  • MIL-OSI Security: Elmsdale — Prince District Stop Impaired Driver on Confederation Trail

    September 23, 2024, Elmsdale PEI – After receiving a report from the public concerning a possible impaired driver in a truck on the Confederation Trail, West Prince RCMP arrested 38-year-old man for impaired driving.

    On September 23, 2024 at 2:30 p.m. West Prince RCMP received a report of a possible impaired driver operating a pickup truck on the Confederation Trail in Elmsdale. RCMP located the truck and identified the driver. While trying to make a traffic stop the driver fled in the truck and immediately crashed in a ditch on the Confederation Trail, he then tried to flee on foot before he was arrested. He was treated for non-life-threatening injuries and is expected in court in Summerside on February 12, 2025, to answer to charges in connection to this incident.

    “This area of the Confederation Trail is heavily used by the public, this is an example of how one call to police can truly help to keep everyone safer in Island communities,” said Cpl Gavin Moore Media Relations Officer for the PEI RCMP.

  • MIL-OSI USA: Governor Ron DeSantis Issues Updates on State Preparedness Efforts Ahead of Helene

    TALLAHASSEE, Fla.—At 9:30AM today, Governor DeSantis was joined by Kevin Guthrie, Executive Director for the Florida Division of Emergency Management (FDEM), for a press conference at the State Emergency Operations Center to provide updates on Tropical Storm Helene. Governor DeSantis issued Executive Order 24-209 on September 24, updating EO 24-208 and declaring a state of emergency for 61 counties, which allows for state officials to make critical resources available to communities ahead of any potential storm impacts.

    As of 11AM ET, Tropical Storm Helene officially formed over the Northwestern Caribbean Sea.

    Watches and warnings in effect include:

    Hurricane Watch: Bay, Calhoun, Charlotte, Coastal Collier, DeSoto, Gulf, Hardee, inland Hillsborough, Lake, Lee, inland Manatee, eastern Marion Mainland Monroe and Middle Keys (Monroe County), Orange, Osceola, Polk inland Sarasota, Seminole, and Sumter counties

    State Preparedness Efforts

    • The Florida Division of Emergency Management (FDEM) activated the State Emergency Operations Center to a Level 1 on Tuesday, September 24 and is leading coordination efforts for the State Emergency Response Team.
    • FDEM is hosting twice-daily calls with all 67 counties to identify needs and to ensure the state is prepared to respond quickly and efficiently.
    • Additionally, FDEM is coordinating with state agencies, non-governmental organizations, and private sector partners to facilitate ongoing resource requests for counties, including requests for water, generators and support personnel.
    • Nearly 500 missions are being facilitated by the State Emergency Response Team to assist counties in their preparation efforts. These missions accomplish vital tasks like prestaging response resources, protecting critical infrastructure facilities like hospitals and utility stations, and coordinating personnel statewide.
    • The Florida State Guard (FSG) has prepared the following:
      • 250+ Soldiers ready to deploy.
      • 10 shallow water vessel boat teams
      • 7 flat-bottom-flood rescue skiffs
      • 2 amphibious rescue vehicles
      • 12 UTV’s
      • 15 Cut and toss crews
      • 7 search and rescue teams
      • 1 UH-60 Blackhawk for daytime aerial assessment and logistics missions
    • The Florida Department of Law Enforcement (FDLE) is making plans to ensure continuity of operations in several critical areas including Missing Endangered Persons Information Clearinghouse and the Watch Desk.
    • FDLE logistics teams are moving and staging assets.
    • FDLE is identifying squads for deployment and staffing for local emergency operations centers.
    • FDLE’s mutual aid team is at the State Emergency Operations Center coordinating law enforcement missions.
    • The Florida Fish and Wildlife Conservation Commission (FWC) has readied high-water vehicles and all other storm response resources statewide so they may be rapidly deployed to assist Floridians in need in the event of damage or flooding.
    • The FWC is fully integrated into the State Emergency Operations Center, and local FWC law enforcement representatives are coordinating closely with county and city emergency operations centers.
    • FWC officers are ready to deploy and respond with a variety of specialized equipment as necessary, such as:
      • Airboats
      • Shallow draft boats
      • ATVs/Side-by-sides
      • Larger platform vessels
      • Four-wheel vehicles
    • FWC Special Operations Group (SOG) teams will serve as reconnaissance units for the State EOC and report on damage after the storm has made landfall.
    • FWC Aviation Section has been placed on standby and has readied all appropriate aircraft for potential deployment for EOC aerial assistance, reconnaissance, and post-storm damage assessments when needed.
    • The Florida Department of Corrections (FDC) is monitoring the storm and preparing mitigation measures, including:
      • Mobilizing evacuation assets
      • Locating areas of evacuation
      • Establishing liaisons in our local county and municipal EOCs for storm assistance
    • The Florida Department of Juvenile Justice (DJJ) offices and facilities are finalizing storm preparations to ensure the safety and security of staff and youth.
      • These actions include fueling all vehicles, moving vehicles in low-lying and flood-prone areas to higher ground, testing and ensuring adequate fuel supplies for generators in the event of loss of power, and ensuring food, medicine, and emergency supplies are stocked and ready.
    • The Florida Department of State has been monitoring the storm for potential impacts and making preparations to secure historical properties.
    • The Florida Department of State, Division of Elections has been monitoring the storm and has been providing updates and information to Supervisors of Elections about potential impacts and resources available to their offices.
    • All Florida Department of Transportation (FDOT)  7 Districts, Central Office, and FDOT’s Turnpike Enterprise initiated statewide internal preparedness conference calls beginning Monday, September 23, which continue daily.
    • FDOT continues close coordination with State EOC officials and partners.
      • FDOT team members have begun staffing the State EOC.
      • Responding to county requests for personnel and assets.
    • FDOT Statewide Preparedness Efforts Include:
      • 667 team members working in offices, and EOCs conducting pre-storm preparations.
      • 490 team members working in the field conducting pre-storm preparations.
      • 193 pieces of heavy equipment being used for pre-storm preparations.
      • 164 team members staged for cut and toss operations
      • 90 bridge inspectors staged for deployment
      • 28 team members staged for UAV (drone) deployment
      • 20 large pumps staged
      • 634 generators staged to assist with traffic signal power
      • 4 ITS trailers staged.
      • Clearing shoulders in preparation for potential Emergency Should Use (ESU).
      • Currently analyzing flooding vulnerabilities for major roadways and bridges.
      • Inspecting and clearing drainage systems, monitoring flood-prone and currently saturated areas, and pre-positioning pumps as appropriate.
      • Securing high mast lighting, maintenance yards, active construction projects, rest areas/welcome centers, service plazas, and weigh stations.
        • Howard Frankland Bridge barges and cranes anticipated to be fully secured by Wednesday, 9/25
      • Replenishing fuel reserves, checking generator readiness, and pre-positioning assets as appropriate.
      • Completing repairs on malfunctioning vehicles and equipment in preparation for deployment.
      • Initiated communication with modal partners – seaports, airports, railroads, transit, and spaceports. All partners are currently in monitoring posture.
      • Staging ITS trailers, as well as drone teams and equipment are being prepped and ready to deploy as needed.
    • FDOT encourages drivers to download the FL511 app or visit FL511.com for road/bridge closures and potential detours that may be activated. Remember to always follow the direction of local law enforcement and emergency personnel.
      • Seaports are open and preparing for storm.
      • Airports are open and monitoring the storm.
      • Railroads are open and monitoring the storm.
      • Transit agencies are open and monitoring the storm.
      • Spaceport partners are open and monitoring the storm.
    • The Florida Department of Veterans’ Affairs (FDVA) has alerted the home administrators of its nine State Veterans’ Homes of the approach of the coming storm. They are implementing their hurricane preparation checklists.
    • FDVA’s facilities have main generators in case of loss of power.
    • FDVA is in contact with the U.S. Department of Veterans Affairs leadership in Florida to coordinate potential clinic closure announcements.
    • Volunteer Florida has begun the following preparation efforts:
      • Daily Coordination calls with Florida Voluntary Organizations Active in Disasters (VOAD);
      • Identifying partner capabilities, needs and gaps;
      • Ongoing coordination efforts with Community Emergency Response Teams (CERT); and
      • Identifying pre-staging locations of flood/cleanup kits, hygiene kits and tools.
      • Key Messaging to Partners:
        • Emphasizing the importance of “Cash, Confirm, Connect” strategy.
        • Promoting volunteer opportunities through Volunteer Connect.
        • Encouraging documentation of all donated resources and Volunteer hours.
        • Current rate of volunteer hours in the state of Florida is $31.61.
    • Florida Department of Management Services (FDMS) are working to identify potential evacuation shelter sites for special needs and pet friendly evacuees as far east as Lake City and west as Panama City.
    • FDMS identified a specific location to land helicopters and staff to potentially COOP from the EOC to Escambia County
    • FDMS is making early preparations with their vendors and have commenced for commodities as well as services.

