  • MIL-OSI Russia: Polytechnic and KRSU: a new level of cooperation with industrial partners

    The Polytechnic University continues to cooperate with the Kyrgyz-Russian Slavic University (KRSU), providing methodological support and expertise to improve the efficiency and quality of KRSU’s key processes in the field of engineering education.

    The working meeting of representatives of SPbPU, KRSU and Geoscan Group of Companies, which was held at the Polytechnic University, was dedicated to the development of scientific potential and building long-term ties with industrial partners. KRSU was represented by Artem Belyaev, Director of the University’s Technopark, and Andrey Gurinov, Chairman of the Association of Robotics, Mechatronics and Additive Technologies of the Kyrgyz Republic. Daniil Zolotnik, Deputy General Director for Education at Geoscan Moscow, took part in the conversation. The Polytechnic was represented by Sergey Salkutsan, Director of the Center for Continuing Professional Education at the Advanced Engineering School “Digital Engineering” (PISH CI), Nikita Golovin, Head of the Slavic Universities Project Office, Deputy Head of the International Cooperation Department, and Alexander Gordeev, an engineer at PISH CI.

    Sergey Salkutsan presented the experience of the Advanced Engineering School “Digital Engineering” of SPbPU in implementing educational solutions aimed at training young engineers capable of working on applied problems in the interests of industry and technological development. The experts reviewed initiatives implemented jointly with the Academy of Digital Technologies, including career guidance projects and student participation in applied research.

    The idea of creating a single educational circuit along the line “industry – university – college – school” was presented at the meeting. Its goal is to ensure the end-to-end transfer of knowledge and practical skills at all stages of training. The participants discussed possible formats for adapting this model in Kyrgyzstan on the basis of KRSU.

    Andrey Gurinov spoke about the potential that cooperation with companies and educational institutions of the Kyrgyz Republic provides. The strategic development plan of the RIAT KR Association emphasizes providing international-level service with an emphasis on the regional needs of partners. The speaker noted that, given the positive demographic situation in the republic, human resources are, first of all, the driving force behind the development of the industry in the Kyrgyz Republic. Thus, cooperation in the field of education and targeted training of personnel is the key to success in long-term cooperation.

    Representatives of KRSU and GC Geoscan got acquainted with the methodological and scientific-technical potential of the Digital Engineering PISH. The guests were shown the renovated premises of the High Voltage Technologies (HVT) building, which will be used as educational and production sites.

    “We believe it is important to create and improve partnerships that develop engineering education and create conditions for the emergence of new qualified specialists. Such meetings are an opportunity not only to share experiences, but also to build long-term relationships with universities that share our values,” said Daniil Zolotnik.

    In addition, the guests learned about the activities of the engineering division of PISh CI – the Experimental Design Bureau, opened in October 2024. Alexander Gordeev spoke about the current tasks and projects of the design bureau, including the use of digital engineering and the CML-Bench® platform to solve problems in the field of unmanned aviation. The design bureau space is designed for the simultaneous work of 30 engineers, students and representatives of industrial partners.

    Colleagues from KRSU highly appreciated the level of technical equipment and the students’ project activities.

    “The cooperation between SPbPU, KRSU and the Geoscan company will allow us to attract schoolchildren and students to study modern technologies in the field of robotics and unmanned aerial vehicles. Holding UAV competitions will become an additional incentive and will open up new opportunities for involving schoolchildren of the Kyrgyz Republic in this promising area,” emphasized Artem Belyaev.

    At the end of the meeting, the participants discussed options for implementing trilateral cooperation between SPbPU, KRSU and Geoscan Group in the field of engineering education and technological development.

  • MIL-OSI Africa: Ambassador Han Jing Attends the Opening Ceremony of the First Invest Zambia International Conference

    On July 16, the first Invest Zambia International Conference was held at the Mulungushi International Conference Centre. The three-day event, themed “Driving Generational Transformative Investments through Joint Ventures and Partnerships”, attracted participation from government departments, enterprises, financial institutions, industry organizations and diplomats from over 20 countries, totaling more than 1,500 attendees.

    Zambian President Hakainde Hichilema attended the opening ceremony and delivered a keynote speech. He stated that Zambia has created a stable, predictable, and investor-friendly environment with immense development potential in sectors such as mining, agriculture, tourism, manufacturing and processing. Investors from various countries, including China, have made significant contributions to Zambia’s economic and social development. The Zambian government will strive to foster a better business environment and welcomes global investors to establish joint ventures in Zambia, boosting economic growth, job creation, value addition and technological innovation.

    Ambassador Han Jing was present and delivered remarks. He noted that the practical cooperation between China and Zambia has flourished dynamically under the strategic guidance of the two head of state. China is Zambia’s largest source of investment, second-largest trading partner and the largest sponsor of this conference. Chinese enterprises, active across all sectors of Zambia’s economy and society, are vital participants and contributors to the nation’s development. The Chinese government consistently requires all Chinese enterprises to operate in compliance with laws and regulations and actively fulfill social responsibilities. Simultaneously, Ambassador Han stated China’s expectation that the Zambian government and all sectors of society will create a more favorable environment for Chinese enterprises investing and operating in Zambia.

    Prior to the opening ceremony, Ambassador Han Jing accompanied President Hichilema on a tour of the Chinese enterprises exhibition. During the opening ceremony, they jointly witnessed the signing of multiple investment cooperation agreements between Chinese enterprises and Zambian counterparts in fields including power construction and new energy vehicles.

    Police have laid charges against two further boys over the alleged assault of a teenage boy in Hobart’s CBD on Wednesday.
    A 14-year-old boy has been charged with aggravated robbery, stealing, injure property, trespass and unlawfully tamper or interfere with a motor vehicle. He has been bailed to appear in the Hobart Youth Justice Division in August.
    A 13-year-old boy has been charged with aggravated robbery, injure property and stealing. He has been bailed to appear in the Hobart Youth Justice Division in August.
    These arrests are in addition to:
    A 14-year-old boy charged with aggravated robbery, stealing, destroy property, unlawfully tamper or interfere with a motor vehicle, and bail offences. He appeared in court on Thursday night.
    A 12-year-old boy charged with aggravated robbery, common assault, stealing and unlawfully tamper or interfere with a motor vehicle. He was bailed to appear in the Hobart Youth Justice Division in August.
    A 14-year-old boy will be dealt with under the provisions of the Youth Justice Act.
    The charges stem from an altercation at the grassed area of Mathers Lane, in Hobart’s central business district, about 2.05pm on Wednesday in which police allege a 14-year-old boy was assaulted and had his iPhone stolen.

  • MIL-OSI China: US firms harness ‘China speed’ to boost supply chains

    Amid Beijing’s summer heat, a Chinese-made robot powered by chips from U.S. tech giant Nvidia gracefully delivered chilled bottled water to fascinated onlookers.

    The scene, unfolding at the Nvidia booth during the ongoing third China International Supply Chain Expo (CISCE), offered a glimpse into the sustained enthusiasm of U.S. companies for the Chinese market and its world-leading supply chain ecosystem.

    Despite mounting challenges in the global supply chain, U.S. companies like Nvidia, Apple and Tesla used the expo stage to reaffirm their commitment to China, showcasing deep integration and ambitious plans for future investment. For many, success here means aligning with the world’s most comprehensive supply chain while keeping pace with its rapid development.

    “China’s supply chain is a miracle,” said Nvidia CEO Jensen Huang at the expo’s opening ceremony on Wednesday. During his visit to Beijing, he also spoke with reporters, took part in a fireside chat, and held a press conference where he reaffirmed the company’s long-term commitment to China.

    While Huang’s high-profile presence sent a powerful signal, he also revealed that Nvidia’s H20 chips will soon be available in the Chinese market.

    “I hope to get more advanced chips into China than H20. And the reason is that technology is always moving on,” he said during a press conference Wednesday.

    From tech giants like Nvidia and Apple to consumer brands such as Starbucks and Walmart, U.S. companies are attracted to the CISCE not only by China’s vast 1.4-billion-strong consumer market but also by the world’s most comprehensive supply chain that drives the “China speed” essential to global innovation.

    According to the China Council for the Promotion of International Trade, the event’s organizer, the number of U.S. exhibitors topped all overseas participants, increasing by 15 percent compared to the previous edition, and their combined exhibition area increased by 10 percent.

    A few steps from Nvidia’s booth, Apple’s store-like setup shared a similar story of co-innovation. Instead of showcasing finished products like iPhones, the displays focused on the intelligent, green manufacturing processes used by its Chinese suppliers.

    “Over the past three years at CISCE, we’ve showcased progress alongside our suppliers in smart manufacturing, green manufacturing and talent development,” Isabel Ge Mahe, Apple’s vice president and managing director of Greater China, told Xinhua.

    Highlighting a massive 20 billion U.S. dollar investment in China over the past five years focused on these areas, she praised China’s dynamic innovation landscape and advanced smart supply chains while noting that Apple remains committed to this market. “We are deeply rooted here, incredibly proud of the supply chain we helped build, and will continue to invest and innovate with our local partners.”

    Unlike traditional trade fairs focusing on goods or services, CISCE pioneers a unique “chain-centric” model that visualizes end-to-end industrial collaboration. In each exhibition hall, upstream, midstream and downstream companies cluster in adjacent booths, visually demonstrating their interdependence and synergy.

    In the hall showcasing integration of the auto sector, crowds gathered around Tesla’s Model 3 and Model Y electric vehicles (EVs).

    Here, supply chain integration and “China speed” were once again in the spotlight. These vehicles use more than 95 percent local parts, and a new car rolls off the Shanghai gigafactory line almost every 37 seconds.

    “China possesses the world’s most complete EV industry chain,” said Tao Lin, vice president of Tesla. “The strength of local suppliers, combined with China’s vast talent pool and consumer embrace of smart EVs, provides unparalleled support and opportunity. We will continue to deepen our investment here,” Tao said.

    “The Chinese market isn’t just scaling; it’s leaping in value,” said Lin Chunmei, president and general manager of Corning Greater China, in an interview with Xinhua. The U.S. materials science company is celebrating its 45 years in China with an ambitious “time travel”-themed booth underscoring its deep roots.

    Noting that rapid AI development in China is driving growing demand for optical communication infrastructure, Lin said the company has pledged a 500 million dollar investment this year to develop cutting-edge technologies, localize critical production, and strengthen supply chain partnerships in China.

    “The vast talent pool in China will help us accelerate cycles through market proximity, using ‘China speed’ to power global innovation,” she added.

    For most U.S. companies, the critical question isn’t whether to invest in China, but how rapidly they can move. For companies present at the CISCE, collaboration with Chinese suppliers is giving them a head start.

    “If you want to maintain, you have to invest,” Huang said. “The market is moving so fast and it’s so competitive. We have to continue to advance ourselves.”

  • MIL-OSI USA: Ranking Member Marcy Kaptur Statement at the Full Committee Markup of the 2026 Energy and Water Development Funding Bill

    Washington, DC — Congresswoman Marcy Kaptur (D-OH-09), Ranking Member of the Energy and Water Development, and Related Agencies Appropriations Subcommittee, delivered the following remarks at the full committee’s markup of its fiscal year 2026 bill:

    Thank you very much, Chairman Cole. Ranking Member DeLauro, my dear friend, Chair Fleischmann and all the members as we gather today to mark up this Fiscal Year 2026 Energy and Water Development Bill. I have to restate, Chairman Fleischmann, I have truly appreciated working with you. You are always open to suggestions and, to all of our colleagues on this subcommittee that is a very, bipartisan subcommittee to develop and pass these bills, and our committee has long had this practice. We affect every single Congressional District in this country.

