    WASHINGTON, D.C.—Today, House Majority Leader Steve Scalise (R-La.) spoke on the House floor before the passage of the Rescissions Act of 2025, which codifies President Trump’s DOGE cuts to root out waste, fraud, and abuse from federal overspending. Leader Scalise emphasized that Democrats’ ‘no’ vote is a vote to prioritize far-left foreign programs over lowering inflation, paying down our debt, and strengthening social services for Americans.

    Leader Scalise’s remarks:“I thank my friend, our conference chair, Ms. McClain, for managing this time on this important bill. Mr. Speaker, a lot of people come up here and they talk about trying to get America’s fiscal house in order, about the idea of getting back to balanced federal budgets. I don’t know many people here who are against it. I know when we later in this Congress put a bill on the floor to require a balanced federal budget, there will be many Democrats, Mr. Speaker, who will vote no on that, because when it comes time to actually put your votes on the board to back up the principles that most Americans relish, they walk away. They won’t be there when it actually matters. Everybody could talk about cutting wasteful spending. Even if you don’t necessarily agree that it’s wasteful spending, and what we’re bringing today is wasteful spending, but even if you think, ‘Okay, might not be as bad as some other things you don’t agree with,’ we all have to agree, Mr. Speaker, that as we just saw a few weeks ago, Moody’s downgraded the credit rating of the United States. Wasn’t a recommendation, Mr. Speaker. Wasn’t a warning that, gee whiz, if you folks don’t get your fiscal house in order, this might happen. They actually did it. They downgraded the credit rating in the United States because spending has to get under control. The party over there that spent the last four years under President Biden spending like drunken sailors, and all due respect to drunken sailors, because they don’t spend this bad. But the trillions of dollars of debt that were racked up had consequences, Mr. Speaker. “It had consequences not only in terms of our national debt, it affected the pocketbooks of families all across America because that spending, bloated spending in Washington, money we don’t have, by the way, increased inflation to the point where people couldn’t even go to the grocery store to fill up their carts. They couldn’t afford to go to the gas station to fill up their cars. They couldn’t afford to take out a loan to buy a house because interest rates had gotten so high that today we’re spending more money servicing our interest than we are on America’s national debt. These are all real, dramatic facts that concern most Americans. They say, thank goodness, Congress is finally bringing a bill to the floor to start cutting some spending that aren’t priorities. Call it wasteful if you want, call it whatever you want, but these aren’t things that we can afford to spend, even if you agree with them. Because it’s not money we have in the bank. It’s all borrowed money, Mr. Speaker. And so, where did we start? “Well, the White House laid out a number of things. They looked at that USAID program – they didn’t gut the whole thing, but they said there are a number of things that are being done that just don’t represent the values of the United States. And are being done in foreign countries while we don’t have our fiscal house in order here in America. So, how about we start there? I know the Democrats on the other side are acting like, ‘Oh, my God, the world’s going to stop spinning on its axis if this spending goes away.’ So why don’t we talk about some of the spending that will go away? Again, borrowed money, not money we just took out of the bank, money we borrowed from countries like China to spend on that is a debt to our kids. Each one of these I list, Mr. Speaker, you should ask, if you vote ‘yes,’ you’re finally relieving that debt burden. But if you vote ‘no,’ you think it’s okay to send this bill to our kids. “We’re not paying for it today, Mr. Speaker, but our kids would if we keep doing it. If the other side votes ‘no,’ they want to keep borrowing money from our children to spend a million dollars on voter ID in Haiti. The same party that doesn’t want voter ID in America – calls it racist – wants to fund voter ID in Haiti. $6 million for net-zero cities in Mexico. I know some of their best supporters are waving a Mexican flag at an American city right now, and they support those efforts. Most Americans don’t, Mr. Speaker. “$3 million for Iraqi Sesame Street. The minority leader held up a Sesame Street character here on the floor as if Sesame Street somehow is going to go away. I was just watching a commercial on TV yesterday where the Cookie Monster was actually doing an advertisement for Netflix because a private company is paying money to run Sesame Street. It’s not going away. It’s doing just fine. Very lucrative. What will go away is some of the far-left radical views that are being espoused. By the way, when this goes away at NPR, you can still turn on about six or seven other channels and get the same far-left radical views, but they’re all going to be private companies, Mr. Speaker, not taxpayer-funded entities. If somebody wants to pay money to go on one of their services that they stream or get over the top, or however they get their digital content, they can still do that.And there are a lot of options. Never been more options. Some people joke that they buy their services for their cable or whatever else they get, and that there’s 200 channels, and they might only watch four or five of them. There is still going to be a plethora of options for the American people. But if they’re paying their hard-earned dollars to go get content, why should your tax dollars go to only one thing that the other side wants to promote? Let everybody compete on a fair basis. They can still watch Sesame Street in Iraq, but let the Iraqi people pay for it, not the taxpayers of the United States of America’s children. “Today’s taxpayers aren’t paying for it because it’s all borrowed money. $2.1 million for climate resilience in Southeast Asia, Latin America, and East Africa. Five hundred thousand for electric buses in Rwanda. Rwanda is more than free to go buy all the electric buses they want or diesel buses. Why should the taxpayers of America be borrowing money from our children to buy electric buses for Rwanda? $33,000 for being LGBTQI in the Caribbean. Taxpayer money that a ‘no’ vote today says is more important than strengthening a program like Social Security. I say not. $643,000 for LGBTQI+ programs in the Western Balkans. Borrowed money. $567,000, Mr. Speaker, for LGBTQI+ programs in Uganda. $5.1 million to strengthen the ‘resilience of lesbian, gay, bisexual, transgender, intersex, and queer global movement.’ Not sure what that global movement is. They can continue that movement in some other way, but just not with the taxpayer dollars of the United States of America’s children. Again, there’s no bank account that $5.1 million came out of. It’s all borrowed money that a ‘no’ vote says is more important than strengthening Social Security. $135 million in contributions to the World Health Organization, which we all saw during COVID, was the mouthpiece for the Chinese Communist Party. I would imagine if we stopped this $135 million funding, the CCP may pick it up because they were regurgitating their talking points during COVID. “At some point, Mr. Speaker, the question we’ve all got to answer is, number one, do you believe in fiscal responsibility? Maybe some people have other priorities than these they’d like to defund. But if you think these are all things that are worth borrowing money from our children to fund, then that’s what the ‘no’ vote represents. If you think it’s time we start somewhere, here’s the place to start, not to finish, just the beginning, to finally start getting control over spending and respecting those families who are working hard, who are working two shifts at the diner to pay taxes on tips that will soon go away if our One Big Beautiful Bill passes. Or somebody who’s working overtime because you want to send your kid to college, and you find out this is where your taxpayer dollars are going, and you’re disgusted and say, ‘When will somebody do something about it?’ Today’s the day to do something about it. Talk is cheap. Put the action on the floor. Let’s finally get control over spending in a small way. Start a bigger picture towards a balanced budget, but it starts here. Vote yes, get this done, and let’s keep moving forward to strengthen this great country. With that, I urge a yes vote and yield back, Mr. Speaker.”

