  • MIL-Evening Report: Dutton’s nuclear plan would mean propping up coal for at least 12 more years – and we don’t know what it would cost

    Opposition leader Peter Dutton has revealed the Coalition’s nuclear energy plan relies on many of Australia’s coal-fired power stations running for at least another 12 years – far beyond the time frame officials expect the ageing facilities to last.

    The claim has set off a new round of speculation over the Coalition’s plans – the viability of which has already been widely questioned by energy analysts.

    Dutton offered up limited detail in a speech on Monday. He also revealed the plan relies on ramping up Australia’s gas production.

    It seems increasingly clear the Coalition’s nuclear policy would prolong Australia’s reliance on coal, at a time when the world is rapidly moving to cleaner sources of power.

    Coal: old and tired

    The Coalition wants to build nuclear reactors on the sites of closed coal plants. It says the first reactors could come online by the mid-2030s. However, independent analysis shows the earliest they could be built is the 2040s.

    Now it appears the Coalition’s plan involves relying on coal to provide electricity while nuclear reactors are being built. On Monday, Dutton suggested coal-fired electricity would be available into the 2030s and ‘40s.

    But this is an overly optimistic reading of coal’s trajectory. The Australian Energy Market Operator says 90% of coal-fired power in the National Electricity Market will close by 2035.

    All this suggests the Coalition plans to extend the life of existing coal plants. But this is likely to cost money. Australia’s coal-fired power stations are old and unreliable – that’s why their owners want to shut them down. To keep plants open means potentially operating them at a loss, while having to invest in repairs and upgrades.

    This is why coal plant owners sought, and received, payments from state governments to delay exits when the renewables rollout began falling behind schedule.

    So who would wear the cost of delaying coal’s retirement? It might be energy consumers if state governments decide to recoup the costs via electricity bills. Or it could be taxpayers, through higher taxes, reduced services or increased government borrowing. In other words, we will all have to pay, just from different parts of our personal budgets.

    Labor’s energy plan also relies on continued use of coal. Dutton pointed to moves by the New South Wales and Victorian governments to extend the life of coal assets in those states. For example, the NSW Labor government struck a deal with Origin to keep the Eraring coal station open for an extra two years, to 2027.

    However, this is a temporary measure to keep the electricity system reliable because the renewables build is behind schedule. It is not a defining feature of the plan.

    Eraring was given a two year extension.

    New transmission is essential under either plan

    Dutton claims Labor’s renewable energy transition will require a massive upgrade to transmission infrastructure. The transmission network largely involves high-voltage lines and towers, and transformers.

    He claims the Coalition can circumvent this cost by building nuclear power plants on seven sites of old coal-fired power stations, and thus use existing transmission infrastructure.

    Labor’s shift to renewable energy does require new transmission infrastructure, to get electricity from far-flung wind and solar farms to towns and cities. It’s also true that building nuclear power stations at the site of former coal plants would, in theory, make use of existing transmission lines, although the owners of some of these sites have firmly declined the opportunity.

    But even if the Coalition’s nuclear plan became a reality, new transmission infrastructure would be needed.

    Australia’s electricity demand is set to surge in coming decades as we move to electrify our homes, transport and heavy industry. This will require upgrades to transmission infrastructure, because it will have to carry more electricity. Many areas of the network are already at capacity.

    So in reality, both Labor’s and the Coalition’s policies are likely to require substantial spending on transmission.

    Gas is not an easy answer

    Both Labor and the Coalition acknowledge a big role for gas in their respective plans.

    Climate Change and Energy Minister Chris Bowen says gas, along with storage, is needed to help back up to the grid, when solar and wind farms are not producing electricity.

    Dutton spoke of plans “to ramp up domestic gas production” in the short term, “to get power prices down and restore stability to our grid” – presumably until nuclear comes online.

    But the issue isn’t a lack of gas. It’s that the gas is in the wrong places. There’s a gas shortage because southern reserves are declining and all the gas production is in the north of the continent.

    An increased role for gas means getting someone to pay for new infrastructure, such as pipelines or LNG terminals. That will make for expensive gas, and expensive gas means expensive electricity.

    Many unanswered questions

    It’s now three months since the Coalition released its nuclear strategy. Detail was thin then – and Monday’s speech shed little light.

    Many unanswered questions remain – chief among them, costings of the nuclear plan, and how much of that will be born by government. CSIRO says a nuclear reactor would cost at least A$8.6 billion.

    We also don’t know how the Coalition would acquire the sites, or get around nuclear bans in Queensland, NSW and Victoria.

    We still don’t know how the Coalition plans to keep the lights on in the coming decade, as coal exits.

    And crucially, we don’t know what it will cost households and businesses. It is unlikely to be cheap.

  • MIL-Evening Report: Humanity needs more rare earth elements. Extinct volcanoes could be a rich new source

    Extinct volcanoes are hard to study – we never see them erupt. Using a unique experimental technique, we were able to recreate a certain type of extinct volcano in a lab, learning more about the magma these volcanoes produce.

    We found that some rare magma types are surprisingly efficient at concentrating rare earth elements. This is a group of metals with crucial applications in several high-tech industries, such as magnets for electric vehicles and wind turbines.

    Demand for rare earths is soaring as society moves away from fossil fuels and electrifies energy production and transport. Despite the name, rare earths aren’t particularly rare. The biggest challenge is finding rocks in which these metals are concentrated enough to be economically viable to extract.

    Our new research, published in the journal Geochemical Perspectives Letters, shows certain extinct volcanoes are a great place to look.

    Iron-rich magma in extinct volcanoes

    There is an enigmatic type of magma that contains unusually large amounts of iron. It is so rare, no eruptions featuring this type of magma have happened in recorded history.

    Instead, it is only known from extinct volcanoes that were active many millions of years ago.

    The most famous example of such a volcano is El Laco in Chile. Another notable example is Kiruna in Sweden, mined for iron ore for many decades. Last year, its operating company LKAB announced Kiruna as the largest rare earths resource in Europe.

    The discovery at Kiruna made us (and many others) wonder why there would be a rare earth resource at a volcanic iron mine. We already know of many other rock types containing rare earths, and none of them are like Kiruna and other extinct iron-rich volcanoes.

    Was this just a geological serendipity, or is there something inherent to iron-rich magmas that make them rare-earth rich, too? After all, many of those iron-rich extinct volcanoes are known, but no one ever bothered to check whether they have a rare earth resource in them.

    Additionally, iron-rich rocks are often easy to find because of their strong magnetic signal, despite their rarity. Should they be added to the target list of rare earth explorers?

    Recreating volcanism in a bottle

    To test this hypothesis, we used a machine called a piston cylinder. We put synthetic material akin to volcanic rocks and magmas into small capsules or “bottles” made of noble metals such as platinum. We then pressurised them to depths equivalent to 15 kilometres deep in Earth’s crust and heated them up to 1,100°C, melting them into a liquid.

    At these extreme conditions, we found the iron-rich magma exists as bubbles inside a more common magma type known from virtually all modern active volcanoes. The iron-rich magma absorbs rare earths from the surrounding liquid.

    These iron-rich bubbles will have a different density and viscosity, and will separate from their iron-poor environment, similar to how water and oil mixed together will eventually separate into distinct layers.

    Iron-rich magmas absorb the rare earths so efficiently, their rare earth contents are almost 200 times greater than the regular magmas around them.

    This means the discovery at Kiruna wasn’t an accident. It’s something we can expect from most, if not all, iron-rich volcanoes.

    Why do we need more rare earth deposits?

    Production of rare earth elements is concentrated in just a handful of countries – mostly China, along with the United States, Myanmar and Australia.

    Rare earths are therefore classified as “critical minerals”: they have important uses, but suffer from a supply chain risk due to geopolitical factors.

    As demand for rare earths has surged, this has led to substantial investment in research and exploration for additional deposits. The more deposits are known, the better industry can pick deposits that will yield rare earths at the lowest financial, environmental and societal cost.

    Extinct iron-rich volcanoes are often mined for iron ore. Our results indicate existing mines at such locations can potentially be modified to produce rare earths as well.

