    The public is being warned to prepare for travel disruption on Sunday and early on Monday as the first named storm of the new season arrives.

    The weather system bringing strong winds and heavy rain across Scotland on Sunday and early Monday has now been named as Storm Ashley.

    An Amber Warning for Wind has been issued for parts of north west Scotland (the Western Isles, West Highlands and parts of Argyll & Bute) for between 0900 and 2359 on Sunday. Yellow warnings are also in place for a wider areas of Scotland on Sunday and Monday.

    Ferries, trains – including cross-border travel – HGVs, and other modes, including possible bridge closures and speed restrictions, and much of the network in those specific areas, is set to experience cancellations, speed restrictions and delays as a direct result of challenging conditions.

    The Multi Agency Response team will be active and monitoring conditions and preparations. Officials will continue to meet with the Scottish Government’s central resilience operation which is also closely monitoring preparedness activity.

    Head of Transport Resilience at Transport Scotland, Ashleigh Robson, said:

    “Storm Ashley will likely mean travel disruption on Sunday. Passengers should certainly check with their operator, and with many families enjoying the October school holidays, we would advise them to pay close attention to any cross-border travel updates too.

    “The Multi Agency Response Team will be in position to oversee the network, advise the public, and update Ministers over the weekend, as the storm sweeps into parts of Scotland.

    “The strong winds may cause particular difficulties for HGVs and we would urge drivers to take note of the conditions. Debris on the roads and treefall is a strong possibility. The forecasted rain will make visibility difficult when driving and could result in some localised flooding.

    “Disruption on ferry services is very likely, rail services and some flights will also be impacted. Please check with you transport operator for the latest information. The decision to cancel services is never taken lightly, but safety of passengers has to be the priority. Please plan ahead. The latest information on the trunk road network is always available at http://www.traffic.gov.scot.”

    “Please do not ignore any road signage advising of changes to speed or closures to routes. These are in place for your safety and the safety of other road users and listen out for media broadcasts about the weather and how it may be impacting travel.

    HGV and bus drivers should drive with extreme caution and be aware you may be asked to park at a suitable position by the police.

    Drivers of vehicles vulnerable to being blown over should plan their route to avoid exposed areas or consider cancelling your journey until conditions improve.

    Cyclists, motorcyclists and pedestrians should consider the risk of being blown over or into the path of other road users.

  • MIL-OSI Europe: Malta: EIB Vice President Kakouris unveils Green Gateway report during MDB Visit

    The Malta Development Bank (MDB) today welcomed EIB Vice President Kyriacos Kakouris for the official presentation of the Market Assessment and Recommendations Report under the Green Gateway Advisory initiative. This project, launched earlier this year, aims to fast-track climate action and sustainability investments across Malta.

    With backing from the EIB Group, which also includes the European Investment Fund (EIF), the MDB is enhancing its capabilities to identify, support, and finance green projects. This collaboration bolsters the MDB’s role, aligning it with international standards and enabling the Bank to tap into emerging green market opportunities.

    The report is a key deliverable of the MDB’s €30 million climate-action operation, funded by the EIB, which is focused exclusively on green and sustainable projects. In addition, the MDB is gearing up to introduce new schemes under the EIF InvestEU Sustainability Guarantee, designed to further boost the green transition of Maltese SMEs and small mid-caps.

    The Green Gateway Report pinpoints critical sectors in Malta’s economy ripe for green investment, particularly in climate action and environmental sustainability. It also assesses the MDB’s current portfolio, evaluating existing grant and financial products to highlight untapped investment potential.

    A central feature of the report is its detailed comparison of eligibility criteria across various EIB Group funding sources. This ensures a streamlined funding strategy, maximising efficiency and the potential for combining multiple financing sources.

    As part of the evaluation, four green financing solutions were proposed for discussion, focusing on electric vehicles, energy-efficient buildings, renewable energy, and waste management.

    “National promotional banks like the MDB in Malta are our key partners to back the economic growth of small and medium-sized companies and promote their green and digital transition,” remarked EIB Vice President Kyriacos Kakouris. “The Green Gateway Advisory initiative marks a strategic milestone for the MDB. By adopting innovative financing solutions, and with the support of the EIB Group, the MDB is setting the stage for significant environmental progress that will help Malta meet its climate targets.”

    Mr. Leo Brincat, Chairman of the MDB, added, “This partnership with the EIB enables us to take a leading role in advancing Malta’s sustainability agenda. With their support, the MDB is well-equipped to drive transformative projects that will strengthen the nation’s environmental resilience.”

    Kingston police investigating burglaries as total offences drop

    Saturday, 19 October 2024 – 8:22 am.

    While the Kingston area has had a significant drop in total offences, police are investigating a series of recent burglaries.
    Inspector Colin Riley said total offences in the area have dropped 32 per cent, compared to the same time last year.
    “There has, however, been a distinct and uncommon pattern of burglaries and stealing in the area over the past two weeks, and police are investigating,” he said.
    The matters include:
    Wednesday 9 October
    Between 1pm and 4pm a home burglary on Garnett Street, Blackmans Bay with jewellery stolen (reference 756024).
    Between 8am and 8pm a home burglary on Hutchins Street, Kingston with jewellery and a laptop stolen (reference 756030).
    Tuesday 15 October
    Overnight into Wednesday morning a shed burglary on Tinderbox Road, Tinderbox with power tools stolen (reference 756546).
    Wednesday 16 October
    Between 8.30am and 5.40pm a home burglary on Tinderbox Road, Tinderbox with electrical items stolen (reference 756585).
    Overnight into Thursday morning a vehicle was entered on Wells Parade, Blackmans Bay with a credit card and gift voucher stolen (reference 75668).
    Friday 18 October
    Between 8am and 4.30pm a home burglary on Hutchins Street, Kingston with a sound system and jewellery stolen (reference 756724).
    “Investigators are seeking any information from the public that might assist with apprehending the person or people responsible for these matters,” Inspector Riley said.
    “Please quote the reference numbers when providing information.”
    “Importantly, police are requesting that members of the public remain vigilant and report any suspicious activity to police, particularly in these areas.”

  • MIL-OSI Security: Saline County Man Sentenced to More Than 15 Years In Federal Prison for Illegally Possessing Firearms

          LITTLE ROCK—Jason Davis, a multi-convicted felon, will spend more than 15 years in federal prison for being a felon in possession of a firearm and possession of a sawed-off shotgun. Jonathan D. Ross, United States Attorney for the Eastern District of Arkansas, announced the sentence, which was handed down on Wednesday, October 16, 2024, Chief United States District Judge Kristine G. Baker.

          In addition to the 188 months’ imprisonment, Chief Judge Baker sentenced Davis, 43, of Benton, to five years supervised release. Davis will begin serving his federal sentence only after he serves his current six-year state sentence for first degree domestic battery, which began in 2023. During Davis’s federal sentencing, Chief Judge Baker took into consideration Davis’s lengthy and violent criminal history.

          Davis was indicted on June 6, 2023, in a two-count indictment charging him with being a felon in possession of a firearm and possession of a sawed-off shotgun. On October 16, 2024, Davis pled guilty to both counts in the indictment. There is no parole in the federal system.

          An investigation revealed that on May 3, 2023, Arkansas Game and Fish Commission (AG&F) received a call reporting four people that were trespassing on private property in Saline County. Officers with AG&F initiated contact with all four suspects and identified Davis as the owner of the vehicle on the property. While speaking with the suspects, officers observed a sawed-off, 20-gauge Harrington and Richardson shotgun in the driver’s seat of the vehicle. Officers then located 20-gauge shotgun shells in the vehicle that matched the live round found in the shotgun.

          Chief Judge Baker determined Davis to be an Armed Career Criminal due to numerous prior violent convictions, included four different convictions for second degree battery, two different convictions for first degree domestic battery, and convictions for third degree battery, third degree domestic battery, aggravated assault, and terroristic threatening.

          The investigation was conducted by the Bureau of Alcohol, Tobacco, Firearms, and Explosives with assistance from the AG&F. The case was prosecuted by Assistant United States Attorney Katie Hinojosa.

    So, let me first thank all of you for taking time out of your very busy lives for us to all be here together this afternoon.  I thank you so very much for all you do, all you have done, and all you will do over these next 18 days.  Thank you all so very much.  (Applause.)  Thank you. 
    This is an incredible group of incredible leaders, and your voice matters so much right now.  And I think there is so much about our campaign that is about the spirit of reminding everyone that we’re all in this together.  We are all in this together.  (Applause.)  So, thank you. 
    And to all the governors who are here with us today — (applause) — I’m telling you, they’re riding thick.  They’re riding thick.  Oh, and they are all — each one of them — such incredible leaders, both for their state and our nation, and such dear friends.  And I thank you all, including, of course, Michigan’s own Governor Whitmer — (applause) — who we love as “Big Gretch.”  (Applause.)
    And to the governors, I want to say you’ve been traveling the country for our campaign, and I’m so deeply grateful for your support. 
    I also want to recognize Senator Stabenow — (applause) — a champion for Michigan; Representative Scholten, who we will reelect to the United States Congress.  (Applause.)  And while we’re at it, let’s send Representative Slotkin to the United States Senate.  (Applause.)
    All right, so we got work to do.  Eighteen day — eighteen days left in one of the most consequential elections of our lifetime.  And as you know, everyone here knows, this election is truly about two very different visions for our nation: Ours that is focused on the future; Donald Trump’s that is focused on the past.  Ours, that is focused on bringing down the cost of living for working families, investing in small businesses, and entrepreneurs.  Ours, that is about protecting reproductive freedom.  (Applause.)  
    But none of that is what we hear from Donald Trump.  Instead, it is just the same old, tired playbook.  He has no plan for how he would address the needs of the American people, and he is, as we have seen, only focused on himself.
    And now he is ducking debates and canceling interviews.
    AUDIENCE:  Booo —
    THE VICE PRESIDENT:  Come on. 
    Check this out.  His own campaign team recently said it is because of exhaustion.  (Laughter.)  Well, if you are exhausted on the campaign trail, it raises real questions about whether you are fit for the toughest job in the world.  (Applause.)  Come on.  Come on.
    So, for all these reasons and more, we are here because we know it is time to turn the page.  (Applause.)  It is time to turn the page because America is ready to chart a new way forward.  (Applause.)  America is ready for a new and optimistic generation of leadership that is all of us — (applause) — all of us, which is why Democrats, Republicans, and independents are supporting our campaign.  (Applause.) 
    In fact, earlier this week, over 100 Republican leaders from across the country joined me on the campaign trail, including some who even served in Donald Trump’s own administration — (applause) — the people who know him best, right? 
    And I believe all of this shows that the American people want a president who works for all the people.  (Applause.)  And that has been the story of my entire career.  In my career, I’ve only ever had one client: the people — the people.  (Applause.)
    As a young courtroom prosecutor, I protected women and children.  As attorney general of California, I fought for students and veterans.  As vice president, I have stood up for workers and seniors.  And as president, I will stand up for all Americans — all Americans.  (Applause.) 
    And together, we will build a brighter future for our nation.  Yes, we will.  (Applause.)  Because, by the way, we will win.  (Applause.)  We will win.  We will win.  Come on.
         AUDIENCE:  We will win!  We will win!  We will win!