  • MIL-OSI USA: Costa Slams Bill That Risks Farm Exports and Silences Valley PBS, KVPR

    WASHINGTON – Congressman Jim Costa (CA-21) voted against H.R. 4 – Rescissions Act of 2025, which would revoke $9.8 billion in approved federal funding by Congress. The bill cuts global food aid programs that support U.S. farmers who export food, and it threatens public broadcasting relied on by millions of households. 
    “You don’t reduce the deficit by slashing programs that work—you do it by investing wisely and cutting where it counts,” said Costa.“While Republicans cheer $9.8 billion in so-called savings, their broader agenda balloons the deficit by $3 trillion. This bill would knee-cap tools to advance U.S. interests abroad, pull the rug out from under our farmers and silence trusted local news sources like Valley PBS and KVPR that our communities rely on.” 
    BACKGROUND 
    The Rescissions Act of 2025 is a legislative package introduced by the Trump Administration in partnership with Elon Musk’s Department of Government Efficiency (DOGE). It proposes to rescind $9.4 billion in federal funding already approved by Congress, using a rarely invoked process known as a budget rescission. 
    Under the Impoundment Control Act of 1974, the President may propose rescissions to cancel budget authority previously enacted by Congress. While the law provides this authority, rescission packages are rarely used and passed. Historically, Presidents from both parties have submitted rescission proposals, but Congress has only approved a handful of them.  
    Republicans are celebrating the $9.8 billion in proposed “savings,” yet their Big, Ugly Bill would add at least $3 trillion to our debt. This rescissions package seeks to rescind more than $8 billion for the U.S. Agency for International Development (USAID), which funds global food aid programs supporting market development for California farmers. These programs help purchase commodities like almonds, grapes, and citrus for export to address global hunger, which generates an estimated $2 billion in annual revenue for American agriculture, feeding the world while generating good will towards the United States. 
    In addition, it would rescind $1.1 billion for the Corporation for Public Broadcasting, of which roughly 70% of this funding sustains local NPR and PBS stations across America. This would impact Valley PBS and KVPR-Valley Public Radio, which provide trusted news, educational programming, and emergency information to families across the region.

The order, titled Empowering Commonsense Wildfire Prevention and Response, takes direct steps to improve coordination across agencies, cut unnecessary regulations, and strengthen the tools and partnerships needed to prevent catastrophic wildfires.

    “As peak wildfire season continues, President Trump is continuing to take decisive action to increase preparedness to combat these preventable disasters,” said Rep.     Background:

    • Directs the Department of the Interior and Department of Agriculture to consolidate federal wildland fire programs for better coordination.
    • Modernizes detection and prediction efforts by deploying tools like AI, data-sharing platforms, satellite imagery, and advanced weather forecasting.
    • Removes outdated regulations that delay prescribed fire use, fire-retardant deployment, and other proactive fuel reduction efforts.
    • Promotes the use of woody biomass and other forest byproducts to lower wildfire risk.
    • Prioritizes sale of surplus Department of Defense aircraft and parts to support wildfire response.
    • Declassifies historical satellite data to improve fire modeling and prediction.
    • Strengthens federal partnerships with state and local governments to streamline and improve wildfire mitigation efforts.

    “While the American people continue to struggle with rising costs, House Republicans have done nothing to address the affordability crisis in this country. Instead, they passed a catastrophic budget bill that takes food and health care from hundreds of thousands of hard-working Minnesotans. And today, they voted to roll back billions of dollars in Congressionally-approved funding, including federal dollars for public broadcasting, like Minnesota Public Radio and Twin Cities PBS, and PEPFAR – one of the world’s most effective public health initiatives. I voted against this dangerous package because limiting the flow of information and increasing the spread of disease will not make life easier, safer or more affordable for middle-class Minnesotans.”

