  • MIL-OSI Global: Trump’s nomination for NASA leader boasts business and commercial spaceflight experience during a period of uncertainty for the agency

    Jared Isaacman, billionaire, CEO and nominee to become the next NASA administrator, faced questions on April 9, 2025, from members of the Senate Committee on Commerce, Science, and Transportation during his confirmation hearing for the position.

    Should the Senate confirm him, Isaacman will be the first billionaire – but not the first astronaut – to head NASA. Perhaps even more significant, he will be the first NASA administrator with significant ties to the commercial space industry.

    As a space policy expert, I know that NASA leadership matters. The head of the agency can significantly shape the missions it pursues, the science it undertakes and, ultimately, the outcome of America’s space exploration.

    An unconventional background

    At 16 years old, Isaacman dropped out of high school to start a payment processing company in his basement. The endeavor succeeded and eventually became known as Shift4.

    Though he found early success in business, Isaacman also had a love for aviation. In 2009, he set a record for flying around the Earth in a light jet, beating the previous record by more than 20 hours.

    While remaining CEO of Shift4, Isaacman founded another company, Draken International. The company eventually assembled the world’s largest fleet of privately owned fighter jets. It now helps to train U.S. Air Force pilots.

    In 2019, Isaacman sold his stake in Draken International. In 2020, he took Shift4 public, making him a billionaire.

    Isaacman continued to branch out into aerospace, working with SpaceX beginning in 2021. He purchased a crewed flight on the Falcon 9 rocket, a mission that eventually was called Inspiration4. The mission, which he led, represented the first private astronaut flight for SpaceX. It sent four civilians with no previous formal space experience into orbit.

    Following the success of Inspiration4, Isaacman worked with SpaceX to develop the Polaris Program, a series of three missions to help build SpaceX’s human spaceflight capabilities. In fall 2024, the first of these missions, Polaris Dawn, launched.

    Polaris Dawn added more accomplishments to Isaacman’s resume. Isaacman, along with his crewmate Sarah Gillis, completed the first private spacewalk. Polaris Dawn’s SpaceX Dragon capsule traveled more than 850 miles (1,367 kilometers) from Earth, the farthest distance humans had been since the Apollo missions.

    The next adventure: NASA

    In December 2024, the incoming Trump administration announced its intention to nominate Isaacman for the post of NASA administrator.

    As NASA administrator, Isaacman would oversee all NASA activities at a critical moment in its history. The Artemis program, which has been in progress since 2017, has several missions planned for the next few years.

    This includes 2026’s Artemis II mission, which will send four astronauts to orbit the Moon. Then, in 2027, Artemis III will aim to land on it.

    But, if Isaacman is confirmed, his tenure would come at a time when there are significant questions about the Artemis program, as well as the extent to which NASA should use commercial space companies like SpaceX. The agency is also potentially facing funding cuts.

    Some in the space industry have proposed scrapping the Artemis program altogether in favor of preparing to go to Mars. Among this group is the founder of SpaceX, Elon Musk.

    Others have suggested canceling NASA’s Space Launch System, the massive rocket that is being used for Artemis. Instead, they argue that NASA could use commercial systems, like SpaceX’s Starship or Blue Origin’s New Glenn.

    Isaacman has also dealt with accusations that he is too close to the commercial space industry, and SpaceX in particular, to lead NASA. This has become a larger concern given Musk’s involvement in the Trump administration and its cost-cutting efforts. Some critics are worried that Musk would have an even greater say in NASA if Isaacman is confirmed.

    Since his nomination, Isaacman has stopped working with SpaceX on the Polaris Program. He has also made several supportive comments toward other commercial companies.

    But the success of any of NASA’s plans depends on having the money and resources necessary to carry them out.

    While NASA has been spared major cuts up to this point, it, like many other government agencies, is planning for budget cuts and mass firings. These potential cuts are similar to what other agencies such as the Department of Health and Human Services have recently made.

    During his confirmation hearing, Isaacman committed to keeping the Artemis program, as well as the Space Launch System, in the short term. He also insisted that NASA could both return to the Moon and prepare for Mars at the same time.

    Although Isaacman stated that he believed NASA had the resources to do both at the same time, the agency is still in a time of budget uncertainty, so that may not be possible.

    About his relationship with Musk, Isaacman stated that he had not talked to Musk since his nomination in November, and his relationship with SpaceX would not influence his decisions.

    Additionally, he committed to carrying out space science missions, specifically to “launch more telescopes, more probes, more rovers.”

    But since NASA is preparing for significant cuts to its science budget, there is some speculation that the agency may need to end some science programs, like the Hubble space telescope, altogether.

    Isaacman’s future

    Isaacman has received support from the larger space community. Nearly 30 astronauts signed a letter in support of his nomination. Former NASA administrators, as well as major industry groups, have signaled their desire for Isaacman’s confirmation.

    He also received the support of Senator Ted Cruz, the committee chair.

    Barring any major development, Isaacman will likely be confirmed as NASA administrator by the Senate in the coming weeks. The Committee on Commerce, Science, and Transportation could approve his nomination once it returns from a two-week break at the end of April. A full vote from the Senate would follow.

    If the Senate does confirm him, Isaacman will have several major issues to confront at NASA, all in a very uncertain political environment.

  • MIL-Evening Report: The Coalition prepares to soften Australia’s 2030 climate target, while reaffirming its commitment to the Paris Agreement

    The Coalition has been forced to reassert its commitment to the Paris climate agreement after its energy spokesman Ted O’Brien appeared to waver on the pledge on Thursday.

    O’Brien faced off against Climate Change and Energy Minister Chris Bowen at a debate in Canberra, weeks out from a federal election in which energy policy is emerging as a hot-button issue.

    Under the landmark Paris deal, Australia has pledged to cut greenhouse gas emissions by 43% by the end of the decade, compared to 2005 levels. O’Brien on Thursday said the Coalition would review the target if it wins office. He deflected a question on whether a Dutton government would remain a signatory to the Paris Agreement, saying the Coalition would “always act in the national interest”.

    Within hours of the debate, the Coalition was forced to clarify O’Brien’s comments and reaffirm its commitment to Paris. But the Coalition appears intent on winding back the 2030 target if it is elected next month – a move that would weaken our bipartisan commitment to net zero by 2050 and be against the interests of the global climate.

    Resetting the 2030 target

    The Coalition has long disputed Labor’s claims that the 43% target would be met.

    In June last year, Opposition Leader Peter Dutton claimed the Albanese government has “no hope of achieving the targets and there’s no sense signing up to targets you don’t have any prospect of achieving”.

    In January this year, Dutton said a Coalition government would remain party to Paris, despite United States President Donald Trump’s move to withdraw his nation from the deal.

    On Thursday, O’Brien confirmed a Coalition government would review the 43% target. In doing so, it would consider three factors: Australia’s emissions trajectory, the state of the economy and the Coalition’s suite of policies – including nuclear power and more gas.

    O’Brien went on to say:

    Labor, the Coalition, nobody in this country will be able to achieve the emission target set by Chris Bowen and Anthony Albanese. The difference between Peter Dutton and Anthony Albanese is that Peter Dutton has been honest and upfront about that.

    O’Brien would not rule out withdrawing Australia from the Paris deal, but later released a statement saying the Coalition remained committed to the agreement.

    Will Australia meet the 43% target?

    During the debate, Bowen claimed Australia is “on track” to meet its emissions-reduction goal. He pointed to analysis by his department released late last year showing emissions are projected to be 42.6% below 2005 levels in 2030.

    Australia will have to work hard to meet the target, with our emissions reductions having stalled since 2021. The government’s projection assumes it achieves its target of 82% renewable electricity generation by 2030 – possible but very challenging from about 45% today.

    It also depends on two policies to reduce emissions outside electricity, neither of which have yet demonstrated their progress.