    Health and Human Services

    • The Agency for Persons with Disabilities (APD) is hosting calls with regional leadership and partners to provide storm information and determine any anticipated unmet needs.
    • APD is preparing policy documentation for anticipated storm event actions and providing regional staff with curfew letters for providers in potential counties with issued curfews.
    • The Florida Department of Health’s (DOH) Office of Communications is distributing information on social media platforms regarding emergency health topics, including flood water safety, special needs shelters, boil water notices and more.
    • DOH and the Office of Insurance Regulation (OIR) sent information regarding early prescription refills permitted under Executive Order 24-209. This information was sent to the public, health insurers, managed care organizations, pharmacy benefit managers, pharmacy chains and health care providers.
    • DOH is deploying over 130 emergency response vehicles. Staging is currently in Leon and Osceola counties.
    • The Pinellas County WIC office will close at 12:00 p.m. on 09/24/2024 and plan to re-open on 09/26/2024.
    • DOH’s Healthy Start program is reaching out to coalitions and providers located in areas of potential impact to ensure continuity of care for clients. Additionally, Healthy Start is alerting clients of potential weather impacts and connecting them to resources.
    • DOH’s Bureau of Women, Infant and Children (WIC) is alerting coordinators in areas of potential impact and preparing for remote operations, if needed.
    • DOH’s Bureau of Childcare Food is alerting providers in areas of potential impact and having them prepare for grab-and-go meals for clients post-landfall.
    • The Agency for Health Care Administration (AHCA) has been in communication with health care facilities as they are evaluating any potential evacuation plans.
    • AHCA will hold and participate in provider calls for TS9 preparation ahead of landfall. As of 10am today there are 4 facilities (3 ALFs and 1 nursing home) reporting that they are evacuating.
    • E-PLUS update:
      • 34 of the 41 (83%) counties in the EO have access to E-PLUS
      • Outreach is being conducted for counties with no access
      • Monitoring of the system will ramp up today
      • ENS Subscribers were notified of Special Needs Shelters Encounters that they may receive

    Infrastructure, Roads and State Closures

    • The Florida Highway Patrol (FHP) is Relocating FHP command bus from Jacksonville to Washington County for staging for post-landfall use due to the State EOC possibly being in the storm’s path.
    • Communication established with Troop Commander’s in the potential impacted areas.
    • FHP is staffing ESF-16 with four (4) sworn members and one (1) non-sworn member effective today 7:00 a.m.
    • FHP high-water rescue vehicles are prepared for use.
    • FHP is preparing high-water rescue vehicles.
    • Florida Highway Patrol’s Quick Reaction Force teams consisting of more than 120 members statewide stand ready to provide immediate response.
    • FHP remains in close communication with law enforcement and transportation partners and stands ready to assist with any potential impacts across the state.
    • FLHSMV issued Emergency Order 24-05, which: waives specific requirements for commercial motor vehicles providing emergency relief; and waives the replacement fees for driver’s license and identification credentials, vehicle registrations and titles, vessel registrations and titles and temporary parking permits for impacted individuals.
    • The Department of Children and Families (DCF) is preparing for Tropical Storm Helene and has secured supplies should the Hope Bus need to be deployed.
    • DCF is working with the Community-Based Care Lead Agencies to contact foster families and group home providers to ensure preparedness.
    • The State Mental Health Treatment Facilities have activated their disaster preparation plans and are assessing facility readiness.
    • DCF has begun contacting adult protective services clients to assess any needs and to ensure they have a plan in place.
    • DCF has begun contacting Continuums of Care, licensed child care facilities, and licensed Substance Use Disorder treatment facilities to ensure they are prepared.
    • DCF’s behavioral health staff and the Managing Entities stand ready to deploy behavioral health resources, as needed.
    • Through ESF 6, DCF is making preliminary preparations for staffing shelters, delivering emergency supplies, and directing generators to critical human services infrastructure.
    • The Department of Elder Affairs (DOEA) contacted all our Area Agencies on Aging partners and received the following updates:
    • Elder Options (PSA 3)
      • Staff have initiated call-downs to clients to assess their needs.
      • Providers have ordered emergency meals in case meal sites close.
      • You Thrive Florida meal sites in Hernando, Lake, and Sumter counties will be closed on Thursday and Friday, and clients will receive shelf-stable meals.

    • The Florida Department of Environmental Protection (DEP) is working with Florida’s Water/Wastewater Agency Response Network, the Florida Rural Water Association and other response agencies to ensure preparations are underway to support drinking and wastewater facilities ahead of the anticipated heavy rains.
    • All significant hazardous waste facilities in potentially affected counties are being notified to ensure all pre-storm preparations are being made.
    • DEP has completed pre-storm beach surveys in all shoreline counties and staff are beginning to develop their post-storm response plan.
    • Florida’s water management districts are engaging to engage local governments and drainage operators throughout the state and are available to provide technical and other support, including deploying temporary pumps to alleviate localized flooding. As part of standard operations, DEP and Florida’s water management districts continue to monitor water systems and river levels as the storm’ develops.
    • DEP published a storm updates webpage to keep state park visitors updated of closures: FloridaStateParks.org/StormUpdates. Visitors with existing camping and cabin reservations at closed parks have been notified of their reservation status.

