  • MIL-OSI USA: Governor Kehoe Expands Joint Damage Assessment Request to Include Dunklin and Madison Counties in Preparation for Major Federal Disaster Declaration Request

     — JEFFERSON CITY – Today, Governor Mike Kehoe expanded his request to the Federal Emergency Management Agency (FEMA) for joint preliminary damage assessments (PDAs) for Individual Assistance to include Dunklin and Madison counties. Yesterday, the Governor requested that FEMA participate in joint PDAs in 23 counties following the March 14-15 severe storms that brought destruction to many parts of the state. The requests begin the process of obtaining federal disaster assistance.

    “As local teams survey, confirm and tally the damage, the scale of the destruction to homes and communities is growing,” Governor Kehoe said. “Damage totals and emergency response costs received and reviewed late yesterday and today have led me to add Dunklin and Madison counties to the request to FEMA for joint preliminary damage assessments. I appreciate the emergency managers, officials and responders who are laboring 24/7 to meet people’s immediate needs while at the same time working to expedite the recovery of their communities.”    

    Joint PDAs have now been requested for the following 25 counties: Bollinger, Butler, Camden, Carter, Dunklin, Franklin, Howell, Iron, Jefferson, Laclede, Madison, New Madrid, Oregon, Ozark, Pemiscot, Perry, Phelps, Pulaski, Reynolds, Ripley, St. Louis, Stoddard, Wayne, Webster, and Wright.

    Joint PDA teams are made up of representatives from FEMA, SEMA, the U.S. Small Business Administration and local emergency management officials. Beginning Thursday, March 20, six teams will survey and verify documented damage to determine if Individual Assistance can be requested through FEMA. Individual Assistance allows eligible residents to seek federal assistance for temporary housing, housing repairs, replacement of damaged belongings, vehicles, and other qualifying expenses.

    Initial damage assessments now estimate approximately 369 houses were destroyed, 366 sustained major damage and over 1,000 have minor damage. Damage assessments for roads, bridges and other public infrastructure are ongoing, likely resulting in a request for additional PDAs for Public Assistance later this week. Requests for additional PDAs could be made if local officials become aware of significantly more damage.

    Outages continue to decrease as power is restored. As of 11 a.m., fewer than 8,000 customers remained without power. The State Emergency Operations Center remains activated to assist in Missouri’s response and recovery.

  • MIL-OSI Security: New Haven Gang Member Sentenced to 22 Years in Federal Prison for Murders, Additional Shootings

    TYJON PRESTON, also known as “TJ,” 22, of New Haven, was sentenced today by U.S. District Judge Victor A. Bolden in New Haven to 264 months of imprisonment, followed by five years of supervised release, for his involvement in a violent New Haven street gang, including two murders and additional shootings.

    Today’s announcement was made by Marc H. Silverman, Acting United States Attorney for the District of Connecticut; John P. Doyle, Jr., State’s Attorney for the New Haven Judicial District; James Ferguson, Special Agent in Charge, ATF Boston Field Division; Anish Shukla, Acting Special Agent in Charge of the New Haven Division of the Federal Bureau of Investigation; Stephen Belleau, Acting Special Agent in Charge of the Drug Enforcement Administration for New England; and New Haven Police Chief Karl Jacobson.

    According to court documents and statements made in court, in an effort to address violence in New Haven, the ATF, FBI, DEA and New Haven Police Department, working closely with the U.S. Attorney’s Office and New Haven State’s Attorney’s Office, have been investigating a gang war between members and associates of the Exit 8 street gang and rival gangs in the Hill section and other areas of the city.  The Exit 8 gang is named after the geographic area accessed by exiting Interstate 91 at Exit 8 in New Haven.  Recently, younger members of Exit 8 are identifying themselves with the word “Honcho,” which is derived from the street name of an Exit 8 member who was murdered on Quinnipiac Avenue in February 2020.

    The investigation revealed that Preston and other members of the Exit 8 gang engaged in drug trafficking, used and shared firearms, and, since June 2018, have committed at least three murders and 16 attempted murders.  Exit 8 members and associates also stole vehicles, at times from outside of the state, and used those stolen vehicles when committing acts of violence.  Gang members also promoted, coordinated, facilitated, and celebrated their narcotics distribution and acts of violence through text messaging and the use of social media applications and websites including Facebook, Instagram, Snapchat, and YouTube.

    On April 24, 2024, Preston pleaded guilty to conspiracy to engage in a pattern of racketeering activity, and specifically admitted that on April 27, 2021, he and other Exit 8 members attempted to kill a rival gang member and shot him in the leg; on May 19, 2021, he and other Exit 8 members conspired to kill rival gang members, and shot and killed an associate of a rival gang; on May 20, 2021, he and other Exit 8 members shot and attempted to kill rival gang members; and on July 5, 2021, he and another Exit 8 member shot and killed a 22-year-old woman after she made a rap song containing derogatory comments about Exit 8.

    Preston has been detained since September 9, 2021.

    This investigation has been conducted by the ATF, the FBI, the DEA, the New Haven Police Department, the Hamden Police Department, and the New Haven State’s Attorney’s Office, with the assistance of the Connecticut State Police and the Connecticut Forensic Science Laboratory.  The case is being prosecuted by Assistant U.S. Attorney Jocelyn C. Kaoutzanis.

    This prosecution is a part of the Justice’s Department’s Project Safe Neighborhoods (PSN), Project Longevity and Organized Crime Drug Enforcement Task Forces (OCDETF) programs.