    I’m truly saddened that this vital subcommittee is, being steered yet again to return to a partisan process not caused by our subcommittee, but as we move forward with this Fiscal Year 2026 House bill.

    I would like to begin by thanking our diligent staff for all their hard work on this bill from the minority staff Scott McKee, Anisha Singh, and Adam Wilson, and on our personal staff, Kaitlin Ulin, TJ Lowdermilk, and Margaret McInnis. Truly thank you to you all.

    Engineered energy and water systems undergird America’s way of life. They are not optional, but essential to sustaining life. Of late, we have been piercingly reminded about our subcommittee’s purpose, especially as related to water management by the extreme flash flooding and tragic loss of over 132 lives, and with over 101 missing, in the Guadalupe River catchment area in Texas.

    The deadly West Virginia flash flooding this past month significantly damaged over 100 homes. Unfortunately, taking the lives of at least nine people, including a three year old, in Valley Grove, West Virginia. And we’ve seen flooding events in central North Carolina and New Mexico. All our hearts go out to the families of the victims and their communities. These tragedies inform us of the power of water and wild energy in our atmosphere. Not because of cloud seeding, but because of nature’s awesome power generated inside the thin seven layer atmosphere surrounding our spinning and rotating earth. Let me be clear. No matter how much members on the other side of the aisle want to pretend that the climate isn’t changing, for the record, the last ten years are the ten hottest in recorded history.

    So many have been held up on their plane flights back here. It’s an unusual change in the weather across this country, and members are personally experiencing these delays, as are the American people. These recent floods are made worse by the heating atmosphere. We had four 1,000 year floods last week alone. That is a record.

    So far in July, our country has seen over 1,200 flooding events, more than double the normal for an average July, and we’re just halfway through the month. Constitutionally, it is our sworn duty to prepare and protect the people in our communities, and it is hard to accept that no warning sirens had been installed along the Guadalupe River, despite prior tragedies along that very treacherous corridor. Our nation needs to install warning systems and build resilient infrastructure, and we are behind.

    For example, in a district like mine, we had to bring funding for tornado sirens many years ago. I was shocked that they didn’t exist. And in Ohio, we do zone to prevent flooding from threatening human life. But many places in our country do not, and we cannot keep bailing out places that are irresponsible in their behavior. My home in the City of Toledo has gone into Billions of dollars of debt to build new sewers, along with gigantic underground catchment basins, some as large as two football fields in size, in order to handle increasing water loads.

    We are making investments all over our district to protect Lake Erie shoreline and its tributaries. But in places where infrastructure investments aren’t cost effective, how does our nation make sure that families will be protected with adequate local planning and disaster warning systems? America needs more rigor in land and water planning systems, and my friends, quite frankly, we as a nation don’t get a grade A on that.

    It is our awesome responsibility as public servants to address the structural shortcomings at the federal, state, and local level that contributed to the recent loss of life. Sadly, this Republican energy and water bill does not meet our nation’s imperative for the future. It’s over $700 Million below last year. We must invest faster in modern infrastructure, and become energy independent in perpetuity. That is our responsibility. In a nation of 350 million people headed to 500 million people, we must make energy cost less and invest in grid resilience, which is sadly behind what this country needs.

    I find it interesting that Russell Vought, the chief architect of the budget cuts that we are being asked to endure in this bill, claims that he’s so savvy. But how is it possible? He’s supposed to be known as a budget cutter, right? But how is it possible that he has added $3.4 Trillion, despite our cuts to the national debt over the next ten years? Over 20 years, he’s adding $9.5 Trillion, and $18.7 Trillion by 30 years out. So that’s a total of $32 Trillion, if temporary measures are extended permanently. Think about that one. So if they’re doing such a good job over there at the Executive Branch and OMB, how come the national debt is rising when we’re cutting every single bill that we are discussing today, and those that will follow?

    This bill fails to address the cost of living crisis. The price of electricity has risen 5.8% over the last year. Every family in this country knows that, and even higher energy bills lie ahead for families and businesses. China is investing record levels in energy, my friends. But this bill retreats from US global leadership in the future in the form of a diversified and clean energy economy. This energy and water bill cuts $1.6 Billion, or 47%, from the Department of Energy’s energy efficiency and renewable energy programs. The adage analysis prevention is worth a pound of cure applies to our nation’s imperative to deliver clean, affordable, and secure energy to the American people and to ensure our nation leads, not lags, in the global race toward energy independence in perpetuity, including an abundant clean energy future.

    Our mom and dad taught us how to be thrifty and not wasteful. Dad would say, “it’s not how much you make, it’s how much you save,” and that applies to energy and fresh water. Conservation are good goals for the future of our children and grandchildren, and we’ve made some strides toward those horizons. The United States on the oil front is producing more than ever before, record high levels of production, but we are still tethered to a volatile global energy market dominated by cartels and petroleum dictators like OPEC. We must advance an all of the above energy strategy to be successful long term. Europe learned the hard way about being too reliant on one source of energy, Russian gas. In their case when Russia invaded Ukraine. Let us heed that chilling warning.

    China aims to be the OPEC for the next century, and gain dominance in clean energy, and they are well on their way. Their investments dwarf the rest of the world’s. A Chinese company has developed an EV battery. Are you ready for this? That can travel 1,800 miles in a single charge and recharge in just five minutes. Think about that. What sense does it make for this Energy and Water Bill to slash the Department of Energy’s vital research and development programs?

    The Republican plan cripples America’s energy future by awarding giant tax breaks to Millionaires and Billionaires in the Big Billionaire Bonanza Bill that’s creating the big, huge additions to the debt. America must focus on building an economy that works for everyone, especially our working families and retirees, not just the wealthy few. The bill this bill eliminates funding for the Office of Clean Energy Demonstrations, and worse, it revokes $5.1 Billion of Bipartisan Infrastructure Law resources from the Department of Energy that will cede the US global lead in hydrogen, direct air capture, battery recycling, and energy savings in every public and private structure. Already, US businesses have canceled. This is shocking number. More than $15 Billion in investments in new factories and electricity production projects this year, as a result of the Republican Bonanza for Billionaires Bill. Those canceled projects were expected to create nearly 12,000 new jobs, all now gone.

    I can remember when we brought back the heavy Ford heavy truck line from Mexico to the region that I represent, and I stood next to the CEO of the company at that time, and I said, what can I do to keep these jobs anchored here in Northern Ohio? And he looked at me and he didn’t waste a moment. He said, cut my energy bills by a third. Well, think about that one.

    Thus I strongly oppose the Republican cuts to vital energy production and conservation and our future through the US Department of Energy. Shortchanging these advances pushes our nation backwards and raises already high energy prices for consumers. Why drive America backwards by slow walking energy innovation and failing to modernize our nation’s electric grids, which are old.

    In other areas, this bill dangerously short changes our national security, and this is really critical. The bill slashes $412 Million from the Defense Nuclear Nonproliferation account. This effectively guts our efforts to prevent the spread of nuclear weapons, detect covert nuclear threats, and uphold arms control agreements that keep us safe. All a big gift for Iran, Russia, China, Belarus, and North Korea. Think about that Spiderweb of Tyranny.

    Additionally, this bill turns its back on communities still living with the toxic legacy of America’s atomic past. Zeroing out the Army Corps program to clean up radioactive waste at early nuclear sites. It slashes $779 Million from the Department of Energy’s nuclear cleanup efforts. Delaying the cleanup of these communities have been promised for decades. I’ll note for the committee that one of these sites is in the village of Luckey, Ohio, not so far from my district, and believe me, you don’t want to breathe in or ingest atomic waste anywhere in the world. Finally, this bill includes numerous controversial poison pill riders that sadly show some extremists among us are not interested in real bills that can gain bipartisan support and become law.

    In closing, I urge my colleagues to oppose this bill. America can, and must meet the new age frontiers of energy and water. We owe it to the future. Nature is signaling, times are changing. And it’s good to remind ourselves, 200 years after Daniel Webster stated this, that is up on the wall in the House of Representatives chamber. “Let us develop the resources of our land, call forth its powers, build up its institutions, promote all its great interests, and see whether also we in our time and generation may not perform something worthy to be remembered.” That is our mandate today.

  • MIL-OSI Australia: Multi-agency effort rescues woman buried in silage

    A woman who became trapped under a large volume of silage was successfully rescued following a multi-agency operation at a property in Darnum on Sunday, 13 July.

    The woman had been standing on a concrete pad near the base of a silage pit when a four-metre-high sheer wall of fodder collapsed on top of her.   

    Despite being almost completely submerged, she managed to hold onto her phone and call for assistance. 

    CFA crews from Warragul and Nilma North were among the first on scene, arriving shortly after 4:30pm alongside SES, Fire Rescue Victoria, Victoria Police and Ambulance Victoria.  

    CFA Incident Controller Brian Brewer said the woman’s upper body had already been uncovered by the time crews arrived, but her lower body remained buried. 

    “It was a time-critical situation, light was fading fast, and there was a storm approaching. Those factors influenced how we approached the rescue,” Brian said. 

    It took crews just over an hour to successfully extricate the woman, who was carried by stretcher to a waiting ambulance and transferred to a helicopter for transport to hospital.  

    “In more than 40 years with CFA, this was certainly one of the more unusual rescues I’ve attended.  

    Brian, who is member of Warragul Fire Brigade, said crews faced several logistical hurdles.  

    “Conditions on the property were challenging. The yard was extremely wet, vehicle access was limited, and we had to carry in gear by hand. We relied on lighting and hand tools to free her,” Brian said. 

    “We also had spotters monitoring the remaining silage wall throughout the operation for any signs of movement. We knew if rain set in, the conditions could quickly worsen and put everyone at greater risk.” 

    Brian praised the cooperation between agencies throughout the incident. 

    “It was very much a team effort. CFA, SES, FRV, Victoria Police and Ambulance Victoria all worked together seamlessly under pressure.”

  • MIL-OSI China: Club World Cup ends with success, controversy and questions

    FIFA’s bold reimagining of the Club World Cup (CWC) culminated July 13, ushering in what the governing body hailed as “a golden era of club football.”

    The expanded 32-team format, along with sweeping technological and presentation changes, aimed to elevate the tournament’s global appeal, fairness and influence. While the 2025 edition delivered significant successes, it also revealed persistent challenges that demand attention.

    GLOBAL PARTICIPATION EXPANDS

    The most radical change was the expansion from seven to 32 teams. Players from 81 countries and regions took the pitch, many experiencing FIFA’s top-tier competition for the first time. This dismantled the previous barrier that limited participation mostly to continental champions, advancing FIFA’s mission to “truly globalize football.”

    Smaller clubs responded with enthusiasm. Facing giants like Real Madrid and Manchester City enriched player resumes and sparked pride back home-fulfilling FIFA’s core goal of showcasing diverse football cultures.

    “It shows how big football is worldwide and how good some of these players are,” said Bayern Munich striker Harry Kane. “I’m loving this tournament so far, and hopefully we can be here for a while.”

    Zhou Tong, the sole Chinese player representing New Zealand’s semi-professional Auckland City, captured the spirit: “Football connects people, changes lives, opens eyes to the world. That’s magic-like universal language.”

    Unlike elite clubs, most Auckland City players hold full-time jobs and play part time. Zhou works as a community coach focused on grassroots development. Their participation powerfully embodied FIFA’s “Football Unites the World” campaign.

    CALENDAR AND COMPETITIVE CHALLENGES

    Criticism focused on increased player workload and injury risks. The CWC schedule fully overlapped with Europe’s summer league breaks. With next summer’s FIFA World Cup in North America, European players face back-to-back grueling seasons.

