  • MIL-OSI USA: Chairman Capito Announces Funding for Statewide Truck Parking Project

    CHARLESTON, W.Va. – Today, U.S. Senator Shelley Moore Capito (R-W.Va.), Chairman of the Senate Environment and Public Works (EPW) Committee and a member of the Senate Appropriations Committee, announced a $24,837,048 grant for the West Virginia Department of Transportation (WVDOT) through the U.S. Department of Transportation (DOT) BUILD program. 
    This funding, which was made available through the Infrastructure Investment and Jobs Act, will construct truck parking capacity expansion improvements at three existing West Virginia Division of Highways (WVDOH) facilities along I-81, I-64, and I-79 in Berkeley, Cabell, Monongalia Counties. Chairman Capito authored a letter in support of the WVDOH’s application for this project earlier this year. 
    “Efforts to upgrade facilities along West Virginia portions of major interstates will enhance the safety of our drivers, support the regional and national movement of goods, and encourage economic investments across our state. As Chairman of the EPW Committee, I made this investment a priority and I’m thankful DOT recognized its importance. This support will help WVDOT and WVDOH continue their mission of safe and efficient transportation in West Virginia,” Chairman Capito said.

  • MIL-OSI Submissions: Gaza: Acute malnutrition reaches all-time high in two MSF facilities

    Gaza, 12 July 2025— Médecins Sans Frontières (MSF) teams are witnessing a sharp and unprecedented rise in acute malnutrition among people in Gaza, Palestine. In Al-Mawasi clinic, in southern Gaza, and in the MSF Gaza City clinic in the north, we are seeing the highest number of malnutrition cases ever recorded by our teams in the Gaza Strip. A sustained flow of food and medical supplies must be urgently allowed into the Strip.

    More than 700 pregnant and breastfeeding women, and nearly 500 children with severe and moderate malnutrition are currently enrolled in ambulatory therapeutic feeding centres in both clinics. Patient enrolment in the MSF Gaza City clinic almost quadrupled in under two months, from 293 cases in May, up to 983 cases at the beginning of July. Of this July cohort, 326 are children between six and 23 months old.

    “This is the first time we have witnessed such a severe scale of malnutrition cases in Gaza,” says Mohammed Abu Mughaisib, MSF deputy medical coordinator in Gaza. “The starvation of people in Gaza is intentional, it can end tomorrow if the Israeli authorities allow food in at scale.”

     

    The existence of malnutrition in Gaza is the result of deliberate, calculated choices by the Israeli authorities: restrict the entry of food to the bare minimum for survival, dictate and militarise the means of its distribution, all while having destroyed the majority of local food production capacity. People are risking their lives in the immediate term to obtain inadequate food rations, as a wider system collapse is ongoing – sewage contamination is occurring because infrastructure is destroyed, restrictions on fuel are limiting the production of clean water, appalling living conditions in overcrowded camps are impacting people’s health and compromising people’s immunity.

     

    “Due to widespread malnutrition among pregnant women and poor water and sanitation services, many babies are being born prematurely,” says Joanne Perry, MSF doctor. “Our neonatal intensive care unit [in Al-Helou hospital] is severely overcrowded, with four to five babies sharing a single incubator.”

    “This is my third time in Gaza, and I’ve never seen anything like this,” says Dr Perry. “Mothers are asking me for food for their children, pregnant women who are six months along often weigh no more than 40 kilogrammes. The situation is beyond critical.”

    Before October 2023, Gaza was heavily reliant on the entry of goods and supplies from outside, with an average of 500 trucks entering the Strip every day. Since 2 March, not even 500 trucks have entered in total. With border crossings for aid frequently closed or operating under heavy limitations, and with local food production nearly impossible due to ongoing hostilities and destruction, markets are either empty, or the available food is unaffordable for most.  

    Inevitably, prices of food have skyrocketed across Gaza, placing even basic staples out of reach for most people. For example, one kilogramme of sugar costs on average US$766, while a kilogramme of potatoes or flour costs nearly $30, according to the World Food Programme. Due to this, many families are surviving on just one portion of food a day – often only rice, lentils, or pasta – with no access to bread, fresh vegetables, or enough protein.

    Parents are also deliberately skipping meals to feed their children. Even malnourished women, who do receive therapeutic food, end up giving their own treatment supplements to their children.

    “I’m a mother, and I can’t blame them because I would do the same,” says Nour Nijim, MSF nursing team supervisor. “But I feel helpless as a healthcare provider. People are hungry and ask us for therapeutic food, but we don’t have enough and can only prescribe them to people diagnosed with malnutrition.”

     

    The malnourished patients we are seeing are only the visible tip of a much larger crisis. At MSF clinics, injured patients beg for food instead of medicine – their wounds failing to heal because of protein deficiency. Our doctors are observing rapid weight loss, prolonged infections, and visible fatigue among patients and their caregivers.

     

    MSF urgently calls for unrestricted humanitarian access, a sustained flow of food and medical aid into Gaza, and the protection of civilians.

    Good afternoon, everyone. Bonjour.

    I want to begin by acknowledging the current wildfire situation in Manitoba, and particularly those from Snow Lake and Garden Hill who have been evacuated. The Canadian Armed Forces are on the ground assisting with these emergencies, and my heart goes out to every person in my home province currently affected. Your federal government is here to support you today and to rebuild with you when that time comes.

    At this pivotal time for Canada — a time when thirteen jurisdictions and the federal government are unified in a way I’ve never seen in my lifetime —  it was a privilege to co-chair my first Energy and Mines Ministers’ Conference as Federal Minister of Energy and Natural Resources.

    Thank you to my co-chair, Gilles Arsenault, for hosting this event — here in the birthplace of Confederation, no less. It’s hard to think of a better place to spend a few Canadian summer days than Charlottetown. 

    Over the past few days, federal, provincial and territorial partners came to the table for honest, forward-looking discussions.

    We also had productive exchanges with national and regional Indigenous leaders, and were privileged to hear their thoughts on how to transform how we think about Indigenous partnership in major projects.

    Let’s be clear: Indigenous Peoples are not just participants in our economy. They are rights holders. They are the original stewards of this land. They are governments. They are builders.

    If we are serious about retooling our economy, then economic reconciliation must be front and centre. 

    From advancing “one project, one review” to reducing duplication and advancing new infrastructure, the goals of this meeting were clear: we need to build faster; strengthen regional economies; advance economic reconciliation and clean growth; enhance Canada’s global competitiveness; and secure our rightful place as an energy and resource superpower.

    If this sounds ambitious, that’s because it is. But one government cannot do it alone. What is clear is we must work together as one Canada.

    On the federal side, to begin making this vision a reality just two weeks ago we passed the One Canadian Economy Act — a nation-building piece of legislation that will ensure Canada builds the strongest economy in the G7.

    It’s an important step toward improving Canadian productivity, growth, economic competitiveness and — crucially — regulatory certainty.

