  • MIL-OSI China: Chinese university develops high-efficiency flexible tandem solar cells

    Scientists at China’s Westlake University have unveiled a breakthrough in solar technology: ultra-thin, flexible tandem solar cells that can achieve a record 23.4 percent power conversion efficiency.
    The cells, with a thickness comparable to the diameter of a human hair, combine perovskite and copper indium gallium selenide (CIGS) layers, offering promising applications in wearable devices, curved building surfaces, electric vehicles and aerospace, the Science and Technology Daily reported on Thursday.
    The research underscores China’s growing role in the realm of next-generation solar innovation.
    The team, led by Wang Rui from the School of Engineering and the Research Center for Industries of the Future, published their findings in Nature Photonics.
    Tandem solar cells overcome the efficiency limitations of traditional single-junction cells by incorporating complementary materials.
    Their design stacks two light-absorbing materials — perovskite and CIGS — like a “multi-layer cake,” as Wang described.
    “Each layer captures specific wavelengths of sunlight, enabling the cell to harvest more energy than single-layer alternatives,” he said, adding the final product comprises as many as 15 layers, each with stringent requirements regarding thickness and uniformity.
    Wang’s team started the development of the solar cells in 2022, but they faced a critical challenge: forming a smooth perovskite layer atop the CIGS surface.
    Initial attempts left the perovskite riddled with holes, crippling performance. In late 2023, researchers Tian Liuwen and Wang switched tactics, testing new perovskite deposition methods. After months of trials, they achieved a uniform layer — a milestone that propelled efficiency gains.
    The solar cells are expected to find applications in various fields including architecture, automotive, aerospace, and flexible wearable devices, Wang noted.
    The technology’s lightweight nature also reduces transportation and installation costs compared to conventional panels.

  • MIL-OSI China: China sees over 2.3B inter-regional trips during Spring Festival holiday

    During the eight-day Spring Festival holiday that ended on Tuesday, more than 2.3 billion passenger trips were made across all regions in China, official data showed Wednesday.
    The total included 96.26 million railway trips, 2.18 billion road trips, 9.41 million waterway trips, and 18.24 million air trips, according to data from the Ministry of Transport, the Civil Aviation Administration of China, and the China State Railway Group Co., Ltd., among others.
    The annual Spring Festival travel rush, known as chunyun in China, is set to break records this year. Between Jan. 14 and Feb. 22, an estimated 9 billion inter-regional passenger trips are expected. The Spring Festival, an occasion for family reunions, fell on Jan. 29 this year.
    In recent years, a notable trend during chunyun has been the surge in the use of new energy vehicles (NEVs), driven by the fast expansion of charging infrastructure and the Chinese people’s growing eco-friendly awareness.
    The State Grid Corporation of China has expected the charging volume for NEVs on the country’s highways to reach a record high during the Spring Festival holiday.

  • MIL-OSI China: Expert: US tariffs on Chinese goods blatant trade bullying

    The United States’ unilateral imposition of additional tariffs on Chinese goods is a blatant act of trade bullying, damaging bilateral trade and erodes the rules-based global trade system, according to a Chinese expert.

    Xu Xiujun, director of the Research Center for Sino-Foreign Studies at the Chinese Academy of Social Sciences and a professor at its International Political Economy Institute, voiced his concerns during an interview with China.org.cn on Wednesday. “The U.S. imposition of extra tariffs on Chinese goods severely disrupts normal bilateral trade and jeopardizes the sustainable development of China-U.S. ties,” he said. “The move violates World Trade Organization (WTO) rules and pushes the global trade order once again to the brink of chaos.”

    Following the U.S. imposition of a 10% additional tariff on Chinese imports on Feb. 4, citing the fentanyl issue, Beijing swiftly responded with a series of economic countermeasures the same day.

    The Customs Tariff Commission of the State Council announced that China will implement additional tariffs on select U.S. goods starting Feb. 10. These tariffs include a 15% levy on U.S. coal and liquefied natural gas, and a 10% increase on existing tariffs for crude oil, agricultural machinery, large-displacement automobiles and pickup trucks. 

    China’s State Administration for Market Regulation also announced an anti-monopoly investigation into Google, and the Ministry of Commerce (MOC) and the General Administration of Customs jointly declared export controls on certain items related to tungsten, tellurium, bismuth, molybdenum and indium, effective Tuesday.  

    The Chinese government has also filed a complaint with the WTO’s dispute settlement mechanism, as confirmed by an MOC spokesperson on Tuesday, to “safeguard China’s legitimate rights and interests.”

    “By taking the U.S. tariff measures to the WTO dispute settlement mechanism, the Chinese government has not only demonstrated its firm stance in safeguarding its own rights and interests, but also taken concrete action to uphold the international trade order based on WTO rules,” said Xu.

    At a press briefing on Wednesday, Chinese Foreign Ministry spokesperson Lin Jian said, “Applying pressure and issuing threats is not the right way to handle relations with China,” arguing that shifting the blame to other countries does not address the U.S. fentanyl crisis.

    “The real solution lies in reducing domestic drug demand and strengthening law enforcement cooperation,” Lin added. He also highlighted that China enforces some of the strictest drug control policies in the world.

    Xu highlighted China’s longstanding leadership in drug control, noting that China was the first country to officially schedule fentanyl-related substances as a distinct class back in 2019.

    “In contrast, due to lax regulatory oversight, the U.S. has been grappling with rampant drug abuse and widespread drug problems,” he said. Xu criticized the U.S. government for singling out unrelated Chinese products with unilateral tariffs — a tactic designed to conceal its own inability to effectively address domestic drug issues while protecting the interests of large pharmaceutical companies and their political allies.

    “This approach not only fails to address the challenges facing the U.S. but actually worsens its problems,” he added.

    Xu said that China will enhance cooperation with other WTO members, firmly opposes unilateralism and trade protectionism, and embraces genuine multilateralism.

    “China will work to promote stable and sustainable international economic and trade cooperation in line with the WTO’s core principles of fair competition, transparency and predictability,” he said.

  • MIL-OSI United Kingdom: Match Day Parking Zone to be introduced around Everton FC’s new stadium

    Liverpool City Council is to introduce a ‘Football Match Parking Zone’ around Everton FC’s new stadium, at Bramley-Moore Dock.

    A raft of new parking measures are to be implemented surrounding the 52,888 seater stadium, similar to what is already in place around Goodison Park and Anfield.

    More than 4,000 residents and 3,000 businesses are now being invited to apply for the relevant parking permits ahead of the zone going live under an Experimental Traffic Road Order (ETRO) to coincide with the historic first test game at the £500m venue later this month.

    The ETRO will run for up to 18 months and during that period will then be reviewed by the Council’s Transport and Highways team.

    Residents will be able to apply for a permit for each vehicle registered at their address, plus one visitor permit, for which there will be no fee. Businesses will be charged an annual fee of £50 per vehicle, up to a maximum of 10.

    The focus of the proposed parking zone covers the area within a 30-minute walk of Everton Stadium, which is serviced by the city’s historic “Dock Road”, and will encompass the surrounding Ten Streets district, into the city centre and up to Great Homer Street in Everton.

    The new parking zone requirements, which were subject to a public consultation in late 2022, includes:

    • New resident parking areas
    • New taxi ranks
    • New match day bus stands
    • New parking restrictions
    • New hours of operation for existing parking zones for the Great Homer Street area
    • New hours of operation for existing parking zones for the Ten Streets and Love Lane areas
    • New industrial parking zone south of Boundary Street
    • New industrial parking zone north of Boundary Street

    The overall aim of the new Parking Zone is to reduce congestion, improve air quality and safety to and from the stadium. The proposals have also been designed to complement the planned modernisation of parking across the city centre.

    The Council’s Transport and Highways team has already begun the process of installing new signage ahead of Everton’s first “test match” at the waterfront stadium, situated within Liverpool Waters, which will be held on Monday, 17 February.

    Scheduled to open for the 2025/26 season, Everton’s new home has already been picked as a venue for the UEFA European Championships in 2028 and will also be capable of hosting major non-footballing events.

    Liverpool City Council has invested more than £20m in the highways infrastructure around Bramley-Moore Dock, including a permanent segregated cycle lane running from the city centre up to Liverpool’s northern border at Bootle in Sefton, which passes right in front of the new stadium.

    The Council is also working with Sefton Council and the Liverpool City Region Combined Authority on a new town bid which which would see for than 10,000 new homes, with community infrastructure, from the city centre, around the new stadium, and north into Bootle and Walton.

    • The Liverpool City Region Combined Authority is also working with Merseyrail, Network Rail and Everton FC on the development of a new crowd management zone and an additional entrance at Sandhills station. The aim is to primarily support fans and event goers accessing public transport on their way to and from the new stadium.

    Councillor Dan Barrington, Liverpool City Council’s Cabinet Member for Transport and Connectivity, said: “Everton Stadium is going to be transformational especially for the surrounding Ten Streets district and the wider Kirkdale community.

    “As well as the economic benefit, the vast volume of people the stadium will attract – and how they arrive and depart – needs to be carefully managed.

    “The North Docks area has never had to cope with such large numbers of people in such concentrated time periods, but fortunately the city has the experience and knowledge thanks to Goodison Park and Anfield. By creating this new match day parking zone, we’ll be looking to adopt and incorporate those controls which so effectively move tens of thousands on a weekly basis.

    “Bramley-Moore Dock is also a unique location given its very close proximity to the city centre and the fact the surrounding transport infrastructure is well developed. There’s more to be done but all the partners are talking to make those improvements.

    “We’ll also be looking to encourage as many active travel options as possible for those attending the games or other events there, which is a win-win for everyone in terms of managing congestion and air quality and promoting healthy habits.

    “There’s lots of residents and businesses, as well as Everton fans, who will be affected by this new zone and thanks to their feedback we’ve been able to formulate a plan which accommodates their needs.”

  • MIL-OSI New Zealand: Man arrested in relation to Wainuiomata assault

    A man has been arrested following the assault in Wainuiomata last night, which left a man with serious injuries.

    The 23-year-old man has been charged with wounding with intent to cause grievous bodily harm, and is due to appear in Lower Hutt District Court tomorrow.

    The vehicle he was driving has been seized and will be forensically examined.

    Our enquiries have established that the incident occurred after an alleged road rage incident, which is believed to have occurred on Wainuiomata Road, between Rata Street and The Strand.

    Police are still looking to hear from anyone who may have information about this incident or those involved.

    In particular, we would like to speak to the occupants of a light-coloured Toyota Corolla, who may have recorded the incident on a phone, and the occupants of another vehicle who stopped and attempted to calm those involved in the incident.

    The alleged assault took place in a supermarket car park, with the store open at the time and shoppers about, so we are confident there are other people who witnessed what occurred and may be able to help our enquiries.

    Paris, February 6, 2025 – Capgemini has renewed its partnership with Peugeot Sport to continue developing the 9X8 Hypercar that is competing in the FIA World Endurance Championship (FIA WEC). While enhancing the Hypercar’s performance through data with artificial intelligence (AI) at the heart of the partnership, the two companies also aim to strengthen their collaboration on reducing Peugeot Sport’s carbon footprint.

    Over the past two years, Capgemini teams have built a powerful data engineering platform to analyze information from both real and simulated races, as well as the associated parameters (driver, circuit, race conditions, etc.). The AI model powering the virtual sensors is tailored, compiled, and embedded in the PEUGEOT 9X8’s onboard computer to enhance decision-making and adjust the Hypercar’s behavior in real-time. Racing engineers have also significantly reduced the time required for processing and analysis—tasks that previously took a full day can now be completed in just ten minutes.

