  • MIL-OSI Global: Shark AI uses fossil shark teeth to get middle school kids interested in paleontology and computer vision

    Most kids have a natural curiosity about sharks − especially their sharp and abundant teeth. Our team had the idea to use the appeal of this charismatic apex predator to teach how scientists use artificial intelligence.

    We are researchers in AI literacy and STEM education who helped create a series of lessons that use fossil shark teeth to demonstrate the power and pitfalls of AI.

    The curriculum guides middle school students and teachers through building and evaluating computer vision models that can reliably classify fossil shark teeth. Computer vision is a type of artificial intelligence that uses algorithms and a lot of image data to classify and identify objects. It’s the same technology that enables Google Lens to identify plant species in photographs or self-driving cars to recognize people, cars and bicycles.

    Our free Shark AI curriculum has five modules, which are aligned with national and state science education standards. These standards outline the key knowledge and skills students should learn at each grade level. The lessons are designed to cultivate students’ interest in AI, data science, paleontology and the nature of science.

    The overall objective of Shark AI is to show that one does not have to be a computer scientist to use, teach or learn AI. We believe all teachers can and should be prepared to teach about AI in order to facilitate the technology’s meaningful integration into K-12 education.

    Teaching science with AI

    AI is already transforming our lives at a dizzying pace.

    To help prepare kids to live and work in an AI world, it is important for them to learn about the technology in school. Most of the resources available to teach AI in K-12 classrooms focus on the technology itself. As a result, these lessons may be offered only in specialty classes such as computer science and engineering, which may not be offered to all students at all schools.

    Systematic integration of AI in education is relatively new, so many teacher preparation programs are just beginning to incorporate it. There’s a need for professional learning opportunities for teachers already working in schools to learn about AI.

    Our research shows science teachers have a variety of preconceptions about AI. Additionally, many teachers are worried about teaching something they have little experience with. Nearly half of educators told EdWeek in a survey that “they’re uncomfortable with AI technology,” suggesting they are unlikely to add AI lessons to their already packed curriculum.

    Sorting sharks’ teeth

    To break down that unfamiliarity, the curriculum starts by introducing the various types of AI, such as natural language processing, automated speech recognition and computer vision. Students then get to work with fossil kits containing 15 real fossil shark teeth and one 3D-printed megalodon tooth. Megalodons were behemoth sharks that roamed the waters starting 20 million years ago and are now extinct. Students sort teeth in any way they want – such as by size, color or shape. Then, they learn how scientists typically classify fossils and practice sorting the teeth by species of shark and by what it eats.

    After this, students use Google Teachable Machine, a free, online tool that uses the powerful TensorFlow.js machine learning model trained on millions of images. That creates their own computer vision model to classify fossil shark teeth. The data they use can be pictures they take of the real teeth in their kits or pictures they upload from databases such as the Smithsonian National Museum of Natural History paleobiology digital collection or iDigBio.

    The models occasionally misclassify teeth, which creates an opportunity for teachers to discuss bias and limitations of computer vision, such as why it is important to train AI on lots of high-quality and diverse images.

    The Shark AI curriculum concludes with students creating, showcasing and discussing their own computer vision models.

    Through these activities, students learn about AI concepts such as the strengths and weaknesses of AI compared with human intelligence along with paleontology concepts such as the fossil record or the information that can be learned about the history of life on Earth by studying fossils.

    Teachers have the flexibility to modify the activities, sequence and time they want to spend on the curriculum. This allows them to highlight the aspects that make most sense for their instructional needs and goals.

    To prepare teachers to use Shark AI, we host a weeklong professional learning session in which teachers learn how AI is used in science. They also practice doing the activities in the curriculum, and we leave plenty of time for discussion to demystify the technology.

    An important component of the training is to create a community for the teachers. They have opportunities to check in, brainstorm and troubleshoot together throughout the year.

    The Shark AI staff also checks in frequently with teachers individually to provide personalized support, usually troubleshooting questions about Google Teachable Machine. The teachers meet as a group once every few months to build community.

    With these supports, we have found that teachers can change their understanding and beliefs about AI, and feel comfortable and prepared to teach science with AI methods.

  • MIL-OSI Global: How windfalls from commodity price booms come back to bite exporters

    When the wholesale prices of essential goods like food or oil suddenly rise, it can cause deep shifts in the economy that upend trade balances and hike inflation rates. This is known as a commodity price boom.

    The outbreak of war in Ukraine in February 2022 spurred European and US sanctions on Russian oil companies which restricted global oil supply. The ensuing shock hiked energy prices in the international market and meant that the price of Brent crude, a global benchmark for oil prices, reached US$122 (£95) a barrel on March 21 that year, its highest level since 2015.

    Price inflation has forced households in importing nations like the UK to pay a premium to fill up cars. It has also raised food prices, as the cost of shipping food to supermarkets and restaurants has increased, as well as utility bills.

    Meanwhile resource-rich exporter nations can make a killing and choose to use the additional revenue to subsidise energy for consumers, issue rebates, or increase funding for public services. Less evident, but no less significant however, are the environmental consequences of these booms.