    The first is the safeguard mechanism, which aims to reduce emissions from heavy industry. It began in mid-2023 but its results are not yet clear. Second is the new vehicle efficiency standard, introduced from January this year.

    What if Dutton does walk back Australia’s Paris commitment?

    Even if a Dutton government remained in the Paris Agreement, walking back on the 43% emissions target is problematic, for a number of reasons.

    Most obviously is that the threat of dangerous climate change is real, and growing. The Paris deal aims to keep average global temperatures “well below” 2°C above pre-industrial levels, and ideally, limit warming to no more than 1.5°C.

    But according to official data, Earth’s monthly global average temperature exceeded 1.5°C above pre-industrial levels for 11 months last year. So meeting the Paris commitment is already looking shaky.

    While the Paris Agreement is a legally binding international treaty, there has been much debate as to the real meaning of “legally binding”. Some argue that national commitments to reduce emissions are not legally binding, and can be revised in either direction. While a downward revision is liable to draw criticism, it could be a legally available option under the Paris Agreement. Transgressors don’t get kicked out of the club.

    But any downward revision on the targets is a bad look on the global stage. University of Melbourne climate law expert Jacqueline Peel has argued that any moves by a future Coalition government to water down Australia’s 2030 target, or to submit a 2035 target weaker than our current pledges, would:

    go against the spirit, if not the letter, of the Paris Agreement, and – in some circumstances – could constitute a breach of those obligations.

    Where to now?

    The Albanese government chose not to announce a 2035 target before the election. The Opposition says it won’t set a 2035 target until it’s in government.

    That means voters will be left in the dark on this important issue as they head to the ballot box.

    At the moment, the Coalition appears to be relying on its controversial nuclear power plan to meet the bipartisan goal of net-zero emissions by 2050. But analysts have warned the plan will lead to much more emissions between now and then.

    Meanwhile, there is far more work to be done outside the energy sector – in agriculture, transport, industry and more – to meet Australia’s climate commitments.

    Australia’s cost of living crisis has garnered much attention during the election campaign so far. There has been very little talk about how Australia’s entire economy will get to net-zero.

    That’s a terrible reflection on the state of our politics. Ultimately, unmitigated climate change will be bad for the planet and very bad for Australia.

    UK and France convene first Defence Ministers’ Ukraine Coalition of the Willing meeting

    UK and France convene defence ministers’ meeting in Brussels to progress planning to support a lasting peace in Ukraine

    Operational discussions to plan for a multinational reassurance force to support Ukraine in securing a lasting peace will progress today [April 10] with 30 defence ministers set to attend the latest Coalition of the Willing meeting.

    The Defence Secretary, John Healey, and his French counterpart, Minister Sébastien Lecornu, will host around 30 nations involved in planning for the Coalition of the Willing in Brussels later today.

    The meetings will focus on how the capabilities of each nation in the Coalition could be best used in supporting Ukraine’s long-term defence and security.

    The Prime Minister and Defence Secretary have both been clear that a lasting peace in Ukraine will require credible security assurances to deter Russian aggression. The UK has been stepping up to lead international support to keep Ukraine in the fight now and put them in the strongest possible position to secure peace.

    Addressing the meeting, Defence Secretary John Healey MP is expected to say:

    A couple of weeks ago, I visited the UK’s Permanent Joint Headquarters where military leaders from around 30 nations were developing options and progressing plans. I was struck by their sense of historic responsibility to secure the peace in Ukraine and to strengthen European security for all our nations.

    We cannot jeopardise the peace by forgetting about the war, so we must put even more pressure on Putin and step up our support for Ukraine – both in today’s fight and the push for peace. Our commitment is to put Ukraine in the strongest position to protect Ukraine’s sovereignty and deter future Russian aggression.

    The meeting today comes after the Chief of the Defence Staff Admiral Sir Tony Radakin, travelled to Kyiv with French military chiefs last weekend to meet President Zelenskyy, Defence Minister Umerov, and Ukrainian military leaders to update and discuss planning.

    Tomorrow, the Defence Secretary and German Defence Minister Boris Pistorius will chair the 27th meeting of the Ukraine Defence Contact Group, bringing together around 50 nations to drive forward additional military support for Ukraine in the face of ongoing Russian attacks.

    The UK convened and chaired the group in its latest format for the first time in February, with 46 nations in attendance, raising an extra 1.5 billion euros in military aid for Ukraine. These latest meetings come after the UK set the path to spending 2.5% of GDP on defence from 2027, and a boost to defence spending of £5 billion for this financial year, delivering on the government’s Plan for Change.

    This work delivers on the Prime Minister’s four-point plan to support Ukraine by ramping up delivery of weapons and equipment, boosting Ukraine’s defensive capabilities in the long term, working with allies to develop robust security assurances, and keeping up pressure on Putin.

    The UK is fully committed to working with allies to step up support to ensure Ukraine is in the strongest possible position to secure peace and is stepping up support – providing £4.5 billion of military support this year – more than ever before.

    This support is vital to European security but is also supporting growth across the UK, with defence as an engine for growth.     On 28 March 2025, a powerful 7.7 magnitude earthquake struck central Myanmar, devastating the regions of Mandalay, Naypyidaw, Sagaing, and Shan state. As of 8 April, official figures reported over 3,600 deaths, more than 5,000 people injured, and an estimated 17 million individuals affected — many of whom are severely affected. Key infrastructure, including hospitals, roads, and water systems, sustained significant damage, while ongoing telecommunications disruptions continue to hamper relief efforts.

    The earthquake struck a country already gripped by several health crises and ongoing conflict, compounding the challenges faced by affected communities. Limited resources, including staff and supplies, have left some facilities over-burdened and struggling to respond to people’s growing health needs.

    In the immediate aftermath, Médecins Sans Frontières (MSF) reaffirmed our commitment and capacity to deliver large-scale emergency medical assistance across all impacted areas. We have prioritised our response in the hardest-hit and currently accessible cities of Mandalay and Naypyidaw, while serious concerns persist for people living in more remote and less accessible areas, such as Sagaing.

    In the hardest-hit cities, damage to infrastructure has disrupted essential services like water, electricity, and sanitation, severely impacting hospitals’ ability to function. In some cases, structural damage forced medical staff to treat patients outside, due to fears of further building collapse.  

    In Naypyidaw and Mandalay, where hospital systems were particularly hard hit, MSF carried out assessments, delivered medical supplies, and initiated discussions with key stakeholders, including the Ministry of Health.

    Water and sanitation, shelter, and basic items  

    In Mandalay, MSF teams quickly moved to improve water, sanitation, and hygiene conditions in damaged hospitals by installing water tanks and additional handwashing basins. Waste management was reinforced with dozens of bins, and fans were set up in temporary shelters to help patients cope with extreme heat – often reaching 40°C – while awaiting treatment outside damaged facilities.

    At the same time, mobile medical teams began providing consultations in makeshift shelters, including monasteries, treating a range of conditions from common illnesses to chronic diseases such as diabetes and hypertension. In southern Shan, mobile teams also distributed essential items, restored clean water sources, and continued assessments in affected and displaced communities.

    Psychological impact of the earthquake 

    Mental health is a key part of MSF’s response. In Mandalay, teams composed of trained staff and student volunteers have been visiting patients in surgical, orthopaedic, and trauma wards at local hospitals to provide psychological first aid. These efforts are essential in a context where survivors face high psychological stress following both the disaster and fear of aftershocks, which continue to be recorded, and in addition to the consequences of the ongoing conflict ravaging many parts of the country. 

    Major concerns about expected environmental impacts to come 

    With the rainy season approaching, flooding and landslides could exacerbate existing access challenges, particularly in remote areas. The rainy season also significantly heightens the likelihood of public health threats associated with outbreaks of waterborne disease such as cholera, and vector-borne diseases like malaria or dengue fever. This is due to the potential flooding-related contamination of the already reduced number of safe water sources. Immediate actions like scaled up provision of clean water, safe sanitation facilities, distribution of mosquito nets and hygiene promotion are essential to mitigate the additional threads.