    Senator Outlines Efforts to Build Project ULTRA, Grand Forks into Proving Ground for Counter-UAS Tech

    EMERADO, N.D. – Senator John Hoeven and representatives from BlueHalo today announced that the company is expanding its operations to the Grand Forks region, tying into a range of operations critical to the future of the nation’s defense, like counter-drone, while laying the groundwork to also connect with the region’s growing space operations. Specifically, BlueHalo:

    • Has signed a memorandum of understanding (MOU) with GrandSKY to install its VigilantHalo system in support of Project ULTRA at the unmanned aerial systems (UAS) technology park.
      • Project ULTRA is an effort to make Grand Forks the proving ground for developing the technology needed to protect U.S. military installations and service members against the malicious use of UAS.
      • VigilantHalo will significantly enhance Project ULTRA’s ability to track unmanned aircraft by providing a seamless link between the Federal Aviation Administration’s (FAA) unfiltered radar data feed, the state’s Vantis network and other sensor systems.
    • Will provide on-site support for the Sky Range program, which is operated by the Test Resource Management Center (TRMC) at GrandSKY.
      • BlueHalo will be supporting the use of its PANTHER phased array antenna, which is the technology used to convert Grand Forks’ Global Hawks into Range Hawks, enabling them to track hypersonic missiles and other airborne and space-based threats, while communicating with satellites.
      • The company will also partner with the University of North Dakota (UND) on further development of phased array technology.
    • Continues working to adapt its phased array antenna for spaced-based platforms, including the low-Earth orbit mission at Grand Forks Air Force Base.
      • The STAPS Project is funded under the $8.3 million Hoeven secured in Fiscal Year (FY) 2024 to partner BlueHalo with Bismarck State College.
      • This effort seeks to miniaturize and enhance the phase array antenna so it can be packaged and launched on satellites.
      • This would allow for additional tracking data in hypersonic missile testing, with the potential for future applications such as tracking adversary missiles.

  • MIL-OSI Security: Undercover operation sends drug dealing sex offender to prison

    CORPUS CHRISTI, Texas – A 27-year-old Corpus Christi resident has been sentenced for possession with intent to distribute over 11 grams of methamphetamine, announced U.S. Attorney Nicholas J. Ganjei.

    Sunny Ray Garcia pleaded guilty Nov. 21, 2024.

    U.S. District Judge Nelva Gonzales Ramos has now ordered Gonzalez to serve 60 months in federal prison to be immediately followed by four years of supervised release. At the hearing, the court heard additional evidence of Garcia’s extensive criminal history that includes convictions for aggravated sexual assault of a child, burglary and possession of a controlled substance.

    In January 2023, authorities had identified Garcia as a target involved in drug distribution. On Jan. 25, they conducted an operation and purchased drugs from Garcia. The narcotics were later tested and confirmed to be methamphetamine. 

    When authorities arrested Garcia in February 2023, they also discovered a stolen firearm in his vehicle.

    Garcia will remain in custody pending transfer to a U.S. Bureau of Prisons facility to be determined in the near future.

    The Drug Enforcement Administration conducted the investigation with the assistance of Corpus Christi Police Department. Assistant U.S. Attorney Izaak Bruce prosecuted the case.

    Nathan Tokosi, 25 (10.11.99), of Grove Street, Lewisham, was convicted of attempting to murder a 27-year-old man on Monday, 20 November, 2023.

    He was also found guilty of two counts of possession of a firearm with intent to endanger life and two counts of possession of ammunition with intent to endanger life. A jury at the Old Bailey returned their verdict on Tuesday, 18 March.

    Detective Constable Hannah Forrest, from the Met’s Specialist Crime South team, said: “This was a savage attack, with the victim requiring emergency surgery after being shot in the body, mouth and head. The verdict in this case shows that this violent criminality will not be tolerated on London’s streets.

    “Tokosi is a highly dangerous individual, who had – at the time of the shooting – only just been released from prison after serving time for a separate offence.

    “I would like to pay tribute to the investigation team in this case, who were able to build a compelling forensic case against Tokosi. This proved indispensable at trial.”

    At 02:05hrs on Monday, 20 November 2023, police responded to reports of a drive-by shooting in Clydesdale Road, Notting Hill.

    A car had pulled up to another car, with one of the passengers discharging a firearm. Officers attended and subsequently found the victim – who was severely injured – at his home address.

    A stolen car was found abandoned in Allington Road, Queen’s Park. Nearby, police located a black bag containing a handgun and ammunition. Forensics officers attended, and found Tokosi’s DNA inside the vehicle.

    Tokosi was arrested in Lewisham on Friday, 16 February, 2024, after his car was stopped by police. Following this, his address was searched and a further firearm plus ammunition was found.

    Having been remanded in custody, he was charged with attempted murder, two counts of possession of a firearm and two counts of possession of ammunition.

    Tokosi will be sentenced at the Old Bailey at a later date, which is yet to be set.

  • MIL-OSI Global: Police struggle to identify the riskiest domestic abuse perpetrators – here’s how they can do better

    The government cannot achieve its target to halve violence against women and girls if it doesn’t address the most serious perpetrators – and it isn’t anywhere near knowing how to identify them. Our new research shows where they are going wrong, and how they can do better.

    The most recent statistics show that violence against women and girls affects one in 12 women in England and Wales. A quarter of domestic abuse incidents reported to police involve known, repeat perpetrators. But despite being told by government to identify and control the most serious perpetrators, police do not currently have systems good enough to do that.

    Currently, police forces use an algorithm to determine which offenders pose the greatest risk to women and girls. This is known as the RFGV algorithm – perpetrators are propelled up or down a list based on the recency, frequency, gravity (seriousness) of reported incidents, and the vulnerability of the victim.

    The gap in this approach is that it largely treats incidents as isolated, when they should be looked at as a whole. Research has also found it is used inconsistently between forces.

    Most police perpetrator lists contain hundreds or even thousands of people, making them difficult tools to use. They also do not seem to be able to distinguish who the most serious offenders are, with men with very similar profiles near the top, middle and bottom of the lists.

    We propose an alternative method, which would assess the whole of a perpetrator’s record of incidents. This would allow police to identify not only the most dangerous perpetrators, but also opportunities to better address their offending earlier on. This might be with diversion to programmes designed to support better choices and rehabilitation, or arrest and incarceration to prevent them harming other people.

