  • MIL-OSI Security: South Texas residents ordered to prison for human smuggling

    BROWNSVILLE, Texas – Two 35-year-old Brownsville residents have been sentenced for smuggling three illegal aliens in the trunk of a vehicle, announced U.S. Attorney Nicholas J. Ganjei.

    Ofelia Christine Monares and Michael Rosa pleaded guilty April 1.

    U.S. District Judge Rolando Olvera has imposed a 40-month term of imprisonment for Monares while Rosa received 25 months. Both must also serve one year of supervised release following their sentences.

    Both received upward adjustments or increases in their calculated sentencing guideline range for placing the life of the aliens in jeopardy. Monares also received a sentencing enhancement for being a supervisor of the criminal activity.

    At the time of their pleas, both Monares and Rosa admitted to knowingly smuggling three illegal aliens in the trunk of a Nissan Sentra.

    On Feb. 24, law enforcement observed several suspected illegal aliens walking along a dirt road near the Rio Grande River. The group climbed into the trunk of a Nissan Sentra which then fled at a high rate of speed. Authorities stopped the vehicle at the Highway 4 checkpoint and found three Vietnamese nationals in the trunk. All appeared dehydrated and were sweating profusely.

    Rosa was the driver. He said Victor Hugo Medrano-Medrano and Monares had recruited him, and that Medrano and Monares picked him up in a white Nissan Titan and drove him to the Sentra. Rosa said they were to pay him $10,000 to transport the aliens to a local convenience store in Brownsville.

    Video surveillance revealed the Titan crossing the checkpoint shortly after Rosa’s arrest. Authorities later located the Titan at the convenience store with Monares driving and Medrano in the passenger seat. 

    Monares said she was also to be paid – $500 – for every alien transported.

    Medrano-Medrano, 38, Brownsville, has also pleaded guilty and is set for sentencing in September. He remains in custody.

    Both Monares and Rosa have also have been and will remain in custody pending transfer to a Federal Bureau of Prisons facility to be determined at a later date. 

    Customs and Border Protection conducted the investigation. Assistant U.S. Attorney Angel Castro prosecuted the case.

  • MIL-OSI Security: KC Sex Offender Sentenced to 12 Years for Illegal Firearm

    KANSAS CITY, Mo. – A Kansas City, Mo. man was sentenced in federal court today for illegally possessing a firearm after officers found a firearm when they investigated him for driving while intoxicated.

    Bryan A. Bay, 35, was sentenced by U.S. District Judge Greg Kays to 12 years in federal prison without parole.  Bay’s sentence was ordered to run consecutive to a state sentence for endangering the welfare of a child.

    On Feb. 27, 2025, Bay pleaded guilty to one count of being a felon in possession of a firearm.

    On July 7, 2023, Independence, Mo. Police Department officers were dispatched to investigate a report that the occupants of a Chevrolet Silverado were passed out.  The officers contacted the occupants and identified Bay as the driver of the vehicle. Bay appeared to be under the influence of alcohol.  A computer check of Bay showed that he is a registered sex offender and on supervision through Missouri Probation and Parole for endangering the welfare of a child in the first degree and domestic assault in the second degree.  Officers located a Smith and Wesson, Model SD9, semi-automatic pistol.  The firearm was loaded with a 12-round magazine with one round in the chamber.

    On Oct. 4, 2023, Independence, Mo. Police Department officers were dispatched to a residence for an aggravated assault.  The victim reported that Bay, her ex-boyfriend, refused to leave her residence and threatened her.  She ran into the street to get away from Bay.  Her cousin saw her and got into his vehicle to get away from Bay, and Bay’s ex-girlfriend got into the passenger seat.  The victim reported that Bay opened the door where she was seated and pointed his 300 blackout AR-15 in the middle of her forehead. Investigators did not locate Bay and issued a pickup order for Bay.

    On Nov. 10, 2023, Kansas City, Mo. Police Department officers conducted a car check on a Kia, which was bearing a license plate that belonged to a Saturn.  Officers contacted Bay, who was standing between the Kia and his Chevrolet Silverado. Officers arrested Bay on a parole violation warrant and the stop order previously issued by the Independence, Mo. Police Department.

    Officers searched Bay’s Chevrolet Silverado and found approximately 5.49 grams of a crystal substance and 7.67 grams of a powder substance. Both substances tested positive for methamphetamine.  Officers also found an Anderson Manufacturing, Model AM-15, multi-caliber pistol.

    Under federal law, it is illegal for anyone who is convicted of a felony to be in possession of any firearm or ammunition.  Bay has two prior felony convictions for tampering with a motor vehicle and possession of a controlled substance and prior felony convictions for domestic assault, unlawful use of a weapon, and endangering the welfare of a child.  Bay’s conviction for endangering the welfare of a child requires him to register as a sex offender.

    This case was prosecuted by Special Assistant U.S. Attorney Jessica L. Jennings. It was investigated by the Independence, Missouri Police Department and the Kansas City, Missouri Police Department.

  • MIL-OSI Security: Utah Man Indicted for First Degree Murder After Allegedly Killing Another Man with a Bow and Arrow

    SALT LAKE CITY, Utah – A federal grand jury in Salt Lake City returned an indictment today charging a Northeastern Utah man with first degree murder after he allegedly killed another man with a bow and arrow last month.

    Leroy Casper Poowegup Reed, 42, of Whiterocks, Utah, was charged by complaint on June 27, 2025, and ordered detained by a U.S. Magistrate Judge.  

    According to court documents, on June 26, 2025, officers from the Bureau of Indian Affairs and the Uintah County Sheriff’s Office responded to a 911 call from an individual who reported a possible vehicle accident in the Whiterocks community. It was reported that an individual was inside the vehicle unconscious and not breathing, with an arrow sticking out of him. Officers at the scene observed a black GMC pickup with the sole occupant/victim inside. The victim had an arrow pierced into his neck just above the collar bone. Officers concluded he was deceased.

    As alleged in court documents, officers located a male individual on a porch of a residence, who was yelling at law enforcement. Officers also found blood on the road in front of the residence. The resident on the porch was identified as Reed and was taken into custody. Officers also located and seized a bow and arrows, and other items. Law enforcement obtained surveillance video of the incident, which showed a black GMC truck pull up and park. The victim exited the truck and walked towards Reed’s residence. Reed was then observed walking across the driveway with a bow and arrow drawn. The victim put his hands up and the video showed Reed move closer to the victim and then release an arrow, which hit the victim in the neck above the collar bone. The victim turned and walked back to his truck and Reed turned and walked towards his residence. The arrows seized from Reed’s residence match the arrow found in the victim.

    Reed is charged with murder in the first degree while within Indian Country. His initial appearance on the indictment is scheduled for July 17, 2025, at 2:00 p.m. in courtroom 8.4 before a U.S. Magistrate Judge at the Orrin G. Hatch United States District Courthouse in downtown Salt Lake City.

    Acting United States Attorney Felice John Viti for the District of Utah made the announcement.

    The case is being investigated jointly by the Bureau of Indian Affairs, the Uintah County Sheriff’s Office and the FBI Salt Lake City Field Office’s Vernal Resident Agency.

    Assistant United States Attorneys Sam Pead and Victoria K. McFarland of the U.S. Attorney’s Office for the District of Utah are prosecuting the case.

  • MIL-OSI Security: Spokane man pleads guilty to drug charges

    GREAT FALLS – A Spokane, Washington man accused of possessing controlled substances admitted to charges today, U.S. Attorney Kurt Alme said.

