  • MIL-OSI Security: West Africa: INTERPOL border operation nets 45 arrests, seizures worth millions

    Operation Screen targets international crime networks threatening regional security

    LYON, France – An INTERPOL-coordinated border security operation in West Africa has resulted in 45 arrests and the seizure of drugs, counterfeit medicines, and stolen vehicles worth millions of dollars.

    Held from 21 October to 24 November, Operation Screen West Africa 2024 brought together law enforcement agencies from 12 West African countries to strengthen border security and disrupt transnational organized crime networks.

    The operation notably led to the detection of a suspected Islamic State member at the Mali-Niger-Burkina Faso tri-border area and thwarted the plans of a North African suspect planning to transit through Europe to join ISIS in Syria.

    Frontline officers at land, air and sea border points were provided with INTERPOL Mobile Devices (IMDs) to access INTERPOL’s critical global intelligence, enabling them to conduct in real time over 1.3 million checks against INTERPOL’s databases.

    Checks against INTERPOL’s Stolen and Lost Travel Documents database detected 82 individuals travelling on stolen and irregular passports. Mauritanian authorities also launched an investigation into the international trafficking of French and Spanish passports.

     

    Over 1.3 million checks against INTERPOL’s databases were carried out by frontline officers, including in Togo.

    Weapons and ammunitions were seized in Côte d’Ivoire during the operation.

    Senegalese sea patrols participated in the INTERPOL-coordinated border security operation.

    Additionally, 11 suspects wanted internationally under INTERPOL Red Notices were arrested during the operation.

    Operational seizures included:

    • 1.6 tonnes of cocaine worth over USD 50 million in Cabo Verde

    • 10 tonnes of amphetamines in Burkina Faso

    • 33 types of counterfeit medicines in Benin and Togo

    • 40 tonnes of substandard pharmaceuticals in Côte d’Ivoire

    Over 100 luxury vehicles stolen in Canada and European countries were also recovered, exposing a network that trafficked stolen cars to West Africa. Almost 50 per cent of the stolen vehicles originated from Canada, where data sharing via INTERPOL’s database has helped identify over 1,500 stolen Canadian vehicles worldwide since February 2024.

    The proceeds from these stolen vehicles often fund organized crime activities, including arms smuggling, drug trafficking, and terror networks.

  • MIL-OSI United Kingdom: Russia continues to cause immense civilian suffering in Ukraine: UK statement to the OSCE

    Ambassador Holland condemns the civilian suffering caused by Russia’s strikes on Ukrainian energy infrastructure and indiscriminate attacks on cities.

    Thank you, Mr. Chair.  It has been six weeks since the Council last discussed this agenda item.  During these six weeks, regrettably, Russia has continued the same pattern of behaviour we have seen for almost three years.  A pattern of behaviour that is indefensible and inconsistent with Russia’s international commitments, including under the UN Charter, the Geneva Conventions and the Helsinki Final Act.

    On 25 December, a day of significance for many Christians in Ukraine, Russia launched a massive missile attack against energy infrastructure, killing an energy worker, and leaving hundreds of thousands in the Dnipro and Kharkiv regions without heating for days.

    Ukrainians had to endure 13 widescale missile attacks against their energy infrastructure in 2024. Not only has this threatened civilian access to power, water and heating over winter, but by targeting transmission equipment critical to the safe and secure operation of nuclear power plants, Russia has posed serious threats to nuclear safety as well.

    We have already seen the first such attack of 2025, with Russia hitting sites primarily in the west of Ukraine, including gas storage facilities on 15 January.

    The UN Independent International Commission of Inquiry on Ukraine concluded that these attacks on energy infrastructure constituted the war crime of excessive incidental civilian harm and potentially a crime against humanity.

    It is not just these attacks that raise serious concerns about Russia’s respect for its obligations under international humanitarian law.  The UN has also raised concerns about Russia’s indiscriminate attacks against the civilian population.

    During our recess, on 8 January, a Russian attack in Zaporizhzhia city caused the highest number of civilian casualties from a single incident for almost two years.  Two Russian glide bombs struck a crowd outside an industrial facility, killing 13 civilians and injuring 110.  The UN Human Rights Monitoring Mission in Ukraine said: “It was entirely foreseeable that using such weapons in a city during the day would result in significant civilian casualties … It is hard to see how this attack could be in compliance with the obligation to minimise civilian harm.”

    The UN estimates that there have been more than 30,000 civilian casualties since the Russian state launched its unprovoked war.  Approximately 10,500 killed and more than 20,000 injured.  These are a conservative estimate.  The true figure is likely far higher.

    2024 was a difficult year for Ukraine with attacks against the civilian population and its energy infrastructure.  And Russia has started 2025 in the same vein.  And just as we did in 2024, the UK will stand with Ukraine in 2025 and beyond. This unbreakable bond was formalised earlier this month through the signing of a landmark UK-Ukraine 100 Year Partnership.  We will continue to give political, economic, military and moral support to ensure Ukraine prevails, to secure the lasting peace that the Ukrainian people deserve and the security that our continent demands.  Thank you.

    We need to boost public transport.

    Scotland must take bold action if we are to reduce the number of cars on our roads, says the Scottish Greens’ transport spokesperson Mark Ruskell MSP.

    Mr Ruskell’s comments follow the publication of a new report from Audit Scotland warning that the 2030 target for cutting car use is likely to be missed.

    Mr Ruskell said:

    “This must serve as a wakeup call. We urgently need to reduce the number of cars on our roads if we are to have any hope of hitting our climate targets. It won’t happen by itself, it will need bold action to get us there.

    “Part of the challenge is the extortionate cost of transport. By introducing cheaper bus and train fares we can encourage people to make the switch to greener alternatives and to leave their car at home.

    “That’s what we did when the Scottish Greens secured free bus travel for everyone under 22, which has seen over 700,000 young people taking over 150 million free journeys.

    “We also secured the removal of peak rail fares for 12 months, boosting rail travel and saving regular commuters hundreds of pounds. The SNP’s decision to reintroduce peak fares was the wrong decision at the wrong time.

    “If we are to discourage car use in short journeys then we need to make it easier to be green. That means investing in walking, wheeling and cycling infrastructure and boosting local transport options.

    “We all benefit from safer and more accessible streets and cleaner air. I want that for every community in Scotland, and reducing the number of cars is a crucial step to getting there.”

    Introduction

    Since mid-2024, we’ve observed a malicious Android campaign leveraging wedding invitations as a lure to social-engineer victims into installing a malicious Android app (APK), which we have named “Tria Stealer” after unique strings found in campaign samples. The primary targets of the campaign are users in Malaysia and Brunei, with Malaysia being the most affected country.

    Our investigation suggests that this campaign is likely operated by an Indonesian-speaking threat actor, as we found artifacts written in the Indonesian language, namely several unique strings embedded in the malware and the naming pattern of the Telegram bots that are used for hosting C2 servers.

    Our findings, in a nutshell, are as follows:

    • Tria Stealer collects victims’ SMS data, tracks call logs, messages (for example, from WhatsApp and WhatsApp Business), and email data (for example, Gmail and Outlook mailboxes).
    • Tria Stealer exfiltrates the data by sending it to various Telegram bots using the Telegram API for communication.
    • The threat actor then exploits this data to hijack personal messaging accounts, impersonate account owners to request money transfers from the victims’ contacts, and compromise accounts with other services.

    Kaspersky products detect this threat as HEUR:TrojanSpy.AndroidOS.Agent.*.

    Technical details

    Background

    We detected several APK samples tagged as TrojanSpy.AndroidOS.Agent and originating from Malaysia and Brunei in our Kaspersky Security Network (KSN) telemetry and on third-party multi-antivirus platforms.

    Further investigation revealed multiple posts by Malaysian Android users on social media platforms like X and Facebook discussing a scam campaign involving malicious APKs and WhatsApp hijacking. Our analysis indicates that this campaign has been ongoing since March 2024, with the threat actor consistently using a wedding invitation theme to lure victims into installing the malicious app. We discovered two versions of malicious APKs, with the first one initially detected in March 2024, and the second one in August of the same year. The newer sample was slightly upgraded with additional functionality and adjusted wording in messages that were sent to Telegram bots.

    We named this malware “Tria Stealer” after the username found in all APK samples in the message that is sent to the C2 server during the initial execution of the malware, which states, “Having any issues? Contact me at ‘https://t[.]me/Mr_tria’”. This suggests that “Mr Tria” may be the support contact or the individual in charge of the campaign.

    Overview of the Tria Stealer campaign

    According to our observations, the threat actor uses stolen messages and emails to obtain security codes for hijacking their victims’ WhatsApp and Telegram accounts which will be used for distributing the malicious APK to the victims’ contacts. Not only that, but our researchers also have observed that the threat actor takes advantage of the hijacked WhatsApp and Telegram accounts to impersonate their owners, asking the targets’ contacts to transfer money to the actor’s bank accounts.

    Besides WhatsApp and Telegram accounts, the threat actor was also able to take over and sign in to the victims’ accounts with other services by requesting transaction authorization codes (TACs) and one-time passwords (OTPs) for the relevant platforms, and then accessing the security codes in the text messages which they intercepted.

    Delivery method

    The threat actor distributes the APK via personal and group chats in Telegram and WhatsApp, using messages that invite recipients to a wedding and require them to install the APK to view an invitation card.

    First-time execution

    When the malicious Android app is installed, it checks whether it is being opened for the first time via the IntroActivity function, which is triggered only during the initial app launch. The app also retrieves the Boolean value associated with the key firstStart in the SharedPreferences object. If this key does not exist, the default value true is returned, meaning it’s the first time the app has been opened.

    In that case, the malware requests the android.permission.RECEIVE_SMS permission to gain access to read newly received SMS messages. The app mimics a system settings app with a gear icon to trick the victim into thinking that the request and the app itself are legitimate.

    Once the user grants the required permission, they are presented with a custom dialog prompting them to enter their phone number.

    After the victim enters their phone number and clicks “Next”, this number along with the device’s brand and model is collected and assembled into a string to be later sent to a C2. A message with Mr. Tria’s contact is also added to this string.

    Building the required strings before sending them to the bot

    The malware then communicates with the SendMessage Telegram API to send the collected information to one of the threat actor’s Telegram bots, as shown below.

    In most cases we’ve seen in this campaign, the attackers used a different Telegram bot for each sample, although we managed to find a few that shared the same Telegram bot.

    Meanwhile, the app updates its SharedPreferences object to record the fact that it has been opened before, preventing it from starting with the IntroActivity function again on subsequent launches.

    Main activity

    After completing the initial execution flow, or whenever the app is opened again, the main activity of Tria Stealer is invoked using an intent.

    During this process, the app requests all permissions declared in its manifest:

    1. android.permission.READ_SMS;
    2. android.permission.RECEIVE_SMS;
    3. android.permission.INTERNET;
    4. android.permission.ACCESS_NETWORK_STATE;
    5. android.permission.READ_PHONE_STATE;
    6. android.permission.READ_CALL_LOG;
    7. android.permission.SYSTEM_ALERT_WINDOW;
    8. android.permission.WAKE_LOCK;
    9. android.permission.RECEIVE_BOOT_COMPLETED;
    10. android.permission.FOREGROUND_SERVICE.

    These permissions allow the malware to access messaging and calls data and collect other information, such as the network state.

    In newer variants, an additional permission, android.permission.BIND_NOTIFICATION_LISTENER_SERVICE, is declared in the manifest. This permission is utilized to intercept messages and emails via notifications.

    The app then sends a message to the Telegram bot, indicating that the malicious app has been opened by the victim, thus notifying the attackers.

    Moreover, in this main activity, the app runs a background service designed to open the built-in system settings app using an intent. This occurs when the victim opens the app, convincing the victim that they are accessing the legitimate system settings.