    UEFA and others have long criticized FIFA’s crowded calendar. Opponents argue players are overworked while domestic leagues face disruption. Manchester City manager Pep Guardiola reiterated: “Players are not machines.” The International Federation of Professional Footballers (FIFPRO) escalated the issue by filing a complaint with the European Commission.

    Another concern was the competitiveness gap. Heavy defeats, such as Auckland City’s 10-0 loss to Bayern Munich and Al Ain’s 6-0 defeat to Manchester City, highlighted the disparity. Teams from Asia, Africa and North America generally struggled, resulting in matches that lacked suspense and neutral appeal.

    FIFA President Gianni Infantino acknowledged criticism from European clubs and fans, as well as concerns about heat, noting future use of roofed stadiums and cooling breaks.

    “So maybe some criticize it a little bit, but it’s something new. It’s something special,” Infantino said. “It’s a real World Cup with the best teams and the best players.”

    He added: “The heat is an issue. Cooling breaks are very important, and we will see what we can do. But we have stadiums with roofs, and we will definitely use these during the day next year.”

    Infantino emphasized the tournament’s value for underrepresented regions like Oceania: “Auckland City, to some extent, represents 99.9% of football players and fans – those of us who dream of being on that stage but may never get the chance. Suddenly, one of us gets to play against the best. It must be a place for everyone.”

    REFEREEING REVOLUTION

    The tournament also served as a testing ground for technological innovation. A key rule change from the International Football Association Board (IFAB) debuted: goalkeepers holding the ball for more than eight seconds would concede a corner kick.

    FIFA Referees Committee Chairman Pierluigi Collina reported widespread approval. “It was very successful. The tempo of the match improved, and we saw no time wasting by goalkeepers, as happened quite often before.” Only two violations occurred, fulfilling the rule’s preventative goal.

    Referees wore head-mounted cameras to broadcast a first-person view, enhancing viewer engagement. Collina said the “ref cam” exceeded expectations and spurred interest in broader adoption.

    Referees also announced VAR decisions on-field via microphone, while fans in stadiums viewed the same replays as officials, increasing transparency. Coaches used tablets for substitutions and real-time player data (e.g., distance covered, heart rate), reducing errors and supporting tactical decisions. Collectively, the innovations improved fairness and flow.

    “The outcome of using the ref cam at the FIFA Club World Cup 2025 went beyond our expectations,” Collina said. “We’ve received great feedback – people ask, ‘Why not in all matches?’ and even more: ‘Why not in all sports?’”

    BILLION-DOLLAR GAMBLE

    FIFA dramatically increased the prize pool from 16 million US dollars for seven teams in the previous edition to 1 billion dollars for 32 teams, surpassing the 440 million dollars awarded at the 2022 FIFA World Cup. It became the richest prize pool in football.

    Clubs earned money based on performance and commercial impact. Even bottom-ranked Auckland City received 4.6 million dollars – about seven times their 2024 total revenue.

    Infantino dismissed skepticism over the tournament’s financial viability: “We heard it wouldn’t work financially, but we generated over 2 billion dollars in revenue from this competition. We earned an average of 33 million dollars per match. No other cup competition comes close.”

    “It is already the most successful club competition in the world by all different measurements,” he added.

    To maximize accessibility, FIFA struck a 1-billion-dollar global broadcast deal with streaming service DAZN, including free streams of all 63 matches in 32 languages.

    New presentation features such as individual player walkouts and a mid-final halftime show added spectacle-but sparked backlash. The 24-minute halftime performance violated FIFA’s 15-minute maximum break rule.

    Attendance figures varied widely: four matches drew fewer than 10,000 fans, with the lowest being 3,412 for a Group F match between Ulsan HD and Mamelodi Sundowns. Sixteen matches exceeded 60,000 fans, with the highest attendance at 81,118 for the Chelsea vs. PSG final.

    “We respect everyone’s opinion,” Infantino said. “But it has been successful. We had over 2.5 million spectators in the stadiums – around 40,000 per match. No league in the world reaches that number, except the Premier League.”

    MEDIA ZONE REFORMS

    The revamped CWC mixed zone abandoned the traditional TV-first format. Instead, four interview pods were set up – two per team.

    Clubs designated players to give interviews in their native language and in English. Written press were allowed to film and photograph, but videos could only be posted online one hour after the mixed zone closed and had to be removed within 48 hours.

    Many journalists welcomed the guaranteed access. Marcio Dolzan of Brazil’s Lance contrasted it with the 2022 World Cup final in Qatar, where reporters waited two hours for Argentine players, who avoided interviews entirely.

    Others were critical. “Having covered nine World Cups, this format is unfamiliar,” said Antonio Carrasco of Venezuela’s Meridiano TV. “It feels like mini press conferences. All journalists hear the same thing. There’s no opportunity for exclusives or choice of whom to interview.”

    West Lamy of The Huffington Post pointed out logistical issues: At English-language pods, non-English-speaking journalists often interviewed players in their own language, undermining the pod’s purpose.

    FIFA provided translators, but they were often ineffective – journalists spoke over them or asked new questions before translations finished. Star players drew crowds, while others were overlooked. On-screen player data helped with question prep but didn’t solve access inequities.

    “But if this is a change FIFA has already decided on, we will adapt,” Carrasco said.

    A P-plater will be proceeded against after he was caught travelling 44km over the speed limit on the Midland Highway yesterday.
    About 4.30pm, police intercepted the 17-year-old, who had held his licence for just four days, near Oatlands, where he was detected travelling at 144km/h.
    Senior Constable Shane Leek from Oatlands Police said the teenager’s provisional licence meant he was subject to a 100km/h speed restriction.
    The driver was also found to be in breach of several other licence conditions, including:

    Using a mobile phone while driving under a P1 licence
    Failure to display a rear P plate
    Breaching peer passenger restrictions under a P1 licence

    “This behaviour posed a serious risk to the driver, their passengers, and other road users,” said Senior Constable Leek.
    “Excessive speed, combined with inexperience and distraction, can have tragic consequences.”
    The teenager now faces a $1537 fine, 11 demerit points and has been disqualified from driving for 3 months.

But there’s still one major obstacle standing in the way of unleashing America’s full economic potential — and that’s Federal Reserve Chairman Jerome Powell.

    Let’s cut the bull, Jerome Powell has gone rogue. He’s acting like a coach whose team is down by 2 at the end of the 4th quarter – but instead of kicking a field goal to win the game, they punt the ball. Inflation is at the lowest point in four years under President Trump – but Jerome Powell is still using the old Biden Democrat Socialist playbook. As a result, interest rates are through the roof, borrowing costs are squeezing families, and small businesses are getting crushed. Americans are ready to build, buy, hire, and grow — but the Fed is playing games instead of cutting rates and letting the economy breathe. That’s not just bad policy. That’s sabotage.

    This isn’t his first offense either. Powell’s track record is a mess.     A federal jury in Memphis, Tennessee, convicted three men today for their roles in a violent bank robbery conspiracy, involving five bank robberies and an attempted sixth, in which the robbers shot two people. The defendants were found guilty of four bank robberies and using firearms during some of those robberies. Four of their co-defendants have pleaded guilty.

    “The bank robberies committed by these seven defendants included gun-point threats, instilling fear and chaos in innocent victims going about their days,” said Acting Assistant Attorney General Matthew R. Galeotti of the Justice Department’s Criminal Division. “Their actions terrorized bank employees and customers alike. We are grateful to our prosecutors, the FBI, and our local law enforcement partners for bringing these dangerous individuals to justice and helping make the Memphis community safer.”   

    “The hard work and determination of the FBI and its partners cannot be overstated,” said Assistant Director Jose A. Perez of the FBI Criminal Investigative Division, “We are proud that our actions held these criminals accountable for their harm to the Memphis community.”

    Evidence at trial proved that between April 2023 and December 2023, the defendants, Courtney Trenell, 34; Devin Hinds, 36; and Joshua Cribbs, 33, all of Memphis, conspired to rob banks in and around Memphis. Four of the co-conspirators, Robert Haley, Travis Drain, Marquarius Trenell, and Monterrio Trenell, already pleaded guilty to bank robbery and using a firearm during the robberies.

    During the Aug. 11, 2023, robbery of a branch of Truist Bank, Hinds raised a gun and shook it back and forth at a bank customer to instill fear and deter her from notifying law enforcement. He then served as a getaway driver. Hinds also drove a getaway car during the Dec. 22, 2023, robbery of a branch of the Independent Bank where a co-defendant pointed a semi-automatic military-style rifle at bank employees.

    Courtney Trenell and Cribbs helped rob branches of the Bank of Bartlett and First Horizon Bank on Oct. 20, 2023. The defendants planned to rob the banks, which are directly across the street from each other, at the same time to confuse law enforcement and evade capture. Cribbs entered the Bank of Bartlett with a trash bag and threatened bank employees into handing over money. Cribbs unknowingly took at least one dye pack, which exploded after the robbers fled, releasing red dye that stained the stolen cash. During the Bank of Bartlett robbery, Courtney Trenell operated a second getaway vehicle stationed about a mile from the robbery, aiding one of the robbers in fleeing the area.

    At trial, an FBI special agent testified that the defendants spoke over conference calls before and after the robberies, which the government argued was to coordinate the crimes. An FBI analyst testified that DNA evidence from Courtney Trenell and Hinds was found inside their respective getaway vehicles.

    In total, the group stole over $170,000 cash from five bank robberies. The sixth robbery attempt was unsuccessful and ended in a shoot-out between the co-defendants and an armed security guard where the robbers shot two victims. Co-defendants Haley and Drain coordinated the five robberies and one attempted robbery throughout the conspiracy, while Marquarius Trenell robbed the Truist Bank on Aug. 11, 2023, as well as the Bank of Bartlett with Monterrio Trenell, and others, on Oct. 20, 2023. 

    Defendants Travis Drain and Mario Patterson accost bank employees on Dec. 22, 2023, while Devin Hinds waits outside in a getaway car.

    Cribbs is scheduled to be sentenced on Oct. 22, and Courtney Trenell and Hinds are scheduled to be sentenced on Oct. 23. Their co-defendants who earlier pleaded guilty will face sentencing later this year. A federal district judge will determine sentences after considering the U.S. Sentencing Guidelines and other statutory factors. Hinds faces a maximum penalty of life in prison for his use of a firearm during a bank robbery; Courtney Trenell and Cribbs each face a maximum penalty of 20 years in prison for their roles in the robberies.

    A grand jury indicted an eighth co-defendant, Mario Patterson, 45, of Memphis, for his role in the conspiracy, as well as the individual bank robberies and firearm crimes he committed. He faces trial later this year and is presumed innocent until proven guilty.

    The FBI and the Memphis Police Department Safe Streets Task Force investigated the case.

    Trial Attorney Ashleigh Atasoy of the Criminal Division’s Violent Crime and Racketeering Section (VCRS) and Assistant U.S. Attorneys Gregory A. Wagner, Stephen Hall, and Tony Arvin for the Western District of Tennessee prosecuted the case.

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced today the opening of an SBA Business Recovery Center (BRC) in Tom Green Countyto assist small businesses, private nonprofit (PNP) organizations and residents affected by severe storms, straight-line winds and flooding beginning July 2.

    Beginning Friday, July 18, SBA customer service representatives will be on hand at the Business Recovery Center in San Angelo to answer questions and assist with the disaster loan application process. No appointment is necessary, walk-ins are welcome. Those who prefer to schedule an in-person appointment in advance can do so at appointment.sba.gov.

    “SBA’s Business Recovery Centers have consistently proven their value to business owners following a disaster,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “Business owners can visit these centers to meet face‑to‑face with specialists who will guide them through the disaster loan application process and connect them with resources to support their recovery.”