    The defendant, Nicholas Benton Severns, 36, pleaded guilty to one count of possession with intent to distribute controlled substances. Severns faces a mandatory minimum term of imprisonment of 5 years to 40 years, a $5,000,000 fine, and at least 4 years of supervised release.

    Chief U.S. District Judge Brian M. Morris presided and will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing has been set for November 12, 2025. Severns was released on conditions pending further proceedings.

    The government alleged in court documents that in 2023, Blackfeet Law Enforcement Services saw a white Chevy Malibu leave a known drug house in Browning and stopped it for speeding. The officer ran the driver through dispatch and determined he had no driver’s license, no insurance, and had a warrant for his arrest from Washington. Nicholas Severns, the passenger in the vehicle, and had an expired license.

    As the traffic stop progressed, two other officers arrived and informed the driver and Severns they were going to run drug canine around the car. During a subsequent routine pat down for weapons, law enforcement saw a piece of foil used for smoking narcotics and arrested the driver and Severns. Both were searched incident and officers found a baggie of meth on the driver and burnt blue fentanyl on Severns. The car was sniffed, the canine indicated, and a state search warrant was obtained. During the search, law enforcement located 708 fentanyl pills in a fanny-pack belonging to Severns. During a subsequent interview, Severns admitted to dealing drugs, including dealing fentanyl in Browning.

    The U.S. Attorney’s Office prosecuted the case. The DEA and Blackfeet Law Enforcement Services conducted the investigation.

    BEIJING, July 16 — Chinese Premier Li Qiang on Wednesday presided over a State Council executive meeting that studied the implementation of key policy measures aimed at strengthening domestic economic circulation and reviewed measures to enhance the regulation of market order in the new energy vehicle (NEV) sector.

    The meeting emphasized the need to advance the special initiatives to boost consumption, improve trade-in policies for consumer goods, and provide diversified services that meet various consumption needs of residents.

    It called for efforts to expand investment in new quality productive forces and emerging services to fully unleash the potential of domestic demand.

    During the meeting, a briefing was heard on the preliminary rectification of problems identified in the audit of the implementation of the 2024 central budget and other fiscal revenues and expenditures.

    To spur the high-quality development of the NEV sector and curb irrational competition, the meeting called for stronger regulation of market order, strengthening cost survey and price monitoring, and improving long-term mechanism on regulated competition.

    It also reviewed and approved a draft regulation on the entry and exit of foreigners.

  • MIL-OSI China: Israel strikes Syrian presidential palace area, army HQ in Damascus

    Israeli warplanes intensified their air campaign across southern Syria on Wednesday, striking the Syrian Army General Command headquarters and the presidential palace area in central Damascus.

    The Syrian health authorities said one civilian was killed, and 18 others injured in the strikes on the capital, which included at least five separate air raids targeting central Damascus. Footage aired on local TV showed smoke billowing from Umayyad Square, where the army’s main command building is located.

    The Syrian Observatory for Human Rights said parts of the headquarters and the defense authorities were destroyed, and additional strikes hit buildings in the upscale al-Malki neighborhood and near the Tishreen Palace. The fate of senior officials inside the facilities remained unknown.

    An Israeli military spokesperson confirmed the operation, saying that “the military headquarters in Damascus is the location from which Syrian regime commanders direct combat operations and deploy regime forces to the Sweida area.”

    In a statement, the spokesperson added that also “a military target in the area of the Syrian regime’s presidential palace in Damascus was struck.”

    In southern Syria, Israeli strikes also targeted government forces’ convoys and positions in Sweida province, killing at least three senior officers in the village of al-Majimer, according to the observatory. Earlier raids in the region had killed at least seven others, bringing the total toll among government forces to 10.

    Additional air raids late Wednesday struck multiple locations in and around Daraa city, including the governor’s palace, the military intelligence branch, and the civil registry office, the observatory said. Further strikes hit the 189th regiment in Jabab and the 132nd brigade west of Daraa, prompting ambulances to rush to the scene.

    In the Damascus countryside, Israeli jets also bombed the town of al-Kiswah, though no casualties were immediately reported.

    The strikes came after the collapse of a ceasefire between Syrian government forces and armed Druze groups in Sweida, the heartland of the Druze community in Syria. The war monitor said at least 248 people have been killed in the area since Sunday.

    The Druze are a religious and ethnic minority originating from Islam, living primarily in Syria, Lebanon, and Israel, with smaller communities in Jordan and elsewhere.

    Israel carried out several waves of strikes in Damascus and Sweida, with the stated aim of preventing the Druze minority from being harmed.

    Libraries, fire stations and care homes in local communities will benefit from cheaper energy bills as Great British Energy delivers on the government’s clean energy superpower mission to make working people and their communities better off. 

    Great British Energy, the government’s publicly-owned clean energy company, has awarded mayoral authorities a share of £10 million in grant funding to roll out clean energy projects at the centre of communities – including rooftop solar on Merseyside care homes and on leisure centres and libraries in Yorkshire.  

    These grants will mean that the community services and institutions that working people use will be able to save on their electricity bills and spend more money on the frontline services that strengthen local communities and boost local economic growth.  

    It is estimated that these schemes could produce a total of around £35 million of lifetime savings on energy bills, while improving energy security and creating good jobs.   

    As well as solar panels on public buildings, the grants will pay to install batteries for community buildings in areas including Greater Manchester and West Yorkshire, so they can store renewable energy and use it later. The grants will also fund EV chargers in Greater Manchester, to make it easier for drivers to benefit from cheaper to power electric vehicles.   

    Great British Energy is already cutting energy bills for public services, with solar panels already installed on 11 schools as part of plans to roll out the panels on around 200 schools and 200 hospitals in England. 

    The government’s clean energy superpower mission will protect billpayers, create jobs and bring greater energy security through delivering clean power by 2030. Great British Energy will accelerate this by developing, investing and building clean energy projects across the UK.

Projects in York and North Yorkshire are estimated to bring around £4 million in lifetime bill savings, they include solar panels to help power an Edwardian swimming pool in York and leisure centres in Whitby, Ripon and Thirsk. 

    It follows the government’s announcement in March to award £180 million of funding for schools and hospitals to install rooftop solar, marking the first major project for Great British Energy – a company owned by the British people, for the British people. This could see millions invested back into frontline services, targeting deprived areas, with lifetime bill savings for schools and the NHS sites of up to £400 million over the next 30 years.

    WASHINGTON – U.S. Senators John Cornyn (R-TX) and Ted Cruz (R-TX) released the following statements on their provision to consider moving the Space Shuttle Discovery from Virginia to its rightful home near the National Aeronautics and Space Administration’s (NASA) Johnson Space Center (JSC) in Houston getting signed into law by President Trump in the One Big Beautiful Bill Act:

    “Houston has long been the cornerstone of our nation’s human space exploration program, and it’s overdue for Space City to receive the recognition it deserves by bringing the Space Shuttle Discovery home,” said Sen. Cornyn. “I am glad to see this provision become law as part of the One Big Beautiful Bill and look forward to welcoming Discovery to Houston and righting this egregious wrong.”

    “Houston has long stood at the heart of America’s human spaceflight program, and this legislation rightly honors that legacy,” said Senate Committee on Commerce, Science, & Transportation Chairman Cruz. “It ensures that any future transfer of a flown, crewed space vehicle will prioritize locations that have played a direct and vital role in our nation’s manned space program, making Houston, Texas, a leading candidate. Bringing such a historic space vehicle to the region would underscore the city’s indispensable contributions to our space missions, highlight the strength of America’s commercial space partnerships, and inspire future generations of engineers, scientists, and pioneers who will carry our legacy of American leadership in space.”