    This would be a positive outcome – an existing mining operation can gain additional value. In some cases, mine waste can be reprocessed to extract these critical metals. This would mean new mines for rare earth elements may not even be required, preventing unnecessary disruption of natural environments.

    WHY YOU SHOULD CARRY A TOWEL AND A BOX IN YOUR CAR THIS TIME OF YEAR

    (HONOLULU) – It’s for the bird’s sake. From now, until mid-December people across Hawai‘i are being encouraged to have a small towel and box in their vehicles in the event they spot a seabird that has fallen to the ground. People can also help by using bird-safe lights at homes and businesses.

    Every fall, young seabirds leave their nest to take their first flight toward the ocean and can become disoriented by artificial light, collide with man-made structures, or become exhausted and “fall out,” where they remain vulnerable to automobiles and predators.

    The U.S. Fish and Wildlife Service, the DLNR Division of Forestry and Wildlife (DOFAW) and licensed wildlife rehabilitation organizations like Save Our Shearwaters and the Hawai‘i Wildlife Center, work together to protect seabirds that need help during fallout season.

    In a small corner of the Honolulu Zoo, Rachael Sitzer of the Hawai‘i Wildlife Center is preparing for the busy season. Last year, on O‘ahu alone, the center took in more than 700 fallen seabirds.

    “Every single bird, in our eyes, needs a full veterinary evaluation whether or not they appear healthy,” Sitzer explains. “Whether or not they need extensive, actual medical care is determined during the exam. That includes checking things like waterproofing of their feathers if they got contaminated, that’s not something the bird is going to know is wrong with it. So, they might be acting fine, but actually, if you send them out to sea like that they could drown. So, every bird needs to be evaluated by a medical professional.”

    While there are more than 20 species of seabirds that nest in Hawai‘i, the concern during fallout season pertains mostly to seabirds protected under state and federal law: ‘a‘o (Newell’s shearwater), ‘ua‘u (Hawaiian petrel), akē‘akē (Band-rumped storm-petrel), ‘ua‘u kani (wedge-tailed shearwater) and ʻou (Bulwer’s petrel).

    Last week, Sitzer was caring for a couple of Bulwer’s petrels, which are among the earliest to experience fall out.

    Sitzer said, “At this point in the year, we’re still having fuzzy chicks in the nest that might be starting to venture from their burrows a little bit, so we want to make sure that we’re not taking a chick unnecessarily that doesn’t need help. But certainly, if we’re getting toward November and you find a bird in your yard, your driveway, in the street, your parking lot, or struggling in the water to stay afloat, or on the beach staying in the same spot a long time, those are all indications that a bird might need help.”

    Wildlife rehabilitators and federal and state experts say being able to recognize these signs is important. They recommend preparing in advance by having boxes handy in your car and at your house. Poke holes in them for ventilation and have a clean towel at the bottom. Also have a clean towel or a piece of cloth to place over the bird and gently pick it up around the body and place it in the box. Finally, know where the certified drop-off sites are on your particular island (see link below).

    It’s the bird version of the three R’s: Recognize, Respond, Rehab.

    Recognize:

    • Recognize the signs of whether the seabird truly needs help. Young seabirds are often seen sitting outside their burrows in coastal areas and do not need help. These birds must be left alone. If the seabird is an unsafe environment, such as the side of the road, next to a building, or under a streetlight, then it likely needs help.
    • Contact DOFAW or a wildlife rehabilitation facility for questions or assistance determining if the bird needs help.

    Respond:

    • If it is determined that the seabird needs help, prepare a ventilated container, such as a pet carrier or cardboard box with holes and collect the bird by approaching it from behind and using a lightweight towel or cloth to gently pick up the bird.
    • Do not give it any food or water. Place the container in a quiet, dark location, away from people, animals, loud noises and extreme temperature changes. Do not attempt to release the bird on your own.

    Rehab:

    • Bring the seabird to a licensed wildlife rehabilitation facility, downed wildlife drop-off location, or veterinary clinic as soon as possible. When dropping off the bird, please provide the date and time and location of when/where you found the bird. This information can help wildlife biologists and managers to prevent seabird fallout in the first place.

    Prior to any bird being released, Sitzer added, “We have a really long list of criteria that all the birds have to meet in order to be considered releasable. Once we feel they meet all that criteria we take them to a controlled release site where we can safely let them fly out to sea. But sometimes these fledglings don’t want to go. They might not feel ready, so we just give them the time that they need physically and mentally in order to go out to sea.”

    Simple changes at home or at your business can help reduce the potential for seabirds to confuse artificial lights with natural moonlight.

    • Keep unnecessary outdoor lights off during the autumn months and close your curtains at night to minimize the impact of indoor lights.
    • For outdoor lights that must stay on at night, consider adding shields that direct light downward or using direction lights that only project toward the ground.
    • Using low-intensity lights can also help minimize risks.
    • Examples of seabird-friendly lighting are available on the DLNR DOFAW website below.

  • MIL-OSI Security: Former Ohio Municipal Prosecutor and Former Criminal Defendant Charged with Bribery Conspiracy

    An indictment was unsealed today charging two Ohio men with a bribery scheme in which a municipal prosecutor agreed to help a criminal defendant with his pending cases in exchange for auto repair work.

    According to the indictment, Nicholas Graham, 52, of Warren, was a prosecutor who represented the City of Warren in Warren Municipal Court. Brian Votino, 52, of Niles, had two criminal cases pending in the same court. The indictment alleges that, in October 2019, Graham and Votino agreed that Graham would take action to benefit Votino with respect to Votino’s criminal cases in return for Votino performing repairs to Graham’s truck. To cover up the bribery arrangement, Graham instructed Votino through an intermediary to falsify a bill for the repair services and not to tell Votino’s criminal defense lawyer. According to the indictment, Graham and Votino ultimately carried out their agreement. In exchange for the repair work by Votino, Graham took official action to reduce the charges against Votino and advocated for a lenient sentence.

    Graham and Votino are charged with one count of conspiracy, one count of honest services wire fraud, and one count of Hobbs Act extortion. If convicted of all counts, they each face a maximum penalty of 45 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division; U.S. Attorney Rebecca C. Lutzko for the Northern District of Ohio; and Special Agent in Charge Gregory D. Nelsen of the FBI Cleveland Field Office made the announcement.

    The FBI Cleveland Field Office is investigating the case.

    Trial Attorney Blake J. Ellison of the Criminal Division’s Public Integrity Section and Assistant U.S. Attorney Elliot Morrison for the Northern District of Ohio are prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-Evening Report: Why do people breach their bail? Our research shows it’s not because they’re committing more crimes

    In Australia and most countries, everyone is innocent until proven guilty. Because of this, keeping someone in detention before trial comes with serious legal, practical and human-rights consequences, not just for the person accused but also for their family and for society.

    That’s why most people accused of a crime are usually released on bail.

    Bail is essentially a written promise where a person is released, on the agreement they return to court on a set date. It can also be granted to those who have been found or pleaded guilty while they wait for sentencing.

    Bail allows the accused to keep their job, maintain their home, and support their family, while eliminating the costs of imprisonment.

    However, bail comes with conditions that the person must follow, including curfews, regular check-ins, restrictions on whom they can talk to or where they can go, drug or alcohol testing, and staying at a specific address.

    These conditions may seem easy to understand and follow, but breaches of orders were the third most common offence in Australian courts in 2022 and 2023. They made up 10% of adult court appearances, using valuable time and resources.

    There’s a widespread belief that people on bail who breach their conditions commit more crimes – sometimes violent ones – that put others at risk and threaten public safety. This has fuelled demands for stricter bail laws or to stop granting bail altogether.

    Many also think that when someone breaches their bail conditions, it’s because they’re deliberately defying or ignoring the rules. With this in mind, we wanted to look deeper.

    We spoke to 230 police detainees about what led to their bail breaches. The results were surprising: very few (just 11%) breached by committing new offences.

    Instead, most explained their breaches happened because of things beyond their control.

    Homelessness

    A fixed residential address is a fundamental condition for getting bail.

