  • MIL-OSI USA: Dingell Commends Department of Commerce Action on Foreign Connected Vehicle Technology, Requests Congressional Briefing and Prompt Final Rule

    Congresswoman Debbie Dingell (MI-06) today sent a letter to Department of Commerce Secretary Gina Raimondo thanking the Department for its efforts to address the risks posed by connected vehicle technology from China and Russia, and urging the Department to finalize its rule prohibiting the sale and import of these vehicles without delay and provide a briefing to the relevant Congressional caucuses on the rulemaking status and implementation strategy.

    “I am writing to express my strong support for the Department of Commerce Bureau of Industry and Security’s (BIS) Notice of Proposed Rulemaking (NPRM) aimed at prohibiting the sale and import of connected vehicles incorporating specific hardware and software components with a sufficient nexus to the People’s Republic of China (PRC) or Russia,” Dingell writes. “As our vehicles become smarter and more connected, it is crucial that we address the national security risks posed by these components. This initiative directly addresses significant national security concerns stemming from the increasing prevalence of Chinese Original Equipment Manufacturers (OEMs) in the global automotive market.” 

    “Nearly 70% of vehicles on American roads are now connected — they rely on internet-enabled services and advanced software to manage functions such as navigation, vehicle diagnostics, and even autonomous driving features,” Dingell continues. “The data these connected vehicles and their technologies generate also include highly sensitive information. When this technology is manufactured or controlled by companies with close ties to the CCP, our data becomes vulnerable to foreign access and exploitation.”

    “Given the gravity of these implications, I ask if the Department would provide a briefing to the relevant Congressional caucuses, such as the Auto Caucus and the Autonomous Vehicle (AV) Caucus on the NPRM, its implementation strategy, and the ongoing assessment of risks posed by Chinese and Russian-controlled components in connected vehicles. This briefing would allow Members of Congress to better understand the nuances of the rule and offer any potential assistance,” Dingell concludes. “I also strongly encourage the Department to finalize this rulemaking process without delay, given the urgency of the threat posed by these technologies. The potential threats require a swift response, and I am ready to assist in any way possible to streamline the process and ensure its effective enforcement. Should any legislative support be required to strengthen or clarify the rule’s provisions, I am committed to working collaboratively with both parties in both chambers of Congress to ensure its success.”

    LAS VEGAS – Congressman Steven Horsford (NV-04) yesterday joined local TikTok small business owners and creators at a roundtable event in Nevada’s Fourth Congressional District. The event highlighted TikTok’s economic impact in the state and featured a panel of local small businesses discussing how they use TikTok to expand their business and reach new customers.

  • MIL-OSI Security: Stoughton Man Sentenced to Three Years in Prison for Armed Robberies of Postal Workers

    Since July 2022, there have been at least 23 assaults on USPS letter carriers in Boston and surrounding communities

    BOSTON – A Stoughton man was sentenced yesterday in federal court in Boston for the armed robberies of United States Postal Service (USPS) letter carriers that took place on Nov. 29, 2022 in Mattapan and Dec. 16, 2022 in Hyde Park. In one instance, the defendant robbed the letter carrier at knifepoint.

    Kenneth Demosthene, 24, was sentenced by U.S. District Court Chief Judge F. Dennis Saylor IV to three years in prison, to be followed by three years of supervised release. In July 2024, Demosthene pleaded guilty to two counts of robbery of any person having lawful charge, control, or custody of any mail matter or of any money or other property of the United States, aiding and abetting and two counts of assaulting, resisting, or impeding certain officers or employees, aiding and abetting. In May 2023, Demosthene was indicted by a federal grand jury along with his alleged co-conspirator Myesha Lewis.

    USPS has seen a rise in the use of arrow keys to facilitate the theft of U.S. Mail. An arrow key is a specific key designed to open designated blue USPS collection boxes in a specific area. These arrow keys are the property of USPS and it is a federal offense for an unauthorized person to possess one. Since July 2022, there have been at least 23 assaults on USPS letter carriers while in the performance of their official duties in Boston and its surrounding communities. These incidents included the attempted or successful robbery of USPS arrow keys from letter carriers. Additionally, of these 23, 15 of the robberies were instances where the perpetrators were reportedly armed with a knife, firearm, or both.

    On Nov. 29, 2022, in Mattapan, Demosthene and, allegedly, Lewis followed and forcibly robbed a USPS letter carrier of an arrow key. Demosthene approached the letter carrier and said, “I’m going to need your master key,” before reaching into the letter carrier’s mail satchel and grabbing the arrow key. The arrow key was secured around the letter carrier’s belt with a brass chain. It is alleged that the force used to physically break the brass chain caused the letter carrier to be pulled off the front steps. Demosthene and, allegedly, Lewis fled the scene in a rental vehicle.

    On Dec. 16, 2022, in Hyde Park, Demosthene and, allegedly, Lewis robbed another USPS letter carrier of an arrow key at knife point. Demosthene approached the USPS letter carrier and said, “Give me your f****** arrow key.” The letter carrier put their hands in the air as the defendants attempted to remove the arrow key, at first by force pulling at the chain. Demosthene and, allegedly, Lewis then attempted to cut it with the knife – eventually breaking the arrow key loose, and fleeing the scene on foot.  

    Lewis is expected to plead guilty on Oct. 30, 2024.

    Acting United States Attorney Joshua S. Levy and Ketty Larco-Ward, Inspector in Charge of the United States Postal Inspection Service, Boston Division made the announcement today. Valuable assistance was provided by the U.S. Postal Service, Office of the Inspector General. Assistant U.S. Attorney Luke A. Goldworm of the Major Crimes Unit is prosecuting the case.

    The details contained in the charging documents are allegations. The remaining defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Texas Couple Sentenced to Prison for Assaulting Law Enforcement and Other Charges During Jan. 6 Capitol Breach

                WASHINGTON— A Texas couple was sentenced to prison after they were previously convicted of assaulting law enforcement and other charges during the Jan. 6, 2021, breach of the U.S. Capitol. Their actions and the actions of others disrupted a joint session of the U.S. Congress convened to ascertain and count the electoral votes related to the 2020 presidential election.

                Mark Middleton, 55, and Jalise Middleton, 54, both of Forestburg, Texas, were sentenced to 30 and 20 months in prison, respectively, by U.S. District Judge Randolph D. Moss. Mark Middleton was additionally sentenced to 36 months’ supervised release, and a $2,000 fine. Jalise Middleton was additionally sentenced to 30 months’ supervised release, and a $2,000 fine.

                A federal jury previously convicted the Middletons of two counts of assaulting, resisting, or impeding certain officers, as well as civil disorder and obstruction of an official proceeding.  In addition to the felonies, the Middletons were convicted of misdemeanor offenses of entering and remaining in a restricted building or grounds, disorderly and disruptive conduct in a restricted building or grounds, engaging in physical violence in a restricted building or grounds, disorderly conduct in the Capitol grounds or building, and act of physical violence in the Capitol grounds or building.

                Following the Supreme Court’s decision in Fischer v. United States, the government voluntarily moved pre-sentencing to dismiss the Middleton’s conviction on obstruction of an official proceeding.

                According to evidence presented during the trial, on Jan. 6, 2021, Metropolitan Police Department (MPD) officers responded to the West Front of the U.S. Capitol building to assist U.S. Capitol Police officers with protecting the Capitol building and grounds from a group of amassed rioters. At about 2:09 p.m., MPD officers struggled against rioters who had refused repeated orders to step back from the police line and bike rack barricades.

                According to trial evidence and police body-worn camera footage, as the officers struggled with the group of rioters, a male individual, later identified as Mark Middleton, pushed against the barricades and the police line with his body. Officers are heard on body-worn camera footage repeatedly ordering Mark Middleton and others to “Get back!” In response, Mark Middleton is heard yelling “f— you!” as he continued to push against the police barricades. Evidence showed that Mark Middleton resisted MPD officers, grabbed onto an MPD officer’s left hand or wrist, and pulled the officer forward towards the crowd.

                At the same time, a woman, later identified as Jalise Middleton, is seen on body-worn camera footage repeatedly grabbing and striking the same officer over the barricade with her hand. Another officer then approached to assist, and Jalise Middleton struck that officer as well. Video footage shows that the couple continued to grapple with and strike at the officers and attempted to pull an officer into the crowd as various flags were jabbed toward the officers’ faces.

                MPD officers later deployed a chemical spray, forcing the Middletons to retreat from the barricaded line. Both defendants later posted social media messages touting their key role in helping to breach the barricades by fighting officers and that they had only stopped due to pepper spray.

                Mark and Jalise Middleton were arrested on April 21, 2021, in Forestburg, Texas.

                This case is being prosecuted by the U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section. Valuable assistance was provided by the U.S. Attorney’s Office for the Eastern District of Texas.

                This case is being investigated by the FBI’s Dallas and Washington Field Offices. Valuable assistance was provided by the United States Capitol Police and the Metropolitan Police Department.

                In the 45 months since Jan. 6, 2021, more than 1,532 individuals have been charged in nearly all 50 states for crimes related to the breach of the U.S. Capitol, including more than 571 individuals charged with assaulting or impeding law enforcement, a felony. The investigation remains ongoing.

  • MIL-OSI Global: Immunotherapy was meant to defeat cancer – what happened to the great promise?

    In 1893, the American Journal of the Medical Sciences reported on ten patients whose large and hitherto incurable cancers had been injected with bacteria taken from skin infections. In every case, striking improvement was seen, marking the birth of “cancer immunotherapy” – using the power of the immune system to attack cancer.

    The immune system is the body’s most powerful weapon against cancer and infection. For a cancer cell, surviving long enough to divide and eventually form a lump or tumour is the result of a brutal Darwinian process. To reach this point, cancer must adapt, hiding from immune detection and co-opting patients’ immune machinery to betray its original programming and instead protect the cancer.

    Immunotherapy – which really started to take off just over a decade ago – is an attempt to artificially tip the balance back in favour of tumour elimination. Sometimes this can be done by taking off the brakes from immune cells already in the cancer.

    This works because cancers have fooled the body by using its own natural safety switches, or “checkpoints”, that usually keep our immune systems under control. Blocking these switches using specially chosen antibodies – biological drugs – turns the immune response back on. This approach is called “immune checkpoint blockade”.

    Mutations are alterations in genetic code that can lead to cancer. All cancers fall on a spectrum, depending on how many mutations the cells have. Typically, cancers caused by exposure to toxic or harmful things have higher numbers of mutations than those which are not – examples include melanoma, a type of skin cancer, and some types of colon cancer.

    From the perspective of the immune system, the more mutations there are, the “hotter” the cancer is. This may make a cancer more aggressive, but it also increases the chances that the immune system will have detected it and mounted a response. This is why immune checkpoint blockade therapy works well for these high-mutation cancers, but less well for others.

    The other type of immunotherapy does not rely on the natural activity of the immune system. This approach uses immune machinery that is designed in a laboratory, a bit like biological Lego. Scientists take pieces of existing immune mechanisms and combine them to make new ones, which enhance the way the body’s defence system responds.

    When put into the patient’s T-cells (a type of immune cell that usually fights viruses), this machinery allows them to attack and kill cancer. Called cell therapy, this approach has cured patients with previously incurable leukaemia.

    The new machinery, called a “chimeric antigen receptor” or “Car”, transforms a diverse T-cell population into Car-T, where the engineered cells all respond to the same cancer-associated marker.

    Victims of their own success

    Both types of immunotherapy have been victims of their own success. This has led to the replication of existing technology rather than riskier diversification. Of 11 immune checkpoint blockade treatments approved by American regulators, nine target the same immune interaction. And of the Car-T cell treatments approved in the US since their debut in 2017, all target one of two markers found exclusively on blood cancers.

    Substantial effort has been spent on iterative developments of the existing Car concept. Examples include changing the target or tuning the signals that stimulate the T-cells.

    This has yielded important advances, but the saturation of both academic and commercial research space has contributed to a diminishing appetite for funding more cell therapy programmes.

    Success against solid cancers has also been extremely low. The Darwinian adaptiveness shown by cancer creates a suppressive environment in a cancer lump, where it is hard for Car-T to work properly. So, reliance on a single technology has not delivered on its initial promise.

    Given that Car-T costs around £282,000 per patient in the UK, and the patient’s disease often worsens in the two-to-three weeks it takes to manufacture them, confidence is waning.

    This phenomenon is not new. In the 1950s, confidence in chemotherapy was low because single drugs failed to produce lasting cures. But by the 1960s, combination chemotherapy began to deliver durable patient benefit, and multi-drug regimens now form a mainstay of cancer therapy.

    Immunotherapies that use combination approaches are now emerging. Recent research from University College London demonstrated how engineered immune cells called gamma-delta T-cells could act as delivery vehicles for anti-cancer antibodies.

    In this approach, not only did the engineered cells kill cancer in mice, they also empowered other cells to join the fight. Also, gamma-delta T-cells can be safely taken from a healthy donor and given to several patients.

    So there is hope.

    Cell therapies that can be made beforehand from healthy donor cells and then stored, ready to use, are receiving more interest. For example, the number of trials using gamma delta T-cells doubled between 2022 and 2023, the fastest-growing area of activity.

    This could remove the waiting time for treatment manufacture, reducing the chance of disease worsening in the interim. A move away from reliance on single-axis immune interventions, such as immune checkpoint blockade or Car-T in isolation, should yield better outcomes.

    The immune system is highly complex. Our attempts to manipulate it must live up to this complexity if we are to deliver lasting patient benefit.

    MODERATOR:  Good morning, everyone.  Thanks so much for joining today’s call to discuss the G7’s Extraordinary Revenue Acceleration loans effort for Ukraine. 

    As a reminder, this call is going to be on the record, and it is embargoed until its conclusion. 

    The speaker on today’s call is Daleep Singh, who’s the White House Deputy National Security Advisor for International Economics.  He’ll have a few words at the top, and then we’ll take some of your questions.

    With that, Daleep, I’ll turn it over to you. 

    MR. SINGH:  Thanks, Eduardo.  Thanks, everybody, for joining. 

    Since Russia’s invasion began over two years ago, the United States has rallied the world to defend Ukraine’s freedom, leading a coalition of allies and partners to surge security, economic, and humanitarian assistance, while spearheading unprecedented efforts to impose costs on Russia for its senseless aggression. 

    At the G7 Leaders’ Summit in Apulia this June, the United States proposed an idea to ensure Putin pays for the damage he’s caused in Ukraine by committing we issue $50 billion in loans to Ukraine, backed by the interest earned on the Russian sovereign assets we collectively immobilized just after the invasion began.  We call these Extraordinary Revenue Acceleration loans. 

    Today, we’re announcing that of the $50 billion G7 commitment, the United States plans to provide a loan of $20 billion.  The other $30 billion in loans will come from a combination of our G7 partners, including the European Union, the United Kingdom, Canada, and Japan. 

    To be clear, nothing like this has ever been done before.  Never before has a multilateral coalition frozen the assets of an aggressor country and then harnessed the value of those assets to fund the defense of the aggrieved party, all while respecting the rule of law and maintaining solidarity.  And as a result, Ukraine will receive the assistance it needs now without burdening our taxpayers.

    As we committed in June, the G7 will begin disbursing assistance for the benefit of Ukraine by the end of this year so that we can meet Ukraine’s urgent needs as we approach the winter, while sending an unmistakable signal: The United States and its G7 partners will not fatigue.  We will continue to use our creativity and collaboration to support Ukraine’s fight for independence and sovereignty.  And tyrants are responsible for the damages they cause, not U.S. taxpayers. 