    Enhancing Hypercar 9×8 performance with generative AI
    The next step involves leveraging generative AI to analyze temporal sensor data to identify anomalies during the extended durations of tests or races. Generative AI will also be used to capture and structure the exchanges and interactions between drivers and race engineers, which, in the endurance championship context, can last several hours. These new insights will then be correlated with race data to extract valuable information aimed at optimizing the Hypercar’s performance.

    Decarbonizing motorsport
    Since 2022, Capgemini has been supporting Peugeot Sport, and more broadly Stellantis Motorsport, in its comprehensive decarbonization initiative, offering a proven methodology at every step of this journey. The first stage involved calculating the carbon footprint of the entire motorsport ecosystem: from vehicles on the track to parts and team logistics, as well as the organization of sporting events. Subsequently, around 30 concrete actions were identified to reduce greenhouse gas emissions by 2030, with annual assessments and adjustments as needed. After several theoretical phases, practical implementation is now underway, with all action plans deployed.     Police and emergency services are at the scene of a serious crash at Beaufort in the state’s mid north.

    About 5.25pm on Thursday 6 February police were called to the Augusta Highway approximately 4km north of Beaufort after reports of a crash.

    The Augusta Highway is closed between Branch Hill Road and Pipeline Road.

    Please be patient with crews in the area.

    Any vehicle larger than a semi-trailer will not be able to access local diversions and will need to park up.

  • MIL-OSI New Zealand: Five people arrested following incident at Makara property

    Five people have been arrested following an incident at a property in Makara Road, Wellington today.

    Police were called to the residential address at 1.50pm, after a report of a person being threated with a firearm.

    The Armed Offenders Squad was deployed as a precaution and cordons were put in place on Makara Road.

    Three people were arrested as they left the property in a vehicle.

    Two other people who had fled the property on foot were subsequently located by Police nearby and arrested.

    Police are still working to establish exactly what took place at the property, but initial indications suggest those involved are known to each other.

    Nobody was injured during the incident and no charges have been laid at this time.

    Police would like to thank nearby residents on Makara Road for their patience and cooperation while cordons remained in place.

    Residents can expect to see a continued police presence this evening as we continue our enquiries at the Makara Road address.

    Africa must take bold steps to own its resources, create jobs and build industries that sustain prosperity for generations, African Export-Import Bank (Afreximbank) (www.Afreximbank.com) has told African leaders, policymakers, mining industry leaders and global partners at the African Mining Indaba 2025 in Cape Town, South Africa, on Sunday.

    In a keynote address at the ministerial symposium of the Indaba, Mr. Denys Denya, Senior Executive Vice President of the Afreximbank Group, argued that the continent was standing at a crossroads and could either continue exporting its wealth and remain a marginal player in the global economy or take the bold steps to own its resources.

    He noted that “While the global mining industry generated approximately US$1.7 trillion in revenue in 2023, Africa’s share of this wealth remains disproportionately low. Our continent extracts the raw materials that power the world’s industries, yet it is estimated that we retain as little as between four per cent and 20 per cent of the total value of our minerals due to minimal local processing and limited downstream development. The result? Lost economic opportunities, exposure to volatile commodity cycles and a persistent reliance on external markets for refined products derived from our own resources.” “The choice is ours. The time to act is now. Let us work together: governments, financial institutions, investors, and industry players to build an Africa where mining is not just about extraction but about transformation, innovation and wealth creation,” said Mr. Denya. “Africa has the resources, the market potential, and the policy frameworks to transition from a resource-dependent continent to an industrial powerhouse. However, success will depend on bold, decisive action from all stakeholders. Policymakers must implement clear, enforceable regulations that mandate local value addition and create investment-friendly environments. Private sector investors must step up with capital and technology to develop processing, refining, and manufacturing facilities.”

    Reversing this trend demanded bold, coordinated action, he argued. “We must move beyond extraction and invest in refining, smelting and advanced manufacturing. African nations must increase local processing capacity for minerals such as bauxite, lithium, cobalt and iron ore.”

    He added that regional collaboration was essential as no single country could build a mining value chain in isolation.

    Mr. Denya highlighted the importance of the African Continental Free Trade Area (AfCFTA) in developing intra-African mineral value chains and strengthening cross-border collaboration and said that attracting capital for mining-related infrastructure, technology transfer and skills development were critical.

    “Our mining policies must also prioritise environmental, social and governance standards, ensuring that mining benefits communities rather than displacing them,” he said, adding that the approach would create millions of skilled jobs for the youth and reduce reliance on volatile global markets while strengthening intra-African trade.

    Reiterating Afreximbank’s commitment to supporting Africa’s mining sector and ensuring that mineral wealth drove economic growth rather than perpetuate resource dependency, Mr. Denya announced that, over the past three years, the Bank had approved more than US$1 billion in support of mining and mineral sector projects across the continent, including financing the development and construction of a bauxite processing plant in Guinea, supporting the expansion of a manganese processing plant in Gabon and providing working capital financing to a diamond company in Botswana.

    Other major projects being supported by the Bank include a petrochemical fertilizer plant in Angola, a titanium dioxide pigment plant in South Africa and the feasibility study for the development of a limestone mine processing plant in Malawi, he added.

    Mr. Denya said that the establishment of the US$10-billion AfCFTA Adjustment Fund, managed by FEDA, Afreximbank’s impact investment subsidiary, would provide critical financial support to countries and businesses transitioning to the new trade regime, including those in the mining sector, and that the Bank’s efforts to harmonise standards and implement the Africa Collaborative Transit Guarantee Scheme would also facilitate seamless movement of minerals and mining equipment across borders, reducing logistical bottlenecks.

    Afreximbank was also leveraging digital platforms, such as the Africa Trade Gateway and the Pan-African Payment and Settlement System, to enable efficient transactions and market access, which would ensure that Africa’s vast mineral wealth was utilised to drive industrialisation, value addition and economic resilience across the continent, he added.

    Mr. Denya also noted that Afreximbank, in collaboration with development partners, was driving the development and expansion of industrial parks and special economic zones (SEZs) to address infrastructure challenges that hinder industrial growth.

    One of the most transformative initiatives under that pillar was the DRC/Zambia Electric Vehicle Battery Manufacturing Special Economic Zones – a project that positions Africa at the centre of the global energy transition by the implementation of battery precursor SEZs aimed at making the two countries globally competitive investment destinations for the battery electric vehicle value chain.

  • MIL-OSI New Zealand: EIT Tutors teach invaluable skills to remote islands of Tokelau | EIT Hawke’s Bay and Tairāwhiti

    Two EIT tutors have spent six weeks in Tokelau, teaching essential plumbing and automotive maintenance skills to support the remote island community. 

    The program, delivered by Stu Hannam and Chris Olsen last year, focused on equipping locals with the practical knowledge needed to maintain vital infrastructure and improve their quality of life.

    Over the course of their stay, the tutors taught 45 students, repaired 60 outboard motors, 15 cars, 5 motorbikes, 5 chainsaws, generators, and a jackhammer. They also worked on plumbing repairs for community buildings, the local hospital, houses, schools, and a hotel.

    The journey to Tokelau was an adventure in itself. After flying from New Zealand to Samoa on August 31, the pair boarded Mataliki, Tokelau’s ferry, for a 46-hour voyage across rough seas.

    They arrived at the atoll of Atafu on September 6, where they spent 16 days teaching, before moving to Nukunonu, the largest atoll, for another 18 days. 

    For Hannam, an automotive tutor, the trip was about addressing a critical need. “The people didn’t really know how to fix things themselves,” he said.

    “They fixed things only when they broke. I showed them how to service their outboards to make them safe at sea. It’s crucial because they rely on fishing for food and survival.” 

    Olsen, a plumbing tutor, emphasised the importance of water management in the islands.

    “Water is their lifeline. They don’t have natural groundwater, so everything is collected in tanks,” he explained. “We taught them how to fix leaks and install proper spouting to catch rainwater. A lot of the work involved tweaking their existing knowledge and showing them how to do things properly.” 

    The impact of their training extended beyond individual skills. On Nukunonu, the Taupulea (Council of Elders) decided to establish a dedicated plumbing team from Olsen’s graduates.

    “It was awesome to see the community so happy about the knowledge their people gained.” 

    The tutors fully immersed themselves in Tokelauan culture, participating in activities such as church services, a dance competition, and cricket matches.

    “The singing in church was amazing,” Olsen recalled. “And, yes, we got roped into dancing, which was a lot of fun.” 

    For both tutors, the experience was profoundly rewarding.

    “It really reinforced how we, as educators, can make a huge difference in remote communities,” Olsen said.

    Hannam agreed, noting how appreciative the Tokelauan people were. “They’ve told me their motors are running better than ever, and they feel safer going out to fish.” 

    Their time on Nukunonu concluded with a ceremony attended by the Ulu-o-Tokelau (Head of Government), Alapati Tavite, who praised the success of the program. 

    While no official plans to return have been confirmed, both tutors hope this is just the beginning.

    “There’s still a third atoll we didn’t get to because of time constraints,” Olsen said. “If given the chance, we’d love to continue this work.” 

    Andrew McCrory, Assistant Head School of Trades and Technology, said teaching these valuable Plumbing and Automotive Skills was a huge success for EIT and the Tokelauan Communities. 

    “Student engagement and embracing the community is important in these situations, and full credit must go to Chris and Stu for taking time away from their families to make this happen. They have both laid the groundwork for more tertiary education in Tokelau.”

    GROUP CEO’S COMMENT

    2024 was a landmark year strategically for Sampo as well as an excellent year when it comes to operational progress. We delivered solid underwriting profit growth of 13 per cent, significantly supported by strong performance in the UK, and we acquired the minority interest in Topdanmark, completing our journey to an integrated P&C insurance group. We enter 2025 in excellent shape, following strong growth in the fourth quarter and with an attractive pipeline of opportunities to capitalise on our digital capabilities and the synergy potential in integrating Topdanmark.

    Top-line growth continued to be excellent in the fourth quarter, on the back of long-term investments made into our capabilities and rational market conditions. Private stands out with 8 per cent currency adjusted GWP growth in the quarter, or 10 per cent if we exclude the Swedish mobility business adversely affected by low new car sales. This growth comes partly from investments into personal insurance and property, which grew by 14 per cent and 7 per cent in the quarter, respectively. However, supportive conditions in Norway and Denmark also provide a tail wind with a notable acceleration in GWP growth in Topdanmark to 11 per cent in the quarter. Private retention remains high and stable at 89 per cent, reflecting both high customer satisfaction and rational Nordic markets. To complete the picture on Private, I am pleased to be able to report that we have recently renewed two of the largest motor insurance distribution agreements in the Nordic markets, thereby confirming our strong leadership position in the region.

    In the UK, we added 84,000 policies in the quarter with growth in new products, such as telematics, bike, van, and home insurance, partly offset by a disciplined approach to the broader motor product as market pricing ticked down. Overall, 2024 was an outstanding year for Hastings with underwriting profit growth of 49 per cent, accounting for almost half the 13 per cent increase at Group level.

    In corporate lines, I want to focus on the 1 January 2025 renewals, which account for around 40–45 per cent of the business. Commercial achieved high-single digit rate increases, backed by particularly strong development in Norway, while retention remained high. In Industrial, a largely supportive market enabled rate increases above plan, and we took the opportunity to continue to reduce our exposure to the largest property risks. Our main reinsurance programmes were renewed successfully on 1 January, with net retention unchanged at SEK 300 million (circa EUR 25 million) per event and individual property risk.

