  • MIL-OSI China: Late Cuiabano strike fires Botafogo past Carabobo

    Defender Cuiabano scored in the 91st minute as defending champion Botafogo clinched a 2-1 victory at Carabobo in the Copa Libertadores group stage on Tuesday.

    The Brazilian side took the lead when Argentine goalkeeper Lucas Bruera failed to grasp Cuiabano’s long-range effort and Vitinho was on hand to tap in the rebound.

    Leonardo Aponte put the Venezuelan outfit on level terms with a first-time effort from eight yards after the visitors failed to deal with a corner.

    But Botafogo lifted its tempo in search of a winner and Cuiabano restored his team’s lead by taking a touch to control Allan’s pass before thumping a shot that beat Bruera at his near post.

    The Rio de Janeiro side remains third in Group A and will likely need to win both of its final two group matches – against Estudiantes and Universidad de Chile at home – to advance to the round of 16.

    “I’m happy to have scored but especially to have helped us pick up three points because we know how important it was,” Cuiabano said after the match. “We have a tight-knit group and we will always fight until the end.”

    Meanwhile, Andre Silva scored twice as Sao Paulo cruised to a 2-0 away victory over 10-man Alianza Lima.

    Silva put the visitors ahead just after the half-hour with a low first-time strike following Matheus Alves’ headed flick. The hosts were reduced to 10 men in the 69th minute when Renzo Garces was shown a straight red card for a bad foul on Lucas Moura.

    The Brazilian side put the result beyond doubt as Silva struck a minute from time after combining with Luciano Neves.

    Elsewhere, Argentina’s Racing Club romped to a 4-0 away victory over Colombian side Atletico Bucaramanga.

    Adrian Martinez opened the scoring in the fourth minute when he tapped home after a scramble inside the six-yard box. Santiago Solari doubled the advantage by playing a slick one-two with Martinez before rifling a low shot past goalkeeper Aldair Quintana.

    Santiago Sosa and Martin Barrios added late goals as Racing secured its second win of the campaign.

  • MIL-OSI China: China main car supplier to Uzbekistan in Q1 2025: report

    China was the top supplier of passenger cars to Uzbekistan in the first quarter of 2025, according to a report released on Tuesday by the country’s National Statistics Committee.

    “In January-March 2025, Uzbekistan imported 6,950 passenger cars from abroad, with a total value of 115.1 million U.S. dollars,” said the report.

    It noted that among the partner countries, China ranked first with 5,235 vehicles delivered to Uzbekistan. South Korea was ranked second with 1,425 units, and India third with 144 units.

    In 2024, Uzbekistan imported 74,700 passenger cars, of which approximately 61,000 were supplied by China.

  • MIL-OSI New Zealand: Energy Sector – New report reveals 84% of New Zealand’s fossil fuel machines ready for electrification

    The first complete inventory of all the fossil fuel machines in New Zealand has found there are over ten million of them in the country and that 84% could be feasibly replaced with electric machines that are available in the country today.

    Rewiring Aotearoa’s Machine Count report showed that upgrading six million of the most ‘electrifiable’ fossil fuel machines – things like cars, heaters, lawnmowers, road bikes, ovens and stoves – would save the country approximately $8 million every day, or $3.7 billion each year.

    It would also slash 7.5 million tonnes of carbon emissions each year, almost six times the total emissions from domestic aviation in 2023, or more than flying the entire population of Auckland to London and back every year.

    Another 10% of the total – around one million trucks, utes, vans, buses and smaller tractors – could be electrified if more effort was made to bring electric options to New Zealand, while just 6% of the machines – primarily those in heavy industry – require more research and development, or subsidies for them to be cost-effective.

    Rewiring Aotearoa’s previous research has shown that many New Zealand homes, farms and businesses can reduce costs and emissions by upgrading their gas appliances, petrol cars and diesel machines to more efficient electric equivalents and running them on renewable electricity from the grid and solar.

    The Machine Count, a project supported by Ara Ake and EECA (Energy Efficiency and Conservation Authority), set out to better understand the size of the challenge: how many fossil fuel machines there are in our economy, and how hard they would be to electrify.

    “We always knew there were a lot of them, but now we have a firm idea on the number and on how ‘electrifiable’ they all are,” says Rewiring Aotearoa CEO Mike Casey. “The research shows clearly that an electric transition is both technically possible and cost effective in the vast majority of cases.”

    Daniel Gnoth, Ara Ake’s General Manager of Research and Insights, says the report clearly identifies where the greatest opportunities lie to accelerate New Zealanders efforts to support the country’s electrification journey.

    “This study shows that innovation in energy isn’t just about developing new technologies-it’s about making clean, efficient machines more accessible and easier to adopt. The insights from this study will be incredibly useful for energy innovators to develop new solutions, including commercial and financial models, to accelerate the electrification of fossil fuel powered machines. If we get this right, we won’t just cut emissions-we’ll unlock new services and solutions that can be showcased and exported globally.”

    New Zealand’s fossil fuel prices are among the highest in the world, so Casey says shifting from machines that are reliant on expensive foreign molecules to electric machines that run on locally-made electrons is generally a no brainer – “for the economics, for the environment, and for energy security”.

    “Climate change is largely an energy problem. Around 75% of the world’s emissions come from energy and machines use that energy, so solving the problem in practice is about replacing those machines. We figured out how to electrify our cherry orchard near Cromwell and now we don’t use any diesel on the farm. We save tens of thousands on our energy bills each year, we’ve brought our emissions down to almost nothing, and we play a positive role in the energy system. I firmly believe New Zealand could become a demonstration project for the rest of the world and show that solving climate could save us all money.”

    Casey says there were many who said it wouldn’t be possible to run an orchard without diesel. There were many who didn’t believe we would see electric trucks, buses, diggers or loaders. And there are plenty who don’t believe we will see large electric tractors or mining equipment.

    “There are already plenty of electric buses and trucks on the road, huge electric machines are being launched all the time, and we are seeing massive technological advances and cost reductions in the fields of batteries, high-speed charging, solar panels and high temperature heat pumps, so there will definitely be options to explore in your sector.”

    EECA research shows that 36% of New Zealand household non-green appliances are over a decade old. The median age of a car in New Zealand is around 14 years, and businesses are regularly upgrading their fleets and equipment, so there are a whole lot of machines that are set to be replaced in the coming years.

    Megan Hurnard, EECA’s General Manager of Insights, Data and Communications says: “We’re entering a critical investment cycle for the machines that power our economy. As old equipment reaches the end of its life, the choices we make now will shape our energy system for decades. Replacing outdated machines with the same inefficient models risks locking in higher running costs, poor performance, and greater exposure to fuel price volatility. By choosing modern, energy-efficient technologies we can improve affordability, boost productivity, and enhance New Zealand’s energy security.”

    This research is not suggesting that every machine needs to be upgraded right now, but every machine is going to need to be replaced at some point and it’s clear your next purchasing decision should be electric.

    “In saying that, if you are more worried about emissions than economics, it makes sense to replace your fossil fuel machines before they break down,” says Casey. “Some fossil fuel machines can even be turned electric – like our 1990 Hilux, which we recently retrofitted with a 2014 Nissan Leaf motor and battery.”

    Casey says the electric transition is already happening in homes, farms and businesses around the country and the cost savings are driving a lot of that.

    “We believe the economic argument makes this shift inevitable. It makes no sense to use machines that cost more to do the same job – and it makes even less sense when those machines pump out so much pollution. But it’s not happening as fast as it should, and it’s not happening for the people who need it most; the ones who need to reduce their bills or those who need to improve their resilience in the face of worsening weather events.”

    Casey says opening up access to low-interest loans so that everyone – no matter their income – can deal with the higher upfront costs of electric machines and making it easy to upgrade is what will take this “from possible to practical”.

    “We need a range of financial innovations – both from the Government and from the banks – to speed this up. We also need innovations around the process – making it simple and easy for busy parents, renters, and retirees, not just the energy nerds, to benefit from going electric. And it needs to be from the first moment of research all the way through to installation. We’ve counted the machines, we’ve shown it’s feasible to electrify most of them, and we’ll be explaining in more detail how to make it happen and what needs to change in our upcoming policy manifesto.”

    The machine count database is a free, publicly available resource. It is hoped the database and findings will continue to be used and improved by government institutions, academic researchers, and businesses.

  • MIL-OSI New Zealand: Murder charge laid in Waiuku homicide

    Police have today charged a man with murder in the Waiuku homicide investigation launched in early April.

    Judith Rose Cunniffe, 54, was located deceased in a vehicle on 11 April.

    A 50-year-old man was arrested at the time and was initially charged with male assaults female.

    Detective Senior Sergeant Kevin Tiernan, of Counties Manukau CIB, says enquiries by the homicide investigation team have been ongoing since that time.

    “The 50-year-old has been remanded in custody since his first appearance, and has today been charged with murder,” he says.

    “He will appear on this charge at his next court appearance in Pukekohe today.”

    Police are not seeking anyone else in connection with the investigation.

    He was William Booth, 33, from Nevis.

    Police extends our sympathies to his family and friends during this difficult time.

    (COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson today joined 26 states and the Arizona Legislature in filing a friend-of-the-court brief urging the U.S. Supreme Court to hear Wolford v. Lopez, a major Second Amendment case out of Hawaii. The brief, led by Montana and Idaho, asks the Court to overturn a Ninth Circuit ruling that severely limits law-abiding citizens’ right to carry firearms in public spaces. 

    “This case is about ensuring the Second Amendment is not treated as a second-class right,” said Attorney General Wilson. “If left in place, Hawaii’s law sets a dangerous precedent by flipping the burden, presuming carrying a firearm in public is unlawful unless expressly allowed. That directly contradicts our Constitution and threatens to eliminate the public’s right to self-defense in everyday places.” 