     Background:

    The Senators’ provision will result in consideration of the Space Shuttle Discovery moving from Virginia to its rightful home near NASA’s JSC in Houston.

    Mission Control at NASA’s Johnson Space Center led all of the space shuttle flights throughout the program’s history, and the astronauts who flew aboard the shuttles lived and trained in the area Houston. Four space shuttles were retired from NASA in 2010, and one of them was expected to go on display in the Space City. Congress stated in the NASA Authorization Act of 2010 that the four space shuttles were to be given to states with a “historical relationship with either the launch, flight operations, or processing of the Space Shuttle orbiters or the retrieval of NASA-manned space vehicles, or significant contributions to human space flight.” Unfortunately, this directive was unlawfully ignored by the Obama administration, who played politics to keep Houston from getting one of the shuttles. Notably, the administration gave one of the four shuttles to New York City, which has not made any major contributions to the nation’s history of space exploration and is not home to a NASA center—unlike Houston. The Space Shuttle Discovery should be transferred to Houston. This legislation would authorize the movement of the Space Shuttle Discovery from the Smithsonian’s National Air and Space Museum’s Steven F. Udvar-Hazy Center in Virginia to an entity near the JSC in Houston.

    Additional space-related provisions led by Sen. Cornyn, including the Mission to Modernize Astronautic Resources (MARS) for Space Act, nearly $10 billion in NASA funding for programs at JSC, funding for National Aeronautics and Space Administration’s (NASA) Artemis program, and resources to support the International Space Station (ISS), were also signed into law as part of this legislation on July 4, 2025.

  • MIL-OSI New Zealand: Tourism – Southern Discoveries puts new emergency survival equipment to the test

    Southern Discoveries has become the first tourism company in Milford Sound to be AF8-ready with specialist emergency survival equipment.

    The longest-running Milford Sound cruise operator has fitted out its entire fleet of vehicles, including five coaches seating up to 250 people, with survival gear specifically designed for major earthquake events.
     
    And the initiative has already got the attention of tourism trade partners.
     
    Yesterday, Southern Discoveries’ coach team and senior managers attended a simulated training exercise near Queenstown to familiarise themselves with the life-saving gear they may need in an emergency situation. The drill at Wilson’s Bay saw staff simulate realistic earthquake scenarios, practising shelter setup and testing rescue tools with the new equipment.
     
    The specialist survival equipment has been supplied by Christchurch-based company The Survival Co., whose owner Peter Gillman was on-site during yesterday’s training exercises.
     
    Gillman says Southern Discoveries’ investment in such an extensive range of survival and medical gear puts them ahead of others in the industry.
     
    “Southern Discoveries is the first tourism operator to take this level of equipment from The Survival Co.,” he says. “They’ve taken the approach that if you’re going to do it, you should do it properly, and that’s exactly what’s been achieved.”
     
    The Survival Co. created a tailor-made package for the company, considering the additional challenges of remote locations like Milford Sound.
     
    “We looked at the scenarios people might find themselves in and what particular hazards exist in these areas. This gear provides an opportunity to keep people safe and comfortable during an emergency situation until help arrives.”
     
    Each of Southern Discoveries’ five coaches is now equipped with long-life food supplies, bottled water, purification tablets, emergency shelter, headlamps, waterproof ponchos, survival blankets, personal hygiene items, and stretchers. The gear also includes four-person survival self-rescue backpacks, enabling passengers and drivers to evacuate safely if required, plus satellite communication devices with SOS and two-way texting capabilities to maintain contact in remote areas.
     
    Survival packs will be placed in nine company vehicles and all coaches will carry Heartshine Samaritan AEDs (Automated External Defibrillators) for immediate medical response capabilities. Grab-and-go packs have been placed in staff housing in Milford Sound.
     
    Southern Discoveries CEO Kerry Walker says the delivery of the gear aligns with the company’s goal of continuously improving and ensuring safety for guests and staff at all times.
     
    “We operate in a region with significant seismic risks, so it’s our responsibility to be prepared for any eventuality. This equipment provides genuine peace of mind for our staff, guests, and the local community,” Walker explains.
     
    The proactive safety initiative has already received strong support from Southern Discoveries’ international trade partners, particularly agents from the United States and Japan, who value the company’s commitment to safety standards.

  • MIL-OSI United Nations: From diamonds to dirt: Sierra Leone youth bring land back to life

    But now, parts of the land have been restored. Crops are beginning to flourish and bees are buzzing around once again.

    The people responsible for this change are a hodgepodge group – former taxi drivers and miners, people who barely finished secondary school and some with higher education degrees. The unifying factor? Most have youth on their side.

    There is life beyond mining [but] we all grew up with the mentality that diamond is the only solution,” said Sahr Fallah, chairman of the Youth Council in Kono.

    Over 44 percent of the 1.3 billion people aged 15-24 are employed in agrifood systems. However, this group often does not have the same access to resources as older generations. Moreover, they are sidelined in the conversations which might change this systemic exclusion.

    A lot of the time, what we find is that young people are included in policy processes but it is a little bit tokenistic. They don’t feel like their voice really matters,” said Lauren Phillips, a deputy director at the Food and Agriculture Organization (FAO).

    Decent work = economic growth

    The High-Level Political Forum on Sustainable Development in New York has been convened this week and next, to discuss progress – or lack thereof – towards the globally agreed Sustainable Development Goals (SDGs), one of which guarantees decent work for all.

    Despite this commitment, over half of the global workforce remains in informal employment, according to the Secretary-General’s report on the SDGs released Monday. This means that they do not have adequate social or legal protections.

    Decent work must be at the heart of macroeconomic planning, climate and diesel transitions and social recovery strategies,” said Sangheon Lee, director of employment policy at the International Labor Organization (ILO).

    Don’t ignore youth

    Like other vulnerable groups, young people face unique challenges in the agrifood sector. Specifically, they often lack land rights and will struggle to act collectively to protect their interests.

    “If you are not looking at data with a lens of age or gender, you are actually missing part of the story,” Ms. Phillips said.

    Among these assets are land titles – which the elderly may be reluctant to pass down because of insufficient social protections. Youth also are less able to access credit so they can invest in themselves and their families.

    Betty Seray Sam, one of the young farmers in Kono, said that her family never used to come to her when they were going through a crisis – they knew that she had no money and a child to support.

    But now, through an agricultural job in Kono, she can support her family during times of crisis.

    This project has had a rippling effect for the youth in terms of not only improving their livelihoods but also the livelihoods of their families,” said Abdul Munu, president of Mabunduku, a community-based farmer’s organization in Kono.

    Bee a farmer

    Providing training to young people in agrifood systems is absolutely essential to ensure that they can practice sustainable agriculture.

    In Chegutu, Zimbabwe, FAO has helped establish Bee Farmers Schools where young people are taught how to support apiaries through hands-on training activities.

    “The idea is that one of the apiaries can be turned into a classroom where youth from different parts of a district can come just like a school,” said Barnabas Mawire, a natural resource specialist at FAO.

    This training has helped support local youth beekeepers to move beyond local and small-scale honey production to a fully-fledged business model that has the potential to not just fight poverty but actually create local wealth.

    Evelyn Mutuda, the young entrepreneurs representative in Chegutu, aspires to plant Jacaranda trees which she says will improve the quality of the bees’ honey and enable the beekeepers to export beyond local markets.

    “We want to maximize all the profits so we can become better and bigger,” Ms. Mutuda said.

    From Facebook to TikTok

    Being able to form labour associations is one of the key factors of decent work. This sort of collective action is even more important for youth in agrifood who often lack the social capital to enact real policy change.

