  • Germany move closer to Euro 2025 knockouts with 2-1 win over Denmark

    Germany’s Sjoeke Nuesken and Lea Schueller struck in the second half to fire the eight-times champions to the verge of the Euro 2025 quarter-finals with a 2-1 victory over Denmark on Tuesday that left the Danes on the brink of an early exit.

    Trailing 1-0 in a game in which two key VAR decisions in the first half went against them, Germany finally got on the scoresheet when they were awarded a penalty in the 56th minute. Nuesken stepped up and calmly slotted her spot-kick into the bottom corner.

    Schueller put the Germans ahead 10 minutes later after a failed clearance by Denmark landed at the Bayern Munich forward’s feet and she swept it into the far corner.

    “This is a victory of mentality, we knew it was going to be tight, we were very happy we were able to turn it around,” Germany coach Christian Wueck said. “It was the mentality, they really wanted to win, so we love to take that away with us.”

    Germany had celebrated what they thought was the opening goal by Klara Buehl but boos rang around the packed St Jakob-Park stadium when it was ruled offside.

    That seemed to halt Germany’s momentum and Amalie Vangsgaard struck for Denmark in the 26th minute when she took a touch before unleashing a shot from a tight angle past Ann-Katrin Berger.

    Germany thought they had won a penalty earlier when the referee whistled and pointed to the spot because of a Denmark handball but VAR determined it was outside the box, prompting more boos from the German fans.

    The Germans will secure their quarter-final place if Poland fail to beat Sweden in Tuesday’s late Group C game.

    Germany defeated Poland in their tournament opener but it came at a heavy cost as captain Giulia Gwinn suffered a knee injury that ended her tournament. Banners of support for the absent skipper dotted the crowd on Tuesday.

    Although Gwinn’s loss was huge, the team’s collective strength enabled them to come from behind after trailing at halftime for only the fourth time in Euros history, as they cranked up the intensity in the second half, finishing the game with 27 shots to Denmark’s five.

    Germany have dominated the Euros since they won the competition for the first time as West Germany in 1989. They lost 2-1 to England in the 2022 final, but have been rebuilding after suffering a shock exit in the group stage of the 2023 World Cup. Denmark had lost to neighbours Sweden in their opener.

    “I think our performance is good in general for a team working extremely hard, but it’s a very good German team,” Denmark coach Andree Jeglertz said.

    “It’s about winning and taking points, and I’m very disappointed that we don’t manage to keep the result, or at least get a point in the end.”

    The Commission for Air Quality Management (CAQM) on Tuesday extended the deadline for enforcement of its direction to deny fuel to End-of-Life (EoL) vehicles in Delhi-NCR. The decision was taken during the Commission’s 24th meeting, following concerns raised by the Delhi Government (GNCTD) regarding technological and operational challenges in its implementation.

    As per the amended clause of Statutory Direction No. 89, fuelling will be denied to EoL vehicles identified through Automated Number Plate Recognition (ANPR) systems or other mechanisms from November 1, 2025, in Delhi and five high vehicle density districts of NCR – Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar, and Sonipat. The directive will come into force across the rest of the NCR from April 1, 2026.

    GNCTD, in communications dated July 3 and July 7, 2025, flagged key issues, including incomplete integration of the ANPR system with neighbouring state databases, technical glitches, and enforcement difficulties. The state also raised legal concerns about geographic inconsistency under the Motor Vehicles Act, 1988, and highlighted potential hardships for vehicle owners.

    CAQM acknowledged these concerns and emphasized the need for a uniform enforcement timeline to prevent loopholes. The communications highlighted the lack of integration between the system and vehicle databases of neighbouring states, warning that this could lead to ‘fuel tourism’ and the emergence of an illegal cross-border fuel market, as vehicles denied fuel in Delhi may cross state borders to refuel.

    Authorities were also reminded that EoL vehicles, once deregistered, are illegal for road use in Delhi-NCR and must be impounded when identified.

    The Transport Departments of Delhi and NCR states have been instructed to expedite ANPR system trials, ensure personnel training, and launch awareness campaigns for fuel station operators and the public. Agencies must report progress on EoL vehicle removal to the Commission monthly.

    This amendment provides additional time to resolve implementation gaps while reinforcing the CAQM’s commitment to phasing out polluting vehicles in the region.

  • MIL-OSI China: China boasts world’s largest, fastest-growing renewable energy system: Official

    China has built the world’s largest and fastest-growing renewable energy system, an official with the National Development and Reform Commission said Wednesday.

    By the end of May, the country’s installed renewable energy capacity reached 2.09 billion kilowatts, more than double the figure at the end of the 13th Five-Year Plan period (2016-2020), Zhou Haibing, deputy head of the National Development and Reform Commission, said at a press conference.

    “Today, one out of every three kilowatt-hours of electricity consumed nationwide comes from green energy sources,” Zhou added.

    He also highlighted the rapid growth of China’s new energy vehicle (NEV) market, noting that the number of NEVs reached 31.4 million in 2024, a sharp increase from 4.92 million at the end of the 13th Five-Year Plan period.

  • MIL-OSI Asia-Pac: Government revises traffic-related fees and fixed penalties

    The Government announced today (July 9) a proposal to adjust four traffic-related fees, including tunnel tolls, licence fees for electric private cars, the maximum fee level of parking meters, and fixed penalties for traffic offences.

    The spokesperson for the Transport and Logistics Bureau said, “The 2025-26 Budget announced that the Government would focus on reviewing traffic charges and fixed penalties that have not been adjusted for many years. Our overall considerations are to enhance traffic management and maintain public fiscal discipline, reflecting the principles of ‘cost recovery’ and ‘user pays’.”

    To this end, the Government has formulated a total of four legislative amendments:

    (1) Road Tunnels (Government) (Amendment) (No. 2) Regulation 2025 – Adjustment of tunnel tolls

    Adopting a science-based approach, the Government has reviewed the tolls for government tunnels and major roads, in the order of priority, adhering to four charging principles: traffic management needs, efficiency first, public transport first, and “user-pays”. After comprehensively considering these four principles and the specific circumstances of each tunnel and major road, it has been decided to propose increasing the tolls for the Aberdeen Tunnel and Shing Mun Tunnels, and to introduce a toll for the use of the Central Kowloon Bypass. The new tolls for the Aberdeen Tunnel and Shing Mun Tunnels will be effective on September 21, 2025, while toll collection for the Central Kowloon Bypass will commence when it is fully commissioned in 2026. The toll scheme is summarised as follows:

    The spokesperson for the Transport and Logistics Bureau said, “The tolls for the Aberdeen Tunnel and Shing Mun Tunnels have not been adjusted for 34 years, during which time inflation has exceeded 130 per cent, resulting in operational deficits. The $8 toll is expected to have a minimal impact on traffic, and the adjusted tolls will enable the tunnels to achieve break-even in operations. On the other hand, the Central Kowloon Bypass will alleviate the current traffic congestion on major trunk roads in Kowloon, offering a shorter route with higher speeds, making it highly attractive to drivers. If no toll is charged for the use of the Central Kowloon Bypass, it is expected that its utilisation rate will approach a saturation point shortly after its commissioning. Taking into account the views of the Legislative Council (LegCo) Panel on Transport (TP) and the community, and in order to attract more motorists to use the bypass and hence achieve an effective traffic diversion, the Government is proposing an $8 toll. The proposed toll level will effectively divert approximately 20 per cent of the overall traffic from saturated major roads in Kowloon, while reserving about 15 per cent of spare capacity of the Central Kowloon Bypass to accommodate future traffic growth. It will also recover nearly 80 per cent of basic operational costs; and according to the efficiency-first principle, the fees payable by commercial and public transport vehicles will be consistent with the moderate toll charged for smaller private cars.”

    The spokesperson continued, “We have also reviewed other government tunnels and trunk roads in accordance with the four major principles. In summary, taking into account the traffic management needs and traffic flow of other government tunnels and trunk roads, the traffic flow of alternative routes, as well as future transport infrastructure projects related to each route, such as the commissioning of new alternative routes, we recommend maintaining the current tolling arrangements for the time being and reviewing them again at an appropriate time.”

    (2) Road Traffic (Registration and Licensing of Vehicles) (Amendment) (No. 4) Regulation 2025 – Rationalising the licence fee structure and levels for electric private cars

    The existing licence fees for electric private cars are charged by vehicle unladen weight, and the licence fees for fuel-propelled private cars are about six times more than that for electric private cars. The Government proposes to revise the annual licence fee structure for electric private cars by charging licence fees based on their rated power. A five-tier licence fee structure for electric private cars based on their rated power will be introduced, and the fee levels will be suitably adjusted, which would take five phases over six years to complete, to align with technological advancements and practices in other regions. The new licence fee structure will take effect from November 1, 2025, and will apply to newly registered electric private cars, while existing electric private cars will be granted a four-month grace period. Details are as follows:

    Licence fee concessions will be offered to eligible disabled electric private car owners (see note).

