  • MIL-OSI USA: Larsen Secures $2 Million for Snohomish County to Improve Everett Rail Yard

    The U.S. Department of Transportation (DOT) awarded a $2,000,000 grant to Snohomish County for its Everett Intermodal Yard and Curve Improvements project. The project will improve rail shipping capability, safety, and reliability for freight and intercity passenger service at the Everett Intermodal Yard. These improvements will benefit both BNSF freight trains and Amtrak Cascades service, and improve the county’s solid waste management system. 

    DOT awarded the funding through Better Utilizing Investments to Leverage Development (BUILD) grant program, which enables communities of all sizes to carry out road, rail, transit and other surface transportation projects with significant local or regional impact.  

    Larsen and Snohomish County Leaders Applaud BUILD Grant 

    Representative Rick Larsen (WA-02), the top Democrat on the Transportation and Infrastructure Committee, requested funding for the project in the Fiscal Year 2026 spending bill.   

    “Thanks to the hard work of Snohomish County Executive Dave Somers and Public Works Director Kelly Snyder, Snohomish County has the funding it needs to increase the capacity of its rail yard and reduce delays,” said Rep. Larsen. “In Northwest Washington state, infrastructure means jobs. I will continue to support federal investments in roads, bridges, highways and transit in our region that relieve congestion, improve safety and spur economic growth in local communities.” 

    Dave Somers and Kelly Snyder celebrated the grant announcement and emphasized the importance of the funding to the community. 

    “This vital rail project will improve safety and reliability for workers, passengers, and freight at the Everett Intermodal Yard while allowing us and our rail partners to continue a sustainable, low-impact operation for residents,” Somers said. “I am grateful for the BUILD award to help move this important work forward.”

    Larsen Has Secured $105.9 Million in BUILD Grants for WA-02 Since 2022 

    Larsen has secured eight BUILD grants totaling $105,906,000 for local communities since the Bipartisan Infrastructure Law was signed. In addition to the $2 million grant for Snohomish County, Larsen has helped deliver: 

    • $25 Million for Lynnwood’s Poplar Way Bridge – In August 2022, DOT awarded the City of Lynnwood a $25 million RAISE grant to construct a new six-lane, multimodal bridge over I-5 in Lynnwood, between the intersections of 196th Street SW (State Route 524)/Poplar Way and 33rd Avenue W/Alderwood Mall Boulevard. 

    • $25 Million for Whatcom County’s Lummi Island Ferry – In August 2022, DOT awarded Whatcom County a $25 million RAISE grant to replace the 60-year-old Lummi Island ferry with an electric-battery hybrid ferry and build related infrastructure. 

    • $17.9 Million for Port of Bellingham’s Shipping Terminal Rail Connection Project – In June 2024, DOT awarded the Port of Bellingham a $17,931,000 RAISE grant to renovate a shipping terminal site, returning the site to a fully functioning multimodal terminal with more efficient loading and unloading of railcars on the terminal. 

    • $2 Million for Lynden’s Pepin Creek FASST Design Project – In January 2025, DOT awarded the City of Lynden a $2 million RAISE grant to complete planning for its project to relocate Pepin Creek, which runs in deep roadside ditches that overflow and flood the area during winter storms when large quantities of water flow across the U.S.-Canada border. 

    • $19.5 Million for Skagit Transit’s Maintenance, Operations, and Administration Facility – In January 2025, DOT awarded Skagit Transit a $19.5 million RAISE grant for the agency to continue renovating its Maintenance, Operations, and Administration Facility in Burlington.

  • MIL-OSI USA: Senate Unanimously Passes Peters’ Bipartisan Bill to Advance U.S. Manufacturing Policy and Competitiveness

    WASHINGTON, DC – The U.S. Senate unanimously passed bipartisan legislation authored by U.S. Senator Gary Peters(MI) to establish a National Manufacturing Advisory Council at the U.S. Department of Commerce. Peters’ National Manufacturing Advisory Council Act would establish the National Manufacturing Advisory Council as a key component in developing federal manufacturing policy to help strengthen U.S. leadership in global manufacturing. 

    “To support manufacturers in Michigan and throughout the United States, we need our industry partners, economic developers, lawmakers, and workers reading from the same playbook,” said Senator Peters. “A National Manufacturing Advisory Council would help bring together and amplify the voices of manufacturers, workers, and industry experts to strengthen our federal manufacturing policy. In doing so, we can proactively address rising challenges in the industry and better seize opportunities that will propel American manufacturing to new heights in the coming decades.”

    Peters’ bipartisan legislation – which he introduced with U.S. Senator Marsha Blackburn (R-TN) – would establish a National Manufacturing Advisory Council made up of manufacturing, labor, and education leaders to advise both Congress and the Secretary of Commerce on how best to ensure the United States remains the top destination globally for investment in manufacturing. It would serve as a bridge between the manufacturing sector and federal government to improve communication and collaboration, and better support the industry and its workforce.

    The National Manufacturing Advisory Council would meet at least twice a year to advise the Secretary of Commerce on policies and programs that impact U.S. manufacturing. It would also propose solutions to challenges and problems facing manufacturers in the United States. The Advisory Council would be required to: 

    • IDENTIFY AND ASSESS the effects of technological developments, production capacity, skill availability, investment patterns, and emerging needs for United States manufacturing competitiveness.  
    • SOLICIT INPUT from the public and private sectors – including businesses and labor groups – as well as academia on emerging trends in manufacturing. 
    • PROVIDE RECOMMENDATIONS to the Secretary addressing global and domestic manufacturing trends threatening the U.S. manufacturing sector, including supply chain interruptions, logistical challenges, and technological changes. The Advisory Council would also advise the Secretary on ways to increase federal attention with respect to manufacturing – as well as matters relating to the U.S. manufacturing workforce such as the impact of new technology and worker training and education priorities.  
    • IDENTIFY REGULATORY ISSUES encountered by the domestic manufacturing sector and provide advice on how to mitigate issues through a favorable environment for manufacturers, workers, and consumers.

Peters helped author and pass into law the CHIPS and Science Act to boost U.S. manufacturing of semiconductor chips, strengthen critical domestic supply chains, and create good-paying American jobs. The CHIPS and Science Act additionally increased funding for the Manufacturing Extension Partnership (MEP) program, which has been a priority for Peters. In May, Peters’ bipartisan Securing Semiconductor Supply Chains Act passed the Senate, which builds upon the Chips and Science Act to strengthen federal efforts to attract investment in U.S. semiconductor manufacturers and supply chains.

    Peters additionally supported and helped pass the Inflation Reduction Act, which will strengthen domestic manufacturing, onshore our supply chains, combat the climate crisis, and create millions of American jobs.  

    In May 2024, the Senate unanimously passed Peters’ bipartisan Strengthening Support for American Manufacturing Act to bolster federal efforts supporting U.S. manufacturing and American workers. Last year, the Senate also unanimously passed Peters’ bipartisan legislation to strengthen federal efforts to expand domestic manufacturing of semiconductor chips.

  • MIL-OSI Canada: Celebrating the opening of Halifax’s new Marine Container Examination Facility

    Today, the Honourable Darren Fisher, Member of Parliament for Dartmouth—Cole Harbour, on behalf of the Honourable Gary Anandasangaree, Minister of Public Safety, along with senior officials from the Canada Border Services Agency (CBSA), the Halifax Port Authority and the Africville community, celebrated the opening of the new Marine Container Examination Facility (MCEF) in Halifax, Nova Scotia.  

    This new examination facility, constructed by the Halifax Port Authority with funding from Transport Canada’s National Trade Corridors Fund and funding from the CBSA, represents an investment into Canada’s future, and a commitment to the safety and security of Canadians. In addition to allowing for improved flow of supply chains and secure trade, it enables Canadian businesses to compete and grow in international markets, improves efficiency and safety for CBSA employees and operations, and contributes to continued growth for port operations in Halifax.

    Halifax’s new Marine Container Examination Facility is home to the CBSA’s Container Examination Team and Waterfront Cargo Inspection Unit, and is located on the shores of the Bedford Basin, adjacent to the PSA Halifax Fairview Cove Terminal near the former Africville community. The 2,700 square-metre Envision-Verified Certified building replaces the former MCEF warehouse located in the Burnside Industrial Park, which required shipping containers to be transported across the MacKay Bridge for examination.

    The work taking place at the new MCEF is critical to protecting Canadian communities and trade partner communities from the impacts of transnational organized crime, while facilitating the smooth flow of Canada’s critical supply chains via the Port of Halifax, one of Canada’s most vital marine gateways.

