  • MIL-OSI China: China emerges as central driver of global energy transition, says WEF expert

    China has emerged as a central driver of global energy transition in view of its significant strides in renewable energy and its broader commitment to transforming its energy system, according to Nicholas Wagner, an energy expert with the World Economic Forum (WEF).

    In a recent written interview with Xinhua, Wagner, manager of Energy and Industry Transition Intelligence at the WEF’s Center for Energy and Materials, said China’s recent progress in energy transition underscores both the scale of its commitment and its visionary long-term planning and investments.

    China now leads the world in renewable energy capacity additions and is projected to account for about 60 percent of all new global capacity through 2030, said Wagner, citing the International Energy Agency (IEA).

    The Energy Transition Index, part of the Fostering Effective Energy Transition 2025 report released by the WEF, showed that China climbed five spots from the previous year to rank 12th out of 118 countries in 2025. It also placed fifth in transition readiness.

    Wagner attributed this progress to China’s strong innovation ecosystem and supportive policy framework.

    The government has backed this push with a wide range of policy tools, including support for large-scale and distributed renewable systems, a national emissions reduction plan, and a pledge to peak carbon dioxide emissions before 2030 and achieve carbon neutrality by 2060, he explained.

    He said that “China’s performance in advancing the global energy transition is both impressive and essential.” This has demonstrated the possibility of large-scale energy transition efforts alongside maintaining strong economic growth, he added.

    Despite China’s achievements, the report also highlighted broader global challenges. Global investment in low-carbon energy systems reached a record 2.1 trillion U.S. dollars in 2024, an 11 percent increase from the previous year. However, this growth rate has slowed compared to the 24-29 percent annual increases seen from 2021 to 2023. Moreover, current investment levels remain significantly below the estimated 5.6 trillion dollars required annually through 2030 to meet international climate goals.

    In 2024, global energy-related carbon emissions hit a record 37.8 billion tons, driven by a 2.2 percent increase in energy demand. This growth was largely fueled by the rise of artificial intelligence, data centers, increased cooling demand, and electrification, according to the report.

    “One of the most critical challenges identified in this year’s Energy Transition Index is the disparity in financing conditions between advanced and emerging economies,” Wagner said.

    “China has solidified its position as a global leader in clean energy investment,” Wagner said, noting that the country attracted 818 billion dollars in clean energy investments in 2024, a 20 percent increase from the previous year.

    “This demonstrates sustained political commitment and a strong innovation ecosystem,” he emphasized.

    Moreover, China continues to channel significant capital not only into mature technologies such as solar and wind, but also into emerging solutions like electric vehicles and energy storage.

    “By maintaining this investment momentum, China plays a dual role,” Wagner said. “It helps drive down global technology costs through scale, and acts as a bridge between advanced and emerging economies in the global energy transition.”

    In addition, Wagner stressed the need for more equitable global capital distribution if the energy transition is to succeed worldwide.

    OAKLAND – California Attorney General Rob Bonta today issued a statement on a preliminary injunction issued by the U.S. District Court for the Western District of Washington blocking the Trump Administration from unlawfully withholding billions of dollars in funding approved by bipartisan majorities in Congress for electric vehicle charging infrastructure.  

    “It is no secret that the Trump Administration is beholden to the fossil fuel agenda. The administration cannot dismiss programs illegally, like the bipartisan Electric Vehicle Infrastructure formula program, just so that the President’s Big Oil friends can continue basking in record-breaking profits,” said Attorney General Bonta. “We are pleased with today’s order blocking the Administration’s unconstitutional attempt to do so, and California looks forward to continuing to vigorously defend itself from this executive branch overreach.” 

    Background

    In 2021, Congress passed the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law. One provision of the IIJA appropriated $5 billion for the National Electric Vehicle Infrastructure (NEVI) formula program to facilitate a national network of electric vehicle charging infrastructure across the states, making clean cars accessible and convenient for more consumers and markets. 

    On Day One of his administration, President Trump issued an executive order directing federal agencies to immediately stop releasing certain funds appropriated through the IIJA, including $5 billion that Congress appropriated for electric vehicle charging stations under NEVI. Following that directive, the Federal Highway Administration effectively halted the NEVI program by, among other things, illegally withholding billions in funds that Congress had directed to the states for building EV infrastructure.

    Last month, Attorney General Bonta, alongside California Governor Gavin Newsom, the California Department of Transportation, and the California Energy Commission, co-led a coalition of 17 attorneys general in filing a lawsuit against the Trump Administration to ensure the proper flow of NEVI funds. Today’s court order blocks the Trump Administration’s action while the case continues through litigation.

Schumer said the closure of the bridge, which connects the town of Ogden to the village of Spencerport, has caused significant disruption to the area, but thankfully now after months of his sustained advocacy alongside the county, CSX has agreed to start work fixing the bridge as soon as this week.

Today after months of advocacy, I’m proud to announce that CSX has heeded my calls and will pave the way to reopen this vital Monroe County corridor. Although this has been a known safety issue for months, CSX delayed taking action, forcing Monroe County to close the bridge indefinitely to vehicle traffic in December, after finding that the bridge could not hold a live traffic load.
    The Senator said the forced closure of this bridge has caused significant disruption to the area, inconveniencing and frustrating residents, visitors, and motorists. Its closure has been a major obstruction necessitating traffic detours that not only impact residents who live on either side of the bridge but impact the efficient movement of children traveling to and from the Spencerport school campus, emergency or public safety vehicles, shoppers to the Spencerport business district, and more. Furthermore, as the main north-south road, vital travel has been essentially dead until the crossing is reopened to vehicle traffic, because the town of Ogden and Village of Spencerport are bisected by the Erie Canal. Gillett Road is one of the few north-south crossings over the Erie Canal and its closure has greatly restricted residents’ movement and caused danger in case of an emergency that requires residents to efficiently travel throughout Ogden and Spencerport.

    Providers of shared e-scooter and e-bike services will soon be able to apply for a permit to operate in the ACT.

    From Wednesday 2 July 2025, a competitive permit application process will open to all interested shared e-scooter and e-bike providers.

    “The ACT Government is renewing its shared micromobility program to ensure ongoing, high-quality services that meet the diverse transport needs of our community and support our mode shift goals,” said Kirra Cox, Executive Branch Manager, Strategic Policy and Programs.

    “The ACT Government enabled shared pedal bikes from 2018 to 2023, and shared e-scooters have been operating since 2020. E-scooters have proven popular in the ACT, with around 1,650 trips per day taken since the scheme began.

    “This renewal is an opportunity to refresh our program with new approaches, services and devices – including the potential introduction of shared e-bikes, which can be ridden longer distances and may better suit some riders who are less comfortable using e-scooters.”

    Prospective providers will need to demonstrate how they will meet the ACT Government’s objectives, as outlined in the recently updated Dockless Shared Micromobility Policy for the ACT. These objectives include:

    • Ensuring the safety of users and non-users alike
    • Seamlessly integrating Canberra’s broader transport system
    • Contributing to a mode shift away from private vehicles trips
    • Promoting affordable and equitable access
    • Delivering economic and environmental benefits
    • Supporting community outcomes through collaborative design

    Depending on the proposals received, the ACT Government may issue one or more permits for a three-year period.

    An industry briefing will be held on Tuesday 8 July 2025, and the application process will formally close on Friday 1 August 2025. Successful applicant(s) are expected to commence operations in spring 2025.

    Providers interested in receiving an application package should register their interest by emailing TCCS.Sharedmicromobility@act.gov.au. Application documentation will be provided on Wednesday 2 July 2025, when the permit application period officially opens.

    Israel lifted nationwide emergency restrictions on Tuesday evening, signaling a cautious return to normalcy after a fragile ceasefire with Iran took hold, ending nearly two weeks of intense cross-border attacks.

    The decision came as Israeli officials assessed the aftermath of the 12-day war, which left dozens dead and over 1,000 wounded, while military leaders warned that despite a pause in fighting, the broader campaign against Iran and its allies was far from over.

    Israel’s Home Front Command announced in a statement that the cancellation of the restrictions, which took effect at 8 p.m. local time (1700 GMT), allows all regions of the country to resume full civilian activity, including the reopening of schools, workplaces, and public gatherings. Communities adjacent to the Gaza Strip will remain under guidelines allowing gatherings of up to 2,000 people.

    The easing of restrictions marks a tentative sign that the truce is holding after a shaky start, during which both countries accused each other of violating the terms by continuing to launch strikes. An Israeli surprise attack targeting military sites and nuclear scientists across Iran on June 12 sparked the war.

    Police said Tuesday that Iranian missile barrages had struck 52 locations across Israel during nearly two weeks of fighting. Eight of the attacks caused fatalities, killing one soldier and 27 civilians. Magen David Adom, Israel’s national rescue service, said 1,319 people were injured, including 17 seriously, 29 moderately, and 872 lightly. An additional 401 people were treated for anxiety.

    Israel’s Airports Authority said that Ben Gurion International Airport near Tel Aviv and a smaller airport in the northern city of Haifa had resumed full operations after periods of partial or total shutdown during the hostilities.

    Israel Defense Forces Chief of Staff Eyal Zamir held a situational assessment with senior officers on Tuesday and warned that the conflict with Iran is far from over. “We have concluded a significant phase, but the campaign against Iran is not over,” he said. “We are entering a new phase based on the achievements of the previous one.”

    He said that Israeli strikes on nuclear-related facilities and missile stockpiles “set Iran’s nuclear project back by years,” but stopped short of claiming the program had been dismantled, a key goal stated by Prime Minister Benjamin Netanyahu.

    “The focus now shifts back to Gaza — to bring the hostages home and to dismantle the Hamas regime,” Zamir added.

    According to Gaza’s health authorities, 56,077 Palestinians have been killed and 131,848 wounded in Gaza during the 20-month-long conflict.

    A premier barometer of global economic trends and industrial transformation, the 2025 Summer Davos Forum has seen record attendance for recent years, with over 1,700 participants traveling from around the world.

    Its popularity is testament to both the convening power of the event, which is taking place from Tuesday to Thursday in north China’s Tianjin Municipality, and the unparalleled magnetism of China’s mega-scale market.

    Also called the 16th Annual Meeting of New Champions of the World Economic Forum (WEF), this year’s forum is themed “Entrepreneurship for a New Era.”