    It’s also a testament to this administration’s belief that multilateralism is a force multiplier.  We couldn’t have done this by ourselves.  The income used to repay these loans will be generated from frozen Russian assets held in the European Union.  This is another example of how Putin’s war of aggression has unified and strengthened the resolve of G7 countries and our partners to defend shared values.  It’s also a model for how we can rally our closest allies towards a shared purpose while ensuring that each country contributes its fair share. 

    Let me give you a few more details, and then I’ll be happy to take your questions. 

    So, the United States will provide at least $10 billion of our loan via economic support.  The World Bank recently established what’s called a financial intermediary fund for Ukraine, which will be the vehicle through which we will disburse U.S. loan proceeds for economic support to Ukraine. 

    The financial intermediary fund, or FIF, will be subject to robust accountability and transparency measures, much like those used for existing U.S. economic assistance to Ukraine. 

    The United States also hopes to provide up to $10 billion

    of our loan as U.S. military support, but our ability to do that relies on Congress taking action before mid-December on certain legislative changes that allow us to make loans for military support under the contours of this broader G7 initiative. 

    To be clear, either way, the U.S. will provide $20 billion in support for Ukraine through this effort, whether it’s split between economic and military support or provided entirely via economic assistance. 

    In terms of next steps, the United States will now work with Ukraine to sign loan agreements in order to execute the loan and begin disbursing funds for the benefit of Ukraine before the end of this year.  More details will be available at the conclusion of the G7 finance ministers meeting later this week or early next.

    Let me stop there and take your questions.

    First up, we’ll go to Alan Rappeport.  You should be able to unmute yourself.

    Q    Hi.  Thanks very much, Daleep.  A couple things.  One, can we expect a G7 statement today saying that this is fully done?  Because I know, yesterday, Secretary Yellen said it was 99 percent done. 

    And then, second of all, can you explain how the U.S. has gotten around the need to appropriate any funds to account for the risk associated with the loan?  I know there were concerns about the EU needing to extend its sanctions renewal period, or something like that, to minimize the risk.

    MR. SINGH:  (Inaudible.)  (Audio muted) — from partners, if we had sufficiently strong repayment assurances from the immobilized assets.  And since the Leaders’ Summit, we’ve engaged in intensive diplomacy and technical negotiations every day with our partners to secure the strongest possible repayment assurances. 

    Let me just mention a few.  Number one, the EU Council released a statement at the end of June, and again in October, from all 27 EU heads of state to keep Russia’s central bank assets immobilized until there’s a just peace with a free and sovereign Ukraine and until Russia pays for the damages it’s caused.  This represents an expansion of the G7 leaders’ commitment to the entire EU, including Hungary.

    Number two, equal burden sharing.  So, the EU committed to provide at least $20 billion in loans alongside the United States, which means the Europeans have equal skin in the game and, therefore, fully aligned incentives to keep the assets immobilized until we get fully repaid. 

    Number three, we’ve worked with Ukraine on loan agreements under which, at the conclusion of this war, Ukraine would use settlement proceeds it receives from Russia towards repayment of these loans.

    Number four, we’ve negotiated loan terms with our partners that further reduces any fiscal risks to the U.S. taxpayer. 

    And number five, history.  You know, the EU has had sanctions in place against Russia for almost 10 years now.  Every six months, those sanctions need EU unanimity to get rolled over for another six months.  And, yes, there’s grandstanding and drama, but the EU has built a track record of staying the course, and that adds to our confidence that Russia’s sovereign assets will remain immobilized until Russia ends its war and pays for the damages it’s caused. 

    One last point, Alan.  I’m sorry to belabor this, but it’s a really important question.  While we have found a way to move forward without legal changes to the EU sanctions regime, we will keep pushing for those changes to get made.

    MODERATOR:  Alan, I think we had a little bit of trouble hearing the first part of your question, if you could ask that again.

    Q    Oh, sorry.  Yeah.  I think maybe — or maybe you were muted in the first part of your response.  I was trying to understand if there was going to be a G7 statement today and if this is fully done now.  I know Secretary Yellen said it was 99 percent done yesterday.

    MR. SINGH:  Oh, I’m sorry if you didn’t hear me.  You should expect further statements today, both from the United States and from the G7.

    MODERATOR:  Next up we’ll go to Victoria.  You should be able to unmute yourself.

    Q    Hi.  Thank you.  I just had a couple of questions.  First, I was wondering if you could explain a bit the part you talked in the beginning on the Congress contribution side of things.  What needs to happen from Congress exactly for the $10 billion, the second half, to come through the military aid part?  Is it a matter of using appropriations that have happened already, different appropriations?  If you could just explain that.  And just to clarify that if that doesn’t happen, you could give the other ten through economic support.

    And then, just a second question on the timing of things.  I’m just wondering if you could talk us through how frontloaded you expect this load to be, as in, you know, do you think over the next couple of months we’re going to get a big chunk of it over to Ukraine?  Just the timeline of the disbursements.  Thank you.

    MR. SINGH:  Sure.  So, on the second part of your question, we expect to disburse at least half of our $20 billion loan to the World Bank Trust Fund this December, and possibly the entire amount. 

    And this kind of gets to your first question: We do need authority from Congress to raise the amount of foreign military financing we can provide to Ukraine and also to make certain technical changes that would allow us to split the loan in half between economic assistance and security assistance.  And we’ll be having conversations with Congress between now and December to assess those odds.

    MODERATOR:  Next up, we’ll go to Colby Smith.

    Q    Hi.  Thank you so much.  I just wanted — a couple questions just to follow up on — in terms of assessing the odds.  Did you have, kind of, an initial assessment as it stands today?  And how do you kind of — do you expect that support to come through?

    And then, just more specifically on the economic support side of things, can you just mention a couple of specifics there in terms of how you expect this money to be used?

    MR. SINGH:  Sure.  Thanks, Colby.  So, I just want to be clear: The only question we’re talking about here is the split between economic assistance and security assistance.  We’re going to provide $20 billion either way.

    But, you know, we’ll work with Congress over the next few months to assess whether we can get sufficient authority through foreign military financing loan guarantee authorities to provide half of our assistance through military support. 

    In terms of your question, Colby, on what kinds of projects could the economic assistance support, you know, I would highlight a couple:  Energy assistance.  So, we all know Ukraine is at risk of being plunged into cold and darkness this winter.  Helping to fund the rapid repairs that will be needed to stabilize the grid and also to provide passive protection against drone attacks for substations and transformers.  That’s an urgent priority that we hope this assistance can help meet.

    There are a number of other initiatives that relate to Ukraine’s infrastructure that can create the conditions for an eventual economic recovery that we expect this fund can also support through World Bank project support. 

    And there are many other projects that we can assess, but those are just a couple of examples.

    MODERATOR:  And our last question will go to Daniel.  You should be able to unmute yourself.

    Q    Hi.  How are you doing?  Thank you for taking my question.  I wanted to ask about any potential Russian reprisals.  I know that was a large consideration when you guys were determining the mechanism for these loans.  Are you guys expecting any kind of retaliation?  And do you guys have any preparations for that, whether it be European assets or American?  Thank you very much.

    MR. SINGH:  Well, Russia has been expropriating assets, seizing assets, really, from close to the beginning of its invasion.  So, nothing — nothing new would change on that front if they continue to do so.

    I would just make clear, though, that the revenues that we are using to repay these loans, under European law, these revenues don’t belong to Russia.  It’s actually contractual law. The interest earned doesn’t belong to Russia but rather the custody in Belgium.  And so, we don’t view this as a seizure of Russia’s assets, per se.

    Legislation S2812A/A5259A extends authorization for New York City’s existing red light camera program until 2027 and increases the maximum number of intersections with a red light camera from 150 to 600.

And those drivers, along with everyone else, are safer when the ones who do are held accountable,” said State Senator Andrew Gounardes.     This legislative package also focuses on protecting students by establishing a new speed camera program in Kingston, increasing penalties for passing stopped school buses, and mandating seatbelt requirements for charter buses. These new laws reaffirm New York State’s commitment to protecting students across New York State.

    Legislation S.8607A/A.9359A authorizes the City of Kingston to establish a speed camera program for up to three school zones, protecting children on their way to and from school.

    Legislation S.9504A/A.3120A increases penalties for overtaking and passing a school bus. The fine for a third or subsequent violation within three years will rise from $1,000 to $1,500. This targets repeat offenders specifically.

    Assemblymember William Magnarelli said, “Improving safety on the roads is a constant battle. The bills signed today are our most recent efforts in that regard. This package includes two important bills regarding bus safety. A.3120-A increases the maximum penalty for those that illegally pass a stopped school bus and builds on our successful camera enforcement law. A.8557 requires the use of seatbelts on charter buses introduced in response to last year’s fatal crash in Orange County. It is critical that everyone use seatbelts and safety equipment on every form of transportation. These bills will help save lives. I thank the Governor for signing them into law.”

    Legislation S9361/A8557 requires all passengers on charter buses over the age of 8 to use the seatbelts provided.

    Lastly, Legislation S760B/A402B expands the reckless driving statute to include parking lots. Parking lots will be defined as private property with capacity for four or more cars, contiguous to premises and a roadway, parking lots adjacent to one- or two-family residences are exempt.

    State Senator John Liu said, “Car takeovers in parking lots, where drivers engage in reckless speeding, donuts and burnouts, has long plagued residents of New York. Our bill gives law enforcement greater ability to react quickly and decisively when these dangerous popup takeovers arise so that those responsible face consequences for endangering public safety. This year, 88 pedestrians have been killed, 24 of them in Queens. Many of these victims are small children like 8-year-old Bayron Palomino Arroyo of East Elmhurst and 7-year-old Dolma Naadhun from Astoria, both of whom lost their lives. We have to do better. Renewing and expanding the Red Light Camera program across New York City will reinforce the necessary work we are doing to keep everyone safe. I’m proud to join today’s event and to do my part in moving us closer to safer streets for drivers, cyclists and pedestrians. Safer streets save lives.”

    Assemblymember Eddie Gibbs said, “I am proud to stand with my colleagues in ensuring our roads are safe for pedestrians, bicyclists, and drivers alike. New York City started this first-in-the-nation program 30 years ago. Since then, red-light cameras have become a standard enforcement tool across the country and world because of their effectiveness. Intersections that have had red-light cameras installed have seen a 58% decrease in the number of severe injuries caused by collisions compared to prior to the camera’s installation, according to NYC DOT.   • MIL-OSI USA: Secretary of Defense Lloyd J. Austin III On-Camera, On-the-Record Remarks to Traveling Press in Rome, Italy

    DEPUTY PRESS SECRETARY SABRINA SINGH:. Thanks, everyone, for joining us for this gaggle. I’m going to let the secretary give some opening remarks and then we’ll start with Rob for questions.

    SECRETARY OF DEFENSE LLOYD AUSTIN: Yeah. Again, thanks for joining us on a pretty long trip, but I think we accomplished a lot. It was the last NATO defense ministerial for the Biden administration. And again, I think that was a really good engagement with a number of our allies. And following that, we had a G7 ministerial and the first-ever G7 ministerial — defense ministerial, and I think that was very, very productive as well.

    You went with us as we went into Kyiv following that. We were able to engage President Zelenskyy and his leadership on a number of important issues. We announced yet another presidential drawdown package. And then finally, today finished up with a visit to the Vatican. So, again, I think it was a good trip overall.

    And I’ll stop there and take your questions.

    MS. SINGH: Rob?

    Q: Mr. Secretary, you just met with the Pope, had an audience with him. Can you share more about what you discussed? And did he talk to you about any of the conflicts in Ukraine or the Middle East?

    SECRETARY AUSTIN: Well, it won’t surprise you that the Pope is very much focused on what’s going on in Ukraine and also in the Middle East as well. He’s concerned about humanitarian issues in both areas. And of course, we share a common desire to see these conflicts, you know, scale back in terms of the level of activity and a ceasefire in both cases.

    Again, I think he’ll continue to exercise his influence to do the right things, and I’ll continue to do what we’re doing on our end to make sure that, number one, Ukraine can defend itself and its sovereignty. And number two, as we’ve said a number of times, we’re going to continue to support Israel and its efforts to defend itself.

    We need to dial down the tension in the Middle East region, and we need to also find a way to transition in Ukraine. Now, as we’ve said all along, we’re going to continue to support Ukraine, and they will determine when the time is to go to the negotiating table. But you’ve heard me say before this conflict will end in some kind of negotiation at some point. Thanks.

    MS. SINGH:  Phil?

    Q: Mr. Secretary, in his nightly video address last night, Ukraine’s President Zelenskyy called on allies not to hide and to respond to evidence of North Korean involvement in Russia’s war in Ukraine. So, I’ll ask you, have you seen any evidence that North Korean troops are in Russia? And if so, what is the intent of this deployment?

    SECRETARY AUSTIN: Well, our analysts are — they continue to look at this, and we are seeing evidence that there are North Korean troops that have gone to Africa. And I wouldn’t — excuse me, not Africa but Russia. What exactly they’re doing will have to be seen. These are things that we need to sort out. We’ll have more for you on that later. But, yeah, as we continue to look at this, there is evidence that there are DPRK troops in Russia.

    MS. SINGH: Eric?

    Q: Just to follow up on that, sir, can you talk a little bit about what you understand the intent of those troops to be? And what does it say about perhaps the desperation of Putin himself to rely on these countries? What role is that? And what is the — what is North Korea getting in return for that? What’s the quid pro quo for that?

    SECRETARY AUSTIN: All of the things that we’re trying to trying to gain better fidelity on, Eric, number one, why are the troops there. We’ll continue to pull this thread and see what happens here. If they’re co-belligerents, if their intention is to participate in this war on Russia’s behalf, that is a very, very serious issue.

    And it will have impacts not only in Europe. It will also impact things in the Indo-Pacific as well. We’ve seen the Republic of Korea be very focused on this issue as well. So, still a lot of things to be answered, Eric. And our analysts will continue to work this, and we’ll have more for you as we get more fidelity.

    Q: And where are the North Koreans’ motivations? Why are they doing this?

    SECRETARY AUSTIN: Yeah, unknown. Certainly, there is a strengthened relationship, for lack of a better term, between Russia and DPRK. You’ve seen the DPRK provide arms and munitions Russia, and this is a next step.

    But what it means in terms of where Putin is, you know, I’ve — heard me talk about the significant casualties in — that he had experienced over the last two and a half years. This is an indication that he may be even in more trouble than most people realize. But, again, he went tin cupping early on to get additional weapons and materials from the DPRK and then from Iran. And now he’s making a move to get more people, if that is the case, if these troops are designed to be a part of the fight in Ukraine. But we’ll see. These are questions that have yet to be answered.

    MS. SINGH: Natasha?

    Q: Thank you, Mr. Secretary. Two quick questions. As you’re likely aware, there is a DOD official being named and accused on social media of leaking highly classified intelligence about Israel. Is that disinformation? Can you rule out that that individual is being investigated, and has the probe homed in on a suspect?

    SECRETARY AUSTIN: There’s no OSD official being named as a part of this investigation. So, that is not true at this point, and I’ve seen no evidence of that or any indication that any OSD official will be implicated as a part of this.

    Q: Ok. And secondly, Israel has claimed that Hezbollah has a major bunker underneath Al-Sahel Hospital in southern Beirut. Doctors who work there have denied the allegation. Has the US seen its own evidence of this bunker underneath that hospital?