    High-risk shipping containers are referred for examination at the MCEF by the CBSA’s National Targeting Centre, as well as the CBSA’s Waterfront Cargo Inspection Unit in Halifax. CBSA officers based at the facility then conduct comprehensive examinations of the containers and cargo to look for drugs, weapons, stolen vehicles and other dangerous contraband being imported to or exported from Canada. Officers also ensure compliance with Canada’s food, plant, and animal regulations.

    Large quantities of illicit drugs and stolen vehicles are regularly intercepted by CBSA officers at the Marine Container Examination Facility. From March 1, 2024 to July 1, 2025, CBSA officers at the Marine Container Examination Facility intercepted 189 stolen vehicles, 1957kg of cannabis leaving Canada, and $208M worth of narcotics.

    The facility’s name, Africville Seasides, honours the history, vibrancy and resiliency of the people of Africville. Africville community members selected the building’s name in honour of their hockey team, the Africville Seasides, which played in the first and only all-Black men’s ice hockey league in Canada and won two championships in the early 1900s.

  • MIL-OSI Submissions: Why drones and AI can’t quickly find missing flood victims, yet

    For search and rescue, AI is not more accurate than humans, but it is far faster.

    Recent successes in applying computer vision and machine learning to drone imagery for rapidly determining building and road damage after hurricanes or shifting wildfire lines suggest that artificial intelligence could be valuable in searching for missing persons after a flood.

    Machine learning systems typically take less than one second to scan a high-resolution image from a drone versus one to three minutes for a person. Plus, drones often produce more imagery to view than is humanly possible in the critical first hours of a search when survivors may still be alive.

    Unfortunately, today’s AI systems are not up to the task.

    We are robotics reseachers who study the use of drones in disasters. Our experiences searching for victims of flooding and numerous other events show that current implementations of AI fall short.

    However, the technology can play a role in searching for flood victims. The key is AI-human collaboration.

    AI’s potential

    Searching for flood victims is a type of wilderness search and rescue that presents unique challenges. The goal for machine learning scientists is to rank which images have signs of victims and indicate where in those images search-and-rescue personnel should focus. If the responder sees signs of a victim, they pass the GPS location in the image to search teams in the field to check.

    The ranking is done by a classifier, which is an algorithm that learns to identify similar instances of objects – cats, cars, trees – from training data in order to recognize those objects in new images. For example, in a search-and-rescue context, a classifier would spot instances of human activity such as garbage or backpacks to pass to wilderness search-and-rescue teams, or even identify the missing person themselves.

    A classifier is needed because of the sheer volume of imagery that drones can produce. For example, a single 20-minute flight can produce over 800 high-resolution images. If there are 10 flights – a small number – there would be over 8,000 images. If a responder spends only 10 seconds looking at each image, it would take over 22 hours of effort. Even if the task is divided among a group of “squinters,” humans tend to miss areas of images and show cognitive fatigue.

    The ideal solution is an AI system that scans the entire image, prioritizes images that have the strongest signs of victims, and highlights the area of the image for a responder to inspect. It could also decide whether the location should be flagged for special attention by search-and-rescue crews.

    Where AI falls short

    While this seems to be a perfect opportunity for computer vision and machine learning, modern systems have a high error rate. If the system is programmed to overestimate the number of candidate locations in hopes of not missing any victims, it will likely produce too many false candidates. That would mean overloading squinters or, worse, the search-and-rescue teams, which would have to navigate through debris and muck to check the candidate locations.

    Developing computer vision and machine learning systems for finding flood victims is difficult for three reasons.

    One is that while existing computer vision systems are certainly capable of identifying people visible in aerial imagery, the visual indicators of a flood victim are often very different compared with those for a lost hiker or fugitive. Flood victims are often obscured, camouflaged, entangled in debris or submerged in water. These visual challenges increase the possibility that existing classifiers will miss victims.

    Second, machine learning requires training data, but there are no datasets of aerial imagery where humans are tangled in debris, covered in mud and not in normal postures. This lack also increases the possibility of errors in classification.

    Third, many of the drone images often captured by searchers are oblique views, rather than looking straight down. This means the GPS location of a candidate area is not the same as the GPS location of the drone. It is possible to compute the GPS location if the drone’s altitude and camera angle are known, but unfortunately those attributes rarely are. The imprecise GPS location means teams have to spend extra time searching.

    How AI can help

    Fortunately, with humans and AI working together, search-and-rescue teams can successfully use existing systems to help narrow down and prioritize imagery for further inspection.

    In the case of flooding, human remains may be tangled among vegetation and debris. Therefore, a system could identify clumps of debris big enough to contain remains. A common search strategy is to identify the GPS locations of where flotsam has gathered, because victims may be part of these same deposits.

    An AI classifier could find debris commonly associated with remains, such as artificial colors and construction debris with straight lines or 90-degree corners. Responders find these signs as they systematically walk the riverbanks and flood plains, but a classifier could help prioritize areas in the first few hours and days, when there may be survivors, and later could confirm that teams didn’t miss any areas of interest as they navigated the difficult landscape on foot.

  • MIL-OSI Russia: The Parade of Historical Transport took place for the first time on Sergius of Radonezh Street!

    In September 2024, Moscow Mayor Sergei Sobyanin opened a tram line more than 860 meters long, which made it possible to organize a new tram route No. 2 “3rd Vladimirskaya Street” – “Kursky Station”.

    Maxim Liksutov noted that more than 150 units of historical equipment participated in the parade and exhibition of retro transport on July 12: 16 trams of different generations, about 80 rally crews and about 75 cars, including the Ikarus-280 bus.

    The parade and exhibition were attended by more than 140 thousand spectators

    Not only trams from different eras were presented, but also exhibits from the Moscow Transport Museum and the Museum of the Special Purpose Garage of the Federal Security Service of Russia

    Spectators were even able to see a horse-drawn tram – the predecessor of the electric tram

    The atmosphere of old Moscow was recreated by historical reenactors, and the concert program included artists from the “Music in the Metro” project, the Moscow Metro Academic Choir, and DJ Smash

    This is already the 19th tram parade. The parade was headed by a horse-drawn tram pulled by four horses. Such events are popular with Muscovites and traditionally attract a large number of spectators. On the instructions of Moscow Mayor Sergei Sobyanin, further organization of even more interesting events for residents and guests of the capital continues, added Maxim Liksutov.

  • MIL-OSI Canada: Africville Seasides Marine Container Examination Facility

    Construction on the new Marine Container Examination Facility (MCEF) began in summer 2022 and was completed in early April 2025. Operations started on April 7, 2025.

    The new facility offers many benefits including:

    • Improves the efficiency, safety, security and operations for Canada Border Services (CBSA) employees
    • Reduces port congestion through operational efficiencies
    • Allows continued growth for the Halifax Port Authority
    • Increases supply chain effectiveness
    • Enables Canadian businesses to compete and grow in international markets
    • Reduces container truck traffic and emissions as the new MCEF is located directly on Port of Halifax property

    Facility description

    The 2,700 square-metre building is owned and operated by the Halifax Port Authority, and is used by the Canada Border Services Agency.

    The facility has 10 examination bays used by CBSA officers to examine high-risk shipping containers near the terminal. Large quantities of drugs and stolen vehicles are regularly intercepted by border services officers.

    The facility includes a truck gate with electronic scanners to help keep track of containers and their cargo.

    The Marine Container Examination Facility is an Envision-Verified infrastructure project, scoring 26% above industry standards under the Institute for Sustainable Infrastructure rating system. The building has many sustainable features including:

    • A solar photovoltaic system
    • A rainwater harvesting system
    • Development of a Construction Sustainability Checklist that all contractors were required to submit as part of their tender submission
    • Development of a Contractor Tracking Tool for earthworks, materials, energy use, and water use, motion-activated LED fixtures
    • In-floor radiant heating
    • Building generator for backup power
    • Security fence rear compound for holding all containers marked for examination
    • EV charging stations

    Funding

    The Halifax Port Authority and the Government of Canada have invested approximately $25 million in the new facility. Transport Canada invested $7 million under the National Trade Corridors Fund. The CBSA invested $879,000 for :

  • MIL-OSI Africa: In Burkina Faso, cashew cultivation is a lever for sustainable and inclusive rural development

    Launched in 2017 and completed in 2024, the Cashew Development Support Project in the Comoé Basin for REDD+ (PADA/REDD+) exemplified sustainable development. The project combined poverty reduction, ecological transition and the empowerment of women and young people, achieving a remarkable implementation rate of 95 percent.  It has revitalised the cashew nut industry, Burkina Faso’s third largest agricultural export after cotton and sesame.

    The PADA/REDD+ project received support from the African Development Bank, which granted a loan of $4 million, and the African Development Fund, the Bank Group’s concessional funding window, with a grant of $1.39 million, representing 61 percent of the total project cost of $8.82 million. The government of Burkina Faso and the beneficiaries provided the remaining funding.