    SMS and call monitor

    In all samples and variants of Tria Stealer, the malicious APK utilizes the BroadcastReceiver function to monitor new incoming messages and call activities through two components named SMSMonitor and CallMonitor. SMSMonitor captures SMS information, including the message content, sender’s phone number, and SIM slot details. CallMonitor tracks incoming call activities and, like SMSMonitor, extracts such details as the caller’s phone number and SIM slot (for dual SIM devices). The malware also collects additional details, including the current battery level of the victim’s phone, which is possible to do via either of these components.

    Then the sample processes all collected data and combines it into a single message to send to the Telegram bot.

    The threat actor uses this activity mostly to take over WhatsApp, Telegram or other accounts by reading SMS messages containing OTP/TAC codes.

    App messages and mail stealer

    In the newer variant of Tria Stealer, we discovered that the threat actor had developed an additional feature to steal personal messages and emails from the packages related to a number of apps, including the following:

    The threat actor steals messages by intercepting notifications from these apps. The onNotificationPosted function in a custom class named AppNotificationListener is triggered whenever a new notification is posted by one of the targeted apps.

    Once a notification is received, the malware retrieves the app name that matches the packageName property of the notification. If the app is not recognized, it is labeled as “Unknown App”. Then the malware proceeds to extract the notification content and combines it with the app and contact names, device information (brand and model), and the target phone number into a formatted string. Once generated, this string is sent as a message to the Telegram bot.

    Building a message to be sent to the bot

    As suggested by our observations, the threat actor creates and uses separate Telegram bots for handling different types of stolen data. One bot is used for collecting texts from messaging apps and emails, while another handles SMS data. As a result, newer variants of the malware include two Telegram bot token IDs.

    Account takeover

    The threat actor’s main goal is to get full access to victims’ WhatsApp and Telegram accounts. Once compromised, these accounts are used for two main purposes:

    1. Distributing the malicious APK to the targets’ contacts through group chats and direct messages, thereby expanding the pool of victims.
    2. Impersonating the account owners to request money transfers from their contacts to the threat actor’s bank account.

    Furthermore, we assume that by intercepting SMS messages, the threat actor was also able to sign in to various platforms using the victims’ accounts to inflict further damage.

    The stolen information also could be exploited for other malicious activities, such as accessing online banking accounts, resetting passwords for specific platforms, or compromising services that rely on instant message or email authentication.

    Attribution

    We assume with high confidence that the threat actor is Indonesian-speaking, because some strings included in the messages sent to the Telegram bot are written in Indonesian, for example: “APLIKASI DI BUKA LAGI” (translated as “APPLICATION REOPENED”).

    Victimology

    In this campaign, we did not observe any specific targeting of individual users. However, the threat actor focuses on individuals in Malaysia and Brunei. We saw a spike in the number of detects in mid-2024, but Tria Stealer continues to be detected in January 2025.

    Different campaign from UdangaSteal

    In 2023 and early 2024, our researchers observed a very similar campaign under the detection name HEUR:TrojanBanker.AndroidOS.UdangaSteal, primarily targeting victims in Indonesia, Malaysia and India to steal SMS data and exfiltrate it to Telegram bots hosted as a C2. In this campaign, the threat actor heavily targeted Indonesian and Indian victims and utilized various lure themes, including the following:

    • wedding invitations;
    • parcel delivery;
    • credit card transactions;
    • government job offers;
    • religious events;
    • annual tax charges;
    • customer support;
    • electricity bills;
    • government initiatives for farmers;
    • vehicle registration system for Indian users.

    However, we are not attributing the current Tria Stealer campaign to the same threat actor associated with UdangaSteal, as the APK code between the two malware campaigns looks different, the Telegram bot naming patterns are also different, and the victimology varies compared to this UdangaSteal malware campaign. Moreover, in the Tria Stealer campaign, the threat actor upgraded their malware to not only steal SMS messages but also to target personal communications, including data from WhatsApp and email apps. This contrasts with the UdangaSteal malware, where the threat actor consistently used the same tactics from its rise in 2023 till late 2024 without any changes.

    Conclusion

    The Tria Stealer campaign remains active, targeting more victims in Malaysia and Brunei. The attackers employ phishing techniques to spread the APK, allowing them to spy on victims’ personal messages and emails. According to our observations, the threat actor uses the stolen data to obtain security codes for hijacking victims’ WhatsApp and Telegram accounts which will be used for distributing the malicious APK to the targets’ contacts. Accessing security codes also could enable the attackers to take over and log in to victims’ other online accounts to extend the scope of their malicious activities.

    We assess with medium confidence that the threat actor will likely continue targeting users in Malaysia and Brunei in the near future, aiming to hijack new WhatsApp and Telegram accounts and take over accounts with other services to pursue malicious activities. To protect against such threats, we strongly advise against installing apps from untrusted sources and recommend using reliable security solutions for mobile devices.

  • MIL-OSI Europe: Share of new electric vehicles falls in 2024

    After years of at times strong growth, the all-electric vehicle share of new registrations fell slightly in 2024. For passenger cars this figure fell to 19.0% (down from 20.7% in 2023) and for goods vehicles to 8.6% (2023: 12.2%). Overall, the number of new motor vehicle registrations in 2024 was 2.9% lower than in the previous year. The total number of vehicles nevertheless increased by 0.9% to 6.5 million. These findings are from the official Road Vehicle Statistics published by the Federal Statistical Office (FSO).

    Quarter Analysis1

    Income attributable to Shell plc shareholders, compared with the third quarter 2024, reflected higher exploration well write-offs, lower margins from crude and oil products trading and optimisation, lower Marketing margins and volumes, lower LNG trading and optimisation margins, lower realised oil prices, and unfavourable tax movements.

    Fourth quarter 2024 income attributable to Shell plc shareholders also included net impairment charges and reversals of $2.2 billion, and net losses related to sale of assets. These items are included in identified items amounting to a net loss of $2.8 billion in the quarter. This compares with identified items in the third quarter 2024 which amounted to a net loss of $1.3 billion.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as income attributable to Shell plc shareholders and adjusted for the above identified items.

    Cash flow from operating activities for the fourth quarter 2024 was $13.2 billion, and primarily driven by Adjusted EBITDA, and working capital inflows of $2.4 billion partly offset by tax payments of $2.9 billion, and outflows relating to the timing impact of payments relating to emission certificates and biofuel programmes of $1.4 billion. The working capital inflows mainly reflected accounts receivable and payable movements, and initial margin inflow.

    Cash flow from investing activities for the quarter was an outflow of $4.4 billion, and included cash capital expenditure of $6.9 billion, partly offset by net other investing cash inflows of $1.1 billion, and divestment proceeds of $0.8 billion.

    Net debt and Gearing: At the end of the fourth quarter 2024, net debt was $38.8 billion, compared with $35.2 billion at the end of the third quarter 2024, mainly reflecting lease additions of $5.4 billion, share buybacks, cash dividends paid to Shell plc shareholders, and interest payments, partly offset by free cash flow. Gearing was 17.7% at the end of the fourth quarter 2024, compared with 15.7% at the end of the third quarter 2024, mainly driven by higher net debt.

    Shareholder distributions

    Total shareholder distributions in the quarter amounted to $5.7 billion comprising repurchases of shares of $3.6 billion and cash dividends paid to Shell plc shareholders of $2.1 billion. Dividends declared to Shell plc shareholders for the fourth quarter 2024 amount to $0.3580 per share. Shell has now completed $3.5 billion of share buybacks announced in the third quarter 2024 results announcement. Today, Shell announces a share buyback programme of $3.5 billion which is expected to be completed by the first quarter 2025 results announcement.

    Full Year Analysis1

    Income attributable to Shell plc shareholders, compared with the full year 2023, reflected lower LNG trading and optimisation margins, lower realised prices, lower refining margins, as well as lower trading and optimisation margins of power and pipeline gas in Renewables and Energy Solutions, partly offset by lower operating expenses, and higher realised Chemicals margins.

    By focusing the portfolio and simplifying the organisation, $3.1 billion of pre-tax structural cost reductions3 were delivered through 2024 compared with 2022 levels, with $2.1 billion in the full year 2024.

    Full year 2024 income attributable to Shell plc shareholders also included net impairment charges and reversals of $4.4 billion, reclassifications from equity to profit and loss of cumulative currency translation differences related to funding structures, unfavourable movements relating to an accounting mismatch due to fair value accounting of commodity derivatives, and charges related to redundancy and restructuring. These charges, reclassifications and movements are included in identified items amounting to a net loss of $7.4 billion. This compares with identified items in the full year 2023 which amounted to a net loss of $8.2 billion.

    Adjusted Earnings and Adjusted EBITDA2 for the full year 2024 were driven by the same factors as income attributable to Shell plc shareholders and adjusted for identified items and the cost of supplies adjustment of positive $0.3 billion.

    Cash flow from operating activities for the full year 2024 was $54.7 billion, and primarily driven by Adjusted EBITDA, and working capital inflows of $2.1 billion, partly offset by tax payments of $12.0 billion.

    Cash flow from investing activities for the full year 2024 was an outflow of $15.2 billion and included cash capital expenditure of $21.1 billion, partly offset by divestment proceeds of $2.8 billion, and interest received of $2.4 billion.

    FOURTH QUARTER 2024 PORTFOLIO DEVELOPMENTS

    Upstream

    In October 2024, we announced the start of production of the floating production storage and offloading facility (FPSO) Marechal Duque de Caxias in the Mero field, in the pre-salt area of the Santos Basin, offshore Brazil. Also known as Mero-3, the FPSO has an operational capacity of 180,000 barrels of oil per day (Shell share 19.3%).

    In December 2024, we, along with Equinor ASA, announced the combination of our UK offshore oil and gas assets and expertise to form a new company which will be the UK North Sea’s biggest independent producer. On deal completion, the new independent producer will be jointly owned by Equinor (50%) and Shell (50%). Completion of the transaction remains subject to approvals and is expected by the end of 2025.

    In December 2024, we announced a final investment decision (FID) on Bonga North, a deep-water project off the coast of Nigeria. Shell (55%) operates the Bonga field in partnership with Esso Exploration and Production Nigeria Ltd. (20%), Nigerian Agip Exploration Ltd. (12.5%), and TotalEnergies Exploration and Production Nigeria Ltd. (12.5%), on behalf of the Nigerian National Petroleum Company Limited.

    In January 2025, we announced the start of production at the Shell-operated Whale floating production facility in the Gulf of Mexico. The Whale development is owned by Shell (60%, operator) and Chevron U.S.A. Inc. (40%).

    Chemicals and Products

    In January 2025, CNOOC and Shell Petrochemicals Company Limited (CSPC), a 50:50 joint venture between Shell and CNOOC Petrochemicals Investment Ltd, has taken a FID to expand its petrochemical complex in Daya Bay, Huizhou, south China.

    Renewables and Energy Solutions

    In October 2024, we signed an agreement to acquire a 100% equity stake in RISEC Holdings, LLC, which owns a 609-megawatt (MW) two-unit combined-cycle gas turbine power plant in Rhode Island, USA. The deal was completed in January 2025.

    1.Q4 on Q3 change

    Integrated Gas includes liquefied natural gas (LNG), conversion of natural gas into gas-to-liquids (GTL) fuels and other products. It includes natural gas and liquids exploration and extraction, and the operation of the upstream and midstream infrastructure necessary to deliver these to market. Integrated Gas also includes the marketing, trading and optimisation of LNG.

    Quarter Analysis1

    Segment earnings, compared with the third quarter 2024, reflected the net effect of lower contributions from trading and optimisation mainly driven by the comparative (non-cash) impact of expiring hedging contracts and slightly higher realised prices (decrease of $340 million), lower volumes (decrease of $283 million), and higher exploration well write-offs (increase of $275 million), partly offset by lower operating expenses (decrease of $97 million).