    “Young people are just starting out, making bonds within their group but also with people outside of their group. Those bonds are important…because there is power in numbers,” Ms. Phillips said.

    She also noted that young people are forming these bonds across geographic distances, often by using technology. Agrifood influencers on Instagram and TikTok, for example, are increasingly shaping conversations about the sector.

    Ms. Phillips also noted that it is important to think of collective action for youth as intergenerational.

    “While the report is focused on young people, it’s not ignorant of the fact that young people live in families…There is a lot which talks about the need for solidarity between generations,” Ms. Phillips said.

    Youth optimism

    The next generation will be the stewards of the food we eat, so integrating them into that system now is essential for future food security and sustainability.

    Many youth integrate tradition with innovation, creating sustainability and community resilience,” said Venedio Nala Ardisa, a youth representative at the Asia Indigenous Peoples Pact, at an online side event during the high-level forum.

    Angeline Manhanzva, one of the beekeepers in Chegutu, said that the opportunity to become a beekeeper changed her life. One day, she dreams of owning her own bee farm.

    “I will be an old person who has so much wealth and is able to buy her own big land to keep my hives and process my own honey.”

  • MIL-OSI United Nations: Killing of Civilians in Gaza Waiting in Line for Humanitarian Aid Must End, Relief Chief Tells Security Council, Urging Return to UN-Led Delivery Mechanism

    As civilians lining up for humanitarian aid in Gaza are being killed, speakers in the Security Council today urged Israel to lift restrictions on aid operations in the Strip, called for a return to United Nations-led delivery mechanisms, and stressed the urgent need for both the release of hostages and a ceasefire.

    “Gaza’s soaring humanitarian needs must be met without drawing people into a firing line,” said Tom Fletcher, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator.  He recalled General Assembly resolution 46/182, adopted in 1991, which laid the groundwork for modern international humanitarian assistance by establishing a framework and guiding principles — humanity, impartiality, neutrality, and independence — for the UN’s role in coordinating humanitarian efforts during emergencies. 

    Israel, as the occupying Power, is obligated to ensure that people have food and medical supplies, he said, adding:  “But that is not happening.  Instead, civilians are exposed to death and injury, forcible displacement, stripped of dignity.”  He went on to urge Council members to consider whether Israel’s rules of engagement incorporate all feasible precautions to avoid and minimize civilian harm, in all circumstances.  This means verifying targets, giving effective advance warnings, carefully choosing tactics and weapons, and canceling or suspending an attack if it would cause disproportionate civilian harm, he said.

    Number of Aid Trucks Currently Allowed into Gaza ‘Drop in the Ocean’ 

    Between 19 May and 14 July, only 1,633 trucks — or 62 per cent of the roughly 2,600 submitted to the Israeli authorities and 74 per cent of those approved for entry — reached the Kerem Shalom and Zikim crossings.  “To be clear, this is a drop in the ocean of needs, compared to the average of 630 truckloads, that entered daily” during an earlier ceasefire, he said. The ceasefire proved what’s possible.  It’s time to return to those levels without delay.

    Turning to recent remarks by Israel’s Defence Minister about moving Palestinians into a “humanitarian city”, he said the proposal to forcibly displace Palestinians to a designated zone near Rafah is “not humanitarian”, underscoring the need to protect civilians wherever they are, release all hostages held by Hamas, allow humanitarian aid at scale and ensure the safety of humanitarian workers.  “You owe that to Israeli and Palestinian civilians, to the last hopes of a sustainable peace, and to the UN Charter,” he said, calling for a ceasefire.

    Today’s meeting was called by Denmark, France, Greece, Slovenia and the United Kingdom, following abhorrent reports of human suffering in the Occupied Palestinian Territory, including killings at aid distribution sites operated by the Gaza Humanitarian Foundation — a non-UN mechanism established with support from Israel and the United States.  Between 27 May and 7 July, the Office of the United Nations High Commissioner for Human Rights (OHCHR) recorded the killings of 798 Palestinian civilians — including children — desperate to find food, at or near distribution sites and humanitarian convoys.

    International Community Failing Gaza’s Children

    “Among the survivors was Donia, a mother seeking a lifeline for her family after months of desperation and hunger,” said Catherine Russell, Executive Director of the United Nations Children’s Fund (UNICEF).  Donia’s 1-year-old son, Mohammed, was killed in the attack after speaking his first words just hours earlier.  The mother was lying critically injured in a hospital bed, clutching her son’s tiny shoe. “No parent should experience such a horrific tragedy,” she said.

    “The simple truth is that we are failing Gaza’s children,” she said, noting that child malnutrition in Gaza has surged 180 per cent since February, with nearly 6,000 cases in June.  Most households lack safe water, fueling disease outbreaks — waterborne illnesses now make up 44 per cent of medical consultations.  Hospitals are overwhelmed, short on medicine and fuel, and emergency care is collapsing.  At least 12,500 patients, including many children, need urgent medical evacuation, but few are being accepted abroad.  “History will judge this failure harshly,” she warned, adding:  “And the children will judge it too.” 

    She implored that UNICEF and its humanitarian partners be allowed to do their jobs.  “We have proven that essentials like medicine, vaccines, water, food, and nutrition for babies can reach those in need, wherever they are, when we have appropriate access,” she said, calling for an urgent return to the functioning UN-led aid pipeline with safe and sustained humanitarian access through all available crossings.

  • MIL-OSI Security: Lead Defendant in Multistate Car Theft Ring Pleads Guilty

    DAYTON, Ohio – The lead defendant in a $1.5 million chop shop conspiracy pleaded guilty in U.S. District Court. 

    Kahrese Tracey Scott Lee, 28, of Cincinnati, pleaded guilty to conspiring to transport stolen vehicles in interstate commerce and to knowingly operating a chop shop. He faces up to 15 years in prison.

    According to court documents, between at least October 2023 and October 2024, Lee, who is also known as “Reese Lee” and “Bennett Jones,” knowingly worked with others to orchestrate an interstate stolen car ring. The defendant operated a garage in Dayton and received dozens of stolen vehicles. For example, during May 2024 alone, Lee’s Dayton chop shop housed within it more than half a million dollars in stolen cars and vehicle parts.

    Lee often disassembled stolen vehicles and removed their parts for resale or for placement in another vehicle. He both received and traded or sold vehicles out of state.

    On occasion, Lee also stole vehicles himself or worked with others to do so. During one planned theft incident, Lee and others traveled from Ohio to Indiana, where they stole three vehicles valued at more than $200,000 total from an auto lot.

    Law enforcement ultimately discovered Lee and others in possession of the stolen vehicles in Alabama, where Lee planned to establish a new garage. Officers confiscated the cars and returned them to the Indiana dealership that owned them.

    Lee and his accomplices had placed a tracking device on one of the stolen cars and tracked it back to Indiana. Lee traveled back to the Indiana dealership and attempted to steal the vehicle again; however, law enforcement apprehended him as he attempted to do so.

    Lee and six others were charged by a federal indictment in November 2024.

    Kelly A. Norris, Acting United States Attorney for the Southern District of Ohio; Elena Iatarola, Special Agent in Charge, Federal Bureau of Investigation (FBI), Cincinnati Division; and Dayton Police Chief Kamran Afzal announced the guilty plea entered on July 11 before Senior U.S. District Judge Walter H. Through increased cooperation between UK and German law enforcement bodies we are expanding efforts to tackle people smuggling and bring criminal networks to justice. In the last 18 months the NCA has worked with partners across Europe to seize more than 600 boats and engines, with this change expected to drive that number up further.