    The project mobilised the necessary resources to contribute to the sustainable transformation of the Cascades, Hauts Bassins and South-West regions, with significant participation from women. It enabled producers to reduce maintenance costs, improve soil fertility and structure, and increase cashew productivity and incomes in a sustainable manner.

    Climate action combined with agricultural production

    The first component of the PADA/REDD+ focused on carbon sequestration. This resulted in the creation of seven tree parks, the production of more than 1.6 million improved seedlings and the development of approximately 27,000 hectares of agroforestry plantations. One-third of these plantations are maintained by women, underlining the project’s commitment to promoting social inclusion. A total of 35,340 producers, including 6,047 women, were trained in good agricultural and organic practices.

    This capacity-building approach for producers and processors equipped each stakeholder with the skills required to meet their needs and expectations, particularly in mastering technical production and processing methods.

    Adama Patrick Sombié, a cashew nut processor in Bérégadougou, confirms his satisfaction: “Before the project, there were no cashew tree parks in the village, only forest and a few orchards. When the project offered plots to promoters, I signed up and received two hectares.”

    Access to finance and modernization of processing

    The second component of the project focused on strengthening value chains. Long hampered by limited access to finance, the sector’s development has benefited from an innovative partnership with the umbrella organisation of Burkina Faso’s Caisses populaires banks, alongside savings and loan cooperatives.

    This mechanism enabled investment loans to be granted based on a sliding scale of interest rates, financing 103 microprojects for a total of 888 million CFA francs, or approximately $500,000. The project also created 9,580 additional “green” jobs, 92.66 percent of which were for women, by financing micro-investment projects.

    Thanks to the funding provided, seven processing units were modernised. A new unit called “Tensya” was established in the commune of Toussiana, and three warehouses were built, one of which is reserved for women. The project also enabled the purchase of 12 trucks and 45 tricycles, training in good practices for 631 people, strengthening the environmental skills of 477 stakeholders, and the construction and equipping of infrastructure such as a cooking and shelling centre for women in Diéri, entirely subsidised by the African Development Bank.

    An inclusive and sustainable impact

    These microprojects reached nearly 18,000 people, 61 percent of whom were women, further strengthening the inclusive approach of PADA/REDD+. “This project is a blessing for us. Thanks to the income generated, we can send our children to school and keep them healthy. Before, we used to sell our products at rock-bottom prices, but now, with our own processing units, we control the entire value chain,” says Aramatou Barro, a processor in Diéri.

    Christiane Koné, a processor in Toussiana, confirms this postive impact: “Thanks to the project, we have been able to purchase six automatic shelling machines, which are twice as fast as our 25 manual shelling tables.”

    At the same time, the project structured supply networks, ensured that 96 cooperatives complied with OHADA (Organization for the Harmonization of Business Law in Africa) standards and implemented an environmental management plan. Working conditions have improved significantly. Isso Kindo, a trader in Bobo-Dioulasso, says: “Transport was our main obstacle. Today, thanks to the truck financed by the project, I can transport up to 60 tonnes of nuts from the towns of Banfora and Mangodara.”

    The impact of PADA/REDD+ can also be measured in terms of job creation for young people and rural entrepreneurs. In Orodara, Arzouma Zougouri, a producer and business owner, explains that “the project’s support has enabled me to better equip my processing unit. I’ve gone from 200 to 300 employees,” he says proudly.

    By structuring the cashew nut sector sustainably, increasing productivity and strengthening local processing, PADA/REDD+ achieved its objectives whilst laying the foundations for more resilient rural development. Its contribution to carbon sequestration through agroforestry plantations strengthens its environmental impact. Perennial plantations, modernised agricultural practices, a strengthened local processing network and better access to finance were the pillars of this success.

    Recall that the tram line on this street was opened by Moscow Mayor Sergey Sobyanin in September last year.

    Maksim Liksutov noted that more than 150 units of historical equipment participated in the parade and exhibition of retro transport: 16 trams of different generations, about 80 rally crews and about 75 cars, including the Ikarus-280 bus.

    How it was:

    More than 140 thousand spectators visited the parade and the exhibition.

    Not only trams from different eras were presented, but also exhibits from the Moscow Transport Museum and the Museum of the Special Purpose Garage of the Federal Guard Service of Russia.

    The audience was even able to see a horse-drawn tram – the predecessor of the electric tram.

    The atmosphere of old Moscow was recreated by historical reenactors, and the concert program was attended by artists of the Music in the Metro project, the Academic Choir of the Moscow Metro and DJ Smash.

    Today the 19th tram parade took place. The parade was led by a horse-drawn tram drawn by four horses. Such events are liked by Muscovites and traditionally gather a large number of spectators.   • MIL-OSI Security: Convicted felon caught twice with loaded firearms sentenced to over eight years in prison

    RICHMOND, Va. – A Richmond man was sentenced today to eight years and four months in prison for being a felon in possession of a firearm.

    According to court documents, on June 13, 2024, Richmond Police officers observed Emanuel Leon Crawford, Jr., 33, in a parking lot area of a convenience store on Mosby Street in Richmond acting suspiciously. When they got out of their patrol vehicle, Crawford fled on foot. As Crawford was running, he removed a crossbody bag and threw it. Officers took Crawford into custody and recovered the bag, which contained a loaded .40 caliber handgun. Officers also recovered 18 multi-colored pressed pills containing methamphetamine.

    On July 26, 2024, as officers served Crawford with a misdemeanor warrant, they found him in possession of a loaded 9mm handgun.

    Crawford was convicted in 2013 of attempted unlawful wounding, use of a firearm in the commission of a felony, and burglary of a residence. Crawford also was convicted in 2020 of possession with intent to distribute a Schedule I/II controlled substance. As a previously convicted felon, Crawford is prohibited from legally possessing firearms or ammunition.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia, and Anthony A. Spotswood, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives Washington Field Division, made the announcement after sentencing by Senior U.S. District Judge Robert E. Payne.

    Assistant U.S. Attorney Olivia L. Norman and Third-Year Law Student Kevin C. Teel prosecuted the case.

    Bipartisan Legislation Closes Critical Gaps in Foreign Agricultural Land Ownership Tracking

    Washington – Recently, Rep. Don Bacon (R-NE-02) along with Reps. Mark Alford (R-MO-04), Michael Bost (R-IL-12), Salud Carbajal (D-CA-24), Henry Cuellar (D-TX-28), Brad Finstad (R-MN-01), Ashley Hinson (R-IA-02), Chrissy Houlahan (D-PA-06), Dan Newhouse (R-WA-04), and Jimmy Panetta (D-CA-19) introduced bipartisan legislation, H.R. 4362, the AFIDA Improvements Act of 2025, to address concerns about foreign farmland ownership.

    The AFIDA Improvements Act codifies recommendations published by the GAO to amend the Agricultural Foreign Investment Disclosure Act (AFIDA) to ensure there is timely and detailed data sharing of foreign investments in agricultural land transactions, better oversight and validation of information, and a better way to help identify those foreign entities who do not file notification they have purchased land in the United States. This legislation will help the United States better track and combat the CCP trying to buy up farmland.

    Washington, D.C. — U.S. Congressman Sean Casten (IL-06) led 16 House Democrats in submitting a Freedom of Information Act (FOIA) request for details of Environmental Protection Agency (EPA) Administrator Lee Zeldin’s efforts to slow-walk the promulgation and enforcement of public health standards.

    “At your January 16 confirmation hearing before the Senate Environment and Public Works Committee, you pledged to be ‘transparent and accountable to Congress and the public,’” the lawmakers wrote. “In keeping with that commitment, please provide us with copies of the records requested below. Your response will help address our concerns about the Environmental Protection Agency’s (EPA) implementation of the President’s various executive orders and other actions.”

    In their FOIA request, the lawmakers have demanded information on, among other things:

    • The interest groups that Zeldin and other senior officials have met with and the lobbying documents they have provided;

    • EPA’s current pace of inspections and enforcement, key metrics in assessing how the agency is fulfilling its responsibility of enforcing environmental laws and regulations;

    • Any actual or proposed actions to expedite certain permits pursuant to the “emergency authority” of an executive order;

    • The number of EPA’s public servants who have left or are leaving;

    • The job classifications of the individuals installed in Zeldin’s front office; and

    • The specific statutory provisions that authorize EPA to waive or modify otherwise-applicable requirements under existing federal laws, in following the president’s executive orders.

    B. EPA Workforce

    The numerous announcements regarding the number of EPA employees terminated, rehired, retiring, accepting buyouts, or subject to actual or planned reductions in staffing have left Congress and the public confused about the actual size of EPA’s workforce and its capacity to carry out its mission.