    The Republicans’ recissions package passed the House with 214 Republican votes.

    Washington (June 13, 2025) – Senator Edward J. Markey (D-Mass.), a member of the Commerce, Science, and Transportation Committee, today hosted a fireside chat with Massachusetts advocates and community leaders to discuss artificial intelligence (AI), civil rights, and the Senator’s AI Civil Rights Act, the most comprehensive AI civil rights legislation introduced in Congress. The legislation, which Senator Markey introduced last year, would put strict guardrails on companies’ use of algorithms for consequential decisions, ensure algorithms are tested before and after deployment, help eliminate and prevent bias, and renew Americans’ faith in the accuracy and fairness of complex algorithms.

    Participants discussed the civil rights issues already developing in Massachusetts communities—from housing to hiring algorithms—and the necessity of passing the AI Civil Rights Act to build a just digital world for all.

    “Today’s discussion provided powerful evidence of the risks AI poses for marginalized communities and workers in Massachusetts and across the country. I remain committed to fighting for a just digital future and that starts by protecting those who are most affected by these emerging technologies,” said Senator Markey. “That is why I authored the AI Civil Rights Act. My legislation would protect the public’s civil rights and liberties during the development and deployment of algorithms that make critical life decisions for individuals on everything from housing to health care. We need to chart a path forward for AI that protects civil rights, empowers workers, and promotes innovation rooted in accountability.”

    “The threat of AI to unions and labor organizing comes from the imbalance of control and access to information between management and workers – a dynamic the labor movement has long battled,” said Chrissy Lynch, Massachusetts AFL-CIO President. “Robust notification systems and knowledge that one’s sensitive information, including biometric data, is being accessed by an employer should be a baseline for all workplace-based AI and other algorithmic technologies. Workers need a voice in how these tools are developed and implemented, and workers need to be at the table when policy decisions are being made that affect their livelihood and wellbeing.”

    “In the current political climate, having this bill is crucial because it serves as a safeguard against the erosion of civil rights and racial justice gains that are being challenged or rolled back,” said Rahsaan Hall, President and CEO of the Urban League of Eastern Massachusetts.

    “The dangers from artificial intelligence aren’t a future problem—they are here now. Today, corporations are using algorithmic systems to manipulate prices, decide who gets a job or a loan, conduct surveillance of our labor and political expression, and artificially inflate already sky high rents. Even worse, these technologies can be used to secretly discriminate against us based on our race, religion, gender, and other protected characteristics. The ACLU is proud to stand with Senator Markey as he fights for legislation to ensure technology works for all people, strengthens rather than undermines our democracy, and is never used to discriminate against us because of who we are or where we come from,” said Kade Crockford, Director of the ACLU MA Technology for Liberty Project.

    “Artificial intelligence technology is already being used nationwide to discriminate,” said Armani White, Co-Founder of Reclaim Roxbury. “Right here in Boston, it is being used by companies to gouge prices for renters. We are overdue on artificial intelligence oversight and regulation.”

    Senator Markey first introduced the AI Civil Rights Act in September 2024. This week, Senator Markey announced plans to file an amendment to the Senate reconciliation bill to block Republicans’ attempt to prevent states from regulating artificial intelligence (AI) for the next 10 years. Last week, Senator Markey convened a virtual roundtable with advocates to discuss the impacts this ban would have on communities across the country. On June 3, Senator Markey delivered remarks on the Senate floor opposing the provision in the House-passed reconciliation bill that would prevent states from regulating AI for the next ten years.

    HAIKOU, June 14 (Xinhua) — Typhoon Wutip (Butterfly), the first to hit the island this year, made landfall near Dongfang city in south China’s Hainan Province at around 11 p.m. on Friday, the provincial meteorological office said.

    Washington, D.C. – Today, U.S. Senators Martin Heinrich (D-N.M.), Ben Ray Luján (D-N.M.), Ranking Member of the Senate Telecommunications and Media Subcommittee, and U.S. Representatives Teresa Leger Fernández (D-N.M.), Melanie Stansbury (D-N.M.), and Gabe Vasquez (D-N.M.) demanded U.S. Department of Commerce Secretary Howard Lutnick and National Telecommunications and Information Administration Acting Administrator Adam Cassady immediately reverse the decision to abruptly terminate the Digital Equity Act grant programs that help New Mexicans access the internet. In the letter, the lawmakers highlight how Digital Equity Act grant programs help provide reliable broadband access and digital resources across New Mexico and call on the Trump administration to restore funding appropriated by Congress for this vital program.

    “We write to express our opposition to your attempts to abruptly terminate the Digital Equity Act grant programs and urge you to immediately restore these funds awarded for digital inclusion efforts in New Mexico. The cessation of these funds will have an outsized impact on New Mexico where the digital divide is vast and remains a defining barrier to opportunity,” wrote the lawmakers.

    The lawmakers highlighted the importance of Digital Equity Act grant programs to connect New Mexicans to reliable broadband access, “With the administration’s attempt to terminate these programs, New Mexico expects to lose the majority of the over $8 million it had been awarded to support efforts to address the significant challenges to providing reliable broadband access and digital resources across our state.     Dear Secretary Lutnick and Acting Administrator Cassady:

    We write to express our opposition to your attempts to abruptly terminate the Digital Equity Act grant programs and urge you to immediately restore these funds awarded for digital inclusion efforts in New Mexico. The cessation of these funds will have an outsized impact on New Mexico where the digital divide is vast and remains a defining barrier to opportunity.