    “The theme, which builds on the DNA of this meeting since its inception, particularly focuses on how innovation, entrepreneurship and technological advancements can unlock growth, competitiveness and productivity,” Mirek Dusek, managing director of the WEF, said on Tuesday at the forum’s opening press conference.

    The event spotlights five key areas: deciphering the world economy, outlook on China, industries disrupted, investing in people and the planet, and new energy and materials.

    Unlike the annual meeting of the WEF held every January in Switzerland’s Davos, the Summer Davos Forum places greater emphasis on the future of business and technological advancement. This year’s edition not only demonstrates China’s achievements in high-quality economic development and its steadfast commitment to high-standard opening-up to the international community — it is also a platform for China to actively share the opportunities and dividends of its development with the world.

    Green transformation 

    On the rooftop of the National Convention and Exhibition Center (Tianjin), where the 2025 Summer Davos Forum is being held for the first time, solar panels supply continuous clean energy to power the venue during the event.

    According to the State Grid Corporation of China, this edition of the forum has achieved a 100 percent green power supply for its venues, utilizing a total of 800,000 kilowatt-hours of renewable electricity — equivalent to saving about 300 tonnes of standard coal combustion and cutting approximately 600 tonnes of carbon emissions.

    The venue utilizes photovoltaic power generation and sponge city technologies, replacing conventional energy sources with renewables to reduce infrastructure carbon emissions, while significantly enhancing energy, water and material efficiency.

    Sustainability is at the core of WEF events, said Severin Podolak, head of event management and operations for WEF, adding that the sofas and other furniture used in the venues are recycled materials from 2023, and some of the paints used for decoration were derived from renewable resources such as fishing nets.

    Additionally, a fleet of hundreds of new energy vehicles (NEVs) from six leading carmakers, including Audi FAW, are facilitating eco-conscious transportation for forum participants, advancing the event’s carbon neutrality goals.

    The concept of sustainability has been integrated thoroughly — from venue design to the forum’s agenda, with key topics such as Asia’s carbon markets and the next steps for climate resilience becoming focal points of discussions, addressing sustainable development directly.

    Green nitrogen fixation has been named in the WEF’s Top 10 Emerging Technologies of 2025, alongside innovations like collaborative sensing and autonomous biochemical sensing, further solidifying sustainability as a global priority.

    Today, China stands as the global leader in renewable energy investment. The nation has pioneered transformative technologies in the fields of batteries and electric vehicles, creating millions of high-quality jobs in these future-oriented sectors, according to Gim Huay Neo, managing director of the WEF.

    “I think this is an area where there’s a lot of scope for us to learn from China’s experience, where there could actually be constructive partnerships between China and other parts of the world to also support the global energy transition,” Neo said. “The climate emergency and the planetary crisis cannot be resolved if we do not bring everybody along on this journey.”

    A futuristic exhibition zone at the venue has become a major attraction, where cutting-edge AI products like humanoid robots, brain-computer interfaces and fully autonomous drone inspection systems are drawing large crowds of attendees. These innovations vividly showcase Chinese enterprises’ technological breakthroughs and pioneering applications of AI.

    “China may have found the key to restarting global economic growth — its ‘AI Plus’ strategy,” said Liu Gang, chief economist of the Chinese Institute of New Generation Artificial Intelligence Development Strategies.

    He explained that integrating artificial intelligence with the real economy yields remarkable economic benefits. For example, research conducted by his team shows that applying AI to the development of new materials can improve efficiency 100-fold to 1,000-fold.

    Across various sessions at the 2025 Summer Davos, discussions on AI are unfolding with remarkable intensity, mirroring the fervent debates witnessed at other premier global forums. Notably, a dedicated session titled “Understanding China’s approach to AI” will be convened, underscoring the international community’s growing recognition of China’s pivotal role in the global AI development landscape.

    “It will be like the industrial revolution,” former British Prime Minister Tony Blair said when talking about new technologies at the forum. Countries that embrace it go up, and countries that don’t go down, he said.

    “I think how you understand, master and harness the technology revolution solution is the single biggest government challenge for the 21st century,” he noted.

    Global synergy 

    According to the WEF, the global growth outlook has reached its lowest point in decades. Reigniting the spirit of cooperation will require greater commitment and creativity than ever before.

    Professor Tong Jiadong at Nankai University, who has served as the long-term Chinese agenda research leader for the Tianjin Summer Davos Forum, observed that the event has evolved beyond a premier global thought leadership summit into a dynamic platform facilitating international exchange and cooperation.

    Zhao Yan, chairman and general manager of Chinese firm Bloomage Biotech, has been a regular participant at the Summer Davos Forum. Over the years, the company has established a comprehensive global supply chain network across over 70 countries and regions.

    “Despite navigating complex uncertainties, the enterprise has never resorted to isolationism, but instead strives to reshape global competition rules through open innovation,” Zhao said.

    In the first five months of this year, the total volume of China’s imports and exports of goods grew 2.5 percent year on year, and the consumption enthusiasm of foreign visitors surged significantly.

    “We value our cooperation with China very much. We’re seeing more and more interest and participation coming here,” said Borge Brende, president and CEO of the WEF. “I’m relatively optimistic for the Chinese economy, both in medium term and long term.”

    WASHINGTON, D.C. — U.S. Senator Peter Welch (D-Vt.) today welcomed news that Belarus has freed 14 imprisoned opposition activists following a meeting between Special Envoy for Ukraine and Russia, retired Lt. Gen. Keith Kellogg, and Belarusian President Alexander Lukashenka. Among those freed are top opposition leader Siarhei Tsikhanouski, husband of Belarusian political activist Sviatlana Tsikhanouskaya. 
    “Since the 2020 presidential elections, Belarusian authorities have arrested thousands of protestors, opposition figures, journalists, and civil society members. Hundreds remain behind bars subject to harsh conditions, including accusations of torture from credible human rights organizations. In particular, I remain concerned about the arbitrary detention of activist and opposition leader, Maryia Kolesnikova. Serious concerns have been raised about her health and treatment in a penal colony. 
    “These releases are a welcome first step. I am grateful that the Trump Administration facilitated this action and urge U.S. officials to continue to prioritize human rights in future discussions with Belarusian officials. The release of political prisoners must remain at the forefront in bilateral negotiations. I will continue to engage with the Trump Administration on the parameters of these and future discussions and urge Belarus to release all remaining political prisoners, including Maryia.” 
    Senator Welch has advocated for bipartisan cooperation to secure the release of political prisoners in Belarus and around the world. Last Congress, Senator Welch spoke on the Senate floor to highlight the story of Maryia Kalesnikava, a leading member of the Belarusian political opposition calling for free and fair elections in Belarus, who was apprehended in 2020 by officials driving an unmarked vehicle and taken to the Belarus border where they attempted to forcibly deport her to Ukraine. In November, Senator Welch met with political and human rights advocates, including Maryia’s sister, Tatsiana Khomic to discuss ways to help secure the release of Maryia and other political prisoners in Belarus.  
    Senator Welch also joined Senate Minority Whip Dick Durbin (D-Ill.) and Senator Jeanne Shaheen (D-N.H.) to meet with Belarusian opposition leader, Sviatlana Tsikhanouskaya, to discuss efforts to push back against Belarus’s authoritarian leadership. Senator Welch also led his colleagues in urging Secretary of State Marco Rubio to preserve the staff and programs administered by the Bureau of Democracy, Human Rights and Labor (DRL) amid the Department’s proposed reorganization.

    The plan focuses on 8 high growth sectors, including Advanced Manufacturing, Clean Energy Industries, Digital and Technologies, Financial Services and Life Sciences, where there is potential for faster growth.

    The modern Industrial Strategy unveiled today, Monday 23 June, sets out a ten-year plan to boost investment, create good skilled jobs and make Britain the best place to do business.

    It includes targeted support for the areas of the country and economy that have the greatest potential to grow, while introducing reforms that will make it easier for all businesses to get ahead.

    The Strategy’s bold plan of action includes:

    • Slash electricity costs by up to 25% from 2027 for electricity-intensive manufacturers in growth sectors and foundational industries in their supply chain, bringing costs more closely in line with other major economies in Europe.

    • Unlocking billions in finance for innovative business, especially for SMEs by increasing British Business Bank financial capacity to £25.6 billion, crowding in tens of billions of pounds more in private capital. The includes an additional £4bn for Industrial Strategy Sectors, crowding in billions more in private capital. By investing largely through venture funds, the BBB will back the UK’s most high-growth potential companies.

    • Reducing regulatory burdens by cutting the administrative costs of regulation for business by 25% and reduce the number of regulators. 

    • Boosting R&D spending to £22.6bn per year by 2029-30 to drive innovation across the IS-8, with more than £2bn for AI over the Spending Review, and £2.8bn for advanced manufacturing over the next ten years. This will leverage in billions more from private investors. Regulatory changes will further clear the path for fast-growing industries and innovative products such as biotechnology, AI, and autonomous vehicles.

    • Attracting elite global talent to our key sectors, via visa and migration reforms and the new Global Talent Taskforce. The Taskforce and a £54m Global Talent Fund will support top talent to relocate to the UK.

    • Deepening economic and industrial collaboration with our partners, building on our Industrial Strategy Partnership with Japan and recent deals with the US, India, and the EU.

    • Reducing planning timelines and cutting costs for developers, by hiring more planners, streamlining pre-application requirements and combining environmental obligations, removing burdens on businesses as well as accelerating house building. 

    • Revolutionising public procurement and reducing barriers for new entrants and SMEs to bolster domestic competitiveness.

    • Supporting the UK’s city regions and clusters by increasing the supply of investible sites through a new £600m Strategic Sites Accelerator, enhanced regional support from the Office for Investment, National Wealth Fund, and British Business Bank, and more.

    • Upskilling the nation with an extra £1.2 billion each year for skills by 2028-29, and delivering more opportunities to learn and earn in our high-growth sectors including new short courses in relevant skills funded by the Growth and Skills Levy and skills packages targeted at defence digital and engineering.

    • Supporting 5,500 more SMEs to adopt new technology through the Made Smarter programme while centralising government support in one place through the Business Growth Service.

    The plan focuses on 8 sectors where the UK is already strong and there’s potential for faster growth: Advanced Manufacturing, Clean Energy Industries, Creative Industries, Defence, Digital and Technologies, Financial Services, Life Sciences, and Professional and Business Services. Each growth sector has a bespoke 10-year plan that will attract investment, enable growth and create high-quality, well-paid jobs. 