    The spokesperson for the Transport and Logistics Bureau said, “Taking into account the views of the LegCo TP, the adjustment of electric private cars licence fees will be implemented in five phases to provide the public with a longer adaptation period. Upon adjustments, the new annual licence fee levels for electric private cars will still be 25 per cent (fifth tier) to 40 per cent (first tier) lower than the current licence fees for fuel-propelled vehicles, to continue encouraging motorists to switch to electric vehicles and promote environmental protection. According to the current type distribution of licensed electric private cars, 99 per cent of the vehicles fall within the first, second and third tiers, while the proportions of vehicles in the fourth and fifth tiers are only 1 per cent and 0.1 per cent respectively. As electric vehicles become increasingly popular, with a wider range of brands and models available on the market, and given that electric vehicles have lower energy, repair and maintenance costs compared to fuel-propelled vehicles, we expect that electric vehicles will remain appealing to motorists even after the rationalisation of annual licence fee structure and levels.”

    (3) Road Traffic (Parking) (Amendment) Regulation 2025 – Adjustment of parking meter charges

    To optimise the use of limited parking resources, the Government proposes to increase the maximum fee for metered parking from $2 per 15 minutes to $4 per 15 minutes, viz. a maximum fee of $16 per hour to increase the turnover of vehicles using metered parking spaces to meet the short-term parking needs of motorists. The new charges for metered parking spaces will take effect from September 28, 2025. The fees for metered parking spaces for goods vehicles, buses and coaches will be maintained at the existing level.

    (4) Proposed Motion for Resolutions under the Fixed Penalty (Traffic Contraventions) Ordinance (Cap. 237) and the Fixed Penalty (Criminal Proceedings) Ordinance (Cap. 240) – Adjustment of fixed penalties for traffic offences

    To enhance traffic safety and ensure a smooth traffic flow, the Government proposes to increase the fixed penalty for illegal parking from the current $320 to $400 (a 25 per cent increase). The fixed penalties for 19 other traffic offences related to road safety and traffic congestion (details in the Annex) will be increased from the current range of $320 to $1,000 to a new range of $480 to $1,500 (a 50 per cent increase). The penalty amounts for other traffic offences will remain unchanged.

    The spokesperson for the Transport and Logistics Bureau said, “The fixed penalty levels for illegal parking and most of the traffic contraventions have remained unchanged for 31 years, and their deterrent effect may have been offset by inflation during this period. In fact, the fixed penalty levels of traffic contraventions in Hong Kong are much lower than those of various overseas regions. We have observed that the numbers of certain traffic offences continue to trend upwards or remain at a persistently high level. Adjusting the penalty amounts for these traffic offences will help enhance the deterrent effect, thereby safeguarding traffic safety and maintaining smooth traffic flow. At the same time, the Government will strive to increase the supply of parking spaces to meet parking demand as far as possible.”

    The Road Tunnels (Government) (Amendment) (No. 2) Regulation 2025, the Road Traffic (Registration and Licensing of Vehicles) (Amendment) (No. 4) Regulation 2025, and the Road Traffic (Parking) (Amendment) Regulation 2025 will be gazetted on July 18 and tabled at the LegCo on July 23 for negative vetting. As for the penalties for traffic violations under the Schedules to the Fixed Penalty (Traffic Contraventions) Ordinance (Cap. 237) and the Fixed Penalty (Criminal Proceedings) Ordinance (Cap. 240), the LegCo may amend them by resolution under positive vetting. The Secretary for Transport and Logistics will move a motion at the LegCo meeting on July 30 to pass the resolutions. The regulatory details and effective dates are specified in respective amendment regulations and the proposed resolutions, and relevant information is set out in the LegCo brief issued by the Government today.

    Note: No licence fee shall be payable where the rated power of an electric private car owned by an eligible disabled person does not exceed 75 kilowatts. Where the rated power of the electric private car exceeds 75 kilowatts, the annual licence fee payable shall be calculated by the deduction from the prescribed annual licence fee payable in respect of its rated power which does not exceed 75 kilowatts.

  • MIL-OSI Asia-Pac: LCQ6: Indecent assault cases on public transport

    Following is a question by the Hon Lam San-keung and a reply by the Secretary for Security, Mr Tang Ping-keung, in the Legislative Council today (July 9):

    Question:

    In recent years, there have been sporadic cases of indecent assault on public transport which arouse public concern. On the other hand, there are views that physical contact between individuals is difficult to be avoided in crowded vehicle compartments and could be mistaken for indecent assault. Moreover, society’s expectations for safety, comfort and mutual respect among passengers on public transport are increasing. In this connection, will the Government inform this Council:
     
    (1) of the number of indecent assault cases occurred on public transport that the Police received in each of the past five years, and the percentage of these cases out of the total number of cases occurring on public transport; the number of convictions among these indecent assault cases; whether it knows the average time taken by the courts to adjudicate these indecent assault cases; and

    (2) whether it will consider introducing women-only or men-only zones or compartments on public transport mass-carriers (e.g. the MTR and franchised buses); if so, of the implementation timetable; if not, the reasons for that?

    The Police attach great importance to all cases involving sexual offences and are dedicated to investigating each of them thoroughly, with particular focus on offences taking place on public transport. At present, sexual offences occurred on public transport are mainly indecent assault cases (i.e. offence of indecent assault under the Crimes Ordinance (Cap. 200)), for which offenders shall be liable on conviction on indictment to imprisonment for 10 years. There are also cases of voyeurism and unlawful recording or observation of intimate parts (commonly known as “upskirt photography”), both of which carry a maximum penalty of five years of imprisonment under the Crimes Ordinance.

    The Police will continue to strengthen patrols by uniformed and plain-clothes officers in relevant areas, and will work closely with public transport operators to jointly combat indecent assault and its related offences on public transport. In parallel, the Police will step up publicity and education efforts to enhance public awareness and encourage members of the public to report crimes.

    In consultation with the Transport and Logistics Bureau, the reply to the Member’s question is as follows:

    (1) In the past five years, the number of reports received by the Police on sexual offences occurred on public transport/interchanges/transport stations, including offences of indecent assault, voyeurism and unlawful recording or observation of intimate parts under the Crimes Ordinance, accounted for about seven per cent to 21 per cent of all offences occurred on public transport. Please refer to the Annex for details. For the first five months of 2025, the Police received a total of 141 relevant reports, which accounted for about 14 per cent of the total number of offences occurred on public transport/interchanges/transport stations.

    The Government maintains neither a breakdown on the number of convictions of the above sexual offences by place of occurrence nor relevant statistics on the time taken by courts to adjudicate such cases.

    (2) As to whether women-only or men-only zones or compartments shall be introduced on various mass public transport modes (such as MTR and franchised buses), a number of considerations are relevant. The public transport system in Hong Kong carries a total patronage of more than 11 million passenger trips daily, with the MTR and franchised buses being the main travelling means handling over 5 million and 3.7 million passenger trips per day respectively.

    The MTR is one of the railway systems with the most frequent services in the world. In 2024, the heavy rail and light rail operated over 2.71 million trips, with train services reaching about one train in every two minutes during peak hours.

    The MTR Corporation Limited (MTRCL) has made reference to some overseas experience but assessed that it would not be appropriate to introduce women-only or men-only compartments in the MTR network. At present, during peak hours, the MTR system is generally crowded at platforms (especially at interchange stations), and the MTRCL has to make good use of the space on platform as well as inside train compartment to ease the passenger flow. Introducing dedicated train compartments would affect the management of passenger flow at stations and platforms, as well as the flow of passengers between train compartments. In addition, most of the MTR train compartments are of open design and it is operationally difficult to control passengers to follow the arrangement. Therefore, the MTRCL has no plan at this stage to introduce dedicated train compartments.

    To prevent crimes of indecent assaults in the railway premises, the MTRCL has put up posters at stations to step up the promotion of anti-crime messages on indecent assaults. Passengers are encouraged not to remain silent, and report incidents or crimes of indecent assaults immediately to the Police or station staff.  The MTR station staff are properly trained to assist the Police in combating crimes.  In addition, the MTRCL and the Police hold regular anti-crime meetings to share information about the latest crime trend and intelligence, and to deliberate on specific strategies to combat crimes. The MTRCL also organises publicity activities in collaboration with the Police (including regular anti-crime publicity activities organised annually) so as to raise passengers’ anti-crime awareness.

    In respect of franchised buses, many routes have high occupancy rates during peak hours. As there is limited space in the compartments and passengers board and alight in the same aisle, setting up dedicated areas inside the compartments will affect the passenger-carrying efficiency of buses. In addition, it will be operationally difficult to ensure that passengers follow the arrangements. Franchised bus companies will co-operate with the police to enhance efforts in combating crimes.

  • Over 1.11 lakh pilgrims perform Amarnath Yatra in first six days

    More than 1.11 lakh devotees have undertaken the annual Amarnath Yatra in just six days since the pilgrimage began on July 3, officials confirmed on Wednesday. Another batch of 7,579 pilgrims departed from Jammu earlier today, continuing the spiritual journey to the holy cave shrine nestled in the Kashmir Himalayas.

    According to officials, a total of 1,11,000 pilgrims have had ‘darshan’ at the sacred cave shrine so far. The latest group left the Bhagwati Nagar Yatri Niwas in Jammu in two heavily guarded convoys. The first convoy, comprising 133 vehicles carrying 3,031 pilgrims, departed at 3:25 a.m. en route to the Baltal base camp. The second convoy of 169 vehicles, with 4,548 pilgrims aboard, left at 3:40 a.m. for the Nunwan base camp in Pahalgam.

