  • MIL-OSI Economics: Mission 300: Significant new donor pledges in support of the Sustainable Energy Fund for Africa announced on margins of the Africa Energy Summit

    Denmark, the United Kingdom, Spain and France have unveiled new or additional contributions to the Sustainable Energy Fund for Africa, demonstrating strong support for the African Development Bank-managed fund as it expands energy access across Africa, including through the Mission 300 partnership. Another new donor – Japan –joined in December 2024 with a $5 million contribution under AGIA.

    SEFA is a multi-donor Special Fund that provides catalytic finance to unlock private sector investments in renewable energy and energy efficiency. It aims to contribute to universal access to affordable, reliable, sustainable, and modern energy services for all in Africa in line with the New Deal on Energy for Africa and Mission 300.

    Mission 300, an ambitious new partnership of the African Development Bank Group, the World Bank Group and other development partners, aims to provide access to electricity to an additional 300 million Africans by 2030.

    France, a new donor to SEFA, will provide €10 million. Denmark, the UK and Spain will increase existing contributions by DKK 100 million (€13.4 million), £8.5 million (€10.13) and €3 million, respectively.

    France’s contribution will bolster the Africa Green Infrastructure Alliance (AGIA), a platform of the African Development Bank, Africa 50 and other partners that will develop transformative sustainable infrastructure projects for investment.

    These contributions come as SEFA enjoyed its best year on record in 2024, with $108 million approved for 14 projects. SEFA now boasts a portfolio of over $300 million in highly impactful investments and technical assistance programmes, which is expected to unlock up to $15 billion in investments and deliver approximately 12 million new electricity connections.

    Denmark’s Acting State Secretary for Development Policy, Ole Thonke, said: “Africa is endowed with enormous untapped potential for renewable energy, which can fuel green industrialisation. The latest Danish financial contribution to SEFA will focus on the newly established Africa-led Accelerated Partnership for Renewables in Africa (APRA), further supporting the continent’s ambitious development and climate goals.”

    “We are halfway through this decisive decade to achieve the sustainable development goals and get on track to tackle climate change,” said Rachel Kyte, UK Special Representative for Climate, Foreign, Commonwealth and Development Office. “Achieving our collective goals of reliable, affordable and clean power is a golden thread that links economic growth, greater investment, strengthened resilience and climate ambition. By accelerating the roll-out of clean power, the UK and Mission 300 are putting green and inclusive growth at the heart of our partnerships with Africa. Our announcement of an additional £8.5 million in UK funding for the AfDB’s SEFA will mobilise the much-needed private sector investment so that more Africans can access clean power right across the continent.”

    Inés Carpio San Román, Alternate Governor of Spain for the African Development Bank, said, “We are pleased that Spain has decided to renew its support for the SEFA fund with a contribution of €3 million. This reaffirms our commitment to the crucial sector of renewable energy, which plays a key role in fostering sustainable development across Africa.”

    “As a strong supporter of Africa’s green infrastructure investments with financial tools that mobilise private finance, France is proud to contribute €10 million to the AGIA through SEFA,” stated Bertrand Dumont, Director General of the French Treasury and Governor for France at the African Development Bank. “This very first contribution is our first step towards reinforcing Africa’s sustainable development and accelerating the continent’s path to a low-carbon economy. By investing in green infrastructure in Africa, we are investing for the future.”

  • MIL-OSI Security: Armed Drug Trafficker Sentenced to Over Twenty Years in Federal Prison for Fentanyl, Meth, and Cocaine Charges After High-Speed Police Chase

    INDIANAPOLIS— Lamone Lauderdale, 37, of Indianapolis, has been sentenced to 248 months in federal prison, followed by five years of supervised release after pleading guilty to possession with intent to distribute controlled substances and carrying a firearm during a drug trafficking crime.

    According to court documents, on January 19, 2022, a Zionsville Police Department K9 officer pulled Lamone Lauderdale over for speeding. A K9 sniff indicated the presence of controlled substances in the vehicle. When Lauderdale was asked to step out of the car, he fled and led officers on a high-speed pursuit down US-421. Lauderdale eventually came to a stop after striking two other vehicles and popping his tire on a median near Michigan Road in Indianapolis. Lauderdale then fled on foot carrying a black bag.

    Lauderdale was eventually found and arrested but was no longer carrying the black bag. Officers located the abandoned bag, which contained 170 grams of methamphetamine, 60 grams of fentanyl, 111 grams of cocaine, a pill press, a digital scale, a 9mm handgun, and 11 rounds of live ammunition.

    A later search of Lauderdale’s vehicle recovered an additional 22 grams of methamphetamine, another digital scale, another handgun and five rounds of ammunition.

    “Traffickers of deadly drugs, armed with deadly weapons, are a poison in our communities,” said John E. Childress, Acting United States Attorney for the Southern District of Indiana. “Those who choose to endanger our families to further their own greed will be identified and prosecuted. With our federal, state, and local partners, we are committed to ensuring dangerous criminals are taken off our streets and held accountable for their actions. I commend the talented professionals at the Zionsville Police Department and ATF, and our federal prosecutor, for their efforts to apprehend and successfully prosecute this dangerous criminal.”

    The Bureau of Alcohol, Tobacco, Firearms and Explosives and the Zionsville Police Department and investigated this case. The sentence was imposed by U.S. District Judge James R. Sweeney II.

    Acting U.S. Attorney Childress thanked Assistant U.S. Attorney Jayson W. McGrath, who prosecuted this case.

  • MIL-OSI Security: Son and Mom Sentenced for Their Role in Shooting a Victim and Conspiring to Tamper with Witnesses

    TULSA, Okla. – The U.S. District Judge Sara E. Hill sentenced Marco Dionte Atkins and his mother, Sidney Brook Mayfield, after a jury found them guilty in September.

    “Atkins acted recklessly and violently when he shot at someone outside of an occupied business, where children were present,” said U.S. Attorney Clint Johnson. “After being arrested, Atkins and his mother relentlessly campaigned against witnesses, trying to evade being held accountable for their actions. I commend law enforcement for their hard work in pursuing justice.”

    In Nov. 2023, Sidney Mayfield pulled into a convenience store directly across the street from a high school. Five teenagers were in the car, including Marco Atkins, Mayfield’s then 18-year-old son. The teens, Mayfield and Atkins, were seen entering the store on video surveillance. After a few minutes inside the store, a verbal altercation began between the teens and the victim. The teens, Mayfield and Atkins, left the store. The teens continued to argue with the victim outside. The video shows Atkins inside the vehicle, firing multiple rounds toward the victim, eventually hitting him in the stomach. Mayfield then sped off.

    Shortly after Atkins was arrested in January 2024, Mayfield and Atkins began tampering with witnesses, obstructing the investigation, and commenting publicly about retaliation. Atkins’ original trial was set to begin in June of 2024 but was forced to be continued due to their obstruction and witness tampering. After the trial was continued in June, evidence showed Mayfield ranting on social media about a witness being a “snitch,” announcing the witness’s full name and where the family resided. In the video played for the jury, Mayfield stated that she would “kill anybody” that went against her or her son and that she would “ride with Marco until the [explicit] wheels fell off.” Shortly after she posted that video, Mayfield was indicted and arrested, and Atkins was charged with additional counts.    

    Atkins, 19, was sentenced to 180 months, followed by five years of supervised release. He was found guilty of Assault with a Dangerous Weapon with Intent to do Bodily Harm in Indian Country; and Using, Brandishing, and Discharging a Firearm During and in Relation to a Crime of Violence.

    Mayfield, 39, was sentenced to 70 months, followed by three years of supervised release. She was found guilty of Retaliating Against a Witness, Victim, and Informant; Corruptly Tampering with a Witness, Victim, and Informant; and False Declaration Before a Grand Jury.

    They were both found guilty of Conspiracy to Tamper with a Witness, Victim, and Informant by Corrupt Persuasion and Corruptly Obstructing the Due Administration of Justice.

    Atkins and Mayfield are citizens of the Muscogee (Creek) Nation. They will remain in custody pending transfer to the U.S. Bureau of Prisons.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Tulsa Police Department investigated the case. Assistant U.S. Attorneys John W. Dowdell and Kenneth Elmore prosecuted the case.

  • MIL-OSI Security: Browning man sentenced to more than three years in prison for burning woman with hot knife on Blackfeet Indian Reservation

    GREAT FALLS — A Browning man who admitted to burning a woman on the hand with a hot knife in a residence on the Blackfeet Indian Reservation was sentenced today to three years and five months in prison, to be followed by three years of supervised release, U.S. Attorney Jesse Laslovich said.

    The defendant, Dale Ray Racine, 32, pleaded guilty in September 2024 to assault with a dangerous weapon.

    Chief U.S. District Judge Brian M. Morris presided.

    The government alleged in court documents that in the early morning hours of Feb. 14, 2024, Racine was drinking at a residence in Browning. The victim, Jane Doe, also was present. At some point, Racine placed a knife in a wood stove until it was red hot. Racine removed the knife from the fire and burned Doe with it. Doe reported to law enforcement and medical providers that Racine was trying to brand her neck. Doe held up her hand to stop the branding, at which point Racine intentionally burned her hand. Doe was treated for second-degree burns to her hand. Racine committed the assault one month after having been released from federal prison and while on supervision for an assault he committed in 2021 in which he repeatedly struck a man in the head with a metal pipe.