    SECRETARY AUSTIN: We’ve not seen evidence of that at this point. But, you know, we’ll continue to collaborate with our Israeli counterparts to gain better fidelity on exactly what they’re looking at.

    Q: Thank you.

    MS. SINGH: Lara?

    Q: Mr. Secretary, I understand you shared with the Ukrainians your DOD spend plan for the next five months for the Ukraine conflict. As you know, five months is after the inauguration of what will be a new administration. So, if Trump gets elected, will you speed up that plan to ensure Ukraine gets all the money that Congress has allocated? And how will you ensure that all of the equipment actually gets delivered, since you know that takes longer?

    SECRETARY AUSTIN: Well, as we commit the funds, Laura, I mean, everything won’t be delivered immediately. So, things that we’re purchasing now, for example, may wind up showing up a couple of months later. And as we laid out the plan on what we’re investing in with both our USAI funds and the drawdown materials that we’re providing, when we can get some of those materials refurbished and into Ukraine, and again, it’s not instantaneous, it may take weeks or in some cases a couple of months. But we laid that plan out for them, and we’re confident that, based upon, you know, what we’ve done and what we are doing that, you know, those things will be delivered on the timeline that we’ve outlined.

    Q: But a new administration could change that and could stop those deliveries.

    SECRETARY AUSTIN: They would have to de-obligate, you know, the things that we’ve already obligated. So, I think we’re pretty sure that these materials will continue to flow.

    Q: Thank you.

    MS. SINGH: Chris?

    Q: Thank you, Mr. Secretary. While you were in Ukraine, President Zelenskyy’s focused on $800 million the US has pledged towards drone production. What is the purpose and goal of that? And is that just for drones, or could Ukraine use that towards ballistic or cruise missiles?

    SECRETARY AUSTIN: Well, we’re going to continue to invest in their long range strike capability. Now, what we’ve seen is that they’ve developed the capability to mass produce drones that are very, very effective and that can go impressive distances. We’ve seen them strike targets that are 400 kilometers beyond the border, and even deeper, with precision. And they can do that at a fraction of a cost of a ballistic missile.

    So, it makes sense to invest in that capability, in their ability to continue to scale. And I think that answers, addresses, the needs that they’ll have not only now but long into the future.

    Q: Would you say that addresses the long range strike question that we keep bugging you about?

    SECRETARY AUSTIN: Well, as we’ve told you so many times, the range of an ATACMS is 300 kilometers. They’re striking targets that are beyond 400 kilometers with precision. So, you know, and they can do that at a fraction of the cost. So, this balances out the the balance sheet here.

    And, you know, if they’re going to be able to sustain their efforts, gotta to be able to afford it. And so, it makes sense for them to expand the capacity. It makes sense for us to invest in what they’re doing. It works. It’s effective and it’s precise.

    Q: Thank you.

    MS. SINGH: And the last one. Missy?

    Q: Yep. Thanks so much. In Lebanon, the targets that Israel is striking in the Beirut area have widened beyond military sites. It’s hitting municipal buildings and health clinics. Last night there were intense strikes on apartment buildings. And now Israel’s issuing the warning, as Natasha mentioned, about this hospital, suggesting that could be a target.

    And then, on the other hand in northern Gaza, you know, the UN is describing the situation there as beyond catastrophic. The UN says the IDF is, you know, continuing its offensive there, denied permission to rescue people from the rubble. Only a handful of trucks are reaching the north each day. And meanwhile, the Netanyahu government, some of the ministers today were having conversations about resettling Gaza and extending the occupation there.

    All of that to say I know you are a strong supporter of Israel’s self-defense, but you’ve also said that how they do it matters. In your view, as someone who has commanded counterinsurgency campaigns extensively, do you think that they’ve gone beyond self-defense on both of these fronts to something that’s more punitive or indiscriminate? And are you worried that Israel’s actions are weakening, not strengthening, its security in the long term?

    SECRETARY AUSTIN: Well, Missy, you’ve heard me say on a number of times that — a couple things. Number one, the ability to accomplish your goals militarily in terms of achieving objectives and protecting humans, protecting civilians in the battle space, those two things are— you can do both of those things. They’re not mutually exclusive.

    And the other thing that I’ve emphasized throughout, Missy, is the need to protect civilians and provide that humanitarian assistance. And this is something I talk to my counterpart about every time I talk to him, those two things. We’ve got to be more precise in our operations, and we have to make sure that we’re doing what’s necessary to get assistance and aid into the civilians.

    Failure to do that will, you know, will create a generation of Palestinians that really will continue to resist cooperating with Israel in the future. So, you’re actually increasing the numbers of insurgents in the space if you fail to do that. It’s a strategic imperative, in my view.

    Q: Ok. But just to clarify, in your view, are — the actions that they’re taking on both strips — fronts, have they gone beyond self-defense actions?

    SECRETARY AUSTIN: Well, you know, it’s one of the things in both cases that makes it more difficult is that both Hamas and LH use civilians as human shields. They put their stores of weapons in apartment buildings, beneath mosques and churches and in schools and hospitals in order to make it more difficult to strike them.

    Because of that complication, you know, that has increased the occurrence of civilian casualties. I think — you know, let’s not kid ourselves. This is a complicated, a very, very difficult battle space. And, you know, so we’re — we need to do everything we can — the Israelis need to do everything they can to be as careful as possible to protect civilians in that battle space. But Hamas and LH make it more complicated.

    Good morning.
    It was an ordinary Saturday in an extraordinary life.
    I was in my office in the East Wing doing what community college teachers do on weekends—especially on a weekend so late in the semester: I was grading papers.
    It was late April last year. Earlier that morning, I’d read in The New York Times that the U.S. loses $1.8 billion in working time every year to the menopause symptoms that upend women’s lives.
    It struck me—I’d experienced those kinds of symptoms too, so had many of my friends, but, I thought, that’s the way life is, isn’t it?
    And then, that afternoon, Maria Shriver, the former First Lady of California, came in for a meeting. She wanted to talk about women’s health research.
    It’s a problem that’s so simple—yet often ignored: women’s health is understudied and research is underfunded. As a result, too many of our medications, treatments, health products, and medical school textbooks are based on men.
    That’s why, if you ask any woman in America about her health care, she probably has a story to tell.
    You know her.
    She’s the woman who gets debilitating migraines, but can’t find treatment options that work for her. She’s the woman whose heart attack isn’t detected because her symptoms don’t look like a man’s, even as heart disease is the leading cause of death among women. She’s the woman going through menopause, who visits her doctor and leaves with more questions than answers, even though half the country will go through menopause at some point in their lives.
    It seems like women’s bodies are considered miracles when we’re in our child-bearing years, and mysteries as we age.
    I knew this had to change.
    My husband, President Joe Biden, has a deep understanding of how government works and how to get things done quickly. So when I told Joe about this research gap, he got to work.
    Last November, we launched the first-ever White House Initiative on Women’s Health Research.
    From an ordinary Saturday conversation, the Biden Administration has done something extraordinary and fast. All in less than a year, we used the convening power of the White House to bring together government agencies, researchers, medical experts, innovators, and investors. 
    Joe signed the most comprehensive Executive Order ever, to expand and improve research and innovation in women’s health.
    The NIH is investing millions of dollars in new, interdisciplinary women’s health research, like how menopause affects our hearts, brains, and bones.
    The Department of Defense is committing half a billion dollars each year to women’s health research. And what helps women service members helps all women.
    And just today, ARPA-H, the agency that Joe created to invest in the most cutting-edge health breakthroughs, announced $110 million for women’s health researchers and startups to bring new treatments and cures to market. 
    This is government at its best.
    ARPA-H received an unprecedented 1,700 submissions for this funding sprint, which shows the energy and exploration that’s possible in this field. From there, ARPA-H chose to fund 23 recipients with the best “sparks”—meaning the most promising ideas so that researchers can take their work to the next level, and the best “launchpads”—those are the teams that are ready to bring new treatments and health products to market within the next two years.
    Let me give you a couple of examples.
    One in 10 women suffers from a painful, debilitating condition called endometriosis. It can take as long as a decade for women to get a diagnosis. One of today’s recipients from Washington University is developing a blood test—the first of its kind—to reduce the time it takes to diagnose the disease from years to days. So, women can get the treatments they need more quickly.
    We also know that women are more likely to get migraines, but we don’t know why. At UNC-Chapel Hill, a study is being funded to see how migraines are connected to the lymphatic system to help solve that mystery. And the team is working toward personalized treatments for migraines.
    ARPA-H is de-risking investments in these big ideas, so that answers can get to the women who need them now.
    The potential in this space is too great to ignore. In 2021, the Boston Consulting Group estimated that the size of the women’s health market would grow from $9 billion to $29 billion in just eight years, because of the growing momentum from funders and founders to address the unmet health needs of women. I know you see these opportunities in your day-to-day work.
    Here’s what I also want you to know. The women of America are waiting on you.
    Any time I get together with my sisters and friends, we have conversations about our health. We ask each other: should I be taking hormone therapy for symptoms related to menopause? How is it possible that my heart attack was almost missed? 
    It’s time for investors, researchers, and business leaders to have those conversations too, not as an afterthought but as a first thought. Those kinds of questions belong in your research proposals, in your laboratories, in your pitch decks.
    There is incredible momentum behind women’s health right now.
    What are you going to do to make sure this energy is unstoppable?
    So that we leave doctors’ offices with more answers than questions. And take this moment of opportunity to create something extraordinary.
    You can count me in. And I hope women can count on you.

  • MIL-OSI Security: Southeastern New Brunswick — RCMP issue 236 tickets during traffic enforcement operation

    A recent RCMP traffic enforcement operation in Southeastern New Brunswick has resulted in 75 vehicles being towed, and 236 tickets being issued.

    Between October 17 and 19, 2024, members of the New Brunswick RCMP’s Tactical Traffic Enforcement Unit (TTEU) and Motor Vehicle Inspectors from the Highway Safety Enforcement Branch of the Department of Justice and Public Safety, worked together to conduct a traffic enforcement operation in the Greater Moncton area, Sussex, Petitcodiac, and Salisbury.

    The operation focused on unsafe vehicles and modified vehicles, as well as distracted driving, speeding, and proper use of seatbelts. During the operation, 125 vehicles were escorted to a specific site to be assessed, 66 were towed at the owner’s expense, and 48 were deemed unsafe.

    Several inspection stations will be investigated for not following the motor vehicle inspection procedures as per the New Brunswick – Motor vehicle Act.

    A total of 236 traffic violations were issued under the New Brunswick Motor Vehicle Act, including 81 for speeding, 18 unsafe vehicles, 31 tickets for not wearing a seatbelt and 28 tickets for using a hand-held electronic device while driving.

    Additionally, three individuals were issued a court date for driving while suspended, two other individuals were issued short-term roadside suspensions, and five individuals were arrested for warrants of arrest and committal. Three vehicles were also intercepted for speeding in excess of 50 km/hr of the posted speed limit were towed and impounded for seven days. A number of warnings were also issued.

    The New Brunswick RCMP’s TTEU conducts regular, targeted traffic enforcement on roadways throughout the province with the goals of improving road safety, educating motorists about traffic laws and to reduce serious injury and fatal collisions.

    “It is important to recognize that each individual has a role to play in ensuring the safety of our roads and communities,” says Sgt. Ghislain David with the Tactical Traffic Enforcement Unit. “Our primary objective is to safeguard the public by reducing the number of unsafe vehicles on our roadways.”

    The public can assist in keeping dangerous drivers off the road by reporting them to police. If you see a dangerous or a suspected impaired driver, call 911. Your description of the driver, vehicle, licence plate number and direction of travel can assist police in making New Brunswick roads safer.

  • MIL-OSI Canada: ASIRT investigates use of force during arrest

    The male was placed under arrest for public intoxication and secured in a police vehicle. The officers attempted to place the female in custody and a struggle occurred during which she was brought to the ground, suffering an injury that required hospitalization and surgery. One officer was also injured during the struggle and required treatment in hospital. The officer was released later the same day. ASIRT’s investigation will examine the use of force by the officers.

    As of September 2024, the EPS began providing body-worn cameras to officers in a phased rollout of the devices. The two officers involved in this incident were not yet equipped with body-worn cameras.

    The amount of information ASIRT releases in the first stages of an investigation varies depending on the available evidence. In some situations, ASIRT can provide significant early details due to the presence of body-worn camera video footage or other objective evidence. Other times, this may not be possible.

    If ASIRT is aware of outstanding witnesses then an early release of details may also risk compromising the independent memory of these witnesses. ASIRT may withhold some details when their release would threaten the integrity of the investigation, including in some situations where objective evidence is available.

    ASIRT’s mandate is to effectively, independently and objectively investigate incidents involving Alberta’s police that have resulted in serious injury or death to any person, as well as serious or sensitive allegations of police misconduct.

  • MIL-OSI Security: Clarenville — Clarenville RCMP investigates fatal moose vehicle collision on TCH near Goobies

    A 64-year-old man is deceased following a moose-vehicle collision that occurred on the Trans-Canada Highway (TCH) near Goobies on the evening of October 22, 2024.

    Shortly after 7:00 p.m. on Tuesday, Clarenville RCMP received the report of the collision involving a moose and two vehicles. A vehicle collided with a moose, crossed into the oncoming lane of travel and collided with another vehicle. The driver and lone occupant of the vehicle that collided with the moose died at the scene. The driver and lone occupant of the second vehicle was transported to Dr. G.B. Cross Memorial Hospital in Clarenville with non-life-threatening injuries.

    The TCH was impassable for a number of hours. A Collision Reconstructionist with RCMP Traffic Services attended the scene and the Office of the Chief Medical Examiner is engaged.

    The investigation is continuing.

  • MIL-OSI Security: Georgia Woman Sentenced for Possessing Methamphetamine in Trunk of Car when Traveling Through Acadiana Area

    LAFAYETTE, La. – United States Attorney Brandon B. Brown announced that Sarah Rose Cea, 34, of Lawrenceville, Georgia, has been sentenced by United States District Judge David C. Joseph to 180 months (15 years) in prison, followed by 3 years of supervised release, on drug trafficking charges. 

    On June 8, 2023, Cea was stopped while traveling on Interstate 10 near Lafayette, Louisiana by troopers with the Louisiana State Police. Cea was the sole occupant of the vehicle at the time of the traffic stop.  A Louisiana State Police K-9 conducted an open air sniff of the vehicle and alerted to the presence of narcotics in Cea’s vehicle. A search of the vehicle was conducted, and law enforcement agents located approximately 20 kilograms of methamphetamine in the trunk of her vehicle. The seized substance was sent to the criminalistics laboratory for testing, and it was confirmed to be approximately 19,943 grams of methamphetamine hydrochloride with a substance purity of 100%. 

    At the guilty plea hearing on July 31, 2024, Cea admitted to possessing the methamphetamine with the intent to distribute it to another individual. 

    The case was investigated by the U.S. Drug Enforcement Administration and Louisiana State Police and prosecuted by Assistant United States Attorney John W. Nickel.

  • MIL-OSI USA: Colorado Currently Ranked 2nd in National Electric Vehicle Sales in 2024

    DENVER – Today, Governor Polis announced that according to the Colorado Automobile Dealers Association, Colorado is now ranked as 2nd in the nation in electric vehicle (EV) sales in 2024. 

    “Colorado is now second in the nation in electric vehicle sales and we are proud to see the impact that Electric Vehicles are having on our air quality, while saving Coloradans money. Colorado is breaking down barriers to accessing EVs by making them more affordable across the state. While second is a great place to be, we will continue pushing to be number one,” said Governor Jared Polis. 