    By joining together incidents recorded by police for individual perpetrators, we constructed detailed case studies using police officer’s notes. Here is a summary of two people who appear in one force’s perpetrator list.

    1. Male born mid 1980s, involved in 340 incidents over 20 years

    His offending begins with an indecent assault on a young teenage girl when he is 19. He is increasingly involved in drug-related offending in his 20s. He is later sentenced to six years in jail for arson endangering life. Released on conditional licence, he is re-convicted of the harassment of his ex-partner and recalled to prison.

    Release is followed by further offences until the mid-2010s when he is imprisoned again. When released, his offending is erratic (low-level public order, violence, threats, drug-related offending).

    Throughout his 30s, he frequently victimises partners and ex-partners. He has no settled address and is homeless at various points of his life. He is still subject to frequent mental health episodes.

    2. Male born early 1980s, involved in 396 incidents over 25 years

    In his teens he was involved in low-level thefts, criminal damage and breaches of an antisocial behaviour order. He was also suspected of selling drugs to schoolchildren, and imprisoned, aged 18, for drug-related violence.

    In his 20s he “associates with” children and is found with a missing vulnerable schoolgirl hiding in his house. He continues to commit offences of criminal damage, drug dealing, and stealing vehicles. Another missing teenage girl is found to be living with him.

    In his early 20s he very violently assaults and harasses much younger partners. He continues to commit public order offences and to threaten, harass, and assault current and ex-partners, kicking his pregnant partner in the stomach.

    In the early 2020s, police attend his ex-partner’s house following abandoned 999 calls – they find him with his hand over her mouth to stop her calling out to the police. He continues to be violent to ex-partners and his involvement in drug-related offending deepens. He is currently in prison for a violent offence.

    Who is the danger?

    Both men pose a real and severe threat of violence to women and girls as well as the public. But the RFGV algorithm places the first man more than a thousand places higher than the second. Clearly treating the offences they commit in isolation is not sufficient to distinguish which man poses the greatest risk.

    A life-course approach, which takes into account the type and pattern of offending as it develops over time, is less susceptible to fluctuations which move an offender rapidly up or down the priority lists. Therefore, it more reliably reflects who poses the greatest risk.

    A better ranking system is clearly required. The RFGV algorithm provides a “score”, but a more sophisticated system would also evaluate the direction of offending of individuals – is it escalating, more frequent, more serious?

    A life-course approach could be used separately or together with RFGV to allow police analysts to identify the most serious perpetrators. It may also be possible to use artificial intelligence to identify trends in offending and escalation of risk through analysis of thousands of police incident reports in real time.

    The system could then identify opportunities for early intervention which have been shown to be effective in reducing re-offending against current and future victims. It could also automatically trigger warnings to neighbourhood officers, specialist domestic abuse-trained officers, mental health services and so on.

    We won’t really know the full capability until new systems are tried, and evaluated. This also means including the voices of survivors and focusing on the lives of persistent perpetrators – often substance use, homelessness, estrangement, imprisonment and mental health problems are at play.     Next-generation wireless networks must be fundamentally integrated with AI to seamlessly connect hundreds of billions of phones, sensors, cameras, robots and autonomous vehicles. AI-native wireless networks will provide enhanced services for billions of users and set new standards in spectral efficiency — the rate at which data can be transmitted over a given bandwidth. They will also offer groundbreaking performance and resource utilization while creating new revenue streams for telecommunications companies.

    Open Ecosystems Drive Innovation

    T-Mobile and NVIDIA will expand their AI-RAN Innovation Center collaboration announced last year with the goal of providing additional research-based concepts for AI-native 6G network capabilities, working alongside these new industry collaborators.

    The members of the Security Council unequivocally condemned the Rapid Support Forces’ (RSF) 28 February detention of over 60 UN peacekeepers, armed abduction of eight civilian personnel and looting of a United Nations Interim Security Force for Abyei (UNISFA) logistics convoy consisting of eight vehicles and 280,000 litres of fuel, following a routine fuel delivery to the Joint Border Verification Monitoring Mission’s (JBVMM) headquarters in Kadugli.

    The members of the Security Council further expressed deep alarm over threats to the safety and security of UNISFA peacekeepers and civilian personnel.  The members of the Security Council condemned all forms of violence against UN personnel and civilians, including targeted kidnapping, and reiterated that attacks against peacekeepers may constitute war crimes, reminded all parties of their obligations under international humanitarian law, and called for the Rapid Support Forces to be held accountable.

    The members of the Security Council urgently called for the immediate return of UNISFA trucks and fuel.  They also called on all parties to allow UNISFA to implement its mandated tasks in full and without interference, including providing support to the Joint Border Verification Monitoring Mission.

    The members of the Security Council commended the UNISFA Acting Head of Mission/Force Commander’s efforts to successfully return all victims to safety.  They reiterated their full support to UNISFA and expressed their appreciation for UNISFA’s troop- and police-contributing countries.

  • MIL-OSI USA: Indian man residing in California sentenced to prison for scheme to smuggle aliens into the US, following ICE, USBP investigation

    SEATTLE — An Indian man living in Santa Rosa, California was sentenced March 5, in U.S. District Court in Seattle to six months in prison for Conspiracy to Bring in and Transport Certain Aliens for Profit, following a U.S. Immigration and Customs Enforcement, U.S. Border Patrol investigation.

    “Human smuggling poses a serious threat to our nation’s border security and undermines the integrity of our immigration system,” said ICE Homeland Security Investigations Seattle acting Special Agent in Charge Matt Murphy. “This case highlights the importance of continued vigilance and coordination with our law enforcement partners to safeguard our borders and prevent the exploitation of vulnerable individuals.”