    And one of the reasons that we know we are working hard toward that win is because we believe together in building a future — in what we can do together as a nation — and a nation of people who see what we have in common more than what separates us. 
     We will w- — build towards a future where we have an economy that works for all Americans.  We will build what I call an “opportunity economy” so that every American has an opportunity to own a home, buy a car, build wealth, and start a business.  (Applause.) 
     In fact, do we have any small-business owners here?  (Applause.)  I love our small businesses.  I got a plan for you.  I love our small businesses.  Our small businesses are part of the backbone of America’s economy.  Bless you all for the work you are doing. 
     So, under my plan, we will also bring down the cost of housing — (applause) — and we will help entrepreneurs start and grow small businesses. 
     My plan will expand Medicare to cover the cost of home health care for our seniors — (applause) — so that more of our seniors can live with dignity. 
    And, you know, I’ll just give you a little background i- — in terms of a personal story.  So, I took care of my mother when she was sick.  And for any of you who have taken care of an elder relative, you know what that is, right?  It’s about trying to cook something that they can eat.  It’s about trying to find clothes that they can — they can handle on their skin.  It’s about trying, from time to time, to think about something that will put a smile on their face or maybe just make them laugh.  It’s about dignity. 
    But under the current system, and especially for those in the sandwich generation who are raising young kids while you’re taking care of your parents, it’s difficult.  And under the current system, to get help for taking care of your seniors, unless you got the extra money sitting around, you’d have to leave your job or pay down all your savings to qualify for Medicaid.  That’s not right.  That’s not right. 
     So, my plan is about saying, let’s have Medicare cover the cost of home health care for our seniors — (applause) — which is a matter of understanding how real people are living and understanding the importance of everyone being entitled to dignity.  (Applause.)
    Our plan, in terms of an opportunity economy, will lower costs on everything from health care to groceries.  I’ll take on corporate price gouging, because I’ve done it before and I will do it again.  (Applause.)
    My plan will also give middle-class tax cuts to 100 million Americans, including $6,000 tax credit for the first year of a child’s life so that our young parents — (applause) — can do what they naturally want to do, which is parent their children well, but they don’t always have the resources to be able to do it.  So, let’s help them out so that they can buy a car seat, so that they can buy a crib, so that they can take care of that baby’s needs during that critical phase of their development. 
         We all benefit from it.  We all benefit from it.  (Applause.)
         Dignity.
    My plan also invests in American manufacturing and innovation, because I will make sure America, not China, wins the competition for the 21st century.  (Applause.) 
         AUDIENCE:  USA!  USA!  USA!
         THE VICE PRESIDENT:  That’s right.  That’s right.
         AUDIENCE:  USA!  USA!  USA!
     THE VICE PRESIDENT:  And so, to that point and with pride, we all say: We must and we will invest in the industries that built America, like steel, iron, and the great American auto industry.  (Applause.)  And we will ensure that the next generation of breakthroughs, from advanced batteries to electric vehicles, are not just invented but built right here in America by American union workers.  (Applause.)
     And, Michigan, I know I’m going to tell you what you already know, but let us be clear for folks who are watching from different parts of the country.  Contrary to what my opponent is suggesting, I will never tell you what kind of car you have to drive, but here is what I will do.  I will invest in manufacturing communities like Kent County.  (Applause.) 
    Together, we will retool existing factories, hire locally, and work with unions to create good-paying jobs — (applause) — including jobs that do not require a college degree, because here’s where I come from.  I know a college degree is not the only measure of the skills and experience of a qualified worker.  (Applause.)
    And I intend to reexamine federal jobs, when you all elect me president — (applause) — to assess those jobs that should not have that requirement, and then I intend to challenge the private sector to do the same.  (Applause.)
     Now, all of this is to say Donald Trump has a different approach.  He makes big promises — (laughs) — and he always fails to deliver.
    So, remember he said he was the only one — you know how he talks.  (Laughter.)  He — the only one who could bring back America’s manufacturing jobs.
    Then, America lost almost 200,000 manufacturing jobs when he was president.
    AUDIENCE:  Booo —
    THE VICE PRESIDENT:  Facts.  Including tens of thousands of jobs right here in Michigan.  And those losses started before the pandemic, making Donald Trump one of the biggest losers — (applause) — of manufacturing jobs in American history. 
    And his track record for the auto industry was a disaster.  He promised workers in Warren that the auto industry would, and I’m going to quote, “not lose one plant” during his presidency.  Those were his words, “not one plant.” 
    Then American automakers announced the closure of six auto plants when he was president, including General Motors in Warren and Stellantis in Detroit.  Thousands of Michigan autoworkers lost their jobs.  And Donald Trump’s running mate recently suggested that if they win, they would threaten the Grand River Assembly plant in Lansing.  Okay?
    AUDIENCE:  Booo —
    THE VICE PRESIDENT:  The same plant our administration protected earlier this year, saving 650 union jobs — (applause) — 650 union jobs.  His running mate called those “table scraps.” 
    So, we fought hard for those jobs, and we believe that you deserve a president who will protect them and not insult them.  (Applause.)
    And make no mistake, Donald Trump is no friend of labor.  Let’s be really clear about that.  No matter what the noise is out there, he is no friend of labor.  Just look at the record.  Instead of his rhetoric, look at the record.  And let’s not fall for the okey-doke.  (Laughter.) 
    Seriously.  He encouraged automakers to move their plants out of Michigan so he could pay — they could pay their workers less.  Understand what that was about: so they could pay their workers less. 
    And when the UAW went on strike to demand the higher wages they deserved, Donald Trump went to a nonunion shop —

    THE VICE PRESIDENT:  — and attacked the UAW, and he said — he said, striking and collective bargaining don’t make, quote, “a damn bit of sense” — “a damn bit of difference” is what he said exactly.  That it doesn’t make a, quote — pardon my language — “a damn bit of difference,” is what he said. 
    AUDIENCE MEMBER:  He don’t make a damn bit of sense.  (Applause.) 
    THE VICE PRESIDENT:  All right, brother.  (Laughs.)
    So, Michigan, you know better.  Strong unions mean higher wages — (applause) — better health care, and greater dignity for union members and for everyone, whether or not you are part of a union.  (Applause.)  Get that straight.  Get that straight.
    Which is why, when I am president, I will sign the PRO Act into law and make it easier for workers to join a union and negotiate for better pay and working conditions.  (Applause.)
    And now Donald Trump is making the same empty promises to the people of Michigan that he did before, hoping — hoping you will forget how he let you down the last time.  But we will not be fooled, because we know how to read Project 2025.  For those who haven’t seen it, just google it. 
    You know, I just have to keep repeating, I can’t believe they put that thing in writing.  I cannot beli- — they — they put it in — they put it in writing.  They bound it.  They — they published it, and they handed it out.  (Laughter.)  And now they’re trying to run from it.  Come on. 
    And so, we’ve read it.  It’s a detailed and dangerous blueprint for what Donald Trump intends to do if he were elected president.  So, that’s why we know — not only because it’s what he did before — that’s why we know Donald Trump will give billionaires and corporations massive tax cuts, attack unions, cut Social Security and Medicare —

    THE VICE PRESIDENT:  — get rid of that hard-fought, hard-won $35 cap on insulin for our seniors.

    THE VICE PRESIDENT:  Check out what’s in it.  It will make it easier for companies to deny overtime pay for workers —

    THE VICE PRESIDENT:  — and impose what I call a “Trump sales tax,” which is basically — he’s talking about at least a 20 percent tax on everyday necessities, which economists have measured will cost the average family nearly $4,000 more a year.
    AUDIENCE:  Booo —
    THE VICE PRESIDENT:  And on top of this, Donald Trump intends to end the Affordable Care Act — okay? — and has no plan to replace it. 
    AUDIENCE MEMBER:  “Concepts”! 
    THE VICE PRESIDENT:  You watched the debate.  (Laughs.)  So, you remember, he has, quote, “concepts of a plan.” 
    AUDIENCE:  “Concepts of a plan!”
    THE VICE PRESIDENT:  “Concepts of a plan.”
    So, he’s going to threaten — he’s going to threaten the health insurance of 45 —

    So, you know, where I was going with that is many of you may have heard me say, I do believe that Donald Trump is an unserious man, and the consequences of him ever getting back into the White House are brutally serious — brutally serious. 
    So, on that point about “concepts of a plan,” it’s funny.  We thought it was ridiculously hilarious when we first heard it.  But here’s the thing about that.  He is basically going to threaten the health insurance of 45 million people based on a concept and take us back to when insurance companies could deny people with preexisting conditions.  You remember what that was like?
    Well, we are —
    AUDIENCE:  Not going back!
    THE VICE PRESIDENT:  — not going back.  We are not going back.  We’re not going back.
    AUDIENCE:  We’re not going back!  We’re not going back!  We’re not going back!