    Last week, Governor Polis and EV industry leaders gathered at Tynan’s Nissan in Aurora to celebrate some of the country’s lowest EV costs. 

    Widespread EV adoption is an important strategy to achieve Colorado’s climate goals and protect air quality. The state is well on its way to meeting its ambitious target of 940,000 EVs on Colorado roads by 2030, with EVs already making up more than 23% of new car sales this year and 27.8% of sales during the most recently reported quarter. 

    All Coloradans are currently eligible for a $5,000 state tax credit for purchasing or leasing a new EV (battery electric and plug-in hybrid electric) with a manufacturer’s suggested retail price (MSRP) under $80,000, and an additional $2,500 for EVs with an MSRP under $35,000. The $5,000 state tax credit is available through the end of this year, before decreasing to $3,500 starting in 2025. 

    Income-qualified Coloradans exchanging an eligible old or high-emitting vehicle can also take advantage of a $6,000 rebate through the Vehicle Exchange Colorado Program for a new EV purchase or lease and a $4,000 rebate for a used EV purchase or lease. 

    In addition, Coloradans may be eligible for a $7,500 federal tax credit for a new EV lease, and for the purchase of certain EV models that meet specific manufacturing requirements. A $4,000 federal tax credit is available for used EV purchases and leases. Xcel Energy also offers EV rebates for income-qualified customers, totaling $5,500 for new EV purchases and leases and $3,000 for used vehicles.

    Governor Kathy Hochul today announced $10 million is now available to advance new zero-emission homes in New York State. The Building Better Homes – Zero Emission Homes for Healthier Communities program incentivizes the design, construction and marketing of new clean and resilient single-family homes and townhomes and provides training and technical support to builders and developers. Advancing zero-emission new construction across the state will reduce emissions, improve indoor air quality, and create healthy, comfortable and resilient living environments for all New Yorkers.

    “New homes built to the latest clean energy and efficiency standards will ensure greener, healthier housing is available to all New Yorkers while helping pave the way toward a more sustainable future,” Governor Hochul said. “This investment is another part of the State’s comprehensive strategy to transform the new construction market, curb emissions, and ensure fewer homes and buildings rely on fossil fuels.”

    The Building Better Homes – Zero Emission Homes for Healthier Communities Program, administered by the New York State Energy Research and Development Authority (NYSERDA), provides funding on a first come, first served basis to builders and developers that commit to designing, constructing and growing market awareness and demand for new zero emission single-family homes and townhomes. Projects must meet performance requirements and third-party certification criteria that address clean energy, above code energy efficiency, and resiliency, including heating, ventilation, and air conditioning (HVAC) systems that remain operable during power outages or include backup power sources that can be used in the event of a power outage.

    New York State Energy Research and Development Authority President and CEO Doreen M. Harris said, “Bringing builders and developers resources to advance zero-emission new construction is at the heart of Governor Hochul’s commitment to build homes that are healthy, comfortable, and maximize consumer control over energy use. This program continues NYSERDA’s long history of working with the market to bring the latest in energy and efficiency measures to more New Yorkers.”

    The base incentive per home is up to $7,000 and up to $4,000 for townhomes. Homes located in disadvantaged communities, as defined by the Climate Justice Working Group, will be eligible for the higher incentive amount with an additional $1,000 offered per project in these areas. Funding is also available for Passive House training of staff and contractors to help develop the expertise needed to effectively incorporate these standards into new homes.

    Applications for a single home, townhome or multiple homes and townhomes within a housing subdivision will be accepted through December 31, 2025, by 3 p.m. ET or until funds have been exhausted. For more information on this opportunity, including eligibility requirements, please visit NYSERDA’s website.

    This program is part of the Building Better Homes Initiative, which is designed to advance market awareness of zero-emission building practices and provide resources that can be distributed to consumers about the benefits of them. Benefits to consumers include improved indoor air quality, reducing the potential for asthma and allergies, and more comfortable living, all resulting from modern, high-performance appliances, such as induction cooktops, convection ovens, and clothes washers with integrated heat pump dryers.

    Zero-emission homes are also more likely to operate seamlessly during power outages due to incorporating passive resiliency and survivability measures. With more than 10,000 new homes being built per year in New York State, working with the home building market to reduce emissions is critical to making progress toward the State’s climate and energy goals, including the Governor’s goal to achieve two million climate-friendly homes by 2030.

    Buildings are one of the most significant sources of greenhouse gas emissions in New York State, and through NYSERDA and utility programs, more than $6.8 billion is being invested to decarbonize buildings. By improving energy efficiency in buildings and advancing statewide installations of onsite storage, renewables, and electric vehicle charging equipment, the State will reduce its carbon emissions and advance toward the ambitious target of reducing on-site energy consumption by 185 TBtu by 2025, the equivalent of powering 1.8 million homes.

    This program is funded through the State’s Clean Energy Fund (CEF).

    New York State’s Nation-Leading Climate Plan

    New York State’s climate agenda calls for an orderly and just transition that creates family-sustaining jobs, continues to foster a green economy across all sectors and ensures that at least 35 percent, with a goal of 40 percent of the benefits of clean energy investments, are directed to disadvantaged communities. Guided by some of the nation’s most aggressive climate and clean energy initiatives, New York is advancing a suite of efforts – including the New York Cap-and-Invest program (NYCI) and other complementary policies – to reduce greenhouse gas emissions 40 percent by 2030 and 85 percent by 2050 from 1990 levels. New York is also on a path to achieving a zero-emission electricity sector by 2040, including 70 percent renewable energy generation by 2030, and economy-wide carbon neutrality by mid-century. A cornerstone of this transition is New York’s unprecedented clean energy investments, including more than $28 billion in 61 large-scale renewable and transmission projects across the State, $6.8 billion to reduce building emissions, $3.3 billion to scale up solar, nearly $3 billion for clean transportation initiatives and over $2 billion in NY Green Bank commitments. These and other investments are supporting more than 170,000 jobs in New York’s clean energy sector as of 2022 and over 3,000 percent growth in the distributed solar sector since 2011. To reduce greenhouse gas emissions and improve air quality, New York also adopted zero-emission vehicle regulations, including requiring all new passenger cars and light-duty trucks sold in the State be zero emission by 2035.   • MIL-OSI Security: River Bennett — Victoria County District RCMP investigates fatal crash in River Bennett

    Victoria County District RCMP is investigating a fatal crash that occurred in River Bennett.

    On October 22, at approximately 6:08 p.m., Victoria County District RCMP and fire services responded to a report of a single-vehicle crash in the 46000 block of the Cabot Trail. RCMP officers learned that a Nissan Frontier had left the roadway and rolled, coming to rest in the ditch.

    The driver and sole occupant of the Frontier, a 22-year-old woman from Englishtown, was located deceased at the scene.

    An RCMP collision reconstructionist attended the scene and the investigation is ongoing. The Cabot Trail was partially closed for several hours but has since fully reopened.

  • MIL-OSI USA: Rep. Cuellar Celebrates Ribbon Cutting for the Rio Grande City Public Safety Building

    RIO GRANDE CITY, TX – Today, Congressman Henry Cuellar, Ph.D. (TX-28) celebrated the ribbon cutting for the Rio Grande City Public Safety Building. 

    “I was pleased to secure $2.5 million in federal funding to support the new RGC Public Safety Building. This building will provide critical help to our local law enforcement officials and boost public safety for the community,” said Dr. Cuellar, a senior member of the House Appropriations Committee. “Moving forward, I will continue to support our local law enforcement. I want to thank the city commissioners, Rio Grande City Mayor Gilberto Falcon, City Manager Gilberto Milan, RGC Fire Chief Manuel Muniz, and RGC Police Chief Noe Castillo for their leadership and work on this project.” 

    Congressman Cuellar celebrated the ribbon cutting for the RGC Public Safety Building, which he supported through $2,509,264 in federal funding for the building’s equipment and operations. He discussed the project, including its new features, and its significance for public safety in Rio Grande City.  

    The new public safety building will enhance the capabilities of both the Police and Fire department by updating their equipment, including sprinkler systems, video surveillance systems, lockers and benches, an elevator, doors, furniture, a 550kW diesel generator, new radio systems, for the fire department, fire extinguishers, electric heaters, an armory kit, a storage rack, and 13 new vehicles. 

    Rep. Cuellar secured funds for this project through community project funding in 2023, with a cost share of $551,448 provided by the city.

  • MIL-OSI USA: Majority of Eligible New Yorkers Registered as Organ Donors

    Governor Kathy Hochul today announced that for the first time, more than 50 percent of the eligible New York population has registered to become organ and tissue donors through New York’s Organ Donor Registry.

    “This is a very important milestone for New York and the thousands of New Yorkers who are waiting for a life-saving organ transplant,” Governor Hochul said. “It is the result of dogged efforts by advocates and my colleagues at the Departments of Motor Vehicles and Health to raise awareness about the never-ending need for organ and tissue donors. Making that decision to provide the gift of life to someone else is a great example of the giving spirit of New Yorkers.”

    This milestone is particularly significant for New York, which has historically had one of the lowest organ donor registry enrollment rates in the country, leaving thousands of New Yorkers waiting for a life-changing transplant, with about 400 New Yorkers losing their lives each year due to a shortage of donors. While much more work remains to ensure a life-changing transplant for every New Yorker in need, reaching the 50 percent mark is a major achievement considering the State was at just 22 percent a decade ago.

    Today, New York State Department of Motor Vehicles (DMV) Commissioner Mark J.F. Schroeder and leadership from the New York State Department of Health (DOH) joined Donate Life New York State, impacted families and elected officials in the Bronx, to celebrate this milestone and to continue to raise awareness in the community, which has one of the lowest rates of enrollments on the Registry.

    DMV Commissioner Mark J.F. Schroeder said, “I have been working and waiting for this moment since I started this job in early 2019. More than 80 percent of New Yorkers who enroll in the Organ Donor Registry sign up through the DMV, so we have made a concerted effort to educate our staff and our customers about the importance of organ donation. New York has lagged behind so many other states for too long, and through this partnership with DOH and Donate Life, we have been successful in turning that around and giving people waiting for organ transplants a fighting chance at a healthy future.”

    State Health Commissioner Dr. James McDonald said, “What could be more beautiful and loving than saving a life? I am so proud that more than 50 percent of our New York population has registered to become organ and tissue donors through New York’s Organ Donor Registry. Just one donor can save the lives of up to eight people while tissue donors can make a meaningful difference in the lives of up to 75 people. I thank everyone who has enrolled. These acts of selflessness make me even more proud to be a New Yorker.”

    This progress, which has nearly tripled the number of lives saved annually through organ transplantation, would not have been possible without the relentless joint effort of DMV, DOH, elected officials across the political spectrum and Donate Life NYS — the nonprofit tasked by the State to lead donor registration enrollment campaigns and education efforts.

    Nearly 8,000 New Yorkers are currently on the waitlist for a life-changing organ. Today, this diverse group of State leaders, elected officials, advocates and impacted families encouraged their fellow New Yorkers to join the Registry and help further Donate Life’s mission of ensuring a life-changing transplant for every New Yorker in need. A single donor can save up to eight lives and heal 75 more through organ and tissue donation.

  • MIL-OSI Security: RM of Tache — St. Pierre-Jolys RCMP respond to fatal collision

    On October 23, 2024, at approximately 12:30 am, St. Pierre-Jolys received a report of a collision on Highway 1 and Provincial Road 206. When officers arrived on scene, one vehicle was in the south ditch and two vehicles were on the highway.

    Investigation determined a car and a SUV were travelling eastbound on Highway 1 and were side-by-side when the passenger tire of the car, with the control arm and other mechanical parts, came off and struck the SUV, which was travelling in the south lane. This caused the car to come to rest on the roadway and immediately catch fire. The 25-year-old male driver from Calgary was able to exit the vehicle. He was transported to local hospital with non-life threatening injuries.

    After the SUV was struck by the tire and parts from the car, the SUV entered the ditch and rolled. The 59-year-old male driver, from Steinbach, was pronounced deceased on scene. The 45-year-old male passenger, from the RM of Hanover, was transported to local hospital with non-life threatening injuries.

    A third vehicle was travelling close behind the collision and struck the tire component of the car, which was left on the highway after the collision, making the vehicle inoperable. The 28-year-old female driver, from Kenora, Ontario, was transported to hospital with minor physical injuries.

  • MIL-Evening Report: Cultural burning isn’t just important to Indigenous culture – it’s essential to Australia’s disaster management

    Last month, Australia’s newly appointed minister for emergency management, Senator Jenny McAllister, and Senator Tony Sheldon, special envoy for disaster recovery, took part in a cultural burn outside Lismore in New South Wales, as part of the National Gathering on Indigenous Disaster Resilience.

    It was significant to see members of the federal government listening to and taking direction from a cultural burn expert, Oliver Costello of Jagun Alliance, before undertaking a burn.

    It represented a hopeful sign that cultural burning might be increasingly used as a tool for disaster mitigation. After all, McAllister isn’t the minister for Indigenous affairs or the environment – her role is emergency management. At last month’s meeting, Indigenous peoples spoke of their desire and inherent right to be involved in disaster management.

    Cultural burning is, of course, vitally important to culture. But these gentle, regular burns were one of the main ways Indigenous groups managed land. They created mosaics of burned and unburned land, reducing the chance of megafires by burning fuel loads and creating safe havens in dangerous times.

    Networks of Indigenous groups have begun using fire to once again care for Country all around Australia. These are positive signs. But there is more to do to dismantle remaining barriers to mainstreaming cultural burning – and making it possible to use these ancient techniques to reduce, or avoid, disasters.

    An ancient practice rekindled

    The evidence of Indigenous land management using fire is significant and growing.

    This evidence has emerged through formal truth-telling processes such as Yoorrook, whose commissioners heard about the deliberate suppression of Indigenous land management in Victoria. It has come from ongoing academic research stitching settler accounts of the land and observations of how Indigenous groups used fire. In 1802, for instance, the settler John Murray recorded his amazement at how Boon Wurrung people set and controlled fire in Victoria’s Western Port Bay. The fire, which “must have covered an acre of ground”, was “dous’d […] at once”.

    In Mary Gilmore’s account of 19th-century colonial life in the New South Wales Riverina, she writes:

    As to fire, it was [Indigenous people] who taught our first settlers to get bushes and beat out a conflagration […] Indeed, it was a constant wonder, when I was little, how easily [Indigenous people] would check a fire before it grew too big for close handling or start a return fire when and where it was safest.

    These historical observations are complementary to the work of passing on knowledge of fire to the next generation. Taken together, they reveal a fundamental truth about Australia – it is a land of fire, and Indigenous people are the masters.

    The return of parcels of land to Indigenous groups in recent decades means we can restart these ancient fire regimes, through Indigenous rangers and other organisations.

    The return of ancient practices

    The management of land over deep time by Indigenous groups has meant people and the land effectively co-evolved.

    Since 1788, colonisation and Indigenous dispossession have radically altered many parts of Australia. Land was cleared for farms, cities, roads and infrastructure. Rivers were dammed for irrigation.

    Grasslands and yam fields were converted to livestock farms or cropping. Forested areas in some areas were cleared and in other areas thickly regrew, replacing the park-like mix of grassland and stands of trees produced by Indigenous land management. Thirsty crops such as cotton were planted, siphoning off huge volumes of water from lakes and rivers.

    Even the creation of national parks transformed landscapes, as Western practices of more passive management replaced active Indigenous management.