    Resources for Employees, Businesses and Consumer

    • The Florida Department of Business and Professional Regulation (DBPR) has organized Emergency Response Teams across 13 offices statewide, who are ready to deploy once it is safe to complete damage assessments and disaster inspections of licensed establishments.
    • DBPR has begun preparing personnel and securing and preparing fleet and resources ahead of potential impacts. DBPR is positioned to initiate continuity of operations protocols in all offices statewide.
    • Today, DBPR has proactively communicated with more than 137,000 restaurant and lodging licensees to provide storm preparation and food safety resources.
    • DBPR encourages Florida’s licensed contractors who provide post-storm construction-related services to register with its Florida Disaster Contractors Network at DCNOnline.org.
    • FloridaCommerce is communicating and coordinating with private sector partners, encouraging them to review their emergency plans for their businesses and prepare their employees in advance of the weather event.
    • Updates on business closures and business resources are consistently being updated at FloridaDisaster.biz/CurrentDisasterUpdates.
    • CareerSource Florida hosted a call with 21 Local Workforce Development Boards and 38 Community Action Agencies across the state to prepare teams to assist local employees and employers after the weather event. To find your local career center visit careersourceflorida.com.
    • FloridaCommerce is working with private sector partner, the Florida Restaurant and Lodging Association, to assist with sheltering needs in advance of the storm.
    • The Florida Department of Agriculture and Consumer Services (FDACS) is coordinating with Florida’s ports and fuel industry partners to ensure adequate fuel supplies are available across Florida, as well as with Florida’s agricultural partners to ensure producers have adequate resources and support.
    • The Florida Forest Service is staging equipment, like high-water vehicles, to support recovery operations.
    • The Insurance Commissioner Yaworsky of the Office of Insurance Regulation (OIR) has begun calling property and casualty insurance companies with consumers in the projected path of Tropical Storm Helene and directed insurers to be prepared to implement their disaster claims-handling procedures and be able to provide prompt and efficient claims-handling service to impacted policyholders.
    • Insurers have been put on notice that the OIR is monitoring for appropriate and timely claims handling, and reminded of OIR’s fine authority for noncompliance.
    • The OIR, in coordination with the Florida Department of Health (DOH), sent information regarding early prescription refills permitted under Executive Order 24-208. This information was sent to the public, health insurers, managed care organizations, pharmacy benefit managers, pharmacy chains, and health care providers.
    • The OIR’s IMT has been activated.

  • MIL-OSI Security: Sydney River — Tips from the public lead to impaired driving arrest

    RCMP Northeast Traffic Services – Cape Breton (NETS-CB) has charged a man with impaired driving in Sydney River.

    On September 21, at approximately 11:30 a.m., RCMP NETS-CB responded to a report of a Nissan Altima, which was traveling eastbound on Hwy. 4 from East Bay, weaving on the road and driving too slowly for the conditions.

    Based on details provided by concerned callers, RCMP officers located and safely stopped the vehicle near Sydney River.

    The driver of the Altima, a 28-year-old man from Reserve Mines, showed signs of impairment by alcohol. He was arrested and transported to the NETS-CB office where he provided breath samples that registered at 200mg% and 180mg%. He will face charges of Impaired Operation of a Conveyance and Impaired Operation Equal to, or Over, 80mg%.

    The man was also arrested in relation to an outstanding warrant and transported to Cape Breton Correctional Centre.

    “Callers gave significant details that helped us locate and stop this vehicle,” says A/Cpl. J. Michael Francis, RCMP NETS-CB. “We had information about not only what road they were on and the direction of travel, but also a unique feature of the vehicle that allowed us to identify it. The information we had from the public was key to getting this impaired driver off the road.”

    A passenger in the vehicle was not arrested and will not face charges.

    Road safety is a priority for the Nova Scotia RCMP. We continue to encourage members of the public to call 911 if they see a suspected impaired driver.

    Our infographic shows the overview of the BRICS+ countries’ economic and trade relations with the EU. All 9 BRICS+ states have experienced a relatively consistent increase in their GDP per capita (PPP) since 2007. Female labour force participation rates vary significantly from country to country. At the extremes are Iran with 14.4, and Ethiopia, with 74.8%. EU trade in goods (imports and exports) with the BRICS+ countries has risen steadily comparatively to 2007 volumes. The BRICS+ group is now the EU’s main trading partner for goods. Mechanical appliances and electrical equipment, vehicles and aircraft, and pharmaceutical products comprise about 54% of all goods exported by the EU to the BRICS+ countries.

  • MIL-OSI New Zealand: Fatal crash on Pohuehue Road, Puhoi

    Police are at the scene of a three-vehicle crash near Puhoi this morning.

    One person has died, and another person is being taken to hospital with serious injuries.

    The crash was reported on Pohuehue Road at around 6.13am.

    Initially, two vehicles collided in the crash.

    The driver of one vehicle has sadly died at the scene, with the driver of the second vehicle suffering serious injuries. They have been transported to Auckland City Hospital.

    A third vehicle has had a secondary crash at the scene.

    The occupants of the third vehicle are shaken but have not required transport to hospital.

    A section of Pohuehue Road is currently closed while the Serious Crash Unit carry out an examination of the scene.

    Traffic is being diverted at the intersection with Mahurangi West Road, which is to the north of the crash scene.

    Traffic is being turned around at the southern end of the scene.

    Police advise motorists to avoid the area if possible as it is expected the road will be closed for some time this morning.

  • MIL-OSI Global: Lebanese civilians are fleeing the south, fearing an Israeli invasion − a look back at 1982 suggests they have every reason to worry

    Lebanese families have been fleeing the country’s south in the thousands amid escalating tensions and an Israeli bombardment that has so far killed hundreds.

    Their fear, echoed by many onlookers, is that Israel will accompany the airstrikes with something that has the potential to have far worse consequences: a ground invasion of south Lebanon.

    The rational behind such a move, from the Israeli government’s perspective, is that a ground offensive may be its best chance to push Hezbollah fighters beyond the Litani River in the middle of the country. This would achieve an Israeli war goal of securing its northern borders and allowing an estimated 60,000 residents who have been forced to flee northern Israel to go back to their homes.

    Irrespective of motive, a ground invasion and potential occupation is more than wild speculation. Israel has placed thousands of soldiers on standby close to the Lebanon border for such an eventuality.

    Nor is such a move without precedent.

    As a scholar of Lebanese history, I know Israel and Lebanon have been here before. In 1982, Israel invaded Lebanon in the middle of the latter’s civil war, imposing a siege on the capital Beirut. The results were catastrophic for the whole region. Not only did the ground invasion result in the death of thousands of civilians, the occupation of Lebanon plunged an already fragile nation into lasting political and economic chaos and led to the birth of Hezbollah, the very group that threatens northern Israel today.

    Refuge and armed resistance

    The Israeli invasion of Lebanon in June 1982 had its roots in the Palestinian–Israeli conflict, much as the fighting between Hezbollah and Israel does today.

    The creation of the state of Israel in 1948 was accompanied by the Nakba, or “catastrophe,” for the Palestinians. In the violent birth pangs of a Jewish state on land inhabited by, among others, Arab populations with deep ancestral ties to villages, more than 750,000 Palestinians were expelled or fled.

    Many refugees entered Lebanon, where in 1964 the Palestine Liberation Organization was born. By the mid-1970s, the armed resistance group had recruited and trained over 20,000 fighters who actively participated in launching attacks on Israel from Lebanese soil.

    By 1982, Lebanon was already seven years into its civil war, with violence flaring between Lebanese Christians and Lebanese and Palestinian Muslims. On June 6, 1982, Israeli Defense Minister Ariel Sharon, a future leader of the country, launched Operation Peace for Galilee and invaded Lebanon with the purpose of eliminating the PLO.

    More than 40,000 Israeli troops with hundreds of tanks entered Lebanon from three points: by land across the border into south Lebanon; by sea from the coast of Sidon; and by air as the Israeli forces bombed the Beqaa Valley, Beirut and its Palestinian refugee camps.

    For two months, Beirut was under siege, with water and electricity cut off. As a result of the heavy bombardment and lack of access to basic needs, an estimated 19,000 Lebanese, Syrian and Palestinian civilians and combatants died, of which 5,500 were civilians from West Beirut.

    The Lebanese authorities appealed to the United States, France, Italy and the United Kingdom for help. These countries formed the multinational peacekeeping force, which was designed to restore peace in Lebanon, assist the Lebanese armed forces and evacuate PLO fighters to Tunisia.