    Passed by Congress and signed into law under the bipartisan Infrastructure Investment and Jobs Act of 2021, the grants provide a one-time infusion of $2.75 billion to close the digital divide in Tribal, rural and urban communities, support telemedicine, cybersecurity, and AI education programs, strengthen connections between loved ones, and allow people to acquire the digital skills and necessary technology to participate in the digital economy regardless of their ZIP Code. The programs created by these grants would fund tested and proven strategies like digital navigator programs that provide tailored digital skills training that meet the unique needs of seniors, veterans, low-income families, Tribal and rural communities, people with disabilities, and other historically underserved groups.

    With the administration’s attempt to terminate these programs, New Mexico expects to lose the majority of the over $8 million it had been awarded to support efforts to address the significant challenges to providing reliable broadband access and digital resources across our state. This funding is essential to serving 1,939,000 people in New Mexico who continue to face significant challenges in securing and maintaining internet connectivity. This funding, that has been needlessly stalled, would have expanded workforce development, improved online safety, cybersecurity and privacy training, and several other training programs.

    Permanently terminating these funds will exacerbate the difficulties for individuals and families to use the internet to improve their lives and fully participate in an increasingly digital world.     Q: Why did you convene a Judiciary Committee hearing about 23andMe?

    A: More than 15 million Americans are customers of 23andMe, a genetic testing company whose services include analyzing one’s DNA to provide ancestry information and insights on inherited genes that may reveal predispositions for certain health conditions, including some cancers, diabetes and cardiovascular diseases. Customers submit a saliva sample to begin the direct-to-consumer genetic testing service. Earlier this year, 23andMe filed for bankruptcy, opening a can of worms exposing consumer privacy and national security implications. Because 23andMe is not a health care company, federal health privacy laws don’t apply to customers’ sensitive genetic data. Even though the company suggests that its privacy policy protects consumers’ data, 23andMe and its successor company can unilaterally change that privacy policy at any time. So, the potential sale of the company raises serious concerns about genetic privacy and what happens to that information, including the genomic profile and saliva specimen of each customer. Since its founding in 2006, the company that was once valued at $6 billion has suffered financial hardship, due in part to a massive data breach impacting millions of customers.

    As chairman of the Senate Judiciary Committee, which has jurisdiction over bankruptcy and certain privacy laws, I called a hearing to gather testimony from the head of the company, as well as bioethics, bankruptcy and national security experts. Consumers deserve to know how their genomic data is going to be used, and Americans deserve protection from foreign threats. As the company seeks court approval to sell its assets in the bankruptcy process, 23andMe, its creditors and shareholders want the highest price for the sale of the company. Make no mistake, potential buyers are after the genetic data of 15 million customers. The fewer restrictions there are on the company’s assets, the more they’re worth. Just consider if this sensitive information should get into the hands of a foreign adversary or potentially be used against an individual as blackmail or when applying for life insurance, health insurance or employment. Before the genetic information of Americans is sold, they ought to be able to decide whether, when and how their data is used. What’s more, the data privacy issues reach far beyond the 15 million Americans who submitted their saliva for genetic analysis. The genomic data would span across family tree lines, meaning the trove of data being mined would involve an exponentially larger pool of people. That’s why it’s imperative this sensitive information doesn’t get into the hands of bad actors.

    Q: What’s your takeaway from the witness testimony?

    A: During my questioning, I focused on the vulnerabilities to national security, particularly stemming from China. The Chinese Communist Party (CCP) is pursuing aggressive development of AI, biotech and computing to conduct mass surveillance, boost its military capabilities and dominate the bioeconomy. We heard about the CCP’s use of genetic tests to track, target and oppress Uyghur Muslims and how 23andMe’s American customer base would provide a genetic diversity trove of data that could be an attractive target for the CCP. They should never be allowed to get their hands on it. Considering strong evidence showing COVID-19 was created in a Chinese lab, as well as Chinese nationals smuggling dangerous biological pathogens into the United States just this past month, the  weaponization of biologics and military application of genomic data are no longer far-fetched fantasies of science fiction. American genetic data must be protected.

    Currently, no federal privacy or bankruptcy laws protect genomic data. I’m cosponsoring the bipartisan Don’t Sell My DNA Act to protect sensitive genetic data during corporate bankruptcy proceedings. Notably, it would require affirmative consumer consent prior to the use, sale or lease of genetic information. Policymakers must take steps to safeguard consumer privacy and prevent foreign adversaries and bad actors from obtaining sensitive genetic information. As an outspoken watchdog in the U.S. Senate to hold China accountable for its intellectual property and espionage policies, I’ve long worked to screen its foreign investments, combat the CCP’s influence at U.S. colleges and protect U.S. farmland. I’ll continue working to advance policies that safeguard the sensitive genetic data of Americans.

    Washington, D.C. – This week, U.S. Senators Reverend Raphael Warnock (D-GA), Mike Crapo (R-ID) Mark Warner (D-VA), and Jerry Moran (R-KS) introduced the bipartisan Task Force for Recognizing and Averting Payments Scams (TRAPS) Act. The legislation would create a task force to combat the growing issue of payment scams. The Federal Trade Commission (FTC) reported that losses to fraud have soared 25 percent over the last year to $12.5 billion nationwide.

