         Following is a question by the Hon Robert Lee and a reply by the Secretary for Financial Services and the Treasury, Mr Christopher Hui, in the Legislative Council today (June 4):
     
    Question:
     
         It is learnt that there are currently over 1 100 fintech companies in Hong Kong, including eight licensed digital banks, four virtual insurers and 10 virtual asset trading platforms. Regarding the development of fintech, will the Government inform this Council:
     
    (1) of the plans in place to assist licensed fintech companies in expanding their operations and developing products, such as assisting them in expanding their service scope to the Guangdong-Hong Kong-Macao Greater Bay Area, promoting the asset-under-management size and turnover of Exchange Traded Funds on Virtual Asset (VA), enhancing the international competitiveness and attractiveness of VA-related products, as well as developing more futures and options products for VAs, etc;
     
    (2) whether it will urge the regulators to allow institutional and retail investors to participate in more VA transactions of different types and currencies and relax the eligibility requirements for professional investors, as well as include VAs as assets under the Securities and Futures (Financial Resources) Rules, so as to facilitate the development of the VA market; and
     
    (3) how the Government will formulate enhancement measures in the three aspects of regulatory statute, tax concessions as well as publicity and promotion, so as to further attract large-scale international fintech companies to establish presence in Hong Kong, and of the plans in place to assist the financial services industry in introducing fintech in order to enhance operational efficiency and reduce costs, thereby promoting the upgrading and transformation of the industry?

         As an international financial centre with a robust regulatory environment and abundant business opportunities, Hong Kong is an ideal location for promoting the development of fintech. The Financial Services and the Treasury Bureau (FSTB) and the financial regulators maintain close communication with the industry to understand their development needs, with a view to formulating appropriate measures to facilitate the development of fintech.

         My reply to the various parts of the question is as follows:
     
    (1) To facilitate the continuous and vibrant development of fintech enterprises in Hong Kong, we have adopted a multi-pronged strategy including enhancing Hong Kong’s financial infrastructure, building a vibrant fintech ecosystem, nurturing fintech talents, and strengthening our connection and co-operation with the industry in the Mainland and overseas, with a view to creating and providing a conducive environment, thereby promoting fintech innovation and application.
     
         On advancing investment products related to virtual assets (VAs), the Securities and Futures Commission (SFC) authorised the first batch of VA futures exchange traded funds (ETFs) for retail investor trading in December 2022, Asia’s first batch of VA spot ETFs in April 2024, as well as Asia’s first VA futures inverse product in July 2024. These products have broadened the product diversity of the Hong Kong market, further enhancing Hong Kong’s position as Asia’s leading ETF market.
     
         Besides, in February 2025, the SFC promulgated the “ASPIRe” roadmap, aspiring to strengthening the security, innovation and growth of the market in Hong Kong. One of the focuses of the roadmap is to expand the range of VA products and services, so as to fulfil the need of various types of investors under the prerequisite of investor protection, while enhancing the international competitiveness and attractiveness of Hong Kong’s VA market.
     
         The specific measures of the roadmap includes allowing staking services involving VA within systems with sufficient protection measures, to enable for investors to earn additional returns. In this regard, the SFC provided regulatory guidance respectively to licensed VATPs (virtual asset trading platform) on their provision of staking services, and to SFC-authorised funds with exposure to VA (VA Funds) on their engagement in staking. On April 10, 2025, the SFC allowed two licensed VATPs to provide staking services to clients through the imposition of relevant licensing conditions, which was followed by two SFC-authorised VA spot ETFs updating their fund documents in April and May 2025 for their engagement in staking activities.
     
         The SFC is also considering introducing VA derivatives trading for professional investors and will put in place robust risk management measures. These measures will further enrich the product options available in the Hong Kong market while ensuring that transactions are conducted in an orderly, transparent and safe manner.
     
         In light of the latest development of the VA market, the FSTB will promulgate the second Policy Statement on development of VA, articulating the next-step policy vision and direction, including exploring how to leverage the advantages of traditional financial services and innovative technologies in the area of VAs, enhance security and flexibility of real economy activities, and encourage local and international companies to explore the innovation and application of VA technologies.
     
         As for assisting fintech companies in expanding business, the Invest Hong Kong works closely with industry players to conduct publicity and promotion in the Guangdong-Hong Kong-Macao Greater Bay Area, including participating in major fintech events in the region, as well as connecting with local government departments, regulators, industry associations and innovation and technology parks, with a view to promoting advantages of Hong Kong fintech companies and further expanding into the Mainland market.
     
    (2) Currently, before including any VAs for trading, licensed VATP operators should perform all reasonable due diligence on these VAs, and ensure that these VAs continue to satisfy all criteria. Before providing any VA for retail trading, VATPs should take all reasonable steps to ensure the selected VAs are of high liquidity. The relevant requirements seek to provide sufficient protection for investors (especially retail investors). The SFC will continue to asset the potential risks of VAs in respect of volatility, liquidity, and market manipulation, etc, and keep a close watch of relevant international regulatory development, so as to review the aforementioned requirements. Further, in light of VAs’ nature, characteristics and risks, we will continuously evaluate whether the requirements relating to prudential treatment of VA exposures are in line with those in other jurisdictions.
     
         In respect of professional investors’ qualifying criteria and minimum monetary threshold requirements, the SFC has conducted a review during 2019/20. The outcome of the review was that the current minimum monetary thresholds were simple and easy-to-interpret and appropriately reflected an investor’s loss absorption ability, as well as being in line with those in comparable jurisdictions (such as the United States, the United Kingdom, Singapore and Australia). We will continue to evaluate whether the professional investor qualification requirements are in line with those in comparable jurisdictions.
     
         It should be noted that with the International Organization of Securities Commissions’ (IOSCO) publication of its Final Report with Policy Recommendations for Crypto and Digital Asset Markets in November 2023, the IOSCO recommends that regulatory frameworks should seek to achieve regulatory outcomes for investor protection and market integrity that are the same as, or consistent with, those required in traditional financial markets, which is an approach adopted by the SFC since as early as 2018.
     
    (3) To attract more large-scale international fintech companies to establish presence in Hong Kong, the Office for Attracting Strategic Enterprises (OASES) offers one-stop services and special facilitation measures. On regulation, the OASES assists companies in understanding the licensing and regulatory framework of the relevant sectors and co-ordinates with the financial regulators when necessary to facilitate the licence applications. Regarding tax benefits, the OASES shares with companies information of applicable tax benefits and funding schemes and connects companies with the higher education institutions, research and development institutions and innovation and technology parks, with a view to expediting their business development in Hong Kong. Separately, we will further enhance the preferential tax regimes for funds, single family offices and carried interest, including the inclusion of VAs as qualifying transactions eligible for tax concessions. As for publicity and promotion, the OASES actively engages overseas and the Mainland strategic enterprises to introduce the advantages and policies in relation to fintech in Hong Kong through organising regular duty visits and enterprise exchange activities, thereby attracting more high-potential fintech companies to Hong Kong.
     
         The Government has been working closely with the financial regulators and industry players to actively promote the financial services sector to adopt fintech through multi-pronged measures. According to a survey in 2023, the adoption rate of generative AI in Hong Kong was the highest (38 per cent) among all markets and well above the global average (26 per cent). In October 2024, we issued a policy statement on the responsible application of AI in the financial market. Since the policy statement was issued, we have introduced various initiatives to assist the financial institutions in seizing the opportunities and adopting AI responsibly, including publishing practical guidelines, launching sandbox schemes, as well as organising seminars and talks.
     
         The Government and financial regulators will continue to maintain close liaison with the industry and assess their needs for fintech, with a view to formulating the corresponding support measures for facilitating the development of new quality productive forces.