    Five sector plans have been published in tandem:

    Advanced Manufacturing

    Backing the Advanced Manufacturing sector with up to £4.3 billion in funding, including up to £2.8 billion in R&D over the next five years, with the aim of anchoring supply chains in the UK – from increasing vehicle production to 1.35, to leading the next generation of technologies for zero emission flight.

    Clean Energy Industries

    Doubling investment in Clean Energy Industries by 2035, with Great British Energy helping to build the clean power revolution in Britain with a further £700 million in clean energy supply chains, taking the total funding for the Great British Energy Supply Chain fund to £1 billion.

    Creative Industries

    Maximizing the value of the UK’s Creative Industries through a £380 million boost for film and TV, video games, advertising and marketing, music and visual and performing arts will improve access to finance for scale-ups and increase R&D, skills and exports.

    Digital and Technologies

    Making the UK the European leader for creating and scaling Digital and Technology businesses, with more than £2 billion to drive the AI Action Plan, including a new Sovereign AI Programme, £187 million for training one million young people in tech skills and targeting R&D investment at frontier technologies such as cyber security in Northern Ireland, semiconductors in Wales and quantum technologies in Scotland. 

    Professional and Business Services

    Ensuring the UK’s Professional and Business Services becomes the world’s most trusted adviser to global industry, revolutionising the sector across the world through adoption of UK-grown AI and working to secure mutual recognition of professional qualifications agreements overseas.

  • MIL-OSI Security: Right Time, Right Skills

    Washington, DC – May 23rd was a busy day for Deputy U.S. Marshals Christopher Barton and Seth Howlett, assigned to the Eastern District of Texas – Beaumont Division. After successfully clearing three felony warrants in the morning, they came upon an accident on the Purple Heart Memorial Bridge near Jefferson County, Texas, and noticed traffic had just begun to slow.

    As they were driving by, the deputies noticed there was a man lying on the side of the highway with no law enforcement or medical services on the scene. The deputies immediately activated their emergency lights and pulled over to assess the situation.

    A motorcycle and SUV had been involved in an accident.  After exiting their vehicle and arriving at the motorcycle, the deputies noticed the motorcycle rider was unresponsive and had visible serious injuries, to include severe bleeding from his leg.

    “My main goal was to activate my emergency lights and get people away from that area to prevent additional accidents,” Barton said. “And then when we rolled up, clearly he had a compound fracture, so we were able to help.”

    “Initially, it appeared that there wasn’t much we could do for him; it was pretty bad. You could just tell from looking at him,” Howlett said.

    The deputies jumped into action, accessing their modified individual first aid kit and swiftly applying a tourniquet to the upper portion of the rider’s leg that was afflicted with the compound fracture – effectively stopping the bleeding.

    As the rider regained consciousness, he was immediately reassured by deputies Barton and Howlett that he was in good hands.

    Due to the gridlocked traffic on the bridge because of the accident, the responding emergency medical team was delayed. 

    “There just wasn’t anybody out on the scene. So, we were just trying hold the line until more support arrived,” Barton said. “Thankfully, we were able to help. He’s very, very lucky to be alive.”

    While Deputy Howlett stayed with the rider, offering continued encouragement, Deputy Barton ran to the ambulance and relayed the critical situation to the EMTs, who rushed a backboard to the injured rider.

    Deputies later learned the individual was airlifted from the scene to a level one trauma center and underwent multiple surgeries for two broken legs, two broken arms, a broken collar bone, broken ribs, a broken nose, and a broken pelvis. 

    “I’m not going to say the tourniquet saved his life, but I am sure he needed every drop of blood to help get himself healed,” Barton said. “I’m just happy for him and his family that he’s still around.”

    For Barton, years of work with the Bureau of Prisons combined with the USMS training allowed him to act quickly.

    “I worked for the Federal Bureau of Prisons for 21 years, responded to a lot of stabbings and serious assaults,” Barton said. “So, there’s been times where I’ve had to apply direct pressure to open wounds that are profusely bleeding, conduct CPR chest compressions and things of that nature.”

    Both men have responded to accidents or people in distress before, for Howlett, he said his muscle memory from training at the USMS Academy kicked in. 

    “What they say at the Academy all the time is, ‘You don’t rise to the occasion, you fall back to the level of training that you have,’” Howlett said. “We should always set the bar of our training to the highest point possible, so that whenever we get into the stressful situation, it becomes instinctual.”

    Howlett joined USMS last year and says there is a responsibility that comes with being a public servant.

    “We are public servants at the end of the day, whether we’re law enforcement officers, although we don’t wear necessarily a uniform or drive a marked police vehicle, we are public servants, and we have a duty to the public to help, to serve, and to protect, and so I take that very seriously,” Howlett said.

    For Barton, this dedication to serve is attributed to the fact that everyone is human.

    “I would also encourage people not to lose sight of their humanity.  Everyone is somebody’s family member, right?” Barton said “We’re all human first. I don’t care who you are, what your pay grade is, we are all human.”

    This incident is an example of one of many law enforcement professionals and Deputy U.S. Marshals quietly respond to, day in and day out, serving their communities.

    WASHINGTON – On the third anniversary of the devastating Dobbs decision, Congresswoman Ayanna Pressley (MA-07), Co-Chair of the Reproductive Freedom Caucus, joined House Democratic Leadership for a press conference to mark the somber anniversary and renew her calls for comprehensive legislation to protect abortion care and expand access to reproductive healthcare.

    In the three years since Dobbs, Republicans at every level of government have advanced cruel abortion bans and other policies that have criminalized patients, providers, and prescribers, denied care to those in need, and robbed many of their lives.

    Good afternoon. Thank you to my esteemed colleagues and all of our partners in good. Thank you to the movement.

    This is really a somber day. This attack on bodily autonomy, on healthcare was really the first domino to fall, the first attack in this extremist march towards an abortion ban. And what is that really? A nation of forced birth.

    A nation of forced birth while Republicans seek to deny Medicaid and healthcare when 40% of births are covered through Medicaid.

    A nation of forced birth when there is already a Black maternal morbidity crisis.

    My grandmother, my father’s mother, died in the 1950’s giving birth to my father’s youngest brother. And in 2025, we still see that Black women are still 3 to 4 times more likely to die in childbirth or post-birthing complications.

    A nation of forced birth without universal childcare or paid leave.

    An administration that is hostile towards the women of this country and working actively to degrade Head Start.

    A nation of forced birth.

    Three years ago, I was in the bleachers at our daughter’s 8th grade graduation, filled with immense pride and hope that this milestone that she had achieved.

    And while at that graduation learned in real time that Roe had been struck down. And I was immediately filled with dread and a heaviness, sobered by the fact that my daughter would be going to sleep with fewer rights than she woke up with that morning.

    In the three years since, we have heard horrific testimony in this climate of the criminalization of patients, providers, and prescribers, and their loved ones who have been denied care, denied their dignity, and even robbed of their lives.

    Reproductive freedom, abortion care, health care – this is an issue of consequence to millions in this country. Many have been directly impacted, lives have been lost, and more will continue to be.

    Amber Thurman was a 28-year-old mother and a medical assistant. She sought medical care out of state due to an abortion ban. And when she needed follow up care, she was turned away. A D&C, a standard medical procedure was discussed and deferred. Amber died on a hospital gurney leaving behind her 5-year-old son.

    Adriana Smith was a 30-year-old mom to a vibrant six-year-old and nurse at Emory Hospital. She was sent home from the hospital without the care she needed. She woke up gasping for air, arrived at the hospital and shortly thereafter was declared brain dead. The blood clots the doctors had missed had claimed her life.

    To be a Black woman in America navigating our health care system so often means to have your pain dismissed, delegitimized, denied, to be gaslit by the health care system.

    Not only was Adriana’s pain dismissed and her son robbed of his mother, but all of this is because of an extreme abortion ban in Georgia, the hospital stated that they could not take her off of life support.

    And because she was nine weeks pregnant when she was declared brain dead, about a month past a missed period, the hospital would not allow Adriana’s family to make sensitive end-of-life medical decisions for her. And the hospital made her body an incubator.

    This week, baby Chance posthumously came into this world via emergency C section and remains in the NICU. Adriana’s family was finally able to lay her to rest and pick up the pieces as they navigate their deep grief.

    These stories are chilling, and you’ll hear many more of them as there are abortion storytellers making their way through our offices and the corridors of Congress this week.

    These stories are uncomfortable, challenging all of us to sit in the discomfort so that we never grow complacent or wane in this fight.

    My daughter asked me three years ago why do you always say, “When we fight, we win?” And I told her because it’s true. And I will not be a liar to my kid.

    There are those who aim to rob families across this country of essential abortion care in their home communities and they’re complicit in this harm.

    They are using every tool – the courts, executive actions, and legislation – from state houses to Congress, and notably through this Big Ugly Bill as it makes it way through the Senate as we speak.

    The cruelty is the point.

    At this point, Republicans can’t deny that they are actually in the business of making people across America sicker, poorer and more vulnerable.

    Today, Democrats stand before the American people reaffirming our commitment. I’m so grateful of this steadfast commitment of our leadership.

    We will use every tool we have to fight for your healthcare. Abortion care is essential healthcare.

    From local mutual aid efforts to fighting like hell in the courts and in the halls of Congress, we won’t cede anything. Because lives depend on it and your families deserve it.

    No one should come between a family and their medical providers.

    As I close, three years later, today our daughter in a couple days turning 17. She reminds us by the hour.

    And as we’re looking at colleges, one key factor that has shaped her decision is her ability to access healthcare. Shamefully, that is now a part of our calculus.

    I want my daughter and all of our children to grow up in a world where they are limitless.

    Where they have every right and freedom that we grew up with and more.

    Where they get the healthcare they need, and where they can survive a pregnancy if they choose to become parents.

    And that is why I affirm and believe deep in my bones that these harmful bans and this unjust status quo are not an inevitability, and they are not where this story ends.

    A more just America is possible. And we remain strident in our advocacy that everyone receives the care and dignity they deserve.

    ATLANTA – Governor Brian P. Kemp and the State Road and Tollway Authority (SRTA) Board of Directors today announced the approval of a record $26.5 million in Georgia Transportation Infrastructure Bank (GTIB) loans and grants that will help fund 13 transportation infrastructure projects across the state. This round of GTIB awards is possible thanks to a $46 million budget enhancement allocated in the AFY 2025 state budget. These investments also mark two additional records for the bank that include the largest combined rural award, totaling $13.3 million, and the largest amount of loans, totaling $15.5 million.