    Fourth quarter 2024 segment earnings also included impairment charges of $339 million and a loss of $96 million related to sale of assets, partly offset by favourable movements of $109 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. These charges and favourable movements are part of identified items and compare with the third quarter 2024 which included unfavourable movements of $213 million due to the fair value accounting of commodity derivatives. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    Cash flow from operating activities for the quarter was primarily driven by Adjusted EBITDA, net cash inflows related to derivatives of $120 million and working capital inflows of $114 million, partly offset by tax payments of $635 million.

    Total oil and gas production, compared with the third quarter 2024, decreased by 4% mainly due to planned maintenance in Pearl GTL (Qatar). LNG liquefaction volumes decreased by 6% mainly due to lower feedgas supply and fewer cargoes due to the timing of liftings.

    Full Year Analysis1

    Segment earnings, compared with the full year 2023, reflected the combined effect of lower contributions from trading and optimisation and lower realised prices (decrease of $3,819 million), partly offset by higher volumes (increase of $514 million), lower operating expenses (decrease of $478 million), and favourable deferred tax movements ($399 million).

    Full year 2024 segment earnings also included unfavourable movements of $1,088 million relating to an accounting mismatch due to fair value accounting of commodity derivatives, impairment charges of $363 million, and a net loss of $96 million related to sale of assets. These unfavourable movements and charges are part of identified items and compare with the full year 2023 which included unfavourable movements of $4,407 million due to the fair value accounting of commodity derivatives, and net impairment charges and reversals of $2,247 million. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    The Upstream segment includes exploration and extraction of crude oil, natural gas and natural gas liquids. It also markets and transports oil and gas, and operates the infrastructure necessary to deliver them to the market.

    Quarter Analysis1

    Segment earnings, compared with the third quarter 2024, reflected higher operating expenses (increase of $291 million), higher exploration well write-offs (increase of $283 million), unfavourable tax movements ($245 million) and lower realised liquids prices (decrease of $227 million), partly offset by higher volumes (increase of $370 million).

    Fourth quarter 2024 segment earnings also included a loss of $161 million related to the impact of the weakening Brazilian real on a deferred tax position, and net impairment charges and reversals of $152 million. These charges are part of identified items, and compare with the third quarter 2024 which included charges of $138 million related to redundancy and restructuring and charges of $104 million related to decommissioning provisions.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    Cash flow from operating activities for the quarter was primarily driven by Adjusted EBITDA, partly offset by tax payments of $2,019 million and working capital outflows of $611 million.

    Total production, compared with the third quarter 2024, increased mainly due to new oil production and lower scheduled maintenance.

    Full Year Analysis1

    Segment earnings, compared with the full year 2023, reflected unfavourable tax movements ($1,289 million), lower realised prices (decrease of $949 million) and higher exploration well write-offs (increase of $541 million), partly offset by the comparative favourable impact of $962 million mainly relating to gas storage effects.

    Full year 2024 segment earnings also included a loss of $325 million related to the impact of the weakening Brazilian real on a deferred tax position, net impairment charges and reversals of $323 million and charges of $214 million related to redundancy and restructuring, partly offset by gains of $638 million related to the impact of inflationary adjustments in Argentina on a deferred tax position. These charges and gains are part of identified items, and compare with the full year 2023 which included net impairment charges and reversals of $642 million, and net charges of $295 million related to the impact of the weakening Argentine peso and strengthening Brazilian real on a deferred tax position.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    Cash flow from operating activities for the full year 2024 was primarily driven by Adjusted EBITDA, partly offset by tax payments of $7,851 million and the timing impact of dividends (net of profits) from joint ventures and associates of $946 million.

    Total production, compared with the full year 2023, increased mainly due to new oil production, partly offset by field decline.

    The Marketing segment comprises the Mobility, Lubricants, and Sectors and Decarbonisation businesses. The Mobility business operates Shell’s retail network including electric vehicle charging services and the Wholesale commercial fuels business which provides fuels for transport, industry and heating. The Lubricants business produces, markets and sells lubricants for road transport, and machinery used in manufacturing, mining, power generation, agriculture and construction. The Sectors and Decarbonisation business sells fuels, speciality products and services including low-carbon energy solutions to a broad range of commercial customers including the aviation, marine, and agricultural sectors.

    Quarter Analysis1

    Segment earnings, compared with the third quarter 2024, reflected lower Marketing margins (decrease of $395 million) mainly due to seasonal impact of lower volumes and lower Mobility unit margins as well as lower Sectors and Decarbonisation and Lubricants margins. These were partly offset by lower operating expenses (decrease of $118 million).

    Fourth quarter 2024 segment earnings also included impairment charges of $458 million, and net losses of $247 million related to sale of assets. These charges are part of identified items, and compare with the third quarter 2024 impairment charges of $179 million, charges of $98 million related to redundancy and restructuring, and net losses of $84 million related to sale of assets.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    Cash flow from operating activities for the quarter was primarily driven by Adjusted EBITDA, working capital inflows of $845 million, and dividends (net of profits) from joint ventures and associates of $172 million. These inflows were partly offset by outflows relating to the timing impact of payments relating to emission certificates and biofuel programmes of $1,187 million and tax payments of $130 million.

    Marketing sales volumes (comprising hydrocarbon sales), compared with the third quarter 2024, decreased mainly due to seasonality.

    Full Year Analysis1

    Segment earnings, compared with the full year 2023, reflected higher Marketing margins (increase of $483 million) including higher unit margins in Lubricants and Mobility partly offset by lower Sectors and Decarbonisation margins. Segment earnings also reflected lower operating expenses (decrease of $449 million). These were partly offset by unfavourable tax movements ($157 million) and higher depreciation charges (increase of $142 million).

    Full year 2024 segment earnings also included impairment charges of $1,423 million mainly relating to an asset in the Netherlands, net losses of $386 million related to the sale of assets and charges of $215 million related to redundancy and restructuring. These charges are part of identified items and compare with the full year 2023 which included net impairment charges and reversals of $466 million, and charges of $113 million related to redundancy and restructuring partly offset by gains of $298 million related to indirect tax credits.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    Cash flow from operating activities for the full year 2024 was primarily driven by Adjusted EBITDA, working capital inflows of $998 million, and dividends (net of profits) from joint ventures and associates of $262 million. These inflows

    Quarter Analysis1

    Segment earnings, compared with the third quarter 2024, reflected lower Products margins (decrease of $442 million) mainly driven by lower margins from trading and optimisation. Segment earnings also reflected lower Chemicals margins (decrease of $138 million) mainly due to lower realised prices. In addition, the fourth quarter 2024 reflected unfavourable tax movements ($67 million).

    Fourth quarter 2024 segment earnings also included net impairment charges and reversals of $224 million, partly offset by favourable deferred tax movements of $114 million. These charges and favourable movements are part of identified items, and compare with the third quarter 2024 which included charges of $101 million related to redundancy and restructuring, and net impairment charges and reversals of $92 million, partly offset by favourable movements of $95 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items. In the fourth quarter 2024, Chemicals had negative Adjusted Earnings of $258 million and Products had positive Adjusted Earnings of $29 million.

    Cash flow from operating activities for the quarter was primarily driven by working capital inflows of $1,394 million, Adjusted EBITDA, net cash inflows relating to commodity derivatives of $230 million, dividends (net of profits) from joint ventures and associates of $139 million, and non-cash cost of supplies adjustment of $73 million. These inflows were partly offset by outflows relating to the timing impact of payments relating to emission certificates and biofuel programmes of $371 million.

    Chemicals manufacturing plant utilisation was 75% compared with 76% in the third quarter 2024.

    Refinery utilisation was 76% compared with 81% in the third quarter 2024, mainly due to higher planned maintenance.

    Full Year Analysis1

    Segment earnings, compared with the full year 2023, reflected lower Products margins (decrease of $1,832 million), mainly driven by lower refining margins, and unfavourable tax movements ($248 million). These were partly offset by lower operating expenses (decrease of $812 million) and higher Chemicals margins (increase of $602 million).

    Full year 2024 segment earnings also included net impairment charges and reversals of $1,176 million mainly relating to assets in Singapore, charges of $142 million related to redundancy and restructuring, and unfavourable movements of $86 million relating to an accounting mismatch due to fair value accounting of commodity derivatives, partly offset by favourable deferred tax movements of $114 million. These charges and movements are part of identified items, and compare with the full year 2023 which included net impairment charges and reversals of $2,195 million mainly relating to

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items. In the full year 2024, Chemicals had negative Adjusted Earnings of $432 million and Products had positive Adjusted Earnings of $3,366 million.

    Cash flow from operating activities for the full year 2024 was primarily driven by Adjusted EBITDA, working capital inflows of $524 million, dividends (net of profits) from joint ventures and associates of $304 million and net cash inflows relating to commodity derivatives of $219 million. These inflows were partly offset by cash outflows relating to legal provisions of $215 million, tax payments of $146 million, cash outflows relating to the timing impact of payments relating to emission certificates and biofuel programmes of $114 million, and non-cash cost of supplies adjustment of $109 million.

    Chemicals manufacturing plant utilisation was 76% compared with 68% in the full year 2023, mainly due to economic optimisation in the full year 2023. The increase was also driven by ramp-up of Shell Polymers Monaca and lower unplanned maintenance in the full year 2024.

    Refinery utilisation was 85% compared with 85% in the full year 2023.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items. Most Renewables and Energy Solutions activities were loss-making in the fourth quarter 2024.

    Cash flow from operating activities for the quarter was primarily driven by net cash inflows related to derivatives of $533 million, and working capital inflows of $353 million, partly offset by Adjusted EBITDA.

    Full Year Analysis1

    Segment earnings, compared with the full year 2023, reflected lower margins (decrease of $1,719 million) mainly from trading and optimisation primarily in Europe due to lower volatility, partly offset by lower operating expenses (decrease of $632 million).

    Full year 2024 segment earnings also included net impairment charges and reversals of $1,085 million mainly relating to renewable generation assets in North America, partly offset by favourable movements of $300 million relating to an accounting mismatch due to fair value accounting of commodity derivatives and a net gain on sale of assets of $94 million. These net charges and favourable movements are part of identified items and compare with the full year 2023 which included favourable movements of $2,756 million due to the fair value accounting of commodity derivatives partly offset by net impairment charges and reversals of $669 million. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    PRELIMINARY RESERVES UPDATE

    When final volumes are reported in the 2024 Annual Report and Accounts and 2024 Form 20-F, Shell expects that SEC proved oil and gas reserves additions before taking into account production will be approximately 0.9 billion boe, and that 2024 production will be approximately 1.1 billion boe. As a result, total proved reserves on an SEC basis are expected to be approximately 9.6 billion boe1, 2, 3. Acquisitions and divestments of 2024 reserves are expected to account for a net increase of approximately 0.05 billion boe.

    The proved Reserves Replacement Ratio on an SEC basis is expected to be 85% for the year (106% without debooking Groundbirch because of the low average AECO price in 2024) and 108% for the 3-year average. Excluding the impact of acquisitions and divestments, the proved Reserves Replacement Ratio is expected to be 80% (102% without debooking Groundbirch) for the year and 68% for the 3-year average.

    1.Pursuant to our 2017 agreement with Canadian Natural Resources Limited, our remaining mining interest and associated synthetic crude oil reserves will be swapped for an additional 10% interest in the Scotford upgrader and Quest CCS project. The transaction is expected to close by the end of the first quarter 2025, subject to regulatory approvals. The associated proved reserves at December 31, 2024 are 0.7 billion barrels (of which 50% attributable to non-controlling interest).