    It will also complement bolstered UK efforts to smash the criminal gangs responsible for dangerous, illegal journeys to the UK via small boats, through the game-changing pilot returns agreement reached with France last week, and the continued work upstream of the Border Security Command to disrupt and deter criminal smuggling networks.  

    The new Treaty will detail closer collaboration on issues ranging from migration and security to business, commercial and infrastructure links. This joint commitment to pursue a range of ambitious projects demonstrates how closer partnerships with our trusted allies will help deliver the Prime Minister’s Plan for Change. 

    Prime Minister Keir Starmer said:

    “Chancellor Merz’s commitment to make necessary changes to German law to disrupt the supply lines of the dangerous vessels which carry illegal migrants across the Channel is hugely welcome. As the closest of allies, we will continue to work closely together to deliver on the priorities that Brits and Germans share.”

    Deepening our security and defence cooperation is also high on the agenda, with the leaders set to discuss their strong shared support for Ukraine. 

    Building on the landmark Trinity House Agreement on Defence signed in October, the leaders will unveil a new agreement to boost world-class UK defence exports such as Boxer armoured vehicles and Typhoon jets, with the two countries set to pursue joint export campaigns for jointly produced equipment. The agreement is likely to lead to billions of pounds additional defence exports in the coming years – excellent news for the UK economy and thousands of highly skilled defence industrial workers. 

    The leaders are also set to make a new commitment to deliver their new Deep Precision Strike capability in the next decade. The rapid development of this capability will safeguard the British public and reinforce NATO deterrence, while boosting the UK and European defence sectors through significant industrial investment. The new capability is set to have a range of over 2,000 km, and will be among the most advanced systems ever designed by the UK. 

    The Treaty also includes the establishment of a new UK-Germany Business Forum in order to improve business and investment relationship between the UK and Germany, with trade between the two countries already accounting for 8.5% of all UK trade and supporting almost 500,000 jobs. This is further illustrated by a series of commercial investment announced today worth more than £200 million and creating more than 600 new jobs. 

    One such example is German defence tech company, STARK, which has announced a landmark investment in the UK, marking its first production expansion outside of Germany. The move will create over 100 highly skilled jobs in the UK within the first year, including through STARK’s new 40,000 square feet facility in Swindon.

    Mike Armstrong, Managing Director of STARK UK, said: 

    “The UK and Germany are world-leaders in new technology that will define the battlefields of the future. We need rapid and scalable production to protect our people, defend our sovereignty and deter aggression. That means resilient supply chains stretching across Europe.

    • Conversational AI firm Cognigy plans to invest £50 million in the UK, expanding its team from 13 to 150.
    • AI ESG platform osapiens plans to invest £30 million in the UK, creating 150 high-skilled jobs.
    • Siemens Energy is creating 200 new jobs as well as 100 new apprentices and graduates starting this autumn.
    • Venture Capital fund, HV Capital, has the ambition to deploy around £150 million in the UK as part of their next fund generation.

  • MIL-OSI Security: Two Tren De Araqua Associates Plead Guilty to Bank Theft

    JACKSON, MS – Two individuals with ties to the Venezuelan organized crime syndicate Tren de Araqua pleaded guilty to bank theft, announced Acting U.S. Attorney Patrick A. Lemon of the Southern District of Mississippi and FBI Special Agent in Charge Robert A. Eikhoff.

    According to court documents and statements made in open court, Jesus Rene Cabrera Tobias, 25 and Darwin Javier Delgado, 46, pleaded guilty after being indicted by a federal grand jury for bank theft. On August 8, 2024, Tobias and Delgado stole $21,500 from an ATM machine in Enterprise, Mississippi by hacking the ATM operating system and disabling the ATM security features by installing a foreign device that allowed them to assume control of the ATM.

    Surveillance footage recovered by FBI on the night of the theft captured Tobias unlock the ATM and open the machine to access the internal system that controlled the ATM operating system and security features. The footage showed that after manipulating the ATM, Tobias returned to their vehicle and retrieved a small electronic device to install within the ATM. After a brief period of manipulating the ATM using the small electronic device, the ATM then emptied by continuously producing United States currency from the cash tray. Tobias collected the cash as it was disbursed from the ATM and transferred it to another individual in the vehicle.

    Investigators identified the suspect vehicle and its owner through the surveillance footage. The registered owner of the vehicle was Delgado. Surveillance footage from a nearby store captured Tobias and Delgado traveling in the suspect vehicle and shopping within the store.

    The suspect vehicle was stopped the next day in Texas by officers with the Texas Department of Public Safety. Delgado and Cabrera were found in the vehicle and arrested. Two cell phones and clothing matching the clothing worn during the bank theft operation were recovered from the suspect vehicle upon execution of a search warrant. A forensic examination of the cellular phones contained photographs and videos from the instant offense, including multiple videos of the defendants manipulating other ATMs and withdrawing cash. The forensic examination also showed that the photographs and videos taken during the theft contained metadata placing the defendants at the scene of the crime. The ATM hard drive was forensically examined by FBI and was shown to have been compromised with malware that disabled the ATM security features.

    Tobias and Delgado are citizens of Venezuela. During the investigation, Investigators discovered that Tobias and Delgado committed the theft in coordination with members of the transnational criminal organization Tren de Araqua from Venezuela.

    “Today’s announcement sends a clear message: Tren de Aragua transnational criminal operations will not be tolerated and the FBI will aggressively pursue TdA’s scourge of criminal activity. Tobias and Delgado brazenly tampered with ATM machines defrauding banks and the American people,” said FBI Special Agent in Charge Robert A. Eikhoff. “These guilty pleas underscore the FBI’s commitment in collaboration with our state and federal partners in identifying, pursuing, disrupting, and dismantling organized crime syndicates, ultimately eradicating TdA’s presence and influence in the U.S.”

    Tobias is scheduled to be sentenced on September 10, 2025. Delgado is scheduled to be sentenced on October 7, 2025. Tobias and Delgado face a maximum sentence of ten years imprisonment followed by possible deportation. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The FBI investigated the case with assistance from the Clarke County Sheriff’s Office, Meridian Police Department, Decatur Police Department, Enterprise Police Department, and the Texas Department of Public Safety.

    Assistant U.S. Attorneys Samuel Goff and Brett Grantham are prosecuting the case.

    WASHINGTON, D.C. — Today, on the heels of another harsh heat wave across California, U.S. Senator Alex Padilla (D-Calif.) and Representative Judy Chu (D-Calif.-28) joined union workers from the United Farm Workers (UFW), American Federation of State, County and Municipal Employees, and United Steelworkers to announce their bipartisan, bicameral legislation to implement federal enforceable workplace heat stress protections.

    Co-leads of the legislation include U.S. Senators Edward J. Markey (D-Mass.) and Catherine Cortez Masto (D-Nev.), and Representatives Robert C. “Bobby” Scott (D-Va.-03), Ranking Member of the House Committee on Education and Workforce, and Alma Adams (D-N.C.-12).

    To address the increasing risks from extreme temperatures, the lawmakers introduced the Asunción Valdivia Heat Illness, Injury, and Fatality Prevention Act, legislation to protect the safety and health of indoor and outdoor workers who are exposed to dangerous heat conditions in the workplace. The legislation would protect workers against occupational exposure to excessive heat by requiring the Occupational Safety and Health Administration (OSHA) to establish an enforceable federal standard to protect workers in high-heat environments with commonsense measures like paid breaks in cool spaces, access to water, limitations on time exposed to heat, and emergency response for workers with heat-related illness. The bill also directs employers to provide training for their employees on the risk factors that can lead to heat illness and guidance on the proper procedures for responding to symptoms.