    1. For each office, program or region that appears on EPA’s website at https://www.epa.gov/aboutepa/epa-organization-chart, please provide records that identify the total number of full time-equivalents (FTE) on EPA’s payroll as of July 15, 2025.

    2. For each office, program or region, please provide records that identify the number of FTE’s who:

      1. are on administrative leave because they have accepted buyouts and are expected to leave EPA on or before September 30, 2025;

      2. have been placed on administrative for any other reason; 

      3. are still employed but have notified EPA of their intention to retire on or before September 30, 2025;

      4. are still employed, but will be terminated on or before September 30, 2025, due to planned reductions in enforce or the elimination of specific functions or programs; and

    C. EPA Enforcement Actions

    Federal environmental law directs EPA to notify sources violating permit or pollution control standards, as well as the relevant state agencies, and authorizes (and in some cases requires) EPA enforcement actions if needed to bring violators into compliance. 

    Please provide copies of the following records:

    1. Notices of noncompliance issued by EPA from January 1, 2024, to the present, including notices of violation, findings of violation, or warning letters;

    2. Civil complaints filed in federal court since January 1, 2023, for any cases that have not yet been resolved through litigation or an appropriate consent decree;

    3. Inspection reports completed since January 1, 2024;

    4. Information requests issued since January 1, 2024; and

    5. Administrative penalty orders that are still pending, i.e., have not been resolved through consent orders.

    D. EPA Reports Required By Executive Order

    The EPA and other federal agencies are required to report regularly on the actions they have taken to implement President Trump’s various executive orders. We request copies of the reports or records itemized below, along with any records of the analyses that EPA relied upon to prepare them. 

    Executive Order 14156: The Clean Water Act authorizes the Army Corps of Engineers to expedite the permitting of projects that may pollute wetlands or other waters during emergency situations that result in “…an unacceptable hazard to life, a significant loss of property, or an immediate, unforeseen, and significant economic hardship…” (33 C.F.R. 325.2(e)). Executive Order (EO) 14156, “Declaring a National Energy Emergency,” directs the EPA and other agencies to exercise this emergency permitting authority “…to the fullest extent possible…to facilitate the Nation’s energy supply”; to identify actual, planned or potential actions to implement this directive within 30 days (by February 19), and every thirty days thereafter to report on their status as well as any new opportunities to exercise this emergency authority.

    Please provide a copy of:

    1. all reports that EPA has prepared and submitted in response to EO 14156; and

    2.  any actual or potential actions to expedite permits pursuant to the emergency authority cited in EO 14156.

    Executive Order 14154: EO 14154, “Unleashing American Energy,” requires EPA and other Agencies to suspend, revise, or rescind “…all existing regulations, orders, guidance documents, policies, settlements, consent orders and any other actions…” that impose an undue burden on the “development and use” of fossil fuels, critical minerals, and other energy sources that do not include wind, solar power, or electric vehicles. Agencies must notify the Attorney General of any actions taken to implement this directive and within 30 days report to OMB as to whether reducing or eliminating enforcement could help to implement the President’s policy goals.

    Please provide a copy of any record of:

    1. the EPA actions reported to the Attorney General under EO 14154;

    2. any report or other document provided to OMB regarding the actual or potential exercise of its enforcement authority under EO 14154; and

    3. for any federal law implemented in whole or in part by EPA, any records that interpret the specific statutory provisions that authorize the EPA to waive or modify otherwise applicable requirements.

    4. any guidance, memoranda, or policy issued by EPA that establish or explain the criteria for determing when a regulation, order, guidance, policy, settlement, consent order or “any other action” will pose an “undue burden” on the development or use of fossil fuels or critical minerals.

  • Israel steps up Syria strikes with Damascus attack as Druze clashes continue

    Israel’s military said it struck the entrance to the Syrian defence ministry in Damascus on Wednesday, stepping up attacks on the Islamist-led authorities with the declared aim of protecting the Druze minority from harm by government forces.

    It marked the third day in a row that Israel has struck Syria where government security forces have clashed with local Druze fighters in the southern city of Sweida.

    Security sources from within the defence ministry told Reuters that at least two drone strikes had hit the building and that officers were taking cover in the basement. State-owned Elekhbariya TV said the Israeli strike wounded two civilians.

    The Israeli military said it had “struck the entrance gate of the Syrian regime’s military headquarters complex” in Damascus and that it continued “to monitor developments and the actions being taken against Druze civilians in southern Syria”.

    Syria’s state media and witnesses said Israeli strikes throughout Wednesday also struck the predominantly Druze city of Sweida, where a fourth day of fighting swiftly collapsed a ceasefire announced the previous evening.

    Syrian government troops were dispatched to the Sweida region on Monday to quell fighting between Druze fighters and Bedouin armed men but ended up clashing with the Druze militias themselves.

    Local news outlet Sweida24 said the city of Sweida and nearby villages were coming under heavy artillery and mortar fire early on Wednesday. Syria’s defence ministry, in a statement carried by state news agency SANA, blamed outlaw groups in Sweida for breaching the truce.

    The defence ministry called on residents of the city to stay indoors. Some residents that Reuters was able to reach by phone said they were holed up at home in fear with no electricity.

    HONOLULU – Acting United States Attorney Ken Sorenson announced that Lance L. Bermudez, 34, of Honolulu, Hawaii was sentenced yesterday in federal court by U.S. District Chief Judge Derrick K. Watson to 360 months of imprisonment followed by five years of supervised release for conspiracy to distribute and possess with intent to distribute controlled substances, racketeering conspiracy, and Hobbs Act Robbery. Bermudez is the last defendant to be sentenced for his role in the Miske Enterprise.

    As part of his 2022 plea agreement, Bermudez admitted that he and other members of the Enterprise participated in a murder-for-hire conspiracy with codefendant Michael J. Miske and other Enterprise members. Miske put a murder contract out on an individual he believed was cooperating with law enforcement. Bermudez agreed to commit the murder for $60,000 and laid in wait outside of the victim’s home on multiple occasions, waiting for the right opportunity to kill the victim. The murder did not ultimately occur because Miske eventually rescinded the contract. Bermudez also admitted to taking part in multiple attempted murders where he shot victims from his vehicle. Further, Bermudez admitted to burning a van at Miske’s direction that Bermudez later discovered was utilized in the abduction and murder of 21-year-old Johnathan Fraser. Bermudez also admitted to committing several armed robberies of Honolulu area drug dealers and then selling the stolen drugs to others in the community.

    Bermudez was charged alongside twelve other defendants, all of whom pled guilty except for Michael J. Miske who proceeded to trial and was found guilty of racketeering conspiracy, murder, and 11 other felony charges on July 18, 2024.

    Seven other members and associates of the Miske Enterprise pled guilty to various offenses in related cases.

  • MIL-OSI Security: South Bend Man Sentenced to 262 Months in Prison

    SOUTH BEND – Yesterday, Quadir Quiroz, 20 years old, of South Bend, Indiana, was sentenced by United States District Court Judge Cristal C. Brisco after pleading guilty to Hobbs Act robbery and brandishing a firearm during a crime of violence, announced Acting United States Attorney M. Scott Proctor.

    Quiroz was sentenced to 216 months in prison followed by 3 years of supervised release.

    According to documents in the case, Quiroz robbed a person at gunpoint and stole the person’s car. Ten days later, Quiroz robbed a gas station in South Bend.  During the robbery, Quiroz struck a gas-station employee in the head with his gun.

    This case was investigated by the Federal Bureau of Investigation with assistance from the South Bend Police Department. The case was prosecuted by Assistant United States Attorney Joel Gabrielse.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.   • MIL-OSI Submissions: When big sports events expand, like FIFA’s 2026 World Cup matches across North America, their climate footprint expands too

    When the FIFA World Cup hits North America in June 2026, 48 teams and millions of soccer fans will be traveling to and from venues spread across the United States, Canada and Mexico.

    It’s a dramatic expansion – 16 more teams will be playing than in recent years, with a jump from 64 to 104 matches. The tournament is projected to bring in over US$10 billion in revenue. But the expansion will also mean a lot more travel and other activities that contribute to climate change.

    The environmental impacts of giant sporting events like the World Cup create a complex paradox for an industry grappling with its future in a warming world.

    A sustainability conundrum

    Sports are undeniably experiencing the effects of climate change. Rising global temperatures are putting athletes’ health at risk during summer heat waves and shortening winter sports seasons. Many of the 2026 World Cup venues often see heat waves in June and early July, when the tournament is scheduled.

    There is a divide over how sports should respond.

    Some athletes are speaking out for more sustainable choices and have called on lawmakers to take steps to limit climate-warming emissions. At the same time, the sport industry is growing and facing a constant push to increase revenue. The NCAA is also considering expanding its March Madness basketball tournaments from 68 teams currently to as many as 76.