    2.On January 16, 2024, we announced an agreement to sell our Nigerian onshore subsidiary The Shell Petroleum Development Company of Nigeria Limited (SPDC) which holds a 30% interest in the SPDC JV to Renaissance, subject to various conditions. As of December 31, 2024, we had proved reserves of 0.5 billion boe in SPDC.

    3.In December 2024, we, along with Equinor ASA, announced the combination of our UK offshore oil and gas assets and expertise to form a new company which will be the UK North Sea’s biggest independent producer. On deal completion, the new independent producer will be jointly owned by Equinor (50%) and Shell (50%) and 0.16 billion boe (as of December 31, 2024) of Shell’s proved reserves will be contributed to the new joint venture alongside proved reserves contributed by Equinor. Subsequently, Shell will report 50% of the proved reserves of the new joint venture as part of Shell’s share of proved reserves from joint ventures and associates.

    OUTLOOK FOR THE FIRST QUARTER 2025

    Full year 2024 cash capital expenditure was $21 billion. Our cash capital expenditure range for the full year 2025 is expected to be lower than our 2024 range, with more guidance to come at the Capital Markets Day 2025.

    Integrated Gas production is expected to be approximately 930 – 990 thousand boe/d. First quarter 2025 outlook reflects Pearl GTL back in operation after a major turnaround. LNG liquefaction volumes are expected to be approximately 6.6 – 7.2 million tonnes.

    Upstream production is expected to be approximately 1,750 – 1,950 thousand boe/d.

    Marketing sales volumes are expected to be approximately 2,500 – 3,000 thousand b/d.

    Refinery utilisation is expected to be approximately 80% – 88%. Chemicals manufacturing plant utilisation is expected to be approximately 78% – 86%.

    Corporate Adjusted Earnings were a net expense of $380 million1 for the fourth quarter 2024. Corporate Adjusted Earnings2 are expected to be a net expense of approximately $400 – $600 million in the first quarter 2025.

    1. Basis of preparation

    These unaudited Condensed Consolidated Financial Statements of Shell plc (“the Company”) and its subsidiaries (collectively referred to as “Shell”) have been prepared on the basis of the same accounting principles as those used in the Company’s Annual Report and Accounts (pages 244 to 316) for the year ended December 31, 2023, as filed with the Registrar of Companies for England and Wales and as filed with the Autoriteit Financiële Markten (the Netherlands) and Form 20-F (pages 217 to 290) for the year ended December 31, 2023, as filed with the US Securities and Exchange Commission, and should be read in conjunction with these filings.

    The financial information presented in the unaudited Condensed Consolidated Financial Statements does not constitute statutory accounts within the meaning of section 434(3) of the Companies Act 2006 (“the Act”). Statutory accounts for the year ended December 31, 2023, were published in Shell’s Annual Report and Accounts, a copy of which was delivered to the Registrar of Companies for England and Wales, and in Shell’s Form 20-F. The auditor’s report on those accounts was unqualified, did not include a reference to any matters to which the auditor drew attention by way of emphasis without qualifying the report and did not contain a statement under sections 498(2) or 498(3) of the Act.     2. Segment information

    Segment earnings are presented on a current cost of supplies basis (CCS earnings), which is the earnings measure used by the Chief Executive Officer for the purposes of making decisions about allocating resources and assessing performance. On this basis, the purchase price of volumes sold during the period is based on the current cost of supplies during the same period after making allowance for the tax effect. CCS earnings therefore exclude the effect of changes in the oil price on inventory carrying amounts. Sales between segments are based on prices generally equivalent to commercially available prices.

    From the first quarter 2024, Wholesale commercial fuels forms part of Mobility with inclusion in the Marketing segment (previously Chemicals and Products segment). The change in segmentation reflects the increasing alignment between the economic characteristics of Wholesale commercial fuels and other Mobility businesses, and is consistent with changes in the information provided to the Chief Operating Decision Maker. Prior period comparatives have been revised to conform with current year presentation with an offsetting impact between the Marketing and the Chemicals and Products segment (see below). For Inter-segment revenue the reallocation and revision of comparative figures for the fourth quarter 2023 and the full year 2023 led to an increase in inter-segment revenue in the Marketing segment of $1,058 million and $4,675 million respectively and an increase in the Chemicals and Products segment of $9,553 million and $40,564 million respectively.

    The merger reserve and share premium reserve were established as a consequence of Shell plc (formerly Royal Dutch Shell plc) becoming the single parent company of Royal Dutch Petroleum Company and The “Shell” Transport and Trading Company, p.l.c., now The Shell Transport and Trading Company Limited, in 2005. The merger reserve increased in 2016 following the issuance of shares for the acquisition of BG Group plc. The capital redemption reserve was established in connection with repurchases of shares of Shell plc. The share plan reserve is in respect of equity-settled share-based compensation plans.

    7. Derivative financial instruments and debt excluding lease liabilities

    As disclosed in the Consolidated Financial Statements for the year ended December 31, 2023, presented in the Annual Report and Accounts and Form 20-F for that year, Shell is exposed to the risks of changes in fair value of its financial assets and liabilities. The fair values of the financial assets and liabilities are defined as the price that would be received to sell an asset or paid to transfer a liability in an orderly transaction between market participants at the measurement date. Methods and assumptions used to estimate the fair values at December 31, 2024, are consistent with those used in the year ended December 31, 2023, though the carrying amounts of derivative financial instruments have changed since that

    The “Adjusted Earnings” measure aims to facilitate a comparative understanding of Shell’s financial performance from period to period by removing the effects of oil price changes on inventory carrying amounts and removing the effects of identified items. These items are in some cases driven by external factors and may, either individually or collectively, hinder the comparative understanding of Shell’s financial results from period to period. This measure excludes earnings attributable to non-controlling interest.

    Provisions for onerous contracts: Provisions for onerous contracts that relate to businesses that Shell has exited or to redundant assets or assets that cannot be used.

    Fair value accounting of commodity derivatives and certain gas contracts: In the ordinary course of business, Shell enters into contracts to supply or purchase oil and gas products, as well as power and environmental products. Shell also enters into contracts for tolling, pipeline and storage capacity. Derivative contracts are entered into for mitigation of resulting economic exposures (generally price exposure) and these derivative contracts are carried at period-end market price (fair value), with movements in fair value recognised in income for the period. Supply and purchase contracts entered into for operational purposes, as well as contracts for tolling, pipeline and storage capacity, are, by contrast, recognised when the transaction occurs; furthermore, inventory is carried at historical cost or net realisable value, whichever is lower. As a consequence, accounting mismatches occur because: (a) the supply or purchase transaction is recognised in a different period, or (b) the inventory is measured on a different basis. In addition, certain contracts are, due to pricing or delivery conditions, deemed to contain embedded derivatives or written options and are also required to be carried at fair value even though they are entered into for operational purposes. The accounting impacts are reported as identified items.

    Impact of exchange rate movements and inflationary adjustments on tax balances represents the impact on tax balances of exchange rate movements and inflationary adjustments arising on (a) the conversion to dollars of the local currency tax base of non-monetary assets and liabilities, as well as losses (this primarily impacts the Upstream and Integrated Gas segments) and (b) the conversion of dollar-denominated inter-segment loans to local currency, leading to taxable exchange rate gains or losses (this primarily impacts the Corporate segment).

    Other identified items represent other credits or charges that based on Shell management’s assessment hinder the comparative understanding of Shell’s financial results from period to period.

    B.    Adjusted Earnings per share

    Adjusted Earnings per share is calculated as Adjusted Earnings (see Reference A), divided by the weighted average number of shares used as the basis for basic earnings per share (see Note 4).

    C.    Cash capital expenditure

    Cash capital expenditure represents cash spent on maintaining and developing assets as well as on investments in the period. Management regularly monitors this measure as a key lever to delivering sustainable cash flows. Cash capital expenditure is the sum of the following lines from the Consolidated Statement of Cash Flows: Capital expenditure, Investments in joint ventures and associates and Investments in equity securities.

    See Note 2 “Segment information” for the reconciliation of cash capital expenditure.

    D.    Capital employed and Return on average capital employed

    Return on average capital employed (“ROACE”) measures the efficiency of Shell’s utilisation of the capital that it employs. Effective first quarter 2024, the definition of capital employed has been amended to reflect the deduction of cash and cash equivalents. In addition, the numerator applied to ROACE on an Adjusted Earnings plus non-controlling interest basis has been amended to remove interest on cash and cash equivalents for consistency with the revised capital employed definition. Comparative information has been revised to reflect the updated definition. Also, the presentation of ROACE on a net income basis has been discontinued, as this measure is not routinely used by management in assessing the efficiency of capital employed.

    The measure refers to Capital employed which consists of total equity, current debt, and non-current debt reduced by cash and cash equivalents.

    Management believes that the updated methodology better reflects Shell’s approach to managing capital employed, including the management of cash and cash equivalents alongside total debt and equity as part of the financial framework.

    In this calculation, the sum of Adjusted Earnings (see Reference A) plus non-controlling interest (NCI) excluding identified items for the current and previous three quarters, adjusted for after-tax interest expense and after-tax interest income, is expressed as a percentage of the average capital employed excluding cash and cash equivalents for the same period.

    E.    Net debt and gearing

    Net debt is defined as the sum of current and non-current debt, less cash and cash equivalents, adjusted for the fair value of derivative financial instruments used to hedge foreign exchange and interest rate risk relating to debt, and associated collateral balances. Management considers this adjustment useful because it reduces the volatility of net debt caused by fluctuations in foreign exchange and interest rates, and eliminates the potential impact of related collateral payments or receipts. Debt-related derivative financial instruments are a subset of the derivative financial instrument assets and liabilities presented on the balance sheet. Collateral balances are reported under “Trade and other receivables” or “Trade and other payables” as appropriate.

    J.    Structural cost reduction

    The structural cost reduction target is used for the purpose of demonstrating how management drives cost discipline across the entire organisation, simplifying our processes and portfolio, and streamlining the way we work.

    Structural cost reduction describes the decrease in underlying operating expenses as a result of operational efficiencies, divestments, workforce reductions and other cost-saving measures that are expected to be sustainable compared with 2022 levels.

    Police are continuing the search for 24-year-old Travis, who has been missing since 17 January.

    Travis travelled from Wellington to the Waikato region, where his vehicle was located burnt out on a Tolley Road farm in Ngaroma on 18 January.

    Police coordinated a search of the area where his vehicle was located, utilising SAR staff. Private searches have also been carried out by family and friends.

    Some personal items belonging to Travis were found during the search of the area, but there has been no sightings of Travis since 17 January.

    Police would like to hear from anyone who has seen or heard from Travis since 17 January. We are also asking anyone in the wider Ngaroma area to check farm buildings, huts and any CCTV footage.

  • MIL-Evening Report: Will new $10,000 apprentice payments help solve job shortages in construction? Not anytime soon

    In an election pitch last week, Prime Minister Anthony Albanese announced new incentive payments of $10,000 for eligible apprentices in residential construction.

    The federal government has committed to an ambitious target of building 1.2 million new homes over the next five years through the National Housing Accord. That means it urgently needs to boost Australia’s construction workforce.

    But a recent strategic review into incentives for Australian apprentices and trainees found cost-of-living pressures were a major barrier to apprenticeship entry and completion.

    Only about half of apprentices currently finish their apprenticeships.

    The new program has been touted as the federal government’s initial response. It will target 62,690 apprentices and cost $627 million.

    But previous attempts to attract new apprentices with cash payments have had mixed results. A similar 2023 scheme to get more tradies into “green jobs” only attracted about 2,200 sign-ups in the first year.

    There are also concerns the new scheme may have unintended consequences, such as diverting talent from important sectors of the new economy – including the previous “green jobs” scheme.

    How will it work?

    From July 1, eligible apprentices in the new Housing Construction Apprenticeship Program will receive five payments of $2,000 each: after six, 12, 24 and 36 months, and upon completion. The payments are staged to encourage apprentices to complete their training.