    Officials from the Shri Amarnathji Shrine Board (SASB), which oversees the yatra, said that in addition to those traveling from Jammu, a significant number of pilgrims have been registering on-site directly at Baltal and Nunwan.

    The Meteorological Department has forecast rainfall across Jammu and Kashmir over the next 24 hours, with the possibility of isolated intense showers and thunderstorms.

    Security arrangements remain at their highest alert level in light of the April 22 terror attack in Pahalgam’s Baisaran meadow, where Pakistan-backed terrorists killed 26 civilians. In response, authorities have deployed an additional 180 companies of Central Armed Police Forces (CAPFs), reinforcing existing personnel from the Army, BSF, CRPF, SSB, and local police. All transit camps and routes—from Jammu’s Bhagwati Nagar to the base camps and onwards to the shrine—are under multi-tier security coverage.

    Despite the shadow of past violence, the Yatra has witnessed strong local support. Residents have welcomed pilgrims warmly, with many standing at entry points such as the Navyug Tunnel near Qazigund, offering garlands and placards.

    This year’s Amarnath Yatra will run for 38 days, concluding on August 9, coinciding with the sacred festivals of Shravan Purnima and Raksha Bandhan.

    The cave shrine, located 3,888 meters above sea level, is accessible via two primary routes: the traditional 46-km trail from Pahalgam, which passes through Chandanwari, Sheshnag, and Panchtarni; and the shorter 14-km Baltal route, which allows pilgrims to complete the round trip within a single day.

    Due to heightened security concerns, helicopter services have been suspended for this year’s Yatra.

    To help implement a recent peace deal struck in Wau by Twic and Ngok Dinka youth, a coalition of civil society activists and leaders in Twic County have circulated key resolutions of the agreement in six areas of Twic County.

    Visiting Ajak-Kuac, Aweng, Turalei, Wunrok, Panyok, and Akocthon, the messengers gathered about 45 stakeholders in each location. Entertained and energized by cultural performances, women, youth, intellectuals, officials and traditional leaders have been informed about what actions the previously feuding parties have agreed on.

    “We, the elders, must lead by example, but also learn from our youth when they demonstrate that dialogue is more powerful than weapons. It’s time to silence the drums of war and listen to the voices of peace,” Ayuel Ayuel, an Executive Chief from Turalei, urged his community.

    The resolutions reached demonstrate a mutual commitment to peace. An immediate halt to hostilities between the Twic and Abyei communities, free movement of people and goods, and putting an end to all forms of hate speech are actions that have all been agreed on.

    “When young people take the lead to make peace happen, the future changes. We are no longer waiting for others to solve our problems; we act. Through dialogue, we rebuild trust among ourselves,” said Abraham Yak, a youth leader from Wunrok.

    One remaining dispute, about land in Anet, south of the Kiir River, will be referred to government officials to resolve, in consultation with representatives from both sides.

    In a gesture of appreciation of the peacebuilding work undertaken by volunteering grassroots, Twic County Commissioner John Mabior has committed local government resources to support their efforts.

    “We will assist with free movement, protect community gatherings, and hold perpetrators of hate speech accountable. Our people deserve a future free from fear,” he commented.

    Titled “Promoting Peaceful Coexistence Between the Two Communities,” the discussions united Twic and Ngok Dinka representatives, resulting in resolutions aimed at reducing tensions and encouraging reconciliation.

    The United Nations Mission in South Sudan (UNMISS) have supported both the youth peace dialogue and the subsequent outreach activities to spread the word of what has been agreed on.

    “Peace begins in communities, not in conference halls. Twic County is a good example of reconciliation, resilience and a commitment to live together in harmony,” said Georgina Sarfo Brobbey, a Civil Affairs Officer serving with the peacekeeping mission.

    Residents of Twic County have also urged national and local authorities to do their part to curb the circulation of mis- and disinformation, not least through joint community media efforts.