    The suppression of cultural burning brought yet more difficult change to Australia’s plants and animals. Australia now has one of the highest extinction rates of animals in the world. But cultural burning is being applied as a method to help protect vulnerable species, such as the Corroboree Frog.

    Over years, Indigenous groups have worked diligently and strategically to rekindle this ancient practice. But they have also reimagined it. It’s time to ask the question: what would it mean to bring back cultural burning at scale?

    No longer do Indigenous groups apply fire as a normal and everyday rhythm of life, stopping to light small fires as they walk. It’s now much more deliberate, requiring careful planning, creation of fire breaks and management of fire using trucks and heavy machinery.

    Even ignition is done differently. For a ceremony, firesticks will be used, with further lighting done using drip torches. In remote areas, fires are lit from helicopters, making it possible to cover vast areas.

    Combining these ancient and contemporary practices creates something fundamentally new. We require innovative discourses to better describe these developments.

    New fire season, new hazards

    This fire season is likely to be a dangerous one. The seasonal bushfire outlook released by the Australasian Fire and Emergency Council projects the risk of early fires and a higher-than-usual bushfire risk over vast areas of Australia.

    Recent rainy La Nina years triggered rapid vegetation growth in many areas, increasing the fuel load. Fire authorities are worried about what a forecast hot, dry, windy summer will mean.

    In recent years, Indigenous ranger groups have been undertaking cool burns as much as possible. In arid areas, there are fears of fast-moving grass fires due to the spread of introduced and highly flammable buffel grass.

    As danger from climate change intensifies, making volatile and combustible landscapes safer poses challenges both complex – and urgent.

    Indigenous groups around Australia have begun the work of rekindling cultural burns, but barriers still remain. Responsibility for fire management in state forests, national parks and on private land has long been split between government authorities and landholders. It’s time this disaster management work by Indigenous groups was recognised and magnified by governments.

    To mainstream cultural burning will mean finding ways of sharing the knowledge of when and how to burn, and resourcing Indigenous groups to undertake training and burns. Doing this will not only benefit the land and Indigenous groups, but all Australians.

  • MIL-OSI New Zealand: Muriwai beach access road closes to minimise fire risk

    Auckland Council is reminding off-road drivers that vehicle access to Te Oneone Rangatira / Muriwai beach will be restricted during Guy Fawkes this year.

    Coast Road access to Muriwai beach, north of the Muriwai golf course, will remain closed from Saturday 2 November through to Monday 11 November.

    Councillor Josephine Bartley, who chairs the Regulatory and Safety Committee, says the increased risk of fire during this time must be mitigated to protect Muriwai Regional Park and the surrounding environment.  

    “There are serious concerns about the potential threat from fire associated with fireworks along isolated stretches of Muriwai’s 60-kilometre coastline. We will continue to manage that risk by limiting vehicle access during Guy Fawkes, as well as over the New Year,” Cr Bartley says.

    Coast Road beach access will again close from 31 December until 13 January, with a possible extension if considered necessary by Fire and Emergency New Zealand.

    Cr Bartley reminds all beachgoers that fireworks and fires are not permitted on any Auckland beaches, including along the foreshore.

    Regional Park Manager Scott De Silva says the council’s first Guy Fawkes vehicle restriction at Muriwai last year resulted in significantly less stress and demand on Fire and Emergency services, with no fireworks related callouts to the area.

    “We know that temporarily limiting access when there is a high fire risk reduces the potential for devastation to occur,” Mr De Silva says.

    Signage will be installed this week along access roads to Muriwai and Coast Road to inform drivers of the upcoming gate closure and of vehicles barriers being put in place.

    Since 2020, the council has closed Coast Road from late December to early January to limit vehicle movements on the beach, when there is also a high safety risk to people, the environment, and from fire.

    Both closures were approved last October to continue through to 2026. Other safety requirements include all recreational off-road drivers to have a current registration, warrant of fitness and acquire a current annual permit for each vehicle in order to drive on Muriwai and Karioitahi beaches.

    “As part of this process, we ask you to go over the road rules on beaches and the speed limit variations to ensure you drive appropriately at all times,” says Mr De Silva.

    “Both of these wild West Coast landscapes are constantly changing. Driving along the beach requires drivers to apply additional skills and be aware of the potential hazards that can arise at any time,” he says.

    Anyone who has concerns about unsafe or dangerous driving on beaches in the meantime should report this to police, by calling *555 or 105 for urgent but non-life threatening situations and 111 when life is at risk.

    For centuries, humans have dreamed of the ability to live safely on the Moon and Mars. At NASA’s Marshall Space Flight Center, team members supporting habitation systems development bring that dream closer to reality by envisioning and shaping humanity’s future in deep space and on the surface of other worlds.
    Marshall’s Habitation Systems business unit – the center’s featured organization for October – develops the next generation of habitation systems to make living and working in space and on planetary bodies possible. These efforts are carried out through the Habitation Systems Development Office, in which the team works across programmatic and engineering organizations to support formulation activities for planetary surface habitation (Moon and Mars), transit habitats for deep space exploration, and the Gateway program. In addition, the Marshall team collaborates with commercial partners on future habitation concept development and risk reduction activities through NextSTEP Appendix A: Habitation Systems and Reimbursable Space Act Agreements.   

    Seth Bell is currently the technical monitor for NASA’s commercial partner Sierra Space. Sierra has executed both full scale and subscale inflatable habitat burst tests at Marshall’s East Test Area. Bell has worked as a subsystem manager for the Mars Ascent Vehicle and as a system’s engineer and Engineering Directorate integrator.
    “I am excited to eventually see softgood inflatables in low Earth orbit,” Bell said. “Seeing the success of the many teams working in this office is exciting, especially after developing so many lasting relationships and putting so much time and energy into this work.”

    Since joining NASA in 2008, Yancy Young has served in multiple positions, including manager of several International Space Station research projects and Launch Package manager for Gateway Co-manifested Payloads. Currently, Young is the technical monitor for Boeing efforts under NASA’s NextSTEP Appendix A Broad Agency Announcement (BAA) for the development of deep space habitation concepts.
    “I love being a part of laying the foundation for long term deep space exploration,” Young said.
    Boeing’s current focus is a Design Analysis Cycle investigating the benefits and challenges of using composite materials in a pressurized Lunar Surface Habitat.

    In her 25-plus years at NASA, Brooke Thornton has worked on everything from ionized space radiation analysis to Earth observing satellites. Currently, Thornton is the industry engagement manager for the Habitation Systems Development Office and Strategy and Architecture Office. Thornton manages NextSTEP-2 Appendix A-Habitation Systems and Appendix R-Logistics and Mobility Systems BAA. In addition, Thornton fosters collaboration between industry and NASA for the Moon to Mars mission.
    “I am excited about working with industry to develop the elements and concepts of operations for humans to live on the Moon and beyond,” Thornton said.

    Tony Clark has been named to the Senior Executive Service position of deputy director of the Engineering Directorate at NASA’s Marshall Space Flight Center, effective immediately. In this role, Clark will be help lead the center’s largest organization, comprised of more than 2,500 civil service and contractor personnel, who design, test, evaluate, and operate flight hardware and software associated with Marshall-developed space transportation and spacecraft systems, science instruments, and payloads.

    Clark previously served as deputy director of the Space Systems Department at Marshall from 2021-2024 and served as acting director in 2024. In this role, Clark led the design, development, assembly, integration, testing, and delivery of flight, ground, prototype, and development products for NASA human spaceflight programs, science investigations, and exploration initiatives. He aided in the oversight of an annual budget of approximately $70 million and helped manage a diverse, highly technical workforce of approximately 660 civil service employees and contractors.
    Over his three decades of service to NASA, Clark has held numerous key leadership roles, bringing a wealth of technical and supervisory experience to Marshall’s broad range of engineering endeavors. He served as manager of the vehicle equipment area in Johnson Space Center’s Vehicle Systems Integration Office of the Gateway Program from 2018-2021. He was also manager of the Engineering Resource Management Office in Marshall’s Engineering Directorate from 2014-2018, tasked with leading and coordinating resources among eight engineering departments, laboratories and offices staffed by more than 2,300 civil service and contract personnel.
    He was acting deputy manager of the Engineering Directorate’s Spacecraft and Vehicle Systems Department from February 2014 to October 2014. Prior to that, Clark was chief of the directorate’s Electrical Integration and Fabrication Division from 2007-2014, and chief of the Electromagnetic Environmental Effects and Electrical Integration Branch from 2004-2007. He joined Marshall in September 1991 as an electromagnetic environmental effects engineer.
    Clark earned a bachelor’s degree in electrical engineering from Tennessee Technological University in Cookeville in 1989 and a master’s degree in electrical engineering from The Ohio State University in Columbus in 1991.
    Among his many professional awards and honors, Clark received the NASA Exceptional Achievement Medal in 2010 for his work on the Ares IX, the launch vehicle which informed development of NASA’s new rocket, the Space Launch System. He also received a Silver Snoopy award in 1999, reflecting outstanding service and the highest dedication to safe human spaceflight.

    A passion for puzzles, problem-solving, and propulsion led Sarah Ryan – a native of Columbus, Ohio – to her current position as Raptor engine lead for NASA’s HLS (Human Landing System) insight team at NASA’s Marshall Space Flight Center. The SpaceX Raptor rocket engine powers the company’s Starship and Super Heavy rocket. SpaceX will land astronauts on the Moon for NASA’s Artemis III and Artemis IV missions using the Starship HLS. NASA’s Artemis campaign aims to land the first woman, first person of color, and first international partner astronaut on the Moon.

    “My team looks at how the components of the Raptor engine work together. Then, we evaluate the performance of the full system to make sure it will accomplish the NASA HLS and Artemis missions,” Ryan said. “I get to see lots of pieces and parts of the puzzle and then look at the system as a whole to make sure it meets NASA’s needs.”
    While earning a bachelor’s degree from Case Western Reserve University in Cleveland with a dual major in aerospace engineering and mechanical engineering, Ryan had an internship at Marshall, working on a payload for a science mission onboard the International Space Station.
    After working for a year on satellite design, Ryan returned to Marshall. She noted that the opportunity to work in Marshall’s Engine Systems branch, to be involved with pushing technology forward, and to work on Artemis, really drew her back to NASA. Ryan later earned a master’s degree in aerospace systems from the University of Alabama in Huntsville.
    When not occupied with rocket engine development, Ryan likes to work on quieter hobbies in her free time, including reading, board games, crocheting, and solving all manner of puzzles – crosswords, number games, word games, and more. Her interest for solving puzzles carries over into her work on the Raptor rocket engines for HLS.
    “My favorite tasks are the ones that most resemble a puzzle,” Ryan said. “If we’re investigating an issue and have a lot of information to assess, I love putting all the pieces together and figuring out what happened, why, and the path forward. I enjoy digging into the data and solving those puzzles.”
    With Artemis, NASA will explore more of the Moon than ever before, learn how to live and work away from home, and prepare for future human exploration of Mars.     While precision, perseverance, and engineering are necessary skills in building a Moon rocket, Casey Wolfe knows that one of the most important aspects for the job is teamwork.
    “Engineering is vital, but to get this type of work done, you need to take care of the human element,” said Wolfe, the assistant branch chief of the advanced manufacturing branch in the Materials and Processes Laboratory at NASA’s Marshall Space Flight Center.

    Together with her team, Wolfe is developing and producing the next generation payload adapter for NASA’s SLS (Space Launch System) super-heavy lift rocket. The adapter is made with some of the world’s most advanced composite manufacturing techniques.
    Wolfe’s work integrates the technical day-to-day operations and personnel management of the composites manufacturing team and additive manufacturing team, balancing production of SLS hardware with the creation of new engines using the latest manufacturing technologies. 
    “A lot of my day to day is in managing our two teams, making connections, building relationships, and making sure people feel supported,” Wolfe said. “I conduct individual tag ups with each team member so we can be proactive about anticipating and addressing problems.”
    Wolfe grew up in Huntsville, a place known as the “Rocket City,” but it wasn’t until she visited a job fair while studying at Auburn University for a polymer and fiber engineering degree that she began to consider a career at Marshall. Wolfe applied for and was selected to be a NASA intern through the Pathways Program, working in the non-metallic materials branch of the Materials and Processes Laboratory.
    Wolfe supported a coating system for electrostatic discharge on the first uncrewed test flight of the Orion spacecraft. Launching Dec. 5, 2014, Orion traveled to an altitude of 3,600 miles, orbited Earth twice, and splashed down in the Pacific Ocean. It was during her internship that Wolfe realized how inspirational it felt to be treated like a vital part of a team.
    “The SLS program gave everyone permission to sign the hardware, even me – even though I was just an intern,” Wolfe said. “It was impactful to me, knowing that something I had worked on had my name on it and went to space.” 
    Since being hired by NASA, Wolfe’s work has supported development of the Orion stage adapter diaphragms for Artemis II and Artemis III, and the payload adapters for Artemis IV and beyond. The first three Artemis flights use the SLS Block 1 rocket variant, which can send more than 27 metric tons (59,500 pounds) to the Moon in a single launch. Beginning with Artemis IV, the SLS Block 1B variant will use the new, more powerful exploration upper stage to enable more ambitious missions to deep space, with the cone-shaped payload adapter situated atop the rocket’s exploration upper stage. The new variant will be capable of launching more than 38 metric tons (84,000 pounds) to the Moon in a single launch.
    “While the engineering development unit of the payload adapter is undergoing large-scale testing, our team is working on the production of the qualification article, which will also be tested,” Wolfe said. “Flight components should be starting fabrication in the next six months.”
    When Wolfe isn’t working, she enjoys hiking, gardening, and hanging out with her dogs and large family. Recently, she signed another piece of SLS hardware headed to space: the Orion stage adapter for the second Artemis mission.
    With as many responsibilities as Wolfe juggles, it’s easy to lose sight of her work’s impact. “I work in the lab around the hardware all the time, and in many ways, it can become very rote,” she said.
    But Wolfe won’t forget what she saw one evening when she worked late: “Everybody was gone, and as I walked past the launch vehicle stage adapter, there were two security guards taking pictures of each other in front of it. It was one of those things that made me step back and reflect on what my team accomplishes every day: making history happen.”
    NASA is working to land the first woman, first person of color, and its first international partner astronaut on the Moon under Artemis. SLS is part of NASA’s backbone for deep space exploration, along with the Orion spacecraft, supporting ground systems, advanced spacesuits and rovers, the Gateway in orbit around the Moon, and commercial human landing systems. SLS is the only rocket that can send Orion, astronauts, and supplies to the Moon in a single launch.

    New findings using data from NASA’s IXPE (Imaging X-ray Polarimetry Explorer) mission offer unprecedented insight into the shape and nature of a structure important to black holes called a corona.
    A corona is a shifting plasma region that is part of the flow of matter onto a black hole, about which scientists have only a theoretical understanding. The new results reveal the corona’s shape for the first time, and may aid scientists’ understanding of the corona’s role in feeding and sustaining black holes.