    Cash payments won’t be the only new financial incentive. There’ll also be a boost to the Living Away From Home Allowance to help cover the costs of relocating, while an increase in the Disability Australian Apprentice Wage Support payment provides financial support to employers who hire apprentices with disability.

    Will the scheme succeed?

    The government’s previous attempts to address chronic labour shortages through cash incentives have had mixed results.

    Introduced in 2023, the New Energy Apprenticeships Program also offers $10,000 in staged payments to apprentices in priority green roles, such as electric vehicle technicians.

    Despite 2,200 apprentices joining in the first year, the program was deemed too restrictive by the industry. That was despite employers themselves receiving $15,000 per apprentice (which is also what is proposed for the construction scheme).

    As part of the strategic review, the Centre for International Economics was commissioned to conduct an international literature review. It found that financial incentives such as wage or training subsidies and incentives were only “somewhat relevant” to the Australian context, and there was mixed support, at best, for their effectiveness.

    A major factor behind the mixed results may be the crowding-out effect in economic theory.

    This suggests that increasing public spending (by giving financial incentives) could undermine the intended effect by reducing or even eliminating private-sector investment. And it does not address apprehension among employers, especially small and medium-sized enterprises, about taking on more apprentices.

    More than six months after the government expanded eligibility for clean energy work, the green energy sector continues to face significant skills shortages.

    While these payments may help in the long run, their staggered nature over three years won’t provide immediate relief.

    The plan will likely only contribute to the government’s home-building targets by 2029, if and when more Australians enrol and complete their apprenticeships in the construction sector.

    Will this have effects outside the construction industry?

    More strategically, by shifting the focus from “new economy” industries outlined in the Future Made in Australia policy, this scheme risks weakening efforts to transform Australia’s economy.

    The cash incentive for apprentices in home-building comes at a time when there is intense global competition for skills in “new industries”.

    However, despite the many state and federal government initiatives for fee-free TAFE courses since the COVID pandemic, recently released data indicates a continued trend of long-term decline in Vocational Education and Training (VET) enrolments.

    Albanese was asked about the government’s commitment to technology and digital innovation, with increasing global competition in artificial intelligence.

    He responded by discussing the government’s commitment to the “new economy”.

    However, the construction sector has until now not been identified as an essential part of the new economy’s priority industries by the government.

    Instead, expanding incentives to construction apprentices marks a shift away from the priorities on green energy and new industries, and towards more traditional trades.

    The cash incentives could divert school leavers from considering apprenticeships in key future industries. That is something that schemes such as the new energy program were specifically designed to do in response to multiple skills and training reviews over the past two decades.

    So, despite the lack of evidence that cash incentives work, and the fact they may cause unintended effects, the proposed incentive payments appear to be a pitch addressing cost-of-living/cost-of-building concerns for the upcoming election.

  • MIL-OSI New Zealand: Chipsealing works on SH1 Te Kamo Bypass Sunday, Monday

    NZ Transport Agency Waka Kotahi (NZTA) spokesperson advises chipsealing work will take place on State Highway 1 Kamo Bypass overnight on Sunday 2 February, with temporary traffic management remaining in place until contractors return to sweep and line mark overnight on Monday 3 February.

    This work had been scheduled to happen earlier this month, following resurfacing works, but was delayed due to poor weather.

    Between 8pm Sunday night and 5am Monday morning, the road will operate under stop/go with a 30km/h temporary speed limit in place. Between 5am and 8pm on Monday, the road will operate with a lane shift and 50km/h temporary speed limit in place to help bed in the new seal.

    It’s important to slow down through newly sealed sections of road because small chips can be flicked up from the road surface and damage vehicles – especially windscreens. That’s why we often keep temporary speed limits in place even after it looks like the work has been completed. As well as safety, the temporary speed limit also helps ensure the quality of the reseal. Travelling at the posted temporary speed limit allows for the chips to be embedded into the road surface and for them to remain in place as the seal cures.

    Contractors will then return to undertake sweeping and line marking between 8pm Monday night and 5am Tuesday morning under stop/go and a 30km/h temporary speed limit.

    Chipsealing helps ensure a smooth, skid-resistant surface, free of potholes and slippery sections to reduce the risk of crashes and help keep everyone traveling on our roads safe.

    Travel delays during these works are expected to be between 5-10 minutes.

    We appreciate there may be more traffic on the roads on Monday morning as people travel to work and some schools returning for the year, and ask that people plan ahead and expect delays.

    Please be patient and treat our crews with kindness and respect. Reduce your speed, adhere to the temporary speed limits and follow the traffic management directions at our work sites.

  • MIL-OSI New Zealand: First Responders – Tiwai Peninsula vegetation fire update

    Fire and Emergency New Zealand crews have been working hard to contain a large vegetation fire in mixed scrub and wetland on Tiwai Peninsula in Invercargill today.
    The fire has grown to 1,200 hectares across the centre of the peninsula, with an 18 kilometre perimeter, due to higher temperatures and wind speed this afternoon.
    There are currently eight trucks in attendance, with ten helicopters in support.
    Firefighters will work until 6pm tonight, then two crews will monitor the fire overnight. All crews will return at 7am tomorrow to continue battling the fire.
    Incident Controller Hamish Angus says the fire is not an immediate threat to people, homes, the smelter, or the Tiwai Bridge.
    “The Tiwai Bridge is closed to all traffic except our crews and the smelter staff, and we’re asking people to keep away from Tiwai Road so we can continue to work safely,” he says.
    “We are working closely with mana whenua and the Department of Conservation, to ensure culturally and ecologically sensitive areas still threatened by the fire are prioritised for protection.”
    Awarua Rūnaka Manager Gail Thompson says she is deeply saddened at the damage caused in such a short time.
    “This peninsula is a precious taonga, with a history going back a long way, which is important to Ngai Tahu,” she says.
    She’s happy to see the newly-established Mana Whenua Emergency Facilitator for Murihiku, Angie Hopkinson, at the site to support Fire and Emergency and the Department of Conservation with the response.
    Department of Conservation’s Operation Manager for Murihiku, John McCarroll, says Awarua Peninsula has considerable environmental value, and today’s fire is a huge blow.
    “Awarua has a significant number of biodiversity values and is used by a lot of wading birds for flocking and feeding, including the endangered Southern New Zealand Dotterel/Pukunui,” he says.
    “As well as the loss of wildlife, we’ve also lost assets such as predator-trapping infrastructure.
    “We will assess the losses once the fire is under control and we can return there safely. We may never know the full impact on biodiversity, but it is likely significant.”
    The nearby Awarua wetland is also a Department of Conservation area of environmental significance, which was devastated in April 2022 when wildfire burnt through 1,330 hectares.

    Fire and Emergency New Zealand received multiple calls to a large vegetation fire burning along the railway line by Wainui South Road, Whakamarama in Western Bay of Plenty at 12.40 today.
    Incident Commander Bill Pike says the fire is now contained and six fire trucks from Greerton, Omokoroa, KatiKati and Tauranga are dampening down hotspots. No evacuations were required.
    “The fire is in bush and scrub and is approximately 700 metres on either side of the train track,” Bill Pike says.
    “There are road closures in the immediate area, but State Highway 2 remains open.
    “We ask people to stay away from the area so emergency services can carry out their job safely.”
    Bill Pike says Fire and Emergency is working with Kiwirail to establish a cause for the fire.

  • MIL-Evening Report: What is a ‘vaginal birth after caesarean’ or VBAC?

    A vaginal birth after caesarean (known as a VBAC) is when a woman who has had a caesarean has a vaginal birth down the track.

    In Australia, about 12% of women have a vaginal birth for a subsequent baby after a caesarean. A VBAC is much more common in some other countries, including in several Scandinavian ones, where 45-55% of women have one.

    So what’s involved? What are the risks? And who’s most likely to give birth vaginally the next time round?

    What happens? What are the risks?

    When a woman chooses a VBAC she is cared for much like she would during a planned vaginal birth.

    However, an induction of labour is avoided as much as possible, due to the slightly increased risk of the caesarean scar opening up (known as uterine rupture). This is because the medication used in inductions can stimulate strong contractions that put a greater strain on the scar.

    In fact, one of the main reasons women may be recommended to have a repeat caesarean over a vaginal birth is due to an increased chance of her caesarean scar rupturing.

    This is when layers of the uterus (womb) separate and an emergency caesarean is needed to deliver the baby and repair the uterus.

    Uterine rupture is rare. It occurs in about 0.2-0.7% of women with a history of a previous caesarean. A uterine rupture can also happen without a previous caesarean, but this is even rarer.

    However, uterine rupture is a medical emergency. A large European study found 13% of babies died after a uterine rupture and 10% of women needed to have their uterus removed.

    The risk of uterine rupture increases if women have what’s known as
    complicated or classical caesarean scars, and for women who have had more than two previous caesareans.

    Most care providers recommend you avoid getting pregnant again for around 12 months after a caesarean, to allow full healing of the scar and to reduce the risk of the scar rupturing.

    National guidelines recommend women attempt a VBAC in hospital in case emergency care is needed after uterine rupture.

    During a VBAC, recommendations are for closer monitoring of the baby’s heart rate and vigilance for abnormal pain that could indicate a rupture is happening.

    If labour is not progressing, a caesarean would then usually be advised.

    Giving birth in hospital is recommended for a vaginal birth after a caesarean.

    Why avoid multiple caesareans?

    There are also risks with repeat caesareans. These include slower recovery, increased risks of the placenta growing abnormally in subsequent pregnancies (placenta accreta), or low in front of the cervix (placenta praevia), and being readmitted to hospital for infection.

    Women reported birth trauma and post-traumatic stress more commonly after a caesarean than a vaginal birth, especially if the caesarean was not planned.

    Women who had a traumatic caesarean or disrespectful care in their previous birth may choose a VBAC to prevent re-traumatisation and to try to regain control over their birth.

    We looked at what happened to women

    The most common reason for a caesarean section in Australia is a repeat caesarean. Our new research looked at what this means for VBAC.

    We analysed data about 172,000 low-risk women who gave birth for the first time in New South Wales between 2001 and 2016.

    We found women who had an initial spontaneous vaginal birth had a 91.3% chance of having subsequent vaginal births. However, if they had a caesarean, their probability of having a VBAC was 4.6% after an elective caesarean and 9% after an emergency one.

    We also confirmed what national data and previous studies have shown – there are lower VBAC rates (meaning higher rates of repeat caesareans) in private hospitals compared to public hospitals.

    We found the probability of subsequent elective caesarean births was higher in private hospitals (84.9%) compared to public hospitals (76.9%).

    Our study did not specifically address why this might be the case. However, we know that in private hospitals women access private obstetric care and experience higher caesarean rates overall.

    What increases the chance of success?

    When women plan a VBAC there is a 60-80% chance of having a vaginal birth in the next birth.

    The success rates are higher for women who are younger, have a lower body mass index, have had a previous vaginal birth, give birth in a home-like environment or with midwife-led care.

    For instance, an Australian study found women who accessed continuity of care with a midwife were more likely to have a successful VBAC compared to having no continuity of care and seeing different care providers each time.

    An Australian national survey we conducted found having continuity of care with a midwife when planning a VBAC can increase women’s sense of control and confidence, increase their chance to be upright and active in labour and result in a better relationship with their health-care provider.

    Why is this important?

    With the rise of caesareans globally, including in Australia, it is more important than ever to value vaginal birth and support women to have a VBAC if this is what they choose.

    Our research is also a reminder that how a woman gives birth the first time greatly influences how she gives birth after that. For too many women, this can lead to multiple caesareans, not all of them needed.

    WASHINGTON – Sen. Mark R. Warner (D-VA) today spoke on the Senate floor about the recklessness of President Trump’s attempt to freeze all federal funding.