    And we here remember how we got to this place, because then-President Donald Trump hand-selected three members of the United States Supreme Court with the intention that they would undo the protections of Roe v. Wade, and they did as he intended. 
    And now, in America, one in three women lives in a state with a Trump abortion ban, many of these with no exception even for rape and incest, which means you’re telling a survivor of a violation to their body that they don’t have a right to make a decision about what happens to their body next? 
    AUDIENCE:  Booo —
    THE VICE PRESIDENT:  That’s immoral.  That’s immoral. 
    And I think we all know one does not have to abandon their faith or deeply held beliefs to agree the government should not be telling her what to do — (applause) — not the government.  If she chooses, she will talk to her priest, her pastor, her rabbi, her imam but not the government — not some — some people up in a state capitol — not Donald Trump.
    AUDIENCE:  No!
    THE VICE PRESIDENT:  No. 
    So, let me tell you, when Congress passes a bill to restore the reproductive freedoms nationwide, with your help, as president of the United States, I will proudly sign it into law.  (Applause.)  Proudly.  Proudly.  Proudly. 
    And across our nation, we are witnessing a full-on assault on other hard-fought, hard-won freedoms and rights — fundamental freedoms and rights.  I’m traveling our country.  I mean, attacks on the freedom to vote. 
    You know, in the state of Georgia, they passed a law that makes it illegal to give people food and water for standing in line to vote.  You know, the hypocrisy abounds.  What happened to “love thy neighbor”?  Right?
    Attacks on the freedom to join a union, attacks on the freedom to be safe from gun violence, attacks on the freedom to love who you love openly and with pride.  (Applause.)
    So much is on the line in this election, and you all are spending your precious time here together because we know this is not 2016 or 2020.  The stakes are even higher this time for many reasons, including because, just months ago, the United States Supreme Court basically told the former president he is effectively immune no matter what he does in the White House.

    THE VICE PRESIDENT:  Right.  Because we know — just imagine Donald Trump with no guardrails.  Just imagine.  He who has vowed he would be a dictator on day one.  He who calls Americans who disagree with him the “enemy from within.”  You know where that language comes from?  The “enemy from within,” talking about Americans.  He who says he would use the military to go after them — American citizens.  He who has called for the, quote, “termination” of the Constitution of the United States of America. 
    AUDIENCE:  Booo —
    THE VICE PRESIDENT:  And we are clear: Someone who suggests we should terminate the Constitution of the United States should never again have the privilege of standing behind the seal of the president of the United States.  (Applause.)  Never again.  Never again.  Never again.  Never again.

  • MIL-OSI Australia: Police Operation to protect children

    South Australia Police searched 161 homes of Serious Registrable Child Sex Offenders during the third Operation Child Safe.

    Between August and September, SAPOL conducted 16 days of action to ensure 277 offenders on the Australian National Child Offender Register (ANCOR) were complying with the strict conditions imposed on them.

    Acting Officer in Charge of Public Protection Branch, Chief Inspector Kellie Watkins said 46 people were charged with breaching ANCOR obligations under the Child Sex Offenders Registration Act.

    “These obligations include notifying police of any change of address or vehicle and disclosing their email addresses. Importantly the offenders must report any contact with children to police,” Chief Inspector Watkins said

    During the operation police located eight Serious Registrable Offenders who had failed to report contact with children and six in possession of child exploitation material. Two mobile phones, five tablets/laptops, two hard drives and 71 storage devices were seized, along with cannabis and related equipment.

    “Police will continue examining a number of items seized which may result in further charges being laid,” Chief Inspector Watkins said.

    “Checks on all registered child sex offenders are a matter of routine for police. The public should be reassured that SAPOL will take every opportunity to police child sex offenders and ensure they comply with their legal obligations.”

    Anyone found guilty of an offence against this Act is liable to up to 10 years imprisonment.

  • MIL-OSI USA: The ImPORTance of Coos Bay

    I’ll always fight to get Oregon’s ports the resources they need to improve their infrastructure, support the regional economy, and make our supply chains more efficient – which is especially important now that congested ports are in the spotlight as a key factor driving the ongoing supply chain crisis. 

    Fast forward to earlier this week when I received a welcome call from the Biden-Harris administration that the U.S. Department of Transportation awarded Coos Bay more than $25 million for the Pacific Coast Intermodal Port Terminal Planning Project. I’m still smiling. 

    None of this happened by osmosis. I’ve been honored to team up with Congresswoman Hoyle and Senator Merkley as co-captains to land this project for the Port of Coos Bay, the South Coast and rural Oregon. Of course, former Congressman DeFazio also deserves huge credit.

    These fresh federal funds for environmental reviews, permitting and preliminary engineering show how much momentum this project has.

    Modernizing the port and generating the potential for thousands of good-paying jobs on the South Coast is the North Star for regional economic development. This good news shows how a “small community with big grit” can pilot its own course to a bright future. 

    We do many things well here in Oregon. And what we do best is grow things here, make things here and then ship them somewhere.

    The Port of Coos Bay’s new state-of-the-art container terminal would play a huge new role in that proven trade playbook for economic success in our state. And it could increase West Coast shipping capacity up to 10 percent all while setting the bar for modern, environmentally-friendly ship-to-rail container operations that get trucks off the road.

    The national supply chain is overdue for a West Coast port like the Port of Coos Bay to increase capacity and relieve the shipping congestion. You simply cannot find a better location for a new port anywhere on the West Coast. 

    As a bonus, the Port of Coos Bay also has access to a Class-1 railroad, which provides for the quick movement of cargo without the pollution from heavy duty trucks.

    And I’m all in to watchdog that this project cuts no corners during environmental reviews.

    There’s still more work to be done to secure additional federal investments in this modern project for this iconic port,  but we’re well on our way to complete this voyage along the Oregon Way.

  • MIL-OSI Submissions: Thailand: Authorities must urgently enforce arrest warrants for Tak Bai suspects

    Ahead of the 25 October expiry of the statute of limitations in a case in which 85 people died during and after protests in the Tak Bai district of Narathiwat province, Thailand in October 2004, Amnesty International’s Thailand Researcher Chanatip Tatiyakaroonwong said:

    “The Thai authorities must take urgent action – before it is too late – to ensure long-delayed justice for the victims of human rights violations committed by state officials violently suppressing a protest in Tak Bai two decades ago.

    “A landmark court decision to accept the lawsuit initiated by the victims and their families in August was a beacon of hope amid entrenched impunity for violations against protesters in Thailand. But days ahead of the expiry of the statute of limitations for these crimes, the legal case raised by victims is in jeopardy.
    “Defendants in this lawsuit, who are all former or current high-ranking officials – including individuals allegedly in Japan and the United Kingdom – have failed to present themselves at court. Unless at least one of them does so before 25 October 2024, this lawsuit will be dismissed.

    “The Thai authorities must take all necessary steps to ensure there is no impunity for those suspected of criminal responsibility for grave human rights violations in this case. This includes by enforcing arrest warrants against suspects and presenting them in court before 25 October 2024 to enable the victims and their families to have the opportunity to pursue criminal accountability in this case.”

    Background

    On 25 October 2004, more than 2,000 protesters gathered in front of Tak Bai police station in Narathiwat province, one of Thailand’s southern border provinces, to demand the release of six Malay Muslim men who were believed to be arbitrarily detained by Thai authorities.

    Security forces used tear gas, water cannon and live ammunition, killing seven protesters instantly – five of whom were shot in the head. After the crackdown, about 1,370 detained Malay Muslim men were transported to Ingkayut Borihan Military Camp in Pattani, 150km away. Forced to lie on top of one another in army trucks, 78 died from crushing or asphyxiation during transit. Many survivors suffered severe injuries and permanent disabilities.

    An independent fact-finding committee, established by the then-government, condemned the use of excessive force and poor judgment in the transportation of detainees. Despite compensation for victims, no officers identified by the committee have been brought to justice so far.

    In August 2024, the Narathiwat Provincial Court ruled in favour of a request from victims and their families to file a criminal lawsuit against officials suspected to be responsible for human rights violations during the Tak Bai protest, including former high-ranking military and police officers.

    Out of the nine officials sued by the victims and their families, the Court determined there is sufficient evidence to pursue a lawsuit against seven of them under the offences of murder, attempted murder, and illegal detention.

    Despite having been summonsed, none of the seven officials have appeared at the Narathiwat Criminal Court for witness questioning and evidence examination.  There are outstanding arrest warrants for all seven persons, including individuals alleged to be in Japan and the United Kingdom.

    The statute of limitations for the case is set to expire on 25 October 2024. At least one of the defendants must appear before court to acknowledge the lawsuit for the case to begin, according to Article 95 of the Thai Criminal Code which governs the statute of limitation for criminal offences. Amnesty International notes that there should be no statute of limitation for serious human rights violations or crimes under international law, including extrajudicial killings and torture.

    In October 2023, Amnesty International published a public statement on the impacts of Thai authorities’ failure to deliver justice for the victims of the violent crackdown on the Tak Bai protest and their families.