    Many black holes, so named because not even light can escape their titanic gravity, are surrounded by accretion disks, debris-cluttered whirlpools of gas. Some black holes also have relativistic jets – ultra-powerful outbursts of matter hurled into space at high speed by black holes that are actively eating material in their surroundings.
    Less well known, perhaps, is that snacking black holes, much like Earth’s Sun and other stars, also possess a superheated corona. While the Sun’s corona, which is the star’s outermost atmosphere, burns at roughly 1.8 million degrees Fahrenheit, the temperature of a black hole corona is estimated at billions of degrees.
    Astrophysicists previously identified coronae among stellar-mass black holes – those formed by a star’s collapse – and supermassive black holes such as the one at the heart of the Milky Way galaxy.
    “Scientists have long speculated on the makeup and geometry of the corona,” said Lynne Saade, a postdoctoral researcher at NASA’s Marshall Space Flight Center and lead author of the new findings. “Is it a sphere above and below the black hole, or an atmosphere generated by the accretion disk, or perhaps plasma located at the base of the jets?”
    Enter IXPE, which specializes in X-ray polarization, the characteristic of light that helps map the shape and structure of even the most powerful energy sources, illuminating their inner workings even when the objects are too small, bright, or distant to see directly. Just as we can safely observe the Sun’s corona during a total solar eclipse, IXPE provides the means to clearly study the black hole’s accretion geometry, or the shape and structure of its accretion disk and related structures, including the corona.
    “X-ray polarization provides a new way to examine black hole accretion geometry,” Saade said. “If the accretion geometry of black holes is similar regardless of mass, we expect the same to be true of their polarization properties.”
    IXPE demonstrated that, among all black holes for which coronal properties could be directly measured via polarization, the corona was found to be extended in the same direction as the accretion disk – providing, for the first time, clues to the corona’s shape and clear evidence of its relationship to the accretion disk. The results rule out the possibility that the corona is shaped like a lamppost hovering over the disk. 
    The research team studied data from IXPE’s observations of 12 black holes, among them Cygnus X-1 and Cygnus X-3, stellar-mass binary black hole systems about 7,000 and 37,000 light-years from Earth, respectively, and LMC X-1 and LMC X-3, stellar-mass black holes in the Large Magellanic Cloud more than 165,000 light-years away. IXPE also observed a number of supermassive black holes, including the one at the center of the Circinus galaxy, 13 million light-years from Earth, and those in galaxies NGC 1068 and NGC 4151, 47 million light-years away and nearly 62 million light-years away, respectively.
    Stellar mass black holes typically have a mass roughly 10 to 30 times that of Earth’s Sun, whereas supermassive black holes may have a mass that is millions to tens of billions of times larger. Despite these vast differences in scale, IXPE data suggests both types of black holes create accretion disks of similar geometry.
    That’s surprising, said Marshall astrophysicist Philip Kaaret, principal investigator for the IXPE mission, because the way the two types are fed is completely different.
    “Stellar-mass black holes rip mass from their companion stars, whereas supermassive black holes devour everything around them,” he said. “Yet the accretion mechanism functions much the same way.”
    That’s an exciting prospect, Saade said, because it suggests that studies of stellar-mass black holes – typically much closer to Earth than their much more massive cousins – can help shed new light on properties of supermassive black holes as well. The team next hopes to make additional examinations of both types.
    Saade anticipates there’s much more to glean from X-ray studies of these behemoths. “IXPE has provided the first opportunity in a long time for X-ray astronomy to reveal the underlying processes of accretion and unlock new findings about black holes,” she said.

    The Oort Cloud comet, called C/2023 A3 Tsuchinshan-ATLAS, passes over Southeast Louisiana near New Orleans, home of NASA’s Michoud Assembly Facility on Oct. 13. The comet is making its first appearance in documented human history; it was last seen in the night sky 80,000 years ago. The Tsuchinshan-ATLAS comet made its first close pass by Earth in mid-October and will remain visible to viewers in the Northern Hemisphere just between the star Arcturus and planet Venus through early November.     A new NASA/ESA Hubble Space Telescope image features the striking spiral galaxy Messier 90 (M90, also NGC 4569), located in the constellation Virgo. In 2019, Hubble released an image of M90 created with Wide Field and Planetary Camera 2 (WFPC2) data taken in 1994, soon after its installation. That WFPC2 image has a distinctive stair-step pattern due to the layout of its sensors. Wide Field Camera 3 (WFC3) replaced WFPC2 in 2009 and Hubble used WFC3 when it turned its aperture to Messier 90 again in 2019 and 2023. That data resulted in this stunning new image, providing a much fuller view of the galaxy’s dusty disk, its gaseous halo, and its bright core.

    The inner regions of M90’s disk are sites of star formation, seen here in red H-alpha light from nebulae. M90 sits among the galaxies of the relatively nearby Virgo Cluster, and its orbit took M90 on a path near the cluster’s center about three hundred million years ago. The density of gas in the inner cluster weighed on M90 like a strong headwind, stripping enormous quantities of gas from the galaxy and creating the diffuse halo we see around it. This gas is no longer available to form new stars in M90, with the spiral galaxy eventually fading as a result.
    M90 is located 55 million light-years from Earth, but it’s one of the very few galaxies getting closer to us. Its orbit through the Virgo cluster has accelerated so much that M90 is in the process of escaping the cluster entirely. By happenstance, it’s moving in our direction. Astronomers have measured other galaxies in the Virgo cluster at similar speeds, but in the opposite direction. As M90 continues to move toward us over billions of years, it will also be evolving into a lenticular galaxy.

    Two shocking incidents of animal cruelty have recently been observed during the transport of animals in Austria.

    During the export of pregnant animals from Austria, footage on the Bulgarian-Turkish border shows a calf being cut out of a pregnant, dead cow, following which the calf is thrown on to the blood-drenched ground, while shaking violently[1]. Other footage shows animals unable to stand upright due to illness or exhaustion being brutally dragged from a vehicle by their front legs.[2]

    An overloaded truck carrying 142 calves was also stopped in Austria. A veterinarian on site confirmed that this transport from the Netherlands should never have taken place because the transport documents were not in order, the duration of the transport and the planned rest breaks were not respected and the water system for the animals was inadequate[3].

  • MIL-OSI United Nations: Experts of the Human Rights Committee Welcome France’s Efforts to Combat Homophobia, Raise Questions on Violence in New Caledonia and Rules Governing Identity Checks

    The Human Rights Committee today concluded its consideration of the sixth periodic report of France on how it implements the provisions of the International Covenant on Civil and Political Rights, with Committee Experts welcoming France’s national plan combatting hatred against lesbian, gay, bisexual, transgender and intersex persons and plans to combat homophobia, while raising questions on violence in New Caledonia and rules governing identity checks. 

    One Committee Expert said the Committee welcomed the national plan for equality and against hatred and discrimination against lesbian, gay, bisexual, transgender and intersex persons (2020-2026) and the government plan (2023-2026) to combat homophobia and discrimination based on sexual orientation and gender identity. 

    Another Expert said it appeared that the current violence in the non-self-governing territory of New Caledonia was linked to reforms of the Nouméa Accord and a lack of progress in the decolonisation process.  What was the progress made on the issue of self-determination of the non-self-governing territory of New Caledonia as well as that of French Polynesia, and the participation and consultation processes put in place with the indigenous peoples living in these territories to obtain their free and informed consent and access to independence? 

    Another Expert asked if the State party could indicate whether mandatory training on racial and ethnic discrimination and profiling was systematically offered to law enforcement officials, both in metropolitan France and in the overseas territories?  Did the State party systematically collect data to monitor the use of identity checks, both in metropolitan France and in the overseas territories?  Would the State party be prepared to implement a template for all individuals subject to an identity check?  Would it be willing to introduce a centralised record of all identity checks to have an overview of how they were used, with whom and where?

    The delegation said France supported the recognition of indigenous peoples.  New Caledonia was one of the most advanced examples of the French Government recognising the rights of indigenous peoples.  Since the Nouméa Accord, an institutional framework had been put into place allowing for shared governance between the communities, representing the customs of the Kanak people.  On 1 October, the Prime Minister announced the postponement of elections in 2025, which was unanimously agreed by Parliament.  Since 1998, France had been cooperating with the decolonisation committee and the work had been fruitful.

    The delegation said all French citizens were equal before the law. The code of ethics for the police and national gendarmerie prohibited discriminatory identity checks.  When the law authorised an identity check, the police should not rely on any physical trait, unless there were specific grounds. Any act of discrimination could be reported by someone who believed they were a victim of discriminatory profiling. There were several ways to do this, including through the various controlling and monitoring authorities and the judiciary.

    Introducing the report, Isabelle Rome, Ambassador for Human Rights of France and head of the delegation, said human rights were a priority for France.  In December 2023, the President of the Republic announced that a House of Human Rights would be created in Paris to support civil society organizations. France had strengthened its public policies on the judiciary, democracy and the law enforcement agencies since 2022, paying particular attention to conditions for the use of force, and compliance with the rules of ethics during all police operations.  Ms. Rome concluded by saying that France believed in its democratic model, in liberty, equality and fraternity, as illustrated this summer by the Olympic and Paralympic Games.

    In concluding remarks, Ms. Rome thanked the Committee for the dialogue.  France was deeply attached to the rule of law and the Committee’s recommendations would be scrupulously considered.  The country was committed to renewing dialogue with the territory of New Caledonia and its inhabitants. 

    Tania María Abdo Rocholl, Committee Chairperson, thanked the delegation for the dialogue, which had covered a wide range of subjects under the Covenant.   The Committee aimed to ensure the highest level of implementation of the Covenant in France. 

    The delegation of France was made up of representatives of the Ministry for Europe and Foreign Affairs; the Ministry of the Interior and Overseas; the Ministry of Justice; the State Council; the Interministerial delegation to the fight against racism, anti-Semitism, and hatred; the French office for the protection of refugees and stateless persons; and the Permanent Mission of France to the United Nations Office at Geneva.

    Presentation of Report

    ISABELLE ROME, Ambassador for Human Rights of France and head of the delegation, said human rights were a priority for France.  In December 2023, the President of the Republic announced that a House of Human Rights would be created in Paris to support civil society organizations.  Launched in 2021, the Marianne initiative for human rights defenders aimed to encourage the activities of human rights defenders, both in their country of origin, and by welcoming them in France.  The fight against the death penalty was also a priority for France.  France would host the ninth World Congress against the Death Penalty in Paris in 2026.  France was also contributing to the organization of the first World Congress on Enforced Disappearances in Geneva on 15 and 16 January 2025. 

    The State’s new feminist diplomacy strategy would be published by the end of 2024.  France was proud that the Paris 2024 Olympic and Paralympic Games were the first gender-balanced games in history.  Through its diplomatic and consular network, France supported projects of democratic governance, respect for the rule of law, the fight against impunity, access to justice, and mechanisms to monitor the effective exercise of civil and political rights.  In 2019, France launched the Partnership for Information and Democracy, which was joined by 54 States from all regions, to guarantee freedom of expression.  In May 2024, the President of the French Republic and the Prime Minister of New Zealand announced the creation of a new non-governmental organization, the Christchurch Call Foundation, to coordinate the work of the Christchurch Call to eliminate terrorist and violent extremist content online. 

    France had strengthened its public policies on the judiciary, democracy and the law enforcement agencies since 2022, paying particular attention to conditions for the use of force, and compliance with the rules of ethics during all police operations.  The national law enforcement plan published in 2021 provided for an adaptation of the employment strategies of the republican security companies and the mobile gendarmerie squadrons during public demonstrations.  The right to demonstrate was guaranteed by the Constitution in France.  By getting in touch with the prefects and police units involved in public demonstrations, journalists could be added to communication channels, allowing them to receive live information and ask questions. 

    Between 2020 and 2024, the Ministry of Justice’s budget increased by 33 per cent, from €7.6 billion in 2020 to €10.1 billion in 2024. In five years, the French Ministry of Justice would have recruited as many magistrates as in the last 20 years. To combat prison overcrowding, the Ministry of Justice was implementing a proactive prison regulation policy, based on the development of alternatives to incarceration, the strengthening of early release mechanisms, and an ambitious prison real estate programme creating 15,000 net prison places.  An Interministerial Committee for Overseas Territories was set up in July 2023.  France had mobilised authorities to enable and guarantee the return to calm and security of people in New Caledonia. Emergency measures were deployed last June.  The mediation and work mission continued its work, with the aim of renewing political dialogue. 

    France had been implementing a new interministerial plan for gender equality 2023-2027, which contained 161 measures divided into four priority areas: the fight against violence against women; the global approach to women’s health; professional and economic equality; and the dissemination and transmission of a culture of equality.  The law of July 2023 aimed at strengthening women’s access to responsibilities in the public service.  It increased the mandatory quota of first-time female appointments to senior and management positions to 50 per cent.  On 8 March 2024, France became the first country in the world to enshrine the freedom to have access to voluntary termination of pregnancy in its Constitution. 

    Questions by Committee Experts

    A Committee Expert welcomed that France’s report was prepared in consultation with the National Consultative Commission on Human Rights, whose role was to monitor France’s international commitments and the implementation of recommendations issued by international and regional bodies.  In May 2024, despite the provisions of the Nouméa Accord which provided for a process of gradual transfer of power from France to New Caledonia, the National Assembly voted in favour of expanding the electorate of New Caledonia.  Thousands of Kanak demonstrators mobilised to denounce these reforms, which were allegedly passed without adequate consultation or free, prior and informed consent.  In the absence of sufficient dialogue on the part of the authorities, a violent conflict had been raging since that date. 

    The French Government had deployed considerable military resources to restore order, but at the cost of numerous allegations of excessive use of force that led to several deaths among Kanak protesters and security forces, as well as injuries.  According to information received by the Committee, at least 11 people were shot dead and 169 others were injured; 2658 demonstrators were arrested, many of whom were arbitrarily arrested and detained, dozens of them were also transferred to metropolitan France. 

    It appeared that the current violence in the non-self-governing territory of New Caledonia was linked to reforms of the Nouméa Accord and a lack of progress in the decolonisation process.  What was the progress made on the issue of self-determination of the non-self-governing territory of New Caledonia as well as that of French Polynesia, and the participation and consultation processes put in place with the indigenous peoples living in these territories to obtain their free and informed consent and access to independence?

    There had been several prominent court cases regarding the removal of headscarves in France.  In the opinion of the French State, should the Committee’s Views be followed only in the case where the Committee considered a complaint to be inadmissible or agreed with the arguments presented by the French Government? Were there intentions to lift reservations to the Covenant?  Who currently appointed the magistrates of the courts?  What was the current state of the constitutional reform initiated with a view to making the Prosecutor’s Office independent of the executive?  How could the full independence of judges and prosecutors be guaranteed?

    Since 2015, France had put in place measures to combat terrorism, which had been seen over the years to be increasingly detrimental to people’s rights and freedoms.

    Was the new legislation accompanied by sufficient guarantees against the risk of arbitrary and discriminatory implementation of these measures?  What independent and impartial expertise did public authorities have to assess the impact of new technologies on the exercise of the rights and freedoms recognised by the Covenant? 

    It was understood that mass surveillance technology was used during the Olympic and Paralympic Games.  How did the State party ensure that it did not lead to profiling that disproportionately affected racial, ethnic and religious minorities?  How did the State party ensure that continuous surveillance by algorithm-based systems did not violate the right to privacy and respected the requirements of proportionality and necessity?  For how long could the data collected in this way be kept? 

    What were the current conditions for the communication of information to the intelligence services, particularly in the area of sensitive data? What information could be transmitted and what traceability requirements were in place?  Under what conditions could information provided by the intelligence services be made available to the judicial authority and the Public Prosecutor’s Office?  What means of access was available to defendants and those accused of acts of terrorism?

    Another Expert said the Committee was informed that people of colour were subjected to identity checks by the police about 20 times more often than other citizens.  They also faced discriminatory treatment during police stops and searches, including direct fines, often without objective suspicion and without being informed of the reasons.  What could be done to ensure that the use of identity checks and fines was not left to the discretion of law enforcement agencies, and was based only on objective and individualised conditions, and not on racial origins?  Did the State party have explicit guidelines for law enforcement agencies that clearly prohibited racial profiling in police operations as well as discriminatory identity checks? 