    LCQ12: Application of artificial intelligence in primary and secondary school teaching

         The Steering Committee for Teaching in Basic Education under the Ministry of Education of the People’s Republic of China (MOE) has recently published the “Guidelines for artificial intelligence (AI) general education in primary and secondary schools (2025)” and the “Guidelines for the use of generative AI in primary and secondary schools (2025)”, with the aim of regulating and promoting AI education across all key stages. In this connection, will the Government inform this Council:
     
    (1) whether it will follow the practice of MOE in formulating guidelines for AI education and the use of generative AI in primary and secondary schools, so as to build a comprehensive AI general education system and set clear regulations for the use of generative AI in primary and secondary education for various learning stages;
     
    (2) in order to prevent students from becoming over-reliant on generative AI to the detriment of their independent thinking skills, whether the authorities will draw up guidelines on the use of generative AI for different learning stages, so as to provide teachers and parents with reference material for supervising students and their children’s use of generative AI;
     
    (3) in order to effectively safeguard the privacy and data security of students, whether the authorities will require schools to adopt the Artificial Intelligence: Model Personal Data Protection Framework published by the Office of the Privacy Commissioner for Personal Data, so as to provide primary and secondary school teachers and administrative staff with clear guidelines on the use of AI;
     
    (4) in order to support teachers in providing teaching and learning support plans tailored to students of different levels and abilities, whether the authorities will produce a large language model for all primary and secondary schools across the territory that can be used for teaching and learning purposes, as well as developing vertical applications; and
     
    (5) whether the authorities will draw up guidelines and provide technical support for primary and secondary schools to enhance their application of AI in school affairs, thereby encouraging the use of generative AI technologies to optimise school administration?

         To align with the national strategy of building a leading country in education, keeping pace with global development trends, and nurturing talent for the advancement of innovation and technology (I&T) in Hong Kong, the Education Bureau (EDB) is stepping up its efforts to promote digital education, including the application and education of artificial intelligence (AI). The EDB established the Steering Committee on Strategic Development of Digital Education in early 2025, making reference to the latest developments on the Mainland and relevant policies and experiences from other places, to provide recommendations on the goals, strategies and future directions for the implementation of digital education in Hong Kong. The EDB will organise the first Digital Education Week in July combining the International Summit on the Use of AI in Learning and Teaching Languages and Other Subjects and the Hong Kong Education City’s annual event Learning & Teaching Expo, to promote in-depth exploration and application of AI and frontier technology.
     
         Our consolidated reply to the written question raised by Professor the Hon William Wong is as follows:
     
         Through ongoing curriculum and guide renewal, enriching learning and teaching resources, strengthening teacher training, optimising education ancillary infrastructure and promoting cross-sector collaboration, the EDB assists schools in harnessing AI and other I&T to enhance the digital literacy and the competence of both teachers and students on AI. The EDB places emphasis on developing students’ values, attitudes, knowledge and skills, enabling them to use digital technology (including generative AI) effectively and ethically. 
     
    Curriculum and guides
     
         At present, almost all publicly-funded primary and secondary schools have implemented enriched coding education and AI education at the upper primary level and the junior secondary level respectively. The Module on AI for Junior Secondary Level covers topics such as AI basics, AI ethics, societal impact and future of work, which enables teachers and students to learn about the appropriate application scenarios of AI, as well as relevant security topics including personal data privacy and data security. The EDB launched the updated “Information Literacy for Hong Kong Students” Learning Framework in 2024, with a new literacy area “recognise the ethical issues arising from the application of emerging and advanced information technologies” which includes subjects relating to laws and regulations, academic integrity and excessive dependence arising from I&T such as AI technologies, with an aim to develop students to become ethical users of information technology (IT).
     
         In addition, the EDB has, in collaboration with the Hong Kong Police Force and the Journalism Education Foundation, launched the learning and teaching resources on Cyber Security and Technology Crime Information and Media and Information Literacy respectively, which include contents to strengthen the protection of personal privacy, enhance students’ ability to discern the authenticity of information and promote the proper use of social media. These resources can guide students in the proper use of AI and nurture positive values and attitudes towards the application of innovative technologies.
     
         We have always encouraged schools to make reference to good practices when applying IT and I&T (such as AI). The Artificial Intelligence: Model Personal Data Protection Framework issued by the Office of the Privacy Commissioner for Personal Data, Hong Kong (PCPD), provides useful references on safeguarding personal data privacy and cyber security issues.
     
         The EDB will make reference to the latest developments and experiences from local, the country and other places, update and optimise the curriculum and guides, adhere to the use of AI for good, and while improving efficiency and effectiveness, maintain the security of AI and technology education, and guard against challenges and risks related to laws and regulations, ethics, authenticity of information, and privacy protection.
     
    Training
     
         The EDB has continuously enhanced teacher training, these include the provision of AI-related professional development programmes with contents covering topics like the development of AI, the planning of applying AI in teaching and learning, the application of AI tools in different subjects, the safeguarding of data security, as well as the prevention of students from become over-reliant on generative AI to the detriment of their independent thinking skills. The training programmes are conducted in both online and offline modes to benefit a greater number of teachers. In addition, the EDB has co-organised a number of teacher training programmes with the PCPD, enabling schools to understand how to address data security risks and handle data breaches, as well as enhancing school personnel’s awareness of data security.
     
         In addition, we have continued to launch relevant parent training to help parents cultivate children’s good habit in using IT in their daily life, including the proper use of generative AI for learning.
     
    Education ancillary infrastructure
     
         To optimise education ancillary infrastructure, the Quality Education Fund (QEF) has allocated $500 million for the implementation of the e-Learning Ancillary Facilities Programme to develop quality e-learning ancillary facilities that meet the local learning and teaching needs through co-operation among schools, tertiary institutions, education and professional bodies, and business sectors. A total of over 20 projects have been funded under the Programme and have commenced in the beginning of the 2023/24 school year. The learning platforms and resources developed under these projects deploy I&T such as big data and AI to enhance learning and teaching effectiveness in a wide array of subjects/areas. As at end-March 2025, around 400 schools participated in the collaborative development projects, involving around 31 000 students. It is expected that the deliverables of the projects will be successively released in mid-2025 and uploaded to the Hong Kong Education City for subscription by schools. The QEF will also sponsor publicly-funded schools to use the deliverables of the projects to facilitate the sustainable development of the projects.
     
         The EDB will continue to optimise the platform of Hong Kong Education City, make reference and utilise existing high-quality learning and teaching platforms, large language models and programmes in local, the country or other places, encourage the sharing of high-quality resources across sectors and schools, and explore how to further support learning and teaching in Hong Kong in a cost-effective manner.
     
         Looking forward, under the leadership of the Steering Committee on Strategic Development of Digital Education, the EDB will continue to review the implementation and development of related support strategies on improving students’ digital literacy and skills, strengthening relevant professional training for teachers, enhancing collaboration with different stakeholders and continuously optimising digital education ancillary infrastructure, to meet the needs of school development and student learning in the era of AI.

  • MIL-OSI United Nations: UNECE study identifies pathways for digital and green energy transition in South-Eastern and Eastern Europe, the Caucasus, and Central Asia

    The transition to clean energy in South-Eastern and Eastern Europe, the Caucasus, and Central Asia necessitates a comprehensive overhaul of power systems, with investment needs estimated at $150 billion by 2030. However, by embracing digitalization across all sectors – from generation and transmission to distribution and end-use – and integration with renewable energy, these countries could reduce their carbon emissions by up to 70% and energy costs by as much as 80%, subject to system-wide optimization, outlines the UNECE study “Integrating twin transition with legacy energy systems”   

    The study analyses opportunities and challenges for a digital transformation of energy systems in Albania, Belarus, Georgia, Kyrgyzstan, North Macedonia, Republic of Moldova, and Ukraine, where about 60% of the total energy mix today comes from natural gas and coal.   

    The study underscores that digital solutions and innovations such as Artificial Intelligence, Internet of Things, Digital Twins, and Virtual Power Plants, offer significant opportunities in managing and integrating distributed, often variable renewable energy-based resources. It also highlights potential to optimize legacy systems and enhance both cybersecurity and grid resilience. 

    This will require robust policy measures and initiatives to boost investments in advanced, resilient grids. It will also necessitate increased support for innovation and research, strategic planning and massive professional training.   

    Overcoming challenges 

    The study identifies key challenges to be addressed in the region’s largely outdated energy systems: 

    • Ageing energy infrastructure, much of which was built during the Soviet era. For example, in Belarus, over 60% of the thermal power plants are over 30 years old, resulting in high maintenance costs; in Georgia, the average age of electricity transmission lines exceeds 30 years, resulting in transmission losses estimated at 12%.  

    • Energy security risks due to dependence on fossil fuel imports. For example, the Republic of Moldova imports approximately 70% of its electricity, primarily from Romania and Ukraine; in Belarus, about 50% of energy needs are met through natural gas imports from the Russian Federation. 