    At issue is Hawaii’s Act 52, which broadly prohibits public carry of firearms in so-called “sensitive places,” including parks, beaches, and restaurants serving alcohol. It also bans carrying on private property that is open to the public unless the property owner gives explicit permission. 

    The amicus brief argues that: 

    • The Ninth Circuit’s decision creates a direct split with the Second Circuit, which struck down a nearly identical New York law as unconstitutional.
    • Hawaii’s law is not supported by a historical tradition of firearms regulation as required under Y. State Rifle & Pistol Ass’n v. Bruen (2022).
    • The state’s sweeping restrictions go far beyond what the Founders would have recognized and attempt to sidestep the constitutional right to carry by redefining vast public areas as “sensitive places.”

    “The Constitution guarantees that law-abiding Americans have the right to protect themselves,” Attorney General Wilson continued. “We cannot allow activist courts or overreaching legislatures to strip away those rights through creative legal maneuvers. This case is an opportunity for the Supreme Court to set the record straight.” 

    The coalition urges the Court to grant certiorari and reverse the Ninth Circuit, reinforcing the principle that the Second Amendment protects the right to carry a firearm in public for lawful self-defense.

The caucus will update members of Congress and their staff on relevant legislation, best practices to better inform constituents, and host events to promote child safety.

    Road

    • 14 kids 12 and under die in motor vehicle crashes each week. Another 2,300 are injured in nonfatal crashes. 
    • Properly used child car seats and booster seats reduce the risk of death by as much as 71%
    • More than half of all car seats are not properly installed.
    • Car Seat Technicians in every state are available to help parents, grandparents, and caregivers properly install their child’s car or booster seat!

    Water

    • Drowning is the leading cause of injury related death among children 1-4.
    • It’s the third leading cause of unintentional injury-related death among children 19 and under.
    • In 2018, there were 918 children under the age of 19 who drowned and over 7,000 more were seen in the emergency room.

    Safe Sleep

    • Unintentional suffocation is the leading cause of injury-related death among children under 1.
    • Nearly 3,500 infants die each year in the U.S. from sleep related infant deaths.
    • Causes of sleep-related infant deaths include suffocation, entrapment, strangulation, and Sudden Infant Death Syndrome (SIDS).

  • MIL-OSI United Kingdom: John Swinney’s Programme for Government speech

    Presiding Officer,

    Tomorrow will mark one year since I was honoured to be elected as the First Minister of this country that I love.

    I spoke then of my ambition to create a vibrant economy in every part of our country, my determination to tackle the challenges faced by our beloved National Health Service, and my hope that we can come together as a Parliament, and as a country, to focus on solutions rather than allowing our disagreements to dominate.

    Over the past year, amidst real challenges, amidst deep uncertainty on the global stage, progress has been made. In ways big and small, a corner is being turned. This is a government that is working hard and determined to get Scotland on track for success.

    That progress has been evident in the way we do our business here in our Parliament. The fact that four parties were able to come together, to negotiate in good faith, and pass a budget that delivers record funding for our National Health Service, is testament to what is possible.

    Today’s Programme for Government is presented in that same spirit. It contains many of the fruits of our budget process – with elements within it that are there only because of the co-operation of other parties.

    But this is also a programme by an SNP government, a government that cares deeply about Scotland, a government that has total confidence in Scotland’s ability to rise to any challenge and to weather any storm.

    Presiding Officer, before I turn to those elements that are in the Programme for Government, I want to talk about some measures that are not included.

    With a year to go until the end of this parliament, there are clearly, limits on the amount of legislation we can present. This government – and I personally – remain entirely committed to tackling misogynistic abuse against women. Regrettably I do not believe there is sufficient parliamentary time to make progress through a standalone Bill which I would plan to bring forward at the start of the next Parliament. We will however take the action we can in this Parliament by adding sex as a protected characteristic to existing hate crimes legislation to protect women and girls and by taking further steps in our policy, to tackle unacceptable abuse of women and girls in our society.

    Conversion Practices that seek to change or suppress a person’s sexual orientation or gender identity are harmful and abusive. Over this coming year, we will seek to work with the United Kingdom government to deliver a legislative ban across England, Wales and Scotland. But if agreement is not possible, we will publish legislation in the first year of the next parliamentary term. Members of the LGBTQI+ community should have no doubt that we will work with them to protect and to defend their rights.

    Times are tough, presiding oofficer and times are changing, in ways that I know bring real anxiety to our citizens, real fear to many in our business community. But my promise to the people of Scotland is that amidst the uncertainty there is one thing they can be sure of: this is a government that will always seek to do what is best for Scotland. As First Minister, I will always put the needs and interests, the hopes and dreams of the people of Scotland first.

    When I became First Minister a year ago, I heard loud and clear people’s concerns about the health of Scotland’s NHS.

    They would tell me about their many positive experiences of high-quality care from the dedicated staff in the NHS, experiences of treatment and care that are, invariably, world class. But they also spoke of difficulties accessing that care. Waiting times that were unacceptable, adding to anxiety. Systems that they felt did not put patients first.

    Presiding officer, there are many issues that compete on a daily basis for the attention of a First Minister, but what could be more important than our National Health Service?

    So I am proud that the £30 million that we committed has not just delivered the 64,000 additional NHS appointments and procedures between April 2024 and the end of January 2025 that we promised, but over 40,000 more than planned. An extra 105,000 vital, additional appointments and procedures that are helping to reduce waiting lists and waiting times. We have met the children and adolescents’ mental health waiting time standards, with over 90 per cent now seen within 18 weeks of their referral.

    More cancer patients are now treated faster. Compared with a decade ago, 16 per cent more patients receive care within the 31-day standard and 11 per cent more within the 62-day standard.

    Statistics, yes, but behind each one a person who has received the sort of reliable and effective care from the National Health Service that they deserve.

    Progress, yes, but with a very clear understanding that there is more, much more to do.

    And that is why a renewed and stronger NHS is at the very heart of this Programme for Government.

    Getting our NHS on track is about reform that is fundamentally patient-centred, it is about investment, and it’s about increasing productivity and capacity.

    This approach makes it possible for us to deliver more than 150,000 extra appointments and procedures in 2025-26.  

    The additional investment secured through the Scottish budget will enable us to expand specialist regional centres; technology will mean more efficient use of operating theatres. The result, a 50 per cent increase in the number of surgical procedures we can deliver compared with last year. 

    There will be a renewed focus on cancer diagnosis and treatment, targeted investment so that health boards can clear backlogs and substantially improve waiting times.

    Presiding officer, I could spend the whole statement just talking about the steps we are taking to access the National Health Service, but before moving on, I will highlight one other area that I know is of particular concern for many people.  

    While many people’s experience of their GP is excellent, for many others there is deep frustration over the difficulty making appointments and what has been described as the 8am lottery.

    This is of central importance to me. That is why we are acting to reduce pressure and increase capacity in the system, so that it is easier for people to get the care that they need, when they need it.

    That includes in the year ahead a further expansion of Pharmacy First services – with pharmacies being the right first port of call for many ailments.  

    But it also means the delivery of an extra 100,000 appointments in GP surgeries focused on key risk factors such as high blood pressure, high cholesterol, obesity and smoking.  

    This year, primary care, including GPs, is receiving a bigger share of new NHS funding, and we are committed to not only increasing GP numbers but protecting Scotland’s advantage which means substantially more GPs per head in Scotland compared to elsewhere in the United Kingdom.

    Presiding officer, members across the chamber will know that, alongside the NHS, our constituents are also deeply exercised by the ongoing cost-of-living crisis. We have experienced a decade and more of financial insecurity, higher prices and squeezed real incomes. Life feels substantially tougher for very many of those that we serve.

    The economy means jobs, growth and investment, and I will talk about all of these elements.  

    But above all, the economy is about people’s quality of life, it is about their own household budget, their ability to pay the bills.  

    This Scottish government will always do what it can to deliver the best deal for the people of Scotland. In concrete terms that means a commitment to keep Council Tax bills – already over 30 per cent lower on average in Scotland than in England – substantially lower than elsewhere in the UK.

    Water bills – already 20 per cent lower than in England – will remain lower, as will income tax for the majority of workers in Scotland.  

    Prescriptions will continue to be free here in Scotland.

    Eye appointments, free. 

    Bus travel for young, disabled and older people in Scotland – free.  

    Scotland will continue to pay no tuition fees.   

    Parents will continue to benefit from a package of early learning and childcare worth more than £6000 for every eligible child.  

    Free school meals, which save the average family £400 per child per year, will be expanded, and more breakfast clubs introduced.  

    Together, this is my cost-of-living guarantee. A package that year on year delivers savings for the people of Scotland, a package that exists nowhere else in the United Kingdom.  

    And, Presiding Officer, it is a package of cost-of-living support that we are always looking to enhance where we can.  

    That is why we took the decision in the budget to restore a winter fuel payment for Scottish pensioners, with the poorest receiving the most. Those payments will be made this year.   

    And it is why we are committed to doing even more.

    Last year, in the face of severe budget pressures, we took the difficult decision to end the peak fares pilot on our railways.

    But now, given the work that we have done to get Scotland’s finances in a stronger position, and hearing also the calls from commuters, from climate activists and from the business community, I can confirm that, from the 1st of September this year, peak rail fares in Scotland will be scrapped for good.  

    A decision that will put more money in people’s pockets and mean less CO2 is pumped into our skies.   

    Once again, tens of thousands of Scots saving money.  

    Once again, a better deal for people because they live in Scotland.  

    Better for Scots because there is a government that always strives for what is best for Scotland.  

    Alongside the cost-of-living pressures – the consequence of a series of body blows from austerity and Brexit to the spike in inflation and energy costs that followed Russia’s 2022 invasion of Ukraine – new threats are emerging that have the potential to cause extensive damage to the Scottish economy.  

