  • MIL-OSI Canada: Prime Minister Carney participates in a virtual meeting in support of Ukraine

    Today, the Prime Minister, Mark Carney, participated in a virtual meeting of the Coalition of the Willing.

    The meeting was co-chaired by the Prime Minister of the United Kingdom, Sir Keir Starmer, and the President of France, Emmanuel Macron. It was also attended by many of Canada’s closest allies and partners, including the President of Ukraine, Volodymyr Zelenskyy, and representatives of the United States – senators Lindsay Graham and Richard Blumenthal as well as U.S. Special Envoy General Keith Kellogg.

    The Coalition unequivocally condemned Russia’s latest strikes against Ukraine. They affirmed collective efforts to exert pressure on Russia, including through further sanctions as well as military and financial assistance to Ukraine. Prime Minister Carney raised Canada’s robust support to Ukraine, most recently through a major sanctions package targeting Russia’s shadow fleet and energy revenues; an additional $2 billion in new military support, with funding for drones, ammunition, and armoured vehicles, among other capabilities; and the disbursement of a $2.3 billion loan, to help rebuild Ukraine’s infrastructure and public systems.

    The Coalition underscored their steadfast support for Ukraine’s long-term security and sovereignty, and actions to establish a post-ceasefire force. To advance a just and lasting peace, the Coalition of the Willing will have new permanent headquarters in Paris, with plans in place for a future co-ordination cell in Kyiv.

  • MIL-OSI Security: Armed Carjackers Sentenced To Seven Years In Prison

    CHARLOTTE, N.C. – Two armed carjackers were sentenced to prison today for firearms offenses, announced Russ Ferguson, U.S. Attorney for the Western District of North Carolina. Joseph Jaream Stephens, 23, and Davon Omarion Long, 19, both of Charlotte, were each sentenced to seven years in prison and were ordered to serve five and three years, respectively, under court supervision upon completion of their prison terms.

    Alicia Jones, Special Agent in Charge of the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Charlotte Field Division, and Chief Johnny Jennings of the Charlotte Mecklenburg Police Department (CMPD), join U.S. Attorney Ferguson in making today’s announcement.

    According to court documents and court proceedings, on April 19, 2024, Long and Stephens approached a vehicle being fueled at the pump of a gas station located on W. Sugar Creek, in Charlotte. Armed with a handgun, Stephens approached from the rear driver’s side and confronted the driver, while Long approached the passenger side of the vehicle and pointed a handgun at two passengers. All three victims abandoned the vehicle and fled. After the victims fled Long got into the front passenger seat, and Stephens got into the driver’s seat. Stephens was unable to re-start the vehicle and both defendants fled on foot. Both men were apprehended across the street from the carjacking in a motel parking lot.

    On February 14, 2025, the defendants pleaded guilty to possession and brandishing of a firearm in furtherance of a crime of violence. They remain in custody pending transfer to the Federal Bureau of Prisons upon designation of a federal facility.

    The ATF and CMPD handled the investigation.

    The U.S. Attorney’s Office in Charlotte prosecuted the case.

  • MIL-OSI USA: Congressman Robert Garcia and Senator Alex Padilla Reintroduce the ‘Clean Shipping Act’ to Reduce Port Pollution and Protect the Health of Port Communities

    Washington, D.C. – Today, Congressman Robert Garcia (CA-42) and Senator Alex Padilla (D-CA) reintroduced the Clean Shipping Act. This bill establishes a path to eliminate greenhouse gas emissions from large ships that come to U.S. ports, protecting the health of port communities and addressing the environmental and climate impacts of shipping pollution. Specifically, the bill would mandate that by 2050, ships must cut all greenhouse gas pollution, and by 2035, they must emit zero emissions while parked at ports.     One person has died following a single vehicle crash in Kaitaia overnight.

    Emergency services were called to the crash on Allen Bell Drive at around 2.10am.

    Sadly, the passenger of the vehicle died at the scene.

    Two others were transported to hospital with moderate to serious injuries.

    Police are providing support to the next of kin.

    The Serious Crash Unit have completed a scene examination and enquiries into the cause of the crash are ongoing.

  • MIL-OSI Europe: Answer to a written question – Introduction of regulations that violate the principles of the single market and weaken the competitiveness of the European battery sector – E-001710/2025(ASW)

    Batteries, which account for 30-40% of value-added of a typical electric passenger car, are a critical battleground for future employment and value creation.

    Europe needs a cost-competitive domestic cell production and supply chain, also with a view to preparing against supply shocks and crises and protecting economic sovereignty.

    That would cover a large part of the supply of battery cells and European value-added along the supply chain, including EU production capacities of anode active materials, cathode active material and its precursor, and other relevant battery components. This also requires investments of European players in battery material mining and refining operations in Europe or oversea.

    As indicated in the Industrial Action Plan for the European automotive sector[1] published in March 2025 by the Commission, the objective for 2030 is to achieve a European added value of more than 50% along the value chain.

    Article 7 of Regulation (EU) 2023/1542[2] mandates the Commission to adopt delegated and implementing acts to supplement this regulation and ensure harmonised implementation across the EU.

    In accordance with Article 7 of Regulation (EU) 2023/1542, the Commission follows a stepwise approach with a gradual and cumulative increase in the carbon footprint requirements.

    For the final step of setting maximum carbon footprint thresholds, the Commission will carry out an impact assessment, including an assessment of the economic impacts of this measure.

    The aim is to boost transparency and shift the EU market towards batteries with a lower carbon footprint, regardless of where they are produced.

    As required by Article 7(1) of Regulation (EU) 2023/1542, the Commission is currently working on developing a methodology for calculating and verifying the carbon footprint of electric vehicle batteries on the basis of Annex II to the regulation.

    After publication of a draft delegated act on the ‘Have your say’ portal on 30 April 2024[3] and a dedicated meeting of the Member State expert group on 11 July 2024, the Commission is currently analysing the way forward for the adoption of the delegated act, taking into account the feedback received.

  • MIL-OSI Asia-Pac: Commissioner of Customs and Excise visits Urumqi Customs and attends launching ceremony of Fuzhou Customs District’s Fujian-Guangdong-Hong Kong Single E-lock Scheme (with photos)

    ​The Commissioner of Customs and Excise, Mr Chan Tsz-tat, yesterday (July 9) completed his four-day visit to the Urumqi Customs District and the Fuzhou Customs District. He attended the launching ceremony of the Fuzhou Customs District’s Fujian-Guangdong-Hong Kong Single E-lock Scheme during his visit.

    During July 6 to 8, Mr Chan visited the Urumqi Customs to meet with the Director General in the Urumqi Customs District, Mr Hao Weiming. The two exchanged views on the promotion of Hong Kong’s economic and trade ties and exchanges with Xinjiang, as well as the exploration of co-operation opportunities and enhancement of collaboration between the two sides. Mr Chan also visited the Urumqi International Land Port, the Operation Monitoring and Inspection Control Centre of the Urumqi Customs District, and the Kalasu Ground Crossing to learn more about the intelligent cargo monitoring and customs clearance process of the China-Europe Railway Express in Urumqi. He expressed hope that both sides could reinforce the complementary strengths of the country’s southern and western gateways to contribute to the stability of the supply chain between Asia and Europe in the future.

    During the visit, Mr Chan and the Vice Chairman of the People’s Government of the Xinjiang Uyghur Autonomous Region, Mr Zhu Lifan, toured the Khunjerab Ground Crossing Gateway, which is under the Urumqi Customs and has an altitude reaching 5 100 metres, to understand its significance in safeguarding the smooth operation of the China-Pakistan economic corridor and national security. They also discussed issues of mutual concern. Afterwards, they visited the Shuibulanggou Party Spirit Education Base.