    The de-risking action taken in Industrial and our discipline in UK motor illustrates our underwriting culture and commitment to high and stable margins. The fourth quarter once again saw strong and consistent development in underlying margins, as well as yet another improvement in the Nordic cost ratio putting us ahead of the ambition for 2024. The integration of Topdanmark into If P&C provides an opportunity to accelerate Nordic productivity improvements over the coming years.

    Turning to capital management, the Board of Directors is proposing a dividend of EUR 1.70 per share for 2024, or EUR 0.34 per share adjusting for the upcoming share split, representing growth of 6 per cent, as we prioritise reliability and a steady trajectory. In addition, I expect that we will launch new buyback programme in 2025, with a new mandate from our Annual General Meeting, funded by capital generated in 2024 and potential disposals of legacy holding company investments. Our commitment to disciplined capital management is unwavering and we will regularly seek to complement dividends with share buybacks.

    To conclude, we look to 2025 with great confidence. We have completed our strategic simplification, further rapidly developed our digital abilities and seen strong momentum in the 1 January renewals. Based on this, we have set an outlook for underwriting profit of EUR 1,350–1,450 million for 2025, reflecting our expectation to be able to deliver on our operating EPS growth target of more than 7 per cent per annum on average in 2024–2026.

    Operating environment and assumptions

    The acquisition of Topdanmark in 2024 completed Sampo’s transition into a fully integrated P&C insurance group. Sampo has an attractive operational footprint as the leader in the consolidated Nordic P&C insurance market and a leading operator in the growing digital UK P&C insurance market, positioning the Group to deliver both stability and growth.

    Competitive dynamics remain rational across the Group’s areas of operation going into 2025, while demand for P&C insurance is stable despite limited economic growth. Sampo expects claims cost to continue to grow above the long-term trend over the year, driven by factors including rising repair costs for new cars and continued wage and service inflation. At Group level, underlying claims cost is expected to see a mid-single digit per cent increase in 2025, and the Group remains firmly committed to conservatively reflecting this in its pricing.

    The strategic and operational investments made by Sampo over recent years have substantially strengthened its competitive position. The Group has unique digital capabilities across distribution, pricing, underwriting, and claims handling that enable it to deliver superior service and efficiency. Further, the integration of Topdanmark into the Group is expected to enable financial benefits through the delivery of scale benefits and synergies.

    Outlook for 2025

    The outlook for Sampo Group’s 2025 financial performance is:

    • Group insurance revenue: EUR 8.7–9.0 billion, representing growth of 4–7 per cent year-on-year.

    • Group underwriting result: EUR 1,350–1,450 million, representing growth of 3–10 per cent year-on-year.

    The outlook for 2025 is consistent with Sampo’s 2024–2026 financial targets of delivering a combined ratio below 85 per cent and operating EPS growth of more than 7 per cent annually on average.

    The outlook is subject to uncertainty related to occurrence and estimation of the cost of P&C claims, investment performance, foreign exchange rates, and competitive dynamics. Revenue forecasts, in particular, are subject to competitive conditions, which may change rapidly in some areas, such as the UK motor insurance market. The revenue and underwriting profit figures in the outlook are based on 31 December 2024 currency exchange rates.


    FOURTH QUARTER 2024 IN BRIEF

    Strong top-line growth, notably in Private, and positive margin development drove 28 per cent growth in underwriting profits.

    Gross written premiums and brokerage income increased by 18 per cent on a currency-adjusted basis and 19 per cent on a reported basis to EUR 2,212 million (1,864) in October-December 2024. The growth was positively affected by Topdanmark’s acquisition of Oona Health as well as a change of inception date for a small group of large industrial contracts from the third quarter to the fourth quarter. Excluding these, the currency adjusted top-line growth was 10 per cent.

    Fourth quarter winter weather was fairly normal with claims damage caused mainly by localised events, whereas the prior year was affected by an early start to the winter in the Nordics. In total, severe weather and large claims had 2.3 percentage points negative effect on the Group combined ratio, down from 4.5 percentage points in the comparison period. The Group underlying combined ratio improved by 1.4 percentage points, driven by solid performance across business areas with If reporting an undiscounted adjusted risk ratio improvement of 0.3 percentage points year-on-year. The Group combined ratio improved to 83.4 per cent (85.5). The underwriting result increased by 28 per cent on a currency adjusted basis and on a reported basis to EUR 361 million (281) on strong growth.  

    The net financial result decreased to EUR 62 million (175) driven by lower investment income. Fourth quarter net investment income of EUR 70 million (517) was affected by a rise in interest rates and soft Nordic equity market performance, while the comparison period benefited from exceptionally favourable conditions. IFIE amounted to EUR -7 million (-342), supported by a positive effect of EUR 43 million from changes in discount rates, whereas the comparison period saw a negative effect of EUR -271 million. Unwind of discounting stood at EUR -54 million (-81).

    Profit before taxes was EUR 219 million (368). This includes non-recurring costs of around EUR 150 million related to the Topdanmark integration reserved for the fourth quarter, without which quarterly profit before taxes would have been EUR 369 million. Of the restructuring charge, EUR 76 million was booked in the If segment and EUR 73 million in the Topdanmark segment. Operating EPS came in at EUR 0.65 (0.42) on the back of higher underwriting result and stable investment returns.

  • MIL-Evening Report: It’s official: Australia’s ocean surface was the hottest on record in 2024

    Australia’s sea surface temperatures were the warmest on record last year, according to a snapshot of the nation’s climate which underscores the perilous state of the world’s oceans.

    The Bureau of Meteorology on Thursday released its annual climate statement for 2024 – the official record of temperature, rainfall, water resources, oceans, atmosphere and notable weather.

    Among its many alarming findings were that sea surface temperatures were hotter than ever around the continent last year: a whopping 0.89°C above average.

    Oceans cover more than 70% of Earth’s surface, and their warming is gravely concerning. It causes sea levels to rise, coral to bleach and Earth’s ice sheets to melt faster. Hotter oceans also makes weather on land more extreme and damages the marine life which underpins vital ocean ecosystems.

    What the snapshot showed

    Australia’s climate varies from year to year. That’s due to natural phenomena such as the El Niño and La Niña climate drivers, as well as human-induced climate change.

    The bureau confirmed 2024 was Australia’s second-warmest year since national records began in 1910. The national annual average temperature was 1.46°C warmer than the long-term average (1961–90). Heatwaves struck large parts of Australia early in the year, and from September to December.

    Average rainfall in Australia was 596 millimetres, 28% above the 30-year average, making last year the eighth-wettest since records began.

    And annual sea surface temperatures for the Australian region were the warmest on record. Global sea surface temperatures in 2024 were also the warmest on record.

    According to the bureau, Antarctic sea-ice extent was far below average, or close to record-lows, for much of the year but returned to average in December.

    What caused the hot oceans?

    It’s too early to officially attribute the ocean warming to climate change. But we do know greenhouse gas emissions are heating the Earth’s atmosphere, and oceans absorb 90% of this heat.

    So we can expect human-induced climate change played a big role in warming the oceans last year. But shorter-term forces are at play, too.

    The rare triple-dip La Niña Australia experienced from 2020 to 2023 brought cooler water from deep in the ocean up to the surface. It was like turning on the ocean’s air-conditioner.

    But that pattern ended and Australia entered an El Niño in September 2023. It lasted about seven months, when the oscillation between El Niño and La Niña entered a neutral phase.

    The absence of a La Niña meant cool water was no longer being churned up from the deep. Once that masking effect disappeared, the long-term warming trend of the oceans became apparent once more.

    Water can store a lot more heat than air. In fact, just the top few metres of the ocean store as much heat as Earth’s entire atmosphere. Oceans take a long time to heat up and a long time to cool.

    Heat at the ocean’s surface eventually gets pushed deeper into the water column and spreads across Earth’s surface in currents. The below chart shows how the world’s oceans have heated over the past 70 years.

    Why should we care about ocean warming?

    Rapid warming of Earth’s oceans is setting off a raft of worrying changes.

    It can lead to less nutrients in surface waters, which in turn leads to fewer fish. Warmer water can also cause species to move elsewhere. This threatens the food security and livelihoods of millions of people around the world.

    Just last week, it was reported that tens of thousands of fish died off northwestern Australia due to a large and prolonged marine heatwave.

    Warm water causes coral bleaching, as experienced on the Great Barrier Reef in recent decades. It also makes oceans more acidic, reducing the amount of calcium carbonate available for organisms to build shells and skeletons.

    Warming oceans trigger sea level rise – both due to melt water from glaciers and ice sheets, and the fact seawater expands as it warms.

    Hotter oceans are also linked to weather extremes, such as more intense cyclones and heavier rainfall. It’s likely the high annual rainfall Australia experienced in 2024 was in part due to warmer ocean temperatures.

    What now?

    As long as humans keep burning fossil fuels and pumping greenhouse gases into the atmosphere, the oceans will keep warming.

    Unfortunately, the world is not doing a good job of shifting its emissions trajectory. As the bureau pointed out in its statement, concentrations of all major long-lived greenhouse gases in the atmosphere increased last year, including carbon dioxide and methane.

    Prolonged ocean warming is driving changes in weather patterns and more frequent and intense marine heatwaves. This threatens ecosystems and human livelihoods. To protect our oceans and our way of life, we must transition to clean energy sources and cut carbon emissions.

    At the same time, we must urgently expand ocean observing below the ocean’s surface, especially in under-studied regions, to establish crucial baseline data for measuring climate change impacts.

    The time to act is now: to reduce emissions, support ocean research and help safeguard the future of our blue planet.

    The latest business environment improvement action plan released in Shanghai on Wednesday will help the city better address market entities’ needs and inject more vitality into the city’s economic growth, said officials and market experts.

    Their comments were made on Wednesday when the Shanghai municipal government held the business environment improvement work conference for the eighth consecutive year. The latest action plan, which is now in its eighth edition, was released during the conference.

    The plan aims to enhance the sense of gain among enterprises by coming up with 58 detailed measures which are more substantial and down-to-earth, according to Lu Aiguo, head of the business environment construction division at the Shanghai Municipal Development and Reform Commission.

    One focus of the new plan is deepening the reform by aligning with the standards specified in World Bank’s Business Ready evaluation system, said Lu. Ten related reform measures have been rolled out, covering market entry, operational venues, infrastructure, utilities, international trade and market competition, among others.

    As to international trade, Shanghai will expand the benefit scope for controlled and inspected high-tech goods. The import pilot program for research and development as well as testing items should be further optimized. Customs clearance facilitation services will be improved by better implementing reform measures such as multi-modal transport and the application of electronic certificates, according to the new action plan.

    Another 24 measures have been included in action plan 8.0 to optimize the all-round services rendered to companies. On the one hand, more innovative financing products should be introduced, providing continued financing support to small and medium-sized enterprises.

    On the other, more efforts should be made to facilitate the outbound reaches of domestic companies while further opening up the local market. Professional service providers will be supported to set up branches in the markets involved in the Belt and Road Initiative.

    Meanwhile, visas as well as entry and exit services for foreign talent will be more convenient. More foreign-invested projects should be introduced in the city and major foreign-invested projects should be settled at a faster pace, according to the new action plan.

    Japanese carmaker Toyota announced on Wednesday that it has entered into an agreement with the Shanghai government to establish a new wholly-owned company in Jinshan district of Shanghai for the development and production of Lexus electric vehicles and batteries.

    The advanced and mature industrial chains, logistics networks, talent supply and market size in Shanghai and the neighboring cities are the major reasons to land this new project, according to Toyota.

    To improve services provided to companies, efforts will be made to promulgate a negative list for cross-border data flow within the China (Shanghai) Pilot Free Trade Zone, according to the new action plan.