    However, many of our participants shared that becoming homeless or returning to homelessness was common for them. Some said they left the address they provided because of family tensions:

    I’m meant to stay at my sister’s house under my bail conditions, it’s for my curfew […] she kicked me out because we had an argument. Now I’ve breached my conditions and have nowhere to go.

    It’s well known that chronic homelessness makes it tough to comply with bail conditions, and we found the same. A detainee told us:

    It was an honest mistake and a mix-up of the days.

    Another said:

    I was homeless at the time I was meant to go to court and dealing with a lot.

    A third person told us:

    I’m homeless and I’ve got bigger issues than going to court. I’m living in a tent in the park at the moment with no job.

    The mental stress meant people focused on meeting basic needs such as food and shelter, which took priority over following bail conditions.

    Family responsibilities

    Participants also shared their personal responsibilities of caring for sick children, parents or other dependants. This often prevented them from attending court or reporting. One person told us:

    I’m my nan’s carer […] I needed to look after her and my brother wasn’t there. I couldn’t go to court or make it. I’m the one who washes her and does everything for her […]

    Family commitments clashing with reporting requirements led to feelings that the system was stacked against them and they had few options but to breach.

    Work commitments

    Employment often interfered with reporting on time and attending court.

    I have to report Monday, Wednesday and Friday but I’m a truck driver. I have no problems with coming in to report, but I couldn’t make it because I was working. When I went in to report, they arrested me […]

    Keeping a job is crucial for financial and housing stability. Having a stable job also deepens community connections to reduce the chances of getting involved in criminal activity.

    Procedural barriers

    When these kinds of everyday issues derailed compliance, many said they had tried to let the court, police or their lawyer know, either before or right after they missed reporting in or a court date but were faced with an inflexible system.

    For some, even when they did manage to get through, they were told that by not reporting or attending court they had already breached their bail and a warrant would be issued for their arrest. A study participant told us:

    I told them (the police) that I’d been kicked out (of the nominated accommodation) and wasn’t there and they locked me up here. I’ve got an extra charge now because I breached bail and probably won’t get let back out tomorrow. It wasn’t in my control. I was meant to be doing my medical to start work on the mines too tomorrow, so I won’t be working there now.

    We recommend considering of the complexities of bailees’ lives when setting bail. More flexible reporting conditions for when “life happens” will reduce charge pile ups and pressures on the criminal justice.

    Washington, D.C. – Today, U.S. Senator Bob Casey (D-PA) led a bipartisan group of his colleagues in Congress in urging the General Services Administration (GSA) to expedite a U.S. Navy contract with Gecko Robotics to bolster national security amidst rising Chinese aggression and create jobs in Southwestern Pennsylvania. The Navy’s pending $75 million contract with Pittsburgh-based Gecko Robotics has already been delayed many months, putting critical work on hold. When implemented, the contract will support ship maintenance and help ensure the Navy’s readiness against increasing maritime threats from the People’s Republic of China (PRC). This project will directly create 150 new jobs in Southwestern Pennsylvania and help grow defense business in the region to create future job opportunities.

    The Navy’s pending $75 million Indefinite Delivery Indefinite Quantity (IDIQ) contract to Gecko Robotics for automated vessel inspection and maintenance has been stalled many months, despite the contract’s strategic importance and prioritization by the Navy. When implemented, the contract will enable the reduction of ship maintenance backlogs by using Gecko Robotics’ robots and software. This critical investment will not only create 150 new defense manufacturing jobs, but it will strengthen the defense industrial base in Southwestern Pennsylvania, help transition traditional manufacturing workers to meet twenty-first century advanced manufacturing demands and create a pathway for future job creation. In a letter to GSA Administrator Robin Carnahan, the Members stressed the importance of maintaining a strong Navy in the face of rising Chinese aggression and urged the Administration to create an expedited timeline to implement this project.

    Dear Administrator Carnahan:
    We write to bring to your attention a contracting delay with national security ramifications for the Nation’s naval and technological competitions against the People’s Republic of China (PRC). We respectfully request that you expedite issuance of the Navy’s pending $75 million Indefinite Delivery Indefinite Quantity (IDIQ) contract to Gecko Robotics for automated vessel inspection and maintenance–from its delayed Q2 2025 start date up to Q1 2025. This contract stands not only to bolster our national and economic security in the face of increasing Chinese aggression, but to create jobs and grow Navy business in Southwestern Pennsylvania, a region long known for its industrious workforce and ingenuity.
    As stated in President Biden’s National Security Strategy, “the PRC is the only competitor with both the intent to reshape the international order and, increasingly, the… power to do it.”  The United States military must prioritize the Chinese threat across all domains of the competition, including naval capacity and the adoption of advanced technologies.
    The growing buildup of the PRC’s navy continues to strengthen its chances of winning a potential future war against the United States, as larger fleets have won 89 percent of wars with significant naval combat. Today, this shifting balance allows China to more confidently project power despite U.S. counterefforts.  A competition against a state, China, controlling 230 times our shipbuilding capacity will require continued large-scale investments and a refocused strategy to address today’s threats.
    As part of the naval competition, the U.S. Navy must resolve its significant maintenance backlog and current inability, in the event of a conflict, to quickly repair damaged ships.  Even if the United States had a navy with more vessels that are more powerful and hold more powerful weapons, we still would lose a war if those vessels were “in disrepair, tied to the pier, or in dry-dock.”  Without this maintenance and repair capability, the U.S. Navy’s combat power has become only a fraction of its reported size. A 2023 GAO study confirmed this effect: Over the last decade across 10 different ship classes, hours of availability for operations and training have decreased as maintenance cannibalizations, delays, and costs have increased.
    Specifically, the United States must improve its naval maintenance planning processes, starting with a better understanding of its vessels’ condition.  Experts have recommended that the U.S. Navy “invest in integrated [information technology (IT)] systems to document ships’ material condition properly,” as traditional methods of assessment take longer, cost more, and provide a much poorer understanding of a vessels’ maintenance needs.
    The Navy has identified its maintenance backlog as a priority and begun to execute on developing a technological solution to address that priority. To meet its spring 2024 availability timelines, the Navy worked hard to award a $75 million IDIQ contract to Gecko Robotics. Based in Pittsburgh, Gecko Robotics uses robotic automation and digital baselines to help the military optimize maintenance processes and improve mission readiness. This contract would allow the Navy to move more quickly in addressing its maintenance backlog while saving taxpayer funds compared to existing vehicles.
    Despite the contract’s strategic importance and prioritization by the Navy, it has stalled with GSA. Based on the Navy’s efforts, in December of 2023, a member of GSA informed Gecko Robotics that, “I’m confident we’ll have a contract in place by the end of February [2024].” In March of 2024 though, GSA backtracked, telling the Navy it could not support the contract until July. In April, GSA signed the requisite interagency agreement with the Navy, but by June, delays had worsened, leading a different member of GSA to inform Gecko Robotics that, “I don’t have a time frame when we would start the project.” In August, our staff learned from GSA that it does not plan to award the contract until Q2 of 2025, one year after it had originally planned.
    We understand that GSA has faced staffing turnover and a changing acquisition strategy, but in the meantime, the Navy’s readiness has suffered and will continue to suffer. China is emboldened. While commercial demand for Gecko Robotics’ capabilities is high, another young company in similar circumstances might have already gone out of business due to these delays. Difficulties generating revenue from contract delays like this will deter less mission-driven, innovative companies from even entering the defense market.
    For the people of Southwestern Pennsylvania in particular, this contract is critical. It will bring more than 150 jobs to the region directly. It will help grow Gecko Robotics’ defense business across other Navy platforms, other U.S. military services, and allied militaries, leading to further job growth. And, through workforce investments by Gecko Robotics, it will help traditional manufacturing workers in the area develop the advanced manufacturing skills and expertise necessary to compete in the global marketplace.
    GSA must do better. The Nation’s security demands it. We respectfully request that you expedite issuance of the Navy’s IDIQ contract to Q1 of 2025. Thank you for your attention to our request. We appreciate your swift efforts to remedy this situation.