    Yesterday, Mr Chan went to Fuzhou to continue his visit and attended the launching ceremony of the Fujian-Guangdong-Hong Kong Single E-lock Scheme in Fuzhou Customs. Speaking at the ceremony, Mr Chan said that the official launch of the first Customs clearance point of the Scheme in Fuzhou Customs will help further promote interconnections and the flow of goods between Fujian, Guangdong and Hong Kong, marking a new breakthrough in clearance facilitation and co-operation between Mainland and Hong Kong Customs. Meanwhile, Mr Chan said he hopes that the extension of the Scheme to Fuzhou Customs would enhance the efficiency of cross-boundary intermodal transportation, bring Fuzhou’s various products to overseas markets, and consolidate and strengthen Hong Kong’s status and competitiveness as an international maritime centre, international aviation hub and international logistics hub, creating a win-win situation for trade between the two places.

    At the event, the first transportation truck carrying transshipment goods departed from the first clearance point in Fuzhou Customs District through the Scheme, and arrived at Hong Kong International Airport via the Shenzhen Bay Control Point this morning (July 10), where the goods were transshipped to overseas destinations. Fujian-Guangdong-Hong Kong Customs could streamline the clearance process and expedite the flow of cargo transshipments by reducing duplicated inspections of the same consignments under the Scheme.

    In Fuzhou, Mr Chan also separately met with member of the Leading Party Members Group of Fuzhou Municipal People’s Government Mr Zhang Fan; the Deputy Director General of the Guangdong Sub-Administration of the General Administration of Customs of the People’s Republic of China, Mr Feng Guoqing; and the Deputy Director General in the Fuzhou Customs District, Mr Lin Yuefei. He expressed his gratitude for their dedicated support and co-ordination in extending the Scheme to Fuzhou Customs District, and had discussions on leveraging opportunities of the Guangdong-Hong Kong-Macao Greater Bay Area development and deepening co-operation.

    Following Xiamen Customs District, Fuzhou Customs District is the second Customs District to implement the Scheme in Fujian Province. Hong Kong and Mainland Customs will continue to proactively expand the Single E-lock Scheme by establishing more clearance points in both places, and plan to extend the Scheme to the Guangxi Zhuang Autonomous Region to attract more cargoes to Hong Kong for transshipment and increase the competitiveness of Hong Kong’s shipping and logistics sector.

  • MIL-OSI Canada: New Fine for Illegal Parking in Some Hospital Lots in Halifax

    Drivers who park illegally in Queen Elizabeth II Health Sciences Centre (Halifax Infirmary and Victoria General sites) and IWK Health Centre parking lots can be fined $500 starting today, July 10.

    “Free on-site parking at health facilities is for patients, visitors and authorized staff. We want to discourage drivers from parking at these sites without a valid reason and crowding out legitimate users,” said Michelle Thompson, Minister of Health and Wellness. “We hope this step will be a strong deterrent for anyone considering parking at a hospital or healthcare facility who is not seeking or providing care.”

    The Province has created new regulations under the Motor Vehicle Act that allow parking enforcement officers to issue tickets to drivers of vehicles parked illegally in designated hospital parking lots in Halifax.

    The Health Authority Parking Lots Pilot Project Regulations:

    • impose a fine of $500 for parking in specific hospital parking lots if not attending a Queen Elizabeth II or IWK facility
    • list authorized users, including patients, healthcare providers, health authority employees, visitors, volunteers and service providers
    • list documents that can be used to show the person is properly parking in the lot (e.g. a health authority exit pass, health authority ID, etc.).

    Parking tickets will be issued by a peace officer or a special constable. Both health authorities – Nova Scotia Health and IWK Health – will have special constables authorized to issue parking tickets.

    • the ticket amount is $536.60, but will be reduced to $500 if it is paid during the first 60 days after it is issued, in accordance with the Summary Offence Tickets Regulations

     A woman who violated multiple federal firearms laws was sentenced July 9, 2025, in federal court in Sioux City.

    Maria Francisca Portalatin, age 53, from Sioux City, Iowa, pled guilty on February 7, 2025, to one count of being a prohibited person in possession of firearms, one count of making false statements during the purchase of firearms, one count of straw purchase of firearms, and one count of concealing a person from arrest.

     Evidence in the case showed that in April of 2023, Portalatin knowingly made false statements and representations on ATF forms to Dunham’s Sports Store in Sioux City in connection with her acquisition of multiple firearms.  Portalatin later admitted to law enforcement that she was an unlawful user of methamphetamine and purchased the firearms for Freddie Summerville who she knew was prohibited from possessing a firearm.  Evidence further showed, that in June of 2024, law enforcement executed a search warrant at Portalatin’s residence and located the four firearms she had purchased.  During an interview with law enforcement, Portalatin admitted she lied on the ATF forms and that she was aware that Freddie Summerville was wanted on a federal warrant.  In July of 2024, Portalatin and Summerville were stopped in a vehicle near Sioux Falls.  Subsequently, in an interview with law enforcement she admitted they were smoking methamphetamine and that she had helped harbor and conceal Summerville.  
     
    Sentencing was held before United States District Court Judge Leonard T. Strand.  Portalatin was sentenced to 51 months’ imprisonment and was ordered to pay $1,400 in fines and assessments.  She must also serve a 2 year term of supervised release following imprisonment.  There is no parole in the federal system.  
    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    The case was investigated by the Sioux City Police Department and the Bureau of Alcohol, Tobacco and Firearms (ATF) and was prosecuted by Assistant United States Attorneys Kraig R. Hamit and Kevin C. Fletcher.

  • MIL-OSI Security: Sioux City Woman Sentenced to Prison for Federal Firearms Convictions

     A woman who violated multiple federal firearms laws was sentenced July 9, 2025, in federal court in Sioux City.

    Maria Francisca Portalatin, age 53, from Sioux City, Iowa, pled guilty on February 7, 2025, to one count of being a prohibited person in possession of firearms, one count of making false statements during the purchase of firearms, one count of straw purchase of firearms, and one count of concealing a person from arrest.

     Evidence in the case showed that in April of 2023, Portalatin knowingly made false statements and representations on ATF forms to Dunham’s Sports Store in Sioux City in connection with her acquisition of multiple firearms.  Portalatin later admitted to law enforcement that she was an unlawful user of methamphetamine and purchased the firearms for Freddie Summerville who she knew was prohibited from possessing a firearm.  Evidence further showed, that in June of 2024, law enforcement executed a search warrant at Portalatin’s residence and located the four firearms she had purchased.  During an interview with law enforcement, Portalatin admitted she lied on the ATF forms and that she was aware that Freddie Summerville was wanted on a federal warrant.  In July of 2024, Portalatin and Summerville were stopped in a vehicle near Sioux Falls.  Subsequently, in an interview with law enforcement she admitted they were smoking methamphetamine and that she had helped harbor and conceal Summerville.  
     
    Sentencing was held before United States District Court Judge Leonard T. Strand.  Portalatin was sentenced to 51 months’ imprisonment and was ordered to pay $1,400 in fines and assessments.  She must also serve a 2 year term of supervised release following imprisonment.  There is no parole in the federal system.  
    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    The case was investigated by the Sioux City Police Department and the Bureau of Alcohol, Tobacco and Firearms (ATF) and was prosecuted by Assistant United States Attorneys Kraig R. Hamit and Kevin C. Fletcher.

    Steilacoom-DuPont Road overpass to be closed with detours as new overpass takes shape

    DUPONT – Nighttime travelers who use northbound Interstate 5 through DuPont could see major congestion during the nights of Friday, July 25 and Saturday, July 26.

    Contractor crews working for the Washington State Department of Transportation are removing temporary structures that were used to build a new bridge deck on the new Steilacoom-DuPont overpass.

    To do this, crews will close lanes on northbound I-5 and detour travelers through the Steilacoom-DuPont Road off- and on-ramps.