    Sushil Kumar, 35, and three others were indicted in connection with a scheme to smuggle illegal aliens across the northern border for profit. The group was connected to two smuggling episodes in November and December 2023. At the sentencing hearing U.S. District Judge Tana Lin noted that the aliens smuggled into the country are vulnerable. “That they wanted to be in the country doesn’t mean they were not exploited. Each was charged $5,000 to $10,000 which is months or years of their salary in the country from which they were coming… Human smuggling undermines our country’s ability to regulate the border at a real cost,” Judge Lin said.

    According to records filed in the case, the two smuggling events involved eight different citizens of India. On Nov. 27, 2023, a motion-activated camera caught multiple illegal aliens jumping a fence near the Boundary Village Apartments in Blaine, Washington. The fence is a quarter mile east of Peace Arch Park. Border Patrol agents near the apartments saw five people run to a white minivan. The vehicle was stopped by Border Patrol. Five illegal aliens were in the van with California resident Bobby Joe Green, 68, as the driver.

    When questioned, three of the illegal aliens told U.S. Border Patrol agents that they saw Kumar at Peace Arch Park prior to crossing the border illegally and identified him in 6-pack photo lineups. Two of the aliens stated that they communicated with Kumar via WhatsApp prior to Nov. 27, 2023. One of the aliens stated that Kumar instructed him to jump over a specific fence, and that he sent the alien a screenshot of his live location near the fence. The investigation revealed that Kumar and 26-year-old Rajat Rajat directed the aliens on where and how to cross the border. Rajat paid Green to transport the aliens from the border. Rajat asked for monetary payments from the aliens for being smuggled into the U.S.

    Similarly, in December 2023, Rajat met three citizens of India in Peace Arch Park and allegedly directed them how to cross through the park and get into a car driven by Sneha. The car was stopped, and the aliens were interviewed. They indicated they had promised to make monetary payments to be smuggled into the U.S. Rajat was picked up near the border after Sneha and the three aliens had been taken into custody.

    Three of the four defendants have pleaded guilty. Rajat Rajat, will be sentenced on April 23, 2025. Bobby Joe Green will be sentenced on March 13, 2025. The fourth defendant Sneha, 20, a citizen of India who is in the U.S. on a student visa and goes by just her last name, is scheduled to go to trial on a superseding indictment on May 12, 2025. Sneha was arrested in Renton and released on an appearance bond.

    The charges contained in the superseding indictment of Sneha are only allegations. A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

    The case is being investigated by ICE HSI and the U.S. Border Patrol.

    The case is being prosecuted by Assistant United States Attorneys Jin Kim and Mike Dion and Special Assistant United States Attorney Katherine Collins.

  • MIL-OSI United Kingdom: Council’s Shop a Tipper scheme leads to successful prosecution – and gift card reward

    A city resident reported an incident of suspected fly tipping to the council through Shop a Tipper. Because their information led to a prosecution, the resident received a £100 Enjoy Wolverhampton gift card.

    Officers are now reminding offenders that they are being watched – and warning them not to ignore council investigations.

    In the latest prosecution, Shannon Mattox, of Waltho Street, Whitmore Reans, was found guilty in her absence of one obstruction charge under section 110 of The Environment Act 1995 for failing to comply with investigating officers’ requests for assistance.

    Dudley Magistrates Court ordered Mattox to pay a fine and costs totalling £1,716 during the hearing on 12 March. The costs awarded to the council will be reinvested back into its environmental crime service.

    In this case, a woman was seen on 16 February last year wheeling a bin with a house number on it. She was then seen throwing bags of household waste from the bin onto an open space off Waltho Street.

    Correspondence with a name and address was found among the waste and Mattox was served with a notice asking her to attend the Civic Centre. She failed to attend as required.

    The incident was reported under the council’s Shop a Tipper scheme by 3 independent witnesses. One of the witnesses provided an information statement and will receive a £100 Enjoy Wolverhampton gift card.

    Under the council’s Shop a Tipper campaign, residents are encouraged to report any incidents of fly tipping.

    If the information provided leads to successful identification, and Fixed Penalty Notices are issued and paid or a prosecution takes place, residents receive a £100 Enjoy Wolverhampton gift card.

    Eight gift cards have recently been given out to residents in Whitmore Reans, Penn, Bushbury South and Heath Town.

    In addition to the reporting scheme, officers from the council’s environmental crime team have seized 2 vehicles in the last 3 weeks in relation to fly tipping offences under their ongoing work.

    Councillor Bhupinder Gakhal, cabinet member for resident services at City of Wolverhampton Council, said: “This is a great result for our Shop a Tipper scheme, and I’d really like to thank the resident who came forward and provided the vital information which led to another successful prosecution.

    “Shop a Tipper allows residents to report this horrible crime and means our officers can investigate and bring people to justice.

    “We continue to work hard to deter fly tipping through a variety of methods including our Shop a Tipper scheme, CCTV cameras, a drone and the recent increase in our Fixed Penalty Notice to £1,000.

    “Suspected fly tippers should be aware that they are being watched – and they can’t ignore our investigations.”

    A group of Democratic senators led by Elizabeth Warren is calling for an ethics investigation into a White House event promoting Tesla Inc.
    The demand comes after President Donald Trump on Tuesday held an impromptu press conference to support his billionaire adviser and Tesla Chief Executive Officer Elon Musk. During the event, five Teslas were displayed outside of the White House. Trump praised the cars as “beautiful” and selected a red Model S to purchase.
    Musk, who is designated a special government employee and helps lead Trump’s government cost-cutting effort known as the Department of Government Efficiency, is bound by federal ethics laws preventing officials from using their public positions for private gain.

    For the past few weeks, the world’s attention has been focused on the prospect of a ceasefire in Ukraine and the diplomatic manoeuvrings that has entailed. But while Donald Trump has been focusing on negotiations with Vladimir Putin and Volodymyr Zelensky, the ceasefire deal in Gaza he had a hand in getting over the line appears to have fallen apart.