    Estimates for the 2026 World Cup show what large tournament expansions can mean for the climate. A report from Scientists for Global Responsibility estimates that the expanded World Cup could generate over 9 million metric tons of carbon dioxide equivalent, nearly double the average of the past four World Cups.

    This massive increase – and the increase that would come if the NCAA basketball tournaments also expand – would primarily be driven by air travel as fans and players fly among event cities that are thousands of miles apart.

    A lot of money is at stake, but so is the climate

    Sports are big business, and adding more matches to events like the World Cup and NCAA tournaments will likely lead to larger media rights contracts and greater gate receipts from more fans attending the events, boosting revenues. These are powerful financial incentives.

    In the NCAA’s case, there is another reason to consider a larger tournament: The House v. NCAA settlement opened the door for college athletic departments to share revenue with athletes, which will significantly increase costs for many college programs. More teams would mean more television revenue and, crucially, more revenue to be distributed to member NCAA institutions and their athletic conferences.

    When climate promises become greenwashing

    The inherent conflict between maximizing profit through growth and minimizing environmental footprint presents a dilemma for sports.

    Several sport organizations have promised to reduce their impact on the climate, including signing up for initiatives like the United Nations Sports for Climate Action Framework.

    However, as sports tournaments and exhibition games expand, it can become increasingly hard for sports organizations to meet their climate commitments. In some cases, groups making sustainability commitments have been accused of greenwashing, suggesting the goals are more about public relations than making genuine, measurable changes.

    For example, FIFA’s early claims that it would hold a “fully carbon-neutral” World Cup in Qatar in 2022 were challenged by a group of European countries that accused soccer’s world governing body of underestimating emissions. The Swiss Fairness Commission, which monitors fairness in advertising, considered the complaints and determined that FIFA’s claims could not be substantiated.

    Aviation is often the biggest driver of emissions. A study that colleagues and I conducted on the NCAA men’s basketball tournament found about 80% of its emissions were connected to travel. And that was after the NCAA began using the pod system, which is designed to keep teams closer to home for the first and second rounds.

    Finding practical solutions

    Some academics, observing the rising emissions trend, have called for radical solutions like the end of commercialized sports or drastically limiting who can attend sporting events, with a focus on fans from the region.

    These solutions are frankly not practical, in my view, nor do they align with other positive developments. The growing popularity of women’s sports shows the challenge in limiting sports events – more games expands participation but adds to the industry’s overall footprint.

    Further compounding the challenges of reducing environmental impact is the amount of fan travel, which is outside the direct control of the sports organization or event organizers.

    Many fans will follow their teams long distances, especially for mega-events like the World Cup or the NCAA tournament. During the men’s World Cup in Russia in 2018, more than 840,000 fans traveled from other countries. The top countries by number of fans, after Russia, were China, the U.S., Mexico and Argentina.

    There is an argument that distributed sporting events like March Madness or the World Cup can be better in some ways for local environments because they don’t overwhelm a single city. However, merely spreading the impact does not necessarily reduce it, particularly when considering the effects on climate change.

    How fans can cut their environmental footprint

    Sport organizations and event planners can take steps to be more sustainable and also encourage more sustainable choices among fans. Fans can reduce their environmental impact in a variety of ways. For example:

    • Avoid taking airplanes for shorter distances, such as between FIFA venues in Philadelphia, New York and Boston, and carpool or take Amtrak instead. Planes can be more efficient for long distances, but air travel is still a major contributing factor to emissions.

    • While in a host city, use mass transit or rent electric vehicles or bicycles for local travel.

    • Consider sustainable accommodations, such as short-term rentals that might have a smaller environmental footprint than a hotel. Or stay at a certified green hotel that makes an effort to be more efficient in its use of water and energy.

    • Engage in sustainable pregame and postgame activities, such as choosing local, sustainable food options, and minimize waste.

    • You can also pay to offset carbon emissions for attending different sporting events, much like concertgoers do when they attend musical festivals. While critics question offsets’ true environmental benefit, they do represent people’s growing awareness of their environmental footprint.

    Through all these options, it’s clear that sports face a significant challenge in addressing their environmental impacts and encouraging fans to be more sustainable, while simultaneously trying to meet ambitious business and environmental targets.

    In my view, a sustainable path forward will require strategic, yet genuine, commitment by the sports industry and its fans, and a willingness to prioritize long-term planetary health alongside economic gains – balancing the sport and sustainability.

  • MIL-OSI Submissions: Paolo Borsellino: the murder of an anti-mafia prosecutor and the enduring mystery of his missing red notebook

    It has been 33 years since anti-mafia prosecutor Paolo Borsellino was blown up by Cosa Nostra in front of his mother’s home in Palermo, Sicily. His death on July 19 1992 came 57 days after the murder of his colleague, Giovanni Falcone. This was the peak of Cosa Nostra’s attack on state representatives.

    A vital document was lost that day – a red notebook believed to have been in Borsellino’s work bag. This loss has hampered attempts to understand how deep into the Italian state Cosa Nostra’s activities run.

    The early 1990s were a turbulent time in Italy. The fall of the Berlin wall in 1989 broke the Italian party system and wiped out the traditional political parties, which had been based around the opposing forces of the Christian Democrats (supported by the US and the Vatican) and the Communist party.

    The Christian Democrats, in power during the post-war period, had often protected Cosa Nostra. But losing power meant an inability to honour its “pact” with mafiosi. This led to the mafia attacking anyone who got in its way.

    Falcone and Borsellino, as anti-mafia prosecutors, had got under the skin of Cosa Nostra. Their work zoned in on its mentality and activities. They were the driving force behind the 1986 “maxi trial” that saw hundreds of mafiosi prosecuted. This was the first time important mafia bosses were imprisoned. Falcone and Borsellino had brought a new understanding to the internal workings of the mafia, including its links with politics and money laundering operations.

    The mafia was deploying terrorist tactics against state representatives and institutions in the early 1990s in what appears to have been an attempt to get the state to negotiate with it. Borsellino, it is believed, was investigating this when he was murdered.

    The red notebook

    Crucially, on the day Borsellino was murdered, his work bag, which contained his red notebook (“l’agenda rossa”) disappeared from the wreckage of his car.

    He carried his red notebook around with him everywhere, making copious notes of his investigations and ideas. Had it been recovered, l’agenda rossa could have revealed the possible links between state representatives (including with the police and judiciary), businessmen and Cosa Nostra.

    It could, in effect, have mapped out how and to what extent Cosa Nostra had infiltrated the Italian state and the nature of its relationships with the new political class, the business elite, freemasons and other covert actors.

    A photograph of a police officer walking off with what looks very much like the bag that presumably contained the notebook has circulated ever since. But this is where the trail ends. The bag – minus the notebook – was later found in the office of the head of the flying squad, with no explanation as to how and why it got there.

    The disappearance of the red notebook remains a persistent enigma – and one which continues to haunt contemporary Italy because of what it might suggest about the nation’s underworld and political class.

    This photo could even suggest that the goal of killing Borsellino was not just to eliminate a zealous public prosecutor but to remove a pantheon of knowledge about organised crime and its infiltration into the public realm as part of a more orchestrated plan.

    Then, in 1993, Cosa Nostra suddenly and inexplicably ceased its terrorist tactics against the state. It was as though a truce had been reached. Could this be the case?

    Many have speculated that there was a secret dialogue and a trattativa – a state-mafia negotiation entered and a deal struck between state representatives and Cosa Nostra leaders to stop the violence. In exchange for an end to the violence, it was suggested that state representatives promised softer anti-mafia laws. It’s possible that the disappearance of Borsellino’s red notebook could have been part of the deal.

    Interpreting history

    The history of these dynamics between state and the mafia has since been written and re-written, dividing Italians and mafia scholars.

    At the heart of all these disagreements lie two questions: was the notebook taken intentionally and why did Cosa Nostra stop its attacks on the state at the specific moment that it did?. The answer to these would essentially establish whether or not there was a negotiated peace between the mafia and the state.

    In 2014, high-profile politicians, police officers and mafiosi were put on trial, accused of playing a role and enabling these negotiations. This was, in effect, the Italian state putting itself on trial.

    Some legal experts and historians have argued that the theory of coordinated action by state representatives and mafiosi was always an absurd hypothesis. While there might have been some random informal contacts, they contest that there was never a formal pact. The end of Cosa Nostra‘s violence, they argue, was due to a combination of other factors, including greater enforcement of the law.

    Others argue that there is evidence of a pact. These include first-hand accounts from former criminals. But of course it is hard to make these stories stick because all evidence of a relationship of this kind would, by definition, be covert and off the books. As with many trials and in particular, mafia trials, there are no facts, just interpretations of facts.