    What to expect

    Overnight Friday, July 25 and Saturday, July 26, northbound I-5 lane closures will begin near Center Drive starting at 8 p.m. 

    From 10 p.m. to 6 a.m. nightly: 

    • Northbound I-5 will be reduced to one lane.
    • The remaining lane will be directed up and over the Steilacoom-DuPont Road off- and on-ramp.

    Night closures of Steilacoom-DuPont Road overpass

    To keep travelers moving on I-5, the Steilacoom-DuPont Road overpass will also close. During the closure:

    • Northbound I-5 travelers needing to use exit 119 at Steilacoom-DuPont Road will detour to 41st Division Drive and return to southbound I-5 to exit 119.
    • Travelers on Steilacoom-DuPont Road heading to northbound I-5 will detour to southbound I-5 to exit 118 at Center Drive and return to northbound I-5.
    • Emergency vehicles will have access to the Steilacoom-DuPont Road overpass.

    Travelers are encouraged to:

    • Add at least one hour of extra travel time.
    • Consider postponing or rescheduling discretionary trips.
    • If possible, travel before or after the work.

    Project information

    In April, crews installed girders for a new Steilacoom-DuPont Road overpass. In June, concrete for the new bridge was poured and a bridge deck was formed. Now, the temporary structure used to form the concrete must be removed.

    The new overpass will be completed in 2026 as part of the I-5 Mounts Road to Steilacoom-DuPont Road Corridor Improvements project.

  • MIL-OSI Security: Port Arthur felon sentenced to federal prison for firearms violation

    BEAUMONT, Texas –A Port Arthur convicted felon has been sentenced for a firearms violation in the Eastern District of Texas, announced Acting U.S. Attorney Jay R. Combs.

    Carl Sampson Solomon, 43, pleaded guilty to being a felon in possession of a firearm and was sentenced to 46 months in federal prison by U.S. District Judge Marcia A. Crone on July 9, 2025.

    According to information presented in court, on March 27, 2024, Sampson was stopped for a traffic violation on Gulfway Drive in Port Arthur.  During the stop, Solomon advised officers he had a firearm holstered under the seat. A search of the vehicle revealed the firearm and a small baggie of marijuana.  Further investigation revealed Solomon had previously been convicted of five felonies and was on felony probation. Federal law prohibits convicted felons of possessing or owning firearms.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    This case was investigated by the Port Arthur Police Department and the Bureau of Alcohol, Tobacco, Firearms, and Explosive.  This case was prosecuted by Assistant U.S. Attorney Matt Quinn.

  • MIL-OSI Security: Jefferson County felon sentenced to federal prison for live-stream shooting

    BEAUMONT, Texas –A Beaumont man has been sentenced for illegally possessing a firearm in the Eastern District of Texas, announced Acting U.S. Attorney Jay R. Combs.

    Brian Keith Murphy, 33, pleaded guilty to being a felon in possession of a firearm and was sentenced to 85 months in federal prison by U.S. District Judge Marcia A. Crone on July 9, 2025.

    According to information presented in court, on August 11, 2024, law enforcement officers received a call of shots fired near a gas station on Concord Avenue in Beaumont.  As officers were being dispatched to the scene, the Beaumont Police Department was able to view a live stream of the shooting through their “Real-Time-Crime Center.”  Officers monitoring the live stream were able to witness the shooter fire multiple shots near vehicles and individuals in the parking lot.  Through coordination with officers monitoring the live stream and officers on scene, law enforcement was able to identify the vehicle the shooter had fled in.  The vehicle was stopped, and Murphy was identified as the shooter.  Two firearms were recovered from the vehicle Murphy was fleeing in, one of which was the firearm Murphy used in the shooting.  Murphy was on federal supervised release at the time for a previous conviction for being a felon in possession of a firearm.  Federal law prohibits convicted felons from owning or possessing firearms.

    The Director-General of the World Health Organization (WHO) is hereby transmitting the report of the fourth meeting of the International Health Regulations (2005) (IHR) Emergency Committee (Committee) regarding the upsurge of mpox 2024, held on Thursday, 5 June 2025, from 12:00 to 17:00 CEST.

    Concurring with the advice unanimously expressed by the Committee during the meeting, the WHO Director-General determined that the upsurge of mpox 2024 continues to meet the criteria of a public health emergency of international concern (PHEIC) and, accordingly, on 9 June 2025, issued temporary recommendations to States Parties, available here.

    Proceedings of the meeting

    Sixteen (16) Members of, and two Advisors to, the International Health Regulations (2005) (IHR) Emergency Committee (Committee) were convened by teleconference, via Zoom, on Thursday, 5 June 2025, from 12:00 to 17:00 CEST. Fourteen (14) of the 16 Committee Members, and the two Advisors to the Committee participated in the meeting.

    The Director-General of the World Health Organization (WHO) joined in person and welcomed the participants, including Government Officials designated to present their views to the Committee on behalf of the two invited States Parties – Burundi and the Democratic Republic of the Congo (DRC). The opening remarks by the Director-General are available here.

    The Representative of the Office of Legal Counsel then briefed the Members and Advisors on their roles and responsibilities and identified the mandate of the Committee under the relevant articles of the IHR. The Ethics Officer from the Department of Compliance, Risk Management, and Ethics provided the Members and Advisors with an overview of the WHO Declaration of Interests process. The Members and Advisors were made aware of their individual responsibility to disclose to WHO, in a timely manner, any interests of a personal, professional, financial, intellectual or commercial nature that may give rise to a perceived or actual conflict of interest. They were additionally reminded of their duty to maintain the confidentiality of the meeting discussions and the work of the Committee. Each Member and Advisor was surveyed, with no conflicts of interest identified.

    The meeting was handed over to the Chair who introduced the objectives of the meeting, which were to provide views to the WHO Director-General on whether the event continues to constitute a PHEIC, and if so, to provide views on the potential proposed temporary recommendations.

    Session open to representatives of States Parties invited to present their views

    The WHO Secretariat presented an overview of the global epidemiological situation of mpox, including all circulating clades of monkeypox virus (MPXV). Over the past 12 months, the majority of mpox cases have continued to be reported from the African continent, largely driven by outbreaks of MPXV clade Ib in East African countries, including the DRC, where clade Ia is co-circulating. Sierra Leone however is experiencing a rapidly evolving outbreak, which based on available genomic sequencing results, appears to be driven by MPXV clade IIb. Outside of the African region, there continues to be a steady report of monthly cases (between about 500 – 1000 monthly), from all regions, mostly reflecting ongoing circulation of MPXV clade IIb among men who have sex with men (MSM).

    In the DRC, while surveillance- and access to healthcare-related challenges persist, particularly in the eastern part of the country, trends in most Provinces where MPXV clade Ib is circulating, including those of North Kivu and South Kivu, are now appearing to stabilize or decline. Similar trends are also observed in areas endemic for MPXV clade Ia. In the capital Kinshasa, where the upsurge is driven by a co-circulation of MPXV clades Ia and Ib, the disease appears to be clustered geographically and in specific demographic groups, with incidence disproportionately higher among young adults, reflecting dynamics of transmission sustained by sexual networks in key areas of the city.

    In Burundi, a steady decline in incidence of mpox cases has been observed since late 2024. Initially concentrated in and around Bujumbura and later spreading to the administrative capital Gitega, with at its peak cases reported in most districts, the upsurge appears to now be concentrated only in a few hotspots.

    In Uganda, although national trends indicate a decrease in mpox cases since mid-February 2025, including a clear downward trend in the capital Kampala, limitations in testing capacity warrant cautious interpretation. Clusters are concentrated in urban settings, with transmission primarily among young adults, consistent with sexual contact transmission dynamics.