  • MIL-OSI Australia: New Karratha weather radar now live, providing improved images

    Images from the new Karratha weather radar are now live on the Bureau of Meteorology’s website and the BOM Weather app.

    The new radar was built to replace a temporary radar in Dampier, which was put in place to replace the previous Dampier radar after it was severely damaged by Cyclone Damien in February 2020.

    The Karratha radar will provide better image resolution, better visibility of weather systems and less image interference than the temporary radar at Dampier.

    It will provide higher quality images during intense rain and storms and improve the image resolution between rain and hail.
    The new radar will have some areas of overlapping coverage with the Learmonth and Port Hedland radars.

    Bureau of Meteorology WA Manager James Ashley said the new dual-polarised Doppler radar is an important tool for observing rainfall and wind conditions in real time across large areas, including approaching tropical cyclones.

    “The new Karratha weather radar will benefit communities, emergency services and local industry across parts of the Pilbara region, Dampier Archipelago and surrounding areas,” Mr Ashley said.

    “The upgraded radar will eventually replace the temporary Dampier radar.

    “The temporary Dampier radar will remain in place for up to 6 months, to ensure continuous radar coverage while the Bureau completes monitoring and optimisation of the new Karratha radar.”

    Mr Ashley said construction of the Karratha radar required specialist equipment to reach the new site.

    “A self-propelled modular transporter, essentially a giant remote-controlled truck, was needed to get the tower segments to the top of the radar site,” he said.

    Radars collect data to feed into the Bureau’s models and forecasts to deliver better rainfall and flood warnings, estimates of accumulated rainfall and stored soil moisture, short-term forecasts of rainfall and severe weather, hail location and strength of wind changes.

    The Karratha radar is one part of the Bureau’s comprehensive weather observation network of more than 11,000 assets including satellites, upper atmosphere monitoring, automatic weather stations, ocean buoys and flood warning networks.

    Together these enable industry to make better decisions when preparing for severe weather, help farming businesses make timely decisions, such as movement of stock, chemical and fertiliser application, sowing and harvesting, and increase the accuracy of forecasts every year.

    The Karratha radar upgrade is part of the Bureau’s ongoing work to enhance and improve the Australian radar and observation network.

  • MIL-OSI China: China’s economy on steady course to realize 2024 targets

    BEIJING, Oct. 18 — The Chinese economy gained a firm footing in the third quarter (Q3) of this year in the face of mounting challenges at home and abroad, and authorities believe the country will remain on a steady course to achieve its full-year targets.

    China’s gross domestic product (GDP) grew 4.8 percent year on year to around 94.97 trillion yuan (about 13.33 trillion U.S. dollars) in the first three quarters of this year, data from the National Bureau of Statistics (NBS) showed Friday. In Q3, the economy expanded 4.6 percent from a year ago and went up 0.9 percent on a quarterly basis.

    Despite a complicated external environment and emerging challenges at home, the Chinese economy has posted generally stable performance, Sheng Laiyun, deputy head of the NBS, told a press conference Friday.

    In a breakdown, industrial output climbed 5.8 percent compared to the first nine months of the previous year, as robust increases were seen in equipment and high-tech manufacturing industries. The service sector reported continued recovery with a 4.7-percent increase in added value.

    Consumption maintained an upward trend during the period with retail sales of consumer goods up 3.3 percent from a year ago. Fixed-asset investment rose 3.4 percent, spurred by vibrant capital influx into high-tech industries.

    The job market was stable as the surveyed urban unemployment rate on average stood at 5.1 percent in the first three quarters, down from 5.3 percent a year ago. The nominal growth of per capita disposable incomes of urban and rural residents came in at 5.2 percent.

    STABLE TREND UNCHANGED

    According to the NBS data, the third quarter’s growth was slightly down from 4.7 percent in the second quarter and 5.3 percent in the first. Despite this dip, authorities noted that the overall stability of the economy has remained intact.

    “Fluctuations of the GDP growth are modest changes around the expected target,” said Sheng. He cited a string of favorable conditions, including stable employment and inflation levels, forecast-beating foreign trade, and ample foreign exchange reserves recently rebounding to 3.3 trillion U.S. dollars.

    Meanwhile, high-quality development made headway, particularly in innovation and green transformation. Investment in the high-tech sector has seen rapid growth, while green industries, including electric vehicles, lithium-ion batteries and photovoltaic products, maintained double-digit increases. Production and consumption in wind, nuclear and photovoltaic power expanded steadily.

    Powered by innovation and green upgrades, industrial performance emerged as a key strength, contributing nearly 40 percent of the GDP in the first three quarters.

    Analysts believe that the positive signs were particularly evident last month as many indicators showed improvement.

    Increases in industrial output and fixed-asset investment ended several months of decline, and a recent survey revealed increased optimism among businesses. Stock trading volumes in the Shanghai and Shenzhen markets surged by over 30 percent last month. The real estate market also warmed up, with a narrowing decline in sales volume and value.

    The positive momentum was further bolstered by a key meeting of the Political Bureau of the Communist Party of China Central Committee in late September, where a package of incremental policies significantly enhanced market confidence and vitality, Sheng said.

    STRONG STIMULUS

    Chinese policymakers have introduced a series of measures aimed at beefing up the economy in response to looming challenges.

    These efforts, including a program of large-scale equipment upgrades and trade-ins of consumer goods, supportive real estate policies and the issuance of ultra-long special treasury bonds and local government special bonds, have helped boost domestic demand and strengthen the economic impetus.

    The central government has since late September unveiled what experts consider a package of milestone macroeconomic measures, which focused on enhancing counter-cyclical adjustments, expanding effective domestic demand, supporting business operation, promoting the recovery of the property market, and invigorating capital markets.

    Tian Xuan, president of the National Institute of Finance, Tsinghua University, emphasized the timeliness and precision of these measures, stating they played a crucial role in boosting confidence among market participants amid economic headwinds.

    The policies are showing positive effects, Sheng said, urging local governments to promptly take corresponding measures to maximize the potential of these policies and further solidify the economic recovery trend.

    Goldman Sachs earlier this month lifted its forecasts on China’s economic growth for this year from 4.7 percent to 4.9 percent on the grounds of the recent pro-growth measures.

    BRIGHTENED PROSPECTS

    China’s economy is expected to continue its recovery in the fourth quarter, following signs of stabilization observed in September, according to Sheng. “We are confident in achieving our annual targets,” he said. China set a target of economic growth at around 5 percent for this year.

    The 4.8-percent growth rate in the first three quarters came as a hard-won result achieved amid increasing external pressures and ongoing internal structural adjustments, Sheng said, noting that this growth highlights the economy’s strong resilience and potential and lays a solid foundation for future recovery.

    An economic rebound in the fourth quarter is of “high probability,” Sheng said, citing encouraging changes in early October including power use, production material prices, and the consumption during the week-long National Day holiday.

    The official also expressed optimism over the much-watched real estate market thanks to the fresh round of favorable policies. He referenced recent market statistics showing a significant increase in property transactions during the first week of October, when new home sales more than doubled and second-hand home sales tripled.

    However, Sheng acknowledged that the external environment has become more complex, and that economic recovery needs to be further consolidated.

    More efforts will be made to strengthen the coordination of existing and incremental policies and push for the swift and effective policy implementation in a bid to achieve the full-year economic and social development targets, Sheng added.

    BRUSSELS, Oct. 18 — A forum on green industry cooperation between China, the European Union (EU), and Africa has underscored opportunities for technological collaboration and sustainable practices, particularly the use of bamboo as an alternative to plastic.

    The forum, co-hosted on Thursday by the Chinese Mission to the EU and the International Bamboo and Rattan Organization, focused on fostering joint efforts to promote ecological sustainability.

    In his address, Cai Run, head of the Chinese Mission to the EU, highlighted China’s progress in green and low-carbon development, citing improvements in the country’s energy structure and an increase in forest coverage. Cai positioned China as a production hub, Europe as a consumer market, and Africa as a resource developer, emphasizing the potential for collaboration across these regions.

    Erik Solheim, co-chair of the Europe-Asia Center, noted that China accounts for two-thirds of new green energy projects globally and holds 60 percent of green energy technologies, including solar, wind, and electric vehicle batteries. Solheim, who previously served as under-secretary-general of the United Nations (UN), also emphasized the potential of bamboo as a sustainable alternative to plastic, which could be instrumental in reducing global plastic waste.

    Former EU Transport Commissioner Violeta Bulc commended China’s commitment to bamboo research and innovation.

    “China’s collaboration with African countries has led to the creation of the China-Africa Bamboo Center,” Bulc remarked, emphasizing the potential for joint efforts to promote global green development.

    McArios Akanbeanab Akabong, acting head of Mission at the Embassy of Ghana in Belgium, Luxembourg, and the EU, highlighted China’s support in establishing a National Bamboo and Rattan Centre in Ghana, facilitating technological transfers that have significantly advanced the bamboo industry in the country.

    Michael Braungart, a professor of sustainable development at Leuphana University in Germany, pointed to bamboo’s potential for air purification and its ability to mitigate microplastic pollution, encouraging further collaboration between Europe and China in environmental protection and economic development.

    The “Bamboo as a Substitute for Plastic” initiative, launched by China in collaboration with the International Bamboo and Rattan Organization, aims to reduce plastic pollution and promote ecological preservation.

  • MIL-OSI New Zealand: Police arrest man after North Shore incidents

    Police officers were quick to respond to a reported robbery in Northcote on Thursday (17 October), arresting a 22-year-old-man in relation to a number of offences across the North Shore.

    Waitematā East Response Manager, Acting Senior Sergeant Andy Godsalve, says Police first became aware of the man’s alleged offending following a reported road rage incident just before 3pm in Glenfield.