    Companies will be better guided to conduct data export activities in accordance with laws and regulations. This is conducive to companies’ international competitiveness, said Huang Lina, an official from the internet security division at Shanghai Cyberspace Administration.

    The new action plan also includes 14 measures to optimize supervision over companies.

    According to Wu Beibei, deputy director of the laws and regulations division at Shanghai Administration for Market Regulation, the targets, frequency and content of on-site inspections will be reduced to lower the impact on companies. The goal is to lower the number of planned administrative on-site inspections in the next two to three years, she said.

    The crash involved a vehicle and a pedestrian and was reported at about 11:15am.

    Sadly, the pedestrian died at the scene.

    The road has since reopened.

    Enquiries to determine the circumstances of the crash are ongoing.

    Air taxis, “autonomous autos” and reusable rockets are just some of the future transport solutions that inventors all over the world are striving to make a reality, while patents for combustion engines are “flatlining”, the UN intellectual property agency (WIPO) said on Thursday.

    Latest information gleaned from patent filings featuring in WIPO’s Technology Trends report on the Future of Transportation, offers a tempting glimpse of a not-so distant and enticing future where there’s less traffic pollution, fewer snarl-ups and air travel to the other side of the world – made possible in just a few hours.

    Analysis of patents shows that inventors are working hard to ensure that how we get around tomorrow is cleaner and better than today,” maintained WIPO, which said that patent filings for future transportation solutions have grown by 700 per cent over the last two decades, from 15,000 inventions in 2003 to 120,000 in 2023.

    Autonomous ships and smart ports are revolutionizing transportation at sea; electric vehicles, high-speed trains and smart traffic management systems are driving change on land,” WIPO insisted.

    “Vertical take-off and landing aircraft are offering new ways to travel by air, while reusable rockets and satellite technology are pushing what is possible beyond the earth’s atmosphere.”

    Driving this trend is the recognition that transportation accounts for more than one-third of CO2 emissions globally, which has encouraged the development of sustainable technologies that reduce the environmental impact of transportation.

    These include the adoption of electrified propulsion, the shift to renewable energy sources and the promotion of public and shared transport options.

    Digitalization is also revolutionizing the transportation sector, WIPO insists, pointing to the rise of autonomous driving, “which is projected to generate from $300 billion to $400 billion in revenue by 2035”.

    Patently true

    According to the Geneva-based UN agency, intellectual property supports this kind of groundbreaking innovation – such as wireless charging for electric vehicles – by encouraging investment in research and development.

    Competition is fierce as firms jostle for access to rare earth minerals, while AI is also taking centre stage, WIPO says.

    “The report also shows flatlining growth in patenting activity for legacy products like the internal combustion engine and other fossil fuel-based systems” such as catalytic converters, the UN agency noted.

    Its data indicated that more than 1.1 million inventions have reshaped transportation since 2000, introducing the prospect of sustainable alternatives to fossil fuel-based systems such as renewable energy cells, air taxis and self-piloting cargo ships.

    In the driver’s seat of this travel transformation are China, Japan, the US, South Korea and Germany, which represent the world’s top inventors. Land transportation patents dominate global filings, at 3.5 times more than for air, sea and space combined. The US, meanwhile, has filed the most international patents.

    The largest area of growth in patenting is related to sustainable propulsion – such as batteries for electric vehicles or hydrogen fuel cells – which represent efforts to ensure that people and goods are moved around in a “cleaner, more climate-friendly fashion”.

    Experts with an eye on imaginative transport solutions for the future say that AI is also poised to play a key role. They point to the rise of autonomous driving, although infrastructure has not adapted swiftly enough for such vehicles to take over, the WIPO report notes.

    Drone dilemma

    The scarcity of minerals, meanwhile, will determine whether the world can massively adopt electric cars – vehicles that report co-author Christopher Harrison says may not be miracle solutions for private owners.

    “Having these rare and limited raw earth minerals in an electric vehicle for personal use that’s been utilized only a few per cent of the day is not an effective use of those tools,” he told journalists.

    In the air sector, drones will continue their sky-high ascension.

    I would not like to look up at a sky full of drones delivering pizzas or a pair of gloves to my house and causing visual and noise pollution,” said Robert Garbett, the founder of Drone Major Group, cited in the WIPO report.

    “If a delivery is to a remote location that is really hard to get to, people will be more likely to accept it as a beneficial solution,” he added, citing emergency medicine as an example.

    According to WIPO, transport patent growth in China has been strong given its recent dominance of the electric vehicle market. But other countries have also contributed with strong patent filings activity including Sweden, Italy, India and Canada.

    During the eight-day Spring Festival holiday that ended on Tuesday, more than 2.3 billion passenger trips were made across all regions in China, official data showed Wednesday.
    The total included 96.26 million railway trips, 2.18 billion road trips, 9.41 million waterway trips, and 18.24 million air trips, according to data from the Ministry of Transport, the Civil Aviation Administration of China, and the China State Railway Group Co., Ltd., among others.
    The annual Spring Festival travel rush, known as chunyun in China, is set to break records this year. Between Jan. 14 and Feb. 22, an estimated 9 billion inter-regional passenger trips are expected. The Spring Festival, an occasion for family reunions, fell on Jan. 29 this year.
    In recent years, a notable trend during chunyun has been the surge in the use of new energy vehicles (NEVs), driven by the fast expansion of charging infrastructure and the Chinese people’s growing eco-friendly awareness.
    The State Grid Corporation of China has expected the charging volume for NEVs on the country’s highways to reach a record high during the Spring Festival holiday.

  • MIL-OSI China: China likely to achieve 5% growth this year

    China is expected to maintain its annual economic growth target at around 5 percent for 2025, the same as last year’s goal, in a bid to shore up market expectations in the face of tepid domestic demand and rising trade protectionism, analysts and executives said.

    The world’s second-largest economy has vowed to enhance countercyclical adjustments, including a more proactive fiscal policy and a moderately loose monetary policy, and provide a strong underpinning for achieving its annual goals, they added.

    Though China’s GDP target will only be officially disclosed during the National People’s Congress session in March, the anticipation for the unchanged growth target comes as China’s major economic hubs — like Beijing and Shanghai as well as the provinces of Guangdong and Zhejiang — have announced GDP growth goals in the vicinity of 5 percent for the year.

    Aside from Qinghai’s relatively lower target of around 4.5 percent, most other provincial-level regions have also set their growth goals at around 5 percent or slightly above 5 percent.

    Notably, the Xizang autonomous region has set the most ambitious growth objective, targeting over 7 percent with an aim to reach 8 percent. Chongqing, along with the provinces of Hainan and Hubei as well as the Xinjiang Uygur autonomous region and the Inner Mongolia autonomous region, have set their growth goals at around 6 percent for this year.

    “The country is expected to aim for a GDP expansion of around 5 percent, as China is committed to achieving the goal of doubling per capita GDP by 2035, which requires an implied growth rate of no less than 4.6 percent,” said Zhang Ming, deputy director of the Institute of Finance and Banking, which is part of the Chinese Academy of Social Sciences.

    The growth target will also help boost confidence and expectations in the current context of relatively subdued sentiment and provides a framework for policymakers to coordinate resources, Zhang said.

    Moreover, based on data from 2020 to 2024, every 1 percentage point increase in GDP has the potential to create around 2.61 million new urban jobs. A growth rate of around 5 percent could generate over 13 million new jobs, which would significantly alleviate employment pressure, said China Minsheng Bank.

    Through ramping up the intensity of countercyclical adjustments, China can harness its underlying growth potential to meet its 5 percent GDP growth target for 2025, even in the face of potential economic headwinds, said Wen Bin, chief economist at China Minsheng Bank.

    “With external demand likely to face trade barriers tipped by certain economies, China will need to direct its efforts toward unlocking the potential of domestic consumption as the main engine of economic growth,” Wen said.

    China’s consumer goods trade-in programs, which have driven a more than 1 percentage point increase in the annual growth of the country’s total retail sales last year, are set to cover a broader range of consumer goods and offer even more attractive incentives in 2025.

    “China is likely to double the funding for its consumer goods trade-in initiatives this year to 300 billion yuan ($41 billion),” said Wang Qing, chief macroeconomic analyst at Golden Credit Rating International.

    This significant increase in funding is expected to drive a substantial boost in consumption, with Wang forecasting an additional 750 billion yuan in spending in 2025, equivalent to a 1.5 percentage point acceleration in the growth rate of the total retail sales of consumer goods.

    China’s economic growth is poised to outshine the global average this year, underpinned by the dynamism of its innovation-driven private sector and the rapid expansion of future-oriented industries, said Ernesto Torres Cantu, head of international at Citi.

    This dynamism in the private sphere is a key factor behind China’s robust economic performance and the positive sentiment surrounding Chinese companies, he said.

    Meanwhile, such future-oriented industries as artificial intelligence, electric vehicles, green energy and humanoid robots will keep driving the country’s growth forward for years to come, with their impact also being felt worldwide, he added.

    SECRETARY OF DEFENSE PETE HEGSETH: Well, Mr. Prime Minister, it’s great to see you. It was a pleasure to see you last night in the White House as well, and it is the truth that we have no greater ally than the state of Israel. We are honored to stand alongside you, stare down many of the same threats that you do. And under President Trump’s leadership, just like you, we are totally committed to achieving peace through strength through standing with Israel on our side, putting America first and never backing down from anything. That it has been and will continue to be an unbreakable bond between our countries.

    As you know, I’ve had a chance to visit Israel eight or nine times. Spent time with you at the Western Wall. Watched the IDF in action, visited terror tunnels. Understand the proximity, whether it’s the Golan Heights or Hezbollah or the Gaza Strip, the threat that Israeli citizens have been under. And it always struck me, the sense of purpose that permeates the state of Israel living under an existential threat. And have always had a great deal of respect for the response that country has had.

    And now destroying Hamas’s capabilities in Gaza, Hezbollah’s capabilities in the north, damaging the Houthi infrastructure in Yemen and things that are of great importance to America. Those are all of great importance to us, but in September of 2024, killing the man responsible for the 1983 bombing of the Marine Corps compound in Beirut, killing 241 Americans. You have a long memory. We have a long memory and may our relationship continue to endure.

    We’re going to continue to grow our defense industrial base. We’ve supplied munitions that were previously not supplied that are useful in eradicating radical enemies. And we are committed to continuing to do so. So, I hope you’ve noticed here at the Defense Department under President Trump, we are laser focused on reviving the warrior ethos, on rebuilding America’s military, and reestablishing deterrence, which is something you, Prime Minister, have done in your neighborhood in impressive, aggressive and important ways.

    So, it’s an honor to welcome you to the Pentagon on behalf of the Department of Defense. Thank you for spending the afternoon with us, sir.

    PRIME MINISTER BENJAMIN NETANYAHU: Well, thank you, Mr. Secretary.     It’s an ally that perhaps is different from any of your allies because we have no compunction about fighting our enemies by ourselves. We’re willing to shoulder the burden of our defense. But by confronting the forces of radicalism and terror and the forces that are anti-American at their core, they call you the Great Satan and they call us the small Satan. We just stand in their way, but you are their great enemy.

    By confronting these various enemies, we are not only defeating those who wish to attack us, but those who wish to attack you as well. And therefore, our victory is your victory, and we are well ahead and well advanced in the pursuit of our war goals that will give security and peace. And that’s the only way you get it in our region and perhaps in many other regions. The only way you get peace and an enduring peace is by being very, very strong.

    And with our alliance with your support, including the decision you just mentioned of supplying Israel the much-needed tools for our defense, we are a lot stronger than we’ve ever been.     Q: How do you feel about American involvement in Gaza considering your views and worldview?