  • MIL-OSI USA: Former Ohio Municipal Prosecutor and Former Criminal Defendant Charged with Bribery Conspiracy

    An indictment was unsealed today charging two Ohio men with a bribery scheme in which a municipal prosecutor agreed to help a criminal defendant with his pending cases in exchange for auto repair work.

    According to the indictment, Nicholas Graham, 52, of Warren, was a prosecutor who represented the City of Warren in Warren Municipal Court. Brian Votino, 52, of Niles, had two criminal cases pending in the same court. The indictment alleges that, in October 2019, Graham and Votino agreed that Graham would take action to benefit Votino with respect to Votino’s criminal cases in return for Votino performing repairs to Graham’s truck. To cover up the bribery arrangement, Graham instructed Votino through an intermediary to falsify a bill for the repair services and not to tell Votino’s criminal defense lawyer. According to the indictment, Graham and Votino ultimately carried out their agreement. In exchange for the repair work by Votino, Graham took official action to reduce the charges against Votino and advocated for a lenient sentence.

    Graham and Votino are charged with one count of conspiracy, one count of honest services wire fraud, and one count of Hobbs Act extortion. If convicted of all counts, they each face a maximum penalty of 45 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division; U.S. Attorney Rebecca C. Lutzko for the Northern District of Ohio; and Special Agent in Charge Gregory D. Nelsen of the FBI Cleveland Field Office made the announcement.

    The FBI Cleveland Field Office is investigating the case.

    Trial Attorney Blake J. Ellison of the Criminal Division’s Public Integrity Section and Assistant U.S. Attorney Elliot Morrison for the Northern District of Ohio are prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI New Zealand: Firearms recovered after vehicle flees from Police

    A gang associate is facing serious charges after firearms were recovered following a fleeing driver incident overnight.

    Night shift staff working in east Auckland sighted a vehicle linked to a wanted person travelling along Ellerslie-Panmure Highway just after 1am.

    Inspector Jim Wilson, Area Commander for Auckland City East Police, says the vehicle was signalled to stop near Karangahape Road.

    “It immediately accelerated away from the unit and the Air Support Unit took over monitoring the vehicle’s direction of travel,” he says.

    “The vehicle was driven erratically further west towards Point Chevalier.”

    Eagle observed the vehicle stop at a property on Moa Road.

    “The driver allegedly handed a bag to a passenger who got out of the vehicle, before he accelerated away from the address,” Inspector Wilson says.

    Police did not pursue the vehicle but continued to track its movements.

    “On several occasions the driver has been observed driving extremely dangerously through parts of central Auckland and Balmoral, before heading east again.”

    Spikes were successfully deployed near Greenlane.

    Inspector Wilson says the vehicle carried on until losing control in Saint Johns.

    “The incident came to an end at the intersection of Saint Johns and College Roads, with the driver taken into custody shortly afterward.”

    Police also caught up with the woman who exited the vehicle in Point Chevalier, who was carrying a bag with two firearms and ammunition inside.

    “As a result, we have recovered a pump action shot gun and a cut down .22 calibre rifle along with ammunition for both firearms,” Inspector Wilson says.

    Police have laid a host of charges against the 30-year-old man driving the vehicle, who is an associate of the Comancheros.

    He will appear in the Auckland District Court today facing multiple firearms offences, along with reckless driving and failing to stop.

    The 29-year-old passenger had a number of unrelated warrants to arrest, and she will be appearing in court today.

    Inspector Wilson says: “The driver’s reckless behaviour this morning is totally unacceptable, and it is pleasing he will now have his day in court.

    “This is a great outcome for the community, with more firearms taken out of circulation and highlights great teamwork by Police working on night shift.”

    U.S. Senate Majority Leader Charles E. Schumer announced $3,202,296 in federal funding for the Binghamton Fire Department and the Elmira Fire Department to train and hire new firefighters in the Southern Tier. This federal funding was administered through the U.S. Department of Homeland Security’s Staffing for Adequate Fire and Emergency Response (SAFER) program, which the senator fought hard to successfully preserve and fund earlier this year.

    “Across the Southern Tier, brave firefighters risk their lives on the frontlines every day rushing to danger to protect our communities,” said Senator Schumer. “This $3.2+ million will help the Binghamton and Elmira Fire Departments train and hire new firefighters to keep the Southern Tier safe. I stood with firefighters across Upstate NY to push for the reauthorization of the SAFER program because I know how important it is for our first responders to be prepared. I’m grateful that the SAFER program is continuing to deliver results for Upstate NY and help Southern Tier fire departments staff up.”

     “The City of Elmira and the Elmira Fire Department are beyond grateful and excited to be awarded the FY 2023 SAFER Grant. With rising calls and additional strain on department resources, this grant will allow the department to add additional staff to operate safely and effectively. We are hoping to use the additional staff to add a rescue truck to our first due response. This apparatus would offer additional specialized tools and equipment, a quicker response, and cut down on wear and tear on our larger apparatus. It’s been many years since Binghamton received this kind of funding support for firefighter staffing and it will make an immediate impact on our community’s public safety. We’re pleased that Binghamton was awarded in a highly-competitive process, with a thanks to our federal lawmakers – especially Senator Chuck Schumer – for advocating to secure the resources our fire department deserves,” said City of Binghamton Mayor Jared M. Kraham.

    The awards include $1,836,624 for the Binghamton Fire Department and $1,365,672 for the Elmira Fire Department. The Binghamton Fire Department will use this funding hire up to 8 new firefighters and help bring their firefighter staffing closer to National Fire Protection Association (NFPA) standards, creating a safer environment for firefighters. Every year, the Department struggles fiscally with overtime and retirements and is constantly chasing staffing requirements. This funding will bring ease in their ability to hire. The Elmira Fire Department plans on using this much needed funding to add one firefighter to each of its four shifts for a period of three years, for up to 4 new firefighters. It has been over 10 years since the Elmira Fire Department secured funding from the SAFER program, and now they will be more equipped to assist the community.

    Schumer, who helped create the Assistance to Firefighters Grant (AFG) & SAFER programs, said that since their inception, these programs have delivered almost $700 million to firefighters across the Empire State. This includes $27,009 for the Elmira Fire Department and $68,181 for the Binghamton Fire Department announced in July for protective gear, training, and supplies through the AFG program.

    When the AFG & SAFER programs were on the chopping block last year, Schumer stood with Southern Tier firefighters to fight to save this program. Earlier this year Schumer announced they were successful and applauded the signing of the bipartisan Fire Grants and Safety Act, which extends the AFG and SAFER programs, to help keep firefighters and communities safe. Schumer explained that the AFG and SAFER programs have been a lifeline for fire departments across the state and have become essential to their continued operations. Fire departments, especially those in Upstate New York, often face budget shortfalls and extremely high costs that mean they cannot purchase the modern equipment they need to combat emergencies and keep firefighters safe. Schumer said that AFG and SAFER grants have positively benefited fire departments in every corner of Upstate New York. Thanks to Senator Schumer and his colleagues’ Fire Grants and Safety Act, NY firefighters will continue to receive the federal support they need to purchase lifesaving equipment and hire more firefighters throughout Upstate NY.

    The AFG and SAFER grant programs are both administered by the Department of Homeland Security’s Federal Emergency Management Agency to provide competitive funding directly to fire departments and volunteer firefighter interest organizations to purchase essential equipment and help them increase the number of trained, “front line” firefighters available in their communities.

    • The federal government is investing $187,638 in this project through the Rural Transit Solutions Fund (RTSF), and the provincial government is contributing $46,910.

    • The RTSF helps Canadians living in rural and remote areas get around their communities more easily. It supports the development of rural transit solutions, including new transit service models that could be replicated or scaled up.

    • The RTSF’s Capital Projects stream helps cover capital costs like the purchase of vehicles or digital platforms, as well as support for the purchase of zero-emission vehicles. This stream closed on February 28, 2024.