    A study I published with colleagues showed that democratic nations in oil-rich regions, such as sub-Saharan Africa, are especially prone to increasing pollution when the oil price suddenly soars. This phenomenon stems from the need to ramp up production quickly, to capitalise on fleeting price hikes, which economies with less democratic oversight are able to bypass.

    These (ostensibly) democratic economies appear most attentive to market signals, and in their unbridled rush for quick economic gain, typically raise pollution as they extract and sell more. This is especially true with oil extraction, which produces pollutants linked to cancer.

    We investigated global commodity price booms using the commodity windfall index. This is a collection of prices that market analysts collate to track changes and detect booms as they develop. We measured the effect of price booms on the environment by analysing how air pollution changed in producer countries when the prices of commodities in the index changed.

    The index covers 40 commodities across energy, metals, food and beverages, and agricultural raw materials such as wheat. One is particularly damaging to the environment: oil production.

    The top five oil producers as of 2023 (the most recent year for which data exists) are developed nations: the US (22%), Saudi Arabia (11%), Russia (11%), Canada (6%), and China (5%). As global exporters, all benefit from windfalls caused by oil price spikes.

    Increasing commodity prices justify more intense exploration for new reserves. In the case of oil exploration, this involves seismic surveys, drilling and the use of heavy machinery which consumes lots of fossil energy and releases greenhouse gases like CO₂.

    Oil price surges could make democracies less green

    Among oil-producing and exporting economies, democratic nations are more likely to experience increased pollution during commodity windfalls, compared with autocratic regimes. We characterised democracies by the presence of competitive political participation and regular free and fair elections, among other qualities.

    This is because democratic nations are particularly prone to ramping up resource extraction during price booms. Political pressures drive this tendency, as governments seek to fund popular initiatives or bolster public services before elections. For example, in the US during the 2008 oil price spike, president George W. Bush advocated for increased domestic oil drilling and natural gas extraction with an aim to reduce energy prices and create jobs.

    Autocratic regimes might appear less urgent to exploit commodity windfalls. There are, after all, fewer electoral or public accountability considerations. However, one-party state China’s position as the world’s largest polluter is primarily due to its manufacturing base, not raw material extraction.

    The environmental consequences of commodity booms are a global issue that requires cooperation to solve.

    Developing regions like sub-Saharan Africa and the Caribbean will struggle to reduce emissions from extractive activities, as much economic growth here depends on it. The US$300 billion (£235 billion) annual climate funding pledge for developing countries, agreed at the most recent UN climate summit in Azerbaijan, is not enough to finance the creation of new industries.

    Advanced economies, which bear historical responsibility for the majority of global emissions, must take the lead in addressing this imbalance. This involves both reducing their emissions and providing substantial financial and technical support to resource-dependent nations. A failure to do so would perpetuate global inequalities, as developing nations are asked to sacrifice economic growth for environmental goals while industrialised countries continue to expand their economies.

    The challenge, then, is not just in managing the financial rewards of commodity booms, but in ensuring they do not come at an unsustainable environmental cost.

    New radar speed check signs are being trialled as schools return for a new term.

    New smiley face speed check signs are being trialled as schools return for term 3.

    Motorists can expect to see the new signs at some ACT schools.

    They will light up with a smiley face when a vehicle drives at or below the speed limit.

    If a vehicle exceeds the speed limit, the LED sign will show a sad face.

    The ACT Government has used the smiley face signs before and they have proven successful in slowing drivers down.

    It is hoped the signs will remind Canberrans to drive carefully and keep kids safe.

    “The 40km/h school zone is important because it gives motorists extra time to stop in an unexpected situation,” Road Policing’s Detective Sergeant Sean Evans said.

    “If everyone abides by the road rules and takes a few extra seconds when driving through school zones, children will arrive and leave school safely.”

    These radar speed check signs are not speed cameras. They instead alert motorists in real time if they are adhering to the speed limit.

    The signs are for information only. They do not record any vehicle information.

    Mobile speed cameras will continue monitoring school zones across the ACT.

    Parking safely around schools

    The ACT Government will also target illegal parking around schools, as well as sporting events and sportsgrounds.

    Both licence plate recognition vans and parking inspectors will be out in force.

    “Students are some of our most vulnerable road users and it is critical that motorists driving and parking in school zones understand the importance of abiding by the speed limits and parking legally to keep students safe.” Access Canberra’s Emily Springett said.

    “A key area of focus will continue to be ‘line of sight offences’ and ‘parking in no stopping zones’ which can present a danger to students crossing the road.”

    Anyone parking dangerously or illegally can expect to receive a fine. These range from $132 to over $640.

    The ACT Government’s Sustainable Household Scheme (SHS) has generated over $46.9 million in savings for Canberrans.

    The ACT Government’s Sustainable Household Scheme (SHS) has generated over $46.9 million in savings for Canberrans.

    The SHS provides zero-interest loans to help with the costs of energy-efficient upgrades.

    Since it began in July 2021, savings have been achieved through products including:

    • rooftop solar systems
    • batteries
    • ceiling insulation
    • replacement of gas or inefficient electric appliances with efficient electric appliances.

    The SHS has also supported Canberrans to buy electric vehicles and charging infrastructure.