    “Thanks to conservative budgeting and strategic funding of our priorities, Georgia is not only the No. 1 state for business we’re also the best state for reliable infrastructure,” said Governor Brian Kemp, Chairman of the SRTA Board. “With this year’s historic rural investment, we’re preserving our competitive edge and reaffirming our commitment to creating opportunity in all parts of our state, especially rural Georgia. I want to thank the General Assembly and the SRTA team for making these awards possible and I look forward to the generational impact they will have on our communities.”

    The Mount Vernon Roadway Connectivity project, one of the major rural investments included in this round of awards, will receive a $1.4 million GTIB grant for improvements and repairs to several local roads damaged by Hurricane Helene. Funds will also go toward the paving of a dirt road. This GTIB grant enables critical roadwork to advance more quickly, enhancing safety for this rural community.

    The largest GTIB investment for this round is a $4.9 million loan to the Cumberland CID for the Cumberland Sweep Segment C buildout – a 3+ mile path around the core of the Cumberland District. The project will enhance transportation for more than 80,000 office workers, residents and visitors in the Improvement District by constructing the first portion of the Cumberland Sweep, a 0.4-mile shared-use path that connects to the existing pedestrian bridge over I-285 and includes traffic signal upgrades at Galleria Drive and Galleria Parkway.

    Another significant loan of $2.4 million along with a $1 million grant was awarded to Barrow County for a new roundabout at State Route 53 (SR 53) at Mulberry Road. This portion of SR 53 connects the cities of Winder, Hoschton, and Braselton, with a combined population of over 40,000. The project will reduce vehicle collisions and improve freight movement. This GTIB investment also accelerates project delivery by three years, resulting in lower overall project costs.

    Since its inception in 2010, GTIB has awarded $242 million in transformative grants and loans, investing in projects with a combined project value exceeding $1.2 billion, demonstrating the impact of the state’s investment and outstanding partnerships with local governments and community improvement districts over the past 15 years.

    From the very first award granted, GTIB has provided strategic state investments in critical transportation projects that enhance mobility in local communities throughout Georgia. Applications are evaluated on a competitive basis, and criteria include transportation, engineering, economic value, matching funds, and project specifics like project phase and feasibility.

    Loan applications are also evaluated for creditworthiness and overall project merits. An advisory committee comprised of representatives from state agencies and statewide associations evaluate SRTA staff recommendations and make final recommendations to the SRTA Board. Funds distributed by GTIB are used to support capital improvements.

    SRTA began accepting GTIB applications mid-November 2024 and closed the application window on January 14, 2025. Fiscal Year 2025 awardees, project descriptions, and funding amounts are as follows:

    Athens-Clarke County
    Roadway Reconfiguration

    This project will improve the intersection of Hawthorne and Oglethorpe Avenue by realigning it, reconfiguring lanes and adding multimodal options. The improvements will improve safety at the intersection and enhance the City’s sidewalk and bike network. 

    GTIB Grant Award: $1,700,000

    Barrow County
    State Route 53 at Mulberry Roundabout

    This project will construct a single lane roundabout at the intersection of State Route 53 and Mulberry Road and realign the intersection. The new intersection is expected to improve road safety and freight movement. GTIB investments accelerate this project by three years.

    Cherokee County
    Airport Road Spur and Technology Ridge Parkway Project

    This project is the second phase of the Technology Ridge Parkway Project to receive funding from GTIB. This phase of the project will construct a new, two-lane roadway connecting the airport to the existing I-575 interchange. The new spur road will allow the County to move forward with plans to extend the runway to 6,000 feet, allowing aircraft to carry more fuel and make longer trips. The project also includes a segment of Technology Ridge Parkway Phase III which provides access to 86 acres owned by the Cherokee Office of Economic Development and adds a roundabout at the intersection of Wes Welker and Airport Drive.

    City of LaGrange
    Project Eagle

    This project will construct a new two-lane road, Callaway South Parkway, from the intersection of Pegasus Parkway ending in a roundabout. This improvement provides access to undeveloped parcels in the Callaway South Industrial Park, enabling even greater private investment in the area. Funding for the project will come from GTIB, the City of LaGrange, Troup County, and the Calloway Foundation.

    Mount Vernon Roadway Connectivity

    This project will pave Carver Street, which is currently a dirt road, and make drainage improvements and repairs on Broad Street, South Railroad Avenue, North Washington Street, and McKinnon Street. The dirt road paving will improve road safety and provide the opportunity to attract industry while the drainage improvements and road repairs will address significant damage caused by Hurricane Helene re-opening roads currently closed to traffic. This City of Mount Vernon is approximately four (4) square miles and home to 1,800 residents.

    City of Mount Zion
    2025 Street Repairs

    This project will repave several roads for approximately five miles and realign the intersection of Beaver Pond Road and Bowdon Junction Road to improve safety. This intersection is near the West Georgia Regional Airport which supports economic development providing air transportation to companies including SMI Inc., Honda Lock, and Southwire. The GTIB investment will accelerate the project by four (4) years reducing project costs.

    Paving Improvements

    This project will resurface 16 roads for a distance of approximately seven miles. The GTIB investment accelerates the project by several years reducing project costs. Located in Emanual County, City of Twin City is approximately four (4) sq miles and is home to 1,700 residents and George L. Smith, II State Park.

    Resurfacing Improvements

    This project will resurface ten roads for a distance of 11 miles in South Georgia’s Colquitt County. Full depth reclamation and replacement of existing culverts will occur where necessary. GTIB investment accelerates project delivery by three (3) years.

    Cumberland CID
    Cumberland Sweep Segment C – Galleria Parkway Improvements

    This project will build the first section of the Cumberland Sweep project including a shared use path along Galleria Drive from Akers Mill Road to the existing bike/pedestrian bridge over I-285, a distance of just under half-a-mile. Pedestrian lighting will be included along the path and the traffic signal at Galleria Drive and Galleria Parkway will be upgraded. The project improves multimodal travel in one of Atlanta’s biggest activity centers and is funded in partnership with the Cumberland CID, an organization of over 190 commercial property owners fund key infrastructure projects throughout the Improvement District.

    Dodge County Road Improvement Program

    This project will pave Bill Mullis Road from Roddy Highway to SR 87 (3.7 miles), perform full-depth reclamation on Milan Eastman Road from SR 117 to SR 280 (8.2 miles) to repair damage from increased freight traffic and resurface Zion Hill Church from Antioch Church Rd to Coody Road (4.5 miles). By combining these three segments into one project and obtaining GTIB funds, the project will reduce unit costs and accelerate the project timeline by approximately ten years providing substantial project savings.

    Road and Bridge Infrastructure Improvements

    This project will provide design funds to widen and increase the weight capacity of two bridges on Gravel Hill Road to better accommodate truck and agricultural equipment traffic as well as pave and widen four (4) dirt roads which are heavily affected by adverse weather.

    Moores Store Road Box Culvert Replacement

    This project will replace a double cell box culvert on Moores Store Road at Bussey Creek, resurface the area and improve roadway shoulders and slopes by the creek. These improvements will allow both lanes of the bridge to re-open to traffic and will help minimize damage from future large rain events.

    Town of Iron City
    Dunham and Broad

    This project is consistent with the Seminole County and Cities Comprehensive Plan and will jumpstart downtown revitalization efforts by repaving streets in downtown Iron City – Broad Street from Church Street to Williams Street and Dunham Street. Located in Seminole County, the Town of Iron City is farming community of approximately one (1) sq mile and home to 300 residents.

  • MIL-OSI New Zealand: Waikato Police thank motorists who helped locate a dangerous fleeing driver

    Police used 111 calls to track a fleeing driver, who was arrested after allegedly crashing into two innocent motorists at Ōhaupō yesterday.

    Inspector Hywel Jones, Waikato Acting District Commander praised the multiple people who called 111 to report a vehicle’s dangerous driving.

    “Those members of the public not only helped us locate and track a stolen vehicle that was being driven dangerously, they’ve potentially saved lives. Thankfully there were no serious injuries following yesterday’s incident, but it’s a miracle there weren’t other crashes based on the information we were getting.”

    The incident began about 11.15am in Huntly, when officers were responding to several reports of dangerous driving. After initially spotting the suspect vehicle travelling towards Hamilton on the Waikato Expressway, Police lost sight of the car.

    Reports from the public at 12pm led Police to Pine Avenue in Hamilton, then State Highway 3 at Ōhaupō five minutes later.

    “Officers have monitored the car for several minutes and then signalled the driver to stop. He’s continued driving, so other units laid road spikes further down State Highway 3.

    “In an attempt to avoid the spikes, the fleeing driver nearly collided with a member of the public’s vehicle.”

    Inspector Jones said a pursuit was authorised about 12.10pm, but less than a minute later, at the West Road intersection, the fleeing driver crashed into two other vehicles being driven by members of the public.

    “Thankfully, neither of those innocent drivers was injured, and somehow the alleged driver of the fleeing vehicle was also unharmed. He fled the scene on foot, but was tracked by a Police dog and arrested at 12.15pm.

    “I want to thank those people who called 111 when they saw this horrendous driving – those calls were critical for us and helped us locate the alleged driver and ultimately arrest him.

    “It’s only down to luck that we aren’t dealing with a death as a result of this driving, and a large part of that has been down to fast-thinking people picking up the phone.”

    The 19-year-old driver has been charged with failing to stop for police, unlawfully getting into a motor vehicle, dangerous driving, and failing to stop or ascertain injury. He is scheduled to appear in Hamilton District Court on 27 June.

    State Highway 3 at the intersection with West Road was closed for several hours while the Serious Crash Unit conducted a scene examination. The road has since reopened.

  • MIL-OSI USA: Deep Mud Diaries: Exploring Seafloor Biodiversity on the Aleutian Arc Expedition

    When many people think of the seafloor, they conjure up images of large corals, alien looking fish, or even hydrothermal vents that often populate the media. But most of the deep seafloor is covered by large expanses of soft sediments. Mud is everywhere! These sediments are home to diverse communities of tiny animals that provide an important link in transferring energy between the marine snow that rains down from surface waters to larger animals feeding at the seafloor and in the water column. 