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    The SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and private nonprofit organizations impacted by financial losses directly related to these disasters. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    SBA representatives will also provide help to business owners and residents at disaster recovery centers when they are opened in the impacted area.

    Interest rates are as low as 4% for small businesses, 3.625% for nonprofits, and 2.813% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA determines eligibility and sets loan amounts and terms based on each applicant’s financial condition.

Four of the co-conspirators, Robert Haley, Travis Drain, Marquarius Trenell, and Monterrio Trenell, already pleaded guilty to bank robbery and using a firearm during the robberies.

    During the Aug. 11, 2023, robbery of a branch of Truist Bank, Hinds raised a gun and shook it back and forth at a bank customer to instill fear and deter her from notifying law enforcement. He then served as a getaway driver. Hinds also drove a getaway car during the Dec. 22, 2023, robbery of a branch of the Independent Bank where a co-defendant pointed a semi-automatic military-style rifle at bank employees.

    Courtney Trenell and Cribbs helped rob branches of the Bank of Bartlett and First Horizon Bank on Oct. 20, 2023. The defendants planned to rob the banks, which are directly across the street from each other, at the same time to confuse law enforcement and evade capture. Cribbs entered the Bank of Bartlett with a trash bag and threatened bank employees into handing over money. Cribbs unknowingly took at least one dye pack, which exploded after the robbers fled, releasing red dye that stained the stolen cash. During the Bank of Bartlett robbery, Courtney Trenell operated a second getaway vehicle stationed about a mile from the robbery, aiding one of the robbers in fleeing the area.

    At trial, an FBI special agent testified that the defendants spoke over conference calls before and after the robberies, which the government argued was to coordinate the crimes. An FBI analyst testified that DNA evidence from Courtney Trenell and Hinds was found inside their respective getaway vehicles.

    In total, the group stole over $170,000 cash from five bank robberies. The sixth robbery attempt was unsuccessful and ended in a shoot-out between the co-defendants and an armed security guard where the robbers shot two victims. Co-defendants Haley and Drain coordinated the five robberies and one attempted robbery throughout the conspiracy, while Marquarius Trenell robbed the Truist Bank on Aug. 11, 2023, as well as the Bank of Bartlett with Monterrio Trenell, and others, on Oct. 20, 2023. 

    Defendants Travis Drain and Mario Patterson accost bank employees on Dec. 22, 2023, while Devin Hinds waits outside in a getaway car.

    Cribbs is scheduled to be sentenced on Oct. 22, and Courtney Trenell and Hinds are scheduled to be sentenced on Oct. 23. Their co-defendants who earlier pleaded guilty will face sentencing later this year. A federal district judge will determine sentences after considering the U.S. Sentencing Guidelines and other statutory factors. Hinds faces a maximum penalty of life in prison for his use of a firearm during a bank robbery; Courtney Trenell and Cribbs each face a maximum penalty of 20 years in prison for their roles in the robberies.

    A grand jury indicted an eighth co-defendant, Mario Patterson, 45, of Memphis, for his role in the conspiracy, as well as the individual bank robberies and firearm crimes he committed. He faces trial later this year and is presumed innocent until proven guilty.

    The FBI and the Memphis Police Department Safe Streets Task Force investigated the case.

  • MIL-OSI Security: Two Men Indicted with Conspiracy to Distribute 900 Pounds of Methamphetamine, One Charged with Illegal Reentry

    ST. PAUL, Minn. – Joel Casas-Santiago, 46, and Guillermo Mercado-Chaparro, 44, are both charged with one count of Conspiracy to Distribute Methamphetamine. Mercado-Chaparro is additionally charged with Illegal Reentry by a Removed Alien, announced Acting U.S. Attorney Joseph H. Thompson.

    According to court documents, an undercover police officer bought a pound of methamphetamine from Mercado-Chaparro, who was driving a Toyota Tacoma truck during the buy. Through post-buy surveillance, police learned that Mercado-Chaparro was traveling driving throughout south Minneapolis to conduct suspected drug deals.

    Several days later, police saw Mercado-Chaparro walk to the Tacoma, retrieve two large garbage bags from the truck bed, and place them in a nearby Jeep Wrangler. The Jeep was eventually stopped, and Casas-Santiago and Mercado-Chaparro were ordered out of the car. A drug-sniffing dog alerted the odor of drugs in the Jeep.  When police searched the Jeep, they found over 250 pounds of methamphetamine in the garbage bags and a cooler.

    Police arrested Casas-Santiago and Mercado-Chaparro and then obtained a search warrant for the Tacoma. They searched the truck and seized over 630 pounds of methamphetamine from the truck bed.

    Altogether, Casas-Santiago and Mercado-Chaparro were in possession of almost 900 pounds of methamphetamine with the intent to distribute.

    “This isn’t just another drug bust—it’s one of the largest methamphetamine seizures in Minnesota history,” said Acting United States Attorney Joseph H. Thompson. “A 900-pound haul like this doesn’t just show intent to distribute. It shows intent to poison entire communities. We will not let Minnesota become a distribution hub for cartel-scale operations. This prosecution is just the beginning.”

    This case was investigated and prosecuted by the Minnesota Homeland Security Task Force (HSTF) as part of Operation Take Back America. HSTFs, which were established by President Trump in Executive Order 14159, Protecting the American People Against Invasion, are joint operations led by the Department of Justice and the Department of Homeland Security. Operation Take Back America is a nationwide federal initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    This case is the result of an investigation conducted by the Drug Enforcement Administration, Homeland Security Investigations, the Federal Bureau of Investigation, the Minnesota Bureau of Criminal Apprehension, the Ramsey County Crime Enforcement Team, the St. Paul Police Department, the Central Minnesota Violent Offender Task Force, and the Minneapolis Police Department.

    Second Quarter Highlights:

    • The Corporation issued $45.0 million in aggregate principal Fixed-to-Floating Rate Subordinated Notes on June 10, 2025, due June 2035. The notes qualify as tier 2 capital at Chemung Financial Corporation.
    • Available for sale securities with a book value of $245.5 million were sold in June 2025 as part of a balance sheet repositioning in conjunction with the Corporation’s subordinated debt issuance, resulting in a realized pre-tax loss of $17.5 million. Proceeds from the sales totaled $227.3 million.

    2nd Quarter 2025 vs 1st Quarter 2025

    Net Interest Income:
    Net interest income for the second quarter of 2025 totaled $20.8 million, compared to $19.8 million for the prior quarter, an increase of $1.0 million, or 5.0%, driven by increases of $1.3 million in interest income on loans and $0.5 million in interest income on interest-earning deposits, partially offset by a decrease of $0.5 million in interest income on taxable securities and an increase of $0.4 million in interest expense on borrowed funds.

    Interest income on loans increased largely due to an increase of $30.8 million in average balances of total loans, compared to the prior quarter, an increase of 12 basis points in the average yield on total loans, compared to the prior quarter, and the recognition of $0.1 million in interest income on the payoff of a previously nonaccrual multifamily commercial mortgage. The increase in average balances of total loans was concentrated in commercial real estate. Average balances of commercial loans increased $39.2 million, due mainly to an increase in average balances of commercial real estate loans, while average balances of consumer loans decreased $9.3 million, each compared to the prior quarter. Average balances of residential mortgage loans were roughly in line with the prior quarter. Consumer loan average balances decreased primarily due to a decrease in average balances of indirect auto loans, as the Corporation largely continued to prioritize other types of lending, although auto loan origination activity increased toward the end of the second quarter. This decrease was partially offset by an increase in average balances of home equity lines of credit, largely due to promotional efforts in the first half of 2025. The increase in the average yield on total loans was largely driven by an increase of 11 basis points in the average yield on commercial loans, which was supported by stability in benchmark interest rates in the current period and strong origination yields in recent periods. Interest income recognized on the payoff of one nonaccrual multifamily commercial mortgage positively impacted the second quarter’s average commercial loan yield by approximately two basis points, and the total average loan yield by one basis point.

    Interest income on interest-earning deposits increased mainly due to an increase of $46.2 million in average balances of interest-earning deposits, largely comprised of proceeds from the Corporation’s sale of available for sale securities in the second quarter of 2025, as well as proceeds from the Corporation’s subordinated debt issuance in the second quarter of 2025. The Corporation maintained elevated levels of deposits at the Federal Reserve Bank of New York (FRBNY) at the end of the second quarter, partially in anticipation of the maturity of $155.0 million of total wholesale funding early in the third quarter of 2025. A portion of remaining balances of interest-earning deposits are expected to fund loan growth across the Corporation’s markets.

    Interest income on taxable securities decreased largely due to a decrease of $51.0 million in average balances of taxable securities, compared to the prior quarter, as well as a decrease of 20 basis points in the average yield on taxable securities, compared to the prior quarter. The decrease in average balances of taxable securities was due to both normal paydown activity on mortgage-backed and SBA pooled loan securities, as well as the Corporation’s sale of available for sale securities in the second quarter of 2025. The decrease in the average yield on taxable securities primarily reflected the sale of relatively higher-yielding securities, executed to optimize sale proceeds, which generally resulted in the sale of securities which had yields above the portfolio weighted average yield prior to the sale. Additionally, an increase in amortization on SBA pooled loan securities, driven by paydown activity prior to the sale, also contributed to the decrease.

    Interest expense on borrowed funds increased primarily due to the issuance of $45.0 million in subordinated notes in the second quarter of 2025, as well as an increase of $35.5 million in average balances of Federal Home Loan Bank of New York (FHLBNY) term advances, partially offset by a decrease of $16.4 million in average balances of FHLBNY overnight advances, both compared to the prior quarter. The subordinated notes were issued at a fixed interest rate of 7.75%, which will convert to a floating interest rate of the then-current Three-Month Term SOFR rate plus a spread of 415 basis points in the second quarter of 2030. There were $0.9 million in deferred issuance costs associated with the offering. The increase in average balances of FHLBNY term advances was primarily due to decreases in average balances of other types of wholesale funding, including FHLBNY overnight advances and brokered deposits. The average cost of FHLBNY term advances was consistent with the prior quarter, while the average cost of FHLBNY overnight advances decreased three basis points compared to the prior quarter.

    Interest expense on deposits decreased by less than $0.1 million compared to the prior quarter, largely due to decreases in the average cost of customer time deposits and brokered deposits of 21 and 26 basis points, respectively, and a decrease of $20.0 million in average balances of brokered deposits, compared to the prior quarter, mostly offset by an increase of 13 basis points in the average cost of savings and money market deposits, compared to the prior quarter. The decrease in the average cost of customer time deposits was mainly due to the duration of deposits in the portfolio and the repricing of CDs issued in earlier periods as deposits were renewed or matured. The decrease in average balances of brokered deposits was partially due to an increase in average balances of other wholesale funding sources. The increase in the average cost of savings and money market deposits was primarily due to municipal deposit inflows, which tend to carry a higher cost than equivalent products for consumer or commercial clients.

    Fully taxable equivalent net interest margin was 3.05% for the current quarter, compared to 2.96% for the prior quarter. Average interest-earning assets increased $20.2 million, while average interest-bearing liabilities increased $21.2 million during the second quarter, compared to the prior quarter. The average yield on interest-earning assets increased 11 basis points to 4.83%, while the average cost of interest-bearing liabilities increased two basis points to 2.57%, compared to the prior quarter. Total cost of funds was 1.94% for the current quarter, compared to 1.92% for the prior quarter, an increase of two basis points.