    That is an imperative, and an urgent one at that. 

    Because, let’s face it: Global economies and markets are more volatile than they have been at any time since the Second World War. President Trump’s tariffs are disrupting trade and impacting our natural resources, energy, mining, manufacturing and many other sectors.

    However, despite what the President may say, Canada has many important cards in these negotiations. And several of the most important ones are energy and natural resources. 

    At the G7, it was abundantly clear: Canada has the energy and minerals the world wants.

    That’s why, in Kananaskis, Canada led the way in forming an agreement to take decisive action to respond to supply chain vulnerabilities through the Critical Minerals Action Plan.

    This includes the recently announced Critical Minerals Production Alliance, which will help to mobilize capital, reduce our dependence on non-democratic suppliers and reward countries that, like Canada, mine the right way: with high environmental and labour standards.

    Following on that, at this year’s EMMC, Ministers agreed to identify priority critical minerals projects that could be leveraged by the Critical Minerals Production Alliance. This will further position Canada as a leader in disrupting non-allied dominance in the sector by de-risking projects, enhancing certainty and supporting economically viable production.

    We will also take steps to strengthen mineral titles policies to protect Canada’s mineral potential and national security.

    Finally, all thirteen jurisdictions and Canada agreed to work together to use AI together to strengthen Canada’s geoscience data assets to support critical mineral exploration and attract investment. After all, as the Prime Minister always says, we can give ourselves more than anyone else can take away, and that starts with the minerals beneath our feet. 

    To serve as a model, we partnered today with the Northwest Territories on a pilot project to scan, digitize and analyze drill cores from their collection to highlight new areas of high critical mineral potential, especially in the Northwest Territories’ Slave Geological Province, one of Canada’s most promising regions for mineral exploration and critical mineral development.

    These core scans and their associated data will be made available through a centralized digital platform, helping to reduce exploration risk, re-evaluate existing discoveries, spur investment and accelerate new mineral development — all without further land disturbance.

    We are also having advanced conversations with British Columbia and Ontario, and I expect to have more to share in the coming days on that.

    A key part of our discussions also centred around building major projects. There was consensus that we can — and must — do better together to get things built and grow our economy, both to access new markets and to furnish domestic resilience.

    To keep this momentum going, Energy and Mining Ministers will come together again in the fall to ensure progress on key initiatives, including designating projects of national interest under the One Canadian Economy Act.

    Let me close with this. Canada is, at its core, an energy and mining nation. It touches, in different ways, every single part of this country. 

    In 1858, the first major oil discovery in North America occurred in Oil Springs, Ontario, where James Miller Williams drilled the continent’s first commercial oil well, leading to incorporation of Canada’s first oil company. 

    Forty years later and further west, the Klondike Gold Rush drew tens of thousands north into the Yukon, a place most of the world saw simply as a frigid wilderness. But after less than ten years, the Yukon’s first hydro plant was developed to power the gold dredges near Dawson City. 

    At the time, hydroelectric power was just beginning to spread around the world globally. Yet Canada, with its rushing rivers and glacier-fed lakes, had already begun harnessing water to generate electricity. By 1910, we had become one of the largest producers of hydroelectricity in the world.

    Canadian ingenuity in harnessing hydropower was also taking off in Quebec and powering new industries that changed the face of the province. In 1901, the first ingot of Canadian aluminum was cast at the Shawinigan Aluminum Smelting Complex, the oldest still in existence in North America. Using hydroelectric power, industrial production at this complex on the Saint-Maurice River began a new era of heavy industry and established the long-standing alliance between the hydroelectric and aluminum industries.

    By the 1940s, Canada had added uranium to its growing portfolio, and mines in the Northwest Territories became essential to the Allied nuclear program in the Second World War, supplying uranium under top-secret agreements to support our fight against the Axis powers. Post-war, discoveries of significant deposits in Saskatchewan clinched our spot as a leader in mining and nuclear energy.

    Then came Alberta. It was 1947, and after drilling 133 dry holes in a row, Imperial Oil was about to abandon oil exploration altogether. Leduc No. 1, about 15 kilometres west of Edmonton and more than 80 kilometres from any previous drilling sites, was one of six “last-chance” wells for the company. 

    But when they struck oil there on a chilly February morning, it marked the dawn of Canada’s modern oil era — leading to further discoveries that transformed the province into a major oil producer and moved Canada away from relying on the U.S. and toward self-sufficiency.

    Smaller provinces have played outsized roles in this country’s energy and mining story. Prince Edward Island has emerged as a national leader in renewable power, with 99 percent of power generation on the island coming from wind farms. In fact, there are several times a year when P.E.I .is producing so much renewable energy that a province that has traditionally needed to import power becomes an energy exporter.

    I could go on and speak to how every single one of our thirteen provinces and territories has a story when it comes to energy and natural resources; but I don’t think anyone wants to hear me talk for that long.

    However, the reason I mention all of this is to show how deeply embedded energy and natural resources are in the story of Canada, a country I love deeply.

    That means I see my job as Minister of Energy and Natural Resources as not just about industries but also about national unity.

    As the Prime Minister says, we can give ourselves more than any country can take away.

    Our resources give us tinder and kindling. Our innovation and workers are the fuel. Now, it is time for all thirteen governments to come together and light the match to start the fire.

    To start to build big things again, in a responsible, environmentally conscious way. To use our resources to create prosperity that will lift all boats, so that every single Canadian — no matter where they live — can have a good education, a roof over their head, a stable job and, most importantly, a fair shot.

    We will act. We will deliver. And we will show results — for Canadian workers, for businesses and for communities.

    Canada will no longer be defined by delay but by delivery. Together, we will rise to the challenge.

  • MIL-OSI Security: Man Arrested for Pointing a Laser at Police Helicopter During Protests in Los Angeles

    LOS ANGELES—A Los Angeles man was taken into custody this week by FBI agents and charged federally with aiming a laser pointer at an aircraft—specifically, a helicopter operated by pilots with the Los Angeles Police Department.

    Dominic Rios, 21, whose last known address was in Hemet, was arrested on July 7 pursuant to a federal criminal complaint filed on June 27 in U.S. District Court in the Central District of California.

    The complaint alleges that, on June 10, 2025, a Los Angeles Police Department (LAPD) helicopter was flying at an altitude of approximately 950 feet while monitoring protests in downtown Los Angeles when it was struck three times by green laser light.

    The LAPD helicopter pilot and flight officer were able to identify the person using the laser, later identified as Rios, and relay his description and location near a parking lot to LAPD officers on the ground, who located Rios and arrested him. An LAPD officer searched Rios and found a laser pointer in his pocket. After the LAPD officer Mirandized Rios, Rios admitted that he had used his green laser pointer on the LAPD helicopter.

    Testing confirmed that the device seized from Rios was a green laser pointer. The helicopter was struck three times by the green laser and each strike lit up the cockpit. Each strike lasted approximately 3-5 seconds, forcing the pilot to modify the helicopter’s altitude to avoid additional strikes, according to the complaint.