    • Limited financial resources to invest in modernizing energy systems. For instance, Albania has struggled to secure funding for proposed solar and wind projects totalling approximately $300 million; in Belarus only about 5% of the necessary investments have been secured for planned RE installations; financial constraints limit modernization of ageing hydropower infrastructure in Kyrgyzstan. 

    • Lack of skilled workforce. For example, in Georgia, around 30% of energy sector professionals lack formal training in RE technologies.  

    • Climate and health impacts. For instance, Belarus emits approximately 8 million tonnes of CO2 annually from its energy sector alone, with coal-fired plants being significant contributors. North Macedonia’s reliance on coal contributes to air pollution levels among the highest in Europe.  

    Key strategies identified in the study include: 

    • Cross-border infrastructure projects, such as Trans-Caspian high-voltage direct current lines, are vital for enhancing regional energy trade and digital connectivity; 

    The report identifies three priority action areas: (1) scaling energy efficiency through retrofitting that embraces digital technologies; (2) promoting hybrid energy models that combine gas with hydrogen; and (3) advancing smart grids, standardization, and regional integration. 

    Importantly, the study promotes a human-centered approach to digitalization that  balances innovation with ethical considerations and prioritizes equity, social considerations, and long-term sustainability for a just transition. 

    From research to action 

    The study was showcased during a workshop “Assessing the readiness of the energy sector to implement smart digital energy-efficient technologies in Belarus in view of climate change mitigation” held in Minsk, Belarus, and online on 22 May 2025. The hybrid workshop, organized by UNECE in cooperation with UNDP Belarus and the Department of Energy Efficiency of the State Committee for Standardization of the Republic of Belarus, brought together over 100 participants including government officials, energy sector representatives, and international experts, to explore how smart digital tools can support energy efficiency, clean mobility, and climate action in Belarus.

    The UK’s International Climate Finance (ICF) supports AI-based forecasting to boost extreme weather preparedness in Bangladesh.

    Extreme weather events such as storms are getting more frequent and intense all over the world due to a more unstable climate. For many Bangladeshi coastal communities, tidal surges can be devastating for people’s livelihoods.

    CLARE (Climate, Adaptation and Resilience), a research programme on climate adaptation and resilience jointly run by the UK and Canada, is piloting an innovative AI-based forecasting system to provide early warnings and help with long-term planning against storms.

    When Cyclone Remal hit in 2024, displacing over 120,000 people, the project was able to provide timely information by identifying 30 at-risk embankment points. This allowed local people to effectively mobilise resources in real-time and strengthen embankments to limit damage.

    Once completed, the AI model is set to be adopted by government and humanitarian groups across the country.

    The project shows how we’re providing value for money by helping communities adapt to the impacts of climate change. Using data from tide stations and drone surveys, the project will aim to provide highly accurate forecasts for tidal surges.

    From Interview Challenge to AI Innovation

    Obtaining lessons learned and feedback is a vital aspect of any military activity. However, this can be a time-consuming process if done through traditional one-on-one in-person interviews.

    For instance, when naval vessels return from a deployment, only senior officers might be interviewed about lessons learned, leaving hundreds of valuable perspectives lost. But what if there was a way to capture insights from everyone on board, without the resource burden of conducting hundreds of individual interviews?

    DIEM Analytics’ DUCHESS system, developed with DASA funding, can do just that, transforming how defence organisations learn from experience.

    DASA’s Early Investment in DIEM Analytics

    Founded in 2011 as a consulting company by former Ministry of Defence staff, DIEM Analytics set out to explore whether AI could conduct the kind of dynamic interviews that normally required human expertise. Not just static surveys, but conversations that could listen to responses and generate intelligent follow-up questions and gather rich insights at scale.

    Through DASA’s “People in Defence” Themed Competition in 2019, DIEM Analytics secured their first round of funding to develop the first iteration of DUCHESS, an automated interviewing tool – years before ChatGPT and the generative AI boom.

    “We were a bit ahead of our time,” notes Dr. Jaya-Ratnam. “When we first started, talking to AI was quite an unusual experience. Now people are more used to talking to a device, and there’s a bit more understanding in the market that these things are actually really useful.”

    How DUCHESS Works

    DUCHESS uses natural language processing (NLP) technology and carefully designed defence-based interview methodology. The system begins with a set of initial open-ended questions tailored to the specific feedback scenario – whether its lessons learned from a deployment or insights during organisational transformation.

    What sets DUCHESS apart from simple surveys is its ability to analyse responses in real-time and generate relevant follow-up questions, mimicking the natural flow of a human interview.  The dynamic follow-on questions have been proven to generate an average of 63% more data than just using a static question set.

    DUCHESS in action

    Evolution Through Testing and Adaptation

    DUCHESS’ journey wasn’t straightforward. Phase 1 funding enabled the team to test their concept at scale with Royal Navy sailors returning from deployment. The positive response from this project led to phase 2 funding, where the system was deployed in a headquarters undergoing transformation.

    “For phase 2, we improved the questioning, and we enhanced the visualisations as well,” explains Dr. Jaya-Ratnam. “How we display interview data is really important, and the different use cases mean that the visual analysis is unique for each of these.”

    The system can identify key themes, sentiment patterns, and causal relationships between interview answers. These insights are then presented through customisable visualisations, allowing decision-makers to quickly grasp complex feedback from hundreds of interviews.

    Further Development and International Adoption

    When COVID-19 hit in 2020, just as phase 2 concluded, the team faced a critical barrier; their system relied on people physically sitting in front of a laptop to conduct the interview. However, with defence personnel at the time working remotely, they needed a new approach.

    “We made the decision to privately fund a cloud-hosted version,” says Dr. Jaya-Ratnam. The team invested approximately £50,000 of their own money and significant effort to adapt their technology to the new reality.

    The investment paid off. Despite being a micro-SME with just four core team members, DIEM Analytics began securing international contracts.

    “The first commercial user was the NATO Joint Analysis Lesson Learnt Centre,” says Dr. Jaya-Ratnam. “After, we secured a contract with the Canadian Air Warfare Centre which became a regular user of DUCHESS.”

    Other users included the Royal Navy, the National Physical Laboratory, and the UK’s Naval Engineering Science and Technology Centre (NEST). The Maritime Warfare Centre also requested a version for offline usage, broadening its applications further.

    In recognition of their innovation, the Royal Navy nominated DIEM for AI Innovation of the Year with Digital Leaders for two consecutive years, with the company placing in the top three in the second year (2021). 

    Embracing the AI Revolution

    When OpenAI and ChatGPT transformed the AI landscape in 2022, DIEM Analytics was perfectly positioned to capitalise on the breakthrough. Having already developed their own interview technology, they understood both the potential and limitations of these new tools.

    “We built our Version 2 of DUCHESS on OpenAI,” explains Dr. Jaya-Ratnam. “Version 2 is more conversational and engaging for users, and slicker in its work.”

    The team designed their system to be compatible with other large language models (LLMs) giving them flexibility for future AI developments. “We have built the system so you could switch in other LLMs, so we’re not completely wedded to OpenAI,” notes Dr. Jaya-Ratnam.

    Beyond Duchess: A Portfolio of Innovation

    DASA’s support for DIEM Analytics extends beyond DUCHESS. MaLFIE (Machine Learning Fuzzy-logic Integration for Explainability) was developed to address a Navy challenge from a 2018 hackathon, to not only detect anomalies at sea but explain and prioritise them. With DASA funding, MaLFIE went from concept to implementation at the National Maritime Information Centre within two years.

    Another innovation, Red Mirror, submitted through a Defence Science and Technology Laboratory (Dstl) competition Intelligent Ship, received three rounds of funding. This technology predicts what an enemy asset will do next, using low-shot learning (when algorithms learn to make accurate predictions with limited training data) to rapidly build a mirror of adversary AI. To support this development, DIEM Analytics created their own drone simulation system called DR SO.

    “We have developed a sophisticated app that is similar to a commercial game,” says Dr. Jaya-Ratnam of DR SO. This technology recently secured a contract with a major prime contractor.

    A third DASA-funded innovation, Red’s Shoes, is an algorithm originally developed for the hedge fund industry that has been adapted to predict adversary commander behaviour. After proving the concept in a NATO exercise, it has been deployed with NATO’s SHAPE Team.

    The Future: Scaling Innovation

    Today, DIEM Analytics is positioning itself for broader commercial success. “We are working out how we will push DUCHESS as a commercial offering at scale,” explains Dr. Jaya-Ratnam. “We want to make it a purely SaaS offering.”