    The U.S. Attorney’s Office prosecuted the case. The Blackfeet Law Enforcement Services and FBI, with assistance from the U.S. Marshals Service, investigated the case.

  • MIL-OSI Security: Previously Convicted Felon Sentenced to 36 Months in Federal Prison for Illegal Possession of a Stolen Firearm

                WASHINGTON – Darren Patterson, 31, a previously convicted felon from Washington D.C., was sentenced in U.S. District Court today to 36 months in federal prison in connection with an April 2024 incident in which he attempted to flee from police in his car, struck several vehicles, drove his vehicle into a fence, and crashed into a tree. At his arrest, Patterson was found to be in possession of more than 70 grams of crack cocaine and in illegal possession of a stolen Glock 47 that had been outfitted to fire as a machine gun.

                The sentence was announced by U.S. Attorney Edward R. Martin Jr., FBI Special Agent in Charge Sean Ryan of the Washington Field Office Criminal and Cyber Division, and Chief Pamela Smith of the Metropolitan Police Department.

                Patterson pleaded guilty on July 25, 2024, to unlawful possession of a firearm and ammunition by a felon. In addition to the 36-month prison term, U.S. District Court Loren L. AliKhan ordered Patterson to serve three years of supervised release.

                According to court documents, on April 13, 2024, members of the MPD’s Fifth District Crime Suppression Team (CST) were patrolling in the 1000 block 16th Street, NE. The officers approached a sedan parked on the block and observed a black firearm in plain view in between the feet of Patterson, who was seated behind the wheel. Officers attempted to stop Patterson for further investigation, but Patterson attempted to flee. He reversed the car, causing it to strike another vehicle that was parked behind it. Officers again attempted to stop Patterson, at which point he drove forward, struck a second parked vehicle, and then drove onto the public sidewalk. Patterson then crashed the car into a private fence before driving the car into a tree, which finally stopped him. 

                During a search of the car, MPD officers recovered a stolen Glock 47 that had one round in the chamber, and 19 rounds in the magazine. The stolen firearm was outfitted with a “giggle switch” that allowed it to be operated as a fully automatic machine gun.

                In a search of Patterson, officers recovered crack cocaine – 13 grams of a white rock-like substance in his pocket, 58.5 grams of a white rock-like substance on the ground where Patterson was arrested – and $2,030 from his person.

                Patterson previously had been convicted of being a felon in possession of a firearm (prior conviction); possession with intent to distribute marijuana; and attempted possession with intent to distribute a controlled substance.

                This case was investigated by the Metropolitan Police Department. It is being prosecuted by Assistant U.S. Attorneys Emory Cole, Meredith Mayer-Dempsey, and Jared English.

    WASHINGTON, D.C. – Each week, nearly 47 million Americans rely on AM radio to deliver updates on news, sports, weather, and emergency alerts. Despite this, several car manufacturers proposed removing AM radio in their newer vehicles. 
    U.S. Senator Kevin Cramer (R-ND) joined U.S. Senators Ted Cruz (R-TX) and Ed Markey (D-MA) in introducing the bipartisan, bicameral AM Radio for Every Vehicle Act. The legislation aims to address critical public safety and communication challenges by ensuring broadcast AM radio remains accessible in all passenger vehicles, including electric vehicles.
    If enacted, the bill would require the Department of Transportation (DOT) to issue a rule requiring new vehicles to maintain access to broadcast AM radio at no additional cost to the consumer and provide small vehicle manufacturers at least four years after the date DOT issues the rule to comply. The AM Radio for Every Vehicle Act also requires automakers to inform consumers, during the period before the rule takes effect, that the vehicles do not maintain access to broadcast AM radio.
    “AM radio connects millions of listeners across the country to reliable news, critical emergency alerts, and vital weather updates every week,” said Cramer. “I joined my colleagues in reintroducing the AM Radio for Every Vehicle Act to prevent automakers from removing this essential communication tool from vehicles.   • MIL-OSI Australia: Job done on the Melrose Road Bridge replacement

    The Albanese Government continues to partner with Toowoomba Regional Council to get high priority local infrastructure off the ground, with construction of the Melrose Road bridge now complete and open to traffic.

    Officially opened today by Assistant Minister for Regional Development, Anthony Chisholm and Mayor of Toowoomba Regional Council, Geoff McDonald, the new bridge will improve the safety of this key rural route. 

    The $4.3 million project was made possible thanks to $2.5 million from the Albanese Government’s Safer Local Roads and Infrastructure Program, and $1.8 million from Toowoomba Regional Council. 

    Works involved the construction of a new two-lane concrete bridge to replace the ageing timber bridge on Melrose Road in Brookstead. 

    The upgrades will improve access for local agriculture businesses operating in the region, and also enhance the route’s resilience to natural disasters. 

    The new bridge will also support travel for specialised farming equipment, emergency response vehicles and public transport, including school buses. 

    Nationally, the Albanese Government is delivering significant funding increases to support local councils deliver their priority projects. 

    The Roads to Recovery program is progressively increasing from $500 million to $1 billion per year – with Toowoomba Regional Council to receive over $36 million over the next five years, a boost of $11.4 million.

    The Road Black Spot Program has also increased from $110 million to $150 million per year, and $200 million per year is available under our Safer Local Roads and Infrastructure Program.

  • MIL-OSI Australia: Contract awarded as Sheahan Bridge upgrade planning project progresses

    The Albanese and Minns Labor governments are progressing plans for an upgrade of a key bridge on one of Australia’s busiest road freight corridors, as part of efforts to unlock access for more heavy vehicles.

    The $20 million jointly funded planning project for the Sheahan Bridge Upgrade project on the Hume Highway at Gundagai has moved into its next phase of development with a contract awarded to provide a concept design for the bridge’s upgrade or replacement.

    WSP Australia Pty Ltd will provide concept design development and environmental assessment of potential upgrade or replacement options for the northbound bridge over the Murrumbidgee River.

    The current northbound bridge was built in 1977, with duplication of the southbound lanes officially opened to traffic by Prime Minister Anthony Albanese on 25 May 2009 when he was Minister for Infrastructure and Transport.

    While the load limit was increased from 68 to 85 tonnes in 2020 on the northbound bridge, for the safety of motorists Higher Productivity Vehicles still have to use a permit to travel on the NSW section of the Hume Highway due to the age of the bridge and structure limitations.

    These limitations on the northbound bridge also restrict opportunities for contraflow during emergency response or planned maintenance activities on the southbound bridge.

    The Federal and NSW Labor Governments are working together to ensure that this major bridge on the Hume Highway, the oldest and busiest highway in NSW, which follows the 200-year-old track traversed by Hume and Hovell in 1824, can meet the challenges of 21st century road freight.

    The upgrade planning project will investigate potential solution options which include:

    • building a replacement bridge on a new alignment upstream (east) or downstream (west) of the existing bridge
    • replacing the existing bridge on its current alignment
    • strengthening the existing bridge.

    Transport for NSW is now working with the contractor to further investigate each alternative and identify a preferred option.

    It is expected a preferred option will be identified for public display in mid-2026 and Transport will keep the community updated as the project progresses.

    The South Coast is set to become a new manufacturing hub for the next generation of public transport with the creation of a brand-new electric bus manufacturing facility in Nowra.

    Australian owned bus manufacturer Foton Mobility Distribution is set to build a 6,000 square metre manufacturing facility in South Nowra from late 2025, subject to council approval.

    This follows the Minns Labor Government awarding a contract to Foton to deliver 126 battery electric buses that will be built in Nowra and service bus routes across Greater Sydney.

    The facility will also produce battery electric trucks, as well as hydrogen fuel cell engines, creating around 100 ongoing quality, skilled manufacturing jobs for local workers.

    Foton’s bus contract was one of the first bus orders made through the NSW Government’s Zero Emission Buses (ZEB) program.

    This program is also converting 11 existing bus depots in Greater Sydney to battery electric technology, building a new battery electric depot at Macquarie Park and procuring around 1,200 new electric buses by 2028.

    Transport for NSW is delivering the ZEB program in stages in close consultation with industry, including manufacturers, to provide an opportunity to increase capability and capacity supported by a published pipeline of bus orders.

    While the domestic manufacturing sector can’t be rebuilt overnight – facilities like this are the first step towards building things here in NSW again.

    This facility delivers on the NSW Government’s commitment to domestic manufacturing, supporting local jobs and local industry to build the public transport our state needs.

    This follows 12 years of offshoring by the former Liberal National Government, leading to NSW missing out on thousands of job opportunities and bringing lengthy delays and cost blowouts on major transport contracts.

  • MIL-OSI Security: Second Defendant Admits His Role in ATM Skimming Bank Fraud Conspiracy

    PROVIDENCE – A second Romanian national has admitted to a federal judge in Rhode Island that he participated in a conspiracy that installed card skimming devices on bank ATMs in at least six states, including Rhode Island, announced United States Attorney Zachary A. Cunha.

