    The International Atomic Energy Agency (IAEA) has been informed about a purported drone attack on the city hall in Enerhodar, where most staff of Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP) live, Director General Rafael Mariano Grossi said.

    During a visit to Enerhodar today, the IAEA team members based at the ZNPP were taken to the city hall and could see some damage at the top of the building, which they were told was caused by a drone strike at around 1am on Friday morning. There were no reports of casualties. Enerhodar is located about 5 km from the ZNPP.

    If confirmed, it would be the latest in a series of drone incidents near the ZNPP and other nuclear facilities in Ukraine, further endangering nuclear safety during the conflict.

    “As drone attacks have become increasingly common during the war, so have the risks they pose to the safety and security of Ukraine’s nuclear power plants. I’m deeply concerned about the increased frequency of such incidents. In the case of Enerhodar, they also add to the psychological stress for plant staff, which can also impact nuclear safety and security,” Director General Grossi said.  

    Less than two weeks ago, the IAEA team at the ZNPP was informed of a drone attack that reportedly damaged several vehicles near the site’s cooling pond.

    In February, a drone severely damaged the New Safe Confinement (NSC) at the Chornobyl plant in northern Ukraine, built to prevent any radioactive release from the reactor unit 4 destroyed in the 1986 accident and to protect it from external hazards.

    Ukraine’s operating nuclear power plants (NPPs) – Khmelnytskyy, Rivne and South Ukraine – also regularly report of drones being detected near the respective sites.

  • Widespread rainfall predicted across India till July 17; Delhi-NCR faces waterlogging and traffic

    The India Meteorological Department (IMD) has forecast intermittent rainfall across large parts of the country till July 17, with heavy to very heavy showers expected in several regions, including the National Capital Region (NCR).

    In Delhi and surrounding areas, continuous rainfall has led to waterlogging and traffic disruptions, affecting daily life in parts of Delhi, Noida, Ghaziabad, and Gurugram. Several roads, underpasses, and residential colonies remain inundated, leading to long traffic jams and vehicle breakdowns.

    While no formal weather alert has been issued for Delhi-NCR so far, the IMD has warned of persistent rain and thunderstorms throughout the week. The region is likely to experience fluctuating weather conditions, with spells of sunshine contributing to high humidity and discomfort. Temperatures are expected to range between 23°C and 36°C, with humidity levels staying between 60 and 95 percent.

    Nationwide, the IMD has predicted heavy to very heavy rainfall in Central and Northwest India, especially over East Rajasthan, Uttarakhand, Himachal Pradesh, Jammu & Kashmir, and both eastern and western parts of Uttar Pradesh through July 17.

    Eastern and central Indian states such as Madhya Pradesh, Chhattisgarh, Jharkhand, Bihar, Odisha, and West Bengal are also likely to receive isolated heavy showers during this period. In western India, isolated heavy rainfall is expected on July 13 in parts of Konkan and Goa, Gujarat, Central Maharashtra, and the Saurashtra region.

    The weather department also expects light to moderate rainfall, accompanied by thunderstorms and lightning, to continue in Northeast India over the next seven days.

    In the South, states like Coastal Karnataka, Kerala, South Interior Karnataka, and Tamil Nadu are likely to experience isolated heavy showers over the coming days.

    Due to rough sea conditions, fishermen have been advised to avoid venturing into the Arabian Sea and the Bay of Bengal until July 16.

    Over 1.63 lakh devotees have performed the sacred Amarnath Yatra since it began on July 3, even as a fresh batch of 6,639 pilgrims departed from Jammu for Kashmir early Saturday morning.

    According to officials, the pilgrims who have so far undertaken the yatra have successfully had ‘darshan’ at the holy cave shrine, which is situated at an altitude of 3,888 metres in the Himalayas of south Kashmir. On Saturday, two escorted convoys carrying the latest group of pilgrims left from Bhagwati Nagar Yatri Niwas in Jammu. The first convoy of 116 vehicles, carrying 2,337 yatris, departed at 2:50 a.m. for the Baltal base camp. The second convoy, consisting of 161 vehicles and 4,302 pilgrims, left at 3:55 a.m. for the Nunwan base camp near Pahalgam.

    Meanwhile, the Bhumi Pujan ceremony of the sacred ‘Chhari Mubarak’ (Lord Shiva’s Holy Mace) was performed at Pahalgam on Thursday. The ceremonial mace was taken from the Dashnami Akhara Building in Srinagar by a group of sadhus led by Mahant Swami Deependra Giri, the sole custodian of the Chhari Mubarak. The procession carried the mace to the Gauri Shankar temple in Pahalgam, where the traditional Bhumi Pujan was conducted. The Chhari Mubarak is scheduled to reach the holy cave shrine on August 9, the final day of the yatra, which coincides with Shravan Purnima and Raksha Bandhan.

    In light of heightened security concerns, particularly following the April 22 terror attack in Pahalgam’s Baisaran meadow that claimed 26 lives, authorities have deployed extensive multi-tier security arrangements. The central government has sent an additional 180 companies of Central Armed Police Forces (CAPFs) to reinforce existing deployments from the Army, BSF, CRPF, SSB, and local police.

    The Indian Army has also launched a comprehensive security initiative named “Operation SHIVA 2025.” More than 8,500 troops have been deployed alongside advanced surveillance and combat technology to ensure the safety of pilgrims. The operation includes a dedicated counter-UAS (Unmanned Aerial System) grid with over 50 counter-drone and electronic warfare systems to tackle aerial threats.

    Live monitoring via UAVs (drones) and PTZ (Pan-Tilt-Zoom) cameras is being used to track yatra convoys and activity near the cave shrine. Engineer task forces have been deployed to maintain and improve infrastructure along the route, including bridge construction, track widening, and landslide mitigation.

    Medical preparedness has also been enhanced significantly. The Army has positioned more than 150 doctors and paramedics, two Advanced Dressing Stations, nine Medical Aid Posts, a 100-bed hospital, and 26 oxygen booths supported by 2 lakh litres of oxygen. Additional support includes bomb detection squads, technical detachments, and communication teams.

    Transit camps, base camps, and the entire route from Jammu to the holy cave are under strict surveillance and protection. Notably, helicopter services have been suspended this year due to security concerns.

    Pilgrims undertake the yatra to visit the naturally formed ice stalagmite inside the cave shrine, believed by devotees to represent Lord Shiva. The structure is known to wax and wane with the lunar cycle, reinforcing its mystical significance.

    WASHINGTON – Congresswoman Linda T. Sánchez (D-Calif.) today demanded accountability from the Trump administration after ICE agents were videotaped trespassing and urinating on the grounds of Ruben Salazar High School in broad daylight, near a preschool playground in Pico Rivera, Calif.

    “As a member of Congress, my constituents elected me to conduct oversight duties and ensure that these federal agents – whose salaries are paid by the American people – follow the law and conduct themselves in an appropriate manner expected of law enforcement agents,” the congresswoman wrote.

    I write today expressing grave concern over the conduct of a group of Immigration and Customs Enforcement (ICE) agents at Ruben Salazar High School in Pico Rivera, California on June 17, 2025. 

    According to El Rancho Unified School District (ERUSD), located in my district, ICE agents in 8 to 10 unmarked vehicles attempted to conduct immigration enforcement at the high school. The agents did not provide a judicial warrant, nor did they raise a legitimate reason for their presence on school grounds. ERUSD staff informed the agents that they could not enter or remain on school grounds. The ICE agents subsequently left the school. 

    ERUSD staff then reviewed security footage, which showed approximately 10 agents publicly urinating on school property at approximately 8:54 a.m., within mere feet of a preschool playground. This playground is part of ERUSD’s Early Learning Program. Two other schools are also immediately next to where the agents urinated. 

    ICE agents have routinely disregarded the rule of law in my district. On June 18, ICE unlawfully asserted civil immigration enforcement by arresting and detaining a U.S. citizen in Pico Rivera. And now, it appears that ICE agents could be exposing themselves to minors. 

    Given the potential violation of Cal. Penal Code §§ 314, 290 and 18 U.S. Code § 1752, I demand an investigation from the Inspector General at the Department of Homeland Security (DHS). I additionally request that ICE and DHS provide answers to the following questions in the interim.

    1. Upon what basis did these ICE agents choose Ruben Salazar High school to conduct immigration enforcement?
       
    2. Please provide the identification of the 10 ICE agents who exposed themselves on school grounds.
       
    3. Are these agents still employed by ICE? And if so, in what capacity and what disciplinary actions have been taken against them?
       