    SECRETARY HEGSETH: I would just say to the question of Gaza; the definition of insanity is attempting to do the same thing over and over and over again. And as the president and prime minister pointed out last night, the president is willing to think outside the box, look for new and unique dynamic ways to solve problems that have felt like they’re intractable.

    So, we look forward to more conversations about that, creative solutions to that. And as the man tasked with leading the Defense Department here, we’re prepared to look at all options as we’ve said.

    Q: Including directly with [crosstalk]?

    Q: [Crosstalk] to Gaza, Mr. Secretary? Do you have a plan to send troops to Gaza?

    Q: Are you working on options for the president right now that would involve US troops in Gaza?

    SECRETARY HEGSETH: The president is involved in very complex and high-level negotiations of great consequence to both the United States and the state of Israel. And we look forward to working with our allies, our counterparts, both diplomatically and militarily

    Cantwell Votes NO On Advancing Trump’s Pick to Lead Commerce Department

    Lutnick supports Trump’s tariffs & waffled on his commitment to allocate chips funding & preserve NOAA; In WA state, every 2 in 5 jobs are tied to trade

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Finance Committee, voted against advancing Howard Lutnick, President Trump’s nominee to be Secretary of the Department of Commerce, to the full Senate for consideration.

    In a committee markup today, Sen. Cantwell expressed her concerns with Lutnick’s support for President Trump’s proposed tariffs. She also pointed to Lutnick’s failure to commit to fully allocating the funds approved by Congress under the Cantwell-led CHIPS & Science Act, as well as his waffling on whether he’d protect NOAA – including NOAA’s crucial missions and functions, and the workforce delivering those services to the American people.

    Sen. Cantwell had previously questioned Lutnick on these topics in a committee hearing last week – video of that hearing is HERE.

    ON TRADE & TARIFFS

    “Tariffs and trade wars are a major problem for my state, where two out of every five jobs are tied to trade-related industries,” Sen. Cantwell said in today’s committee meeting. “The Commerce [nominee] has said he’s advocating for the president’s policy [that] would cost my constituents $5 billion or more. We need a secretary that understands that these products and these issues need coalition building, not throwing down gauntlets that will lose jobs for my farmers.”

    Yesterday, Sen. Cantwell delivered a speech on the Senate floor calling for the United States to repudiate the trade philosophy of Trump — whose proposed 25% tariffs on goods from Canada and Mexico and 10% tariff on goods from China would spark a trade war, drive up costs for American consumers, harm domestic businesses across hundreds of industries, and compromise the United States’ global leadership in the free trade ecosystem.     In Washington state, two out of every five jobs are tied to trade and related industries. In 2023, the state imported $19.9 billion of goods from Canada – primarily oil, gas, lumber, and electrical power — making our northern neighbors Washington state’s largest trade partner. Also in 2023, the state imported $1.7 billion in goods from Mexico, including motor vehicles, vehicle parts, and household appliances.     ON CHIPS & SCIENCE FUNDING

    “Over the last four years, there has been much investment in infrastructure [for] manufacturing that this committee has supported. Semiconductor expansion — $450 billion right here in the United States, thanks to the CHIPS & Science Act — and Mr. Lutnick, in various answers to various members of the committee, did not give a full commitment to making sure this money continues to go out the door,” Sen. Cantwell said in today’s committee meeting.

    Sen. Cantwell was the main architect and key negotiator of the CHIPS & Science Act. In her position as Commerce chair, she was instrumental in securing the science R&D funding authorizations in the 11th hour of negotiations. A key component of the legislation is the Regional Technology and Innovation Hubs (Tech Hubs) program that was authored by Sen. Cantwell to strengthen U.S. economic and national security with investments in regions across the country. Earlier this month, the American Aerospace Materials Manufacturing Center (AAMMC) in Spokane was awarded $48 million from the program to establish the first-of-its-kind testbed facility in the United States focused on developing advanced thermoplastic materials – new types of lightweight, heat-moldable, and recyclable materials that can replace metal in aircraft parts. The AAMMC will serve as the nation’s hub for creating and testing these innovative materials that are essential for more rapidly building fuel-efficient and environmentally friendly aircraft. 

    ON DISMANTLING NOAA

    “[NOAA] makes up more than 60% of the Commerce budget. When asked for the record if NOAA should be dismantled, as called for in [Project 2025], Mr. Lutnick would only say, if confirmed, he would figure it out. Given how central NOAA is for providing accurate weather forecasting, managing our fisheries, protecting our fishermen from Russian and Chinese illegal fishing, I was looking for a stronger commitment,” Sen. Cantwell said today.

    Project 2025 calls for NOAA to be “dismantled and many of its functions eliminated,” calling it part of the “climate change alarm industry.” NOAA provides critical services to the Nation including weather forecasts, extreme storm tracking and monitoring, tools to enable communities to adapt to sea level rise and climate change, supporting fisheries management, and conserving marine mammals and other protected species.

    Sen. Cantwell is a champion of NOAA and helped secure $3.3 billion in NOAA investments in the Inflation Reduction Act to help communities prepare for and adapt to climate change, boost science needed to understand changing weather and climate patterns, and invest in advanced computer technologies that are critical for extreme weather prediction and emergency response. Her Fire Ready Nation Act, bipartisan legislation to strengthen NOAA’s ability to help forecast, prevent, and fight wildfires, passed the Commerce committee unanimously today and now heads to the full Senate for consideration.

  • MIL-OSI Security: U.S. Space Force’s Space Systems Command and Japan launch First Bilateral Space Effort

    A U.S. space domain awareness payload hosted on Japan’s Quasi-Zenith Satellite 6 (QZS-6) successfully launched on a Japanese H-3 launch vehicle from the Yoshinobu Launch Complex at the Japan Aerospace Exploration Agency’s (JAXA) Tanegashima Space Center (TNSC) in Japan on February 2, 2025. This is the first bilateral U.S. Japan cooperative space effort focused on national security, and the first of two launches as part of the JAXA Quasi-Zenith Satellite System Hosted Payload (QZSS-HP) program.

    The satellite will be operated by Space Operations Command’s (SpOC) Mission Delta 2 (MD 2), which conducts Space Domain Awareness operations to identify, characterize, and exploit opportunities and mitigate vulnerabilities in the national security space terrain on behalf of the U.S. Space Force (USSF) and U.S. Space Command. The satellite will deliver near real time data to the Space Surveillance Network bolstering the U.S. Department of Defense (DoD) understanding of the Geosynchronous Orbit regime above the Indo-Pacific region.

    “This launch is a historic milestone for the U.S.-Japan alliance,” said USSF Col. Bryon McClain, program executive officer for Space Systems Command’s (SSC) Space Domain Awareness and Combat Power. “In an increasingly contested space domain, Japan’s contribution to the U.S. DoD’s deterrence strategy has been, and will continue to be, key to INDOPACOM awareness and operations. We look forward to continuing to collaborate with Japan on space modernization, data sharing, satellite communications, and more.”

    “Congratulations to both nations on this achievement. Mission Delta 2 is honored to operate these payloads as they get on orbit on behalf of the USSF. These sensors will support the fusion of space- and ground-based Space Domain Awareness to further reinforce all-domain collective defense with allies and partners in the Indo-Pacific,” explained USSF Col. Raj Agrawal, commander or SpOC’s Mission Delta 2.

    “I’m proud of the team for this achievement as the first launch in this first-ever bilateral collaboration,” said CMSgt. Jacqueline Sauve,’ SSC’s senior enlisted leader, who was on-site at TNSC for the launch. “This mission is just the beginning of what we can accomplish together with allies and partners.”

    The QZSS-HP program encompasses the integration, launch, and operations of two U.S. payloads hosted on Japanese satellites. In preparation for launch, USSF and Massachusetts Institute of Technology Lincoln Laboratory (MIT/LL) teams have worked side-by-side with the NSPS and Mitsubishi Electric Corporation (MELCO) teams in Japan over the past two years to integrate and test the first hosted payload alongside its Japanese QZS-6 host.

    Both U.S. payloads for this mission were designed and built by MIT/LL in Lexington, MA. The Japanese host Quasi-Zenith Satellites were designed and built by MELCO in Kamakura, Japan to augment the U.S. global positioning system (GPS) capabilities in the region. QZSS-HP utilizes the Multi-Mission Space Operations Center/Enterprise Command and Control – Schriever (MMSOC/EC2-S) enclave located in Colorado.

    “A key component to ensuring the success of the QZSS-HP mission is the ground infrastructure,” said USSF Col. Joe Roth, director of SSC’s Innovation and Prototyping Acquisition Delta. “Ensuring the ground piece exceeds expectation paves the way for continued successful partnership opportunities with our Asia-Pacific allies.”

    The strategic partnership between the USSF and Japan’s National Space Policy Secretariat (NSPS) originated through a December 2020 international agreement to jointly execute the Quasi-Zenith Satellite System-Hosted Payload (QZSS-HP) program. The mission’s second payload aboard QZS-7 is on track for launch in early FY2026.

  • MIL-OSI United Nations: ‘The new generation is different’: In Djibouti, activists lobby to end female genital mutilation

    “I still see the knife, and the lady who held me down,” said Hawa’a Mohamed Kamil, a peer educator in Djibouti, who was subjected to female genital mutilation (FGM) at just six years old, an experience that left both physical and psychological scars. 

    I’m afraid of men, of everyone, of everything,” she told the United Nations sexual and reproductive health agency (UNFPA).

    FGM, a practice that involves altering or injuring the female genitalia for non-medical reasons, is internationally recognised as a violation of fundamental human rights. 

    It is a global issue, reported in 92 countries across all continents, with over 230 million girls and women having survived it in the world.

    Data from about a third of the countries where the practice is still common have indicated a decline over the last three decades, with one out of three girls undergoing the practice compared to one out of two girls previously.

    While steps in the right direction have been taken, in 2025 alone, nearly 4.4 million girls are projected to be at risk. Positive results would need to be stepped up drastically to meet the target of ending the practice by 2030.

    Breaking the cycle

    Hawa’a works together with Elle&Elles, a UNFPA network which supports and trains female leaders advocating for women’s health and rights.

    She travels from Djibouti City to remote villages to raise awareness, including among boys, who can play a crucial role in shifting societal attitudes.

    She also persuaded her own family members to adopt her message: abandon female genital mutilation – simple yet revolutionary for such a traditional area.

    Meanwhile, in the northern-central Tadjourah region, 39-year-old Khadija crosses miles of unforgiving terrain to encourage families to spare their daughters from the procedure.

    After the UNFPA-UNICEF Joint Programme on the Elimination of Female Genital Mutilation – the largest global programme to accelerate the elimination of FGM – visited her village of Otoy with an awareness-raising session, she decided to join the cause.

    “Twenty-five years ago, I let my daughter go through female genital mutilation,” she told UNFPA. “But I have vowed to protect my granddaughter.”

    A survivor herself, Khadija has seen the pain that follows female genital mutilation, as well as the infections, complications during childbirth and even tragic deaths. 

    “We lost many women who bled to death before they could reach a health facility,” she said.

    She began weaving her message of change into conversations first with women, then men, and even religious leaders.

    But their journey was far from smooth, as both women described being ostracised by their communities and chastised for spreading false information.  “People suspected my motives,” recalled Khadija. “They couldn’t believe I was doing this for free, from my heart.” 

    Yet their commitment remains unshaken. “I am proud of the change we see today,” said Hawa’a.

    For Khadija, the transformation has been remarkable: Her village recently made a public declaration to abandon the practice for good. “Change takes time, but it comes eventually,” she said.