    Mario Demarco, a/k/a Marius Lupu a/k/a David Ademec, until recently residing in Queens, New York, pleaded guilty today to a charge of conspiracy to commit bank fraud. A co-defendant, Stefano Garioli, a/k/a Dumitru Bogdan Pancu a/k/a Leon Vutkus, also of Queens, New York, pleaded guilty on December 11, 2024, to the same charge.

    According to information presented to the court, for more than two years, beginning in May 2022, the two men conspired together and with others to commit bank fraud by placing skimming devices on ATM machines in order to steal customer bank account information and PINs. The stolen information was used to clone counterfeit bank cards that were then used to fraudulently withdraw money from the bank accounts of unsuspecting customers. 

    The ATM skimmer conspiracy first came to the attention law enforcement on July 5, 2024, when a bank branch manager notified the Warwick Police Department that bank surveillance video had captured two men, later identified as the defendants, placing a skimming device inside a drive-up ATM. Nearby security video also captured images of the two men’s vehicle. The same vehicle was also identified as having been present two days earlier when a skimming device was placed inside an ATM at a North Kingstown bank branch.

    On July 6, 2024, Cranston Police reported that a vehicle matching the one recorded by bank security cameras had been captured on a Flock camera in their city. Warwick Police responded to the area of the camera and located the vehicle. Demarco was detained as he walked away from a nearby ATM; Garioli was located sitting in the vehicle.

    Further investigation determined that the two men had worked together and with others for more than two years placing skimmer devices on ATMs in Rhode Island, Massachusetts, Connecticut, New York, New Jersey, and Pennsylvania.

    DeMarco and Garioli are scheduled to be sentenced on May 6, 2025. The defendants’ sentences will be determined by a federal district judge after consideration of the U.S. Sentencing Guidelines and other statutory factors.

    The case is being prosecuted by Assistant United States Attorney Ly T. Chin.

    The matter was investigated by Homeland Security Investigations with assistance from the Warwick, RI Police Department, Cranston, RI Police Department, East Greenwich, RI  Police Department, North Kingstown, RI  Police Department, East Providence, RI Police Department, Boston, MA Police Department, New York City Police Department, and the Stratford, CT Police Department.

  • MIL-OSI Security: Leader of Drug Trafficking Organization Pleads Guilty to Numerous Drug Distribution Charges

    BOSTON – One of the leaders of a large-scale drug trafficking conspiracy operating in and around the South Shore area of Massachusetts has pleaded guilty to multiple federal drug offenses in federal court in Boston.

    Giovanni Pina, 27, of Brockton, pleaded guilty to one count of possessing with intent to distribute and distributing 500 grams and more of methamphetamine; one count of distributing and possessing with intent to distribute methamphetamine on a premises where a minor was present and/or resided; and one count of conspiracy to possess with intent to distribute 400 grams or more of fentanyl, 100 grams or more of a fentanyl analogue and 500 grams or more of cocaine. U.S. Senior District Court Judge William G. Young scheduled sentencing for April 30, 2025. Pina was charged by complaint in February 2023 and subsequently indicted by a federal grand jury in March 2023.  

    Beginning in at least January 2021 through at least November 2021, Pina served as one of the leaders of a large-scale drug trafficking conspiracy that distributed fentanyl, fentanyl analogue and cocaine in and around the South Shore area – including in the Brockton, Quincy and Weymouth communities. Part of that conspiracy involved a Weymouth “stash house.” During a search of the stash house location in January 2021, two kilo presses; extensive drug paraphernalia, including blenders, digital scales and packaging equipment; more than 10 kilograms of fentanyl, fentanyl analogue and cocaine; three firearms; ammunition; two high-capacity magazines; and a speed loader were recovered.

    Additionally, Pina participated in a number of recorded drug deals with a cooperating witness in January and February 2023. One recorded drug deal occurred on or about Jan. 12, 2023, at a residence in Brockton, during which the deal and in the presence of a minor, Pina provided the witness with a box containing orange pills in exchange for cash. Subsequent lab testing confirmed that the pills consisted of over 2,000 grams of a mixture and substance of methamphetamine. On or about Jan. 25, 2023, Pina participated in another recorded drug deal with the cooperating witness in a vehicle in Taunton. During the deal, Pina provided the witness with a box that contained a large amount of orange pills in exchange for cash.  Subsequent lab testing confirmed that the pills consisted of over 2,500 grams of a mixture and substance of methamphetamine.  

    The charge of conspiracy to possess with intent to distribute 400 grams or more of fentanyl, 100 grams or more of a fentanyl analogue and 500 grams or more of cocaine provides for a mandatory minimum sentence of at least 10 years and up to life in prison, at least five years and up to a lifetime of supervised release and a fine of up to $10 million. The charge of possession with intent to distribute and distribution of 500 grams or more of a mixture and substance of methamphetamine provides for a mandatory minimum sentence of 10 years and up to life in prison, at least five years and up to a lifetime of supervised release and a fine of up to $10 million. The charge of distributing and possessing with intent to distribute methamphetamine on premises where a minor was present and/or resided provides for an additional consecutive term of up to 20 years in prison, up to three years of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    United States Attorney Leah B. Foley; Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division; and Quincy Police Chief Mark Kennedy made the announcement today. Valuable assistance in the investigation was provided by the Massachusetts State Police; Suffolk County Sheriff’s Department; and the Quincy, Weymouth, Braintree, Randolph, Brockton, East Bridgewater and Bridgewater Police Departments. Assistant U.S. Attorney Kaitlin R. O’Donnell of the Criminal Division is prosecuting the case.

President Joseph Biden nominated Easley on September 28, 2021, and the U.S. Senate unanimously confirmed him on November 21, 2021. He was officially sworn in on November 26, 2021.

    Expansion of Resources to Make Communities Safer

    U.S. Attorney Easley fought to significantly expand investigative and prosecutorial resources in the District, including a nearly 17% increase in prosecutors and new legal support staff and investigators. Much of the new personnel were allocated through a competitive national application process, with no district in the nation receiving more new prosecutors than the Eastern District of North Carolina (EDNC). The Office’s productivity and strong law enforcement partnerships also led the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to add an additional team of agents to partner on violent crime reduction across the District.

    Easley and his Project Safe Neighborhoods (PSN) team also worked with Department of Justice (DOJ) leadership to have Raleigh named a National Public Safety Partnership Site (PSP). The program aims to lower crime rates and improve quality of life through intensive training and technical assistance (TTA) to enhance gun violence investigations, constitutional policing, community engagement, crime analysis, and the use of technology in crime reduction.

    Driving Down Violent Crime and Dismantling Drug Traffickers

    Throughout his tenure, Easley and his team have led the charge to combat violent crime and drug trafficking in the District by launching a Violent Crime Action Plan (VCAP) with formal coordination sites in RaleighFayettevilleWilmingtonRocky Mount, New Bern, and the Albemarle Region. The VCAP strategy built deeper ties and sustained partnerships with law enforcement, with VCAP sites showing double-digit percentage declines in homicides since 2022, for example, Raleigh (↓37%), Fayetteville (↓39%), Wilmington (↓15%), and Rocky Mount (↓67%).

    VCAP is a collaboration between the U.S. Attorney’s Office and local police departments, sheriff’s offices, and district attorney’s offices to identify and prosecute the most significant drivers of violence, specifically targeting shooters and the gunrunners who arm them.  Notable cases include the 20-year sentence for a Crabtree Valley Mall robbery and the carjacking, the sentencing of a Crips Gang member for multi-state gun trafficking; the indictment of two Sampson County men allegedly responsible for a quintuple murder, the prosecution of gang members with fully-automatic machine guns; and gun smuggling to Mexico.

    VCAP provides a forum for structured inter-agency coordination, intelligence-led policing, and deployment of federal Task Force Officers to bring federal technology to address local gun violence.

    In 20222023, and 2024, EDNC prosecuted over 850 individuals for firearms offenses and took over 750 guns off the streets.

    In addition to VCAP, Easley revamped the Office’s Organized Crime & Drug Enforcement Task Force (OCDETF) by expanding the use of federal wiretaps, embedding federal agents alongside prosecutors, and increasing financial investigations. During Easley’s tenure, the Office achieved a #1 national rank for the number of OCDETF cases and #1 for the number of OCDETF defendants convicted of violence. Easley encouraged partners to prioritize national-scale cases with strong local impact, dismantling the trafficking, distribution, and money laundering pillars of criminal enterprises.

    OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks. Notable cases include the 75-year sentence of a national leader of the Pagan’s Motorcycle Club for narcotics trafficking and violence; the indictment of 16 members of the Hell’s Angels and Red Devils motorcycle gangs as part of an alleged violent criminal enterprise; the 40-year sentence for a narcotics trafficker operating from a daycare; the prosecution of the leader of white supremacist organization for armed drug trafficking; the  35-year sentence of a violent Fayetteville fentanyl trafficker; the conviction of a Raleigh Police officer for drug trafficking; the conviction of two fentanyl traffickers with ties to the Sinaloa Cartel; the conviction of a Rocky Mount Blood Gang leader for drug trafficking and COVID-19 fraud; the 40-year sentence of a drug trafficker linked to the murder, dismemberment and disposal of a confidential informant;  the prosecution of a former Wayne County Sheriff’s deputy for drug trafficking and bid-rigging; and the 50-year sentence of a violent Sampson County Blood Gang leader for armed drug trafficking.