    4. Will the results of the internal investigation that DHS is conducting be available to the public?
       
    5. What steps are DHS and ICE going to take to ensure that this sort of conduct does not occur again?

    As a member of Congress, my constituents elected me to conduct oversight duties and ensure that these federal agents – whose salaries are paid by the American people – follow the law and conduct themselves in an appropriate manner expected of law enforcement agents.     Democratic U.S. Rep. Haley Stevens will introduce a bill this week urging the federal government to play a more active role in reducing U.S. reliance on China for critical minerals.

    “This bill is about real results. It will lower costs and create jobs by bringing mineral production back home, supporting Michigan workers, and keeping our supply chains strong,” the Birmingham congresswoman and U.S. Senate candidate said.

    The package — called the Unearth America’s Future Act — would direct tens of billions of dollars in federal loans, tax credits and other funds into the next decade for initiatives to boost mining and refining of essential materials for the automotive, defense, health care and telecommunications industries.

    The ambitious bill is Stevens’ response to growing concern that the United States is overly dependent on China to power manufacturing in key strategic sectors. Those concerns only grew stronger after the Far East nation created a potentially “dire” situation for Michigan’s auto sector with export controls issued in response to President Donald Trump’s trade policies.

    “Donald Trump has pushed an agenda that puts our economy and national security at risk. They talk tough and make headlines but their policies have only caused prices to rise, weakened our manufacturing industries, and left America more dependent on China,” Stevens said in an emailed statement.

    House Democrats are planning to unveil legislation this week that would set aside more than $10 billion for critical material projects to counter China’s dominance.

    Reps. Haley Stevens of Michigan and Jim Clyburn of South Carolina say the proposal would rival any trade deal President Donald Trump reaches with Beijing because it would restore U.S. supply chains faster.

    The language, according to Stevens’ and Clyburn’s aides, is structured similarly to the CHIPS and Science Act, which former President Joe Biden signed into law in 2022.

    U.S. Rep. Haley Stevens (D-Birmingham) is working with her congressional colleagues to introduce legislation that will seek to counter China’s stranglehold on critical materials and set aside $10 billion to make it happen.

    Unveiled Tuesday, the Unearth America’s Future Act was described as a means to lower costs, create jobs and ensure Michigan workers and manufacturers are leading the way in critical mineral production.

    At present, the U.S. and many other nations are dependent on China for these materials, including cobalt, lithium and magnesium, which are needed in the manufacture of many high tech electronics. Stevens’ bill aims to fix that by putting money toward responsible domestic mineral production. The legislation would also support partnerships between government and private industry, with investments in innovation that would keep jobs in Michigan.

    “Donald Trump has pushed an agenda that puts our economy and national security at risk,” Stevens said in a statement. “They talk tough and make headlines but their policies have only caused prices to rise, weakened our manufacturing industries, and left America more dependent on China. This bill is about real results.”

  • MIL-OSI Security: Detroit Man Pleads Guilty to Concealing His Cryptocurrency Donations to ISIS

    DETROIT – Jibreel Pratt, 26, of Detroit, Michigan, pleaded guilty today to two counts of concealing cryptocurrency donations he intended to make to the Islamic State of Iraq and Al-Sham (ISIS), a designated foreign terrorist organization, announced United States Attorney Jerome F. Gorgon, Jr.

    Gorgon was joined in the announcement by Cheyvoryea Gibson, Special Agent in Charge of the FBI in Michigan.

    According to the plea agreement, in February 2023, Pratt initiated a conversation with a Confidential Human Source (CHS) who Pratt believed was an ISIS member who could facilitate overseas travel to join ISIS. Over the next several months, Pratt communicated his desire to travel overseas to join ISIS and recorded a video pledging allegiance to ISIS’s leader. Pratt also provided ideas, information, documents and handwritten notes on a variety of subjects, including how ISIS could use drones and remote-controlled cars to deliver explosives, how ISIS could organize intelligence operations, and how ISIS could improve its air defense systems. And, in March and May 2023, Pratt sent cryptocurrency (Bitcoin) to the CHS, intending that the money would be used to help pay for the travel of other individuals who were purportedly traveling to join ISIS and/or to help fund an individual who Pratt believed would commit an act of violence in support of ISIS. Pratt concealed the nature and source of his Bitcoin transfers by using a privacy focused VPN and an app that encrypted private keys and transaction data.

    “Jibreel Pratt has many talents. And he swore a binding oath to use them to help ISIS—a genocidal anti-American terrorist organization,” said U.S. Attorney Gorgon. “Pratt meticulously plotted to support ISIS and covertly sent them money to further their evil works. We will find the terrorists operating in our shadows and bring them to justice.”

    “Today’s guilty plea by Jibreel Pratt underscores the serious threat posed by individuals who attempt to support foreign terrorist organizations known for violence and human rights abuses,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI Detroit Field Office. “The FBI remains unwavering in its commitment to protecting the American people from those who seek to carry out or orchestrate acts of terrorism. This outcome reflects the strength of our partnerships with law enforcement and intelligence agencies, as well as the dedication of our Joint Terrorism Task Force. The FBI in Michigan will continue working relentlessly to disrupt any plot that threatens the security of our nation.”

    Sentencing is scheduled for November 13, 2025. A conviction for concealing the financing of terrorism carries a maximum penalty of 10 years in prison, a $250,000 fine, or both. The parties agreed that a 9-year sentence is an appropriate resolution of the matter. 

    The Federal Bureau of Investigation investigated the case. Assistant United States Attorney Douglas Salzenstein and Jennifer Burke, Trial Attorney, National Security Division, U.S. Department of Justice are prosecuting the case on behalf of the United States.

  • MIL-OSI Australia: Pedestrians struck by car at Aberfoyle Park

    A learner driver will be fined after colliding with two pedestrians in a shopping centre car park at Aberfoyle Park today.

    Police and emergency services were called to the Hub Shopping Centre, Hub Drive, Aberfoyle Park just after midday on Saturday 12 July by reports of a crash.

    A vehicle lurched forward while parking and collided with two pedestrians.

    The pedestrians were knocked to the ground and both sustained minor injuries and grazes.  One of the pedestrians, a man aged in 70s, was taken to hospital as a precaution.

    The Holden Commodore sedan also sideswiped a car parked alongside it and struck the chicken shop.

    The driver, a 20-year-old man from Old Noarlunga, only holds a learner’s permit and did not have a qualified supervising driver present.

    Neither he, nor his young passengers, were injured in the crash.

    The driver is expected to receive an expiation notice for failing to maintain proper control of his vehicle and breaches of his learner’s permit conditions.

    The Holden was towed from the scene.

    Washington, D.C. — On Tuesday, Speaker Emerita Nancy Pelosi joined 161 Members of Congress and 29 Senators in filing an amicus brief before the U.S. Court of Appeals for the Federal Circuit challenging President Donald Trump’s sweeping and chaotic tariffs that were unlawfully imposed under the International Emergency Economic Powers Act (IEEPA). The lawmakers’ brief stands up for Congress’s Article I executive legislative powers and argues that the IEEPA is not a tariff statute and that Congress did not intend or provide for the IEEPA to be used as a tariff statute. 

    The amicus brief was led by House Democratic Leader Hakeem Jeffries, Task Force Chair Joe Neguse, House Judiciary Ranking Member and Task Force Co-Chair Jamie Raskin, House Foreign Affairs Ranking Member Gregory Meeks, and Ways and Means Ranking Member Richard E. Neal, as well as Senate Foreign Relations Ranking Member Jeanne Shaheen and Senate Finance Ranking Member Ron Wyden. It was filed in the matter of Oregon, et al., v. Trump, et al., which was brought forth by 12 States’ Attorneys General. 

    In May, the Task Force successfully filed a brief in the same matter before the Court of International Trade (CIT). The CIT decision referenced our brief and struck down the President’s illegal tariffs under IEEPA. The Administration has now appealed the lower court’s ruling, and the matter is now before the U.S. Court of Appeals for the Federal Circuit. 

    The Constitution gives Congress, not the President, the authority to impose tariffs, and the President can only raise tariffs if Congress has clearly delegated its authority to him. Although IEEPA (enacted in 1977) grants the president authority to impose sanctions, block foreign assets, and regulate economic transactions in response to “unusual and extraordinary threats” originating abroad, it is not a tariff statute and has never been used that way. Congress knows how to delegate tariff authority and has clearly done so on a number of occasions. When Congress does delegate such authority, it imposes substantive, procedural, and temporal limits on the president’s power in order to avoid economic chaos and protect the American people.

The median family in California’s 1st District will save around $3,500 under this bill.