    The upgrades are resulting in energy bill and fuel cost savings.

    The Sustainable Household Scheme

    Through the SHS, eligible Canberrans have access to up to $15,000 in zero-interest loans.

    Loans can be used on a range of energy-efficient upgrades, such as:

    • efficient heating and cooling
    • cooktops and hot water systems
    • solar panels
    • battery storage
    • electric vehicles
    • ceiling insulation.

    Savings across Canberra

    New data shows the approximate spread of these savings across the ACT.

    Tuggeranong leads the way with $12.3 million saved on bills so far.

    • Gungahlin: $10.1m
    • Canberra Central: $3.4m
    • Weston Creek: $3.1m
    • Woden: $3.1m
    • Molonglo: $2.3m
    • Rest of ACT: $0.3m

    Rooftop solar is particularly popular. Approximately 58 per cent of solar installations in the ACT since the start of the SHS used an SHS loan.

    Reducing costs and emissions

    The SHS has approved over $225 million in loans and supported the installation of over 19,000 sustainable upgrades since it began.

    This not only saves households money on energy bills, but it also helps reduce the territory’s emissions.

    The SHS contributes to the ACT achieving a sustainable, resilient future, with a target of net zero emissions by 2045.

    It is a key part of the Government’s strategy to lower emissions and tackle climate change, while supporting ACT homes to reduce power bills and growing jobs in the region’s renewable energy industry.

    The Northern Territory Police Force is continuing to call for information in relation to an aggravated assault that occurred in Alice Springs yesterday.

    Police are interested in speaking to the occupants of the pictured vehicle, which was seen in the area at the time of the alleged assault.

    Police do not believe the vehicle’s occupants were involved in the incident, but believe they can assist with ongoing enquiries.

    Acting Traffic Commissioner for Scotland appointed

    The Secretary of State for Transport has appointed Richard Turfitt as Acting Traffic Commissioner for Scotland.

    This appointment is a temporary measure pending the recruitment of a full time Traffic Commissioner for Scotland. This recruitment campaign is currently underway.

    This appointment ensures that Scotland is supported by a dedicated Traffic Commissioner for devolved matters.

    Mr Turfitt has already been covering the jurisdiction in his current capacity as Deputy Traffic Commissioner for Scotland and Senior Traffic Commissioner since the resignation of the previous Traffic Commissioner for Scotland. He will continue to be supported in this role by deputy traffic commissioners.

    The role of the traffic commissioners

    Traffic commissioners are responsible for the licensing and regulation of bus, coach and goods vehicle operators, and registration of local bus services. Where appropriate, they can call operators to a public inquiry to examine concerns about vehicle and driver safety.

    They also deal with professional drivers at conduct hearings.

    Matters related to local bus services is devolved to the Scottish Government. The Traffic Commissioner for Scotland is also uniquely responsible for Taxi Farescale appeals.

    Canberrans gathered to watch the Matildas play at Canberra’s last watch party in Garema Place.

    The Australian Institute of Sport (AIS) Arena has been selected as a live site for the Paris 2024 Olympic and Paralympic Games.

    There will be two watch parties in the recently upgraded arena. Sit back on a bean bag and watch the Games on the big screens.

    You can also head along to the AIS Visitor Centre to watch the Channel 9 broadcast of the Games. It will be screening from 26 July until 11 September.

    The aggregate market capitalization (MCap) of the top 25 global insurers grew 17% to $3.5 trillion year-on-year (YoY) during the first quarter (Q1) ended on 31 March 2025. Most of the stocks recorded a sharp growth in Q1, benefiting from the higher premium pricing amid inflationary trends, improved investment income driven by elevated interest rates, and favorable underwriting performance due to fewer large-scale catastrophic events in the period, according to GlobalData, a leading data analytics and research company.

    Murthy Grandhi, Company Profiles Analyst at GlobalData, comments: “The global insurance industry showed signs of recovery in early 2024, with property and casualty insurers implementing premium increases to counter inflation and rising natural disaster claims, while life insurers continued adapting to shifting interest rate environments. The sector accelerated digital transformation efforts through AI and automation investments, expanded parametric insurance offerings for climate risks, and focused on customer experience improvements.”

    Grandhi continues: “Berkshire Hathaway witnessed a 25.7% increase in market value attributed to its strong investment portfolio performance, particularly in energy and infrastructure assets, and resilient insurance underwriting results across GEICO and Berkshire Hathaway Reinsurance Group. Furthermore, strategic investment decisions by Warren Buffett, and investor confidence in the company’s substantial cash reserves perpetuated the stock’s upward trajectory, affirming Berkshire Hathaway’s status as a coveted asset.”

    Elevance Health and The Cigna Group saw sharp YoY declines of -18.6% and -17.0%, respectively. This downturn was largely influenced by declining enrolment in individual and group health plans, elevated medical loss ratios, and ongoing antitrust scrutiny affecting sentiment. Life Insurance Corporation of India (LIC) also fell 15.4% due to underwhelming policy growth, weak equity market returns in India and limited foreign institutional investment.