    A lesson in resistance 

    At a nearby school, the classroom buzzes with young voices reciting French phrases in unison. Beyond the lessons in grammar and vocabulary, however, 31-year-old Ibrahim is teaching something more profound – the value of girls’ rights and well-being.

    “I made a vow that if I got married and had baby girls, I wouldn’t subject them to this and make them suffer,” he told UNFPA.

    Ibrahim brings awareness of female genital mutilation’s harms into his lessons, gently guiding his young students towards a future where girls are empowered and their health safeguarded.

    But when his first daughter was born, Ibrahim had to choose between upholding his promise and confronting opposition from his family, including his wife and grandmother. He chose to keep his promise.

    “The most important thing is health,” he said. “I urge all families to take care of their girls’ health and to not cut them.”

    His stance against female genital mutilation has rippled through his community, where over 100 people now oppose the practice.

    A religious woman leads the charge

    Hawi Mohammed, 46, is a mother of five, fervent community activist, respected local religious leader, and a survivor of one of the most severe forms of female genital mutilation.

    She is also a prominent member of the Shamikhat Djibouti network – a regional religious leaders’ group against female genital mutilation.

    As a child she was subjected to what is often referred to as infibulation, in which part or all of a girl’s external genitalia are removed and the opening sealed over. An agonising and dangerous procedure, it can lead to severe bleeding, infections and all too often death.

    Hawi said she only understood the full extent of the violation when she hit puberty: the pain, especially during menstruation, was excruciating. “I couldn’t go to school. I needed painkiller injections just to function,” she emphasised.

    Her fury fuelled her advocacy, and she now hosts a popular radio and television programme in the Afari language, delivers lectures in mosques that challenge traditional interpretations and emphasise the true spirit of Islam.

    “People used to run away when we talked about female genital mutilation,” she explained. “But the new generation is different. Mothers are educated, informed. They are doctors, activists, and teachers.”

    Hawi’s own daughters and nieces are living proof of her commitment: Despite facing pressure from family and community members, she refused to subject them to female genital mutilation.

    “I’ve gone through enough pain – I won’t let any girl suffer like I did,” she said.

    Multilateral action 

    As the International Day of Zero Tolerance for Female Genital Mutilation approaches on 6 February, UNFPA is highlighting the importance for the international community to invest in resources, foster open discussions and challenge social norms, alongside local activists’ work.

    This year’s theme, “Stepping up the pace: Strengthening alliances and building movements to end FGM,” underscores the critical need for collaboration. It urges all actors from youth to governments to take action. 

    “As agents of change, everyone has a role to play in ensuring girls grow up free from this harmful practice. The urgency to unite efforts in abolishing FGM has never been greater,” wrote the agency.

    Colorado Springs, CO – The U.S. Marshals Service’s Colorado Violent Offender Task Force (COVOTF) along with the Fountain Police Department, El Paso County Sheriff’s Office, and Colorado Springs Police Department located and arrested a Florida homicide suspect Tuesday evening in Colorado Springs.

    De Sean Phang, 28, is wanted by the Miramar (FL) Police Department on a felony arrest warrant for second degree murder with a firearm in connection with an incident in early 2023 in Miramar, Florida that left one man dead. A warrant for Phang’s arrest in that case was issued on Jan. 17. 

    Task Force Officers from the Miramar P.D. assigned to the U.S. Marshals Service’s Florida-Caribbean Regional Fugitive Task Force – Ft. Lauderdale division recently developed information indicating Phang had fled Florida and was possibly hiding in Colorado. On Feb. 3, that information was relayed to the U.S. Marshals Service’s Colorado Violent Offender Task Force in Colorado Springs who then picked up the investigation. COVOTF investigators learned Phang was moving between Colorado Springs and the south Denver metro to include the Englewood and Highlands Ranch areas. He was travelling in a rental car which was located by the COVOTF on Feb 4 near C-470 and S. Quebec St, before moving back south to Colorado Springs.

    COVOTF Deputy U.S. Marshals and Task Force Officers from the Fountain Police Department, Colorado Bureau of Investigation, and Colorado Dept. of Corrections then contacted both the Colorado Springs Police Department and El Paso County Sheriff’s Office for assistance. As CSPD officers approached to make contact, the vehicle Phang was traveling in fled the area at a high rate of speed. The vehicle was followed until it eventually stopped in the parking lot of the Big R store located at 165 Fontaine Blvd in Colorado Springs. All occupants of the vehicle, including Phang, attempted to flee on foot, but were quickly apprehended.

    Phang was transported to the El Paso County Criminal Justice Center where he was booked on the outstanding homicide warrant from Florida. He is currently awaiting extradition. Please direct any inquiries about the underlying case to the Miramar (FL) Police Department.

    The success of this arrest represents a culmination of extensive cooperative investigative efforts between the U.S. Marshals Florida-Caribbean Regional Fugitive Task Force – Ft. Lauderdale, U.S. Marshals Colorado Violent Offender Task Force, Miramar Police Department, Fountain Police Department, Colorado Bureau of Investigation, Colorado Springs Police Department, Colorado Department of Corrections, El Paso County Sheriff’s Office, Englewood Police Department, and Boulder County Sheriff’s Office. 

    The Colorado Violent Offender Task Force is a multi-jurisdictional fugitive task force that targets the most violent offenders to include those wanted for murder, assault, sex offenses, and other serious offenses throughout the state and country.  Nationally, the U.S. Marshals Service fugitive programs are carried out with local law enforcement in 94 district offices, 58 local fugitive task forces, eight regional task forces, as well as a growing network of offices in foreign countries.

  • MIL-OSI Security: Violent Felon Sentenced to 10 Years in Federal Prison for Firearm Possession

    DEL RIO, Texas – An Eagle Pass man was sentenced in a federal court in Del Rio today to 120 months in prison and a $2,000 fine for one count of felon in possession of firearm ammunition.

    According to court documents, Mark Ivy, 38, was arrested by San Antonio Police officers in San Antonio Dec. 20, 2019 for an outstanding warrant. Ivy was sitting in the front passenger seat of a vehicle in retail parking lot with a loaded 9mm ghost gun. Ivy had been previously convicted in Del Rio on May 13, 2010 for conspiracy to interfere with commerce by threats or violence and interstate communications with intent to extort. He was then sentenced to 48 months imprisonment and therefore unable to lawfully possess firearms or ammunition.

    Following his 2019 arrest, Ivy was transferred into federal custody Oct. 9, 2020. He pleaded guilty to the charge in the indictment on Oct. 25, 2021.

    “My office takes felons in possession of firearms and ammunition very seriously, and when the felon has a violent criminal history like that of this defendant, we argue for a sentence which reflects the seriousness of the conduct,” said U.S. Attorney Jaime Esparza for the Western District of Texas. “I appreciate the investigative skill and expertise of our local, state and federal law enforcement partners, all of which provide immense value in these cases.”

    “The FBI is dedicated to ensuring our citizens are safe in their communities,” said Special Agent in Charge Aaron Tapp for the FBI’s San Antonio Field Office. “Ivy was aware that he was not allowed to own a firearm or ammunition due to his past actions, but he made the choice to keep a gun on his person while fleeing from the scene of a violent homicide. We want to thank our partners at San Antonio Police Department, who continue to work with us to make our community safer.”

    The FBI investigated the case with assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives, along with the San Antonio Police Department, Maverick County Sheriff’s Office and Texas Department of Public Safety.

    Assistant U.S. Attorneys Holly Pavlinski and Rex Beasley prosecuted the case.

    Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and a senior member and former Chair of the Senate Budget Committee, helped lead Senate Democrats in holding the Senate floor for a full 30 hours ahead of a final confirmation vote on Russell Vought to serve as Director of the Office of Management and Budget.
    Senator Murray delivered an hour-long floor speech and her remarks below touch specifically on Vought’s long history of extremism and advocacy for illegally blocking enacted funds due to go out to communities across the country. She warned her colleagues that as OMB Director, Vought would not implement the laws they pass, and that it will be much harder to work in a bipartisan way if Senators cannot trust OMB to respect enacted law and get duly passed funds to states and to programs families rely on.
    Senator Murray has repeatedly warned of Vought’s extremism and the threat he poses. At a recent Senate Budget Committee hearing, she grilled him on his views and whether he would, as OMB Director, simply follow the law and ensure funding Congress passed makes it to the families and communities it intended. Vought repeatedly refused to commit to following the law despite admitting that no court in the land has ever found the Impoundment Control Act to be unconstitutional.
    “The Senate should not vote to confirm as the head of OMB—or to any important role for that matter—someone who does not respect the constitutional authority of the Senate and, thus, the people we represent.

He tried to break the law to give President Trump unilateral authority he does not possess to hold up security assistance to Ukraine and override the spending decisions of Congress. And he has not given up on that idea! He has written about it many, many times in the years since.
    “As a chief architect of Project 2025, Vought doubled down on lawlessness and charted a blatantly unconstitutional plan for the President to ignore the will of Congress—which led him to being named in the first Articles of Impeachment Against President Trump.
    “He mapped out a lawless path that—as I will detail shortly—President Trump is already barreling down at full speed.
    “But if you still weren’t convinced that Russ Vought will trample all over the separation of powers, will ignore the authority of Congress, will hurt the American people by holding back funds they rely on—well, you’re in luck, because, at our hearing with him, I asked Vought directly, point blank: ‘Will you follow the law?’
    “That should not be a hard question. Even if you disagree with a law, you don’t ignore it. Maybe you don’t like the 25 mile-an-hour speed limit in a school zone, but unless it’s changed, or struck down, you still have to follow it. It’s true for speed limits—and it is certainly true for the Constitution.
    “That is something almost every single American understands—except, apparently, Russ Vought and Donald Trump. Because, today the Impoundment Control Act is the law of the land. Despite Vought’s own wishes and feelings—it has not been changed and it has not been struck down in court.
    “Despite what Vought pretends is true, the reality is the Constitution gives Congress—not the President—the power of the purse. And yet, Russ Vought will not say he will follow the law.
    “And look, Vought is not just lawless—he is extreme. Let me just drive this home for a second. Let’s take abortion for example. Project 2025 already calls for ripping away birth control, allowing states to deny women life-saving emergency care, and effectively banning all abortion nationwide.
    “That is already a dangerous Republican fever dream—far out of line, by the way, with the American people. But Vought wants to go further! On abortion, he is for, quote: ‘abolition.’ You know what that means?
    “It means a national abortion ban without any exemptions or exceptions—even in cases of rape or when a woman’s life is at risk. That is as far right as it gets!
    “And abortion is not the only issue where Vought has made statements that are deeply alarming. He has stated he believes the 2020 election was, quote: ‘rigged.’ That is not just out of touch with America—that is dangerously out of touch with reality.
    “He has said he wants to ‘traumatize’ our federal workers—that means all the people who work really hard to help in our communities inspecting food, reviewing the safety of drugs, or keeping travel safe, or strengthening our infrastructure, or fostering innovation and small business, or getting care to veterans, or supporting to tribes, and so much more.
    “Vought has even said we live in a, quote, ‘post-constitutional’ time. M. President, it really doesn’t get any clearer than that. A post-constitutional time. That’s what he believes we are in. Do my colleagues agree? Do they think it’s time to shred the Constitution? That’s what is at stake with this confirmation vote.
    “Because Vought has made all too clear that as OMB director, he will put everything on the chopping block—from programs people rely on to the checks and balances our democracy is founded on. Again, he has put it down on paper—in black and white.
    “We know he wants to cut Medicare, and in particular, Medicaid, by hundreds of billions of dollars.
    “We know he wants to find ‘significant savings’ from eligibility changes to veterans’ health care and disability benefits. We don’t even need Project 2025 to see that! He laid some of that out in his budgets from Trump’s first term!
    “Vought’s goals are not secret, nor are they subtle—we do not have to decipher anything here. There is no mystery. We know he is planning for cuts beyond anything this country has ever seen.
    “And we know if Russ Vought gets his way, and gets his hands on the nation’s funding again, he will not just draw blood, he will cut programs families rely on to the bone—SNAP cuts that leave families hungry, policies to cut people off from their health care, cuts to disability benefits that veterans have earned through their service to America, thousands of public servants forced out of roles serving the American people—all while he works with Trump to dole out more tax breaks to billionaires and the biggest corporations.