    Kee pleaded guilty to one count of assault resulting in serious bodily injury. At sentencing, Kee faces up to 10 years in prison. Upon his release from prison, Kee will be subject to up to three years of supervised release.

    Background

    As Vice Ranking Member of the House Foreign Affairs Committee, Congressman Amo, worked to force a voteto end the ‘so-called’ national emergency Trump is using to justify tariffs. If passed it would end reciprocal tariffs.

    In May 2025, Amo led 30 colleagues, alongside Congressman Greg Casar (D-TX) and Senator Chris Murphy (D-CT), in calling on the Acting Inspector General of the State Department to review potential corruptionin trade negotiations with countries facing tariffs benefiting Elon Musk and Starlink.

    In April 2025, Amo signed an amicus brief in Oregon v. Trump supporting the argument that the Trump Administration abused emergency powers under the International Emergency Economic Powers Act (IEEPA) to unlawfully impose reckless, across-the-board tariffs.

    He also joined Congressman Steve Horsford (D-NV) in April 2025 to express alarm that Trump may be using trade policy to enrich insiders with advanced knowledge of pending trade actions or inactions.

    Amo signed a letter led by Senator Elizabeth Warren (D-MA), Congresswoman Judy Chu (D-CA), and Congresswoman Linda Sanchez (D-CA) in a April 2025 addressed to Secretary Lutnick, Secretary Bessent, and USTR Ambassador Greer expressing concern about the Trump Administration’s tariffs opening the door to corruption.

    In February 2025, Amo joined Congressman Jim Costa (D-CA) in urging Trump to reconsider the proposed 25% tariffson imported building materials from Canada and Mexico.

    The demand for testimony comes as search and rescue efforts continue in Central Texas after horrifying flooding devastated the area. 

    Washington, DC –  Yesterday, Congressman Gabe Amo (D-RI), Ranking Member of the House Science, Space, and Technology Environment Subcommittee and Science, Space, and Technology Ranking Member, Congresswoman Zoe Lofgren (D-CA) sent a letter to Department of Commerce Secretary Lutnick demanding he testify before the Committee to explain his plan to address staff shortages at the National Weather Service (NWS). The letter comes after the devastating flooding in Central Texas that has since called into question whether the Trump Administration’s mass firing and intimidation of federal employees may have impaired the ability of the NWS to carry out its mission.

    “We write to you to demand your testimony before the Committee on Science, Space, and Technology regarding staff shortages at the National Weather Service (NWS) and your plan to address them,” said the Members in the letter. “The NWS is a critical public safety agency. In addition to its role as the source of everyday weather data for the country, the NWS is charged with forecasting extreme weather events and communicating those forecasts promptly to the public in order to save lives and livelihoods. Americans rely on the NWS every single day to keep us safe. But the NWS is only as strong as its people. And under your leadership, the Department of Commerce (DOC) has overseen an indiscriminate wave of firings, deferred resignations, and early retirements that has thrown the NWS into crisis. The dangers arising from that crisis have been laid bare in the wake of the horrifying, tragic flooding that struck parts of Central Texas on July 4th. While it is too soon to draw definitive conclusions about what happened, it is already clear that this is precisely the type of situation in which the existence of a short-staffed, depleted NWS heightens the risk of tragedy. There will be more such extreme weather events – there always are. You must appear before the Committee immediately and explain to us how you intend to restore the NWS to full strength as quickly as possible so that the agency will be fully prepared to carry out its lifesaving mission when the next disaster strikes.”

    “It will take time to fully understand whether any part of this past weekend’s tragedy in Texas could have been avoided,” the Members continued. “We cannot rush to judgment based on the limited information available to us now. But it is apparent to us, Secretary Lutnick, that your actions to drastically slash staffing at the National Weather Service have increased the broader risks to Americans of extreme weather events by impairing the ability of the NWS to do its job. Simply put, you cut too deep. You refused to listen to the warnings from experts, from Congress, and from the NWS itself. And the flooding in Central Texas illustrates, in the most terrible fashion, the disastrous risks you invite by taking the lifesaving role of the NWS for granted.”

    WASHINGTON – Today, Congressman Sanford D. Bishop, Jr. (GA-02) voted against H.R. 1, a budget reconciliation bill authored by United States House and Senate Republicans that will gut billions of dollars from healthcare, food, and other programs as well as add trillions of dollars to the federal budget deficit to pay for tax breaks that overwhelmingly benefit billionaires.

    “I opposed this bill in May when it was first debated by the U.S. House of Representatives and now it comes back to us from the U.S. Senate in even worse shape. The bill explodes the federal budget deficit and will lead to more uninsured Americans as well as the closure of hospitals, especially in rural and underserved areas in Middle and Southwest Georgia and across the country,” said Congressman Bishop. “The bill attacks Medicare, Medicaid, and the Affordable Care Act. It makes it harder for the most vulnerable to put food on the table. We need to fight fraud, waste, and abuse – not use those words as political cover for billionaire tax giveaways and ballooning the country’s budget deficit.”

    H.R. 1 was initially considered in the U.S. House of Representatives and approved on May 22, despite bipartisan opposition to the bill. Congressman Bishop voted against the bill at that time. It was then sent to the U.S. Senate where many of the House bill’s provisions were found to violate Senate rules.

    The Senate-amended version of the bill kicks 17 million people off their health care and causes premiums, deductibles, and copays to soar for millions more. Among the health care provisions in H.R. 1:

    • It cuts more than $1 trillion from health care, including the largest Medicaid cut ever.
    • It will cause a $500 billion cut to Medicare.
    • It will make healthcare more expensive and less affordable for people not on Medicare and Medicaid due to greater distances and increased strain on the healthcare system due to hospital closures, staff reductions, loss of services, and increased reliance on emergency rooms for basic healthcare.

    H.R. 1 also cuts the Supplemental Nutrition Assistance Program (SNAP) by 20 percent. It forces states to cover more of SNAP’s cost, which likely will lead to dozens of states eliminating SNAP entirely. New red tape requirements will cause 5 million people to lose food assistance and put tens of millions of kids at risk of losing school breakfast and lunch. This bill also provides unnecessary exceptions for Alaska, which places additional, disproportionate burdens on states like Georgia.

    H.R. 1 makes devastating cuts to energy programs that will reduce American energy independence and innovation, cause families to pay an average of $400 more per year nationwide, and puts seniors and low-income people at risk of losing assistance to pay their energy bills.

    Additionally, these cuts threaten more than 840,000 energy sector jobs in just the next five years and an additional 790,000 jobs over the next 10 years, including jobs lost in the electric vehicle industry which Georgia Democrats and Republicans have fought to create and make the state an industry leader.

    Finally, H.R. 1 adds $4 trillion to the national debt to support tax breaks for the wealthiest 1%. The poorest 20% of American families, however, will see their taxes increase over the lifespan of the bill while their healthcare, food, and energy costs rise.

  • MIL-OSI Australia: Five arrested after South Brighton disturbance

    Five young males were arrested yesterday by SAPOL’s Youth and Street Gangs Task Force after a disturbance at South Brighton.

    Just before 4pm on Friday 11 July, police were called to Brighton Road, South Brighton after two males were seen walking along Brighton Road, one carrying a machete.

    Witnesses also reported that a male in a grey or silver car appeared to point a firearm out the vehicle towards the other males.

    There were no reported injuries.

    As a result of the subsequent investigation, Youth and Street Gangs Task Force investigators, with the assistance of Western District patrols, located and stopped a silver Mitsubishi in Fulham Gardens.

    Officers searched the vehicle and allegedly located an imitation firearm and machetes.

    All five occupants of the vehicle, aged 16, 17, 18, 24 and 29, were arrested and charged with carry offensive weapon and possess firearm.

    The 17-year-old boy from Edwardstown was also charged with aggravated robbery allegedly committed on 3 July at Croydon Park where a machete was produced.

    All five were refused police bail and will appear in the Port Adelaide Magistrates and Adelaide Youth Courts on Monday, 14 July.

    The Mitsubishi was seized for further forensic examination.

    Washington, D.C. — On Wednesday, June 25th, Representative Ro Khanna and  members of the Congressional Progressive Caucus joined anti-war civil society leaders to call on Congress to pass Rep. Khanna’s bipartisan War Powers Resolution to prohibit United States Armed Forces from unauthorized hostilities in Iran.

    Following the press conference, Rep. Khanna delivered a floor speech calling for the U.S. to “invest in good jobs at home, not billions in more missiles that we cannot afford.”