    Provision for Credit Losses:
    Provision for credit losses was $1.1 million for the second quarter of 2025, in line with the prior quarter. The provision was largely due to growth in commercial loan balances and changes in model inputs, including FOMC forecasts for increased unemployment and a decline in GDP growth, as well as declines in modeled prepayment speeds. A majority of loan balances charged-off in the second quarter related to loans that carried full specific allocations in the Corporation’s allowance for credit losses, and therefore did not affect the provision for credit losses for the quarter. Charge-offs on loans which did not carry specific allocations were comparable to the prior quarter.

    Non-Interest Income:
    The Corporation recognized a pre-tax loss of $17.5 million on the sale of a portion of its available for sale securities portfolio in the second quarter of 2025, resulting in overall negative non-interest income of $10.7 million for the quarter, compared to positive non-interest income of $5.9 million for the prior quarter. Recurring non-interest income (see Non-GAAP reconciliations), which excludes the loss on the sale of available for sale securities and the gain on the sale of a previous branch property, increased $0.3 million compared to the prior quarter, driven by an increase in the change in fair value of equity investments of $0.2 million.

    The loss recognized on the sale of available for sale securities was a major component of the Corporation’s strategic balance sheet repositioning, where proceeds from the sale of securities are largely expected to be used to pay off more expensive wholesale funding liabilities later in 2025 and fund future loan growth. The pre-tax loss of $17.5 million represents 7.1% of the book value of securities sold as of the transaction date. The composition of securities sold included all the Corporation’s U.S. Treasury and SBA pooled-loan securities, as well as portions of the Corporation’s mortgage-backed securities and municipal bond portfolios. The weighted average book yield and weighted average life of securities sold were approximately 2.1% and three years, respectively, while the weighted average book yield and weighted average life of securities remaining were approximately 2.0% and seven years, respectively.

    The Corporation also recognized a gain of $0.6 million on the sale of its previously disclosed held for sale branch property in Ithaca, New York. As previously disclosed all operations of the branch, formerly known as the “Ithaca Station” branch, were consolidated into a nearby branch in Ithaca in the fourth quarter of 2024. The increase in the change in fair value of equity investments was largely due to an increase in the market value of the Corporation’s deferred compensation plan, due to improvements in financial markets during the current quarter.

    Non-Interest Expense:
    Non-interest expense for the second quarter of 2025 was $17.8 million, compared to $16.9 million for the prior quarter, an increase of $0.9 million, or 5.3%, driven by increases of $0.4 million in salaries and wages, $0.2 million in pension and other employee benefits, and $0.2 million in professional services.

    Salaries and wages increased largely due to an increase in full-time equivalent employees compared to the prior quarter, including additional staffing in the Western New York Canal Bank division and temporary summer employees, as well as an increase in salary expense attributable to the increase in the market value of the Corporation’s deferred compensation plan. Pension and other employee benefits increased primarily due to an increase in employee healthcare-related expenses, compared to the prior quarter. Professional services increased largely due to tax services related to the Corporation’s Wealth Management Group, compared to the prior quarter.

    Income Tax Expense:
    Income tax expense for the second quarter of 2025 was a tax benefit of $2.4 million, compared to income tax expense of $1.7 million for the prior quarter, a decrease of $4.1 million. The decrease in income tax expense was primarily due to the net loss on the Corporation’s sale of available for sale securities in the second quarter of 2025.

    2nd Quarter 2025 vs 2nd Quarter 2024

    Net Interest Income:
    Net interest income for the second quarter of 2025 totaled $20.8 million, compared to $17.8 million for the same period in the prior year, an increase of $3.0 million, or 16.9%, driven by increases of $1.9 million in interest income on loans and $0.5 million in interest income on interest-earning deposits, and a decrease of $1.6 million in interest expense on deposits, partially offset by a decrease of $0.7 million in interest income on taxable securities.

    Interest income on loans increased largely due to an increase of $98.7 million in average balances of total loans compared to the same period in the prior year, as well as an increase of nine basis points in the average yield on total loans compared to the same period in the prior year. The increase in average balances of total loans was concentrated in commercial loans, which grew by $129.2 million compared to the same period in the prior year, largely comprised of growth in commercial real estate balances, particularly in the Bank’s Capital region and Western New York markets. The average yield on commercial loans decreased one basis point compared to the same period in the prior year, largely due to declines in benchmark interest rates on existing loans and the lower market interest rate environment on new originations.

    Average balances of residential mortgage loans increased $2.9 million while the average yield on residential mortgage loans increased 37 basis points, each compared to the same period in the prior year. Mortgage origination activity increased in the first half of 2025 compared to the same period in the prior year, however overall origination volumes continue to trail levels experienced in recent years. The increase in the average yield on residential mortgages was partially driven by a shift in portfolio composition toward variable rate and construction-to-permanent mortgages, which are currently higher-yielding than fixed rate mortgages. Average balances of consumer loans decreased $33.3 million while the average yield on consumer loans increased 25 basis points, each compared to the same period in the prior year. The decrease in average balances was mainly due to a decrease in indirect auto origination activity, and normal portfolio turnover, as the Bank prioritized funding other types of lending over the past year. The increase in the average yield on consumer loans was primarily due to portfolio turnover in the indirect auto portfolio as older, lower-yielding balances were replaced by higher-yielding balances.

    Interest income on interest-earning deposits increased mainly due to an increase of $45.9 million in average balances of interest-earning deposits, despite a decrease of 42 basis points in the average yield on interest-earning deposits, each compared to the same period in the prior year. The increase in average balances was largely due to proceeds from the Corporation’s sale of available for sale securities in the second quarter of 2025 being held as deposits at the FRBNY in advance of $155.0 million in wholesale funding maturing early in the third quarter of 2025. The decrease in the average yield on interest-earning deposits was largely due to a decrease in the Federal Funds Target Range Upper Limit of 100 basis points between the second quarter of 2024 and second quarter of 2025. Deposits held at the FRBNY receive interest at a rate 10 basis points below the Federal Funds Upper Limit.

    Interest expense on deposits decreased primarily due to a decrease of 79 basis points in the average cost of customer time deposits, as well as a decrease of 106 basis points in the average cost of brokered deposits, each compared to the same period in the prior year, resulting in a decrease of 83 basis points in the average cost of total time deposits. The decrease in the cost of customer time deposits was largely due to changes in offered terms on CD campaigns, including a shift towards shorter duration products, while the decrease in the average cost of brokered deposits was largely due to the declining market interest rate environment, which the Corporation was able to take advantage of by primarily utilizing brokered deposits with original durations of three months or less. Average balances of customer time deposits comprised 21.3% of total average deposits for the second quarter of 2025, compared to 21.9% for the second quarter of 2024. Also contributing to the decrease in interest expense on deposits were decreases of 28 basis points and seven basis points in the average cost of interest-bearing demand deposits and savings and money market deposits, respectively, compared to the same period in the prior year. Combined, these decreases resulted in a decrease of 41 basis points in the total average cost of interest-bearing deposits compared to the same period in the prior year, from 2.86% in the second quarter of 2024 to 2.45% in the second quarter of 2025. The deposit beta on total deposits was 28% between these two periods.

    Interest income on taxable securities decreased largely due to a decrease of $86.6 million in average balances of taxable securities, as well as a decrease of 21 basis points in the average yield on taxable securities, both compared to the same period in the prior year. The decrease in average balances was mainly attributable to $57.2 million in paydowns and maturities of available for sale securities between the second quarters of 2024 and 2025, as well as $245.5 million in sales of available for sale securities during the second quarter of 2025 as part of the Corporation’s balance sheet repositioning efforts. The decrease in the average yield on taxable securities was mainly attributable to decreases in interest rates earned on variable rate securities such as SBA loan pooled securities between the second quarters of 2024 and 2025, as well as the average yield of securities sold in the second quarter 2025 being higher than the overall average yield on the portfolio at the time of the sale.

    Fully taxable equivalent net interest margin was 3.05% for the second quarter of 2025, compared to 2.66% for the same period in the prior year. Average interest-earning assets increased $50.5 million, while average interest-bearing liabilities increased $45.8 million, compared to the same period in the prior year. The average yield on interest-earning assets increased fourteen basis points to 4.83%, while the average cost of interest-bearing liabilities decreased 37 basis points to 2.57%, compared to the same period in the prior year. Total cost of funds was 1.94% for the current quarter, compared to 2.20% for the same period in the prior year, a decrease of 26 basis points.

    Provision for Credit Losses:
    Provision for credit losses was $1.1 million for the second quarter of 2025, compared to $0.9 million for the same period in the prior year, an increase of $0.2 million. The increase was largely due to stronger loan growth in the second quarter of 2025, which totaled $34.8 million, compared to the same period in the prior year, as well as changes in the FOMC’s projections for increased unemployment and a decline in GDP growth during the second quarter of 2025, compared to relatively stable projections during the second quarter of 2024.

    Non-Interest Income:
    The Corporation recognized a pre-tax loss of $17.5 million on the sale of a portion of its available for sale securities portfolio in the second quarter of 2025, resulting in overall negative non-interest income of $10.7 million for the quarter, compared to positive non-interest income of $5.6 million for the same period in the prior year. Recurring non-interest income (see Non-GAAP reconciliations), which excludes the loss on the sale of available for sale securities and the gain on the sale of a previous branch property, increased $0.6 million compared to the same period in the prior year, driven by increases of $0.2 million in service charges on deposits and $0.1 million in each of wealth management group fee income and change in fair value of equity investments.

    As previously mentioned in the quarter over quarter comparison, the $17.5 million loss recognized on the sale of available for sale securities was a major component of the Corporation’s balance sheet repositioning. Additionally, the $0.6 million gain on the sale of a previous branch property was part of ongoing rationalization of the Bank’s physical distribution network. Both the increase in service charges on deposits and wealth management group fee income were largely attributable to fee schedule increases implemented in the second half of 2024. Wealth management group fee income also benefited from positive changes in financial markets during the second quarter of 2025, which was also the primary driver in the change in fair value of equity investments, resulting in an increase in the market value of assets held for the Corporation’s deferred compensation plan.

    Non-Interest Expense:
    Non-interest expense for the second quarter of 2025 was $17.8 million, compared to $16.2 million for the same period in the prior year, an increase of $1.6 million, or 9.9%, driven by increases of $0.8 million in salaries and wages, $0.3 million in data processing, and $0.2 million in professional services.

    Salaries and wages increased largely due to an increase in base salaries, including merit-based increases and additional staffing for the Corporation’s Western New York regional banking center. The increase in data processing was primarily due to an increase in core service provider expenses and additional expenses related to Canal Bank operations in Western New York. The increase in professional services was mainly due to an increase in consulting expenses, partially attributable to results-based fees related to the Corporation’s implementation of fee schedule increases in 2024.

    Income Tax Expense:
    Income tax expense for the second quarter of 2025 was a tax benefit of $2.4 million, compared to income tax expense of $1.3 million for the second quarter of 2024, a decrease of $3.7 million. The decrease in income tax expense was primarily due to the net loss on the Corporation’s sale of available for sale securities in the second quarter of 2025.