    The bill is named in honor of Asunción Valdivia, who died in 2004 after picking grapes for 10 hours straight in 105-degree temperatures. Mr. Valdivia fell unconscious, but instead of calling an ambulance, his employer told Mr. Valdivia’s son to drive his father home. On his way home, he died of heat stroke at the age of 53.

    “Asunción Valdivia’s death was completely preventable, yet his story is sadly not unique. As the planet continues to grow hotter, there is still no federally enforceable heat safety standard for workers. That’s not just dangerous for the farm workers and construction workers who work all day outside in the sun — it’s also dangerous for the factory and restaurant workers in boiling warehouses and kitchens,” said Senator Padilla. “Every family deserves to know that even on the hottest day, their loved one will come back home. A national heat safety standard would provide that peace of mind and finally give workers the safety they deserve.”

    “Even as heat waves become more frequent, longer-lasting, and more severe, red state politicians are rolling back heat protections and child labor protections across the country. It’s not rocket science—you cannot be pro-worker if you are anti-heat protection,” said Senator Markey. “Our legislation would provide workers with basic, effective protections: access to water, access to shade, time limits on high heat exposure, and procedures for emergency medical response. Every worker deserves to know when they clock in that they will return home safe at the end of their shift.  The thermometer is rising and the clock is ticking. Republicans want to sacrifice working Americans. Let’s save our workers instead.”

    “From farmhands to construction workers, America’s essential workforce is doing important work while under extreme heat conditions,” said Senator Cortez Masto. “Temperatures continue to reach record highs in Nevada and across the United States. We must act now to protect our communities’ vital workers.” 

    “As we continue to experience record-breaking summer heat waves, we’re also seeing a distressing increase in cases of workers collapsing and even losing their lives due to excessive heat. I will never forget people like Asunción Valdivia or Esteban Chavez Jr., who passed away in Pasadena, California in 2022 after a day of delivering packages in 90-degree heat in a truck without air conditioning. Unfortunately, their tragic deaths were entirely preventable,” said Representative Chu. “Whether on a farm, driving a truck, or working in a warehouse, workers like Asunción and Esteban keep our country running while enduring some of the most difficult conditions—often without access to water or rest. To protect our workforce and save lives, we must pass this bill into law and establish comprehensive and enforceable federal standards addressing heat stress on the job.”

    “This summer, Americans across the country are grappling with some of the hottest temperatures on record. Yet workers in this country still have no legal protection against excessive heat—one of the oldest, most serious, and most common workplace hazards. Heat illness affects workers in our nation’s fields, warehouses, and factories, and climate change is making the problem more severe every year,” said Ranking Member Scott, House Committee on Education and Workforce. “This legislation will require OSHA to issue a heat standard on a much faster track than the normal OSHA regulatory process. I was proud to advance this important bill in 2022, and I urge Chairman Walberg and Committee Republicans to do so again this Congress. Workers deserve nothing less, particularly as heat-related illnesses and deaths rise.”

    “As we face record temperatures, it has never been more important that we protect our workers facing extreme heat in the workplace,” said Representative Adams. “Last year, a North Carolina postal worker Wendy Johnson lost her life to heat illness after spending hours in the back of a postal truck on a 95-degree day with no air conditioning. Her death was entirely preventable, and Wendy should still be with us today. I’m proud to introduce this bill so we can honor her memory and ensure every worker has the protections from extreme heat that Wendy deserved.” 

    According to the National Oceanic and Atmospheric Administration (NOAA), 2024 was the warmest year on record for the United States. The past decade, including 2024, was the hottest on record, marking a decade of extreme heat that will only get worse. Heat-related illnesses can cause heat cramps, organ damage, heat exhaustion, stroke, and even death. Between 1992 and 2017, heat stress injuries killed 815 U.S. workers and seriously injured more than 70,000. The Washington Center for Equitable Growth estimates hot temperatures caused at least 360,000 workplace injuries in California from 2001 to 2018, or about 20,000 injuries a year. The failure to implement simple heat safety measures costs U.S. employers nearly $100 billion every year in lost productivity.

    From 2011-2020, heat exposure killed at least 400 workers and caused nearly 34,000 injuries and illnesses resulting in days away from work; both are likely vast underestimates. Farm workers and construction workers suffer the highest incidence of heat illness. And no matter what the weather is outside, workers in factories, commercial kitchens, and other workplaces, including ones where workers must wear personal protective equipment (PPE), can face dangerously high heat conditions all year round.

    The Asunción Valdivia Heat Illness, Injury, and Fatality Prevention Act has the support of a broad coalition of over 250 groups, including: Rural Coalition, International Brotherhood of Teamsters, AFL-CIO, UNITE HERE!, Communication Workers of America, Alianza Nacional de Campesinas, Sierra Club, United Farm Workers, Farmworker Justice, Public Citizen, International Union of Bricklayers and Allied Craftworkers, United Food and Commercial Workers International Union, Union of Concerned Scientists, United Steelworkers, National Resources Defense Council, American Lung Association, and Health Partnerships.

Padilla and his colleagues also led 112 members of Congress in calling on the Biden Administration to implement a workplace federal heat standard as quickly as possible. The letter urged OSHA to model the standard after the provisions in the Asunción Valdivia Heat Illness, Injury, and Fatality Prevention Act. Additionally, Padilla and Markey’s Preventing Health Emergencies and Temperature-related (HEAT) Illness and Deaths Act advanced out of the Senate Committee on Commerce, Science, and Transportation last year.

    Moscow, July 16 /Xinhua/ — Russia will work on the construction of motor vehicle approaches to the state border with Kazakhstan, Mongolia, China and the Democratic People’s Republic of Korea. This was announced by Russian President Vladimir Putin on Wednesday.

    “We intend to continue actively developing the Vostok highway – it is to be extended to Tyumen and connected to the updated backbone road network of Siberia and the Far East. This is what I meant at the very beginning when I said that the launch of this section is not everything,” V. Putin said during the opening ceremony of the M-12 highway section via videoconference.

    “Of course, issues of building motor transport approaches to the state border with Kazakhstan, Mongolia, China and the Democratic People’s Republic of Korea will be worked out. This will significantly increase our transit capabilities,” the head of state said.

  • MIL-OSI Security: Defense News in Brief: 317th AW showcases combat readiness in major AMC inspection

    The 317th Airlift Wing completed the initial phase of its first-ever Combat Readiness Inspection, evaluated by Air Mobility Command at Dyess Air Force Base, Texas.

    The CRI measured the wing’s ability to rapidly deploy combat-ready forces in contested, degraded and operationally limited environments, directly supporting Air Force and Department of Defense objectives.

    “Our wing’s number one priority is ‘mission execution upon notification’,” said Col. Justin Diehl, 317th AW commander. “317th Airmen continuously train to rapidly respond with precision to the most complex operating environments in the world, and this inspection offered another opportunity to validate their timelines.”

    The inspection began with a mock 24-hour deployment notification. Airmen received scenario-based intelligence, a briefing from leadership and guidance on deployment expectations.

    “When given a sudden notification to deploy, our team has the necessary skills to move out and lead at scale,” said Chief Master Sgt. Martin Castillo, 317th AW command chief. “This gives the wing the ability to execute the commander’s intent instantly.”

    Throughout the CRI, AMC inspectors general and wing inspection team members evaluated the 317th AW’s execution of deployment operations. Airmen were tasked to rapidly generate aircraft, process cargo and mission plan while also completing the associated administrative and medical requirements.