    Tariffs will impact directly on many Scottish exporters to the United States, while a US recession and a global trade war, will have effects direct and indirect on almost every sector of our economy. 

    Presiding officer, this Programme for Government has been published earlier than usual, in part because it allows a clear year of delivery on the NHS and other public services, delivery in those areas that matter in the day-to-day lives of our citizens. But it is also being published now because of the scale of the looming economic challenge that we face.   

    For the sake of Scottish jobs, for the sake of protecting people’s quality of life, we are taking new steps, accelerating action, to ensure Scotland’s economy is better placed to ride the economic storms.  

    Members will see the detailed and extensive section on the economy in the Programme for Government document, with action on planning reform, skills, housing investment, support for our rural economy including our vital food and drink sector, promotion of Scotland the brand and more. But I want to highlight three particular initiatives designed to respond directly and specifically to the challenges we now face.  

    First, working with Scottish Development International across their 34 international offices, we will deliver a new 6-point Export Plan, to enable Scottish exporters to diversify and to grow markets. This includes:  

    • more support for SME’s to participate in trade missions in both established and emerging markets; 
    • additional grant funding to help companies unlock specific, targeted international growth; and, 
    • bespoke support in key sectors – technology, life sciences, renewables and hydrogen – to maximise international opportunities.

    Second, to enable emerging Scottish companies to grow, we will create a new Proof of Concept fund, with a focus on supporting the commercialisation of research projects with significant economic potential. We will deliver an improved Ecosystem fund to further enhance Scotland’s already effective start-up environment, including action to transform the number of women who start and scale up businesses.

    We must not forget, even amidst the gathering clouds, that Scotland is an innovative nation, and that opportunities exist which can deliver real and significant benefits now and in the future. This government will prepare for the challenges but we also seek to position Scotland to make the most of the many and significant economic opportunities that still exist.   

    Third, we will deepen our commitment to a just transition and an industrial future for Scotland. As members will be aware, the Deputy First Minister is actively engaging with potential investors to ensure a green industrial future for the Grangemouth site. A key element in the success of this work is the development of carbon capture in Scotland, which is why it is now vital that the UK government provides support not only to carbon capture projects in England, but also to the Acorn project in Scotland’s northeast.

    The Scottish Government has previously committed up to £80 million to make this happen if the UK Government, in turn, made the commitments necessary for the project to progress. Given the importance of this project for the Scottish economy, given its place at the very heart of the green reindustrialisation that is my ambition, and I trust the ambition of all parties in this chamber, my government is now willing, as part of a wider package of investment in industrial transformation, to remove that cap and increase the amount of Scottish funding that is available to make Acorn a reality should the project be given the go ahead by the United Kingdom Government. 

    I know that many in this chamber share my concern that Scotland is little more than an afterthought to a UK government that is willing to invest in a supercomputer in the southeast of England, weeks after cancelling the supercomputer for Edinburgh. A UK government that moved heaven and earth to save Scunthorpe but will not do the same for Grangemouth. Perhaps with swift action from the UK Government to support Acorn, which in turn will help us deliver the future that Grangemouth deserves, the Prime Minister will do the right thing by Grangemouth.

    Presiding officer, working to deliver a stronger NHS, giving the people of Scotland the best cost-of-living support of any part of the UK, and action to protect Scotland’s economy and maximise our economic potential in the face of global challenges, this is a government with what is best for Scotland at its heart.  

    Since becoming First Minister last year, I have sought to focus government efforts on four central priorities.   

    We seek a wealthier Scotland, higher standards of living for the people of Scotland, with action to grow Scotland’s economy.

    A fairer Scotland, with Scotland’s growing wealth shared more fairly so that we can remove the scourge of child poverty in our land.  

    A greener Scotland, with action to maximize the benefits felt by the people of Scotland from our renewable energy wealth, benefits in terms of lower bills and well-paid jobs, and action to reduce emissions and protect and restore our stunning natural environment.  

    And we seek public services that meet, and indeed exceed, the expectations of the people of Scotland. Have no doubt, many already do. But where action is needed to reform and renew, this government will take it.   

    Progress for Scotland underpins each of our priorities and is at the heart of everything we will do.   

    I want a Scotland that we can be proud of, a Scotland that is the best it can possibly be. 

    That ambition is what gets me up every single morning.  

    And, at the very heart of that, is the eradication of child poverty. 

    Last year, when I presented my Programme for Government, I referred to the eradication of child poverty as the moral compass of my government.  It remains so. It will until there is no single child left in poverty in Scotland.   

    It is also, I said, the greatest investment in our country’s future that we can possibly make. 

    And in these times of cost-of-living pressures, that investment becomes ever more important, for these things disproportionately hurt our society’s poorest.   

    That is why, over the course of this Parliament, we increased the Scottish Child Payment from the original proposal that was put to us of a £5 payment to £27.15 and created a broader package of family payments which can be worth roughly £25,000 by age 16.  

    Our policies are making a difference. On average, the lowest income households with children are estimated to be £2,600 a year better off this year as result of Scottish Government policies. By 2029-30 it is expected to grow to an average of £3,700.

    The proportion of children living in relative poverty has reached its lowest level since 2014-15, and Scotland is making deeper, quicker progress here than in the rest of the UK.

    And while the Joseph Rowntree Foundation predicts child poverty will rise in other parts of the UK by 2029, policies such as our Scottish Child Payment, and our commitment to end the cruel two-child limit, “are behind Scotland bucking the trend”.

    But if we want to truly eradicate child poverty in Scotland, we must go further, and I recognise that. We are taking the steps to lift the two-child limit and remain on track to deliver this measure to lift more children out of poverty next April.

    It is also about making sure that public services are more joined up in their response, more family- and person-centred, so that vulnerable families receive the focused help they need rather than simply the help that is available.  

    And, in the coming year, we will consult on, develop, and publish a Tackling Child Poverty Delivery Plan for 2026-31 – outlining the actions we will take with our partners for low-income families across Scotland to keep us on the journey to meet our poverty reduction targets for 2030. I can assure members that this will focus on reducing household costs, boosting incomes through social security, and helping more people into fair and sustainable jobs. All of which play a central part in tackling not only the symptoms but the root causes of poverty in our society.

    There is always much more that we are doing than can be mentioned in a short parliamentary statement. 

    I would encourage members, and their constituents, to read the Programme for Government with care.  

    They will see our ongoing commitment to achieving net zero by 2045. Action to maximize the environmental and economic benefits from our vast renewable energy wealth. Steps to decarbonise heating and further decarbonise our transport network.  

    To give just one example, I am proud that we have achieved our target of installing 6,000 public charge points for electric vehicles – 2 years ahead of schedule. But more is needed, which is why, in the year ahead, we will introduce a new rural and island EV infrastructure grant, supporting our commitment to approximately 24,000 additional public electric vehicle charge points by 2030.  

    They will notice the priority we are giving to the ABCs of education, with action in partnership with local government, parents, carers, pupils and schools, to raise attainment and address problems of attendance, to tackle head on behavioural challenges in our classrooms and reform the curriculum so that young Scots are fully equipped to meet the challenges and seize the opportunities of this new age.  

    There is action to help regenerate our town centres.  

    Investment in thousands of new homes.  

    Record funding for the culture sector.  

    New protections for renters.  

    Expansion of dental provision.  

    A focus on additional support needs in our schools and much, much more.  

    Presiding officer, it is a Programme for Government, but also a programme for a better Scotland.   

    A programme for a stronger NHS, for a more resilient Scotland, for a wealthier Scotland.  

    Centred on delivery, providing hope, it is a programme that seeks what is best for Scotland, a Programme for Government that gets our nation on track for success.

    overnor Kathy  Hochul  today announced the completion of 53 new homes throughout Rochester’s Beechwood neighborhood as part of a $27 million scattered Site redevelopment along Federal Street that transformed obsolete Rochester Housing Authority properties into affordable, supportive homes for families and individuals struggling with homelessness. In the past five years, New York State Homes and Community Renewal has financed more than 6,800 affordable homes in Monroe County. The Federal Street redevelopment project continues this effort and complements Governor Hochul’s $25 billion five-year housing plan, which is on track to create or preserve 100,000 affordable homes statewide.

    “Creating and preserving public housing opportunities in Rochester is vitally important for families today and in the future,” Governor Hochul said. “The work completed in the Beechwood neighborhood demonstrates my dedication to New Yorkers and ensuring communities across the state have access to affordable, energy-efficient homes in safe neighborhoods.”

    The Federal Street Scattered Site initiative furthers the community revitalization goals articulated in Rochester’s 2034 Comprehensive Plan and was developed in collaboration with the Beechwood Neighborhood Association.

    Construction included the demolition of eight blighted structures located at the Rochester Housing Authority’s Federal Street property that were replaced by two multi-family buildings and a single-family home, creating a total of 18 homes. Additional construction work included the replacement or substantial rehabilitation of 35 existing homes throughout the Beechwood neighborhood. Fifty-one of the units are affordable to households earning up to 60 percent of the Area Median Income.    

    The development includes nine apartments with supportive services for individuals experiencing homelessness. Rental subsidies and services are funded through the Empire State Supportive Housing Initiative and administered by the New York State Office of Temporary and Disability Assistance. The supportive service provider is Spiritus Christi. 

    Designed to meet the Environmental Protection Agency’s ENERGY STAR® Multifamily New Construction – Energy Rating Index compliance path, with support from the New York State Energy Research and Development Authority’s (NYSERDA) New Construction – Housing Program, the development utilizes ENERGY STAR® appliances, low-flow water fixtures, high-performance building envelope measures, all-electric domestic hot water heating, highly-efficient air source heat pumps to provide heating and cooling, and LED lighting. Solar panels have also been installed on one of the buildings at the Federal Street site. Improvements to the rehabilitated homes also include, improved ventilation, enhanced insulation, and window replacements. The Federal Street site provides community spaces and a thoughtfully designed playground. Electric vehicle charging receptacle(s) will be provided on sites where feasible.