    “Scams and financial schemes continue to target Georgians’ bank accounts, especially our seniors who work their entire lives to build savings,” said Senator Reverend Warnock. “The Task Force for Recognizing and Averting Payments Scams (TRAPS) Act better equips law enforcement and regulators to fight back and provide much-needed protection for fraud victims, and helps prevent scams before they happen.”

    Payment scams occur when a scammer induces a victim, usually under false pretenses to voluntarily send them money. The Senators’ legislation would bring together industry, law enforcement, financial regulators and telecommunication regulators to decide best practices for identifying and preventing future scams.

    Specifically, the TRAPS Act would:

    1.    Create a task force, chaired by the U.S. Department of the Treasury and composed of the prudential regulators, the Consumer Financial Protection Bureau, the Federal Communications Commission, Federal Trade Commission, U.S. Department of Justice and representatives from industry. 

    2.    Direct the task force to examine the payments landscape and compile a report to recommend legislative and regulatory changes, including best practices to coordinate state, local and federal efforts.

    3.    Require the task force to update the report annually for three years.

    The TRAPS Act is supported by AARP, Early Warning Services, Electronic Transactions Association, GoWest Credit Union Association, American Bankers Association, Consumer Bankers Association, National Bankers Association, the Defense Credit Union Council and America’s Credit Unions.

    “Criminals continue to target vulnerable Americans through creative ways to trick them out of their hard-earned money,” said Senator Crapo.  “We can–and should–better equip law enforcement and regulators with the tools to go after scammers and prevent scams before they happen.”

    “The evolving sophistication of financial scams emphasizes the urgent need for unified and proactive defense,” said Senator Warner. “The TRAPS Act will bridge the gap between law enforcement, regulators and the financial industry in order to better protect Americans’ financial welfare and hold those who prey on hard-working individuals accountable.”


    “Combatting the global rise in fraud starts with making certain federal regulators and law enforcement agencies are coordinating effectively to address these threats,”     said Senator Moran.  “Establishing a task force to promote inter-agency cooperation on preventing payment scams and other fraud is yet another step in protecting the financial security of Kansans.”

    Senator Warnock has long been a champion of consumer protections and ensuring our nation’s seniors aren’t taken advantage of financially. During a Senate Again Committee hearing, Senator Warnock highlighted the need for government agencies to increase efforts to better protect seniors from Artificial Intelligence (AI) scams. Senator Warnock also introduced a consumer protection bill aiming to restore the Federal Trade Commission’s (FTC) longstanding authority to return money to consumers victimized by illegal scams, fraud, and other deceptive practices.

    Orono, ME – Today, U.S. Senator Susan Collins delivered remarks at the Northern Light Health Maine Rural Dementia Training Project at the University of Maine. More than 100 medical professionals from across the state were in attendance for the all-day program, which trains rural medical professionals, caregivers, and social workers to care for patients with dementia in outpatient and hospital-based settings. Maine, being one of the oldest and most rural states in the nation, faces a high prevalence of age-associated cognitive disorders and limited access to dementia specialists.
    “Far too many of us know the pain of having a loved one stricken by dementia, including Alzheimer’s. I’ve seen it in my own family, and I understand how devastating these diseases can be,” said Senator Collins during her remarks. “In our large rural state, it can be difficult to secure an accurate, early diagnosis and a plan for care. That’s why I worked hard to secure funding for this important training program to help ensure families across Maine can access the care they need.”
    Last year, through her role on the Senate Appropriations Committee, Senator Collins secured more than $1.3 million in Congressionally Directed Spending for Northern Light Acadia Hospital to create Rural Dementia Training Project.
    This week, Senator Collins delivered remarks at the 2025 Alzheimer’s Impact Movement (AIM) Advocacy Forum in Washington. In her remarks, Senator Collins highlighted her successful legislative efforts to advance Alzheimer’s research, prevention, and treatment. In the 118th Congress, there were 1,868 standalone health care bills introduced in both the U.S. Senate and the U.S. House of Representatives. Of those bills, only 15 passed both chambers and were signed into law. U.S. Senator Susan Collins led or co-led 5 of those 15 bills to passage with strong bipartisan support, and 3 of those 5 bills dealt directly with brain health. Those bills were the National Alzheimer’s Project Act (NAPA), the Building Our Largest Dementia (BOLD) Infrastructure for Alzheimer’s Act, and the Alzheimer’s Accountability and Investment Act.

    Strong demand by businesses for energy efficiency grants in 2025

    The Minister for Enterprise, Tourism and Employment Peter Burke today  welcomed new research which shows four in five businesses (83%) believe sustainability is important to them on a day-to-day basis. The finding is part of a survey of over 300 SMEs carried out on behalf of the Department of Enterprise, Tourism and Employment by Amárach Research to identify what factors motivate small and micro businesses to become more sustainable.

    The research shows that not only do a large majority of SMEs think sustainability is important, many have already taken steps to become so. Almost two in three (63%) of the businesses surveyed had addressed their waste, two in five their water usage (41%), and nearly half (49%) had taken steps to address energy efficiency.

    Minister Burke said it was particularly encouraging to see the number of companies which had already taken action to become more sustainable:

    “There is money available from the Government to help businesses to cut their costs and become more sustainable. I’d urge any small or micro enterprise to contact either their Local Enterprise Office (LEO) or the Sustainable Energy Authority of Ireland (SEAI) and talk to them about the grants available which can make them more sustainable and competitive. 