    “President Trump got hired because he promised to bring down prices. None of this is going to bring down grocery prices. None of this is going to bring down consumer prices. None of this is going to make our government more efficient or effective… This is day 10 of the Trump administration. We have chaos on steroids… In the meantime, I implore the administration: get your act together. Don’t put out two separate statements totally contradicting each other. It just makes chaos and stress go up.”

    Sen. Warner’s remarks follow an unlawful directive from President Trump on Monday night to freeze trillions in government grants, loans, and programs. The pause directly threatened countless federal benefits, funding for public schools and community health centers, local domestic violence shelters, firefighters and law enforcement, and much more.

    On Tuesday evening, a federal judge halted the unlawful order. On Wednesday afternoon, OMB seemingly rescinded the order, before White House Press Secretary Karoline Leavitt added fuel to the fire with a confusing tweet that implied the freeze was not canceled. The battle, while paused for now, is currently working its way through the federal court system. 

    Sen. Warner’s full remarks as prepared are below:

    Mr. President, I rise to the floor today amid a great deal of confusion.

    Two days ago… the Trump administration issued an order to freeze all federal spending.

    Earlier today… less than 48 hours later…that order was formally rescinded.

    But the story doesn’t end there.

    Shortly thereafter, the White House tweeted… that the federal funding freeze remains in place… and will be rigorously implemented.

    So I ask… which one is it?

    Unfortunately… I’m not the only one asking that question. And I’ve got a list of stressed-out Virginians to prove it.

    In Virginia, federal funding supports countless programs that serve children… seniors… community infrastructure needs… and more.

    Yesterday alone, my office was flooded with outreach from organizations and local governments.

    I heard from firefighters in Southwest Virginia. They’re worried that they won’t be able to replace their tanker truck without the funding that was supposed to head their way.

    I heard from an affordable housing organization in Northern Virginia. They’re worried that they will need to cease operations entirely.

    I heard from law enforcement in the Valley… and the greater-Richmond area. These localities rely on federal funding to pay the salaries of several police officers.

    That’s right… this federal funding freeze will take cops off the streets

    I also heard from a number of domestic violence shelters across the Commonwealth. Without funding… they’ll have to leave battered women and children without housing support.

    You’ve also got meals for low-income seniors… child care for vulnerable kids… support for teens who have been trafficked… that’s what’s on the chopping block.

    As someone who ran a business… as someone who ran the Commonwealth… this is unbelievable.

    This is not the way to run the most important enterprise in the world: the American government.

    And the truth is: Rescinded or not… these chaotic antics have real consequences.

    I know of organizations in Virginia that had to call emergency board meetings yesterday.

    I’ve heard from folks who are worried that they’ll have to lay off all their employees. Without federal funding… many organizations simply won’t be able to make payroll.

    One Virginian wrote in, saying “the mental and physical damage is already immense.”

    It’s not right to toy with people’s lives… or with the resources that keep folks fed… police employed… fire departments stocked… and domestic violence shelters running.

    As long as I’m Senator, I’m going to keep fighting back against these antics, which frankly, make the President’s first term look organized.

    With that, Mr./Madam President, I yield the floor.

  • MIL-Evening Report: ‘Digital doppelgangers’ are helping scientists tackle everyday problems – and showing what makes us human

    As rising seas lap at its shore, Tuvalu faces an existential threat. In an effort to preserve the tiny island nation in the middle of the Pacific Ocean, its government has been building a “digital twin” of the entire country.

    Digital twins are exactly what they sound like – a virtual double or replica of a physical, real-world entity. Scientists have been creating digital twins of everything from molecules, to infrastructure, and even entire planets.

    It’s also now possible to construct a digital twin of an individual person. In other words, a “digital doppelganger”.

    A doppelganger is someone who looks spookily like you but isn’t. The word originated in German, and literally means a “double walker”. A number of industries are now using digital doppelgangers for a range of reasons. These include enhancing athletic performance, offering more personalised healthcare and improving workplace safety.

    But although there are benefits to this technology, there are significant risks associated with its development. Having digital doppelgangers also forces us to reflect on which of our human attributes can’t be digitally replicated.

    Modelling complex systems

    The development of digital twins has been enabled by advances in environmental sensors, camera vision, augmented reality and virtual reality, as well as machine learning and artificial intelligence (AI).

    A digital twin allows us to build and test things in cyberspace – cheaply and without risk – before deploying in the real world.

    For example, we can build and stress-test infrastructure such as bridges or water supply pipes under a variety of conditions. Once built, we can use digital models to maintain the infrastructure proactively and prevent disastrous and costly structural breakdowns. This technology is a game-changer for planning and engineering, not only saving billions of dollars, but also supporting sustainability efforts.

    Of course, replicating individual humans requires much more complex modelling than when building digital twins of bridges or buildings.

    For a start, humans don’t live in a structured world, but rather inhabit complex social and physical environments. We are variable, moody and motivated by any number of factors, from hunger to tiredness, love to anger. We can change our past patterns with conscious thought, as well as act spontaneously and with creativity, challenging the status quo if needed.

    Because of this, creating perfect digital twins of humans is incredibly challenging – if not impossible. Nevertheless, digital doppelgangers are still useful for a number of purposes.

    The digital patient

    Clinicians increasingly use scans to create virtual models of the human body, with which to plan operations or create artificial body parts.

    By adding extra biometric information (for example, blood chemistry, biomechanics and physiological responses), digital models can also mirror real-world bodies, live and in real time.

    Creating digital patients can optimise treatment responses in a move away from one-size-treats-all healthcare. This means drugs, dosages and rehabilitation plans can be personalised, as well as being thoroughly tested before being applied to real people.

    Digital patients can also increase the accessibility of medical expertise to people living in remote locations. And what’s more, using multiple digital humans means some clinical trials can now be performed virtually.

    Scaled up further, this technology allows for societal-level simulations with which to better manage public health events, such as air pollution, pandemics or tsunamis.

    The digital athlete

    Imagine being able to train against a digital replica of an upcoming opponent.

    Sports scientists are increasingly working with digital athletes to trial and optimise strength and conditioning regimes, as well as test competitive play. This helps to increase the chances of winning as well as prevent injuries.

    Researchers at Griffith University have been pioneers in this space, creating models of real athletes. They have also trialled wearable sensors in patches or smart clothing that can measure a range of biomarkers: blood pressure and chemistry, temperature, and sweat composition.

    CSIRO and the Australian Sports Commission have also used digital humans to improve the performance of divers, swimmers and rowers.

    The digital worker

    As well as building virtual replicas of sports people, scientists at CSIRO have also being building virtual simulations of employees in various workplaces, including offices and construction sites.

    This is helping them analyse movements, workflows and productivity – with the broader aim of preventing workplace injuries. For example, scientists can use a model of a digital worker to assess how heavy items are lifted in order to better understand how this puts strain on different parts of the body.

    With 6.1 million Australians impacted by musculoskeletal conditions, preventing workplace injuries can not only improve lives, but save the economy billions of dollars.

    Responsible development of digital doppelgangers

    Building a digital doppelgangers requires a lot of very personal data. This can include scans, voice and video recordings, or performance and health data.

    Personal data can also be harvested from an array of other sources. These include as cars, mobile phones, and internet-connected smart devices.

    The creation of data-hungry digital replicas is forcing us to redefine legal rights. Think copyright, deepfakes and identity theft or online scams.

    The power of this technology is inspiring. But ensuring a future in which we live happily alongside our digital doppelgangers will require governments, technology developers and end-users to think hard about issues of consent, ethical data management and the potential for misuse of this technology.

    Trail bikes seized during targeted Launceston operation

    Thursday, 30 January 2025 – 12:50 pm.

    Police seized two trail bikes and intercepted five riders during a targeted operation in Launceston yesterday.
    A 15 year old was arrested and charged and a second 15 year old will be proceeded against under the provisions of the Youth Justices Act – both are facing charges of aggravated evade, unlicensed driving, reckless driving, and riding an unregistered vehicle.
    Their bikes have been seized for a period of six months.
    A 14 year old will receive a formal caution for riding offences, and a 10 year old and 11 year old will be proceeded against for noise and riding offences.

  • MIL-OSI New Zealand: Cops catch up with speeding drivers

    Police in Avondale caught up with two speeding vehicles within minutes of each other during the early hours of this morning.

    Just after 2am, officers observed a Toyota Aqua driving at speed along Blockhouse Bay Road.

    Auckland City West’s Area Commander, Inspector Alisse Robertson, says Police signalled for the vehicle to stop, however it fled.

    “We elected not to pursue and engaged the Police helicopter, to provide commentary as the vehicle continued to travel around Auckland for about 40 minutes.

    “The vehicle reached high speeds along the motorway and around surrounding residential areas before it was spiked on Ash Street.”

    She says the vehicle then came to a stop and two occupants ran into nearby properties.

    “The Police dog unit was able to locate both people quickly, with one receiving a minor dog bite.

    “Thankfully no one was seriously hurt”

    Two youths, aged 16 and 14, have been referred to Youth Aid Services.

    Inspector Robertson says about 30 minutes later officers spotted another vehicle allegedly speeding while travelling on Blockhouse Bay Road.

    “Officers attempted to stop the vehicle however it has failed to stop and continued on at speed.

    “The vehicle was not pursued and was located by the Police helicopter down a driveway on Eastdale Road where the driver was taken into custody without incident.”

    She says the driver was breath tested and allegedly blew 1200mcgs, more than five times the legal limit.

    “This sort of driving behaviour is incredibly reckless, and unacceptable”

    A 35-year-old man will appear in Auckland District Court today charged with failing to stop, driving with excess breath alcohol and dangerous driving.

    The Australian Renewable Energy Agency (ARENA) has today announced $20.8 million in funding to Western Power for the development of an end-to-end commercial solution focused on operating Distributed Energy Resources (DER) within the South West Interconnected System (SWIS) in Western Australia (WA).

    ARENA CEO, Darren Miller said the Project (Jupiter) is vital for integrating DER into the SWIS at scale without compromising the reliability and security of Western Australia’s main power system.

    DER are small-scale devices that can either use, generate or store electricity, and form a part of the local distribution system, serving homes and businesses. They include renewable generation (e.g. rooftop solar), energy storage, electric vehicles (EVs), and technology that consumers can use at their premises to manage their electricity demand.

    “Australia has some of the highest levels of DER globally, with no signs of slowing down. This uptake presents a big opportunity to decarbonise while helping consumers get more value, but it also poses challenges to the grid if not integrated effectively.

    ““Project Jupiter will be the first live DER marketplace in Australia that is integrated with the wholesale market, marking an important milestone in Australia’s renewable transition.”

    Customers with DER who join the program will have access to new retail products which can support better returns on their DER investments. More broadly, orchestrating a large pool of customers through the energy market can lead to more optimal energy and grid management, putting downward pressure on household energy for all consumers.

    Project Jupiter builds on the recently completed Project Symphony, and is being undertaken over three years in partnership with Western Power, WA energy generator and retailer Synergy, Energy Policy WA (EPWA) and the Australian Energy Market Operator (AEMO).

    About 40 per cent of households within the SWIS have rooftop solar panels, with around 30,000 new systems installed each year. Household battery systems are also being installed at an increasing rate, which enable clean energy to be stored for later use.

    Using the findings and recommendations from Project Symphony, Project Jupiter will not only deliver the technical solutions to allow DER in the SWIS to be coordinated and participate in the market via virtual power plants (VPPs), but it will develop new customer products, tariffs and education programs to support customer participation and allow customers to gain more value from their DER investments.

    Western Power Head of Distribution Energy Transition, Andrew Blaver said Project Jupiter will accelerate the opportunity for Western Australian households to join VPPs and earn value from their assets.