    Testing conducted by the LAPD confirmed that the green laser used by Rios is hazardous to the eyes.

    Rios had an initial appearance before a federal magistrate and was released on bond.

    If convicted, Rios faces statutory maximum penalty of five years in federal prison.

    This investigation was conducted by the Los Angeles Police Department and the FBI and is being prosecuted by Assistant United States Attorney Derek Flores.

    When laser beams are aimed at any piloted aircraft, whether military or commercial, what might seem like a tiny beam on the ground can blind aircrew, potentially causing a midair collision or other incident.

    In 2023 alone, the Federal Aviation Administration (or FAA) received more than 13,000 reports of laser strikes. And the U.S. Air Force Safety Center’s webpage dedicated to the issue notes that “aircrew are issued laser eye protection glasses before each flight.”

    These incidents are both dangerous and illegal.

    The FBI is reminding the public to keep their laser pointers out of the sky to protect pilots—and to avoid hefty fines and potential prison time.

This project will not only make needed upgrades to critical infrastructure but also help to bolster the base’s future and economic growth in the local community.

The base supports a diverse portfolio of missions, including an elite cyber defense squadron, MQ-9 “Reaper” drone flying operation, and Command and Control support for U.S. Air Forces Europe – Air Forces Africa.   • MIL-OSI United Nations: Gazans dying in search of food, ‘starkest illustration’ of their desperation

    The fact that people are now dying every day trying to get food, I think is the starkest illustration of how desperate the situation is,” said Carl Skau, Deputy Executive Director at the UN agency, briefing journalists on his fourth visit to the war-torn enclave.

    Earlier this year, food security experts reported that starvation is spreading in Gaza. The entire population, some two million people, is acutely food insecure and half a million are on the brink.

    “If anything, it’s much worse now,” said Mr. Skau, who was in Gaza City, Deir Al-Balah and Khan Younis last week. 

    Children going hungry

    Malnutrition is also surging.  Some 90,000 children are in urgent need of treatment, according to UN child rights agency UNICEF

    Today, one in three people goes hungry for days. Mr. Skau said he met many families who told him there are days when their children do not eat at all.

    “But the days when they are eating it’s often a hot soup they get from us with just a few lentils or a few pieces of pasta, so certainly not enough,” he said, adding that some mothers discourage their children from playing to conserve energy.

    The top official also addressed the widespread displacement in Gaza. In the past he met families who had been forced to flee two or three times, but now “I meet families who have moved two or three times in the past 10 days,” and some who have been uprooted upwards of 20 times. 

    Trickle of aid

    Meanwhile, outside of the recent 80-day aid blockade, humanitarian response “has never been more constrained.” The amount of assistance humanitarians are able to bring into Gaza is “just a fraction of what’s needed,” at a time when a kilo of wheat flour costs $25.

    He added that the operating environment “is just impossible.” Active military operations are occurring in roughly 85 per cent of Gaza’s territory and teams “get stuck waiting for clearances and at checkpoints, often spending between 15 to 20 hours straight in their armoured vehicles trying to escort our convoys.”

    Other obstacles include lack of fuel, spare parts for vehicles, and basic communications equipment.  

    Engagement with Israel

    Mr. Skau said WFP have been actively engaging with the Israeli authorities over the past few weeks and “there were commitments” around issues such as volumes of aid, faster humanitarian movements, and not having the Israel Defense Forces (IDF) present when convoys are moving.

    “Now, obviously, the proof is in the pudding,” he said. “We need now to see delivery and implementation on those commitments, and so far, we have not seen enough progress.”

    He noted that WFP were allowed to deliver aid through the north on Friday for the first time in several days, which was “a key issue.”

    “It’s not only about getting enough volumes, but it’s also to be able to get in through the north because in the north we are able to deliver in a more orderly way,” he said.

    He told journalists that “there have been issues with armed elements interfering” in the region, which is unacceptable, but stressed the importance of being able to deliver there “because we think that is the way to also help bring down the levels of desperation and prices.”

    Ceasefire now

    Mr. Skau stated that the minor progress regarding commitments “is not going to be enough to turn the tide of hunger,” underlining the urgent need for a ceasefire in Gaza.

    During the ceasefire earlier this year, WFP facilitated the entry of more than 8,000 trucks into the enclave, opened 25 bakeries and hundreds of soup kitchens, and delivered food packages to more than 1.5 million people.

    The agency was also able to stock its warehouses, meaning operations could continue for roughly half of the 80-day blockade.

    “We are ready to do that again,” said Mr. Skau.  “We have enough food on the borders to deliver to the entire population for some two months. But obviously we need that ceasefire, and we need conditions within that ceasefire.”

    Here, he stressed the need for a humanitarian protocol with a provision that allows for multiple routes and entry points into and inside Gaza – as well as a secure environment for delivery.

    Later, Mr. Skau was asked about the talks with Israel.

    “I sense the recognition that conditions need to improve,” he said.  “It was also recognised that the UN has a key role to play,” he added. 

    “It was very clear in my engagement that they want the UN to continue to be the main track in delivery. 

    “And certainly should there be a ceasefire, the indications were that they would want us to be ready to scale up and do what we did last time when we on Day One were ready to bring 600 trucks into Gaza.”

  • MIL-OSI Security: Two Wellington Park Gang Members Sentenced in the Murder of 10-Year-Old Makiyah Wilson

              WASHINGTON – Mark Price, 30 and Antonio Murchison, 31, both members of the violent Wellington Park crew, were sentenced today for the murder of 10-year-old Makiyah Wilson, announced U.S. Attorney Jeanine Ferris Pirro.

              Mark Price received 50 years in prison. Antonio Murchison received 72 years. 

              On Sept. 3, 2024, Price and Murchison were each found guilty of first-degree murder while armed, conspiracy to commit a crime of violence, participation in a criminal street gang, obstruction of justice, and multiple counts of assault with intent to kill while armed and related firearms offenses.

              The jury also found Quanisha Ramsuer, 31, guilty of obstruction of justice in connection with the investigation into the murder of Makiyah Wilson.

              According to the government’s evidence, on July 16, 2018, Mark Price, Antonio Murchison, and three other individuals, drove to the Clay Terrace neighborhood armed with guns. Price, who was driving, briefly stopped to allow the other defendants to exit the vehicle. They opened fire on the Clay Terrace courtyard, indiscriminately firing more than 50 rounds. An innocent bystander, Makiyah was killed by random gunfire while she was sitting on the front stoop of her home. Several other people were wounded. 

               Joining the announcement was Chief Pamela Smith of the Metropolitan Police Department (MPD).

              In announcing the sentence, U.S. Attorney Pirro and Chief Smith commended the work of those who investigated the case from the Metropolitan Police Department and the U.S. Attorney’s Office for the District of Columbia. They also commended Assistant U.S. Attorneys Laura Bach and Natalie Hynum who prosecuted and tried the case.