    “Because guess what—those Executive Orders that Trump still has in effect? Those orders which are, right now, illegally blocking money our communities need? That is right out of the Project 2025 playbook.
    “Or the effort now to get rid of thousands of federal workers through illegal firings and now scam buyout offers that have no basis in law to carry out, or trying to illegally abolish entire agencies with the stroke of a pen? That has Project 2025 written all over it.
    “And it’s not just a parallel in ideas here—when OMB issued its blatantly illegal guidance and attempted to block trillions in federal dollars Congress, all of us, passed, there were digital fingerprints all over that document linking right back to Project 2025. And in the chaos that followed—do you know who reportedly met with OMB staffers about how to respond? Russ Vought. So, let’s not pretend we have no idea just how lawless this guy is. Let’s not pretend we have no idea what sort of damage he will cause if he is put back in power.”

    “Now, Mr. President, before I conclude, I just want to hit once more on what is at stake with Mr. Vought’s nomination—we are talking about hundreds of billions of dollars in federal spending that Congress, us, passed, that our communities are counting on, and that Mr. Vought has made painfully clear he will not think twice about illegally blocking.
    “Giving this man the power to enact his illegal schemes will do real harm to folks back home. It will cut people off from help getting groceries and making rent. It will cut families off from child care and health care. It will cut veterans and their survivors off from disability and education benefits they earned through their service to our country. It will cut off communities working to build bridges, improve roads, and strengthen their energy infrastructure.

    Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, is helping lead Senate Democrats in holding the Senate floor for a full 30 hours ahead of a final confirmation vote on Russell Vought to serve as Director of the Office of Management and Budget. Senator Murray delivered an hour-long floor speech and her remarks below touch specifically on last week’s Monday night OMB budget memo that froze virtually all federal grants and how communities and organizations across America still cannot access funds that are meant to be unfrozen and fully accessible by now.
    “The calls just keep coming—even now that OMB reversed course. The chaos has not died down—the questions, the uncertainty, the fear from families and communities that Trump will pull the rug out from under them is still there. 
    “Because even though—after the intense outcry from the American people—Trump has now admitted this was a colossal mistake by rescinding the guidance, the threat, the chaos, the panic cannot just be wiped away. Especially while some funds are still being blocked!
    “No one feels any sense of calm after this. People aren’t feeling lasting relief—they are still wondering ‘how could something like this happen’ and ‘what in the world is going to happen next?’
    “The Trump administration—through a combination of sheer incompetence, cruel intentions, and a willful disregard for the law—caused, and is still causing, real harm and chaos for millions of people over the span of just a mere 48 hours.
    “But we did learn something extremely important: when the American people speak out with one voice, when regular people stand up, it makes a real difference. That victory belonged to everyone who raised their voice. But make no mistake, the fight is far from over.
    “As I said before, we still have a lot of work to do right now, to make sure all the funding actually does get moving again—this is not like turning on a light switch.
    “We just saw through the chaotic roll out—this is complicated stuff. So, I will be watching closely to make sure funds get where they belong ASAP. I already know that in many cases this has not been what is happening at all—so this is a serious concern.”

    “The chaos Vought and Trump caused last week alone was unlike anything I can recall. M. President, never in my time in the Senate have I seen a President cause as much chaos, panic, and damage in 48 short hours—chaos, panic, and damage which continues even now!
    “President Trump inflicted serious harm when he implemented Vought’s reckless vision to brazenly and illegally freeze federal grants across the government and across the country.
    “My phone has been ringing off the hook—because unlike billionaires like Trump and Musk, unlike hyper partisans like Vought, the American people actually have a painfully clear sense of how this will hurt our communities. After all, they are the ones who would actually suffer the consequences of a reckless policy like this.
    “And, let’s remember, the Trump administration’s first half-hearted attempt to clean up the massive mess they made with a new guidance, essentially boiled down to: ‘We’ll let some funding go, but we’re still going to hold up everything else.’
    “And while later, they finally admitted they were disastrously wrong and revoked the entire guidance, they are now, still today, illegally holding up other funds—which I will say more about later.
    “And the chaos alone they caused, with their cruelty and incompetence is utterly unacceptable. The explanations the Trump Administration offered throughout that saga—freezing seemingly trillions of dollars that families rely on—created no clarity or certainty for so many panicked families, businesses, nonprofits, towns, and states. And nothing they said changes the basic fact that Trump was—and is still—holding up funding our communities need, funding that is the law.
    “But let’s talk about the effect—let’s talk about the chaos and alarm they caused, the damage done to communities and families that all of us represent, and the collision course we were on before Americans spoke out and forced Trump to retreat.
    “Because, in terms of chaos, the Trump Administration was trying to say a lot of programs were not affected even when we had firsthand accounts making clear that was not what organizations across the country were experiencing.
    “I’ll give you one example: Head Start providers were locked out of their reimbursement portal, meaning folks taking care of our youngest kids were suddenly not sure how they were going to keep their doors open or pay their teachers and staff. And some providers in my state are still locked out, not getting the funding.
    “Let’s talk about rental assistance! The payment system for housing providers was down for over a day—with rents that were due at the end of the week!
    “Seniors who count on Meals on Wheels were left wondering whether they’d have dinner last week.
    “Grant programs to combat the fentanyl crisis, to get families health care, and so much more were—in an instant— put at risk of evaporating into thin air.
    “I mean, M. President, the panic and confusion were absolutely widespread. Because there was a long, long, list of programs President Trump tried to put on the chopping block here—programs that, by the way, help red states and blue states alike.
    “Funding to address the opioid use epidemic could have been paused. This is a long-standing bipartisan priority and Trump wanted funding frozen for an indefinite period—that would absolutely upend prevention efforts and cut people off from treatment that is helping them beat addiction.
    “Or COPS hiring grants which help our states and communities hire career law enforcement officers—Trump was freezing those, too. These investments increase community policing capacity and they prevent crime. Without this money, our streets and neighborhoods would be less safe.
    “And let’s not forget about other crucial DOJ grants—funding for the National Center for Missing and Exploited Children, for Amber Alerts, and for safe havens that support victims of human trafficking.
    “Or, in my state, there are 25 child advocacy centers that were trying to figure out how they would be affected by the freeze. Think about that.
    “And funding for firefighters—you know what doesn’t stop when federal funding stops? Fires! And speaking of fires—Trump’s move also threw funding for recovery and relief efforts into uncertainty. In Eastern Washington, my state, $44 million was announced weeks ago to help Spokane County rebuild from wildfires—we were left with big questions about the future of that badly needed funding last week.
    “And while it was just two weeks ago that Trump visited communities in both North Carolina and California still reeling from disaster, the very next week, he sent them reeling himself—throwing funds they were counting on into limbo with his initial OMB guidance. Because, for a while there, the system that all of our states use to get disaster relief funding was shut down!
    “And let’s not forget grants from the Violence Against Women Act—I heard from organizations in Washington state that support survivors of violence, they were trying to figure out what to do because their federal payments site went down. Without that vital funding, survivors would be left with no way to access the legal aid and services they deserve. Like so many other organizations, they were ringing the alarm bells—because they were not going to be able to pay staff or pay their bills. This illegal freeze left domestic violence centers wondering how long they could keep their doors open and pay their staff.
    “And our Tribes were thrown into chaos as well. The Puyallup Tribe was told they couldn’t move forward with a critical road project. And our Tribes in general were all concerned that housing, health care, education, and so much else were getting caught up in this funding freeze. One told me they were left trying to determine if they were going to have to lay off 400 people because of this. Causing layoffs with an illegal funding freeze would be a profound breach of the federal trust responsibility to our Tribes.
    “Or here’s another alarming one: one of Trump’s executive orders was set to cut funding used to help detain nearly 10,000 ISIS militants in Syria. That funding was about to be cut off altogether—potentially leading to prison guards leaving the job and risking ISIS militants getting out of jail—until this administration was alerted to how reckless that would be and carved out that funding.
    “But trust me when I say: there are many other funding streams that help keep us safe that are still at risk—especially because of the illegal executive orders that are, today, still blocking foreign assistance, and the absolutely lawless effort to dismantle USAID, which does lifesaving relief work around the world.
    “I will have a lot more to say on that later. And, by the why, how does undermining health, which will mean diseases run rampant—particularly at a time when Bird Flu is on the uptick and impacting many producers, workers and states—how does that make any sense?
    “Because when it comes to health care—this attempted freeze posed a huge threat to our families. Set aside the fact the Medicaid payment portal went down in my state and every state—something that we were told was a coincidence—that doesn’t change the fact all federal health care grant reimbursements stopped.
    “It doesn’t change the fact that community health centers were blocked from getting the funds they need to pay staff and continue providing care in our communities—including rural areas where they are often the only option for miles.
    “It doesn’t change the fact that Title X providers—who support care like family planning services, cancer screenings, and more—couldn’t draw down their funds.
    “I also heard from HopeSparks, a health care provider in my state. They warned that without federal support, kids in the South Puget Sound would lose access to mental health care and crisis services. 
    “And, biomedical researchers were suddenly left dealing with questions—not about how to save lives, but about grant freezes, and how these vague, broad actions might stop research programs and clinical trials across the country.
    “Chaos alone presents a huge risk of derailing crucial studies. Scientists at the University of Washington and Washington State University have told my office they were deeply alarmed—a freeze like Trump ordered would have meant research projects collapsing and staff being furloughed or laid off!
    “The Fred Hutchinson Cancer Center moved to bridge the gap to keep research from being derailed—but not getting this fixed would have meant putting them in the hole, to the tune of over $1 million a day. That sort of unexpected burden would have had a huge impact on lifesaving cancer research.
    “And agricultural research was faced with uncertainty as well! WSU is a national leader in this important work—research to help our farmers grow more crops, grow more resilient crops, and fight challenges like pests, and plant diseases. WSU was deeply concerned funding for that research could be cut off, undermining important work supporting our nation’s farmers.
    “And the threats didn’t stop there for those in food and agriculture. One organization, which works alongside local growers, told me losing funding would mean a reduced capacity to grow and distribute fresh, local food to communities. That would hurt both farmers and the families who rely on these programs to help put food on the table!
    “Meanwhile, a group in Washington addressing youth homelessness warned it would have to kick kids out if the funding issue was not resolved. Let me repeat that: a homeless youth group was pushed to the brink of having to kick kids onto the streets because of President Trump’s illegal freeze. 
    “I was also deeply concerned about how the freeze might halt the diaper pilot program.  As well as the reports I got from multiple housing providers in my state worried that tens of thousands of people would be at risk of homelessness thanks to this illegal freeze.
    “And don’t get me started on infrastructure! These are projects that take years to plan, build, and complete, and do a whole lot of good for our communities. In my state alone, there were big questions about what was going to happen to electrical grid upgrades happening in Okanogan and Pierce County, improvements planned at the Ports of Seattle, Everett, and Whitman County, or SeaTac Airport’s plans to deploy new trucks.
    “And some of these questions still remain! Because—as I will detail in a minute—there are still many other ways programs are being put at risk by Trump illegally blocking funds with his executive orders. I will continue fighting for the federal funding Congress already provided to keep all of these projects on track—but that can only get us so far if President Trump illegally blocks it all and our Republican colleagues help let it happen.
    “I mean the list goes on, and on, and on. The calls just keep coming—even now that OMB reversed course. The chaos has not died down—the questions, the uncertainty, the fear from families and communities that Trump will pull the rug out from under them is still there. 
    “Because even though—after the intense outcry from the American people—Trump has now admitted this was a colossal mistake by rescinding the guidance, the threat, the chaos, the panic cannot just be wiped away. Especially while some funds are still being blocked!
    “No one feels any sense of calm after this. People aren’t feeling lasting relief—they are still wondering ‘how could something like this happen’ and “what in the world is going to happen next?’
    “The Trump administration—through a combination of sheer incompetence, cruel intentions, and a willful disregard for the law—caused, and is still causing, real harm and chaos for millions of people over the span of just a mere 48 hours.
    “But we did learn something extremely important: when the American people speak out with one voice, when regular people stand up, it makes a real difference. That victory belonged to everyone who raised their voice. But make no mistake, the fight is far from over.