    Grandhi concludes: “Looking ahead to Q2 2025, the global insurance industry faces a nuanced outlook. The US Federal Reserve has signalled a potential pause in interest rate hikes, which could stabilize fixed-income yields and benefit life insurers’ investment portfolios. However, geopolitical developments—such as recent tariff escalations between the US and China—may pressure global trade insurance demand and raise claims risk, particularly in marine and credit insurance lines.

    Police can confirm one person has died following a crash in Bunnythorpe this morning.

    Police were called to the crash, involving a truck and a van, at the intersection of Newbury Line and Te Ngaio Road at around 10:10am.

    The driver of the van died at the scene. The passenger of that vehicle was taken to hospital with serious injuries. The truck driver was uninjured.

    The circumstances of the crash are under investigation.

    The road has since reopened.

    Tackling child sexual abuse and exploitation: update

    Minister Phillips today delivered a speech on the government’s plan to tackle child sexual abuse and exploitation.

    With permission, Mr Speaker, I will make a statement updating the House on government action to tackle child sexual abuse and exploitation and on progress on the recommendations of the Independent Inquiry.

    Child sexual abuse and exploitation are the most horrific and disturbing crimes – an abuse of power against those who are most vulnerable, leaving lifelong trauma and scars.

    Best estimates suggest that 500,000 children are sexually abused every year. Analysis by the police found that there were 115,000 recorded cases of child sexual abuse in 2023, 4228 group-based offences identified by the CSE Taskforce, of which 1125 were family abuse, and 717 were sexual exploitation cases. In a growing number of recorded cases the perpetrators themselves are under 18.

    The House will be aware that, in its first year of operation up to March 2024, the Grooming Gangs Taskforce contributed to 550 arrests across the country. I can tell the House that – in the last nine months of 2024 – the Taskforce contributed to 597 arrests, in other words it surpassed in that nine month period what it has achieved in its first full year of its operation. Data for the first three months of this year is currently being collected from forces and will available early next month, but all round, we are making progress at every level to increase the number of investigations, increase the number of arrests, and most importantly, increase the number of victims who are seeing their attackers brought to justice.

    Yet despite the seriousness and severity of these crimes, there has been a shameful failure by institutions and those in power over many years to protect children from abuse or exploitation. So we are today setting out a progress update on action the government is taking to tackle Child Sexual Abuse and Exploitation to get support and justice for victims to ensure perpetrators are caught and put behind bars.

    CSA Measures

     Action on CSA since the election means we are introducing:

    • A new child sexual abuse police performance framework, including new standards on public protection, child abuse and exploitation;
    • Legislating targeting online offending, including abuse and grooming enabled by AI (Artificial Intelligence);
    • New powers for Border Force to detect digitally held child sex abuse at the UK border
    • New restrictions preventing registered sex offenders from changing their names to hide the threat they pose
    • Increased investment in law enforcement capability, through the Police Undercover Online Network and the Tackling Organised Exploitation Programme.

    In the Home Secretary’s statements to the House in January, she also set out what we are doing to crack down on grooming gangs. And today I can provide an update:

    • Baroness Casey’s 3-month National Audit on Group-based Child Sexual Exploitation and Abuse is ongoing. It is building a comprehensive national picture of what is known about child sexual exploitation, identifying local and national trends, assessing the quality of the data, looking at the ethnicity issues faced for example by cases involving Pakistani heritage gangs, and reviewing police and wider agency understanding.
    • We are developing a new best practice framework to support local authorities which want to undertake victim-centred local inquiries, or related work, drawing on the lessons from local independent inquiries like Telford, Rotherham and Greater Manchester. We will publish the details next month.
    • Alongside this we will set out the process through which local authorities can access the £5m national fund to support locally-led work on grooming gangs. Following feedback from local authorities, the fund will adopt a flexible approach to support both full independent local inquiries and more bespoke work, including local victims’ panels or locally led audits into the handling of historic cases.
    • The Chair of the National Police Chiefs’ Council, Gavin Stephens, has – at the Home Secretary’s request – urged the Chief Constables of all 43 police forces in England and Wales, to reexamine their investigations into group-based child sexual exploitation which resulted in No Further Action decisions.
    • And, as of 1 April, the Child Sexual Abuse Review Panel can review child sexual abuse cases which took place after 2013. Victims and survivors can now ask the Panel to independently review their case if they have not already exercised their Victims Right to Review.
    • I can also announce that we intend to expand the Independent Child Trafficking guardians’ scheme across all of England and Wales, providing direct support to many more child victims of sexual exploitation and grooming, which to date has only been available in selected areas.

    These measures will enable more victims and survivors to receive the truth, justice, improvements and accountability that they deserve – and put more vile perpetrators of this crime behind bars.

    IICSA Inquiry

    Much of this crucial activity builds on the vital work of the Independent Inquiry into Child Sexual Abuse undertaken between 2015 and 2022. Let me – on behalf of this whole House –thank again Professor Alexis Jay for chairing that seven-year National Inquiry with such expertise, diligence and compassion.

    IICSA revealed the terrible suffering caused by child sexual abuse and the shameful failure of institutions to put the protection of children before the protection of their own reputations.

    The Inquiry drew on the testimony of over 7,000 victims and survivors and considered over 2 million pages of evidence.