    The team is conducting market testing to identify the most promising sectors, including construction health and safety, venture capital interview processes, and pharmaceuticals.

    With DASA’s initial investment serving as the foundation supporting several innovative technologies, DIEM Analytics has transformed from a defence consultancy into a unique AI company with international reach. Their story demonstrates how targeted government support for early-stage technologies can position UK companies for success in the rapidly evolving AI landscape before that landscape was fully visible.

    “DASA funding gave us the ability to establish reference use-cases and mature the underlying technology. This became a solid foundation on which to invest our own money to create a commercial application that UK and international defence organisations, as well as commercial organisations, have used. We now have DUCHESS version 2.0 and are moving into sectors such as commercial maritime and wellbeing. Thanks to COVID our growth was slower than we wanted, but DASA gave us the leg up we needed.”

    Food and drink festivals, farmers markets and culinary masterclasses are just some of the projects from across Scotland set to benefit from grants of up to £5,000.

    The latest round of the Regional Food Fund will support 15 local and collaborative projects helping small food businesses to thrive while promoting local produce. 

    Scotland Food & Drink manages the fund aimed at elevating the food and drink industry, enhancing food tourism and showcasing the best the country has to offer. 

    Rural Affairs Secretary Mairi Gougeon said:  

    “Scotland’s food and drink industry is worth £15 billion to the economy; it is one of the country’s largest employers and is already well-recognised and established across the world.   

    “Engaging with regional markets is vital in achieving our industry strategy and growth ambitions for the next ten years. That’s why, through initiatives like the Regional Food Fund, we are providing much-needed support to small projects to showcase the best products that their regions have to offer.  

    “A wonderful range of projects will be supported through this round, including foraging experiences and masterclasses at Isle of Bute food and drink festival, learning about the turnip being a climate-friendly crop in Fife, or improving their culinary skills at Huntly Hairst’s celebration of local food and drink.     Since 2021, the Scottish Government has provided over £500,000 to the Fund, which has supported 104 collaborative projects, varying from creative artwork to increase customer numbers, new equipment and regional marketing campaigns. 

    The successful applicants in this round are: 

    Huntly Hairst, Aberdeenshire. Celebration of local food and drink  £2,975   

    Established 2012, this year will be a collaboration’ theme, producers will prepare meal plans and menus to guide visitors around the stalls, gathering fresh ingredients, listening to masterclasses and demonstrations. Funding will support production of campaign materials and promotion.  

    Angus Farmers Market, Angus. Appetite for Angus                                £3,000  

    The project aims to rescue and revitalise the farmers’ markets in Forfar, Carnoustie and Montrose which are due to close in their current form. Markets provide a vital source of income in the area. Funds will contribute to market rebrand. 

    Argyll and the Isles. Virtual Farmers’ Market                                           £5,000  

    Creation of innovative digital farmers’ market to help local producers increase their sales and show their contribution to the local economy, both to visitors and locals. This project will off support to rural businesses struggling with rising costs with funds going towards the creation of assets and campaign delivery. 

    Alloa, Clackmannanshire. First Sound Bites Festival 2026                     £5,000  

    Collaborative, community festival to promote sales of local produce. Funding will help expand food and drink offer following successful trial last year and will contribute to marketing material and stall hire. 

    Dumfries and Galloway. Nurture from Nature – Local Food Outlet £5,000  

    Project aims to create a permanent retail outlet for local producers on this working farm. Funding will contribute to development of marketing and promotional costs. 

    Fife. Food from Fife – Retail Display Project                                            £5,000 

    Following the successful trial in November 2024 by regional food group, Food From Fife, roll out of more branded units and point of sale material to a wider range of Fife food and drink businesses, providing dedicated in-store marketing and sales space. 

    North Fife and Tayside. From Tree to Glass                                             £4,500 

    Delivered by Bioregioning Tayside, creation of producer group to promote and grow the area’s craft cider and perry production, preserving its apple, pear and plum heritage.  Funds will support delivery of business to business, consumer and education events and materials. 

    Fife. Turning the Tide for Turnip Revolution                                           £5,000 

    led by East of Scotland Growers will deliver a series of partnerships with chefs, retailers and communities to raise awareness and sales of turnip as a modern, delicious, climate-friendly crop. Funding will contribute to branding, marketing and chef costs. 

    Forth Valley. Forth Valley Five                                                                  £4,993  

    Led by regional food group, Forth Valley Food & Drink, this collaborative project will encourage restaurants, cafes, retailers and locals to add feature five local products on menus; stock five new local products on shelves and add five local products to shopping baskets. Funds will support creation of marketing materials and delivery. 

    Isle of Bute. Isle of Bute Food & Drink Festival                                       £3,240 

    Three-day celebration of the island’s food and drink via producer stalls; masterclasses; foraging and other experiences, delivered by regional food group, Bute Kitchen, in collaboration with other organisations and businesses.  

    Love Loch Lomond – A Taste of Loch Lomond Marketing Campaign    £4,500  

    Marketing campaign to promote a new publication, ‘A Taste of Loch Lomond: Stories & Flavours from the Bonnie Banks’, that showcases stories, products and recipes from the area’s local producers and hospitality businesses. Funding will support campaign material production and promotion. 

    Orkney. Orkney Food and Drink Festival                                                 £5,000  

    Delivered by regional food group, Orkney Food and Drink, this two-day festival will bring together the island’s businesses to sell their products to visitors and locals. Funding will support venue and promotional costs. 

    Outer Hebrides. Hebridean Fine Food & Drink Festival                          £3,000

  • MIL-OSI: Winterberry Group Research Unveils How Marketers Can Improve the Effectiveness Of $1.12 Trillion of Global Media Spend

    Brands and agencies can connect every stage of the creative and campaign process to outcomes. Creative intelligence empowers smarter briefings, pre-flight analysis, real-time activation and optimization as well as creative lifetime value (Creative LTV).

    With the pace of AI advancements and budgets under pressure, Winterberry predicts creative intelligence will be widely adopted by leading marketers in the next 24-36 months. Starting in channels with the most accessible creative data – social, email and mobile messaging, and then expand into programmatic digital formats such as display, video, audio, and connected TV (CTV).

      • Brands then are more interested in measuring conversions (33%), while agencies lean into audience relevance (31%) and engagement (28%).
    • Overall, brands and agencies expect creative intelligence to be led by marketing strategy and operations (but agencies favor external advisory roles more than brands).
    • Brands prioritize agencies for executional support in the evolving creative intelligence ecosystem, while agencies see themselves having more of a focus on technology and strategic integration.

  • MIL-OSI Russia: Stir, Don’t Shake: HSE and AIRI Accelerate Further Training of Neural Networks

    Researchers from the Higher School of Economics and AIRI have proposed a method for quickly fine-tuning neural networks: data is processed in groups, which are then mixed in an optimal way to improve their interaction. The method copes better than its analogues with generating and analyzing images, and fine-tuning text models. At the same time, it requires less memory and training time. Results The works were presented at the NeurIPS 2024 conference.

    The larger the neural network, the more difficult it is to quickly adjust it to a new task. Retraining a model from scratch is long and expensive. Therefore, developers are looking for low-cost ways to adapt it to a specific task while maintaining the overall quality of the original version.

    One of them is fine-tuning using orthogonal matrices: unlike alternative approaches, they preserve important features of the original model. But popular options like block-diagonal or butterfly matrices have drawbacks: they are either limited or require a lot of calculations.

    Researchers Faculty of Computer Science HSE and AIRI have proposed a new method for constructing matrices, which they call “Group-and-Shuffle”. Instead of working with all the data, they divide its parameters into small groups, process each one separately, and shuffle them together. This structure turned out to be both flexible and compact: it helps the model to more accurately adapt to the task, but at the same time requires less computation and memory.

    Based on GS matrices, the researchers developed the GSOFT method, a new implementation of orthogonal fine-tuning of neural networks. Unlike previous approaches, GSOFT uses fewer parameters, but maintains stability and training quality even with a small amount of data. The team also proposed a two-sided version of the method, Double GSOFT, which allows you to change the parameters on both sides at once, increasing the flexibility and accuracy of the model.

    “We figured out how to form orthogonal matrices using just two matrices of a special type, rather than five or six as in previous approaches. This saves resources and training time,” explains Nikolai Yudin, a research intern Scientific and educational laboratory of matrix and tensor methods in machine learning National Research University Higher School of Economics.