    On the afternoon of July 1, President Lai Ching-te met with a delegation from the 2025 Taiwan International Ocean Forum (TIOF). In remarks, President Lai noted that the people of Taiwan will continue to work with democratic partners throughout the world in a maritime spirit of freedom and openness to contribute to ocean governance and jointly ensure maritime security. He expressed hope that their visit will help forge stronger friendships between Taiwan and international maritime partners, so that all can work together to spur shared maritime prosperity and sustainable development for the next generation. A translation of President Lai’s remarks follows: I want to thank our guests for coming here to the Presidential Office. The 2025 TIOF will take place tomorrow and the day after, and I thank you all for making the long trip to Taiwan to attend the event and share your valuable insights and experiences. This year’s forum will focus on strategies for strengthening maritime security and pathways to achieving a sustainable blue economy. By attending this forum, our guests are highlighting their commitment to safeguarding the oceans, and beyond that, taking concrete action to demonstrate support for Taiwan. I once again offer deepest gratitude on behalf of the people of Taiwan. Taiwan holds a key position on the first island chain, is one of the world’s top 10 shipping nations, and accounts for close to 10 percent of global container shipping by volume. As such, Taiwan occupies a unique and important position in maritime strategy. For Taiwan, the ocean is more than just a basis for survival and development; it is also an important driver of national prosperity. In my inaugural address last year, I spoke of a threefold approach to further Taiwan’s development. One of these involves further developing our strengths as a maritime nation. Our government must actively help deepen our connections with the ocean, and must continue to promote green shipping, a sustainable fishing industry, marine renewable energy, and other forms of industrial transformation. It must also make use of marine technology and digital innovation to create a new paradigm that balances environmental, economic, and social inclusion concerns. This will help enhance Taiwan’s responsibilities and competitiveness as a maritime nation. Taiwan is surrounded by ocean, and our territorial waters are a natural protective barrier. However, continued gray-zone aggression from China creates serious threats and challenges to peace and stability in the Taiwan Strait. Our government continues to invest resources to deal with increasingly complex maritime security issues. In addition to building coast guard patrol vessels, we must also step up efforts to build underwater, surface, and airborne unmanned vehicles and smart reconnaissance equipment, so as to demonstrate Taiwan’s determination to defend democracy and freedom and commitment to maintaining peace and stability in the Taiwan Strait. Oceans are Taiwan’s roots, and provide the channels by which we engage with the world. The people of Taiwan will continue to work with democratic partners throughout the world in a maritime spirit of freedom and openness to contribute to ocean governance and jointly ensure maritime security. The TIOF was first launched in 2020, and has now become an important platform for enhancement of cooperation between Taiwan and other countries. I hope that our distinguished guests will reap great benefits at this year’s forum, and further hope that this visit will help forge stronger friendships between Taiwan and international maritime partners, so that all can work together to spur shared maritime prosperity and sustainable development for the next generation. Chairman of The Washington Times Thomas McDevitt, a member of the delegation, then delivered remarks, noting first that July 4th, this Friday, is Independence Day in America. Independence is a sacred, powerful word which has great meaning in this part of the world, he said. Chairman McDevitt indicated that Taiwan has truly become a global beacon of democracy and a key partner for many nations. He then quoted President Lai’s 2024 inaugural address: “We will work together to combat disinformation, strengthen democratic resilience, address challenges, and allow Taiwan to become the MVP of the democratic world.” Chairman McDevitt went on to say that he appreciated the president’s speech with regard to his philosophical depth, sensitivity, and both moral and political clarity. He said that he was deeply moved by the speech, but within a few days of it, China responded with military activities and many threats. The chairman then emphasized that we are in a civilization crisis. Chairman McDevitt mentioned that President Lai has begun a series of 10 lectures, and remarked that they would help the world to understand the identity and the nature of Taiwan, as well as the situation we are in in the world. On behalf of all the delegation, Chairman McDevitt thanked the president for his leadership in dealing with these issues thoughtfully. Chairman McDevitt concluded with a line from the Old Testament which states that if the people have no vision, they will perish. He said that he believes Taiwan’s president has led the people of Taiwan, and the world, with a vision of how to navigate this great civilization crisis together.     President Lai meets Minister of State at UK Department for Business and Trade Douglas Alexander  
    On the morning of June 30, President Lai Ching-te met with Douglas Alexander, Minister of State at the Department for Business and Trade of the United Kingdom. In remarks, President Lai thanked the UK government for its longstanding support for peace and stability across the Taiwan Strait, demonstrating that Taiwan and the UK share similar goals. Noting that two years ago, Taiwan and the UK signed an enhanced trade partnership (ETP) arrangement, the president said that today Taiwan and the UK have signed three pillars under the ETP, which will help promote bilateral economic and trade cooperation. He expressed hope of the UK publicly supporting Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) so that together we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. A translation of President Lai’s remarks follows: First, on behalf of the people of Taiwan, I extend a warm welcome to Minister Alexander and wish a fruitful outcome for the 27th round of Taiwan-UK trade talks later today. Taiwan-UK relations have grown closer in recent years. We have not only continued to strengthen cooperation in such fields as offshore wind power, innovative technologies, and culture and education but also have established regular dialogue mechanisms in the critical areas of economics and trade, energy, and agriculture. The UK is currently Taiwan’s fourth-largest European trading partner, second-largest source of investment from Europe, and third-largest target for investment in Europe. Two years ago, Taiwan and the UK signed an ETP arrangement. This was particularly meaningful, as it was the first institutionalized economic and trade framework between Taiwan and a European country. Today, this arrangement is yielding further results. I am delighted that Taiwan and the UK have signed three pillars under the ETP covering investment, digital trade, and energy and net-zero. This will help promote bilateral economic and trade cooperation and advance industrial development on both sides. I also want to thank the UK government for its longstanding support for peace and stability across the Taiwan Strait. This month, the UK published its Strategic Defence Review 2025 and National Security Strategy 2025, which oppose any unilateral attempts to change the status quo across the Taiwan Strait. These not only demonstrate that Taiwan and the UK share similar goals but also show that security and prosperity in the Indo-Pacific region are inseparable from those of the transatlantic regions. In addition, last November, the House of Commons passed a motion which made clear that United Nations General Assembly (UNGA) Resolution 2758 neither established the sovereignty of the People’s Republic of China over Taiwan nor determined Taiwan’s status in the United Nations. The UK government also responded to the motion by publicly expressing for the first time its position on UNGA Resolution 2758, opposing any attempt to broaden the interpretation of the resolution to rewrite history. For this, on behalf of the people of Taiwan, I once again want to extend my deepest gratitude. Taiwan and the UK have the advantage of being highly complementary in the technology sector. In facing the restructuring of global supply chains and other international economic and trade developments, I believe that Taiwan and the UK are indispensable key partners for one another. I look forward to the UK publicly supporting Taiwan’s accession to the CPTPP so that together, we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. In closing, I wish Minister Alexander a pleasant and successful visit. And I hope he has the opportunity to visit Taiwan for personal travel in the future. Minister Alexander then delivered remarks, saying that it is a great personal honor to meet with everyone today to discuss further deepening the UK-Taiwan trade relationship and explore the many opportunities our two sides can pursue together. Minister Alexander stated that on trade and investment, he is proud that this morning we signed the ETP Pillars on Investment, Digital Trade, Energy and Net Zero, which will provide a clear framework for our future cooperation and lay the foundation for expanded access and market-shaping engagement between our two economies. Minister Alexander said that President Lai’s promotion of the Five Trusted Industry Sectors and the UK’s recently published industrial and trade strategies are very well-aligned, as both cover clean energy and semiconductors as well as advanced manufacturing. He then provided an example, saying that both sides plan to invest in AI infrastructure and compute power-creating opportunities for great joint research in the future. By combining our strengths in these areas, he said, we can open the door to innovative collaboration and commercial success for both sides. He mentioned that yesterday he visited the Taiwan Space Agency, commenting that in sectors such as satellite technology, green energy, and cyber security, British expertise and trusted standards can provide meaningful solutions. Noting that President Lai spoke in his remarks of the broader challenge of peace and security in the region, Minister Alexander stated that the United Kingdom has, of course, also continued to affirm its commitment to peace and stability in the Taiwan Strait, along with its G7 partners. The UK-Taiwan relationship is strategic, enduring, and growing, he stated, and they reaffirm and remain firm in their longstanding position and confident in their ability to work together to support both prosperity and resilience in both of our societies.     President Lai confers decoration on former Japan-Taiwan Exchange Association Chairman Ohashi Mitsuo
    On the morning of June 27, President Lai Ching-te conferred the Order of Brilliant Star with Grand Cordon upon former Chairman of the Japan-Taiwan Exchange Association Ohashi Mitsuo in recognition of his firm convictions and tireless efforts in promoting Taiwan-Japan exchanges. In remarks, President Lai stated that Chairman Ohashi cares for Taiwan like a family member, and expressed hope that Taiwan and Japan continue to deepen their partnership, bring about the early signing of an economic partnership agreement (EPA), and jointly build secure and stable non-red supply chains as we boost the resilience and competitiveness of our economies and jointly safeguard the values of freedom and democracy. A translation of President Lai’s remarks follows: Every meeting I have with Chairman Ohashi, with whom I have worked side by side for many years, is warm and friendly. I recall that when we met last year, Chairman Ohashi said that he often thinks about what Japan can do for Taiwan and what Taiwan can do for Japan, and that it is that mutual concern that makes us so close. This was a truly moving statement illustrating the relationship between Taiwan and Japan. Chairman Ohashi has also said numerous times that our bilateral relations may very well be the best in the entire world, and that in fact they may serve as a model to other countries. These great achievements were all made possible thanks to the firm convictions and tireless efforts of Chairman Ohashi. On behalf of the people of Taiwan, I am delighted to confer upon Chairman Ohashi the Order of Brilliant Star with Grand Cordon to express our deepest thanks for his outstanding contributions. Chairman Ohashi is not just a good friend of Taiwan, but someone who cares for Taiwan like a family member. When a major earthquake struck in 2016, he personally went to Tainan to assess the situation and meet with the city government. This outpouring of friendship and support across borders was deeply moving. As we look to the future, I hope that Taiwan and Japan can continue to deepen our partnership. In addition to bringing about the early signing of an EPA, I also hope that we can expand collaboration in key areas such as semiconductors, energy, and AI, continue building secure and stable non-red supply chains, and boost the resilience and competitiveness of our economies as well as peace and stability in the Indo-Pacific. As Chairman Ohashi has said, the close bilateral relationship between Taiwan and Japan is one the world can be proud of. Chairman Ohashi said that the current international situation is rather severe, with wars and conflicts occurring between many neighboring countries. He said that there is a growing trend of nuclear weapon proliferation, emphasizing that use of such weapons would cause significant harm between nations. He also pointed out that some countries even use nuclear weapons as a threat, leading to instability and impacting the global situation. Chairman Ohashi said that neither Taiwan nor Japan possesses nuclear weapons, which is something to be proud of. That is why, he said, we can declare that a world without nuclear weapons is a peaceful world. He also mentioned that during his tenure as chairman of the Japan-Taiwan Exchange Association, he consistently upheld this principle in his work. Chairman Ohashi said that the mission of the World Federalist Movement (WFM) is to promote world peace. He said that the WFM has branches in countries worldwide, with the WFM of Japan being one of the most prominent, and that it also aspires to achieve the goal of world peace. Having served as chairman of the Japan-Taiwan Exchange Association for 14 years, he said, he is now stepping down from this role and will serve as the chairman of the WFM of Japan, aiming to promote peace in countries around the world. Chairman Ohashi said that both Taiwan and Japan can take pride in our friendly bilateral relationship, emphasizing that if the good relationship between Japan and Taiwan could be offered as an example to countries around the world, there would be no more wars. He expressed his sincere hope that under President Lai’s leadership, Taiwan and Japan can work together to jointly promote world peace.     President Lai meets Japan’s former Economic Security Minister Kobayashi Takayuki
    On the afternoon of June 25, President Lai Ching-te met with Kobayashi Takayuki, Japan’s former economic security minister and a current member of the House of Representatives. In remarks, President Lai expressed hope to combine the strengths of the democratic community to build resilient, reliable non-red supply chains, and ensure a resilient global economy and sustainable development. He also expressed hope that Taiwan and Japan can bring about the early signing of an economic partnership agreement (EPA), and that Japan will continue supporting Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. The following is a translation of President Lai’s remarks: I welcome Representative Kobayashi back to Taiwan for another visit after seven years. During his last visit, he was with a delegation from the Liberal Democratic Party (LDP) Youth Division, and we met at the Executive Yuan. I am very happy to see him again today. Representative Kobayashi has long paid close attention to matters involving economic security, technological innovation, and aerospace policy. He also made a stunning debut in last year’s LDP presidential election, showing that he is truly a rising star and an influential figure in the political sphere. With this visit, Representative Kobayashi is demonstrating support for Taiwan with concrete action, which is very meaningful. Taiwan and Japan are both part of the first island chain’s key line of defense. We thank the many Japanese prime ministers, including former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as current Prime Minister Ishiba Shigeru, for the many times they have highlighted the importance of peace and stability in the Taiwan Strait at important international venues, and for expressing opposition to the use of force or coercion to unilaterally change the status quo in the Taiwan Strait. In particular, China in recent years has been actively expanding its red supply chains, which threaten the global free trade system and advanced technology markets. Taiwan hopes to combine the strengths of the democratic community to build resilient, reliable non-red supply chains. In the semiconductor industry, for example, Taiwan has excellent advanced manufacturing capabilities, while Japan plays an important role in materials, equipment, and key technologies. I am confident that, given the experience that Taiwan and Japan have in cooperating, we can build an industrial supply chain composed of democratic nations to ensure a resilient global economy and sustainable development. I hope that Taiwan and Japan can bring about the early signing of an EPA in order to deepen our bilateral trade and investment exchanges and cooperation. I also hope that Japan will continue supporting Taiwan’s bid to join the CPTPP, enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. Taiwan and Japan are democratic partners that share the values of freedom, democracy, and respect for human rights. I firmly believe that so long as we work together, we can certainly address the challenges posed by authoritarianism, and bring prosperity and development to the Indo-Pacific region. In closing, I welcome Representative Kobayashi once again. I am certain that this visit will help enhance Taiwan-Japan exchanges and deepen our friendship. Representative Kobayashi then delivered remarks, first thanking President Lai for taking the time to meet with him, and noting that this was his second visit to Taiwan following a trip seven years prior, when he came with his good friend from college and then-Director of the LDP Youth Division Suzuki Keisuke, now Japan’s minister of justice. Representative Kobayashi mentioned a Japanese kanji that he is very fond of – 絆 (kizuna) – which means “deep ties of friendship.” He emphasized that a key purpose of this visit to Taiwan was to reiterate the deep ties of friendship between Taiwan and Japan. In addition to deep historical ties, he said, Taiwan and Japan also enjoy a like-minded partnership in terms of economic, personnel, and friendship-oriented exchanges. He went on to say that at the strategic level, Taiwan and Japan also have deep ties of friendship, and that for Japan, it is strategically important that Taiwan not be isolated under any circumstances. Representative Kobayashi emphasized that cooperation between Taiwan and Japan, and even cooperation among Taiwan, Japan, and the United States, are more important now than ever, and that another important focus of this visit is the non-red supply chains referred to earlier by President Lai. He said that as Japan’s first economic security minister and the person currently in charge of the LDP’s policy on economic security, he is acutely aware of the important impact of economic security on national interests, and therefore looks forward to further exchanging views regarding Taiwan’s concrete steps to build non-red supply chains. Regarding industrial exchanges, last month, Minister of Foreign Affairs Lin Chia-lung (林佳龍) and Minister of Economic Affairs Kuo Jyh-huei (郭智輝) each visited Texas to see firsthand Taiwan-US collaboration in AI and semiconductors. And the delegation led by Executive Yuan Secretary-General Kung Ming-hsin (龔明鑫) sent by Taiwan to this year’s SelectUSA Investment Summit in Washington, DC, was again the largest of those attending. All of this demonstrates Taiwan’s commitment to working alongside the US to create mutual prosperity. In the future, we will continue to strengthen bilateral investment and industrial cooperation. And I hope that the legislation addressing the issue of Taiwan-US double taxation will become law this year. I want to thank Congressman Bera for co-leading a joint letter last November signed by over 100 members of Congress calling for such legislation. I believe that by creating a more comprehensive environment for economic and trade exchanges, Taiwan and the US can enhance economic and developmental resilience. In closing, I thank you all for making the long journey here to advance Taiwan-US relations. Let us continue working together to promote the prosperous development of this important partnership. Congressman Bera then delivered remarks, saying that on behalf of the delegation, it is an honor for him to be here once again, it being last January that he and Congressman Mario Díaz-Balart visited and congratulated President Lai on his election victory, noting that theirs was the first congressional delegation to do so. Congressman Bera said that this is an important time, not just for the US and Taiwan relationship, but for all relationships around the world. When we look at conflicts in Europe and in the Middle East, he said, it is incumbent upon democracies to hold the peace in Asia. He emphasized that is why it is important for them to bring a delegation of members of the Foreign Affairs Committee and the Armed Services Committee, adding that he believes for all of them it is their first trip to Taiwan.  Congressman Bera said that while this is a delegation of Democratic members of Congress, in a bipartisan way all of Congress continues to support the people of Taiwan. As such, in this visit he brings support from his co-chairs on the Taiwan caucus, Congressman Díaz-Balart and Congressman Andy Barr. He also took a moment to recognize the passing of Congressman Gerald Connolly, who was a longtime friend of Taiwan and one of their co-chairs on the caucus. Congressman Bera mentioned that there is always a special bond between himself and President Lai because they are both doctors, and as doctors, their profession is about healing, keeping the peace, and making sure everybody has a bright, prosperous future. In closing, he highlighted that it is in that spirit that their delegation visits with the president.     In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