  • MIL-OSI Security: Jamaican National Pleads Guilty to Drug Trafficking and Aggravated Illegal Reentry Charges

    Greenbelt, Maryland – Sarah Maud Jess, 62, a Jamaican national living in Capitol Heights, Maryland, pled guilty to two counts, distributing more than 40 grams of fentanyl and re-entry of an alien removed after conviction for an aggravated felony.

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the plea with Acting Special Agent in Charge Evan Campanella, Homeland Security Investigations (HSI) Baltimore; Special Agent in Charge Ibrar A. Mian, Drug Enforcement Administration (DEA) – Washington Division; Acting Special Agent in Charge Amanda M. Koldjeski, Federal Bureau of Investigation (FBI) – Baltimore Field Office; Chief Marc R. Yamada, Montgomery County Police Department (MCPD); and Chief George Nader, Prince George’s County Police Department (PGPD).

    According to her guilty plea, Jess disseminated at least 40 grams of fentanyl in Maryland and elsewhere between at least November 2023 and October 2024. Jess distributed the fentanyl in the form of pressed fentanyl pills – round, light blue pills imprinted with “M30.” As part of the investigation, a DEA undercover (UC) agent purchased fentanyl pills from Jess. Law enforcement also seized fentanyl pills from her vehicle as she was en route to distribute to the UC and recovered additional fentanyl pills and a firearm from Jess’s residence. In total, law enforcement recovered more than 3,000 fentanyl pills, totaling more than 350 grams of fentanyl, from Jess.

    During the investigation, on June 21, 2024, after coordinating with Jess via text message, the UC conducted a controlled purchase of approximately 600 fentanyl pills from Jess in a Greenbelt, Maryland restaurant parking lot for $3,600. Jess provided the UC with a black sock containing a clear plastic baggie with pills totaling more than 65 grams of fentanyl.

    Then on September 4, the UC conducted another purchase of approximately 1,000 pills from Jess for $6,000. Jess again met the UC in the Greenbelt restaurant parking lot and provided the UC with a black sock containing a clear plastic baggie with fentanyl pills comprised of more than 100 grams of fentanyl.

    On September 30, Jess texted the UC asking how many pills he or she wanted to purchase. Jess agreed to sell the UC 700 pills. Then on October 2, Jess and the UC spoke and arranged to meet at a Silver Spring, Maryland mall parking lot. Law enforcement officers surveilled Jess while she drove to the mall. As Jess drove to meet the UC, law enforcement officers conducted a traffic stop.

    Law enforcement found the pills Jess intended to sell to the UC and took her into custody. Jess provided the officers with a fake driver’s license with a fake name and an address that was not her actual residence. However, law enforcement saw her visit that address during the investigation. While searching the vehicle, law enforcement officers recovered a black sock with a clear plastic baggie inside containing approximately 700 blue pills — weighing more than 75 grams of fentanyl — that Jess intended to distribute to the UC.

    Additionally, law enforcement executed a search warrant at Jess’s residence. During the search, law enforcement discovered a plastic baggie containing 46 fentanyl pills — weighing more than five grams — and a handgun loaded with nine rounds of ammunition in Jess’s bedroom.

    Throughout this timeframe, Jess was an alien illegally in the United States. Jess was previously convicted of Conspiracy to Distribute Marijuana in Prince George’s County, Maryland. Based on the conviction for an aggravated felony, Jess was previously removed from the United States after proceedings before an immigration judge. As part of her removal, Jess was advised that she was permanently excluded from re-entering the United States because of her prior conviction.

    Jess voluntarily and unlawfully re-entered the United States without inspection or permission. She never sought nor obtained the consent of the Attorney General of the United States or the Secretary of Homeland Security to apply for re-admission.

    Jess faces a mandatory minimum of five years and a maximum of 40 years in federal prison for the fentanyl charge. She faces a maximum sentence of 20 years for the illegal re-entry charge.

    Actual sentences for federal crimes are typically less than the maximum penalties.  A federal district court judge determines sentencing after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing is scheduled for Wednesday, October 29, at 2 p.m.

    U.S. Attorney Hayes commended HSI, the DEA, FBI, MCPD, and PGPD for their work in the investigation.  Ms. Hayes also thanked Assistant U.S. Attorneys Elizabeth Wright and Nicholas Potter who are prosecuting the federal case.

  • MIL-OSI Security: Seven Chinese Nationals Charged for Alleged Roles in Multimillion-Dollar Money Laundering, Alien Smuggling, and Drug Trafficking Enterprise

    Defendants allegedly smuggled Chinese nationals into the United States to work at grow houses in suburban neighborhoods, cultivating and distributing kilogram-sized quantities of marijuana

    BOSTON – Seven Chinese nationals were charged today in connection with a multi-million-dollar conspiracy to cultivate and distribute marijuana across the Northeast that used interconnected grow houses concealed inside single-family properties in Massachusetts and Maine. It is alleged that Chinese nationals were smuggled into the United States to work in these grow houses without access to their passports until they repaid their smuggling debts.

    The following individuals have been indicted on one count each of conspiracy to manufacture, distribute and possess with intent to distribute marijuana, as well as additional charges listed respectively:

    1. Jianxiong Chen, 39, of Braintree, Mass. also indicted on one count of money laundering conspiracy, 11 counts of money laundering and one count of bringing aliens into the United States;
    2. Yuxiong Wu, 36, of Weymouth, Mass. also indicted on one count of money laundering conspiracy and four counts of money laundering;
    3. Dinghui Li, 38, of Braintree, Mass. also indicted on one count of money laundering conspiracy and two counts of money laundering;
    4. Dechao Ma, 35, of Braintree, Mass. also indicted on one count of money laundering conspiracy and two counts of money laundering;
    5. Peng Lian Zhu, 35, of Melrose, Mass. also indicted on one count of money laundering conspiracy;
    6. Hongbin Wu, 35, of Quincy, Mass.; and
    7. Yanrong Zhu, 47, of Greenfield, Mass. and Brooklyn, N.Y.

    Six defendants were arrested this morning. Yanrong Zhu remains a fugitive.

    “This case pulls back the curtain on a sprawling criminal enterprise that exploited our immigration system and our communities for personal gain. These defendants allegedly turned quiet homes across the Northeast into hubs for a criminal enterprise – building a multi-million-dollar black-market operation off the backs of an illegal workforce and using our neighborhoods as cover. That ends today,” said United States Attorney Leah B. Foley.

    “Today, we arrested members of an alleged Chinese-run drug trafficking organization who are accused of running a massive marijuana cultivation and distribution scheme that has raked in millions and contributed widely to the illegal drug trade here in the Northeast,” said Ted E. Docks, Special Agent in Charge of the FBI’s Boston Division. “Equally disturbing is that Jianxiong Chen – the accused ringleader of this organization – is charged with paying to smuggle a Chinese national across the Mexican border to work at his grow houses. This takedown highlights the need for a sustained law enforcement effort, across all levels, to shut down and thoroughly investigate the organized criminal enterprises behind these unlicensed and illegal operations.”

    “The Massachusetts State Police share the resolve of our federal and local partners to support safer communities across the Commonwealth,” said Colonel Geoffrey D. Noble, Superintendent of the Massachusetts State Police. “Troopers assigned to our Special Services Section used their training and skill in this Operation to respond to the concerns of our neighbors, disrupt these illicit growing activities, and improve the quality of life across Massachusetts. Each of these properties can now return to their intended purpose as homes which our communities desperately need.”

    According to the charging documents, from in or about January 2020, the defendants allegedly owned, operated or partnered with a network of interconnected grow houses in Massachusetts and Maine to cultivate and distribute kilogram-sized quantities of marijuana in bulk. Specifically, the enterprise allegedly operated grow houses in Braintree, Mass.; Melrose, Mass.; and Greenfield, Mass., among other locations in Massachusetts, Maine and elsewhere. It is alleged that the grow house operators maintained contact with each other through a list of marijuana cultivators and distributors from or with ties to China in the region called the “East Coast Contact List.”

    It is alleged that Chen controlled several grow houses in Maine as well as a home in Braintree, Mass., which served as a base of operations for the enterprise. Marijuana manufactured by the interconnected grow house network, as well as bulk cash from dealers, was allegedly delivered to and redistributed by Chen at this Braintree residence. It is further alleged that co-conspirators concealed the marijuana and cash they were delivering to Chen inside the engine compartments of their vehicles. During a search of the home in October 2024, over $270,000 in cash was allegedly recovered from the house and from a Porsche in the driveway, as well as several Chinese passports and other identification documents inside a safe.