    “The man is alleged to have gotten into a verbal altercation with another motorist then followed the victim’s vehicle in his own car, throwing several items out of his window at the vehicle, including alcohol containers and a hockey stick, which damaged the vehicle.

    “He continued to follow the victim’s vehicle for several kilometres, causing them much concern.

    “The man has then driven to a liquor store in Northcote and allegedly told the worker behind the counter that he had a knife.”

    At this point, Acting Senior Sergeant Godsalve says the suspect’s actions began to grow more violent.

    “He picked up of bottle of alcohol and smashed it on the floor before allegedly stealing a further eight bottles of alcohol, worth over $400.

    “Police were quickly on the scene, with officers witnessing the man pull a car jack tool from his pants and allegedly threaten the liquor store worker with it.

    “He was arrested as he exited the store with the alcohol, and later blew an excess breath alcohol reading of three times over the legal limit.”

    A 22-year-old man appeared in the North Shore District Court yesterday charged with robbery, wilful damage, theft, threatening behaviour, possession of an offensive weapon, driving while disqualified, and driving with excess breath alcohol. He is due to reappear on 14 November. 

    “We won’t tolerate this type of anti-social behaviour on our roads or in our communities,” Acting Senior Sergeant Godsalve says.

    “The public has the right to feel safe, and I’m very happy the alleged offender will be held to account for his actions.”

  • MIL-OSI Security: Walton — East Hants District RCMP investigates fatal crash in Walton

    East Hants District RCMP is investigating a fatal crash that occurred in Walton.

    On October 17, at approximately 12:12 p.m., East Hants District RCMP, fire services, and EHS responded to a report of a vehicle that had crashed into a residence along Hwy. 215. RCMP officers learned that a Toyota Camry had veered off the roadway, rolled, and came to rest against the house.

    The driver and sole occupant of the Camry, a 19-year-old man from Upper Kennetcook, was located deceased at the scene. Nobody at the residence was physically injured.

    An RCMP collision reconstructionist attended the scene and the investigation is ongoing. Hwy. 215 was closed for several hours but has since reopened.

    Our thoughts are with the victim’s loved ones at this difficult time.

  • MIL-OSI USA: Labrador Letter – The Push to Abandon Our Constitution

    Dear Friends,
    The Bill of Rights is a shield to guard the people – individuals – against the power, overreach, and abuse of government itself.   The freedom of speech, assembly and religion, the right to a speedy trial by a jury of your peers, the right to be free from unreasonable searches and seizure, and the right to keep and bear arms to preserve those freedoms – these are for the individual.  Each Amendment is a link in the chain that binds government in servitude to the people.
    Lately, federal bureaucrats and elected officials are complaining that the Bill of Rights is getting in the way of their big government agenda, chafing uncomfortably under these guarantees of freedom for individuals.  They claim the First Amendment is burdensome when it comes to regulating political speech.  That’s good.  That means our Constitution is working exactly as intended.
    The New York Times, once the pinnacle of journalism, recently ran an article blasting the Constitution as dangerous if it could ever allow Donald Trump to become president, and maybe it’s best to scrap the whole thing.  The article even called originalist interpretations of the Constitution to be “Constitution-worship.”
    Not to be outdone, the New Yorker just a few weeks ago ran an article entitled “Is It Time to Torch The Constitution?”  The article included particular interest in expanding the Supreme Court and getting rid of the electoral college – two perennial favorites from the Left when it comes to political daydreams. Cleary there is no shortage of irony in newspapers decrying the freedom of speech protected by the very Constitution they propose to discard.
    At the World Economic Forum in Switzerland, millionaire climate czar John Kerry bemoaned the restrictions of the First Amendment as insufficient to ban speech unfavorable to the climate change agenda, or discouraging people from getting vaccinations.  Kerry referred to the First Amendment as a “major block” in preventing people from believing the wrong things.
    And in the most extreme and hilarious example, California’s Governor Gavin Newsom is supporting censorship of online content including political satire, memes, and parody.  In a real-life response, the Babylon Bee, a website known for its wry political wit, sued the state.  A court quickly struck down the California law as blatantly unconstitutional.   Newsom should have stuck with banning diesel vehicles, natural gas stoves, and plastic straws and grocery bags.  If you are passing a law to ban satire, you’ve already lost.  You’ve become the mustachioed villain of a Christmas cartoon special trying to take away everyone’s toys.
    We’ve seen countless examples of collusion between Big Tech, Big Media, and the weaponization of our own government, attempting to regulate speech by “fact-checking” posts and suppressing content that runs counter to an administrative agenda or pushing content that supports it.  Some may say that platforms such as Twitter or Facebook choosing to regulate speech content is their right as a company.   However, when Government is in the shadows holding the carrot and stick of regulation, taxes, franchises, and favorable rules, that crosses a very clear line.
    It is a fair criticism to say our Republic is not the most nimble form of government.  Our system, by design, is not swift in making decisions or taking actions.  But the trade-off is the more swiftly a government moves, the more easily it crushes the rights of the individual.  In absolutist systems – monarchies, dictatorships and despots of both right and left – protecting the individual is a far lower priority than protecting the state itself and the interests of its agents and their favorites.
    Our Republic is specifically designed to do the opposite, and the freedom of speech is rightfully enshrined in the very first Amendment listed.  The vitality of our Republic depends on the debate of ideas, not the suppression.   The importance of free speech in a free society cannot be overstated and one cannot exist without the other.  As Voltaire once wrote, “I wholly disapprove of what you say – and will defend to the death your right to say it.”  That’s the whole point.
    Our Constitution is seen cynically by some as a handful of gravel into the gearbox of government, especially by those seeking to preserving their own power.  However, the proper role of government is to first serve the people and protect their rights in every possible circumstance.  We should keep a close watch on politicians and entities who consider any of our constitutional freedoms a roadblock.  For them, our liberty is not a priority, and our freedom is an inconvenience.

  • MIL-OSI Security: Associate of Violent Gang Sentenced to Nearly Six Years in Prison for Home Invasion Robbery

    BOSTON – A member of the violent Boston gang Cameron Street was sentenced yesterday for committing an armed home invasion robbery with fellow gang members.

    Brendon Amado, 27, of Randolph, was sentenced by U.S. Senior District Court Judge William G. Young to 70 months in prison to be followed by three years of supervised release. In February 2024, Amado pleaded guilty to conspiracy to interfere with commerce by threats or violence.

    Amado was identified as an associate of Cameron Street, a violent gang based largely in the Dorchester section of Boston that uses violence, including murder and attempted murder, to preserve, protect and expand their territory.

    In July 2018, Amado, along with Cameron Street members and co-defendants Deronde Bethea and Michael Nguyen, committed a home invasion robbery with firearms of two victims at the home of a rival drug dealer in Canton. Amado, Bethea and Nguyen broke into the home through the back door, wearing masks and dark hoodies and carrying firearms. One victim ran out of the front door of the house and called 911. The second victim was brought into the living room, punched in the head, had a gun put to her head. as the men ransacked the house demanding, “where’s the stuff, where’s the money, where’s your boyfriend?” Amado, Bethea and Nguyen later fled the house in a silver pickup truck after stealing $2,000 in cash and a safe. Among other evidence, Amado and Bethea were identified on convenience store surveillance footage shortly before the robbery took place.

    In December 2023, Nguyen pleaded guilty and in March 2024 he was sentenced to 70 months in prison and three years of supervised release. Bethea pleaded guilty in February 2024 and in June 2024 was sentenced to 250 months in prison, followed by three years of supervised release.

    Acting United States Attorney Joshua S. Levy; James M. Ferguson, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives, Boston Field Division; Stephen Belleau, Acting Special Agent in Charge of the Drug Enforcement Administration, New England Field Division, and Boston Police Commissioner Cox made the announcement today. Valuable assistance was provided by the Massachusetts State Police; Suffolk County Sheriff’s Office; Suffolk, Plymouth, Norfolk and Bristol County District Attorney’s Offices; and the Canton, Quincy, Randolph, Somerville, Brockton, Malden, Stoughton, Rehoboth and Pawtucket (R.I.) Police Departments. Assistant U.S. Attorneys Christopher Pohl and Charles Dell’Anno of the Criminal Division are prosecuting the case.

    This operation is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     The details contained in the indictment are allegations. The remaining defendants named in the indictment are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Whiting Man Sentenced for Hate Crimes

    HAMMOND – Brian O’Neill, 46 years old, of Whiting, Indiana, was sentenced by United States District Court Judge Gretchen S. Lund after pleading guilty to two counts of Interference with Housing based on Race and one count of Making False Statements to Law Enforcement announced United States Attorney Clifford D. Johnson.

    O’Neill was sentenced to 10 months in prison and 2 years of supervised release.

    According to documents in the case, between June 2022 and August 2023, O’Neill acted willfully to drive out a family from living next door to Whiting home because of his animosity against that family’s race.  O’Neill’s efforts to drive out the next door multi-racial family included: threatening to assault a member of that family; shouting racial slurs at members of that family; and telling them to move out of Whiting.  O’Neill also threatened harm on the landlord who had rented the house to that family.  When questioned by law enforcement about his actions, O’Neill denied directing racial slurs to the neighboring family and denied making any threats.  However, there was a recording that refuted his false denials.  As part of his guilty plea in this case, O’Neill acknowledged both his hostile acts against his neighbors and that his actions were motivated by his opposition to persons of color living in his neighborhood. 

    “Freedom to acquire housing and the freedom to live peaceably in that housing are keys to building a more stable, safe, and prosperous society.  When, as in this case, a person interferes with another person’s ability to attain and retain housing because of racial prejudices, they have committed a hate crime,” said United States Attorney Clifford D. Johnson.  “My office and our law enforcement partners will aggressively investigate and prosecute these crimes whenever and wherever they occur in the Northern District of Indiana.”