    At least 60 Palestinians, including six freed prisoners and a paramedic, were killed in Israeli airstrikes and gunfire across Gaza on Tuesday, according to Palestinian sources.

    Six people were killed by Israeli shelling on two tents housing displaced persons in Khan Younis, southern Gaza and the town of al-Zawaidain, central Gaza, Spokesperson for the Civil Defense in Gaza Mahmoud Basal told Xinhua.

    Hamas said in a press statement that the six were prisoners released from Israeli prisons and deported from the West Bank to Gaza.

    West of Gaza City, an Israeli airstrike on a gathering of Palestinians in the al-Rimal neighborhood killed six people, including two children and two women, and an Israeli airstrike on a house in the Tal al-Hawa neighborhood killed four, including an infant, Basal said.

    Five people were killed in an Israeli airstrike on a house in al-Tuffah, east of Gaza City, whereas three were killed when a bomb dropped by an Israeli drone hit a residential area in the al-Zeitoun neighborhood, south of Gaza City, Basal said, adding that two people, including a child, were killed in an Israeli bombing on al-Tuffah and Sheikh Radwan neighborhoods.

    A vehicle bombing in the city of Deir al-Balah, central Gaza, killed two people, Basal added.

    Meanwhile, Nasser Medical Complex reported in a brief press statement that 25 Palestinians were killed since dawn of Tuesday as a result of separate airstrikes on the Al-Mawasi area, west of Khan Younis.

    A paramedic was also killed while performing his duty as a result of Israeli shelling on Al-Mawasi, according to Palestinian medical sources.

    Six Palestinians, including three children, were killed by Israeli army fire near a U.S.-backed aid distribution center in north of Rafah, southern Gaza, said the sources.

    There was no immediate comment from the Israeli side on these incidents.

    Since Israel resumed its military campaign in Gaza on March 18, at least 7,013 Palestinians have been killed and 24,838 others injured, bringing the overall death toll in Gaza since the conflict began in October 2023 to 57,575, with a total of 136,879 people injured, according to data released Tuesday by health authorities in Gaza.

  • Latest Red Sea attack on Greek ship kills four crew, wounds two

    A drone and speedboat attack off Yemen killed four seafarers on a Liberian-flagged, Greek-operated bulk carrier, an official with knowledge of the matter said on Tuesday, the second incident in a day, following months of calm.

    Traffic in the Red Sea, a key waterway for oil and commodities, has dropped since Yemen’s Houthi militia aligned with Iran began targeting ships in 2023 in what it called solidarity with Palestinians under assault in Israel’s war in Gaza.

    The deaths on the Eternity C, the first involving shipping in the Red Sea since June 2024, take to eight the total of seafarers killed in the Red Sea attacks.

    One more injured crew died on board after the attack, a source with knowledge of the matter said, speaking on condition of anonymity.

    The Houthis have not commented on the Eternity C, but hours earlier claimed responsibility for a strike on another Liberia-flagged, Greek-operated bulk carrier, the MV Magic Seas, off southwest Yemen on Sunday, saying the vessel sank.

    “After several months of calm, the resumption of deplorable attacks in the Red Sea constitutes a renewed violation of international law and freedom of navigation,” IMO Secretary-General Arsenio Dominguez said on Tuesday.

    The U.S. State Department condemned the “unprovoked Houthi terror attack on the civilian cargo vessels MV Magic Seas and MV Eternity C”, as demonstrating the threats the Houthis posed to freedom of navigation and regional security.

    Washington “will continue to take necessary action to protect freedom of navigation and commercial shipping,” it added in a statement.

    The Eternity C’s operator, Cosmoship Management, was not immediately available to comment.

    Eternity C, with 21 Philippine nationals and a Russian making up a crew of 22, was adrift and listing after the attack with sea drones and rocket-propelled grenades fired from manned speed boats, maritime security sources told Reuters.

    Greece was in diplomatic talks with Saudi Arabia over the incident, sources said, as two maritime security firms, including Greece-based Diaplous, prepared to mount a rescue mission for the crew trapped on Eternity C.

    An official with Aspides, the European Union’s mission assigned to help protect Red Sea shipping, also said at least two other crew were injured. Earlier, Liberia’s shipping delegation told a U.N. meeting that two crew were killed.

    The Houthis released a video they said depicted their attack on the Magic Seas, including the Mayday call, explosions, and the vessel’s ultimate submersion. Reuters could not independently verify the footage.

    The vessel’s manager said the information about the sinking could not be verified.

    But Joshua Hutchinson, managing director of maritime security firm Ambrey, told Reuters it had a response vessel in the area and confirmed the Magic Seas had gone down.

    All crew on the Magic Seas were rescued by a passing merchant vessel and arrived safely in Djibouti on Monday, Djibouti authorities said.

    Since November 2023, the Houthis have disrupted commerce by launching hundreds of drones and missiles at vessels in the Red Sea, saying they were targeting ships linked to Israel.

    While the Houthis struck a ceasefire with Washington in May, the militia has vowed to keep attacking ships it says are connected with Israel.

    “Just as Liberia was processing the shock and grief of the attack against Magic Seas, we received a report that Eternity C again has been attacked … causing the death of two seafarers,” Liberia’s delegation told a session of the International Maritime Organization.

    ‘ELEVATED RISKS’

    Both vessels attacked were part of commercial fleets whose sister vessels have called at Israeli ports over the past year.