    Asset Quality
    Non-performing loans totaled $8.2 million as of June 30, 2025, or 0.39% of total loans, compared to $9.0 million, or 0.43% of total loans as of December 31, 2024. The decrease in non-performing loans was largely due to paydown and charge-off activity in the first half of 2025. There were $1.4 million in paydowns on and payoffs of non-performing commercial loans in the first half of 2025, including the payoff of a $1.0 million non-performing multifamily commercial mortgage. Additionally, $0.8 million in non-performing commercial and industrial loan balances were charged-off in the first half of 2025. These decreases were partially offset by $0.3 million in commercial loan balances added to non-performing loans in the first half of 2025. Retail non-performing loans increased $0.7 million compared to December 31, 2024, largely concentrated in home equity and indirect auto loans. Approximately half of the total increase in non-performing retail loans related to one well-secured first lien home equity loan which was placed into nonaccrual status in the first quarter of 2025. Non-performing assets, which are comprised of non-performing loans, other real estate owned, and repossessed vehicles, were $8.4 million, or 0.30% of total assets as of June 30, 2025, compared to $9.6 million, or 0.35% of total assets as of December 31, 2024. The decrease in non-performing assets was largely due to a decrease in non-performing loans. Other real estate owned decreased to $0.1 million as of June 30, 2025 from $0.4 million as of December 31, 2024, and was comprised of only one property as of June 30, 2025, while repossessed vehicles were $0.2 million as of June 30, 2025 and December 31, 2024.

    Total loan delinquencies as of June 30, 2025 decreased compared to December 31, 2024, primarily driven by a decrease in commercial loan delinquencies. As of June 30, 2025, there were less than $0.1 million in performing commercial loan balances considered to be delinquent, compared to $3.9 million as of December 31, 2024. Annualized net charge-offs to total average loans for the second quarter of 2025 were 0.19%, compared to 0.05% for the first quarter of 2025, an increase of 14 basis points. Net charge-offs experienced in the second quarter of 2025 included a $0.7 million charge-off on an unsecured commercial and industrial loan which had previously carried a full allocation in the allowance for credit losses, as well as an unrelated $0.1 million partial charge-off on another commercial and industrial loan which also carried a specific allocation in the allowance for credit losses. Annualized net commercial charge-offs represented 0.20% of average balances for the second quarter of 2025. Consumer loan net charge-offs continues to be concentrated in indirect auto loans, with annualized consumer charge-offs representing 0.35% of average balances for the second quarter of 2025. Residential mortgages had an immaterial net recovery rate for the second quarter of 2025. Annualized net-charge offs for the six months ended June 30, 2025 were 0.12% of total average loan balances, compared to net charge-offs of 0.05% for the six months ended June 30, 2024, an increase of seven basis points, largely due to the $0.7 million commercial and industrial charge-off in the second quarter of 2025.

    The allowance for credit losses on loans was $22.7 million as of June 30, 2025 compared to $21.4 million as of December 31, 2024. The allowance for credit losses on unfunded commitments, a component of other liabilities, was $0.5 million as of June 30, 2025 and $0.8 million as of December 31, 2024. The increase in the allowance for credit losses on loans was partially attributable to the annual review and update to loss drivers used in the Bank’s CECL model, which resulted in higher baseline loss rates for most of the Bank’s portfolio segments. Also contributing to the increase in the allowance was year-to-date net loan growth and deterioration in FOMC forecasted data points used in modeling for national unemployment and GDP growth. Forecasts for year-end 2025 GDP growth decreased 70 basis points compared to December 31, 2024, while forecasts for year-end 2025 unemployment increased 20 basis points compared to December 31, 2024. Partially offsetting the overall increase in the allowance was a $0.8 million decrease in allowance allocations for individually analyzed loans, due to commercial net charge-offs in the first half of 2025. Provision for credit losses as a percentage of period-end loan balances was 0.05% for both the second quarter of 2025 and for the first quarter of 2025. The allowance for credit losses on loans to total loans was 1.06% as of June 30, 2025 and 1.03% as of December 31, 2024 while the allowance for credit losses on loans was 275.16% of non-performing loans as of June 30, 2025 and 238.87% as of December 31, 2024.

    Balance Sheet Activity
    Total assets were $2.852 billion as of June 30, 2025, compared to $2.776 billion as of December 31, 2024, an increase of $76.3 million, or 2.7%. This increase was driven by increases of $273.0 million in cash and cash equivalents and $61.0 million in loans, net of deferred origination fees and costs, partially offset by decreases of $244.1 million in securities available for sale and $11.0 million in accrued interest receivable and other assets.

    Cash and cash equivalents increased largely due to proceeds of $227.3 million from the Corporation’s sale of available for sale securities in the second quarter of 2025. Cash balances as of June 30, 2025 were held almost entirely at the FRBNY and the Corporation utilized a portion of these proceeds to pay off wholesale funding which matured early in the third quarter of 2025. An increase of $72.1 million in total deposits, primarily due to inflows of municipal deposits, and proceeds from the Corporation’s issuance of subordinated debt in the second quarter of 2025, also contributed to the increase in cash and cash equivalents balances.

    Loans, net of deferred origination fees and costs increased mainly due to growth in commercial real estate balances. Total commercial loan balances increased $75.5 million, or 5.0%, compared to prior year-end, comprised of an increase of $80.5 million in commercial real estate balances, partially offset by a decrease of $5.0 million in commercial and industrial balances. Year-to-date commercial loan growth was relatively evenly distributed between the Bank’s Capital Bank and Canal Bank divisions in the Albany and Buffalo markets, respectively. Residential mortgages increased $3.2 million, or 1.2%, compared to the prior year-end, with overall year-to-date origination activity as of June 30, 2025 increasing compared to the same period in the prior year. Consumer loans decreased $17.7 million, or 6.3%, compared to the prior-year end, largely due to lower levels of indirect auto loan origination activity, and a relatively fast turnover rate in the portfolio, however origination activity increased toward the end of the second quarter as a result of a decrease in interest rates offered in the indirect lending program.

    Securities available for sale decreased primarily due to the Corporation’s ongoing strategic balance sheet repositioning, which included the sale of available for sale securities with a market value totaling $227.3 million in the second quarter of 2025. The sale of securities included the Corporation’s entire portfolio of U.S Treasury and SBA pooled-loan securities, as well as portions of the mortgage-backed securities and municipal bonds portfolios. Year-to-date net paydowns and maturities on available for sale securities totaled $28.3 million, largely on mortgage-backed and SBA pooled-loan securities. Partially offsetting the overall decrease in the available for sale securities portfolio was an increase of $12.6 million in the fair value of securities, mainly due to favorable changes in interest rates compared to December 31, 2024. Accrued interest receivable and other assets decreased largely due to a decrease in the fair value of interest rate swap assets, due to changes in interest rates.

    Total liabilities were $2.618 billion as of June 30, 2025, compared to $2.561 billion as of December 31, 2024, an increase of $56.7 million, or 2.2%. This increase was driven by increases of $72.1 million in total deposits and $44.1 million in subordinated debt, net of deferred issuance costs, partially offset by decreases of $54.3 million in advances and other debt and $5.0 million in accrued interest payable and other liabilities.

    Total deposits increased $72.1 million, or 3.0%, compared to the prior year-end, largely due to increases of $44.6 million in money market deposits and $41.6 million in interest-bearing demand deposits. Increases in these deposit types were primarily attributable to seasonal inflows of municipal deposits. Total time deposits decreased $5.4 million, consisting of a decrease of $13.3 million in customer time deposits partially offset by an increase of $7.8 million in brokered deposits. The decrease in customer time deposits was partially due to the maturity of previous CD campaign offerings which were not renewed. The Bank has continued to focus on shorter-duration CD campaigns, such as six and 15-month offerings, while also introducing a 36-month option in 2025 to broaden its product offerings. All of the Corporation’s brokered deposits matured in early July 2025 and were paid off in full using a portion of the proceeds from the previously mentioned securities sale. Excluding brokered deposits, total deposits increased $64.2 million from December 31, 2024. Additionally, savings deposits decreased $7.3 million while non interest-bearing demand deposits decreased $1.4 million from December 31, 2024. Non interest-bearing deposits comprised 25.3% and 26.1% of total deposits as of June 30, 2025 and December 31, 2024, respectively.

    Subordinated debt, net of deferred issuance costs, increased due to the issuance of $45.0 million in 7.75% fixed-to-floating rate notes in June 2025 in a private offering. There were $0.9 million in deferred issuance costs associated with the offering. The subordinated debt qualifies as tier 2 capital at the holding company and tier 1 capital at the Bank. Of the $45.0 million in subordinated debt issued, $37.0 million was downstreamed to the Bank, qualifying as tier 1 capital. The notes carry an original term of ten years and are redeemable by the Corporation beginning in June 2030, and beginning in June 2030 will float based on the then current Three-Month Term SOFR, plus 415 basis points. Further details regarding the offering can be found in the Corporation’s Form 8-K filed with the Securities and Exchange Commission on June 10, 2025.

    Advances and other debt decreased mainly due to increases in cash and cash equivalents and total deposits. Advances and other debt as of June 30, 2025 largely consisted of a $55.0 million two-month term advance from the FHLBNY, which matured in July 2025, whereas the composition of advances and other debt as of the prior year-end consisted primarily of FHLBNY overnight advances. The decrease in accrued interest payable and other liabilities was mainly due to a decrease in interest rate swap liabilities, due to changes in interest rates.

    Total shareholders’ equity was $235.0 million as of June 30, 2025, compared to $215.3 million as of December 31, 2024, an increase of $19.7 million, or 9.2%, driven by a decrease of $22.4 million in accumulated other comprehensive loss and partially offset by a decrease of $3.5 million in retained earnings. The decrease in accumulated other comprehensive loss was largely due to the reclassification of a portion of losses attributable to the available for sale securities portfolio into current period earnings, due to the Corporation’s sale of available for sale securities in the second quarter of 2025, as well as an increase in the fair value of securities available for sale, mainly due to favorable changes in market interest rates. The decrease in retained earnings was mainly due to a net loss for the six months ended June 30, 2025, due to the Corporation’s loss on the sale of available for sale securities, and dividends declared of $3.1 million during the six months ended June 30, 2025.

    The total equity to total assets ratio was 8.24% as of June 30, 2025, compared to 7.76% as of December 31, 2024, and the tangible equity to tangible assets ratio was 7.53% as of June 30, 2025, compared to 7.02% as of December 31, 2024.1 Book value per share and tangible book value per share increased to $48.85 and $44.31, respectively, as of June 30, 2025 from $45.13 and $40.55, respectively, as of December 31, 2024.1 The Corporation’s sale of securities available for sale did not impact book value per share or tangible book value per share. As of June 30, 2025, the Bank’s capital ratios were in excess of those required to be considered well-capitalized under the regulatory framework for prompt corrective action.

    Liquidity
    The Corporation uses a variety of resources to manage its liquidity, and management believes it has the necessary liquidity to allow for flexibility in meeting its various operational and strategic needs. These include short-term investments, cash flow from lending and investing activities, core-deposit growth, and non-core funding sources, such as time deposits of $250,000 or greater, brokered deposits, FHLBNY overnight and term advances, and FRB advances. Borrowings may be used on a short-term basis for liquidity purposes or on a long-term basis to fund asset growth. As of June 30, 2025, the Corporation’s cash and cash equivalents balance was $320.1 million, largely consisting of the proceeds from the Corporation’s sale of a portion of the available for sale securities portfolio in the second quarter of 2025. The Corporation continues to maintain an investment portfolio of securities available for sale, comprised of government sponsored entity mortgage-backed securities, municipal bonds, and corporate bonds. Although this portfolio generates interest income for the Corporation, it also serves as an available source of liquidity and capital if needed. As of June 30, 2025, the Corporation’s investment in securities available for sale was $287.3 million, $74.2 million of which was not pledged as collateral. Additionally, as of June 30, 2025, the Bank’s total advance line capacity at the Federal Home Loan Bank of New York was $170.2 million, $55.0 million of which was utilized and $115.2 million of which was available as additional borrowing capacity.