    Data extracted from Chen’s cell phone allegedly revealed that he helped smuggle Chinese nationals into the United States – putting the aliens to work at one of the grow houses he controlled while keeping possession of their passports until they repaid him for the cost associated with smuggling them into the country.

    It is alleged that profits from the marijuana sales, which totaled in the millions of dollars, were used to purchase luxury homes, automobiles, jewelry and other items in Massachusetts including to expand the enterprise through the purchase of real estate.

    Additional October 2024 searches of grow houses located in Braintree and Melrose where Ma and Zhu resided, respectively, allegedly resulted in the seizure of over 109 kilograms of marijuana, nearly $200,000 in cash and numerous luxury items including a gold Rolex watch with a $65,000 price tag still on it.

    It is further alleged that the enterprise conducted bulk cash transactions with operators located in the Eastern District of New York. According to court documents, in June 2023, Hongbin Wu and Yanrong Zhu were stopped by law enforcement after leaving a grow house in Greenfield, Mass., during which $36,900 in cash was seized from the defendants.

    The charge of conspiracy to manufacture, distribute and possess with intent to distribute marijuana provides for a sentence of up to five years in prison, at least two years of supervised release and a fine of up to $250,000. The charge of money laundering conspiracy provides for a sentence of up to 20 years in prison, up to three years of supervised release and a fine of up to $500,000, or twice the amount involved, whichever is greater. The charges of money laundering each provide for a sentence of up to 10 years in prison, up to three years of supervised release and a fine of up to $500,000, or twice the amount involved, whichever is greater. The charge of bringing aliens into the United States provides for a mandatory minimum sentence of three years and up to 10 years in prison, three years of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    U.S. Attorney Foley, FBI SAC Docks and MSP Superintendent Colonel Noble made the announcement today. Valuable assistance was provided by the Drug Enforcement Administration; New York State Police; Maine State Police; and the Braintree, Westchester County and New York Police Departments. Assistant U.S. Attorney Christopher J. Pohl of the Narcotics & Money Laundering Unit is prosecuting the case.

    Defendants allegedly smuggled Chinese nationals into the United States to work at grow houses in suburban neighborhoods, cultivating and distributing kilogram-sized quantities of marijuana

    BOSTON – Seven Chinese nationals were charged today in connection with a multi-million-dollar conspiracy to cultivate and distribute marijuana across the Northeast that used interconnected grow houses concealed inside single-family properties in Massachusetts and Maine. It is alleged that Chinese nationals were smuggled into the United States to work in these grow houses without access to their passports until they repaid their smuggling debts.

    The following individuals have been indicted on one count each of conspiracy to manufacture, distribute and possess with intent to distribute marijuana, as well as additional charges listed respectively:

    1. Jianxiong Chen, 39, of Braintree, Mass. also indicted on one count of money laundering conspiracy, 11 counts of money laundering and one count of bringing aliens into the United States;
    2. Yuxiong Wu, 36, of Weymouth, Mass. also indicted on one count of money laundering conspiracy and four counts of money laundering;
    3. Dinghui Li, 38, of Braintree, Mass. also indicted on one count of money laundering conspiracy and two counts of money laundering;
    4. Dechao Ma, 35, of Braintree, Mass. also indicted on one count of money laundering conspiracy and two counts of money laundering;
    5. Peng Lian Zhu, 35, of Melrose, Mass. also indicted on one count of money laundering conspiracy;
    6. Hongbin Wu, 35, of Quincy, Mass.; and
    7. Yanrong Zhu, 47, of Greenfield, Mass. and Brooklyn, N.Y.

    Six defendants were arrested this morning. Yanrong Zhu remains a fugitive.

    “This case pulls back the curtain on a sprawling criminal enterprise that exploited our immigration system and our communities for personal gain. These defendants allegedly turned quiet homes across the Northeast into hubs for a criminal enterprise – building a multi-million-dollar black-market operation off the backs of an illegal workforce and using our neighborhoods as cover. That ends today,” said United States Attorney Leah B. Foley.

    “Today, we arrested members of an alleged Chinese-run drug trafficking organization who are accused of running a massive marijuana cultivation and distribution scheme that has raked in millions and contributed widely to the illegal drug trade here in the Northeast,” said Ted E. Docks, Special Agent in Charge of the FBI’s Boston Division. “Equally disturbing is that Jianxiong Chen – the accused ringleader of this organization – is charged with paying to smuggle a Chinese national across the Mexican border to work at his grow houses. This takedown highlights the need for a sustained law enforcement effort, across all levels, to shut down and thoroughly investigate the organized criminal enterprises behind these unlicensed and illegal operations.”

    “The Massachusetts State Police share the resolve of our federal and local partners to support safer communities across the Commonwealth,” said Colonel Geoffrey D. Noble, Superintendent of the Massachusetts State Police. “Troopers assigned to our Special Services Section used their training and skill in this Operation to respond to the concerns of our neighbors, disrupt these illicit growing activities, and improve the quality of life across Massachusetts. Each of these properties can now return to their intended purpose as homes which our communities desperately need.”

    According to the charging documents, from in or about January 2020, the defendants allegedly owned, operated or partnered with a network of interconnected grow houses in Massachusetts and Maine to cultivate and distribute kilogram-sized quantities of marijuana in bulk. Specifically, the enterprise allegedly operated grow houses in Braintree, Mass.; Melrose, Mass.; and Greenfield, Mass., among other locations in Massachusetts, Maine and elsewhere. It is alleged that the grow house operators maintained contact with each other through a list of marijuana cultivators and distributors from or with ties to China in the region called the “East Coast Contact List.”

    It is alleged that Chen controlled several grow houses in Maine as well as a home in Braintree, Mass., which served as a base of operations for the enterprise. Marijuana manufactured by the interconnected grow house network, as well as bulk cash from dealers, was allegedly delivered to and redistributed by Chen at this Braintree residence. It is further alleged that co-conspirators concealed the marijuana and cash they were delivering to Chen inside the engine compartments of their vehicles. During a search of the home in October 2024, over $270,000 in cash was allegedly recovered from the house and from a Porsche in the driveway, as well as several Chinese passports and other identification documents inside a safe.

    Data extracted from Chen’s cell phone allegedly revealed that he helped smuggle Chinese nationals into the United States – putting the aliens to work at one of the grow houses he controlled while keeping possession of their passports until they repaid him for the cost associated with smuggling them into the country.

    It is alleged that profits from the marijuana sales, which totaled in the millions of dollars, were used to purchase luxury homes, automobiles, jewelry and other items in Massachusetts including to expand the enterprise through the purchase of real estate.

    Additional October 2024 searches of grow houses located in Braintree and Melrose where Ma and Zhu resided, respectively, allegedly resulted in the seizure of over 109 kilograms of marijuana, nearly $200,000 in cash and numerous luxury items including a gold Rolex watch with a $65,000 price tag still on it.

    It is further alleged that the enterprise conducted bulk cash transactions with operators located in the Eastern District of New York. According to court documents, in June 2023, Hongbin Wu and Yanrong Zhu were stopped by law enforcement after leaving a grow house in Greenfield, Mass., during which $36,900 in cash was seized from the defendants.

    The charge of conspiracy to manufacture, distribute and possess with intent to distribute marijuana provides for a sentence of up to five years in prison, at least two years of supervised release and a fine of up to $250,000. The charge of money laundering conspiracy provides for a sentence of up to 20 years in prison, up to three years of supervised release and a fine of up to $500,000, or twice the amount involved, whichever is greater. The charges of money laundering each provide for a sentence of up to 10 years in prison, up to three years of supervised release and a fine of up to $500,000, or twice the amount involved, whichever is greater. The charge of bringing aliens into the United States provides for a mandatory minimum sentence of three years and up to 10 years in prison, three years of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    U.S. Attorney Foley, FBI SAC Docks and MSP Superintendent Colonel Noble made the announcement today. Valuable assistance was provided by the Drug Enforcement Administration; New York State Police; Maine State Police; and the Braintree, Westchester County and New York Police Departments. Assistant U.S. Attorney Christopher J. Pohl of the Narcotics & Money Laundering Unit is prosecuting the case.

    BEIJING, July 12 (Xinhua) — A total of 113,000 trucks crossed the Manzhouli checkpoint on China’s border with Russia in the first half of this year, the Zhongxinshe News Agency reported.

    In the period from January to June this year, the volume of freight transported via the road through this checkpoint reached a record level of 1.167 million tons, an increase of 6 percent year-on-year.

    The Manzhouli checkpoint in the city of the same name in the Inner Mongolia Autonomous Region borders Russia’s Zabaikalsky Krai. The growth in cargo turnover through it indicates a good trend in the development of the country’s foreign trade, the agency reports.