  • MIL-OSI Security: Louisiana Man Arrested in Texas for Allegedly Fleeing Border Patrol With 10 Pounds of Marijuana

    EL PASO, Texas – A Louisiana man was arrested this week in Sierra Blanca on criminal charges allegedly fleeing from an immigration checkpoint.

    According to court documents, Benjamin Thomas Mackey was referred to secondary inspection at the Sierra Blanca Border Patrol checkpoint due to a K-9 alert. The criminal complaint alleges that Mackey initially turned his vehicle off at the direction of Border Patrol agents, however quickly turned it back on and drove away at a high rate of speed. One agent allegedly had to move out of the way to avoid being hit by the vehicle.

    Two agents responded in pursuit on I-10 East, exceeding speeds over 120 mph. Additional agents attempted to pull Mackey over in the town of Sierra Blanca as he allegedly drove in an erratic and dangerous manner, eventually crashing into a concrete barrier near a gas station. The criminal complaint further alleges that Mackey continued to flee on foot and agents were able to place him under arrest. During the chase, the complaint alleges, one Border Patrol agent obtained an injury to his legs and needed to be taken to the hospital. Inside Mackey’s vehicle, agents allegedly found 10 pounds of marijuana.

    Mackey is charged with one count of high-speed flight from an immigration checkpoint. If convicted, he faces up to five years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The U.S. Border Patrol is investigating the case.

  • MIL-OSI Security: Former Banker Arrested for Allegedly Obtaining $2.7 Million in COVID Business-Relief Funds Using Stolen IDs of Disabled Persons

    LOS ANGELES – A former Wells Fargo & Co. banker and his brother have been arrested on an eight-count federal grand jury indictment alleging they schemed to fraudulently obtain more than $2.7 million in taxpayer-funded COVID-19 relief funds and federally-guaranteed small business loans, including by submitting applications using the stolen identities of developmentally disabled persons who lived in long-term care facilities, the Justice Department announced today. 

    Norayr Madadi, 40, of Burbank, and Vazrik Madadi, 44, of Glendale, were arrested Wednesday morning.

    Both men are charged with one count of conspiracy to commit wire fraud, two counts of wire fraud, and three counts of money laundering. Norayr Madadi is separately charged with one count of aggravated identity theft and one count of making a false statement to a government agent.

    They pleaded not guilty at their arraignment Wednesday afternoon in United States District Court in Los Angeles. A federal magistrate judge ordered Norayr Madadi released on $25,000 bond, ordered Vazrik Madadi released on $50,000 bond, and scheduled a September 2 trial date.

    According to the indictment returned on June 17 and unsealed Wednesday, Norayr Madadi was a banker at Wells Fargo and opened fraudulent accounts in the names of shell companies and persons including using stolen and fictious identities.

    From March 2020 through April 2021, the defendants obtained millions in Paycheck Protection Program (PPP) and Economic Injury Disaster Loan Program (EIDL) loans by submitting loan applications with false statements about revenues, operations, and employees. The defendants used fake and stolen identities to further the fraudulent scheme, including the stolen identities of two victims who are developmentally disabled and live in long-term care facilities.

    The Small Business Administration (SBA) and PPP participating lenders disbursed the loans into bank accounts controlled by the defendants, including the Wells Fargo bank accounts opened by Norayr Madadi. The Madadi brothers allegedly spent the loan proceeds at casinos, paying for luxury cars and jewelry, and cash withdrawals.

    Law enforcement believes the losses caused by this scheme are approximately $2.7 million.

    An indictment contains allegations that a defendant has committed a crime. Every defendant is presumed to be innocent until and unless proven guilty in court.

    If convicted, each defendant would face a statutory maximum sentence of 20 in federal prison for each wire fraud-related count and up to 10 years in federal prison for each money laundering count. Norayr Madadi would face up to five years in federal prison if convicted of the false statements count and would face a mandatory two-year consecutive prison term if convicted of the aggravated identity theft count.

    The FBI is investigating this matter.

  • MIL-OSI Security: Previously Convicted Felon from Donora Pleads Guilty to Drug Trafficking and Firearm Charges

    PITTSBURGH, Pa. – A resident of Donora, Pennsylvania, pleaded guilty in federal court on July 9, 2025, to fentanyl and cocaine trafficking and the unlawful possession of a firearm and ammunition, Acting United States Attorney Troy Rivetti announced today.

    Tre Robert Goins, 31, pleaded guilty before Senior United States District Judge Joy Flowers Conti to possession with the intent to distribute quantities of fentanyl and cocaine and possession of a firearm and ammunition by a convicted felon. Goins will proceed to trial in August 2025 on an additional federal charge of possession of a firearm in furtherance of a drug trafficking crime.

    In connection with the guilty plea, the Court was advised that, on May 24, 2024, Goins fled from a traffic stop initiated by the City of Duquesne Police Department. Goins led law enforcement on a high-speed chase and crashed his vehicle, at which time, police recovered fentanyl, cocaine, and a loaded firearm, which had been reported stolen, from Goins’ car. Goins has multiple prior felony convictions for firearms. Federal law prohibits possession of a firearm or ammunition by a convicted felon.

    Judge Conti scheduled sentencing for October 22, 2025. The law provides for a maximum total sentence of up to 20 years in prison, a fine of up to $1 million, or both. Under the federal Sentencing Guidelines, the actual sentence imposed is based upon the seriousness of the offenses and the prior criminal history of the defendant.

    Assistant United States Attorneys Kelly M. Locher and Katherine C. Jordan are prosecuting this case on behalf of the United States.
    Pending sentencing, Goins will remain in the custody of the United States Marshals Service.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives, City of Clairton and Duquesne police departments, and Elizabeth Township Police Department conducted the investigation that led to the prosecution of Goins.

  • MIL-OSI Security: Cary Man Who Wounded Police Dog Sentenced to 12 and One Half Years for Armed Carjacking

    NEW BERN, N.C. – Joshua Whittlesey, a resident of Cary, was sentenced today to 12.5 years in prison and $28,000 in restitution, for carjacking. The 26-year-old man pled guilty to the charge on November 13, 2024.

    According to court records and other information presented in court, on July 21, 2023, Whittlesey went to Hendrick’s Cadillac in Cary under the guise of purchasing a Ford Raptor. While out on a test drive with the sales representative, Whittlesey brandished what the sales representative believed to be a firearm and ordered him out of the vehicle. The sales representative immediately called 911 to report the crime. Whittlesey took the vehicle and led officers from the Cary, Durham, and Raleigh Police Departments on a high-speed chase reaching speeds of 100 miles per hour. While fleeing from the officers, Whittlesey struck and wounded a Cary Police dog with the stolen vehicle. Whittlesey later abandoned the vehicle and was apprehended in Burlington. Whittlesey claimed that the apparent firearm was a BB gun, but law enforcement did not recover either.