    In Kenya, although the number of mpox cases remains low, recent data suggest an upward trend. Surveillance is likely underestimating the actual incidence of mpox cases. Transmission has been associated with mobile populations, including truck drivers and sex workers.

    Sierra Leone has recently faced a significant upsurge of MPXV clade IIb, with a peak reproduction number in the capital Freetown, exceeding that observed in the past in Kinshasa, DRC, or Kampala, Uganda. Over the past three weeks, the number of observed mpox cases has been declining, possibly due to a combination of, increased natural immunity in high-risk groups and public health interventions. Transmission remains concentrated in urban areas and among young adults, likely to be associated with sexual contact.

    Travel-associated cases are declining but remain a concern. Notably, recent diagnoses of MPXV clade Ib infection in Australia – linked to exposure in Thailand – highlight the risk of undetected transmission in countries or areas with underperforming surveillance. The majority of secondary transmission resulting from imported mpox cases occurs through close, intimate, or sexual contact.

    MPXV clade Ia continues to show higher mortality, especially in children the DRC with a case fatality rate of 2-3%, although data should be interpreted considering, inter alia, the limitation of syndromic surveillance. Across all clades, individuals with underlying immunosuppression, particularly those with HIV infection, remain at greatest risk of severe outcomes and death. The overall case fatality rate for MPXV clade Ib and clade IIb remains around 0.5%.

    The WHO Secretariat presented the assessed risk by MPXV clades and further expressed in terms of overall public health risk where any given clade/s is/are circulating, as: Clade Ib – high public health risk in the DRC and neighbouring countries; Clade Ia – moderate public health risk in the DRC; Clade II – moderate public health risk in Nigeria and countries of West and Central Africa where mpox is endemic; and clade IIb – moderate public health risk globally. It was noted that the above risk assessment corresponds to the one presented during the third meeting of the Committee on 25 February 2025.

    The WHO Secretariat subsequently underscored progress in mpox control efforts, attributing gains to partnerships among national governments, communities, and WHO. However, these are now at risk due to a worsening funding shortfall, not only for the response but for global health programs that support mpox prevention and control activities.

    An updated WHO Mpox Strategic Preparedness and Response Plan (SPRP, available here), covering the period May-August 2025 and integrating lessons from operational reviews conducted in early 2025, was issued in April 2025. While the strategy remains fit for purpose, the funding environment has deteriorated. Despite a $145 million funding requirement to support all partners involved in mpox response efforts, including $47 million for WHO, the Organization has received no new financial commitments since the issuance of the new SPRP, and resource constraints now threaten the sustainability of operations – personnel levels have dropped, and essential supplies, including vaccines, cannot be deployed efficiently.

    WHO has issued updated clinical care and infection prevention and control (IPC) guidance, emphasizing the importance of integrating mpox-related interventions into broader health programs and health services delivery. However, the effective implementation of the guidance remains limited by logistical and financial barriers, and its application at local level requires intensified support. Community-centered care strategies, such as home-based care with IPC integration and linkage to primary care, have been endorsed to alleviate pressure on health facilities.

    Seven countries have initiated mpox vaccination (Central African Republic, DRC, Liberia, Nigeria, Rwanda, Sierra Leone, and Uganda), with four additional countries (Angola, Cote d’Ivoire, Kenya, and South Africa) poised to begin. Vaccine supply exists with 2.9 million vaccine doses in countries, but resource limitations hamper distribution and administration, with only approximately 724,000 doses administered to date. Strengthened coordination is essential to ensure equitable and timely delivery to high-risk populations.

    While recent progress in controlling and responding to the spread of mpox are encouraging, sustainability hinges on urgent and sustained resource mobilization, greater integration within health systems, and continued prioritization of community engagement. Without this, current gains risk being reversed.

    Representatives of Burundi and the DRC updated the Committee on the mpox epidemiological situation in their countries and their current control and response efforts, needs and challenges, and plans in the medium term.

    In Burundi, since the mpox upsurge started in July 2024, cumulatively, approximately 4,000 confirmed cases of mpox, including one death, were observed. The number of cases has been subsiding and, as of 25 May 2025, mpox cases are occurring in 9 districts, including two hotspots. The response in Burundi is focusing on rapid response to alerts and contract tracing. Among the challenges in responding to mpox are insufficient resources to provide food for cases, lack of clean water in some of the hotspots, and the absence of a functional multisectoral One Health platform.

    In the DRC, the number of mpox cases is plateauing, with a significant decrease in positivity rate, further corroborating the declining trends. Outside areas considered to be endemic, adults account for the majority of cases, with sexual contact being the most frequent mode of transmission. Overall, as a result of contact tracing activities, 83,000 contacts were identified, with a median of 5 contacts per case. More than two million mpox vaccine doses were received, with approximately 600,000 people vaccinated to date. Efforts are ongoing to make triage more efficient and effective, and improve diagnostics for mpox, including transport of samples from the affected communities. National authorities have developed a plan to intensify the response to the mpox outbreak, focusing on surveillance, contact tracing, risk communication, and vaccination. However, the funding gap is again impacting response activities, particularly in remote areas.

    Members of, and Advisors to, the Committee then engaged in questions and answers with the presenters from States Parties and the WHO Secretariat, revolving around the issues and challenges enumerated below.

    Global epidemiology, clade distribution, and risk assessment – The global epidemiological risk has remained largely unchanged since the Committee last met on 25 February 2025. However, 17 countries in Africa are currently reporting mpox outbreaks (i.e. one case or more in the last six weeks). MPXV clade Ib continues to spread in high-risk groups and has been newly detected in countries including Ethiopia, Malawi, South Sudan, and Zambia. Sierra Leone is experiencing a distinct outbreak, likely due to MPXV clade IIb according to initial evidence. This outbreak poses a specific local and regional risk and is a reminder of the ongoing risk of mpox outbreaks in specific contexts. The Committee asked about progress made towards the elimination of mpox in the WHO European Region. In that respect, the WHO Secretariat indicated that MPXV clade IIb continues to circulate at low levels, predominantly among MSM. Despite the reduced number of cases, elimination has not been achieved, with persistent transmission linked to gaps in immunity, behavioral risk factors, and communication barriers. Given the patterns of international travel, the risk of reintroduction in the WHO European Region persists.

    Surveillance, laboratory testing, and confidence in data – On the specific question of confidence in trends in the DRC, while there remain many specific challenges to surveillance, stable or decreasing trends observed in syndromic surveillance, epidemiological case-based surveillance and laboratory-based surveillance, coupled with decreases in test positivity, bring some confidence in the robustness of the assessment. Caution is warranted particularly when interpreting current trends in some areas of the Eastern Provinces of the DRC where access remains constrained, although, overall, Eastern DRC had been seeing a sustained decline in reported cases before the more recent security constraints. Concerns were expressed about the possibility of undetected transmission of MPXV in West Africa, including in Ghana and Togo in relation to MPXV clade Ib, as well as in Sierra Leone, in relation to MPXV clade IIb, despite of the declining trajectory of the number of cases after it peaked in early 2025. Concerns were also expressed regarding the need for enhanced genomic sequencing capacity. Burundi was commended for its strong surveillance performance, including its high testing rate and contact follow-up capacity. National laboratory diagnostic approaches generally report adhering to WHO protocols. However, in Sierra Leone, due to the burden of response activities, only 2% of samples positive for MPXV infection (prior to early May 2025) underwent genomic sequencing.he WHO Secretariat continues to support countries experiencing upsurges of mpox cases by providing technical assistance, including facilitating shipment of specimens to national or international laboratories.

    Patterns of transmission – The Committee highlighted that, unlike in most other areas experiencing the MPXV clade Ib outbreaks, an increased number of paediatric mpox cases is observed in the Provinces of North and South Kivu, DRC. While detailed epidemiological data are limited, this age pattern could potentially be explained, inter alia, by the build-up of immunity among adults following sexual exposure, leading to infections due to non-sexual exposure withing households. There have been anecdotical reports of exposure in paediatric healthcare facilities. It was noted that outbreaks of mpox have not otherwise been reported in educational or other settings where children are congregating.