    The project was developed by the Rochester Housing Authority with consultant Edgemere Development. State financing includes State and Federal Low Income Housing Tax Credits, generating $13 million in equity and $7 million in subsidy from New York State Homes and Community Renewal (HCR). The project also received $2 million through the Office of Temporary and Disability Assistance’s (OTDA) Homeless Housing and Assistance Program. NYSERDA provided $77,000 in funding. The Community Preservation Corporation provided a SONYMA-insured $2 million permanent loan through its partnership with the New York State Common Retirement Fund. The city of Rochester and Rochester Housing Authority provided $400,000 in subsidy.   

    New York State Homes and Community Renewal Commissioner RuthAnne Visnauskas said, “Through a combination of replacing blighted properties with new, energy-efficient modern buildings, and preserving essential public housing stock, this $27 million project will bring 53 affordable homes to Rochester’s Beechwood neighborhood and benefit families and individuals in need of support.     New York State Office of Temporary and Disability Assistance Commissioner Barbara C. Guinn said, “The nine permanent supportive housing units included in this development will provide a safe and affordable place to live for formerly incarcerated individuals and their families, while connecting them with essential support services they need to live stable, independent lives in the community.     Governor Hochul’s Housing Agenda

    Governor Hochul is committed to addressing New York’s housing crisis and making the State more affordable and more livable for all New Yorkers. As part of the FY25 Enacted Budget, the Governor secured a landmark agreement to increase New York’s housing supply through new tax incentives for Upstate communities, new incentives and relief from certain state-imposed restrictions to create more housing in New York City, a $500 million capital fund to build up to 15,000 new homes on state-owned property, an additional $600 million in funding to support a variety of housing developments statewide and new protections for renters and homeowners. In addition, as part of the FY23 Enacted Budget, the Governor announced a five-year, $25 billion Housing Plan to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. Nearly 60,000 homes have been created or preserved to date.

    The FY25 Enacted Budget also strengthened the Pro-Housing Community Program which the Governor launched in 2023. Pro-Housing certification is now a requirement for localities to access up to $650 million in discretionary funding. Currently, nearly 300 communities have been certified, including the city of Rochester.

  • MIL-OSI Global: Friedrich Merz confirmed as Germany’s chancellor – but betrayal by MPs in a secret ballot means he starts from a position of weakness

    Friedrich Merz has been confirmed as Germany’s new chancellor after a close shave left his future in doubt.

    Merz lost a first round of voting among MPs gathered to confirm his role, and may never know who among his own coalition betrayed him. After the shock of the morning vote, a second vote was called and whoever was blocking his path appears to have stood down.

    Merz’s CDU/CSU had struck a coalition deal with the social democratic SPD. Ministers were nominated and ready to take office and Merz’ election as chancellor was scheduled for the morning of May 6. But for much of the morning, this looked uncertain.

    Candidates for chancellor regularly fall short of the number of votes they’d expect to receive (from MPs in their own party and from their coalition partner), and there have been some close-run races, such as Helmut Kohl in 1994, who made it through by just one vote. But this was the first time a candidate has lost the vote.

    Merz fell dramatically short in the first round, receiving only 310 votes. That’s six below the overall majority he needed, and 18 below the number of MPs in his own CDU/CSU/SPD coalition. Germany’s constitution requires this ballot to be secret so we don’t know and may never find out who voted against Merz.

    In the second round of votes, hastily organised after Merz’s failure in the first, 325 votes, more than 316 required. There were 289 votes against, one abstention and three invalid votes.

    Merz will now hope the first vote can be dismissed as “false start” and that life will quickly move on.

    Why did this happen?

    There are four groups of MPs who might have, in secret, voted against Merz in the first round. It’s possible that all four were represented in the group – and we will never know for sure.

    The first is those CDU/CSU parliamentarians who were unhappy with Merz. In particular, just days after his election when he argued for balanced budgets, he pushed through a reform of Germany’s constitutional restrictions on government debt to allow extra defence and infrastructure spending. This irked fiscal hawks, some of whom may have decided to send him a message during the vote.

    The second is those CDU/CSU MPs who had hoped for ministerial office and missed out. The was inevitable, especially since Merz secured fewer cabinet positions than had been expected for his own party. The third group would be made up for SPD MPs who missed out on a ministerial post or were unhappy at choices of ministers.

    Fourth, suspicion will fall on some of the leftwing MPs who have policy disagreements with Merz. His decision to vote with the far-right AfD on immigration policy before the election caused great anger. There are internal SPD critics who feel the coalition agreement makes too many concessions to Merz, particularly on immigration.

    One message about the new government is clear: it had hoped to be more united than its predecessor, the three-party coalition which was frequently consumed by public quarrelling and in the end collapsed over budget policy. Those ambitions have fallen at the first hurdle.

    We should not overstate the risks to government stability. Most votes happen in public, not secret, so MPs are much more likely to tow the government line from here on. And chancellors have often governed with smaller majorities for an extended period.

    However, this debacle is a bad omen. If Merz turns things around quickly, this episode can be forgotten. But if he doesn’t this early blow to his authority will embolden the AfD, which will point to the apparent dysfunction of mainstream parties and capitalise on public dissatisfaction. Nor will this blow to Merz’s authority help him realise his ambition to show leadership in Europe.

    Merz’s poll standing was already weak, and these events risk causing further damage. His first days in the job will now be even more difficult than he expected.

Cornyn. “This legislation would equip law enforcement officers with high-quality trauma kits to prevent deaths due to blood loss and give patients the best chance of survival.”

    Background:
    Trauma kits play a vital role in preventing deaths due to blood loss. Between 30-40% of trauma-related deaths are caused by hemorrhaging, or uncontrolled bleeding, with 33-56% of them occurring before the patient arrives at the hospital. During the Iraq and Afghanistan conflicts, tourniquets and tourniquet training were widely adopted by the military for their lifesaving potential in combat. This practice has since been embraced in civilian populations given its clear survival benefit. In fact, one study found that patient survival was six times more likely when a tourniquet was used, underscoring the critical need for timely bleeding control. This is especially true in rural areas where the average EMS response time is typically double that in urban areas. Having access to a trauma kit and early bleeding control can help bridge this gap and mean the difference between life and death.
    The effectiveness of a law enforcement trauma kit program depends in part on the contents and the quality of the kits. Medical professionals recommend that a kit include bleeding control supplies like tourniquets, bandages, non-latex gloves, scissors, and instructions. However, there is enormous variation in the products available on the market.
    The Improving Police Critical Aid for Responding to Emergencies (CARE) Act would:
    Establish baseline standards in consultation with law enforcement and medical professionals for trauma kits purchased using grant funding under the Edward Byrne Memorial Justice Assistance Grant (JAG);
    And require the development of optional best practices that law enforcement agencies can adapt for training law enforcement officers to use trauma kits and for deployment and maintenance of the kits in vehicles and government facilities.
    The legislation is endorsed by the National Association of Police Organizations (NAPO), International Association of Chiefs of Police (IACP), Major County Sheriffs of America (MCSA), Federal Law Enforcement Officers Association (FLEOA), NYPD Sergeants Benevolent Association (SBA), National Fraternal Order of Police (FOP), the Society of Trauma Nurses, the American College of Surgeons (ACS), and the American Trauma Society.

The travel expenses of the members of the Board of Directors are compensated in accordance with the company’s travel policy. Earnings-related pension insurance contributions are paid voluntarily for the paid remuneration.

    Composition of the Board of Directors

    The General Meeting confirmed the number of members of the Board of Directors at six (6). Juha Karttunen, Taru Narvanmaa, Jon Unnérus, Christoffer Landtman, Jari Rautjärvi and Carl Haglund were elected to the Board of Directors until the closing of the Annual General Meeting of 2026.

    Election of the auditor and the sustainability reporting assurance provider

    The General Meeting elected Ernst & Young Oy, Authorised Public Accountant firm, as the company’s auditor. Ernst & Young Oy has notified that Timo Eerola, APA, acts as the principally responsible auditor for the company.

    The General Meeting elected Ernst & Young Oy, Authorised Sustainability Audit Firm, as the company’s sustainability reporting assurance provider. Ernst & Young Oy has notified that Timo Eerola, ASA (Authorised Sustainability Auditor), acts as the principally responsible sustainability auditor for the company.

    The General Meeting decided that the remuneration of the auditor shall be paid according to the auditor’s reasonable invoice approved by the company, and that the remuneration of the sustainability reporting assurance provider shall be paid according to the sustainability reporting assurance provider’s reasonable invoice approved by the company.

    Authorising the Board of Directors to decide on the issuance of shares and special rights entitling to shares

    As proposed by the Board of Directors, the General Meeting authorised the Board of Directors to decide on the issuance of shares and/or the granting of special rights entitling to shares as referred to in Chapter 10, Section 1 of the Finnish Limited Liability Companies Act, in one or several instalments. The total number of shares to be issued under the authorisation may be at the most 11,400,000 shares, and the authorisation concerns both the issuance of new shares as well as the conveyance of shares held by the company. The authorisation may be used to finance or carry out possible acquisitions or other arrangements or investments related to the company’s business, to implement the company’s incentive program, or for other purposes decided by the Board of Directors. The Board of Directors decides on all terms and conditions of a share issue and the issuance of special rights referred to in Chapter 10, Section 1 of the Finnish Limited Liability Companies Act, and the authorisation therefore includes the right of the Board of Directors to deviate from the shareholders’ pre-emptive subscription right (directed issue), the right to issue shares against consideration or without payment, and the right to decide on a free issuance of shares to the company itself.

    The authorisation is effective until 30 June 2026, and it cancels the corresponding authorisation given to the Board of Directors by the Annual General Meeting on 7 May 2024.