                WASHINGTON – Marvin Benjamin Martin, 32, of the District of Columbia, pleaded guilty today in federal court in connection with an attempt to import a mass quantity of Chinese dipentylone, an illegal psychostimulant known as “boot,” announced U.S. Attorney Jeanine Ferris Pirro.

                Martin pleaded guilty before Judge Beryl A. Howell to attempted possession with intent to distribute N,N Dimethylpentylone hydrochloride. Judge Howell scheduled sentencing for Oct. 17, 2025. Martin is eligible for up to 20 years in prison.

                According to court documents, in early 2024, Homeland Security Investigations (HSI) Washington D.C. High Intensity Drug Trafficking Area group (HIDTA) was conducting an ongoing investigation into illegal shipments of narcotics and precursor chemicals originating in China. In February 2024, officers with U.S. Customs and Border Protection (CBP) seized a package at the International Mail Facility at Los Angeles International Airport (LAX).The package, addressed to “Martin Hall” on 58th Street SE. had been mailed from China, and contained 10 kilos of N,N-Dimethylpentylone, aka boot.

                HSI agents swapped out the boot in the package for sham materials and added a GPS tracking device.

                On March 7, 2024, HIDTA, comprised of HSI, the Metropolitan Police Department, and officers from various other agencies, delivered the package to the front steps of the residence on 58th Street. The officers watched as Martin drove up to the address, retrieved the package, and took it back to his vehicle.

                About an hour later, Martin discarded the package. At 12:37 p.m., investigators found Martin driving in a nearby residential neighborhood and attempted to detain him. Martin sped off and crashed into a minivan and fence before evading officers.

                Agents subsequently found Martin at a home in Lanham, Maryland, and attempted to block him in with their vehicles. Martin accelerated his car towards the agents, striking the front side of an agent’s vehicle at high speed. About two hours later, agents again found Martin at the Latham residence. Officers positioned their vehicles to block the street, Martin drove his car towards the agents at a high speed, swerved onto asidewalk, and hit a tree while accelerating past agents’ vehicles, once again evading capture.

                On April 10, 2024, Martin was arrested in Annapolis, Maryland.

                This case was investigated by Homeland Security Investigations Washington D.C. High Intensity Drug Trafficking Area group (HIDTA), the Metropolitan Police Department, the U.S. Postal Inspection Service, the Drug Enforcement Administration Washington Division, the Prince George’s County Police Department, and the Annapolis Police Department.

                The matter is being prosecuted by Assistant U.S. Attorney Iris McCranie and Anthony Scarpelli of the Violent Crime and Narcotics Trafficking section of the U.S. Attorneys Office for the District of Columbia.

We’re understanding the limits of this current defense acquisition paradigm, and it’s about time we fix it. So, it’s not one thing that happened. It’s an accumulation of 30 years of bureaucracy that’s kind of led to where we’re at now.

    Senator Warren: And I would just add to what Senator Sheehy says here by pointing out that the defense contractors have figured out they get two bites at every apple this way. So, they sell you the initial product, whether it’s an oven on a submarine or it’s a fancy piece of warfighting equipment—that’s one—and they negotiate a price for that, but they hold back in the fine print. You can’t fix it yourself. So, when the safety clip breaks, when you get sand down in the equipment, and you need to mess with it some more, the answer is, too often, because of what’s in that contract that the military says to our service member, don’t touch that thing. You’ve got to retire, in effect, the piece of equipment, hold it over there, call a contractor, have the contractor fly in from a long, long way away, charge us for flying in, take the delay and charge us whatever they want to charge us to come in and fix that thing. That has turned out to be a very profitable model for some of the defense contractors. And what our bill says is no more, no more. The Defense Department, going forward, if our bill is signed into law, it basically says, here’s the deal: you negotiate the price to buy the thing, and if the thing breaks, we may fix it ourselves. We may go to another small business, a startup, some guy who set up shop to be able to fix just that kind of thing. Or we may come back to the manufacturer. But the choice will belong to our military to make the right economic decision to purchase and then the right economic decisions down the line on how to repair it.

    Caitlin Huey-Burns: What about the argument, though, that the contractor knows the equipment better than anyone else has the ability to fix it better than anyone? Why shouldn’t they be allowed to be the ones?

    Senator Warren: Let them compete. They want to offer. They want to say, “Hey, we can fix that.” You know what? I’ll bet if that happened, that the price of fixing it would go down, if there were competition—that is, if other little guys were in there saying, “Hey, we can fix this.” Or, let’s face it, the servicemember, himself or herself, who actually also knows this stuff. Let’s have that open competition. That’s what we need here on the military side, and frankly, it’s what we need throughout the country, whether we’re talking about cars or tractors or telephones, or anything else. But we’re starting here. 

    Caitlin Huey-Burns: So, you’re saying—you’re not saying that the contractor won’t be able to fix the equipment, they just can’t have a monopoly in it?

    Senator Warren: That’s right, that they negotiated up front in fine print when nobody was looking and nobody was pricing it in. That’s where they’re making off like bandits.

    Caitlin Huey-Burns: And Senator Sheehy, you approach this issue as a former seal officer. What kind of impact—Senator Warren talked about the financial aspects of this. What kind of impact has this had on the battlefield, on training, on our soldiers out there? What does it mean for military readiness?

    Senator Sheehy: Less. Less readiness, to put it bluntly. We’ve had less readiness as a result of this. Now, our acquisition paradigm was really designed in the 1950s and 60s and hasn’t really changed since then. And in fairness to the Pentagon individuals and the contractors together, much of that’s been on us. We have not forced an upgrade to our DFARS, defense acquisition regulations, that govern the entire federal acquisition environment. We have not forced them to upgrade those, and it’s about time we do, because the systems simply were not as complicated. Software. Software is becoming one of the core pieces of functional equipment that we have.

    Caitlin Huey-Burns: You two come from very different parties. You’re a very conservative Republican. You’re a very progressive Democrat. How is it that you two found this common ground? How is it that you guys came together on this piece of legislation? 

    Senator Sheehy: Well, I was making the rounds as a freshman who’s never served in any political office before, when I got here, I said, the first thing I do is I’m trying to meet with every single member I can, on both parties, and just introduce myself and get some advice and wisdom. And in our first meeting, you know, we just—she said, “Well, what do you want to do when you’re here?” And I listed the handful of things I wanted to focus on. One of them was defense acquisition reform. And I kind of went on my riff about how frustrated I was.

    Caitlin Huey-Burns: Your eyes light up.

    Senator Warren: I did. 

    Senator Sheehy: She popped up like an aerobics video, like, “That, we’re going to do it.” And we dug into it.

    Caitlin Huey-Burns: “That’s my language.” 

    Senator Warren: Exactly, I said, “Another nerd, we can do this. We can do this.” But it is, there are these places that this isn’t political. This is about doing what is right.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    SBA representatives will also provide help to business owners and residents at disaster recovery centers when they are opened in the impacted area.