    “The pause in Houthi activity did not necessarily indicate a change in underlying intent,” said Ellie Shafik, head of intelligence with the Britain-based maritime risk management company Vanguard Tech.

    “As long as the conflict in Gaza persists, vessels with affiliations, both perceived and actual, will continue to face elevated risks.”

    The Philippines has urged its seafarers, who form one of the world’s largest groups of merchant mariners, to exercise their right to refuse to sail in “high-risk, war-like” areas, including the Red Sea after the latest strikes, its department of migrant workers said.

    Shipping traffic through the region has shrunk about half from normal levels since the first Houthi attacks in 2023, said Jakob Larsen, chief safety and security officer with shipping association BIMCO.

    “This reduction in traffic has persisted due to the ongoing unpredictability of the security situation,” Larsen said. “As such, BIMCO does not anticipate the recent attacks will significantly alter current shipping patterns.”

    Monday’s attack on Eternity C, 50 nautical miles southwest of Yemen’s port of Hodeidah, was the second on merchant vessels in the region since November 2024, an official at Aspides said.

    On Monday, Israel’s military said it had struck Houthi targets at three Yemeni ports and a power plant, in its first attack on Yemen in a month.

    The Houthis say their attacks are an act of solidarity with Palestinians in Gaza where Israel’s military assault since late 2023 has killed more than 57,000 people, Gaza authorities say.

    The Israeli assault has unleashed a hunger crisis, internally displaced the entire population of Gaza and spurred accusations of genocide at the International Court of Justice and of war crimes at the International Criminal Court.

    Israel denies the accusations.

    The latest bloodshed in the decades-old Israeli-Palestinian conflict was triggered in October 2023, when Palestinian Hamas militants attacked Israel, killing 1,200 and taking about 250 hostages, Israeli tallies show.

    India expect England to roll out a challenging track for the third test at Lord’s but are confident their in-form batters can master it, batting coach Sitanshu Kotak said on Tuesday.

    India levelled the five-test series 1-1 with a thumping 336-run victory at Edgbaston where they racked up 587 in the first innings and declared their second on 427-6.

    England are pondering overhauling their tired bowling attack and a fit-again Jofra Archer is in line to play his first test in more than four years at Lord’s.

    “It will be a challenge if Jofra comes in,” Kotak told reporters ahead of the third test beginning on Thursday.

    “England might want to make a couple of bowling challenges. The wicket, it seems, will also be a bit more challenging.

    “After the last two games, if England decides to roll out a more challenging wicket, it’s fair enough.”

    The green tinge of the pitch tells Kotak that runs would not exactly flow at Lord’s.

    “This wicket looks greener than the last two matches. But one cannot be too sure before the final trimming tomorrow,” he said.

    U.S. President Donald Trump on Tuesday said he would impose a 50% tariff on imported copper and soon introduce long-threatened levies on semiconductors and pharmaceuticals, broadening his trade war that has rattled markets worldwide.

    One day after he pressured 14 trading partners, including powerhouse U.S. suppliers like South Korea and Japan, with fresh tariff letters, Trump reiterated his threat of 10% tariffs on products from Brazil, India and other members of the BRICS group of countries.

    He also said trade talks have been going well with the European Union and China, though he added he is only days away from sending a tariff letter to the EU.

    Trump’s remarks, made during a White House cabinet meeting, could inject further instability into a global economy that has been shaken by the tariffs he has imposed or threatened on imports to the world’s largest consumer market.

    U.S. copper futures jumped more than 10% after Trump’s announcement of new duties on a metal that is critical to electric vehicles, military hardware, the power grid and many consumer goods. They would join duties already in place for steel, aluminum and automobile imports, though it was unclear when the new tariffs might take effect.

    U.S. pharmaceutical stocks also slid following Trump’s threat of 200% tariffs on drug imports, which he said could be delayed by about a year.

    Other countries, meanwhile, said they would try to soften the impact of Trump’s threatened duties after he pushed back a Wednesday deadline to August 1.

    Trump’s administration promised “90 deals in 90 days” after he unveiled an array of country-specific duties in early April. So far only two agreements have been reached, with the United Kingdom and Vietnam. Trump has said a deal with India is close.

    Trump said countries have been clamoring to negotiate.

    “It’s about time the United States of America started collecting money from countries that were ripping us off … and laughing behind our back at how stupid we were,” he said.

    He said late Tuesday that “a minimum of seven” tariff notices would be released on Wednesday morning, and more in the afternoon. He gave no other details in his Truth Social post.

    Trading partners across the globe say it has been difficult to negotiate even framework agreements with the U.S. given the haphazard way new tariffs are announced, complicating their internal discussions about concessions.

    HIGHEST LEVELS SINCE 1934

    Following Trump’s announcement of higher tariffs for imports from the 14 countries, U.S. research group Yale Budget Lab estimated consumers face an effective U.S. tariff rate of 17.6%, up from 15.8% previously and the highest in nine decades.

    Trump’s administration has been touting those tariffs as a significant revenue source. Treasury Secretary Scott Bessent said Washington has taken in about $100 billion so far and could collect $300 billion by the end of the year. The United States has taken in about $80 billion annually in tariff revenue in recent years.

    The S&P 500 finished slightly lower on Tuesday, a day after Wall Street markets sold off sharply following Trump’s new tariffs announcement.

    Trump said he will “probably” tell the European Union within two days what rate it can expect for its exports to the U.S., adding that the 27-member bloc had been treating his administration “very nicely” in trade talks.

    The EU, the largest bilateral trade partner of the U.S., aims to strike a deal before August 1 with concessions for key export industries such as aircraft, medical equipment and spirits, according to EU sources. Brussels is also considering an arrangement that would protect European automakers with large U.S. production facilities.

    However, German Finance Minister Lars Klingbeil warned that the EU was prepared to retaliate if necessary.

    “If we don’t reach a fair trade deal with the U.S., the EU is ready to take counter measures,” he said in the lower house of parliament.

    Japan, which faces a possible 25% tariff – up from 24% first threatened in April – wants concessions for its large automobile industry and will not sacrifice its agriculture sector, a powerful domestic lobby, for the sake of an early deal, top trade negotiator Ryosei Akazawa said on Tuesday.

    South Korea, which also faces a possible 25% tariff, said it planned to intensify trade talks over the coming weeks “to reach a mutually beneficial result.”

    Washington and Beijing agreed to a trade framework in June, but with many of the details still unclear, traders and investors are watching to see if it unravels before a separate, U.S.-imposed August 12 deadline or leads to a lasting detente.

    “We have had a really good relationship with China lately, and we’re getting along with them very well. They’ve been very fair on our trade deal, honestly,” Trump said, adding that he has been speaking regularly with Chinese President Xi Jinping.

    Trump said the United States would impose tariffs of 25% on goods from Tunisia, Malaysia and Kazakhstan; 30% on South Africa and Bosnia and Herzegovina; 32% on Indonesia; 35% on Serbia and Bangladesh; 36% on Cambodia and Thailand; and 40% on Laos and Myanmar.

    The dollar traded close to a 2-1/2-week high versus major peers on Wednesday while copper hit an all-time peak overnight after U.S. President Donald Trump broadened his global trade war by threatening a 50% tariff on the metal.

    Trump also said levies on semiconductors and pharmaceuticals were coming soon, weighing on Wall Street on Tuesday, with futures indicating further weakness there on Wednesday.

    However, stock markets around the Asia-Pacific were mixed, as investors digested Trump’s latest, shifting trade salvos. Japan and South Korea are among major U.S. trading partners in the region facing an August 1 deadline to reach a trade deal or be subjected to new tariff rates, although Trump has sent mixed signals on how flexible that date is.

    On Monday, Trump said it was “firm, but not 100% firm,” reinforcing the view among some in markets that the deadlines are a negotiating tactic that the U.S. president will ultimately back away from. On Tuesday though, Trump appeared to harden his stance by saying, “No extensions will be granted.”

    Japan’s Nikkei edged down 0.2%, shedding early small gains. Australia’s stock index declined 0.4%, and Hong Kong’s Hang Seng lost 0.9%.

    At the same time, mainland Chinese blue chips rose 0.2%, and South Korea’s KOSPI climbed 0.5%.

    U.S. S&P 500 futures ESCv1 eased 0.1%, following a 0.1% loss for the cash index .SPX on Tuesday that extended the 0.8% drop that started the week.

    “The delay in the imposition of new tariffs on some of the U.S.’s major trading partners to August 1 has simultaneously kicked the proverbial can down the road and supported the notion that the loftier tariff rates are a negotiating ploy,” Kyle Rodda, senior financial markets analyst at Capital.com, wrote in a note.

    “As a result, the markets have been left hanging, and waiting for a stronger catalyst to drive the next move.”

    Trump said on Tuesday that trade talks have been going well with the European Union and China, though he added he is only days away from sending a tariff letter to the EU.

    Only two U.S. agreements, with Britain and Vietnam, have been reached since Trump’s April 2 “Liberation Day” reciprocal tariffs’ announcement roiled markets. In June, Washington and China agreed on a framework covering tariff rates.

    METALS, CURRENCIES

    The U.S. dollar continued its recent run of strength on Wednesday, pushing to the highest since June 20 at 147.02 Japanese yen.