    Attacking the Fentanyl Epidemic

    Easley also prioritized the prosecution of cases involving counterfeit pills and overdose deaths arising from fentanyl poisoning. An Elizabeth City man was sentenced to 20 years for trafficking heroin and fentanyl after causing an overdose death, a Raleigh man received a 15-year sentence after assisting in the distribution of fentanyl that killed a young woman, and a Snapchat fentanyl trafficker whose counterfeit pills led to an overdose death received 13 years in prison.

    To help local law enforcement get justice for victims of fentanyl poisoning and their families, Easley launched Overdose Death Investigation Trainings to train more than 200 law enforcement officers and prosecutors across the District on building fentanyl death cases.

    Easley also worked to reduce demand for opioids through outreach and education through the Heroin Education Action Team (HEAT), including educational events in local communities and schools.  The team launched a powerful new educational video to teach students and communities about the dangers.

    Protecting America’s National Security, Sensitive Technology, and Cybersecurity

    Under Easley’s leadership, the Office prioritized national security cases involving domestic and international terrorism, international cybercriminals, and protecting sensitive technology from foreign adversaries.  The prosecutions included a man accused of attempting to join ISIS and convictions against five members of a white supremacist plot to attack the energy grid, an anti-government bombmaker teaching how to target law enforcement, and a U.S. Army Major convicted of shipping guns to Ghana.  The Office also extradited and pursued a groundbreaking case against one of the FBI’s most wanted cybercriminals responsible for tens of millions of dollars in losses from widescale ransomware attacks, including on a hospital.

    Easley also built deeper ties with the DOJ’s National Security Division and the Department of Commerce Bureau of Industry & Security to launch a Disruptive Technology Strike Force (DTSF) cell to protect innovation in the Research Triangle’s high-tech sector. The DTSF partners with law enforcement and industry to protect advanced technology from unlawful acquisition by foreign adversaries. As home to the Research Triangle Park, world-class research institutions, and some of the Department of Defense’s largest installations, the EDNC hosts critical technology that malign foreign actors seek to obtain. The Raleigh DTSF cell is only one of fifteen in the country.

    Under Easley’s leadership, the Office saw a significant surge in white-collar enforcement, with white-collar caseloads increasing 115% in a year.  Cases included the prosecution of a former Morgan Stanley financial advisor who defrauded investors in a multimillion-dollar Ponzi scheme, an ENT doctor sentenced to 25 years for defrauding Medicaid, a man who laundered $40mm in narco-linked crypto, and a plant manager who dumped tens of thousands of gallons of toxic waste into the Cape Fear River. The Office also prosecuted a $15-million-dollar COVID fraud scheme involving more than 20 businesses and individuals.

    These cases arose from the launch of dedicated working groups focused on Securities Fraud, Money Laundering, Public Health, Environmental Crimes, and other priority areas. The Office also launched an annual Economic Crimes Summit to build deeper ties with investigators across about 30 different agencies.

    Easley also launched an Illicit Finance Task Force with the Treasury Department to combat transnational money laundering by targeting third-party money launders and money-transmitting businesses utilizing cryptocurrency, banking, and brokerages to run dirty money through the American financial system.

    Expanding Civil Rights Enforcement

    Easley launched the Office’s first dedicated Civil Rights Team to enhance the Office’s civil rights enforcement. The team includes dedicated coordinators in both the Civil and Criminal Divisions and a designated Human Trafficking Coordinator. The Civil Rights Initiative emphasizes community engagement and law enforcement training.

    As a part of the effort, the Office trained more than 200 officers in de-escalation, use of force, and community engagement strategies. The Office also hosted multiple outreach events through its United Against Hate Initiative to build stronger relationships between law enforcement and the community and to educate communities on how to identify and report hate crimes.

    Easley also launched two human trafficking task forces – one in the Raleigh-Cary area and one in Southeastern North Carolina – to bring together law enforcement and community resources to share intelligence and investigative leads, provide specialized training, and promote greater public-private coordination to rescue and stabilize victims.

    Strong Civil Practice

    For the past three years, the EDNC’s Civil Division has ranked in the top 10 among large districts in the number of cases filed or responded to per AUSA. The Division has consistently ranked #1 in the Fourth Circuit for Affirmative Civil Rights and Affirmative Fraud cases and has ranked in the top five nationally compared to other large districts.  EDNC’s Financial Litigation Program (FLP), responsible for collecting debts owed to the U.S. Government, collected over $58 million in the last three fiscal years.

    A man who drove a stolen car recklessly from Bombay to Hamilton has had his plans spiked.

    At about 8.15pm, officers observed the stolen Honda as it entered the South-Western Motorway at speed.

    Acting Detective Inspector Simon Harrison, Waitematā CIB, says a short time later the Police Eagle helicopter located the vehicle, tracking it as it entered the Southern Motorway heading south.

    “The vehicle was not pursued, however we continued observations as the vehicle continue south and into Waikato, before it was spiked near Taupiri.

    “It has then continued towards Hamilton where it has slowed down due to the tyre destruction.”

    Acting Detective Inspector Harrison says the vehicle was also allegedly driven on the wrong side of the road before staff moved in and were able to block the vehicle.

    “It’s extremely fortunate that no one suffered any injuries as a result of this man’s alleged actions.

    “I’m pleased we were able to take this person into custody and hold them to account for their actions.”

    A 19-year-old will appear in Waitākere District Court today charged with burglary, unlawfully taking a motor vehicle and dangerous driving.

    A 17-year-old charged with unlawfully getting into a motor vehicle and escapes custody will appear in North Shore Youth Court today.

    ATLANTA – Today, on behalf of First Lady Marty Kemp, the Office of the Governor rolled out its 10th piece of legislation aimed at cracking down on human traffickers and buyers in the state while making Georgia a safe haven for victims.

    The latest bill championed by First Lady Kemp, SB 42 closes a critical loophole in Georgia law and ensures traffickers face the full penalty that their crimes demand. Currently, the conduct prohibited by Georgia’s human trafficking statute against minors is substantially similar to the conduct prohibited by the crime of keeping a place of prostitution, pimping, and pandering against minors. Rule of lenity, a legal principle asserting courts should apply the more favorable sentence to defendants when the law is ambiguous, could lead to judges awarding lesser sentences to offenders as a result of this loophole.

    “Georgia is a national leader in the fight against human trafficking because of our work supporting survivors and shining a light on the dark corners where this crime thrives,” said First Lady Marty Kemp. “The legislation introduced today will further that mission by ensuring proper penalties for offenders and securing greater justice for their victims. It will also build on the other initiatives we’re launching this week to make Georgians more aware of the dangers of human trafficking and how to report suspected trafficking situations.”

    As a part of Human Trafficking Prevention and Awareness Month — observed each January — First Lady Kemp marked the occasion by announcing the following initiatives to better equip Georgians with the knowledge and tools to end this evil industry in the state:

    First Lady Kemp Releases Updated Human Trafficking Awareness Training

    In conjunction with the Department of Administrative Services (DOAS), the First Lady is releasing an updated human trafficking awareness training for state employees. This enhanced training incorporates new information on what Georgia has done in the years since to support survivors and empower law enforcement to go after offenders. Administered by DOAS, the training will be available to all state agencies, who are encouraged to have their employees participate. The training will also be available to the public on YouTube as a free and easily-accessible resource.

    “State employees are essential in the fight against human trafficking,” said DOAS Commissioner Rebecca Sullivan. “It’s imperative for everyone to recognize the signs and be prepared to report them to effectively raise awareness and prevent this horrific crime. This training video is a vital resource packed with statistics and real-life stories that empower our state employees and the public to identify and report signs of sex trafficking with confidence. Together, we can make a significant impact in combating this issue.”

    History of Training

    Following initial meetings of the GRACE Commission, the need to raise awareness of the nature and signs of human trafficking was identified as a priority to move the needle on ending trafficking in the state. That led to the development of a 30-minute video training resource that provided viewers with an overview of sex trafficking, the telltale signs of its participants, and what to do when they believe they may have observed a trafficking situation.

    The First Lady also unveiled, in partnership with the Georgia Ports Authority (GPA) and the Criminal Justice Coordinating Council (CJCC), a public service announcement (PSA) that will run at the state’s ports. With thousands of trucks entering and exiting ports facilities each day, this PSA will help bring attention to what drivers travelling through high-traffic destinations across the state can do to help end sex trafficking in Georgia.   • MIL-OSI United Nations: Aid efforts in Gaza escalate as risks from deadly unexploded ordnance grows

    Humanitarian Aid

    As more than 423,000 displaced Palestinians return to their homes in northern Gaza following the opening of key roads, UN agencies are scaling up humanitarian aid and addressing the growing risks posed by unexploded ordnance such as landmines (UXO). 