    “The LEO’s Energy Efficiency Grant will cover three quarters of the cost of items such as new energy efficient equipment, smart control or heat recovery systems. So far this year alone 296 small businesses have availed of grants worth €2.45 million in total. Last year 289 businesses received grants worth €2.28m.

    “The SEAI’s Business Energy Upgrades Scheme meanwhile funds energy efficient and renewable measures in commercial buildings and since its launch in November 2024, 102 applications have been approved totalling €2.39m in grant funding”, said Minister Burke.

    Just over one in three of the organisations surveyed had a written sustainability strategy in place. That figure rises for medium (48%) and large (73%) sized organisations and falls to just one in four (24%) for micro and small firms.

    Minister of State for Small Business and Retail and Circular Economy Alan Dillon said the Government had supports in place to help SMEs put a plan in place:

    “The SEAI, the LEOs and Enterprise Ireland (EI) offer grants to businesses to get advice on how to identify and act on energy-saving opportunities. This is really worthwhile doing as it gives SMEs a starting point and a plan.

    “I was also really pleased to see the high level of awareness about the Circular Economy (75%) in this survey, which is a core part of making Irish businesses more sustainable. Companies that embrace circularity by considering the full life cycle of their products can cut costs and will gain a competitive edge in both EU and global markets. To learn more, I strongly encourage business to investigate two state-funded supports – MODOS from the LEO network, which is now taking registrations for circular economy training in the autumn and Circuléire, which delivers wrap-around support for sustainable manufacturing.”

    Leading tech firms have partnered with government to deliver AI skills training to 7.5 million UK workers.

    A fifth of the UK workforce will be supported with the AI skills they need to thrive in their jobs, breaking down barriers to opportunity and unlocking economic growth.

    That’s the message Technology Secretary Peter Kyle delivered this week (Friday 13 June) as he brought together leading tech firms for a first round of focused talks. 

    Peter Kyle met the likes of Amazon, Barclays, BT, Google, IBM, Intuit, Microsoft, Sage, and Salesforce, as a new government-industry partnership unveiled by the Prime Minister during London Tech Week formally kicked off its work.

    The talks focused on how industry and government can work together to deliver on this joint ambition, including identifying future skills needs and making training more accessible. During the meeting, the group worked towards agreeing terms of reference and a schedule of regular meetings helping to track its progress.  

    Science, Innovation, and Technology Secretary Peter Kyle said: 

    Artificial Intelligence is the new economic frontier, and we want to get Brits ready for jobs of the future so we can spark the growth powering our Plan for Change.

    If we want to realise AI’s incredible potential though, we need to make sure people of all ages and from all parts of the UK have the skills they need for jobs both in and with the technology – especially given we expect around 10 million workers to be using AI in their day-to-day role by 2035. 

    Within days of announcing that we’re partnering with some of the world’s biggest tech leaders to help us do exactly that, we’re getting them around the table – representing a vote of confidence not only in Britain’s workers, but in the potential we offer as a global AI powerhouse.

    Companies who have signed up to this partnership will all bring a different area of expertise to its work. Microsoft have already committed to upskilling 1 million workers in AI by the end of the year, while firms including SAS and Sage will provide high-quality AI training resources for workers, boosting their confidence in using and adopting the technology. IBM are also set to tap into the power of its IBM SkillsBuild training programmes to roll out targeted training modules for workers, arming them with the tools they need to confidently adopt and use AI. 

    In the 12 months since the government took office, the UK has attracted more than £44 billion in AI investment, with 13,250 jobs being created since the Prime Minister launched the AI Opportunities Action Plan in January. 

    With a growing number of firms looking to Britain to support their AI ambitions, the collective focus of leading companies and Ministers will now work to equip people across the country with the skills they need to thrive in the age of AI.

  • MIL-OSI Canada: A new approach to COVID-19 immunizations

    Due to changes to the federal COVID-19 vaccine procurement process earlier this year, provinces and territories are now responsible for purchasing COVID-19 vaccines for residents. Alberta’s government remains committed to ensuring Albertans who are at highest risk due to COVID-19 have access to immunizations.

    Starting this fall, Albertans who are at a higher risk of severe outcomes from COVID-19 will be able to access the vaccine through public health clinics in the province.

    “In previous years, we’ve seen significant vaccine wastage. By shifting to a targeted approach and introducing pre-ordering, we aim to better align supply with demand – ensuring we remain fiscally responsible while continuing to protect those at highest risk.”

    In the 2023-24 respiratory virus season, a total of just over one million COVID-19 vaccines were wasted, or 54 per cent of Alberta’s order that year. Based on the Center for Disease Control costing estimates of $110 per vaccine dose, this means that about $135-million worth of vaccines were never used and were discarded.

    Now that Alberta’s government is responsible for procuring vaccines, it’s important to better determine how many vaccines are needed to support efforts to minimize waste and control costs.

    This new approach will ensure Alberta’s government is able to better determine its overall COVID-19 vaccine needs in the coming years, preventing significant waste.

    In the fall, the COVID-19 vaccine program will be rolled out in four phases, beginning with the highest-risk groups and gradually expanding to include more Albertans over time.

    Phase 1:

    Through Phase 1, provincially funded COVD-19 vaccines will be available free of charge to residents of seniors supportive living accommodations and home care clients.

    Phase 2:

    Through phases two, three and four, to prevent significant waste, the COVID-19 vaccine will only be available through public health clinics. Community pharmacies will no longer be administering COVID-19 vaccines.