    Could the State party indicate whether mandatory training on racial and ethnic discrimination and profiling was systematically offered to law enforcement officials, both in metropolitan France and in the overseas territories?  Did the State party systematically collect data to monitor the use of identity checks, both in metropolitan France and in the overseas territories?  Would the State party be prepared to implement a template for all individuals subject to an identity check?  Would it be willing to introduce a centralised record of all identity checks to have an overview of how they were used, with whom and where?

    The Committee had received extensive information that showed the persistent problem of systemic racial discrimination, as well as the use of negative stereotypes against minorities.  What measures had the State party taken to effectively combat all forms of hate speech and hate crimes against racial, ethnic and religious minorities? What training was provided to law enforcement officers, judges and prosecutors, and what awareness campaigns were organised to prevent and combat hate crime and hate speech?  Would France develop data collection and research in compliance with data protection rules, to effectively identify cases of racial or ethnic profiling and offences in metropolitan France and overseas?

    The Committee welcomed the national plan for equality and against hatred and discrimination against lesbian, gay, bisexual, transgender and intersex persons (2020-2026) and the government plan (2023-2026) to combat homophobia and discrimination based on sexual orientation and gender identity.  How would the State party ensure adequate resources and the active participation of civil society in the implementation of these plans?  Did these programmes sufficiently take into account minorities within minorities, such as lesbian, gay, bisexual, transgender and intersex asylum seekers? 

    The Committee was informed that some of the measures granting extensive powers to the administrative authorities, developed in the context of the state of emergency, had been granted permanent status.  What measures had the State party taken to ensure that initial emergency measures were in conformity with the Covenant in terms of necessity and proportionality?  How did the State party promote the accessibility of judicial procedures and ensure that they were effective?

    How would France ensure that anti-terrorism legislation did not disproportionately target Muslims and that actions were based on alleged criminal behaviour rather than religious practices?  How did the State party ensure that house searches and dissolution of organizations were conducted by the courts?  What was the percentage of terrorist offences in relation to criminal offences committed in the last five years?  The Committee was informed of the law establishing a new security regime, which subjected the accused to certain obligations, with a view of ensuring their reintegration.  How did France ensure that this monitoring system, which was based on the rather vague notion of “dangerousness”, was not arbitrary and did not disproportionately infringe on the rights of persons who had served their sentences?

    One Committee Expert said the Committee particularly welcomed the State party’s commitment of significant financial resources to address the needs of vulnerable groups during the health crisis of COVID-19. What was the impact of the measures described in the State party’s report, to ensure that the COVID-19 pandemic did not exacerbate inequalities, discrimination and exclusion, including among vulnerable groups?  Specifically, regarding domestic violence against women, which was said to have increased during the pandemic, what was the assessment of the effectiveness and impact of the measures taken? 

    While noting the information provided by the State party, including on the judicial review of the restrictions imposed, could the proportionality of the measures imposed to address COVID-19 be explained, including the ban on any gathering of more than 10 people imposed for a certain period? What assessment did the State party make of this experience for a better consideration of human rights in future crises?      

    Another Expert said the State party had reported on humanitarian repatriations from Syria of women and children of French nationality.  With regard to returns, according to public reports, there was still a significant number of women and children detained or held in camps and rehabilitation centres in Syria.  What was the number, the current situation, and the measures taken by the State party to ensure the full repatriation of all French women and children still in detention camps and rehabilitation centres for minors in Syria? 

    What was the estimated number of detained men and women in Syria who participated as Islamic State fighters?  Had measures been taken to ensure that due process standards were strictly respected in the trials before the Syrian national courts? According to information, in May and June 2019, 11 French nationals had been sentenced to death in Iraq for their involvement as Islamic State fighters.  Could the delegation provide an update on that information and indicate what steps the State party had taken to prevent the continued imposition of death sentences on its nationals in that country?  What other penalties had been applied to these French nationals in lieu of the death penalty?

    The Committee had requested information related to the Arms Trade Treaty, in order to know whether the State party carried out an evaluation for the granting of export licenses aimed at determining that the recipient country used the weapons included in the respective license within the framework of respect for the right to life.  Did the evaluation of an arms export take this into account?  Had any measures been taken to ensure a total ban on arms sales to countries where there was a clear risk that such weapons could be used to violate international human rights law?  Was it possible to access information on arms exports so that civil society could carry out oversight?  What measures had been taken to prevent the negative effects on the right to life of the operations of French companies abroad, especially in the province of Cabo Delgado in Mozambique? 

    A Committee Expert said the Committee was informed that there had been a rise in police violence in recent years, with multiple incidents resulting in fatal outcomes, some of them young boys.   Could more information be provided on trainings on racism for police officers?  Had improvements been made, bearing in mind previous incidents?  The Committee was informed that investigations and legal procedures of unlawful killings by law enforcement officials were not expeditious, sometimes even leading to de facto police impunity, or that sentences were not commensurate with the gravity of the crime. 

    Had there been plans to amend legal norms and review legal conditions for the use of firearms by the police and the gendarmerie, aiming to reduce the risks of disproportionate use of lethal force, and to strike a better balance with the principles of absolute necessity and strict proportionality?  What was the status of investigations of fatalities and injuries, including those related to alleged excessive use of force, which emerged during conflicts that started in May 2024 in New Caledonia? Had trainings been undertaken for those operating in France’s overseas territories? 

    The Committee welcomed the reported introduction of the new right to appeal introduced by article 803-8 of the Code of Criminal Procedure, as a step forward.  However, Experts had been informed that there were several challenges preventing its full use and benefits.  Since the right to a judicial remedy against undignified conditions of detention was introduced in 2021, what were the steps taken by the State party to disseminate it within the incarcerated population?  Was the information on the creation of a new legal tool easily reachable in all penitentiaries under the jurisdiction of the State party?  Had legal aid been introduced to those incarcerated persons who could not afford a lawyer or judicial taxes?  Were there plans to introduce wider use of alternatives to detention or a more restricted use of detention as a last resort?

    Responses by the Delegation

    The delegation said France supported the recognition of indigenous peoples.  New Caledonia was one of the most advanced examples of the French Government recognising the rights of indigenous peoples.  Since the Nouméa Accord, an institutional framework had been put into place allowing for shared governance between the communities, representing the customs of the Kanak people.  On 1 October, the Prime Minister announced the postponement of elections in 2025, which was unanimously agreed by Parliament.  Since 1998, France had been cooperating with the decolonisation committee and the work had been fruitful.

    Since 2015, the technical intelligence community had been working on a specific legal framework.  The law included respect for the private lives of citizens and had a strict principle of proportionality.  The law set forth the procedures to be respected when it came to implementing intelligence techniques, including prior authorisation by the Prime Minister.  There were restrictions on how long the data could be held.  The enhanced video surveillance was enacted in advance of the Olympics and Paralympics Games.  France chose to engage in a rigorous oversight mechanism regarding this surveillance.  This was a tool for detecting events without having to resort to facial recognition.

    At the end of the state of emergency, which followed the attacks carried out on France in 2015, the Government acknowledged the need to keep these tools in place due to the possibility of other attacks.  Four new measures had then been created.  These laws were only for preventing terrorism and were accompanied with significant guarantees for citizens.  The law of 30 July 2021 on preventing acts of terrorism gave these measures permanency.  The Constitutional Council believed this was a balanced approach that ensured achieving the goal of preventing terrorism while respecting private life.  House searches could not be instigated unless there was prior authorisation from a judge; 1,447 remedies were presented for the state of emergency.  The law of 2021 applied to people who had been sentenced to acts of terrorism. Sentences for terrorist activities represented around 0.04 per cent of all criminal activities. 

    A plan had been developed to prepare the plan on combatting lesbian, gay, bisexual, transgender and intersex hatred, involving members of civil society.  The plan contained 16 key measures, including a ten-million-euro fund by 2027 to improve the host centres for these individuals.  The goal was to have two centres per region in France.  For hate speech, the legislation provision had recently been strengthened.  In 2021, there was a vote to govern the digital space and that law had a set of provisions on combatting online hate speech to better regulate illegal behaviour. There had been significant progress made in this area, given that a bill had been introduced in the European Parliament to regulate heinous content online. 

    In France, 2020 was the year that the State had the lowest rate of femicide.  This meant that the measures set up were effective, and that the police and justice systems were able to act swiftly to combat family violence.  There were also provisions which allowed complaints to be raised. 

    Measures adopted during the pandemic were considered to be proportional.  The measures taken to address the pandemic did not overturn other measures in place. During COVID-19, the number of calls to victim support groups for violence had increased.  The accelerated measures implemented by France to support victims included electronic bracelets to ensure restraining orders were complied with.   In 2021, emergency plans were implemented to ensure people were protected.  At the end of the pandemic, the State provided hotlines 24/7 and reception centres in shopping malls.  More specialised support was also provided in courts. 

    International commitments by France to human rights did not involve a repatriation of citizens in an area where France had no control.  Authorities responded systematically to requests for repatriation made by French citizens.  Since 2019, repatriation efforts for minors had been organised.  France exported weapons to countries that wished to strengthen their armies, only with strict national oversight. 

    Force was only used when necessary in cases set forth by law and in a manner which was proportional to the threat.  A police or member of the gendarmerie would only use force if it was essential in their work, such as in cases of self-defence.  Police had additional guidelines on the use of weapons.  There should never be doubt regarding the reasons of an arrest warrant. 

    France had a law which allowed for all inmates to request guarantees for their detention conditions, ensuring they were dignified. A provision was in place which allowed individuals to benefit from jurisdictional support, in place since 2023. Template forms for this purpose were provided to all detainees upon their detention. 

    Questions by Committee Experts

    A Committee Expert said the problem with the New Caledonia information was the outcome of the projects which arose in France in 1984. The idea of postponing elections to 2025 was a positive sign as this would allow for mediation between the local and French authorities.  Over recent years, there had been a considerable strengthening of anti-terrorist measures.  However, the majority of terrorist threats were foiled by international cooperation efforts.  Were the measures justified by the threats the State faced?  How could this be transmitted between different intelligence branches?  How long was intelligence data stored and what measures were provided to keep the information secure? 

    Another Expert asked for disaggregated data on what law enforcement officials had been charged with?  Were inmates allowed to apply to a collective appeal so that others could benefit? 

    An Expert said there were laws which prohibited discrimination in identification checks; how was it ensured that this legislation was implemented?

    Another Committee Expert asked for the delegation to bear in mind the matter of redress granted to victims of violence. 

    One Expert asked for a more specific response to the measures adopted to comply with the rulings of the European courts against certain cases against France?  How did the State party ensure effective judicial control and parliamentary oversight in weapon exportation? 

    Responses by the Delegation

    The delegation said the French overseas territories met all international criteria under the law.  France had completed the decolonisation process and no longer administered non-self-governing territories.  As for French Polynesia, in 2023, France decided to speak before the General Assembly, illustrating ongoing dialogue between the State and French Polynesia. France supported the development of French Polynesia. 

    The French Government followed the individual communications procedure before the Committee.  Any communications were the subject of broad consultations among many ministries and institutions. 

    When France ended the state of emergency of 2015 to 2017, the risk of terrorism in the country was still high.  While this risk had come down, threats still persisted; 45 attacks had been foiled between 2017 and now. 

    In 2022, over 700 people brought cases to court regarding acts of violence committed by people in public authority.  Over 200 of these led to convictions. 

    The Ministry of Education and Youth was currently creating a programme to consider the new kinds of racism and anti-Semitism which had cropped up in recent years. 

    The French law enforcement force represented the population and was diverse.  Inmates could ask for specific improvements to detention conditions which impacted their dignity.  Improvements had been carried out in several penitentiaries as a result of this. Several inmates could present these complaints together.   

    Questions by Committee Experts

    A Committee Expert said since the end of the state of health emergency on 10 July 2020, the situation of exiled people in Calais had deteriorated.  The nearly 1,200 homeless men, women and children in Calais had seen their living conditions deteriorated due to the brutal “evacuations” of several large camps, and the dramatic reduction in vital services such as food distributions, and lack of access to showers and water points.  Additionally, around 100 unaccompanied minors had settled in tents in Jules Ferry Square to highlight that they had been abandoned by the State. Could the State party comment on this?

    According to information received, journalists and media organizations were reportedly facing increasing challenges in carrying out their duties, including restrictions on reporting, potential abuses of power, and other pressures that undermined press freedom.  Reporters without Borders reported that police reportedly assaulted several “clearly identifiable” journalists.  There were several cases cited to support these allegations, including journalists in New Caledonia who stated they were constantly harassed for their coverage of the riots.  Could the delegation comment on these allegations?  What measures did the State party intend to take to better protect journalists and human rights defenders in the exercise of their work? Had the perpetrators of the mentioned cases been prosecuted and what was the outcome, including convictions and reparations?

    Another Expert noted the numerous allegations of prison overcrowding in the State party and the serious health risks during the most critical period of the COVID-19 pandemic, asking what were the reasons for providing, through decree-law 2020-303, for the full continuation of pre-trial detention, which even affected minors?  What were the conditions for the application of the measure of full maintenance of pre-trial detention to children and how many children were affected by this measure? How did law no. 2021-646 of 25 May 2021 on global security preserving freedoms effectively guarantee respect for privacy, especially in the use of portable cameras by law enforcement officers and cameras installed on unmanned aerial vehicles?  Did it include the principles of proportionality and necessity? In the case of the use of surveillance devices in public demonstrations by law enforcement officers, were there safeguards or limitations to prevent their use from affecting the right to peaceful assembly and freedom of expression? 

    It was alleged that four former national secretaries of the General Confederation of Labour were being investigated for defamation and public slander following a complaint filed against them by the Directorate of the National School of Prison Administration.  Could information on this be provided?  The Committee would also like information on the processes followed against various union, political and community leaders for the crime of glorifying terrorism after the Hamas attacks of 7 October 2023.  It was reported that during the recent Olympic Games, there were many cases of systematic Islamophobia that mainly affected Muslim athletes and communities, a situation exacerbated by the security measures adopted. Could the delegation comment on this? What measures had the State party taken to combat hate speech against lesbian, gay, bisexual, transgender and intersex persons?

    One Expert said the Committee had unfortunately been informed that the situation of migrants in Calais and Grande-Synthe was still very worrying, with authorities continuing to apply the “zero point of fixation” policy, under which temporary shelters were systematically dismantled, sometimes with excessive use of force, every 48 hours.  How were migrants informed of the 48 hour rule and the possible dismantling of their temporary shelters?  Could the State consider the use of more humane and proportionate alternatives to dismantling these shelters, including increasing the capacity of reception centres?  What measures had been adopted to facilitate reporting on police abuses? 

    The Committee was concerned by reports that migrants had been detained at the French-Italian border without having obtained legal documents explaining their detention.  How did France ensure that such detentions were not arbitrary and that all migrants were informed of their procedural rights?  The Committee was also informed that the immigration law of 2 January 2024 expanded the criteria for expulsion to include minor offences, and allowed authorities to place a foreign person in administrative detention for reasons related to a potential threat to public order without justification, as well as allowing detention to be extended and reducing procedural rights.  How was it ensured that these measures were compatible with the provisions of the Covenant? 