    Although small in size (macro-infauna = 0.3 – 1mm), the communities in the mud are typically comprised of a variety of crustaceans (amphipods, isopods, cumaceans), worms (polychaetes), clams (bivalves), snails (gastropods), and other rarer taxa (e.g., brittle stars, sea cucumbers, other molluscs). The composition of the communities can provide clues about the physical and chemical environment they inhabit and typically differ among larger visible habitats, such as those near deep-sea corals or cold seeps. 

    On the Aleutian Arc, little is known about the macro-infaunal communities occurring within the 300 – 2,500-meter depth range. In addition to broad expanses of mud, this region is also home to deep-sea coral communities, cold seeps, and possible hydrothermal vents, with sediment infauna from these habitats likely representing a large portion of the regional biodiversity. To investigate these communities, we sample sediments using push cores from the human occupied vehicle (HOV) Alvin in targeted areas, such as adjacent to deep-sea corals. These sediment cores will be used to describe the community composition, with many taxa likely new to science, along with their environmental habitat, including grain size and food availability. This information will enable scientists to better understand the overall distribution of species across the region, their comparability to similar habitats worldwide, and the role these communities play in local ecosystem functioning, all of which help support the health of the ocean.

  • MIL-OSI Russia: The 80th anniversary of the Victory in the Great Patriotic War will be one of the main themes of the exhibition “Far East Street” within the framework of the EEF-2025

    11 regions of the Far East and federal ministries will present their key projects at the exhibition “Far East Street”, which will be held as part of the Eastern Economic Forum – 2025. Among the main topics are the celebration of the 80th anniversary of the Victory in the Great Patriotic War and the victory over militarist Japan, support for a special military operation, the implementation of city master plans, and advanced technological developments.

    From September 3 to 6, the exhibition will be available to forum participants, and on September 7 and 8, it will be open to everyone. The exhibition is organized by the Roscongress Foundation with the support of the Office of the Plenipotentiary Representative of the President of Russia in the Far Eastern Federal District.

    “The exhibition “Far East Street” shows participants and guests of the Eastern Economic Forum qualitative changes in the economy and social sphere. This is a unique opportunity to introduce thousands of guests from dozens of countries of the world to the cultural features and unique traditions of various peoples, to attract investors and tourists to these territories. Everyone who comes to the EEF will be able to not only learn about the technological achievements of the Far Eastern regions, but also watch performances by creative groups, learn about the features of Kamchatka, Chukotka, Buryatia, Yakutia and other regions.     The Kuril landing operation on Shumshu, which took place in August-September 1945, was the last major episode of the Soviet-Japanese War and the end of World War II. The operation was aimed at liberating the Kuril Islands, which at that time were under the control of Japan. An installation dedicated to the 80th anniversary of Victory in the Great Patriotic War will be placed inside the Sakhalin Region pavilion. The exhibition “Roads of Victory” will tell about the Yuzhno-Sakhalinsk operation and the landing on Shumshu. It is planned to show a film about the expedition to the island, videos about the reconstruction of battles in the Kholmsky and Smirnykhovsky districts. The Tourism zone will present new programs: military-historical tours “Battle for Shumshu” and “Liberation of the South of Sakhalin”, seasonal offers for winter and summer recreation, as well as gastronomic tours and the project “Far East – Land of Adventures”. In a separate zone “UAV and BEK” data on the implementation of unmanned aircraft systems will be presented. This topic will be dedicated to a separate exposition aimed at promoting Sakhalin’s achievements in this area.

    In the Khabarovsk Krai pavilion, the combined zone “Everything for Victory” and “Aircraft and Shipbuilding” will tell about the industrial potential of the region, about the parade dedicated to the victory over militarist Japan and the end of World War II, on September 3. It is planned to use models of aircraft and ships as exhibition samples, and samples of products for the needs of the SVO will be demonstrated in holographic niches.

    A special place in the Magadan Region exposition will be given to the historical heritage – the role of Kolyma in the Victory in the Great Patriotic War, as well as its contribution to ensuring the country’s success during the special military operation. The small pavilion of the Magadan Region will house the “Kolyma – from Victory to Victory” zone, which will introduce visitors to facts about the contribution of Kolyma residents to the Victory in the Great Patriotic War and support for the SVO.

    An interactive stand in honor of the 80th anniversary of the Victory in the Great Patriotic War will be installed next to the Amur Region pavilion. Here visitors will be able to see unique historical materials, photographs, and veterans’ memories. Interactive elements will be presented that will allow you to delve deeper into the events of those years.

    The “Air Defense, Civil Defense and Emergencies” zone of the Primorsky Krai pavilion will be represented by a stand in the form of three vertical screens and will tell about the region’s contribution to the military-industrial complex of Russia, ensuring information and security of the population and participation in a special military operation. The stand can be controlled using a joystick. The section will show animated videos telling about Primorye residents – heroes of the Great Patriotic War. About 200 thousand residents of Primorsky Krai took part in the military operations of the Great Patriotic War – both on the European fronts and in China and the Korean Peninsula, where they fought against the Kwantung Army of Japan. Their feat became an integral part of the overall victory. It will also tell about modern fighters participating in the Air Defense. The format of the materials varies – from documentary biographies to artistic sketches reflecting the strength of spirit, courage and dedication of the people.

    The exploits of Yakutians in the Great Patriotic War and the special military operation will also be presented at the exhibition “Far East Street”. Snipers from Yakutia, such as Fyodor Okhlopkov and Ivan Kulbertinov, were known for their outstanding results and received wide recognition. In honor of Fyodor Okhlopkov, the All-Russian Long-Range Shooting Tournament is being held in Yakutia. In addition, the entire country knows the crew of the “Alyosha” tank, which performed a heroic feat during the SVO. Yakut enterprises supply electric enduro motorcycles, all-terrain vehicles and other equipment to the front lines.     The Chukotka exposition is dedicated to three significant dates: 95 years of the Chukotka Autonomous Okrug, 80 years of the Great Victory, and 10 years of the Eastern Economic Forum. The exposition will include a “Chukotka for Victory” zone, which will show video materials about Chukotka’s contribution to the victory during the Great Patriotic War. There will also be an interactive wall with images of defenders of the Fatherland: a pilot, a reindeer herder, and a soldier. The central element of the zone will be an art object dedicated to the participants of the special military operation.

    The unified exposition of the Ministry for the Development of the Far East and Arctic and the Far East and Arctic Development Corporation “Developing the Far” will be dedicated to the mechanisms of state investment support operating in the macroregion, as well as socially significant programs implemented on the instructions of Russian President Vladimir Putin, aimed at improving the quality of life of people. Thematic multimedia expositions “Travel”, “Study”, “Work” and “Live” will tell about the dynamics of the development of the economy of Far Eastern cities, opportunities for obtaining higher and professional education, tourist routes and hospitality facilities for recreation and new experiences.     Traditionally, the Ministry of Sports will present its expositions on the “Far East Street”. The “Sport is the Norm of Life” pavilion will become a platform for discussing current topics in the industry, and sports activities can be enjoyed in the “GTO Arena” pavilion.

    Deconstructing epoxy resins with hot acetic acid has the potential to provide a scalable and affordable solution for recycling a material used in a range of high-value consumer products, according to new research from the Bio-Optimized Technologies to keep Thermoplastics out of Landfills and the Environment (BOTTLE) consortium.

    Carbon fiber composites (CFCs) are high-strength, low-weight materials made from epoxy-amine resins that encase long carbon fibers. CFCs enable lighter and more efficient bicycles, planes, and automobiles and are a critical component of the pressure vessels used for compressed natural gas shipping and storage. However, the cost and energy-intensive production of CFCs limits their application, and there is a near total lack of scalable and economically viable recycling methods for these important materials.

    CFCs are generally made with epoxy-amine resins, similar in chemistry to many epoxies commonly found in hardware stores. These composites form a stiff and resistant plastic, but also one that cannot be dissolved or melted. While the resins are relatively cheap, the fibers they surround are not, so the resulting composites are quite expensive—many CFCs can cost well over $50 per pound.

    “For a reasonable analogy, imagine a cake,” said Stephen Dempsey, a postdoctoral researcher at the National Renewable Energy Laboratory (NREL) and one of the first authors of the study. “Once the egg, flour, and sugar are in the batter and that cake is baked, it’s basically impossible to get them back out. It is similar here: The resin is chemically interlocked, and the bonds are quite strong. We have to do something intense to get the fibers out, but we also must be careful not to degrade the chemicals in the resin beyond what’s necessary, as that would waste all the time, energy, and raw materials that went into making them in the first place.”

    But even then, there is a bit more complexity than in baking, because these resins are often made of highly complex mixtures of molecules. Some of these compounds are common, and shared across many industries that use CFCs, but others are not. In addition, it is currently challenging to identify exactly what the resin chemistry is before recycling. A recycling method for CFCs must therefore be extremely robust and capable of handling diverse resin formulations.

    The BOTTLE team’s solution ended up being surprisingly simple. Hot acetic acid, the same compound that is found in vinegar, can cleave all the key bonds within these resins. Former NREL postdoctoral researcher Ciaran Lahive (now at University of Manchester), and co-first author on this study, demonstrated this reaction during an intensive reaction screening effort for another project.

    The team learned something remarkable: Not only do the polymer networks in the resin solubilize rapidly, but the acetic acid also stabilizes their chemical components, enabling high yields of reusable chemical building blocks. Extensive optimization work from NREL interns Katie Stevenson (now at Columbia University) and Sydney Reiber (now at the University of Graz) led to a process effective on end-of-life waste from a variety of industries.

    Importantly, the researchers also determined there was no impact on the strength of the recycled carbon fibers (rCF), which is critical to ensuring they retain their value after being extracted from the composite. To demonstrate this, they took 80 grams of a scrap mountain-bike frame made of composite material and deconstructed it. Using the carbon fibers they had just extracted, they then made new composites that exhibited more than twice the strength-to-weight ratio of steel.

    Not only is the cost of rCF predicted to be quite low compared to virgin fiber, with a price of just $1.50 per kilogram, but the energy consumption is also practically zero when factoring in the recovered epoxy building blocks. The process is not limited to CFC only—glass fiber composites like those found in turbine blades, boat hulls, or automobile bumpers and hoods could also be treated.

    “Long-term, this technology could be used to create value from challenging composite waste streams that are currently piling up in landfills,” said BOTTLE CEO Gregg Beckham, the senior author of the study and a senior research fellow at NREL. “Current technologies are not yet able to make a dent in that waste stream, but we think that this process could be useful for this application as well.”