    After negotiations with Hamas broke down, Israel cut off all humanitarian aid to Gaza at the beginning of March, then cut off power, and overnight on March 17 launched massive airstrikes across the Strip, killing more than 400 people.

    Meanwhile, the US has responded to attacks on shipping in the Red Sea with massive airstrikes against the Iran-back Houthi rebels. This has been widely interpreted as a message to Iran’s leaders from Trump, who is putting pressure on the Iranian government to negotiate a new nuclear deal to replace the one struck in 2013 which was rejected by the US president in 2018.

    Scott Lucas, a Middle East expert at University College Dublin, addresses some of the key issues involved.

    Do the Israeli airstrikes on Gaza mean the ceasefire deal is officially dead?

    Yes. This is the end of the two-month ceasefire that paused Israel’s open-ended war on Gaza. The six-week phase one of the ceasefire officially ended on March 1, after some hostages held by Hamas were exchanged for some Palestinian detainees in Israeli prisons.

    There never was a possibility of a phase two. Israeli prime minister Benjamin Netanyahu, facing pressure from hard-right groups inside and close to his government and still vowing to destroy Hamas, was never going to accept a full Israeli withdrawal from Gaza and Hamas remaining in the Strip. Hamas was never going to accept eviction – and there was no prospect of agreement on a successor Palestinian government for Gaza.

    So Netanyahu, also being pressed by families of the remaining 59 hostages, sought an extension of phase one with the return of all those dead or alive. Hamas, whose last leverage is retaining those hostages, demanded a phase two.

    Israel cut off humanitarian assistance earlier this month. Returning to the aerial assault was the next step. The renewal of ground attacks will be next.

    What is Israel’s long-term plan for Gaza?

    There is no long-term plan at the moment. Netanyahu needs a short-term return of the hostages to escape his political bind, not to mention his ongoing bribery trial.

    Israel’s hard right – and Donald Trump – may envisage a depopulated Gaza under Israeli military rule. But all such ambitions will be suspended as the death and destruction continues.

    What has been overshadowed is the possibility of a long-term plan in the West Bank, where Israel has been stepping up military operations and violence is escalating. As the world watches Gaza, the Israelis may seek to expand and consolidate their de facto rule through settlements in a programme which will be tantamount to annexation.

    Donald Trump saw the Gaza ceasefire as his deal. How will he react to Netanyahu breaking it?

    Trump was happy to grab the immediate, self-proclaimed glory of “peacemaker” for phase one.

    Since there was no possibility of being a peacemaker for a phase two, Trump set this aside for the fantasy of Trump Gaza and his golden statue on the “Riviera of the Middle East”.

    Now he will be content to blame and bash Hamas.

    Meanwhile the US has been attacking the Houthis in Yemen. What is Trump’s strategy here?

    The airstrikes are, in part at least, Trump speaking to the American public. He poses as a “peacemaker” at times, but he enjoys playing the tough guy. And, at a time when economic issues and Musk-inflicted chaos may dent his approval rating, he could rally support with the bombing.

    At the same time, Trump has carried out his standard ploy with Iran’s leaders: give me a photo opportunity for the “art of the deal” or I’ll “rain hell on you”.

    A direct strike on Tehran would unleash repercussions throughout the Middle East. Even though Iran has been weakened in the past year, it still has the capability to strike Americans in the region.

    So the low-cost option is to fire on Iran’s ally in Yemen. Some officials in the Trump administration will favour this as a way of putting pressure on the Iranians ahead of any potential talks on Tehran’s nuclear programme. Others will see this as part of backing for Israel amid the open-ended war in Gaza, and still others could endorse the step as a bolstering of Saudi Arabia and the UAE. And there is always the argument that the strikes could deter Houthi attacks on shipping in the Red Sea.

    The Iranian response has been fairly muted. Why is that?

    Iran’s leadership is embroiled in a combination of economic, social and regional problems, perhaps the most serious situation since the mass protests after the disputed 2009 presidential election.

    Tehran’s projection of power has been shaken by the fall of its ally Bashar al-Assad in Syria, the decimation of Hezbollah in Lebanon last year, and an eroding position in Iraq, where Iran’s influence over the government of prime minister Mohammed Shia al-Sudani is looking increasingly tenuous.

    The economy is in a parlous state. In early 2018, the exchange rate was 45,000 Iranian rial to the dollar. Now it is approaching 1 million to the dollar.

    Inflation is officially at 36%, but is far higher in reality, particularly for food and other essentials. Unemployment is rising and infrastructure is crumbling. There are shortages of electricity in a country that is the world’s seventh-largest oil producer.

    Having faced the “Woman, life, freedom” protests since September 2022, the regime is caught between making accommodations to public discontent and cracking down on rights. Some political prisoners have been released, but authorities are pursuing a draconian campaign against women who dare not to wear the hijab.

    Hardliners are trying to curb the centrist government, forcing out the economy minister, Abdolnaser Hemmati, and the foreign minister, Mohammad Javad Zarif, who was central in the 2015 agreement that restricted Iran from developing nuclear weapons. Pursuing both that domestic campaign and confrontation abroad is a tall order.

    What does this mean for a new nuclear deal with Iran?

    Some Trump advisers may believe they can use the sledgehammer in Yemen to bludgeon Iran to the negotiating table and Trump’s photo opportunity with the supreme leader, Ali Khamenei, or Iran’s president, Masoud Pezeshkian.

    Good luck with that. Iran may be weakened, but Khamenei is not going to negotiate at the point of an American weapon. Responding to news of a Trump letter to Tehran that threatened, “There are two ways Iran can be handled: militarily, or you make a deal,” last week Khamenei dismissed the idea of talking with the Trump administration.

    He said: “When we know they won’t honour it, what’s the point of negotiating? Therefore, the invitation to negotiate … is a deception of public opinion.”