    Authorising the Board of Directors to decide on the repurchase of the company’s own shares

    As proposed by the Board of Directors, the General Meeting authorised the Board of Directors to decide to repurchase a maximum of 5,700,000 shares in the company in one or several instalments by using funds in the company’s unrestricted equity, however, taking into account the provisions of the Finnish Limited Liability Companies Act concerning the maximum number of own shares held by the company. The company’s own shares may be repurchased to be used as consideration in possible acquisitions or in other arrangements related to the company’s business, to finance investments, as a part of the company’s incentive program, to develop the company’s capital structure as well as to be conveyed for other purposes, to be held by the company or to be cancelled. The authorisation also includes the right to pledge the company’s own shares. The company’s own shares may be repurchased in public trading organised by Nasdaq Helsinki Ltd otherwise than in proportion to the shareholdings of the shareholders, at the market price at the time of repurchase. The shares will be repurchased and paid in accordance with the rules of Nasdaq Helsinki Ltd and Euroclear Finland Oy. The Board of Directors decides in all other respects on the terms and conditions of the repurchase of own shares.

    The authorisation is effective until 30 June 2026, and it cancels the corresponding authorisation given to the Board of Directors by the Annual General Meeting on 7 May 2024.

  • MIL-OSI United Kingdom: ‘This will not be tolerated’ – city fly tippers warned as vehicle seized and crushed

    The action was taken as part of an ongoing investigation into fly tipping and other waste offences.  

    The distinctive sign written vehicle has been destroyed after the registered keeper failed to claim the vehicle and failed to pay a fixed penalty notice issued by the council’s environmental crime team.

    Decisive action has been taken to prevent the vehicle being used in future waste crimes and the council hopes it will send a clear message to anyone thinking of spoiling the city in this way.

    Officers first identified the van being used in an incident of fly tipping in the St Peter’s ward of the city last July, when building materials were dumped on land owned by Wolverhampton Homes. The incident was filmed by a resident and evidence was submitted to the council.

    Although the vehicle was not seen at the registered keeper’s address, the environmental crime team continued to search, and it was eventually located in February this year in a different part of the city. Officers then seized the vehicle and investigations are currently ongoing.

    The destruction of the vehicle comes as the Government has announced a crackdown on fly tipping which will include a focus on seizing and crushing vehicles of waste criminals as well as tougher penalties for waste operators who operate illegally.

    Ministers say drones and mobile CCTV cameras will also be deployed to identify cars and vans belonging to fly tippers so they can be destroyed.  

    City of Wolverhampton Council already uses a drone and CCTV cameras in its on going battle to tackle fly tipping and has previously crushed vehicles. In January this year, the council also increased the amount fly tippers can be fined, from £400 to £1,000.

    These initiatives run alongside the city’s successful Shop a Tipper campaign. Under the campaign, anyone suspected of dumping rubbish has their images shared to appeal for information to help identify them.

    Statistics from Defra show that over the past 10 years, the council has issued 330 Fixed Penalty Notices for fly tipping, carried out 58 prosecutions and seized 24 vehicles. In addition, Defra’s latest published statistics show that while fly tipping is on the rise nationally, incidents are reducing in Wolverhampton.

    Councillor Bhupinder Gakhal, cabinet member for resident services at City of Wolverhampton Council, said: “This isn’t the first time that we have used our powers to crush a vehicle used for fly tipping and we want people to know that we will not hesitate to do it again if such selfish and criminal acts continue.

    “We welcome the announcement by the Government to focus on this crime and we are proud that the council is already using all of these interventions to identify and prosecute fly tippers – these include our drone, our CCTV cameras and track record of crushing vehicles.

    “Fly tipping costs Wolverhampton taxpayers around £300,000 a year and we will not tolerate it. This behaviour is anti social, harmful to people and wildlife, and an eyesore. It’s especially offensive to anyone who lives or works in the city and disposes of their waste responsibly.

    “We work very hard in the city to tackle fly tipping, and our committed action means that while figures for fly tipping are increasing nationally, the latest published statistics from Defra show Wolverhampton has actually seen a reduction in fly tipping incidents.

    “It is our clear message that anyone who is found to have fly tipped in Wolverhampton will face action, whether that is a fine, a criminal prosecution or having their vehicles seized and crushed. We will not stand by and allow these criminals to spoil our city.”

If the information provided leads to successful identification, and FPNs are issued and paid or a prosecution takes place, residents receive a £100 Enjoy Wolverhampton Gift Card.

  • MIL-OSI United Kingdom: Coventry City Council launches ground-breaking on-road test of Novel Modular Light Rail Track System

    The Coventry Very Light Rail (CVLR) project has achieved a significant technical milestone with the construction of a 220-metre single-track demonstrator in the city’s heart.

    Installed along Greyfriars Road and Queen Victoria Road, this trial represents the first time CVLR’s innovative modular track form has been embedded within a live urban corridor.

    The 50 %+ completion milestone follows the appointment of the Principal Contractor in mid-February 2025. Delivery has progressed swiftly to the completion of laying and aligning all Ultra-High-Performance Concrete (UHPC) slabs and the alignment, welding, and fastening of the grooved rails. With full slab bedding now also complete, the result is a structurally sound and installation-complete track form, ready to accept the CVLR vehicle.

    Over the coming weeks, the team will finalise the installation of the structural health monitoring system, rail drainage, and rail-to-pavement interface components before embedding rails in asphalt pavement. The team targets completion of the construction phase by early May 2025.

    Dr Christopher Micallef, CVLR track programme lead at Coventry City Council, said: “This milestone represents a step-change in the technology readiness level of the novel CVLR track system. Having progressed through concept design, laboratory testing, and a series of increasingly complex pilot installations in controlled environments, we are now proving the system in a dense, operational urban corridor for the first time.”

    Councillor Jim O’Boyle, Cabinet Member for Jobs, Regeneration, and Climate Change at Coventry City Council, said: “This is a significant step forward for the CVLR project and how cities like Coventry can rethink public transport infrastructure. We are not just piloting technology, we are building confidence in a scalable model that puts climate, community, and cost-effectiveness at the heart of urban mobility. And I’m pleased to say that this innovation has been born out of our manufacturing skills in this city and the wider region. The green economy is growing, and CVLR is at the heart of that here.”

    A Technically Complex Urban Demonstrator

    The track alignment was chosen to test real-world challenges typical of dense city centres. It traverses a longitudinal gradient between 1.5% and 3.5%, incorporates a 30-metre radius curve, and applies a continuous cant to facilitate compatibility with existing road geometry.

    Construction was undertaken within a strictly constrained corridor, maintaining continuous access across an active junction. Crucially, no full road closures or traffic diversions were required — a key goal in demonstrating CVLR’s ‘LITE footprint’ on the public realm.

    The route also interfaces with all primary below-ground services, including water (clean and foul), gas, electricity, and telecommunications. The track form’s shallow 300mm excavation depth and integrated utility access chambers enabled installation without major service relocation — a fundamental advantage over traditional tram systems.

Our teams worked closely with Coventry City Council to adapt to complex site conditions in real time, showing what’s possible when engineering meets digital responsiveness.”

    Enabling a Step Change in Light Rail Construction

    CVLR’s approach is underpinned by enabling technologies to overcome the traditional barriers to light rail deployment in the UK. These include:

    • The use of UHPC slabs as the core structural element — offering exceptional strength at approximately 100 mm thickness. This enables the construction of the track superstructure without requiring the typical concrete foundation.
    • A digitally integrated construction platform that ensures rapid design adaptation and data capture.
    • A live structural health monitoring system, embedded into the infrastructure, to validate long-term performance in real-world conditions.

    Together, these technologies enable a radically simplified, utility-friendly track form that is scalable and repeatable across various urban contexts.

    Real-Time Monitoring for Long-Term Insights

    The track section has a state-of-the-art, high-frequency structural health monitoring system. This includes strain gauges embedded within the UHPC slabs, asphalt strain gauges, accelerometers, pressure sensors, relative movement sensors, and AI-enabled camera systems.

    This system enables engineers to study the infrastructure’s behaviour under ambient conditions, CVLR vehicle loads, and general road traffic over the short and long term. The data will feed into a digital twin of the track form, allowing predictive modelling, lifecycle assessment, and future specification refinement.

    Digital Construction: Adaptable and Transparent

    Another innovation showcased in this phase is using a digital construction management platform, which enables real-time communication of on-site as-built survey data directly to the design team. This capability has proven essential during milling operations, where conditions such as out-of-spec shallow utilities and historic cobblestone layers require fast redesign and decision-making.

    The platform also generates a high-resolution, fully traceable record of the as-built infrastructure, which can be accessed using augmented reality technologies. This significantly enhances transparency, quality assurance, and long-term asset management.

    Looking Ahead

    Following the completion of construction on the test track, the CVLR vehicle will be brought into Coventry city centre to commence a period of public engagement and trial running on the newly installed infrastructure. These demonstrations will allow stakeholders and the public to experience the system first-hand and provide valuable feedback to inform future development.

    Once the trial runs conclude, the site will be returned to regular highway use, but it will continue to serve as a long-term testbed. Regular road traffic will contribute live loading to the track form, providing essential data to validate the system’s performance over time. This ongoing monitoring is critical to demonstrating the durability and lifecycle behaviour of the CVLR track form under mixed-use conditions.

    The programme will then progress towards delivering the first integrated transport system utilising the CVLR infrastructure, which will be part of the following primary phase. This work is being delivered as part of a dedicated research and development programme fully funded by the Department for Transport (DfT) through the West Midlands Combined Authority (WMCA) to create a scalable and sustainable urban mobility solution for the future.

    I rise today in opposition to H.J.Res.88.
     
    As a staunch defender of Michigan’s auto industry — the backbone of the American economy — and someone who cares deeply about the environment, I do not take this vote lightly. I have spoken to all the stakeholders involved multiple times.
     