    Its findings, culminating in the final report published in October 2022, were designed to better protect children from sexual abuse and address the shortcomings which left them exposed to harm.

    The publication of that final report two and a half years ago should have been a landmark moment. But instead, the victims and survivors were failed again.

    None of the Inquiry’s recommendations were implemented or properly taken forward by the previous government in the twenty months they had to do so.

    Progress update

    As part of today’s Progress Update, the Government is setting out a detailed update and timetable on the work that is underway on the IICSA recommendations as part of our action on child sexual abuse. I can announce to the House that;

    • To prioritise the protection of children and improve national oversight and consistency of child protection practice, this Government will establish a new Child Protection Authority.

    • Building on the national Child Safeguarding Review Panel, the Child Protection Authority will address one of IICSA’s central recommendations by providing national leadership and learning on child protection and safeguarding. Work to expand the role of the Panel will begin immediately and we will consult on developing the new Authority this year

    • We have also asked Ofsted, HMICFRS and the CQC to conduct a joint thematic review of child abuse in family settings starting this Autumn.

    Mr Speaker, the IICSA report recommended the introduction of a new mandatory duty to report – something the Prime Minister, Home Secretary and I have all supported for more than a decade

    • In the Crime and Policing Bill we will now be taking forward the new mandatory duty to report child sexual abuse for individuals in England undertaking activity with children – and crucially, a new criminal offence of obstructing an individual from making a report under that duty.

    • Mandatory reporting – will create a culture of openness and honesty rather than cover-ups and secrecy. It will empower professionals and volunteers to take prompt, decisive action to report sexual abuse. It will demonstrate to children and young people that if they come forward, they will be heard. And anyone who seeks deliberately to prevent someone fulfilling their mandatory duty to report child sexual abuse will face the full force of the law.

    Today’s update also sets out how the government is supporting victims and survivors in accessing support and seeking justice:

    • We are tasking the Criminal Justice Joint Inspectorates to carry out a targeted inspection on the experiences of victims of child sexual abuse in the criminal justice system
    • We are instructing the Information Commissioner’s Office to produce a code of practice on the retention of personal data relating to child sexual abuse.

    In some cases where there have been serious institutional failings which contributed to the abuse, those institutions have provided financial redress schemes or compensation to victims and survivors who are affected. We continue to support those schemes as recognition by those institutions that they badly failed children in their care.

    On the IICSA proposal for a wider national redress scheme for all victims and survivors of child sexual abuse in institutional settings, the scale of that proposal demands that it is considered in the context of the Spending Review later this year, and we will make further updates at that stage.

    But one crucial area where we want to make immediate progress is on the provision of therapeutic services for victims and survivors of child sexual abuse. We will therefore bring forward proposals in the coming weeks to improve access to those services, with further details to be set out following the upcoming the Spending Review.

    Also ahead of the Spending Review, I can announce that – in this financial year – the Home Office will double the funding it provides for national services supporting adult survivors of child sexual abuse, providing more help to those adults who are living with the trauma of the horrific abuse they suffered as children.

    Finally, we want to speed up progress to make it easier for victims and survivors to get recompense directly from institutions that failed them. We are therefore removing the three-year limitation period on victims and survivors bringing personal injury claims in the civil courts and shifting the burden of proof from survivors to defendants, thereby protecting victims from having to relive their trauma to get compensation they are owed.

    Next steps/conclusion

    Mr Speaker, today’s update   – building on the measures the Home Secretary announced in January – demonstrates this Government’s steadfast commitment to tackling child sex abuse.

    The measures we are implementing will protect more children, find more criminals, and deliver support and justice to more victims and survivors.

    But this is not the end point; it is just the beginning. We will continue to drive forward reforms to protect more children from abhorrent abuse and support more adult survivors of these traumatic crimes.

    And as we pursue our Safer Streets Mission, we will use every available lever to drive progress on these issues across government and beyond.

    I want to finish with a word for the victims and survivors.

    No one should go through what you did.

    And while the failings of the past cannot be undone, we can, we must and we will strain every sinew to prevent them being repeated.

    Q1 2025 Update

    Valeura’s working interest share production before royalties averaged 23.9 mbbls/d during Q1 2025, a decrease of 8.4% from Q4 2024. Rates were affected by a planned seven-day annual maintenance shutdown of the Nong Yao field near the end of the quarter. All planned work on the Nong Yao facilities was conducted safely and under time and budget with production resuming on April 1, 2025. Valeura re-iterates its full year 2025 production guidance outlook of 23.0 – 25.5 mbbls/d.

    Oil sales totalled 1.88 million bbls during Q1 2025, less than the 2.15 million bbls produced. Sales were lower than in Q4 2024 and reflect the fact that at the beginning of the quarter, the Company had record low crude oil in inventory. At the end of the quarter Valeura had 0.89 million bbls in inventory, which is expected to be sold in Q2 2025 (including a lifting of approximately 0.25 million bbls which was sold on April 1, 2025).

    Price realisations averaged US$78.7/bbl during Q1 2025, reflecting a US$2.9/bbl premium over the Brent crude oil benchmark. Oil revenue during Q1 2025 was US$148.1 million, 35% lower than Q4 2024. The quarter-on-quarter difference is due to less oil volumes sold, and also one sale occurring very late in the quarter, for which revenue is expected to be received in April 2025. Accordingly, the Company recorded a receivable associated with that lifting of approximately US$30 million as at March 31, 2025.