    The dollar index =USD, which measures the currency against the yen and five other major rivals, edged up to 97.573, after touching the highest since June 25 on Tuesday at 97.837.

    The euro was steady at $1.1720 EUR=EBS, and sterling GBP=D3 was flat at $1.3585.

    Gold XAU= found a floor at $3,301 per ounce, after slumping more than 1% on Tuesday.

    Oil prices edged back from Tuesday’s two-week highs. Brent crude futures LCOc1 were down 20 cents at $69.95 a barrel, and U.S. West Texas Intermediate crude CLc1 fell 21 cents to $68.12 a barrel.

  • Death toll from Texas flood hits triple-digits as tally of missing tops 180

    The death toll from the July Fourth flash flood that ravaged a swath of central Texas Hill Country rose on Tuesday to at least 109, many of them children, as search teams pressed on through mounds of mud-encrusted debris looking for scores of people still missing.

    According to figures released by Governor Gregg Abbott, authorities were seeking more than 180 people whose fate remained unknown four days after one of the deadliest U.S. flood events in decades.

    The bulk of fatalities and the search for additional victims were concentrated in Kerr County and the county seat of Kerrville, a town of 25,000 residents transformed into a disaster zone when torrential rains struck the region early last Friday, flooding the Guadalupe River basin.

    The bodies of 94 flood victims, about a third of them children, have been recovered in Kerr County alone as of Tuesday, Texas Governor Greg Abbott said at a late-afternoon news conference after touring the area by air.

    The Kerr County dead include 27 campers and counselors from Camp Mystic, a nearly century-old all-girls Christian summer retreat on the banks of the Guadalupe near the town of Hunt. The camp director also perished.

    Five girls and a camp counselor were still unaccounted for on Tuesday, Abbott said, along with another child not associated with the camp.

    As of Tuesday, 15 other flood-related fatalities had been confirmed across a swath of Texas Hill Country known as “flash flood alley,” the governor said, bringing the overall tally of lives lost to 109. Reports from local sheriffs’ and media have put the number of flood deaths outside Kerr County at 22.

    But authorities have said they were bracing for the death toll to climb as flood waters recede and the search for more victims gains momentum.

    Law enforcement agencies have compiled a list of 161 people “known to be missing” in Kerr County alone, Abbott said. The roster was checked against those who might be out of touch with loved ones or neighbors because they were away on vacation or out of town, according to the governor.

    ‘FIND EVERY SINGLE PERSON’

    He said another 12 people were missing elsewhere across the flood zone as a whole, a sprawling area northwest of San Antonio.

    “We need to find every single person who is missing. That’s job number one,” Abbott said.

    On Tuesday, San Antonio-born country singer Pat Green disclosed on social media that his younger brother and sister-in-law and two of their children were among those “swept away in the Kerrville flood.”

    Hindered by intermittent thunderstorms and showers, rescue teams from federal agencies, neighboring states and Mexico have joined local efforts to search for missing victims, though hopes of finding more survivors faded as time passed. The last victim found alive in Kerr County was last Friday.

    “The work is extremely treacherous, time-consuming,” Lieutenant Colonel Ben Baker of the Texas Game Wardens said at a press conference. “It’s dirty work. The water is still there.”

    A water-soaked family photo album was among the personal belongings found in flood debris by Sandi Gilmer, 46, a U.S. Army veteran and certified chaplain volunteering in the search operation along the Guadalupe at Hunt.

    “I don’t know how many people in this album are alive or deceased,” she said, flipping through images of two toddlers and a gray-haired man. “I didn’t have the heart to step over it without picking it up and hoping to return it to a family member.”

    MAKINGS OF A DISASTER

    More than a foot of rain fell in the region in less than an hour before dawn last Friday, sending a wall of water cascading down the Guadalupe that killed dozens of people and left mangled piles of debris, uprooted trees and overturned vehicles.

    Public officials have faced days of questions about whether they could have alerted people in flood-prone areas sooner.

    The state emergency management agency warned last Thursday, on the eve of the disaster, that parts of central Texas faced a flash floods threat, based on National Weather Service forecasts.

    But twice as much rain as predicted ended up falling over two branches of the Guadalupe just upstream of the fork where they converge, sending all of that water racing into the single river channel where it slices through Kerrville, City Manager Dalton Rice said.

    Rice has said the outcome was unforeseen and unfolded in a matter of two hours, leaving too little time to conduct a precautionary mass evacuation without the risk of placing more people in harm’s way.

    Scientists have said extreme flood events are growing more common as climate change creates warmer, wetter weather patterns in Texas and other parts of the country.

    At an earlier news briefing on Tuesday, Kerr County Sheriff Larry Leitha rebuffed questions about the county’s emergency operations and preparedness and declined to say who was ultimately in charge of monitoring weather alerts and issuing flood warnings or evacuation orders.

    He said his office began receiving emergency-911 calls between 4 a.m. and 5 a.m. on Friday, several hours after the local National Weather Service station issued a flash-flood alert. “We’re in the process of trying to put (together) a timeline,” Leitha said.

    Abbott said a special session of the Texas legislature would convene later this month to investigate the emergency response and provide funding for disaster relief.

It is learnt that the Cable Car is an immensely popular attraction that offers visitors the opportunity to relish scenic views during their journey. However, quite a number of members of the public have recently relayed to me that while the OP Cable Car is a two-lane ropeway system comprising two sets of round-trip cable cars with a total of four lanes, the OP only operates one set of two-lane ropeway for visitors on most weekends and public holidays, and as a result the waiting time for cable cars is at least half an hour, which has significantly undermined visitors’ experience and their image of Hong Kong. I have learnt that as cable car operators are required to have high-angle rescue skills and obtain a licence, the OP is unable to put all four cable car lanes into full operation on all weekends and public holidays throughout the year (approximately 120 days) due to limited manpower resources. In this connection, will the Government inform this Council whether it knows:

    MINSK, July 9 (Xinhua) — The new car market in Belarus grew by 21.3 percent in the first half of 2025. A total of 24,634 cars were sold in the country over the six months, the Belarusian Automobile Association (BAA) reported on Tuesday.

    At the same time, BAA noted that the actual growth of the Belarusian market for new cars is due to sales in the first quarter of this year, and since April, the country’s car market has been stagnating. Since March, the number of banks offering loans for the purchase of cars has significantly decreased. In addition, new restrictions have come into effect in the leasing segment for individuals in Belarus.

    The 15th National Games, to be jointly organized by Guangdong province and the Hong Kong and Macao special administrative regions, will accelerate the integrated development of the Greater Bay Area, according to a news conference held in Guangzhou, capital of Guangdong on Tuesday.

    Under the guidance of the General Administration of Sport, the China Disabled Persons’ Federation and the Hong Kong and Macao Work Office of the Communist Party of China Central Committee, the three regions have reached consensus in six key areas through high-density communication and negotiations, said Huang Mingzhong, director of the office of the 15th National Games Organizing Committee.

    “With special treatment for entry and exit, we will contribute to the development of a one-hour life circle within the GBA,” said Zhang, who is also the deputy director of the coordinating department of the 15th National Games Organizing Committee.

    During the National Games, visitors can enjoy entry and exit without the need to show documents, he said.

    The 15th National Games, the 12th National Games for Persons with Disabilities, and the 9th National Special Olympic Games, are expected to attract more than 6,000 athletes from the Chinese mainland to cross the borders to Hong Kong and Macao to compete, while another more than 3,000 athletes from the two Chinese SARs are expected to come to the mainland for the competition, according to Zhang.

    Guangzhou will host the opening ceremony, while Shenzhen, which borders Hong Kong, will host the closing ceremony.

    The 15th National Games will take place from Nov 9 to 21.

    The 15th National Games, to be jointly organized by Guangdong province and the Hong Kong and Macao special administrative regions, will accelerate the integrated development of the Greater Bay Area, according to a news conference held in Guangzhou, capital of Guangdong on Tuesday.

    Under the guidance of the General Administration of Sport, the China Disabled Persons’ Federation and the Hong Kong and Macao Work Office of the Communist Party of China Central Committee, the three regions have reached consensus in six key areas through high-density communication and negotiations, said Huang Mingzhong, director of the office of the 15th National Games Organizing Committee.

    “The areas are cross-border events, port clearance, personnel and vehicle documents, food safety, green event management and event schedule,” Huang said at the news conference, which disclosed the progress of the three regions’ joint organizing work for the 15th National Games.

    “The three regions have now explored a joint competition model of ‘three regions with three similarities’, indicating ‘same frequency communication, concerted decision-making and synchronous execution’,” he said.

    “Taking the emblem design as an example, our emblem consists of three petals. With Guangdong’s kapok, Hong Kong’s bauhinia and Macao’s lotus overlapping and rotating, it forms a concentric floral pattern, symbolizing the unity and deep integration of the Guangdong-Hong Kong-Macao Greater Bay Area,” said Huang, who is also deputy secretary-general of the Guangdong provincial government.

    Huang revealed that the Guangdong-Hong Kong-Macao Road Cycling Race, as a part of the 15th National Games, will take place in the three regions.

    “At that time, cyclists will depart from Zhuhai and first reach Macao via the Macao Bridge and then arrive at Hong Kong’s Lantau Island via Hong Kong-Zhuhai-Macao Bridge,” said Huang.