    • The RTSF’s Planning and Design Projects continuous intake remains open. Through this stream, eligible applicants can receive a grant up to $50,000 in support of a communities’ projects to plan and design a new or expanded transit solution for their communities. Some examples of eligible Planning and Design Projects activities are assessment of routes and modes of travel, feasibility studies, public and stakeholder engagement and surveys.

    • A minimum of 10% of RTSF’s funding is allocated to projects that benefit Indigenous populations and communities.

    • One in five Canadians live in rural communities. Rural communities in Canada account for nearly 30% of the nation’s gross domestic product.

    • The RTSF complements Canada’s strengthened climate plan: A Healthy Environment and a Healthy Economy. Through the plan the federal government has committed to providing federal funding for public transit in support of making clean and affordable transportation available in every community.

    • The new Canada Public Transit Fund (CPTF) will provide an average of $3 billion a year of permanent funding to respond to local transit needs by enhancing integrated planning, improving access to public transit and active transportation, and supporting the development of more affordable, sustainable, and inclusive communities. 

    • The CPTF meets the needs of communities of all sizes, from large metropolitan areas, to mid-size and smaller communities, including rural, remote, northern and Indigenous communities. 

    • Since 2015, the federal government has committed over $30 billion for public transit and active transportation projects. These historic investments have resulted in close to 2000 projects across the country.

    • The funding announced today builds on the federal government’s work through the Atlantic Growth Strategy to create well-paying jobs and strengthen local economies.

    • Federal funding is conditional on the signing of the contribution agreement.

    Quick Facts

    The federal government is investing $187,638 in this project through the Rural Transit Solutions Fund (RTSF), and the provincial government is investing $46,910.

    The FSTCR helps Canadians living in rural and remote areas move more easily within their communities. It supports the development of rural transit solutions, including new models of transit services that could be replicated or expanded.

    The FSTCR Capital Projects component helps cover investment costs, such as purchasing vehicles or digital platforms, as well as supporting the purchase of zero-emission vehicles. This component ended on February 28, 2024.

    The FSTCR Planning and Design Projects stream is accepting submissions on an ongoing basis. Under this stream, eligible applicants may receive a grant of up to $50,000 to support community projects to plan and design a new or expanded transit solution for their community. Eligible activities under the Planning and Design Projects include route and mode assessments, feasibility studies, public and stakeholder engagement, and surveys.

    A minimum of 10% of FSTR funding is allocated to projects benefiting indigenous people and communities.

    One in five Canadians lives in a rural community. Canada’s rural communities generate nearly 30% of the country’s gross domestic product.

    The Rural Transit Solutions Fund complements Canada’s Strengthened Climate Plan: A Healthy Environment and a Healthy Economy. Through this plan, the federal government is providing federal funding for public transit to ensure clean and affordable transportation solutions are available in all communities.

    The new Canada Public Transit Fund (CCTF) will provide an average of $3 billion per year in permanent funding to address local transit needs by strengthening integrated planning, improving access to transit and active transportation, and supporting the development of more affordable, sustainable and inclusive communities.

    The FTCC serves the needs of communities of all sizes, from large metropolitan areas to mid-sized and smaller communities, including rural, remote, northern and Indigenous communities.

    Since 2015, the federal government has committed more than $30 billion to public transit and active transportation projects. These historic investments have enabled nearly 2,000 projects to be completed across the country.

    The funding announced today builds on work the federal government is doing under the Atlantic Growth Strategy to create well-paying jobs and strengthen local economies.

    Federal funding is conditional on the signing of the contribution agreement.

    Emergency services were called about 11pm to Rawhiti Street, Taupō, after a report of a person being injured.

    They sadly died at the scene.

    Police are now working to establish the full circumstances of what has occurred, and our enquiries are ongoing.

    SACRAMENTO, Calif. – Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration, announced today that SBA will close its Ruidoso Business Recovery Center at 5 p.m. on Wednesday, Oct. 2. “SBA opened the center to provide personalized assistance to businesses that were affected by the South Fork Fire, Salt Fire and flooding that occurred June 17 – Aug. 20,” said Sánchez.

    Until the center closes, SBA customer service representatives will continue to meet with business owners to answer questions about SBA’s disaster loan program, explain the application process, help each individual complete their electronic loan application and close their approved loans. No appointment is necessary.

    Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets. SBA can also lend additional funds to help with the cost of improvements to protect, prevent or minimize disaster damage from occurring in the future.

    For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available regardless of whether the business suffered any property damage.

    Disaster loans up to $500,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.

    Interest rates can be as low as 4 percent for businesses, 3.25 percent for private nonprofit organizations and 2.688 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    Applicants may apply online and receive additional disaster assistance information at SBA.gov/disaster. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance.   • MIL-OSI USA: Maryland Delegation Members Announce $931,000 for Firefighters, First Responders in Anne Arundel, Baltimore, Howard Counties

    WASHINGTON, D.C. – Today, U.S. Senators Chris Van Hollen and Ben Cardin and Congressmen John Sarbanes and Dutch Ruppersberger (all D-Md.) announced $931,896.84 in federal funding to support Maryland firefighters and first responders in Anne Arundel, Baltimore and Howard Counties. The funding will enhance emergency response capabilities through personnel recruitment and equipment upgrades, ensuring better protection for the public, firefighters and other first responders.

    “Maryland’s firefighters and first responders run towards danger every day to protect us, and we need to have their backs. This federal funding will help ensure our local fire departments have the resources and support they need to respond quickly and effectively to emergencies in our communities,” said the lawmakers.

    The federal grants have been awarded as follows:

    1. $490,909.08 to Earleigh Heights Volunteer Fire Company in Anne Arundel County to replace thermal imaging cameras and purchase an air and light vehicle, which enables firefighters to refill oxygen tanks and provides high resolution lighting to assist on-scene response.
    2. $272,200 to Pikesville Volunteer Fire Company in Baltimore County for recruitment and retention activities. The Department also received a $64,772.72 award earlier this summer to implement a comprehensive cancer screening program for its members.
    3. $127,533.22 to the Baltimore County Fire Department Administrator Service to distribute and install smoke and carbon monoxide alarms in at-risk communities.
    4. $41,254.54 to Howard County Fire and Rescue to support its Fitness and Injury Prevention Program.

    The awards are provided through the Department of Homeland Security’s Assistance to Firefighters Grant (AFG) program, Staffing for Adequate Fire and Emergency Response (SAFER) program and Fire Prevention and Safety Grant (FP&S) program with funds from FY2023 annual appropriations that the lawmakers fought to secure. The lawmakers additionally worked to reauthorize the AFG, SAFER and FP&S programs through FY2028 within the Fire Grants and Safety Act of 2023, which passed Congress and was signed into law earlier this year.

    Democrat Will Rollins has made his prosecutorial record central to his rematch against Rep. Ken Calvert (R., Calif.). The Palm Springs lawyer repeatedly boasted that he went after ISIS, the Sinaloa cartel, and MS-13 when he worked as an assistant U.S. attorney in the Central District of California.

    “Rollins, a counterterrorism prosecutor, took on ISIS terrorists and went after the Sinaloa cartel to stop illegal drugs from crossing our border,” said a February ad, which made salacious allegations about Calvert and called him “one of the most corrupt members of Congress.”

    The ad ended with Rollins saying, “I’m Will Rollins, and I approve this message because I’ve spent my career fighting to keep our families safe.”

    But there’s no available evidence that Rollins had any role in fighting the Sinaloa Cartel or ISIS. His only documented involvement in fighting MS-13? He helped negotiate a lenient plea deal for a meth dealer who was once on a list of “members and associates” of the gang.

    Indeed, an exhaustive Washington Free Beacon review found no documentation indicating Rollins participated in the prosecution of anyone tied to ISIS or the Sinaloas during his five-year stint as an assistant U.S. attorney in Los Angeles. Rollins also claims he’s gone after “murderers,” but the Free Beacon connected only one homicide case to the junior prosecutor—one that wasn’t resolved until two years after Rollins had quit his job.