    The researchers tested the approach on three types of tasks. In additional training of the RoBERTa language model, the method worked better with a comparable number of parameters. In image generation, where the model must preserve the features of the original but adapt to the user’s request, GSOFT and Double GSOFT performed better than popular approaches such as LoRA and BOFT, while requiring less memory and training time.

    The authors also tested their approach on convolutional neural networks, which are most often used to analyze images and videos, such as in face recognition. They adapted GS matrices even for cases where the model needs to be highly resistant to noise and distortion.

The chair pointed out that natural resources are foundational to any kind of economic development, whether it is energy, which is key to manufacturing, or whether it is mining, which provides rare earth elements and all the minerals and metals needed for manufacturing. He said that as for natural resources including fish, wildlife, or timber, all are foundational to any society, but this is especially so for agriculture, noting that the US produces a lot of food and fodder and is always looking for more friends to share that with. Chair Westerman indicated that they are excited about opportunities to work with Taiwan, adding that Taiwan’s investments in the US have been greatly appreciated. He said they also are excited about the talks with the Trump administration and the future going forward on how we can have a stronger trade relationship, a stronger bilateral relationship, and how we can work with each other to help both economies grow and prosper. Chair Westerman concluded his remarks by expressing thanks for the opportunity to visit, saying that they treasure Taiwan’s friendship and our long-term relationship, and are very excited to be able to discuss in more detail how our two countries can work together.     President Lai meets and hosts luncheon for delegation led by Governor Lourdes A. Leon Guerrero of Guam
    On the morning of May 27, President Lai Ching-te met with a delegation led by Governor Lourdes A. Leon Guerrero of Guam and her husband, and hosted a luncheon for the delegation at noon. In remarks, President Lai noted that this is the governor’s first trip to Taiwan, fully demonstrating the Guam government’s support and high regard for Taiwan. The president said that Guam, being the closest United States territory to Taiwan, is an important bridge for collaboration between Taiwan and the US. He stated that aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas to further advance industrial development for both sides. He said that, as we begin a new chapter, we look forward to working together to generate even more momentum in bilateral cooperation and exchanges. A translation of President Lai’s remarks follows: On behalf of the people of Taiwan, I extend a warm welcome to Governor Leon Guerrero and her delegation. Last year, I transited through Guam en route for visits to Taiwan’s diplomatic allies in the Pacific. The enthusiastic reception I received from the government, legislature, people, and members of our overseas community in Guam was very touching and left me with a deep impression. During the morning tea reception hosted by Governor Leon Guerrero, we joined in singing our respective national anthems, as well as the Fanohge CHamoru. I also received at the Guam Legislature a copy of a Taiwan-friendly resolution it passed on behalf of the people of Taiwan. And I still remember to this day the striking scenery of the governor’s house and the warm reception I received there. It is therefore a great pleasure to meet with all of you today here at the Presidential Office. This is Governor Leon Guerrero’s first trip to Taiwan. Your visit fully demonstrates the Guam government’s support and high regard for Taiwan. As we begin a new chapter, we look forward to working with you to generate even more momentum in bilateral cooperation and exchanges. Taiwan and Guam are like family. We share the Austronesian spirit and culture. Our wide-ranging and mutually-beneficial collaboration is very fruitful. And now, we are facing the challenges of climate change, public health and medicine, and regional security together. The world is rapidly changing and tensions in the Indo-Pacific continue to rise. But if we combine our strengths, come together as one, and enhance cooperation, we can maintain regional peace, stability, and prosperity. Last Tuesday, I delivered an address on my first anniversary of taking office. I mentioned that for many years, Taiwan, the US, and our democratic partners have actively engaged in exchange and cooperation. Taking a market-oriented approach, we will promote an economic path of staying firmly rooted in Taiwan and expanding the global presence of our enterprises while strengthening ties with the US. Guam is the closest US territory to Taiwan. It is an important bridge for collaboration between Taiwan and the US. Last month, we were pleased to see United Airlines officially launch direct flights between Taipei and Guam. I believe this will benefit tourism and economic and trade exchanges for both sides. In the area of health care, many hospitals in Taiwan already offer referral services to patients from Guam. Both Governor Leon Guerrero and I have backgrounds in medicine. It is my hope that Taiwan and Guam can continue to work hand in hand to create even more positive outcomes from cooperation in public health and medical services. During the governor’s visit, aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas. There is potential for more exchanges in aquaculture, food processing, hydroculture, manufacturing, pharmaceuticals, and recycling. This will further advance industrial development in Taiwan and Guam. In closing, I thank Governor Leon Guerrero and all our distinguished guests for backing Taiwan. I wish you all a smooth and successful visit.  Governor Leon Guerrero then delivered remarks, saying that she is very happy to come to Taiwan. She said that after learning during President Lai’s visit to Guam last year that he is a medical doctor, she felt more relaxed because healthcare colleagues are one in their endeavor to help enhance the health and well-being of people. She then expressed her heartfelt appreciation for the invitation to Taiwan.  Governor Leon Guerrero said that as they learn more about opportunities for collaboration with Taiwan, they are humbled by the hospitality they have experienced. In both of our islands, she said, hospitality is more than just a custom – it forms a part of our identities. She noted that despite being nearly 2,000 miles apart, we are connected by the Pacific Ocean and common roots, and our ancestors both value family, community, and tradition. That is why being here today, she said, she feels a strong sense of familiarity, like reconnecting with old friends. The governor remarked that Taiwan has evolved so quickly in all areas of essential life, sustenance, economy, and prosperity, adding that Taiwan’s resources in such areas as health, education, data, AI, advanced technology, aquaculture, agriculture, and commerce enhance our economic stability. She stated her belief that in collaboration and support, and working with each other, we can gain prosperity, maintain freedom and democracy, and live in peace.  Governor Leon Guerrero stated that their delegation is here to see how they can partner with Taiwan to help raise the quality of life for both our peoples, mentioning that one special concern of theirs is tourism. Tourism, she said, is the most influential engine and driver for the economy and quality of life in Guam, but they cannot have a vibrant economy and tourism without air connectivity. She added that they are prepared to help in any way to provide incentives and low-cost fees so that they can get more airlines from Taiwan to establish permanent flight schedules to Guam, so as to drive development in Guam’s tourism industry. Governor Leon Guerrero then proceeded to introduce each of the members of her delegation before remarking that while they have been very busy on this visit they are always reminded of the freedom and democracy that the people must protect. She said she looks forward to a great, strong relationship between Taiwan and Guam in cooperation on social and economic issues, in culture, marketing, tourism, and freedom and democracy.     In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

    We’ve hosted more than 150 PhD students since 2016, with many going on to policy jobs in government and think tanks

    About the team

    The Open Innovation Team (OIT) is a cross-government unit that works on a wide range of policies, including health, justice, education, sustainability, energy, international development, and artificial intelligence. This year, the team has launched a new evaluation service which will evaluate the impact of policies across a range of areas. 

    For years now, PhD students have played an important role in helping us deliver policy projects, working alongside experienced officials, academics and other experts to deliver the highest quality analysis and advice to colleagues across government.

    Alongside our policy placements, we are offering placements in the OIT’s Evaluation Services Unit (ESU). The ESU uses a range of methods – quantitative, quasi-experimental as well as qualitative and theory-based – to evaluate government policy and assess its impacts. No prior experience of evaluation methodologies is required, though some knowledge of quantitative and/or relevant qualitative research methods is desirable for this placement.

    Our PhD placements run throughout the year, spread across four cohorts. Placements normally last three months, with around 30 placement opportunities each year. Find out what our previous PhD placement students thought of their time with the Open Innovation Team here.

    About the placement 

    PhD placements work on a diverse range of policy projects and are not expected to have prior experience of policy or knowledge of the policy area that they are asked to work on. This year, there may be additional opportunities to work on the evaluation of policies with the Team’s new evaluation service.  

    Successful applicants should expect to:

    • make significant contributions to the policy and evaluation work the team carries out 
    • help plan and deliver our events, bringing together academic experts and policymakers to work through policy problems 
    • assess and synthesise evidence and research, and learn how to present this for policymaking audiences

    Students will also get the chance to help the team raise its profile, create new products and services for policy colleagues and deliver training and advice to academics. 

    All PhD placement work aims to build skills and provide students with an insight to what it’s like to work on policy and in government.