    “Every hate crime is a calculated attack on a person’s right to peace and sense of belonging and can leave scars that can linger long after the act itself,” said FBI Indianapolis Acting Special Agent in Charge Thomas Winterhalter. “The FBI’s commitment to investigating hate crimes underscores the seriousness of these offenses. It is not just about enforcing the law but protecting communities and ensuring the rights of individuals to live free of fear.”

    This case was investigated by the Federal Bureau of Investigation and the Hammond Police Department with assistance from the Lake County Prosecutors Office. The case was prosecuted by Assistant United States Attorney Thomas M. McGrath and Thomas A. Johnson, Trial Attorney with the Civil Rights Division of the Department of Justice.

  • MIL-OSI Security: RM of Tache — St-Pierre-Jolys RCMP respond to fatal two-vehicle collision

    On October 18, 2024, at approximately 1:40 am, St-Pierre-Jolys RCMP responded to a report of a two-vehicle collision in the eastbound lane of Highway 1, located between Road 27E and Road 28E, in the RM of Tache.

    The initial investigation has determined that a vehicle, travelling westbound in the eastbound lane, collided with an eastbound semi-trailer. Both vehicles entered the ditch and caught on fire.

    The 36-year-old male driver of the semi-trailer along with his 37-year-old male passenger were treated on scene for minor injuries.

    The driver, and lone occupant of the vehicle, was pronounced deceased on scene. The deceased has not yet been identified.

    St Pierre-Jolys RCMP, along with an RCMP Forensic Collision Reconstructionist, continue to investigate.

  • MIL-OSI Security: Massachusetts Man Charged in Rhode Island on Federal Interstate Travel & Attempted Enticement Charges

    PROVIDENCE, RI – A Wilmington, Massachusetts, man was arrested yesterday and charged by complaint in Rhode Island federal court, after allegedly travelling to Rhode Island to meet and have sexual contact with a person he believed to be a fourteen-year-old girl, announced United States Attorney Zachary A. Cunha.

    Robert Consorti, 63, was arrested on Thursday by members of the Rhode Island State Police Internet Crimes Against Children (ICAC) Task Force and Homeland Security Investigations after arriving in Warwick at a location where he believed he would be meeting with the girl.

    As reflected in court documents, for more than a week prior to his arrest, Consorti allegedly communicated online and by text message with a person who he thought to be a young teenage girl, but who was, in reality, an East Providence Police Department Detective assigned to the ICAC Task Force.

    It is alleged that, at Consorti’s direction, the communications rapidly turned sexual in nature, and that Consorti proposed that the two meet for sexual encounters.  On Thursday, when Consorti arrived at a Warwick location where he was allegedly expecting to meet the 14-year-old, he was instead met by members of the ICAC Task Force and arrested.  At the time of his arrest, law enforcement officers seized a backpack that allegedly contained condoms, lubricant, massage oils, and a vibrator from Consorti’s vehicle.

    Consorti appeared on Thursday before a U.S. Magistrate, charged by way of a federal criminal complaint with attempted enticement of a minor to engage in illicit sexual activity and interstate travel with intent to engage in illicit sexual activity.

    A federal criminal complaint is merely an accusation. A defendant is presumed innocent unless and until proven guilty.

    This case is being brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice. Led by the U.S. Attorneys’ Offices and the DOJ’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children, as well as identify and rescue victims.     The case is being prosecuted by Assistant United States Attorney John P. McAdams.

    The matter was investigated by the Rhode Island State Police ICAC Task Force and Homeland Security Investigations.

    The annual price growth slowed in September in 76 regions, most significantly in Sakhalin Oblast and the Chechen Republic.

    The annual growth rate of food prices has slowed most noticeably. Sugar has become cheaper than a year ago, while fruit and vegetable products and eggs have risen more slowly.

    The annual growth in prices for non-food products, in particular for cars, household appliances and electronics, has decreased.

    The annual increase in prices for services remained almost as high as in August. Foreign tourism has increased in price the most over the year.

  • MIL-OSI Security: Par Funding Principal and Former CFO Pleads Guilty to Racketeering Conspiracy

    PHILADELPHIA – United States Attorney Jacqueline C. Romero announced that Joseph Cole Barleta (aka “Joe Cole”), 41, of Philadelphia, Pennsylvania, entered a plea of guilty today before United States District Court Judge Mark A. Kearney on one count of racketeering conspiracy, in connection with his role in the operation of a fraudulent investment vehicle known as Complete Business Solutions Group Inc. d/b/a Par Funding (“Par Funding”), which is alleged to have generated over $100 million in illegal proceeds for Barleta and its other principals, to the detriment of Par Funding’s numerous investors, many who live in the Philadelphia region.

    According to a second superseding indictment filed in February, Barleta and codefendants Joseph LaForte, James LaForte, and others, were part of an association-in-fact RICO enterprise that conspired to commit a number of predicate crimes, including crimes related to the fleecing of Par Funding’s many investors. Barleta’s admitted role in the conspiracy related to the securities and wire fraud components of the enterprise.

    Joe LaForte and James LaForte pleaded guilty last month to racketeering conspiracy, securities fraud, and related crimes.

    Joe LaForte is scheduled to be sentenced on January 13, 2025.

    James LaForte and Joseph Cole Barleta are both scheduled to be sentenced on February 20, 2025.

    Per the terms of Barleta’s plea agreement, the government is seeking a sentence of imprisonment of up to eight years, although the Court has discretion to impose a higher or lower sentence.

    This case was investigated by the FBI, IRS Criminal Investigation, the Federal Deposit Insurance Corporation Office of Inspector General, and Pennsylvania State Police and is being prosecuted by Assistant United States Attorneys Matthew T. Newcomer, Samuel S. Dalke, Eric D. Gill, and Patrick J. Murray, as well as former Assistant United States Attorney Alexandra M. Lastowski. The SEC in Florida investigated and litigated the civil securities fraud charges, which formed the basis of a portion of the criminal prosecution.

  • MIL-OSI Security: Delaware Man Sentenced to More Than 23 Years in Prison for Two Violent Delco Carjackings

    PHILADELPHIA – United States Attorney Jacqueline C. Romero announced that Keenan Righter, 21, of New Castle, Delaware, was sentenced yesterday by United States District Court Chief Judge Mitchell S. Goldberg to 280 months in prison, five years of supervised release, restitution of $1,919, and a $500 assessment, in connection with two armed carjackings in Delaware County in January of 2023.

    Righter was convicted by a jury in May of conspiracy, two counts of carjacking, and two counts of using or carrying a firearm during a crime of violence arising from his role in the two carjacking incidents. Codefendant Jamar Miller pleaded guilty to these offenses in March of 2023 and is awaiting sentencing.

    On January 14, 2023, at approximately 9 p.m., Righter and others drove in Miller’s car to a Wawa on Route 322 in Upper Chichester Township, Delaware County. Righter and another male then ambushed a 23-year-old college student who was walking to his car after leaving the store. The men, each brandishing firearms and wearing masks to disguise their identities, demanded the victim’s vehicle at gunpoint. They pistol-whipped the victim in the back of the head and fled the scene in the victim’s car.

    On January 24, 2023, at approximately 1:30 a.m., Righter and another male drove in Miller’s car to a Wawa on Edgmont Avenue in Brookhaven, Delaware County. Again, they wore masks and carried firearms as they carjacked a 33-year-old victim at gunpoint in the parking lot of the Wawa. The men pistol-whipped the victim multiple times in the head with a firearm as they stole his belongings and fled the scene in his car.

    The defendant was apprehended after an intensive investigation by FBI Philadelphia’s Newtown Square Resident Agency, in conjunction with the Brookhaven and Upper Chichester Police Departments. Digital forensic evidence and more linked the defendant to both carjackings.

    “Imagine the shock of being violently ambushed on a Wawa run, of all things,” said U.S. Attorney Romero. “Keenan Righter targeted and terrorized total strangers, just to steal their cars. Armed criminals who think they can victimize innocent people with impunity should take a good hard look at 21-year-old Mr. Righter’s 23-year prison sentence. Keep doing what you’re doing, and you’ll earn your own long stay in one of our federal facilities.”  

    “Such brazen and senseless acts, like the ones in this case, not only devastate the victims but our community at large,” said Wayne A. Jacobs, Special Agent in Charge of FBI Philadelphia. “This sentencing exemplifies the value of partnerships in combatting violent crime.     This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

  • MIL-OSI Security: Virginia Man Sentenced to 66 Months in Prison for Stealing From Elderly Incapacitated Victims

    PHILADELPHIA – United States Attorney Jacqueline C. Romero announced that Carlton Rembert, 70, of Hampton, Virginia, was sentenced on October 11, 2024, by United States District Judge Joel H. Slomsky to 66 months’ imprisonment, five years of supervised release, $534,335 in restitution to the victims, and a $400 special assessment for his role in a scheme to defraud elderly incapacitated people of over $1 million.

    Rembert’s late co-conspirator and sister, Gloria Byars, was a court-appointed guardian for over 100 incapacitated wards in Pennsylvania. Between 2012 and 2018, Byars, Rembert, and other co-conspirators stole the life savings from dozens of wards while Byars served as their court-appointed guardian. Byars pleaded guilty to conspiracy, wire fraud, money laundering, and tax fraud for her role in the fraud scheme. Rembert proceeded to trial in November 2023 and after a four-day trial, a jury found Rembert guilty of conspiracy, bank fraud, and wire fraud.