    By August 1982, the multinational force had successfully relocated PLO fighters and began pulling out of Lebanon. They were called back, however, as violence flared.

    After the assassination of Lebanese President-elect Bashir Gemayel on Sept. 14, 1982, the Christian Phalangist militia entered the two Palestinian refugee camps of Sabra and Shatila and killed over 2,000 Palestinian civilians. The Israeli government later set up the Kahan Commission of Inquiry to look into the killings, which concluded that Israel was indirectly responsible for the massacres.

    The birth of Hezbollah

    All of this history remains relevant to the current situation in the region. Israel’s invasion and occupation of Lebanon, its siege on Beirut and the massacres that followed all led to the birth of Hezbollah.

    While members of Lebanon’s marginalized Shiite community in the south had long sought to mobilize through pan-Arab political parties and militias, it was Israel’s invasion that galvanized members of the community to ultimately create Hezbollah in 1985. As former Israeli Defense Minister and Prime Minister Ehud Barak noted in a 2006 interview: “It was our presence there that created Hezbollah.”

    Israel’s invasion also soured Lebanon’s relations with the West. Many Lebanese and Palestinian Muslims considered the multinational force – especially the United States – to be a failure and even an accomplice to Israel.

    From 1982 onward, Americans and other Westerners became a target. In the following decade, more than 80 Americans and Europeans were taken hostage by Hezbollah fighters. Some were tortured for months; others died in custody.

    And on Oct. 23, 1983, a terrorist attack targeted the American barracks in Beirut, killing over 300 people, including 220 Marines, 18 sailors and three soldiers. Minutes later, a second suicide attack killed 58 French paratroopers. The Islamic jihad claimed responsibility for the two attacks; some of its members are thought to be among those who officially founded Hezbollah in February 1985.

    Aiding Hezbollah recruitment

    Israel’s 1982 invasion of Lebanon failed to accomplish its goals of stemming attacks on Israel from southern Lebanon. If anything, it had the opposite effect by turning many Lebanese against Israel and creating the conditions in which Hezbollah could recruit.

    Although Israel retreated from Beirut in August 1982, it continued to occupy south Lebanon until 2000. During that period it unlawfully detained many Lebanese suspected of resisting the Israeli occupation. Some were detained without charges in inhumane conditions, while others were illegally transferred into Israel.

    With such a backdrop, Hezbollah’s legitimacy in the eyes of many Lebanese grew – as did its support. So much so that in 1989, at the end of the Lebanese civil war, the authorities signed an agreement that, although not referencing Hezbollah directly, asserted Lebanon’s right to resist the Israeli occupation in the south.

    This clause was interpreted by Hezbollah as legitimizing its armed fight against occupation.

    After occupation ended in 2000, Hezbollah had to reinvent its role, claiming that it would continue fighting against Israel until the liberation of the disputed Shebaa Farms, the Golan Heights and occupied Palestine.

    In 2006, Hezbollah entered Israeli territory for the first time, killing three soldiers and kidnapping two, demanding the release of Lebanese prisoners in exchange. In retaliation, the Israel Defense Forces attacked Lebanon by air, sea and land, with Israeli ground forces entering Lebanon and carrying out a number of operations on Lebanese territory. A subsequent war saw no such prisoner swap but resulted in the deaths of about 1,100 Lebanese civilians and 120 Israelis, mostly soldiers.

    History repeating?

    Until Hamas attacked Israel on Oct. 7, 2023, there had been hopes that decades of hostilities between Lebanon and Israel could be on the cusp of turning. In October 2022, Lebanon and Israel signed a maritime border agreement brokered by the U.S – interpreted as the beginning of normalizing relations between two countries technically at war.

    But the magnitude of the human crisis in Gaza and the series of events that followed in Lebanon have ended such hopes for now. Hezbollah’s vow of solidarity with Hamas has resulted in a running series of tit-for-tat attacks with Israel that have escalated over the past year.

    The attack using booby-trapped pagers that targeted Hezbollah fighters and killed several civilians across Lebanon on Sept. 17, 2024, has set off a chain of events that have now seen nearly 500 Lebanese killed and Hezbollah extend the geographical scope of its missile attacks in Israel. Its long-range ballistic missiles can reach 250-300 kilometers (155-186 miles) and have reached Haifa and the city’s Ramat David Airbase.

    The next step in this deadly escalation could well be a ground invasion. But in 1982, such an operation resulted only in catastrophic results for all concerned – and set in place the conditions for decades of hostilities across the Lebanon-Israel border. A similar offensive today would almost certainly have similar results – especially for the people of Lebanon.

  • MIL-OSI New Zealand: New roundabout on SH1/3 near completion as final resurfacing works take place

    Final night-time asphalt resurfacing works at the new roundabout on State Highway 1/3 are set to get underway this week.

    From Friday 27 September, roading crews will be applying a final layer of asphalt to the roundabout, re-linemarking and also resealing a section of the northbound lane of SH1/3 between Bulls and Sanson, in Manawatū.

    Crews will be working this Friday night and then from Sunday nights to Friday mornings, between the hours of 7pm – 6am. These works are due to be completed on Friday 11 October (weather permitting).

    During work times, stop/go traffic management including lane shifts and a temporary speed limit of 30km/h will be in place on SH1/3, and at Pukenui Road that leads into RNZAF Base Ohakea.

    Delays of up to 10 minutes can be expected.

    These works are weather dependant and may be rescheduled due to wet weather or cold weather.

    In July, we indicated crews would return to the roundabout during the warmer, drier months to apply the final layer of asphalt through the roundabout. Those warmer temperatures are needed to ensure the best quality asphalt finish possible.

    Please also expect some ongoing temporary traffic management on SH1/3 as a result of our Ohakea Commercial Vehicle Safety Centre (CVSC) works.

    In the coming weeks, crews plan to carry out works to install in-road scales at 2 locations on SH1/3 (south of Wilson Road, and north of the Bulls Bridge). These scales weigh trucks as they drive over them.

    Continued installation works on the electronic signage and automatic number plate recognition cameras will also take place. Temporary traffic management, including a reduced 30km/h speed limit and short periods of night-time stop/go, will be in place at these locations, with minimal disruption expected.

    Indian Railway Catering and Tourism Corporation (IRCTC) Ltd. is operating the “Garvi Gujarat” tour by Bharat Gaurav Deluxe AC Tourist Train, covering prominent spiritual and heritage tourist destinations of Gujarat along with Vadnagar (one of India’s oldest living towns) and the scenic island of Diu.

    Some of the renowned temples that the tour will showcase are Somnath, Nageshwar Jyotirlinga, Dwarkadhish temple (one of the four Chardhams of India), and Mahakali temple at Pavagarh. For history lovers, the heritage sites of Kirti Toran (Vadnagar), Modhera Sun Temple, Rani Ki Vav, and Diu Fort are some of the major attractions of this 10-day tour. The State-of-the-Art Deluxe AC Tourist Train has a host of amazing features, including two fine dining restaurants, a modern kitchen, shower cubicles in coaches, sensor-based washroom functions, and a and a foot massager. The last stop is at Dwarka Railway Station, where Dwarkadhish Temple, Nageshwar Jyotirlinga, and Beyt Dwarka will be a part of the tour. The train returns back to Delhi on the 10th day of its journey. Guests will be traveling roughly 3500 km in this entire tour.