    The application process 

    There are three stages to the application process. All applicants must complete the initial application form. Those successful at this stage will be invited to complete an online written test. Those successful at the written test will pass onto the final interview stage.

    Essential conditions for applicants 

    To be considered, you must be studying on a PhD programme at a UK university, and be in a position to take up the placement prior to your expected viva date. The placements are full time for the 3-month period. 

    You must also secure funding to cover the cost of the placement from your university, PhD funding body or other suitable organisation. 

    Successful applicants, on receipt of a placement offer, will be expected to be able to pass BPSS security clearance

  • Over 1.4 million pilgrims begin Hajj journey as Saudi Arabia implements unprecedented heat safety measures

    The annual Hajj pilgrimage officially commenced today with over 1.4 million international pilgrims joining hundreds of thousands of domestic participants in Mecca, as Saudi authorities unveiled the most extensive safety preparations in the pilgrimage’s modern history to combat potentially deadly extreme heat.

    Pilgrims began streaming into the tent city of Mina early this morning to observe the Day of Tarwiyah, marking the formal start of one of the world’s largest religious gatherings. The sacred rites are expected to conclude around June 9, with the Day of Arafah anticipated tomorrow and Eid al-Adha celebrations beginning on June 6.

    The Indian Ambassador to Saudi Arabia issued a statement congratulating the thousands of Indian pilgrims participating this year, emphasizing that consular teams are coordinating closely with Saudi authorities and have established administrative and medical teams in all Mina camps. Indian pilgrims can access support through the “Hajj Suvidha” mobile application and dedicated toll-free numbers.

    Learning from last year’s tragic consequences when extreme temperatures contributed to over 1,300 deaths, Saudi authorities have deployed unprecedented resources for pilgrim safety. More than 400 high-powered cooling units have been installed at key ritual sites, while over 100,000 square meters of new shade structures have been erected in Mina and Arafat. Approximately 103,000 square meters of heat-reducing rubber flooring now cover pathways, designed to lower surface temperatures by 12 degrees Celsius.

    The kingdom has mobilized its largest-ever medical contingent, with the  Ministry of Health, announcing the deployment of 50,000 medical and administrative personnel. Over 700 hospital beds have been designated specifically for treating heat-related illnesses, supported by three field hospitals and 71 emergency response points. Healthcare capacity has increased by 60 percent compared to last year, with more than 98,000 medical services already delivered.

    Saudi authorities have implemented strict enforcement measures against unregistered pilgrims, imposing fines up to 5,000 dollars and potential deportation for anyone performing Hajj without proper permits. This applies to both foreign visitors and Saudi citizens or residents. The policy aims to ensure all pilgrims have proper access to shelter, water, and medical services during what meteorologists warn could be another dangerously hot pilgrimage season with temperatures potentially reaching or exceeding 50 degrees Celsius.

    Advanced technology plays a central role in this year’s safety strategy. Over 250,000 personnel from more than 40 government agencies have been deployed, supported by AI-powered crowd monitoring systems, facial recognition technology, and drones for surveillance and emergency response including fire suppression. The Saudi Arabian Civil Defense confirmed this marks the first time drones will be used during Hajj operations.

    Infrastructure improvements extend beyond heat mitigation. Around Namira Mosque, authorities have installed 350 misting fans and 320 canopies, while over 2,400 cold water dispensers have been strategically placed along pedestrian routes. Pilgrims have been advised to avoid direct sun exposure during peak daylight hours.

    This year’s pilgrimage features several procedural changes, with first-time pilgrims receiving priority through the digitalized “Nusuk” platform.     Scattered severe thunderstorms are expected from the southern High
    Plains to the Tennessee and Lower Ohio Valleys on Friday into Friday
    night.

    …Southern High Plains to the TN/Lower OH Valleys…
    Enhanced zonal mid-level flow within the southern stream will
    overlap a richly moist and unstable air mass across the southern
    Great Plains to the TN Valley on Friday. An MCS is expected to be
    initially ongoing in the OK vicinity at 12Z Friday. Guidance
    generally suggests that the remnant MCV will track east-northeast
    across the Mid-South and OH Valley through the period. This should
    enhance 700-mb winds and support scattered damaging wind swaths
    downstream through at least Friday evening. Have broadened the 15
    percent severe area eastward through much of KY south to northern
    AL/GA, with still much uncertainty on how far south/east remnant MCS
    outflow(s) will reach.

    Farther west across the southern High Plains to OK vicinity, the
    overall setup from the convective-parameterized guidance appears
    conditionally more favorable relative to D2. A broader plume of
    large buoyancy is progged across OK/TX by Friday afternoon. In
    addition, a northern-stream shortwave impulse is progged to dig into
    the central Great Plains by Friday evening/night. This would further
    enhance the belt of mid/upper-level westerlies to its south. A
    similar evolution of supercells developing off the Raton Mesa
    vicinity and growing upscale into a nocturnal MCS seems plausible.
    The primary limiting factor to a categorical upgrade is with the
    potential impact of the late D2/early D3 MCS on instability and
    southern extent of convective outflows, which parameterized guidance
    are notoriously underdone with. In addition, there is potential for
    that MCS to be more intense/widespread than currently forecast. For
    now, have opted to maintain a level 2-SLGT, with potential for
    upgrades in later outlooks as limiting impacts of the early-period
    MCS are likely better resolved.

    Scattered severe thunderstorms are anticipated, mainly from late
    afternoon Thursday into Thursday night from the southern High Plains
    across southern Kansas and Oklahoma. A few tornadoes, large to
    isolated very large hail, and severe gusts are possible.

    …Southern High Plains to southern KS and OK…
    A cluster of thunderstorms will likely be ongoing at 12Z Thursday
    across a portion of northwest TX within a low-level warm theta-e
    advection regime. As the low-level jet diurnally subsides, this
    activity is expected to diminish. The intensity and areal extent of
    this convection will likely impact later-day frontal location and
    the degree of destabilization to its northeast. The 00Z NAM is much
    more aggressive than guidance consensus at limiting diurnal
    destabilization across KS/OK. To the west of this morning activity,
    robust destabilization is expected across the southern High Plains
    from both increased boundary-layer moisture combined with an
    expansion of steep mid-level lapse rates. A plume of large buoyancy
    with MLCAPE of 2000-3000 J/kg is expected by afternoon.

    With generally neutral mid-level height change, isolated to
    scattered convective development is most likely to focus off the
    higher terrain of the Trans-Pecos and the Raton Mesa during the late
    afternoon to early evening. A few storms are possible in between
    these corridors along the eastern NM dryline, but confidence is low.
    Deep-layer shear profiles will favor discrete supercells where
    convection is sustained. Large hail and damaging winds are possible,
    with tornado potential increasing into early evening as the
    low-level jet strengthens. Long-track supercell potential is evident
    off the Raton Mesa, near the surface warm front, where greater
    hodograph elongation is anticipated. This could support a swath of
    very large hail. Widespread convection is expected within this
    similar zone later into the evening through Thursday night amid
    strengthening warm advection. This should result in a
    forward-propagating MCS to the east-southeast from parts of the TX
    Panhandle to southern KS and OK through early morning Friday. The
    amplitude of severe wind potential will likely be modulated by the
    degree of surface-based instability. Given the likelihood of
    below-normal temperatures Thursday, low confidence exists to warrant
    greater probabilities.

    …Mid-South to New England…
    A weak cold front will aid in isolated to scattered afternoon
    thunderstorms across a broad swath of the central to northeastern
    states. Large buoyancy will likely be confined to the Mid-South,
    with weak to moderate MLCAPE extending northeastward. This front
    will remain on the periphery of modest mid-level southwesterlies.
    Multicell clusters are expected to dominate in this setup with
    sporadic damaging winds as the primary hazard. Slightly greater
    effective bulk shear in the Mid-South and Northeast should also
    offer a threat for isolated severe hail.

    Isolated severe thunderstorms are possible later this afternoon into
    the evening across portions of the southern High Plains. Hail and
    wind are the primary concerns. Locally damaging winds may accompany
    convection that develops from the lower Great Lakes into eastern
    Texas.