    In addition to routine operating costs and planned capital spending, the Company has made a final tax payment of US$39.2 million in connection with its corporate restructuring that was completed in November 2024. This payment effectively completes the tax obligations for its Thai III licences under their previous organisation structure, and became due in Q1 2025, earlier than usual tax payments for Thai III licences which are payable in May and August of each year. Following the restructuring, petroleum income tax loss carry-forwards that were previously associated with only the Wassana asset are now being applied to all of the Company’s Thai III petroleum concessions, being Wassana, Nong Yao, and Manora, thereby resulting in a more efficient tax structure for the business.

    While the Company acknowledges the global market and oil price volatility experienced in early April 2025, at this time, Valeura re-affirms all of its guidance outlook expectations for 2025. The Company maintains a scenario-based approach to planning its investments, driven largely by forecast oil prices. Recent market conditions underscore the importance of such an approach, but more importantly highlight the value of maintaining a strong balance sheet so as to capitalise on emerging inorganic growth opportunities. As of March 31, 2025, Valeura had US$238.3 million in cash, with no debt.

    During the quarter, the Company acquired 963,401 shares as part of its NCIB programme.

    Operations Update

    Valeura provided an operations update on March 25, 2025, along with its announcement of results for Q4 and the full year 2024. Since that time, the Company has been conducting a drilling campaign on the Jasmine / Ban Yen field, and will provide an update in due course. 

    On March 28, 2025, an earthquake struck central Myanmar, which borders Thailand to the north-west. All Valeura’s personnel were confirmed safe, and all facilities continue to operate safely.

  • MIL-OSI China: TIR transport service launched between China, Uzbekistan

    SHENYANG, April 8 — Loaded with 20 tonnes of locally-produced ice cream, two refrigerated trucks bearing TIR signs on Monday departed from an international road transport assembly center in Shenyang, the capital of northeast China’s Liaoning Province.

    The shipment will exit China via the Bakti port in Xinjiang, traverse Kazakhstan and arrive in Tashkent, the capital of Uzbekistan, in around 8 to 10 days.

    This marks the official launch of Shenyang’s first TIR cross-border road transport route connecting China, Kazakhstan and Uzbekistan, a new route that expands the assembly center’s existing China-Russia transport network.

    TIR, an abbreviation for Transports Internationaux Routiers, or International Road Transport, is an international customs transit system that saves time and cuts costs for transport operators and customs authorities moving goods across borders. Notably, China became a member of the TIR system in 2016.

    “This direct route from Shenyang to Tashkent ensures seamless delivery without transshipment,” said Han Qingfeng, general manager of the shipping company, adding that monthly operations are planned.

    Since its certification by the International Road Transport Union in late 2024, the Shenyang assembly center has handled 50 TIR shipments valued at over 30 million yuan (about 4.16 million U.S. dollars), exporting machinery, auto parts, office supplies and food.

    A residential area will be built in the Kommunarka district of the Novomoskovsky administrative district of the capital. Inefficiently used plots with a total area of 13.74 hectares will be reorganized under the program of integrated development of territories (IDT). The corresponding draft decision has been published on the website Moscow Government. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “As part of the redevelopment of two sites near Alexandra Monakhovaya Street in a rapidly developing district of Moscow, another modern residential quarter with the infrastructure necessary for city residents will appear. Thanks to the construction of various facilities, it is planned to create over 2.5 thousand jobs here. Investments in the implementation of the project will amount to 60.64 billion rubles, and the annual budget effect is estimated at more than one billion rubles,” said Vladimir Efimov.

    The plots are conveniently located – the Kommunarka station of the Troitskaya metro line is nearby.

    “In accordance with the draft decision, the territory will be used for the construction of multi-apartment residential complexes. More than four thousand people will be able to live in the new buildings. In addition, an administrative and business complex with a parking lot for 740 cars, with an area of 62.64 thousand square meters, will be built nearby. A sports and recreation complex with public spaces with a total area of 5.4 thousand square meters and a parking lot for 300 cars will also appear here. The plots themselves will be landscaped and greened,” said the Minister of the Moscow Government, head of the capital’s Department of City Property.

    According to the KRT program, multifunctional city blocks are being created, where roads, comfortable housing and all the necessary infrastructure are being designed on the site of former industrial zones and inefficiently used areas.     Another 10 ultra-fast charging stations for environmentally friendly ground transport have been installed in the Novokosino district in the east of the capital. This will allow more electric bus routes to be opened and the operation of existing ones to be improved, said the Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov.

    “We continue to expand the charging infrastructure at terminal stations. This allows us to replace buses with innovative Russian-made electric buses faster. In total, there are already more than 370 charging stations operating in the capital. We are developing environmentally friendly transport on behalf of Sergei Sobyanin,” said Maxim Liksutov.

    Moscow remains the leader in the number of electric buses in Europe. More than 2.3 thousand Russian-made vehicles serve 190 routes. To replace buses with electric buses, the city is developing charging infrastructure. With the creation of new charging stations in Moscow, new electric bus routes are opening.