    In Phase 2, provincially funded COVID-19 vaccines will be available free of charge for:

    • Those six months and older with underlying medical conditions or compromised immune systems, or in congregate living accommodations.
    • Albertans on social programs (i.e. AISH, income supports, and individuals experiencing homelessness)

    Phase 3:

    Through Phase 3, the COVID-19 vaccine will be available to all Albertans 65 years and older. Albertans in Phase 3 will be required to cover the full costs of the vaccine. Work is underway to determine what the final cost will be per vaccine.

    Phase 4:

    Through Phase 4, remaining COVID-19 vaccines will be available to other Albertans who will be required to pay the full costs of the vaccine.

    Starting Aug. 11, eligible Albertans will be able to signal their intent to receive the COVID-19 and influenza vaccines by pre-ordering through the Alberta Vaccine Booking System. Following the pre-order, Albertans will receive a reminder notification via text message or email prompting them to book their immunization appointment in early October. When individuals book their immunization appointment for fall/winter 2025-26, they can also pre-order their vaccine for 2026-27.

    It is recommended Albertans talk to their primary care provider to determine what is the best course of action for their needs.

      • Alberta will begin procuring COVID-19 vaccines annually through the National Bulk Purchasing Program.
    • For the 2025-26 season, approximately 485,000 doses have been ordered to support the targeted COVID-19 immunization program.
    • Based on the Center for Disease Control costing estimates of $110 per vaccine dose, the cost to taxpayers for the COVID-19 vaccine should not exceed $49 million, much of which will be offset through cost recovery in phases 3 and 4. The actual cost per dose and for the program is yet to be determined.
    • Estimated budget costs for the 2025-26 season are approximately $2 million for RSV and $19 million for influenza.

    PSNA has conveyed to the Egyptian government its shock and anger at the deportation of a Palestinian New Zealander from Egypt yesterday (Thurs eds).

    PSNA says Rana Hamida was deported because she planned to take part in the Global March to Gaza. Others deported include Spanish, Swedish, Finnish, Moroccan, Greek and US citizens.

     

    The Global March to Gaza is due to start today in Egypt with thousands of people from throughout the world taking part.

     

    “PSNA Co-Chair John Minto says the march is to express humanity’s outrage at the ongoing Gaza-wide bombing and starving of the Palestinian population by Israel in Occupied Gaza.

     

    “Egypt’s action in deporting activists can only be seen as assisting Israel’s attacks against the Palestinian population.”

    Washington, D.C. – Today, U.S. Senators Ben Ray Luján (D-N.M.), Ranking Member of the Senate Telecommunications and Media Subcommittee, and Martin Heinrich (D-N.M.), and U.S. Representatives Teresa Leger Fernández (D-N.M.), Melanie Stansbury (D-N.M.), and Gabe Vasquez (D-N.M.) demanded U.S. Department of Commerce Secretary Howard Lutnick and National Telecommunications and Information Administration Acting Administrator Adam Cassady immediately reverse the decision to abruptly terminate the Digital Equity Act grant programs that help New Mexicans access the internet. In the letter, the lawmakers highlight how Digital Equity Act grant programs help provide reliable broadband access and digital resources across New Mexico and call on the Trump administration to restore funding appropriated by Congress for this vital program.

    “We write to express our opposition to your attempts to abruptly terminate the Digital Equity Act grant programs and urge you to immediately restore these funds awarded for digital inclusion efforts in New Mexico. The cessation of these funds will have an outsized impact on New Mexico where the digital divide is vast and remains a defining barrier to opportunity,” wrote the lawmakers.

    The lawmakers highlighted the importance of Digital Equity Act grant programs to connect New Mexicans to reliable broadband access, “With the administration’s attempt to terminate these programs, New Mexico expects to lose the majority of the over $8 million it had been awarded to support efforts to address the significant challenges to providing reliable broadband access and digital resources across our state. This funding is essential to serving 1,939,000 people in New Mexico who continue to face significant challenges in securing and maintaining internet connectivity.”

    We write to express our opposition to your attempts to abruptly terminate the Digital Equity Act grant programs and urge you to immediately restore these funds awarded for digital inclusion efforts in New Mexico. The cessation of these funds will have an outsized impact on New Mexico where the digital divide is vast and remains a defining barrier to opportunity.

    Passed by Congress and signed into law under the bipartisan Infrastructure Investment and Jobs Act of 2021, the grants provide a one-time infusion of $2.75 billion to close the digital divide in Tribal, rural and urban communities, support telemedicine, cybersecurity, and AI education programs, strengthen connections between loved ones, and allow people to acquire the digital skills and necessary technology to participate in the digital economy regardless of their ZIP Code. The programs created by these grants would fund tested and proven strategies like digital navigator programs that provide tailored digital skills training that meet the unique needs of seniors, veterans, low-income families, Tribal and rural communities, people with disabilities, and other historically underserved groups.

    With the administration’s attempt to terminate these programs, New Mexico expects to lose the majority of the over $8 million it had been awarded to support efforts to address the significant challenges to providing reliable broadband access and digital resources across our state. This funding is essential to serving 1,939,000 people in New Mexico who continue to face significant challenges in securing and maintaining internet connectivity. This funding, that has been needlessly stalled, would have expanded workforce development, improved online safety, cybersecurity and privacy training, and several other training programs.