    Contact tracing – Approaches to contact tracing differ across countries. In some settings the absence of systematic tracing and access to diagnostics reduces the effectiveness of overall control actions. The need to optimize public health resource allocation was underscored. This would entail reassessing the feasibility of traditional contact tracing in certain settings, as well as the use of mpox vaccine among identified contacts to reduce secondary transmission.

    Vaccination – As of June 2025, approximately 2.9 million mpox vaccine doses have been distributed across the African continent, the majority to the DRC, which has received about 2.5 million doses. Of these, approximately 600,000 doses have been administered. The remaining 1.9 million doses comprise 1.5 million LC16m8 vaccine doses donated by Japan (not yet deployed as training of health workers is underway) and 367,000 MVA-BN doses. A further 349,000 doses secured by the United Nations Children’s Fund (UNICEF) remain undeployed due to funding shortages. An additional 219,000 MVA-BN doses have been pledged by the Government of the United States of America, pending approval for deployment. Strategies for the use of mpox vaccine have evolved in response to supply constraints and emerging epidemiological trends. In the DRC, since February 2025, approximately105,000 doses have been administered to children under 12 and approximately 56,000 doses to adolescents aged 12 to 18. Additional groups targeted by vaccination efforts in the DRC include healthcare workers, individuals at risk of severe disease – such as people living with HIV – and, in more recent phases, key populations in transmission hotspots, including sex workers, and MSM. In Sierra Leone, the vaccination strategy was initially focused on healthcare and frontline workers and people living with HIV. The focus of vaccination efforts then shifted to hotspots and contacts, sex workers, and MSM within those hotspots. Initially, most countries began with a two-dose regimen; however, the majority have now transitioned to a single-dose approach or are preparing to shift toward intradermal fractional dosing. These dose-sparing strategies were endorsed in the WHO position paper, if vaccine resources were limited, published on 23 August 2024, available here.[1] It was noted that intradermal fractional dosing, where each vial can yield four to five doses, is applicable only to the MVA-BN vaccine and has already been employed in some settings. Overall, the uptake of available vaccines has remained lower than anticipated due to logistical, operational, and financial barriers. Further efforts are needed to optimize the strategic use of available mpox vaccine and maximize its public health impact.

    Mpox and HIV infections and integration of health services – Coinfection with HIV presents significant challenges for health services in the management of mpox, especially in countries with high HIV prevalence. In Kinshasa, DRC, 9.3% of mpox cases are reported to be HIV-positive, though this figure likely underrepresents the true burden due to limited HIV testing and integration of health services. In Uganda, 55% of deaths associated with MPXV infection have occurred among people living with HIV. The importance of co-located testing services and data systems was underscored to capture the dual burden of HIV and mpox more effectively. Reference to WHO technical guidance was made in relation to the use of rapid tests for HIV diagnosis, immediate linkage to care for those who test positive, and protocols for clinical management of coinfected individuals. The needs for improving triage systems and refining clinical diagnostic criteria for mpox were highlighted, with emphasis on the misclassification of dermatological conditions, such as chickenpox. Overall, the integration of health care delivery remains uneven across countries.

    Funding – Funding gaps remain one of the most critical threats to the mpox response. It was noted that, since the launch of the updated SPRP in April 2025, WHO has not received any additional earmarked contributions, resulting in the scaling back of operations, including surveillance, laboratory support, community outreach, and vaccine-related logistics. Serious concerns were expressed regarding the sustainability of key control interventions, including HIV-related, the interruption of which could lead to the intensification of transmission and, hence, limit the ability of public health systems to adapt and respond to changing transmission patterns. However, it was emphasized that lessons should be learned from the experience of Burundi that, despite operating with limited resources, has made substantial progress in controlling the upsurge of mpox, thanks largely to non-pharmaceutical interventions – a combination of sensitive surveillance, effective contact tracing, strong laboratory testing capacity, and decentralized district-level interventions leveraging on community engagement.

    Anticipated scenarios for controlling and responding to mpox – The Committee expressed concerns about the current epidemiological trajectory suggesting that mpox may be moving toward endemicity in some countries, or areas thereof, in the African continent. Although some countries are seeing sustained declining trends, MPXV transmission persists. This is consistent with preliminary modelling work suggesting that the actual case counts may be higher than reported due to diagnostic and surveillance gaps. Such scenario raises concern in terms of future interspersed surges of cases in countries in the African continent, as well as exportation of cases within and beyond the continent. Therefore, the observed epidemiological evolution of mpox since the public health emergency of international concern (PHEIC) was determined in August 2024, requires the development of adequate definitions to describe the pattern of mpox transmission experienced by countries, or areas thereof, and, consequently, assist in setting the goals for control, and guide control and response interventions accordingly. 

    Deliberative session

    Following the session open to invited States Parties, the Committee reconvened in a closed session to examine the questions in relation to whether the event constitutes a PHEIC or not, and if so, to consider the temporary recommendations drafted by the WHO Secretariat in accordance with IHR provisions.

    The Chair reminded the Committee Members of their mandate and recalled that a PHEIC is defined in the IHR as an “extraordinary event, which constitutes a public health risk to other States through the international spread of disease, and potentially requires a coordinated international response”.

    The Committee was unanimous in expressing the views that the ongoing upsurge of mpox still meets the criteria of a PHEIC and that the Director-General be advised accordingly.

    The overarching considerations underpinning the advice of the Committee are determined by (a) challenges in accurately describing the multi-faceted epidemiological patterns and profiles associated with multiple circulating MPXV clades, observed and markedly differing from historical experience with the disease; (b) uncertainties related to funding availability in the immediate and medium term, both, domestically and internationally; and (c) the subsequent challenges in defining public health strategic approaches for controlling and responding to the spread of mpox.

    On that basis, the Committee considered that:

    The event is “extraordinary” because of (i) the emergence and spread of MPXV clade 1b has introduced new uncertainties regarding virus evolution, and the current and foreseeable dynamics of mpox spread; (ii) the establishment of sustained community transmission of MPXV clade I in additional countries in the African continent, without a full appreciation of the factors driving the rapid evolution of the surge of mpox cases; (iii) the disproportionate burden of mpox cases among children, especially in the Eastern Provinces of the DRC, with not yet fully explained dynamics of transmission; and (iv) the persistent challenges integrating health service delivery to mpox patients, due to the likelihood of comorbidities and heightened vulnerability.

    The event “constitutes a public health risk to other States through the international spread of disease” because of (i) sub-optimal surveillance systems in many countries and regions, likely leading to undetected transmission and subsequent spread of MPXV clade I into additional countries in the African continent. Such consideration applies to both countries in West Africa, where MPXV clade I had not previously been identified, but are experiencing significant population movement with central and east African countries where that virus is spreading, as well as to countries outside the African continent (e.g. exported case of MPXV clade Ib infection from Thailand to Australia); and (ii) the continuous exportation of MPXV clade I mpox cases from Africa to other continents, some of which resulting in secondary transmission.

    The event “requires a coordinated international response” because (i) there is a need for concerted efforts by the international community to supplement domestic funding for mpox control and response activities, as well as those of United Agencies, other international institutions and partnerships operational in the field and/or involved in vaccine procurement and related logistics; (ii) access to vaccine, even when available, remains challenging in terms of delivery capacity at the local level; (iii) in the context of limited funding, there is a need to facilitate the exchange of experience between countries, in particular those of countries like Burundi, that despite operating with limited resources, has made substantial progress in controlling the upsurge of mpox through the implementation of non-pharmaceutical interventions; and (iv) there is a need to monitor the spread and phylogenetic evolution of MPXV clades through genetic sequencing, not always available or optimally performing, in countries experiencing upsurges of mpox.