    Interest rates are as low as 4% for small businesses, 3.625% for nonprofits, and 2.813% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA determines eligibility and sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-OSI Economics: Members address trade concerns, current trade tensions at Goods Council meeting

    Trade concerns

    The CTG reviewed 36 trade concerns, with a new concern raised by Australia regarding India’s certification process for cotton bales (Quality Control Order) 2023. It also considered, under other business, a request by the Republic of Korea to discuss the United Kingdom’s safeguard measure on certain steel products.  

    Trade concerns previously raised in the CTG have covered a wide range of measures relating to trade in goods across the WTO membership, including non-tariff barriers, environmental policies, import taxes, import/export restrictions, national security measures, halal certification, subsidy schemes, export controls, sanitary and phytosanitary (SPS) measures, discriminatory domestic taxes, administrative procedures and reciprocal tariffs.

    They have also encompassed a wide range of sectors, including agriculture, semi-conductors and semi-conductor-manufacturing equipment, shipbuilding and food products as well as specific products, such as critical minerals, electric vehicles, electric batteries, liquors, air conditioners, apples and pears, cheese, pulses, cosmetics and tyres.

    Current trade tensions

    The United States made a statement in response to the notifications by the European Union, India, Japan and the United Kingdom proposing to suspend concessions under Article 8.2 of the WTO’s Agreement on Safeguards in response to US tariff measures (G/C/W/863, G/C/W/864, G/C/W/865, G/C/W/866).

    The United States said the tariffs imposed by President Trump were taken under Section 232, a national security statute, and the US was maintaining these actions pursuant to the essential security exception in Article XXI of the General Agreement on Tariffs and Trade (GATT) 1994. As these actions are not safeguard measures, the US said, the suspension of concessions under the Agreement on Safeguards was not applicable.

    The EU, India, Japan and the United Kingdom took the floor to explain that they considered the characteristics of the measures as those of safeguards and thus had reserved their rights to suspend concessions under the Safeguards Agreement, without prejudice to ongoing negotiations.

    Canada, the European Union and Norway made statements regarding the fragmentation of global trade through tariffs and the resulting global costs. They said the recent tariffs announced or implemented by the United States continued to severely disrupt global trade and undermine predictability in the international trading system, with rising economic costs across the globe for consumers and companies. They also voiced their support for the multilateral trading system, with the WTO at its core, but also recognized the need for reform of the organization and its rules to reflect today’s economic realities.

    Thirteen other WTO members took the floor to comment on the item, including the United States, which considered that the trading system had been unable to address trade imbalances and non-market policies and practices.  The US called for WTO reform, based on fairness and reciprocity.

    Improving the functioning of the Council for Trade in Goods

    The Chair of the CTG, Ambassador Gustavo Nerio Lunazzi (Argentina), reported on his consultations with members on improving the functioning of the CTG. Recommendations from members included enhancing the value of trade concerns discussions by focusing on their political aspects, avoiding repetition on technical issues raised at subsidiary bodies, and encouraging bilateral engagement. Members also proposed improving transparency through better use of digital tools, more effective notification processes and regular reporting on thematic sessions.

    The Chair recommended continuing discussions in an informal meeting in September to further explore these ideas and foster inclusive, member-driven engagement. Ten members made statements under this agenda item, supporting the Chair’s report and suggestions.

    Following on from discussions that took place earlier in the year, the CTG adopted a decision on the recording of the resolution of trade concerns, which takes into account the practices of the WTO’s Committees on Sanitary and Phytosanitary (SPS) Measures and Technical Barriers to Trade (TBT). Three members took the floor to express their support for the draft as a positive symbol and move towards the Council’s further efficiency. 

    Caribbean Basin Economic Recovery Act

    Members considered a request from the United States for a waiver from WTO rules for trade preferences provided under the Caribbean Basin Recovery Act.  The United States noted the waiver is similar to the one the CTG approved in 2019, except for programmes related to Haiti that have yet to receive the necessary legislative re-authorization. The initiative creates opportunities to expand trade between the United States and the Caribbean, thus promoting economic opportunity and growth in the region, the US added.

    Several Caribbean members took the floor, encouraging members to favourably consider the request.  The CTG agreed to forward the draft decision to the General Council so it can be considered at its upcoming meeting.

    Next meeting

    The next formal meeting of the Council for Trade in Goods will take place on 27-28 November, and the next informal meeting is scheduled for 24 September.

    Today, U.S. Senate Minority Leader Chuck Schumer and U.S. Senator Kirsten Gillibrand, the top-ranking Democrat on the Senate Appropriations Transportation Subcommittee, announced $21,155,843 in federal funding to upgrade airport facilities and equipment at 16 airports across New York State. This federal funding was awarded through the Federal Aviation Administration’s Airport Improvement Program and will help fund projects that strengthen safety measures, modernize terminals, and enhance passenger experience at New York’s airports.

    “Keeping our airports in top-notch state is crucial for traveler safety and attracting business and tourism across New York State. Our regional airports are a gateway for commerce, tourism and are vital connectors for residents and visitors. This $21+ million in federal funding will help airports from Long Island to Buffalo reach new heights,” said Senator Schumer. “As Americans across the country have grown more concerned about aviation safety, I’ve fought hard to boost the Airport Improvement Program so our local airports in NY have the resources they need to maintain the highest safety standards.     Today, U.S. Senators Sheldon Whitehouse (D-RI), Ranking Member on the Senate Environment and Public Works Committee (EPW), and Alex Padilla (D-CA), a member of the Committee, along with Representatives Doris Matsui (D-CA-07) and Kevin Mullin (D-CA-15), reintroduced legislation aimed at reducing harmful pollution from the global shipping industry.  Maritime shipping is a significant source of greenhouse gas emissions around the world and a major contributor to air pollution in port communities.

    Globally, maritime shipping is a major source of climate-warming pollution, including climate-warming GHG emissions (carbon dioxide, methane, and nitrous oxide) and harmful air pollutant emissions (oxides of nitrogen, sulfur dioxide, and fine particulate matter). According to the International Maritime Organization 2020 GHG Study, the global shipping industry emits approximately one billion tons of GHG emissions per year, roughly three percent of total anthropogenic global-warming carbon-dioxide emissions. The study projects in future scenarios that shipping’s GHG emissions could more than double between 2018 and 2050 without action. These emissions are not only harmful for the environment, but they jeopardize the air quality and public health of the nearly 40 percent of Americans who live within three miles of a port.

    Maritime shipping is the largest source of traded goods, both for the U.S. and globally.  Unlike other modes of transportation (trucks, planes, etc.), marine shipping vessels rarely pay fuel taxes.  Implementing a pollution fee would address this loophole while encouraging domestic manufacturing and reducing the U.S. trade deficit, which approached $1.2 trillion in 2024.