    What needs to happen now? 

    In order to address the immense needs, it is crucial for humanitarian aid to reach all affected areas unhindered, including hard to reach locations. A further significant scale-up of aid and access to healthcare in all affected areas, is urgently needed to avoid longer-term harmful consequences for people grappling with the aftermath of this earthquake.

    The 25% US tariff on foreign automobiles and parts has created deep uncertainty for Asia-Pacific (APAC) automakers. With significant exposure to the US market, they now face rising costs, strained supply chains, and pressure to shift production. The temporary 90-day hold on the updated tariff, announced on 09 April 2025, offers a brief respite while negotiations with trade partner countries continue. As negotiations continue, the APAC automakers brace for long-term changes to global trade and manufacturing strategies, observes GlobalData, a leading data and analytics company.

    Hyundai’s exports to the US account for 16% of its total export volume, while Subaru’s exports represent 32%, and Toyota’s exports make up 5%. This substantial exposure to the US market means that these manufacturers are particularly vulnerable to the repercussions of the tariff increase.

    Madhuchhanda Palit, Automotive Analyst at GlobalData, comments: “While major automakers like Toyota Motor have reported record profits, small and medium-sized suppliers are expressing concerns. Rising raw material and labor costs have made it increasingly challenging for these firms to pass expenses onto clients, particularly in light of wage increases.

    “The impending tariffs could exacerbate these challenges, as larger manufacturers may consider relocating production to the US, potentially jeopardizing the livelihoods of local suppliers. The automotive ecosystem, particularly in countries such as Japan, is at risk, with small businesses reliant on larger automakers facing heightened instability.”

    In response, Subaru has already alerted its dealers that current pricing cannot be guaranteed and may be subject to change. Conversely, Hyundai has launched a Customer Assurance program to alleviate consumer concerns about the uncertainty. Meanwhile, Toyota, which already has a significant production presence in the US, has announced no intention to raise vehicle prices and is focusing on reducing fixed costs.

    In a strategic move, Nissan, initially reconsidering its EV production timeline in the US prior to the tariff announcement, has now confirmed plans to relocate part of its production to the US. This mirrors a broader trend, with Hyundai committing $21 billion, including a $5.8 billion steel plant in Louisiana, and Toyota investing $14 billion in its first in-house battery plant outside Japan, located in North Carolina.

    Palit  explains: “While the US automotive market and manufacturers may face turbulence in the short-run due to the tariffs, increased investments in domestic production are likely to strengthen the US economy over time and could prove beneficial for both manufacturers and consumers alike.”

    As manufacturers explore various strategies to navigate this turbulent landscape—including potential production shifts and price guarantees for consumers—the broader consequences for the automotive sector and its ecosystem remain to be seen.

    • In Expander’s Press Release, Expander takes issue with certain matters that it had not raised with the Company previously. For example, Expander states that the October 31, 2023 financial statements are problematic, but these financial statements were made available on or around December 15, 2023, and Expander only raised issues with such financial statements for the first time in Expander’s Press Release.
    • As disclosed in the Company’s press release dated April 2, 2025, Expander has submitted a requisition (“Requisition”) to, among other things, seek shareholder approval for Expander to become a “Control Person” of the Company within the meaning of the policies of the TSX Venture Exchange. This is a highly unusual ask and the Company believes this request is telling as to Expander’s motives and intentions.
    • In Expander’s Press Release, Expander itself states that a reason for the current state of affairs between Expander and the Company is at least partially derived from contractual arrangements between the two parties, further suggesting that Expander’s motives and intentions may be problematic.

    The Company believes that these misstatements are simply attempts to create distrust in the board of directors and management of Cielo, causing irreparable harm to the Company and its shareholders and diverting resources away from the Company’s operations.

  • MIL-OSI Asia-Pac: EMSD announces test results of LPG quality in March 2025

    The Electrical and Mechanical Services Department (EMSD) today (April 10) announced that the department collected 10 liquefied petroleum gas (LPG) samples from auto-LPG filling stations and LPG terminals on a random basis in March 2025 for laboratory tests. The results show that the LPG quality of all these samples complied with auto-LPG specifications.
     
    The detailed test results are available on the EMSD’s website (www.emsd.gov.hk/en/gas_safety/lpg_vehicle_scheme/publications/general/results_of_lpg_sample_analysis/index.html). Enquiries can also be made to the EMSD’s hotline on 2333 3762.
     
    In addition, the EMSD has been vetting independent third-party test reports submitted by LPG supply companies for each shipment to ensure that the quality of imported LPG complies with the specified requirements.

    This question follows an exchange with the former EU Commissioner for Consumer Rights, Didier Reynders, in April 2023 during a meeting of Parliament’s Internal Market Committee. The issue is the use of diesel particulate filters (DPFs) by consumers and businesses in small Member States.

    DPFs do not have the same benefits when used in countries where only short distances are covered, such as Malta, because they do not have the technology to be clean themselves automatically, as they do when vehicles are used over longer distances. This reduces the engine’s efficiency significantly and results in additional costs for the owners of these vehicles, who have to periodically replace these expensive filters.

    • 1.Given that the overwhelming majority of these filters cannot even be cleaned, thus obliging consumers to buy new ones, are there possibilities in EU law to make it mandatory for it to be possible to open filters in diesel engine cars for regular cleaning?
    • 2.When setting diesel vehicle norms, such as the Euro standards, does the Commission take into consideration that there are Member States in which consumers do not drive long distances?
    • 3.More specifically, could the cleaning of DPFs be enforced as part of the circular economy initiatives, such as the Directive on common rules promoting the repair of goods?

    The Ambient Air Quality Directive[1] obliges Member States to take measures to ensure that limits are not exceeded. The choice of the specific type of measure, e.g. low emission zones (LEZ), is the prerogative of the Member States under the subsidiarity principle.

    The Commission supports Member States with good practices such as the Civitas ReVeAL project[2] to prepare e.g. LEZs, including a toolkit for evaluating economic impacts.

    The transition to clean road mobility is supported by the CO2 emission standards[3] for new cars, vans and heavy-duty vehicles which sets progressively higher emission reduction targets.

    These standards provide long-term certainty and predictability for investors, while allowing sufficient lead time for a fair transition. As announced in the Industrial Action Plan for the automotive sector[4] adopted on 5 March 2025, the Commission will accelerate work on the foreseen review of the regulation.

    The review will be based on a fact-based analysis, taking relevant technological developments and the importance of an economically viable and socially fair transition towards zero-emission mobility into account.

    Whereas the Commission oversees the allocation and management of funds to comply with EU Regulations and goals, it is for Member States to implement funds.

    They are responsible for management/control system for the use of funds which is based on a combination of detailed monitoring systems, control mechanisms, and stringent independent auditing processes.

    In addition, the Commission, along with the European Court of Auditors, regularly audits the management of EU funds in Member States.

  • MIL-OSI Europe: Answer to a written question – Cross-border recognition of technical inspections for motor vehicles – E-000684/2025(ASW)

    In line with the commitment in the Sustainable and Smart Mobility Strategy[1], the Commission is working on the revision of the Roadworthiness Package, comprising three Directives: the periodic technical inspection (PTI) of motor vehicles (2014/45/EU)[2], the technical roadside inspection of heavy commercial vehicles (2014/47/EU)[3], and vehicle registration documents (1999/37/EC amended by 2014/46/EU)[4].

    The 2014 PTI Directive stipulates (in Article 4(1)) that responsibility for carrying out roadworthiness tests is a matter for the Member State of registration of the vehicles.