    …Southern High Plains…

    Mid-level height falls across the lower CO River Valley are
    beginning to dislodge an upper low off the northern Baja Peninsula.
    This feature is forecast to advance to near the AZ/NM border by 18z,
    then into the southern Rockies by 05/00z. Latest model guidance
    suggests 500 mb flow in excess of 40kt will translate across
    southern NM into the TX Panhandle by peak heating. Some pressure
    reduction is expected across the southern High Plains ahead of this
    feature, and a LLJ should develop after sunset from west TX into
    southeast NM. This large-scale evolution favors low-level moisture
    being drawn into the higher terrain of northern NM. Strongest
    boundary-layer heating is forecast across southwestern NM, but
    modest heating will contribute to destabilization across much of
    eastern NM by late afternoon. Current thinking is scattered robust
    convection, including supercells, should generate across the higher
    terrain of the Sangre de Cristo range, then spread east ahead of the
    short wave. Forecast soundings favor hail, and perhaps a few severe
    wind gusts. A brief tornado or two can also not be ruled out as this
    activity spreads toward the southern TX Panhandle.

    …Elsewhere…

    A narrow corridor of high PW air mass (1.75-2 inches) will extend
    across eastern TX-AR-southern MO-IL-southern lower MI. Poor lapse
    rates will be noted along this corridor, but modest instability and
    adequate 0-6km shear suggest a few robust storms could evolve that
    would pose at least some risk for gusty winds. Greatest risk for
    damaging winds will be during the afternoon when buoyancy will be
    its greatest.

    On May 9, 2025, Panasonic Holdings (PHD) announced its financial results for FY3/2025. On this occasion, Group CEO Yuki Kusumi communicated the progress being made on group management reforms, including planned optimization of 10,000 personnel, and expressed his firm resolve to undertake necessary initiatives to break free from 30 years of stagnation and position the Panasonic Group for strong and renewed growth for the future. We spoke with him to learn more about his intentions, his message to employees, and his determination for the future of the Panasonic Group.

    Why have you decided to carry out such large-scale structural reforms now, when the company is still profitable? Can you explain the background and need for these reforms?
    If we look at the current performance for fiscal 2025, particularly operating profit margin, it may not seem that bad relative to our past performance. However, compared to other companies in the same industry, our profitability remains low, and the Medium-Term Strategy for FY3/23 through FY3/25 fell far short of its goals.
    The biggest challenge facing the Panasonic Group is that we have not achieved any real growth over the last 30 years. While the Group has decisively implemented structural reforms many times in the past, a vicious cycle has repeated itself: adjusted operating profit margin would reach 5 percent, fixed costs would immediately rise to support growth strategies, and then operating profit margin would stagnate again.
    Lower profitability relative to our competitors means that we lag behind them in terms of returning value to shareholders and employees, and in investing for the future. If this continues, achieving growth in the face of stiff competition will be impossible. It is imperative that we get ourselves out of this situation.
    Our selling, general and administrative (SG&A) expenses ratio, in particular, is extremely high when compared to competitors who have already implemented reforms. Unless we immediately address this issue, we will not be able to return to growth. For this reason, profitability improvement has to be the top priority, and this includes reforming our fixed-cost structure. We cannot afford to waste any more time.
    The high SG&A ratio means that we have major issues with labor productivity, particularly in sales and indirect departments. I believe that this situation has emerged because many departments have continued to use business processes that were introduced more than 20 years ago. Basically, as long as a business achieved an operating profit margin of 5 percent, it was considered “good” and there was little interest in conducting operational reforms to achieve higher profits. So if you wanted to increase sales without making changes to the operation, then the only resort was to hire more people—and the result was an increase in fixed costs.
    Even if sales increase, fixed costs, including labor costs, should not increase; marginal profits should be increased by certain percentage each year, while fixed costs should be contained by a certain amount. This should be the basis of our management cycle Groupwide, and it is important that we follow this principle. Now, I would like to make it clear that we are going back to these fundamentals not just to reduce labor costs, but to modernize our business processes and workstyles.

    A major decision has been made to reduce the workforce by 10,000 people Groupwide. Can you explain the thinking behind this decision?
    Based on my direct experience with personnel optimization when I was in charge of loss-making businesses in the past, I thought that I would never again carry out employment structural reforms. This time, however, recognizing the critical need for change, this was an unavoidable decision. I felt that if we did not conduct reforms and change our management foundation now, then it would be impossible for us to grow sustainably over the next 10 to 20 years. After much deliberation, and discussions across the Group, including the presidents of our operating companies, we made the decision to proceed with these reforms.
    This figure of 10,000 employees is the aggregate result of careful consideration of the kind of fixed-cost structure that each operating company should have to achieve their respective profitability targets, and how they should address areas where labor productivity lags behind other companies. We would like every employee to understand that we do not intend to increase this figure.

    Panasonic Group’s history includes an episode when Founder Konosuke Matsushita ordered that “not a single employee be laid off” during the Great Depression, and some see employment structural reforms as the antithesis of this ideal. Please share your thoughts about protecting human resources and employment?
    Human resources are extremely important. The founder’s statement has significant meaning for all of us in the Panasonic Group. For that reason, there is a great deal of resistance within the Group toward optimization of personnel when we are profitable. However, the current business environment is very different from our founder’s era. Back then, there were great expectations for economic growth ahead, but the market we live in today is much more complex, and includes areas with growth potential, areas with no such potential, and areas we must move into. Under these circumstances, and with an eye on the future, we decided that optimizing our workforce was unavoidable.
    As Group CEO, I acknowledge the impact of the decision to carry out these reforms, especially personnel optimization on such a large scale. However, taking no action today would inevitably place a heavier burden on future employees. To put the Panasonic Group back on track for growth, I believe that instead of placing the burden on the next generation, the current senior management team, myself included, must pool their wisdom, make decisions, and take responsibility to get this done.

    Some employees are probably feeling anxious, so how do you intend to explain the reforms and seek their understanding?
    I understand that these changes may cause uncertainty, and it is a difficult period. We wanted to ensure that all employees correctly understood the situation, so the day the reforms were announced externally, I sent a video message to all employees, explaining the background of the reform and its goals. In addition, we provided a detailed explanation of the current situation to approximately 300 management executives, including division directors and business unit managers, asking for their understanding. However, I believe that employees and their families, especially those who have only been with the company for a short time, have serious concerns. I will continue to carefully explain the true meaning of the reforms and continue to communicate positive messages so that employees will not feel anxious. I truly want to help them find opportunities for their own growth and success as part of this transformation.

    Following the structural reform, what kind of future will Panasonic Group be aiming for?
    First and foremost, this structural reform is an initiative that must be carried out in order to rebuild the management foundation of the Panasonic Group and ensure strong growth for the future. We are determined to achieve a profitability improvement effect of 150 billion yen by FY3/27.
    Next, as I mentioned in my February 4 announcement, Panasonic Group will focus on the Solutions area while increasing the profitability of the Devices area and the Smart Life area centering on home appliances. The essence of the value that we provide to customers, including comfort and peace of mind, will not change, but by making full use of data and AI, the methods and substance of our offerings will become more sophisticated, thereby strengthening our competitiveness.
    The Solutions area has two main pillars: supply chain management solutions, and energy management. As for supply chain management solutions, at the ICON event in early May, Blue Yonder, our subsidiary with growth potential, announced its Cognitive Series—a suite of SaaS solutions for planning systems that deploy generative AI-based agents, which we expect to be a major strength in various supply chains where issues are becoming increasingly more complex.
    In energy management, in addition to energy storage solutions for data centers and AI-based home energy management systems (HEMS) for households, which already have a proven track record, we will develop Panasonic HX—a future-oriented decarbonization solution for factories, offices, and public facilities that controls pure hydrogen fuel cells, solar cells, and storage batteries by means of an AI-based energy management system.

    Will Panasonic Go, announced at CES this year, play an important role?
    Panasonic Go will play a role in accelerating these efforts. Blue Yonder’s Cognitive Series, which I mentioned earlier, is one such example. In addition, we are considering expanding the data platform that forms the basis of the AI agent service Umi, also announced at CES, into a variety of fields while considering privacy, security, and ethics. We are also actively promoting the use of generative AI within the Group, with a bottom-up approach, to thoroughly improve labor productivity as we move forward with the current management reforms.