    Currently, the road checkpoint is used to transport mainly liquefied petroleum gases to China, and fresh fruits and vegetables, as well as other types of agricultural products, from China.

    In order to maximize the throughput capacity of the border crossing point, the local customs service has taken various measures to reduce the time required to pass customs control. -0-

    OAKLAND – California Attorney General Rob Bonta today celebrated a decision by the U.S. District Court for the Central District of California granting a temporary restraining order blocking U.S. Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) from engaging in unconstitutional and unlawful stops of Los Angeles residents during immigration sweeps. 

    “The Trump Administration is using federal immigration agents as a tool to instill fear and division in Los Angeles communities. In doing so, it is damaging community trust with law enforcement, disrupting Angelenos’ daily lives, and impeding public safety,” said Attorney General Bonta. “The troubling use of masks, unmarked vehicles, and plainclothes to cover up immigration agents’ identities – and their own refusal to identify themselves when asked – has made it difficult to distinguish these agents from criminals. Their sweeping stops of Angelenos, based not on any evidence of wrongdoing but instead on racial profiling, is flagrantly unconstitutional. Los Angeles cannot be expected to live like this, with many residents afraid to leave their homes and their civil rights under fire. Today, a court agreed, ordering immigration agents to end their unconstitutional stops in the Los Angeles area. As California Attorney General, I will continue to fight to hold this President and his administration accountable to the law and to protect and defend California communities and their civil rights.”

    Attorney General Bonta led a multistate coalition in filing an amicus brief in support of the plaintiffs in Vasquez Perdomo et al. v Noem et al. last week. Attorney General Bonta has also sued the Trump Administration over the President’s illegal order to federalize the California National Guard and redirect hundreds of Marines to Los Angeles.

  • MIL-OSI USA: As Member of Armed Services Committee, Peters Helps Advance Strong National Defense Bill to Bolster Michigan’s Defense Capabilities

    WASHINGTON, DC – As a member of the Armed Services Committee, U.S. Senator Gary Peters (MI) helped advance the annual National Defense Authorization Act out of committee. Peters successfully authored and secured provisions in the bipartisan bill to strengthen U.S. national security, invest in Michigan’s military facilities and robust defense sector, support our nation’s long-term strategic efforts to combat aggression by adversaries like China and Russia, fund initiatives to clean up PFAS contamination, and give our servicemembers a pay raise. The bill now advances to the full Senate for consideration.
    “Across Michigan, our servicemembers, defense manufacturers, and top-notch military installations play an essential role in keeping our nation safe and secure,” said Senator Peters. “I was proud to secure investments in this bill to bolster those defense assets and capabilities, while supporting statewide economic growth. This bill also helps us meet the rising threats posed by our adversaries like China and Russia to protect both folks at home and our troops serving around the world.”
    The National Defense Authorization Act sets annual policy for the Department of Defense (DOD) and has been signed into law for more than 60 consecutive years. 
    Peters led or supported the following provisions, including authorizing more than $18 million in funding for Michigan’s military facilities: 
    Investing in Michigan’s Military Facilities
    $9 million for Runway Improvement at Selfridge Air National Guard Base: This funding would allow for runway improvements at Selfridge Air National Guard Base in Macomb County to prepare for basing of future missions, including the KC-46 Tankers and F-15EX fighter jets that were announced for Selfridge following years of persistent work and advocacy by Peters. 
    $5.2 million to Construct Two New Taxiways at Selfridge: This funding would support the construction of two new taxiways at Selfridge to prepare for basing of future missions including Selfridge’s two missions. This includes $2.8 million for the construction of Taxiway Alpha and $2.4 million for the construction of Taxiway Bravo.
    $4.4 million for Camp Grayling All-Domain Warfighting Training Complex: This funding would kickstart the Camp Grayling All-Domain Warfighting Training Complex (ADWTC) critical for military training exercises like Northern Strike. The ADWTC provides a state-of-the-art facility where servicemembers can plan, lead, and execute realistic training. The ADWTC is critical for growing military training exercises like Northern Strike and ensuring this critical exercise remains the premier training exercise in the country.
    Permanent Funding for Northern Strike: Peters secured report language urging permanent funding for the annual Northern Strike Exercise, which is the largest all-domain reserve forces exercise. Northern Strike provides a realistic training environment and robust training experiences for units and leaders to strengthen joint all-domain warfighting – and helps keep Michigan central to our national defense operations.
    Bolstering Collaborative Combat Aircraft Production: Senator Peters secured language in the bill that directs the Air Force to move forward with initial full-scale production of Collaborative Combat Aircraft (CCA). Peters has pushed forand secured language to support the development and integration of CCAs, including during a hearing last year with the former Secretary of Defense and a recent hearing with the current U.S. Air Force Secretary. As a member of the Senate Appropriations Committee, Peters has also secured language to help position Selfridge Air National Guard Base as a potential location for CCA fielding. He led a provision included in recent government funding legislation requiring a report regarding basing criteria of CCAs. This report will include an evaluation of whether existing Air National Guard bases with legacy fighter missions, such as Selfridge, may be appropriate locations for the basing of CCAs.
    Connected Vehicle Cybersecurity Center at Selfridge: Peters led a provision in the bill underscoring the growing threat of cyberattacks on both manned and unmanned military vehicles and platforms, as well as critical infrastructure that interacts with advanced vehicles. The provision recognizes the work of the Army Ground Vehicle Systems Center (GVSC) in Warren, Michigan to identify cyber vulnerabilities to secure joint ground vehicle platforms and prevent cyberattacks on critical infrastructure. The bill encourages vehicle cybersecurity at places like GVSC who is working to establish its Connected Vehicle Cybersecurity Center, which will also be located in Michigan at Selfridge Air National Guard Base. In addition to supporting our Armed Forces and servicemembers, the Connected Vehicle Cybersecurity Center will support Michigan’s auto industry and help establish Southeast Michigan as a hub for all auto-cyber activity in the country. Peters has continuously used his role on the Armed Services Committee to support the GVSC, and recently warned DOD officials about the consequences of potential cuts at the GVSC.
    Emergency Response Authority Act: Peters successfully secured an amendment to give states more flexibility in deploying Army Guard and Reserve (AGR) personnel with specialized skills for emergency response. This proposal would allow AGR forces to respond to state declared emergencies, such as floods, hurricanes and other natural disasters, for a total of 14 days per person. This provision empowers states to respond to major disasters more quickly and effectively.
    Supporting Our Servicemembers and Their Families
    Pay Raise for Servicemembers: This bill includes pay raises of 3.8 percent for military servicemembers. 
    Addressing PFAS Contamination