    This explains why insurance providers may not recognise roadworthiness certificates issued outside the Member State of registration. However, Article 8(3) provides for mutual recognition of a roadworthiness certificate in the case of re-registration of a vehicle already registered in another Member State.

    In addition, Article 10(3) provides that each Member State shall recognise proof a roadworthiness test provided by a testing centre or competent authority of another Member State for the purpose of free circulation.

    Revision of the Roadworthiness Package is a clear priority for the Commission. Possible measures on the recognition of technical inspections carried out in another Member State were assessed. Work is at a very advanced stage, and it is expected that proposals will be adopted in the coming weeks .

    Advanced fuel additives, which improve combustion, have demonstrated their potential to reduce fuel consumption and emissions (CO₂, NOₓ and particulates) in internal combustion engines without the need for modifications to vehicles. These technologies could play a transitional role in achieving the Union’s climate objectives, particularly in sectors where electrification is not yet feasible.

    Within the EU’s emission trading scheme for road transport, such additives could help reduce the carbon intensity of fuels and lower compliance costs for fuel suppliers.

    Given their potential contribution to the Green Deal and air quality objectives:

    • 1.Does the Commission plan to conduct a scientific analysis to assess these additives’ effectiveness and environmental benefits?
    • 2.Could Directive 98/70/EC be amended to provide a way for certifying fuel additives with verified low emissions?

  • MIL-OSI Australia: Pedestrian Strike – Alice Springs

    The Northern Territory Police Force responded to a pedestrian strike in Alice Springs this afternoon.

    Around 3:05pm, police received reports that a female youth had been struck by a vehicle in the vicinity of a skate park in The Gap.

    The driver of the vehicle was alerted to the situation and stopped to render assistance. The driver tested negative to roadside drug and alcohol tests and is assisting police with enquiries.

    St John Ambulance conveyed the female youth to the Alice Springs Hospital in a serious but stable condition.

    Investigations are ongoing.

    Police are appealing for any witnesses of the pedestrian strike, particularly those with dash cam footage from the area around that time to make contact on 131 444 and quote reference number P25098053.

  • MIL-OSI United Kingdom: Mayflower Street reopens to traffic as scheme crosses the road

    Mayflower Street has reopened to traffic this morning following the end of utilities and infrastructure work beneath the street as part of the Armada Way regeneration project.

    Contractors have finished work to install new drainage connections as well as continue the scheme’s water feature – or rill – that will run beneath the street.

    The road now also has a raised table across it. The surface has been laid with granite setts to match the rest of the scheme and being on a major bus route, has been specifically designed to take the weight of heavy vehicles.

    Small granite blocks, which match the natural granite used elsewhere in the city centre, have been laid on a concrete base and framework, with a cement mortar bed. The way it has been built will ensure the crossing lasts longer, as it is less likely to crack or fail.

    The path on either side of the road has a temporary tarmac surface for the time-being, with permanent paving scheduled to be carried out when the sections on either side of the road are nearer completion.

    Councillor Mark Lowry, city centre champion said: “Great news: Another milestone ticked off – on time and on budget.

    “We said we would reopen Mayflower Street by this date and we have. Most of the work won’t be visible as it is buried but it is essential to make this regeneration scheme a success. This part of the city centre has a very complex maze of utilities and mains underneath, so hats off to the team for getting this work completed on time.

    “Once again, I’d like to thank businesses, the bus companies and their passengers for bearing with us while the contractors ensured the Armada Way project ‘crossed the road’.

    Bus services that normally use Mayflower Street will be back from Monday 14 April and the shelters on the street will be cleaned before services resume.

    Steve Hughes, chief executive of the Plymouth City Centre Company, said: “Our businesses will be delighted that this phase of the project has been completed on time.

    “We can see the huge progress that has been made and reopening the road is another step in transforming the city centre.”

    Two track workers struck by a wagon at Port Glasgow

    Investigation into two track workers being struck by a wagon at Port Glasgow, 15 March 2025.

    At around 20:55 on 15 March 2025 a wagon which was being propelled by a rail-mounted crane within an engineering possession struck two track workers near to Port Glasgow station. One track worker became trapped between the wagon and a track panel which had previously been set down on the railway by a second crane. Both cranes were being used as part of the renewal of a section of track within the possession.

    The track worker who was trapped had to be freed by the emergency services and was subsequently treated in hospital for their injuries.

    Our investigation will seek to identify the sequence of events that led to the accident. It will also consider:

    • the actions of the staff involved in the accident and anything which may have influenced them
    • how crane movements were being controlled
    • the planning and co-ordination arrangements for the work activities being undertaken
    • the management of the staff involved, including their training and competence
    • the arrangements in place to manage and control the risks associated with movements of cranes, staff and rail vehicles.

    Our investigation is independent of any investigation by the railway industry or by the industry’s regulator, the Office of Rail and Road.

    We will publish our findings, including any recommendations to improve safety, at the conclusion of our investigation. This report will be available on our website.

    On February 4, 2025, Panasonic Holdings (PHD) announced its third quarter (3Q) financial results for fiscal year 2025 (fiscal year ending March 31, 2025) and explained the group management reform that will be launched from FY3/26. Yuki Kusumi, Group CEO, announced a fundamental restructuring of the organization and cost structure that will allow the Panasonic Group to continue to contribute to society by helping people live better lives over many years while flexibly responding to major changes in society. We talked with him to learn more about his thoughts behind the announcement.

    Can you provide an overview of the announcement and its background?
    Based on a review of the current Medium-Term Strategy that has been the focus of our efforts for the past three years (since 2022), we outlined the vision of the Panasonic Group and explained to internal and external audiences the issues that need to be resolved right now and the details of the reforms that must be implemented without delay.
    There are two main points. First, in order to resolve structural and intrinsic issues within the Group, we will embark on fundamental group management reforms centering on “fixed-cost structure reform and profit improvement by streamlining for leaner1 HQs and indirect departments,” “elimination of businesses with issues,”2 and “focus on Solutions,” seeking to achieve the following profit targets by fiscal year 2029 (fiscal year ending March 31, 2029): an ROE3 of 10% or greater and an adjusted operating profit margin of 10% or greater. Second, in order to contribute to the sustainable development of society and lifestyles that make effective use of the earth’s limited resources and energy, we have defined the globally competitive “Solutions area” as an “area of focus,” and the home appliance-centered “Smart Life area” and “Devices area” as “profit base areas.”

    In addition to responding better to stakeholders, who viewed the content of our announcement spread across media and social media in a manner that included some misinterpretations and distortions, I would like to take this opportunity to reiterate Panasonic Group’s position.4

    I made the announcement at a time when the final year of the current Medium-Term Strategy (FY2023–25) had not yet ended, and although many people viewed the 3Q financial results announced the same day as relatively positive—with increased revenue and profit on a non-consolidated basis excluding the Automotive Business5—many were also surprised by the announcement of major management reforms. The fact is, I am still not satisfied with the state of our business, and I continue to feel a strong sense of crisis. This is the background to my February 4 announcement.
    5 Due to the transfer of shares in Panasonic Automotive Systems Co., Ltd., the company became a subsidiary of Star Japan Acquisition Co., Ltd., an equity method affiliate of PHD, in December 2024 and was therefore excluded from consolidated results.
    Of the medium-term management indicators established under in the FY2023–2025 Medium-Term Strategy, we achieved our cumulative operating cash flow target of 2 trillion yen by the end of the third quarter. However, we are not expected to achieve our ROE or cumulative operating profit targets. While implementing the FY2023–2025 Medium-Term Strategy, we have seen some results and improvements in some areas, but we have also identified more pressing issues that need to be addressed.
    As I have been saying since I became Group CEO, our Group has not been able to grow in terms of sales or profits for the past 30 years. Operating profit margin continues to hover around 5% and is not even close to a level that would satisfy our shareholders. We have not been able to set a new profit record since 1984—or 40 years ago. This means that even though each employee is working extremely hard, business management is not generating results that reflect their efforts. I take that responsibility very seriously. Today, we face a crisis that threatens the survival of the group, and I, and the group’s management team, have come to the conclusion that we need to grasp the helm with even greater resolve and determination. This is the background to this announcement.
    Some people might ask, “Why are you introducing reforms that will impact employment when you’re already making a certain amount of profit?” It is true that in the past, our company has taken emergency measures such as reducing employment after posting losses. However, from my own experience, when you try to make changes while running a loss, you cannot provide a sufficient level of support to your employees. Moreover, having surplus personnel does not encourage bold, original ideas for improving efficiency. It also hampers the growth of employees, meaning that the valuable human resources entrusted to us by society cannot be utilized. This situation must be avoided. So, although it is a reform that our group has never experienced before, I believe that we must be determined to see it through.