    “Hope returns to Gaza, but it’s fragile,” said Corinne Fleischer, World Food Programme (WFP) Regional Director for the Middle East and North Africa. “With open crossings and sustained efforts, Gaza’s recovery can take root,” she emphasised.

    The WFP has doubled its aid deliveries, bringing in 22,000 metric tons of food in the past six days – more than the entire supply that entered Gaza in November.

    Scaling up essential services

    UN Spokesperson Stéphane Dujarric highlighted further relief efforts, noting that six fuel tankers were delivered to northern Gaza on Wednesday.

    Aid workers stationed along the Salah ad Din and Al Rashid roads continue to assist people making their way back north to shattered homes, providing food, water, and hygiene kits, with the UN Children’s fund (UNICEF) distributing identification bracelets for children to help families stay connected.

    To support vulnerable groups, the World Health Organization (WHO) has supplied fuel, tents and equipment to establish trauma stabilization points along Al Rashid Road in collaboration with the Palestine Red Crescent Society.

    Meanwhile, efforts to provide emergency nutrition continue, with high-energy biscuits distributed to 19,000 people south of Wadi Gaza and 10,000 in the north.

    Shelter assistance is also being scaled up, with humanitarian partners distributing tents to families – many of whom are returning to homes that have been completely destroyed.

    Water remains a critical concern and aid workers are ramping up water trucking operations. In Rafah alone, 300 cubic meters of potable water – enough for 50,000 people – is being distributed daily.

    Danger underfoot

    Despite the increasing humanitarian response, returning residents face significant risks from UXO contamination.

    The UN Mine Action Service (UNMAS) has warned that between 5 to 10 percent of weapons fired into Gaza have failed to detonate, leaving behind deadly hazards.

    Since October 2023, at least 92 people have been killed or injured by explosive ordnance. Informal reports suggest 24 victims since the ceasefire began, according to Luke Irving, Chief of the UN Mine Action Programme (UNMAS) in the occupied Palestinian territories, briefing the press on Wednesday from the enclave.

    “Humanitarian convoys are finding items more and more, as we reach new areas which we previously could not get to, including large aircraft bombs, mortars, anti-tank weapons, rockets and rifle grenades,” he explained.

    Rubble removal

    To mitigate risks, UNMAS and its partners are conducting awareness sessions, distributing safety leaflets and escorting humanitarian convoys along high-risk routes.

    A newly established UN-led Gaza Debris Management Framework aims to ensure the safe removal of rubble, but progress is being hindered by UXO contamination, exposure to hazardous materials and complex property disputes.

    Several UN agencies are collaborating to address both the environmental and housing concerns associated with these issues.

    Deteriorating situation in West Bank

    Meanwhile, in the occupied West Bank, violence and military operations continue to escalate.

    The UN Office for the Coordination of Humanitarian Affairs (OCHA) has reported a drastic deterioration in the humanitarian situation, particularly in the governorates of Jenin and Tulkarm.

    “We’ve repeatedly expressed our concern over the use of lethal, war-like tactics in law enforcement operations,” Mr. Dujarric said.

    Israeli military operations in these areas have led to significant destruction of civilian infrastructure.

    In Tulkarm, access to water and electricity has been disrupted and initial estimates suggest that nearly 1,000 people have been displaced in recent days.

    Sustained humanitarian access

    With humanitarian efforts scaling up, UN agencies are calling for unhindered access to deliver aid safely and ensure the protection of both civilians and humanitarian workers.

    Mr. Dujarric reiterated the urgent need for safe passage for humanitarian workers, the protection of civilians and the acceleration of reconstruction efforts to support those returning home.

    One man has been charged over a fatal hit-and-run in Ōkaihau on Tuesday night.

    An investigation has been underway since the teenage cyclist was allegedly struck by a vehicle on Settlers Way.

    Detective Senior Sergeant Kevan Verry, of Northland CIB, says there has been a strong public response following the tragic event.

    “We have had a number of locals make contact with us and provide information and I acknowledge them for that,” he says.

    “Police have been in the small township over the past day conducting enquiries, including checkpoints to try and identify a vehicle involved.”

    Police have now located and arrested a 27-year-old Kaikohe man.

    Detective Senior Sergeant Verry says he has initially been charged with failing to stop or ascertain injury.

    “Our enquiries remain ongoing, and we cannot rule out further charges in our investigation.”

    Police are still seeking witnesses to the incident as part of the investigation.

    “We know that there were several vehicles travelling on Settlers Road at the time, between 10pm and 10.15pm,” he says.

    “I’m still asking that those people make contact with us.”

  • MIL-OSI USA: Shooting Incidents With Injury Declined 28 Percent in 2024

    Governor Kathy Hochul today announced that gun violence in communities participating in the state’s Gun Involved Violence Elimination (GIVE) initiative declined to its lowest level on record last year. New York State began tracking this data in communities outside of New York City in 2006. Shooting incidents with injury declined 28 percent in 2024 compared to 2023, and the number of individuals injured declined 25 percent, with 238 fewer people harmed by gunfire. The Governor’s Fiscal Year 26 Executive Budget includes $370 million to continue the state’s multifaceted approach to reducing shootings and saving lives. That funding supports local and state law enforcement initiatives, youth employment programs, and nonprofit organizations that serve and support individuals and families and strengthen communities.

    “New Yorkers are safer today than they were yesterday – and that’s because of the tireless efforts of our communities, law enforcement, and partners,” Governor Hochul said. “Gun violence has dropped by 28 percent, meaning 238 fewer people wounded by gunfire in our neighborhoods. But we’re not stopping here. My administration is doubling down on its commitment to reducing violence, supporting our youth, and strengthening our communities – ensuring that all New Yorkers can live in safety and peace.”

    The 28 percent decline reflects 588 shooting incidents with injury reported last year by the 28 police departments participating in GIVE compared to 817 in 2023, and the number of shooting victims decreased by 25 percent (725 v. 963). When the state first began tracking this data in 2006, 17 police departments received funding to reduce shootings and violent crime: Those agencies reported 896 shooting incidents with injury and 1,007 individuals who sustained gunshot wounds. GIVE jurisdictions account for roughly 90 percent of violent crimes involving firearms and 85 percent of violent crime reported outside New York City.

    The following police departments reported particularly significant declines in shooting incidents with injury in 2024 compared to 2023: Niagara, 52 percent; Rochester, 34 percent; Syracuse, 30 percent; and Yonkers, 47 percent. Shooting incidents with injury, shooting victims and shooting homicide data for each of the 28 GIVE agencies are available on the State Division of Criminal Justice Services (DCJS) website. In addition to the collective decrease in gun violence in GIVE communities, the New York City Police Department reported a seven percent (903 v. 974) decrease in shooting incidents in 2024 compared to 2023.

    DCJS Commissioner Rossana Rosado said, “Our partnerships with local law enforcement agencies and community-based organizations through the GIVE initiative, SNUG street outreach program, Project RISE and our Crime Analysis Centers are helping to make a real difference in people’s lives and increasing safety in our communities. We applaud Governor Hochul’s leadership on public safety and her unprecedented support of these critical programs.”

    Preliminary index crime reported by police agencies outside of New York City showed an eight percent decrease from January through September 2024 vs. 2023, the most current data available. There are seven index crime categories that are used to gauge overall crime trends: four violent (murder, rape, robbery, aggravated assault) and three property (burglary, larceny, motor vehicle theft). Data reported by the NYPD show a three percent reduction in crime in the five boroughs.

    The $370 million investment to reduce and prevent gun violence and strengthen communities disproportionately impacted by crime includes, but is not limited to, the following programs and initiatives administered by DCJS:

    • $50 million through the Law Enforcement Technology grant program, which provides funding so police departments and sheriffs’ offices can purchase new equipment and technology to modernize their operations and more effectively solve and prevent crime.
    • $36 million for GIVE, which funds the 28 police departments and district attorneys’ offices, probation departments, and sheriffs’ offices in 21 counties outside of New York City.
    • $21 million for the SNUG Street Outreach Program, which operates in 14 communities across the state: Albany, the Bronx, Buffalo, Hempstead, Mount Vernon, Newburgh, Niagara Falls, Poughkeepsie, Rochester, Syracuse, Troy, Utica, Wyandanch, and Yonkers. The program uses a public health approach to address gun violence by identifying the source, interrupting transmission, and treating individuals, families and communities affected by the violence.
    • $18 million in continued support for the state’s unique, nationally recognized Crime Analysis Center Network, and $13 million in new funding to establish the New York State Crime Analysis and Joint Special Operations Command Headquarters, a strategic information, technical assistance and training hub for 11 Centers in the state’s network, and enhance existing partnerships and expand information sharing with the New York State Intelligence Center operated by the State Police, the locally run Nassau County Lead Development Center, and the State’s Joint Security Operations Center, which focuses on protecting the State from cyber threats.
    • $20 million for Project RISE (Restore, Invest, Sustain, Empower) in 10 communities to support mentoring, mental health services, restorative practices, trust building, employment and education support and youth development activities, among other programs and services that address trauma resulting from long-term exposure to violence, build resilience and strengthen youth, families and neighborhoods.