    In 2018, some state representatives and mafiosi were found guilty. But in 2023, the Italian supreme court overturned the 2018 ruling and concluded that there was no pact and no state-mafia negotiation.

    All involved were cleared for different reasons as the court attempted to draw a line under the intrigue by articulating a clear position. But with the mafia, answers are rarely that simple. And history is not only written in the courtroom.

    Borsellino’s legacy is celebrated in Italy to this day – but the unresolved matter of his missing notebook haunts the country more profoundly. His bag – minus the notebook – has recently been put on show at the Italian senate to celebrate his life. The display is also a reminder of how much remains unresolved from that period.

  • MIL-OSI USA: Repairs bring daytime closures of westbound US 12 Wishkah River Bridge in Aberdeen

    Crews will repair steel beams on iconic, 100-year-old bridge while travelers detour using nearby Heron Street Bridge 

    ABERDEEN – Daytime travelers who both walk and roll across the 100-year-old US 12 Wishkah River Bridge in Aberdeen will want to plan for additional travel time.

    From 9:30 a.m. to 9:30 p.m. Monday, July 21, and Tuesday, July 22, Washington State Department of Transportation crews will close the westbound bridge to all traffic. 

    During the closure, the eastbound US 12 Heron Street Bridge will be reconfigured to accommodate two-way travel for most vehicles and pedestrians. Travelers can expect congestion and some delays while the detour is in place.

    Due to restrictions on the Heron Street Bridge, overweight vehicles will need to detour from US 12 to US 101 and State Route 107 during work on the Wishkah River Bridge.

    About the work

    In June, WSDOT bridge engineers reduced the maximum gross vehicle weight for the bridge after inspections revealed cracks and advanced decay in aging steel beams underneath the bridge deck. A temporary detour was put in place for vehicles exceeding the posted weight restrictions until repairs could be made. 

    During the 12-hour closures, crews will reinforce the beams with new steel plates. Additional closures may be needed to complete the repair. Once the repair is complete and inspected, the weight restriction and detour will be removed. WSDOT will provide an update once the information is available.

    The work requires daylight hours so crews can see into tight spaces underneath the bridge deck. The bridge cannot carry any vehicle loads during the work.

    About the bridge

    Built in 1925, the US 12 Wishkah River Bridge is one of five moveable highway bridges in Grays Harbor County. The 100-year-old, single-leaf bascule-span bridge carries an average of 16,392 vehicles a day across the Wishkah River. A bascule bridge is a type of drawbridge that moves in an upward swing to allow for marine traffic to pass. Like other bridges in the area, it is exposed to weather and needs constant upkeep. Additional work is scheduled for the bridge starting in 2026. 

    WSDOT regularly inspects bridges and categorizes bridges by condition. The condition scale is good, fair and poor. These condition ratings help plan inspections and schedule long-term repairs. WSDOT crews can and do close or restrict any bridge that is deemed not safe for travel. Both the US 12 Wishkah River Bridge and the US 12 Heron Street Bridge are listed in poor condition.

    As of June 2024: 

    • 133 WSDOT-owned bridges were load-posted or load-restricted.
    • 315 WSDOT-owned bridges are at least 80 years old. 

    A bridge is expected to have a service life of 75 years based on current standards. The average age of state-owned vehicular bridges is 51 years.

    Washington, D.C. – In response to federal regulators weakening oversight as more driverless cars hit the roads, Rep. Kevin Mullin (CA-15) introduced a bill to require more robust safety data from autonomous vehicle (AV) manufacturers.

    AVs are already operating in numerous states including California, Arizona, Florida, Georgia and Texas, with several manufacturers getting their start in the San Francisco Bay Area where Rep. Mullin’s district is located. Currently, the National Highway Traffic Safety Administration (NHTSA) requires AV companies to report some collision data, but it isn’t required to provide other basic metrics that would help the public to determine how safe they actually are.

    Rep. Mullin’s AV Safety Data Act would help ensure the public is entitled to basic transparency about how many miles driverless cars are traveling and when there are other types of incidents like unplanned stoppages or the blocking of emergency vehicles. Requiring this type of consistent data reporting would help compare safety rates across various manufacturers and help determine whether AVs are safer than human drivers.

    “Every day, people are interacting with AVs in my district – whether they’re hailing a ride or walking across the street as one approaches. The public deserves to know how safe autonomous vehicles actually are and that the federal government is working to ensure we’re protecting people on the road,” Rep. Mullin said. “The technology behind autonomous vehicles is rapidly developing and has the potential to dramatically improve safety on our roads. While there is no doubt AV technology will continue to evolve, we simply will not know if it is getting better without more independent, verifiable data collected at the national level. AV companies that are performing well and prioritizing safety should welcome this basic transparency effort.”

    In addition to codifying NHTSA’s existing collision data reporting requirements in law, the AV Safety Data Act would also require that companies report to NHTSA:

    • The number of miles traveled on public roads
    • AV collisions that result in any injuries to other human drivers, pedestrians or bicyclists
    • Information on unplanned stoppages and any impacts to law enforcement, first responders, or public transit agencies

    Since 2021, over 3,000 crashes have been recorded involving AVs and Level 2 Advanced Driver Assistance Systems, which resulted in 53 fatalities and 303 injuries. Yet earlier this year, NHTSA weakened its AV reporting requirements. Lawmakers have been urging NHTSA to improve its AV safety data collection for years, and Rep. Mullin led several letters calling upon federal regulators to act in 2024 and 2023. While Rep. Mullin supports advancements in the AV industry, his bill seeks to help increase transparency and prioritize public safety on our roads.

    “Autonomous vehicles (AVs) are increasingly on our roadways. Yet, there are no minimum federal safety standards and insufficient data collection, transparency and accountability for advanced driver assistance systems (ADAS) and automated driving systems (ADS). The AV Safety Data Act will enhance reporting requirements for these vehicles,” Cathy Chase, President, Advocates for Highway and Auto Safety. “Robust data is essential to evaluate performance, detect safety defects and inform sound policy. Advocates commends Rep. Kevin Mullin (D-CA) for his safety leadership and innovative thinking to introduce this bill and urges Congress to advance it. Road users, whether as drivers, passengers, pedestrians or bicyclists, deserve this oversight and consumer protection.”

  • MIL-OSI Security: Sun Prairie Man Sentenced to 2 ½ Years for Illegally Possessing Firearm and Ammunition

    MADISON, WIS. – Chadwick M. Elgersma, Acting United States Attorney for the Western District of Wisconsin, announced that Cashius Carter, 21, Sun Prairie, Wisconsin, pleaded guilty and was sentenced today by Chief U.S. District Judge James D. Peterson to 2 ½ years in federal prison for possessing a firearm and ammunition as a convicted felon. The prison term will be followed by 3 years of supervised release.

    On September 25, 2024, a Fitchburg police officer stopped a vehicle that Carter was driving. The vehicle smelled of marijuana and the officer asked Carter to exit the vehicle so it could be searched. Carter fled from the scene but was ultimately caught. In the vehicle, the officer found a loaded Glock 19 9mm with an extended magazine between the driver’s seat and center console. In the back seat, officers recovered almost 700 grams of marijuana. The Wisconsin State Crime Laboratory later recovered Carter’s DNA on the firearm. Carter is prohibited from legally possessing a firearm or ammunitions because of a prior felony conviction for eluding an officer.

    At sentencing, Judge Peterson found that Carter’s possession of a loaded firearm with a large quantity of marijuana was dangerous. Judge Peterson also noted that Carter had an aggravated criminal history, which included a violent battery and a high-speed police chase. Judge Peterson explained that he was imposing the sentence to protect the public and deter Carter from further criminal conduct.

    The charge against Carter was the result of an investigation conducted by the Fitchburg Police Department and the ATF Madison Crime Gun Task Force, which consists of federal agents from ATF and Task Force Officers from state and local agencies throughout the Western District of Wisconsin. Assistant U.S. Attorney Corey Stephan prosecuted this case.

    This case has been brought as part of Project Safe Neighborhoods (PSN), the U.S. Justice Department’s program to reduce violent crime. The PSN approach emphasizes coordination between state and federal prosecutors and all levels of law enforcement to address gun crime, especially felons illegally possessing firearms and ammunition and violent and drug crimes that involve the use of firearms.

  • MIL-OSI Security: Guam Meth Trafficker Sentenced to 135-Months in Federal Prison

    Hagåtña, Guam – SHAWN N. ANDERSON, United States Attorney for the Districts of Guam and the Northern Mariana Islands, announced that defendant Gavin Domingo Alimurong, age 27, from Dededo, Guam was sentenced to 135-months imprisonment.  He was charged in the U.S. District Court of Guam with Conspiracy to Distribute Fifty or More Grams of Methamphetamine Hydrochloride, in violation of 21 U.S.C. §§ 841(a)(1) and (b)(1)(A)(viii) and 846. Alimurong also forfeited four vehicles, jewelry, luxury bags, and $350,164 in cash.  The Court also ordered five years of supervised release and a mandatory $100 special assessment fee.  In addition, defendants convicted of a federal drug offense may no longer qualify for certain federal benefits.