    Improving Transparency of PFAS Cleanup & Remediation Efforts: Peters successfully included a provision that requires DOD to submit annual reports detailing site-specific funding, progress, and barriers for all interim PFAS remediation and cleanup efforts. This includes timelines, performance metrics, and the status of the actions. Peters’ provision also requires DOD to create a public online dashboard within one year to display updated PFAS cleanup data, funding, timelines, and community points of contact. Peters has worked with communities across Michigan for years on PFAS remediation efforts. Peters convened the first-ever hearing on PFAS contamination in the Senate, and convened a field summit in Grand Rapids in November 2018 to shine a light on how local, state and federal governments are coordinating responses to address PFAS contamination. He has also passed numerous bills into law to help address PFAS contamination and protect Michiganders. Michigan is home to a number of military installations where PFAS contamination has been detected, including Camp Grayling and the former Wurtsmith Air Force Base in Oscoda.
    Ensuring Access to Clean Drinking Water for Communities Affected by PFAS Contamination: The bill contains a Peters led initiative to direct DOD to provide bottled water to communities with private drinking water wells with high levels of PFAS contamination as a result of DOD activities. 
    Supporting Michigan’s Defense Sector
    Bolstering Infantry Squad Vehicle Production: The bill also authorized $34.4 million to maintain continued production and fielding of General Motors (GM) Defense’s Infantry Squad Vehicle (ISV). GM Defense conducts its testing, research, and development of projects at the Milford Proving Ground in Oakland County, where two of its key programs of record were conceived, and employs over 50,000 people in Michigan.
    Supporting Munition Production in Grayling: The bill includes $31.9 million to support production of the Army’s Individual Assault Munitions (IAM), which will soon be made at a new production facility being constructed in Grayling, Michigan. This new facility is expected to employ 70 people in 2025 and expand to an estimated 100 employees by 2027. 
    Boosting Made in Michigan Ground Vehicle Production: The bill authorizes robust funding for the Army to produce new, modernized Strykers as well as Abrams tanks. This funding would help ensure that Made in Michigan testing and development of ground vehicles like the Strykers are operating with cutting edge technology designed to keep our servicemembers safe.
    Bolstering Military Aircraft Engine Industrial Base: Peters secured a provision that requires the Secretary of Defense to provide a roadmap for bolstering our military aircraft engine industrial base to support existing and planned platforms. 
    Expanding Fuel Cell Use: This provision Peters secured authorizes $5 million for research and development of multi-modular fuel cells, primarily to be used in electric vehicle charging stations and mobile generators. This research will help increase the reliability of power for military installations and improve DOD’s energy management and efficiency plans. 
    Strengthening Cybersecurity and Advanced Technology Capabilities
    Protecting Against Phishing Attacks: This report language, secured by Peters, requires DOD to issue a strategy on implementing the adoption of phishing-resistant authentication across the Department. There has been an increase in phishing attempts targeting officials at DOD to retrieve personal information that allows hackers and foreign adversaries to gain access to delicate national security information. This provision would ensure that DOD takes steps to protect sensitive national security information and protect American lives.
    Preventing Manipulation of DOD-Generated Media: Peters secured an amendment he led which would require DOD to implement digital content provenance across the Department. Digital content creation, editing, and distribution tools are increasingly more accessible, and can be easily weaponized against the U.S. by our foreign adversaries who seek to threaten our national security, spread anti-American propaganda, and weaken our institutions. The amendment would help prevent DOD media content from being manipulated and used maliciously against our country by creating a pilot program to implement authenticity information on DOD-generated media. This builds on Peters’ bipartisan Digital Defense Content Provenance Act, which he secured in a previous national defense bill and requires DOD to create a course at the Defense Information School to teach personnel about the threats posed by synthetic media such as deepfakes, as well as emerging technologies and key concepts of digital content provenance. The bill also created a pilot program at DOD to assess the feasibility of establishing content standard technologies on DOD-produced and owned media content.
    Strengthening U.S. Cyber Workforce: Peters secured a provision that would require a report on the implementation of the DOD Cyber Workforce Strategy. DOD has struggled to attract and retain a skilled cyber workforce. The DOD Cyber Workforce Strategy was designed to identify difficulties and provide specific activities to increase applications and retainment of the cyber workforce, both military and civilian. A skilled DOD cyber workforce benefits all Americans.
    Enhancing DOD Weapons Systems to Protect Against Real-Time Cybersecurity Threats: The bill includes specific directives for the DOD to enhances its weapons systems with technology to track cybersecurity threats. This will all for weapons systems at Military bases in Michigan and across the country to track cyber threats in real time and constantly update the health and security of their cybersecurity operations. 
    Developing U.S. Unmanned Aircraft System (UAS) Capabilities: The bill would provide increased funding for the development of new and innovative design and production of low-cost, uncrewed systems. The bill would also require a strategy to develop a secure domestic supply chain of critical components for small UAS systems.
    Advancing Counter-UAS Technologies: The bill would authorize increased funding for various counter-UAS activities, and require a strategy for countering drone technologies and assessing resources or authorities needed for drone incursion response to ensure we are equipped for the future of warfare. It would direct the Army, Navy, and Air Force to provide briefings on their respective service plans for counter-UAS capabilities. 
    Supporting U.S. Security Interests Around the World
    Planning for Enhanced Operations in Artic Region: The bill includes a provision authored by Peters that recognizes the current geopolitical challenges and opportunities presented by the Artic region, and supports efforts to better understand the emerging need to enhance operations in the region. Specifically, the bill encourages the Secretary of Defense to partner with interagency organizations, including the Center for Arctic Security and Resiliency and the Joint All Domain Weather Operations Center, to coordinate federal agency planning for Arctic operations as well as testing of systems to support Arctic operations.
    Support Israel’s Defense Against Emerging Threats: Peters secured funding in the bill to help increase U.S. collaboration with Israel to develop emerging defense technologies to meet the warfare challenges of the future. Peters also secured a provision that would establish a cooperative program between the U.S. and Israel for advancing C-UAS technologies and joint research. Peters introduced bipartisan legislation last Congress to bolster collaboration between the United States and Israel on emerging technologies.
    Strengthen Efforts to Combat Anti-Tunneling Activity: The bill authorizes additional funding to strengthen current collaborative efforts between the U.S. and Israeli Defense Forces (IDF) to combat Hamas and strengthen anti-tunneling activity in the Gaza strip. As part of the DOD’s collaboration with the IDF, Israel shares its counter-tunnel technology with the DOD and Department of Homeland Security to combat growing threats at our borders, as well as similar threats faced on the Korean Peninsula and in multiple locations in the Middle East. 
    Support for Taiwan: This bill would strengthen security cooperation across the defense industrial bases of U.S. allies and partners in the Indo-Pacific, including Taiwan. The bill would support Taiwanese defense needs and strengthen U.S.-Taiwanese defense collaboration. The bill would also direct the Defense Department to assess Taiwan’s critical digital infrastructure and identify potential actions to help strengthen it.
    Counter Chinese Communist Party Aggression: The bill includes numerous provisions to counter aggression from the Chinese government, including a provision requiring a report on the intelligence capabilities of the People’s Republic of China and the Russian Federation in the Republic of Cuba.