    The New York State Police, the State Department of Corrections and Community Supervision, the State Office of Temporary and Disability Assistance, and the state Office of Victim Services also will receive funding through that $370 million allocation.

    That funding does not include other public safety initiatives outlined in the FY26 Executive Budget Briefing Book, including $35 million for the next round of the Securing Communities Against Hate Crimes grants to increase safety and security of organizations at risk of hate crimes or attacks because of their ideology, beliefs, or mission; or investments that expand support for victims and survivors of crime, including doubling funding for rape crisis centers to $12.8 million.

    It’s a cold, drizzly night in a forest west of Melbourne. I’m sitting on a damp log, clutching a thermos of lukewarm tea and watching a koala snooze on a branch above me. Suddenly, it lifts its head. I sit up straight, pen poised to record what happens. But the koala simply yawns and resumes the blob position. I sigh and take another sip of tea.

    Why am I doing this? To research the social behaviour of koalas and hopefully learn more about what they do at night, when they are most active.

    After many nights, and many sips of tea, I witness something truly unexpected: male koalas engaging in affectionate behaviours with each other, such as play and grooming. I was shocked. Adult koalas are normally solitary, so observations such as this are exceedingly rare.

    My new research paper presents these findings. It provides the most detailed account of these behaviours to date, and offers a unique glimpse into how social dynamics between koalas may change when they are forced to live in close quarters.

    Why are these behaviours so surprising?

    Most animals exhibit some type of social behaviour. These can include mating, vocalising to communicate, or defending their territory. But some highly social, group-living animals – such as wolves, primates and dolphins – will also display friendly and peaceful acts between individuals, such as grooming each other and playing.

    These are known as “affiliative” behaviours, and they are key to social relationships between animals, and to maintaining complex social hierarchies.

    Adult koalas, though, are generally solitary (except, obviously, when mating). They are usually widely spread over an area and rarely come face-to-face, instead interacting over long distances by vocalising and leaving their scent.

    And when male koalas do physically interact, it is usually a violent affair. More than once, I’ve seen male koalas scratched and bloodied — missing chunks of fur and even a claw — after fighting with a rival male.

    That’s why my observations of affection between young male koalas were so surprising.

    What I saw after dark

    Over three painstaking weeks, I studied a koala population in the woodlands of Cape Otway, southern Victoria. Each night, I went out between 9pm and 2am to track and observe the males. I used a red-light spotlight to avoid disturbing them. If I saw something interesting, I filmed it. You can watch the video below.

    After two weeks, I observed three males engaging in unexpected “affiliative” behaviours. They were grooming each other, sniffing each other’s genitals and vocalising to each other in soft, high-pitched calls, similar to the sounds baby koalas make.

    They also appeared to be playing. They would gently — but perhaps provocatively — bite one another on the arm and ear, a bit like cheeky puppies do.

    These interactions weren’t brief, either. I watched the koalas for two hours before finally giving in to sleep. When I went back at lunchtime the next day, they were still at it.

    What’s behind these affectionate behaviours?

    This type of social interaction between wild koalas had only been observed once before, more than 30 years ago, in a high-density koala population on French Island off Victoria.

    Like that earlier observation, the koalas I recorded were young adult males, roughly aged between three and five years. Hormonal activity can surge at this life stage, leading to an increase in social behaviours such as play and boldness.

    But if the affectionate behaviours were solely the result of teenage hormones, you’d expect it to be observed more often in many koalas in this age group. But that’s not the case.

    Instead, these behaviours are most likely a result of the large koala populations.

    Typically, fewer than two koalas are found per hectare. At Cape Otway, there were 15 koalas per hectare. This number can reach up to 20 in parts of South Australia and Victoria.

    This high density means the home ranges of koalas are more likely to overlap and their interactions will be more frequent. It also means competition for food, space and mates can be especially high.

    So young males might use affectionate behaviours — such as grooming and playing — to reduce conflict and manage stress. It may help individuals become familiar with their neighbours, establish hierarchies and avoid aggressive encounters.

    Genetics may also play a role. Like many high-density koala populations, this population had low genetic diversity, meaning there was a high degree of relatedness among individuals.

    Low genetic diversity can be a big problem for species overall. But it does mean some animals might identify their relatives, and tolerate being close to them.

    The causes of low genetic diversity in high-density koala populations are complex. The species was almost hunted to extinction. This meant a vastly reduced number of koalas could pass on their genes to the next generation. To make matters worse, habitat destruction can prevent koalas from dispersing over a wide area.

    The complex reality of koala conservation

    Koalas are listed as endangered in New South Wales, Queensland and the ACT. But high-density koala populations, such as the one I observed in Cape Otway, also present major conservation challenges.

    Too many koalas feeding in an area puts pressure on preferred tree species. This can result in mass tree death, and habitat loss for koalas and other species. In some cases, koalas can starve.

    Unfortunately, there are no quick and easy solutions to this issue. Moving koalas from crowded areas to places where they are endangered often isn’t possible, due to differences in climate and the unique gut bacteria koalas need for their local food trees.

    Other interventions, such as fertility control, can be effective. But this takes many years of intensive effort and significant funding, making it vulnerable to budget cuts and shifting priorities.

    Some experts say culling could be used to control koala numbers and conserve the surrounding habitat, as it is for kangaroos. However, this is likely to draw widespread public opposition.

    These complex challenges offer an unexpected silver lining, however. As my experience shows, high-density koala populations provide unique opportunities to observe rare social behaviours in this iconic species. All you need is curiosity, a big cup of tea, and patience.

  • MIL-OSI Asia-Pac: CAQM Sub-Committee on GRAP invokes Stage-III of the GRAP in the entire NCR with immediate effect in an effort to prevent further deterioration of air quality in the region

    Today, Delhi’s average Air Quality Index (AQI) has been on an increasing trend since morning and breached the 350 mark as the AQI for the day clocked 365 today as per the Daily AQI Bulletin provided by the Central Pollution Control Board (CPCB). In wake of deteriorating air quality of Delhi, the Sub-Committee on the Graded Response Action Plan (GRAP) of the Commission for Air Quality Management in NCR and Adjoining Areas called on a meeting today to review the air quality scenario and forecasts for meteorological conditions and air quality index made available by IMD/IITM.

    Noting an increasing trend in AQI levels of Delhi, the CAQM Sub-Committee on GRAP in its today’s meeting observed as under:

    • The AQI of Delhi which was recorded as 276 on 28.01.2025, exhibited a sharp increasing trend and has been recorded 365 at 4:00 PM on 29.01.2025 owing to variable direction/calm winds, smoggy situation, low mixing height & ventilation coefficient for dispersion of pollutants. The forecast from IMD/ IITM suggests similar situations to persist in coming days.

    Keeping in view the prevailing trend of air quality, and in an effort to prevent further deterioration of air quality in the region, the Sub-Committee today has taken the call to invoke all actions as envisaged under Stage-III of the extant schedule of GRAP, with immediate effect, in the entire NCR. This is in addition to the actions under Stages I & II of the extant schedule of GRAP already in-force in NCR. Various agencies responsible for implementing measures under GRAP including Pollution Control Boards (PCBs) of NCR and DPCC have also been addressed to ensure strict implementation of actions under Stage-III of the extant schedule of GRAP in addition to actions under Stages I & II of GRAP during this period.

    A 9-point action plan as per Stage-III of the extant schedule of GRAP is applicable with immediate effect in the entire NCR. This 9-point action plan includes steps to be implemented/ ensured by different agencies including Pollution Control Boards of NCR and DPCC. These steps are:

    1. Construction & Demolition activities:

    (i) Enforce strict restrictions on the following categories of dust generating/ air pollution causing C&D activities in the entire NCR:

    • Earthwork for excavation and filling including boring & drilling works.
    • Piling works.
    • All demolition works.
    • Laying of sewer line, water line, drainage and electric cabling etc. by open trench system.
    • Brick / masonry works.
    • Operation of RMC batching plant.
    • Major welding and gas-cutting operations. Minor welding activities for MEP works (Mechanical, Electrical and Plumbing) to be, however, permitted
    • Painting, polishing and varnishing works etc.
    • Cement, Plaster / other coatings, except for minor indoor repairs/ maintenance.
    • Cutting / grinding and fixing of tiles, stones and other flooring materials, except for minor indoor repairs/ maintenance.
    • Road construction activities and major repairs.
    • Transfer, loading / unloading of dust generating materials like cement, fly-ash, bricks, sand, murram, pebbles, crushed stone etc. anywhere within / outside the project sites.
    • Movement of vehicles carrying construction materials on unpaved roads.
    • Any transportation of demolition waste.

     

    (ii) All construction related activities, other than those listed under 1(i) above, which are relatively less polluting / less dust generating shall be permitted to be continued in the NCR, subject to strict compliance of the C&D Waste Management Rules, dust prevention/ control norms including compliance with the directions of the Commission issued from time to time.