    I believe in preserving consumer choice, maintaining American leadership in innovation, defending the future of domestic manufacturing, and protecting the environment. These are not mutually exclusive.
     
    Michigan, and the United States, put the world on wheels, and now, we are leading the transition to the next generation of vehicles.
     
    We cannot afford to cede that leadership to our adversaries. I will remind my colleagues that it wasn’t that long ago when gasoline prices went up and American consumers wanted smaller cars, Japanese carmakers flooded our market with smaller vehicles, caught our domestic industry flat-footed, and U.S. manufacturers paid the price for a decade. 
     
    We must innovate, adapt, and build vehicles competitively here at home. The global marketplace wants EVs, hybrids, and internal combustion engines.
     
    To lead globally, we must accelerate the manufacturing of cleaner vehicles in a practical, affordable, and inclusive way. That means building out EV charging infrastructure, keeping hybrids and plug-in hybrids available, and ensuring affordability, which is becoming one of the biggest issues in this country. Especially when competing with at least one country where the government subsidizes manufacturing, uses forced labor, and manipulates currency.
     
    We cannot cede our leadership to China or any other country. This also means investing in advanced manufacturing, securing domestic battery supply chains, and protecting the Inflation Reduction Act’s historic EV investments.
     
    California’s Advanced Clean Cars 2 program would impose EV sales mandates across nearly 30 percent of the U.S. market. While that may work for California, it isn’t working in some other states.
     
    Let me be clear: this is not the time to ban gas-powered vehicles. CARB and Governors must be able to adjust these programs if market conditions change. Maryland Governor Wes Moore recently did just that, easing compliance enforcement. 
     
    I share concerns about consumer choice, but this Congressional Review Act resolution has serious legal flaws. The Government Accountability Office and the Senate Parliamentarian both ruled that these waivers are not subject to the CRA. Proceeding sets a dangerous precedent. 
     
    Misusing the CRA today could open the door to striking down a wide range of federal programs tomorrow, including Medicaid waivers, which worries me greatly. I don’t sleep at night on that one. 
     
    We are here today because some states have adopted stricter rules that could ban new gas-powered vehicles by this summer. I support the EV transition, but we are simply not there yet.

    For model year 2026, ACC 2 states would require 35 percent of new car sales to be a mix of electric or hybrid, yet the national average is still around 10 percent. That jumps to 68 percent by 2030 and 100 percent by 2035. For most states, this is not realistic today.
     
    We need all stakeholders at the table — labor, manufacturers, suppliers, dealers, environmental groups, and consumers — to work together for the American people, and figure it out so we stay competitive in a global marketplace, meet consumer demand, take care of the environment, sell affordable cars, and keep manufacturing in this country.
     
    This resolution would be unprecedented federal overreach. While I disagree with California’s timeline, I also disagree with misusing the CRA to address it.
     
    If we’re serious about American leadership, EVs must be in our portfolio. I remain committed to protecting American jobs, expanding consumer choice, and ensuring U.S. leadership in global automotive innovation.
     
    The American people sent us here to solve problems. Let’s stop wasting time on illegitimate messaging CRAs and work together to support innovation, build out the infrastructure, and ensure access to affordable, American-made vehicles — whether gas-powered, hybrid, or electric.
     
    Let’s work together for our country. With that, I will be voting ‘no’.

  • MIL-OSI Security: Federal Jury Finds Minneapolis Felon Guilty of Illegal Firearms and Machinegun Possession

    ST. PAUL, Minn. – A federal jury convicted Clenest Demon Wells, Jr. of illegal possession of a firearm as a felon and unlawful possession of a machinegun, announced Acting U.S. Attorney Lisa D. Kirkpatrick.

    According to court documents and evidence presented at trial, Clenest Demon Wells, 28, was repeatedly caught illegally carrying firearms. Because Wells has multiple prior felony convictions, he is prohibited from possessing firearms or ammunition.

    On April 6, 2020, law enforcement officers responded to reports in Minneapolis of a passenger wearing a black vest and greyish winter hat on a Metro Transit bus threatening another passenger with a firearm. Law enforcement officers located and boarded the Metro Transit bus at the intersection of Penn and Lowry Avenue North, identified a passenger who closely fit the description, and conducted a pat-down search. The passenger was later identified as Wells, who was found in possession of a black HiPoint 9-millimeter semi-automatic pistol.

    On May 23, 2022, Minneapolis Police Department officers on patrol observed a Pontiac G6 speeding through a residential area and conducted a traffic stop. Wells was the driver and sole occupant of the vehicle. Officers smelled and observed marijuana in the car, initiated a search, and found Wells in possession of a black Springfield Model XD9 9-millimeter semi-automatic pistol.

    On July 30, 2023, law enforcement responded to calls reporting a fight and an individual with a gun in a parking lot at Hennepin Avenue and 5th Street in downtown Minneapolis. Upon arrival, bystanders reported that one of the involved individuals—later identified as Wells—had a gun. As officers approached, Wells turned to walk away, ignoring orders to stop. Wells was subsequently found to be in possession of a Glock model 17 9-millimeter handgun equipped with an auto-sear, commonly called a “switch,” which enabled the Glock pistol to operate as a fully automatic machinegun. Test firing conducted by the Federal Bureau of Investigation showed that the Glock pistol equipped with a switch possessed by Wells could fire ten rounds in less than one second.  

    “Today’s conviction holds Wells accountable for the fear and violence he has inflicted on the community for far too long,” said Acting U.S. Attorney Lisa D. Kirkpatrick. “The U.S. Attorney’s Office remains steadfast in its commitment to prevent violent crime.”

    “Possession of a firearm modified to function as a machine gun in a public space could have had tragic consequences,” said Special Agent in Charge Alvin M. Winston Sr. of the FBI Minneapolis. “Protecting our communities from violence is a top priority, and we are committed to working with our partners to stop those who put innocent lives at risk.”

    After a three-day trial before Judge Donovan W. Frank in U.S. District Court, Wells was convicted on three counts of illegal possession of firearms as a felon and one count of unlawful possession of a machinegun. A sentencing hearing will take place at a later date.

    This case is the result of an investigation by the FBI, the Minneapolis Police Department, the Metro Transit Police Department, the Minnesota Bureau of Criminal Apprehension, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives.

    Today, the U.S. Food and Drug Administration announced its intent to expand the use of unannounced inspections at foreign manufacturing facilities that produce foods, essential medicines, and other medical products intended for American consumers and patients. This change builds upon the agency’s Office of Inspection and Investigations Foreign Unannounced Inspection Pilot program in India and China and aims to ensure that foreign companies will receive the same level of regulatory oversight and scrutiny as domestic companies.  
    “For too long, foreign companies have enjoyed a double standard—given advanced notice before facility inspections, while American manufacturers are held to rigorous standards with no such warning. That ends today. This is a key step for the FDA as part of a broader strategy to get foreign inspections back on track,” said FDA Commissioner Martin A. Makary, M.D, M.P.H.  
    In addition, the FDA will evaluate the agency’s policies and practices for improvements to the foreign inspection program to ensure that the FDA is the gold standard for regulatory oversight. These changes will include clarifying policies for FDA investigators to refuse travel accommodations from regulated industry including lodging and transportation arrangements (taxi, limousine, and for-hire vehicle transit), to maintain the integrity of the oversight process.
    The FDA conducts approximately 12,000 domestic inspections and 3,000 foreign inspections each year in more than 90 countries. While U.S. manufacturers undergo frequent, unannounced inspections, foreign firms have often had weeks to prepare, undermining the integrity of the oversight process. Despite the advanced warning that foreign firms receive, the FDA still found serious deficiencies more than twice as often than during domestic inspections.  
    Only in specific programs and cases are the FDA’s domestic inspections pre-announced to assure that appropriate records and personnel will be available during the inspection. But regulated companies do not have the authority to negotiate the day or time of the inspection— nor should foreign companies have the capability to do so either. With this shift, the FDA is further ensuring that every product entering the U.S. is safe, legitimate, and honestly made. Unannounced inspections will also help expose bad actors—those who falsify records or conceal violations—before they can put American lives at risk. The FDA is authorized to take regulatory action against any firm that seeks to delay, deny, or limit an inspection, or refuses to permit entry for an unannounced drug or device inspection.
    “The FDA’s rigorous, science-based global inspections of manufacturing facilities ensure that the food and drug products that enter the U.S. marketplace, and the homes of American consumers, are safe, trusted, and accessible,” said FDA Assistant Commissioner for Inspections and Investigations Michael Rogers. “These inspections provide real-time evidence and insights that are essential for making fact-based regulatory decisions to protect public health.”

  • MIL-OSI Security: SDTX Continues Efforts to Protect the Border with 259 More Charged in Immigration-Related Crimes

    HOUSTON – A total of 256 cases have been filed from April 25-May 1 in matters aimed at securing the southern border, announced U.S. Attorney Nicholas J. Ganjei. 

    As part of the cases, 83 face allegations of illegally reentering the country. The majority have prior felony convictions for narcotics, firearms, sexual or violent offenses, prior immigration crimes and more. A total of 160 people face charges of illegally entering the country, while 13 cases allege various instances of human smuggling with the remainder involving other immigration-related crimes.  

    Those charged by criminal complaint include three Mexican nationals found in the McAllen area who are alleged to be here illegally. The charges allege Luciano Ojeda had been sentenced to two years for robbery before his removal, while Sergio Salazar-Gonzalez and Maria Del Carmen Gutierrez-Perez have convictions for driving while intoxicated (3rd offense) and injury to child/elderly/disabled persons with intent of causing bodily injury, respectively, before they were removed from the United States.