    “This project will enable more consumers to join VPPs using their solar panels and home batteries, revolutionising how our energy system operates.

    “By 2028, all new distributed energy resources (DER) connected to WA’s network will be able to participate in a VPP, allowing households to unlock greater value from their energy investments.”

    ARENA has also supported over $200 million of DER projects and established the Distributed Energy Integration Program (DEIP) a collaboration of government agencies, market authorities, industry and consumer associations aimed at maximising the value of customers’ DER for all energy users.

    New plans have been unveiled to make Britain’s science and technology links with the EU stronger and deeper, following a fruitful visit to Brussels by the UK’s Science and Technology Secretary, to meet some of the new slate of European Commissioners.

    Today (Thursday 30 January) the government is announcing the launch of a new nationwide advertising campaign to further boost UK participation in Horizon Europe, the world’s largest programme of research collaboration. The UK is also joining 4 European Research Infrastructure Consortia (ERICs) to further boost collaborative ties between researchers, across the Channel.

    The EU is an innovation powerhouse – spending over €380 billion on R&D in 2023(1) – and fostering deep and high-quality links between the continent’s brightest minds, and the UK’s, will be critical if we are to seize the promise for science and tech innovations to support the Government’s Missions to grow the economy, fix the NHS and improve health outcomes and deliver clean energy under the Plan for Change. As the plan sets out, promoting innovation and world-class research will be foundational to rebuilding the foundations of the economy, and kickstarting growth.

    The recent AI Opportunities Action Plan – this government’s plan to unleash AI to deliver a decade of national renewal – also highlighted how close cooperation with our European allies on the latest technologies will be critical to our shared prosperity and wellbeing. An example of this is the UK’s involvement in the EuroHPC Joint Undertaking, which is developing a world-class supercomputing infrastructure across the European continent.

    Peter Kyle’s visit saw him hold high-level talks with Commissoners Zaharieva, Kubilius, and McGrath, to discuss how the UK and the EU can tackle some of the biggest problems facing the world, and grow our economies, by working together to seize the enormous potential of science and tech breakthroughs from AI to life sciences.

    UK Science and Technology Secretary Peter Kyle said:

    There is no question about it: we stand our best chance of tackling the great challenges of our era, from climate change to public health, to growing economies that work for everyone, by bringing the brightest minds from across the UK and the European Union, together.

    The UK is determined to give our researchers, innovators and businesses the opportunities and platforms they need to bring their great ideas to life, to the benefit of us all – all of which is highlighted by our new Horizon ad campaign. I’m pleased to have had such fruitful conversations with my European friends and colleagues, on taking this vital partnership even further.

    Recent, initial signs suggest UK association to Horizon is trending in the right direction. For instance, in the latest ERC Synergy Grants, in which the UK hosted 18 projects – the second highest number. But the government is determined to go even further to help our innovators seize this opportunity.

    The advertising campaign will bring the potential benefits of Horizon participation to life by shining a light on examples of businesses and researchers, right across the UK, who have benefited from funding. That includes Nova Innovation, a company developing turbines for the tidal energy industry, and Electra Commercial vehicles, who are developing electric trucks that can go further without needing to recharge.

    It is part of comprehensive action to support the effective uptake of opportunities in Horizon Europe, including events, financial and networking support. The roadshow events across the country have offered insights into bidding and networking opportunities, while Pump Priming grants, in collaboration with the British Academy and Innovate UK, are designed to support the establishment of consortia and development of high-quality applications.

    There are further plans to help British business people and researchers network with potential European R&D partners, as Innovate UK will take UK delegations to Italy, Germany and Spain for a series of Horizon Europe Brokerage events. These events will also help those involved work on how to build the best possible bids for Horizon funding together with their overseas colleagues.

    WATCH: Padilla criticizes Bondi’s ability to serve as an independent Attorney GeneralWASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.), a member of the Senate Judiciary Committee, voted against advancing the nomination of Pamela Jo Bondi to be U.S. Attorney General during a Senate Judiciary Committee (SJC) executive business meeting. In his remarks, Padilla voiced serious concerns over Bondi’s ability to run the Department of Justice independently from President Trump’s improper influence, especially given her support for Trump’s false claims of 2020 presidential election fraud. He criticized Bondi for her refusal to commit to defending birthright citizenship as clearly defined by the 14th Amendment after President Trump issued an unlawful Executive Order attempting to overturn the constitutional right.
    The Senate Judiciary Committee voted to advance Bondi’s nomination on a party-line vote of 12-10.

    Colleagues, after carefully evaluating Ms. Bondi’s record and after her testimony before this committee, I continue to have significant reservations about her ability to serve as an independent Attorney General who will put her duty to the Constitution and to the American people above her loyalty to President Trump. So for that reason, I’m unable to support Ms. Bondi’s nomination to serve as our nation’s chief law enforcement officer.
    I was particularly struck by the fact that despite practicing law for decades, two terms as Attorney General of the State of Florida, private practice experience, despite all that, Ms. Bondi claimed to be unfamiliar with the 14th Amendment and the citizenship clause within it? She and I discussed the very issue when we met one-on-one, it’s clearly been in the news, and when given the opportunity to discuss it during the hearing, here in public, she refused to answer. Even worse, offensively, either claimed that she needed to study or telling me that she was not going to be doing my homework. Colleagues, in that moment, I wasn’t asking her to do my homework. I was asking her if she did hers.
    The law is clear. The Constitution is clear. But what’s increasingly clear is that when push comes to shove, Pam Bondi is not the kind of person who will defend the Constitution, defend the 14th Amendment, or defend Americans when the President instructs otherwise.
    There were some glimmers of potential agreement in areas that I’d be hopeful to maybe agree and work together on. Things like tackling the threat and the dangers of human trafficking. Things like her positions on gun safety, building on some of the work in the state of Florida, where she served as Attorney General, that seemed to be commonsense ideas that can and should be spread across the country. But instead of focusing on those, Ms. Bondi kept coming back to her unwillingness to answer some key questions.
    I remain deeply concerned about Ms. Bondi’s willingness to go on national television and propagate lies about the results of a free and fair election despite a total lack of evidence. I raised this during the hearing, colleagues, as you recall, not because they were political talking points that she was pushing that I might have happened to disagree with, but they were outright lies that pose a real threat to our democracy, a threat to voters, and a threat to the election workers who dedicate themselves to administering our elections.
    Ms. Bondi will face far more daunting challenges as Attorney General to shield the department’s work and professional civil servants from politicization and weaponization, and we’ve seen what’s happened just in the last couple of days as evidence of what will continue to happen. It is not hypothetical. Look at the President’s activities this last week alone. Despite some of my colleagues’ assurances that he would refrain, President Trump has issued roughly 1,500 blanket pardons for January 6th insurrectionists and commuted the sentences of 14 of his supporters, including those convicted of violence against police officers.
    The American people need and deserve to have faith that the Department of Justice enforces the law fairly, neutrally, and free from political interference. We need and deserve an Attorney General who will push back against illegal, immoral, and unethical requests. And unfortunately, I don’t believe Ms. Bondi is up to the task.
    Bondi was one of the leading defense lawyers for President Donald Trump during his first impeachment trial. She traveled to Philadelphia, Pennsylvania, the day after the general presidential election in 2020 to appear alongside Rudy Giuliani where she falsely asserted that Trump had won Pennsylvania despite there being at least 1 million outstanding ballots still left to count. She has continued to double down in her support of President Trump’s false claims of election fraud.

    Issued for Hogwash Bend Conservation Park near Cadell in the Riverland.

    Just after 9:00pm on Wednesday 29 January, approximately 26 CFS firefighters on 8 trucks supported by heavy machinery responded to a scrub fire which was burning in hard to access terrain.

    The fire was located 300m from the campgrounds, with wind pushing the fire in the opposite direction from campers limiting immediate risk. SA Police were on scene supporting with informing campers in the area.

    Crews remained on scene into the early hours of this morning and created a control line around the fire, which has now been extinguished. National Parks and Wildlife Services will be in attendance over the coming days to ensure the scene remains safe.

    The cause of the fire is yet to be determined and Fire Investigators will be attending.

    Roads are currently open around this incident however this may change at short notice. Continue to monitor road closures at: traffic.sa.gov.au. Emergency services may be working on and around roads in the area, and motorists are advised take care and drive to the local conditions.

  • MIL-OSI Security: Union County Man Sentenced To 57 Months In Prison For Stolen Vehicles Conspiracy

    NEWARK, N.J. – A Union County, New Jersey man was sentenced to 57 months in prison for his role in a conspiracy to receive, retitle, and “re-VIN” stolen vehicles, Acting U.S. Attorney Vikas Khanna announced.

    Nathaniel Bell, 27, of Linden, New Jersey, previously pleaded guilty before Senior U.S. District Judge Stanley R. Chesler to a seven-count information charging him with one count of conspiracy to receive stolen vehicles, five counts of altering or removing motor vehicle identification numbers (VINs) and one count of transportation of stolen vehicles.

    According to documents filed in this case and statements made in court:

    Bell was the leader of a criminal conspiracy that obtained stolen vehicles from New Jersey, New York, Florida, and other states, obtained fraudulent titles for the stolen vehicles, and altered vehicle identification numbers to conceal the fact that the vehicles were stolen. Bell and his co-conspirators then sold the stolen cars to dealerships or individual purchasers so they could make a profit. In at least two instances, the co-conspirators sold a stolen car to an individual purchaser and then stole it back so they could sell it again. Bell also knowingly altered or removed the VIN numbers on five vehicles and knowingly transported a stolen vehicle between New York and New Jersey.

    In addition to the prison term, Judge Chesler sentenced Bell to three years of supervised release and ordered him to pay restitution.

    Bell’s co-conspirators, Johnathan Tanksley, 31, of Orange; L’Hubermane Felix, 25, of Miami, Florida; and Dayanna Sarango-Hidalgo, 29, of Newark, have all pleaded guilty to conspiracy to receive stolen vehicles. Felix was previously sentenced to 24 months in prison. Tanksley and Sarango-Hidalgo await sentencing.

    Acting U.S. Attorney Khanna credited special agents of the FBI, under the direction of Acting Special Agent in Charge Terence G. Reilly in Newark, with the investigation that led to the sentencing.   • MIL-OSI Security: Rochester Man Pleads Guilty for His Role in $250 Million Feeding Our Future Fraud Scheme

    MINNEAPOLIS – A Rochester man pleaded guilty for his role in the $250 million fraud scheme that exploited a federally-funded child nutrition program during the COVID-19 pandemic, announced Acting U.S. Attorney Lisa D. Kirkpatrick.

    According to court documents, from approximately October 2020 through January 2022, Sharmake Jama, 37, knowingly participated in a scheme to defraud a federal child nutrition program designed to provide free meals to children in need. Rather than feed children, the defendants took advantage of the COVID-19 pandemic—and the resulting program changes—to enrich themselves by fraudulently misappropriating millions of dollars in federal child nutrition program funds.

    According to court documents, in September 2020, Jama and Aimee Bock applied for Jama’s Brava Restaurant to be enrolled in the Federal Child Nutrition Program under the sponsorship of Bock’s non-profit, Feeding Our Future. Jama enrolled in the Federal Child Nutrition Program after he first prepared application paperwork at the direction of Salim Said, the co-owner of Safari Restaurant in Minneapolis, which was another business involved in the scheme to defraud the food program.

    From late 2020 through 2021, Jama and other conspirators claimed Brava Restaurant was serving approximately 2,000 to 3,000 daily breakfasts and lunches to children, for which they fraudulently claimed and received millions of dollars in federal child nutrition program funds. To accomplish his scheme, Jama and his co-conspirators submitted fake attendance rosters purporting to list the names of children who purportedly received their food at sites. These rosters were fraudulent in that the names on them were fake or did not correctly reflect the number of children that were fed.