    You mentioned that certain issue have come to light. What points you are focusing on?
    In the FY2023–2025 Medium-Term Strategy we have been aiming for growth by designating three business areas as priority investment areas: Automotive Batteries, air quality and air conditioning (A2W in Europe6), and SCM7 software. However, the European A2W market is currently undergoing significant changes, and the business environment for automotive batteries has changed significantly since the Medium-Term Strategy was formulated three years ago. Nevertheless, we believe that the EV market will continue to grow, albeit at a slower pace, and we will continue to invest in line with the needs of vehicle manufacturers. Now that major investments in SCM software have subsided, the company will enter an offensive phase from the second half of this fiscal year.
    From the perspective of strengthening competitiveness, some of our operating companies have been able to turn their growth investments into profits, but many of them have yet to produce results. Three years have passed since we moved to an operating company structure, and as I will explain in more detail later, we have also identified major issues with the Group’s fixed-cost structure. With this in mind, I felt that we needed to take immediate action to reform the Group, so I decided to announce both internally and externally that we would begin implementing fundamental reforms before the end of fiscal year 2025.

    Under the conventional rolling approach to Medium-Term Strategy in our Group, fiscal 2026 should be the first year of the next Medium-Term Strategy, but we will not set the new strategy this fiscal year because we want to focus on the current management reforms and position FY2026 as a year for solving structural and intrinsic issues and solidifying our foundations. At the same time, we will accelerate business portfolio management (PFM) based on the three pillars of “streamlining for leaner HQs and indirect departments,” “elimination of businesses with issues,” and “focus on Solutions” while improving profitability by reforming our fixed-cost structure.
    First, regarding the “streamlining for leaner HQs and indirect departments,” this is the issue of the fixed-cost structure that I mentioned earlier, and it means that we will significantly reduce costs at the HQs and indirect departments of each operating company and divisional companies, including Panasonic Holdings (PHD) and Panasonic Operational Excellence (PEX), which is responsible for PHD indirect functions. Focusing on HQs and indirect departments across the entire Group, we will identify the work that is truly necessary and optimize the number of personnel.
    As a result of individual operating companies strengthening their indirect functions in line with the operating company system, the entire Group is now seeing an increase in fixed costs that is putting pressure on profits. Our top priority is to concentrate and consolidate operations, particularly in these indirect functions, and to modernize them. We have made progress in some areas over the past three years of challenge, and we will fix those areas where problems remain. When the decision was made to transition to an operating company system in 2022, based on my own experience as head of a business unit, I decided that it would be best to leave business operations to business leaders who were familiar with the actual situation on the ground, and I have sought for operating companies and business divisions to take the lead in improving our competitiveness. Although each operating company made great efforts based on autonomous responsible management and progress was made, we recognize that there were issues—including those related to governance—regarding the fact that we were unable to achieve numerical results. While the operating companies will continue to play a central role in the group structure, PHD will take a more active role in improving the profit structure and providing support as necessary. In some foreign-affiliated companies with autonomous responsible management, the PHD Head Office still exercises governance over headcount control, and we are considering this approach as well. As I mentioned earlier, if we have surplus employees, or if our human resources are trapped in such a situation, we cannot say that we are doing the right thing as a company that is entrusted with human resources by society and whose basic management policy is to “develop people and make the most of their abilities.” Managers within the Group must maintain a strong awareness that “society has entrusted us with people and money, so it is our role as a company to make the most of them.”
    Second is “elimination of businesses with issues.” We will assess the feasibility of restructuring those businesses with low ROIC levels despite not currently being at the growth investment stage; businesses that are inferior to competitors and have no chance of regaining their competitiveness; and businesses that are simply in the wrong business conditions. For businesses where restructuring is not feasible, we will proceed with urgent reforms according to a firm deadline, accelerating our efforts to withdraw from them or transferring them to the best owner.
    And as I mentioned at the beginning, third is “focus on Solutions,” the basic direction for the Group to take. We have reviewed the positioning of businesses that were designated as priority investment areas in our FY2023–2025 Medium-Term Strategy, and will now focus on the Solutions area. Furthermore, we will position the Devices area and the Smart Life area as the profit base, and we will clarify the roles of “focus” and “profit base” in each domain.

    There are some globally competitive solutions businesses that have been developed under the relevant operating companies. Thanks to the technology and customer relationships that we have cultivated since our founding, these businesses now have a current scale of 3.5 trillion yen. In the future, the Solutions area will evolve beyond simply introducing products and systems to providing a full range of services—from consulting and operations to services—while maximizing customer value through long-term proposals and problem-solving. Under the “Panasonic Go” initiatives announced at CES in January, we will evolve our solutions business, connect with a wider range of customers, and create synergies across the entire Group. We will aim for growth in highly competitive global businesses, particularly in energy and SCM solutions, ultimately toward double-digit adjusted operating profit margins in each business.

    As part of these reforms, it was announced that one of the operating companies, Panasonic Corporation (PC), would be dissolved. What is the intent behind this decision?
    The intention of dissolving PC is to transcend the borders of the Lifestyle business and create synergies across the entire Group in the Solutions area.

    PC was originally established with the aim of creating Groupwide synergies in the Lifestyle business, and five divisional companies were set up under its umbrella. However, the industry is changing rapidly, and problems that customers face are becoming more complex and sophisticated, making it difficult to address them within the scope of our Lifestyle business alone. In Japan, PC’s Electric Works Company and Panasonic Connect Co., Ltd. are currently strengthening their collaboration involving on-site solutions, and inquiries are starting to come in. Meanwhile, Panasonic Connect’s Blue Yonder and Hussmann, the US subsidiary of PC’s Cold Chain Solutions Company, have a number of common customers in the retail food sector, so we can look forward to creating new value in the food supply chain going forward. If we are going to speed up Group synergies like these, then we need to change to a system that addresses customer issues and social issues on a Groupwide basis, and this is why we have decided on dissolution. From the perspective of achieving technological synergies, Heating & Ventilation A/C Company and Cold Chain Solutions Company are scheduled to become a single operating company.
    The divisional companies under the PC umbrella that will become new operating companies will contribute to accelerating Group growth by thoroughly implementing autonomous responsible management while maintaining an enhanced Groupwide perspective that includes creating synergies in the Solutions area.
    In addition, competition in the home appliance business is intensifying not only overseas but also in Japan, and our overall competitiveness is on a downward trend, so we will use the technological and design capabilities that we have honed in China to achieve “Japan Quality” at global standard costs that can compete on the world stage and work to improve profitability. Because there is overlap in mass production design between China and Japan, we will start by working together with China to optimize Japan’s mass production development resources so that we can deploy products that make full use of China’s supply chain in each region and increase our cost competitiveness. Then we will improve operational efficiency and streamline domestic indirect departments, and thoroughly strengthen our domestic marketing structure to pursue net added value from a customer perspective while also improving efficiency and optimizing resources.