    International Maritime Pollution Accountability Act

    The International Maritime Pollution Accountability Act would:

    ·        Impose a pollution fee on the largest marine vessels offloading cargo at U.S. ports, driving industry-wide decarbonization efforts and incentivizing the use and development of cleaner maritime fuels. 

    ·        Levy a $150 per ton fee on the carbon emissions of fuel burned on an inbound trip, as well as fees for the nitrogen oxides ($6.30/lb.), sulfur dioxide ($18/lb.), and particle pollution (PM2.5) ($38.90/lb.) that ships emit.  The fees would apply only to those ships with 5,000 gross tonnage or more, excluding most of the domestic industry, and the fee on carbon emissions would sunset if the IMO implemented and enforced a fee on the greenhouse gas emissions of marine shipping that was equal to or greater than the $150 per ton fee levied in the bill. 

    ·        Provide critical funding for modernizing the Jones Act fleet with low-carbon vessels, revitalizing and electrifying U.S. shipbuilding, and addressing pollutants in America’s port communities, along our coasts, and in our oceans.

    The International Maritime Pollution Accountability Act has been endorsed by EV Maritime, Friends of the Earth, GreenLatinos, Ocean Conservancy, Pacific Environment, San Pedro & Peninsula Homeowners Coalition, Sierra Club, 350 Bay Area Action, and 350 Brooklyn.

     — Today, Governor Mike Kehoe signed Senate Bill (SB) 71, containing the Public Safety Recruitment and Retention Act that delivers support for first responders and their families through education incentives.

    “Missouri’s public safety professionals dedicate their lives to protecting our communities, and they deserve more than just our thanks—they deserve real support,” said Governor Kehoe. “SB 71 makes a meaningful investment in their futures and the futures of their families, helping ensure Missouri remains a state where service is honored, and opportunity follows sacrifice.”

    SB 71, sponsored by Senator David Gregory and Representative Dave Hinman, contains provisions relating to public safety.

    • Establishes the Public Safety Recruitment and Retention Act, providing financial aid to eligible public safety personnel and their dependent children to help cover the cost of college tuition and fees for certain majors.
      • Public safety personnel with at least 6 years of service and the dependent children of public safety personnel with at least ten years of service are eligible to receive 100% tuition coverage if they agree to live in Missouri until they complete their degree or for five years from the date they first receive tuition assistance.
    • Authorizes the Board of Trustees of the Firemen’s Retirement System of St. Louis to also serve as the board of trustees of the St. Louis Firefighter’s Retirement Plan, which also provides retirement, disability, and death benefits for firefighters employed by the City of St. Louis.
    • Strengthens penalties for burglary and motor vehicle-related crimes committed with the intent to steal, including:
      • Classifies the entrance of a vehicle with the intent to steal or commit a felony as a class D felony, which is then elevated to a class C felony if such an act is committed while in possession of a firearm or stolen firearm from the vehicle.
      • Classifies the act of unlawfully gaining entry into a motor vehicle, initiated by the lifting of a door handle or otherwise testing the doors and locks in an attempt to gain entry for the purpose of stealing, as a class A misdemeanor.
    • Extends the Line of Duty Compensation Act, which provides for compensation for a public safety officer killed in the line of duty.

    The bill signing took place at the St. Louis Fire Department headquarters and builds on Governor Kehoe’s commitment to public safety, workforce development, and supporting those who serve.

    The Missouri Department of Higher Education and Workforce Development will implement the Public Safety Recruitment & Retention Act Scholarship. An application and specific verifying documentation will be required to be considered for this scholarship. The department will continue to update its website with additional information as it becomes available.

    Today is the International Day of Reflection and Commemoration of the 1995 Genocide in Srebrenica. In a message for the Day, the Secretary-General notes that as we mark this anniversary in Srebrenica – the worst atrocity on European soil since the Second World War. He stresses that this day is not only a moment of reflection, it is also a call to vigilance and action.
    The Secretary-General points out that at a time when hate speech, denial and division are gaining ground, we must stand firm for truth and justice, adding that we must detect early warning signs and respond before violence takes hold, and that we must respect international law, we must defend human rights, and we must uphold the dignity of every individual, and also invest in reconciliation and peace.
    And also to note that Rosemary DiCarlo, the Under-Secretary-General for Political and Peacebuilding Affairs, represented the Secretary-General at the official ceremony that took place in Bosnia-Herzegovina today. In her remarks, she noted that the genocide in Srebrenica remains one of the darkest chapters in Europe’s recent history, a stark reminder of the consequences of hatred, division and the failure to protect civilians. She emphasized that the legacy of Srebrenica must be a world that never again turns away in the face of atrocity.

    OCCUPIED PALESTINIAN TERRITORY
    Turning to the situation in Gaza, the Office for the Coordination of Humanitarian Affairs says that every day without a ceasefire brings more preventable deaths – children dying in pain, and hungry people shot while trying to reach the trickle of aid that is allowed in.
    And today, once again, we’ve seen horrifying reports of casualties – dozens of them – among people in Rafah who were simply trying to get food and other basic supplies for their families.
    Meanwhile, the fuel crisis remains acute.
    Yesterday – for the second straight day – our colleagues were able to pick up 75,000 litres of fuel and bring them to the Gaza strip. This is of course a positive development. However, these amounts are a small portion of what is actually required to sustain lifesaving operations every day in Gaza.
    To be clear: fuel is still running out in Gaza. More fuel is needed than what is actually brought in. If the current limits aren’t lifted immediately, so we can bring in greater volumes, more services will go dark
    We also urgently need unimpeded, safe access inside Gaza. Yesterday, our teams could provide hospitals with some of the fuel that came in – but only in the south. That’s because Israeli authorities denied our attempt to bring fuel to the north.
    Such denials are life-threatening.
    We know that hospitals in the north are on the verge of shutting down. But it’s not just hospitals: Fuel is also running out for ambulances, it is running out for water treatment facilities and it is running out for many other essential services, all of which are at risk of collapsing.
    Overall, out of the 15 humanitarian movements attempted yesterday where coordination was required with the Israeli authorities, five were denied outright, four were initially approved but then faced impediments on the ground, and only six were fully facilitated. Critical missions – such as the evacuation of vulnerable people from high-risk areas, the retrieval of vehicles and spare tires, and the assessment of medical equipment – could not be accomplished.
    The facilitation of movements also needs to be timely. OCHA reports that on Wednesday, Israeli authorities denied a request to reach part of Gaza city where 18 injured people were trapped under the rubble. By the time the mission was finally allowed through yesterday, no one was found alive.
    And another important reminder from OCHA is that much-needed operations, such as the distribution of tents, cannot even be attempted as stocks are fully depleted, and Israeli authorities are blocking the entry of any shelter materials – for over 130 days now.
    Meanwhile, active hostilities and insecurity continue to put civilians – including aid workers – at risk.

    Deputy Prime Minister Alexander Novak made a working visit to the Republic of Tatarstan. He held a meeting with the head of Tatarstan Rustam Minnikhanov, spoke at the Oil Summit, visited the republic’s infrastructure and educational facilities, and met with participants in regional industry competitions and school Olympiads.