    Charging stations for electric buses work in any weather and are suitable for all models of eco-friendly transport. The electric bus pantograph is connected to the charging dome, and the batteries are recharged.

    In total, there are about 850 ground transportation routes in Moscow, covering all districts. On a weekday, on average, more than four million trips are made on all buses and electric buses in the capital. Passengers are transported by the most modern and convenient for all categories of citizens ground city transportation.

    Moscow was the first in Russia to start building modern electric bus depots. In 2022, the first in Russia and the largest in Europe, Krasnaya Pakhra, opened in TiNAO. Eco-friendly vehicles first hit the routes in new districts. In the summer of 2023, the Mitino depot opened in the northwest of the capital. At the end of 2023, the third innovative electric bus depot, Saltykovka, opened. It serves routes in the east of the city.

    Since 2022, the capital has been supplied with improved equipment. Such vehicles have adaptive interior lighting, which changes from a cold shade to a warm one at 14:00 for the comfort of passengers. The front route indicator, increased by 18 percent, makes it even easier to see the number from afar. The interior has an electric heater, which minimizes the impact on the environment and maintains an optimal temperature. The power reserve has increased from 40-50 kilometers to 80 kilometers, while the weight of the vehicle has remained the same. Since 2024, KAMAZ and LiAZ vehicles with an updated design have been entering service.

    Electric buses are purchased under life cycle contracts. For 15 years after the vehicles are transferred to the Mosgortrans State Unitary Enterprise fleet, the manufacturers independently ensure the proper operation of the equipment on the routes.

    The new technology increases the comfort of travel and reduces the impact on the environment. The cabin has climate control, there are chargers for phones, and the nearest stops are shown on media screens. For passengers with limited mobility, there is a folding ramp and driver call buttons. If necessary, they will help enter and leave the cabin. Strollers or bicycles can be conveniently placed on the storage area.

    In 2023, Moscow signed the largest contract in Europe for the supply of 1,200 new electric buses. According to the State Budgetary Institution MosEcoMonitoring of the capital Department of Nature Management and Environmental Protection, the introduction of innovative vehicles on routes has made it possible to increase the total environmental impact of replacing buses with electric transport by almost two times.

    In 2024, electric buses began to serve another 71 capital routes. This is twice as many as in 2023. Over 800 electric buses from PJSC KAMAZ and LLC LiAZ arrived in the fleets of GUP Mosgortrans, including 600 vehicles in a new, even more modern design. It is planned that by 2035, almost the entire fleet of GUP Mosgortrans will operate on electric traction.

  • MIL-OSI China: Canada’s countermeasures against US takes effect on Wednesday

    Canadian Finance Minister François-Philippe Champagne on Tuesday confirmed that Canada’s new countermeasures announced last week in response to the U.S. tariffs on the Canadian auto industry will come into force at 12:01 a.m. EDT on Wednesday, April 9.

    Champagne said Canada would continue to “respond forcefully” to all unwarranted and unreasonable tariffs imposed by the United States on Canadian products.

    “The government is firmly committed to getting these U.S. tariffs removed as soon as possible, and will protect Canada’s workers, businesses, economy and industry,” Champagne said in a release issued by the Finance Ministry.

    The countermeasures, announced by Prime Minister Mark Carney Prime Minister last week, include 25-percent tariffs on non-Canada-U.S.-Mexico Agreement (CUSMA) compliant fully-assembled vehicles imported into Canada from the United States, and 25-percent tariffs on non-Canadian and non-Mexican content of CUSMA compliant fully-assembled vehicles imported into Canada from the United States.

    A remission framework for auto producers that incentivizes production and investment in Canada, and helps maintain Canadian jobs, will also be implemented, said the release.

    On April 3, U.S. tariffs of 25 percent on Canadian automobiles came into effect, targeting the auto industry and the more than 500,000 Canadians this industry supports across the country, said the release, adding that the United States also intends to apply 25-percent tariffs on certain automobile parts on May 3.

    Vehicle imports from the United States totaled 35.6 billion Canadian dollars (25 billion U.S. dollars) in 2024, said the release.

    Police are noticing a rise in incidents involving people riding dirt bikes in an unsafe and dangerous manner around Hamilton City.

    Riding motorcycles or dirt bikes in dangerous and anti-social ways is unacceptable. It puts not only the rider but other members of our community at risk.

    Yesterday, Police were called to a single vehicle crash on Hukanui Road, Hamilton, where a dirt bike rider was seriously injured after coming off his bike around 2:15pm.

    Police will be making further enquires into these types of behaviours and will take enforcement action where necessary.

    We are asking the public to help us, by reporting any unsafe or dangerous behaviour.

    If you witness any riding behaviour that could put anybody at risk, please call 111 if it is happening now, or 105 if it is after the fact.

    Gain as much information as you are safely able to, including the type of activity, any descriptions of the bikes and riders, and any photos or video footage.

    If Police are not able to attend these incidents immediately, follow-up action will be taken.

They spoke about strategies to better enable submarine and shipbuilding companies, like Mobile’s Austal, to give the Navy the best possible product.

