    Today, Governor Ron DeSantis issued Executive Order (EO) 24-208, Emergency Management – Potential Tropical Cyclone Nine, declaring a state of emergency in 41 Florida counties ahead of the storm.

    OFFICE OF THE GOVERNOR
    EXECUTIVE ORDER NUMBER 24-208
    (Emergency Management – Potential Tropical Cyclone Nine)

    WHEREAS, as of 11:00 AM EDT on Monday, September 23, 2024, showers and thunderstorms located over the northwestern Caribbean Sea and portions of Central America have been associated with a broad area of low pressure, now identified as Potential Tropical Cyclone Nine; and

    WHEREAS, based on atmospheric and oceanic data, highly conducive environmental conditions are forecast to organize and develop Potential Tropical Cyclone Nine into a tropical depression or tropical storm during the next day or two over the northwestern Caribbean Sea and southeastern Gulf of Mexico, where further development and strengthening is expected; and

    WHEREAS, forecast models indicate that this system will have a vast areal extent, and its impact will likely extend well beyond its center, along the northeast Gulf Coast; and

    WHEREAS, there is a significant threat of storm surge, coastal flooding and erosion, heavy rainfall and flash flooding, and damaging winds to the Florida Gulf Coast; and

    WHEREAS, due to the impacts from Hurricane Debby, the water tables and riverine levels across North and West-Central Florida remain above normal, and the additional incoming heavy rainfall will likely cause significant riverine flooding for an extended period; and

    WHEREAS, the incoming heavy rainfall, flooding, and gusty winds will cause widespread power outages due to fallen trees and powerlines; and

    WHEREAS,
    these conditions could damage the operational capability of major interstates, roadways, bridges, airports, schools, hospitals, power grids and other critical infrastructure; and

    WHEREAS, as Governor of Florida, I am responsible to meet the dangers presented to the State of Florida and its people by this emergency.

    NOW, THEREFORE, I, Ron DeSantis, as Governor of Florida, by virtue of the authority vested in me by Article IV, Section 1(a) of the Florida Constitution and by the Florida Emergency Management Act, as amended, and all other applicable laws, promulgate the following Executive Order, to take immediate effect:

    Section 1.        Because of the foregoing conditions, which are projected to constitute a major disaster, I declare that a state of emergency exists in Alachua, Bay, Bradford, Calhoun, Charlotte, Citrus, Collier, Columbia, Dixie, Escambia, Franklin, Gadsden, Gilchrist, Gulf, Hamilton, Hernando, Hillsborough, Holmes, Jackson, Jefferson, Lafayette, Lee, Leon, Levy, Liberty, Madison, Manatee, Marion, Monroe, Okaloosa, Pasco, Pinellas, Santa Rosa, Sarasota, Sumter, Suwannee, Taylor, Union, Wakulla, Walton, and Washington counties.

    Section 2.        I designate the Executive Director of the Division of Emergency Management (“Director”) as the State Coordinating Officer for the duration of this emergency and direct him to execute the State’s Comprehensive Emergency Management Plan and other response, recovery, and mitigation plans necessary to cope with the emergency, including any logistical, rescue or evacuation operations.  Pursuant to section 252.36(1)(a), Florida Statutes, I delegate to the State Coordinating Officer the authority to exercise those powers delineated in sections 252.36(6)-(12), Florida Statutes, which he shall exercise as needed to meet this emergency, subject to the limitations of section 252.33, Florida Statutes.  In exercising the powers delegated by this Executive Order, the State Coordinating Officer shall confer with the Governor to the fullest extent practicable.  The State Coordinating Officer shall also have the authority to:

    A. Invoke and administer the Emergency Management Assistance Compact (“EMAC”) (sections 252.921-252.9335, Florida Statutes) and other compacts and agreements existing between the State of Florida and other states, and the further authority to coordinate the allocation of resources from such other states that are made available to Florida under such compacts and agreements so as to best meet this emergency.

    B. Seek direct assistance and enter into agreements with any and all agencies of the federal government as may be needed to meet this emergency.

    C. Direct all state, regional, and local governmental agencies, including law enforcement agencies, to identify personnel needed from those agencies to assist in meeting the response, recovery, and mitigation needs created by this emergency, and to place all such personnel under the direct command and coordination of the State Coordinating Officer to meet this emergency.

    D. Direct the actions of any state agency as necessary to implement the Federal Emergency Management Agency’s National Disaster Recovery Framework.

    E. Designate Deputy State Coordinating Officers and Deputy State Disaster Recovery Coordinators, as necessary.

    F. Suspend the effect of any statute, rule, or order that would in any way prevent, hinder, or delay any mitigation, response, or recovery action necessary to cope with this emergency. In accordance with section 252.3611(1), Florida Statutes, any such order, declaration, or other action shall specify each statute or rule being amended or waived, if applicable, and the expiration date for the order or action.

    G. Enter orders as may be needed to implement any of the foregoing powers; however, the requirements of sections 252.46 and 120.54(4), Florida Statutes, do not apply to any such orders issued by the State Coordinating Officer.  No such order shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.

    Section 3.        I order the Adjutant General to activate the Florida National Guard, as needed, to deal with this emergency.  I further order the Director of the Florida State Guard to activate the Florida State Guard, as needed, to respond to this emergency.

    Section 4.        I find that the special duties and responsibilities resting upon some state, regional, and local agencies and other governmental bodies in responding to this emergency may require them to suspend or waive certain statutes, rules, ordinances, and orders they administer.  Therefore, I issue the following authorizations:

    A. Pursuant to section 252.36(6)(a), Florida Statutes, the Executive Office of the Governor may suspend all statutes and rules affecting budgeting to the extent necessary to provide budget authority for state agencies to cope with this emergency.  The requirements of sections 252.46 and 120.54(4), Florida Statutes, do not apply to any such suspension issued by the Executive Office of the Governor.  No such suspension shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.

    B. Each state agency may suspend the provisions of any regulatory statute prescribing the procedures for conduct of state business or the orders or rules of that agency, if strict compliance with the provisions of any such statute, order, or rule would in any way prevent, hinder, or delay necessary action in coping with the emergency.  This includes, but is not limited to, the authority to suspend any and all statutes, rules, ordinances, or orders which affect leasing, printing, purchasing, travel, and the condition of employment and the compensation of employees.  In accordance with section 252.3611(1), Florida Statutes, any agency order, declaration, or other action suspending a statute or rule shall specify each statute or rule being amended or waived, if applicable, and the expiration date for the order or action.  The requirements of sections 252.46 and 120.54(4), Florida Statutes, shall not apply to any such suspension issued by a state agency. No such suspension shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.

    C. In accordance with section 252.38(3), Florida Statutes, each political subdivision within the State of Florida may waive the procedures and formalities otherwise required of the political subdivision by law pertaining to:

    1) Performance of public work and taking whatever prudent action is necessary to ensure the health, safety, and welfare of the community;

    2) Following local procurement and contracting policies;

    3) Entering into contracts; however, political subdivisions are cautioned against entering into time and materials contracts without a ceiling as defined by 2 CFR 200.318(j) or cost plus a percentage of cost contracts prohibited by 2 CFR 200.324(d);

    4) Incurring obligations;

    5) Employment of permanent and temporary workers;

    6) Utilization of volunteer workers;

    7) Rental of equipment;

    8) Acquisition and distribution, with or without compensation, of supplies, materials, and facilities; and

    9) Appropriation and expenditure of public funds.

    D. All agencies whose employees are certified as disaster service volunteers within the meaning of section 110.120(2)(d), Florida Statutes, may, in accordance with section 110.120(3), Florida Statutes, release any such employees for such service as requested by the employee to meet this emergency.

    E. The Secretary of the Florida Department of Transportation (DOT) may:

    1) Waive the collection of tolls and other fees and charges for the use of the Turnpike and other public highways, to the extent such waiver may be needed to provide emergency assistance or facilitate the evacuation of the affected counties;

    2) Manage the flow of traffic or close any and all roads, highways, and portions of highways as may be needed for the safe and efficient transportation of evacuees to those counties that the State Coordinating Officer may designate as destination counties for evacuees in this emergency;

    3) Suspend enforcement of the registration requirements pursuant to section 316.545(4), Florida Statutes, for commercial motor vehicles that enter Florida to provide emergency services or supplies, to transport emergency equipment, supplies or personnel, or to transport FEMA mobile homes or office style mobile homes into or from Florida;

    4) Waive by special permit the warning signal requirements in the Utility Accommodations Manual to accommodate public utility companies from other jurisdictions which render assistance in restoring vital services; and

    5) Waive the size and weight restrictions for divisible loads on any vehicles transporting emergency equipment, services, supplies, and agricultural commodities and citrus as recommended by the Commissioner of Agriculture, allowing the establishment of alternate size and weight restrictions for all such vehicles for the duration of the emergency.  The DOT shall issue permits and such vehicles shall be subject to such special conditions as the DOT may endorse on any such permits.

    Nothing in this Executive Order shall be construed to allow any vehicle to exceed weight limits posted for bridges and like structures, or relieve any vehicle or the carrier, owner, or driver of any vehicle from compliance with any restrictions other than those specified in this Executive Order, or from any statute, rule, order, or other legal requirement not specifically waived or suspended herein or by supplemental order by the State Coordinating Officer.

    F. The Executive Director of the Department of Highway Safety and Motor Vehicles (DHSMV) may:

    1) Suspend enforcement of the registration requirements pursuant to sections 316.545(4) and 320.0715, Florida Statutes, for commercial motor vehicles that enter Florida to provide emergency services or supplies, to transport emergency equipment, supplies or personnel, or to transport FEMA mobile homes or office style mobile homes into or from Florida;

    2) Waive the hours-of-service requirements for such vehicles;

    3) Suspend the enforcement of the licensing and registration requirements under the International Fuel Tax Agreement (IFTA) pursuant to chapter 207, Florida Statutes, and the International Registration Plan (IRP) pursuant to section 320.0715, Florida Statutes, for motor carriers or drivers operating commercial motor vehicles that are properly registered in other jurisdictions and that are participating in emergency relief efforts through the transportation of equipment and supplies or providing other assistance in the form of emergency services;

    4) Waive fees for duplicate or replacement vessel registration certificates, vessel title certificates, vehicle license plates, vehicle registration certificates, vehicle tag certificates, vehicle title certificates, handicapped parking permits, replacement drivers’ licenses, and replacement identification cards and to waive the additional fees for the late renewal of or application for such licenses, certificates, and documents due to the effects of adverse weather conditions; and

    5) Defer administrative actions and waive fees imposed by law for the late renewal or application for the above licenses, certificates, and documents, which were delayed due to the effects of adverse weather conditions, including in counties wherein the DHSMV has closed offices, or any office of the County Tax Collector that acts on behalf of the DHSMV to process renewals has closed offices due to adverse weather conditions.  Recordkeeping and other applicable requirements for existing IFTA and IRP licensees and registrants are not affected by this Executive Order.  The DHSMV shall promptly notify the State Coordinating Officer when the waiver is no longer necessary.

    G. In accordance with section 465.0275(2), Florida Statutes, pharmacists may dispense up to a 30-day emergency prescription refill of maintenance medication to persons who reside in an area or county covered under this Executive Order and to emergency personnel who have been activated by their state or local agency but who do not reside in an area or county covered by this Executive Order.  In accordance with section 465.019(4)(b), Florida Statutes, a hospital that operates a Class II or Class III institutional pharmacy located in an area or county covered under this Executive Order may prescribe and dispense a supply of medicinal drug lasting up to 72 hours.

    H. All state agencies responsible for the use of state buildings and facilities may close such buildings and facilities in those portions of the State affected by this emergency, to the extent necessary to meet this emergency.  I direct each state agency to report the closure of any State building or facility to the WebEOC system utilized by the Division of Emergency Management.  Under the authority contained in section 252.36, Florida Statutes, I direct each county to report the closure of any building or facility operated or maintained by the county or any political subdivision on a daily basis to the WebEOC system.  Furthermore, I direct the Secretary of the Department of Management Services to:

    1) Maintain an accurate and up-to-date list of all such closures; and

    2) Provide that list daily to the State Coordinating Officer.

    I. All State agencies may abrogate the time requirements, notice requirements, and deadlines for final action on applications for permits, licenses, rates, and other approvals under any statutes or rules under which such application are deemed to be approved unless disapproved in writing by specified deadlines.  All such time requirements that have not yet expired as of the date of this Executive Order are suspended and tolled to the extent necessary to meet this emergency.

    J. All agencies shall implement Selected Exempt Services (SES) Extraordinary Payment Plans and Career Service Regular Compensatory Leave Payment Plans for:

    1) All essential agency personnel who are required to work extraordinary hours when state-owned or state-operated facilities are closed in response to an emergency condition.  Employees who are eligible to receive extraordinary pay under the agency’s activated plan shall accrue special compensatory leave credits for work performed during facility closures up to the number of hours in the employee’s established workday.  For these employees, any additional time worked beyond the employee’s established workday during facility closures will result in extraordinary pay;

    2) All agency personnel who are assigned to the State Emergency Operations Center and are required to work extraordinary hours; and

    3)  All agency personnel who are deployed throughout the state in response to an emergency condition and are required to work extraordinary hours.

    K. All State agencies may waive the forty-day time limit to issue a warrant pursuant to section 215.422(3)(b), Florida Statutes.  This waiver applies to invoices and reimbursement requests arising from this emergency that were received, inspected, and approved by the agency prior to the expiration of this Executive Order, including any extension thereof.  This waiver of section 215.422(3)(b), Florida Statutes, and all waivers based upon this waiver shall expire upon the expiration of this Executive Order, including any extension thereof.

    L. The provisions of section 934.50, Florida Statutes, excluding subsection (4), are waived for state and local agencies conducting emergency operations arising from the state of emergency for the limited purpose of capturing aerial evidence concerning the amount of damage sustained to private and public property; to assist in search, rescue, and recovery activities; and prevent imminent danger to life or serious damage to property.

    Section 5.        All public facilities, including elementary and secondary schools, community colleges, state universities, and other facilities owned or leased by the state, regional or local governments that are suitable for use as public shelters shall be made available at the request of the local emergency management agencies to ensure the proper reception and care of all evacuees.  Under the authority contained in section 252.36, Florida Statutes, I direct the Superintendent of each public-school district in the State of Florida to report the closure of any school within its district to the Commissioner of the Florida Department of Education.  Furthermore, I direct the Commissioner of the Department of Education to:

    A. Maintain an accurate and up-to-date list of all such closures; and

    B. Provide that list daily to the State Coordinating Officer.

     Section 6.        I find that the demands placed upon funds specifically appropriated to state and local agencies for disaster relief or response are unreasonably great and that such funds may be inadequate to pay the costs of coping with this emergency.  In accordance with section 252.37(2), Florida Statutes, I direct that sufficient funds be made available, as needed, by transferring and expending moneys from the Emergency Preparedness and Response Fund.

     Section 7.        All state agencies entering emergency orders, emergency rules, or other emergency actions in response to this emergency shall advise the State Coordinating Officer contemporaneously or as soon as practicable thereafter, and, pursuant to section 252.36(3)(b), Florida Statutes, shall submit the order or declaration to the Division of Administrative Hearings within five (5) days of issuance.

    Section 8.        Medical professionals and workers, social workers, and counselors with good and valid professional licenses issued by states other than the State of Florida may render such services in Florida during this emergency for persons affected by this emergency with the condition that such services be rendered to such persons free of charge, and with the further condition that such services be rendered under the auspices of the American Red Cross or the Florida Department of Health.

    Section 9. Pursuant to section 501.160, Florida Statutes, it is unlawful and a violation of section 501.204, Florida Statutes, for a person to rent or sell or offer to rent or sell at an unconscionable price within the area for which the state of emergency is declared, any essential commodity including, but not limited to, supplies, services, provisions, or equipment that is necessary for consumption or use as a direct result of the emergency.

    Section 10.        Under the authority contained in sections 252.36(6)(a), (g), and (m), Florida Statutes, I direct that, for the purposes of this emergency, the term “essentials”, as defined by section 252.359(2), Florida Statutes, shall be the same as and no more expansive than the term “commodity”, as defined by section 501.160(1)(a), Florida Statutes (hereinafter referred to collectively or alternatively as “essential commodities”).  Accordingly, any person who delivers essential commodities to a location in the area(s) declared to be under a state of emergency by this Executive Order, and when necessary to ensure that those commodities are made available to the public, may travel within evacuated areas and exceed curfews, provided the State Coordinating Officer determines, after consultation with the appropriate Emergency Support Function(s), that:

    A. Law enforcement officials in the declared area(s) can provide adequate security to protect the essential commodities from theft;

    B. The weight of a delivery vehicle will not jeopardize the structural integrity of any roadway or bridge located within the declared area;

    C. Delivery vehicles will not negatively impact evacuation activities in the declared area(s); and

    D. Delivery vehicles will not negatively impact any response or recovery activities occurring within the declared area(s).

    After consulting with the appropriate Emergency Support Function(s), and after consulting with local officials, the State Coordinating Officer may dictate the routes of ingress, egress, and movement within the declared area(s) that drivers must follow when delivering essential commodities.

    Provided he or she is actually delivering medications, any person authorized to deliver medications under chapter 893, Florida Statutes, qualifies as a person delivering essential commodities.

    In order to qualify as a person delivering essential commodities under this section, a person must be in the process of delivering essential commodities only.  If an individual is transporting both essential and non-essential commodities, then this section shall not provide any authorization for that individual to enter into or move within the declared area(s).

    Section 11.        Consistent with Executive Order 80-29, nothing in this Executive Order shall prevent local jurisdictions in any area not declared to be under a state of emergency by this Executive Order from taking prompt and necessary action to save lives and protect the property of their citizens, including the authority to compel and direct timely evacuation when necessary.

    Section 12.         I authorize the Florida Housing Finance Corporation to distribute funds pursuant to section 420.9073, Florida Statutes, to any county, municipality, or other political subdivision located within the area(s) declared to be under a state of emergency by this Executive Order.  The authority of the Florida Housing Finance Corporation to distribute funds in connection with this emergency shall expire six months after the expiration of this Executive Order, including any extension thereof.

         Section 13.      All actions taken by the Director of the Division of Emergency Management with respect to this emergency before the issuance of this Executive Order are ratified.

    Section 14.     This Executive Order is effective immediately and shall expire sixty (60) days from this date unless extended.

  • MIL-OSI USA: $38 Million Bridge Project in Albany and Rensselaer Counties

    Governor Kathy Hochul today announced the start of a $38.2 million bridge superstructure rehabilitation and resiliency project on the historic Castleton-On-Hudson Bridge over the Hudson River connecting Albany and Rensselaer counties. The project is the final step in the Thruway Authority’s restoration of the more than one-mile blue cantilever truss bridge that is traveled by more than six million vehicles per year and is a vital economic gateway for tourism and commercial traffic traveling from New England into New York State and beyond.

    “The Biden-Harris administration understand the importance of investing in infrastructure to boost and maintain economies, both locally and across the country,” Governor Hochul said. “The Castleton Bridge is among the thousands of bridges in New York crucial for transporting people and goods. I appreciate the Thruway Authority and our federal partners for their support and efforts toward modernizing our transportation system.”

    The project is being partially funded by a $21 million federal grant that was awarded to the Thruway Authority in April 2023 for their 2022 grant application to restore the Castleton-on-Hudson Bridge as part of the U.S. Department of Transportation’s Federal Highway Administration Bridge Investment Program.

    Thruway Authority Executive Director Frank G. Hoare said, “With the support of our federal partners at the U.S. Department of Transportation, the Castleton Bridge will continue to serve millions of drivers for decades to come. This project will significantly prolong the superstructure’s lifespan and by utilizing the grant funding, it enables the Authority to allocate resources to other vital transformative projects throughout the state.”

    Senate Majority Leader Charles Schumer said, “The Castleton-On-Hudson Bridge is a vital gateway in the Capital Region connecting Albany and Rensselaer counties and the New York State Thruway to the Berkshire Spur and the Massachusetts Turnpike, but its deteriorating infrastructure has put Upstate travelers at risk and hindered economic development. I fought to increase funding for the federal Bridge Investment Program when I crafted my Bipartisan Infrastructure Investment & Jobs Law with improvements like this in mind. Now, this program is delivering millions in federal support, the final push needed in this project to extend the service life of the bridge by over 50 years, boosting the Capital Region economy and giving travelers a safer, more secure commute. I’m grateful for Governor Hochul’s partnership in ensuring this bridge is ready and safe for people to use.”

    Representative Congressman Paul Tonko said, “For the past several years, I’ve been proud to push for federal funding to upgrade our Capital Region’s critical infrastructure and ensure the safe and efficient movement of people and goods across our region. That’s why today, I’m thrilled to celebrate the beginning of the final stage of the restoration of the historic Castleton-on-Hudson Bridge. This project, along with other infrastructure updates across New York State, will provide significant benefits for our local commuters, small business, and our entire regional economy. Investments in our bridges help strengthen the vital connections that keep our communities thriving and moving forward, and I’m eager to see how the completion of this project will support Capital Region residents for years to.”

    Assemblymember William Magnarelli said, “Investing in our Thruway, specifically the Castleton-on-Hudson, reinforces New York State’s commitment to protecting and enhancing our statewide infrastructure thereby strengthening economic development and our quality of life. The safety improvements and renovations will benefit both residents and those visiting the area by improving the reliability of the Thruway.”

    Opened in 1958, the Castleton-On-Hudson Bridge, more commonly referred to as the Castleton Bridge, connects the Berkshire Spur section to the Thruway’s mainline (I-87), and carries traffic over the Hudson River as well as Schodack Island State Park. The Castleton Bridge stands approximately 135 feet above the Hudson River and includes 43 segments and more than 364,000 square-feet of concrete decking.

    The first stage of the project is now underway and includes the construction of two crossover areas that will allow for a traffic shift beginning in the spring of 2025, as well as work under the bridge.

    In the spring of 2025, eastbound traffic entering the Berkshire Spur from the Thruway mainline (I-87) will be shifted to the westbound lanes of the bridge while construction crews remove and completely replace the eastbound bridge deck. During this stage, all traffic on the Castleton Bridge will remain reduced to one travel lane in each direction. The traffic shift is expected to be in place through the fall of 2025.

    The project also includes steel repairs to girders and truss members, replacement of bridge bearings and safety upgrades including bridge rail replacement, new highway signs, mile-post delineators, reflective pavement markings and milled-in audible roadway delineators (MIARDs).

    DA Collins Construction of Wilton, New York was selected as the contractor for the project after a competitive bidding process.

    The project is expected to be complete in Summer 2026.

    Over the last three years, the Thruway Authority has invested approximately $85 million into the restoration of the Castleton Bridge. In 2023, a $47.6 million project was completed on the Castleton Bridge which included the deck replacement of the westbound travel lanes, repairs to the deck on the eastbound travel lanes, replacement of the center median and bridge steel repairs. The project was the first major rehabilitation to the driving surface of the Castleton Bridge since 2009. The massive steel trusses were repainted in 2016 and maintenance was regularly performed by Thruway Maintenance crews to prolong the lifespan of the driving surface. With the completion of these two projects, the anticipated service life of the superstructure will be extended by approximately 50 years.

    Motorists are urged to be alert and follow the posted work zone speed limits. Fines are doubled for speeding in a work zone.

    To further enhance safety for workers in a work zone, Governor Hochul signed legislation establishing the Automated Work Zone Speed Enforcement pilot program. The safety enforcement program began in April 2023 and is in effect in various active construction zones on the Thruway. Work zones with speed camera enforcement will have clear signage leading up to it and motorists violating the posted speed limit within the work zone will be fined.

    Thruway Authority Federal Grants

    The Authority has applied for and secured more than $64 million of federal funding from competitive grant programs funded by the Bipartisan Infrastructure Law since 2021.

    In April 2024, the Thruway Authority was awarded a $39 million federal grant for infrastructure enhancements at the South Grand Island Bridges in Western New York. The original Grand Island bridges were constructed in 1935 and will undergo strengthening and essential upgrades to make them more resistant against seismic loading caused by an earthquake.

    About The Thruway Authority

    The Governor Thomas E. Dewey Thruway, built in the early 1950s, is one of the oldest components of the National Interstate Highway System and one of the longest toll roads in the nation. The maintenance and operation of the Thruway system is funded primarily by tolls. The Thruway Authority does not receive any dedicated federal, state or local tax dollars and is paid for by those who drive the Thruway, including one-third of drivers from out-of-state.

    The Thruway is considered one of the safest roadways in the country with a fatality rate far below the nationwide index, and toll rates are among the lowest in the country compared to similar toll roads. The Thruway’s base passenger vehicle toll rate is less than $0.05 per mile, compared to the Ohio Turnpike ($0.06 per mile), the New Jersey Turnpike ($0.11 and $0.31 per mile) and the Pennsylvania Turnpike ($0.14 per mile).

    The Authority’s 2024 Budget invests a total of $451 million to support its Capital Program, which is expected to invest $2.4 billion into capital projects over the next five years — a $500 million increase following the enacted toll adjustment that went into effect on January 1, 2024. The increased investment will lead to work on approximately half of the Thruway’s more than 2,800 lane miles as well as projects on approximately 90 of Thruway’s 817 bridges.

    For up-to-date travel information, motorists are encouraged to download the mobile app which is available to download for free on iPhone and Android devices. The app provides motorists direct access to real-time traffic and navigation assistance while on the go. Travelers can also visit the Thruway Authority’s interactive Traveler Map which features live traffic cameras. Motorists can also sign up for TRANSalert e-mails, which provide the latest traffic conditions along the Thruway.

  • MIL-OSI USA: Overturning the Biden-Harris De Facto EV Mandate

    Exactly six months ago, the Biden-Harris Administration’s EPA announced its overreaching and unrealistic vehicle tailpipe emissions rule, which is essentially a de facto ban on the sale of gas-powered and traditional hybrid vehicles, forcing automakers to produce and sell more electric vehicles (EVs). This tone-deaf rule was just another attempt by the Biden-Harris Administration to cater to extreme climate activists.

    Not only are EVs proven less reliable than vehicles with internal combustion engines, but they can also present major financial challenges for consumers in rural areas, like much of the 4th District. This is a reality that can’t be ignored. To make matters worse, scientific data shows that the Biden-Harris Administration’s preposterous push for electrification may actually do more harm than good for our environment.

    If all U.S. passenger cars and light-duty trucks were magically converted to EVs overnight, global greenhouse gas emissions would [theoretically] only be reduced by less than 1% (0.89%), according to data from the U.S. Government. That statistic doesn’t even consider the embedded carbon in EVs due to the massive amounts of mining and mineral processing required to build EVs, nor does it consider the added electricity generation required to meet the needs to power that many EVs. On top of all this, we’re handing the keys to China to produce EV batteries, while taxpayers foot the bill for hundreds of billions of dollars to fund it. This is not only flawed science and lousy policy but would also result in devastating environmental outcomes and economics.

    While EVs are an innovative technology that may be right for some consumers, they are not the solution for long-term and meaningful emissions reductions. They certainly should not be forced onto the American consumer by the federal government, nor should taxpayer dollars fund their production under the false guise of saving the planet.

    I am committed to standing up to onerous rules like this that threaten Americans’ consumer rights. I’m proud to share that this week, the U.S. House of Representatives passed H.J. Res 136, a Congressional Review Act (CRA), that I cosponsored to overturn the EPA’s asinine tailpipe vehicle emissions rule. CRAs are tools that Congress can utilize to protect Americans from overreaching rules issued by federal agencies, such as this one. H.J. Res 136 will be a major step in safeguarding our environment and defending Americans’ consumer choice. With the Passage of this CRA, we’re ensuring that American consumers – not the Biden-Harris EPA – decide for themselves what vehicle works best for their families.

  • MIL-OSI Security: Coldbrook — RCMP investigates fatal crash in Coldbrook

    Kings District RCMP is investigating a fatal crash that occurred in Coldbrook.

    On September 22, at approximately 2:15 p.m., Kings District RCMP, fire services, and EHS responded to a report of a single-vehicle crash on Highway 101 near Exit 14. Officers learned that a Volkswagen GTI was travelling west and veered off the road on the north side of the highway.

    The driver, a 39-year-old Dartmouth man, reported minor injuries. The passenger, a 34-year-old woman from Dartmouth, was ejected from the vehicle and transported to hospital, where she was pronounced deceased.

    An RCMP collision reconstructionist attended the scene and the investigation is ongoing.

    Hwy. 101 was closed in both directions between exits 13 and 14 for several hours, but has since reopened.

    Our thoughts are with the victim’s loved ones at this difficult time.

  • MIL-OSI Security: Texas “Proud Boy” Found Guilty of Felony and Misdemeanor Charges for Action During January 6 Capitol Breach

             WASHINGTON – A Texas man and member of the Proud Boys was found guilty of felony and misdemeanor charges on September 18, 2024, related to his conduct during the January 6, 2021, breach of the U.S. Capitol. His actions and the actions of others disrupted a joint session of the U.S. Congress convened to ascertain and count the electoral votes related to the 2020 presidential election.

             Jeffrey David Reed, 49, of Rosanky, Texas, was found guilty of a felony offense of civil disorder and misdemeanor offenses of entering or remaining in a restricted building or grounds, disorderly or disruptive conduct in a restricted building or grounds, disorderly conduct in a Capitol building, and parading, demonstrating, or picketing in a Capitol building.

             Reed was convicted by U.S. District Chief Judge James E. Boasberg following a bench trial in District Court for the District of Columbia. Chief Judge Boasberg will sentence Reed on December 20, 2024.

             According to evidence presented during the trial, Reed, a member of the Proud Boys’ Hudson Valley chapter in New York, participated in the January 6, 2021, events in Washington, D.C., as part of the group’s organized efforts. Specifically, Reed was part of the group who broke through metal bike rack barriers, and snow fencing with “Area Closed” signs, to push through a line of officers at the first breach of the restricted perimeter near the Peace Circle.

             This forced police officers, overrun by the numbers of the crowd, to run back up the Pennsylvania Walkway toward the Capitol and regroup, forming a second police line between rioters and the Capitol. As the crowd advanced, Reed ran up to the front of the mob and reached the next set of barricades, consisting of metal bike racks. Capitol Police had erected these barriers to protect the Capitol and keep the crowd at bay. Reed grabbed one of the bike racks with both hands, lifted it, and moved it aside, clearing a path for thousands of rioters to push forward toward the Capitol building. The overwhelmed police officers, outnumbered by the advancing mob, were forced to retreat on the West Plaza.

             Reed continued onward toward the Capitol, confronting a third police line formed by officers behind a metal railing that was part of the construction for the Inaugural Stage. At this point, still at the front of the crowd, Reed was face to face with officers—yelling and pointing at them. Despite law enforcement’s efforts to hold the line for over an hour, they were ultimately overrun. The mob, emboldened by their numbers, surged forward once again, overpowering the police and advancing onto the Capitol’s West Plaza. During the crowd’s efforts to stop the crowd from gaining access to a critical access point—the Southwest staircase—Reed physically pulled another metal bike rack with both hands, using his body weight to try to yank the bike rack away from a police officer. This struggle ended in an officer falling to the ground. The crowd, including Reed, stormed the Southwest staircase and the Inaugural Stage before breaching the Capitol building itself.

             At approximately 2:26 p.m., Reed entered the Capitol through the Senate Wing Door, stepping over broken glass and into the chaos. Once inside, he made his way to the Speaker’s Lobby, just outside the House Chamber. Reed exited the Capitol approximately 16 minutes later, through the East Rotunda Door, at around 2:49 p.m. Once exiting the Capitol, Reed remained on Capitol grounds in the restricted area on the East front—climbing on top of law enforcement vehicles and ripping up a “Police Lives Matter” flag on the East steps of the Capitol.

              This case is being prosecuted by the United States Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section. Valuable assistance was provided by the United States Attorney’s Office for the Western District of Texas.

             This case is being investigated by the FBI’s San Antonio and Washington Field Offices, as well as the New York Field Office. Valuable assistance was provided by the United States Capitol Police and the Metropolitan Police Department.

             In the 44 months since January 6, 2021, more than 1,504 individuals have been charged in nearly all 50 states for crimes related to the breach of the U.S. Capitol, including more than 560 individuals charged with assaulting or impeding law enforcement, a felony. The investigation remains ongoing.

  • MIL-OSI Security: Four Men Sentenced for Actions During January 6 Capitol Breach

              WASHINGTON – Four men from Kentucky, North Carolina, Texas, and Virginia were sentenced to various terms after they were convicted of multiple felony and misdemeanor charges related to their conduct during the Jan. 6, 2021, breach of the U.S. Capitol. Their actions and the actions of others disrupted a joint session of the U.S. Congress convened to ascertain and count the electoral votes related to the 2020 presidential election.

              Sentenced on Sept. 19, 2024, by U.S. District Judge Jia M. Cobb are Stephen Chase Randolph, 34, of Harrodsburg Kentucky; James Tate Grant, 31, of Cary, North Carolina; Jason Benjamin Blythe, 28, of Fort Worth, Texas; and Paul Russell Johnson, 38, of Lanexa, Virginia.

              Randolph was sentenced to 8 years in prison, 36 months of supervised release, and ordered to pay $2,000 in restitution.

              Grant was sentenced to 36 months in prison, 36 months of supervised release, and ordered to pay $2,000 in restitution.

              Blythe was sentenced to 30 months in prison, 36 months of supervised release, and ordered to pay $2,000 in restitution.

              Johnson was sentenced to five years of probation, conditions of which include, intermittent confinement on the weekends for the first year, followed by two years of home and ordered to pay a $25,000 fine and $2,000 in restitution. 

              A fifth defendant, Ryan Samsel, 40, of Bristol, Pennsylvania, will be sentenced on February 4, 2025

              All five defendants were convicted of civil disorder. Ryan Samsel and Steven Chase Randolph were found guilty of assaulting Officer C.E. with a deadly or dangerous weapon and inflicting bodily injury (a metal crowd control barrier). James Tate Grant, Paul Russell Johnson, and Benjamin Blythe were found guilty of assaulting Officer D.C. with a deadly or dangerous weapon (a metal crowd control barrier). Randolph was convicted of an additional felony charge of assaulting, resisting, or impeding Officer D.C. Samsel was convicted of additional felony charges of civil disorder, assaulting, resisting, or impeding certain officers; and assaulting, resisting, or impeding certain officers using a dangerous weapon (a wooden plank).

              According to evidence presented during the trial, the group participated in the first breach of the restricted Capitol grounds on Jan. 6, 2021, and led the initial attack on United States Capitol Police (USCP) officers. Their attack paved the way for thousands of rioters to storm the Capitol grounds.

              At approximately 12:40 p.m., the five men joined with other rioters at the Peace Circle, across from the Capitol grounds. Here, the sidewalk at the edge of the Capitol grounds across the street from the Peace Circle was blocked by linked bike-rack barricades. A second set of bike rack barricades, with signs that read “Area Closed By Order of the United States Capitol Police Board” and reinforced with snow fencing and zip ties, barred the way up the Pennsylvania Walkway, a footpath that runs from the Capitol to the sidewalk across the street from the Peace Circle.

              At about 12:50 p.m., Samsel approached the first barricade, opened a section, entered the restricted grounds, and approached the Capitol via the Pennsylvania Walkway. This marked the first breach of the restricted perimeter. Grant followed closely behind Samsel and waived the crowd forward onto the restricted grounds. Defendants Johnson, Blythe, Randolph, and others in the crowd followed Grant and Samsel past the first barricade and walked toward the officers standing behind the second barricade. At around that same time, Johnson shouted a series of exclamations, including “Let’s go!” “We pay your bills!” and “You back the f— off!” over his megaphone.

              Samsel and Grant then began to forcibly push and pull on the second barricade while officers held it in place. Samsel stopped pushing long enough to remove his denim jacket, hand it to someone off-camera, and turn his red “Make America Great Again” hat around backward. Johnson handed off his megaphone and backpack to someone behind him in the crowd. Randolph began to forcibly push and pull on the fence directly across from USCP officers. Johnson, Grant and Samsel joined Randolph in lifting the linked metal bike rack barricade off the ground. Blythe moved forward and grabbed the barricade with the other four defendants, and the five drove the metal bike rack barricade into a line of USCP officers.

              As they drove the metal bike rack barricade at the police line, one officer was struck in the face. The force of the strike threw the officer backward and caused the officer to slam their head twice: first against a metal handrail, then against the stairs. The officer lost consciousness and suffered a concussion. Another officer was driven several feet backward by the metal bike rack barricade until the back of their body ran into the stairwell and handrail behind them.

              After the five defendants pushed the metal bike rack barricade into the USCP officers, Randolph jumped over the barricade and grabbed an officer. By this point, the barricades were down, and the officers outmanned. The defendants and the rest of the rioters quickly overwhelmed the police line, and the USCP officers retreated backward toward the Capitol building. The rioters, including the five defendants, then walked to the Capitol building.

    Each of the five men continued to fuel the riot on January 6th. Samsel assaulted other officers, Johnson incited the crowd over a megaphone, and Grant entered the Capitol building, while Blythe and Randolph climbed to the Upper West Terrace. The five remained at the Capitol for hours. Samsel’s additional assaultive and destructive conduct included grabbing the riot shield of a law enforcement officer while rioters were attempting to overtake police, tearing through the tarp in the scaffolding on the Capitol grounds, waving a flag in the officers’ faces, and taking a 2×4 plank of wood from the scaffolding and throwing it at a group of Metropolitan Police Department (MPD) officers as they struggled to maintain a police line.

              Defendant Grant climbed through one of the broken windows next to the Senate Wing door and into the Capitol building at approximately 2:50 p.m. He then stormed the halls with other rioters and was recorded with others inside Senator Merkley’s office. Blythe stayed on the Capitol grounds for hours. He climbed the media tower at the steps of the Capitol and joined others in resisting officers who were attempting to clear rioters.

              Johnson moved with rioters to the West Plaza. Using his megaphone, Johnson loudly and continuously shouted commands to the crowd, alerted them to what he perceived to be happening inside the building, and encouraged them to take action to stop the Congressional proceedings from taking place. Randolph also remained on Capitol grounds for hours, eventually climbing onto the Upper West Terrace, where he observed law enforcement engaged in a struggle with rioters inside and outside the inaugural archway, also known as the Tunnel.

              This case was prosecuted by the U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section. Valuable assistance was provided by the U.S. Attorney’s Office for the Eastern District of Pennsylvania, Eastern District of North Carolina, Eastern District of Virginia, Eastern District of Kentucky, and the Northern District of Texas.

              This case was investigated by the FBI field offices in Philadelphia, Charlotte, Norfolk, Louisville, Dallas, and Washington, D.C. Valuable assistance was provided by the United States Capitol Police and the Metropolitan Police Department. Samsel was identified as BOLO #51, Grant #50, Johnson #49, Randolph #168, and Blythe #52 on the FBI’s seeking information photos.

Every day since, the Biden-Harris Administration has led and delivered on the most ambitious climate, conservation, clean energy, and environmental justice agenda in history, including securing the largest ever climate investment and unleashing a clean energy manufacturing boom that has attracted hundreds of billions of dollars in private sector investment; created hundreds of thousands of new clean energy jobs; and lowered energy costs for families while delivering cleaner air and water for communities across the country.

    As business leaders, government officials, young people, and other advocates from around the world gather in New York City to participate in Climate Week, tomorrow President Biden will deliver remarks in New York City highlighting his Administration’s unprecedented progress in tackling the climate crisis, cutting energy costs for everyday Americans, and creating good-paying union jobs.

    Biden-Harris Administration’s Top Climate Accomplishments

    Deploying Clean, Affordable Electricity and Strengthening America’s Power Grid
    Through the Inflation Reduction Act and Bipartisan Infrastructure Law, President Biden has secured unprecedented investments in a clean power sector, unleashing a boom in American solar, wind, battery storage, nuclear, and other clean energy technologies that are creating good-paying jobs and saving families money on utility bills. President Biden’s Investing in America agenda is supporting the U.S. offshore wind industry, transmission buildout and other power grid upgrades, residential solar for low-income households, investments in clean electricity across rural America, efficient permitting to get new projects built, and American manufacturing of clean energy technologies. Since the start of the Biden-Harris Administration, the US has added more than 100 gigawatts of new clean energy – enough to power more than 25 million homes. Thanks to the Inflation Reduction Act, clean energy project developers get access to expanded tax incentives if they pay workers prevailing wages and employ registered apprentices,  build their projects with domestic content, or locate projects in historic energy communities—provisions that are helping make more clean energy jobs good-paying and union jobs, supporting American manufacturing, and driving clean energy investment to the places that can benefit the most.

     
    Bolstering Climate Resilience and Adaptation

    The Biden-Harris Administration is taking a whole-of-government approach to addressing climate impacts, including through Federal climate adaptation planning and integrating consideration of climate impacts into Federal policies, programs, and funding. The Administration released a National Climate Resilience Framework and President Biden secured more than $50 billion for climate resilience and adaptation investments that are upgrading aging roads and bridges, including critical evacuation routes; restoring critical waterways, forests, and urban greenspaces; building forest health and reducing wildfire risk; bolstering water infrastructure and drought resilience across the American West; reducing the risk to federal assets from future floods; and modernizing our electric grid. Through portals like Climate Mapping for Resilience and Adaptation (CMRA) and Heat.gov, the Administration is equipping communities with the information and resources they need to assess climate risks and implement adaptation actions in their communities. With historic investments from the President’s Investing in America agenda, the Administration stabilized the short-term security of the Colorado River and is making investments to ensure the long-term stability of the Colorado River Basin.
     
    Accelerating a Clean Transportation Future

    Last year, the Biden-Harris Administration released the National Blueprint for Transportation Decarbonization, a landmark strategy for eliminating nearly all greenhouse gas emissions from the U.S. transportation sector by 2050. The Administration’s Bipartisan Infrastructure Law and Inflation Reduction Act invest tens of billions to decarbonize maritime,  truckingtransitrail, and aviation, all while making communities more walkablebikeable, and connected. The Bipartisan Infrastructure Law is also investing $7.5 billion to build a nationwide network of convenient, reliable electric vehicle (EV) charging infrastructure along corridors and within communities, and $5 billion to put clean school buses on our roads. In addition, the President rallied automakers and autoworkers around a historic goal of having electric vehicles account for at least 50% of new passenger vehicles sold by 2030. To support this goal while driving down consumer costs, the Administration secured tax credits that reduce the cost of new or used clean vehicles by thousands of dollars directly at the dealership as well as tax credits to deploy EV charging and alternative fueling infrastructure to support clean vehicle deployment needs for individuals and businesses within rural and low income communities. The Administration is also leading by example to electrify the federal vehicle fleet, including 66,000 U.S. Postal Service delivery vehicles over five years.

     
    Cutting Energy Costs and Pollution at Homes, Schools, and in Communities

    Last year, 3.4 million American families saved $8.4 billion from IRA home energy tax credits for heat pumps, insulation, solar, and other clean energy technologies, and today states across the US are rolling out IRA rebates of up to $14,000 per household to help low- and middle-income families afford cost-saving electric appliances and energy efficiency improvements. The President established a $20 billion national clean energy financing network that will support tens of thousands of clean energy projects and cost-saving retrofits, reducing or avoiding up to 40 million metric tons of carbon pollution annually over the next seven years. The Biden-Harris Administration has also strengthened energy efficiency standards to save households and businesses money, with standards updated by DOE for dozens of appliances expected to provide nearly $1 trillion in consumer savings over 30 years, saving the average household more than $100 a year while also reducing greenhouse gas emissions by more than 2 billion metric tons. Schools across the country are using IRA clean energy tax credits and elective pay to install solar, energy storage, and ground source heat pumps.

    Revitalizing American Manufacturing for the Clean Economy

    President Biden’s Investing in America agenda has helped catalyze historic manufacturing growth, with factories opening across the nation. The private sector has committed over $910 billion in investments in American manufacturing and clean energy, including sectors central to our industrial strength. The President’s agenda is helping to make U.S. manufacturing the cleanest and most competitive in the world. The Inflation Reduction Act is investing more than $6 billion to slash climate pollution and support workers and community health at U.S. factories producing the steel, aluminum, cement, and other materials that form the backbone of our economy, nearly $2 billion to support shuttered or at-risk auto facilities retain or re-hire workers to support manufacturing in the electric vehicle supply chain, over $3 billion to bolster battery manufacturing, and over $4 billion through the Federal Buy Clean Initiative to bolster markets to buy cleaner materials. The Biden-Harris Administration’s historic steps to reduce super-polluting methane and hydrofluorocarbons are also harnessing American innovation and creating good-paying union jobs. 
     
    Advancing Environmental Justice

    Since Day One, the Biden-Harris Administration has prioritized a whole-of-government approach to environmental justice. The President signed a historic Executive Order that mobilizes the federal government to bring clean energy and healthy environments to all and mitigate harm to those who have suffered from pollution and environmental burdens like climate change. Through the Justice40 Initiative, over 500 programs across 19 federal agencies are being reimagined and transformed to maximize the benefits of President Biden’s unprecedented investments – from clean energy projects to floodwater protections to wastewater infrastructure – to communities that need them most. At the same time, the Administration is taking unprecedented action to protect communities from PFAS pollutionaccelerate Superfund and brownfield cleanupstighten standards for hazardous air pollutants, and enhance air quality enforcement. To ensure the voices, perspectives, and lived experiences of communities with environmental justice concerns are heard in the White House and reflected in federal priorities, policies, investments, and decision-making, President Biden also created the White House Environmental Justice Advisory Council.
     
    Delivering Clean Water and Replacing Lead Pipes

    President Biden and Vice President Harris are fighting to ensure a future where every American has access to clean, safe water. The President’s Bipartisan Infrastructure Law invests over $50 billion in upgrading the nation’s water infrastructure – the largest investment in clean water in American history. The Administration has already launched over 1,700 projects to expand access to clean drinking water, replace lead pipes, improve wastewater and sanitation infrastructure, and remove PFAS pollution in water. The Biden-Harris Administration invested over $1 billion from the President’s Investing in America agenda to specifically accelerate the delivery of drinking water and community sanitation infrastructure projects in Indian Country, where almost 50% of communities are lacking this basic human right. President Biden has also made a commitment to replace every toxic lead pipe in the country within a decade, protecting families from lead poisoning that can irreversibly harm brain development in children.


    Empowering Every Community to Advance Climate Solutions

    The historic set of federal actions that the Biden-Harris Administration has taken are supporting communities across the country in seizing opportunities in the clean energy economy. The Administration has mobilized billions of dollars in investment in the energy communities and workers that have powered our nation for generations. To help young people access skills-based training for good-paying careers in the clean energy and climate resilience economy, the Administration launched the American Climate Corps, which will mobilize a new, diverse generation of more than 20,000 Americans. And with direct support from the Administration’s Investing in America Agenda, more than 45 states and more than 200 Tribes, territories, and metro areas have now developed their own Climate Action Plans. All of these foundational efforts will support climate solutions in the near-term and for years to come, helping the nation achieve the goal of reducing climate pollution by 50-52% below 2005 levels in 2030 and reaching a net-zero economy by no later than 2050.

    Conserving our Lands and Waters

    President Biden’s America the Beautiful initiative is supporting and accelerating voluntary, locally led conservation and restoration efforts across the country, and with 42 million acres already protected under President Biden, the U.S. is on track to meet the first-ever national goal to conserve at least 30 percent of our lands and waters by 2030. The Biden-Harris Administration has established or expanded eight national monuments and restored protections for three more; created five new national wildlife refuges and significantly expanded five more; established two new national marine sanctuaries and begun the process to designate or expand protections for five more; created one new national estuarine research reserve; protected the Boundary Waters of Minnesota, the nation’s most visited wilderness area; safeguarded Bristol Bay in southwest Alaska from the impacts of mining; protected the Arctic Ocean from oil and gas development; and withdrawn Chaco Canyon in New Mexico and Thompson Divide in Colorado from further oil and gas leasing which will protect pristine lands and thousands of sacred sites. The Administration also directed the conservation of old-growth and mature forests, put conservation on equal footing with development in managing our public lands, launched the America the Beautiful Freshwater Challenge to protect, restore, and reconnect 8 million acres of wetlands and 100,000 miles of our nation’s river and streams, protected vast areas of caribou habitat in the Western Arctic for future generations, and is advancing the Chumash Heritage National Marine Sanctuary off the coast of California.
     
    Rallying Leaders of the World’s Largest Economies to Raise Global Climate Ambition

    President Biden has restored America’s climate leadership at home and abroad. Under his leadership, the Administration is securing commitments from more than 155 countries to reduce methane emissions by at least 30 percent by 2030; successfully galvanizing other countries at COP28 to commit, for the first time, to transition away from unabated fossil fuels, stop building new unabated coal capacity globally, and triple renewable energy globally by 2030 and nuclear energy by 2050; launching a new Clean Energy Supply Chain Collaborative to work with international partners to diversify supply chains that are critical to a clean and secure energy transition; mobilizing other governments to follow the U.S. lead and commit to achieve net-zero government emissions by 2050 through a new Net-Zero Government Initiative; and becoming a world leader in innovative debt-for-nature swaps that have helped countries restructure over $2 billion in debt and unlock hundreds of millions of new financing for nature and climate.

    Accelerating Federal Permitting to Deliver Clean Energy and Infrastructure More Quickly

    The Biden-Harris Administration has taken action to accelerate clean energy infrastructure and deliver other critical projects by securing and directing long overdue resources to improve and accelerate permitting and environmental reviews. The Administration also finalized the Bipartisan Permitting Reform Implementation Rule to address climate change, protect public health, encourage better environmental outcomes, and promote meaningful public input on Federal decisions and projects.

    House Republicans Continue Attempting to Roll Back Climate Protections

    As President Biden and Vice President Harris implement the most ambitious and impactful climate and conservation agenda in history, House Republicans are taking action right now that would roll back investments in climate, clean energy, and public health.   • MIL-OSI Security: Upper Sackville — RCMP arrests impaired driver travelling at a high rate of speed

    RCMP Halifax Regional Detachment arrested an impaired driver travelling at a high rate of speed in Upper Sackville.

    On September 12, at approximately 7:15 p.m., an officer with RCMP Southeast Traffic Services was conducting traffic enforcement on Hwy. 101 when an Acura TLX was observed on radar travelling at 144 km/h. A traffic stop was completed on the vehicle.

    The driver, a 25-year-old Lower Sackville man, exhibited signs of impairment and provided roadside breath samples into an approved screening device, which resulted in a “fail”. He was arrested and transported to the Lower Sackville RCMP Detachment where he subsequently provided breath samples that registered at 140 mg% and 120 mg%.

    The man was later released. He’s scheduled to appear in Dartmouth Provincial Court on October 30, at 9:30 a.m., to face charges of Operation while Impaired, Operation of a Conveyance 80mg% or over, Driving a Motor Vehicle with Obstruction on Window and Driving at a Speed that Exceeds the Posted Speed Limit by 31 km/h or More.

  • MIL-OSI Security: Davenport Man Indicted for Armed Carjacking and Possessing Ammunition as a Convicted Felon

    Tampa, Florida – United States Attorney Roger B. Handberg announces the return of an indictment charging Armoni Moody (23, Davenport) with carjacking, brandishing a firearm in furtherance of a violent crime, and possession of ammunition by a convicted felon. If convicted on all counts, Moody faces a minimum mandatory penalty of seven years, up to life, in federal prison. The indictment also notifies Moody that the United States intends to forfeit a SCCY firearm and assorted rounds of ammunition, which are alleged to have been used in the commission of the offense. 

    According to the indictment, on June 12, 2024, Moody used a firearm to commit a carjacking during which he took a vehicle from the victim with the intent to cause death and serious bodily harm. Prior to the offense, Moody had previously been convicted of robbery with a weapon on May 13, 2021. Therefore, he is prohibited from possessing firearms or ammunition under federal law.

    An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.

    This case was investigated by the Federal Bureau of Investigation and the Polk County Sheriff’s Office. It will be prosecuted by Assistant United States Attorney Jeff Chang.

    This case is part of the Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence for occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    Motorists are being advised to expect delays following a crash on Redoubt Road earlier this morning.

    At about 2.15am, emergency services responded to a report of a vehicle crashing into a power pole on Redoubt Road, Totara Park.

    The driver was uninjured, however power lines were brought down which caused a small fire.

    The road has been closed while the scene is cleared.

    Diversions are in place and motorists are advised to seek an alternative route or expect delays.

    WISCONSIN – Today, U.S. Senator Tammy Baldwin (D-WI) announced she helped deliver over $750,000 for the City of Waukesha Police Department to invest in personnel to keep drivers safe on the road. The funding from the Baldwin-backed Bipartisan Infrastructure Law will invest in personnel dedicated to keeping commercial vehicles safe in high-risk crash corridors.
    “Wisconsin’s roads do more than connect families to school and work. They are essential corridors that keep our local economies moving forward. I’m proud to deliver this funding that will keep more drivers safe as they travel and ensure Made in Wisconsin goods get to where they are going on time,” said Senator Baldwin.    
    The federal funding will increase the amount of personnel dedicated to the Waukesha Police Commercial Motor Vehicle and Crash Reduction Program to improve roadway safety in the area for commercial vehicles. The award comes from the Federal Motor Carrier Safety Administration’s High Priority Commercial Motor Vehicle (HP-CMV) program, which aims to support and enhance commercial motor vehicle safety initiatives, including the safe transport of hazardous materials, improving the safety of goods and passenger transportation in international trade and demonstrating new technologies to enhance commercial vehicle safety.

    African venture capital (VC) fund managers First Circle Capital, SpeedInvest and Knife Capital have all received awards recognising their success in supporting promising entrepreneurs and start-ups across African countries. The awards were presented during the Africa Venture Finance Programme, a week-long, in-person course, organised for the third time at Oxford university’s Saïd Business School from 9 to 13 September 2024. The programme aims to support VC fund managers investing in early and growth-stage technology companies in Africa, with Boost Africa and AfricaGrow hosting 41 leading fund managers from 31 African VC funds.

    The ‘Most Promising Fund Manager’ award was given to the all-female team from First Circle Capital, who invest in and support early-stage fintech founders.

    The ‘Best Deal’ award went to SpeedInvest for their investment in Moove, a rapidly growing company providing vehicle financing and supply solutions.

    Lastly, the ‘Lifetime Achievement Award’ was presented to Keet van Zyl, founding partner of South Africa-based Knife Capital, in recognition of his contributions to the venture ecosystem and leadership.

    U.S. Climate Alliance launches Governors’ Climate-Ready Workforce Initiative, aims to train 1 million new registered apprentices by 2035

    NEW YORK, NY — The U.S. Climate Alliance, a bipartisan coalition of 24 governors representing approximately 60 percent of the U.S. economy and 55 percent of the U.S. population, today launched the Governors’ Climate-Ready Workforce Initiative to grow career pathways in climate and clean energy fields, strengthen workforce diversity, and jointly train 1 million new registered apprentices by 2035 across the Alliance’s states and territories.

    Today’s announcement was made at a Climate Week NYC event featuring Alliance co-chairs New York Governor Kathy Hochul and New Mexico Governor Michelle Lujan Grisham, founding member Washington Governor Jay Inslee, and White House National Climate Advisor Ali Zaidi.

    “In New York, we’re showing how climate action and economic growth go hand-in-hand,” said New York Gov. Kathy Hochul. “As a co-chair of the U.S. Climate Alliance, I’m proud to be collaborating with states, industry leaders, labor unions, higher education and community organizations to create the jobs of the future required to build a clean, equitable, and resilient economy.     The Initiative’s launch comes as historic federal investments, combined with ambitious state climate action, have unleashed a significant expansion of good-paying and union jobs in climate-ready fields — with millions more anticipated in the coming years under the Biden-Harris administration’s Inflation Reduction Act and Infrastructure Investment and Jobs Act. This includes high-quality jobs not only in clean energy and clean technology sectors — such as wind, solar, electric vehicles, energy efficiency, and batteries — but also in fields associated with climate resilience and natural climate solutions.

    Under this Initiative, Alliance states and territories will collaborate to collectively support 1 million new workers in completing Registered Apprenticeship programs across the coalition by 2035. These programs, registered with the U.S. Department of Labor or federally approved State Apprenticeship Agencies, provide an especially valuable and proven career pathway, empowering workers to earn while they learn in key climate-ready occupations and industries.

    Alliance members will also advance a series of collective goals aimed at strengthening and expanding pathways into a wide variety of climate-ready professions critical to building a clean, equitable, and resilient net-zero future. The Initiative’s goals include boosting job quality and ensuring climate-ready employment pathways lead to good-paying, high-quality jobs; expanding opportunities for workers from underrepresented and underserved communities; and promoting the use of stackable and portable credentials in climate-ready fields to build transferable skills, support reskilling and upskilling, and strengthen workers’ economic mobility.     Finally, to advance sector-specific strategies, Alliance members will work together through new multi-state cohorts focused on in-demand, climate-ready fields. These cohorts will provide a platform for states and territories to increase collaboration, share evidence-based practices, engage experts and stakeholders, and develop sectoral workforce solutions that can be scaled across the country. Cohorts to be launched in the Initiative’s first year will focus on careers in the following areas:

    • Clean Energy, Fuels, and Technologies: Led by Michigan and New Jersey, this cohort will focus on careers in the design, construction, and maintenance of a clean, affordable, and resilient power system; the manufacturing and deployment of zero-emission vehicles and technologies; and the development and distribution of alternative, low-carbon fuels.
    • Clean Buildings and Industry: Led by Maine and Massachusetts, this cohort will focus on careers in the engineering, design, construction, retrofitting, maintenance, and operation of buildings and industrial processes that are clean, energy-efficient, healthy, and resilient.
    • Resilient Communities and Lands: Led by Arizona and Vermont, this cohort will focus on careers in the development and maintenance of safe, livable, and resilient communities; preparedness for and response to climate impacts such as extreme heat, wildfires, severe storms, flooding, and drought; and the deployment of natural climate solutions and climate-smart stewardship of our lands and waters. 

    The Initiative will be led by Alliance states and territories with support from the Alliance’s Secretariat. In implementing the Initiative, Alliance members will customize efforts to meet their individual needs and challenges, while working together to achieve the collective goals. States and territories will also collaborate directly with their workforce development system partners, labor unions, higher education institutions, industry, and other key partners that bring substantial expertise and experience in this work.

    This Initiative builds on a number of federal-state collaborations between the Alliance’s members and the Biden-Harris Administration, including a White House convening with Alliance governors’ offices in May focused on creating good-paying jobs and mobilizing a diverse workforce in climate and clean energy.

  • MIL-OSI Security: One of the Largest Methamphetamine Distributors in New England Sentenced to 23 Years in Prison

    Defendant believed to be responsible for distributing more than 660 pounds of methamphetamine over the course of six months

    BOSTON – The leader of a nationwide drug trafficking ring has been sentenced in federal court in Boston. During the investigation over 160 pounds of pure methamphetamine, as well as an AK-47, a Glock with no serial number, two loaded Smith & Wesson handguns and over 4,200 rounds of ammunition were seized. An illegal marijuana grow operation with hundreds of marijuana plants was also dismantled.

    Reshat Alkayisi, 63, a Turkish national residing in Covington, R.I., was sentenced on Sept. 17, 2024 by U.S. District Court Judge Nathaniel M. Gorton to 23 years in prison to be followed by five years of supervised release. In April 2024, Alkayisi pleaded guilty to five counts of a second superseding indictment, charging him with conspiracy to distribute and to possess with intent to distribute 500 grams or more of methamphetamine; possession of a firearm in furtherance of a drug trafficking offense; money laundering conspiracy; and two counts of money laundering. 

    “This defendant was one of the largest methamphetamine distributors in New England, whose massive drug operation fueled addiction and devastation across our communities. He is now going to pay a very heavy price for the havoc he wreaked across Massachusetts. This sentencing sends a powerful message to anyone engaged in pumping deadly narcotics onto our streets,” Acting United States Attorney Joshua S. Levy. “As demonstrated by this prosecution, the dedicated prosecutors and law enforcement partners will be relentless in our efforts to disrupt and dismantle drug trafficking operations and ensure that individuals like Mr. Alkayisi are held accountable.”

    “Reshat Alkayisi was the leader of a nationwide drug trafficking organization that pushed massive amounts of methamphetamine onto New England streets, and profited from the pain and misery of others,” said Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division. “Thankfully, this 23-year sentence officially puts his 24/7 operation, protected in part by illegal firearms, including an AK-47, out of business.     “DEA stands committed to keeping highly addictive drugs like methamphetamine off the streets of Massachusetts,” said Acting Special Agent in Charge Stephen Belleau, Drug Enforcement Administration, New England Field Division. “This substantial sentence not only holds Mr. Alkayisi accountable for his crimes but serves as a warning to those traffickers who are contributing to the drug crisis in New England and throughout America. This investigation demonstrates the strength of collaborative law enforcement efforts and our strong partnership with the U.S. Attorney’s Office.”

    In late 2020, Alkayisi was identified as a large-scale methamphetamine trafficker, who distributed multi-pound quantities to distributor customers throughout the New England area. Between October 2020 and April 2021, 12 controlled purchases of methamphetamine were made from the drug trafficking organization—two of which were delivered personally by Alkayisi and one that was negotiated with Alkayisi and delivered by a co-conspirator. 

    Intercepted communications revealed that Alkayisi supplied multiple distributor customers with supplier quantities of pure methamphetamine. Alkayisi also regularly bragged to these distributors about quality of his methamphetamine, saying, “You’re gonna get nice, big crystals,” and “Ur contacts should b happy with the size of product.” Alkayisi also operated a large-scale marijuana grow out of his Rhode Island residence, including while on probation for a state conviction for unlawful marijuana distribution.

    Alkayisi typically charged his distributor customers $5,000 to $6,000 per pound of methamphetamine and utilized multiple methods to conceal the nature of these proceeds. These included paying the bail of his distributors, structuring cash deposits to avoid reporting requirements, utilizing peer-to-peer transfers and purchasing vehicles with cash. Alkayisi also created and utilized a shell company to launder his proceeds and recruited and directed others, including his wife, to launder his drug proceeds for him.

    On June 1, 2021, four packages were seized containing a total of approximately 100 pounds of 100% pure methamphetamine that were picked up on behalf of Alkayisi from a UPS store in Rhode Island. Each of the boxes were addressed to Alkayisi’s shell company, which he used to launder his drug proceeds. 

    On June 25, 2021, another package was seized, destined for Alkayisi that contained approximately 30 pounds of 100% pure methamphetamine. In total, approximately 160 pounds of methamphetamine was seized throughout the investigation from controlled purchases, motor vehicle stops and package seizures.

    During a search of Alkayisi’s residence in Rhode Island, an AK-47 assault rifle, a Glock handgun with no serial number, over 4,200 rounds ammunition and over $23,000 cash were also seized. Additionally, numerous electronics, including a computer that contained a ledger documenting Alkayisi’s methamphetamine sales for January through June of 2021 was seized. Based on the ledger, as well as the seizures, Alkayisi was responsible for over 660 pounds of methamphetamine over the course of six months. Law enforcement also located his large unlawful marijuana grow operation with hundreds of marijuana plants in all stages of production for distribution. 

    Alkayisi is the seventh defendant to be sentenced in the case. All remaining defendants have pleaded guilty and are awaiting sentencing.

    Acting U.S. Attorney Levy, FBI SAC Cohen and DEA Acting SAC Belleau made the announcement. Valuable assistance was provided by the Massachusetts, Rhode Island, New Hampshire and Maine State Police; Massachusetts Department of Correction; Norfolk County Sherriff’s Office; and Concord, Hudson, Peabody, Reading, Watertown and Waltham Police Departments. Assistant U.S. Attorneys Alathea Porter and Katherine Ferguson of the Criminal Division are prosecuting the case.

    This case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.   • MIL-OSI Security: Farmington Hills Man Sentenced to Eight Years for Stealing Cars From Silverdome

    DETROIT – A Farmington Hills man was sentence to 8 years in prison for conspiring to steal Volkswagen and Audi vehicles from a lot in Pontiac yesterday, announced United States Attorney Dawn N. Ison. The charges stem from an investigation initiated by the Oakland County Sheriff’s Office Auto Theft Unit.

    Ison was joined in the announcement by Cheyvoryea Gibson, Special Agent in Charge of the Detroit Field Office of the Federal Bureau of Investigation, and Sheriff Michael Bouchard of Oakland County.

    In April, after a 13-day trial, a jury convicted Romane Porter, 47, of conspiracy to transport stolen vehicles and transportation of stolen vehicles. The evidence presented during trial showed that for approximately six months in 2017, Porter and co-defendant Daniel Onorati conspired with each other and others to steal approximately 61 recalled Volkswagen and Audi cars that were parked at the site of the former Pontiac Silverdome.

    “This defendant orchestrated a large-scale conspiracy to brazenly steal recalled vehicles and sell them across state lines,” said U.S. Attorney Ison. “This sentence reflects the seriousness with which we address fraud, and the work done to achieve the result in this case further demonstrates the strong collaboration and coordination between our local and federal law enforcement partners.”

    In addition to the 97-month sentence, U.S. District Judge Denise Page Hood ordered Porter to pay

    $683,080 in restitution and to serve three years of supervised release upon release from prison.

    “The sentencing of Romane Porter sends a stark reminder that those individuals who conspire to commit fraud and theft, will face the highest penalties under the law,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI in Michigan. “The joint investigative work of the FBI’s Detroit Fraud & Financial Crimes Task Force, the Oakland County Sheriff’s Office Auto Theft unit, and the diligent prosecution from the U.S. Attorney’s Office of the Eastern District of Michigan, disrupted an elaborate theft scheme orchestrated by this bad actor. The FBI in Michigan will continue to investigate and arrest individuals who engage in criminal acts.”

    “I am grateful for the partnership between our Auto Theft Unit, the FBI, and the US Attorney’s Office who brought this organized auto theft activity to a close,” said Sheriff Michael J. Bouchard. “These individuals were bold in their behavior in stealing such a large volume of vehicles from a well-known location. These criminals deserve to be punished to the fullest extent of the law.”

    The case was investigated by agents of the Federal Bureau of Investigation and the Oakland County Sheriff’s Office Auto Theft Unit. The team was also assisted by the Special Investigations Section, Office of Investigative Services of the Michigan Department of State, as well as the Hardin County Sheriff’s Office and the Kentucky State Police.   • MIL-OSI USA News: U.S.-UAE Joint Leaders’ Statement Dynamic Strategic  Partners

    His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates, and President Joseph R. Biden Jr. met today at the White House during an official visit of His Highness President Sheikh Mohamed bin Zayed to the United States.  The visit is the first-ever by a President of the United Arab Emirates to Washington and marks the leaders’ fourth bilateral meeting in the Biden-Harris Administration.  The leaders affirmed the enduring U.S.-UAE strategic and defense partnership, bolstered areas of deepening cooperation in advanced technology and investments, and discussed global and regional matters.  The leaders pledged to pursue new opportunities to strengthen their economic and defense partnership; promote peace and stability across the Middle East and wider region; and deliver global leadership on issues of shared importance.  The five decades of U.S.-UAE ties and friendship are rooted in a strong foundation of close collaboration that has underpinned our countries’ prosperity and security. 

    The leaders welcomed the significant progress between the United Arab Emirates and the United States during their tenure through cooperation in building trusted technology ecosystems, the Partnership for Global Infrastructure and Investment (PGI), the U.S.-UAE Partnership for Accelerating Clean Energy (PACE) initiative, and the Economic Policy Dialogue (EPD), all of which serve to uplift economic and trade ties between the two countries. 

    On particular issues of discussion:

    Dynamic Strategic Partnership: Trade and Advanced Technology

    Our countries’ strong foundation of partnership is reflected in our close alignment on key economic objectives and in the excellence of our private sectors that generate more than $40 billion of bilateral trade annually and an access of $26 billion of U.S. exports to the UAE.  The Leaders charted an ambitious course for the United Arab Emirates and the United States to lead global efforts to develop and expand new fields central to the global economy, particularly in advanced technologies and the clean energy required to power Artificial Intelligence.

    They welcomed the partnership between Microsoft and UAE’s Group 42 (G42) through Microsoft’s $1.5 billion investment in April 2024.  This investment is accelerating joint AI development to bring advanced AI and digital infrastructure to countries in the Middle East, Central Asia, and Africa.

    The leaders further welcomed Microsoft and G42’s ongoing digital transformation in Kenya, which will leverage 1GW of geothermal energy to power data-centers to enable the deployment of cloud infrastructure and AI services for the public sector and regulated industries as well as enterprises.  Further, the partnership will support the development of local Large Language Models and the establishment of an East African Innovation Lab.  Additionally, the partnership hopes to encourage international and local connectivity investments, and collaboration with the government of Kenya to enable digital transformation programs across East Africa.

    These initiatives mark the beginning of our partnership and investments in the responsible deployment of advanced technologies, clean energy, and frontier technologies that will be the engine that powers our interconnected world.

    To meet the promise of this transformational moment and harness the potential of leading-edge technologies to improve human welfare globally, President Biden and His Highness President Sheikh Mohamed bin Zayed welcomed the Common Principles for Cooperation on AI, endorsed today by National Security Advisor Jake Sullivan and UAE National Security Advisor Tahnoon bin Zayed, and through which the United States and the United Arab Emirates aim to further strengthen cooperation, develop regulatory frameworks, promote the safe and trusted deployment of critical and emerging technologies, and enable enhanced support for joint private-public sector research and academic exchanges.  

    Building on our collaboration in the field of advanced technology, this partnership incorporates safeguards to protect the national security of both countries, enable trusted investments and entrepreneurship, and facilitate cross-border innovation, while creating jobs and facilitating the protection of advanced U.S. technologies and respect for international principles, best practices, and human rights.  Moving forward, the leaders decided to promote the expansion of relationships among scientific, academic, and research and development communities. 

    Strengthening Critical Infrastructure and Supply Chain Resiliencies

    The leaders reviewed progress on efforts to build a more interconnected, integrated world in committing to secure and resilient supply chains through the Partnership for Global Infrastructure and Investment (PGI). 

    His Highness President Sheikh Mohamed bin Zayed and President Biden discussed progress on the landmark India-Middle East-Europe Economic Corridor (IMEC) launched at the 2023 G20 Leaders’ Summit in New Delhi together with the leaders of India, Saudi Arabia, France, Germany, Italy, and the European Union.  The leaders reaffirmed that the corridor – connecting India to Europe by ship-to-rail connections through the United Arab Emirates, Saudi Arabia, Jordan, Israel, and Europe through Greece – will generate economic growth, incentivize new investments, increase efficiencies and reduce costs, enhance economic unity, generate jobs, lower greenhouse gas emissions, and enable the transformative integration of Asia, Europe, and the Middle East. 

    They underscored that this transformative partnership has the potential to usher in a new era of international connectivity to facilitate global trade, expand reliable access to electricity, facilitate clean energy distribution, and strengthen telecommunication. The two leaders emphasized the importance of joint initiatives to promote a circular economy, reduce waste, facilitate recycling, and advance sustainable practices, underscoring their commitment to innovation for resource efficiency and environmentally responsible growth.

    The leaders also reaffirmed their commitment to continue their efforts with international partners and the private sector to connect the continents to commercial hubs and facilitate the development and export of clean energy; support existing trade and manufacturing synergies; strengthen food security and supply chains; and link energy grids and tele-communication lines through undersea cables to expand access to electricity, enable innovation of advanced clean energy technology, and connect communities to secure and stable internet.

    The leaders additionally discussed the importance of ongoing efforts to cooperate on strategic investments in hard infrastructure and critical minerals-supply chains in Africa and emerging markets globally.  These investments aim to diversify sourcing of critical minerals that are essential components to clean energy and advanced technologies, including batteries, wind turbines, semiconductors, and electric vehicles.  President Biden recognized the United Arab Emirates’ leadership in strategic investments globally to ensure reliable access to critical infrastructure including, ports, mines, and logistics hubs through the Abu Dhabi Investment Authority, the Abu Dhabi Developmental Holding Company, Abu Dhabi Ports, and DP World. 

    Both leaders committed to remain in close touch on future investment opportunities and maintain cooperation on strategic investments.  

    The leaders additionally highlighted that the U.S.–UAE 123 Agreement, which provides a comprehensive framework for peaceful nuclear cooperation based on a mutual commitment to nuclear nonproliferation, is the “gold standard” for securing and propelling the next generation of technologies.

    Partnering to Protect our Planet Through the Clean Energy Transition

    The leaders underscored the importance of U.S.-UAE leadership at COP28, which galvanized world leaders to take action and address the climate crisis.  President Biden thanked His Highness President Sheikh Mohamed bin Zayed for his extraordinary commitment that was central to the groundbreaking outcomes at COP28 in Dubai resulting in the UAE Consensus

    The two leaders recognized that this moment represents a unique opportunity to create sustainable and clean energy jobs, revitalize communities, improve quality of life, and power digital infrastructure with renewable energy across both countries and around the globe.  In this context, the two leaders affirmed their shared commitment to protecting our precious planet and securing a sustainable future for humanity through united leadership across various platforms, including the upcoming COP29 and beyond, which will serve to advance climate action and strengthen global partnerships.

    The two leaders expressed their determination to leverage visionary initiatives, including the Partnership for Accelerating Clean Energy (PACE), the Agricultural Innovation Mission for Climate (AIM4C), the First Movers Coalition, the Net Zero Producers Forum, the Global Methane Pledge, Carbon Management Challenge, the Oil and Gas Decarbonization Charter (OGDC), the Industrial Transition Accelerator (ITA), the Global Biofuels Alliance, and Global Flaring and Methane Reduction (GFMR) Trust Fund; and encourage commercial partnerships to decarbonize our energy systems, reduce emissions in pursuit of a net zero economy, and deliver prosperity to future generations. 

    President Biden and His Highness President Sheikh Mohamed bin Zayed reaffirmed their strong commitment to collaborate on sustainability and climate resilience, emphasizing their commitment to addressing global challenges through innovative solutions. The two leaders underscored their joint efforts in advancing agri-tech and vertical farming innovations, key drivers in enhancing food security for future generations. They highlighted ongoing cooperation in humanitarian initiatives aimed at addressing food insecurity in vulnerable regions, particularly through agricultural development and capacity building in climate affected areas. Recognizing the impact of climate change on public health, the leaders emphasized the need to integrate health resilience into comprehensive climate action strategies.

    President Biden also congratulated the United Arab Emirates on its many successes in its two Years of Sustainability (2023-2024), including the recent announcement on co-hosting the next UN Water Conference in 2026 with Senegal, noting the critical importance of accessible and affordable clean water to all; and its significance within various sectors in the clean energy transition, addressing climate change, and the sustainable development agenda.

    Partnership to Accelerate Clean Energy (PACE)

    Under the U.S.-UAE Partnership to Accelerate Clean Energy (PACE) initiative, the United States and the UAE are announcing several initiatives that will continue our efforts to ensure a swift and smooth transition towards clean energy. The United States and United Arab Emirates remain committed to investing together in Africa and working to end energy poverty across sub-Saharan Africa.  Today, the UAE-based Averi Finance and AMEA Power are both private sector partners under the U.S.-led Power Africa Initiative, joining an existing partnership with UAE-based company Phanes. As private sector partners, these firms will be offered tailored assistance from transaction advisors and technical experts and can benefit from services offered by participating U.S. government departments and agencies.

    To support the Power Africa initiative, Averi Finance intends to facilitate $5 billion in investments, build 3GW of power generation projects, construct over 3,000 kilometers of transmission or distribution lines, establish over 500,000 new home and business connections, and aim for a CO2 equivalent reduction or avoidance of 90 million tons.  AMEA Power and Power Africa have recently entered into a partnership to accelerate power projects.  AMEA Power is targeting 5GW of renewable energy capacity in Africa by 2030, and to realize this target, intends to mobilize $5 billion in capital. 

    Additionally, under PACE, ADNOC has announced a 35 percent stake in ExxonMobil’s proposed low-carbon hydrogen and ammonia production facility in Baytown, Texas.  This facility aims to produce up to approximately 900,000 tons of low-carbon ammonia per year, enabling the transition to cleaner fuels in hard-to-abate sectors.  Plynth Energy – a recently established Abu Dhabi government-owned early-stage fund focused on fusion technologies and supply chains – invested in the U.S. company Zap Energy, which plans to build scalable and commercially-viable fusion energy.  This investment will help fund the further development of Zap Energy’s small-format commercial fusion technology. Zap Energy is a participant in the U.S. Department of Energy’s (DOE) Milestone-Based Fusion Development Program, and will receive DOE funding based on reaching development milestones to support the design of a fusion pilot plant.

    Lastly, as two of over 155 participants in the Global Methane Pledge, the U.S. and the UAE will accelerate their respective domestic methane reductions, work together to support countries undertaking methane abatement, and call on others to do the same by advancing methane reduction projects, strengthening methane standards and regulations, addressing methane super emitter events, and identifying appropriate financing for methane reduction.

    Partners in Space Exploration

    As founding nation members of the Artemis Accords, His Highness President Sheikh Mohamed bin Zayed and President Biden reinforced the U.S. and UAE’s groundbreaking cooperation in space, the future of human exploration, and our shared interest in deepening our understanding of the universe. 

    The leaders recalled the role of this partnership in the historic launch of the first Arab probe to Mars, the Hope Probe in 2021, and the resulting and ongoing global scientific collaboration and contribution to the study of Mars’ atmosphere.  This strategic partnership in deep space missions is further exemplified by the UAE Space Agency’s announcement of the Emirates Mission to the Asteroid Belt, the first multi-asteroid tour and landing mission to the main belt, with the partner, Laboratory for Atmospheric and Space Physics at the University of Colorado Boulder.

    The leaders highlighted the January 2024 Mohammed bin Rashid Space Center agreement with NASA for the Center to provide an airlock for Gateway, humanity’s first space station to orbit the Moon supported by NASA’s missions for long-term Moon exploration under the Artemis Program.  The airlock will allow crew and equipment transfers to-and-from the habitable environment of Gateway’s pressurized modules to the vacuum of space.  This agreement will also enable the first Emirati astronaut to fly to the Gateway for joint exploration of the Moon. 

    This cooperation builds on NASA and the UAE’s previous human spaceflight collaboration.  In 2019, Hazaa Al Mansouri became the first Emirati astronaut to fly to space during a visit to the International Space Station (ISS), where he worked with NASA to perform experiments and educational outreach.  A second Emirati astronaut, Sultan Al Neyadi, launched to the ISS in 2023, where he participated in the floating laboratory’s scientific research to advance human knowledge and improve life on Earth.  The leaders welcomed continued training of astronauts, including two Emirati astronaut candidates in training at the Johnson Space Center, as well as ongoing work on Mars research and scientific studies to support mutual exploration goals.

    Sharing the common spirit and ambition of humanity’s journey in space, the leaders reaffirmed the principles of the Artemis Accords to explore and use outer space for peaceful purposes and usher in a new era of exploration, as well as obligations under the Outer Space Treaty, including the requirement that countries not place in orbit around the Earth any objects carrying nuclear weapons or any other kind of weapons of mass destruction.

    Partners in Security and Defense

    His Highness President Sheikh Mohamed and President Biden praised the strong security and defense partnership with the UAE.  President Biden strongly affirmed the United States’ commitment to the United Arab Emirates’ security and territorial defense, and to facilitating its ability to obtain necessary capabilities to defend its people and territory against external threats.  The leaders reaffirmed their commitment to a strong bilateral security and defense relationship and to expanding defense and security cooperation to bolster joint defense capabilities against external threats, including through the Department of Defense’s State Partnership Program.

    The leaders affirmed a shared vision of an interconnected, peaceful, tolerant, and prosperous region as outlined by President Biden during the GCC+3 Summit Meeting in Jeddah, Saudi Arabia, on July 16, 2022.  They reviewed the proud legacy of standing shoulder-to-shoulder, in peace and in conflict, including the UAE’s support for American-led counterterrorism missions since the attacks in New York, Pennsylvania, and Washington on September 11, 2001, to deter threats, de-escalate conflicts, and reduce tensions globally.  Specifically, the leaders recalled the United States and the United Arab Emirates standing alongside each other in the global coalition against Da’esh, and prior conflicts: Somalia, the Balkans, Iraq, Afghanistan, and Libya.

    The leaders reviewed ongoing initiatives and investments in advanced systems that have made the United Arab Emirates one of the most capable U.S. military partners in the region, in addition to a robust schedule of bilateral and multilateral exercises.  They underscored the importance of strengthening efforts to combat regional threats, advance counterterrorism initiatives, reinforce maritime security and counter-piracy efforts, increase security cooperation, and intercept illicit shipments of weaponry and technology. 

    The leaders discussed deepening investment in U.S. defense systems and acknowledged that military-to-military cooperation with the United Arab Emirates’ armed services helps ensure interoperability with the United States through the provision of advanced defense articles and services.  They further decided to explore potential investment in our most advanced defense systems and to maintain regular exchanges to deepen partnership in research and development. 

    The leaders reaffirmed the 2017 Defense Cooperation Agreement, an important step for both countries that underscored their vital and longstanding collaboration in defeating terrorist groups, such as Da’esh and al-Qaida, securing regional stability, and combatting threats against their common interests including terrorist financing.  They underscored the importance of the annual Joint Military Dialogue as the foremost bilateral defense forum for advancing the U.S.-UAE defense partnership, including reviewing shared security interests, as well as discussing strategic objectives for the relationship and challenges in the region, such as maritime security, counter-piracy, counterterrorism cooperation, and domain awareness in the Middle East, the Indian Ocean, and East Africa.  They further noted the recognition by the Security Council in Resolution 2686 that hate speech, racism, racial discrimination, xenophobia, related forms of intolerance, gender discrimination and acts of extremism can contribute to driving the outbreak, escalation and recurrence of conflict.   

    Designation as a Major Defense Partner of the United States

    Acknowledging the U.S. and UAE’s deepening security partnership and cooperation in advanced technology and acquisition, shared interest in preventing conflict and de-escalation, President Biden today recognized the United Arab Emirates as a Major Defense Partner of the United States, joined by only India, to further enhance defense cooperation and security in the Middle East, East Africa, and the Indian Ocean regions.  This unique designation as a Major Defense Partner will allow for unprecedented cooperation through joint training, exercises, and military-to-military collaboration, between the military forces of the United States, the UAE, and India, as well as other common military partners, in furtherance of regional stability.

    Both leaders committed to close and sustained cooperation among our militaries. 

    Partners in a Stable, Integrated, and Prosperous Middle East and Wider Region

    The leaders stressed the importance of reaching a peaceful solution to the dispute over the three islands, Greater Tunb, Lesser Tunb, and Abu Musa, through bilateral negotiations or the International Court of Justice, in accordance with the rules of international law including the UN Charter.

    The leaders discussed persisting and emerging threats to peace and stability in the Middle East and the wider region.  They renewed their commitment to upholding international law, particularly international humanitarian law, work with parties to resolve conflicts and protect civilians, and to provide urgently needed aid to alleviate human suffering.  They reiterated the importance of sustainable and enduring solutions to the security threats in the region, including those posed by non-state terrorist actors.  They discussed the enduring importance of the Abraham Accords and continuing on the path of peace, integration, and prosperity in the region.

    The leaders discussed the war in Gaza. They underscored their commitment to continue working together towards ending the conflict, calling for a lasting and sustainable ceasefire and the release of hostages and detainees in accordance with the United Nations Security Council Resolution (UNSCR) 2735, and affirmed that all sides to the conflict must adhere to their obligations under international humanitarian law. President Biden commended the UAE’s extraordinary humanitarian efforts in Gaza, which have been critical in addressing the humanitarian crisis, including through the launch of a maritime corridor for movement of aid, opening a field hospital in Gaza, and supporting evacuations of wounded civilians and cancer patients.

    The two leaders emphasized the ongoing need for the urgent, unhindered, and sustained delivery of life-saving humanitarian assistance, at a scale commensurate with the growing needs among the civilian population throughout Gaza.  They called on all parties to ensure the safety, security, and sustained access of aid workers to all those in need, and to create the conditions needed to facilitate an effective humanitarian response in Gaza.

    His Highness President Sheikh Mohamed commended the mediation efforts by the United States, along with Egypt and Qatar, to reach a lasting and sustainable ceasefire and hostage release deal to help end the war in Gaza.  His Highness also echoed the principles laid out by President Biden on May 31, 2024, and stressed the importance of building on this proposal in order to create a serious political horizon for negotiation.  To that end, the leaders discussed a path to stabilization and recovery that responds to the humanitarian crisis, establishes law and order, and lays the groundwork for responsible governance.  The leaders expressed their commitment to the two-State solution, wherein a sovereign and contiguous Palestinian state lives side-by-side in peace and security with Israel, as the only way to resolve the Israeli-Palestinian conflict in accordance with the internationally-recognized parameters and the Arab Peace Initiative.  They stressed the need to refrain from all unilateral measures that undermine the two-State solution, and to preserve the historic status quo of Jerusalem’s holy sites, recognizing the special role of the Hashemite Kingdom of Jordan in this regard.

    On the conflict in Sudan, the leaders expressed their deep concern over the tragic impact the violence has had on the Sudanese people and on neighboring countries.  Both leaders expressed alarm at the millions of individuals who have been displaced by the war, the hundreds of thousands experiencing famine, and the atrocities committed by the belligerents against the civilian population.  They stressed that there can be no military solution to the conflict in Sudan and underscored their firm and unwavering position on the imperative for concrete and immediate action to achieve a lasting cessation of hostilities, the return to the political process, and transition to civilian-led governance.

    Both leaders reaffirmed their shared commitment to de-escalate the conflict, alleviate the suffering of the people of Sudan, ensure humanitarian assistance reaches the Sudanese people, and prevent Sudan from attracting transnational terrorist networks once again. Noting their shared concern about the risk of imminent atrocities, particularly as fighting continues in Darfur, they underscored that all parties to the conflict must comply with their obligations under international humanitarian law, and all individuals and groups that commit war crimes must be held accountable.  The leaders emphasized that the priority right now must be the protection of civilians, particularly women, children and the elderly, securing humanitarian pauses in order to scale up and facilitate the movement of humanitarian assistance into the country and across conflict lines, and ensuring the delivery of aid to those in need, especially to the most vulnerable.

    Partners in Cyberspace

    The leaders emphasized that safety and stability in cyberspace is critical for digital economic growth and development, and reaffirmed their commitment to an open, interoperable, secure, and reliable internet, underpinned by the multistakeholder model of internet governance. 

    They committed to deepen cooperation on cybersecurity and to enhance cyber collaboration to protect critical infrastructure, counter malicious cyber activity by state and non-state actors, and noted that the UAE’s significant contributions to the International Counter Ransomware Initiative reflects the strength of our cooperation.  The leaders committed to promote stability in cyberspace based on the applicability of international law including the United Nations Charter, the promotion of voluntary norms of responsible state behavior during peacetime, and the development and implementation of confidence building measures between states.

    California’s Climate Action Counts initiative aims to educate and inspire people to reimagine the power of volunteerism by taking impactful, everyday actions in their communities.

    What you need to know: The passage of Proposition 1 by California voters adds rocket fuel to Governor Gavin Newsom’s transformational overhaul of the state’s behavioral health system. These reforms refocus existing funds to prioritize Californians with the most serious mental health and substance use issues, who are too often experiencing homelessness. They also fund more than 11,150 new behavioral health beds and supportive housing units and 26,700 outpatient treatment slots.

    Washington, D.C. – U.S. Senators Elizabeth Warren (D-Mass.) and Angus King (I-Maine), along with Representatives Ro Khanna (D-Calif.), Alma Adams (D-N.C.), Pramila Jayapal (D-Wash.), and Jan Schakowsky (D-Ill.), wrote to the U.S. Department of the Treasury (Treasury), the Internal Revenue Service (IRS), and the U.S. Environmental Protection Agency (EPA), urging the agencies to develop strong guardrails for the 45Q tax credit, which is designed to encourage carbon capture and sequestration (CCS) projects. 
    The 45Q credit was initially designed to incentivize investment in CCS and emission reductions. However, the credit has been primarily used to “increase oil production from aging wells, canceling out most of the emissions reduction benefit.” In 2022, Congress expanded the tax credit through the Inflation Reduction Act (IRA), allowing more companies to claim the credit and receive more money per ton of carbon captured. The IRS is expected to release updated guidelines about the tax credit later this year, and the Department of Treasury has estimated that the 45Q tax credit could cost taxpayers up to $30.3 billion over the next ten years.
    In 2020, the Treasury Inspector General for Tax Administration (TIGTA) found that between 2010 and 2019, 87% of tax credit claims, worth almost $900 million dollars, were awarded to taxpayers who did not meet the EPA’s verification requirements. Currently, IRS examiners are not required to coordinate with EPA personnel to confirm the amount of carbon sequestered by companies claiming the credit, even allowing self-certification in some instances.  
    The lawmakers make three recommendations for the tax credit to be effective. First, the IRS should require independent, third-party verification of carbon sequestration. Second, the IRS and the EPA must coordinate effectively through a memorandum of understanding to more effectively share basic data about the credit’s implementation. Third, the IRS should require stricter record-keeping requirements and establish a 12-year recapture period, during which every company receiving the tax credit needs to maintain detailed records of their carbon sequestration amounts. 
    The following organizations endorsed the letter: Taxpayers for Common Sense, Evergreen Action, the Vessel Project, Port Arthur Community Action Network, Better Bayou, Healthy Gulf, Eco-Justice Collaborative, Science Roundtable on Carbon Capture and Storage, Food and Water Watch, Ohio River Valley Institute, Better Path Coalition, No False Solutions PA, Save Our Illinois Land, Physicians for Social Responsibility Pennsylvania, Mid-Ohio Valley Climate Action, Center for Coalfield Justice, Watchdogs of Beaver County, Clean Air Council and Environmental Health Project. 
    “We need an end to weak oversight and poor safeguards that could allow some of the richest companies in the world to take public money without delivering the real, measurable climate benefits the policy intended. The IRS must act decisively to ensure this tax credit is used only as a genuine tool for carbon reduction by implementing robust, enforceable guardrails. This is the administration’s chance to stop subsidizing climate pollution and ensure the credit has real oversight,” said Craig Segall, Senior Vice President, Evergreen Action.
     “Senator Warren, Representative Khanna, and their Congressional colleagues are asking for what every taxpayer deserves – guardrails and transparency measures that ensure the 45Q tax credit is being used appropriately and effectively to reduce greenhouse gas emissions,” said Autumn Hanna, Vice President of Taxpayers for Common Sense. “To date the vast majority of the carbon capture tax credit has gone to companies pumping carbon into wells to get more oil. But the country can’t afford to give more unchecked subsidies to the oil and gas industry. With an estimated cost of more than $30 billion by 2033, we must take strong steps to avoid any chance of fraud or abuse.”
    The lawmakers requested a briefing from the three agencies by October 4, 2024. 
    Senator Warren has long worked to protect taxpayer money and ensure strong implementation of climate policy: 
    In June 2024, Senator Elizabeth Warren and Representative Sean Casten (D-Ill.) led a letter to the Federal Reserve Board (Fed), Federal Deposit Insurance Corporation (FDIC), and the Office of the Comptroller of the Currency (OCC), urging regulators to stop their obstruction of global financial regulators’ work to tackle climate-related financial risks. The lawmakers also called out the weaknesses revealed by the Fed’s 2023 “pilot scenario analysis” exploring six major banks’ resilience to climate-related financial risks.
    In May 2024, Senator Elizabeth Warren and Congressman Robert Garcia (D-Calif.) reintroduced the BUILD GREEN Infrastructure and Jobs Act, which would authorize the U.S. Department of Transportation to distribute $500 billion over ten years to electrify and modernize public vehicles and rail and build new electric transportation infrastructure across the country. The bill would also create 1 million new jobs, save $100 billion annually in health damages, and prevent 4,200 deaths per year from air pollution.
    In April 2024, Senator Elizabeth Warren and Representatives Sean Casten (D-Ill.) and Veronica Escobar (D-Texas), urged the Federal Acquisition Regulation (FAR) Council, composed of the Department of Defense (DoD), General Services Administration (GSA), and the National Aeronautics and Space Administration (NASA), to finalize the Federal Supplier Climate Risks and Resilience Rule as quickly as possible.
    In March 2024, Senator Elizabeth Warren (D-Mass.), released a statement describing the Securities and Exchange Commission’s (SEC) finalized climate risk disclosure rule as “the bare minimum.”
    In September 2023, Senators Elizabeth Warren, Bernie Sanders (I-Vt.), Martin Heinrich (D-N.M.), Ed Markey (D-Mass.), Sheldon Whitehouse (D-R.I.), and Jeff Merkley (D-Ore.) called on the Treasury Department to take key actions pertaining to climate and climate-related financial risk to avert the impending environmental and economic crises.
    In September 2023, at a hearing of the Senate Banking, Housing, and Urban Affairs Committee, Senator Elizabeth Warren urged Chair Gensler to quickly finalize a strong climate risk disclosure rule, reminding him that he has a mandate to protect investors and strong public support.
    In March 2023, Senators Elizabeth Warren, Sheldon Whitehouse (D-R.I.), and Representatives Dan Goldman (D-N.Y.) and Jamie Raskin (D-M.D.) and 47 of their colleagues sent a letter to SEC Chair Gary Gensler, urging him to protect investors and finalize a strong climate disclosure rule without further delay.
    In September 2022, at a hearing of the Senate Banking, Housing, and Urban Affairs Committee, Senator Elizabeth Warren called on SEC Chair Gary Gensler to protect investors and stand up to fossil fuel lobbying by issuing a strong climate risk disclosure rule quickly.
    In June 2022, Senator Elizabeth Warren led a comment letter with Senators Sheldon Whitehouse (D-R.I.) and Brian Schatz (D-Hawaii) on the SEC’s mandatory climate disclosure rule, highlighting several areas for improvement and key elements that the SEC should preserve in its final rule, including strong Scope 3 emissions disclosure requirements.
    In March 2022, Senator Elizabeth Warren led a letter with Senators Sheldon Whitehouse (D-R.I.) and Brian Schatz (D-Hawaii) urging the SEC to require disclosure of anti-climate lobbying activities in the Commission’s rule.
    In May 2021, Senator Elizabeth Warren and then-Congressman Andy Levin (D-Mich.) introduced the Buy Green Act to use the enormous breadth of U.S. federal procurement to help fight the climate crisis, spur innovation, and boost demand for American-made clean energy products at home and in the rapidly-growing markets for green products abroad.
    In May 2021, Senator Elizabeth Warren and then-Congressman Andy Levin (D-Mich.) introduced the National Institutes of Clean Energy Act of 2021, legislation that would invest $400 billion over the next ten years to establish and operate a new system of institutes at the Department of Energy dedicated to research and development (R&D) of advanced clean energy technologies.
    In April 2021, Senator Elizabeth Warren and Representative Sean Casten (D-Ill.) reintroduced the Climate Risk Disclosure Act of 2021 which would reduce the chances of environmental and financial catastrophe by requiring public companies to disclose more information about their exposure to climate-related risks.
    In March 2021, Senator Elizabeth Warren unveiled the BUILD GREEN Infrastructure and Jobs Act which would invest $500 billion over ten years in state, local, and tribal projects to jumpstart the transition to all electric public vehicles and rail and help modernize the nation’s crumbling infrastructure.

    On Congress’s responsibility to protect elections and fund the government:

    Listen, Congress has an immediate obligation to do two very important things. We have to keep the government funded, and we need to make sure that our elections are secure. And we have a vehicle today to do both things, because we owe that to the American people and because they demand it. We’re moving legislation today to have a continuing resolution to keep the government going for six months and to make sure that illegals cannot vote, noncitizens cannot vote in the upcoming election. It’s a number one issue around the country.

    On the GOP plan for economic growth:

    We implement the principles and the policies that we’ve always espoused, and that is less regulation and lower taxes. It’s a pretty simple formula, and it has a great result. So, we want to expand upon the Trump era tax cuts, and we want to do massive regulatory reform. One of the problems we have right now across the free market is that the federal government has been, these agencies have been weaponized against the industries they’re supposed to be assisting and regulating in a meaningful way. Under the Biden-Harris Administration, they have almost smothered the free market. I mean, it’s like the boot of government is on the neck of job creators and entrepreneurs and risk takers who are just trying to do their jobs, and they’ve made it almost impossible. So, we’re going to reverse that.

    If you get Republican leadership in the White House, the Senate and the House, unified government, we will put this thing on turbo. You will see massive regulatory reform. We have a great opportunity. The Supreme Court has overturned a Chevron doctrine. We have all the talk about political tailwinds in a moment of opportunity. That’s what we’ll see in the first quarter of next year, and you’re going to see a lot of change that I think will really incentivize more opportunity, more investment, more American manufacturing, detangle from China, get the border under control and stop the illegal immigration and stop the maddening government spending that’s been out of control for the last four years.

    On expanding the Task Force Investigating the Assassination of Donald Trump:

    I had that conversation with the White House yesterday. I called and demanded that President Trump receive the same level of protection that the sitting president does, because he is under such great threat. I mean, clearly, he’s the most threatened figure in American public life, and the Secret Service has an obligation to protect him, so they need to make every available asset assigned to him right now.

    President Trump and I have talked about this, and now I’ve talked about it with the White House. Now, they say they’re going to be cooperative, but they also say there’s a manpower issue. So, Congress is looking at every aspect of this. If we need to add additional funding, we will, but it’s difficult to go hire 2,500 new secret service agents in the next 48 days, right? So, they’re going to have to rely upon, in some cases, to fill the gaps local and state law enforcement. And so, we’re looking at every aspect. This job must be done. President Trump must be protected.

    Dr. P. K. Mishra, Principal Secretary to the Prime Minister, chaired a High-Level Task Force meeting today at the Prime Minister’s Office (PMO) to assess the readiness of stakeholders in addressing the issue of deteriorating air quality in Delhi-NCR, particularly as the winter season approaches.

    The meeting focused on evaluating ongoing efforts to tackle pollution from various sources, including paddy stubble burning, vehicular emissions, road and construction dust, solid waste management, and diesel generator (DG) sets. Dr. Mishra emphasized the critical importance of strict and timely implementation of the Graded Response Action Plan (GRAP) by all relevant agencies to mitigate worsening air quality during the winter months.

    Chairman, Commission for Air Quality Management (CAQM) Shri. Rajesh Verma presented details on the upcoming paddy straw generation, estimating 19.52 million tonnes in Punjab and 8.10 million tonnes in Haryana. Both states have committed to eliminating stubble burning this year. Punjab plans to manage 11.5 million tonnes of its paddy straw through in-situ crop residue management and the rest via ex-situ methods. Haryana will similarly manage 3.3 million tonnes in-situ and use ex-situ methods for the remainder. Over 1.50 lakh crop residue management (CRM) machines will be available in Punjab, supported by 24,736 Custom Hiring Centres (CHCs), while Haryana has 90,945 CRM machines supported by 6,794 CHCs.

    In addition, 2 million tonnes of paddy straw will be co-fired in 11 thermal power plants across the NCR region. The meeting stressed the need for regular monitoring of thermal plants to ensure co-firing targets are met, with penalties for non-compliance.

    Regarding industrial pollution, CAQM informed that 220 out of 240 industrial areas in the NCR region are now equipped with gas infrastructure, with the remaining areas set to be connected soon. Dust pollution from construction and demolition (C&D) activities is being remotely monitored through a web portal, with mandatory registration for projects over 500 square meters.

    Dr. Mishra instructed Chief Secretaries of Punjab, Haryana, and Uttar Pradesh to rigorously monitor and implement action plans aimed at eliminating stubble burning as committed in their action plans. He stressed the need for full utilization of CRM machines, strengthening the supply chain for ex-situ management, and supporting small industries in briquetting and pelletizing operations to enhance the economic use of paddy straw. Strict enforcement actions against violators, with appropriate penalties and record entries, were also highlighted.

    Principal Secretary also requested Chief Secretary’s of NCR region states to augment their e-Bus services in the region. PM eBus Sewa Scheme aims to increase the e-Buses in our country by 10,000 e-Buses. States/UTs should judiciously aim to use the scheme to increase their fleet of eBuses.

    He also emphasized on the importance of Ek Ped Maa Ke Naam program and its sentimental value for every individual should be used in greening the City.

    In terms of firecracker pollution, state governments and law enforcement agencies were asked to strictly enforce bans and restrictions, while the Ministry of Petroleum and Natural Gas was urged to expedite the collection of biomasses and accelerate the construction of compressed biogas (CBG) plants.

    The meeting was attended by Cabinet Secretary Dr.T.V Somanathan, Delhi Police Commissioner and key officials from the Ministries of Environment, Agriculture, Power, Petroleum, Road Transport, Housing and Urban Affairs, and Animal Husbandry, along with representatives from the Central Pollution Control Board (CPCB), State Pollution Control Boards (SPCBs), and the Chief Secretaries and their representatives from the states of Punjab, Haryana, Uttar Pradesh, Rajasthan, and UT of Delhi.

    Union Minister Shri Jyotiraditya M Scindia along with Minister of State for Communications and Rural Development, Dr. Pemmasani Chandra Sekhar today addressed the media on achievements of the Ministry of Communications (DoT& DoP) and Ministry of Development of Northeastern Region (DONER)in 100 days of the Government in New Delhi. Secretary (Telecom), Secretary (Department of Post), Secretary DONER and senior officials of the ministries were present.

    Speaking at the Conference, Minister Scindia shared that “With the resolve of ‘Dak Sewa, Jan Sewa’ the India Post Department in the last 100 Days has focused on amplifying financial inclusion, incorporating new technology and applying a new approach to policy reforms.”

Through a series of strategic initiatives, the Department has not only streamlined its services but also brought essential government schemes and programs closer to citizens, particularly in rural areas. From empowering rural exporters to creating a digital infrastructure for standardized addressing, the Department’s efforts have touched various facets of citizens’ lives. Key objectives such as holding more than 5000 Dak Chaupals, onboarding more than 3000 exporters on Dak Ghar Niryat Kendra, launching DIGIPIN as pilot in 1 town & 10 villages have successfully been completed.

    Dak Chaupal: Bringing services to rural doorsteps

    The Dak Chaupal initiative has proven to be a resounding success, with the Department organizing 15,163 Dak Chaupals nationwide, far surpassing the initial expectations. These Chaupals have facilitated vital government services directly at the rural level, engaging over 8.52 lakh citizens, with 44% of participants being women. The Dak Chaupal initiative enabled on-spot account opening, Aadhaar updates, and enrolment in various government schemes like Jan Suraksha, thereby significantly enhancing the accessibility of essential services in rural regions in a manner that actively contributes to the broader goals of “Vittiya Sashakhtikaran and Samaveshan”.

    Dak Ghar Niryat Kendra (DNK): Boosting rural exports

     

    Under the Dak Ghar Niryat Kendra (DNK) initiative, the Department on-boarded more than 3,400 new exporters to support rural and small-scale exporters. This program, closely aligned with the ‘One District—One Product’ initiative, has provided exporters with services such as market information, documentation support, and paperless customs clearance. By doing so, the DNK has empowered micro-entrepreneurs, artisans, and small businesses to access global markets through postal channels easily. In the past 100 days, over 1.07 lakh shipments were processed under the DNK scheme, resulting in Rs. 8.50 crore in postage revenue and an export value of Rs. 23.01 crore. Additionally, Seven Exporters awareness workshops involving DGFT, MSMEs, Export Promotion Councils, State authorities and exporters were also organized.

    Standardized Geo-Coded Addressing System: Revolutionizing service delivery

    The Standardized Geo-Coded Addressing System has also made significant strides with successfully completing a pilot program in 10 villages and 1 town. This initiative aims to establish a digital public infrastructure for a standardized, geo-coded addressing system in India, which can simplify addressing solutions for citizen-centric delivery of public and private services to enable “Address as a Service” (AaaS) in India. This will simplify addressing across India by using automated DIGIPIN allocation using SVAMITVA data and other open-source GIS data. The beta version of DIGIPIN was launched on 19th July 2024, marking a key achievement in developing this system. The Department has forged key partnerships, including an MoU with the National Remote Sensing Centre (ISRO) and the National Institute of Urban Affairs, to further enhance this initiative.

     

    These partnerships aim to leverage advanced technologies and expertise to provide precise mapping and addressing solutions, ultimately revolutionizing service delivery across the country. This grid-based system will be a robust pillar of Geospatial Governance, leading to enhancements in public service delivery, faster emergency response, and a significant boost to logistics efficiency.

     

    The Post Office Act, 2023

     

    The Post Office Act, 2023 came into effect on 18th June 2024, replacing the Indian Post Office Act of 1898. This forward-thinking legislation has modernized the postal system, addressing both contemporary challenges and future needs. By focusing on improving customer experiences and service delivery mechanisms, the new Act positions the Department of Posts to be more responsive to the evolving requirements of citizens, embodying the principle of “Dak Sewa Jan Sewa.” The subordinate legislation, including the Post Office Rules, 2024 and Regulations 2024, are currently in the process of issuance.

    The Indo-Africa Postal Leaders Meet, the first such event, was hosted by India from June 21st to 25th, 2024. It brought together over 50 senior delegates from 22 African countries, alongside representatives from the Universal Postal Union. The event highlighted India’s successful postal service model and underscored the critical role of postal services in financial inclusion and capacity building. It also opened new avenues for collaboration in postal technology and service delivery under the South-South and Triangular Cooperation framework.

    On the sidelines of the Asia Pacific Postal Union Executive Council meeting in Siem Reap, Cambodia, on 17th Aug 2024, India Post & Thailand Post signed the commercial document for a competitive bilateral exchange of Tracked Packet service between the two countries. This is an important step towards promoting cross border e-commerce exports.

     

     

     

    DBT disbursal to beneficiaries of Mukhyamantri Majhi Ladki Bahin Yojana

     

    The scheme Mukhyamantri Majhi Ladki Bahin, launched by the Maharashtra Government in June 2024, aims to provide financial assistance and empowerment to women in the state and provides for disbursal of Rs.1,500 every month to eligible women, among other benefits. The IPPB has successfully disbursed approximately 465.5 crores in accounts of 15.51 lakh beneficiaries.

     

    MoU between Department of Posts & Khadi and Village Industries Commission

     

    Unit Verification

    A New Memorandum of Understanding was signed between the Department of Posts & Khadi and Village Industries Commission on 20.8.2024 for Physical Verification of the units set up by first-generation entrepreneurs. This verification will facilitate the adjustment of government subsidy to the loan account of beneficiaries under the Prime Minister’s Employment Generation Programme (PMEGP). Around 1.35 lakh PMEGP units will be verified by the end of FY 2024-25. Proof of concept has been completed successfully, and Roll out for the actual Physical Verification process PAN India will start after the completion of training to Officials of the Department of Posts .

     

    Increasing E-Commerce footprint in the NER

     

    In a major boost to its e-commerce operations, the Department entered into a strategic partnership with Amazon on 27th June 2024 to enhance its delivery services across the Northeast Region (NER). Under this collaboration, consignments booked in Guwahati are seamlessly transmitted and delivered by the Department to all states in the region. The range of items being handled includes apparel, household goods, mobile accessories, beauty products, books, toys, appliances, and sporting goods among others. In just the last two months, approximately 35,000 consignments have been successfully booked, generating a revenue of Rs. 31 lakh. This partnership is a significant step towards strengthening the Department’s e-commerce capabilities in the NER, improving access to essential products, and boosting regional connectivity through its extensive postal network.

     

    Leveraging PM Gati Shakti National Master Plan

     

    The Department of Posts has gone live on the National Master Plan (NMP) portal, marking a key step in enhancing infrastructure and operational planning through geospatial technology. The Department now has its own dedicated layer on the NMP, alongside a separate portal embedded within it. Over 1.29 lakh assets of the Department have been mapped on this platform, organized into 14 data layers (4 administrative and 10 thematic) with detailed attributes for optimized decision-making.

    The use of layers and attributes of other Ministries/Departments on NMP and the Department of Posts’ layers by functional divisions/field formations of the Department will be a vital tool for functional divisions of the Department and administrative units for planning postal infrastructure and operations. Possible use cases are (a) visualization of all postal facilities on a single map for more efficient planning, (b) PIN code mapping, (c) route optimization (trucking routes, postmen’s beat), (d) planning outreach programmes for special schemes, (e) estates planning – ownership of land, category of land – forest etc.

     

     

    In consultation with the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry and Bhaskaracharya Institute for Space Applications and Geoinformatics       (BISAG-N), Gandhinagar, an application has also been developed free of cost for the Department of Posts. With this application, additional assets can be mapped on NMP and already mapped assets can be updated so that postal infrastructure data is the latest available data. Circle/Region/Division /Functional Divisions of the Postal Directorate will be able to use the data.

     

     

     

    Under the able guidance of the Hon’ble Minister of Communications Shri Jyotiraditya Scindia, the Department of Posts seeks to enhance citizens’ quality of life and promote inclusive growth and development nationwide through these new initiatives.

    Gabriel Arana, Texas Observer Former Editor-in-Chief: So the issue we are about to talk about, gun violence, is urgent, complex, and multifaceted. Before we jump into some of the solutions and approaches you’ve taken in New York, I’d like to talk to you about how you’ve addressed the issue here. First to start out I’d like to talk about one of the countless tragedies that has befallen our state. The May 2022, mass shooting at a grocery store in Buffalo, your hometown. Tell me what that was like and what actions you’ve taken as a result.

    Governor Hochul: Well, it was the most horrific event in Buffalo’s history and that was ten minutes from where I live. That was an area I’ve been to so many times. I knew the people. And to have an individual who was radicalized online, which again is another topic, but really important as to how people are developing these horrible, horrible thoughts. And his intent was to replicate the shooting in New Zealand just a few years before. So he learned how to do it online is the point.

    He was able to walk into a store on his 18th birthday and to be able to buy an AK-47. Okay? Buy it. Go over to Pennsylvania where they have different laws and a magazine enhancer so he could have the highest number of casualties possible. And what he did was he looked geographically to find the largest black population closest to him. It was 3 hours and 10 minutes to Buffalo, it would have been 3 hours and 20 minutes to Brooklyn. Or to, to the Bronx. So he was trying to find a population that he intentionally wanted to slaughter. He scoped out the location. He knew where he was going. And when I went there and saw the scene of that massacre and held weeping families and hugging them and just trying to give some comfort to them, I knew I had to do something in that moment. Dramatic. And change the whole dynamic, change every law I could in the State of New York. And that has been an inspiration to me, to know that can happen in an innocent place. A sunny day in May, where people are shopping for groceries, including a dad who is buying a birthday cake for his little girl’s third birthday that he never got to see. I’ve held that little girl. And this just tears at you. At a very human level.

    And all of us in government – we shouldn’t have to wait to have the kind of slaughter I saw in Buffalo or you experienced in covering Uvalde, and other people have day after day to a point where my fear is that people become desensitized to this and they don’t have that shock and that sense of urgency to do something. I don’t ever want to get to that place in this country because it would be a sad commentary on how far we’ve fallen.

    Gabriel Arana, Texas Observer Former Editor-in-Chief: In the last few years, more than 20 states including New York, have passed new laws restricting how people can buy and carry guns but we’re seeing data that indicates there’s a thriving underground market for guns. Can you talk about the 2022 Interstate Task Force to stop the illegal trafficking of guns?

    Governor Hochul: When I took office three years ago, we were in the throes of a major crime wave nationwide, not just New York. It was a nationwide phenomena. And my husband was the United States Attorney for Barack Obama. And I saw how collaboration can help and eradicate crime. And I thought, why don’t we harness the power of not just New York State, but all of our neighbors? Because 80 percent of the guns in New York come from out of state. We don’t manufacture them. So there is a pipeline that’s bringing these guns right to the streets of New York, and we have to stop that.

    So I reached out to other Governors. We had nine at first. We now have 12 states that are all contiguous. And if we’re sharing data, identifying perpetrators, stopping them at the border, we can stop the flow of illegal guns from coming into our state. And the numbers have been incredibly successful.

    The number of gunned addictions about 9,500. We’ve taken 10,000 guns off the streets. These are numbers that were just escalating year after year until someone finally says, “We’re gonna work together. I’ll put the resources behind it.” We have spent over 800 million directly on gun interdiction measures and another billion dollars to help support our local communities for the gun violence disrupter program. So combined almost $2 billion into in three years to say no more, no more slaughter in my state.

    Gabriel Arana, Texas Observer Former Editor-in-Chief: Following our conversation here I’m going to dive in with our panelists on community based solutions and approaches that they’re doing on the ground throughout the country. We know that these solutions from the communities themselves are promising toward reducing gun related injuries and killings. In a similar vein from your perch what do you see as promising solutions and approaches to the issue?

    Governor Hochul: It does absolutely come down to engaging the community. They’re the ones who are victimized. They’re the ones who often see perpetrators. They’re the ones who have evidence that can come forward.

    But also, how do we change the hearts and minds of particularly young men? Young kids in these neighborhoods who think that the only alternative they have is to be part of a gang because they’re not getting the love and nurture they need at home. This becomes their family. And that is what’s so tragic about this.

    But, what you can do with these violence disruptor programs, and we funded so many of them, all across the state – is that oftentimes these might be former gang members, these are people who’ve been involved with the law. And so they’re the ones who have the story to say, don’t make the same mistake I did. And if we fund them and increase the number of them in every community, they are making a real difference. So I’m going to continue focusing on not just the law enforcement side, which has been quite extraordinary.

    And back to changing our laws, the Supreme Court of the United States struck down a law that we had on the books for over 100 years. A concealed carry law that says you should not be able to walk into this venue right now with a gun in your pocket, go on our subways, walk around Times Square. And the Supreme Court took that power away from me as the Governor of New York to protect my citizens. And I said, the next day, we’re fighting back. We’re going to structure a different law. We’ll go right up to the line. to where we can go and now we’ve identified sensitive locations, which is a large part of New York where you cannot carry a gun, including Times Square and houses of worship and other places. So I had to come around and do an end run basically around what the Supreme Court was trying to do, taking away my rights.

    So the violence disruptor programs, the massive funding into law enforcement, the community policing, the interdiction at the borders with our consortium is making a difference to a point where our murders are down almost to the 1960s levels, which is extraordinary. In one year, we had, in 1990, we had 2,600 murders in the State of New York. We’re trending to be about 350 this year. Look at the difference in that. It’s gone. Shootings are down 47 percent since I became Governor because we had an intentional strategy that said, “We’re not going to lose any more lives senselessly to guns.”

    And again the laws are so important the laws that we have on the books – the red flag laws. We had about 1,300 Extreme Risk Protection Orders – when you identify someone who shows a propensity to do harm to themselves or to others, someone sees that red flag – a school counselor, a family member, a, law enforcement, a principal, a teacher, someone’s seeing this behavior, someone’s watching it. And they don’t think they have the power to do something about it. But we said, “You do have the power.” And by changing the law to say you are required to notify the authorities so they can identify whether they have access to a gun, we have had a 1,300 percent increase in the number of Extreme Risk Protection Orders where other states aren’t doing anything.

    And I need to, this should be a national policy. This should be a national policy passed by Congress because we have taken guns out of the hands that we know from people that could do harm to others before there’s a tragedy that happens. This is what smart policies are all about. Getting there before you have to go to another funeral of a child. And that’s what I want to continue doing here in New York. And I hope other states will follow suit.

    Gabriel Arana, Texas Observer Former Editor-in-Chief: The Supreme Court stands poised to knock down any legislation, attempts to legislate the gun violence epidemic. You mentioned going right up to the line. What is that line? What can you do? What can’t you do?

    Governor Hochul: We weren’t allowed to ban concealed carry weapons, but I put in place more restrictions on who can apply for them. We are able to look at your social media. That’s where people are telegraphing what they’re going to do. That was our Buffalo killer. It was all out there on social media. It’s often out there. People are telegraphing what they’re going to do. And if you can’t be aware of that and you can’t see what’s out there about them, then you’re not protecting yourself or society.

    My number one job as Governor of the State is to protect our citizens. Full stop. And this is part of that strategy. So we made – we have more requirements on background checks. Our background checks are very strong, but even if someone is able to secure a concealed weapon permit and many of them are legitimate, there’s people in security and there are legitimate purposes that I will agree with, but it’s time, place and manner.

    And again, I don’t want them on the streets of New York. I don’t think that’s appropriate. I don’t think it should be in a schoolyard. That’s not appropriate. A playground. So many places, they don’t make that. So we went right, when they said, I can’t ban them, I said, but they threw some words about sensitive places and I define sensitive places in New York and our law is holding, so far.

    Gabriel Arana, Texas Observer Former Editor-in-Chief: You mentioned violence diversion programs. What’s entailed in these programs?

    Governor Hochul: We fund an enormous number of these. We know the neighborhoods where they need them. These are individuals who – community based organizations, SNUG is one of them. It’s just “guns” spelled backwards.

    It’s one I was familiar with in Buffalo, New York. Like I said, I was – I have a family member in law enforcement, a prosecutor, and I saw the power of these organizations when they got together. I did a lot of events with them. We announced a lot of funding for them all over the state. And what they do is, they develop relationships.

    They intervene because if a young person has a strong role model at home, both parents, one parent, grandparents, someone that’s taking care of them and watching them and knows where they are after school and keep an eye on them. There’s not likely to be a problem, but that’s not the reality for so many families in so many of our communities.

    The parents have to work, the mom has to work, and there’s no one there after school. And this is where the temptation is great to find alternatives. These members, like I said, many of them have done time themselves. They can speak truth to what they saw. They’re credible messengers that are the only ones who can break through and make a difference.

    And they’ve been successful and I’ll keep supporting them over and over again as part of a holistic strategy. But another part of that strategy deals with mental health. We have seen the radicalization of people on social media, but also our teenagers are – many of them are despairing. And I’ve seen this because I’ve convened countless roundtables with teenagers over the last year as I look at social media, the effect it has on their well being, how they feel about themselves, and also cell phones in schools.

    This is an issue I’m looking intensely at because kids are spiraling. They’re not paying attention in class. They’re being bullied all day long. They don’t have a break from it. And one young woman said to me at one of our forums, “You have to save us from ourselves. You have to help us. You have to stand up and say we shouldn’t be doing this because we can’t do it alone.”

    So that’s only tangentially related to gun violence, but it also goes to the psychology of people. And if we’re not helping children and teenagers be healthy now, what are we supposed to expect from them when they turn to adults? We’re supposed to not just raise children, but raise adults who are healthy and fully functioning and have human connections that they’re being denied right now. The way this device has taken over their lives.

    Gabriel Arana, Texas Observer Former Editor-in-Chief: I have to wrap up here. But one more question. If there’s one key message that you’d the audience here, to walk away with, what would it be?

    Governor Hochul: We have seen in New York State, that leadership that is committed to ensuring that you look at all the levers at our disposal, the platforms we have, the ability to change.

    There are ways that we can stop gun violence in this country. We can be like the other countries who are gathering in our city right now that don’t know a fraction of the shootings we have. It’s accessibility to guns. I continue to call on Congress to do the right thing and reinstate the ban on assault weapons that was so effective for an entire decade until it was repealed.

    That’s number one. Call on other states to do as we’ve done with the red flag law. Just pass what we did here in New York and you could have prevented so many of the mass shootings. Every time you look at and analyze the social media and the footprint that’s out there for these shooters, it’s always telegraphed in advance.

    You can – and they – and there’s always someone who says, “Yeah, I thought that kid was – Something wrong was there.” The evidence is there. We have to give people the responsibility to report it to law enforcement. Let them get the order of protection. And let’s start protecting people. That’s what this is all about.

    I would say, don’t give up hope. The situation is dire. It is spiraling. One more mass shooting on the news is just making us sick and it’s taking us to a dark place, but it does not have to be that way. I reject the notion that this has to be our destiny. There are policies out there that are working.

    Otherwise, how do we cut shootings down 47 percent? This is all since I’ve been Governor in just a few years. Look at the impact that we have had here in the State of New York. I want every state to be just like that. And then we start reclaiming our kids and our safety and the mental health that we need to know that we are safe in our country.

  • MIL-OSI USA: Dingell, Moore, Murray Introduce SAFE for Survivors Act to Provide Economic Security for Domestic Violence Survivors

    Today, Representatives Debbie Dingell (MI-06) and Gwen Moore (WI-04), along with Senator Patty Murray (D-WA), introduced the Security and Financial Empowerment (SAFE) for Survivors Act to establish provisions that promote the safety and security of survivors of domestic violence, dating violence, sexual assault, gender-based violence, and stalking. 

    The 2024 SAFE for Survivors Act allows victims to take time off from work without fear of penalty, requires that employers provide reasonable accommodations to assist survivors dealing with the aftermath of violence, provides access to unemployment benefits for survivors, and establishes insurance protections to support survivors–ensuring that victims are not punished for their abusers’ crimes.

    “Financial abuse occurs in nearly every case of domestic violence. So many survivors are financially tied to their abuser, which ends up being one of the main reasons survivors stay with an abusive partner,” Dingell said. “Survivors have unique needs in their journey to economic independence, and the provisions in this bill will support their ability to provide for their families safely and independently, whether they choose to enter, remain, or take time off from the workplace.”

    “Domestic violence survivors shouldn’t face financial hardship as they work to pick up the pieces after experiencing abuse,” Moore said. “But too many endure a financial cost, which is why we must work to remove these barriers, so that survivors can access the resources they need. That’s why I am thankful to partner with my House and Senate colleagues in much-needed legislation to strengthen survivors’ access to health care, unemployment benefits, and paid leave.”

    “No survivor of domestic violence or sexual assault should be forced to choose between their safety and their paycheck, job, or ability to support their family,” Murray said. “Survivors who are dealing with the mental and physical impacts of assault and violence often can’t afford to miss a day of work or can’t provide for their families on their own if they choose to leave a dangerous situation. We must do everything we can to change this heartbreaking reality. The SAFE Act for Survivors Act would take a huge step toward ensuring no woman or person is stuck between worrying for their safety and making ends meet.”

    One in four women in the U.S. experience physical violence from an intimate partner in their lifetime and one in four women report an attempted or completed rape during their lifetime. Individuals who experience intimate partner violence, sexual assault, gender-based violence and stalking often find that abuse and threats follow them from home into the workplace. This type of violence has direct consequences for survivors’ economic security, which can affect their ability to recover, provide for their families, and remove themselves from dangerous situations. 

    According to the Domestic Violence Hotline,  44% of full-time employed adults in the US reported experiencing the effect of domestic violence in their workplace; 21% identified themselves as victims of intimate partner violence. Domestic violence issues lead to nearly 8 million lost days of paid work each year, the equivalent of over 32,000 full-time jobs.

    Highlights of the 2024 SAFE for Survivors Act include

    Increased Access to Leave

    1. The SAFE for Survivors Act allows victims to take time off from work—40 days of leave, ten of which must be paid—without penalty in order to contend with the consequences of gender-based violence, including attending court appearances, seeking legal assistance, and getting help with safety planning. For too many victims, access to these essential services can mean the difference between life and death.

    Enhanced Workplace Protections

    1. The SAFE for Survivors Act prohibits discriminatory employment practices in connection with survivors of domestic or sexual violence and requires employers to provide reasonable accommodations to assist survivor dealing with the aftermath of violence.

    Access to Unemployment Benefits

    1. The SAFE for Survivors Act allows victims in every state access to unemployment benefits if they are fired or forced to leave their job because of abuse.

    Insurance Protections for Survivors

    1. The SAFE for Survivors Act prohibits denial or restriction of insurance coverage based on the status of the applicant or insured regarding abuse or abuse related claims, ensuring that victims are not punished for their abusers’ crimes.

    Dingell has long been a leader in Congress in combating domestic violence. She has led the Strengthening Protections for Domestic Violence and Stalking Survivors Act to close the boyfriend loophole and keep guns out of the hands of abusive dating partners and stalkers. In 2018, she established the Bipartisan Working Group to End Domestic Violence to bring together a bipartisan group of members to identify ways to strengthen resources and protections for survivors and their children.

    She has been working to address funding shortfalls in the Victims of Crime Act’s (VOCA) Crime Victims Fund (CVF), the largest source of federal grant funding for victim services organizations, including organizations supporting survivors of domestic and sexual violence, child abuse, stalking, and other crimes. 

    In April, Dingell led a letter to Federal Communications Commission (FCC) Chairwoman Jessica Rosenworcel, urging the Commission to take proactive measures to address the threat of domestic abusers exploiting connectivity tools in vehicles to harass and intimidate their partners.

    This year she co-led the Justice in Sentencing for Survivors Act, which authorizes the court to impose a sentence that is below the mandatory minimum if the offender’s crime is connected to their survivor status, and the TAKE IT DOWN Act, which bans the publication of non-consensual intimate images (also known as deepfakes) prohibits their distribution and creates a criminal penalty for doing so, and requires websites to have a removal process.

  • MIL-OSI USA: Dingell Announces $50 Million for Battery Manufacturing in Van Buren Township

    Congresswoman Debbie Dingell (MI-06) today announced Cabot Corporation will receive $50 million from the Department of Energy (DOE) to build the first commercial-scale facility in the U.S. to produce critical components for lithium-ion batteries in Van Buren Township. The grant was awarded under the DOE’s Infrastructure Investment and Jobs Act’s Battery Materials Processing and Battery Manufacturing funding opportunity as part of a $355 total million investment in battery manufacturing in Michigan. 

    “Our state is driving the next generation of auto innovation and technology, and there’s no better place for this plant than here in Southeast Michigan. To keep America a global leader in EVs and manufacturing, we must ensure electric vehicles, their batteries, all their components, and their infrastructure are built here at home,” Dingell said. “This investment will strengthen our domestic battery supply chain, create good paying union jobs, support Michigan’s auto leadership, and advance our transition to a clean-energy future.”

    Cabot Corporation will build and operate a plant capable of producing an initial ~1,000 tons per year of battery-grade carbon nanotubes (CNTs) and up to 12,000 tons per year of conductive additive (CA) dispersions at a commercial scale to support the domestic lithium-ion battery supply chain. Conductive additives, including CNTs, are indispensable ingredients in battery electrodes, connecting active materials within a conductive matrix. Without conductive additives, lithium-ion batteries do not work. Cabot’s plant will be the first production-scale facility to manufacture and supply battery-grade CNTs and CA dispersions in the U.S., expanding U.S. capabilities in advanced battery manufacturing, reducing reliance on imports, and strengthening national security. 

    The facility is expected to employ approximately 85 permanent workers and more than 250 tradespeople during construction. Cabot will work with the local government to sign a Good Neighbor Agreement and has signed a Memorandum of Understanding (MOU) with the North American Building Trades Union (NABTU) for construction of the facility and a neutrality agreement with the International Chemical Workers Union Council (ICWUC) for the operations of the facility. Cabot will also partner with local and regional universities, colleges, and trade schools to implement internship programs, support STEM career development, and promote training opportunities to develop a qualified and skilled domestic workforce.

  • MIL-OSI Global: Climate change is a pollution problem, and countries know how to deal with pollution threats – think DDT and acid rain

    Climate change can seem like an insurmountable challenge. However, if you look closely at its causes, you’ll realize that history is filled with similar health and environmental threats that humanity has overcome.

    The main cause of climate change – carbon dioxide from the burning of fossil fuels – is really just another pollutant. And countries know how to reduce harmful pollutants. They did it with the pesticide DDT, lead paint and the power plant emissions that were causing acid rain, among many others.

    In each of those cases, growing public outcry eventually led to policy changes, despite pushback from industry. Once pressured by laws and regulations, industries ramped up production of safer solutions.

    I am an earth and environmental scientist, and my latest book, “Reclaiming Our Planet,” explores history’s lessons in overcoming seemingly insurmountable hazards. Here are a few examples:

    Banning DDT despite industry pushback

    DDT was the first truly effective pesticide and considered to be miraculous. By killing mosquitoes and lice, it wiped out malaria and other diseases in many countries, and in agriculture, it saved tons of crops.

    After World War II, DDT was applied to farms, buildings and gardens throughout the United States. However, it also had drawbacks. It accumulated in mother’s milk to levels where it could deliver a toxic dose to infants. Women were advised against nursing their babies in the 1960s because of the danger.

    In addition, DDT bioaccumulated up the food chain to toxic levels in apex species like raptors. It weakened the eggshells to the point where brooding mothers crushed their eggs. Bald eagles were reduced to 417 breeding pairs across North America by 1967 and were placed on the endangered species list.

    Biologist Rachel Carson documented DDT’s damage in her 1962 book “Silent Spring” and, in doing so, catalyzed a public environmental movement. Despite disinformation campaigns and attacks from the chemical industry, tremendous public pressure on politicians led to congressional hearings, state and federal restrictions and eventually a U.S. ban on the general use of DDT in 1972.

    Bald eagles recovered to 320,000 in the United States by 2017, about equal to populations from before European settlement. The chemical industry, facing a DDT ban, quickly developed much safer pesticides.

    Building evidence of lead’s hazards

    Lead use skyrocketed in the 20th century, particularly in paints, plumbing and gasoline. It was so widespread that just about everyone was exposed to a metal that research now shows can harm the kidneys, liver, cardiovascular system and children’s brain development.

    Clair “Pat” Patterson, a geochemist at the California Institute of Technology, showed that Americans were continuously exposed to lead at near toxic levels. Human skeletons from the 1960s were found to have up to 1,200 times the lead of ancient skeletons. Today, health standards say there’s no safe level of lead in the blood.

    Despite threats both personally and professionally and a disinformation campaign from industry, Patterson and his supporters compiled years of evidence to warn the public and eventually pressured politicians to ban lead from many uses, including in gasoline and residential paints.

    Once regulations were in place, industry ramped up production of substitutes. As a result, lead levels in the blood of children decreased by 97% over the next several decades. While lead exposure is less common now, some people are still exposed to dangerous levels lingering in homes, pipes and soil, often in low-income neighborhoods.

    Stopping acid rain: An international problem

    Acid rain is primarily caused when sulfur dioxide, released into the air by the burning of coal, high-sulfur oil and smelting and refining of metals, interacts with rain or fog. The acidic rain that falls can destroy forests, kill lake ecosystems and dissolve statues and corrode infrastructure.

    Acid rain damage across Europe and North America in the 20th century also showed the world how air pollution, which doesn’t stop at borders, can become an international crisis requiring international solutions.

    The problem of acid rain began well over a century ago, but sulfur dioxide levels grew quickly after World War II. A thermal inversion in London in 1952 created such a concentration of sulfur dioxide and other air pollutants that it killed thousands of people. As damage to forests and lakes worsened across Europe, countries signed international agreements starting in the 1980s to cut their sulfur dioxide emissions.

    In the U.S., emissions from Midwestern power plants killed fish and trees in the pristine Adirondacks. The damage, health concerns and multiple disasters outraged the public, and politicians responded.

    Sulfur dioxide was named as one of the six criteria air pollutants in the groundbreaking 1970 U.S. Clean Air Act, which required the federal government to set limits on its release. Power plants installed scrubbers to capture the pollutant, and over the next 40 years, sulfur dioxide concentrations in the U.S. decreased by about 95%.

    Parallels with climate change

    There are many parallels between these examples and climate change today.

    Mountains of scientific evidence show how carbon dixoide emissions from fossil fuel combustion in vehicles, factories and power plants are warming the planet. The fossil fuel industry began using its political power and misinformation campaigns decades ago to block regulations that were designed to slow climate change.

    And people around the world, facing worsening heat and weather disasters fueled by global warming, have been calling for action to stop climate change and invest in cleaner energy.

    The first Earth Day, in 1970, drew 20 million people. Rallies in recent years have shifted the focus to climate change and have drawn millions of people around the world.

    The challenge has been getting politicians to act, but that is slowly changing in many countries.

    The United States has started investing in scaling up several tools to rein in climate change, including electric vehicles, wind turbines and solar panels. Federal and state policies, such as requirements for renewable energy production and limits on greenhouse gas emissions, are also crucial for getting industries to switch to less harmful alternatives.

    Climate change is a global problem that will require efforts worldwide. International agreements are also helping more countries take steps forward. One shift that has been discussed by countries for years could help boost those efforts: Ending the billions of dollars in taxpayer-funded fossil fuel subsidies and shifting that money to healthier solutions could help move the needle toward slowing climate change.

  • MIL-OSI USA: Dingell Statement on Commerce Proposed Rulemaking on Connected Vehicles

    Congresswoman Debbie Dingell (MI-06) released the following statement on the Department of Commerce’s Notice of Proposed Rulemaking (NPRM) that would prohibit the sale or import of connected vehicles integrating specific pieces of hardware and software, or those components sold separately, with a sufficient nexus to the People’s Republic of China or Russia.

    “As our vehicles become smarter, safer, and increasingly connected, it’s important we’re taking action to mitigate security risks, especially when this technology is coming from countries of concern, like China and Russia. An investigation by the Department of Commerce concluded that technology from these adversarial countries poses a real risk both to consumers and to American infrastructure. For example, we know that Chinese automakers are deploying autonomous vehicles in the U.S. for surveillance and data collection, meanwhile banning American vehicles from their own streets. Today’s NPRM is an important step to combat the real threat this poses. We must maintain our leadership at the forefront of the global auto industry in a way that protects Americans’ privacy and safety and strengthens our national security.”

    The proposed rule focuses on hardware and software integrated into the Vehicle Connectivity System (VCS) and software integrated into the Automated Driving System (ADS). These are the critical systems that, through specific hardware and software, allow for external connectivity and autonomous driving capabilities in connected vehicles. Malicious access to these systems could allow adversaries to access and collect our most sensitive data and remotely manipulate cars on American roads. The proposed rule would apply to all wheeled on-road vehicles such as cars, trucks, and buses, but would exclude vehicles not used on public roads like agricultural or mining vehicles.

    The rule would also prohibit manufacturers with a nexus to the PRC or Russia from selling connected vehicles that incorporate VCS hardware or software or ADS software in the United States, even if the vehicle was made in the United States.

    The prohibitions on software would take effect for Model Year 2027 and the prohibitions on hardware would take effect for Model Year 2030, or January 1, 2029 for units without a model year.

  • MIL-OSI New Zealand: Police drill down on pair following aggravated robbery

    Police have unscrewed a pair’s plans after two men allegedly stole tools from a hardware shop and presented a firearm at store workers in East Tāmaki yesterday.

    Detective Inspector Karen Bright, from Counties Manukau CIB, says the incident at a commercial address on Harris Road was reported to Police at around 3.42pm yesterday.

    “A man has entered the store and walked around for close to an hour before allegedly leaving the store with tools that weren’t paid for.

    “Two employees have then chased after the alleged offender as he was leaving.”

    Detective Inspector Bright says the man has run to a vehicle where another man was waiting.

    “The person in the car is alleged to have presented an imitation firearm towards the workers before the pair fled in a black Subaru.

    “Our staff managed to track the vehicle and the Police Eagle helicopter quickly located at an address on Kemble Close, Māngere.

    “They have attempted to leave that address, however an armed vehicle stop was conducted and both males were taken into custody.”

    She says the stolen power tools and a replica pistol were located.

    “This was exceptional work by the officers involved, and thankfully no one was injured.

    “But this incident should serve as a reminder, we take any incident where there are threats of violence or presentation of firearms towards the community seriously.”

    Two men, aged 38 and 27, will appear in Manukau District Court on Thursday facing charges including aggravated assault, shoplifting and presenting an object like a firearm.

    As a reminder, this call will be on the record and embargoed until today at 1:00 p.m. Eastern.
    The call will begin with on-the-record remarks from Senior Adviser to the President and White House Director of Communications Ben LaBolt, White House National Climate Adviser Ali Zaidi, and Senior Adviser to the President for International Climate Policy John Podesta.

    MR. LABOLT:  Thanks, Angelo, and good morning, everybody.
    President Biden is fresh off his Quad Summit, where he showcased his continued leadership on the world stage by bringing our allies together to cooperate on — on major cross-border issues.  He just delivered a major speech last Thursday on the economic progress we’ve seen under — under this administration.  And later today, he’s heading to New York to the U.N. General Assembly.
    He’s got a busy schedule in New York, and you’ll see him lay out his vision for continued U.S. leadership on the world stage, including renewed cooperation to address shared global challenges such as confronting the climate crisis.
    And as the president continues to sprint to the finish line, tomorrow, as part of Climate Week, he’ll deliver remarks highlighting his and Vice President Harris’ leadership to tackle the climate crisis.
    His speech tomorrow at the Bloomberg Global Business Forum will showcase just how transformational this administration has been in helping to meet all of our climate, conservation, and clean energy goals — from reducing emissions and moving in the long term to a net-zero economy, to mobilizing private-sector investments in domestic manufacturing, to protecting our lands and waters, and so much more.
    And of course, through each of those important goals, also making significant in pro- — progress along the way to lower families’ energy costs; create good-paying union job; and ultimately leave for our children and grandchildren a stronger, healthier planet.
    Ali and John will share a bit more about the president’s domestic and international climate legacy in just a moment, but I want to take a moment to highlight how important the stakes are and why the president’s efforts have been essential in making sure we stay on track for our climate goals.
    If, as the science demands, we are going to meet the president’s goal of achieving net-zero greenhouse gas emissions by no later than 2050 and of limiting global warming to 1.5 degrees Celsius, then we’ve got to keep the pedal to the metal on our climate efforts.  We cannot afford to delay or to go back. 
    We’re seeing the impacts the climate crisis is having on our communities every day.  Yet as cities are flooding or on fire or under extreme heat watches or trapped in a cloud of smog, many congressional Republicans continue to deny the very existence of climate change.
    And it’s not just talk.  Congressional Republicans are taking action right now that would roll back investments in climate, clean energy, and public health.
    In this session alone, congressional Republicans’ efforts to gut climate protections are being pushed through a variety of avenues, including appropriations bills, Congressional Review Act resolutions, and other legislative actions, which would have a devastating impact on families, the economy, and the environment. 
    From undermining clean vehicle tax credits to attacking cost-saving efficiency standards, they continue to side with special interests to keep consumer energy prices high.
    During this session, congressional Republicans have advanced legislation to repeal new programs from President Biden’s Investing in America agenda that are helping families save hundreds of dollars each year on energy costs, including attacking new rebate programs for energy-efficient home upgrades and programs that support residential solar projects in low-income communities.
    After the president’s historic work to enhance public health protections and strengthen pollution standards, congressional Republicans are working to weaken those protections, which would harm their constituents’ lives and livelihoods.
    They’ve introduced resolutions that would roll back the administration’s rules that protect communities from coal plants’ water pollution, air pollution, and waste disposal.  They’re working to overturn lifesaving rules under the Clean Air Act that reduce pollution from power plants, cars, trucks, and indus- — and industrial sources.  And they’re failing to protect the health of mine workers, including by trying to block new rules that protect coal and other miners from toxic exposures.
    With more than 42 million acres already conserved, President Biden is on track to conserve more lands and waters than any modern president has in four years.  But congressional Republicans are attempting to roll back protections for our nation’s outdoor treasures and open up our lands and waters to increased irresponsible development.
    They’re trying to eliminate presidential authority to establish national monuments altogether.  They’re also trying to dismantle President Biden’s America the Beautiful initiative, which is supporting locally led conservation efforts across the country, and to overturn the administration’s Public Lands Rule that will help conserve wildlife habitat, restore places impacted by wildfire and drought, expand outdoor recreation, and guide thoughtful and balanced development.
    They’re supporting legislation and other appropriations vehicles that would undo protections for 13 million acres of special areas in the Western Arctic and dismantle efforts to protect the U.S. Arctic Ocean and Arctic National Wildlife Refuge from new oil and gas leasing.
    The Biden-Harris administration successfully finalized the first updates in decades to hold oil and gas companies accountable and ensure they provide fair returns to taxpayers, but congressional Republicans are seeking to overturn these overdue reforms.
    And just to put a finer point on it: Since President Biden signed the Inflation Reduction Act, congressional Republicans have voted more than 50 times to repeal all or parts of the largest and most impactful climate legislation in history.
    Yet even though most Republicans are in lock- — lockstep in this approach, some are starting to change their tune.  Last month, 18 House Republicans sent a letter to Speaker Johnson asking him not to repeal the Inflation Reduction Act.
    Perhaps it’s because President’s Biden’s policies are leading to more than 330,000 new clean energy jobs already created, more than half of which are in Republican-held districts.
    It also might be because they’re starting to realize that jacking up families’ energy prices, weakening pollution protections, and slowing our clean energy transition are unpopular back home.
    Whatever the reason, it’s obvious that the contrast between President Biden and Kamala Harris’ policies with those of congressional Republicans couldn’t be clearer.
    This coming Climate Week and for every week thereafter, this president and his team will continue to work on behalf of the American people to protect our planet, lower energy costs, create good-paying jobs, and do what’s needed to ensure that our grandchildren can experience a planet with clean air and drinkable water.
    And with that, I’ll turn it over to the president’s national climate adviser, Ali Zaidi.
    MR. ZAIDI:  Thanks so much to everybody for joining.
    We are five years into what the UNFCCC declared as the “decisive decade for climate action.”  Tomorrow, President Biden will deliver the decisive decade halftime report.  And what he will show is how the United States has changed the playbook fundamentally — not focused on the doom and gloom, focused instead on the massive economic opportunity, a chance to build U.S. manufacturing and infrastructure, and a chance to build the American middle class.
    The president will talk about what we’re seeing on the scoreboard.  Since the start of the administration, 100 gigawatts of clean energy built in the United States — 25 million homes’ worth of power.  You see off our coast an offshore industry, where before there was none. 
    In rural America, the largest investment in clean energy electrification since FDR — one in five rural Americans seeing the benefits of that clean energy. 
    A nuclear industry revitalized — plants that were slated to be shut down put back into use; plants retired coming back to meet surging demand.
    In transportation, electric vehicles now quadrupled in sales, chargers doubled on our roads and highways, the postal service going fully electric, and all of that being made in America — batteries being made in America; anodes, cathodes, the very critical minerals necessary for tackling climate change being sourced here in the United States of America.
    And, of course, we’re seeing this translate into benefits for consumers.  The standards the president has finalized or more efficient appliances saving a trillion dollars for consumers over the next several decades.
    And just last year, millions of Americans taking advantage of the Biden-Harris clean energy tax credits to retrofit their homes, put in upgrades that will save them money, lower utility bills and costs. 
    He’s done all of this while protecting the environment.  As Ben noted, 42 million acres conserved by tackling the scrooge [scourge] of environmental injustice, meeting pollution where it is in fence-line communities, and delivering solutions that take effect right away.
    He’s made sure that we are leaning into the manufacturing opportunity in all of this.  He’s going to talk about how we invented a lot of these technologies, but over the last several years, we’ve now started to actually make these technologies — $900 billion in manufacturing.
    So, you see because of these historic efforts under President Biden, Vice President Harris, capital coming off the sidelines, jobs coming back, and America leading on climate.  And, you know, core to that — core to that is the president delivering on his fundamental conviction.
    When he was running for office, the president often said, “When I see climate, I see jobs.”  Since the beginning of his administration, he’s made that a focal point in climate.  It’s what’s helped us put all these points on the board.  Even today, governors will come together to announce a goal to train another million folks into registered apprenticeships that deliver on the climate workforce that we need to build this clean energy future.
    Tomorrow is an opportunity to deliver that decisive decade halftime report to show the progress we’ve made, the points we put on the board, and the path ahead.  And President Biden will do that eloquently and in a way, I think, that will hopefully activate and animate accelerated action not just here but around the world.
    And for that, let me hand it over to my partner in all of this, the president’s international climate adviser, John Podesta.
    MR. PODESTA:  Thanks, Ali.  And — and thanks to everyone for joining at the beginning of this action-packed Climate Week.  And if you’re actually in New York, the traffic-packed Climate Week.
    Over the past four years, President Biden and Vice President Harris have pursued the most ambitious and successful climate agenda in history, both domestically and internationally.
    We know that the climate crisis is a global problem and that no one country alone can solve it but that U.S. leadership on this issue is critical for bringing the world together.
    That’s why President Biden rejoined the Paris Agreement on day — day one.  It’s why he set a bold goal to cut U.S. emissions by 50 to 52 percent below 2005 levels by 2030 and backed that goal up with action through the Inflation Reduction Act, the largest investment in climate and clean energy in the world, as Ali just went through.  And it’s why he convened three leaders summits on climate, ratified the Kigali Amendment to the Mo- — Montreal Protocol to phase down super-polluting hydrofluorocarbons.
    Over the past four years, this resurgence of U.S. leadership on global climate action has yielded real results.
    We’ve raised ambition from countries and companies around the world through the Global Methane Pledge to reduce global methane emissions 30 percent by 2030, with now 158 countries and the EU signing on.
    At COP28 in Dubai in December 2023, the United States successfully galvanized the world to commit, for the first time, to transition away from unabated fossil fuels; to stop building new unabated coal capacity globally; to triple renewable energy globally by 2030, to double the level of efficiency by 2030, and to triple nuclear energy by 2050.
    We’ve remained focused on climate finance, which is the biggest topic of discussion at this year’s COP29 in Azerbaijan.
    President Biden pledged to work with Congress to quadruple U.S. international public climate finance to over $11 billion per year by 2024.  And we’re on track to deliver on that commitment.  That includes over $3 billion per year for adaptation under the president’s Emergency Plan for Adaptation and Resilience, or the so-called PREPARE program, which will help a half a billion people worldwide adapt to and manage climate impacts, including sea level rise, storms, droughts, and food insecurity. 
    The next few months are crucial for our international climate agenda — from COP16 on biodiversity in Cali to the G20 in Rio to COP29 in Baku, and, of course, this week in New York.
    This week and throughout this fall, we’ll continue to work with our allies and partners around the world to raise ambitions; unlock additional climate finance from the private sector, multilateral development banks, and public sources; accelerate the deployment of clean energy by driving innovation and lowering costs; reversing and finally ending deforestation; and help more vulnerable countries and communities adapt to a changing climate.
    Here’s the bottom line: Thanks to President Biden and Vice President Harris, we’re on the right path here in the U.S. and around the world.  We have to accelerate our progress toward our collective climate goals, and I think the president will be calling on other leaders of the world, as he did over the weekend in the new announcements on clean cooling and the clean energy industrial fellowship we entered into with India, to get that job done.

    Q    Hi, everyone.  Thank you so much for doing this this morning.
    John, you mentioned that the president will be calling on — on other leaders.  You know, this is a very international audience this week.  Already, countries have seen the United States leave and join and leave and join global efforts to fight climate change.  What will the president’s message be to world leaders who are worried about what a Trump administration would bring on climate and maybe don’t know whether the U.S. can be trusted to be a long-term partner?
    I guess, related, do you expect President Biden to — to speak directly about former President Trump?
    MR. PODESTA:  Lisa, you know, in my current role, I can’t talk about politics.  (Laughs.)  But I think it’s clear that the track record from the previous administration vers- — which pulled out of Paris, abandoned the — the partnership that we had around the globe, reversed a number of actions that President Obama had taken on climate change versus the record that we just laid out is clearly of concern and interest to people around the world.
    All I can tell you is the president has demonstrated that you can produce strong economic growth, create good-paying jobs, reach all areas of the country in this — in this task of decarbonizing our economy. 
    And that’s the message I think he’s sending to global re- — leaders: This is doable.  We can invest in the — these new technologies.  We can put people to work doing the work that needs to be done, and it’s going to be good for your publics.
    So, I think that in — in his speech to — to UNGA, he will, I think, reflect on that record, and I’m sure the — the alternatives will be implicit.
    MR. ZAIDI:  Look, what I’d add to that — this is Ali — is you’ve seen the politics of climate inaction deteriorate in Congress.  House Republicans have put up nearly 50 votes to roll back President Biden and Vice President Harris’ historic climate efforts.  They failed.  They failed even within their own caucus: Now a dozen and a half members calling on their own leadership to wrap up these efforts, to go in a U-turn direction, because they see the economic case for climate action.
    Part of the reason the president has been successful — and as he speaks to this tomorrow, he will point out — is this new formula on climate action, which is focused on driving investment in U.S. manufacturing and U.S. infrastructure, and that has resulted in unprecedented and successful job creation all across the country in blue districts and in red.
    So, the politics of inaction are deteriorating.  The case for a U-turn is weak and fragile and falling apart.  But the haste to go bold and accelerate climate action, we’re seeing the results from that; that’s strengthening.
    And, you know, Lisa, you mentioned, there are a lot of leaders from around the world here in New York.  There are also a lot of leaders from industry and big investors here in New York, and they’re paying attention to one thing and one thing only, and that is: In the United States, the case for investing in clean energy has never been stronger.  The economics for climate action are irresistible here in the United States.  And that’s going to cascade around the world as we accelerate progress in this decisive decade.

    I wanted to ask if you can talk about the multilateral (inaudible) boosting climate financing for developing countries as well as how the U.S., the administration will work with China, the number one polluters in the world.  As — and your initiative also working with African nations. 
    Thank you.
    MR. PODESTA:  Well, thanks — thanks for the question.  I — at the bilateral level, I laid out a — at the front end of my remarks, the president’s commitment to increasing climate finance across the board and reach communities across the globe. 
    We’ve succeeded in — in meeting the targets that the president did at — in his UNGA speech in 2021.  I want to underscore that.  That’s where he said we will quadruple our climate finance from the historically high level that President Obama produced.  It was actually substantially more than that if you compare it to the last years under President Trump.  And we’re on track to do that.
    Where I’m engaged in events here to try to track additional private-sector investment into the adaptation space, noting — I noted the PREPARE program that the president has put forward, which is going to provide a — help and service to half a billion people across the globe. 
    We’re engaged, I think, with the — the i- — the discussion right now to increase the national cumulative qualified goal that’s, as I noted, part of what’s most important on the agenda in Baku.  Those conversations are continuing, but we’ve seen a substantial increase in climate finance coming through the multilateral development banks and other sources. 
    It’s going to take the effort of all of us to go from the billions of dollars of — hundreds of billions of dollars of public support that we’ve seen to, really, the trillion dollars of need that are necessary to build sustainable energy systems across the globe. 
    And so, I think, again, in his conversations with — with global leaders, he hosted President Ruto of Kenya earlier this year, created a commitment to a bilateral partnership with the government of Kenya to build out supply chains there.  We’re working with India and Tanzania to do the same thing across new supply chains in Africa. 
    So, I think the president is r- — is quite focused on this and will get a chance to speak to it both in the meetings that he’s holding on the side as well as in his main UNGA speech.
    Q    Okay.  If I can just quickly follow up on that.  A lot of these developing countries are looking into carbon market.  What is your response?  What is your view regarding that? 
    MR. PODESTA:  You know, earlier this summer, we issued a joint statement from the U.S. government on our views on the fact that those high-integrity carbon markets are a potentially strong source of finance for countries both to decarbonize the power sector.  Secretary Kerry did a tremendous work on creating a new instrument, if you will, in that space as well as in — in agriculture and forestry. 
    But as we noted in that statement, there’s — there needs to be high integrity both on behalf of the sellers of carbon credits as well as on behalf of buyers in order to make these — these markets work and — and see those — that ability for carbon finance to flow through that channel.  Without that, I think the market and — and I think we saw this in the last couple of years — it begins to lose faith that those — that the emissions reductions are real.  In which case, I think people back off from making the commitments. 
    So, I think it’s really critical to make sure that these markets are — have strong integrity, and we laid out the principles to make that happen. 
    MR. ZAIDI:  I just want to add a little bit on how domestic action is, I think, enabling more ambition around the world.
    First, there has been analysis, including from the Boston Consulting Group, on the impacts of the Inflation Reduction Act in terms of technology cost reduction that actually improve the odds of scale-up around the world — everything from battery technology to clean hydrogen production through electrolyzers. 
    That technology is being de-risked as a result of the generational investment that President Biden has marshaled to take on the climate crisis here in the United States. 
    That’s going to have very significant implications around the world.  One modeling projection done by the Rhodium Group shows that for every ton reduced here, we will see two or three reduced around the world, again, as the result of that technology de-risking. 
    The second is the platform de-risking.  John talked about the voluntary carbon markets and the principles we laid out earlier this summer to help high-integrity scale-up of that platform. 
    The investment the United States is making, for example, through the Department of Agriculture in measurement, monitoring, and verification regimes, or through the EPA and the Department of Energy in the utilization of satellite data to track methane leaks from industrial sources — those investments in satellite, in harnessing machine learning and artificial intelligence to take on climate change — those platform investments will de-risk those platforms for the rest of the world and I think help bring additional resources to the Global South. 
    And then there’s the role of the capital markets more broadly.  In the United States, we are building muscle memory around new asset classes, and that’s going to accrue benefits to capital formation and project development all around the world. 
    So, look, there is the — there is the effort, I think, underway by G20 countries.  The*28:59 — when the president was out at the last G20, he said, “I passed an Inflation Reduction Act.  You should copycat that.”  So, there are a lot of countries that are downloading the U.S. playlist on how to jam out on climate. 
    But there’s a second piece of it, which is the actions we’re taking here in the United States are de-risking technologies, they’re de-risking platforms, and they’re building the muscle memory to accelerate capital formation project development around the world. 
    Obviously, that all complements the very important development finance and multilateral work — work John talked about, but I do think this work domestically is going to echo around the world.
    MR. FERNÁNDEZ HERNÁNDEZ:  Thanks, Ali.

    Q    Thanks so much for taking my call.  I wondered if you could tell us — I know the president told his Cabinet to “sprint to the finish.”  I wonder if you can tell us what that’s going to mean on climate, if there’s anything else we can expect — big announcements on climate before the end of the term, and also how he’s thinking about climate when he’s approaching his legacy?
    MR. ZAIDI:  Robin, I think the president is thinking about climate the same way he has been from day one.  When he thinks climate, he thinks jobs.  And I know that sounds simple, but I think that’s been the driver of the political economy and the investment case around the country, and that continues to be the case. 
    You know, you’ll — you’ll see from the administration what you’ve seen from day one: a concerted focus on a sector-by-sector basis, each part of the economy.
    In terms of developing new standards and rules that provide certainty to business and improve the investment climate around clean energy technologies, you will continue to see robust implementation from our agencies on the infrastructure law and the Inflation Reduction Act.  On the broader investment agenda, making sure that those investments are turning in to impacts on the ground.
    And you’ll see us do the important work of blocking and tackling to make sure our projects are getting built.  Permitting, citing execution has been a focal point for the Biden-Harris administration from day one. 
    You know, this Cabinet meeting, the president talked about sprinting through the finish line, making sure that we’re building an irreversible momentum behind climate action.  But I remember the last Cabinet meeting when he reminded the Cabinet that these laws, these standards, these investments were only as good as the impact they were making on the ground.  So, he continues to be relentlessly focused on implementation, on execution, on getting things built. 
    And that goes to the point I made at the top.  This is no longer a theoretical playbook.  You could see it as points on the scoreboard today: A hundred gigawatts of clean energy built in the United States under the Biden-Harris administration.  That’s going to be our focus.  That’s where we continue to spend our time.

    President Biden is fresh off his Quad Summit, where he showcased his continued leadership on the world stage by bringing our allies together to cooperate on — on major cross-border issues.  He just delivered a major speech last Thursday on the economic progress we’ve seen under — under this administration.  And later today, he’s heading to New York to the U.N. General Assembly.

    He’s got a busy schedule in New York, and you’ll see him lay out his vision for continued U.S. leadership on the world stage, including renewed cooperation to address shared global challenges such as confronting the climate crisis.

    And as the president continues to sprint to the finish line, tomorrow, as part of Climate Week, he’ll deliver remarks highlighting his and Vice President Harris’ leadership to tackle the climate crisis.

    His speech tomorrow at the Bloomberg Global Business Forum will showcase just how transformational this administration has been in helping to meet all of our climate, conservation, and clean energy goals — from reducing emissions and moving in the long term to a net-zero economy, to mobilizing private-sector investments in domestic manufacturing, to protecting our lands and waters, and so much more.

    And of course, through each of those important goals, also making significant in pro- — progress along the way to lower families’ energy costs; create good-paying union job; and ultimately leave for our children and grandchildren a stronger, healthier planet.

    Ali and John will share a bit more about the president’s domestic and international climate legacy in just a moment, but I want to take a moment to highlight how important the stakes are and why the president’s efforts have been essential in making sure we stay on track for our climate goals.

    If, as the science demands, we are going to meet the president’s goal of achieving net-zero greenhouse gas emissions by no later than 2050 and of limiting global warming to 1.5 degrees Celsius, then we’ve got to keep the pedal to the metal on our climate efforts.  We cannot afford to delay or to go back. 

    We’re seeing the impacts the climate crisis is having on our communities every day.  Yet as cities are flooding or on fire or under extreme heat watches or trapped in a cloud of smog, many congressional Republicans continue to deny the very existence of climate change.

    And it’s not just talk.  Congressional Republicans are taking action right now that would roll back investments in climate, clean energy, and public health.

    In this session alone, congressional Republicans’ efforts to gut climate protections are being pushed through a variety of avenues, including appropriations bills, Congressional Review Act resolutions, and other legislative actions, which would have a devastating impact on families, the economy, and the environment.

    In rural America, the largest investment in clean energy electrification since FDR — one in five rural Americans seeing the benefits of that clean energy. 

    A nuclear industry revitalized — plants that were slated to be shut down put back into use; plants retired coming back to meet surging demand.

    In transportation, electric vehicles now quadrupled in sales, chargers doubled on our roads and highways, the postal service going fully electric, and all of that being made in America — batteries being made in America; anodes, cathodes, the very critical minerals necessary for tackling climate change being sourced here in the United States of America.

    And, of course, we’re seeing this translate into benefits for consumers.  The standards the president has finalized or more efficient appliances saving a trillion dollars for consumers over the next several decades.

    And just last year, millions of Americans taking advantage of the Biden-Harris clean energy tax credits to retrofit their homes, put in upgrades that will save them money, lower utility bills and costs. 

    He’s done all of this while protecting the environment.  As Ben noted, 42 million acres conserved by tackling the scrooge [scourge] of environmental injustice, meeting pollution where it is in fence-line communities, and delivering solutions that take effect right away.

    He’s made sure that we are leaning into the manufacturing opportunity in all of this.  He’s going to talk about how we invented a lot of these technologies, but over the last several years, we’ve now started to actually make these technologies — $900 billion in manufacturing.

    So, you see because of these historic efforts under President Biden, Vice President Harris, capital coming off the sidelines, jobs coming back, and America leading on climate.  And, you know, core to that — core to that is the president delivering on his fundamental conviction.

    When he was running for office, the president often said, “When I see climate, I see jobs.”  Since the beginning of his administration, he’s made that a focal point in climate.  It’s what’s helped us put all these points on the board.  Even today, governors will come together to announce a goal to train another million folks into registered apprenticeships that deliver on the climate workforce that we need to build this clean energy future.

    Tomorrow is an opportunity to deliver that decisive decade halftime report to show the progress we’ve made, the points we put on the board, and the path ahead.  And President Biden will do that eloquently and in a way, I think, that will hopefully activate and animate accelerated action not just here but around the world.

    And for that, let me hand it over to my partner in all of this, the president’s international climate adviser, John Podesta.

    MR. PODESTA:  Thanks, Ali.  And — and thanks to everyone for joining at the beginning of this action-packed Climate Week.  And if you’re actually in New York, the traffic-packed Climate Week.

    Over the past four years, President Biden and Vice President Harris have pursued the most ambitious and successful climate agenda in history, both domestically and internationally.

    We know that the climate crisis is a global problem and that no one country alone can solve it but that U.S. leadership on this issue is critical for bringing the world together.

    That’s why President Biden rejoined the Paris Agreement on day — day one.  It’s why he set a bold goal to cut U.S. emissions by 50 to 52 percent below 2005 levels by 2030 and backed that goal up with action through the Inflation Reduction Act, the largest investment in climate and clean energy in the world, as Ali just went through.  And it’s why he convened three leaders summits on climate, ratified the Kigali Amendment to the Mo- — Montreal Protocol to phase down super-polluting hydrofluorocarbons.

    Over the past four years, this resurgence of U.S. leadership on global climate action has yielded real results.

    We’ve raised ambition from countries and companies around the world through the Global Methane Pledge to reduce global methane emissions 30 percent by 2030, with now 158 countries and the EU signing on.

    At COP28 in Dubai in December 2023, the United States successfully galvanized the world to commit, for the first time, to transition away from unabated fossil fuels; to stop building new unabated coal capacity globally; to triple renewable energy globally by 2030, to double the level of efficiency by 2030, and to triple nuclear energy by 2050.

    We’ve remained focused on climate finance, which is the biggest topic of discussion at this year’s COP29 in Azerbaijan.

    President Biden pledged to work with Congress to quadruple U.S. international public climate finance to over $11 billion per year by 2024.  And we’re on track to deliver on that commitment.  That includes over $3 billion per year for adaptation under the president’s Emergency Plan for Adaptation and Resilience, or the so-called PREPARE program, which will help a half a billion people worldwide adapt to and manage climate impacts, including sea level rise, storms, droughts, and food insecurity. 

    The next few months are crucial for our international climate agenda — from COP16 on biodiversity in Cali to the G20 in Rio to COP29 in Baku, and, of course, this week in New York.

    This week and throughout this fall, we’ll continue to work with our allies and partners around the world to raise ambitions; unlock additional climate finance from the private sector, multilateral development banks, and public sources; accelerate the deployment of clean energy by driving innovation and lowering costs; reversing and finally ending deforestation; and help more vulnerable countries and communities adapt to a changing climate.

    Here’s the bottom line: Thanks to President Biden and Vice President Harris, we’re on the right path here in the U.S. and around the world.  We have to accelerate our progress toward our collective climate goals, and I think the president will be calling on other leaders of the world, as he did over the weekend in the new announcements on clean cooling and the clean energy industrial fellowship we entered into with India, to get that job done.

    Q    Hi, everyone.  Thank you so much for doing this this morning.

    John, you mentioned that the president will be calling on — on other leaders.  You know, this is a very international audience this week.  Already, countries have seen the United States leave and join and leave and join global efforts to fight climate change.  What will the president’s message be to world leaders who are worried about what a Trump administration would bring on climate and maybe don’t know whether the U.S. can be trusted to be a long-term partner?

    I guess, related, do you expect President Biden to — to speak directly about former President Trump?

    MR. PODESTA:  Lisa, you know, in my current role, I can’t talk about politics.  (Laughs.)  But I think it’s clear that the track record from the previous administration vers- — which pulled out of Paris, abandoned the — the partnership that we had around the globe, reversed a number of actions that President Obama had taken on climate change versus the record that we just laid out is clearly of concern and interest to people around the world.

    All I can tell you is the president has demonstrated that you can produce strong economic growth, create good-paying jobs, reach all areas of the country in this — in this task of decarbonizing our economy. 

    And that’s the message I think he’s sending to global re- — leaders: This is doable.  We can invest in the — these new technologies.  We can put people to work doing the work that needs to be done, and it’s going to be good for your publics.

    So, I think that in — in his speech to — to UNGA, he will, I think, reflect on that record, and I’m sure the — the alternatives will be implicit.

    MR. ZAIDI:  Look, what I’d add to that — this is Ali — is you’ve seen the politics of climate inaction deteriorate in Congress.  House Republicans have put up nearly 50 votes to roll back President Biden and Vice President Harris’ historic climate efforts.  They failed.  They failed even within their own caucus: Now a dozen and a half members calling on their own leadership to wrap up these efforts, to go in a U-turn direction, because they see the economic case for climate action.

    Part of the reason the president has been successful — and as he speaks to this tomorrow, he will point out — is this new formula on climate action, which is focused on driving investment in U.S. manufacturing and U.S. infrastructure, and that has resulted in unprecedented and successful job creation all across the country in blue districts and in red.

    So, the politics of inaction are deteriorating.  The case for a U-turn is weak and fragile and falling apart.  But the haste to go bold and accelerate climate action, we’re seeing the results from that; that’s strengthening.

    And, you know, Lisa, you mentioned, there are a lot of leaders from around the world here in New York.  There are also a lot of leaders from industry and big investors here in New York, and they’re paying attention to one thing and one thing only, and that is: In the United States, the case for investing in clean energy has never been stronger.  The economics for climate action are irresistible here in the United States.  And that’s going to cascade around the world as we accelerate progress in this decisive decade.

    MR. FERNÁNDEZ HERNÁNDEZ:  Yes.

    Q    Okay.  Thank you.  Sorry.  En route to New York. 

    I wanted to ask if you can talk about the multilateral (inaudible) boosting climate financing for developing countries as well as how the U.S., the administration will work with China, the number one polluters in the world.  As — and your initiative also working with African nations. 

    Thank you.

    MR. PODESTA:  Well, thanks — thanks for the question.  I — at the bilateral level, I laid out a — at the front end of my remarks, the president’s commitment to increasing climate finance across the board and reach communities across the globe. 

    We’ve succeeded in — in meeting the targets that the president did at — in his UNGA speech in 2021.  I want to underscore that.  That’s where he said we will quadruple our climate finance from the historically high level that President Obama produced.  It was actually substantially more than that if you compare it to the last years under President Trump.  And we’re on track to do that.

    Where I’m engaged in events here to try to track additional private-sector investment into the adaptation space, noting — I noted the PREPARE program that the president has put forward, which is going to provide a — help and service to half a billion people across the globe. 

    We’re engaged, I think, with the — the i- — the discussion right now to increase the national cumulative qualified goal that’s, as I noted, part of what’s most important on the agenda in Baku.  Those conversations are continuing, but we’ve seen a substantial increase in climate finance coming through the multilateral development banks and other sources. 

    It’s going to take the effort of all of us to go from the billions of dollars of — hundreds of billions of dollars of public support that we’ve seen to, really, the trillion dollars of need that are necessary to build sustainable energy systems across the globe. 

    And so, I think, again, in his conversations with — with global leaders, he hosted President Ruto of Kenya earlier this year, created a commitment to a bilateral partnership with the government of Kenya to build out supply chains there.  We’re working with India and Tanzania to do the same thing across new supply chains in Africa. 

    So, I think the president is r- — is quite focused on this and will get a chance to speak to it both in the meetings that he’s holding on the side as well as in his main UNGA speech.

    Q    Okay.  If I can just quickly follow up on that.  A lot of these developing countries are looking into carbon market.  What is your response?  What is your view regarding that? 

    MR. PODESTA:  You know, earlier this summer, we issued a joint statement from the U.S. government on our views on the fact that those high-integrity carbon markets are a potentially strong source of finance for countries both to decarbonize the power sector.  Secretary Kerry did a tremendous work on creating a new instrument, if you will, in that space as well as in — in agriculture and forestry. 

    But as we noted in that statement, there’s — there needs to be high integrity both on behalf of the sellers of carbon credits as well as on behalf of buyers in order to make these — these markets work and — and see those — that ability for carbon finance to flow through that channel.  Without that, I think the market and — and I think we saw this in the last couple of years — it begins to lose faith that those — that the emissions reductions are real.  In which case, I think people back off from making the commitments. 

    So, I think it’s really critical to make sure that these markets are — have strong integrity, and we laid out the principles to make that happen. 

    MR. ZAIDI:  I just want to add a little bit on how domestic action is, I think, enabling more ambition around the world.

    First, there has been analysis, including from the Boston Consulting Group, on the impacts of the Inflation Reduction Act in terms of technology cost reduction that actually improve the odds of scale-up around the world — everything from battery technology to clean hydrogen production through electrolyzers. 

    That technology is being de-risked as a result of the generational investment that President Biden has marshaled to take on the climate crisis here in the United States. 

    That’s going to have very significant implications around the world.  One modeling projection done by the Rhodium Group shows that for every ton reduced here, we will see two or three reduced around the world, again, as the result of that technology de-risking. 

    The second is the platform de-risking.  John talked about the voluntary carbon markets and the principles we laid out earlier this summer to help high-integrity scale-up of that platform. 

    The investment the United States is making, for example, through the Department of Agriculture in measurement, monitoring, and verification regimes, or through the EPA and the Department of Energy in the utilization of satellite data to track methane leaks from industrial sources — those investments in satellite, in harnessing machine learning and artificial intelligence to take on climate change — those platform investments will de-risk those platforms for the rest of the world and I think help bring additional resources to the Global South. 

    And then there’s the role of the capital markets more broadly.  In the United States, we are building muscle memory around new asset classes, and that’s going to accrue benefits to capital formation and project development all around the world. 

    So, look, there is the — there is the effort, I think, underway by G20 countries.  The*28:59 — when the president was out at the last G20, he said, “I passed an Inflation Reduction Act.  You should copycat that.”  So, there are a lot of countries that are downloading the U.S. playlist on how to jam out on climate. 

    But there’s a second piece of it, which is the actions we’re taking here in the United States are de-risking technologies, they’re de-risking platforms, and they’re building the muscle memory to accelerate capital formation project development around the world. 

    Obviously, that all complements the very important development finance and multilateral work — work John talked about, but I do think this work domestically is going to echo around the world.

    MR. FERNÁNDEZ HERNÁNDEZ:  Thanks, Ali.

    MR. FERNÁNDEZ HERNÁNDEZ:  Yes. 

    Q    Thanks so much for taking my call.  I wondered if you could tell us — I know the president told his Cabinet to “sprint to the finish.”  I wonder if you can tell us what that’s going to mean on climate, if there’s anything else we can expect — big announcements on climate before the end of the term, and also how he’s thinking about climate when he’s approaching his legacy?

    MR. ZAIDI:  Robin, I think the president is thinking about climate the same way he has been from day one.  When he thinks climate, he thinks jobs.  And I know that sounds simple, but I think that’s been the driver of the political economy and the investment case around the country, and that continues to be the case. 

    You know, you’ll — you’ll see from the administration what you’ve seen from day one: a concerted focus on a sector-by-sector basis, each part of the economy.

    In terms of developing new standards and rules that provide certainty to business and improve the investment climate around clean energy technologies, you will continue to see robust implementation from our agencies on the infrastructure law and the Inflation Reduction Act.  On the broader investment agenda, making sure that those investments are turning in to impacts on the ground.

    And you’ll see us do the important work of blocking and tackling to make sure our projects are getting built.  Permitting, citing execution has been a focal point for the Biden-Harris administration from day one. 

    You know, this Cabinet meeting, the president talked about sprinting through the finish line, making sure that we’re building an irreversible momentum behind climate action.  But I remember the last Cabinet meeting when he reminded the Cabinet that these laws, these standards, these investments were only as good as the impact they were making on the ground.  So, he continues to be relentlessly focused on implementation, on execution, on getting things built. 

    And that goes to the point I made at the top.  This is no longer a theoretical playbook.  You could see it as points on the scoreboard today: A hundred gigawatts of clean energy built in the United States under the Biden-Harris administration.  That’s going to be our focus.  That’s where we continue to spend our time.