    Permanently terminating these funds will exacerbate the difficulties for individuals and families to use the internet to improve their lives and fully participate in an increasingly digital world. Ending these grants is like abandoning a bridge when it is only halfway built – it leaves communities stranded and in the digital dark, with opportunity just out of reach.     Today, the Honourable Evan Solomon, Minister of Artificial Intelligence and Digital Innovation and Minister responsible for the Federal Economic Development Agency for Southern Ontario, concluded a successful visit to Paris, France, where he met with key industry and political leaders to advance Canada’s growth agenda.

    Minister Solomon led the Canadian delegation for the opening of the 9th edition of VivaTech. He welcomed President Emmanuel Macron to the Canada Pavilion on the first day of the conference and showcased some of Canada’s leading innovators to the French delegation. At President Macron’s invitation, Minister Solomon later participated in a working dinner with French business leaders at the Élysée Palace.

    Combating and preventing violence against women and domestic violence is a key priority for the EU. The Roadmap for Women’s Rights[1], adopted in March 2025, is articulated around eight key women’s rights principles, with freedom from gender-based violence as the first principle.

    The first objective under this principle consists of preventing and combating all forms of violence against women and girls, including domestic violence, femicide, and technology-facilitated gender-based violence.

    The Roadmap does not include, in and of itself, specific actions and resources but rather sets a long-term vision with key principles and objectives on women’s rights which will inform forthcoming concrete policy measures, in particular under the Gender Equality Strategy post-2025. An open public consultation on concrete actions for this strategy was launched in May 2025.

    In parallel, several actions are already ongoing. For instance, in May 2024 the directive on combating violence against women and domestic violence[2] was adopted.

    The EU has now its first, strong and comprehensive law to fight gender-based violence, which requires Member States to take strong prevention measures. The directive must be implemented by June 2027.

    The Artificial Intelligence (AI) Continent Action Plan[3] includes the InvestAI initiative that aims at mobilising EUR 200 billion for investment in AI.

    This facility will not focus on investments in specific AI systems, but rather aims at mobilising investments for infrastructure needed for AI development, notably the development of AI Gigafactories in the EU.

    This week, a group of third-year dental students gathered in Friends Hall to present education-related research projects. These projects are the culmination of the student’s experience in the year-long American Dental Education Association (ADEA) Academic Dental Career Fellowship Program (ADCFP).

    The program encourages the pursuit of academic careers in dentistry through giving students insight into the life of a faculty educator or researcher. The program also provides opportunities for fellows to learn about career pathways in academic dentistry and receive hands-on training specific to teaching and research.

    Each fellow works alongside a faculty mentor for the duration of the program.

    “The ADEA Academic Dental Career Fellowship Program offers a unique opportunity for students to explore the world of academic dentistry,” said Dr. Katherine Fleming, assistant professor of pediatric dentistry and faculty liaison for the UConn ADEA chapter. “Our fellows worked incredibly hard this year developing thoughtful, education-based research projects and engaging in teaching practica. Their contributions highlight the vital role that students play as stakeholders in the dental curriculum.”

Through close collaboration with my mentor on a research project and hands-on teaching, both video- based and live, I was able to further develop my own teaching skills. This experience has strengthened my passion for academic dentistry and affirmed my desire to engage in teaching and mentorship as part of my professional journey.”

    Vasciannie, who worked with Dr. Seema Kurup during the fellowship, is looking to pursue a residency in orthodontics and stay involved with academia.

    The UConn ADEA Fellows attended the 2025 ADEA Annual Session in Washington, DC in March.

    The ADEA fellowship program at UConn has grown tremendously over the past several years, noted Dr. Eric Bernstein, associate dean for academic affairs at the School of Dental Medicine and faculty advisor for the UConn ADEA chapter.

    “UConn has become one of the most robust ADCFP programs in the country and the quality of the student work and experience in the program, as evidenced by today’s presentations, is exemplary,” Bernstein said.

    According to Bernstein, the School of Dental Medicine strongly supports the program because it does more than expand the pool of dental school graduates interested and eager to pursue careers academic dentistry.

    Hallowell, Maine – The Maine Public Utilities Commission (Commission) has approved changes to electric rates for customers of Central Maine Power Company (CMP) resulting from recent decisions in multiple cases, including the annual stranded cost revenue requirement (Docket No. 2025-00019) and CMP’s annual compliance filing (Docket No. 2025-00018). These changes will take effect on July 1, 2025.

    For a typical residential customer using 550 kilowatt-hours (kWh) of electricity per month, the total bill increase will be approximately $4.91 per month.

    “These rate changes reflect our statutory obligations and are primarily driven by costs that have already been incurred or approved, including those that support the states energy and climate policy goals,” said Commission Chair Philip L. Bartlett II. This years net increase is driven primarily by storm recovery costs.

    CMPs annual compliance filing (Docket No. 2025-00018) includes recovery of previously approved costs such as storm restoration. To mitigate rate impacts, costs associated with Tier 3 storms-those with costs exceeding $15 millionwill be recovered over a two-year period, rather than one.

    The stranded costs included in Docket No. 2025-00019 are largely incurred due to legislation enacted to support Maines climate and clean energy initiatives. These costs include expenses associated with renewable energy contracts and Net Energy Billing.

    Also contributing to the total bill impact are adjustments to the Efficiency Maine Trust assessment rates and changes to transmission service rates, which are set by the regional transmission operator and reviewed through federal regulatory processes.