    As of June 30, 2025, uninsured deposits totaled $694.3 million, or 28.1% of total deposits, including $187.4 million of municipal deposits collateralized by pledged assets, when required. As of December 31, 2024, uninsured deposits totaled $652.3 million, or 27.2% of total deposits, including $145.6 million of municipal deposits collateralized by pledged assets, when required. Due to their fluidity, the Corporation closely monitors uninsured deposit levels when considering liquidity management strategies.

    As of June 30, 2025, the Corporation had brokered deposits totaling $100.0 million, all of which matured in early July 2025. As part of its strategic balance sheet repositioning, the Corporation did not replace the brokered deposits at maturity, reflecting its efforts to reduce reliance on wholesale funding sources. The Corporation may use brokered deposits in the future either as a secondary source in funding asset growth or as an additional source of liquidity in supporting ongoing operations.

    Other Items
    The market value of total assets under management or administration in our Wealth Management Group was $2.313 billion as of June 30, 2025, including $334.0 million of assets under management or administration for the Corporation, compared to $2.212 billion as of December 31, 2024, including $301.9 million of assets under management or administration for the Corporation, an increase of $101.0 million, or 4.5%. Excluding assets under management or administration for the Corporation, total market value of Wealth Management Group assets increased $69.0 million, or 3.7%, largely due to improvements in financial markets during 2025, largely concentrated in the second quarter 2025.

    In April 2025, the Corporation completed the sale of its previous branch property on West Buffalo Street in Ithaca, New York, resulting in a pre-tax gain on the sale of $0.6 million. Branch operations had previously been consolidated into a nearby Ithaca branch in November 2024. The gain on the sale of this property has been excluded for the purposes of calculating certain non-GAAP metrics appearing elsewhere in this press release.

    As previously announced on January 8, 2021, the Corporation’s Board of Directors approved a stock repurchase program. Under the repurchase program, the Corporation may repurchase up to 250,000 shares of its common stock, or approximately 5% of its then outstanding shares. The repurchase program permits shares to be repurchased in open market or privately negotiated transactions, through block trades, and pursuant to any trading plan that may be adopted in accordance with Rule 10b5-1 of the Securities Exchange Act of 1934. As of June 30, 2025, a total of 49,184 shares of common stock at a total cost of $2.0 million were repurchased by the Corporation under its share repurchase program. No shares were repurchased in the second quarter of 2025. The weighted average cost was $40.42 per share repurchased. Remaining buyback authority under the share repurchase program was 200,816 shares as of June 30, 2025.

    GAAP to Non-GAAP Reconciliations (Unaudited)

    The Corporation prepares its Consolidated Financial Statements in accordance with GAAP. See the Corporation’s unaudited consolidated balance sheets and statements of income contained within this press release. That presentation provides the reader with an understanding of the Corporation’s results that can be tracked consistently from period-to-period and enables a comparison of the Corporation’s performance with other companies’ GAAP financial statements.

    In addition to analyzing the Corporation’s results on a reported basis, management uses certain non-GAAP financial measures, because it believes these non-GAAP financial measures provide information to investors about the underlying operational performance and trends of the Corporation and, therefore, facilitate a comparison of the Corporation with the performance of other companies. Non-GAAP financial measures used by the Corporation may not be comparable to similarly named non-GAAP financial measures used by other companies.

    The SEC has adopted Regulation G, which applies to all public disclosures, including earnings releases, made by registered companies that contain “non-GAAP financial measures.” Under Regulation G, companies making public disclosures containing non-GAAP financial measures must also disclose, along with each non-GAAP financial measure, certain additional information, including a reconciliation of the non-GAAP financial measure to the closest comparable GAAP financial measure and a statement of the Corporation’s reasons for utilizing the non-GAAP financial measure as part of its financial disclosures. The SEC has exempted from the definition of “non-GAAP financial measures” certain commonly used financial measures that are not based on GAAP. When these exempted measures are included in public disclosures, supplemental information is not required. The following measures used in this Report, which are commonly utilized by financial institutions, have not been specifically exempted by the SEC and may constitute “non-GAAP financial measures” within the meaning of the SEC’s rules, although we are unable to state with certainty that the SEC would so regard them.

    Fully Taxable Equivalent Net Interest Income and Net Interest Margin

    Net interest income is commonly presented on a tax-equivalent basis. That is, to the extent that some component of the institution’s net interest income, which is presented on a before-tax basis, is exempt from taxation (e.g., is received by the institution as a result of its holdings of state or municipal obligations), an amount equal to the tax benefit derived from that component is added to the actual before-tax net interest income total. This adjustment is considered helpful in comparing one financial institution’s net interest income to that of other institutions or in analyzing any institution’s net interest income trend line over time, to correct any analytical distortion that might otherwise arise from the fact that financial institutions vary widely in the proportions of their portfolios that are invested in tax-exempt securities, and that even a single institution may significantly alter over time the proportion of its own portfolio that is invested in tax-exempt obligations. Moreover, net interest income is itself a component of a second financial measure commonly used by financial institutions, net interest margin, which is the ratio of net interest income to average interest-earning assets. For purposes of this measure as well, fully taxable equivalent net interest income is generally used by financial institutions, as opposed to actual net interest income, again to provide a better basis of comparison from institution to institution and to better demonstrate a single institution’s performance over time. The Corporation follows these practices.

    Efficiency Ratio

    The unadjusted efficiency ratio is calculated as non-interest expense divided by total revenue (net interest income and non-interest income). The adjusted efficiency ratio is a non-GAAP financial measure which represents the Corporation’s ability to turn resources into revenue and is calculated as non-interest expense divided by total revenue (fully taxable equivalent net interest income and non-interest income), adjusted for one-time occurrences and amortization. This measure is meaningful to the Corporation, as well as investors and analysts, in assessing the Corporation’s productivity measured by the amount of revenue generated for each dollar spent.

    Washington (July 16, 2025) – Today, on the heels of another harsh heat wave across California, Senator Edward J. Markey (D-Mass.) joined Senator Alex Padilla (D-Calif.), Representative Judy Chu (D-Calif.-28), and union workers from the United Farm Workers (UFW), American Federation of State, County and Municipal Employees, and United Steelworkers to announce their bipartisan, bicameral legislation to implement federal enforceable workplace heat stress protections.

    Co-leads of the legislation include Senator Catherine Cortez Masto (D-Nev.), and Representatives Robert C. “Bobby” Scott (D-Va.-03), Ranking Member of the House Committee on Education and Workforce, and Alma Adams (D-N.C.-12).

    To address the increasing risks from extreme temperatures, the lawmakers introduced the Asunción Valdivia Heat Illness, Injury, and Fatality Prevention Act, legislation to protect the safety and health of indoor and outdoor workers who are exposed to dangerous heat conditions in the workplace. The legislation would protect workers against occupational exposure to excessive heat by requiring the Occupational Safety and Health Administration (OSHA) to establish an enforceable federal standard to protect workers in high-heat environments with commonsense measures like paid breaks in cool spaces, access to water, limitations on time exposed to heat, and emergency response for workers with heat-related illness. The bill also directs employers to provide training for their employees on the risk factors that can lead to heat illness and guidance on the proper procedures for responding to symptoms.

    The bill is named in honor of Asunción Valdivia, who died in 2004 after picking grapes for 10 hours straight in 105-degree temperatures. Mr. Valdivia fell unconscious, but instead of calling an ambulance, his employer told Mr. Valdivia’s son to drive his father home. On his way home, he died of heat stroke at the age of 53.

    “Even as heat waves become more frequent, longer-lasting, and more severe, red state politicians are rolling back heat protections and child labor protections across the country. It’s not rocket science—you cannot be pro-worker if you are anti-heat protection,” said Senator Markey. “Our legislation would provide workers with basic, effective protections: access to water, access to shade, time limits on high heat exposure, and procedures for emergency medical response. Every worker deserves to know when they clock in that they will return home safe at the end of their shift.  The thermometer is rising and the clock is ticking. Republicans want to sacrifice working Americans. Let’s save our workers instead.”

    According to the National Oceanic and Atmospheric Administration (NOAA), 2024 was the warmest year on record for the United States. The past decade, including 2024, was the hottest on record, marking a decade of extreme heat that will only get worse. Heat-related illnesses can cause heat cramps, organ damage, heat exhaustion, stroke, and even death. Between 1992 and 2017, heat stress injuries killed 815 U.S. workers and seriously injured more than 70,000. The Washington Center for Equitable Growth estimates hot temperatures caused at least 360,000 workplace injuries in California from 2001 to 2018, or about 20,000 injuries a year. The failure to implement simple heat safety measures costs U.S. employers nearly $100 billion every year in lost productivity.

    From 2011-2020, heat exposure killed at least 400 workers and caused nearly 34,000 injuries and illnesses resulting in days away from work; both are likely vast underestimates. Farm workers and construction workers suffer the highest incidence of heat illness. And no matter what the weather is outside, workers in factories, commercial kitchens, and other workplaces, including ones where workers must wear personal protective equipment (PPE), can face dangerously high heat conditions all year round.

    The Asunción Valdivia Heat Illness, Injury, and Fatality Prevention Act has the support of a broad coalition of over 250 groups, including: Rural Coalition, International Brotherhood of Teamsters, AFL-CIO, UNITE HERE!, Communication Workers of America, Alianza Nacional de Campesinas, Sierra Club, United Farm Workers, Farmworker Justice, Public Citizen, International Union of Bricklayers and Allied Craftworkers, United Food and Commercial Workers International Union, Union of Concerned Scientists, United Steelworkers, National Resources Defense Council, American Lung Association, and Health Partnerships.

  • MIL-OSI USA: ICE Boston arrest leads to conviction for alien who illegally reentered US after deportation

    BOSTON – An ICE Boston operation led to an unlawfully present Guatemalan alien pleading guilty in federal court to illegally reentering the U.S. after deportation. Manuel Ruiz-Luis, 52, pleaded guilty to one count of unlawful reentry of a deported alien.

    Officers with ICE Enforcement and Removal Operations Boston arrested Ruiz, who was illegally residing in New Bedford, March 31, 2025.

    “Manuel Ruiz-Luis has displayed a blatant disregard for U.S. immigration laws by illegally reentering the U.S. after having been deported on two previous occasions,” said ICE ERO Boston acting Field Office Director Patricia H. Hyde. “Furthermore, Ruiz-Luis chose to endanger our law-abiding residents by driving his vehicle under the influence of alcohol. ICE Boston will continue to prioritize public safety by arresting and removing criminal alien offenders from our New England neighborhoods.”

    Ruiz-Luis was first deported from the U.S. to Guatemala in April 1996 and reentered the U.S. illegally sometime thereafter.

    Ruiz-Luis was removed from the U.S. a second time on March 28, 2012. Sometime after his March 2012 removal, Ruiz Luis illegally reentered the U.S. without permission.

    Prior to his 2012 removal, Ruiz-Luis had multiple criminal convictions in the U.S. including one for operating under the influence and four separate convictions for operating a motor vehicle without a license.

    Ruiz-Luis faces up to two years in prison followed by one year of supervised release and a fine of up to $250,000 at his sentencing, which is scheduled for Sept. 18. Furthermore, Ruiz-Luis is subject to deportation upon completion of any sentence imposed.

    SACRAMENTO – As Governor Gavin Newsom and legislative leaders continue to work on extending the state’s preeminent climate program – Cap-and-Invest – new reports out this week highlight how critical the program is to the state’s economic future, and how uncertainty is costing the state billions. 

    According to a study released by the Environmental Defense Fund and Greenline Insights, extending Cap-and-Invest, also known as Cap-and-Trade, through 2045 is “expected to generate 287,000 jobs, $55 billion in economic growth, and $232 million in net savings for households.” Extending the program is estimated to “raise a minimum of $47 billion for California Climate Investments.” 