    In early August, the Free Beacon began asking the Rollins campaign to provide information about the candidate’s record during his tenure from 2016 to 2021 in the Central District, which includes Los Angeles and its surrounding suburbs. The Rollins campaign did not respond to any of the Free Beacon’s inquiries. Rollins’s extensive public claims—on his campaign website, social media, and press interviews—don’t cite specific cases or link to Department of Justice or FBI press releases.

    The Free Beacon reviewed every federal court case that mentioned Rollins, scouring through reams of documents. The review also included extensive searches of the Central District’s website.

    The Mexico-based Sinaloa cartel—which controls much of the drug trade—along with the sadistically violent Salvadoran immigrant gang, MS-13, and the Islamic terrorists of ISIS are three of the world’s most feared criminal organizations, and many ambitious young prosecutors would jump at the chance to battle them. But since Rollins’s name doesn’t appear on any public government documents involving Sinaloa or ISIS, it is highly unlikely he had a meaningful role in such cases, according to a former assistant U.S. attorney who spoke on the condition of anonymity. It is possible he was involved in more minor ways that kept his name off cases, like writing search warrants and applying for digital surveillance, or in supervising cases that others actually prosecuted.

    Furthermore, the law firm where Rollins currently works makes no mention of ISIS, the Sinaloa cartel, or MS-13 on his biography page. Instead, Raines Feldman Littrell, a Los Angeles-based corporate law firm that must accurately represent its lawyers to its clients, simply says that Rollins prosecuted “a wide variety of U.S. counterterrorism, export control, and national security laws” as an assistant U.S. attorney.

    The Free Beacon found one instance in which Rollins prosecuted a member of MS-13 for dealing meth—and struck a sweetheart plea deal. In that 2012 case, Juan Carlos Garcia was caught dealing 80 grams of meth in front of his children. He faced two distribution charges, one carrying a prison sentence of up to 40 years, the other a life sentence. Rollins dropped one count and helped Garcia score the mandatory minimum sentence of five years in prison for the other.

    A 2013 FBI press release lists Garcia among “members and associates of the MS-13 street gang.” Garcia’s indictment, however, doesn’t mention gang membership, nor does his pleading. His court judgment only noted that he was barred from associating with known members or wearing anything connected to MS-13.

    Rollins’s attempts to use his stint in government to boost his campaign have become a flashpoint in his campaign. A county GOP chairman challenged Rollins’s bid to describe himself as a “counterterrorism attorney” on the primary ballot, and a judge ruled that he must instead describe himself as a “counterterrorism law attorney.”

    Rollins has also said in campaign ads that he’s “put away” members of a gang called the Mexican Mafia. The United States-based prison and street gang organizes other Hispanic gangs to establish a larger network of illegal activities.

    The Free Beacon’s review found Rollins was involved in two cases that were peripherally connected to the Mexican Mafia. In both, Rollins signed off on lenient plea deals that gave the gang members light prison sentences for serious crimes.

    Julio Cesar Alvarado faced a maximum sentence of 10 years in prison for a firearm charge in June 2016. He admitted he was a member of the Eastside Santa Ana gang, an affiliate of the Mexican Mafia. Rollins struck a plea deal, and Alvarado was sentenced to just two years in prison.

    Justin Robert Burkett, a known member of the Westside VLP gang, another Mexican Mafia affiliate, was busted with 120 grams of meth and a stolen .38 caliber revolver. He faced a life sentence for peddling drugs and another five years for the gun crime. But Rollins dropped the firearm charge and helped Burkett score a 10-year prison sentence, the mandatory minimum for the distribution count. Burkett was also required to participate in a substance abuse program once he got out of prison.

    Infrastructure law funding to support planning, community engagement, and installation of EV chargers in underserved Philadelphia neighborhoods, EV charging hub at Philadelphia Airport; EV charger installation project to create jobs

    Washington, D.C. – Today, U.S. Senators Bob Casey (D-PA) and John Fetterman (D-PA), U.S. Representatives Dwight Evans (D-PA 3), and Mary Gay Scanlon (D-PA-5) and Philadelphia Mayor Cherelle L. Parker announced a total of $8,984,800 in funding to bring electric vehicle (EV) chargers to underserved neighborhoods in Philadelphia and to the Philadelphia International Airport (PHL). The funding is from the Charging and Fueling Infrastructure Grant Program, made possible by the infrastructure law. Thanks to this funding, Philadelphia can expand access to EV charging to low-and middle-income communities and the Philadelphia International Airport can build an EV charging hub to serve passengers and employees.

Additionally, IIJA passed with provisions to make EV charging more accessible nationwide through the National Electric Vehicle Infrastructure (NEVI) formula program. The Pennsylvania Department of Transportation (PennDOT) has announced 91 total EV charging projects, across 43 counties in the Commonwealth. Thanks to today’s funding, the City of Philadelphia can plan for and install EV chargers at the Philadelphia International Airport and at places across the city, particularly in neighborhoods with multifamily housing and in low-and-middle-income communities.     Today, the Biden administration proposed a new rule which would ban US automakers from selling vehicles with components produced by the Chinese Communist Party. 

    “Today’s rule from the Biden-Harris team fails to do enough to protect Michigan workers and the American people from CCP threats to our auto industry. While the administration has concluded Chinese auto components and software are a national security threat, Biden and Harris must now stop their giveaway of taxpayer dollars to CCP-affiliated companies. They should support my NO GOTION Act, which will stop Chinese companies from collecting billions of dollars from American taxpayers. Finally, while Biden and Harris talk tough on China, their EV rules play into the hands of the CCP, and make our auto industry dependent on supply chains controlled by China. They must end those rules and let American autoworkers innovate,” said John Moolenaar, the chairman of the House Select Committee on the Chinese Communist Party.

    Currently, CCP-affiliated companies qualify for green energy production tax credits created by the Inflation Reduction Act. Gotion has previously claimed it is “reviewing and assessing” how it can utilize these tax credits.

  • MIL-OSI Economics: ADB Maintains PRC Growth Forecast at 4.8% this Year

    MANILA, PHILIPPINES (25 September 2024) — The Asian Development Bank (ADB) has maintained its forecast of 4.8% economic growth in the People’s Republic of China (PRC) this year, according to the latest ADB report.

    The growth outlook remains balanced amid a prolonged correction in the property market and weak investor and consumer confidence, according to Asian Development Outlook (ADO) September 2024, released today. Economic activity in the PRC is expected to moderate to 4.5% growth next year, consistent with ADB’s projection in April.

    “ADB’s research indicates that investment will support domestic demand while the property market correction continues,” said ADB Country Director for the PRC Safdar Parvez. “Global demand and the domestic cost advantage in manufacturing should also bolster exports.”

    Inflation for 2024 is now forecast at 0.5%, lower than April’s 1.1% projection as the overall downtrend in food price persists. Strong global demand and increased credit availability for certain industries—including semiconductors; artificial intelligence; and low-carbon technologies such as electric vehicles, lithium-ion batteries, and renewables—will drive growth this year and next.

    Infrastructure investment should regain momentum with the expected acceleration of the local government special bond issuance in the second half of this year. However, the ongoing property sector correction is expected to slow growth. The contraction in real estate investment will likely continue into next year.

    Risks to the outlook include the deterioration in the property market, global fragmentation due to geopolitical issues, and the escalation of trade tensions. On the upside, acceleration and effective implementation of policy measures, including policies announced in the Third Plenum, could raise consumer and investor confidence faster than expected, resulting in higher growth and inflation than forecast.

    Sydney Airport is preparing for a bumper September school holidays with 2.5 million passengers forecast to travel through the terminals from Monday 23 September 2024 to Sunday 13 October 2024.

    The forecast anticipates almost 200,000 more passengers than the equivalent period during the 2023 September school holidays, with a total of 1 million passengers expected to pass through the T1 International terminal during the holidays, an 11 per cent increase on 2023, and a total of 1.5 million domestic passengers forecast to pass through the T2 and T3 Domestic terminals, a five per cent increase on 2023.

    The busiest day for domestic travel is set to be Friday 27 September, with more than 80,000 passengers expected, while Saturday 28 September is forecast to be the busiest day for travel at International with 52,000 passengers set to travel through the airport.