    (iii) All C&D related activities, including those under 1(i) above, shall be continued to be permitted only for the following categories of projects, however subject to strict compliance of the C&D Waste Management Rules, dust prevention/ control norms including compliance with the directions of the Commission issued from time to time:

    1. Projects for Railway services and stations
    2. Projects for Metro Rail Services and stations
    3. Airports and Inter State Bus Terminals
    4. National security/ defence related activities/ projects of national importance
    5. Hospitals/ health care facilities
    6. Linear public projects such as highways, roads, flyovers, over bridges, power transmission/ distribution, pipelines, tele-communication services etc.
    7. Sanitation projects like sewage treatment plants and water supply projects etc.
    8. Ancillary activities, specific to and supplementing the above project categories.

     

    1. Close down operations of stone crushers in the entire NCR.
    2. Close down all mining and associated activities in the entire NCR.
    3. NCR State Govts. / GNCTD to impose strict restrictions on plying of BS III petrol and BS IV diesel LMVs (4 wheelers) in Delhi and in the districts of Gurugram, Faridabad, Ghaziabad and Gautam Budh Nagar.

     

    Note: Persons with Disabilities shall be permitted to ply BS – III Petrol / BS – IV Diesel LMVs, provided that these are specifically adopted for them and are run only for their personal use.

    1. GNCTD to impose strict restrictions on plying of Delhi – registered Diesel operated Medium Goods Vehicles (MGVs) to BS-IV standards or below, in Delhi, except those vehicles carrying essential commodities / providing essential services.
    2. GNCTD to not permit BS-IV and below diesel operated LCVs (goods carriers) registered outside Delhi, to enter Delhi, except those carrying essential commodities / providing essential services.
    3.  

    (i) State Govts. in the NCR and the GNCTD to mandatorily conduct classes in schools for children up to class V in a “Hybrid” mode i.e., both in physical and online mode (wherever online mode is feasible) in the territorial jurisdiction of the NCT of Delhi and in the districts of Gurugram, Faridabad, Ghaziabad and Gautam Buddh Nagar.

     

    (ii) The NCR State Governments may also consider conducting classes for students up to Class V in a “Hybrid” mode as above in other areas in NCR.

     

    Note: The option to exercise the online mode of education, wherever available, shall vest with the students and their guardians.

     

    1.  

    (i) GNCTD and NCR State Governments to stagger timings for public offices and municipal bodies in the National Capital Territory of Delhi and the districts of Gurugram, Faridabad, Ghaziabad and Gautam Buddh Nagar.

     

    (ii) State Governments may take a decision to stagger timings for public offices and municipal bodies in other areas of NCR.

     

    1. Central Government may take a decision on staggering of timings of Central Government offices in Delhi–NCR.

     

    Further, CAQM urges the citizens of NCR to cooperate in implementing GRAP and follow the steps mentioned in the Citizen Charter under GRAP. In addition to steps under Citizen Charter of Stages I & II, citizens are advised to:

    • Walk or use cycles for small distances.
    • Choose a cleaner commute. Share a ride to work or use public transport.
    • People, whose positions allow working from home, may work from home.
    • Do not use coal and wood for heating purpose.
    • Individual house owners may also provide electric heaters to security/ other staff employed by them to avoid open burning of bio-mass/ wood/ MSW.
    • Combine errands and reduce trips.

    Recent incidents reported in European winter destinations with increased tourist traffic, where electric vehicles have been immobilised due to low temperatures and lack of sufficient (fast) charge points, highlight major challenges relating to the infrastructure for and resilience of electric vehicles in extreme weather conditions.

    The Batteries Regulation[1] introduces measures that promote the sustainability, durability and efficiency of batteries through strict performance and environmental durability standards. However, performance issues at low temperatures remain a major challenge which requires additional action by the EU[2]. The AFIR[3] Regulation sets mandatory national targets for Member States to develop electric vehicle charging infrastructure to support the transition to zero-emission mobility. However, the AFIR Regulation does not contain any specific provisions directly concerning tourist destinations[4].

    Addressing these issues is crucial for promoting e-mobility and achieving the EU’s environmental targets, while ensuring smooth and safe mobility for citizens.

    In view of this:

    • 1.Are there any plans to promote further research and development to improve the durability of electric vehicle batteries in extreme weather conditions, making full use of the Batteries Regulation and strengthening its implementation?
    • 2.What specific actions does the Commission intend to take within its powers to accelerate the development of charging infrastructure at tourist destinations, where increased traffic makes the availability of charging stations crucial to the success of the green transition?

  • MIL-OSI Security: Hantsport — West Hants RCMP Detachment charges a man involved in break-in

    West Hants RCMP Detachment has charged a man following a break and enter in Windsor.

    On January 4, at approximately 9:15 a.m., RCMP officers responded to a break and enter at a residential construction site on Abbey Rd. Officers learned that a Chevrolet Aveo was seen fleeing the area with stolen tools valued at approximately $5,000.

    Through the investigation, officers linked the Chevrolet to an address on Smith Rd. in Glooscap First Nation and later observed two people leave in the vehicle at a high rate of speed. A traffic stop was attempted, but the driver didn’t pull over. In the interest of public safety, a pursuit was not initiated.

    A short time later, another RCMP officer attempted to stop the Chevrolet as it travelled on Hwy. 1. The vehicle came to a stop on West Brooklyn Rd. before fleeing; the officer didn’t pursue the vehicle.

    Shortly afterwards, the Aveo was located in a ditch along West Brooklyn Mountain Rd. At the scene, RCMP officers followed two sets of footprints leading from the crash site and located and arrested one of the vehicle’s occupants, 26-year-old Morgan Cynthia Hennigar of Halifax. Hennigar has been charged with Obstructing a Peace Officer and Failure to Comply with Order; she’s due in Windsor Provincial Court on May 15.

    From the information gathered, a second person of interest was identified.

    On January 27, RCMP officers safety arrested 27-year-old Michael Jody James Paul at a Hantsport residence. He’s facing the following charges:

    • Break and Enter and Theft
    • Flight from a Peace Officer
    • Dangerous Operation of a Conveyance
    • Operation While Prohibited
    • Failure to Comply with Order (seven counts)

    “After identifying Michael Paul on January 4, we continued our efforts to locate and apprehend him,” says Cpl. Travis MacDonald of the West Hants RCMP Detachment. “On two occasions, his vehicle fled from police in a dangerous manner and officers did not pursue it in the interest of public safety. On January 27, investigators organized an operation involving surveillance and RCMP Police Dog Services, which resulted in Paul being safety arrested.”

    Paul has been remanded into custody and is scheduled to appear in Windsor Provincial Court on January 29.

    The investigation is ongoing.

  • MIL-OSI Security: Yarmouth — RCMP Southwest Traffic Services arrests two impaired drivers

    RCMP Southwest Traffic Services (SWTS) locates impaired drivers, both on and off duty.

    On January 15, at approximately 2:32 p.m., an RCMP officer from SWTS completed a traffic stop when they observed the driver of a vehicle not wearing their seatbelt. The driver, a 50-year-old Yarmouth woman, exhibited signs of impairment and provided roadside breath samples into an approved screening device (ASD), which resulted in a “fail”. She was arrested and transported to the Yarmouth RCMP detachment, where she provided breath samples that registered 230 mg% and 210 mg%, almost three times the legal limit.

    On January 27, at approximately 4:30 p.m., an off-duty officer from SWTS observed a Ford Ranger in the ditch on Hwy 203 in Carleton, and stopped to render assistance. During his interaction with the officer, the 60-year-old Carleton man exhibited signs of impairment. The driver was detained for impaired operation of a vehicle and on-duty RCMP officers from Yarmouth Rural RCMP attended the scene and took over the investigation. The man was arrested and later provided breath samples that registered 210 mg% and 220 mg%.

    The RCMP is reminding the public that if you suspect an impaired driver, it’s an emergency; call 911.

    Once you call 911, dispatchers will ask for:

    • Your location
    • A description of the vehicle, including the licence plate number, colour, make and model
    • The direction of travel for the vehicle
    • A description of the driver if visible

    NEW ORLEANSCHARLES CUNIGAN (“CUNIGAN”), a resident of Tennessee, was sentenced on January 14, 2025, for conspiring to commit sex trafficking, in violation of Title 18, United States Code, Section 1594(c).

    According to court documents, CUNIGAN, age 31, and his girlfriend Latesha Gardner, age 31, forced a seventeen-year-old victim to engage in commercial sex acts in New Orleans for three months to generate money so CUNIGAN could purchase a vehicle.  The defendants advertised the minor victim for commercial sex on the internet and used physical abuse and other means to force her to comply.  CUNIGAN carried a firearm and pistol whipped the minor victim on one occasion.  CUNIGAN kept all of the money the minor victim made from commercial sex transactions and required her to meet a minimum daily dollar threshold from these sex acts.  He conditioned the victim’s ability to eat on whether she earned enough money.  CUNIGAN also tracked the geolocation data on the victim’s phone and threatened to kill her if she left.