    “The key to success in this CRI is our ‘we’re going’ mindset,” Castillo said. “Our Airmen understand that our culture is rooted in being prepared to deploy at a moment’s notice to execute high-end operations around the world.”

    Upon receiving the CRI deployment order, Airmen staged pallets and equipment for transport, loaded C-130J Super Hercules aircraft and prepared aircrews for maximum endurance operations, ensuring the 317th AW performed mission execution upon notification.

    “Our Airmen consistently meet and exceed our expectations,” Diehl said. “They think and move fast, maintaining the precision required to respond to global operations in contested environments. The CRI was another opportunity to highlight the effort they put in every day.”

    The 317th AW used the CRI to prepare to participate in the Air Force’s Department Level Exercise, an initiative designed to demonstrate the service’s readiness for complex, large-scale military operations.

    NASA’s latest open Software Catalog, released Wednesday, offers more than 1,200 downloadable codes developed by agency engineers that could enable faster solutions to energize the space economy and stimulate American ingenuity. The catalog is part of NASA’s effort to place advanced technologies, including agency software, into the hands of businesses, researchers, and entrepreneurs to foster economic growth and innovation.
    Agency developers will provide more information about the Software Catalog, the only repository of its kind in the federal government, during NASA’s summer software webinar series beginning Tuesday, July 22.
    “NASA has droves of talented experts creating software to automate elements of agency missions,” said Dan Lockney, program executive, Technology Transfer at NASA Headquarters in Washington. “The resulting efficiency benefits humankind, and its public value increases exponentially when the agency provides access to those software programs for companies, enabling them to save time and money, improve commercial offerings, and build their businesses.”
    The four webinars accompanying this year’s NASA Software Catalog feature developers of popular programs for mission planning, systems design, propulsion analysis, and more, each consisting of a presentation followed by a live question-and-answer session.
    Programs offered in NASA’s 2025-2026 Software Catalog are grouped into 15 categories that may be useful for organizations working with spacecraft and aircraft. For example, the Vehicle Management category includes a tool for designing satellite constellations and a software library for minimizing public safety risks around expendable launch vehicles. The Aeronautics section includes several programs that are widely used by industry for creating, modifying, and analyzing aircraft designs.
    Although the categories have specific themes, the codes are meant to be useful to various innovators. Companies can use aircraft programs NASA wrote to design cars, trucks, and countless other products. The catalog’s Business Systems and Project Management section includes software for estimating project costs, building and assessing complex schedules, and uncovering root causes of mishaps. Other popular programs support 3D rendering for simulation and virtual reality, bring hyper-accuracy to GPS tracking, and analyze electrical power system architectures.
    NASA released its first Software Catalog more than a decade ago in 2013, and since then, the agency’s annual rate of software downloads has skyrocketed, reaching up to 5,722 downloads in a single year.
    The Software Catalog is a product of NASA’s Technology Transfer program, managed by the agency’s Space Technology Mission Directorate. NASA routinely makes improvements to the Software Catalog website, ensuring the process is fast and easy.   • MIL-OSI USA: Ejection Mechanism Design for the SPEED Test Architecture

    The The Stratospheric Projectile Entry Experiment on Dynamics (SPEED), a two-stage stratospheric drop test architecture, is currently under development to bridge the state-of-the-art gap that many NASA flagship missions require to reduce system risk and enable more optimized designs via margin reduction. To do this, a two-stage vehicle will drop from a high-altitude balloon and use the first stage (an LV-Haack cone aeroshell) to accelerate the sub-scale test model to supersonic conditions. The onboard avionics will then release the test model into freestream flow at the proper altitude in Earth’s atmosphere for dynamic Mach scaling to the full-scale flight trajectory. SPEED leverages low-cost methods of manufacturing such as 3D printing and laser/water-jet cutting to enable 8 or more two-stage vehicles to be dropped in a single test, making the science-to-dollar density much higher than any current ground-test facility NASA has at its disposal. The goal is to develop a robust ejection system that can reliably introduce the test models into supersonic flow with a tight variance on initial condition perturbation. The separation system must be capable of handling a range of initial angle-of-attacks, keep the test model secure in the first stage during take-off and descent, and eject the test model in such a way that it does not linger behind the first stage and be affected by the resulting wake. As current ejection system designs are conceptual, complex, and untested, NASA is looking for alternative ideas that can be incorporated into the design of their next iteration of SPEED flight vehicles to increase system reliability. We are challenging the public to design innovative concepts for a separation mechanism that can be used to assess NASA and commercial reentry vehicle stability.

  • MIL-OSI Security: Two MS-13 Members Sentenced for Racketeering

    Defendants responsible for murder in Chelsea, Mass. in 2010

    BOSTON – Two members of La Mara Salvatrucha, or MS-13, were sentenced today in federal court in Boston for their roles in a previously-unsolved murder.

    Jose Vasquez, a/k/a “Cholo,” a/k/a “Little Crazy,” 31, was sentenced by Senior U.S. District Court Judge William G. Young to 25 years in prison, to be followed by five years of supervised release. In May 2025, Vasquez pleaded guilty to violent crime in aid of racketeering. Vasquez was already serving a 212-month prison sentence for a May 2018 federal conviction for conspiracy to participate in a racketeering enterprise. In total, Vasquez will serve a total of 37 years for his MS-13-related crimes.

    William Pineda Portillo, a/k/a “Humilde,” 31, a Salvadoran national who was unlawfully residing in Everett, was sentenced by Judge Young to 16 years in prison, to be followed by three years of supervised release. He is subject to deportation upon completion of the imposed sentence. In May 2023, Pineda Portillo pleaded guilty to conspiracy to participate in a racketeering enterprise (RICO) conspiracy.

    Pineda Portillo and Vazquez were indicted by a federal grand jury along with other MS-13 members in September 2024. Specifically, Pineda Portillo and Vasquez conspired with others to murder a 28-year-old man on Dec. 18, 2010, in Chelsea, Mass. That evening, law enforcement responded to a 911 call in the vicinity of the Fifth Street on-ramp to Route 1 in Chelsea. There, the victim was found with approximately 10 stab wounds to his chest and back, along with injuries to his head. The victim was transported to the hospital, where he succumbed to his wounds. A recent reexamination of evidence collected during the initial investigation identified members of MS-13, including Vasquez, as having committed the murder.  

    In the week leading up to the incident, Vasquez and other MS-13 members conspired to murder the victim because they believed the victim belonged to a rival gang. Evidence revealed that on the day of the murder, Pineda Portillo picked up Vasquez, other MS-13 members and the victim in Allston. Driving a vehicle registered to his father, Pineda Portillo took the MS-13 members and the victim to Chelsea where Vasquez and the other gang members led the victim to an area under an on-ramp to Route 1. Once in the secluded area under the highway, an MS-13 member hit the victim in the head with a rock and another MS-13 member stabbed the victim with a machete. During the attack, Vasquez stabbed the victim with a knife. Vasquez’s palm print was identified on the handle of a silver kitchen knife recovered from the murder scene. The victim’s blood also was found on the knife.

    An undercover recording obtained approximately six weeks after the murder, captured one MS-13 member acknowledging his participation in the murder and other gang members disciplining him for leaving Massachusetts after the murder without the gang’s permission.