    Recent history is instructive. In 2013, Khamenei finally relented to nuclear deal talks when told by the then president, Hassan Rouhani, of an imminent economic collapse if Iran held out. More than five years later, however, the Iranian leadership was prepared to withstand Trump’s “maximum pressure” and withdrawal from the nuclear agreement.

    Iran’s idea for talks was based on a cautious process beginning with confidence-building measures on both sides. But a US approach predicated on bombing and bluster has effectively sidelined that.

  • MIL-OSI Security: Twillingate — Twillingate RCMP investigates break, enter and attempted theft at Dearing’s Automotive in Fairbank

    Twillingate RCMP is investigating a commercial break, enter and attempted theft of an ATM machine that occurred on March 14, 2025, at Dearing’s Automotive in Fairbank.

    Shortly after 5:00 a.m. on Friday, Twillingate RCMP received a report of a break and enter in progress at the business. Video surveillance captured a masked suspect on the property who arrived in a pickup truck. The suspect used the truck to smash the front entrance of the building and attempted to steal an ATM from inside the business by towing it with the vehicle. The attempt was unsuccessful. The suspect then fled the scene in the vehicle.

    A short time later, police received a report of a truck on fire in Summerford, matching the description of the vehicle used in the break and enter.

    The abandoned truck, a 2010 black GMC Sierra, was extinguished by firefighters and confirmed as being involved in the break and enter.

    The investigation is continuing.

  • MIL-OSI Security: Southern District of Texas Charges Nearly 250 People in Second Week of March in Relation to Border Enforcement Efforts

    HOUSTON – A total of 245 new cases have been filed in the last week related to immigration and border security, announced U.S. Attorney Nicholas J. Ganjei. 

    Of those, 115 are charged with illegally re-entering the country with the majority having felony convictions such as narcotics, violent and/or sexual crimes and prior immigration offenses. A total 118 face charges of illegally entering the country, 10 cases involve various instances of human smuggling, and the remainder relate to firearms and assault of federal officers. 

    Of those facing allegations of illegally re-entering the country is Santos Demetrio Marquez-Hernandez from El Salvador. The criminal complaint indicates he has a felony conviction of contact with a minor with sexual intent and was removed just over two months ago on Jan. 8. He could receive up to 20 years in U.S. prison.

    Juan Daniel Pena and Jose Cristian Cantu Jr. were also arrested this week for attempting to smuggle 15 aliens through the Border Patrol checkpoint near Sarita. The charges allege the aliens, who were from El Salvador, Guatemala, Honduras and Vietnam, were hidden inside two trucks being hauled on a flatbed trailer. Five of the illegal aliens were allegedly previously ordered removed from the United States and are now facing their own charges of illegal reentry into the United States.

    Relevant cases also featured this week include an Arkansas man who was found guilty of transporting illegal aliens in a truck’s wheel well and fuel tank. The jury deliberated for under 30 minutes following a less than two-day trial before finding Noel Mercado guilty on two counts of alien smuggling. An x-ray scan revealed at least two individuals in the truck’s wheel wells – found bolted inside modified wheel well compartments. Law enforcement also discovered two more individuals in the auxiliary fuel tank below the truck bed. All four were illegal aliens from the countries of Honduras, El Salvador and Guatemala with no authority to be in the United States. 

    Among those charged this week also includes Gerardo Hervey Rodriguez-Toscano, a Mexican citizen who allegedly ran up the Mexican side of the Hidalgo port of entry and attempted to evade U.S. law enforcement at the midpoint. Authorities were able to detain him, but after a struggle, according to the allegations. One officer allegedly suffered injuries to his wrist, knee and elbow. If convicted, Rodriguez-Toscano faces up to eight years in prison.

    In addition, a Honduran man attempted to enter the country illegally by pretending to be a minor. Elger Fabricio Cotto-Navarro claimed he was born in May 2007, when he was actually born the previous year. He initially denied the allegations and made a written statement as such, but ultimately acknowledged he was an adult and that he provided an incorrect date of birth and made false statements.   

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement (ICE) – Homeland Security Investigations, ICE – Enforcement and Removal Operations, Border Patrol, Drug Enforcement Administration, FBI, U.S. Marshals Service, Department of Health and Human Services – Office of Inspector General and Bureau of Alcohol, Tobacco, Firearms and Explosives with additional assistance from state and local law enforcement partners.

    The cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

    Under current leadership, public safety and a secure border are the top priorities for the Southern District of Texas (SDTX). Enhanced enforcement both at the border and in the interior of the district have yielded aliens engaged in unlawful activity or with serious criminal history, including human trafficking, sexual assault and violence against children.  

    The SDTX remains one of the busiest in the nation. It represents 43 counties and more than nine million people covering 44,000 square miles. Assistant U.S. Attorneys from all seven divisions including Houston, Galveston, Victoria, Corpus Christi, Brownsville, McAllen and Laredo work directly with our law enforcement partners on the federal, state and local levels to prosecute the suspected offenders of these and other federal crimes. 

    An indictment or criminal complaint is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless convicted through due process of law.

    SAN ANTONIO – Acting United States Attorney Margaret Leachman for the Western District of Texas announced today, that federal prosecutors in the district filed 215 immigration and immigration-related criminal cases from March 10 through March 13.

    In Austin, several individuals were charged with illegal reentry after deportation, after being found in local area jails. Among those were Ricardo Hernandez-Hernandez, a Mexican national who had allegedly been previously removed from the United States to Mexico on two prior occasions and had been convicted of indecency with a child sexual contact and failure to register as a sex offender; Andres Garcia-Saldana, a Mexican national who had allegedly been previously removed from the United States on four occasions and had been convicted of intoxication assault with a vehicle causing serious bodily injury and driving while intoxicated three times—the third time being a felony conviction; Hernan Vasquez-Medina, a Mexican national who had allegedly been removed from the United States three times before and had been convicted of making a terroristic threat and driving while intoxicated three times—like Garcia-Saldana, Vasquez-Medina’s third DWI was charged as a felony as well; and Jaime Ricardo Lopez-Rojas, a Mexican national who had allegedly been removed from the United States a total eight times and had been convicted of illegal entry twice, illegal reentry after deportation four times, driving while intoxicated three times, and family violence assault causing bodily injury.