    The discovery holds the potential to energize the U.S. composite manufacturing industry.

    “If we can scale this process and deploy it in the real world, we see no reason that whole panels on cars or trains couldn’t be made of rCF composites instead of steel or aluminum,” Dempsey said.

    The paper, “Acetolysis of epoxy-amine resins for carbon fiber-reinforced polymer recycling,” appears in the journal Nature. The other coauthors from NREL are William Michener, Hannah Alt, Kelsey Ramirez, Erik Rognerud, Clarissa Lincoln, Ryan Clarke, Nicholas Rorrer, and Katrina Knauer.

  • MIL-OSI Security: FEDERAL CHARGES FILED AGAINST PENSACOLA MAN FOR SERIAL ARMED ROBBERY OFFENSES

    PENSACOLA, FLORIDA – Deshawn I. Donson, 21, of Pensacola, Florida, has been indicted in federal court on charges related to eighteen armed robberies of gas stations and convenience stores in Escambia County. John P. Heekin, United States Attorney for the Northern District of Florida announced the charges.

    Donson is scheduled for arraignment before United States Magistrate Judge Hope Thai Cannon at the United States Courthouse in Pensacola, Florida on June 24, 2025, at 11:00 a.m.

    The Indictment charges Donson with Interference with Commerce by Threats or Violence, Brandishing a Firearm During and in Relation to a Crime of Violence, and Possession of a Firearm by a Convicted Felon for eighteen armed robberies between 2022 – 2025.

    Court documents reflect that Donson was captured by law enforcement after an armed robbery on May 18, 2025, which resulted in a high-speed vehicle chase and a vehicle immobilization technique utilized by sheriff’s deputies to stop and apprehend Donson.

    If convicted, Donson faces up to life imprisonment.  

    The case is jointly investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives; the Escambia County Sheriff’s Office; the Pensacola Police Department; and the Florida Department of Law Enforcement.  The case is being prosecuted by Assistant United States Attorneys David L. Goldberg and Jennifer H. Callahan.

    An indictment is merely an allegation by a grand jury that a defendant has committed a violation of federal criminal law and is not evidence of guilt. All defendants are presumed innocent and entitled to a fair trial, during which it will be the government’s burden to prove guilt beyond a reasonable doubt at trial.

  • MIL-OSI Security: New Hampshire Couple Pleads Guilty to Federal Charges for 2024 Crime Spree

    Burlington, Vermont – A New Hampshire couple pleaded guilty in federal court last week to robbery charges stemming from a crime spree in August of 2024.

    On June 10, 2025, Christopher Boisvert entered a plea of guilty to the charge of armed bank robbery during a plea hearing before Chief United States District Judge Christina Reiss.

    On June 12, 2025, Meghan Cox entered a plea of guilty to the charge of conspiring with her accomplice to interfere with commerce by robbery during a plea hearing before Chief United States District Judge Christina Reiss.

    At sentencing, if the District Court accepts the plea agreements Boisvert and Cox each face up to 20 years’imprisonment. The actual sentence, however, will be determined by the District Court with guidance from the advisory United States Sentencing Guidelines and the statutory sentencing factors. Both defendants are scheduled for sentencing in September of this year.

    According to court records, on August 26, 2024, around 2:06 PM, the Vermont State Police were notified of an attempted robbery at Rolling Twenties, a Cannabis Dispensary located at 440 Rockingham Road in the Town of Rockingham, Vermont. Investigation revealed that in the minutes before the robbery, exterior surveillance video captured a blue Chevrolet Silverado truck parked in front of the business, with its rear license plate obscured by a dark covering.

    Two subjects, a male and a female – later confirmed to be Boisvert and Cox – exited the Silverado truck and approached the business on foot. The male was white, with a medium build, and was wearing a grey long-sleeved “Henley” style shirt, gray sweatpants, brown leather boots, a black ball cap, a black face mask, sunglasses, and was carrying one or two dark colored backpacks or duffel bags.

    The female, also white, with a medium build, red hair, was wearing a black hooded sweatshirt, tight-fitting blue jeans, brown leather boots, wearing a black ball cap, a black face mask, and dark “aviator” style sunglasses. She was also carrying a dark colored bag. Both subjects were wearing blue colored latex gloves. Once inside the business’s lobby, they attempted to enter the retail floor and demanded money and marijuana. An attendant denied entry and both subjects left the business in the blue Silverado truck, traveling south bound on VT Route 5/Rockingham Road towards Bellows Falls, Vermont.

    At approximately 2:47 PM, the Bellows Falls Police Department was called to a bank robbery at the TD Bank, 2 Church Street, Bellows Falls, Vermont. Officers determined the bank robbery suspect fit the description of the male subject from the Rolling Twenties attempted robbery minutes earlier. TD Bank surveillance video showed the male wearing the same clothing and disguise as described in the Rolling Twenties attempted robbery and was carrying a black and gray backpack. The male approached an employee and produced a note indicating he wanted 100s (one-hundred-dollar bills) and other large denominations placed into the bag. The male lifted his shirt revealing what appeared to be a wooden handle/grip of an object tucked into his pants. The teller placed money onto the counter and the male subject retrieved the money, placing it into his backpack. An image of the male, who turned out to be Christopher Boisvert, displaying the weapon in his waist band is below:

    Boisvert told the employees he had done research, and he knew where their families live – if they try anything, he was going to come back and hurt or kill them. He also said he had a gun inside his backpack and that his girlfriend or wife was waiting in the vehicle outside with a “45[.]” As he was leaving, Boisvert told the employees to wait two minutes before calling the police. In total, Boisvert received approximately $2,500 of U.S. Currency from TD Bank.

    About an hour after the Bellows Falls bank robbery, around 3:45 PM, the Brattleboro Police were called to a robbery of the Brattleboro Savings and Loan, located at 972 Putney Road, Brattleboro, Vermont (“Brattleboro Savings and Loan”). Law enforcement investigation revealed a blue Chevrolet Silverado truck with New Hampshire registration plates parked on Black Mountain Road, next to the Putney Road Plaza where the bank is located. Boisvert was wearing the same clothing, hat, mask, footwear, blue gloves, and was carrying a black and gray backpack.

    Inside the bank, he approached a teller and told her to put money into the bag. He stated to the teller that he knew the employee’s families and their addresses, and to give him all the money. He also said he had a gun. The teller observed that he possessed an orange handled knife. Several tellers provided him with U.S. Currency; in total the amount was approximately $5,000. Surveillance video  showed Boisvert return to the blue Silverado truck. Using a cellular phone, a teller captured photographs of the Silverado fleeing the area. The photographs revealed the rear license plate number of the truck. Law enforcement then confirmed the vehicle was registered to Christopher Boisvert of New Hampshire.

    At approximately 4:00 PM, the Cheshire County, New Hampshire Sheriff’s Department located the blue Silverado on Route 9 near the Chesterfield/Keene, New Hampshire town line. Deputies attempted to stop the truck, but it fled, and a pursuit began. Sheriff Deputies and New Hampshire State Police, among other agencies, pursued the truck, ultimately ending the pursuit when the truck entered Massachusetts. The truck was later located abandoned in the parking lot of Athol Memorial Hospital in Athol, Massachusetts.

    Law enforcement examined a social media account associated with Boisvert and Cox, and compared known photos of the defendants to the surveillance footage obtained during the investigation. Investigators saw Boisvert was wearing an identical shirt to the one he wore during the robberies. In addition, Meghan Cox  had a distinctive tattoo on her neck. A close-up review of the surveillance footage from the Rolling Twenties dispensary shows an object covering the tattoo that appeared to be peeling off her neck.

    When they searched the Silverado truck, investigators recovered a 14-inch bowie knife with a wooden handle consistent in appearance with the weapon displayed in the TD Bank surveillance footage, black KN95-style facemasks consistent in appearance with what the defendants were wearing, a small spiral bound notebook containing a handwritten note that matched the same threats articulated to the various robbery victims, a grey “Henley” style shirt, and blue medical gloves. These clothing and disguise items were subsequently tested for DNA that matched Boisvert and Cox.

    Acting United States Attorney Michael P. Drescher commended the investigatory efforts of the Federal Bureau of Investigation, Vermont State Police, Brattleboro Police Department, Bellows Falls Police Department, Keene, New Hampshire Police Department, Swanzey, New Hampshire Police Department, Cheshire County, New Hampshire Sheriff’s Department, New Hampshire State Police, Athol, Massachusetts Police Department, and the Winchendon, Massachusetts Police Department.

  • MIL-OSI Security: Grand Island Man Charged with Attempting to Damage Federal Property with Molotov Cocktail

    United States Attorney Lesley A. Woods announced that Eulisis P. Martin, 20, of Grand Island, Nebraska, was charged on June 16, 2025, by criminal complaint with one count of attempting malicious damage to federal property using explosive materials. The maximum possible penalty if convicted is not less than 5 years’ and not more than 10 years’ imprisonment, a $250,000 fine, a term of supervised release of not more than 3 years, and a special assessment of $100. Martin was arrested on June 16, 2025.

    Martin is alleged to have utilized a Molotov cocktail near a federal building housing Homeland Security Investigations (HSI) and Immigration and Customs Enforcement (ICE) in Grand Island on June 9, 2025. Martin is also linked to a spray-painted sign on the federal building stating, “Kill ICE” on June 9.

    Aware of the vandalism at the HSI building, a Grand Island Police officer, while on patrol, observed an individual wearing dark clothing running along the fence of the HSI building on June 14. Upon further investigation, Grand Island Police officers located government vehicles with slashed tires.

    Law enforcement identified a vehicle belonging to Martin in the area of the building at the time of vandalisms and Molotov cocktail event. Law enforcement located Martin’s vehicle and observed in plain view inside the vehicle a dark brown coat, several gloves, a protest-style sign, a scarf, and two bags under the scarf resembling a tactical-style bag. Open-source information revealed a phone number assigned to Martin. Law enforcement was able to place Martin’s cellphone in the area of the HSI building on June 9 and June 14.  Surveillance of Martin’s vehicle and his residence revealed that Martin was showing signs that he was a target of an investigation and took measures to dispose of his vehicle by relocating it to a rural property.

    Martin appeared before United States Magistrate Judge Jacqueline M. DeLuca in Lincoln, Nebraska on June 18, 2025, for his initial appearance.