    The Committee subsequently considered the draft of the temporary recommendations proposed by the WHO Secretariat.

    Anticipating the possibility that the WHO Director-General may determine that the event continues to constitute a PHEIC, the Committee had received a proposed set of revised temporary recommendations ahead of the meeting. This reflected the proposal to extend most of the temporary recommendations issued on 27 February 2025. While acknowledging that the standing recommendations for mpox are approaching their expiration (20 August 2025) and could potentially benefit from extension or revision, the Committee reiterated the relevance of the proposed temporary recommendations. However, the Committee emphasized the needs (i) to prioritize temporary recommendations related to non-pharmaceutical interventions, taking into account implementation challenges and successful experiences on the ground; and (ii) to anchor vaccine deployment in evidence-based approaches.

    Conclusions

    Considering the complexity of the epidemiological evolution of the spread of mpox, of the distribution of the MPXV clades, the challenges in implementing efficient and effective control and response interventions, as well as issues raised by the Committee in occasion of their previous meetings, the Committee welcomed the proposal by the WHO Secretariat to hold an informal technical meeting aimed at assisting countries to prioritise response measures adapted to the varied epidemiological contexts, ahead of its next formal meeting should the WHO Director-General determine that the event continues to constitute a PHEIC.

    The Committee agreed to provide its feedback to the WHO Secretariat on the proposed set of temporary recommendations the day after the meeting (i.e. 6 June 2025), and to finalize the report of the meeting during the week of 9 June 2025.

  • MIL-OSI USA: Southbound I-5 pavement repair work begins July 16 from Blaine to Ferndale

    Travelers should expect overnight lane and ramp closures during project

    BLAINE – Southbound Interstate 5 will get a facelift in northern Whatcom County, as a project to repair and replace pavement between Blaine and the Nooksack River crossing in Ferndale will begin Wednesday, July 16.

    Paving

    Starting at 8 p.m. Wednesday, July 16, contractor crews working for the Washington State Department of Transportation will replace failing pavement on segments of southbound I-5 and make repairs where on- and off-ramps connect to the interstate.

    Crews will repair potholes, cracking and settling pavement, and replace the top level of asphalt. This project will extend the life of the pavement and provide a smoother, safer driving experience along the 10-mile stretch of southbound I-5.

    Guardrail

    WSDOT also will upgrade aging guardrail on the shoulders of southbound I-5 and update cable barrier between the northbound and southbound lanes. The new guardrail and cable barriers are designed to help prevent vehicles from leaving the roadway and reduce the severity of crashes.

    Guardrail work will take place off the roadway, but drivers should still expect lane and shoulder closures to create a safe work zone.

    Keeping drivers moving during construction

    Paving and guardrail repair work requires different lane, shoulder and ramp closures, including:

    • Nighttime lane closures: Southbound I-5 lane closures are allowed from 8 p.m. to 5 a.m., nightly, Sundays through Friday mornings. The speed limit will be reduced to 55 mph for all lane shifts.
    • Daytime and nighttime shoulder closures: Southbound I-5 shoulder closures are allowed from 8 a.m. to 4 p.m. daily Sundays through Thursdays or 7 p.m. to 5 a.m. nightly Sundays through Friday mornings.
    • Nighttime ramp closures and detours: Southbound I-5 ramp closures are allowed from 9 p.m. to 5 a.m. nightly Sundays through Friday mornings.

    The $7.6 million project is expected to be finished in fall 2025.

    Washington, D.C. — U.S. Senator Ted Budd (R-N.C.) released the following statement after the U.S. Department of Agriculture (USDA) opened applications for natural disaster recovery assistance for farmers. Secretary of Agriculture Brooke Rollins announced that agricultural producers who suffered eligible crop losses due to natural disasters in 2023 and 2024 can now apply for $16 billion in assistance through the Supplemental Disaster Relief Program (SDRP).

    “Our farmers are the lifeblood of our nation, sustaining our communities and our economy. When severe weather events, like Hurricane Helene, and drought struck North Carolina last year, it devastated our crops and shattered countless livelihoods. Unfortunately, this tragic pattern repeats itself whenever major natural disasters strike. Without swift disaster relief, agricultural producers face the stark reality of downsizing or closing their operations altogether. This is why I am deeply grateful to the Trump administration for ensuring that critical aid reaches our farmers, in North Carolina and across the country, helping them recover and continue feeding America,” said Senator Budd.

    BACKGROUND

    In March, Senator Budd led a bipartisan, bicameral letter to the USDA urging the department to expedite the rulemaking process on administering disaster relief aid for farmers, which was provided by Congress in December 2024. A lack of clarity in the federal government’s rulemaking process for natural disaster programs threatened the ability of farmers to fully utilize the allocated aid. In the letter, Senator Budd called on the Trump administration to ensure a fair and efficient disbursement of federal dollars for rural Americans to access emergency funding.

    In May, Senator Budd received news that his effort was successful when the USDA released a plan to get critical aid to agricultural producers impacted by natural disasters.

    The SDRP will aid eligible producers for necessary expenses due to losses of revenue, quality, or production of crops due to weather-related events in 2023 and 2024.   • MIL-OSI USA: IAM Union Blasts GOP for Excluding Airline, Railroad Workers from Overtime Tax Deduction

    The IAM Union is calling out Republican leadership in the U.S. Senate for abandoning the working men and women who keep our transportation system moving. In the recently passed reconciliation bill, a key overtime tax deduction provision left out millions of transportation workers — including railroaders, aviation professionals, seafarers, truckers, and other critical workers.

    The IAM Union, as well as the Transportation Communications Union (TCU/IAM), urged every senator to support U.S. Sen. Maria Cantwell’s (D-Wash.) Amendment #2613, which would have corrected this injustice by extending the overtime tax deduction to aviation and railroad workers. Republican leaders blocked the amendment from moving forward, ignoring the needs of working families in one of the most demanding sectors of our economy.

    “Airline and railroad workers often log irregular schedules, overnight shifts, and weeks away from home,” said IAM Union International President Brian Bryant. “Their dedication has kept our economy afloat in the face of supply chain disruptions and global pandemics. To single them out for exclusion is not just unfair — it’s disgraceful.”

    The overtime tax deduction included in the law provides for a temporary deduction (2025–2028) of up to $12,500 ($25,000 for joint filers) on qualified overtime compensation. The deduction phases out when a taxpayer’s Modified Adjusted Gross Income exceeds $150,000 ($300,000 for joint returns).

    The provision was included in a larger piece of legislation that includes tax breaks for billionaires, the slashing of health insurance for millions, and massive cuts to infrastructure funding that will lead to significant job loss.

  • MIL-OSI Africa: Organization of the Petroleum Exporting Countries (OPEC) Must Lead the Charge to Reverse Global Fossil Fuel Financing Bans

    The African Energy Chamber (AEC) (www.EnergyChamber.org) – the voice of the African energy sector – is urging OPEC member states and their allies to take decisive action to reverse global bans on fossil fuel financing and champion Africa’s right to develop its oil and gas resources. As the 9th OPEC International Seminar convened on Tuesday in Vienna, the Chamber reiterated that it is time to urgently put upstream financing back on the table and push back against policies that deny African nations the capital needed to industrialize, grow and lift millions out of poverty.

    For too long, Africa has borne the brunt of contradictory global energy policies. While developed nations continue to fast-track public and private investments into natural gas to bolster their own energy security, multilateral institutions enforce blanket bans on upstream oil and gas financing that disproportionately restrict African countries. In 2019, the European Investment Bank announced it would end fossil fuel financing by 2021, a position echoed by several European development agencies and financial institutions. The World Bank followed suit, gradually phasing out support for oil and gas and culminating in a near-total exclusion of upstream fossil fuel investments. While these policies may align with net-zero targets in wealthy economies, in Africa, they are actively obstructing access to energy, job creation and industrial growth.