    $9 million for Runway Improvement at Selfridge Air National Guard Base: This funding would allow for runway improvements at Selfridge Air National Guard Base in Macomb County to prepare for basing of future missions, including the KC-46 Tankers and F-15EX fighter jets that were announced for Selfridge following years of persistent work and advocacy by Peters. 
    $5.2 million to Construct Two New Taxiways at Selfridge: This funding would support the construction of two new taxiways at Selfridge to prepare for basing of future missions including Selfridge’s two missions. This includes $2.8 million for the construction of Taxiway Alpha and $2.4 million for the construction of Taxiway Bravo.
    $4.4 million for Camp Grayling All-Domain Warfighting Training Complex: This funding would kickstart the Camp Grayling All-Domain Warfighting Training Complex (ADWTC) critical for military training exercises like Northern Strike. The ADWTC provides a state-of-the-art facility where servicemembers can plan, lead, and execute realistic training. The ADWTC is critical for growing military training exercises like Northern Strike and ensuring this critical exercise remains the premier training exercise in the country.
    Permanent Funding for Northern Strike: Peters secured report language urging permanent funding for the annual Northern Strike Exercise, which is the largest all-domain reserve forces exercise. Northern Strike provides a realistic training environment and robust training experiences for units and leaders to strengthen joint all-domain warfighting – and helps keep Michigan central to our national defense operations.
    Bolstering Collaborative Combat Aircraft Production: Senator Peters secured language in the bill that directs the Air Force to move forward with initial full-scale production of Collaborative Combat Aircraft (CCA). Peters has pushed forand secured language to support the development and integration of CCAs, including during a hearing last year with the former Secretary of Defense and a recent hearing with the current U.S. Air Force Secretary. As a member of the Senate Appropriations Committee, Peters has also secured language to help position Selfridge Air National Guard Base as a potential location for CCA fielding. He led a provision included in recent government funding legislation requiring a report regarding basing criteria of CCAs. This report will include an evaluation of whether existing Air National Guard bases with legacy fighter missions, such as Selfridge, may be appropriate locations for the basing of CCAs.
    Connected Vehicle Cybersecurity Center at Selfridge: Peters led a provision in the bill underscoring the growing threat of cyberattacks on both manned and unmanned military vehicles and platforms, as well as critical infrastructure that interacts with advanced vehicles. The provision recognizes the work of the Army Ground Vehicle Systems Center (GVSC) in Warren, Michigan to identify cyber vulnerabilities to secure joint ground vehicle platforms and prevent cyberattacks on critical infrastructure. The bill encourages vehicle cybersecurity at places like GVSC who is working to establish its Connected Vehicle Cybersecurity Center, which will also be located in Michigan at Selfridge Air National Guard Base. In addition to supporting our Armed Forces and servicemembers, the Connected Vehicle Cybersecurity Center will support Michigan’s auto industry and help establish Southeast Michigan as a hub for all auto-cyber activity in the country. Peters has continuously used his role on the Armed Services Committee to support the GVSC, and recently warned DOD officials about the consequences of potential cuts at the GVSC.
    Emergency Response Authority Act: Peters successfully secured an amendment to give states more flexibility in deploying Army Guard and Reserve (AGR) personnel with specialized skills for emergency response. This proposal would allow AGR forces to respond to state declared emergencies, such as floods, hurricanes and other natural disasters, for a total of 14 days per person. This provision empowers states to respond to major disasters more quickly and effectively.
    Supporting Our Servicemembers and Their Families
    Pay Raise for Servicemembers: This bill includes pay raises of 3.8 percent for military servicemembers. 
    Addressing PFAS Contamination
    Improving Transparency of PFAS Cleanup & Remediation Efforts: Peters successfully included a provision that requires DOD to submit annual reports detailing site-specific funding, progress, and barriers for all interim PFAS remediation and cleanup efforts. This includes timelines, performance metrics, and the status of the actions. Peters’ provision also requires DOD to create a public online dashboard within one year to display updated PFAS cleanup data, funding, timelines, and community points of contact. Peters has worked with communities across Michigan for years on PFAS remediation efforts. Peters convened the first-ever hearing on PFAS contamination in the Senate, and convened a field summit in Grand Rapids in November 2018 to shine a light on how local, state and federal governments are coordinating responses to address PFAS contamination. He has also passed numerous bills into law to help address PFAS contamination and protect Michiganders. Michigan is home to a number of military installations where PFAS contamination has been detected, including Camp Grayling and the former Wurtsmith Air Force Base in Oscoda.
    Ensuring Access to Clean Drinking Water for Communities Affected by PFAS Contamination: The bill contains a Peters led initiative to direct DOD to provide bottled water to communities with private drinking water wells with high levels of PFAS contamination as a result of DOD activities. 
    Supporting Michigan’s Defense Sector
    Bolstering Infantry Squad Vehicle Production: The bill also authorized $34.4 million to maintain continued production and fielding of General Motors (GM) Defense’s Infantry Squad Vehicle (ISV). GM Defense conducts its testing, research, and development of projects at the Milford Proving Ground in Oakland County, where two of its key programs of record were conceived, and employs over 50,000 people in Michigan.
    Supporting Munition Production in Grayling: The bill includes $31.9 million to support production of the Army’s Individual Assault Munitions (IAM), which will soon be made at a new production facility being constructed in Grayling, Michigan. This new facility is expected to employ 70 people in 2025 and expand to an estimated 100 employees by 2027. 
    Boosting Made in Michigan Ground Vehicle Production: The bill authorizes robust funding for the Army to produce new, modernized Strykers as well as Abrams tanks. This funding would help ensure that Made in Michigan testing and development of ground vehicles like the Strykers are operating with cutting edge technology designed to keep our servicemembers safe.
    Bolstering Military Aircraft Engine Industrial Base: Peters secured a provision that requires the Secretary of Defense to provide a roadmap for bolstering our military aircraft engine industrial base to support existing and planned platforms. 
    Expanding Fuel Cell Use: This provision Peters secured authorizes $5 million for research and development of multi-modular fuel cells, primarily to be used in electric vehicle charging stations and mobile generators. This research will help increase the reliability of power for military installations and improve DOD’s energy management and efficiency plans. 
    Strengthening Cybersecurity and Advanced Technology Capabilities
    Protecting Against Phishing Attacks: This report language, secured by Peters, requires DOD to issue a strategy on implementing the adoption of phishing-resistant authentication across the Department. There has been an increase in phishing attempts targeting officials at DOD to retrieve personal information that allows hackers and foreign adversaries to gain access to delicate national security information. This provision would ensure that DOD takes steps to protect sensitive national security information and protect American lives.
    Preventing Manipulation of DOD-Generated Media: Peters secured an amendment he led which would require DOD to implement digital content provenance across the Department. Digital content creation, editing, and distribution tools are increasingly more accessible, and can be easily weaponized against the U.S. by our foreign adversaries who seek to threaten our national security, spread anti-American propaganda, and weaken our institutions. The amendment would help prevent DOD media content from being manipulated and used maliciously against our country by creating a pilot program to implement authenticity information on DOD-generated media. This builds on Peters’ bipartisan Digital Defense Content Provenance Act, which he secured in a previous national defense bill and requires DOD to create a course at the Defense Information School to teach personnel about the threats posed by synthetic media such as deepfakes, as well as emerging technologies and key concepts of digital content provenance. The bill also created a pilot program at DOD to assess the feasibility of establishing content standard technologies on DOD-produced and owned media content.
    Strengthening U.S. Cyber Workforce: Peters secured a provision that would require a report on the implementation of the DOD Cyber Workforce Strategy. DOD has struggled to attract and retain a skilled cyber workforce. The DOD Cyber Workforce Strategy was designed to identify difficulties and provide specific activities to increase applications and retainment of the cyber workforce, both military and civilian. A skilled DOD cyber workforce benefits all Americans.
    Enhancing DOD Weapons Systems to Protect Against Real-Time Cybersecurity Threats: The bill includes specific directives for the DOD to enhances its weapons systems with technology to track cybersecurity threats. This will all for weapons systems at Military bases in Michigan and across the country to track cyber threats in real time and constantly update the health and security of their cybersecurity operations. 
    Developing U.S. Unmanned Aircraft System (UAS) Capabilities: The bill would provide increased funding for the development of new and innovative design and production of low-cost, uncrewed systems. The bill would also require a strategy to develop a secure domestic supply chain of critical components for small UAS systems.
    Advancing Counter-UAS Technologies: The bill would authorize increased funding for various counter-UAS activities, and require a strategy for countering drone technologies and assessing resources or authorities needed for drone incursion response to ensure we are equipped for the future of warfare. It would direct the Army, Navy, and Air Force to provide briefings on their respective service plans for counter-UAS capabilities. 
    Supporting U.S. Security Interests Around the World
    Planning for Enhanced Operations in Artic Region: The bill includes a provision authored by Peters that recognizes the current geopolitical challenges and opportunities presented by the Artic region, and supports efforts to better understand the emerging need to enhance operations in the region. Specifically, the bill encourages the Secretary of Defense to partner with interagency organizations, including the Center for Arctic Security and Resiliency and the Joint All Domain Weather Operations Center, to coordinate federal agency planning for Arctic operations as well as testing of systems to support Arctic operations.
    Support Israel’s Defense Against Emerging Threats: Peters secured funding in the bill to help increase U.S. collaboration with Israel to develop emerging defense technologies to meet the warfare challenges of the future. Peters also secured a provision that would establish a cooperative program between the U.S. and Israel for advancing C-UAS technologies and joint research. Peters introduced bipartisan legislation last Congress to bolster collaboration between the United States and Israel on emerging technologies.
    Strengthen Efforts to Combat Anti-Tunneling Activity: The bill authorizes additional funding to strengthen current collaborative efforts between the U.S. and Israeli Defense Forces (IDF) to combat Hamas and strengthen anti-tunneling activity in the Gaza strip. As part of the DOD’s collaboration with the IDF, Israel shares its counter-tunnel technology with the DOD and Department of Homeland Security to combat growing threats at our borders, as well as similar threats faced on the Korean Peninsula and in multiple locations in the Middle East. 
    Support for Taiwan: This bill would strengthen security cooperation across the defense industrial bases of U.S. allies and partners in the Indo-Pacific, including Taiwan. The bill would support Taiwanese defense needs and strengthen U.S.-Taiwanese defense collaboration. The bill would also direct the Defense Department to assess Taiwan’s critical digital infrastructure and identify potential actions to help strengthen it.
    Counter Chinese Communist Party Aggression: The bill includes numerous provisions to counter aggression from the Chinese government, including a provision requiring a report on the intelligence capabilities of the People’s Republic of China and the Russian Federation in the Republic of Cuba.

    CHARLESTON, W.Va. – Today, U.S. Senator Shelley Moore Capito (R-W.Va.), Chairman of the Senate Environment and Public Works (EPW) Committee and a member of the Senate Appropriations Committee, announced a $24,837,048 grant for the West Virginia Department of Transportation (WVDOT) through the U.S. Department of Transportation (DOT) BUILD program. 
    This funding, which was made available through the Infrastructure Investment and Jobs Act, will construct truck parking capacity expansion improvements at three existing West Virginia Division of Highways (WVDOH) facilities along I-81, I-64, and I-79 in Berkeley, Cabell, Monongalia Counties. Chairman Capito authored a letter in support of the WVDOH’s application for this project earlier this year. 
    “Efforts to upgrade facilities along West Virginia portions of major interstates will enhance the safety of our drivers, support the regional and national movement of goods, and encourage economic investments across our state. As Chairman of the EPW Committee, I made this investment a priority and I’m thankful DOT recognized its importance. This support will help WVDOT and WVDOH continue their mission of safe and efficient transportation in West Virginia,” Chairman Capito said.