    TUBERVILLE: “Thank you, Chairman Scott, for this hearing. I haven’t been in this business long, but I’ve noticed shortcomings of shipbuilding since I’ve been on this [Sub]committee and [the Senate] Armed Services Committee. We build components for submarines—the Columbia class and the Virginia class—at Austal in Mobile. Probably most of you know that. It’s pretty new to us, but I’ve noticed recruiting—as the Senator was alluding to—workforce, I know Austal has gone out and gone through fast food joints and everything else trying to find welders and people that can actually work and understand it. So, it’s an ongoing process. 
    Admiral Weeks, how does this module production support your goal of increasing submarine construction rates?”
    WEEKS: “Sir, thank you for that question. So, as we look at the constrained capacity in our primary build yards, it’s really important that we recognize that broadening that shipbuilding industrial base—the shipbuilding base beyond those two yards—is really the opportunity we need to be able to get and bring more folks to bear, bring different geographical regions to bear, and alleviate the strain on our primary yards. And that will then allow them to do most efficiently what only they can do, which is things like outfitting, final assembly, and testing.”
    TUBERVILLE: “So, we’ve seen an increase in production by doing this?”
    WEEKS: “Yes, Sir. So, […] anytime you put something new in a new facility that has not done that kind of work before, you expect that it’s going to take a little bit of time to come up to speed, and that’s exactly what’s happening. But we are now, especially with Austal, so we’ve been on the path long enough now that we’re starting to see the improvement that we expected. And both Admiral Rucker and I have been down to Austal multiple times partnering with both electric boat and the company there to make sure that they’re on track to get where they need to be and, you know, they’re doing well. Yes, Sir.”
    TUBERVILLE: “Yeah. You think it’ll help us catch up with the Chinese and their expansion of their submarines? They’re really flying past us. You think it’s gonna be possible for this type of procedure to really help catch the Chinese?”
    WEEKS: “Yes, Sir. I think it’s absolutely critical that we expand our industrial base. That is the only way we’re gonna be able to compete. Yes, Sir.”
    TUBERVILLE: “Thank you.
    Admiral Rucker, what can the Navy and Congress do to accelerate outsourcing of module production?”
    RUCKER: “Thank you for the question, Sir. I agree with everything Admiral Weeks said and the importance of outsourcing. Where we stand today, we have a goal by 2026 to get up to about 7,000,000 man-hours annually. That’s equivalent of a Surface Ship Destroyer from our submarine yards out to the industrial base. As of end of 2024, we were about 3,000,000 [man-]hours. So, we’re about halfway there.
    As Admiral Weeks said, we’ve been down to Austal. They’ve already delivered the first two large sub modules for Virginia class. They’ve got three more they’re working [on] right now. The next one is going to be delivered this summer and then they keep on going. We need that strategic outsourcing to increase the overall capability and capacity for large structural fabrication, machining, [and] electrical.
    So, we’re going to continue to work with the shipbuilders to ensure that we can execute that efficiently and effectively.”
    TUBERVILLE: “Admiral Moton, any thoughts on strategic outsourcing as a method to increase our shipyard output?”
    MOTON: “Yes, Senator, I completely agree with my colleagues on the importance. I think it’s a critical part of our strategy to, as you say, to improve our pace of shipbuilding. I would note in the example of Austal, the aircraft elevators for CVN-80 and [CVN-]81 are both being built there as well. So, we’ve done that closer to Hampton Roads. Outsourcing has been an important part of Newport’s new shipbuilding strategy to improve on aircraft carrier production.
    They’ve gone to several suppliers to help with construction of modules, including a site just across the river in the Hampton Roads area that’s focused on adding real estate and the ability to do panels more quickly to support our carrier ship building. So, I agree it’s critical.”
    TUBERVILLE: “Now, visiting Austal, I noticed that, especially in submarines, nickel is a huge part, a very important part of submarines. And our supply chain there—any of the three of you, can you give an update on—do we have a better supply of nickel now? Is it getting worse? Because don’t have a lot of nickel in our country. Anybody want to answer it.
    Mr. Sermon?”
    SERMON: “Yes, Sir. And we understand, as Admiral Rucker and Admiral Weeks pointed out, we’re about 3,000,000 [man-]hours into that outsourcing that we have to do annually. We have to get to 7,000,000. […] As an enterprise, we need additional space. We need additional workforce. We need additional production. We’ve got a very promising work started at Austal. We’ve got work started at BAE in Jacksonville. We’ve got work started at Rhoads [Industries] in Philadelphia, as well, that are really going to bring us into battery. But more land is needed, more […] waterfront land, that facility that is Alabama Shipyard, actually 60 acres of that 355 acres there will remain as in battery maintaining our Military Sealift Command.
    Much of the rest of that, our intention in an opportunity zone, public-private partnership is to work to bring that land into battery. Much like it was, that exact same land was in battery building liberty ships and tankers during World War II, is to bring that in battery for supply chain activities, for submarine modules, and most importantly—from my perspective—advanced manufacturing. That will fundamentally teach us across the entire industrial base, the entire nation, how to build ships, unmanned vehicles and other kinds of naval activities better and more efficiently.”