    “The FBI and our partners will aggressively pursue, identify, and apprehend anyone who maliciously attempts to damage federal property,” said Eugene Kowel, Special Agent in Charge of the FBI Omaha Field Office. He added, “Many members of our community work in federal buildings and serve the public, and they deserve to do so free from the threat of harm and violence. We respect and protect the right of individuals to peacefully exercise their First Amendment freedoms but will not tolerate individuals inciting violence or engaging in criminal activity and violating federal law. We appreciate the support of the Nebraska State Patrol, Grand Island Police Department, Homeland Security Investigations, and Federal Protective Service in bringing Martin to justice.”

    United States Attorney Lesley A. Woods said, “The United States Attorney’s Office vows that violence, intimidation, and threats of violence against federal law enforcement officers, federal investigative agencies, other federal employees who are just doing their jobs and enforcing the laws will not be tolerated in Nebraska.  Federal law enforcement officers do not make the laws, but they are tasked with enforcing them, and they must be able to do so safely. Anyone who chooses to target law enforcement officers and agencies will be held accountable.”

    “I’ll begin by welcoming Secretary of the Navy John Phelan, Acting Chief of Naval Operations Admiral James Kilby, and Commandant of the Marine Corps General Eric Smith. I’m grateful to each of you for your willingness to lead at a pivotal moment for the Department, and to the sailors, Marines, and civilian personnel who advance Navy and Marine Corps missions and keep America safe every day.
    “I’m particularly grateful to the sailors who have stood watch in the Gulf and the Red Sea over the last 20 months helping to defend Israel, US interests, and freedom of navigation against Iranian-backed terrorists. And to the crews deployed there right now who launched Tomahawk cruise missiles as part of the joint operation to strike what I hope is a fatal blow to Iran’s nuclear aspirations.
    “I also want to recognize the Marine Corps, whose fallen comrades were among the earliest victims of Iran’s decades-long war against the United States and Israel — those taken hostage with U.S. Embassy personnel in Tehran and the hundreds killed in Beirut in 1983, before any of us on this dais showed up in Washington.
    “Generations of servicemembers carry the scars of Iran-backed attacks on American personnel in the region over the decades. Their sacrifices remind us that ‘Death to America’ is more than rhetoric.
    “For too long, Tehran itself faced negligible costs for the actions of their terrorist proxies. Thanks to Israel’s initiative in turning the tables – and the President’s decision to back them up – the Islamic Republic is finally paying a steep price.
    “This weekend’s events are yet a further reminder of the challenges facing the joint force today. And my colleagues and I hope to understand the extent to which you think the President’s budget request would provide the resources necessary to meet, deter, and defeat them.
    “Each of the Services is grappling in its own way with the reality of renewed major-power competition and with the increasing alignment of America’s adversaries. As you know, major transformations test assumptions and service culture. They test the capacity of the industrial base. And, importantly, they hinge on transparent working relations with Congress and on robust and consistent full-year investments in major priorities.
    “I’ll offer just a few observations in this vein. First, the good: Secretary Phelan, I’ve appreciated your recognition of Congress’ role in equipping the Navy and Marine Corps and the collaborative approach you’ve taken with this subcommittee. Your willingness to communicate transparently will continue to benefit our shared mission of restoring the Navy’s preeminence. I also appreciate your persistent engagement with the maritime industrial base. Your travels to see our shipbuilding challenges across the country, firsthand, have not gone unnoticed. We will not solve this problem without the private sector.
    “Likewise, General Smith – The Marine Corps spent years developing a clear rationale for major transformation, made tough and deliberate choices, and engaged Congress effectively along the way. Marine Corps Force Design 2030 continues to offer other services valuable lessons as they pursue transformation efforts of their own. I look forward to hearing how the Marine Corps’ own transformation to meet future threats is going: the good, the bad, and the ugly. But, to be quite frank, the decisions this Administration has made on resourcing the Department of Defense – a full-year CR that failed to address rising costs of operations and maintenance and major modernization requirements, a one-time reconciliation investment that risks new cliffs for sustainment, and a base request for FY26 even lower than the previous Administration’s FY25 request – make each of your jobs more difficult.
    “At the most basic level, an FY26 base defense topline that doesn’t keep pace with inflation – let alone with the ‘pacing’ threat of the PRC – does not show we’re serious about the tasks before us. Neither does pretending that one-time injections of funding are a substitute for consistent appropriations. For example, none of you needs me to point out the breadth of bipartisan support for accelerating procurement of Virginia-class submarines. If the Administration shares our interest in meaningfully expanding shipbuilding capacity, why are investments like this one not built into the base budget request? Why are we allocating funds under extraordinary parliamentary authorities for capabilities that would otherwise have been funded in an annual appropriation? Will the Navy even be able to complete two Virginia class subs with reconciliation money before the funding expires? 
    “Leaving aside the color of money, we’ll also want to hear your assessment of the impediments to delivering essential capabilities like submarines, destroyers, and amphibious vessels at the speed of relevance. This subcommittee has been consistently generous, but despite pouring billions more dollars into the effort, the timeline for producing a Virginia-class sub continues to stretch longer. Of course, we don’t just need to build platforms faster. We need to figure out how to make munitions more efficiently – especially the exquisite missile defense interceptors and long-range fires on which current operations are relying so heavily. How has the Navy handled the high operational tempo in the Red Sea? How does the FY26 request reflect the urgent need to deepen our magazines in a more cost-effective manner?
    “Finally, I’m curious about the lessons your services are taking from current conflicts. What has the Navy learned from the demands of long deployments and the costs of air wing accidents on the U.S.S. Truman? What lessons is the service taking from Ukraine’s decimation of Russia’s Black Sea fleet? How is the Navy approaching force protection itself? Is it hardening major assets, both in port and at sea? Does it have sufficient resources to do so?
    “What is the Marine Corps learning from Russia’s ground war in Ukraine? How does information-sharing at the cutting-edge of modern warfare inform the service’s ongoing transformation effort?   • MIL-OSI Global: UK plan to cut energy bills for industrial firms threatens to leave small businesses out in the cold

    The UK government aims to cut energy bills for large businesses by up to a quarter over four years, thanks to a £2 billion investment within its new industrial strategy. The aim is to make British manufacturers of steel, cars, chemicals, glass and other industrial sectors more competitive with foreign firms.

    UK businesses pay some of the highest energy prices in Europe. Under the new scheme, roughly 7,000 energy-intensive businesses will be exempt from paying green levies on their electricity bills. These levies raise funds to support the deployment of renewable energy and to enact energy-efficiency measures like the insulation of low-income households.

    The exemption should make it a bit easier for British companies to switch from fossil fuels to electricity by making the latter cheaper – an important step in the decarbonisation of the economy to tackle climate change. And it may lower costs enough to bring them within orbit of prices paid elsewhere in Europe.

    However, heavy industry in the UK is already largely shielded from many of the levies applied to the average energy bill. The British Industry Supercharger scheme, which since April 2024 has exempted energy-intensive industries from renewable energy policy costs and provided discounted network charges, is set to save British manufacturers between £320 million and £410 million in 2025 alone.

    The supercharger scheme fully exempts eligible firms from paying several costs linked to encouraging renewable energy investment and production. Industrial energy users covered under this scheme also enjoy a 60% reduction in network charges, compared with businesses outside the scheme.

    The government’s new “modern industrial strategy” sets out plans to raise this discount to 90% from 2026.

    Modelling conducted before the government’s announcement suggested that, if the major green levies on electricity were removed, average non-domestic electricity bills could fall by around 15%.

    While significant, this reduction is unlikely to fully resolve the competitiveness challenges facing most businesses, as even discounted energy prices would remain high by international standards.

    There are other limitations with the strategy. To start, more could be done to encourage firms to switch from fossil fuels to electricity by not just cutting electricity levies but shifting some onto gas bills.

    The cost of expanding and upgrading the grid to support more electrification and renewables is another concern. These investments in power lines and wind farms will be essential, but they won’t come cheap. Reducing the contribution made by big businesses to these costs means the burden for these essential upgrades will fall on smaller businesses and households.

    There are several options for addressing these challenges, however. One is to make energy demand more flexible, by financially incentivising businesses to use electricity when its supply from renewable sources is generally greater.

    Another way to cut network costs for businesses is to offer grid connection arrangements with a less secure electricity supply. These arrangements include allowing the network operator to reduce maximum capacity during times of grid congestion, and sharing a connection with several other businesses.

    Most importantly, the UK needs to move away from a system where the cost of gas sets the price of electricity most of the time, even though less than half of the country’s electricity now comes from gas. This can be achieved by expanding renewable energy storage (in the form of grid-scale batteries for example), so that grid operators are less reliant on gas power plants to fill gaps in electricity supply from wind and solar.

    Reform to Britain’s energy market and its pricing structure would make a real difference too, though this will also require significant investment in grid infrastructure and careful regulatory change.

    No relief for smaller businesses

    While the government’s priority is energy savings for larger businesses, small and medium-sized enterprises (SMEs) typically pay the highest rates for their energy. This is even despite most smaller firms being exempt from green levies.

    Energy-intensive sectors, such as hospitality and retail, remain highly vulnerable to energy costs. Average non-domestic electricity prices increased by over 75% between 2021 and 2024, while gas prices more than doubled. This has contributed to a surge in business failures: in June 2024, company insolvencies were 17% higher than a year earlier, reaching the third highest monthly total since 2000.

    Unfortunately, support for SMEs is heading in the wrong direction. Having funded a pilot energy advice service in the West Midlands, the government’s June spending review did not include funding to expand support for energy efficiency or renewable installations to SMEs nationwide. This leaves millions of smaller businesses exposed to high energy prices, without help to cut costs or emissions.

    The government’s new strategy may help some of the UK’s largest manufacturers compete internationally. But without targeted support for smaller firms, the benefits could be unevenly shared. The UK’s wider economy will continue to struggle with high energy costs and business failures as a result.

    Brexit, COVID, the war in Ukraine and now Trump’s tariffs have all highlighted how vulnerable life in the UK is to disruptions in trade. Everyday items that people rely on can be subject to major shortages, delays and price rises, due to something as simple as a ship getting stuck in a canal.

    This is because the UK is hugely reliant on other countries to provide much of what it needs. Medical supplies, cars, electronics and fruit are just a few of Britain’s favourite things that it tends to buy in from elsewhere.

    Global supply chains deliver lower prices and wider choice to consumers but they are also often highly complex. In the car industry for example, components may move within and between companies and cross national boundaries many times, before ending up in the final assembled vehicle. This can make them vulnerable.