    According to his plea agreement entered today, Jama claimed Brava Restaurant had served more than 1.7 million meals in Rochester as part of the Federal Child Nutrition Program in a little over one year, a number substantially higher than the actual number of meals served. Based on these fraudulent claims, Feeding Our Future paid out over $5.3 million in federal child nutrition program reimbursements for meals purportedly served to children by the defendant and his co-conspirators. Jama knew his receipt of such funds was fraudulent because he and other conspirators intentionally submitted inflated meal counts. Jama’s Brava Restaurant ultimately received $4.3 million directly from Feeding Our Future and over $900,000 from Safari Restaurant, co-owned by Salim Said.

    As part of their scheme, Jama and his conspirators coordinated the establishment of shell companies through which they received and dispersed funds from the federal child nutrition program. Specifically, on January 7, 2021, Salim Said paid to register six different shell companies with the state of Minnesota for Jama and others. Salim Said paid to register Mumu LLC for Jama. In 2021, Jama deposited at least $872,230—almost all of which was misappropriated Federal Child Nutrition Program funds—into his Mumu LLC bank accounts.

    Jama used federal child nutrition funds to pay for personal expenditures unrelated to feeding children, including at least $88,000 for a 2021 GMC Sierra 3500 Denali 4WD Crew Cab truck and over $500,000 toward real estate in Rochester, Minnesota, and Rosemount, Minnesota.

    Jama pleaded guilty today in U.S. District Court before Chief Judge Patrick J. Schiltz to one count of wire fraud and one count of money laundering. His sentencing hearing will be scheduled at a later date.

    The case is the result of an investigation by the FBI, IRS – Criminal Investigations, and the U.S. Postal Inspection Service.

  • MIL-OSI Security: U.S. Attorney’s Office Secures Sentences for Two Santa Fe Men for Fentanyl and Methamphetamine Trafficking

    ALBUQUERQUE – Two Santa Fe men were sentenced to federal prison for their roles in a fentanyl and methamphetamine trafficking operation that utilized social media to advertise and distribute drugs.

    According to court documents, the Santa Fe Police Department (SFPD) and the FBI began investigating a fentanyl-based drug-trafficking organization in the fall of 2020. During the investigation, officers uncovered the defendants, Mario Guizar-Anchondo and Werni Lopez-Perez, social media activity advertising the sale of fentanyl and methamphetamine.

    In December 2021, SFPD officers encountered Guizar-Anchondo and Lopez-Perez twice.

    • December 4, 2021: SFPD responded to a report of suspected drug activity involving Lopez-Perez in a white Ford F-150 truck. A search of the vehicle resulted in the discovery of a loaded firearm, over $18,000 in cash, 635 grams of methamphetamine, 40 grams of fentanyl pills, and drug paraphernalia.
    • December 30, 2021: SFPD officers stopped the same Ford F-150 truck, this time driven by Guizar-Anchondo with Lopez-Perez as the passenger. A search of the vehicle, authorized by federal and state warrants, revealed approximately 1,730 grams of methamphetamine, 32,000 fentanyl pills, five loaded firearms, and additional drug paraphernalia.

    Despite the ongoing investigation, Guizar-Anchondo and Lopez-Perez continued to advertise fentanyl pills for sale on social media platforms. These posts depicted baggies of fentanyl pills similar to those recovered from the vehicle.

    Lopez-Perez and Guizar-Anchondo both pled guilty to one count each of possession with intent to distribute fentanyl and possessing a firearm in furtherance of a drug trafficking crime. Lopez-Perez was sentenced to 80 months in prison, while Guizar-Anchondo was sentenced to 108 months.

    Upon their release from prison, Lopez-Perez and Guizar-Anchondo will be subject to 3 years of supervised release.

    There is no parole in the federal system.

    U.S. Attorney Alexander M.M. Uballez and Raul Bujanda, Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office, made the announcement today.

    The Santa Fe Resident Agency of the FBI Albuquerque Field Office investigated this case with assistance from the Santa Fe Police Department. The United States Attorney’s Office is prosecuting the case.

  • MIL-OSI Security: Helena man admits conspiracy to distribute large quantities of meth, fentanyl

    GREAT FALLS — A Helena man accused of trafficking large quantities of methamphetamine and fentanyl he received from suppliers in California and Oregon admitted to a conspiracy charge today, U.S. Attorney Jesse Laslovich said.

    The defendant, Charles Clifford Hamlin, 61, pleaded guilty to conspiracy to distribute and to possess with intent to distribute controlled substances. Hamlin faces a mandatory minimum of 10 years to life in prison, a $10 million fine and at least five years of supervised release.

    Chief U.S. District Judge Brian M. Morris presided. The court will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing was set for June 5. Hamlin was detained pending further proceedings.

    In a plea agreement filed in the case, the parties agreed that Hamlin would serve a sentence within a stipulated range of 15 years to 20 years in prison.

    In court documents, the government alleged that the Missouri River Drug Task Force and United States Postal Service began investigating Hamlin after they intercepted a package intended for Hamlin in August 2021. The package contained approximately three pounds of meth. Over the next several years, investigators spoke with numerous sources who identified Hamlin as a large-scale narcotics distributor. Two sources worked with Hamlin to bring meth from California to Montana, and one source went to Oregon to obtain meth for Hamlin to distribute. The sources stated the deliveries to Hamlin ranged from between one pound to three pounds.

    Another source told investigators about receiving ounces of meth and “rolls” of fentanyl pills regularly from Hamlin. Hamlin received deliveries every two and one-half weeks from a source in Oregon. Each delivery was approximately seven pounds of meth, 4,000 to 7,000 fentanyl pills, two ounces of cocaine and two ounces of heroin.

    In December 2023, law enforcement conducted a traffic stop on Hamlin and his truck was searched based on a suspected probation violation. Officers located approximately 18 grams of meth in his gas tank flap. Investigators also made controlled buys of meth and fentanyl pills from Hamlin. In February 2024, law enforcement stopped an individual in Powell County, and the person had nine pounds of meth and 6,200 fentanyl pills. Approximately six pounds of the meth was destined for Hamlin.

    The U.S. Attorney’s Office is prosecuting the case. The Missouri River Drug Task Force, U.S. Postal Inspection Service, Bureau of Alcohol, Tobacco, Firearms and Explosives, Helena Police Department, Lewis and Clark County Sheriff’s Office, Montana Division of Criminal Investigation, Drug Enforcement Administration and Montana Highway Patrol conducted the investigation.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.   • MIL-OSI United Nations: Israel’s new laws banning UNRWA already taking effect

    Israeli legislation banning the UN agency for Palestine refugees, UNRWA, is due to enter into force in the coming hours, bringing fundamental changes to its operations in the Occupied Palestinian Territory, according to the agency and Palestinians they serve in Gaza who spoke with UN News on Wednesday.

    If implemented, the two new laws passed in October will simultaneously prohibit Israeli authorities from contacting UNRWA and ban the agency from operating in war-ravaged Gaza and East Jerusalem and the West Bank, according to UNRWA spokesperson Jonathan Fowler.

    As such, poised to change are Israel’s role as the occupying power and the work of the UN General Assembly-mandated agency known since 1949 as the backbone of humanitarian aid assisting nearly six million Palestine refugees today.

    Evacuation and relocation

    Israel as the occupying power is responsible for issuing visas to international staff from humanitarian organizations like UNRWA, whose headquarters in occupied East Jerusalem comprise a compound protected by the 1946 Convention on Diplomatic Relations.

    UNRWA has been called the backbone of humanitarian assistance in war-ravaged Gaza.

    The Knesset legislation has yet to come into force but is already impacting UN operations in the region.

    Israel has shortened all visas for UNRWA’s international staff to expire on Wednesday, which “is tantamount to being evicted” or declared persona non grata, Mr. Fowler said.

    As such, UNRWA’s international staff at the East Jerusalem office had to evacuate and relocate to Amman, Jordan earlier in the day. Office equipment and vehicles have been moved out, and efforts are continuing to digitise its archives.

    National staff will remain in East Jerusalem, but they face risks, including upcoming demonstrations by Israeli protestors, Mr. Fowler said. During the Gaza war, the compound had faced security issues, including arson attacks and violent protests.

    UNRWA had to comply with Israeli orders due to visa requirements despite East Jerusalem being recognised as occupied territory under international law, he added.

    Will UNRWA shut down completely?

    UNRWA’s mandate has remained the same for decades and it will not be ceasing all operations, said Mr. Fowler. It is unique as a working model that has provided core services such as healthcare and education to refugees and their descendants in line with its General Assembly-approved mandate.

    The agency also provides services to Palestinians in Jordan, Lebanon and Syria.

    UNRWA remains absolutely committed to stay and deliver,” Mr. Fowler said.

    “We will not stop. We’re not bowing down to this. But, we do know that the practical impacts, the uncertainty mean that our operations could be substantially affected.”

    Backbone of aid in Gaza

    Up to the current fragile ceasefire, Israeli forces killed more than 47,000 Palestinians – according to local health authorities – and 270 UNRWA staff members in Gaza. Yet, despite challenges, agency staff in Gaza continue to operate, providing essential humanitarian aid, Mr. Fowler said.

    Over the first three days of the 19 January ceasefire, UNRWA provided food for one million people and one million blankets.

    Indeed, the UN agency is responsible for over half of deliveries inside the Gaza Strip and over half the aid coming in.

    The ceasefire has allowed UNRWA to scale up aid, but the situation remains precarious, he stressed.

    Impact on services

    The Israeli laws could halt all UNRWA operations in Gaza, East Jerusalem and the West Bank, affecting schools, healthcare centres and other services, Mr. Fowler explained.

    Some Palestinians in Gaza are worried at the prospect of losing UNRWA, including Iman Hillis, who is currently staying in an UNRWA school with her family.

    “We will have nothing to eat or drink, and this will affect us greatly,” she told UN News. “All the people will be destroyed and will not have food, water or flour.”

    International response amid ‘biggest fears’

    UNRWA supporters, UN Member States and UN officials have pressed Israel to reverse course up to the last minute. However, there is concern about the precedent this situation could set for other UN operations worldwide, Mr. Fowler said.

    The current situation is as unique as the agency itself. Israel’s ban is unprecedented. Never before has a UN Member State tried to undo the mandate of a UN organization.

    ‘We’re at the 11th hour’

    We face the risk of this becoming an example, which would then eventually morph into some kind of new normal,” Mr. Fowler said.

    In other places around the world, that “new normal” is a “very, very nightmarish scenario”, he warned.

    The multilateral system is not perfect, but it’s the system that we have, and this is a unilateral blow against multilateralism,” he said.

    “We’re at the 11th hour. We all have to continue efforts to convince Israeli authorities to at least freeze this decision or void the laws completely. Our biggest fear is there is no Plan B.”

    Why can’t other aid agencies just take over?

    Uniquely, the UN General Assembly makes the decisions on UNRWA and how and where it operates.

    No other agency has the scale and depth to do what we do,” Mr. Fowler said.

    However, under international humanitarian law, the occupying power is responsible to assure the wellbeing of the population under occupation, he added.

    By voiding our mandate, the Israeli officials who have promoted this need to think hard about the fact that if there’s any Plan B, it’s on them,” he said.

    How will Israel’s role change?

    As the occupying power, Israel is and has been responsible for all services to the populations living in Occupied Palestinian Territory since it seized the areas in 1967.

    An agreement in 1967 between Israel and UNRWA recognised the UN Palestine relief agency and its General Assembly-mandated tasks serving Gaza, East Jerusalem and the West Bank.

    With the new legislation that, in effect, cancels that agreement, Israel continues to be responsible as the occupying power, including for all public services.

    As such, Israel will need to absorb the cost. UNRWA’s annual budget runs at about $1 billion every year.