    U.S. District Court Judge Jay C. Zainey sentenced CUNIGAN to 270 months’ imprisonment, followed by a lifetime of supervised release.  CUNIGAN was ordered to pay $48,750 in restitution to the minor victim and to participate in the sex offender registration and notification program.  In addition, Judge Zainey imposed a $100 mandatory special assessment fee.  In September 2024, CUNIGAN’s co-defendant, Gardner, was sentenced to 60 months imprisonment for her role in this conspiracy.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.     U.S. Attorney Duane A. Evans and Principal Deputy Assistant Attorney General Brent S. Wible, head of the Justice Department’s Criminal Division, made the announcement.

    The case was investigated by Homeland Security Investigations and the Orlando, Florida Metropolitan Bureau of Investigations. The prosecution of this case is being handled by Assistant United States Attorney Maria M.   • MIL-Evening Report: How do workers cope in no-win situations? Midwives found out the hard way during the pandemic

    During the pandemic, midwives faced what researchers call a “pragmatic paradox” – a situation where contradictory demands are imposed on individuals who can neither refuse nor fulfil the demands.

    Midwives needed to care for women and babies despite the risk of infecting them with the virus. Their experiences shed important light on how we can think about no-win situations in the workplace.

    In our recently published research, we surveyed 215 New Zealand midwives about their experiences of working through COVID lockdowns and how they coped with what felt at times like a no-win situation.

    The absurdity of contradictory demands

    Pragmatic paradoxes place workers in absurd, no-win situations. They can occur simply because of leadership issues or glitches in management bureaucracies. They can also happen during unique crises – such as the pandemic.

    But many workers are so used to feeling powerless that they may not recognise – much less question – the absurdity of contradictory demands.

    This is especially true in situations where workers lack opportunities to discuss or challenge the directives they receive from above.

    When the pandemic struck, midwives’ professional roles suddenly entailed an inherent contradiction they had no opportunity to question.

    They were contractually obligated to protect societal wellbeing by providing ongoing maternity services. Yet due to the fast evolving situation and initial shortages of safety equipment, providing those services entailed risking public wellbeing by exposing themselves and their clients to the virus.

    As one of our research participants explained:

    I felt that I was in a very difficult situation. I was connecting with multiple “bubbles” on a daily basis. I was scared that I could be in a position to pass COVID on to vulnerable people.

    As expected, most midwives in our study felt disempowered by the tensions of this situation:

    I felt extremely vulnerable. As a lead maternity carer midwife, considered an essential service, I had no control over whether I could just not work.

    But surprisingly, a small number of midwives were seemingly motivated by it. As one explained,

    [My family] thought I was “brave” and “courageous” to keep working – but this was simply my job! I felt like I had a duty to pregnant women to front up and continue as per normal.

    Recognised and supported?

    Why would some midwives feel motivated by their contractual obligations to fulfil contradictory demands?

    The crux, we found, was not whether they were aware of the contradiction inherent in their situation, but whether that awareness was accompanied by a sense of professional recognition and support.

    If midwives felt like they were recognised and supported in their ongoing efforts – like valuable members in the “team of five million” – they framed and accepted their contradictory situation as part of a societal duty.

    Midwives placed particular importance on recognition and support from the government and the public. As one explained,

    I felt the love. Heading out on the motorway I would see the sign thanking essential workers. And the government was always mentioning us and thanking us.

    In contrast, if they felt like health system leaders and the public were oblivious to their situation, they interpreted contradictory work demands as stressful and disempowering.

    Another midwife said,

    I became very angry and felt midwives were like lambs to the slaughter – we had no PPE, we were being told to carry on working, in the media we were invisible. Our professional body seemed to put the women we cared for ahead of our wellbeing.

    Managing pragmatic paradoxes

    There are two ways to look at the implications of our findings. One is to suggest pragmatic paradoxes are not as bad as they initially seem.

    Contradictions abound in contemporary society, so it may be inevitable people face conflicting yet unrefusable demands in their jobs. But if leaders and managers can motivate workers to embrace those demands – or at least recognise the difficulty of the tasks – the outcome can be positive.

    An alternative reading is workers who feel motivated by pragmatic paradoxes are casualties of something akin to gaslighting. According to this logic, contradictory demands are imposed by those at the top of their respective organisations and societies, so that’s where the demands ought to be dealt with.

    For example, the government could have minimised the risks midwives faced during the pandemic by better access to protective equipment, thereby resolving their contradictory situation. Suggesting contradictory demands should be passed down to lower-level workers is therefore equivalent to accepting a certain level of oppression.

    Whichever interpretation resonates more, our research underscores the importance of communication as a means of ensuring workers are not disempowered by pragmatic paradoxes.

    Over the course of the pandemic, healthcare workers worldwide eventually improved their contradictory situation by posting on social media and talking to the press. Political leaders and health management recognised the workforce needed greater support to navigate the contradictory demands of risking wellbeing to protect wellbeing.

    The broader lesson is when people face contradictory directives, they should be able to discuss and challenge them.

    Research suggests that in interpersonal situations, humour may be an effective means of doing so without directly threatening the power or competence of those in charge.

    Of course, this brings us to one final paradox: that encouraging humour and employee voice requires fostering the type of environment where pragmatic paradoxes are unlikely to thrive in the first place.

  • MIL-OSI Global: Is no amount of alcohol safe? Understanding risks and public health guidelines

    The United States surgeon general recently called for a warning of cancer risk on alcohol labels. And I agree. But the discourse that has come out in the media, by health professionals and health influencers, has been alarmist and a disservice to informing the public on the real cancer risks associated with alcohol.

    I’m a professor in Health Sciences at Simon Fraser University and I study how behaviours relate to the disease. I also write a blog on the role health behaviours play in your health.

    Alcohol and cancer risk

    The surgeon general’s comments follow reports from the World Health Organization and Canada’s Guidance on Alcohol and Health, both of which state there is no safe amount of alcohol you can consume.

    This has been repeated by health professionals, those in public health and on social media, where health influencers have described alcohol as a toxin.

    But are these alarmist statements a good motivator for health messaging, or is there danger to using them?

    Statistically, your risk for cancer goes up from the very first sip of alcohol. That doesn’t mean you will get cancer from drinking alcohol, it just means your chances increase. And as you drink more alcohol, your chances further increase. It’s like betting in roulette: the more numbers you bet on, the more likely you are to win. Or in this case, lose.

    However, what’s lost in this messaging is how much this risk is. Based on Canada’s Guidance on Alcohol and Health, having one drink per week increases a women’s risk for breast cancer by 1.8 per cent. Approximately one in eight women will develop breast cancer in their life. Therefore, out of 800 women, one drink per week will result in two additional women getting breast cancer. Having one drink per day increases the risk seven-fold. These are real people who might otherwise not get breast cancer if they abstained from alcohol.

    While saying no amount of alcohol is safe is true, this can apply to a lot of common activities. In Canada, there are approximately 300 pedestrian deaths per year. Each day, on average, five Canadians die in motor vehicle accidents.

    While these numbers are much lower than the number of people who die from cancer each year, it would also be accurate to say there is no amount of walking or driving that is safe. Despite this, people will continue to cross the street and people will continue to drive. But this illustrates the challenge in informing the public about risks and changing behaviour.

    Fear in public health messaging

    The use of fear in public health messaging should only be used if there’s an effective solution. In the case of alcohol, there is: abstinence.

    The use of fear in public health has a long history. But measuring the effect of these campaigns is hard. Graphic images are used on tobacco products to scare people away from smoking. Carefully controlled studies indicate they increase health awareness but may have limited effect on smoking. However, similar graphic images on bottles of sugar-sweetened beverages in controlled studies has been shown to reduce consumption.

    During the COVID-19 pandemic, fear was at the forefront of public health efforts to control the spread of SARS-CoV-2. Indeed, the use of fear in public health messaging seemed to be quite an effective tool in ensuring behavioural compliance in pandemic measures. Community interviews of parents showed fear was at the root of both getting their children vaccinated (fear of the disease) or not (fear of the vaccination).

    The use of fear in public health messaging should only be used if there’s an effective solution. In the case of alcohol, there is: abstinence. But the use of fear should also be commensurate with the risk, otherwise it risks having people tune out.

    This may be particularly problematic when previous guidelines stated beneficial effects of moderate drinking and current guidelines on alcohol state one to two drinks per day is acceptable. Instead, the public may be best served by communicating the risk in terms the public understands, such as how many more people will get cancer from drinking.

    Alcohol should have a warning label on it

    Alcohol consumption in Canada is on the decline. In 2022, alcohol consumption decreased by 1.2 per cent compared to 2021. And in 2023, 54 per cent of Canadians reported having no alcohol over the previous week, with younger Canadians drinking less than their older counterparts. These trends are similar in the United States.

    More than 40 countries have a warning label on alcohol (although far fewer mention cancer), but Canada and many European countries are not included. They should be. Alcohol is a highly addictive substance that can destroy the lives of those addicted to it and those around them. It impairs judgment and accounts for dozens of deaths per year from drinking and driving.

    Pregnant women drinking alcohol also increase their risk of their child having fetal alcohol spectrum disorder. Alcohol is also a drug you can overdose from.

    Warning labels on alcohol are a good step to reduce health risks, as long as they are clear and informative.