    Between July 2019 and July 2022, Alimurong conspired with others to distribute methamphetamine in Guam. He obtained methamphetamine, cocaine, and ecstasy through the dark web, converting U.S. currency into Bitcoin to pay for drugs shipped to Guam via the U.S. Postal Service. In December 2021, Guam Police Department investigated a domestic violence incident involving Alimurong.  During searches of his residence and vehicle, law enforcement seized 594 grams of methamphetamine and 401 grams of cocaine, in addition to pharmaceuticals including oxycodone, alprazolam, and amphetamine pills.  Police also seized glass pipes, a pill crusher, a digital scale, plastic zip-top bags, a money counter, a postal stamp printer, and various luxury items.  Officers also recovered a firearm, ammunition, and $93,124 in cash.

    A search of a storage locker revealed an additional $257,040 in U.S. currency from illegal drug sales. Western Union records indicated that Alimurong wired $103,165 to multiple individuals in China, Vietnam, Bolivia, Colombia, Laos, and the United States.

    “Law enforcement removed a prolific drug dealer from the streets of Guam,” stated United States Attorney Anderson.  “Drug defendants, such as Alimurong, face more than a substantial term of imprisonment.  We will also take any property earned from or facilitating drug trafficking.  I applaud our multi-agency partners that continue to protect our communities from this dangerous activity.”

    “Drug trafficking will not be tolerated in our communities,” said Anthony Chrysanthis, Deputy Special Agent in Charge of the Drug Enforcement Administration Los Angeles Field Division, which oversees Guam. “We will vigorously pursue all criminals who flood our streets with their poison and ensure they face the full force of the law.”

    “The defendant in this case callously chased profits with no concern for the impact and harm he brought to public safety,” said Homeland Security Investigations Hawaii Special Agent in Charge Lucy Cabral-DeArmas.  “HSI and its partners in law enforcement will aggressively investigate, disrupt, and dismantle the transnational flow of illegal drugs and ensure those that choose to traffic them are held accountable for the harm they bring to the communities of Guam.”

    “You will lose your freedom and the unlawful proceeds or your crime if you try to exploit the U.S. mail to traffic dangerous controlled substances,” said U.S. Postal Inspection Service San Francisco Division Inspector in Charge Stephen Sherwood. “I would like to thank our federal partners, and our task force partners with Guam Customs and Quarantine Agency, the Guam Police Department, and the Guam Army National Guard Counter Drug Program for helping keep methamphetamine out of the mail and out of our communities.”

    “Drugs and guns are a losing combination,” said ATF Seattle Special Agent in Charge Jonathan Blais. “Mr. Alimurong’s actions put the community in great harm and was only exacerbated by his possession of firearms.  Because of his actions, this sentence is well deserved.” 

    The case was investigated under the Organized Crime Drug Enforcement Task Forces (OCDETF) Strategic Initiative. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     Two amendment regulations will be published in the Government Gazette this Friday mandating the installation of Journey Recording Systems (JRSs) in all taxis and requiring all taxi drivers to allow fares to be paid by electronic payment (e-payment) means.

    The two amendments – named the Road Traffic (Construction & Maintenance of Vehicles) (Amendment) Regulation 2025 and the Road Traffic (Public Service Vehicles) (Amendment) Regulation 2025 – are aimed at enhancing overall service quality for members of the public through technology. 

    The Transport & Logistics Bureau said the JRSs should be capable of making “in-vehicle recordings” – video recordings, with audio, made inside taxi compartments – as well as recordings of taxis’ front and rear views.

    It added that JRSs should capture data concerning taxis’ location via a global navigation satellite system.

    The bureau said it believes the functions will help deter malpractices by taxi drivers, enhance driving safety and safeguard the interests of both drivers and passengers in the event of disputes.

    To assist the trade in preparing for new requirements relating to the JRSs, the Transport Department will inform the trade of these through various channels, including its own website, the regular Taxi Newsletter, publicity leaflets and regular meetings with the trade, in the second half of this year.

    The department will also carry out work relating to the authorisation of suppliers starting from the fourth quarter of this year, so that the trade can start installing JRSs inside taxi compartments next year.

    Upon completion of installation in all taxis, the JRSs will be ready to come into operation and will have to be connected to the department’s centralised information system.

    To protect the privacy of passengers and drivers, the recordings and data captured by JRSs should be encrypted. Law enforcement agencies, the Commissioner for Transport and authorised persons will be able retrieve or access in-vehicle recordings only for specified purposes.

    The bureau outlined that, as many taxis still only accept cash, causing great inconvenience to passengers, especially tourists, all taxi drivers will be required to allow fares to be paid by e-payment means.

    The requirement will come into effect on April 1 next year.

    To help drivers to prepare for it, the department will co-ordinate with various e-payment platforms to arrange workshops or briefings to assist drivers in learning how to collect fares through e-payment means.

    The North Carolina Department of Health and Human Services this week celebrates three years of the 988 Suicide and Crisis Lifeline, which provides help and support for anyone suffering from depression, anxiety or interpersonal/family issues or who just needs someone to talk to during a time of personal crisis. North Carolina is a national leader in 988 implementation with a focus on answering every call and ensuring every person gets the care they need. A recent survey shows many people reported feeling hopeful, grateful and motivated after calling 988 with more than 90% finding the service valuable in their community. Additionally, 33% of people in the survey say 988 saved their life or the life of someone they care about.

    From August 2022, the first full month of service, through May 2025, the state averaged more than 9,400 calls, texts or chats each month. Text and chat options were first offered in July 2023.

    From June 2024 through May 2025, the volume increased to 11,443 calls/chats/texts per month. National data shows 68 percent of contacts are phone calls, 18 percent are texts and 14 percent are chats.

    “No matter what you are facing, help is just a phone call away for all North Carolinians,” said NC Health and Human Services Secretary Dev Sangvai. “The rapid and successful adoption of 988 is a testament to the need for accessible, compassionate and supportive counselors so someone experiencing a mental health crisis can feel cared for in their most vulnerable moments.”

    Mental health impacts every North Carolinian, and rates of anxiety and depression have skyrocketed in recent years. Suicide is the second leading cause of death among young people aged 10 to 14, and a leading cause of death among those aged 15-24. Experienced and trained 988 operators will respond to all calls to 988 and ensure that people receive the support and resources that they need.

    In North Carolina, the 13-17 age group averages the most contacts to 988, with 97 contacts per 10,000 residents, followed by 25-34 (96), 18-24 (93) and 35-44 (57), according to the most recent data from the North Carolina 988 Performance Dashboard.

    “The need for mental health care for young people in North Carolina has never been greater,” said Kelly Crosbie MSW, LCSW NCDHHS Director of the Division of Mental Health, Substance Use Services and Developmental Disorders. “We are building a system of crisis services to ensure there will always be someone to contact, someone to respond and a safe for help if you are in crisis or just need someone to talk to.”

    Experienced and trained 988 operators will respond to all calls and ensure people receive the support and resources they need. The United States Department of Health and Human Services recently announced it would eliminate federal funding for the 988 Suicide and Crisis Lifeline service dedicated to LGBTQ+ youth services. On July 17, 2025, people who call 988 will no longer have the option to Press 3, specific to LGBTQ+ youth considering suicide. NCDHHS is committed to responding to everyone who needs mental health services. Everyone can and should still call 988, including members of the LGBTQ+ community. 

    The 988 Suicide and Crisis Lifeline is an important component of NCDHHS’ ongoing work to ensure every North Carolinian has someone to contact, someone to respond and a safe place for help when experiencing a behavioral health crisis. 

    Of the $835 million investment in behavioral health in the 2023 state budget, NCDHHS has committed more than $130 million to transforming North Carolina’s mental health crisis response services and providing support when and where it is needed, no matter the crisis.

  • MIL-OSI Analysis: Examining mushrooms under microscopes can help engineers design stronger materials

    Pick up a button mushroom from the supermarket and it squishes easily between your fingers. Snap a woody bracket mushroom off a tree trunk and you’ll struggle to break it. Both extremes grow from the same microscopic building blocks: hyphae – hair-thin tubes made mostly of the natural polymer chitin, a tough compound also found in crab shells.

    As those tubes branch and weave, they form a lightweight but surprisingly strong network called mycelium. Engineers are beginning to investigate this network for use in eco-friendly materials.