    In addition to the new cases filed, two adult Guatemalan citizens were indicted for making false statements about their age in their juvenile immigration cases. Tadeo Pedro Torres and Marvin Ixcoy-Ajqui claimed they were unaccompanied minors after they entered the United States illegally. As a result, they were allegedly transferred to juvenile shelters contracted to provide care for children in the United States for whom there is no parent or legal guardian with the ability to provide custody. However, the charges allege they were adults and had provided a false date of birth and age.

    A Houston federal jury also convicted a conspirator involved in transporting aliens shot en route. Mailon Almendares-Martinez recruited conspirators who picked up the aliens near the border. On the way to Houston, individuals believed to be a part of a rival alien smuggling organization had shot at them, resulting in gunshot wounds to the arm and leg. After the shooting, Almendares-Martinez told the co-conspirators to return to Houston and not seek medical attention for the two wounded aliens. He now faces up to 10 years in federal prison.

    “This case demonstrates—like so many cases before it—that human smuggling is an inhumane, dangerous, and sometimes fatal business,” said Ganjei. “Those that smuggle human beings for profit deserve prosecution, and those that would willingly place themselves in a situation to be smuggled need to think twice. Stay home, stay safe.”

    In Corpus Christi, Louis Dante Anthony received a 30-month sentence for smuggling three dozen illegal aliens in an 8 by 4.25-foot false compartment. The illegal aliens had no access to air, could not be heard from the outside and were unable to get themselves out of the compartment. All were from the countries of Ecuador, Colombia, Guatemala, El Salvador, Honduras and Mexico.

    In Laredo federal court, an illegal alien pleaded guilty to assault of an officer, admitting he struck the agent’s body and face repeatedly while attempting to flee. A Border Patrol (BP) agent had transported Marco Cupil-Hernandez to a local hospital for emergency care after he had waded across the Rio Grande River. Once cleared, the agent attempted to assist him into the vehicle. Cupil-Hernandez then forcefully pushed him away and attempted to flee, resulting in a struggle on the concrete during which Cupil-Hernandez elbowed the agent’s face. He faces up to 20 years in federal prison.

    Also announced this week was the sentencing of two felons in McAllen for illegally reentering the United States. Porfirio Martinez-Santos, Mexico, was ordered to serve 42 months, while Juan Esteban Zelaya-Hernandez, Honduras, received 21 months. The investigation revealed Zelaya-Hernandez had been ordered removed in August 2024 after serving a federal prison sentence for possession of a firearm by a felon and illegal reentry. Martinez-Santos was removed in 2023 and had previously served a 37-month sentence for illegal reentry.

    Another Mexican citizen with a felony criminal history was sentenced for illegally reentering the United States after eight previous removals. Julio Cesar Corona-Corona will now serve 37 months in federal prison. In handing down the sentence, the court noted that despite prior court warnings not to do so, Corona-Corona was determined to unlawfully reenter the United States, as evidenced by his repeated encounters with immigration authorities. He was first removed from the United States in January 2014 and returned illegally eight times between 2014 and April 2020. In fact, authorities had removed him six times alone between 2017-2018.

    In Brownsville, a 42-year-old man from Aldamas, Tamaulipas, Mexico, was also sentenced for illegal reentry into the United States. Alfredo Balderas-Rivera was first removed in 2016 with a subsequent removal in 2018 and 2023. However, authorities found Balderas-Rivera in Cameron County March 30, 2024. He had been in custody for allegedly committing fraud and assault and bodily injury. He received a 50-month sentence in Brownsville federal court.

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement (ICE) – Homeland Security Investigations, ICE – Enforcement and Removal Operations, BP, Drug Enforcement Administration, FBI, U.S. Marshals Service and Bureau of Alcohol, Tobacco, Firearms and Explosives with additional assistance from state and local law enforcement partners.

    The cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

    Under current leadership, public safety and a secure border are the top priorities for the Southern District of Texas (SDTX). Enhanced enforcement both at the border and in the interior of the district have yielded aliens engaged in unlawful activity or with serious criminal history, including human trafficking, sexual assault and violence against children. 

    The SDTX remains one of the busiest in the nation. It represents 43 counties and more than nine million people covering 44,000 square miles. Assistant U.S. Attorneys from all seven divisions including Houston, Galveston, Victoria, Corpus Christi, Brownsville, McAllen and Laredo work directly with our law enforcement partners on the federal, state and local levels to prosecute the suspected offenders of these and other federal crimes.

  • MIL-OSI Security: Wetaskiwin — Wetaskiwin RCMP traffic stop leads to seizure of drugs and firearm

    On March 25, 2025, Wetaskiwin RCMP received a report of an impaired driver. Wetaskiwin General Duty Officers and Wetaskiwin Crime Reduction Unit responded to the call. Upon arriving on scene, two occupants were identified departing from the vehicle. Occupants were arrested, and a further investigation led to a search of the vehicle resulting in the seizure of:

    • A sawed-off rifle;

    • 60 grams of methamphetamine;

    • 14 grams of fentanyl;

    • unstamped cigarettes.

    A 33-year-old individual, a resident of Wetaskiwin, was charged with:

    • Possession for the purpose of Trafficking (x2);

    • Drive while prohibited;

    • Breach Firearms prohibition order;

    • Firearms offences (x5).

    A 27-years-old individual, a resident of Maskwacis, was charged with:

    • Breach of Conditional Sentence Order;

    • Breach Firearms prohibition order (x2);

    • Firearms offences (x5).

    Both were brought before a justice of the peace and remanded into custody and are set to appear back in court March 27, 2025 at the Alberta Court of Justice in Wetaskiwin.

    Moscow, May 6 /Xinhua/ — According to the results of the first four months of 2025, sales of new cars of all segments in Russia decreased by 27 percent year-on-year and amounted to 404 thousand units, the Russian Ministry of Industry and Trade reported.

    During the specified period, 346.4 thousand new passenger cars were sold in Russia, a decrease of 26%. The market volume in the light commercial vehicle segment amounted to 34 thousand units, which is 16% less than the same period last year.

    In addition, 20 thousand trucks and 3 thousand electric vehicles were sold in January-April, which is 49 percent and 66 percent less, respectively, than in the same period a year earlier.

    At the same time, in April, the overall market growth was noted by 25 percent compared to March 2025, the ministry noted. –0–

  • MIL-OSI USA: Carbajal Demands Answers Regarding the Revocation of Student Visas

    U.S. Representative Salud Carbajal (D-CA-24) joined 142 Members of Congress in demanding answers regarding the termination of students’ legal status. Despite the Trump Administration’s recent claim that it would reverse course, only Immigration and Customs Enforcement (ICE) has made any policy change.  While students are no longer immediately deportable, they will be unable to return to the United States once they go home after the semester ends, as the State Department is not restoring students’ visa status.

    “This is not about national security. It is about using immigration enforcement as a weapon to stifle political dissent, restrict due process, and enforce an exclusionary and nativist vision of America that runs counter to everything our institutions of higher learning stand for,” wrote the lawmakers. “Across the country, students are being picked up – in some cases by masked immigration agents in unmarked cars – and being held in detention facilities with no warning and limited information as to why they are being deported.”

    According to recent reporting, more than 1,800 students and recent graduates across 280 colleges and universities have had their visas revoked. Since Trump took office, the Department of Homeland Security (DHS) has also confirmed that at least 4,736 have had their legal status terminated in the Student and Exchange Visitor Information System (SEVIS). However, DHS does not have the authority to terminate this legal status except under very specific circumstances, none of which have been met in the vast majority of these cases.

    “Our campuses have been spaces where students and scholars from around the world come together to challenge assumptions, push the boundaries of knowledge, and foster the innovation that has made our country a global leader,” continued the lawmakers. “But today, the Trump administration’s heavy-handed and politically motivated immigration enforcement is turning university campuses into places of fear, rather than learning, and these actions deter students from coming to study at U.S. institutions.”

    Reporting has also shown that the State Department has been using Artificial Intelligence (AI) tools to identify students to target through their social media accounts. This aspect is especially troubling as social media accounts may not feature students’ names, and AI facial recognition is often prone to mistakes, at significantly higher rates when identifying people of color.

  • MIL-OSI Security: Illegal Alien Caught Attempting to Export Stolen Vehicles for Cartel

    McALLEN, Texas – A 19-year-old Mexican national has been arrested for his alleged role in attempting to export a stolen vehicle, announced U.S. Attorney Nicholas J. Ganjei.

    Angel David Salas-Herrera is set to make his initial appearance before U.S. Magistrate Judge Nadia S. Medrano at 10 a.m. 

    The criminal complaint alleges that on May 2, law enforcement observed a Jeep Gladiator in Cameron County that had been reported stolen from Edinburg. They attempted to conduct a traffic stop, but the driver refused to yield, and a chase ensued, according to the charges. It ended as the vehicle allegedly collided near a residence in Brownsville. 

    Salas-Herrera was the passenger, according to the allegations. During a search of the Gladiator, law enforcement allegedly found multiple key fobs and a device utilized to program them. 

    The charges allege the Gladiator was intended to be exported to Mexico for the Gulf Cartel. Law enforcement was also able to recover two additional stolen vehicles that were allegedly intended for the same purpose.  

    Salas-Herrera is charged with export of stolen motor vehicles. If convicted, he faces up to 10 years in federal prison. He could also be ordered to pay up to a $250,000 fine.  

    This case is part of Organized Crime Drug Enforcement Task Forces (OCDETF) Operation Cocina de Caldo. The FBI, Immigration and Customs Enforcement-Homeland Security Investigations are conducting the investigation with the assistance of Customs and Border Protection, Border Patrol, Texas Department of Public Safety, sheriff’s offices in Hidalgo and Cameron Counties and police departments in McAllen, Mission, Pharr, Brownsville, Edinburg and Rancho Viejo. Assistant U.S. Attorneys Roberto Lopez Jr. and Sarina DiPiazza are prosecuting the case.

