on state land within the NDA continue to utilize those state trust lands pursuant to those leases or permits?
    1. Does the NDA limit road access to any private property within the boundaries of the NDA? If so, how is the department providing access to those private property owners?
    1. Are DOD personnel crossing private lands or using private roads to access DOD-managed land within in the NDA? If so, which properties? Are they doing so with the consent of those property owners? If military personnel are entering private land without permission of the landowner, under what authority are they accessing that private land?
    1. It has been reported that at least 300 individuals have been detained within the NDA area since the designation. How many of these individuals were U.S. citizens or were legally present in the United States?

“The residents of southern New Mexico have longstanding relationships with these lands — whether as business owners, stewards, sportsmen, ranchers, or recreational users. As such, decisions that significantly alter their access or legal standing must be made transparently and with meaningful consultation. Further, it is of upmost importance that federal laws and the Constitution are upheld, ” Heinrich concluded the letter.

  • MIL-OSI Australia: Cleanaway’s proposed acquisition of Citywide Waste not opposed

Source: Australian Ministers for Regional Development

The ACCC will not oppose Cleanaway Waste Management Limited’s (ASX:CWY) proposed acquisition of the waste and recycling business of Citywide Service Solutions Pty Ltd (Citywide Waste).

Cleanaway is one of the largest waste management companies in Australia. It is vertically integrated through the waste supply chain, from disposals to collections, with operations in all states and territories in Australia.

In Melbourne, Cleanaway provides collection and disposal services for commercial and industrial customers, and municipal councils. Cleanaway operates one of the largest landfills in Melbourne, the Melbourne Regional Landfill in Ravenhall, and a network of transfer stations.

Citywide Waste, currently owned by the City of Melbourne Council, offers collections services for municipal councils and commercial and industrial customers. Citywide Waste also operates the Dynon Road transfer station which accepts large volumes of putrescible waste and is close to the Melbourne CBD, making it a key disposal facility.

The ACCC’s investigation focused on the acquisition’s impact on competition in the supply of putrescible waste disposal services in Melbourne for commercial and industrial waste.

“Our investigation looked at the central and west regions of Melbourne in particular because we were concerned about the loss of competition between Melbourne Regional Landfill and the nearby Dynon Road transfer station located in these regions,” ACCC Commissioner Dr Philip Williams said.

“We reached two key conclusions from our investigation. First, those customers with larger waste collection trucks are able to optimise their waste collection routes to divert volumes to landfills and transfer stations other than the Melbourne Regional Landfill and Dynon Road transfer station.”

“This means that should Cleanaway own both facilities, larger collections customers would still be able to take waste volumes to other competitors if needed,” Dr Williams said.  “Second, we found that while some customers preferred the Dynon Road transfer station due to its closeness to the Melbourne CBD and ease of access for smaller waste collection trucks, these customers don’t see Melbourne Regional Landfill as a viable alternative now.”

“We therefore found that the acquisition is unlikely to have an impact on those customers,” Dr Williams said.

Ultimately, the ACCC found the proposed acquisition would be unlikely to substantially lessen competition in the supply of putrescible waste collection and disposal services for both commercial and industrial waste, and municipal waste in Melbourne.

The ACCC expects rival landfills and transfer stations in Melbourne to continue to compete for waste volumes with Cleanaway after the acquisition.

More information including the Statement of Issues can be found on the ACCC’s website at Cleanaway Waste Management Limited Citywide Waste.

    Notes to editors

Putrescible waste is solid waste that contains organic material capable of being decomposed by microorganisms.

Transfer stations act as consolidation points where waste is dropped off by collection companies and bundled for bulk transport by trucks to final disposal sites. These sites can be landfills where waste may ultimately be buried.

    Background

Cleanaway is a public company listed on the ASX. It is one of the largest waste management companies in Australia. Cleanaway provides recycling, waste management and industrial services in Australia.

Cleanaway is vertically integrated across waste collections, processing and disposal services. In Melbourne, Cleanaway owns and/or operates a network of putrescible transfer stations at Brooklyn, Lysterfield and the South East Melbourne Transfer Station, in addition to the Melbourne Regional Landfill.

Citywide Waste is 100 per cent owned by Melbourne City Council and provides waste management services to municipal councils and commercial and industrial customers in Melbourne. It has operated the Dynon Road transfer station since 1995.

  • MIL-OSI China: SpaceX to conduct Starship’s ninth flight test next week: Musk

Source: People’s Republic of China – State Council News

SpaceX is preparing to launch the ninth test flight of its Starship rocket as early as next week, according to SpaceX founder and CEO Elon Musk.

The company said Tuesday that Starship has completed a long-duration static fire of its six engines and is undergoing final preparations ahead of the upcoming test.

“Just before the Starship flight next week, I will give a company talk explaining the Mars game plan in Starbase, Texas, that will also be live-streamed on X,” Musk said in a post on the social media platform.

Starship last launched on March 6 in its eighth test flight, during which SpaceX lost contact with the spacecraft shortly after liftoff.

SpaceX’s Starship spacecraft and Super Heavy rocket, collectively referred to as Starship, represent a fully reusable transportation system designed to carry both crew and cargo to the Earth orbit, the moon, Mars and beyond.

Starship plays a key role in NASA. It is the vehicle that NASA has selected to carry astronauts on the final leg of their trip to the moon during a mission called Artemis III, currently planned for 2026.

  • MIL-OSI Australia: UPDATE: Fatal crash – Palmerston

Source: Northern Territory Police and Fire Services

Detectives from Major Crash are continuing to investigate the circumstances around the fatal crash in Palmerston yesterday morning.

Police will allege that the Nissan X-trail was carrying 2 females, aged 40 and 45, and a male aged 37, when it collided with a Toyota Coupe driven by a 19-year-old male.

The 45-year-old female was located deceased in the back of the vehicle immediately following the crash. The circumstances of her death are believed to be non-suspicious, and a direct result of the crash.

Detectives have now confirmed that the Nissan X-trail was a Northern Territory registered hire car that had not been returned after it was hired in November last year. It had since had its number plates switched to a South Australian registration.

Investigations into the crash remain ongoing and police are currently awaiting toxicology results to determine if alcohol or drugs were a factor in the crash.