    Yet even as development finance dries up abroad, Europe has made clear exceptions for itself. Under its 2022 Taxonomy for Sustainable Activities, the EU classified certain natural gas and nuclear investments as “transitional” – opening the door for continued funding within its borders. The result is a glaring double standard: natural gas is deemed essential for energy security in Berlin and Brussels, but off-limits in Lagos or Dakar. This hypocrisy must be addressed if the global energy transition is to be just and equitable.

    Africa holds more than 125 billion barrels of proven oil reserves and over 620 trillion cubic feet of natural gas, yet over 600 million Africans lack access to electricity, and more than 900 million lack access to clean cooking fuels. In this context, African nations need robust investment in oil and gas infrastructure – not ideological restrictions that ignore the realities on the ground.

    “What Africa needs right now is to drill, baby, drill. Most of our multilateral institutions don’t finance oil and gas – they say it’s wrong. It’s extremely hypocritical. Denying fossil fuel investment is denying economic justice, food security and a pathway out of poverty for millions,” said NJ Ayuk, Executive Chairman of the AEC. “We can’t keep apologizing for oil. No country in the world has developed through renewables alone. OPEC members must pressure institutions like the World Bank to lift their financing bans and support Africa’s right to industrialize.”

    At the OPEC Seminar, the AEC urged producing countries to rally around three urgent financial priorities. First, OPEC members must press the World Bank and other multilateral institutions to lift harmful financing restrictions on fossil fuels. It is untenable that the World Bank – originally established to support post-war reconstruction and global development – continues to deny funding for upstream oil and gas projects across Africa. With recent signals from Bank leadership hinting at a possible policy shift, now is the time for oil-producing nations to push for a reversal that puts energy access and economic transformation in the Global South at the center of development finance.

    Second, OPEC countries – with their sovereign wealth funds and surplus revenues – are uniquely positioned to create a dedicated investment vehicle for fossil fuel development in underfunded markets. An OPEC-led facility focused on financing strategic upstream projects could prove instrumental in unlocking capital for bankable ventures across Africa. Such a fund would not only accelerate production but also help stabilize global supply and pricing.

    Finally, the Chamber emphasizes the need for a pragmatic, dual-track approach to the energy transition that recognizes the differing realities of the Global North and South. While developed nations move toward decarbonization, Africa must prioritize industrialization and energy security. Natural gas – abundant, reliable and cleaner-burning than coal – offers a critical bridge fuel to power fertilizer production, manufacturing, petrochemicals and regional electricity networks.

    True climate justice must include energy justice, which means recognizing Africa’s right to harness its resources, grow its economies and meet the needs of its people on its own terms. Africa does not need charity; it needs capital. As the voice of Africa’s energy sector, the Chamber stands firm in its call for OPEC producers and the World Bank to help deliver it.

  • MIL-OSI Security: Charlotte Man Sentenced For Possession Of A Machinegun

    CHARLOTTE, N.C. – Joshua Michael Jenkins, 22, of Charlotte, was sentenced yesterday to 88 months in prison followed by three years of supervised release for possession of a machinegun, announced Russ Ferguson, U.S. Attorney for the Western District of North Carolina.

    According to court records, on October 30, 2022, a trooper with the North Carolina State Highway Patrol attempted to stop Jenkins for speeding on the interstate. Jenkins refused to stop and instead proceeded to drive at a high rate of speed, reaching speeds of 130 miles per hour. Court documents show that Jenkins exited the highway and ran a red light, where his vehicle collided with four other vehicles at an intersection. Jenkins then fled on foot and ran toward a shopping center. The state trooper ran after Jenkins and observed Jenkins holding a firearm in his hand, which he pointed at the trooper. Jenkins was eventually apprehended.

    According to court documents, law enforcement searched a trashcan in a parking lot nearby after a witness saw Jenkins drop something in it. Law enforcement recovered from the trashcan a Glock model 23, .40 caliber pistol, with an affixed machinegun conversion device, commonly referred to as a “Glock Switch.” During the investigation, law enforcement located multiple social media posts of Jenkins posing with firearms that appeared to be equipped with Glock switches, and a video showing muzzle flash and the sound of repeated firing of an automatic weapon.

    In making today’s announcement, U.S. Attorney Ferguson thanked the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives, the North Carolina Highway Patrol, the Charlotte Mecklenburg Police Department, and the Huntersville Police Department for their investigation of the case.

    Special Assistant U.S. Attorney (SAUSA) William Wiseman prosecuted the case. Mr. Wiseman is a state prosecutor with the office of the 26th Prosecutorial District and was assigned by District Attorney Spencer Merriweather to serve as a SAUSA with the U.S. Attorney’s Office in Charlotte. Mr. Wiseman is sworn in both state and federal courts. The SAUSA position is a reflection of the partnership between the District Attorney’s Office and the U.S. Attorney’s Office.

    As the summer’s sunny days take hold, many people turn to outdoor exercise.

    But in parts of North America, pleasant weather often aligns with wildfire season. As summers get drier, both the frequency and the intensity of wildfires have grown, producing more polluting smoke.

    A fire’s smoke can spread across several states, leaving people at risk for the health consequences of air pollution.

    Exercisers and health experts are asking whether the benefits of outdoor exercise are negated when the skies are hazy with wildfire smoke.

    How does air pollution make people sick?

    Air pollution’s components depend on its source. For instance, traffic-related air pollution consists largely of vehicle exhaust and brake and tire wear, while industrial pollution contains significant amounts of ozone.

    Wildfires produce huge quantities of airborne particles, also called fine particulate matter. These particles are less than 2.5 micrometers in diameter – about a tenth the size of a pollen grain.

    Particles of that size, which air quality experts refer to as PM2.5, raise serious health concerns because they are tiny enough to be carried to the air sacs in the deepest parts of the lungs. From there, they can cross into the blood stream, leading to bodywide inflammation – essentially, the immune system’s fight response – which can promote or aggravate multiple chronic illnesses.

    Research shows that long-term exposure to wildfire smoke is linked to lung diseases, heart disease and other conditions. Since these illnesses take decades to develop, scientists think that the health problems caused by wildfire smoke inhalation accumulate after years of exposure.

    One-time smoke exposures may have cumulative effects

    My research team and others are investigating how short-term smoke exposure might also influence long-term health outcomes such as heart and lung diseases.

    To estimate the effects of exposure from a single fire event, environmental scientists can study a variety of factors such as immune system markers of inflammation, signs of physiologic stress and changes in heart, blood vessel and nervous system function. How exactly smoke exposures worsen disease is still poorly understood, but these immediate responses in the body may also be linked to developing chronic disease.

    In a study published in June 2025, my colleagues and I examined these outcomes in healthy participants who exercised during a wildfire simulation in our air inhalation lab. The air was filtered to contain high concentrations of PM2.5 particles produced by burning local pine trees – the equivalent to being downwind of a major wildfire.

    We asked 20 generally healthy participants in their mid-20s to exercise on a stationary cycle at about half their maximum effort for two hours while breathing the smoke. We found that participants’ blood vessel and nervous system function declined immediately after their smoky exercise session. These stress indicators bounced back to normal within an hour of returning to a clean air environment.

    Half of our study participants had a heightened response to physiological stress, which scientists think may signify a heightened risk of chronic diseases. We selected them based on a stress test administered before the experiment: Specifically, their blood pressure spiked when their hands were dipped in ice water for two minutes. The stress-responsive participants experienced significantly stronger declines in blood vessel and nervous system function than people in the typical response group, suggesting that exercise in a very smoky climate may affect some people more than others.

    While it isn’t possible to predict who is most at risk, our study underscores the need to think carefully about exposure to wildfire smoke.