    Following a strong performance in Q2, when 100 per cent of passengers passed through security in less than 10 minutes, Sydney Airport is committed to providing another smooth and secure experience for all passengers during what is traditionally a busy period.

    Passengers are encouraged to plan ahead and leave themselves plenty of time for their journey to the airport, with domestic passengers advised to arrive one hour prior to departure if they only have hand-luggage, and two hours prior if they’re checking-in bags.

    Passengers travelling via the International terminal should arrive three hours prior to departure unless their airlines say otherwise.

    During the holiday period there will be increased staff on hand to assist passengers, and taxis and other vehicles may be directed to drop passengers off on the arrivals level at the T2 and T3 Domestic terminals during peak times. Passengers are also encouraged to check Sydney Airport’s website for live security wait times and flight status updates.

    Passengers planning to park at the terminals are advised to book parking to guarantee a spot and get the best deal, as well as familiarising themselves with the new roads leading into the airport via the recently opened Sydney Gateway, which more than half a million motorists have successfully used since its opening on 1 September.

    Advancing Security Measures

    Sydney Airport is making strides in its implementation of the Government’s mandated airport security upgrades. This includes the installation of next-generation screening systems and improvements to terminal layouts to improve passenger flow and efficiency.

    With the implementation of ongoing security upgrades, passengers should be aware of the following protocols at each terminal:

    • T1 – Some security lanes will require liquids and aerosols to be removed from hand luggage. Passengers are advised to follow the instructions of security staff.
    • T2 – laptops and aerosols will be required to be removed from hand luggage.
    • T3 – laptops and aerosols are not required to be removed from hand luggage.

    To assist passengers during this period, Sydney Airport recommends the following:

  • MIL-OSI Security: 15th Marine Expeditionary Unit

    Elements of the 15th Marine Expeditionary concluded more than a month of training in South Korea Aug. 6 to Sept. 7, including participation in Exercise Ssang Yong 24, which featured the first amphibious assault using Amphibious Combat Vehicles during their inaugural deployment.

    The Marines and Sailors of the 15th MEU arrived in South Korea aboard the amphibious assault ship USS Boxer (LHD 4) and the amphibious dock landing ship USS Harpers Ferry (LSD 49) during the first week of August. Partnered with the ROK Marine Corps 7th Brigade, the combined force of Marines conducted two weeks of live-fire training ranges and unit-level training at ROKMC bases near Pohang.

    Battalion Landing Team 1/5, the ground combat element of the 15th MEU, employed ACVs at ROKMC training areas surrounding Pohang, South Korea, exercising the vehicles’ off-road mobility and automated crew-served weapons. Alpha Company, BLT 1/5’s designated mechanized company, and its ACV Platoon also provided ROK Marines opportunities to tour and familiarize themselves with the U.S. Marine Corps’ newest ship-to-shore connector Aug. 20 and 22.

    Units from across the 15th MEU also conducted partnered non-live fire events, including: tactical planning, mountain warfare training, fast rope inserts from an MV-22B Osprey, unmanned aerial and waterborne systems familiarization, small boat operations and reconnaissance, operations in urban terrain, communications integration, chemical attack response, and other training. This training strengthened and improved the interoperability between ROK and U.S forces in defense of the Korean Peninsula.

    The culminating event in South Korea for 15th MEU and its ACVs was the amphibious assault Sept. 2 as part of Ssang Yong. Alpha Company Marines and Sailors, under the cover of the combined force’s air and surface fire support, landed at Hwajin-ri Beach near Pohang alongside nearly 40 Korean amphibious assault vehicles. Using their ACVs’ stabilized weapon systems, the company identified and reduced simulated enemy positions as they approached the shoreline, then dismounted to secure the beach prior to continuing the attack inland.

    This marked the first time Marine Corps ACVs with embarked infantry demonstrated their beach assault capabilities with a host nation’s forces during a major exercise.

    “Seventy-four years after our landing at Inchon, I can’t think of a better place and partner with whom to showcase the Marine Corps’ latest, most lethal amphibious assault capability,” said U.S. Marine Corps Lt. Col. Nicholas Freeman, commanding officer of BLT 1/5. “Any amphibious assault is a complex operation, and that’s especially true with a combined force featuring new equipment. Today, we benefitted from decades of steadfast commitment between our countries, years of development and testing by our service, many months of hard work by this first-of-its-kind mechanized company, and several weeks of excellent training and integration with our allies. It’s gratifying and inspiring to be here to see the impressive result of all these efforts.”

    The Marine Corps expects this first deployment of ACVs to continue to provide insights for platform embarkation and maintenance requirements, logistics, and integration with our allies and partners. These insights are vital for the service to ensure we continue to provide our Marines with the most operationally ready and capable platforms.

    “As the U.S. Marine Corps’ new generation of amphibious assault vehicle, it was special and meaningful to have ACVs deployed to the Korea Theater of Operations for the first time. Especially, during the decisive action, the most complex and sophisticated phase of the amphibious operation, the ACVs not only revealed its strength and capabilities but also the firm commitment to ROK-U.S. Alliance,” said ROKMC Lt. Col. Chol-Uk Kang, lead SY24 exercise planner, 1st ROK Marine Division. “Going forward, I sincerely hope that the ROK and the U.S. can further develop on combined amphibious operational method and concept with its new capability.”

    After the completion of Ssang Yong, the 15th MEU’s forces reembarked Boxer and Harpers Ferry at ROK Naval Base Busan, South Korea, to resume their deployment in the U.S. 7th Fleet Area of operations.

    The ACV Platoon, Alpha Company, and other elements of the 15th MEU began their deployment in late March 2024, departing San Diego aboard Harpers Ferry.

    Since then, ACVs were first employed overseas May 4 during Exercise Balikatan 24 at Oyster Bay in the Philippines. During the exercise, the ACV Platoon launched from Harpers Ferry, made movement in the water toward an objective, and attacked targets from offshore using the vehicles’ stabilized heavy machine guns before reembarking.

    The ACV Platoon’s first time ashore in a foreign country was June 24 after a ship-to-shore movement from Harpers Ferry to White Beach Naval Facility, Okinawa, Japan. During that event, the mechanized company rehearsed troop egress procedures and shared best practices with leaders from III Marine Expeditionary Force, which received its first ACVs in July.

    Elements of the 15th MEU are under the command and control of Commander, Task Force 76, which the U.S. 7th Fleet employs to cooperate with allies and partners to preserve a free and open Indo-Pacific.

    As the U.S. 7th Fleet’s primary Navy advisor on amphibious matters in the 7th Fleet area of operations, CTF 76 is responsible for conducting expeditionary warfare operations to support a full range of theater contingencies, ranging from humanitarian assistance and disaster relief operations to full combat operations.

  • MIL-OSI New Zealand: TWO-THIRDS OF CHILDREN INTERACT DAILY ONLINE WITH PEOPLE THEY DON’T KNOW DESPITE GROOMING FEARS – REPORT

    SYDNEY, 25 Sept 2024 – Over six in 10 children with access to the internet interact with “unknown others” daily despite concerns about online grooming, according to new research released by Save the Children and Western Sydney University that highlighted children’s demands for better online protection.  

    The research team held in-depth consultations with about 600 children and young people aged 8 to 18 from Australia, Finland, the Philippines, Cambodia, Colombia, Kenya, and South Africa, who shared their views and experiences of facing inappropriate requests online for personal information or images. 

    The report, ‘Protecting Children from Online Grooming’, was written by the Young & Resilient Research Centre at Western Sydney University, and funded by the global child online safety investment vehicle Safe Online as part of the Tech Coalition Safe Online Research Fund. 

    Since the COVID-19 pandemic, incidents of online grooming and child sexual and financial exploitation have reached an all-time high [1], with an 82% rise in online grooming crimes against children reported in that period [2]. Online grooming practices have also transformed, with the fastest growing form of online grooming targeting young men for financial extortion [3]. 

    The report revealed children were more inclined to connect with strangers – or “unknown others” – online as they matured and became more social, motivated by a desire for friendship, fun and play, followed by a wish to stay informed about trends and events, and to connect over shared interests.  