    These management reforms are going to have significant impact. Looking beyond these reforms, what do you envision for the Group?
    In fiscal 2026, we will focus on management reforms, and plan to begin virtual operation of the new system in the fourth quarter. Through the three initiatives mentioned above, we will reform our fixed-cost structure and improve profitability while accelerating business portfolio management, expecting to achieve cumulative operating profit improvement exceeding 150 billion yen in fiscal 2027 and 300 billion yen in fiscal 2029 relative to fiscal 2025.8 In terms of profit targets for fiscal 2029, we are determined to achieve an ROE of 10% and are aiming for an adjusted operating profit of 10%.

    Utilization of data and AI will be essential to the successful completion of these reforms. We intend to thoroughly improve productivity across the Group, provide highly competitive solutions to customers in the Solutions area, and expand our software and AI solutions business to 30% of the entire sales by 2035. When used properly, generative AI can yield manyfold increases in the efficiency and quality of some tasks. AI Technology is constantly evolving, and it has become so ingrained in modern society that the next generation entering the workforce can be said to be generative AI natives. An organization that cannot truly master data and AI will not be able to lead the way in the future. To achieve this goal, the entire Group will work to transform its revenue structure and business model under PX—a Groupwide transformation project that also encompasses DX—and the Panasonic Go initiative that will form the core of this project.
    We will also change the organizational culture. I have said many times before how important it is to keep making improvements and changing, but this has not yet taken root within our culture. There is a deep-rooted tendency toward following the established framework once a decision has been made. If we are going to improve the efficiency and quality of our work, then we must become an organization that is constantly changing, with each individual taking the initiative to make changes. I believe we need to advance to the stage where change is considered a virtue. To achieve this, it is extremely important that we avoid being constrained by deeply-ingrained behaviors and implement a strategy that will transform the company into an organization that is able to “UNLOCK” the potential of its employees.

    The efforts and challenges of each and every employee, entrusted to us by society, will lead to the happiness of our customers around the world, and we will be recognized by society as an “indispensable entity”—this is what the Group should become through these reforms. Once these management reforms have been achieved, all Group employees will be able to take pride in the Panasonic Group as an “aggregation of highly profitable businesses” and an “aggregation of globally competitive businesses.” As our founder, Konosuke Matsushita, once said, “Difficult times provide a precious opportunity for further progress.” In order for the Group to achieve development that will lead to the next generation, we will work together with all our employees, acknowledging and understanding the significance of our efforts, and push ahead until these management reforms have been completed.

    New British Army robotic mine plough aims to better shield soldiers from danger

    British soldiers are to be better shielded from danger as a new high-tech, remote-controlled mine plough system is put through its paces.

    • Trials will inform future British Army mine clearing capabilities.  

    By cutting through minefields, the device clears explosives and pushes them aside, opening a safe path for troops to move faster and more securely towards critical enemy positions or key objectives, outpacing current methods in speed and safety.  

    The device, called WEEVIL, was developed collaboratively by the Defence Science and Technology Laboratory (Dstl) and Pearson Engineering Ltd – a British company based in the north-east – using the latest tech. WEEVIL can clear minefields quicker and safer than present capabilities, reducing risk to soldiers on the front line. Current mine-clearing methods include the TROJAN Armoured Vehicle, which requires a three-person crew to operate directly within hazardous areas.  

    The system prototype currently uses the Warrior Infantry Fighting Vehicle, fitted with a full-width mine plough, advanced remote-control system, and vehicle-mounted cameras. This allows it to be operated by a single person from several miles away from danger and is expected to be able to adapt to work with any suitable vehicle platform 

    The ground-breaking trials are set to continue with the British Army, who will push the robotic system to its limits, providing vital insight to inform future mine-clearing capabilities. The prevalence of anti-tank and anti-personnel mines in modern warfare to slow troop movements has been highlighted in by the conflict in Ukraine. 

    In the Spring Statement, the Chancellor announced an additional £2.2 billion for defence in 2025/26. This comes on top of the announcement of the largest sustained increase in defence spending since the Cold War, as the government will hit 2.5% of GDP spend by April 2027 and has a commitment to hit 3% in the next Parliament.

    Delivering on the Plan for Change by driving defence as an engine for economic growth, the government is also significantly increasing the proportion of MOD’s equipment procurement spend on novel technologies like dual-use tech, uncrewed and autonomous systems and AI-enabled capabilities, spending at least 10% from 2025-26.

    Associate Health Minister David Seymour is welcoming the passing of the Medicines Amendment Bill at first reading. The bill enables the ‘Rule of Two’. allowing medicines to be approved in less than 30 days if the product has approval from two recognised overseas jurisdictions.   

    “Faster access to medicines has always been a priority of mine. For many New Zealanders, pharmaceuticals are life or death, or the difference between a life of pain and suffering or living freely,” Mr Seymour says.

    “This change will increase access to medicines for Kiwis by introducing a streamlined verification pathway for medicines. People will access new treatments more quickly. This is committed to in the ACT-National and National-NZ First coalition agreements. 

    The policy will start with Australia, the United States, Canada, the United Kingdom, the European Union, Singapore and Switzerland, as recognised countries. These are the main countries Medsafe currently recognises.

    “Cabinet has agreed to give the responsible minister powers to regulate the Rule of Two. That means I will be outlining the proposed regulatory pathway for industry and the public to provide feedback on via the Select Committee process. This system should be as straightforward as possible to allow New Zealanders the greatest level of access to medicines possible,” says Mr Seymour

    “New cars are acceptable for the New Zealand market if they meet at least one of several foreign standards. We can apply the same principle to medicines, if other jurisdictions have already done the work and can ensure the products’ safety, we don’t need to delay patients’ access by doing the exact same tests.

    “This is a common-sense efficiency that costs nothing. It helps Kiwis in need. It can shave months off the approval process. A perfect example of this was with a treatment for asthma which could have been approved by the end of 2022 under this pathway but was not approved until 16 months later in May 2024. 

    “This Government is making medicines access a priority because it leads to better patient outcomes. So far, we have:

    • Changed Pharmac’s process so it can assess a funding application at the same time as Medsafe is assessing the application for regulatory approval
    • Allocated Pharmac its largest ever budget of $6.294 billion over four years, and a $604 million uplift to give Pharmac the financial support it needs to carry out its functions – negotiating the best deals for medicine for New Zealanders
    • Made patient voice a crucial consideration in Pharmac’s funding decisions
    • Put pseudoephedrine back on the shelves of pharmacies

  • MIL-OSI China: US consumers rush to buy ahead of tariffs

    Americans are racing to make purchases before a tariffs war between the United States and its major trade partners across the world drive up prices, while some of the wealthiest people in the country publicly condemned the policy as potentially catastrophic for the economy.

    In recent weeks, consumers have rushed to increase their purchases of everything from clothing and electronics to cars and furniture, fearing that the costs of goods will jump sharply once tariffs fully take hold.

    “Definitely more people coming into store look to buy TV and electronics to beat the tariff increase,” San Francisco Bay Area-based Best Buy’s sales consultant Van told Xinhua Tuesday.

    The panic-buying has flooded online stores and big-box retailers, including Shein, Ssense, Amazon, Costco, and Walmart, according to The Cut and Facebook News 8 posts. Some online shoppers reported overnight price hikes of 5 to 15 U.S. dollars on items in their carts, citing anticipation of the tariffs.

    “I just bought a TV now instead of waiting,” one user wrote on Reddit. “Prices are already rising on Amazon.” Another thread on the r/carbuying subreddit discussed buyers hurrying to secure vehicles before tariffs increase sticker prices.

    The reckless tariffs, including a tariff on Chinese imports which jumped to 104 percent from midnight of Wednesday, targeted a wide range of goods, from electronics to vehicles. Critics said it will squeeze consumers by raising costs on everyday items.