    How smoky is too smoky for outdoor exercise?

    Unfortunately, precise air quality thresholds based on factors such as age and medical condition do not exist. But some simple guidelines and considerations can help.

    The first step is to check the air quality where you live at the government website AirNow. It uses a scale called the Air Quality Index, created by the Environmental Protection Agency in 1999 – which ranks air quality regionally on a scale from 0 to 500. The website is searchable by ZIP code. The reading for a given region reflects the contribution of several pollutants, including PM2.5 levels.

    When the air quality is ranked “good,” the decision is simple – get out there and enjoy the outdoors. And there is little debate that people should generally limit their outdoor exposure when air quality levels cross into the “unhealthy” threshold – or at least be aware that doing so poses health risks.

    The risks and benefits of exercising outdoors when air quality is in the “moderate” and “unhealthy for sensitive” ranges are less clear, particularly for people who don’t have chronic health conditions.

    Gauging your risk

    One major factor in deciding when and whether to exercise outdoors is your health status. AirNow recommends that people with chronic conditions err on the side of caution and remain indoors when smoke levels cause the air quality rating to approach the “unhealthy for sensitive” category.

    That advice may be obvious for people with diagnosed lung conditions such as asthma or chronic obstructive pulmonary disease, given that particles from wildfire smoke aggravate the lungs. But studies suggest it’s true for milder disease states, too. For example, a large study of people with elevated but not clinically high blood pressure indicated that those who lived downwind of air pollution were more likely to develop high blood pressure and, ultimately, heart disease.

    Another consideration is the time of day. As the afternoon heats up, the column of air we breathe expands, diluting the particulate counts. And afternoon winds frequently blow stagnant air out of the valleys and downtown areas where particulate matter can concentrate during the cooler parts of the day. That means evening workouts may be safer than early-morning ones, though direct confirmation with air quality readings is key.

    Also important is the intensity at which you exercise. Higher-intensity exercise means deeper, more frequent breathing, which likely elevates your exposure to harmful air. So you might choose a shorter jog over a longer run when air quality is moderate or poor.

    My lab is currently working to quantify how much pollution a person breathes in while exercising in smoky conditions, based on their exercise intensity, exercise duration and local particulate counts. This line of research is still in its infancy, but our early findings and other published research suggest that when wildfire smoke puts air quality into the “moderate” and “unhealthy for sensitive” range, people can dial down the effects of smoke exposure by decreasing their exercise intensity or the time they spend outside.

    Our two-person team loaded the car with a GPS, a drone, notebooks, sample bags, a trowel and a flat spatula lovingly called a scoopula. Then we drove 30 minutes in our rented truck from Yuma, Arizona, to the Algodones Dunes, a sandy field bordering California, Arizona and Mexico. The day was sunny, with a strong breeze. Turning off the highway, we carefully headed onto a gravelly path that acted as our road.

    After making decent – if bumpy – progress, we pulled off onto the sand flats and drove slowly toward the dunes, worried we might get stuck in the sand. Having arrived on the outskirts of the Algodones, we stopped and loaded our backpacks, then set off into the desert on foot.

    It was November 2022. As a graduate student at Texas A&M University, I was beginning part of my Ph.D. research with my adviser, geology professor Ryan Ewing. We were looking for coarse-grained sand ripples, which are patterned piles of sand shaped by wind. Sand ripples and sand dunes are types of aeolian bedforms, which are wind-created geologic features.

    Aeolian bedforms are common on Earth and across the solar system, including on Mars, Venus, Pluto, the Saturn moon Titan, the Neptune moon Triton, and Comet 67P. These geological features, among the first landforms observed by remote images of planetary surfaces, are robust indicators of a world’s wind patterns.

    Measuring sand patterns in person

    The shapes and patterns of aeolian bedforms can reveal the environmental conditions that created them.

    Two sizes of the same bedform, such as small dunes on top of big dunes, are called compound bedforms. I study compound bedforms at two scales – the meter- and centimeter-sized coarse-grained ripples at the dunes here on Earth, and the kilometer- and meter-sized dunes on Mars.

    At the Algodones, I measured the height of each large coarse-grained sand ripple and the distance between neighboring ripples. Then we flew our drone low and steady, above the ripples, to create high-resolution images. The drone data allows us to do further measurements on the ripples later, back at my desk.

    On that day, I learned an essential rule of fieldwork in the desert: Don’t forget a shovel. Otherwise, if your vehicle gets stuck, as ours did, you’ll have to dig it out by hand. Luckily for us, a dune buggy driver passing by helped us out and we were able to get back to Yuma in time for dinner.

    My introduction to Mars

    I first became interested in aeolian bedforms during my sophomore year of college, when I interned at the NASA Jet Propulsion Laboratory. My job was to view surface images of Mars and then map the sand ripples in the regions where Perseverance, the Mars rover, might land. I assessed the areas where ripples could be hazards – places where the rover could get stuck in the sand, the way our rental truck did in the Algodones.

    I mapped those sand ripples on Mars for two years. But while I mapped, I became fascinated with the patterns the ripples made.

    Now, as a graduate student and aspiring planetary geologist, my time is split between work in the field and at my computer, where I have stitched together the drone’s photographs of the Algodones to create a large image of the entire study area. I then look for compound dunes on the Martian surface in images taken by the Mars reconnaissance orbiter’s context camera.

    Scientists already know about Earth’s weather patterns, sand grain size and wind data. By measuring different parts of bedforms on both planets – such as their height, shape and spacing – I can compare the similarities and differences of the bedforms to find clues to the wind patterns, grains and atmosphere on Mars. Slowly but surely, as I listen to Studio Ghibli soundtracks, I’m creating the first database of compound dunes on Mars.

    Developing this database is essential to the proposed human mission to Mars. Dust storms are frequent, and some can encircle the entire planet. Understanding aeolian bedforms will help scientists know where to put bases so they don’t get buried by moving sand.

    It is wonderful to spend an afternoon ping-ponging all over a planet that’s 140 million miles from us, seeing gorgeous terrain while I try to answer questions about the compound dunes on Mars. How common are they? Where do they form? How do they compare to those on Earth? I hope to answer these questions as I work toward earning my Ph.D in geology.

  • MIL-OSI United Kingdom: Locations for new speed cameras announced

    Six new sites for the location of speed cameras across Birmingham have been announced by the city council, which will be installed by the end of the year.

    The average speed enforcement cameras will be funded through the Clean Air Zone net surplus revenues and the locations agreed following joint working with West Midlands Police.

    Routes have been selected and prioritised based on the number and severity of road traffic collisions along the route and/or where compliance with speed limits is poor which leads to an increased risk of road harm.  All the routes chosen have the full endorsement of WMP.

    Cllr Majid Mahmood, cabinet member for environment and transport, said: “Safety on our busy highway network is paramount and these cameras have an important role to play – far too many collisions on our roads involve excessive speed.

    “However, they can never be a solution on their own. We all have a role to play in keeping our roads safe and everyone has a duty to think about others, whether pedestrians, cyclists or other motorists. This is not about making money – the majority of revenue goes direct to government – it is about road safety. I would be happy if no fines were issued as that means people are not speeding.

    “We also need to rethink how we move people and goods around the city and regions, which is why our Birmingham Transport Plan and Road Harm Reduction Strategy are looking at redesigning street in a way that put people first, and not only reducing speed but reducing the number of vehicles on our streets.”

    BCC and WMP entered into a new Joint Working Agreement covering camera enforcement of traffic offences in April 2025.  This not only secures ongoing enforcement of existing ASE locations, but also paves the way for new ASE, spot speed and red-light camera locations to be brought forward.

    Chief Constable Craig Guildford said: “I fully support this initiative, which will hopefully reduce the number of people who are killed or seriously injured on our roads.”