    The OCDETF operation is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Currently the biggest country in the world by population, India is projected to move from its fifth-largest global economy to third in the next three years, thanks to the highest growth rate in the G20. footnote 2 By the end of the decade, it will be home to an estimated 60 million middle-class consumers, whose numbers are projected to grow to a quarter of a billion by 2050. footnote 3 And by 2035, their demand for imports is on course to top £1.4 trillion. footnote 4 The enormous scope of this market, where British goods and services are already sought after, represents an equally huge opportunity for UK businesses in the decades to come.

    Cutting costs for UK-India trade 

    From day one, this deal will support businesses across the United Kingdom by making it cheaper, easier, and quicker to trade with India. The deal will slash costs on UK exports, including whiskies and gin, cosmetics, medical devices, advanced machinery and lamb. Based on current trade alone, India’s tariff cuts amount to £400m in the first year, going up around £900m after 10 years. footnote 5 And that’s before factoring in the savings from speedier and easier trade from improved customs and digital commitments.     • Unlocking new opportunities for medical devices firms within the life sciences sector, with reduced tariffs and rules of origin that factor in the UK’s complex supply chains and ensure that businesses can reap the benefits.  

    • Enshrining copyright protections for the creative sector, enabling our exporters to feel confident exporting to India with a commitment that works will continue to be protected for at least 60 years. India will also commit to engaging on aspects of Copyright and Related Rights. This deal addresses the interests of UK creators, rights holders, and consumers, including around Public Performance Rights and Artist Resale Rights, which acknowledge the importance of payment rights. India will also conduct an internal review of their copyright protection terms.   

    • Guaranteeing access for the UK’s world-class financial and professional business services sectors to India’s growing market. This is on top of securing India’s foreign investment cap for the insurance sector, ensuring UK financial services companies are treated equally to domestic suppliers, and encouraging the recognition of professional qualifications.

    Biopanda is a Belfast-based medtech manufacturer which exports in vitro test kits for clinical laboratories, veterinary practice, and food safety laboratories.

    Unlocking Opportunities Nationwide 

    Through our Plan for Change, this government will raise living standards in every part of the United Kingdom. This deal supports that goal, unlocking new opportunities in every region and nation.  

    This deal also opens a huge new market for iconic UK brands, securing India’s best ever tariff offer and providing access to India’s growing middle-class consumer base, which will give iconic UK brands the opportunity to expand their reach and influence. This access includes cutting tariffs on whiskies from 150% to 75% at entry into force, following to 40% after 10 years, as well as on other agri-food products such as soft drinks dropping from 33% to 0% after seven years, and lamb dropping from 33% to 0% at entry into force. Separately high-end cars will benefit from a drop from over 100% to 10% under a quota. We have also secured India’s best ever agreement on Rules of Origin, which enables UK businesses to take advantage of these new lower tariffs.

    This deal will also support consumers as they benefit from the best of India and greater variety as our trading relationship grows, including clothing, footwear, and iconic food and drink. New commitments will also help protect consumers from spam texts from India, which could include requiring opt-out or prior consent.

    Case study – Chivas Brothers Ltd

    Chivas Brothers Ltd is part of the Pernod Ricard group of companies and exports over £2bn of Scotch whisky and gin every year, including brands like Chivas Regal, Ballantine’s, The Glenlivet and Beefeater. India is amongst Chivas Brothers’ largest export markets and the biggest consumer of whisky worldwide by volume. The UK-India trade agreement will help solidify and potentially expand on Pernod Ricard’s existing investments, which includes a €200m distillery construction in the Indian state of Maharashtra and £100m in bottling facilities in Dumbarton, Scotland.

    Diageo is a leading player in India’s beverage alcohol sector and is among the top 10 fast-moving consumer goods companies in India by market capitalisation. Diageo has 50 manufacturing facilities across India, employs over 3,300 people directly in market with a further 100,000 jobs supported throughout its value chain. India is one of Diageo’s largest markets globally and accounts for almost half of its total global spirits volume.

    This agreement encourages collaboration between our two complementary economies. It creates a framework to promote closer ties on innovation – including on new technologies in areas like agriculture, health, advanced manufacturing, and clean energy. And our agreement on business mobility will help experts on both sides deliver their services, enabling us to capitalise on the economic transformation that technology will bring over the course of this century. 

    Through this deal, we are showing the world that we stand for free, fair, and open trade. In an increasingly unstable and volatile world, this provides businesses with the confidence that they need to grow and expand. And as India’s approach to global trade changes, so can this deal. We have agreed in numerous areas that, if India offer a better deal to a different country, we can come back to the table to renegotiate for the UK. 

    Case study – Coltraco Ultrasonics

    Coltraco Ultrasonics are high-exporting advanced manufacturers of ultrasonic instrumentation and systems, exporting 90% manufactured output to 120 countries. Coltraco have twice won the Queen’s Award for Enterprise in International Trade and have exported to India for 30 years. Since 2019, Coltraco have won the contract for nearly 200 ships of the Indian Navy and Coast Guard and support in-service use and maintenance of their ultrasonic watertight integrity instrumentation on board.

    Unlocking Access to India’s Untapped Procurement Market 

    For the first time, UK businesses will have guaranteed and unprecedented access to India’s vast procurement market, covering goods, services and construction. UK businesses will be granted brand new access to approximately 40,000 tenders with a value of at least £38 billion a year. footnote 8 This will unlock significant opportunities spanning a range of sectors, including transport, healthcare and life sciences and green energy. Alongside this UK firms will, for the first time, have access to India’s procurement portal, connecting them to the information they need to make the best out of these opportunities – which will grow as India builds the infrastructure necessary for an economic superpower with the world’s largest population. 

    UK companies will also get exclusive treatment under the ‘Make in India’ policy, which currently provides preferential treatment for federal government procurement to businesses who manufacture or produce in India. However, this unprecedented treatment will mean that if at least 20% of a company’s product or service is from the UK, they will be treated as a ‘Class Two local supplier’– granting them the same status that is currently only ever given to Indian businesses.

    Throughout the negotiations, we have championed our values – securing India’s first ever chapters on anti-corruption, consumer protections, labour rights, the environment, gender equality, and development. We have protected the NHS, defended the UK’s interests, ensured the points-based immigration system is not affected, upheld our high food standards, and maintained our animal welfare commitments throughout. This deal demonstrates our commitment to both workers and businesses, staying true to our values while driving economic growth.

  • MIL-OSI Security: Grande Prairie — Grande Prairie RCMP CRU arrests two for drug trafficking

    On April 7, 2025, Grande Prairie RCMP received a complaint of a suspicious person and vehicle. Upon approach by RCMP members, the vehicle fled the scene at a high rate of speed. Members noted vehicle information for further investigation.

    On April 10, 2025, the vehicle was seen by a Grande Prairie RCMP Police Dog Services member, who advised the Grande Prairie RCMP CRU (Crime Reduction Unit). Grande Prairie RCMP CRU were able to locate the vehicle and conduct a traffic stop, which led to the arrests of the two individuals found within.

    A search of the vehicle incidental to arrest revealed 125 grams of methamphetamines, 30 grams of fentanyl and over $2000 in cash.

    As a result of the investigation, the following two individuals were arrested:

    • A 45-year-old individual, a resident of Grande Prairie, was charged with:
      • Possession for the purpose of trafficking (x2);
      • Possession of proceeds of crime;
      • Possession of weapon while prohibited (x4);
      • Obstruct police officer;
      • Dangerous driving;
      • Failure to comply with release order (x2); and
      • Driving while unauthorized.
    • A 30-year-old individual, a resident of Grande Prairie, was charged with two counts of possession for the purpose of trafficking and one count of possession of proceeds of crime.

    Both individuals were brought before a justice of the peace. The 45-year-old individual was released on conditions while the 30-year-old individual was remanded into custody. They are to appear before the Alberta Court of Justice in Grande Prairie on April 14, 2025.

  • MIL-OSI Security: Foothills County — High River RCMP and Southern Alberta Crime Reduction Unit make arrests for stolen property

    On April 21, 2025, High River RCMP and the Southern Alberta Crime Reduction Unit, with the assistance of Okotoks RCMP, and the Emergency Response Team executed a search warrant at an acreage located in Foothills County. The search warrant resulted in the recovery of numerous stolen property including: 2 vehicles, 4 trailers, 1 ATV, 3 dirt bikes, and firearms. Two males were arrested on scene, and a third male fled the scene in a stolen truck. He was located and arrested after attempting to evade police.

    The three males have been charged with the following offences:

    • Possession of property obtained by crime under $5000
    • Possession of property obtained by crime over $5000
    • Possession of weapon obtained by crime
    • Possession of weapon for dangerous purpose
    • Possession of break in tools
    • Dangerous operation of a motor vehicle
    • Criminal Flight
    • Mischief over $5000
    • Obstruct Police Officer
    • Fail to comply with release order
    • Careless storage of firearm
    • Firearm in motor vehicle

    They remain in custody awaiting court proceedings. An update is anticipated at a later time.

    This search warrant and arrests were a direct result of the work of the Southern Alberta Crime Reduction Unit, in conjunction with several Southern Alberta RCMP detachments.

President Trump has been a longtime, vocal supporter of policy that helps working-class Americans, promising his 2024 presidential campaign to reduce taxes on tips and overtime wages for American workers.

    Specifically, Congressman Moran’s No Tax on Overtime Act would allow a deduction for up to 300 hours of qualified overtime compensation earned in a given taxable year. The legislation is tailored toward individual earners making up to $100,000 and couples with a combined income of $200,000. Further, this bill will eliminate 100% of income taxes on the 50% overtime pay premium for the more than 90 million hourly workers.

    In September 2024, Trump stated: “[No Tax on Overtime] gives people more of an incentive to work… The people who work overtime are among the hardest-working citizens in our country. And for too long, no one in Washington has looked out for them… Those are the people, they really work. They’re police officers, nurses, factory workers, construction workers, truck drivers and machine operators.”