    CEC Shri Rajiv Kumar along with ECs Shri Gyanesh Kumar and Dr. S. S. Sandhu held a detailed & comprehensive review of the poll preparedness for the forthcoming Assembly Elections in Jharkhand at Ranchi. The term of State Assembly in Jharkhand is due to expire on 5th January, 2025 and elections are scheduled for 81 ACs (44 General; 09 SC; 28 ST) in the State.

    During the two-day review visit of the Commission on September 23-24, representatives of national and state political parties namely Aam Aadmi Party, Bahujan Samaj Party, Bharatiya Janata Party, Communist Party of India (Marxist), Indian National Congress, National People’s Party, AJSU Party, Jharkhand Mukti Morcha and Rashtriya Janta Dal came to meet the Commission. All political parties conveyed their appreciation for successful & peaceful conduct of Lok Sabha Elections 2024.

    The main issues raised by political parties included:

    1. Most parties unanimously requested consideration of various festivities like Diwali, Chhath, Durga Pooja and state foundation day in the month of October and November, before deciding on the election schedule for enhanced participation in election process. It was informed that many voters in the state will be travelling during Chatth pooja.
    2. Many parties also requested for a single-phase election.
    3. Parties requested for an error free electoral rolls and to ensure a free and fair elections with non-partisan action by local civil and police administration for a level playing field.
    4. A proper mix of CAPF and State police for appropriate deployment at sensitive and rural booths, monitored by an IG Level Officer.
    5. 100 % Webcasting in all polling stations.
    6. Regarding polling stations, one of the parties requested availability of ramps and sufficient lights in all polling stations, along with priority in voting for elderly, PwDs and pregnant women.
    7. All polling stations to be set up in proximity of residential areas for convenience of voters. Pick and drop facility may be provided for polling stations set-up farther from residential areas. Accessibility Observer may be deployed for ensuring facilities at polling stations.
    8. One of the parties raised a concern that in some cases, members of same family residing together were allotted different polling stations and some polling stations have more than 1500 electors.
    9. To avoid any undue harassment by authorities, few parties raised need for clear guidelines and demarcation of area for setting up of polling desks near polling station by parties on poll day.
    10. One of the parties also raised concern regarding deletion of name of voters in certain constituencies in previous elections, after final publication of the electoral roll.
    11. One of the parties requested enquiry of a sudden increase of voters in certain Assembly Constituencies.
    12. Some parties raised concerns on Hate Speech during campaigning. One of the parties requested ban on raising sub-judice matters like illegal immigrants in the state during campaigning.
    13. Strict vigil and action on use of illicit cash, liquor and freebies to sway voters. A grievance that administration is slow to cooperate/proceed with complaints of opposition parties/candidates and there is a need for swift action on any such complaints.
    14. Monitoring of campaigning by candidates 24×7 for any violations and prohibiting campaigning through IVRS calls on poll day
    15. More awareness on ECI directions regarding display of party flags by voters voluntarily in their home after election announcement to avoid misuse of Public Defacement Act by authorities.
    16. Details of EVM to be used at polling stations to be given to parties/candidates. Reserve EVMs to be made available at all polling stations for smooth voting process
    17. Voter Information Slip to be distributed in advance for awareness
    18. Videography of counting of postal ballots
    19. Other demands included the timely sharing of voter lists with candidates; curb diversion of funds received by certain NGOs for development work towards election related campaigning and reduction in nomination fee for the contesting candidates.  

     

    The Commission assured the representatives that it has taken cognizance of suggestions and concerns of the political parties and ECI is committed to conduct free, fair, participative, inclusive, peaceful and inducement free elections in the state. The Commission after reviewing these issues, decided and conveyed the following to state and district administration:

    1. Beyond the Commission’s mandate of webcasting in 50% polling stations, webcasting will be done in all polling stations, wherever feasible technically.
    2. Assured minimum facilities including ramps, sufficient lighting, wheelchairs, and volunteers for elderly and PwD voters will be provided at all polling stations.
    3. Priority voting for elderly, PwDs and Pregnant women would be ensured
    4. Polling stations will be on the ground floor and within 2 kms of the residence of the voters. Pick and drop facility would be provided for few polling stations beyond 2km range.
    5. All divisional commissioners are directed to assess and ensure compliance of AMFs at polling stations.
    6. None of the polling station will have more than 1500 electors.
    7. Clear demarcation of area i.e. 200mt from the periphery of the polling station premises, where Polling Parties can set up their desks on poll day would be ensured.
    8. There would be no undue harassment of persons under Public Defacement Act. DEOs and SPs directed that law should be implemented equally and without any bias.
    9.  As per ECI guidelines, EVM & VVPAT details will be shared with all contesting candidates after first and second randomization. FLC & First randomisation is done in presence of recognized parties. Second randomization of EVMs and VVPATs is conducted, before commissioning of EVMs and VVPATs, in the presence of contesting candidates to allocate polling station wise and reserve machines.
    10. Video recording of counting of postal ballots would be ensured as per ECI guidelines.
    11. District Administration would ensure vigil and prohibition on campaigning/advertisement using bulk SMS and IVRS calls during silence period.
    12. Voter information slips will be distributed timely
    13.  DEOs were specifically told to be equally accessible to all political parties and to ensure prompt resolution of their complaints and grievances, apart from meeting them regularly through periodic meetings.

     

    During the review meeting with nearly 20 central and state Enforcement agencies like DRI, NCB, State & Central GST, RPF, RBI, State Police, Income Tax, Enforcement Directorate, etc., the Commission underscored its focus for an inducement-free elections. Without mincing words, the Commission conveyed its zero tolerance towards use of money power in the elections. However, CEC Rajiv Kumar also cautioned the officials to avoid any undue harassments to the public in the name of checking during elections. The following directions were given to enforcement agencies:

    1. All enforcement agencies to work in a coordinated manner to curb illicit liquor, cash, and drugs inflow in the state.
    2. Agencies to synchronise and update their route maps of flow of inducements with actual sensitivity on the ground.
    3. SPNO to ensure Joint teams of police, transport, State GST, Excise and forest for coordinated and synergistic action.
    4. Police and excise department to focus on action against liquor and drug kingpins and establish backward linkages for wider deterrence.
    5. Review inter-state border and Naka arrangements, particularly those which lie on illicit liquor and drugs inflow. Special focus on border with West Bengal, Odisha and Bihar.
    6. 24×7 CCTV monitoring at critical check posts on interstate borders and feeds to be followed up earnestly. 
    7. Focus on movement of synthetic drugs apart from rigorous monitoring of Ganja and poppy cultivation and destruction. Special watch of destruction of illegal poppy cultivation in districts of Palamu, Chatra, Hazaribagh, Latehar, Gumla and Khunti.
    8. National Highways particularly connecting Jharkhand with Odisha and West Bengal to be kept under close watch.
    9. Apart from road routes, rail and forest routes to be kept under close watch.
    10. Enforcement Agencies to mutually share intelligence and work in a coordinated manner.
    11. State Level Bankers Committee to ensure cash transfers only in designated vehicles during designated hours.
    12. Strict vigil over illicit online cash transfers through wallets.
    13. Special vigil on cargo movement through airstrips and helipads.

    During its two-day review, the Commission also held meeting with the Chief Secretary & Director General of Police to review the overall poll preparedness and law and order matters. Commission directed CS that AMF should be ensured in all polling stations. DGP was directed to ensure regular co-ordination meetings with counterparts in border states. Jharkhand shares a long border with 5 states namely Bihar, Uttar Pradesh, Odisha, West Bengal and Chhattisgarh. CEC Rajiv Kumar highlighted that implementation of law and ECI guidelines should be in letter and spirit without any bias.