    Zhang Zhihua, deputy director of the Hong Kong and Macao Affairs Office of the People’s Government of Guangdong province, said relevant departments have set up a dedicated channel at entry and exit ports, allowing relevant delegations to enter and leave whenever they need.

    “We have also opened a green channel for our ticket holders, with nationwide application for entry and exit documents,” he said.

    “With special treatment for entry and exit, we will contribute to the development of a one-hour life circle within the GBA,” said Zhang, who is also the deputy director of the coordinating department of the 15th National Games Organizing Committee.

    During the National Games, visitors can enjoy entry and exit without the need to show documents, he said.

    In the new Netflix documentary Shark Whisperer, the great white shark gets an image makeover – from Jaws villain to misunderstood friend and admirer.

    But the star of the documentary is not so much the shark, but the model and marine conservationist Ocean Ramsey (yes, that’s her real name).

    The film centres on Ramsey’s self-growth journey, with the shark co-starring as a quasi-spiritual medium for finding meaning and purpose (not to mention celebrity status).

    The film, and some in it, are happy to attribute Ramsey’s success as a shark conservation activist to how driven and photogenic she is. Ramsey says “People look first and listen second. I’ll use my appearance, I’ll put myself out there for a cause.”

    Her husband, the photographer Juan Oliphant, enthuses she is good for sharks partly because she is so beautiful and uses all the attention she attracts in the selfless service of sharks.

    The image of the long-haired, long-limbed young woman in a bikini swimming above an outsized great white shark is not a new one.

    Primal fears and fantasies

    Since Jaws (1975), generations have been fascinated and titillated by filmic images and promotional materials of bikini-clad young women juxtaposed with dangerous sharks.

    The heroine of Deep Blue Sea (1999) is a neuroscientist – however the film and its promotional materials still require her to appear in a wet t-shirt and underwear while pursued by a massive shark monster.

    The Shallows (2016) presents countless images of its bikini-clad heroine, with partially exposed bottom and long legs marked by bite marks as a kind of meat to be consumed – not least by the voyeuristic lens of the camera.

    The poster for 47 Meters Down: Uncaged (2019) features a bikini-clad young woman with legs dangling precariously in front of the gaping jaws of an unnaturally large great white.

    I have previously explored the psychosexual symbolism of these films and images. These films were never really about actual sharks. They are about very human fears and fantasies about being exposed and vulnerable.

    Whisperer and the Ocean Ramsey website tap into the collective fascination with dangerous sharks fuelled by popular culture. Many online images show Ramsey in a bikini or touching sharks – she’s small, and vulnerable in the face of great whites. As with forms of celebrity humanitarianism, what I have dubbed “sexy conservationism” leaves itself open to criticism about its methods – even if its intentions are good.

    The paradox of Shark Whisperer – and indeed the whole Ocean Ramsey empire – is it both resists and relies on Jaws mythology and iconography to surf the image economy of new media.

    Saving, not stalking

    Ramsey and Oliphant are on a mission not just to save individual sharks, but to change the public perception of great whites to a more positive one.

    This mission is reiterated in Shark Whisperer and in the Saving Jaws documentary linked to the website, which also promotes a book, accessories and shark-diving tours.

    Shark Whisperer both resists and relies on the mythical status of the shark brought to us by Jaws.

    It is reassuring to know proceeds from the bikini you buy from the official website are donated to shark conservation. But the (often sexualised) media attention which fuels the whole enterprise still depends on tapping into the legacy of popular culture representations of great whites as fearsome monsters.

    In footage, Ramsey seems to spend most of her time with smaller tiger sharks, yet her website and the Shark Whisperer film foreground her rare close encounters with an “enormous” or “massive” great white as the climax and cover shot.

    Shark Whisperer also includes the kind of “money shots” we have come to expect: images of a large great white tearing at flesh (here, a whale carcass) with blood in the water. Images like these arouse our collective cultural memory of the filmic great white as the ultimate bestial predator.

    In its climactic scene, Whisperer strategically deploys eerie music to build the suspense and foretell the appearance of the enormous great white which rises from the depths. Again echoes of Jaws are used to stimulate viewing pleasures and sell the mixed messages of sexy shark conservation.

    A story of (personal) growth

    The self-growth narrative which underpins Whisperer will feel familiar to shark film fans. Jaws was always about overcoming fears and past traumas, as in the scene where Quint and Brody compare their real and metaphorical scars.

    Over the past decade, a new generation of post-feminist shark films have used sharks as metaphorical stalkers to tell stories about women overcoming past trauma, grief, “inner darkness” or depression.

    In The Reef: Stalked (2022) the heroine must overcome the murder of her sister. In Shark Bait (2022) the heroine must rise above a cheating partner. In The Shallows, the heroine is processing grief.

    Whisperer also leans into the idea of Ramsey fighting inner demons on a journey to self-actualisation.

    And while Ramsey has undoubtedly raised the profile of shark conservation, as a model-designer-conservationist-entrepreneur she has also disseminated another more dubious message: that the way to enact influence and activism is through instagrammable images of beautiful models in high risk situations.

    Happy endings

    The end credits of Whisperer are a montage of happy endings: Ramsey frolics with sharks and shows off her diamond ring. There is even an ocean-themed wedding scene.

    Yet beneath all the glossy surface lies a sombre reality: globally at least 80 million sharks are killed every year.

    The Ramsey website and the film rightly remind us of this. They also remind us that, thanks in part to the hashtag activism of Ocean Ramsey and her millions of fans and followers, Hawaii was the first state in the United States to outlaw shark fishing.

    So, Ramsey may be right to argue her ends justify the means.

    This mission is reiterated in Shark Whisperer and in the Saving Jaws documentary linked to the website, which also promotes a book, accessories and shark-diving tours.

    It is reassuring to know proceeds from the bikini you buy from the official website are donated to shark conservation. But the (often sexualised) media attention which fuels the whole enterprise still depends on tapping into the legacy of popular culture representations of great whites as fearsome monsters.

    In footage, Ramsey seems to spend most of her time with smaller tiger sharks, yet her website and the Shark Whisperer film foreground her rare close encounters with an “enormous” or “massive” great white as the climax and cover shot.

    Shark Whisperer also includes the kind of “money shots” we have come to expect: images of a large great white tearing at flesh (here, a whale carcass) with blood in the water. Images like these arouse our collective cultural memory of the filmic great white as the ultimate bestial predator.

    In its climactic scene, Whisperer strategically deploys eerie music to build the suspense and foretell the appearance of the enormous great white which rises from the depths. Again echoes of Jaws are used to stimulate viewing pleasures and sell the mixed messages of sexy shark conservation.

    A story of (personal) growth

    The self-growth narrative which underpins Whisperer will feel familiar to shark film fans. Jaws was always about overcoming fears and past traumas, as in the scene where Quint and Brody compare their real and metaphorical scars.

    Over the past decade, a new generation of post-feminist shark films have used sharks as metaphorical stalkers to tell stories about women overcoming past trauma, grief, “inner darkness” or depression.

    In The Reef: Stalked (2022) the heroine must overcome the murder of her sister. In Shark Bait (2022) the heroine must rise above a cheating partner. In The Shallows, the heroine is processing grief.

    Whisperer also leans into the idea of Ramsey fighting inner demons on a journey to self-actualisation.

    And while Ramsey has undoubtedly raised the profile of shark conservation, as a model-designer-conservationist-entrepreneur she has also disseminated another more dubious message: that the way to enact influence and activism is through instagrammable images of beautiful models in high risk situations.

    Happy endings

    The end credits of Whisperer are a montage of happy endings: Ramsey frolics with sharks and shows off her diamond ring. There is even an ocean-themed wedding scene.

    Yet beneath all the glossy surface lies a sombre reality: globally at least 80 million sharks are killed every year.

    The Ramsey website and the film rightly remind us of this. They also remind us that, thanks in part to the hashtag activism of Ocean Ramsey and her millions of fans and followers, Hawaii was the first state in the United States to outlaw shark fishing.

    So, Ramsey may be right to argue her ends justify the means.

  • MIL-OSI China: China’s passenger car sector reports strong growth in June

    China’s passenger car sector recorded a double-digit growth in retail sales in June as the country’s policies to boost consumption continued to take effect, the China Passenger Car Association (CPCA) said on Tuesday.

    Last month, retail sales of passenger cars in China grew by 18.1 percent year on year to exceed 2.08 million units, data from the CPCA shows.

    The association attributed the strong increase to the impact of the national consumer goods trade-in program.

    The country reaffirmed its support for the program last month, ensuring continued funding to sustain the government subsidy payment throughout 2025. The program, a key part of the country’s broader strategy to stimulate domestic consumption, encourages consumers to replace outdated products — such as home appliances and vehicles — with newer, more efficient models.

    Last month, China produced 1.2 million new energy passenger vehicles, with retail sales exceeding 1.11 million units, representing year-on-year increases of 28.3 percent and 29.7 percent, respectively.

    In the first six months of the year, retail sales of passenger cars exceeded 10.9 million units, increasing 10.8 percent year on year, according to the CPCA data.