    For some families, the shift is already painful. A mother in Texas told NPR she used her summer savings to buy back-to-school gear early. “We can’t afford to wait and pay more,” she said. “But now we don’t have money set aside for fall clothes.”

    The “tariff-induced shopping spree” span everything from electronics and appliances to clothing and cars, according to ABC News. Auto sales surged 11.2 percent in March as buyers rushed to beat the 25 percent tariffs on imported vehicles that took effect April 3.

    “Now is the time to buy,” Noel Peguero, a 50-year-old school worker from Queens, New York, told ABC News after spending about 3,500 U.S. dollars on car parts, electronics, and gardening supplies ahead of potential price increases.

    Consumers are actively sharing strategies about what to purchase on social media platforms before prices skyrocket. Reddit users who recently bought homes considered upgrading appliances early, while others on Facebook contemplated purchasing electronics like MacBook laptops before potential price hikes.

    Billionaire Mark Cuban added to consumer concerns by advising people on social media to “buy lots of consumables” before prices increase, recommending “from toothpaste to soap, anything you can find storage space for, buy before they have to replenish inventory.”

    The tariffs introduced on April 2 included a 10 percent universal tariff and additional “reciprocal tariffs” on more than 60 economies who have trade surplus with the United States.

    CBS News reported that the tariffs are actually paid by U.S. importers, who typically pass costs on to consumers.

    Financial experts warned the tariffs represented “the largest tax hike since 1982” and amounted to “an average tax increase of more than 1,900 U.S. dollars per U.S. household in 2025,” according to the Tax Foundation.

    Electronics could see some of the steepest price increases. The Consumer Technology Association estimated that laptop and tablet prices could rise by up to 45 percent, while smartphones may increase by an average of 213 U.S. dollars, representing a 26 percent jump.

    Clothing prices are expected to increase by up to 20 percent, while footwear costs could rise between 20 and 30 percent due to reliance on international manufacturing.

    According to an analysis cited by lifestyle blog Cha Ching Queen, toys could see among the most dramatic price hikes, potentially rising 36 to 56 percent.

    Meanwhile, several billionaires who were republican supporters during last year’s presidential election have broken ranks to criticize the tariff policy.

    Bill Ackman delivered perhaps the most stark warning on Monday, calling the tariffs tantamount to launching an “economic nuclear war” that would severely damage America’s reputation with trading partners.

    Even Elon Musk, who has been heading the Department of Government Efficiency, called for “a zero-tariff situation” between the U.S. and Europe during an Italian political event. Musk also criticized Whitehouse trade adviser Peter Navarro, suggesting his Harvard economics PhD is “a bad thing, not a good thing,” on X, his social media platform.

    Home Depot co-founder Ken Langone, a GOP megadonor and billionaire, also blasted the tariffs, calling the 46 percent import duties on Vietnam “bullshit” and describing the tariff rate on China as “too aggressive, too soon,” on CNBC.

    “The cost of materials for the project I quoted to a client must now cost a lot higher due to the tariff,” home remodeling contractor Jose told Xinhua outside the Home Depot store in San Jose, California.

    President Lai meets Alaska Governor Mike Dunleavy

This is Governor Dunleavy’s first visit to Taiwan, and last night, we both attended the Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan. I am delighted to have this opportunity to meet with Governor Dunleavy today at the Presidential Office for further dialogue. Alaska has long been an important trading partner of Taiwan. Governor Dunleavy said that as the pandemic was raging, the world went from “before COVID” to “after COVID.” Before COVID, he said, the world relied on a number of systems that were in place for decades after World War II involving supply chains, alliances, sources of energy, trading partners, and friends. He went on to say that as we go beyond COVID, we are reestablishing and reevaluating who our friends are, where we are going to get our energy, and who our trading partners are going to be. The governor said that we are creating a new world for the next 50 years with the new administration in Washington, and this is an opportunity for us to reevaluate and reinvest with our friends for the next 50 years in each other, our futures, and our security. Governor Dunleavy stated that one thing is for certain: that Taiwan is a friend of the US and a friend of Alaska, and has been for many, many decades. He said that it is their hope in this trip and subsequent trips to establish an even tighter bond among their friends in Taiwan, the US, and Alaska. The governor also said that we have much in common in that we are members of the Pacific family, are democracies, and believe in freedom, free speech, and capitalism. He indicated that he has much optimism for the future, and that as we reestablish relationships throughout the world, energy is going to be the key and the basis for our economic development, our national security, and our friendship. Governor Dunleavy said that he believes this trip is going to lay the groundwork for a fantastic future between Taiwan, Alaska, and the US, and that with President Lai’s support as well as the support of the US administration, we can work together to build even better relationships.