And even days after the OMB guidance was reversed, they still couldn’t access federal funding. He’s using a personal line of credit to pay staff in the meantime. And if this doesn’t get fixed—his organization won’t be able to help military families or pay its employees.
    “The homeless shelter I mentioned at the top—short $5.1 million dollars because of Trump—also still has its funds frozen. It is still looking at reducing beds and facing layoffs.
    “And as I mentioned earlier, some Head Start programs are still not able to access their grant funding—so the chaos of this OMB saga is far, far from over.”

    “And let me make one thing perfectly clear—even before this latest whirl of chaos, President Trump was already illegally blocking billions of dollars. And even after the OMB guidance was reversed, he is still holding back all of those funds through his illegal executive orders.
    “You don’t have to take it from me. You can take it directly from the White House Press Secretary, quote: ‘This is not a rescission of the federal funding freeze… The President’s [Executive Orders] on federal funding remain in full force and effect, and will be rigorously implemented’
    “So, now that was the chaos of last week, I want to talk about the chaos that remains—what we are still seeing this week, and what it means for folks back home, and across the country. Because there is still significant confusion, and the remaining freezes are still causing significant pain.
    “For example, I’ve heard from cities in my state, and from the Washington State Department of Transportation. Now, it is still hard to get a clear picture, given the chaotic roll out, roll back, and more. But they are telling me they are concerned about infrastructure projects all over my state that are already getting delayed now—and could get derailed entirely because President Trump is still illegally blocking funding we passed with his executive orders.
    “If this illegal freeze continues, people will lose jobs and communities will lose out on projects that have been in the works for years.
    “Trump is blocking money to repair electric chargers, to install heavy duty chargers for trucks, to make critical repairs to bridges in order to protect the safety of millions of drivers, and to install new chargers along major roads in my state like I-90, US-97, US-2, US-195, and US-395. Stopping these projects is just pointlessly hurting commuters and businesses, it is costing construction workers, it is killing jobs.
    “Trump is holding up road projects that make streets safer for pedestrians, bicyclists, and drivers, like a safer streets project in Richland, Washington, and critical safety barriers in Spokane—not to mention the Liberty Park Land Bridge in Spokane, which would reconnect communities, and provide more green space for families to enjoy.
    “Or funds for the city of Lakewood’s plans to revitalize its downtown and bring in more retail space, and restaurants, and health care services, and financial services, make upgrades to roads, and provide a new festival area, park areas, and more.
    “Trump’s freeze is also a concern for the Samish Indian Nation as it works to improve safety and access to their land at the Campbell Lake Road intersection—which has seen growing traffic in recent years—and for a project led by the Tulalip Tribe to improve the interchanges along I-5 exits. The congestion on these ramps can get so bad it backs up to the main highway!
    “We want to get these projects done, we want to get them done—and the last thing we need is uncertainty about these stalled funds.
    “There’s also a project underway to upgrade the technology at our border with Canada—replacing and improving the outdated wait time system to improve accuracy and help our inspection and transportation agencies. This will help travelers headed to Canada avoid long wait times at the border and help fans from around the world, by the way, who are travelling between Seattle and Vancouver for next year’s World Cup move quickly—but not if Trump’s executive orders stop all of this funding!
    “Same for the efforts to update our state-wide planning with a new electronic system that would make the process for planning, and specifications, and estimates more efficient.
    “And, of course, in Washington state—we can never forget about fish, which are crucial to our culture, and our economy, in many ways. Trump’s ongoing funding freeze is putting projects to improve fish habitats on ice—replacing the culvert at Thornton Creek, replacing the failing culvert at Wapato Creek, which is right underneath the Pierce County Terminal at the Port of Tacoma, or removing the fish barrier culverts at Johnson Creek which will open up nearly 3,000 meters of upstream habitat.
    “Not to mention other wildlife preservation work, like an undercrossing structure and wildlife barriers east of Winthrop. And work on our waterways. Funding from the Bipartisan Infrastructure Law is still not restored today for some projects on the Lower Columbia River, projects like stormwater infrastructure that will help keep toxins out of water and restore wetlands and protect the ecosystems.
    “Our ports, our ports—so critical for not only Washington state’s economy, but for the whole country—are caught up in this too. There are port projects now on hold across my state, including for electrical infrastructure and shore power for vessels. These impacts are being felt from Anacortes to Port Angeles to Vancouver. Frozen funding is hurting working families in Washington and across the country, and it is making our economy less competitive.
    “And, we cannot forget our ferries—which are so crucial to many commuters in my state. Washington state ferries are looking to improve their data with a better system for collecting, analyzing, and reporting wait times at all of our terminals. This would give them useful information to improve efficiency and make life better for the people they serve. Losing that funding means more people will miss ferries and long waits in line for Washington state commuters crossing the water to work, to school, to medical appointments.
    “We also have absolutely essential electric transmission and distribution projects that are on hold now and in jeopardy. These are projects that are necessary, helping reduce our wildfire risks, ensure grid reliability, improve resilience to natural disasters, and lower costs for ratepayers across my state of Washington.
    “And these are funded under the Bipartisan Infrastructure Law—that is a law that Republicans and Democrats worked together to pass–it’s a program that Republicans thought was important enough to provide $10.5 billion. After what we have seen in recent months and years, I don’t know how you can say with a straight face that modernizing our grid isn’t absolutely vital to the future of our country. You don’t have to listen to me—Secretary Burgum and Secretary Wright said as much in their confirmation hearings.
    “But this project—all of these projects, and many more have been thrown into complete uncertainty because of President Trump’s Executive Orders. It is completely unclear when, or if these projects are going to get the funds they were counting on and they were owed—from bills Congress passed and were signed into law.
    “And that is not just causing chaos, it is not just causing delays, it is causing harm and alarm—because it could mean construction grinds to a halt, and workers lose jobs. It means the work will go un-started—or perhaps in some cases—unfinished.
    “Plus, it will mean increasing costs for cities, counties, states, and Tribes for those projects that somehow make it through all of this. And while there are many more infrastructure projects in my state I still haven’t even touched on, not to mention the other projects across the country. There are so many other projects, and organizations, and people who are being harmed right now by President Trump’s reckless funding freeze.
    “I know there are medical researchers, still worried their work will be considered ‘woke’ when in reality, it is actually pretty darn important we understand the roots of health disparities—things like why the maternal death rate is so much higher for Black or Native American women.
    “Yet, researchers are being told that their research is at risk of being defunded if they are examining issues of ‘equity,’ or ‘barriers to care,’ or even if they are specifically studying ‘females.’
    “And, there are hospitals in my state, and across the country, worried that some of these programs—which are appropriately focused on someone’s gender or race—are in jeopardy.
    “For example, we know pulse oximeters are less accurate for people with darker skin tones—making sure these clinical measurements are accurate will save lives, and can have life and death consequences for patients. And we know women have much higher rates of autoimmune disorders than men—we need to take a look at why that is.
    “We also need to invest in training the next generation of scientists, including from diverse backgrounds. Studies show that diversity in the scientific workforce leads to greater innovation and productivity. But there is a serious concern that lifesaving work is going to get caught up in President Trump’s sweeping illegal executive orders.
    “Another impact of Trump’s actions? The National Park Service has rescinded all of its employment offers for summer seasonal staff. Now that doesn’t just mean people will be facing longer wait lines and dirtier bathrooms—though they will. It could mean park closures throughout this entire summer, and it will mean delayed responses to emergencies—making people less safe.
    “And outside our national parks, Trump is also freezing regional clean up efforts. Things like stopping illegal dumping and improving air quality in our communities.
    “And M. President, let’s talk about foreign assistance, because, for decades now—there has been widespread, bipartisan understanding that promoting stability abroad, promoting democracy, improving health, strengthening trade, and building partnerships is crucial to US leadership.
    “But Trump’s executive orders put all of that at risk by illegally freezing funds. I have heard from organizations that operate all over the world about how they were unable to deliver the life-saving aid that millions of people rely on due to these stop-work orders. That meant millions of doses of lifesaving drugs sat un-used on shelves. Time-sensitive prevention methods against diseases like malaria were not carried out, putting millions at risk. Training for more than 64,000 health care workers were put on hold. Hundreds of millions of metric tons of U.S.-grown commodities sitting—and at the risk of spoiling—in transport, instead of reaching their final destinations across the world to feed people in need.
    “And despite a so-called ‘waiver’ from the U.S. State Department to resume work, much of this life-saving aid is still today on hold. Without a start-work order, those organizations fear they are taking on significant risk in continuing operations. Put simply: this was already unacceptable.
    “And now, over the weekend—President Trump and Elon Musk have decided against all reason, against all evidence, and against the law, mind you, to completely dismantle USAID. And that is on top of the illegal funding freeze that has already been pushing U.S. businesses, nonprofits, and international aid groups to make tough choices, for truly pointless reasons.
    “It should be obvious that these cuts will hurt people across the world. These cuts will mean people starve. These cuts will mean people don’t get clean water. These cuts will mean more disease outbreaks with higher death counts. These cuts will mean less help for victims of violence, and higher death rates for pregnant women.
    “And anyone with an ounce of humanity can see this freeze will get devastating, fast. And—it is important to note—it will get devastating in ways you cannot just make up for with more money later once the damage is done. That is just not how it works.
    “When people are starving, you cannot just feed them money—you need to have already made the investments to grow food.
    “When democracies are in crisis, you can’t just cut them a check—you need to have helped them build strong institutions.

    U.S. Senator Deb Fischer’s (R-Neb.) legislation to improve passenger vehicle safety passed out of the Senate Commerce Committee today. The She Develops Regulations In Vehicle Equality and Safety (She DRIVES) Act passed unanimously and is now eligible for a vote on the Senate floor.

    If signed into law, the She DRIVES Act would enhance passenger safety by updating U.S. crashworthiness testing procedures. Today, the dummies used during crash testing are modeled after the average height and weight of an adult male. This bill would require the use of a female crash test dummy in addition to the male dummy, a reform that will save thousands of lives and prevent tens of thousands of serious injuries. In addition to Senator Fischer, the legislation is cosponsored by U.S. Senators Patty Murray (D-Wash.), Marsha Blackburn (R-Tenn.), and Tammy Duckworth (D-Ill.).

    “Today, women are 17 percent more likely to be killed in auto crashes than men. That tragic statistic is a preventable one. Our bill will update crash test dummy standards to reflect the diversity of drivers on our roads, ensuring protection and safety for more Americans.