    On the second day, detailed review with DEOs/SPs/Divisional Commissioner’s/IGs was held on every aspect of election planning and conduct. The Commission specifically reviewed all the issues and concerns raised by the political parties during their meeting. CEC Rajiv Kumar emphasized that all DEOs/SPs to ensure free and fair elections, maintaining highest standards of impartial conduct for a level playing field. He emphasised that district administration needs to create a festive and comfortable voting experience for voters.

    DEOs to engage voters through innovative voter awareness and outreach activities for enhanced voter turnout. He emphasised that DEOs should organize SVEEP activities using local culture and sports like archery and hockey. Paintings competitions can be organized with local tribal folk themes. Local influencers/icons to be roped in for awareness activities. DEOs were told to intensify outreach activities in urban areas like Bokaro, Dhanbad, Ranchi, etc to address urban apathy noticed in previous elections. All DEOs and SPs were instructed to monitor social media for fake news and to respond swiftly with appropriate legal action, if required.

    The Chief Electoral Officer and State Police Nodal Officer gave a detailed overview of the poll preparations, including the Special Summary revision of Electoral Rolls in the state with respect to July 1, 2024 as the qualifying date. The final electoral roll was published on August 27, 2024, a copy of which was provided to all recognized parties free of cost. The details are summarised in Annexure A. The Commission reviewed in detail the law and order and requirement of forces with CEO & SPNO in for smooth and peaceful conduct of election.

    Senior officials from the Commission were also present during the review meetings.

    Electors

    CEO Jharkhand informed 2nd SSR in the state with respect to July 1, 2024 as the qualifying date has been completed and electoral roll was published on August 27, 2024 and copies of the same were provided to political parties. With continuous updation of the electoral roll and as on 20.09.2024, a total of 2.59 crore electors are registered in the state with approx. 1.31 crore male, 1.28 crore female electors. Over 11.05 lakh first time voters (18-19 years); 1.14 lakh 85+ senior citizens and 3.64 lakh PwD voters are registered in the state. More than 1845 voters are 100+ years old.  There is 100% enrolment (1.78 lakhs) of the 8 PVTGs in the electoral roll. With focus on inclusive and participative elections, all DEOs were directed to enhance participation of PVTGs and tribal groups in the elections. The state Electoral gender ratio is 978.

    Polling Stations

    While giving an overview of the polling stations during the review, CEO Jharkhand informed that a total of 29,562 polling stations will be set up on 20,276 locations in assembly elections. While 24,520 of these will be in rural areas, 5,042 will be urban polling stations with an average of 872 voters per polling station.

    1271 PS will be managed solely by women and 139 will be youth managed (young employees) to promote voting amongst the key demographics of women and youth. 48 Polling stations will be manned by persons with disabilities.

    Assured Minimum Facilities at Polling Stations

    All DEOs assured that polling stations across the state will have Assured Minimum Facilities like ramps, drinking water, toilets, electricity, shed, chairs etc. for convenience of voters.

     

    Technology

    DEOs informed that they will use an ecosystem of IT Applications to facilitate all stakeholders including voters and political parties.

    cVIGIL: This app empowers citizens to report any electoral violations and malpractices. Flying squads are deployed to address the complaints raised through an easy to use, intuitive app which preserves the anonymity of the complainant and assures a response within 100 minutes.

    SUVIDHA: It is a single window app for candidates to raise requests for permissions for meeting halls, booking grounds for political rallies etc. The technology is a step towards ensuring a level playing field as permissions are accorded on a first in first out basis, without any discretion.

    KYC or Know Your Candidate App is a step to promote an informed and aware electorate. The app contains the criminal antecedents, if any, of the candidates in the electoral fray and their assets and liabilities, educational details. 

    Saksham App is specially designed for PwD voters with various accessibility features built-in. One can request for Pick-n-Drop facility, wheelchair assistance, or volunteer assistance at the polling booth through this app to make the voting experience smooth for PwD voters.

    Inclusive & Accessible Elections:

    For the first time in State Assembly Elections in Jharkhand, Senior Citizens over 85+ years and PwDs with 40% benchmark disability will be provided an option to vote from the comfort of their homes. Home Voting facility is optional. If an elector is willing to visit the polling station physically to cast their vote, necessary assistance will be provided at the polling station. Application form 12D is distributed and collected by BLO within 5 days of the notification, from such electors who opt for this facility and deposit it with the Returning Officer. The complete process is videographed and representatives of political parties/candidates are always involved in the entire process of voting from home.

    NANNING, Sept. 24 — Participants at the 21st China-ASEAN Expo, which kicked off on Tuesday in Nanning, south China’s Guangxi Zhuang Autonomous Region, emphasized the importance of deepening economic and trade cooperation between the two sides.

    The opening ceremony attracted about 1,100 participants, including Chinese and foreign leaders, government officials, entrepreneurs, scholars, and representatives from international organizations.

    The theme of this year’s expo focuses on “Upholding amity, sincerity, mutual benefit and inclusiveness for common development, creating a diamond crown new future — promoting development of a China-ASEAN Free Trade Area 3.0 and high-quality growth of this region.”

    Speaking at the opening ceremony, China’s Vice Minister of Commerce Li Fei said that the mutually beneficial and win-win cooperation between China and ASEAN countries has reached new levels.

    Bilateral economic and trade cooperation has continued to upgrade over the years, with positive progress achieved in negotiations for version 3.0 of the China-ASEAN Free Trade Area, Li said.

    The five-day event covers an exhibition area of nearly 200,000 square meters, with Malaysia as the country of honor.

    Two more Plymouth schools are trialling traffic restrictions during morning and afternoon drop-off and pick-up times.

    Cann Bridge and Tor Bridge Primary are the latest to introduce ‘Safer School Streets’, where roads are closed to school-run and through traffic during these peak times.

    The measures – which aim to improve safety for all road users, make it easier for families to walk, cycle or scoot to school, tackle inconsiderate parking and create a healthier street environment with cleaner air – are widely welcomed by parents and local residents.

    Cann Bridge and Tor Bridge Primary, which sit alongside each other in Estover, are the fourth and fifth schools in the city to trial the restrictions on a longer-term basis, with Stuart Road Primary being the first, followed by St Paul’s RC Primary and Compton CofE Primary.

    Councillor John Stephens, the Council’s walking and cycling champion, said: “We’re really pleased to be working alongside Sustrans to help another two schools implement Safer School Streets measures. They have proven really popular at the other three trial locations and help to encourage families to either leave the car at home or at least make part of their journey in more active ways.

    “This has so many benefits – not just for pupils, parents, staff and nearby residents but for the wider community as a whole. As well as reducing congestion and improving air quality around the school gates, they help to tackle some of the inconsiderate and irresponsible parking experienced by neighbours, making journeys safer and healthier for everyone.”

    The trial began yesterday (Monday). Every weekday during term-time the entrance to Eden Valley Gardens is being closed with temporary barriers during morning and afternoon school run times (8am to 9am and then 2.15pm to 3.30pm.

    Volunteers and members of staff are stewarding the closure and access is being maintained for local residents and businesses, parents and children with disabilities, the emergency services, deliveries and other service vehicles.

    Shane Baker, Headteacher at Cann Bridge School, said: “We are grateful to our parents and staff for their support in making the Safer School Street initiative a reality. This program is crucial for ensuring the safety of all children, promoting active travel, and creating a cleaner, healthier environment at our school gates.

    “Even in the short time spent outside this morning, it was evident that reducing vehicles on our road will significantly improve air quality. Together, we are building a safer community for everyone.”