    In response to the disruption of recent years, Chancellor Rachel Reeves has long been arguing for what she calls “securonomics” – investing in domestic energy sources and resilient networks. So perhaps it was no surprise that the British government’s new industrial strategy plans emphasise the importance of supply chain security.

    A new industrial competitiveness scheme for example, is designed to cut energy costs for the UK’s most energy intensive firms, which manufacture things like steel, ceramics and glass. This should help domestic supply capacity.

    A reported £600 million has also been allocated to develop the UK’s logistics industry. And there is a proposal for a “national supply chain centre” to identify weaknesses, enhance domestic capability and build strategic international partnerships. Vulnerabilities and dependencies will also be more closely monitored.

    Another focus will be to diversify critical supply chains by reducing the UK’s dependence on single supplier nations (such as China for rare earth elements or semiconductors). One option should be strengthening alliances with friendly nations (known as “friendshoring”) with the aim of embedding supply chains in places that can be relied upon.

    The recently announced trade deals with the US and India, and signs of greater cooperation with the EU do offer some promise in this area. Trade deals help with supply chain cooperation, but could go further and include resilience initiatives (such as creating joint stockpiles of things like critical minerals) to reduce disruption in the future.

    Manufacturing from home

    On the domestic front, the UK could still do more to incentivise “reshoring” (bringing some manufacturing or production of goods back to the UK). Reversing decades of decline in these sectors would be challenging, and require a long-term investment in domestic capacity and skills. But it could also deliver a boost to jobs and growth, potentially in parts of the UK which need it most.

    Given recent geopolitics, the government has also prioritised strengthening the defence supply chain, allocating £173 million of new funding on defence infrastructure and skills. Developments are are at an early stage, but the recent UK-EU security and defence partnership is a welcome start. And more work will be needed to make UK-EU collaboration on building a resilient defence industry across Europe a reality.

    Supply chains within that industry (and others, such as healthcare) can be vulnerable to cyberattacks and economic coercion from malicious groups and hostile foreign states. So enhancing cybersecurity in logistics and infrastructure will also be critical.

    This will mean better protection for ports, customs systems and logistics software. There is some limited additional funding on offer for this, but more will be required, which in turn will open up new opportunities for firms in the cyber industry. Indeed, a “cyber cluster” of businesses is already emerging in central England from the government defence and technology campus at Porton Down in Wiltshire across to GCHQ – the national centre for intelligence and security – in Gloucestershire.

    But with still much to do, overall Reeves has been right to stress the importance of supply chains. They are crucial to people’s jobs and homes, the medicines they need and the food they eat. And supply chain security is not just an economic issue. It is a strategic imperative for safeguarding the UK, its businesses and the welfare of its citizens.

    The tone of the new industrial strategy reflects Reeves’s “securonomics” rhetoric. But how far this goes in actually strengthening supply chains and boosting their resilience remains open to question, especially in the context of limited resources and a chancellor keen to build a reputation for fiscal prudence.

  • MIL-OSI Canada: Off-Road Vehicle Trail Fund supports projects throughout B.C.

    Off-road vehicle enthusiasts can soon enjoy improved trails and recreation infrastructure in several communities throughout B.C.

    This year, $400,000 from the Province’s Off-Road Vehicle (ORV) Trail Fund will support 20 regional projects, such as building new trails, maintaining existing trails, or promoting safe and responsible use among riders.

    “Outdoor recreation connects people to nature,” said Tamara Davidson, Minister of Environment and Parks. “It’s all about staying active, building community and respecting our natural spaces. The ORV Trail Fund helps keep our trail networks safe and provides space for people to come together to enjoy the outdoors.”

    The projects are mainly led by volunteer groups and organizations that contribute thousands of hours to maintain and improve trails throughout the province. One of those groups is the Blue Mountain Motorcycle Club (BMMC), which received nearly $25,000 from the ORV Trail Fund to improve two key trails – Canterbury and the Pit – within the Blue Mountain riding area in Maple Ridge.

    Established in the late 1980s, the historic trails serve as connectors through mature forest and rugged terrain, offering riders unique features, such as technical rock slabs. The project ensures the two trails meet modern sustainability standards, while preserving their historic and recreational values for riders.

    “ORV Trail funding provides BMMC the opportunity to supplement our ongoing volunteer trail-maintenance projects with specific focus on erosion control, drainage, water crossings and trail tread hardening,” said Ryan Thom, president, BMMC. “Prioritizing these key practices allows BMMC to lead the charge in sustainable trail maintenance in coastal B.C., which is recognized as one of the most traditionally complex settings to build and maintain. Maintenance at Blue Mountain requires significant planning to bring our key trail improvement practices together with our team of volunteers and contractors, resulting in a long-lasting, sustainable, high-value recreation resource.”

    In the Okanagan, the Kelowna Snowmobile Club received $25,000 from the ORV Trail Fund to launch a major safety and signage improvement project across the Graystokes and McCulloch trail systems. The two-phase project, which supports responsible year-round use by all outdoor recreationists, includes creating new digital maps and artwork, followed by the installation of kiosks, trail markers and hazard warnings.

    “Receiving support from the ORV Trail Fund will allow us to improve trail safety, accessibility and signage across our network,” said Ashley McKillop with the Kelowna Snowmobile Club. “These upgrades will benefit both new and seasoned snowmobilers by creating a more informed and enjoyable riding experience.”

    In the southeastern corner of B.C., the Kootenay Rockies ATV Club received $25,000 to support brushing and maintenance work on more than 22 kilometres of trail northeast of Cranbrook. Four key trail sections that form a scenic loop connecting the St. Mary River Valley, Angus Creek and Hell Roaring Forestry Service Road will be restored to improve access for ATV riders.  

    “The Kootenay Rockies ATV Club is excited to hear we will receive funding from the ORV Trail Fund to improve safety, promote responsible recreation and ensure long-term access to one of the region’s most beautiful trail networks,” said Bernie Ogonoski, chair, Kootenay Rockies ATV Trail Committee. “These trail sections connect to a larger trail network in the area, thus providing some great riding over a vast scenic area just outside of Cranbrook.”

    Now in its eighth year, the ORV Trail Fund is a user-funded program administered by Recreation Sites and Trails BC in partnership with the BC Power Sports Coalition. Since its beginning in 2017, more than $2 million has supported 160 projects throughout the province, removing financial barriers for communities and volunteer groups.

    overnor Kathy Hochul today announced that work has begun on a pair of infrastructure projects that will improve travel along two vital highways in the Hudson Valley. The two projects represent a $13.7 million investment that will resurface key stretches of State Route 17 in Orange County and State Route 52 in Putnam County, enhancing the resiliency of both roadways and creating a more comfortable experience for travelers. Both projects are expected to be completed this fall and are part of Governor Hochul’s unwavering commitment to build back New York State’s infrastructure to connect communities, grow our economy and improve quality of life.

    “We are putting the pedal to the metal in our drive to give New Yorkers the modern and dependable transportation network they deserve,” Governor Hochul said. “Hudson Valley travelers know all too well the difference that quality roads can make in their daily lives and these two projects will help restore two of the region’s key roadways, providing smoother commutes and fewer hassles.”

    The work includes a $9.7 million project that will resurface a five-mile stretch of State Route 17 between State Route 302 and the Sullivan County line in the Town of Wallkill, Orange County. State Route 17 provides a critical connection between the lower Hudson Valley and the many commercial and recreational destinations in the Southern Tier and the Catskills.

    Additionally, a $4 million project will resurface a three-mile stretch of State Route 52, between State Route 311 and the Dutchess County line in the Town of Kent, Putnam County. The roadway provides an important connection to Interstate 84 for local residents and businesses.

    Both projects feature milling and resurfacing of the existing pavement with a warm-mix fiber-reinforced asphalt overlay that’s longer-lasting, more durable and minimizes cracking. Grooved inlaid striping with reflective epoxy paint will also be added to increase the visibility of pavement markings during storms. Additionally, traffic signals will be upgraded, drainage improvements will be included, and curb ramps, where present, will be made compliant with current Americans with Disabilities Act (ADA) guidance.

    In order to minimize impacts to the traveling public, most work will be conducted during nighttime hours with single lane closures during paving operations.

    New York State Department of Transportation Commissioner Marie Therese Dominguez said, “In projects big and small, from Buffalo to Montauk, New York State is making unprecedented progress toward building a 21st century transportation network that brings people together and provides new opportunities for economic growth and prosperity. These two projects in the Hudson Valley will improve travel on two of the region’s most important highways, making it easier for people and goods to get where they need to go safely and efficiently.”

  • MIL-OSI Security: El Salvadoran Man Convicted of Fentanyl Trafficking, Firearms Offenses, and Illegal Entry

    SPRINGFIELD, Mo. – An El Salvadoran national has been found guilty in federal court of trafficking fentanyl, illegally possessing firearms, and unlawful entry to the United States.

    Jose Navarrete-Hernandez, 42, was found guilty of one count each of possessing fentanyl with the intent to distribute, possessing firearms in furtherance of a drug-trafficking crime, possessing a firearm as an illegal alien, possession of a firearm with an obliterated serial number, and illegal entry into the United States. United States District Judge M. Douglas Harpool issued a verdict Monday, June 23, 2025, following a one-day bench trial on May 12, 2025.

    On May 11, 2023, officers with the Carthage, Mo., Police Department conducted a traffic stop on a gray Ford F-250 with an expired Texas license plate driven by Navarrete-Hernandez. After confirming that Navarrete-Hernandez did not have a valid driver’s license, the officers searched Navarrete-Hernandez and the F-250.

    Officers found in the truck a black backpack containing two drug scales, two glass pipes with white powdery residue, approximately 145 fentanyl pills, a Heritage Rough Rider revolver, ammunition, and a forged social security card. Officers also found a Raven P-25 pistol with an obliterated serial number in the truck.  At the time, Navarrete-Hernandez was not a citizen or national of the United States and had entered the United States at a place other than a designated port of entry.

    Under federal statutes, Navarrete-Hernandez is subject to a sentence of up to Life in federal prison without parole. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

    This case is being prosecuted by Assistant U.S. Attorneys Casey Clark and Patrick Carney. It was investigated by the Department of Homeland Security, Homeland Security Investigations; the Bureau of Alcohol, Tobacco, Firearms, and Explosives; the Missouri State Highway Patrol; and the Carthage, Mo., Police Department.