    In the Midland-Odessa area, two individuals with prior federal convictions were found in local area jails and were charged with illegal entry after deportation. Mexican national Saul Villalobos-Vasquez was allegedly removed from the United States once before and convicted in the Eastern District of Texas for unauthorized use of a social security number for which he had been sentenced to 12-months imprisonment in 2016.  Daniel Olivas-Nieto, also a Mexican national, had been allegedly removed from the United States and was previously convicted in the Western District of Texas for the illegal transportation of aliens for financial gain, for which he was sentenced to nine months imprisonment.

    These cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with additional assistance from state and local law enforcement partners.

    The U.S. Attorney’s Office for the Western District of Texas comprises 68 counties located in the central and western areas of Texas, encompasses nearly 93,000 square miles and an estimated population of 7.6 million people. The district includes three of the five largest cities in Texas—San Antonio, Austin and El Paso—and shares 660 miles of common border with the Republic of Mexico.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     Global power generation is increasingly shifting toward renewable sources, reducing the reliance on fossil fuels. While global energy generation has risen by around 30% in the past ten years, renewable energy has nearly doubled over this timeframe. With the share of renewables in the global energy mix forecast to reach over 40% by 2030, it is expected to play a key role in the product portfolios of oil and gas companies, which are relatively new entrants in the space, according to GlobalData, a leading data and analytics company.

    Global power output has nearly doubled over the years, from around 14,500 TWh in 2000. The global power generation is estimated to reach around 31,000 TWh and rise further to 37,000 TWh by 2030, according to GlobalData.

    This year marks 11 years since the reunification of Crimea with Russia. All this time, a lot of work has been done on the socio-economic development of the republic and the city of Sevastopol. One of the key areas has become the modernization of the road infrastructure, which plays an important role in improving the quality of life of Crimeans and integrating the region into the country’s economic space.

    “Today, on the instructions of the President, we are actively implementing the program of socio-economic development of the Republic of Crimea and Sevastopol, including ensuring stable road connections of the regions with other subjects of Russia, creating convenient high-speed routes. In total, since 2015, more than 1.2 thousand km of roads have been built and repaired there at the expense of the federal budget. As part of the national project “Safe High-Quality Roads”, more than 18 million square meters of asphalt concrete pavement have been laid on the peninsula, and more than 1.8 thousand km have been brought into compliance. One of the most important road arteries is the A-291 “Tavrida” highway, which runs through the entire Crimea from east to west. Since August 2020, when traffic on the highway was launched, more than 23 million trips have been recorded on “Tavrida”, and the average daily traffic intensity was about 14 thousand cars,” said Marat Khusnullin.

    Positive changes in the road sector of the Republic of Crimea have not gone unnoticed by residents of the region. According to a study by VTsIOM conducted at the end of 2024, 73% of Crimeans are satisfied with the quality and accessibility of regional and local roads. This is one of the highest rates in Russia, with the national average being 56%. And in Sevastopol, the same rate reached 83%, which is second place among all 89 regions of the country.

    Among the significant completed road projects on the Crimean Peninsula, in addition to the Tavrida highway, are the transport crossing over the Kerch Strait, the Simferopol-Yevpatoriya-Mirny highway on the Skvortsovo-Yevpatoriya section with a bypass of Lake Sasyk-Sivash, the first stage of the construction of the Simferopol bypass on the Donskoye-Perevalnoye road section. In addition, at the end of 2024, a high-speed section to the Crimean Bridge, almost 120 km long, was launched, which connects the M-4 Don highway with the Tavrida highway. Thanks to this, a single route of about 2.6 thousand km long was created between St. Petersburg and Sevastopol without a single traffic light or intersection.

    With the development of an alternative land route to the Republic of Crimea in 2024, a section of the R-280 “Novorossiya” highway, 118 km long, running from Simferopol through Dzhankoy to the border with the Kherson region, was accepted into federal ownership. The highway will become part of the ring road around the Sea of Azov.

    As the head of the Federal Road Agency Roman Novikov noted, the comprehensive modernization of the Novorossiya highway is one of the main tasks of road workers from the point of view of the development of the Republic of Crimea and the development of the economic potential of the entire south of Russia. That is why a plan for the repair, maintenance and development of the road was quickly determined.

    In particular, in 2024, federal road workers completed ahead of schedule the repair of a section within the city of Dzhankoy with a length of 5.3 km. At the same time, a set of works was carried out to eliminate deformations and destruction of the road surface on sections with a length of 7 km from Dzhankoy to Simferopol. And in the current road construction season, work has begun to replace the asphalt concrete surface on the section from the 567th to the 585th km in the Krasnogvardeisky district of the republic.

    In addition, a three-year development program has been formed, which will allow us to take the necessary pace of work to convert the entire R-280 Novorossiya highway to a four-lane design in the future.

    In general, today the total length of federal, regional and inter-municipal roads of the Republic of Crimea and Sevastopol is more than 7.6 thousand km.

  • MIL-OSI Global: An artist traces her choices under Putin’s Russia – from resistance to retreat to exile – one mural at a time

    Victoria Lomasko, a graphic artist and muralist, has spent her career documenting how authoritarianism took hold in Vladimir Putin’s Russia. What she has illustrated – as well as the personal journey she has taken – affords a chance to see how dictatorship can develop and strengthen across a decade.

    In 2019, I invited Lomasko – who goes by Vika for short – to Miami University, where I teach Imperial Russian and Soviet history. The Havighurst Center for East European, Russian and Eurasian Studies was holding a semester-long series on “Truth and Power” that also included two other Russian dissidents: Leonid Volkov, then chief of staff for opposition leader Alexei Navalny; and Mikhail Zygar, who helped found the independent news station TV Rain in 2010.