    President Lai attends AmCham Taiwan 2025 Hsieh Nien Fan
    On the evening of March 20, President Lai Ching-te attended the annual Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan (AmCham Taiwan). In remarks, President Lai pointed out that the United States is now a major source of investment in Taiwan, adding that last year US investment accounted for 11.5 percent of total foreign investment in Taiwan. The president also pointed out that the US has become Taiwan’s largest investment destination, as Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of its total outbound investment last year. President Lai expressed hope that AmCham will continue to offer support in quickly resolving the issue of double taxation, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. He also emphasized that one essential element for our economic prosperity is maintaining security and stability, both regionally and globally. The president expressed his belief that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. A transcript of President Lai’s remarks follows: I’m delighted to be here tonight. I want to wish everyone and their families a happy, healthy, and prosperous year ahead. For many years now, AmCham has acted as a bridge between Taiwan and the US. It not only advocates for Taiwan to various sectors in the US, but also offers advice for the development of Taiwan’s industries. So tonight, I would like to express my deepest gratitude to all our friends from the American business community. The 2025 Business Climate Survey, published by AmCham this January, demonstrates the confidence foreign businesses have in the Taiwan market. We are happy to see that over 80 percent of survey respondents reported stable or increased revenue last year, and around 80 percent expressed confidence in Taiwan’s economic prospects for the coming year. Moreover, 90 percent of businesses surveyed are planning to maintain or expand their investments in Taiwan. The positive developments in Taiwan made by our American friends here tonight, their outlook for the future, and their confidence in Taiwan, are further proof of Taiwan’s ideal environment for investment. The US is now a major source of investment in Taiwan. Last year, US investment accounted for 11.5 percent of total foreign investment in Taiwan. In 2023, Entegris opened a new manufacturing facility in Kaohsiung and Micron launched a new facility in Taichung. Last year, Google further solidified Taiwan as its biggest R&D hub outside of the US by opening a new office here. AMD, Nvidia, and major cloud computing companies from the US have also been choosing Taiwan to expand their presence. Over the past several years, the US has also become Taiwan’s largest investment destination. Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of our total outbound investment last year. Four years ago, TSMC’s [Taiwan Semiconductor Manufacturing Company] investment in facilities in Arizona became the biggest FDI [foreign direct investment] in a greenfield project in US history. And this month, TSMC announced it would expand that investment, breaking another record and highlighting the enduring prosperity shared by Taiwan and the US. In addition to TSMC, Taiwan’s GlobalWafers has built a 12-inch silicon wafer factory in Texas, the biggest in the US. This will be followed by many other industries. These companies are confidently expanding their global presence across the Pacific and eastward into the Americas. The US is moving to reindustrialize its manufacturing industry and consolidate high-tech leadership, as it moves to become a global AI hub. In these efforts, Taiwan is an indispensable partner for the US. While the US is a leader in chip design, Taiwan’s semiconductor manufacturing plays an irreplaceable part in the supply chain. Adapting to the changing geopolitical landscape and the coming era of smart technology, Taiwan will continue to promote its Five Trusted Industry Sectors of semiconductors, AI, military, next-gen communications, and security and surveillance. This will drive the next stage in our economic development. A great time to invest in Taiwan is now. We will continue to better connect relevant government agencies and align with international standards to foster a friendlier investment environment. And I am confident that Taiwanese and American companies can leverage their respective high-tech expertise and invest in each other, boosting growth in industrial innovation and development for both our economies. At the same time, we hope to continue deepening Taiwan-US trade relations. Last year, Taiwan was the seventh largest trading partner of the US, up one spot from the previous year, and bilateral trade grew by 24.2 percent. Taiwan is going to expand procurement from the US of industrial and agricultural products, as well as natural gas. I am very happy to welcome Governor [Mike] Dunleavy of Alaska, who has specially come all the way to Taiwan. Alaska is a source of high-quality natural gas, and its relatively short distance from Taiwan facilitates transportation. So we are very interested in buying Alaskan natural gas because it can meet our needs and ensure our energy security. We hope that AmCham will continue to offer support in quickly resolving the issue of double taxation and removing tax barriers to bilateral investment and trade, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. One essential element for our economic prosperity is maintaining security and stability, both regionally and globally. So we are grateful for the joint leaders’ statement issued by [US] President [Donald] Trump and Japan’s Prime Minister Ishiba Shigeru, in which they expressed their solid support for maintaining peace and stability across the Taiwan Strait. As we face growing authoritarianism, Taiwan will continue to uphold our values of freedom and democracy and will be a responsible actor in regional and global security. Currently, Taiwan’s defense budget stands at about 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. At the same time, we will continue to reform national defense, further enhancing Taiwan’s self-defense capabilities. And we will advance our cooperation with the US and other democracies in upholding regional stability and prosperity. We also welcome continued Taiwan-US cooperation in the defense sector. I believe that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity.     President Lai meets Arizona Governor Katie Hobbs  
    On the afternoon of March 18, President Lai Ching-te met with a delegation led by Arizona Governor Katie Hobbs. In remarks, President Lai said that Taiwan and Arizona enjoy close economic and trade relations, and expressed hope that through our joint efforts, Arizona will become a shining example for Taiwan-United States high-tech collaboration and the creation of non-red supply chains. The president indicated that the next goal for Taiwan and the US is the signing of an agreement for the avoidance of double taxation, which would provide greater incentives for Taiwanese businesses to invest in the US, facilitate the establishment of more comprehensive industry clusters, and generate more job opportunities, representing a win-win outcome for Taiwan-US relations. A translation of President Lai’s remarks follows: I warmly welcome you all to the Presidential Office. Governor Hobbs previously visited Taiwan after taking office in 2023. Her leading a delegation to Taiwan once again demonstrates Arizona’s continued friendship and the importance Arizona attaches to Taiwan. For this, I express my sincerest gratitude, and I welcome you again. In recent years, ties between Taiwan and Arizona have continued to expand and progress. Governor Hobbs went on to say that Arizona’s relationship with Taiwan is anchored by its ongoing partnership with TSMC and many Taiwan-based companies in semiconductor and other industries, and that TSMC’s US$165 billion investment in Arizona will help power development of the world’s most advanced technology, such as AI, and promises to cement an unbreakable bond between our two economies.  She stated that as governor, she can say with confidence that her administration is fully committed to strengthening this relationship in every way possible, because when Arizona and Taiwan succeed, we all succeed. Lastly, Governor Hobbs once again expressed gratitude to President Lai and the people of Taiwan for their warm hospitality.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.   • MIL-OSI USA: New England Senators Demand Answers on Reports White House May Eliminate Regional FEMA Office

    WASHINGTON, DC – Today, U.S. Senators Jack Reed (D-RI) and Sheldon Whitehouse (D-RI) joined all ten of their Senate colleagues representing New England states in seeking answers about reports that the Trump Administration is considering eliminating certain Federal Emergency Management Agency (FEMA) regional offices, including the Region 1 office that serves Rhode Island.  
    In a bipartisan letter, the twelve U.S. Senators urged President Trump to reject any attempt to downsize or eliminate FEMA offices, which would take critical personnel farther away from the communities they serve. 
    FEMA Region 1 serves state, local, and tribal governments in Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont.  The regional offices coordinate immediate response efforts when disaster strikes and, once the storm has passed, facilitate the deployment of federal assistance to support long-term recovery across New England.  These offices also help communities mitigate the impact of future extreme weather events, and help homeowners, farms, and businesses stay safe before a storm or disaster hits.
    “We sincerely hope these reports are untrue and that you will reject any attempt to consolidate FEMA regional offices, which would take critical personnel farther away from the communities they serve,” wrote the 12 U.S. Senators. “As you know, FEMA Region 1 serves state, local, and tribal governments in Vermont, Massachusetts, Connecticut, New Hampshire, Maine, and Rhode Island. It coordinates immediate response efforts when disaster strikes and, once the storm has passed, facilitates the deployment of federal assistance to support long-term recovery across New England.”
    President Trump previously said he was considering getting rid of FEMA and his U.S. Secretary of Homeland Security, the cabinet official who oversees FEMA, reportedly called for eliminating FEMA.  Senators Reed and Whitehouse say such a move would make it harder for Rhode Island to effectively respond to and recover from major emergencies and natural disasters such as hurricanes, floods, blizzards, wildfires, and more.
    In addition to Reed and Whitehouse the letter was co-signed by U.S. Senators Susan Collins (R-ME), Angus King (I-ME), Peter Welch (D-VT), Bernie Sanders (I-VT), Jeanne Shaheen (D-NH), Maggie Hassan (D-NH), Ed Markey (D-MA), Elizabeth Warren (D-MA), Richard Blumenthal (D-CT), and Chris Murphy (D-CT).
    Over the past decade, FEMA has responded to nearly 1,400 disasters nationwide, including hurricanes, floods, and severe weather. The agency coordinates the federal response during emergency situations, such as calling the U.S. Department of Defense to assist with rescue helicopters or trucking in generators in the aftermath of a storm.  FEMA also helps state and local communities with recovery operations, including damage assessment and distribution of federal funds to help rebuild.  Over the last four years, FEMA has provided over $145 billion nationwide to individuals, states, and local governments and some nonprofits to help with recovery efforts.

    Dear President Trump, 
    We write regarding reports that the White House is considering a proposal to eliminate Region 1 of the Federal Emergency Management Agency (FEMA). We sincerely hope these reports are untrue and that you will reject any attempt to consolidate FEMA regional offices, which would take critical personnel farther away from the communities they serve. 
    As you know, FEMA Region 1 serves state, local, and tribal governments in Vermont, Massachusetts, Connecticut, New Hampshire, Maine, and Rhode Island. It coordinates immediate response efforts when disaster strikes and, once the storm has passed, facilitates the deployment of federal assistance to support long-term recovery across New England. 
    In recent years, New England has been struck by several natural disasters resulting in tragic loss of life and billions of dollars in property and infrastructure damage. Through their partnership in our states’ recovery efforts, FEMA Region 1 personnel have developed an intimate familiarity with our state, local, and tribal government counterparts and with the unique attributes that differentiate New England from the rest of the country. Any attempt to shutter Region 1 or subsume it into a larger entity will squander that expertise, gained over years of experience navigating increasingly frequent disasters in the region, and materially degrade service in our states. 
    FEMA regional offices provide critical, on-the-ground assistance to disaster-affected communities. They offer the resources and expertise many communities lack. FEMA must be improved to benefit recovering communities, but regional office consolidations will leave state, local, and tribal governments stranded when disaster strikes, and make federal disaster assistance less effective in the long term. In the wake of a disaster, our communities should not be forced to navigate critical federal disaster assistance programs with only the limited counsel of staff far removed from conditions on the ground. 
    We respectfully request a prompt response regarding the veracity of reports that your Administration is considering eliminating FEMA Region 1 and, if such reports are true, urge you to reject this deeply misguided proposal.