    The findings also showed that while children across all cultures and age groups were more suspicious of people they didn’t know online than people they knew in person, most (66%) of the study participants still interacted with “unknown others” daily online.  

    Children in high-income settings were twice as likely to use privacy settings to protect themselves from unwanted contacts, compared to children from some low-income settings, but the potential to derive financial benefits was an incentive for children in middle-income countries to connect with strangers online, potentially compromising their safety.  

    While children have come up with numerous ways to protect themselves, they are calling for widespread, accessible and targeted online safety education for themselves and their caregivers. In the discussions the children also made concrete suggestions about how technology platforms and governments can implement changes that will keep them safer online.  

    Sonisay*, a girl aged 11-12 from rural Cambodia, said: 

    “Adults should know that children interact with strangers, monitor them, and read their chats.”  

    Angel* aged 15-17 from a city in the Philippines said: 

    “Adults need to know about the children of today who are highly computer-savvy… To be able to support and protect the children, adults need to understand that children are comfortable with using the internet which pushes to interact with strangers.” 

    Charlie* aged 14 from Australia emphasised the need to start online safety education earlier: 

     “Having young children educated about the safety of technology and the dangers … adults only start this education for older kids on social media when the problem can be on video games played by young kids.” 

    Children reported that it was very difficult to ascertain the intentions of strangers online. Children were also particularly worried about being asked for personal information or nude pictures, being drawn into inappropriate sexually-oriented exchanges, or exposure to criminal activities. 

    The report found that children want and need better online protection, with children primarily using intuition and background checks rather than seeking help from trusted adults to manage their online interactions with people they don’t know.  

    The data also showed that children distinguish people they know well both online and in person from those they only know online, with 86% approaching the latter with caution. Yet despite this wariness, children were still three times more likely to ignore or decline an inappropriate or unwanted request than they are to report or block it. 

    Steve Miller, Save the Children’s Global Director of Child Protection, said: 

    “Children deserve to thrive in a safe and nurturing environment – both online and offline. As the digital landscape evolves, so do the challenges and threats, including the threat of online grooming and exploitation. We need to foster a digital environment that is not only safe but also enriching, allowing children to explore, learn, and grow without fear. Policymakers need to listen to the voices and experiences of children when developing policies that protect them.” 

    Professor Amanda Third, Co-Director of the Young and Resilient Research Centre, Western Sydney University, said:  

    “Keeping children safe from online grooming requires a whole-of-community approach. Governments, NGOs, technology platforms, teachers, parents, caregivers, and children themselves all have an important role to play. However, to most effectively address this issue it is crucial that we listen to the views and experiences of children and young people and engage them as active partners in the research and policy design process. Children and young people are finding their own ways to tackle this issue and devise solutions but they are also calling on us to help equip them and their caregivers with the skills and knowledge needed to be able to safely navigate these rapidly evolving digital environments.”

  • MIL-OSI New Zealand: Truck into tree crash: truck retrieval midday to 4 pm SH6 into Westport

    A truck crash in the Buller Gorge, between Inangahua Junction and the entrance to Westport (SH67) briefly closed SH6 this morning between 9 and 10 am.

    The truck will be removed from the site this afternoon from midday, so SH6 will be closed potentially up till 4 pm, says NZ Transport Agency Waka Kotahi.

    People travelling to Westport via the Buller Gorge need to delay their journeys this afternoon or take the long way via Greymouth and up the Coast Road via Punakaiki.

    Samsung Electronics today announced the signing of a strategic technology partnership agreement with Hyundai Motor and Kia. The companies’ shared goal is to elevate users’ connectivity experiences by fully integrating the SmartThings IoT platform with Hyundai and Kia’s software-defined vehicles (SDVs).
     
    The signing ceremony was held at Samsung Electronics’ Seoul R&D Campus, with Samsung’s participants including Paul (Kyungwhoon) Cheun, President, CTO of Device eXperience (DX) Division and Head of Samsung Research; Seungbeom Choi, Executive Vice President and Head of Device Platform Center; and Chanwoo Park, Executive Vice President and Head of IoT R&D Team. Participants from Hyundai and Kia included Chang Song, President and Head of Hyundai Motor Group Advanced Vehicle Platform (AVP) Division and Haeyoung Kwon, Vice President and Head of Hyundai Motor Group Infotainment Development Center.
     
    Through this agreement, Samsung will integrate SmartThings with Hyundai and Kia’s next-generation infotainment system to offer a differentiated experience. First, they will introduce the global location solution function for vehicles and smart keys based on the SmartThings Find platform, which is a crowdsourced network of hundreds of millions of Samsung Galaxy devices that use the Bluetooth Low Energy (BLE) technology to report their location. Through the SmartThings Find service, users can locate vehicles using nearby Galaxy smartphones — even without a 4G or 5G cellular network connection — meaning drivers can more easily track down their cars in the event of them being lost or stolen.
     
    Additionally, drivers can use their Galaxy’s Quick Panel to control air conditioning and check their remaining range from their device. Vehicles can also be added to the connected SmartThings ecosystem, allowing users to return to a home with optimized conditions by controlling their Samsung air conditioners, air purifiers or other connected devices while driving home.
     
    As part of the agreement, Samsung will also continue collaborating with Hyundai and Kia to provide various AI-based services tailored to customer lifestyles and preferences. The companies will expand the use of SmartThings to include in-vehicle health monitoring via cameras and Galaxy devices, pet care solutions that optimize vehicle environments for pets, as well as integration with smart apartment solutions and SDVs.
     
    “Our goal is to enrich Hyundai Motor and Kia customers’ mobility experience by offering personalized services that extend beyond transportation, seamlessly integrating vehicles with smartphones,” said Chang Song, President and Head of Hyundai Motor Group Advanced Vehicle Platform (AVP) Division.

    Consistent Steps Forward Enable Shared Progress

Based on this agreement, the two organizations have been working toward a reality in which a Samsung device can be used to seamlessly control a Hyundai or Kia vehicle — and home appliances can also be easily controlled from inside the vehicle.

    Although the amounts are not predicted to be huge at this stage, combined with recent heavy rain, snowmelt and spring conditions, there is more potential for slips and rockfalls.

    Drivers need to be on the lookout, says NZ Transport Agency Waka Kotahi (NZTA).

    “Given recent rockfalls on the Haast Pass (SH6), and avalanches on the Milford Road (SH94), we are not out of winter yet,” says NZTA Journey Manager Nicole Felts. “Drivers should be prepared for changeable conditions and possible road closures.”

    From bottom to top

    There are heavy rain watches in place for Fiordland north of Doubtful Sound and the headwaters of the Otago lakes and rivers from tonight into Thursday lunchtime.

    The Westland Ranges may catch heavy rain from the early hours of Thursday to later Thursday.

    A heavy rain warning also covers the Canterbury lakes and rivers headwaters from 9 am Thursday to later Thursday night, with a nor-westerly gale warning for the Canterbury high country. People driving high-sided vehicles (campervans, towing caravans) and motorcyclists need to be aware of the danger and the potential for powerline damage/ tree branches over roads.

    There is also a heavy rain watch for Buller and Grey Districts from Thursday afternoon to the early hours of Friday.

    “Check highway traffic real time updates before you head out tomorrow,” says Miss Felts.

  • MIL-OSI New Zealand: Drivers warned to expect delays on State Highway 2 Remutaka Hill this Thursday

    Drivers travelling between Wellington and Wairarapa must be ready for delays tomorrow (Thursday, 26 September), with two stop-go sites operating on the route.

    One is an existing 24/7 stop/go at an underslip site due to be repaired within the next six weeks.

    The other is temporary and will be in place tomorrow between 10 am and 3 pm to allow road crews to install safety barriers alongside the closed slow vehicle bay at a nearby overslip site.

    The two slips are approximately half a kilometre apart and require separate stop/go controls to allow traffic to flow efficiently.

    This means drivers can expect delays of up to five minutes when travelling over Remutaka Hill. Please plan accordingly and allow extra time for your journeys.