    The Committee had received information that the State party continued to issue expulsion notices for the return of persons to countries where they were at risk of serious violations of their rights.  How did the State party ensure respect for the principle of non-refoulement in all cases of expulsion?  Regarding the internal borders of the Schengen area, in particular the issue of rapid refoulement at the border between France and Italy, the Committee noted with appreciation the State party’s follow-up to the conclusion of the Court of Justice of the European Union.  The Committee welcomed the annulment by the Council of State, in February, of certain parts of the Code on the Entry and Residence of Foreigners and the Right of Asylum. 

    However, information had been received that foreign nationals continued to be forcibly returned to Italy without having had access to a proper asylum procedure.  How did France ensure the individualised examination of all applications and effective access to asylum procedures?  Did the State intend to end the use of bone tests in law and in practice?  What was the objective of the January 2024 law to establish files to identify unaccompanied minors suspected of a criminal offence?  Who controlled these files and who kept them?  What measures had been taken to ensure adequate temporary accommodation and emergency accommodation for unaccompanied minors?

    One Committee Expert said France had adopted the third national action plan against human trafficking (2024-2027) at the beginning of 2024.  Could the evaluation of achievements from the second action plan be provided and what goals were set for the third plan?  What were the measures developed to combat trafficking?  Could victims receive compensation within the criminal procedure, or did they have to undergo civil suits for compensation?  What safeguards were in place to protect victims themselves from criminal accountability?  What methods had been developed for victims’ identification?  Had trainings been organised for prosecutors, judges and lawyers on human trafficking? 

    The Committee was concerned by numerous reports that the ban on manifestation of religious beliefs by means of clothing, headgear or other religious symbols was a source of tension in French society and was seen by some as disrespect for multiculturism, fuelling the sense of discrimination, racism, anti-Semitism, and Islamophobia.  What measures were being taken to ensure that the ban on expressing religion by means of religious clothing, headgear or symbols did not have a discriminatory effect in practice?  How was it ensured that all visible religious symbols were treated equally? What criteria was used to decide what symbol should be treated as conspicuous and thus be banned, while others were treated as discrete and allowed?  How did the State party avoid that the ban on manifestation of religious beliefs by means of clothing affected predominantly Muslim girls and women? 

    What safeguards were in place to ensure that provisions on the dissolution of association would not be broadly interpreted and end in violating the right to freedom of assembly?  There had been examples of associations, such as Uprisings of the Earth, labelled as eco-terrorists.  Could the delegation provide its views on this?  The Committee was concerned at the expansion of police powers to stop and check persons in the vicinity of protests, and the effect that this could have on the effective enjoyment of the right of peaceful assembly.  A significant number of protesters had been arrested and detained and a small percentage of the protesters arrested had been charged.  What was the position of the State party on these allegations?  How were personal dignity and respect understood by the courts?

    Another Expert said the year 2023 was marked by a succession of bans on demonstrations, particularly related to the mobilisation against the pension reform, or those carried out in support of the Palestinian people.  In October 2023, the Minister of the Interior issued a memo calling on local authorities to pre-emptively ban all demonstrations of solidarity with the Palestine people.  The ban was challenged before the Council of State, which determined that local authorities had to judge on a case-by-case basis the risks to public order and thus avoid repression by invoking public order, excessive force or arbitrary arrest.  This had had repercussions, even in the area of the right to information, which was concerning.

    Did the National Law Enforcement Scheme adopted in September 2020 mention the path of “de-escalation”, as a strategic principle for policing political manifestations in Europe, supported by the European Union?  The Committee had expressed concern about allegations of ill treatment, excessive use of force, and disproportionate use of intermediate force weapons, in particular during arrests, forced evacuations, and law enforcement operations.  A 2017 law (the Cazeneuve law) created a common framework for the use of weapons, allowing police to use armed force in five different cases.  However, the number of deaths had increased fivefold after the 2017 law, causing France to become the country in the European Union with the largest numbers of people killed or injured by shots fired by police. 

    Could the delegation explain the extent to which law enforcement agencies followed the applicable protocols in practice, with supporting statistics, and respected the principles of necessity, proportionality, precaution, non-discrimination and self-defence in the use of weapons?  What measures, in terms of training for law enforcement agencies, were envisaged?  Would the State party be willing to review the legal framework on the use of weapons and limit the use of firearms within the Security Code?  What follow-up had been given to decision 2020-131 of the Defender of Rights on general recommendations on law enforcement practices with regard to the rules of ethics? 

    According to a decision by the Ombudsman, France was the only country in Europe to use stun grenades to keep demonstrators at bay. Would grenades continue to be used despite the serious mutilations and injuries they caused?  Could the delegation provide updated information on the number of persons who had died as a result of police operations during arrests, including through the excessive use of force, and on the outcome of investigations into such deaths, sanctions imposed, and reparations provided to victims and their families?  Could statistics be provided on the number of proposals for sanctions presented by the Defender of Rights and what became of them, in particular the number of prosecutions? 

    Would the Brigades for the Repression of Motorised Violent Actions be dissolved?  The State party’s report provided information on complaints and investigations initiated concerning members of the security forces.  What measures would be taken to make the relevant statistical data more reliable, disaggregated and complete?

    Responses by the Delegation

    The delegation said the evacuations of camps in Calais which took place were done through either a legal or an administrative decision. These decisions were carried out with proper supervision and were overseen by the Government and social organizations.  Unaccompanied minors were housed in emergency shelter systems when possible and the same for adults when possible. 

    France guaranteed the right to protest and freedom of collective speech and expression of ideas.  The French State allowed journalists free circulation.  France was seeking to strike a balance because there were now many journalists without press identification who ran risks, placing themselves between protesters and law enforcement officials.  Law enforcement officers were called on to show professional behaviour at all times, including in situations where protests were violent. 

    Videos in public spaces were used to call attention to pre-determined actions; they did not have any impact on the right to protest. France supported the European plan for protecting journalists against violence.  This had allowed for additional guarantees to be provided in certain cases. 

    French authorities were mobilised to support efforts against hate speech, and there were efforts to address this phenomenon within the Ministry of Justice.  When cases were thrown out, they could be appealed before the appeals court.  Investigations into allegations of hate speech were underway. 

    The administrative police were evacuating camps, which were aimed at putting an end to illegal occupation and squatting of lands.  These operations on the ground involved parameters being established.  Regarding expulsions in Calais, 36 operations had taken place.  They were based on the same legal foundations; the anti-squat laws had been utilised to proceed with the evacuation.  Minors were always supported.  The State was aware of the situation of unaccompanied minors in Calais. Systems had been put in place to address these realities and identify the unaccompanied minors.  Work was being done with associations on the ground in Calais, including Doctors without Borders.  The shelters were only 20 minutes from Calais and allowed for daily operations and support.  This distance was far enough to protect unaccompanied minors from traffickers found in these camps. 

    When foreigners were not eligible for asylum seeking procedures, they could then be placed under administrative detention in administrative detention centres.  These decisions were subjected to oversight by judges.  During the detention period, foreigners benefitted from health care support and legal counsel.  Voluntary returnees received financial support.  Some countries were not considered to be safe, and therefore returns were only on a voluntary basis.  Since October 2022, the Government was active in Mayotte, allowing active participation in the asylum-seeking process. 

    There were 2,100 victims of trafficking and exploitation in 2023, a six per cent increase compared to 2022.  Around 882 people had been sentenced for exploitation and trafficking.  France thanked civil society for helping contribute to the National Action Plan against Trafficking.  Training was an important part of the strategy to combat trafficking; there was a training course on human trafficking with a focus on modern slavery. Training was provided to 150 different professionals.  To care for the victims of human trafficking, several mechanisms were in place, including an early detection mechanism.

    France guaranteed the rights of citizens at the highest level, and any restrictions applied to all religions equally.  There was freedom for an individual to display religious signs, but this needed to be assessed on a case-by-case basis.  Any restriction on a religious symbol was only imposed if they were identified as a risk to the public service. 

    Freedom of expression was guaranteed in France, but this could result in some groups promoting racist and hate speech.  The law of 2021 amended the list of cases where a dissolution could take place, broadening the list of discriminatory measures which could lead to a dissolution. 

    The Public Ministry could carry out prosecutions.  Sometimes the Prosecutor could enact educational measures instead, which was used in some cases of minors.  The judges of France were required to argue for their decisions, given that there were no automatic sentences in the State.  This was also true for those found guilty of threatening public order. 

    France was one of the first countries to call for a ceasefire in Gaza.  There had been a significant increase in anti-Semitic acts since October 2023. Freedom to demonstrate was a fundamental right protected by the Constitution and protests were not subjected to authorisation.  There should be a notification to law enforcement around 15 days before to protect the safety of those participating and those living in the area.  The prohibition of protests was only carried out if it was believed they were a threat to public order, and this was done with the oversight of a judge.  Exceptionally, some protests had been prohibited due to the risk they posed to public order. 

    The use of firearms in France was regulated by the Criminal Code. This allowed a gradual response to respect necessity and proportionality to the violence and the threat.  The goal was to reduce the risk of threatening life and the integrity of people.  The police and gendarmerie were trained on how to use these weapons.  Regarding the brigades, several changes in the practices of demonstrators, including the increase in use of social media, had meant that for three years, the strategy had changed.  On average, there were two to three protests every day in Paris.  To meet this challenge, the brigades were developed and had been used to break up certain disruptive groups.  Since October 2023, the Ministry of Justice had circulated a document on combatting offences related to terrorist activities. 

    The fight against Islamophobia was a strong State policy. The strong Muslim community in France should be able to live with their beliefs peacefully to enjoy their religion. Any law which might be seen as a restriction did not target any specific population or any specific religion. 

    Questions by Committee Experts

    A Committee Expert asked if minors in Mayotte could be afforded the same protections as in metropolitan France? 

    Another Expert said hate speech online affected artists and activists in the lesbian, gay, bisexual, transgender and intersex community. What had been done to prevent this? 

    An Expert said there had been a significant increase in those killed or wounded during protests or police operations.  Were grenades and defensive bullets still used?  What happened when police used these weapons? Was there a compulsory inquiry? Was there oversight regarding each use of weapons? 

    Responses by the Delegation

    Minors were subjected to an age evaluation before they were recorded as minors.  If recorded as a minor, they should not undergo another evaluation.  The dismantling of camps was based on public legal rulings.  The individuals were informed, and efforts were made to help them find shelters or to change their immigration status.  Readmission into the Schengen space was a complex issue. 

    There was a doctrine for the use of medium weapons which allowed gradual and proportionate use.  Recent changes allowed France to address the risk of wounds with these weapons.  Law enforcement officers needed to be clearly trained on each type of weapon on a regular basis.  There was a proposal to replace grenades with non-lethal “flash-bangs”. Random visits were undertaken to police and gendarmerie stations as a form of auditing.  Efforts were made to identify the amount of time weapons were used. 

    Closing Remarks

    ISABELLE ROME, Ambassador for Human Rights of France and head of the delegation, thanked the Committee for the dialogue.  France was deeply attached to the rule of law and was a living democracy; the Committee’s recommendations would be scrupulously considered.  France would continue to progress with an open-minded spirit, in partnership with civil society and the national human rights institution.  The country was committed to renewing dialogue with the territory of New Caledonia and its inhabitants. 

    TANIA MARÍA ABDO ROCHOLL, Committee Chairperson, thanked the delegation for the dialogue, which had covered a wide range of subjects under the Covenant.  The Committee aimed to ensure the highest level of implementation of the Covenant in France.

  • MIL-OSI New Zealand: Mixed weather bag ahead for Te Wai Pounamu, the South Island into Labour Weekend

    MetService and meteorologists are warning people travelling this week and over Labour Weekend to be ready for changeable weather and in some places torrential rain.

    Two storm surges are forecast, says NZ Transport Agency Waka Kotahi (NZTA), with the first starting over Te Wai Pounamu/the South Island today and tomorrow.


    Milford Sound Piopiotahi highway, SH94 closed today and Thursday

    West Coast and alpine passes

    West Coast drivers on SH6 south of Harihari need to be ready for heavy rain and possible flooding from rivers like the Waiho near Franz Josef later today and into tomorrow.

    Visibility in heavy rain can be minimal and SH6 can flood in low-lying places. “Drivers should avoid travelling at night and leave double the normal travelling distance to the car in front in torrential rain,” says Mark Pinner, System Manager for NZTA, Central South Island.

    Roads will close if conditions deteriorate and people could encounter fallen trees and slips so be ready to slow down at short notice, says Mr Pinner.

    Heavy rain is forecast to move to alpine areas of SH73, the Arthur’s Pass/ Otira highway, and further north on the West Coast later Thursday into Friday.

    • Rain is forecast to ease south of Arthur’s Pass, SH73, by early Friday and other areas later on Friday.
    • Canterbury river catchments like the Rakaia and Rangitata are also forecast to catch huge amounts of rain in the headwaters.

    Second storm over weekend

    The second storm is forecast to affect the upper half of the South Island on Saturday bringing heavy rain, including eastern areas.

    Kaikōura, Nelson, Marlborough, and Buller could all catch this rainfall as well as the eastern foothills, say meteorologists.

    With cold air forecast for Saturday also along the Main Divide alpine pass travellers need to keep up-to-date on conditions and any restrictions –  for example, if chains are required and no-towing vehicles in places like Porters or Arthur’s Pass.

    NZTA advises people to check these sites before heading away and drive prepared – with snacks, water and blankets and a safe vehicle with good windscreen wipers:

    “There will likely be heavy traffic over the long weekend as large numbers of people head out of main centres to holiday destinations. If you can avoid peak travel times it will make the trip a lot more enjoyable,” says Mr Pinner.

    Labour Weekend is now upon us after a long winter and spring with no public holidays. With it comes holiday road trips and more traffic on the roads.

    Mark Owen, Regional Manager Lower North Island / Top of the South, says with more traffic comes the need to take extra care when driving.

    “Holidays are about creating happy memories, which is why we want everyone to think about the driving basics if they’re heading away this weekend.”

    “Holiday traffic means there will be congestion on highways in and out of Wellington late Friday and Monday. If you’re in queued traffic, be patient. Our helpful Holiday Journey Planner can help you avoid peak travel times and save you some traffic jam stress,” Mr Owen says.

    Mr Owen says carrying out some basic checks before you drive can save you grief too.

    “Check your tyre pressures, coolant and oil levels. Punctures, overheating, and engine troubles are not what you need on a road trip.”

    “Also, check the weather too. If the forecast is bad, allow some extra time for your journey,” Mr Owen says.

    But the most critical advice Mr Owen has is to drive safely.

    “We may sound like a broken record when we tell people to be patient and not to speed, to keep left unless passing, to not drive when tired, and to always wear your seatbelt.”

    “But we say it because it matters. Small mistakes can have devastating consequences. For you, your friends and family, and other drivers,” Mr Owen says.


    Weather Warnings

    The Metservice has issued weather alerts for the lower North and upper South Islands.

    A Strong Wind Watch is in force for Wairarapa, Wellington, and the Marlborough Sounds from late today (Thursday) to early Friday morning, with severe northwest gales forecast for exposed areas.

    Drivers travelling on State Highway 2 Remutaka Hill and the Wainui Saddle on State Highway 1 Transmission Gully must take extra care.

    On top of the South Island, a Heavy Rain Warning has been issued for the Tasman District northwest of Motueka from late today (Thursday) to early Friday morning. This will affect State Highway 60 in Tākaka/Golden Bay.

    Drivers should be prepared for slips, rockfalls, localised flooding and wet driving conditions. Please watch your speed and following distances, and drive to the conditions.

    Road users are encouraged to check road and weather conditions before they travel.

    Vehicle safety