    Pineda Portillo fled to El Salvador before investigators could interview him about his role in the murder. On or about April 29, 2015, after Pineda Portillo returned to the United States, he arranged to sell a firearm loaded with eight rounds of ammunition to a cooperating witness, in exchange for money. On or about June 1, 2015, Pineda Portillo conspired to murder an MS-13 member he incorrectly believed had been arrested and was cooperating with law enforcement. Specifically, in a conversation recorded by law enforcement, Pineda Portillo said, among other things: “I want that son of a bitch killed, man. . . . You will see, homeboy! We are going to do a complete thing to that son of a bitch, dude.”

    Pineda Portillo originally was indicted in 2017. Shortly before the indictment was returned, he was deported to El Salvador. Approximately five years later, on May 10, 2022, Pineda Portillo was arrested as he tried to return to the United States, illegally crossing the border into Texas from Mexico. According to court documents, after being arrested at the border, Pineda Portillo admitted that he was a member of MS-13. A fingerprint analysis indicated that there was a warrant for his arrest. Pineda Portillo was then returned to the District of Massachusetts where he remained in custody.

Valuable assistance was provided by the Bureau of Alcohol, Tobacco, Firearms, and Explosives, Boston Field Division; United States Customs and Border Protection; United States Citizenship and Immigration Services; and the Suffolk County District Attorney’s Office. Assistant U.S. Attorneys Christopher J. Pohl, Meghan C. Cleary and Brian A. Fogerty of the Office’s Criminal Division prosecuted the case.

    This operation is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations. OCDETF identifies, disrupts and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     The Commission has indeed commissioned a study to identify and map EU interoperable technical solutions for demonstrating compliance with access rules, which is the goal of current (physical) eco-stickers when entering low emission zones. The purpose was to inform possible solutions for increasing the efficiency, user-friendliness and non-discriminatory aspects of urban vehicle access regulations (UVARs) across the EU for both vehicle users and city authorities.

    The study has mapped the following technical solutions: (i) a EU Digital Wallet based solution, (ii) facilitating the use of the European Car and Driving License Information System (EUCARIS) by creating an ‘Opt-in’ for private consent giving for sharing vehicle data cross-border for UVAR purpose, (iii) Cooperative-Intelligent Transport System (C-ITS) solutions, with a more long-term perspective.

    The Commission is in the process of finalising the analysis of the study results and will consider the best options for moving forward.

Brown faces up to 20 years in prison on each of the robbery counts. For each of the firearms counts, he faces a minimum sentence of seven years, up to life, in federal prison consecutive to any other sentence imposed. A sentencing date has not yet been set.

    According to court documents and proceedings, in July 2024, Brown conspired with others to rob two convenience stores in Tampa. Two firearms were used in, and brandished, during the robberies. Law enforcement located the suspects a few days after the robberies at a hotel in Tampa. A review of surveillance footage from the hotel showed Brown holding a rifle near the vehicle identified as being used in the robberies. Additional surveillance footage from the hotel showed Brown carrying a long box to the trunk prior to the robbery. Search warrants for multiple hotel rooms were executed and the rifle was located. The rifle belongs to Brown.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Hillsborough County Sheriff’s Office, and the Tampa Police Department. It is being prosecuted by Assistant United States Attorney Samantha Newman.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.     Defendant Admitted to Four Additional Carjackings; He and Accomplices Lured Victims Through Dating Apps

    PHILADELPHIA – United States Attorney David Metcalf announced that Isiah Surzano-Glover, 22, of Philadelphia, Pennsylvania, was sentenced today to 168 months in prison and five years of supervised release by United States District Judge Karen S. Marston for two gunpoint carjackings.

    In March 2024, the defendant was charged by indictment, and he pleaded guilty in November to two counts of carjacking and one count of brandishing a firearm during a crime of violence.

    As detailed in court filings and admitted to by the defendant, on January 2, 2024, at 7:30 p.m., he and accomplices lured victim P.M. to the 5400 block of Walker Street in Philadelphia by posing as a female named “Mercedes” on a dating app. When P.M. arrived, Surzano-Glover and the others, all masked, approached the victim, brandished guns, and threatened to shoot P.M. if he moved. The carjackers took P.M.’s keys, wallet, and phone, and drove away in his 2011 Ford Crown Victoria.

    On January 3, 2024, at approximately 8:30 p.m., the defendant and several others, again using an app and the “Mercedes” ruse, lured R.E. to the 1700 block of Brill Street in Philadelphia. Upon R.E.’s arrival, the masked carjackers pointed handguns at him, pistol-whipped R.E. in the head with a gun, and took his keys and phone. They ordered him to run, then drove away in his 2006 Toyota Tacoma.

    Approximately 30 minutes after R.E. was carjacked, Philadelphia police officers located R.E.’s Tacoma parked unattended at 5000 Valley Street, approximately half a mile from the scene of the crime. Other officers then observed what proved to be P.M.’s Crown Victoria, parked in an alley near the intersection of Pratt and Hawthorne streets, about a quarter of a mile from 5000 Valley Street, and placed the car under surveillance.

    Around 10:15 p.m., P.M.’s Crown Victoria drove off and officers followed. The vehicle made its way to 5000 Valley Street, where a police car was alongside R.E.’s Tacoma, and then sped off, initiating a police pursuit. Multiple individuals eventually bailed from P.M.’s vehicle at the intersection of Worth Street and Margaret Street, and the defendant was arrested, following a foot pursuit.

    In addition to the above crimes with which he was charged, Surzano-Glover admitted to participating in four other Philadelphia carjackings.

    The case was investigated by the ATF and the Philadelphia Police Department and is being prosecuted by Assistant United States Attorneys Michael Miller and Kwambina Coker.

    Frost’s Transit Bus Affordability Act Would Empower the Federal Government to Help Cities Purchase Buses More Efficiently and Expand Local Transit Access

    WASHINGTON, D.C. — Today, Congressman Maxwell Alejandro Frost (D-FL) and Congressman Michael Turner (R-OH) introduced the Transit Bus Affordability Act, a bipartisan bill aimed at helping local transit agencies and bus manufacturers find ways to reduce the cost of new buses in order to meet the growing demand for bus ridership.

    The legislation comes at a pivotal moment: in 2024, Americans took 7.7 billion public transportation trips – nearly half a billion more than the previous year – marking a 25% increase in ridership since 2022. To meet this rising demand and better serve existing riders, communities need more buses. But steep and rising prices are making that difficult. Today, a single transit bus can cost upwards of $1 million, with average prices hovering around $800,000.

    Despite the severity of the issue, there has been little federal-level analysis or strategy to reduce transit bus procurement costs. The Transit Bus Affordability Act would change that as the bill directs the Government Accountability Office (GAO) to review and analyze the current drivers of transit bus costs and recommend actionable strategies to reduce them.

    “Public transit is a lifeline for folks who depend on these services to get to work, school, doctor appointments, and more,” said Rep. Frost. “But the rising cost for a city or town to purchase a single bus is holding back local transit agencies from meeting demand and expanding service. This bill is a first step toward understanding the root of the problem and driving down costs so that communities can invest in more reliable, affordable transit options.”

    The Transit Bus Affordability Act instructs the Government Accountability Office (GAO) to review the factors responsible for the current costs of transit bus manufacturing and procurement in order to recommend ways to mitigate those costs. The review must look at several factors including:

    • Cost drivers in design and procurement; 
    • How transit bus costs and prices in the United States compare with those in other countries;
    • How transit bus costs compare with the manufacturing of other large vehicles; and
    • Steps taken by the Federal Transit Administration (FTA), the states, transit agencies, manufacturers, and other stakeholders to reduce costs and accelerate delivery times.

    As this work is already within GAO’s mandate, this legislation has no budgetary impact while offering a path toward cost savings, economic growth, and more effective use of local, state, and federal taxpayer dollars.