    That builds on the program’s $28 billion already invested in the last 10 years – which has wiped out emissions equivalent to taking 80% of the state’s gas cars off the road.

    This comes as another report released this week shows the need for extension this year. According to Clean and Prosperous California, the program has lost up to $3 billion in potential revenue in the past year due to poor auction results “caused by uncertainty over legislative extension.” 

    Clean and Prosperous California reports: “We expect California will continue losing between around $600 million and $1 billion in revenue from each quarterly auction until the California legislature reauthorizes the cap-and-trade program.” 

    As Governor Newsom, Assembly Speaker Robert Rivas, and Senate Pro Tempore Mike McGuire said in April announcing efforts to extend the program this year: “Cap-and-trade is a huge success and, working together, we’ll demonstrate real climate leadership that will attract investment and innovation to deliver the technologies of tomorrow, right here in California.”

    On July 16, 2025, Deputy Minister of Economic Development of the Russian Federation Sergei Nazarov visited the Chechen Republic on a working visit.

    The program of the visit included a working meeting with the Chairman of the Government of the Chechen Republic Magomed Daudov. The issues of development of the special economic zone of industrial and production type “Grozny”, the course of implementation of the federal and republican investment programs, as well as the development of the all-season tourism and recreation project “Veduchi” were discussed. Special attention was paid to the provision of energy infrastructure for the current residents of the SEZ “Grozny”, as well as strengthening control over the implementation of the objects of the VTRK “Veduchi”.

    “We see the interest of investors, the activity of residents and the significant economic potential of the region. The task is to ensure the full readiness of the infrastructure and precise synchronization of actions at all levels,” noted Sergey Nazarov.

    During the visit, the Deputy Minister also got acquainted with the implementation of the Veduchi VTRK. The participants inspected the engineering and ski infrastructure facilities, including cable cars, trails, pumping stations and an artificial snowmaking system. The site was also attended by the General Director of Kavkaz. RF Andrey Yumshanov, representatives of the Government of the Chechen Republic, employees of contracting organizations and the General Director of the management company OOO CHUS Sulimbek Tsentroyev, who reported on the current stage of work.

    Active construction of all planned facilities is underway. In particular, the construction readiness of the VL1 cable car, the largest facility in the complex, has reached 66%. Its commissioning is expected in 2026. And this year, work is planned to be completed on a number of key facilities, including cable cars, ski slopes and an artificial snowmaking system.

    “Veduchi is one of the most promising tourism projects in the North Caucasus. It has already received serious support and will continue to develop within the framework of the SEZ mechanism. There is a team here that knows what it is doing. It is important for us to maintain the pace and ensure the smooth implementation of all stages,” the deputy minister emphasized.

    Following the visit, proposals were made to federal and regional authorities for further support of the Grozny SEZ and Veduchi VTRK facilities. They will cover priorities in upgrading infrastructure, updating design documentation and financing mechanisms in order to ensure sustainable implementation of strategically important projects.

  • MIL-OSI Europe: Briefing – Smart and sustainable transport investments in the national recovery and resilience plans – 17-07-2025

    Smart and sustainable transport plays a significant role in advancing the EU’s green and digital transitions under the Recovery and Resilience Facility (RRF), the crisis-response instrument the EU launched to boost EU economic recovery in the wake of the COVID-19 pandemic. All EU Member States included transport-related measures in their national recovery and resilience plans. Member States are collectively investing almost €83 billion in smart and sustainable transport, amounting to 12.8  % of the total RRF envelope, underscoring the sector’s strategic importance for decarbonisation, digitalisation, connectivity and economic growth. The largest contributions to smart and sustainable transport come from Italy (€34.0 billion), Spain (€9. 9 billion) and Germany (€7.6 billion), together accounting for over 60  % of total smart and sustainable transport-related RRF investment. By contrast, several smaller Member States stand out in relative terms: Luxembourg allocates 47.2  % of its national plan to transport investments (€223.2 million), while Malta devotes 30.5  % (€100.2 million). Rail transport receives the largest share of funding, amounting to nearly €48.9 billion, or 59  % of total transport-related RRF investments. More than €34.4 billion of this supports the trans-European transport (TEN-T) network and the roll-out of the European Rail Traffic Management System, exceeding the entire Connecting Europe Facility transport budget for 2021–2027. These investments are expected to enhance cross-connectivity, border interoperability, improve rail safety and efficiency, and facilitate modal shift from road to rail. Beyond rail, Member States are investing in a broad mix of measures, including urban transport, alternative fuels infrastructure, support for zero- and low-emission vehicles and cycling.

    The U.S. Senate unanimously passed bipartisan legislation authored by U.S. Senators Marsha Blackburn (R-Tenn.) and Gary Peters (D-Mich.) to establish a National Manufacturing Advisory Council at the U.S. Department of Commerce. The National Manufacturing Advisory Council Act would establish the National Manufacturing Advisory Council as a key component in developing federal manufacturing policy to help strengthen U.S. leadership in global manufacturing.

    “A resilient domestic manufacturing base with a national strategic plan will strengthen the United States’ competitiveness,” said Senator Blackburn. “The National Manufacturing Council Act would support our workforce by increasing communication and collaboration across different industries.”

    “To support manufacturers in Michigan and throughout the United States, we need our industry partners, economic developers, lawmakers, and workers reading from the same playbook,” said Senator Peters. “A National Manufacturing Advisory Council would help bring together and amplify the voices of manufacturers, workers, and industry experts to strengthen our federal manufacturing policy. In doing so, we can proactively address rising challenges in the industry and better seize opportunities that will propel American manufacturing to new heights in the coming decades.”

    The National Manufacturing Advisory Council would be made up of manufacturing, labor, and education leaders to advise both Congress and the Secretary of Commerce on how best to ensure the United States remains the top destination globally for investment in manufacturing. It would serve as a bridge between the manufacturing sector and federal government to improve communication and collaboration, and better support the industry and its workforce. 

    The National Manufacturing Advisory Council would meet at least twice a year to advise the Secretary of Commerce on policies and programs that impact U.S. manufacturing. It would also propose solutions to challenges and problems facing manufacturers in the United States. The Advisory Council would be required to:  

    • IDENTIFY AND ASSESS the effects of technological developments, production capacity, skill availability, investment patterns, and emerging needs for United States manufacturing competitiveness.  
    • SOLICIT INPUT from the public and private sectors – including businesses and labor groups – as well as academia on emerging trends in manufacturing.   
    • PROVIDE RECOMMENDATIONS to the Secretary addressing global and domestic manufacturing trends threatening the U.S. manufacturing sector, including supply chain interruptions, logistical challenges, and technological changes. The Advisory Council would also advise the Secretary on ways to increase federal attention with respect to manufacturing – as well as matters relating to the U.S. manufacturing workforce such as the impact of new technology and worker training and education priorities.  
    • IDENTIFY REGULATORY ISSUES encountered by the domestic manufacturing sector and provide advice on how to mitigate issues through a favorable environment for manufacturers, workers, and consumers.

  • MIL-OSI USA: Southbound I-5 paving project in Everett set to begin

    Significant lane closures necessary while crews repave, replace bridge joints

    EVERETT – Traffic through Everett is about to be a bit bumpier, but the ride through the area will ultimately be a lot smoother. A paving project is set to begin along a 4-mile stretch of southbound Interstate 5 from Broadway Avenue to 100th Street Southeast.

    On Saturday, July 19, contractor crews working for the Washington State Department of Transportation will begin the I-5 Southbound 100th Street Southeast to Broadway Avenue paving project by closing four left lanes on southbound I-5 at 41st Street, as well as access from Broadway Avenue to the southbound I-5 HOV lane.

    As work progresses, crews will close as many as four of the six lanes along this stretch of I-5 for daytime and nighttime work. People traveling southbound through Everett should expect to see delays for the next 14 weeks.

    This work also requires on- and off-ramp closures, with signed detours guiding travelers to the next exit.

    WSDOT is still finalizing dates for additional lane reductions and ramp closures and will announce them once they are set.

    The project also replaces traffic loops, pavement markings and aging bridge joints.

    More than 95,000 vehicles travel along this stretch of I-5 per day. The $6.1 million project will create a better ride and preserve the highway for years to come. WSDOT expects to finish construction in fall 2025.

  • MIL-OSI Security: Jury-Convicted Felon Sentenced to More Than 10 Years in Federal Prison for Possessing a Firearm

    SAN ANTONIO – A San Antonio man was sentenced to 125 months in federal prison Wednesday after a federal jury convicted him in February for one count of felon in possession of a firearm.

    According to court documents and evidence presented at trial, Dante Delray Vecera, 33, was found unresponsive in a locked and running vehicle blocking two lanes of traffic on the 410 frontage road. Police officers observed a bag containing white powder, a marijuana cigarette, and a bag of what appeared to be black tar heroin inside the vehicle. The officers provided Vecera with Narcan, fearing an overdose. While waiting for EMS to arrive on scene, officers looked for Vecera’s driver’s license in an attempt to identify him and located an unholstered, loaded pistol in the pocket of his pants. While officers were removing the weapon, Vecera regained consciousness. He refused all field sobriety tests and was taken into custody after being medically cleared.

    Prior to this arrest Vecera had been convicted of several violent felonies, including two prior Nevada convictions for burglary and sexually motivated coercion, and a Texas conviction for violation of a protective order and assault.

    U.S. Attorney Justin R. Simmons for the Western District of Texas made the announcement.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives, San Antonio Police Department and the Castle Hills Police Department investigated the case.

    Assistant U.S. Attorney Karina O’Daniel and Amy Hail prosecuted the case.

    This is a Violence Against Women Act (VAWA) Initiative case. VAWA was first enacted in 1994 as part of the Violent Crime Control and Law Enforcement Act. It initially focused on providing resources and training to improve the responses and policies of law enforcement, prosecutors, and courts, to support victim services, and to address crimes historically treated as private matters. Recognizing that domestic violence, sexual assault, dating violence, and stalking require a coordinated community response that extends beyond the justice system, Congress subsequently reauthorized VAWA, enhancing its policies and expanding grant funding streams, in 2000, 2005, 2013, and 2022. The Office on Violence Against Women has issued more than $11 billion in funding authorized by VAWA in its lifetime.

    In the Senate, Duckworth has been a leader in supporting biofuels, including expansion of sustainable aviation fuel (SAF) and permanent authority to use E15 fuel year-round. Duckworth, the founding co-chair of the Senate Sustainable Aviation Fuel Caucus, helped introduce the bipartisan Nationwide Consumer and Fuel Retailer Choice Act of 2025, the Consumer and Fuel Retailer Choice Act and the bipartisan Next Generations Fuel Act to allow the year-round, nationwide sale of ethanol blends higher than 10 percent. Duckworth additionally helped introduce the bipartisan Home Front Energy Independence Act to ban Russian oil and expand use and production of biofuel that’s grown in the American heartland, while providing American families with a less expensive option to fuel their vehicles. Previously, she introduced the SAF Accuracy Act and helped introduce the Farm to Fly Act and to help accelerate the production and development of SAF.

    As a member of the U.S. Senate Foreign Relations Committee, Duckworth has been an advocate for Illinois agriculture across the globe and helped secure significant wins for Illinois and American agriculture. After Duckworth’s visit in 2023, Japan announced a regulatory change that will lead to an increase in imports from U.S. biofuel producers, supporting our farmers and growing Illinois’s economy, and following a prior trip to Taiwan in 2022, she helped secure a commitment from Taiwan to purchase an estimated $2.6 billion of our Illinois’s corn and soybeans.