    The arrangements have been agreed for up to 18 months under an Experimental Traffic Regulation Order, advertised in the local press and on street. Signs have also been placed on street to advise road users of the closure times.

    Families are being encouraged to walk, cycle or scoot to school or, if they really need to drive, to ‘park and stride’ from Asda, who are supporting the scheme.

    The mission to improve the rates of early breast cancer detection in New Zealand has been given a three tonne, 188 horsepower boost, with BNZ gifting a Mercedes-Benz Sprinter van to Breast Cancer Foundation New Zealand’s fleet of breast health education vehicles.

    As Breast Cancer Foundation NZ begins a series of events to mark Breast Cancer Awareness Month, including the Pink Ribbon Walk and the Pink Ribbon Street Appeal, it’s CEO Ah-Leen Rayner, says, “Early detection is one of the best tools we have to beat breast cancer. With this new vehicle from BNZ, we will be able to better support remote parts of New Zealand and ensure all our communities can access life-saving breast health education.”

    BNZ CEO Dan Huggins says the gift reflects the bank’s commitment to support the communities it’s proud to serve.

    “We’re delighted to support the Foundation’s mission, particularly during Breast Cancer Awareness Month. The Foundation has played a vital role reaching into communities across Aotearoa for decades, and with this contribution we look forward to seeing this life-saving work reach even more New Zealanders.”

    Since 2014, the Foundation’s early detection education programme has been run across New Zealand through its Pink Caravan, but the iconic retro vehicle relies on volunteers with the ability to tow it around the country.

    The addition of the vehicle gifted by BNZ will enable the Foundation’s nurses and other staff to access remote regions the caravan couldn’t easily get to, allowing the charity to talk to even more women and whānau about the importance of early detection, without relying on volunteers.

    The importance of early breast cancer detection is underscored by a ten-year survival rate for women diagnosed early standing at 95 percent. The Foundation, in collaboration with Breast Screen Aotearoa, has been leading the charge, especially in areas with low screening rates.

    “We know how important early detection is, particularly for Māori and Pacific women, who have poorer outcomes when it comes to breast cancer,” says Rayner. “That’s why our early detection programme is so vital and is a key theme in our breast health messaging – the importance of regular mammograms and self-checks.”

    The former BNZ sprinter van is being overhauled to set it up for community outreach. Once finished, it will boast consultation spaces, technology and an awning for outdoor events, all tailored for breast health education and community engagement. It is also being wrapped in bright pink Breast Cancer Foundation vehicle colours.

    “We’re incredibly grateful to BNZ for contributing to our early detection programme, giving us the ability to access more remote locations, be more flexible with the timing of our visits, and increase the frequency of our visits.”

    Breast Cancer Foundation NZ’s latest vehicle will be on the road early next year.

    Restoring marine biodiversity, empowering low-income families with affordable low-emissions transport, and developing new ways to support New Zealanders facing financial difficulty are the focus of three projects selected for support through the BNZ Foundation’s inaugural grant round.

    $590,000 will go to three charitable programmes: Revive Our Gulf, Waka Aronui, and a new partnership aimed at improving community resilience.

    “This marks a significant milestone for the Foundation as we transition from planning to action,” says Dan Huggins, BNZ Foundation Chair. “After 18 months laying the groundwork for the Foundation, we’re delighted to now be in the position to provide tangible support to projects that will make a significant, positive difference for New Zealand.

    “The organisations we are partnering with share our vision for a more inclusive, resilient, and sustainable Aotearoa and align with our funding mandate to make strategic investments in the areas of regenerating biodiversity and improving financial wellbeing,” Mr Huggins says.

    Restoring the Hauraki Gulf’s marine ecosystem

    Revive Our Gulf—spearheaded by the Mussel Reef Restoration Trust in collaboration with iwi and research partners—is set to receive a significant boost with a three-year, $450,000 commitment from the BNZ Foundation.

    The project is at the forefront of restoring the Hauraki Gulf’s soft sediment kūtai (green lipped mussel) reefs: vital ecosystems that once flourished in the region. The project aims to increase biodiversity, enhance water quality, and re-establish critical natural habitats for marine life.

    Revive Our Gulf has already deployed over 350 tonnes of mussels in experimental mussel beds in the Hauraki Gulf. As these beds continue to grow in number, thorough monitoring becomes increasingly important. The BNZ Foundation’s financial support will fuel the development of a comprehensive programme for monitoring, evaluating, and reporting on the Gulf’s health and the effectiveness of restoration efforts.

    Empowering low-income families with sustainable transportation

    Currently in the second year of a three-year pilot in south Auckland, Waka Aronui is a social car leasing programme which aims to provide low-income whānau with safe, affordable, and low-emissions vehicles to support an equitable transition to a greener future.

    Many low-income families grapple with costly, high-interest vehicle finance, often leading to unaffordable, poorly maintained, and uninsured vehicles. The pilot, spearheaded by the Ākina Foundation and the Manukau Urban Māori Authority, has shown promising results, improving financial and mental wellbeing, along with environmental benefits through CO2 emissions reductions.

    With a $110,000 grant from the BNZ Foundation, a comprehensive feasibility study will explore options to scale the programme to new regions across New Zealand as well as the potential to incorporate new solutions such as vehicle sharing and e-bikes.

    Growing the financial wellbeing of New Zealanders

    Thanks to seed funding from a range of philanthropic foundations, including a $30,000 contribution from the BNZ Foundation, The Centre for Sustainable Finance: Toitū Tahua is establishing a new partnership between corporates, iwi and community organisations to support more resilient communities. The partnership aims to foster collaboration between corporates and community organisations and encourage new practices, products and services that ensure New Zealanders facing economic hardship can always access essential goods and services.

    “These partnerships reflect our commitment to impactful investment. It’s about taking a targeted approach, making every dollar count, and ensuring that our resources bring about substantial and lasting positive change for the country,” says Mr Huggins.

    Sustainability is increasingly front of mind for New Zealand businesses, from small startups to large corporates. Surveys by the Sustainable Business Network (SBN) reveal a strong commitment to sustainable practices among NZ corporates, while Stats NZ has found that a third of local businesses are investing in climate change measures. Yet, as RNZ reports, a significant gap remains: While the vast majority of the country’s small to medium sized enterprises (SMEs) are concerned about sustainability, more than 40 per cent report that they lack the knowledge and resources to become more sustainable.

This initiative is designed to help SMEs finance no and low emission vehicles and machinery such as electric forklifts, cars, trucks and buses, at a market leading fixed interest rate of 5.5% p.a. for up to five years, capped at $500k per customer.

    The Center’s innovative driverless tram technology is designed around the Lvyonok-Moskva tram model, which is equipped with the latest driverless driving equipment, including four lidars, six cameras, and three radars.

    The software, based on artificial intelligence technology, was developed in-house by the Moscow Government, making it a unique European innovation that outperforms foreign counterparts in terms of precision and reliability.

    The launch of Russia’s first driverless tram comprises three stages.

    First stage highlights

    The first stage, which took place from May 23 to August 29, 2024, focused on testing the driverless tram without passengers. A driver and a system that duplicated the driver’s actions were onboard, where the system facilitated the tram’s movement, but the driver made the final decisions.

    During this phase, the driverless tram covered more than 800 kilometers on route No. 10, from Schukinskaya metro station to Kulakova Street. Numerous tests were conducted to verify the reliability of the systems in:

    • Maintaining a set speed and navigating curvilinear sections
    • Passing through track switches
    • Detecting various obstacles
    • Stopping at designated points
    • Performing emergency braking

    The first stage concluded successfully, with no traffic violations recorded. All systems were thoroughly checked, confirming that both the tram and its software were fully prepared for passenger travel.