    As guardian, Byars had unfettered access to wards’ property including bank accounts, pensions, real estate, retirement accounts, and other assets. Byars stole money from the wards’ bank accounts by writing unauthorized checks to companies she controlled, or to shell companies controlled by her co-conspirators, Rembert and Alesha Mitchell. Rembert and Mitchell assisted Byars in the theft by opening bank accounts in their home state of Virginia in the names of shell companies purporting to be medical services companies. Byars made the checks payable to her co-conspirators’ fake medical services companies, to make it appear that the elderly incapacitated ward incurred a legitimate medical expense.

    After receiving dozens of checks from his sister, Rembert deposited over $695,000 in stolen ward checks into five separate shell business bank accounts he had opened. Rembert then withdrew over $388,000 in cash through 94 structured withdrawals. Rembert also obtained $217,082 in certified checks, sending the certified checks to Byars and keeping a share of the stolen ward money for himself. When confronted by law enforcement, Rembert lied to investigators, pretending that he provided services to the elderly and sick victims. Some of the victims’ families testified at Rembert’s trial, telling the court that they had never heard of Rembert’s sham medical companies, and that neither Rembert nor his companies provided any services for their loved ones.

    Rembert and Byars spent the stolen ward money on personal expenses, including vacations, clothing and other retail purchases, restaurants, vehicles, gifts, and parties. In all, Byers, Rembert, and Mitchell stole well over $1 million from at least 120 incapacitated people in the Eastern District of Pennsylvania.

    Alesha Mitchell is scheduled to be sentenced on October 24.

    “Rembert and his co-conspirators had no qualms about ripping off these incapacitated victims and living it up on their stolen money,” said U.S. Attorney Romero. “The greed and callousness here are off the charts. It’s vile that criminals target the elderly and infirm specifically to take advantage of their vulnerability. My office and our partners will continue to do all we can to hold these crooks responsible and protect our elders from such greed, fraud, and abuse.”

    “Elder fraud leaves a damaging impact on victims and our communities, and our office remains steadfast in pursuit of those who exploit this vulnerable population,” said Wayne A. Jacobs, Special Agent in Charge of FBI Philadelphia. “We encourage those who believe that they or a loved one are a victim of elder fraud to report it. Reporting elder fraud is not only a step towards justice, but it helps protect others from victimization.”

    “Carlton Rembert, together with his co-conspirator Gloria Byars, abused the trust of the most vulnerable among us – individuals who have been incapacitated by age, illness, or both. What they did was truly heinous – and truly criminal. I applaud United States Attorney Romero for prosecuting these individuals, in one of the first guardianship fraud cases to be prosecuted. Unfortunately, this type of fraud is increasing, and it is important for law enforcement to send a clear signal that it will not be tolerated,” said Delaware County District Attorney Jack Stollsteimer.

    “As a law enforcement community, it is our duty to hold individuals accountable who abuse their position of trust and steal from the people that are under their care,” said Amy MacNeely, Acting Special Agent in Charge of IRS Criminal Investigation. “We, along with our law enforcement partners and the Department of Justice, will continue to hold accountable those who exploit the most vulnerable among us.”

    The case was investigated by the FBI, the Delaware County District Attorney’s Office Criminal Investigation Division, and IRS Criminal Investigation and is being prosecuted by Assistant United States Attorneys Tiwana Wright and Samuel Dalke.

  • MIL-OSI USA: NASA and Partners Scaling to New Heights

    NASA, in partnership with AeroVironment and Aerostar, recently demonstrated a first-of-its-kind air traffic management concept that could pave the way for aircraft to safely operate at higher altitudes. This work seeks to open the door for increased internet coverage, improved disaster response, expanded scientific missions, and even supersonic flight. The concept is referred to as an Upper-Class E traffic management, or ETM. 
    There is currently no traffic management system or set of regulations in place for aircraft operating 60,000 feet and above. There hasn’t been a need for a robust traffic management system in this airspace until recently. That’s because commercial aircraft couldn’t function at such high altitudes due to engine constraints.  
    However, recent advancements in aircraft design, power, and propulsion systems are making it possible for high altitude long endurance vehicles — such as balloons, airships, and solar aircraft — to coast miles above our heads, providing radio relay for disaster response, collecting atmospheric data, and more.  
    But before these aircraft can regularly take to the skies, operators must find a way to manage their operations without overburdening air traffic infrastructure and personnel.  

    “We are working to safely expand high-altitude missions far beyond what is currently possible,” said Kenneth Freeman, a subproject manager for this effort at NASA’s Ames Research Center in California’s Silicon Valley. “With routine, remotely piloted high-altitude operations, we have the opportunity to improve our understanding of the planet through more detailed tracking of climate change, provide internet coverage in underserved areas, advance supersonic flight research, and more.” 
    Current high-altitude traffic management is processed manually and on a case-by-case basis. Operators must contact air traffic control to gain access to a portion of the Class E airspace. During these operations, no other aircraft can enter this high-altitude airspace. This method will not accommodate the growing demand for high-altitude missions, according to NASA researchers.  
    To address this challenge, NASA and its partners have developed an ETM traffic management system that allows aircraft to autonomously share location and flight plans, enabling aircraft to stay safely separated. 
    During the recent traffic management simulation in the Airspace Operations Laboratory at Ames, data from multiple air vehicles was displayed across dozens of traffic control monitors and shared with partner computers off site. This included aircraft location, health, flight plans and more. Researchers studied interactions between a slow fixed-wing vehicle from AeroVironment and a high-altitude balloon from Aerostar operating at stratospheric heights. Each aircraft, connected to the ETM traffic management system for high altitude, shared location and flight plans with surrounding aircraft.  
    This digital information sharing allowed Aerostar and AeroVironment high-altitude vehicle operators to coordinate and deconflict with each other in the same simulated airspace, without having to gain approval from air traffic control. Because of this, aircraft operators were able to achieve their objectives, including wireless communication relay. 
    This simulation represents the first time a traffic management system was able to safely manage a diverse set of high-altitude aircraft operations in the same simulated airspace. Next, NASA researchers will work with partners to further validate this system through a variety of real flight tests with high-altitude aircraft in a shared airspace.   
    The Upper-Class E traffic management concept was developed in coordination with the Federal Aviation Administration and high-altitude platform industry partners, under NASA’s National Airspace System Exploratory Concepts and Technologies subproject led out of Ames.

    ALBUQUERQUE, N.M. – In advance of the 100th Anniversary of Historic Route 66 in 2026, U.S. Senator Martin Heinrich (D-N.M.), the co-founder and co-chair of the Electrification Caucus, led a letter alongside U.S. Senators Mark Kelly (D-Ariz.), Dick Durbin (D-Ill.), Ben Ray Luján (D-N.M.), and Tammy Duckworth (D-Ill.) to U.S. Secretary of Transportation Pete Buttigieg and U.S. Secretary of Energy Jennifer Granholm urging them to prioritize investments in electric vehicle (EV) chargers along historic Route 66 as they oversee the second round of the Charging and Fueling Infrastructure Discretionary Grant Program applications under the Infrastructure Law. 

    In their letter, the senators wrote: “The rich history and culture of Route 66 as a symbol of American freedom and adventure will draw millions of visitors to each of the eight states it runs through during the Centennial Anniversary of this iconic highway in 2026. In particular, we urge the Federal Highway Administration and the Joint Office of Energy and Transportation to make significant investments in electric vehicle (EV) chargers along Route 66 through the second round of the Charging and Fueling Infrastructure (CFI) Discretionary Grant Program.     Background:

    One of America’s first continuous stretches of paved highway, U.S. Route 66, sometimes referred to as “The Mother Road,” was commissioned on November 11, 1926, and stretched 2,448 miles (3,940 km) from Chicago to Los Angeles. Many organizations in the eight states along Historic Route 66 are planning special events and tours to highlight the road’s Centennial in 2026, including the New Mexico Tourism Department, which just launched a grant program to provide support for marketing campaigns, special events, and infrastructure related to Route 66. 

    Congress passed the bipartisan Route 66 Centennial Commission Act in 2020 to establish a commission consisting of representatives from each of the eight Route 66 states. In their First Interim Report, released on July 11, 2023, the Route 66 Centennial Commission recommended the creation of a Route 66 Alternative Fuels Corridor Initiative to enable visitors to confidently travel the length of the entire route with whatever vehicle they choose. 

    The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a competitive grant program established in the Infrastructure Law to build out accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work. The program, which just opened its second round, will provide up to $2.5 billion over five years to strategically deploy electric vehicle (EV) charging infrastructure and other alternative fueling infrastructure projects in urban and rural communities in publicly accessible locations, including downtown areas and local neighborhoods, particularly in underserved and disadvantaged communities.

  • MIL-OSI USA: Rep. Panetta Announces New Federal Investment in Local Semiconductor Manufacturer Expansion

    San Jose, CA – United States Representative Jimmy Panetta (CA-19) announced a significant new federal investment in a local semiconductor manufacturer through the landmark CHIPS and Science Act.  The $93 million federal investment awarded to Infinera will support the expansion and modernization of both a new semiconductor fabrication plant, or Fab, in South San Jose and a new Advanced Test and Packaging (ATP) facility in Bethlehem, Pennsylvania.  This funding is expected to multiply Infinera’s domestic manufacturing capacity by ten and create up to 1,200 construction jobs.  

    Infinera is a local semiconductor and telecommunications equipment manufacturer that has operated its U.S. fabrication and ATP facilities for over two decades.  Specifically, the project in South San Jose will construct a new modernized Fab and foundry with over 40,000 square feet of cleanroom space to increase its indium phosphide-based photonic integrated circuits (InP PICs) manufacturing.