    Yet even within a single mushroom family, the strength of a mycelium network can vary widely. Scientists have long suspected that how the hyphae are arranged – not just what they’re made of – holds the key to understanding, and ultimately controlling, their strength. But until recently, measurements that directly link microscopic arrangement to macroscopic strength have been scarce.

    I’m a mechanical engineering Ph.D. student at Binghamton University who studies bio-inspired structures. In our latest research, my colleagues and I asked a simple question: Can we tune the strength of a mushroomlike material just by changing the angle of its filaments, without adding any tougher ingredients? The answer, it turns out, is yes.

    2 edible species, many tiny tests

    In our study, my team compared two familiar fungi. The first was the white button mushroom, whose tissue uses only thin filaments called generative filaments. The second was the maitake, also called hen-of-the-woods, whose tissue mixes in a second, thicker type of hyphae called skeletal filaments. These skeletal filaments are arranged roughly in parallel, like bundles of cables.

    After gently drying the caps and stems to remove any water, which can soften the material and skew the results, we zoomed in with scanning electron microscopes and tested the samples at two very different scales.

    First, we tested macro-scale compression. A motor-driven piston slowly squashed each mushroom while sensors recorded how hard the sample pushed back – the same way you might squeeze a marshmallow, only with laboratory precision.

    Then we pressed a diamond tip thinner than a human hair into individual filaments to measure their stiffness.

    The white mushroom filaments behaved like rubber bands, averaging about 18 megapascals in stiffness – similar to natural rubber. The thicker skeletal filaments in maitake measured around 560 megapascals, more than 30 times stiffer and approaching the stiffness of high-density polyethylene – the rigid plastic used in cutting boards and some water pipes.

    But chemistry is only half the story. When we squeezed entire chunks, the direction we squeezed in mattered even more for the maitake. Pressing in line with its parallel skeletal filaments made the block 30 times stiffer than pressing across the grain. By contrast, the tangled filaments in white mushrooms felt equally soft from every angle.

    A digital mushroom and twisting the threads

    To separate geometry from chemistry, we converted snapshots from the microscope into a computer model using a 3D Voronoi network – a pattern that mimics the walls between bubbles in a foam. Think of ping-pong balls crammed in a box: Each ball is a cell, and the walls between cells become our simulated filaments.

    We assigned those filaments by the stiffness values measured in the lab, then virtually rotated the whole network to angles of 0 degrees, 30 degrees, 60 degrees, 90 degrees and completely random.

    Horizontal (0 degrees) filaments flexed like a spring mattress. Vertical (90 degrees) filaments supported weight almost as firmly as dense wood. Simply tilting the network to 60 degrees nearly doubled its stiffness compared with 0 degrees – all without changing a single chemical ingredient.

    The researchers modeled structures with different fiber orientations to see which are the strongest: (a) represents a horizontal fiber orientation, (b) a 30-degree fiber orientation, (c) a 60-degree fiber orientation, (d) a vertical fiber orientation, and (e) a random fiber orientation.

    Basically, we found that orientation alone could turn a mushy sponge into something that stands up to serious pressure. That suggests manufacturers could make strong, lightweight, biodegradable parts – such as shoe insoles, protective packaging and even interior panels for cars – simply by guiding how a fungus grows rather than by mixing in harder additives.

    Greener materials – and beyond

    Startups already grow “leather” made from mycelium – the threadlike fungal network – for handbags, and mycelium foam as a Styrofoam replacement.

    Guiding fungi to lay their filaments in strategic directions could push performance much higher, opening doors in sectors where strength-to-weight ratio is king: think sporting goods cores, building-insulation panels or lightweight fillers inside aircraft panels.

    The same digital tool kit also works for metal or polymer lattices printed layer by layer. Swap the filament properties in the model, let the algorithm pick the best angles, and then feed that layout into a 3D printer.

    One day, engineers might dial up an app that says something like, “I need a panel that’s stiff north-south but flexible east-west,” and the program could spit out a filament map inspired by the humble maitake.

    Our next step is to feed thousands of these virtual networks into a machine learning model so it can predict – or even invent – filament layouts that hit a targeted stiffness in any direction.

    Meanwhile, biologists are exploring low-energy ways to coax real fungi to grow in neat rows, from steering nutrients toward one side of a petri dish to applying gentle electric fields that encourage filaments to align.

    This study taught us that you don’t always need exotic chemistry to make a better material. Sometimes it’s all about how you line up the same old threads – just ask a mushroom.

  • MIL-OSI Banking: Inflation increased to 2 percent in June 2025

    Headline inflation increased from 1.9 percent in May to 2 percent in June 2025, remaining below the lower bound of the medium-term objective range of 3 – 6 percent and was lower than the 2.8 percent recorded in June 2024. The marginal increase in inflation between May and June 2025 was mainly on account of the acceleration in the rate of annual price changes of a few categories of goods and services, notably Transport and Housing, Water, Electricity, Gas & other Fuels. Similarly, the 16 percent trimmed mean inflation and inflation excluding administered prices increased from 1.8 percent and 3.7 percent to 2 percent and 3.9 percent, respectively, between May and June 2025.

    Inflation for domestic tradeables decreased from 4.5 percent to 4.3 percent between May and June 2025, mainly on account of the deceleration in the rate of annual price changes of some food items in this category, including sorghum meal, white bread flour, and samp. Conversely, inflation for imported tradeables increased from 0.8 percent to 1.1 percent over the same period, mainly on account of the increase in the price of most alcoholic beverages and vehicles. Overall, all tradeables inflation increased from 1.8 percent to 2 percent between May and June 2025. Meanwhile, inflation for non-tradeables was unchanged at 2 percent in the same period.

  • MIL-OSI Security: Springfield Man Sentenced to 95 Months for Illegally Possessing Firearm

    SPRINGFIELD, Mo. – A Springfield, Mo., man was sentenced in federal court today for unlawfully possessing a firearm.

    Michael G. Caldwell, 37, was sentenced by U.S. District Court Judge Stephen R. Bough to 95 months in federal prison without parole, to be followed by three years of supervised release.

    Caldwell pleaded guilty to one count of possession of a firearm by a felon on Aug. 29, 2024.

    On April 2, 2024, officers with the Springfield Police Department conducted a traffic stop on a Dodge Charger driven by Caldwell. As the Charger slowed to pull over, officers observed Caldwell making furtive movements and reaching near the center console.

    The officers removed Caldwell from the vehicle and Caldwell physically resisted arrested. After a brief struggle, the officers were ultimately able to detain him. When detectives searched the Charger, they found a Ruger pistol between the center console and front passenger seat. Officers also seized $1,610 in cash from Caldwell.

    The Ruger pistol linked Caldwell to a shooting that occurred in the Springfield, Missouri area, on March 21, 2024, in that the shell casings from that shooting were a presumptive match to the shell casings from the Ruger seized from Caldwell. In addition, cell site data from a cell phone seized from Caldwell on April 2, 2024, confirmed that Caldwell’s cell phone was at the shooting.   

    Under federal law, it is illegal for anyone who is convicted of a felony to be in possession of any firearm or ammunition. Caldwell has prior felony convictions for robbery, possession of a controlled substance, and delivery of a controlled substance.

    This case was prosecuted by Assistant U.S. Attorney Stephanie Wan. It was investigated by the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Springfield, Mo., Police Department.

  • MIL-OSI Security: Kansas City Man Indicted for Possession with Intent to Distribute Cocaine

    KANSAS CITY, Mo. – Ramon Arambula, 44, was indicted by a federal grand jury for possession with intent to distribute cocaine.

    Today’s indictment alleges that on July 9, 2025, Arambula possessed cocaine with the intent to distribute. This charge stems from a vehicle stop conducted on a vehicle being operated by Arambula on July 9. After a drug detection K-9 gave a positive alert on the vehicle, officers recovered 5 brick-shaped packages that contained cocaine. The total amount of cocaine seized was approximately 5,892 grams.

    The charge contained in this indictment are simply accusations, and not evidence of guilt. Evidence supporting the charge must be presented to a federal trial jury, whose duty is to determine guilt or innocence.

    This case is being prosecuted by Assistant U.S. Attorney Megan A. Baker. It was investigated by the Drug Enforcement Administration with assistance from the Federal Bureau of Investigation, Kansas City Missouri Police Department, Missouri State Highway Patrol, Jackson County Drug Task Force and Cass County Sheriff’s Office.

    This prosecution was brought as a part of the Department of Justice’s Organized Crime Drug Enforcement Task Forces (OCDETF) Co-located Strike Forces Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations against a continuum of priority targets and their affiliate illicit financial networks. These prosecutor-led co-located Strike Forces capitalize on the synergy created through the long-term relationships that can be forged by agents, analysts, and prosecutors who remain together over time, and they epitomize the model that has proven most effective in combating organized crime.