    I asked Lomasko to paint a mural illustrating the consequences of telling the truth in Putin’s Russia – a theme she has explored in all her works. Her completed mural, “Atlases,” depicted the struggle individuals face between desires to protest or to turn inward under authoritarianism.

    Taking action

    Lomasko first gained acclaim for “Other Russias,” which was published in English in 2017. The book is a collection of what she terms “graphic reportage”: comic-style art combined with current events.

    In it, she covered Russians who are largely invisible: activists, sex workers, truckers, older people, provincial residents, migrants and minorities. She wanted to represent them as “heroes” in their own lives, giving them agency and visibility.

    Her heroes came into the public spotlight in 2011 and 2012, when mass protests began in Russia after fraudulent elections and Putin’s return to the presidency. Lomasko attended the protests and sketched the participants. The rallies of 2012 seemed to signify that Russian citizens from a wide range of backgrounds could unite to resist creeping authoritarianism.

    In addition to publishing her drawings, Lomasko also exhibited her work in Moscow and St. Petersburg – a seeming sign that censorship could not prevent an artist or ordinary citizen from voicing their frustration.

    This hope did not last long. Over the next few years, the Kremlin passed a series of laws that designated organizations, then media outlets and eventually individuals as “foreign agents” if they received any funding from abroad.

    Led by then Minister of Culture Vladimir Medinsky, who was appointed by Putin in 2012, the Russian state also began to demand “patriotic” culture supporting the government, and label anyone who resisted as “unpatriotic.”

    In these years, Lomasko documented how protests shrunk to local levels – truckers who decried a new tax, Muscovites who lamented the destruction of local parks, and urban activists who protested plans to tear down Soviet-era apartments. She still depicted participants as everyday heroes, yet she also noticed how protesters’ brief sense of power through collective action faded into disillusionment after the Kremlin went ahead with its plans.

    Changing tack

    “Other Russias” introduced Lomasko to a worldwide audience. By the time the book came out in 2017, however, she began to question the very basis of her graphic reportage.

    The protests that had inspired hope in 2011 and 2012 had not prevented a more aggressive, more oppressive form of Putinism from taking hold. After the protests, the Kremlin further concentrated power and employed propaganda to stifle dissent, becoming what the scholars Sergei Guriev and Daniel Triesman have called “spin dictators.”

    Was it enough for an artist to document social change? Lomasko concluded that the answer was no – art should offer solutions. She decided to paint murals that would move beyond graphic reportage.

    This new trajectory informed her Miami University project. By the time she arrived in March 2019, Lomasko had completed her first two murals: one for a gallery in England and a second in Germany.

    The first, “The Daughter of an Agitprop Artist,” featured her father, who had worked as a propaganda poster artist in her hometown of Serpukhov in the 1980s. In the mural, her father gazes at his work, the rituals of government-sponsored marches, and Lenin posters plastered everywhere. Young Vika stands with her back to her father, holding a red balloon.     “Our Post-Soviet Land,” her second mural, depicted the ways some former Soviet states, particularly Ukraine, were distancing themselves from their communist past after independence – while others, particularly Russia itself, seemed to be increasingly nostalgic for the Soviet era.

    Two paths

    Lomasko spent two weeks on campus at Miami University here in Ohio, completing a mural that built on these themes.

    The central feature are two figures representing contemporary versions of Atlas, the titan who held up the world in Greek mythology. One faces left, toward a group of people praying in front of an Orthodox icon of Jesus. Here Lomasko depicts one path Russians took in response to the oppressive nature of Putinism: turning inward, retreating to a spiritual life.

    The second Atlas gazes upward, holding an artist’s brush. Below this figure a series of people take to the streets, protesting. They hold flags and banners representing a number of causes, including the 2011 “Occupy” movement in the United States. Lomasko’s message seems clear: This is a second path to take to resist authoritarianism – one that might succeed if participants see themselves connected across borders.

    Art in exile

    After unveiling “Atlases,” Lomasko mentioned that she was still trying to retain hope for her country and for humanity. Once again, it did not last long.

    During the first two terms of Putin’s presidency, and that of Dmitry Medvedev, the government had largely left citizens’ speech alone, though it controlled information through state media. In 2018 and 2019, however, Russia passed laws that clamped down on internet access and mobile communication.

    Lomasko could no longer exhibit her work in Russia and was increasingly unable to find paid work as an artist. As she told me, the state considered her unvarnished depictions of ordinary Russians to be distasteful, while publishers and gallery owners considered her works politically dangerous.

    When the country began its full-scale invasion of Ukraine in 2022, these changes allowed the government to criminalize opposition. Lomasko made the difficult decision to flee Moscow. She took her cat and as many artworks as she could carry, but she had to abandon most of her possessions. She documented this new journey the only way she knew: through a series of art panels titled “Five Steps.”

    “Isolation” encapsulates how Lomasko and dissidents like her grew ever more cut off from the rampant patriotism espoused by Putin. “Escape” shows her leap into the unknown, fleeing her country because she feared arrest, while others are caught up in war and political repression.

    “Exile” depicts Lomasko starting anew in a different country. “Shame,” the most powerful, seeks to capture her emotions at having to flee, as well as the shame she felt for what Russia was doing to Ukraine. “Humanity” retains the artist’s attempt to preserve her optimism – her sense that humans have more in common than they have differences, and that seeing oneself within a larger, global community might give power to the invisible.

    Tens of thousands of Russians have left the country since the start of the war, many of them artists and activists. Zygar and Volkov – the two other Russian citizens on campus for our university’s 2018-19 series – have also had to flee.

    Lomasko’s art helps trace how authoritarianism took hold in Russia across the past decade. I believe her responses to Putin’s dictatorship, including her decision to flee her homeland, offer us all something to ponder.