    Rep. Panetta with bipartisan majorities in the House and Senate passed the CHIPS and Science Act into law during the 117th Congress.  The landmark legislation has already allocated over $35 billion in proposed funding across 16 states, including California, and is expected to create over 115,000 jobs in emerging high-tech manufacturing and research sectors.  Since the beginning of the Biden-Harris Administration, semiconductor and electronics companies have announced over $400 billion in private investments, catalyzed in large part by public investment.

    “Although Silicon Valley leads the world in innovation, it isn’t really known as a manufacturing base for semiconductor chips,” said Rep. Panetta.  “That may change with this major federal investment in Infinera, its innovation, and its manufacturing of semiconductor chips in California’s 19th Congressional District. Through the bipartisan CHIPS and Science Act, we are investing in local projects with hundreds of good-paying jobs that will bolster our innovation and dramatically increase our domestic output of semiconductors in South San Jose.”

    InP PICs are key components in optical network communications.  These components enable the fast and reliable transfer of large amounts of data in communications, spanning short- to long-distance broadband networks; between AI and machine-learning clusters inside the data center; and between data centers.  This technology is essential to powering American economic innovation and support security technology.

    “We are honored to be part of the Department of Commerce’s efforts to increase semiconductor fabrication and packaging in the U.S. and protect our national and economic security as part of the bipartisan CHIPS and Science Act,” said Infinera CEO David Heard. “Optical semiconductor technology and photonics are at the heart of scalable and resilient connectivity required to support the rapidly growing need for high-speed communications.  This proposed funding would enable us to better serve our customers, expand our partnerships, and compete more effectively with foreign adversary competitors, especially at a time when supply chain security is increasingly important to America’s communications infrastructure, from high-capacity long-haul transmission and broadband networks to power-efficient connectivity inside data centers to support the explosive growth in AI workloads.”

    The California project will be supported by the Nor Cal Carpenters Union (NCCU).  For trades not covered by NCCU, Infinera’s general contractor, Vulcan Construction, has agreed to hire from a contractor base consisting of 100% labor union-signatory contractors affiliated with the building trades.  Infinera’s current operations in South San Jose are 95% carbon free, which is expected to continue with the expansion of the Fab.

    “From artificial intelligence to electric vehicles to telecommunications infrastructure, 21st century technologies all rely on optical semiconductors like the ones manufactured by Infinera,” said U.S. Secretary of Commerce Gina Raimondo.  “The Biden-Harris Administration is achieving the economic and national security goal of the CHIPS and Science Act with investments like this one.  We are securing semiconductor manufacturing projects across the country to build a robust domestic chip ecosystem that will create high-tech jobs and economic opportunities for communities across the country.”

    (COLUMBIA, S.C.) – Attorney General Alan Wilson filed a brief in the U.S. Court of Appeals for the D.C. Circuit to stop the Biden-Harris administration from imposing an electric-vehicle mandate on truck manufacturers. A coalition of 24 states teamed up in Nebraska v. EPA to challenge the new rule.

    “This is yet another overreach by the Biden-Harris administration trying to do something they don’t have the authority to do,” Attorney General Wilson said. “But more importantly, it will raise the price on all of us for almost everything that gets shipped by truck.”

    In April, the federal Environmental and Protection Agency (EPA) published a rule imposing stringent tailpipe emissions standards for heavy-duty vehicles that effectively force manufacturers to produce more electric trucks and fewer internal combustion trucks. The attorneys general argued that EPA’s electric-truck mandate raises a “major question” that Congress has not clearly authorized EPA to decide. The brief points out that just 0.10 percent of all heavy-duty trucks sold today are powered by a battery, but that EPA’s rule would increase that number to 45 percent in less than a decade. That massive shift in the nation’s trucking and logistics industries will slow down the transportation of essential goods, stress the electric grid, and raise prices for Americans. The brief also argues that EPA has never before forced manufacturers to produce heavy-duty electric vehicles and that allowing the electric-truck mandate to stand would short-circuit the ongoing policy debate that should be left to Congress and the States.

    In addition to Attorney General Wilson, attorneys general from the following states joined the brief against the Biden Administration: Alabama, Alaska, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Montana, Nebraska, Oklahoma, Tennessee, Texas, South Dakota, Utah, Virginia, West Virginia, and Wyoming.

  • MIL-OSI United Kingdom: UK to support NATO space launch capabilities and artillery supplies

    Defence Secretary agrees to range of initiatives from boosting ease of access to space and virtual training to developing cutting-edge drones.

    NATO allies could be set to use Britain’s launch vehicles and space ports, following new work that will see the alliance start work to rapidly deploy assets to space. 

    With adversaries attempting to maximise their advantages in space, the Defence Secretary John Healey MP today signed a letter of intent, which will see NATO allies work closer on government and commercial space launch capabilities. 

    Attending his first NATO Defence Ministerial, the Defence Secretary also signed up to a range of multinational long-term projects, from virtual training to drone procurement. 

    Tomorrow and Saturday (Friday 18 October, Saturday 19 October) the Defence Secretary will attend the G7 Defence Ministers meeting. 

    The meeting, hosted by the Italian Presidency of the G7, in Naples, will see the Defence Secretary meet with his G7 opposite numbers.  

    On the margins of the G7, Mr Healey will also attend a meeting of the Global Combat Air Programme, with his Italian and Japanese counterparts.

    Today’s space cooperation announcement will see the UK help develop NATO’s space capabilities. 

    Known as the STARLIFT programme, it will build space launch capabilities across the alliance and will see the UK, alongside our allies and commercial partners, create a network of space launch capabilities across the alliance.

    Virtual training 

    The UK is today signing a letter of intent to share virtual simulator training across NATO, allowing Allies to train and work together without the need for a physical deployment, saving time, resources and money. 

    Artillery munitions 

    The UK has agreed today that NATO will create a single test network to enable allies to use different munition types, such as 155mm, on various artillery systems. This will ensure greater flexibility in joint operations. 

    Drones 

    The Defence Secretary also confirmed that the UK will take part in a project to develop cutting-edge drones. 

    The UK has played a key role in sending thousands of drones to Ukraine, where we have seen first-hand the vital role they have played in fighting back against Putin’s forces. 

    NATO allies will work together to develop these unmanned platforms which will gather intelligence, surveillance and deliver strike capabilities.  

    UK participation also helps to integrate the MQ-9B/Protector uncrewed aircraft capability into the NATO Intelligence, Surveillance and Reconnaissance Force and defence of the High North and Arctic region. 

    The UK’s participation in these ambitious projects underline our unshakeable commitment to NATO.

  • MIL-OSI Security: Man Sentenced for Robbery and Intimidation of a Witness by Attempted Murder

    GREENSBORO – A New York man was sentenced yesterday in Greensboro, North Carolina, to 35 years in prison after pleading to robbery, firearm, and intimidation charges related to an attempted murder stemming from conduct in the Middle District of North Carolina and the Southern District of New York, announced United States Attorney Sandra J. Hairston of the Middle District of North Carolina (MDNC).   

    RYAN LEWIS LITTLE, age 40, of New York, was sentenced to a 420-month term of imprisonment and 5 years supervised release by the Honorable William L. Osteen, Jr., United States District Judge in the United States District Court for the MDNC. In addition to prison time, LITTLE was ordered to pay restitution in the amount of $56,970.75.

    LITTLE pleaded guilty on May 10, 2024, to interference with commerce by robbery, in violation of 18 U.S.C. § 1951(a), and retaliating against a witness by attempted murder, in violation of 18 U.S.C. § 1513(a)(1)(B), for conduct occurring in the MDNC. On June 20, 2024, he pleaded guilty to a separate charge for interference with commerce by robbery, in violation of 18 U.S.C. § 1951(a), and possession of a firearm in furtherance of a crime of violence, in violation of 18 U.S.C. § 924(c), for incidents occurring in the Southern District of New York.

    According to court records, on April 8, 2022, at approximately 7:00 PM, Greensboro Police Department (GPD) officers responded to a report of attempted armed robbery at the Chemistry Nightclub Food Truck located in the parking lot of 2901 Spring Garden Street, Greensboro, NC.  The food truck employee reported that an armed man attempted to rob the food truck at gunpoint. Footage from the food truck’s surveillance cameras showed a man (later identified as LITTLE) walking up the steps of the food truck, pulling out a silver handgun, pointing it at the food truck employee and asking, “Where is the money?” The employee told LITTLE that there was no money. LITTLE then pushed the victim and ran from the food truck.

    The Chemistry Nightclub Food Truck attempted robbery was one in a series of robberies that law enforcement officers had been investigating since March 2022. A witness, Victim-1, spoke with law enforcement as part of the ongoing investigation. In retaliation for speaking with the officers, on the morning of April 12, 2022, LITTLE shot Victim-1 in the face. He then fled North Carolina.

    On April 20, 2022, at approximately 10:30 pm, New York Police Department (NYPD) officers arrived at the scene of a reported robbery at a restaurant. An employee stated that a man entered the restaurant, brandished a silver firearm partially concealed beneath a newspaper, and took approximately $1,500 from the cash register. The employee followed the suspect to a nearby park. While canvassing the area, officers saw LITTLE emerge from the bushes and attempt to flee the area. Officers chased him and he was apprehended moments later with approximately $1,100 cash on him. Officers traced the path LITTLE had fled and recovered a loaded silver pistol.  After his arrest, a witness approached the NYPD officers and told them that shortly after robbing the restaurant LITTLE attempted to carjack him.

    The case was investigated by the Greensboro Police Department, Federal Bureau of Investigation, Bureau of Alcohol Tobacco, and Firearms, and New York Police Department. The case was prosecuted by MDNC Assistant United States Attorneys Nicole DuPré and Lindsey Freeman, SDNY Assistant United States Attorney Jonathan Bodansky, and former MDNC Assistant United States Attorney Tanner Kroeger.