    Alexander Novak visited the Tatneft scientific and educational center, the Higher School of Oil, where he met with schoolchildren who won the Sustainable Development Goals competition, the environmental Olympiad, and the leaders of the School Biolaboratories program. “New industries require engineers and scientists of a new format, for whom imaginative thinking, research skills, and the ability to make effective decisions come to the fore. Therefore, in addition to the specialized knowledge that you receive here, it is important that you learn to communicate, be a leader, and work in a team. All the necessary conditions are in place for this – modern laboratories, comfortable classrooms, and experienced teachers,” said Alexander Novak.

    He visited the exhibition of oil and gas equipment as part of the Oil Summit, and also spoke at the panel session “Tatneft – 75 years of technological leadership and contribution to the development of the Russian fuel and energy complex: a look into a sustainable future.” The Deputy Prime Minister spoke about the implementation of tasks to achieve technological sovereignty. “As part of the energy strategy until 2050, in order to achieve technological sovereignty and ensure technological leadership, it is proposed to form an ecosystem that will allow developing economic incentives for investment in technology and equipment while removing administrative barriers, and create a domestic pool of serial technologies for the fuel and energy complex. Also key elements are the digital transformation of the industry, attracting and retaining qualified personnel, ensuring professional development of personnel,” said Alexander Novak.

    Answering a question about the future of oil and gas production over the next 20-30 years, he said that global demand for oil is expected to grow at least until 2035 amid the growing number of cars in the Asia-Pacific region, Latin America and Africa. “The key factors in the dynamics of demand will be an increase in transportation and a change in the structure of the vehicle fleet towards electric transport and increased efficiency of internal combustion engines. A significant increase in demand will be observed in petrochemistry. At the same time, competition in the global oil market will increase. As a result, although the share of oil in the global energy balance will decrease from 37 to 33% by 2050, the volume of demand for oil in absolute figures will increase from 102 to 114 million barrels per day,” the Deputy Prime Minister emphasized.

    Alexander Novak awarded the representatives of the Tatneft team with the Order “For Valiant Labor” for their great contribution to the development of the oil and gas industry and their labor successes. The Deputy Prime Minister thanked the veterans and employees of the company for their effective work for the benefit of the country’s fuel and energy complex.

    The Deputy Prime Minister held a working meeting with the Head of the Republic of Tatarstan Rustam Minnikhanov. The parties discussed the socio-economic development of the republic, as well as updating the conditions for the modernization of the Naberezhnye Chelny TPP. The implementation of the project is an effective solution for covering the growing demand for electricity and ensuring reliable heat supply to a city with a population of over 500 thousand people.

    The Deputy Prime Minister took part in the opening ceremony of the XI Republican Open Field Olympiad of Young Geologists, which is held for schoolchildren from Russian regions and friendly countries. “The children’s geological movement, which has existed in Tatarstan for over 40 years, is an example of how to effectively contribute to the achievement of national goals at the regional level, to prepare personnel for the country’s economy from the school bench. The movement covers about 1.5 thousand children. I am sure that similar projects should be implemented in other regions. Such initiatives are in line with the national goal of the President to realize the potential of each person, develop their talents, and educate a patriotic and socially responsible person,” said Alexander Novak.

    During the trip, the Deputy Prime Minister visited Tatneft’s Taneko oil refining complex, familiarized himself with its operations, and launched the second hydrocracking unit.

    “With the launch of the new unit, the Tatneft Taneko oil refining complex will become the only refinery in Russia that has two hydrocracking units in its configuration. This will further increase the depth of raw material processing and the volume of production of the most valuable oil products, including high-quality Euro-6 fuels. It is important that domestic equipment and Russian catalysts were used as much as possible during the project’s implementation,” emphasized Alexander Novak.

    FAA Also Awards Nearly $18 Million for Airport Projects Statewide

    WASHINGTON – Senator John Hoeven, a member of the Senate Transportation, Housing, and Urban Development Appropriations Committee, announced that more than $31 million has been awarded to airports across North Dakota by the U.S. Department of Transportation (DOT). This funding includes $13.4 million at Hector International Airport to expand the terminal by 35,245 square feet, including four new gates, and to construct a new apron. The senator has secured more than $53 million for the Hector Terminal Expansion Project to date and continues working to provide another $17 million in federal funding. The project, which is expected to be completed in 2027, will include:

    • A parking garage with an elevated walkway, which will open for use later this year.
    • An expanded Terminal with four new boarding gates and renovations for the existing five gates.
    • An expanded apron, supporting additional air traffic and ground operations.

    Additionally, the FAA has awarded the following North Dakota airports grants that support projects to rehabilitate and reconstruct airport infrastructure—including runways, taxiways, aprons, lighting systems, safety areas, hangars, drainage systems and terminals—to enhance safety, extend the life of existing facilities, meet regulatory standards and increase airport capacity. Specifically, these grants include:

    • $10.3 million to rehabilitate taxiways and runways, reconstruct lighting and construct safety areas at Bismarck Municipal Airport.
    • $1.3 million to construct a new taxilane and rehabilitate existing runway at Cooperstown Municipal Airport to meet current standards and extend runway life.
    • Nearly $1.3 million to rehabilitate runways at Cavalier Municipal Airport.
    • $1.1 million to construct a new taxiway at Robertson Field in Langdon to meet current standards.
    • $818,010 to install new taxiway lighting at Harry Stern Airport in Wahpeton.
    • $676,540 to construct new underdrains, storm drain, and lift station to mitigate ponding at Mohall Municipal Airport.
    • $626,848 to reconstruct 5,506 square yards of North Apron pavement at Lakota Municipal Airport.
    • $335,781 to help construct a new hangar at Hutson Field in Grafton.
    • $300,000 to replace snow removal equipment, including carrier vehicle and attachments at Kenmare Municipal Airport.
    • $300,000 to construct snow removal and sand storage building at Watford City Municipal Airport.
    • $300,000 to reseal taxiways, apron and runway pavement at Hettinger/JB Lindquist Regional Airport.
    • $207,736 to reseal taxiways, taxilane, apron and runway pavement and construct a connector taxiway and hangar taxilane at Tioga Municipal Airport.
    • $150,126 for construction of a new hangar at Walhalla Municipal Airport.
    • $100,043 to reseal taxiways, taxilane, apron and runway pavement at Mercer County Regional Airport.

    “These federal investments in North Dakota’s airports are vital to supporting our state’s economic growth and improving connectivity for communities across our state,” said Hoeven. “With this additional $13.4 million, we’ve now secured more than $53 million for the Hector Terminal Expansion Project. This project will modernize and increase capacity at the Fargo Airport and ensure we’re able to safely and efficiently meet the needs of travelers. Collectively, this funding will enhance safety, extend the life of critical facilities, and position our airports to meet future demand.