    Second stage plans

    In the second stage, the driverless system will take full control, including opening and closing doors. A driver will be present in the cab to oversee and ensure the tram’s actions. An onboard screen will display key performance indicators of various systems for monitoring and transparency. The trips on the route No. 10 will be performed both with and without passengers.

    Looking forward

    By the final stage, expected to be completed by the end of 2025, the tram is set to operate autonomously with passengers and without a driver at the controls. A specialist may be present in the cab or the passenger area to visually monitor the tram’s operations and perform other necessary functions.

    This groundbreaking project signifies a major step forward in driverless vehicle technology, not just for Russia but for Europe as a whole, setting new standards for reliability and innovation in public transportation.

    The Bundesbank is once again offering the public a glimpse backstage. On 14 and 15 September, the German central bank is hosting an Open Day at its Regional Office in Hesse in Frankfurt’s city centre. We want to give everyone the opportunity to experience up-close how the Bundesbank operates. Our Open Day will offer entertaining and straightforward insights into the work we do day-in, day-out to ensure stable prices and a stable financial system, says Bundesbank President Joachim Nagel.
    President Nagel will be participating in interviews and discussions at the two-day weekend event, along with other Executive Board members. He will be joined on stage by Frankfurt’s Lord Mayor, Mike Josef, for a discussion of Frankfurt’s importance as a financial centre for Europe. Bundesbank experts will also take to the stage to talk with the audience about issues such as inflation, financial stability and a digital euro.
    History buffs will have the chance to visit an exhibition on the history of the Deutsch Mark in the former Reichsbank building. This will also be the venue for short talks about “From the Reichsbank to the Bundesbank”, a new study published in March on the history of the German central bank in the period from 1924 to 1970.
    Great prizes are up for grabs in the Bundesbank’s quiz show, and there will be live music to set the mood. Visitors will get another chance to touch a real gold bar in our popular gold room. A virtual reality cinema will enable the visiting public to experience areas otherwise inaccessible to them, such as the Bundesbank’s gold vault or the meeting room of the ECB Governing Council. In info tents spaced across the entire premises, our staff will be on hand to explain the Bundesbank’s many tasks, from A to Z.
    The street Taunusanlage, which borders the Regional Office premises, will be accessible for pedestrians on both days of the event. This will leave more space for visitors to really get to know the Bundesbank than at previous open days. A wide range of food and drink will be available in our food truck zone. In addition, the Regional Office canteen will open its doors to the public for the first time this year. Many of our stands are also aimed at younger visitors, who will have a chance to show off their sporting prowess at our football workshops on Taunusanlage, for example. They will also be able to touch counterfeit money and try out games on the theme of banking supervision.
    The Bundesbank experience will begin before you even reach the entrance. But visitors can also take a tour inside our main building – a real gem for fans of art and architecture, says Ulf Slopek, President of the Regional Office in Hesse.

    The Open Day will be held in Frankfurt’s city centre at the Bundesbank’s Regional Office in Hesse, Taunusanlage 5, from 11:00 to 18:00 on Saturday, 14 September and on Sunday, 15 September.
    Visitors can enter via the main entrance on Taunusanlage. Please be ready to provide a valid official photo ID and avoid bringing large bags to the event. Bags will be checked; they can be left for the duration of the event in a designated tent.
    The Regional Office in Hesse is located centrally in Frankurt’s city centre. The nearest public transport stops are Taunuslage, Willy-Brandt-Platz and Hauptbahnhof, which are only a few minutes’ walk away. We therefore ask visitors to use public transport wherever possible.
    There is barrier-free access to many activities, including the virtual reality cinema, the info tents, the kids’ area and the gold room. Sign language interpreting will be provided at a number of the on-stage interviews.
    The on-stage events will be shielded by a rain cover. The outdoor programme may be reduced in the event of heavy rain or storms. The indoor programme will continue as planned whatever the weather.

  • MIL-OSI New Zealand: Transport – Road freight transport sector concerned at workforce gap for transport projects

    National road freight association Ia Ara Aotearoa Transporting New Zealand has expressed concerns that construction workforce shortages could disrupt the government’s ambitious infrastructure plans, including much needed roading improvements.
    Recent media reporting has revealed officials advised the coalition Government that the engineering and construction workforce will have to increase by more than 50% by 2026/2017 in order to deliver their intended infrastructure programme. This follows consistent workforce warnings from officials, including in the Ministry of Transport’s November 2023 briefing to the Incoming Minister of Transport.
    Dom Kalasih, Interim Chief Executive of Transporting New Zealand, says that a combination of long-term infrastructure planning, domestic workforce development, and flexible migration settings will be needed to deliver the infrastructure New Zealand desperately needs.
    “If the Government doesn’t get our infrastructure planning processes, domestic training and migration settings right, their programme just won’t get delivered and New Zealand won’t get the benefit of safer, more productive and efficient transport infrastructure.
    “We’ve had a series of really positive infrastructure announcements, and we’ll see more once the Fast-track Approvals bill proceeds – let’s get focused on delivery.”
    Kalasih said the Government had taken some positive first steps regarding infrastructure planning and providing assurance to private sector infrastructure partners.
    “The government’s establishment of the National Infrastructure Agency, and the move to a 10-year National Land Transport Programme are both highly positive developments, that will provide more certainty to commercial partners including engineering and construction firms.”
    Kalasih said that more clarity was required from the government on how migrant workers would be utilised to fill labour gaps.
    “We’d really encourage the Government to consider how we can make our immigration settings more welcoming to the skilled migrants we need. These construction workforce shortages are being well sign-posted, let’s get the work underway now.”
    “Last year’s temporary pathway to residency for bus and truck drivers was really effective at addressing critical labour shortages that were disrupting the transport system. However, our sector had to wait till things hit crisis-point until we saw government intervention. We need to be looking ahead.”
    Kalasih says that ensuring that the Government’s vocational and tertiary education reforms provided industry led, fit-for-purpose training, with a focus on in-work study, would also be key to success in the medium to long term.
    “The transport and automotive sector was clear in our recent submission on the Te Pūkenga reforms: we need vocational training to deliver graduates who are work-ready and adaptable.”

    SACRAMENTO — Governor Gavin Newsom signed bipartisan legislation today to impose stricter penalties, increase accountability, and strengthen law enforcement’s ability to combat sideshows and street takeovers. These measures mark a step forward in improving road safety across California by addressing the rise of illegal street activities that endanger the safety of drivers, pedestrians, and communities. These new laws provide law enforcement with enhanced tools to more effectively deter illegal activities such as drifting, street racing, and blocking intersections during sideshows and street takeovers.

    “Sideshows are reckless, criminal activities that endanger our communities. We have seen too many people killed or hurt at these events. Today, we are sending a clear message to anyone considering participating in or attending a sideshow: stricter penalties are in place, including the potential loss of your vehicle.”

    Communities throughout California report increased sideshow activities and street takeovers. These dangerous events, where people race vehicles and shut down streets to perform stunts, can quickly turn deadly, often leading to accidents, spectator injuries, and other criminal activity, and block roadways and disrupt traffic flow, including access for emergency vehicles.

    Participants, organizers, and spectators be warned

    These new laws expand vehicle impoundment authority for law enforcement, including for spectators and those aiding in illegal speed contests and sideshows, while also standardizing terminology for “sideshows” and “street takeovers” statewide, and targeting reckless driving activities on highways and parking lots.

    Governor Newsom today strengthened California’s ability to improve road safety by signing the following bills:
