  • MIL-OSI Security: Nespelem Man Sentenced to Four Years in Prison for Assaulting His Intimate Partner with a Firearm and Attempted Witness Tampering

    Spokane, Washington – Acting United States Attorney Richard R. Barker announced that Jered Shay Picard, age 35, of Nespelem, Washington, was sentenced after pleading guilty to Assault with a Dangerous Weapon in Indian Country and Attempted Witness Tampering. United States District Judge Thomas O. Rice sentenced Picard to 48 months in prison to be followed by three years of supervised release.

    According to court documents and information presented at the sentencing hearing, on December 13, 2024, Picard got into a fight with the victim, his intimate partner. The victim locked herself inside a pickup truck to get away from Picard. Picard then pointed a rifle at the victim’s face before firing a shot into the sky. When the victim tried to start the truck and escape, Picard shot out the front driver side tire so she could not leave. The victim recorded the incident on video. 

    The next morning, the Colville Tribal Police Department located and arrested Picard and booked him into jail.

    During several jail telephone calls with the victim, Picard told her to tell investigators she did not want to press charges, avoid meeting with the FBI, delete the video of the incident, and tell investigators she and Picard were drunk at the time of the incident. Picard also implied the victim should not show up to court if the case was federally prosecuted.

    “Mr. Picard’s actions were both life-threatening and deeply disturbing,” said Acting U.S. Attorney Richard R. Barker. “He used a firearm to terrorize his intimate partner and then attempted to manipulate her into obstructing justice. This sentence reflects the grave danger posed by armed domestic abusers—not only to their current victims, but to future partners and to the integrity of the justice system itself.”

    “Mr. Picard’s violent and intimidating actions were inexcusable, continuing in an aggressive and dangerous pursuit even when his victim tried to flee in a vehicle. He then compounded his crimes by continuing to intimidate the victim in a brazen attempt to avoid accountability for his actions,” said W. Mike Herrington, Special Agent in Charge of the FBI Seattle field office. “I hope this sentence provides the first steps to closure and reinforces our commitment to combatting violent crime in all its forms. Along with our partners, the FBI is dedicated to making our state’s tribal lands a safer place.”

    Data shows that offenders with domestic violence in their past pose a high risk of homicide. In fact, domestic violence abusers with a gun in the home are five times more likely to kill their partners, and in addition to their lethality, firearms are used by abusers to inflict fear, intimidation, and coercive control. Additionally, when a violent intimate partner has access to a firearm, nonfatal abuse may increase in severity, even when firearms are not directly used in a violent incident.

    This case was investigated by the FBI and the Colville Tribal Police Department. It was prosecuted by Special Assistant United States Attorney Michael L. Vander Giessen.

    Today Governor Stein provided updates on recent flooding in central North Carolina and urged North Carolinians to stay safe and be aware of ongoing flooding and road closures in their areas.

    “I am grateful to the first responders who are keeping people safe and for the proactive work of emergency management professionals and the North Carolina Department of Transportation,” said Governor Josh Stein. “I urge all North Carolinians to listen to any guidance from local weather and local emergency management officials and be aware of any road warnings and closures before they leave the house.”

    Local states of emergency have been declared in Alamance, Moore, and Orange Counties, and there have also been reports of flooding in Durham County. North Carolina Emergency Management continues to support impacted communities with resources, rescue teams, and personnel as requested to supplement local responders.

    NCDOT has reopened several major roads that closed due to flooding, including I-40/85 in Alamance County, but about 120 roads remain closed due to this weather event. The department reminds everyone to play it safe and never try to pass through standing water.

    In the event of flooding, North Carolina Emergency Management officials recommend these tips:

    • Listen to local weather forecasts – floods can occur with little notice.
    • Enable emergency alerts on your cell phone to receive notifications from the National Weather Service.
    • Barricades are there for your safety. If you see a barricade, find another route. Do not attempt to go around it.
    • Turn around if you see flooding to reduce the likelihood of drowning.
    • Never walk through moving water – 6 inches of moving water can knock a person down.
    • Don’t drive through flooded areas – 2 feet of moving water can sweep a vehicle away.
    • Visit Fiman.NC.Gov to access the state’s over 600 flood gauges and to sign up for alerts for the gauges closest to your home.

    Professional athletes from around the world spend years training to compete in some of the UK’s biggest summer sporting tournaments: Wimbledon and the British Open. But not all tournament hopefuls will make it to the finals — and some may even be forced to drop out due to a variety of sporting injuries, from torn anterior cruciates to strained shoulders.

    Their elbows are at risk too. In fact, two of the most common reasons for elbow pain relate to sporting injuries — the aptly named (and dreaded) tennis and golfer’s elbow.

    But it isn’t just professional athletes who are at risk of developing these common elbow injuries. Even those of us sitting on the sidelines or watching from our couches can find ourselves struck down by them – even if we don’t participate in either of these sports.

    In general practice, we see patients with elbow conditions fairly frequently. Elbows can become swollen as a result of repetitive strain, gout and can be fractured by a fall.

    Tennis and golfer’s elbow are also common reasons people visit their GP. Both share root causes, arising from inflammation and degeneration of the forearm tendons, which attach either side of the elbow. These typically cause pain on the sides of the joint, which can radiate down the affected side toward the wrist. Establishing which side is injured is crucial to diagnosis.

    The reason these conditions are associated with sports is because of the actions that are typical when playing them – the same actions which can result in injury.

    Take tennis and one of its killer moves: a lethal backhand stroke, which was part of the tournament-winning arsenal of champions such as Roger Federer, Justine Henin and Stan Wawrinka. Tennis elbow seems to be more strongly associated with the one-handed backhand, affecting the outer side of the elbow.

    The cause of tennis elbow can be pinpointed to a poor technique in the backhand stroke or grip. Problems with equipment, such as an incorrectly strung or a too-heavy racquet, might also exacerbate the problem.

    Notably, this problem is actually observed less frequently in professional players compared to recreational players. This is probably because of their expertise, form and access to the best equipment and physiotherapy.

    Golfer’s elbow refers to pain on the inner side, closest to the body. One action that can cause it is the golfer’s swing, where the player contracts their arm muscles to control the trajectory of the club. Doing so with poor technique or incorrect grip can irritate and damage the tendons. The golfer’s swing uses different muscles to a backhand stroke, so the injury occurs on the opposite side of the elbow.

    Both conditions have some overlapping symptoms despite affecting different tendons. For instance, some patients may note pain when using their wrist – such as turning a doorknob or shaking someone’s hand. It can be also be present at rest too – affecting other simple functions, such as using a keyboard.

    Tennis elbow is around five to ten times more common than golfer’s elbow, since these tendons are used more frequently in sport and daily life.

    Confusingly, the conditions are actually not exclusive to these sports. Some golfers can develop tennis elbow, while some tennis players can develop golfer’s elbow. This is because both games feature a combination of techniques that can affect the tendons on either side.

    Other sports that might also lead to a similar type of elbow injury include throwing sports (such as javelin), and batting or other racket sports – including baseball, cricket or squash. Weightlifting moves such as deadlifts, rows and overhead presses can also put considerable strain on the elbows too.

    Construction workers may be at particular risk of developing tennis or golfer’s elbow.

    You can even develop golfer’s or tennis elbow without taking part in either of these sports. Certain hobbies and occupations which strain or damage the tendons come into play here. Workers who are heavy lifters or use vibrating machinery, such as carpenters, sheet metal workers or pneumatic drill operators, are prime candidates.

    Treating a sore elbow

    If you develop golfer’s or tennis elbow, standard protocol is to “rice” – rest, ice, compress and elevate. Painkillers such as paracetamol and ibuprofen can also help. In many cases, symptoms resolve themselves within a few weeks.

    Depending on the severity of the injury, you may also be sent to physiotherapy or given an elbow support or splint. For really severe cases that aren’t getting better with the usual remedies, more invasive treatment is needed.

    Steroid injections into the affected area can act to reduce inflammation – but have variable effects, working better for some patients than for others.

    Autologous blood injection is a therapy where blood is taken from the patient and then re-injected into the space around the elbow. The thought behind this rather odd-sounding treatment is that the blood induces healing within the damaged tendon. The method is now undergoing a renaissance – and a variation of it, which uses platelet-rich plasma derived from the blood sample.

    Surgery is possible, too – but is generally reserved for severe, non-responsive cases or those where a clear anatomical problem (such as damaged tendons or tissue) are causing the symptoms.

    Whether or not you’re a tennis or golf pro, persistent elbow pain isn’t normal. It’s best to speak to your doctor to figure out the cause so you can get back to the court or putting green.

     ASB has partnered with global carbon management fintech Cogo to launch a new online calculator which enables Kiwis to measure, understand and optimise the efficiency of their home and vehicle, helping to lower costs, while making their homes more sustainable.

    When homeowners are ready to upgrade, they can use the Better Energy Calculator to view and compare options and energy savings that are specific to their property. By choosing to switch heating, appliances or their vehicle to electric, ASB customers stand to benefit from installation discounts and could borrow up to $80,000 at 1% for up to three years through the ‘Better Homes Top Up’ for eligible upgrades.

    ASB Lend and Protect Tribe Lead, David Jackson says: “The Cogo team are experts in their field at building technology that has great economic and environmental value. We’re thrilled to be leading the way by providing this online tool to our customers and to all Kiwi.

    “Based on research conducted by Rewiring Aotearoa,[1] consumers could save up to $3,000 per year in energy costs with changes such as switching to an EV when it’s time for a new car and replacing old gas appliances with electricity. It means that customers looking to upgrade, are able to make an informed decision on cost-effective long-term choices that are also sustainable.”  

    ASB is the first bank in New Zealand to offer Cogo’s Home and Vehicle Electrification solution. It’s part of an ‘electrification ecosystem’ on ASB’s website, which offers personalised suggestions on changes energy users could make, and the upfront costs and potential savings of these changes.

    For example, the Better Energy Calculator shows that for a four-person dwelling in the Auckland suburb of Birkenhead, a homeowner could save $1,400 per year by switching their heating, hot water and cook tops to electric, with upfront costs from $15,500. Adding solar to the home increases potential savings by an additional $1,600 per year, based on upfront costs from $11,000. In fact, if they go electric with their next vehicle (costing $49,990), this homeowner could save another $1,200 per year on car running costs. [2]

  • MIL-OSI USA: Travel Advisory: Route 99 South Lane Split Begins July 11

    On Friday night, July 11, the Rhode Island Department of Transportation (RIDOT) will change the traffic pattern on Route 99 South where it passes over Route 146 in North Smithfield. RIDOT is doing phased bridge preservation and needs to work on the center of the bridge. This will require a lane split with one lane on each side of the split.

    Drivers should not stop or suddenly change lanes at the split. All lanes go through. The lane split will be in place for approximately two months, followed by an additional lane shift. The traffic pattern on the bridge will return to its original configuration this fall.

    While the traffic split is in place, RIDOT may close one of the two lanes on Route 99 South during evening and overnight hours, from 8 p.m. to 7 a.m. This will take place on Sunday-Thursday nights only.

    Work on this bridge is part of RIDOT’s ongoing Route 146 project, which will replace multiple bridges, repave 8 miles of road and eliminate congestion at the intersection of Sayles Hill Road and Route 146 with the construction of a new flyover bridge. Approximately 171,000 vehicles use Route 146 daily.

    All construction projects are subject to changes in schedule and scope depending on needs, circumstances, findings, and weather.

  • MIL-OSI USA: Walker: The FY26 Budget: Georgia Gets the Job Done

    When you hear “state budget,” you might think of bureaucrats in suits arguing over line items in some far-off building. However, we do things differently here in Georgia, and this year’s budget proves it.

    On July 1, our Fiscal Year (FY) 2026 budget officially took effect. It’s an almost $38 billion spending plan that reflects conservative principles: live within your means, invest in what matters and never forget whose money you’re spending. Unlike Washington, where gridlock and runaway spending seem to be the norm, Georgia passed a balanced budget on time, with no drama and no new debt.

    As a member of the Senate Appropriations Committee, I worked closely with Chairman Blake Tillery and my colleagues to ensure this budget reflects the values of middle Georgia — places like Warner Robins, Dublin, Cochran and Hawkinsville — where folks work hard, stretch a dollar and expect their government to do the same.

    Let’s start with education. Whether you have a child in school, a grandchild learning to read or just want to see the next generation succeed, this budget pledges meaningful investments. We fully funded the new Promise Scholarship Program, expanding school choice so more families can find the right fit for their children. That’s a conservative win, empowering parents instead of bureaucracy.

    We added $18.4 million to place 116 new literacy coaches in schools and increased funding for student mental health and advocacy specialists. These aren’t abstract policies; they’re life-changing personnel that will support schools across our state.

    On the practical side, we’re helping school districts afford safer, more reliable transportation by spending $20 million on new buses and over $10 million to strengthen routes and operations. This support makes a real difference in spread-out systems like those in Laurens or Dodge County.

    We also doubled down on job training. Career and technical education is booming across Georgia, and we’re meeting that demand with $33.4 million for our technical colleges, plus $15.8 million for high-demand fields like commercial truck driving, nursing and aviation.

    At the end of the day, not every student needs a four-year degree to build a successful life. Whether they’re training at Oconee Fall Line Tech or Central Georgia Tech, we’re ensuring students in our area can gain the skills they need and start a career without piling on student debt or leaving home.

    I was especially proud of our substantial investments in agriculture, Georgia’s number one industry. We added $7.3 million for updated ag-ed equipment and expanded Young Farmer positions in schools across the state. That kind of seed planting pays off for future family farms, vital to food security in the coming years. We also invested over $51 million to modernize Department of Agriculture facilities and funded a pilot program to promote Georgia-grown wood products, boosting our timber industry.

    While our counterparts in D.C. spend months debating how many billions to borrow, here in Georgia we’re putting taxpayer dollars to work where they matter most and doing it without spending money we don’t have.

    Public safety was another top budget priority this year. We committed nearly $40 million to hiring additional correctional officers and raising pay for chaplains, counselors, and food service workers. That matters here at home, too, as Pulaski State Prison and other correctional facilities in our region rely on these investments to remain fully staffed and secure. We’re also upgrading crime lab technology and building a new law enforcement training center in Monroe County, so that Georgia’s next generation of officers is well-prepared to keep our communities safe.

    While Congress continues to delay federal VOCA funds that support crime victims, we stepped in with $3.1 million to keep those services going.

    All of this — and I’ll say it again — while lowering taxes.

    That’s the difference conservative leadership makes. We didn’t chase headlines or fund every pet project. We focused on the basics: strong schools, good jobs, safe communities and smart investments that deliver real results for the people of the 20th Senate District.

    Russian Railways (RZD) and Central PPK have announced the launch of the first train of the latest Ivolga 4.0 model on the Yaroslavl direction of the Moscow Railway. This milestone marks another step in the large-scale modernization program for suburban transport in the Moscow region.

    A Technological Breakthrough for Passengers.

    The new Ivolga 4.0 trains represent a significant leap forward in the development of domestic railway transport.

    Key advantages of the new model include:

    – Increased capacity: Wider aisles and doorways, and more doors

    – Faster boarding and disembarking thanks to improved car configuration

    – 20% more passenger seats compared to previous models

    – 20% higher route speed, reducing travel time

    Comprehensive Modernization of the Line.

    The launch of Ivolga 4.0 is a logical continuation of the systematic development of the Yaroslavl line. In recent years, the following major infrastructure upgrades have taken place:

    – Additional main tracks were constructed through joint efforts of Moscow Metro and Russian Railways

The rolling stock has already been fully renewed on D1, D2, and D3, and we are completing this process on D4. The Ivolga 4.0 train is comfortable, spacious, and fast.     For decades, Africa’s economic momentum has been hindered by a fragmented financial landscape. The continent’s 41 currencies, diverse regulatory environments, and lack of convertibility have created significant friction. To trade with neighbouring countries, African businesses have often relied on external (hard) foreign currencies for foreign exchange, creating what experts call the “hard and costly currency bottleneck.” This workaround drains an estimated $5 billion annually in fees, delays, and opportunity costs, undermining the competitiveness of African enterprises and slowing progress toward realising the African Continental Free Trade Area (AfCFTA).

    “PAPSS African Currency Marketplace is fully transparent, order book-driven, and operates with trusted counterparties, strictly adhering to local regulatory frameworks and global best practices,” affirmed Mike Ogbalu III, CEO of PAPSS. “By creating a single, continent-wide liquidity pool, PACM serves as a powerful liquidity engine for intra-African commerce.” This launch marks a major strategic evolution in the PAPSS journey.     St. Petersburg, July 7 (Xinhua) — Security measures will be strengthened in Russia’s Leningrad Region due to the threat of attacks by unmanned aerial vehicles (UAVs), the press service of the regional governor’s administration said on Monday.

    Vehicles with mobile electronic warfare systems will be on duty near the venues where mass events are taking place. Inspection of vehicles entering the courtyards and parking lots of government agencies and government buildings will also be organized in the region. In the event of a threat of attacks using UAVs, an air danger signal will be sent to residents of the Leningrad Region via SMS notification.

    Last weekend, the region’s governor, Alexander Drozdenko, reported that several drone attacks had been repelled in the region. According to him, no one was hurt and there was no damage. –0–

  • MIL-OSI United Nations: Sevilla Outcome Document ‘Seeks to Rekindle Sense of Hope Embodied in Sustainable Development Goals’, Notes Deputy Secretary-General, Closing Conference

    Following are UN Deputy Secretary-General Amina Mohammed’s remarks at the closing of the Fourth Financing for Development Conference in Sevilla, Spain, today:

    At the opening of this conference, the Secretary-General remarked that, for decades, the mission of sustainable development has united countries.  Yet today, development and its great enabler — international cooperation — are facing massive headwinds.

    Over the last four days — through formal sessions, six multistakeholder round-tables, 400 side-meetings and special sessions, and countless bilateral discussions — we have reckoned with this challenge.

    The human consequences of rising debt burdens, escalating trade tensions and steep cuts to official development assistance (ODA) have been brought into sharp relief. 

    Likewise, we understand all too well the collateral damage that competing Government priorities can have on development finance and that global support for sustainable development can no longer be taken for granted. 

    Nevertheless, amid this sobering backdrop, the Sevilla conference has delivered a powerful response. 

    We have agreed an outcome document — the Compromiso de Sevilla — that upholds the commitments from Addis Ababa 10 years ago and seeks to rekindle the sense of hope embodied in the Sustainable Development Goals.

    The outcome document contains three major areas of commitments. 

    First, an investment push to close the financing gap.  This incorporates steps to grow the full capital stack:  domestic, international and private capital.

    Second, at last, a serious attempt to confront the debt crisis.  The actions agreed here seek to reset how debt is used, managed and treated, to make it work in service of sustainable development.

    Third, the elevation of developing countries throughout the international financial architecture.   Developing countries need to be heard in global policymaking — just as they have been at this conference.

    In addition to the outcome document, the conference has witnessed the unveiling of more than 130 initiatives to turn the outcome document into action:  through the Sevilla Platform for Action.

    The Platform includes:  A debt pause alliance to relieve countries of fiscal stress in times of crisis; a new tool for multilateral development banks to manage currency risks; a commission to explore the future of development cooperation; and the introduction of the world’s first solidarity levy on premium-class flights and private jets to generate new resources for sustainable development including climate action.

    In addition, I’m delighted to report today that the Government of Spain will support the UN Secretary-General, in consultation with Member States and stakeholders, to operationalize the Sevilla Forum on Debt, to help countries learn from one another and coordinate their approaches in debt management negotiations and restructuring.

    As I think back over the past four days, I’ve been struck by three aspects about this conference.

    First is the remarkable sense of resolve on display. 

    Attendees here are under no illusion of the difficulty of our current context.  But they have approached this moment with a sense of unity and solidarity and demonstrated that intergovernmental processes still matter and still work.  I hope this spirit will be taken forward into the World Summit for Social Development, the G20 and thirtieth UN Climate Change Conference later this year.

    Second, the conference has been deeply practical. 

    In today’s constrained financial environment, our community is working to stretch the resources we have, and to focus them where they’re most needed, to confront the largest problems, and search for innovative solutions.

    Third, everyone is focused on implementation.

    The commitments agreed in the outcome document come with specifics, and Member States, financial institutions, businesses and civil society are already looking ahead at how these commitments will be delivered, with a can-do attitude. 

    Taken together — resolve, practicality and implementation — this provides a basis for rebuilding trust and solidarity. 

    Let me conclude by sincerely thanking the people and the Government of Spain, who have proven not only to be gracious hosts, but have demonstrated outstanding leadership on sustainable development. 

    The journey ahead will not be easy.  The global challenges we face will not be overcome overnight. 

    But I leave Sevilla confident that we can walk that path together with clarity, with courage, a sense of purpose and commitment.

    Let the Fourth Financing for Development Conference be remembered as a conference where the world chose cooperation over fragmentation, unity over division and action over inertia.

    Let us leave here inspired and ready to finance the future that we want.

  • MIL-OSI USA: High school science teacher and union activist from Illinois elected to NEA Executive Committee

    PORTLAND, Ore.—A dedicated Illinois teacher and lifelong union activist will serve on the executive committee of the National Education Association, the nation’s largest labor union. Bill Farmer, a high school science teacher from Evanston, Illinois, was elected by his union siblings at NEA’s Representative Assembly to serve on the organization’s influential and highest governing body. 

    As a classroom teacher for more than two decades, Farmer has dedicated his life’s work to organizing and advocating for students, public schools, and union members. As president of his local, he helped deliver big wins for educators—including lower health care costs and securing 12 weeks of paid parental leave—while keeping membership above 98% after the Supreme Court struck down agency fees.

    “Bill Farmer leads with his union values. His sharp organizing instincts and a deep commitment to public education have brought transformative change to his students, fellow educators, and his community,” said NEA President Becky Pringle. “As public schools face even more challenges, NEA members are mobilizing and speaking up because unions are made for moments like these. Bill’s deep organizing experience and unwavering commitment to racial and social justice will help power our movement forward and protect the rights of every educator and student.”

    Farmer led the Illinois Education Association’s efforts to overhaul legislative priorities with a focus on racial and social justice and helped design a more equitable dues structure based on income. Nationally, he has served on NEA’s Budget Committee, the Charter School Task Force and Safe, Just and Equitable Schools Task Force, and chaired the Sexual Orientation and Gender Identity (SOGI) Committee.

  • MIL-OSI Security: Four Years in Prison for Prior Felon on Supervised Release Found in Possession of a Glock

                WASHINGTON – Robert Varez Williams, 28, of the District of Columbia, was sentenced today in U.S. District Court to 48 months in federal prison for being a previously convicted felon in possession of a loaded Glock 23, a semiautomatic pistol fitted with an extended capacity magazine, while he was on supervised release for a prior violent firearm offense, announced U.S. Attorney Jeanine Ferris Pirro.

                Williams pleaded guilty March 25 before the Honorable Dabney L. Friedrich to being a felon in unlawful possession of a firearm. In addition to the 48-month prison term, Judge Friedrich ordered Williams to serve three years of supervised release.

                According to court documents, on Jan. 10, 2024, officers from the Metropolitan Police Department’s Robbery Suppression Unit were on patrol when they spotted Williams driving erratically in a silver Volkswagen. Williams fled as the officers attempted a traffic stop. A short while later the officers located the VW on the 900 block of R Street, NW. Williams jumped out of the car and sprinted away on foot. An officer caught Williams in an alley off R Street.

                Another officer who remained with the car, saw a gun on the front driver’s seat where Williams had been sitting. Police later identified the firearm as a Glock, Model 23, .40 caliber semi-automatic pistol loaded with 21 rounds of ammunition. An additional officer pulled a passenger from the car as another conducted a search of the vehicle. That officer found a second Glock pistol outfitted with a machine gun conversion device, under a coat on the front passenger seat, 44 pills that tested positive for MDMA, suspected PCP in a vial, additional rounds of ammunition, and a bottle of alcohol on the car’s center consol.

                At the time he was arrested in this case, Williams was on supervised release in the District for attempted assault with a deadly weapon and an unlawful possession of a firearm.

                This case was investigated by the Metropolitan Police Department and the FBI Washington Field Office. It was prosecuted by Assistant U.S. Attorney Shehzad Akhtar and Special Assistant U.S. Attorney Haley M. Pennington of the District of Columbia.

    Investigators recovered a Glock 23, .40 caliber semi-automatic pistol, loaded with 21 rounds, from Williams’ car.

  • MIL-OSI Security: The New England Strike Force Joins Nationwide Crackdown on Health Care Fraud

    CONCORD- Acting U.S. Attorney Jay McCormack, together with Acting U.S. Attorneys Michael P. Drescher of the District of Vermont and Craig M. Wolff of the District of Maine, announces a sweeping enforcement action aimed at combatting health care fraud across New England. The enforcement action is a result of the collaboration and partnership between the Districts of New Hampshire, Vermont, and Maine, and the New England Strike Force.

    The New England Strike Force charged six defendants in connection with unrelated allegations including conspiracies to defraud the State of New Hampshire’s Medicaid program (NH Medicaid), Medicare, and other federal benefit programs, totaling over $14 million. The charges filed in federal court throughout New England are part of the Department of Justice’s 2025 National Health Care Fraud Takedown. The charges stem from various schemes, including a previously convicted social worker who submitted claims to NH Medicaid following his disbarment from billing federal health care programs, a conspiracy to submit false and fraudulent claims to Medicare for wrist, knee, and back braces and other equipment that were medically unnecessary, and a conspiracy to fulfill illegitimate prescriptions for drugs including Ozempic.

    The schemes charged in the District of New Hampshire include:

    Previously Convicted Felon Charged in New Scheme Fraudulently Billing Medicaid and Exploiting a Vulnerable Patient

    • United States v. Erik Alonso: Erik Alonso, age 54, of Miami, Florida, was charged by indictment with eight counts of health care fraud in connection with an alleged scheme to submit claims to NH Medicaid, despite being barred from billing federally funded health care programs following a previous heath care fraud related conviction in 2015. Alonso failed to disclose his exclusion to his employer, a Laconia, New Hampshire-based telehealth psychotherapy provider, and purportedly provided psychotherapy treatments to NH Medicaid beneficiaries between March 2022 and July 2024 via telehealth. In addition, Alonso allegedly exploited a psychotherapy patient by using purported psychotherapy sessions to seek and obtain assistance from that client with personal tasks, including preparing an application for a presidential pardon of his prior conviction and assisting him with applying for licensure in other New England states.  The case is being prosecuted by DOJ Trial Attorneys Danielle Sakowski, Thomas Campbell, and John Howard, and Assistant United States Attorney Matthew Vicinanzo of the U.S. Attorney’s Office for the District of New Hampshire.

    Straw Owner of Health Care Company Used to Commit Fraud and Launder Illicit Proceeds

    • United States v. Leo Anzivino Jr.: Leo Anzivino, Jr., age 34, of Teaticket, MA, was charged by indictment with conspiracy to commit health care fraud, conspiracy to commit money laundering, and four counts of money laundering in connection with an alleged scheme to fraudulently obtain over $6 million in Medicare funds. According to the indictment, Anzivino, Jr. acted as the straw owner of a durable medical equipment (“DME”) company, Advanced Medical Supply (Advanced), and conspired with others to cause the submission of false and fraudulent claims to Medicare for DME.  The indictment further alleges that Anzivino falsified bank account documents, including beneficial ownership information, and conspired to launder fraudulent funds from the DME scheme to conceal and disguise the nature, source, origin, and control of the proceeds of the DME fraud.  Anzivino, Jr., made four transfers from one Advanced account at a New Hampshire bank to another Advanced account at a Massachusetts bank, totaling over $3 million dollars, to conceal a co-conspirator’s control over the funds. The government seized approximately $353,768.29 in assets tied to the alleged scheme.  This case is being prosecuted by DOJ Trial Attorneys Danielle Sakowski, Thomas Campbell, and Tiffany Wynn, and Assistant United States Attorney Matthew Vicinanzo of the U.S. Attorney’s Office for the District of New Hampshire.

    Global Pharma and Money Laundering Scheme

    • United States v. Manthan Rohit Shah: Manthan Rohit Shah, 37, of Mumbai, India, was charged by indictment with misbranding prescription medication, conspiring to import controlled substances, and conspiring to commit international concealment money laundering.  As alleged in the indictment, Shah owned and operated Company-1, a pharma company based in Mumbai, India. Company-1 allegedly shipped controlled substances and misbranded pharmaceutical drugs, including drugs that contained potentially potent, dangerous, and/or addictive substances, into New England and across the United States.  Shah and Company-1 used fake prescriptions to provide a veneer of legitimacy for customer orders, despite the customers never obtaining such prescriptions.  Shah undertook various acts in furtherance of the drug conspiracy. For example, on or about May 6, 2025, Shah sent a text message to an undercover law enforcement agent regarding Company-1’s fulfillment of illegitimate prescriptions for 50 pens of the drug Ozempic, costing approximately $6,200, to be shipped from a location outside the United States to an address in Vermont.  Shah also conspired with others to direct the shipment of pharmaceutical drugs without valid prescriptions to a network of online pharmacies and call centers that fulfilled orders placed by customers in New England and across the United States. Shah then conspired with others to launder the funds from financial accounts in the United States, through shell companies, and to Shah’s company in India.  The case is being prosecuted by DOJ Trial Attorneys Patrick Brown, John Howard, and Thomas Campbell.

    Health Care Scheme Involving Purchase of Tulum Penthouse, High-Volume Cash Withdrawals

    • United States v. Evelyn Herrera: Evelyn Herrera, 61, of Loxahatchee, Florida, was charged by complaint with conspiracy to commit health care fraud in connection with an alleged scheme to fraudulently obtain approximately $6.5 million in Medicare funds.  According to the charging documents, Herrera, the owner of Merida Medical Supplies Inc., a purported DME company, submitted false and fraudulent claims to Medicare from individuals residing across New England for wrist, knee, and back braces and other equipment, which were medically unnecessary and ineligible for reimbursement by Medicare.  After the funds from these fraudulent services were deposited into a bank account controlled by Herrera, she allegedly conducted financial transactions and attempted to conceal the source, origin, and control of the health care fraud proceeds generated by Merida. For example, Herrera allegedly sent an international wire from her bank account, indicating it was to be used to purchase property in Mexico, and sent other funds to a cryptocurrency wallet that she controlled.  During the scheme, the Centers for Medicare and Medicaid Services (“CMS”) issued a payment suspension to Herrera for suspected fraud, after which Herrerra allegedly attempted to withdraw large amounts of cash from a bank and siphon funds off to other individuals.  The case is being prosecuted by Trial Attorneys Sarah Rocha, Thomas Campbell, and Tiffany Wynn.  The complaint was filed in the District of Vermont.

    Health Care CEO Indicted in Cross-Border Health Care Fraud Scheme

    • United States v. Donald Jani: Donald Jani, 39, of Maharashtra, India, was charged by indictment with health care fraud and conspiracy to commit health care fraud in connection with an alleged scheme to fraudulently obtain approximately $1.9 million in Medicare funds.  According to the indictment, Jani, the CEO of CSS Pain Relief, Inc., a purported DME company, submitted false and fraudulent claims to Medicare for DME.  Jani and his co-conspirators allegedly used the personal identifying information of elderly and disabled New England residents to fraudulently bill Medicare.  As part of the conspiracy, Jani unlawfully used the personal identifying information of medical providers in the District of Vermont and elsewhere to create the false appearance that the DME claims were premised on legitimate medical orders. The case is being prosecuted by Trial Attorneys Sarah Rocha, John Howard and Thomas Campbell.  The indictment was brought in the District of Vermont.

    Individual Charged in Health Care and Identity Theft Scheme

    • United States v. Joseph Dobie: Joseph Dobie, 36, of Lewiston, Maine, was charged by complaint with aggravated identity theft, false statements relating to health care matters, and unlawful use of Supplemental Nutritional Assistance Program (“SNAP”) benefits in connection with an identity-theft scheme. As alleged in the complaint, Dobie used a stolen identity to fraudulently obtain Medicaid and SNAP benefits in Maine, while simultaneously receiving SNAP benefits in New York.  The case is being prosecuted by Assistant United States Attorney Nicholas Scott. The complaint was filed in the District of Maine.

    Outside of New Hampshire, Vermont, and Maine, the New England Strike Force also supported a nationwide investigation, Operation Gold Rush, which resulted in charges in the Eastern District of New York, the Northern District of Illinois, the Central District of California, the Middle District of Florida, and the District of New Jersey against 19 defendants in connection with the largest loss amount ever charged in a health care fraud case brought by the Department at $10.6 billion. Twelve of these defendants have been arrested, including four defendants who were apprehended in Estonia as a result of international cooperation with Estonian law enforcement and seven defendants who were arrested at U.S. airports and the U.S. border with Mexico, cutting off their intended escape routes as they attempted to avoid capture.     The two provinces agree on the need for the federal government to address the underlying conditions that have harmed the energy industry in Canada.     In a statement issued on Monday by his spokesperson, António Guterres said he was “deeply saddened by the tragic loss of life, notably of a large number of children,” during what should have been a time of celebration.

    Friday, 4 July, marked Independence Day in the United States – a time when families and communities traditionally gather for outdoor celebrations.

    The Secretary-General extended his “heartfelt condolences to the families of the victims” and expressed solidarity with all those affected, including the people of Texas and the government of the United States.

    According to media reports, the floods – triggered by heavy rainfall over the July Fourth weekend – caused massive damage in parts of central Texas, particularly along the Guadalupe River. The deluge struck Camp Mystic, killing at least 27 campers and counselors.

    Catherine Russell, Executive Director of the UN Children’s Fund (UNICEF), said in a post on social media that “all of us at UNICEF are heartbroken at the reports coming out of Central Texas.”

    Our hearts and thoughts are with those mourning loved ones and those still waiting for news of the missing, including children,” she said.

    Search and recovery efforts continue as the region braces for more rain, according to media reports.

  • MIL-OSI Security: Mason County Man Sentenced for Methamphetamine Trafficking

    COVINGTON, Ky. – A Maysville, Ky., man, David M. Elliot, 35, was sentenced on Thursday to 262 months in prison by Chief U.S. District Judge David Bunning, for possession with intent to distribute 50 grams or more of methamphetamine. 

    According to his plea agreement, on September 1, 2024, law enforcement stopped a vehicle driven by Courtney Beckett, Elliot’s co-defendant, for several traffic violations. Officers found a methamphetamine pipe in her pocket and removed the passenger, Elliot, from the vehicle. Officers found two bags of methamphetamine in Beckett’s purse and 165.5 grams of methamphetamine in Elliot’s waistband. 

    Elliot admitted that all the methamphetamine was his, that he and Beckett drove to the Cincinnati/Northern Kentucky region to purchase methamphetamine and were on their way back to Maysville, Ky., and he had instructed Beckett to hold the methamphetamine for him. In March 2022, Elliot was convicted of trafficking controlled substances in Mason Circuit Court and was on parole at the time of this offense. 

    Beckett was previously sentenced to 66 months in prison, followed by three years of supervised release. 

    Under federal law, Elliot must serve 85 percent of his prison sentence. Upon his release from prison, he will be under the supervision of the U.S. Probation Office for 10 years. 

    Paul McCaffrey, Acting United States Attorney for the Eastern District of Kentucky; Jim Scott, Special Agent in Charge, DEA, Louisville Field Division; and Chief Casey Kilgore, Ft. Thomas Police Department, jointly announced the sentence.

  • MIL-OSI Security: Man Pleads Guilty in Federal Court Following Robbery of a Montgomery Dry Cleaner Business

                MONTGOMERY, Ala. – Acting United States Attorney Kevin Davidson announced today that Zedekiah Sykes, 58, of Montgomery, Alabama, has pleaded guilty to his role in the March 10, 2025, robbery of a Montgomery dry cleaning business. Sykes entered his guilty plea in federal court on July 3, 2025.

                According to court records and Sykes’s plea agreement, on March 10, 2025, Sykes and three accomplices forced their way into the business, located on East South Street in Montgomery. The group shattered the front door with a rock to gain entry.

                Once inside, the assailants confronted the business owner and forced him into an office that housed a locked safe. One of the individuals brandished what appeared to be a handgun—later determined to be a BB gun—and demanded the owner open the safe. When the owner hesitated, struggling to recall the combination, one of the assailants struck him in the left eye, causing visible bruising and swelling. The group eventually gained access to the safe and stole approximately $8,000 in cash.

                The robbers then restrained the owner by zip-tying his hands and feet, then stole his cell phone and car keys. Sykes and the others fled the scene in the owner’s vehicle using the stolen keys.

                Sykes pleaded guilty to one count of Hobbs Act Robbery, a federal offense that carries a statutory maximum sentence of up to 20 years in prison. A sentencing hearing will be scheduled in the coming months.

    In a related development, on May 27, 2025, Spencer Thomas, 57, of Prattville, Alabama, was arrested and subsequently indicted for his involvement in the same robbery. An indictment is merely an allegation that a crime has been committed, and all defendants are presumed innocent unless and until proven guilty in a court of law.

                The Federal Bureau of Investigation, Montgomery Police Department, Alabama Law Enforcement Agency (ALEA), and the Metro Area Crime Suppression (MACS) Task Force investigated this case, with assistance from the Montgomery County District Attorney’s Office. This case is being prosecuted by Assistant United States Attorney Paul Markovits.

                This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.   • MIL-OSI Security: Another Member of the Marion Gardens Street Gang Sentenced to Multiple Life Sentences without the Possibility of Parole

    NEWARK, N.J. – Five more members of the Marion Gardens street gang were sentenced by the Honorable Michael E. Farbiarz for their roles in the racketeering enterprise, U.S. Attorney Alina Habba announced.

    On July 2, 2025, Roger Pickett, a/k/a “Zy G,” 24, was sentenced to four consecutive terms of life imprisonment for racketeering conspiracy and three counts of murder in aid of racketeering, each stemming from a separate gang-related murder.  He was also sentenced to an additional consecutive sentence of 50 years’ imprisonment, consisting of 20 years’ imprisonment for Hobbs Act robbery, and three ten-year terms of imprisonment for discharging a firearm during a crime of violence.

    Also on July 2, 2025, Javon Williams, a/k/a “J45,” 28, was sentenced to 57 months’ imprisonment for racketeering conspiracy and Keith Anderson, a/k/a “Beef3,” 23, was sentenced to 18 months’ imprisonment for racketeering conspiracy.

    On July 1, 2025, Quaseame Wilson, a/k/a “Qua Gz,” 28, was sentenced to 195 months’ imprisonment for racketeering conspiracy, Hobbs Act robbery, and aiding and abetting the discharge of a firearm during a crime of violence.  On June 26, 2025, Anthony Rogers, a/k/a “MG,” 25, was sentenced to 54 months’ imprisonment for racketeering conspiracy.

    Earlier in June, three other members of the Marion Gardens street gang were sentenced for their roles in the racketeering conspiracy.  On June 17, 2025, Myron Williams, a/k/a “Money,” a/k/a “Tunchi,” 31, of Newark was sentenced to two terms of life imprisonment for racketeering conspiracy and murder in aid of racketeering, plus 240 months’ imprisonment for possession with intent to distribute controlled substances, and 120 months’ imprisonment for discharging a firearm during a crime of violence, with all sentences to run consecutively.  Also on June 17, 2025, Jawaad Davis, 23, of Jersey City, was sentenced to 170 months’ imprisonment for his role in the Marion Gardens street gang, which included orchestrating a robbery that resulted in murder.  Additionally, on June 5, 2025, Khalil Kelley, a/k/a “Billski,” 26, of Jersey City, was sentenced, to life imprisonment, plus a consecutive ten-year term of imprisonment for racketeering conspiracy, for his role in the Marion Gardens street gang and a gang-related murder.

    Three other individuals who previously pled guilty before trial are pending sentencing.  Each defendant will be sentenced before Judge Farbiarz in Newark as follows:

    Naim Richardson, a/k/a “Ninicks” July 16, 2025, at 11:00 a.m.
    Andre Alomar, a/k/a “Dre8” July 24, 2025, at 10:00 a.m.
    Herbert Thomas October 1, 2025, at 2:00 p.m.

    According to documents filed in this case and statements made in court:

    Myron Williams, Khalil Kelley, Roger Pickett, Jawaad Davis, Anthony Rogers, Quaseame Wilson, Andre Alomar, Keith Anderson, Javon Williams, and Naim Richardson are all members and associates of the neighborhood street gang associated with the Marion Gardens Housing Complex. Since 2013, they and their fellow gang members have committed numerous acts of violence, including three separate murders, on March 29, 2021, Nov. 20, 2021, and Nov. 1, 2022.

    On March 29, 2021, Kelley and other gang members lured a rival gang member outside by sending him Instagram messages pretending to be the victim’s fellow gang member. When the victim opened the door to his residence, Kelley and another gang member brandished firearms, and the victim was shot multiple times in the chest, killing him. Pickett and Myron Williams then picked up Kelley and other gang members after they abandoned the murder vehicle in Newark.

    On Nov. 20, 2021, Myron Williams, Pickett, and Richardson lured a rival gang member outside by sending him Instagram messages pretending to be the second victim’s fellow gang member. Williams and another gang member shot the victim when he opened the door to his residence.

    On Nov. 1, 2022, Davis facilitated the murder of the third victim by coordinating a narcotics transaction with the victim and the victim’s associate. When the victim and his associate arrived at the Marion Gardens Housing Complex to complete the narcotics transaction, they were robbed of their narcotics supply. During the robbery, Pickett and Wilson held the victim and his associate at gunpoint. After a struggle ensued, Pickett shot and killed the victim while his associate fled. Pickett then fled the Marion Gardens Housing Complex with Wilson.

    For months, investigators observed and documented hundreds of narcotics transactions in and around the Marion Gardens Housing Complex.  The investigation likewise revealed that Herbert Thomas was a primary supplier of narcotics to the Marion Gardens street gang.

    When each defendant was arrested on March 17, 2023, law enforcement seized contraband at several different locations, including heroin, fentanyl, crack cocaine, narcotics packaging materials, ammunition, bulletproof vests, and a loaded handgun.

    U.S. Attorney Habba credited investigators of the Gang Intelligence Unit and the Homicide Unit of the Major Case Division of Hudson County Prosecutor’s Office, under the direction of Prosecutor Esther Suarez, and special agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), under the direction of Special Agent in Charge L.C. Cheeks Jr., and investigators of the Jersey City Police Department, under the direction of Director James Shea, with the investigation leading to the convictions. She also thanked the Federal Bureau of Investigation (FBI), under the direction of Special Agent in Charge Stefanie Roddy, and the U.S. Marshals, under the direction of U.S. Marshal Juan Mattos, for their assistance.

    This investigation was conducted as part of the Jersey City Violent Crime Initiative (VCI). The VCI was formed in 2018 by the U.S. Attorney’s Office for the District of New Jersey, the Hudson County Prosecutor’s Office, and the Jersey City Police Department, for the sole purpose of combatting violent crime in and around Jersey City. As part of this partnership, federal, state, county, and city agencies collaborate to strategize and prioritize the prosecution of violent offenders who endanger the safety of the community.     Jackson, MS – A Pearl River Community man was sentenced to 37 months in prison for habitual domestic violence.

    According to court documents, Eric Shane Dan, 48, using his fist, struck his spouse causing a laceration to her face which required medical treatment. Dan was previously convicted of domestic assault on two separate occasions.

    Acting U.S. Attorney Patrick A. Lemon of the Southern District of Mississippi and Special Agent in Charge Robert Eikhoff of the Federal Bureau of Investigation made the announcement.

    overnor Kathy Hochul announced that admission and parking for The 2025 Great New York State Fair went on sale today. Packed with value, a single admission ticket costs $8 and includes access to all grounds entertainment and the Chevrolet Music Series, while parking costs $12. In addition, a Frequent Fairgoer ticket option is available for $25. Admission remains free for those aged 65 and older along with children 12 years old and under, continuing to ensure that The Fair is one of the most affordable fairs in the nation, providing an accessible space for the whole family to get offline and get outside.

    For those superfans who are planning to be at The Fair at least four days over its 13-day stretch, the Frequent Fairgoer option again allows the ticket holder to enter The Fair once a day, every day during The Fair. A Frequent Fairgoer ticket is non-transferable and is available exclusively online.

    Fair admission includes the ability to watch dozens of national recording acts in the Chevrolet Music Series, including Grammy winners, Rock and Roll Hall of Fame performers, and so many more. There will be a daily 1:00 p.m. and 6:00 p.m. concert at Chevy Court (located near Gate 1) with an extra show at 9:00 p.m. on Friday nights, as well as a daily 8:00 p.m. concert at Suburban Park (located on the western end of the Fairgrounds, beyond the Midway).

    HOW TO PURCHASE TICKETS AND PARKING TO THE GREAT NEW YORK STATE FAIR

    There are three ways to buy admission tickets and/or parking: online, over the phone, and in-person from August 20 through September 1.

    • Online: The link to purchase admission tickets and parking will go live at 9:00 a.m. on Monday, July 7, at The Great New York State Fair’s website.
    • Over the Phone: Starting July 7, tickets and parking may also be purchased over the phone by calling Etix toll-free at 1-800-514-3849 from 9:00 a.m. to 8:00 p.m. Monday through Saturday, and 12:00 p.m. to 8:00 p.m. on Sunday.
    • At the Gate: Beginning Wednesday, August 20, kiosks positioned at all gates will be available for electronic ticket purchases. To minimize waiting time for the kiosks, large signs featuring QR codes will also be available at all entrances and in parking lots so fairgoers can use their smartphone to purchase tickets.

    Including fees, the total cost for fairgoers will be:

    • Admission: $8.32 per ticket ($8 admission, ticket fee of 14 cents, credit card processing fee of 18 cents)
    • Frequent Fairgoer: $25.70 ($25 Frequent Fairgoer pass, ticket fee of 14 cents, credit card processing fee of 56 cents; note that the Frequent Fairgoer passes are available exclusively online)
    • Parking: $12.41 per vehicle ($12 parking, ticket fee of 14 cents, credit card processing fee of 27 cents)

    Upon arrival to The Fair, drivers must show their parking ticket to lot attendants electronically on their phones or through a printed copy. Please note that again this year, EZPass Plus is not an option for parking. Parking passes may be purchased with a credit card at the lots. Please note that cash is not accepted.

    There will be no cash sales at The Fair’s entrance gates or in parking lots. Machines that can convert cash into a usable card will be positioned at The Fair’s Main Gate for those fairgoers bringing cash to the grounds.

    HOURS OF OPERATION

    The Great New York State Fair begins on Wednesday, August 20 and continues through Labor Day, September 1. The Fair’s hours of operation are from 9:00 a.m. to 11:00 p.m. every day, except for Labor Day, when The Fair closes at 9:00 p.m. Gates open to the public at 9:00 a.m. and close at 9:00 p.m. every day except for Labor Day, Monday, September 4, when no entry will be permitted after 8:00 p.m.

    Parking Hours: The Orange parking lot opens at 9:00 a.m. daily, with the Brown and Pink lots opening daily at 6:00 a.m., and the Gray lots opening daily at 8:30 a.m. The Willis Ave parking lot opens at 10:00 a.m., but will only be accessible only on Friday, Saturday, Sunday, and Labor Day.

    Trams: For the convenience of fairgoers, trams will run continuously on the Fairgrounds, stopping at 10 stops from 9:00 a.m. to 10:00 p.m.* every day. Plus, a dedicated ADA shuttle runs between the Gray Accessible Parking lot, located outside Gate 10, to Tram Stop #3 at the rear entrance of the Horticulture Building from 9:00 a.m. to 11:00 p.m.* each day.

    *Note, on Monday, September 1, the trams stop running one hour earlier.

    CENTRO’S PARK-N-RIDE DIRECT SHUTTLE SERVICE TO AND FROM THE FAIR

    Centro’s Park-N-Ride direct shuttle service will provide passengers with transportation from the Centro Transit Hub Downtown, Long Branch Park, and Destiny USA to and from the Fairgrounds with drop-off and pick-up points to the left of the Main Gate. To ride the shuttle one way, the fee is $1 for adults, and 50 cents for senior citizens, children six to nine years old, and those who are living with disabilities. The last shuttle leaves the Fairgrounds each day at 11:15 p.m. Shuttles will run on a limited schedule after 9:00 p.m. on September 1 as The Fair closes earlier that day.

  • MIL-OSI Security: Man convicted of Hackney murder

    A man has been convicted of murdering 53-year-old Derek Thomas, who was fatally stabbed outside his home in Hackney in July 2024.

    Today, Monday, 7 July, Kamar Williams, 34 (21.01.91) of West Ferry Road, E14, was found guilty of Derek’s murder following a trial at the Old Bailey.

    The court heard how, in the early evening of 30 July 2024, Williams sent threatening text messages to Derek’s daughter, who was William’s ex-partner, warning her to “watch this space”.

    Hours later, CCTV captured Williams driving a grey van along Benthal Road, N16. He stopped directly outside Derek’s home. Williams was wearing a pair of reflective trainers, which made him easily identifiable throughout the CCTV footage.

    Williams was seen pacing along Benthal Road, loitering near Derek’s home, before disappearing out of shot. Moments later, he returned to his van and drove away at 23:03hrs.

    At 23:04hrs, police received a 999 call from a member of the public reporting that a man had been stabbed with a ‘very big knife’. Officers and the London Ambulance Service attended, but despite their best efforts, Derek died at the scene.

    Detective Inspector John Marriott, who led the investigation, said: “This was a brutal and premeditated attack on a much-loved father. Kamar Williams showed clear intent that night, driving to Derek’s home, waiting for the right moment, and carrying out this senseless act of violence.

    “The swift response from our officers, combined with extensive CCTV, forensic work, and determination from our investigation team, led to his arrest and conviction.

    “Our thoughts remain with Derek’s family, who have shown immense strength throughout this ordeal.”

    Following the conviction, Derek’s family said: “Derek will be greatly missed by his family and friends, he was a dedicated family man and worked hard to provide for them. He was the life and soul of the family. Derek was always on hand to provide support, knowledge, advice and was a calming influence when it was required. His passing has left a massive hole in the lives of his wife, children, grandchildren, family and all that knew him. He was greatly loved by all and will never be forgotten.”

    The investigation progressed rapidly. On 1 August 2024, police were contacted about an abandoned grey van on Langford Close, E8. Inside, officers recovered a bank card belonging to Williams from the driver’s seat, directly linking him to the vehicle.

    Analysis of the Automatic Number Plate Recognition system showed that the van had travelled multiple times between the crime scene and Williams’ home address.

    Enquiries at a local hospital also revealed that Williams had sought treatment for a 5cm cut to his left knee on 31 July, the day after the murder—further evidence tying him to the violent incident.

    Williams repeatedly attempted to evade police. On 3 August, traffic officers tried to stop a silver BMW on Burnt Ash Hill, SE9, but the driver made off. It was later established that Williams was behind the wheel.

    In a further effort to avoid arrest, Williams left London temporarily. However, following a manhunt, officers identified and arrested him within the footprint of Notting Hill Carnival on 26 August 2024. He was charged with murder the following day.

    Kamar Williams was also found guilty of possession of an offensive weapon. He will be sentenced on Friday, 18 July at the same court.

  • MIL-OSI United Kingdom: Permit parking ballot for parts of Devonport and Ham wards

    People living in some areas of Plymouth’s Devonport and Ham wards are being asked for their views on the potential introduction of residents’ parking permits, following a recent survey.

    The survey, carried out between September and October 2024, asked around 14,000 households for their feedback on issues caused by commuter parking in residential streets around the dockyard.

    We commissioned the survey following resident complaints over a number of years that workers park in their streets and make it difficult for them to park near their homes. The aim was to gauge their views on the scale of the problem and potential solutions, before looking at possible next steps.

    After careful consideration of the feedback we are now balloting residents in seven areas, covering specific streets within Morice Town, Keyham and Weston Mill.

    Each of these seven areas meet both of the following key criteria:

    • residents reported difficulty parking in their streets due to non-residents (commuters) parking there
    and the majority said they would be open to residents’ parking permits being introduced to tackle the problem

    We are asking residents in each area whether they would or would not like a controlled parking zone to be introduced, explaining what this would involve. A controlled parking zone can only be progressed if more than half of its residents respond and more than half of those who cast a vote are in support.

    Councillor John Stephens, Cabinet Member for Strategic Planning and Transport, said: “People living around the dockyard have been telling us for many years that they struggle to park but opinions vary on how this could or should be tackled.

    “We wanted to get a more detailed insight into what people thought the specific challenges and causes were, which is why we invited so many households to take part in the survey. The feedback has been really useful and it’s clear not everyone shares the same views on what the issues are and what should happen.

    “One thing we do know is there are streets where most people who responded felt that commuter parking was the problem and were very receptive to the idea of permits – which is why we are now balloting these seven zones as a first step.”

    Some survey respondents said they experienced difficulty parking but they felt it was mainly due to the number of cars owned by their neighbours compared to spaces. Residents’ parking permits would not resolve this issue and are therefore not being proposed in these areas.

    The ballot will run until Thursday 14 August. Residents in the ballot areas will receive letters advising how to respond online or, if they don’t have internet access, request a paper copy or complete it over the phone.

  • MIL-OSI United Nations: UN Secretary-General’s Special Envoy for Road Safety Visits Latin America to launch UN Global Road Safety Campaign

    The United Nations Secretary-General’s Special Envoy for Road Safety, Jean Todt, will visit Mexico, Guatemala, Panama, Colombia and Brazil (23-27 June), to launch the UN global campaign #MakeASafetyStatement, in partnership with JCDecaux. During his visit, he will meet with key government officials, representatives of the international community, private and public sector leaders, and representatives of civil society to promote road safety initiatives and advocate for enhanced measures. 

    This mission aligns with the Global Plan for the Decade of Action for Road Safety 2021-2030, which aims to halve road fatalities by 2030. It follows the adoption of a new UN resolution on road safety at the 4th Global Ministerial Conference on Road Safety in Marrakech, Morocco, earlier this year (18-19February). 

    A Silent Pandemic

    Road traffic crashes claimed more than 145,000 lives across the Americas in 2021, according to the Pan American Health Organization (PAHO), representing 12% of global road fatalities that year. Road crashes remain the leading cause of death for children and young people aged 5 to 29 years old globally imposing a significant social and economic burden. According to the World Bank, the cost of road crashes represents between 3% and 6% of GDP in the region.   

    Across the Americas, deaths on the road have registered a 9.37% drop in the decade to 2021. The region’s progress is above the 5% global drop in deaths in the period but is nowhere near fast enough to meet the global goal of halving road deaths by 2030.  

    Latin America is one of the most urbanized regions in the world, making road safety a crucial component of city development strategies. This underscores the urgent need to rethink mobility and invest in road safety. 

    Solutions exist 

    The good news is that solutions exist. Strengthening law enforcement, investing in education and public transport, enhancing road infrastructure and vehicle safety, developing bicycle lanes and pedestrian pathways — especially around schools —and improving post-crash care are all part of a safe and efficient mobility system. Additionally, mobilizing political leadership is crucial to increase funding and action.  

    A 2019 report commissioned by Bloomberg Philanthropies revealed that more than 25,000 lives could be saved and over 170,000 serious injuries prevented by 2030 if United Nations (UN) vehicle safety regulations were applied by four key countries in the region—Argentina, Chile, Mexico and Brazil. 

    “Every year we lose 1.19 million lives on the world’s roads, this is equivalent to the entire population of cities like Monterrey (Mexico), Guatemala or Campinas (Brazil). This is madness, because we know how to stop this carnage. With this campaign we call for urgent action to ensure safe roads for all, everywhere on the continent,” said Jean Todt, UN Special Envoy for Road Safety.

    National focus 

    Mexico 

    In Mexico, 15 to 16,000 people die each year in road accidents.  This puts the fatality rate at 12.4 per 100,000 inhabitants, below the average for the Americas, and for countries such as the USA, Colombia or Brazil, but above Chile or Argentina.  The economic cost of road accidents is estimated at approximately 1.4% of GDP

    One third of all road deaths in Mexico are among pedestrians and motorcyclists, so protecting these vulnerable road users should be an urgent priority. It should be noted, however, that road crash statistics are very incomplete. 

    The National Law of Mobility and Road Safety of 2022 called for the adoption of the life-saving ‘safe systems’ approach that makes safety priority in all road-related policies and planning and is laid out in the Global Plan for the Decade of Action for Road Safety. An exemplary amendment to Mexico’s constitution underpinned the law, making ‘mobility under the conditions of safety, accessibility, efficiency, sustainability, quality, inclusion and equality,’ a universal right for all Mexicans.  

    Although the law mandated the use of certified helmets at the federal level, most Mexican states have not yet legislated mandatory use, resulting in low compliance rates. 

    Guatemala 

    Road crashes remain a significant public health issue in Guatemala, with some 2,352 deaths registered in 2024 on the country’s roads. This brings the death rate at 12.6 per 100,000 population, as per WHO estimates.  

    Motorcycles are involved in half of the crashes and riders represent some 60% of the victims.  Road crashes happen predominantly in urban areas and among vulnerable road users. 

    In the recent period, Guatemala has made some progress in addressing road safety, both through institutional strengthening and the improvement of monitoring systems, legislative response, and intersectoral coordination. 

    Guatemala is currently a party to only 1 of the 7 core UN Road Safety legals instruments and legislation on pedestrian protection and child restraint systems remains fragmented. Helmet use is mandatory, but technical standards are not fully aligned with international best practices (e.g., UN-certified helmet standards ECE 22.05). Enforcement also remains a key challenge.  

    Guatemala currently participates in a project of the UN Road Safety Fund (UN RSF) Safe School Zones, which supports infrastructure improvements and awareness campaigns to protect children around schools. 

    Panama 

    Panama achieved a 45% reduction in road fatalities between 2016 and 2021, from 440 to 243 deaths. Its rate of 7.3 deaths per 100,000 inhabitants is the fourth lowest on the continent.  

    However, it records a very high level of people with serious injuries after a crash, with about 21 cases per death.   

    Panama is currently implementing 2 projects under the UN Road Safety Fund: Safe School Zones, aimed at reducing child fatalities near schools, and Strengthening Road Safety Legislation, aiming at aligning national laws with global best practices. Two legislative improvements are currently under discussion, on pedestrian protection and child restraints. 

    Colombia 

    Some 8,146 people died on Colombia’s in 2022, a 24% increase compared to the average from 2017 to 2019, driven by the rise in the number of motorcycles (+ over 100%)  and cars (+58%) registered between 2010 and 2022Motorcyclists represented 60% of the victims, and pedestrians 21%. The death rate is at 16 per 100,000 population (WHO), for an economic toll estimated at some 3% of GDP. 

    In recent years, through ANSV (Agencia Nacional de Seguridad Vial), the government has worked with cities such as Bogotá, Medellín, and Cali to implement urban safety plans, including developing public transport (express buses and cable cars); upgrading pedestrian infrastructure; developing safer intersections and introducing speed control zones. 

    The new Road Safety strategy (2022-2031) adopted in 2022 officially adopted the Safe System approach. 

    Colombia implements three projects financed by the UNRS, focusing on: institutional strengthening and better crash data systems; Safe and Sustainable Urban Mobility Planning; and an Awareness Campaign for Road Safety and Behavior Change addressing National media and school-based outreach initiatives. 

    Brazil 

    In Brazil, the mortality rate is 15.7 per 100,000 inhabitants.  Pedestrians, cyclists, and motorcyclists—compose around 61% of all crash fatalities. The notable rise in motorcycle-related deaths observed over recent years calls for accrued efforts to enforce the use of proper helmets – aligned with UN regulations (e.g., ECE-22.05). 

    Road safety remains a key challenges with the economic toll of road crashes estimated at some 5% of GDP.  This is one powerful reason to rethink mobility and invest in road safety. 

    The adoption of the National Road Safety Plan (2019–2028) , aiming for a 50% reduction in fatalities by 2028, marks a strong direction, and laws exist on helmet usage, child restraints, speed, drink & drug driving, mobile phone ban, etc. However, enforcement gaps remain—especially in speed and seatbelt compliance among rear passengers.   

    Mandatory inspections of vehicles exist, but several modern safety requirements (ABS, Electronic Stability Control, pedestrian protection, etc.) have not yet been made mandatory.   

    The UN RSF Project Improving Crash Prevention on Federal Highways in Brazil develops an interoperable system for road data collection and analysis, enabling effective countermeasures.

  • MIL-OSI United Nations: UNECE adopts new regulation for emergency lane keeping system and guidance on data storage for automated driving

    In an effort to harness advanced technologies to strengthen road safety, the UNECE World Forum for Harmonization of Vehicle Regulations (WP.29) has adopted a new regulation on emergency lane keeping system, and it endorsed the guidance document on data storage for automated driving

    The emergency lane keeping system (ELKS) is a driver assisting system that provides warning to the driver and corrects the trajectory only when the driver is unintentionally leaving the lane. Unintentional drifting over lane markings typically happens during long and monotonous journeys and can be particularly dangerous if another vehicle is in the adjacent lane at the moment of changing lanes. If the driver does not react in time, ELKS can actively and quickly steer the vehicle back into its own lane, thus avoiding an accident. 

    The new UNECE regulation establishes uniform provisions for ELKS fitted to passenger vehicles and vans. It stipulates that the system will automatically detect a potential lane departure, provide the driver with an appropriate warning and correct the vehicle’s trajectory when the driver unintentionally leaves the lane. The driver can maintain control and override the system at any time by taking a deliberate action, such as steering or other control inputs. 

    The regulation will enter into force in February 2026.  

    Guidance on data storage for automated driving  

    The data storage system for automated driving is a device or a function that records and stores a set of data (timestamped flags) during the automated driving sequences of any vehicle equipped with level 3, 4 and 5 automated driving systems (ADS) to provide a clear picture of the interactions between the driver and the system whenever an important safety related event occurs. It is used to establish whether the driver or the system was requested to be in control of the driving task, and who was actually performing the driving task. 

    The guidance on data storage for automated driving endorsed by UNECE’s World Forum provides recommendations to enable the evaluation of ADS performance. It proposes what data elements (e.g. data pertaining to sensing and perception, planning and decision, and control) should be recorded and how they should be stored, with provisions regarding access and confidentiality. It suggests that all of the stored data should be readily accessible to entities as defined under national law, and that the manufacturer should ensure the data is promptly available in a standardized and readable format through an electronic communication interface, preferably an internationally recognized standard. 

    The adoption of this guidance document took place in the context of the development of a global regulation on automated driving system, and discussions have already taken place to cover DSSAD in the new regulation currently in development. 

    In another decision that is expected to improve road safety, the World Forum adopted a new series of amendments to the UN Regulation No. 175 on Acceleration Control for Pedal Error (ACPE) to prevent sudden acceleration when the vehicle is driving very slowly (creeping) and to extend the scope of application to vans in addition to passenger cars with automatic transmission.

  • MIL-OSI China: China-led int’l standard for autonomous driving test scenarios released

    An international standard on test scenarios for autonomous driving systems has been officially released, the Ministry of Industry and Information Technology of China said on Monday.

    The standard, led by China during its formulation, outlines the evaluation procedures and test methods for the test scenarios of autonomous driving systems.

    The issuance of the standard represents an important international consensus on autonomous driving test and verification technologies, addressing growing industry demands for safety assessment and test verification, according to an official with the ministry.

    The ministry will cooperate with Chinese institutions in the automotive industry including technology research center to further contribute to the formulation and revision of international standards in the field.

    China is at the forefront of autonomous driving development. Global consulting firm McKinsey & Company has forecast that China will become the world’s largest market for self-driving vehicles, with revenue from such vehicles and mobility services exceeding 500 billion U.S. dollars by 2030.

  • MIL-OSI Russia: Polytechnic at INNOPROM-2025: Technologies of the Future Are Already Here

    On July 7, the INNOPROM-2025 exhibition opened in Yekaterinburg. This is the main industrial exhibition of Russia and one of the key platforms in Eurasia for presenting high-tech solutions, concluding international contracts and exchanging experience between industry leaders. INNOPROM-2025 will cover key industries, including automation, mechanical engineering, metallurgy, materials production, urban technologies and the IT sector.

    More than 1,000 companies from Russia, the Middle East, Europe and Asia will present their products on an exhibition area of 50 thousand square meters. In total, over 47 thousand participants from 60 countries are expected at INNOPROM-2025, including representatives of 11 thousand organizations and companies.

    “Nomad” – mobile laser welder

    Mobile laser cladding complex created in the Research Laboratory “LiAT” of the Institute of Metallurgy and Metallurgy of St. Petersburg Polytechnic University. The Nomad is designed to restore and modify the surfaces of large-sized and special products using laser cladding. After transportation, the start-up and adjustment time is up to 30 minutes. The laboratory specialists designed the complex to carry out projects to repair components of domestic and imported gas turbine engines. This technology allows applying layers of material to a substrate or a finished product. Metal powders and wires can be used as raw materials. The main feature of the MK is its compactness and the ability to move to the work site, which is convenient for repairing large-sized products.

    New generation unmanned aerial vehicle “Snegir-2”

    The Snegir electric UAV family is a line of multifunctional unmanned vehicles developed by specialists from the Experimental Design Bureau of the Advanced Engineering School of SPbPU “Digital Engineering”. In 2023, the Snegir-1 UAV was created on an initiative basis in just five months, and in 2024–2025, the Snegir-1.5 and Snegir-2 modifications with increased take-off weight and flight range were developed on its basis.

    The new generation UAV Snegir-2 presented at the Polytechnic stand has increased stability due to an improved control system, and is also equipped with an innovative modular system of interchangeable components, which allows the device to be quickly adapted to perform various tasks.

    The SPbPU stand showcased developments of the Polymer Composite Materials laboratory of the SPbPU Advanced Engineering School “Digital Engineering”, including demonstrators of overprinting and induction welding technologies for thermoplastic composite materials, as well as automated laying out of thermoplastic unidirectional prepregs. These solutions were highly praised by Deputy Prime Minister Dmitry Chernyshenko at the XI International Forum of Technological Development “Technoprom” in 2024.

    Innovative materials and products are presented for the first time: ASM PEEK C140UD toupreg for automated production of highly loaded composite structures, a bracket made of ASM PEEK-C285S-P based on a thermoplastic consolidated plate made of superstructural polyetheretherketone, as well as ASM PEEK-3K filament for 3D printing based on continuous carbon fiber. The production technologies of the materials were developed by engineers of the Polymer Composite Materials laboratory of the Advanced Engineering School “Digital Engineering” of SPbPU in the interests of JSC Prepreg-SKM (part of Rosatom Composite Technologies), and samples of the materials were manufactured by an enterprise of the composite division of the State Corporation specifically for the INNOPROM-2025 exhibition.

A fragment of a high-voltage cable that was laid along the bottom of Lake Ladoga to provide Leningrad during the siege with electricity from the restored Volkhov Hydroelectric Power Station. It is named by analogy with the “Road of Life”.

    There is also an active business program at the Polytechnic stand. On the first day of the exhibition, negotiations were held with representatives of the Industrial Cluster of the Republic of Tatarstan. They were attended by the Scientific Secretary of SPbPU Dmitry Karpov, Chairman of the Board of the Cluster Sergey Mayorov, Member of the Board Aidar Gimadeev, Member of the Board Pavel Loginov, Member of the Board Ilnar Zakirov.

    The Tatarstan Industrial Cluster is an association of enterprises and organizations created to develop industrial production and increase its competitiveness. Founded in 2010, the cluster today includes more than 1,000 enterprises operating in various industries. The goal of the cluster is to develop the republic’s economy through the development of production and increasing the competitiveness of industrial enterprises. The partners discussed promising options for cooperation that can be implemented in joint educational projects. They are aimed at improving production technologies, creating new products and services, and improving the qualifications of personnel.

    Another delegation represented the Moscow Government. The prospects for cooperation and interaction with the Polytechnic were discussed by the Scientific Secretary of SPbPU Dmitry Karpov, the Head of the Department for the Development of International Cooperation of the Department of Foreign Economic and International Relations of the City of Moscow Elena Tikhonova and the Head of the Department of International Relations Anastasia Sibileva. The discussion focused on joint events within the framework of the upcoming BRICS municipal forum.

    Ilya Kobykhno, Head of the Laboratory of Polymer Composite Materials of the Advanced Engineering School of SPbPU “Digital Engineering”, spoke at the session “Thermoplasts – New Materials for Industry”, during which the participants discussed the prospects for the development of the thermoplastic composites market in key areas of industry, as well as the impact of new materials on the competitiveness of the final product.