    Following these reforms, what kind of company will the Panasonic Group become?
    We are now discussing this internally, but basically, we believe that the fundamental values we provide to customers can be summed up as “comfort,” “peace of mind,” and “reliability.” We cherish the long-standing trust of our customers—“You can count on Panasonic”—and no matter what business we develop in the future, we will continue to pursue contributions based on these values.
    As we look towards the future, 10 or 20 years from now, these structural reforms are merely the first step in our journey to break away from the stagnation of the past 30 years. Going forward, we will seek to achieve high labor productivity in every Group business and turnarounds in both new and existing areas. To further improve productivity and strengthen the competitiveness in our Solutions business, we must also be unrivaled in the use of AI.

    ​Following is a question by Dr the Hon Starry Lee and a written reply by the Secretary for Home and Youth Affairs, Miss Alice Mak, in the Legislative Council today (June 4):
     
    Question:
     
    In April this year, the Government published a consultation paper on the regulatory regime on basketball betting. There are views pointing out that while the regime aims to combat illegal gambling activities, the community is generally concerned about possible intensification of the gambling craze upon regulation of basketball betting, particularly the negative impact on youths. In addition, it has been reported that the average age of participants in basketball betting is younger than the corresponding figures in horse racing and football betting, and statistical data from gambling counselling organizations also indicate a deteriorating trend in the gambling problem among young people. In this connection, will the Government inform this Council:
     
    (1) as the aforesaid consultation paper has pointed out that the regulation of football betting since 2003 has generally been effective in channelising illegal betting demand to the legal channel, whether the Government has compiled statistics on the changes in betting turnovers of legal and illegal gambling, as well as the number of help-seeking cases from pathological gamblers and the age distribution trend of those help-seekers, since the regulation of football betting; whether it has assessed the effectiveness of the existing betting regulatory regime in reducing youth gambling participation;
     
    (2) of the following information on the assistance provided by the Ping Wo Fund to help youths quit gambling in the past five years: the number of youths assisted, the expenditure on the relevant publicity and education activities and the number of people covered, and the percentage of help-seeking cases from youths involving basketball betting;
     
    (3) whether it will, upon implementation of the regulatory regime on basketball betting, require basketball betting operators to submit data on young bettors on a regular basis; whether it has assessed the adequacy of the existing measures to curb underage betting, including whether it will further restrict advertising targeted at youths;
     
    (4) as there are views in the community that the authorities should consider setting up a dedicated committee to monitor the impact of basketball betting on youths, and strengthening the use of the Ping Wo Fund to take forward anti-gambling education (especially publicity efforts targeting young groups), whether the authorities will study the relevant proposals; and
     
    (5) whether it has studied if implementation of the regulatory regime on basketball betting will result in a lower age range of gamblers; whether it will make use of technology to enhance the monitoring of gambling activities (such as using artificial intelligence to identify abnormal betting patterns), so as to prevent youth gambling addiction?

    As a matter of policy, the Government does not encourage gambling. To address the possible problems brought by gambling, the Government adopts a multi-pronged strategy including law enforcement against illegal gambling activities, public education on the harms of gambling addiction, provision of counselling and support services to people in need and regulation over gambling activities through legislation.
     
    The Government’s consolidated reply to Dr the Hon Starry Lee’s question is as follows:

    Combatting illegal gambling activities
     
    On law enforcement against illegal gambling activities, the existing Gambling Ordinance explicitly stipulates that all unauthorised gambling activities, apart from those situations stated in the ordinance, constitute an offence. The Hong Kong Police Force (HKPF) has put in place strategies to combat illegal gambling activities, especially those involving triad-related or organised crimes, in four aspects, namely prevention, education, intelligence gathering and law enforcement. The HKPF will continue to closely monitor the illegal gambling trend, take appropriate intelligence-led law enforcement actions and strengthen the promotion against these illegal gambling activities. It is worth noting that according to the Gambling Ordinance, participating in illegal gambling (such as betting with an illegal bookmaker) is also an offence. Upon conviction, an offender is liable to a maximum penalty of a $50,000 fine and imprisonment for nine months.
     
    Public education and provision of counselling and support services
     
    The Government attaches great importance to preventing gambling-related problems, particularly among youth. The Government established the Ping Wo Fund (PWF) in 2003 to finance both preventive and remedial measures to address the gambling-related problems. The Ping Wo Fund Advisory Committee (PWFAC) was also established to provide advice to the Secretary for Home and Youth Affairs on the use and application of the PWF.
     
    The PWF provides appropriate counselling, treatment and other support services to individuals affected by gambling as well as their family members. The PWF will also launch targeted public education and publicity campaigns to raise public awareness (particularly among young people) on the harms of gambling addiction, thereby mitigating its associated negative consequences.
     
    The PWF has consistently prioritised public education and awareness campaigns to raise public awareness on the harms of gambling addiction, and to increase public knowledge of the services available, enabling those in need to seek help at an early stage. These public education measures include providing financial support for non-governmental organisations and schools to organise public education programmes aimed at preventing and alleviating gambling-related problems, a publicity truck programme and other promotional efforts on traditional media and online platforms.
     
    The PWF’s funding support on public education and other publicity campaigns aimed at preventing and alleviating gambling-related problems has more than doubled over the past five years. Detailed figures are set out in the Annex.
     
    In the past five years, service-seekers aged 18 or below constituted 1-2 per cent of the total number of persons receiving counselling or treatment services from the four counselling and treatment centres funded by the PWF. These data indicate that there has been no substantial change in the prevalence of gambling among young people. Relevant data (including variation in other age groups) are set out in the Annex. Separately, according to the information from The Hong Kong Jockey Club (HKJC), the proportion of bettors in the 18-21 age group has consistently remained below 2 per cent in the past five years.
     
    We do not maintain a separate breakdown on individuals receiving counselling and treatment services due to illegal basketball betting.
     
    We will review the work of the PWF from time to time, with particular focus on young people, to enhance measures for preventing and alleviating gambling-related problems. The HKJC has also committed to donate to the PWF over a four-year period starting from 2023/24, with contributions set at $45 million per annum for the first two years and $50 million per annum for the subsequent two years.
     
    Regulations
     
    The Government currently regulates the HKJC’s betting activities through the Betting and Lotteries Commission (BLC). Restricting betting activities to a limited number of authorised and regulated outlets is to address the actual and persistent public demand for certain gambling activities which is being satisfied by illegal means and the issue cannot be tackled by law enforcement alone.
     
    According to the HKJC, the amount of football betting turnover ranged from $92.5 billion to $160.3 billion in the past five years. In addition, since the legalisation of football betting in 2003, it has diverted back to the legal channel over $1,581 billion of turnover, which would have continued to flow into the unregulated and illegal gambling market without the regulation.
     
    Under the existing mechanism, the Government requires the HKJC to submit regular work reports for review by both the Government and BLC. The HKJC is also required to meet with the Government and BLC on a regularly basis to report on its progress and plans, ensuring compliance with all licensing conditions and facilitating the review of current betting-related measures. The Home and Youth Affairs Bureau will continue to work closely with BLC to ensure that authorised betting activities are properly regulated.
     
    At present, a number of conditions have been imposed under the licences of horse race betting, football betting and Mark Six Lottery issued to the HKJC to require its adoption of measures to minimise the negative impact of gambling on the public, especially on young people. These conditions include that the HKJC:
     

    1. shall not accept bets from juveniles;
    2. shall not accept credit betting;
    3. shall display notices reminding the public of the seriousness of excessive gambling and provide information on the services available for those with gambling disorder; and
    4. shall not, in conducting any promotional activities, target juveniles, etc.

     
    As stated in the consultation document on the regulatory regime on basketball betting, the above stringent legal and regulatory restraints will continue to be put in place in the proposed basketball betting regime.
     
    We will continue to closely collaborate with the PWFAC and the BLC, observe the prevalence of gambling activities among Hong Kong people, maintain communication with relevant departments, and proactively enhance our efforts to prevent and alleviate problems relating to gambling. As mentioned above, the HKJC has committed to donate to the PWF over a four-year period from 2023/24. If it is decided to implement the proposed regulatory regime for basketball betting, the Government will request the HKJC to further increase the donation to the PWF for stepping up public education programmes, as well as enhancing counselling and support services.

         It is learnt that the Housing Department is actively promoting smart estate management, including employing drones to inspect lift shafts, external walls of buildings and pipes located beneath higher ceilings, utilising LiDAR-based localisation to capture images and analysing the images with artificial intelligence and thermal imaging technology to identify problems with the buildings, thereby reducing the risks of working at height and enhancing work efficiency. In this connection, will the Government inform this Council:
     
    (1) of the number of public housing estates (PHEs) where drone technology is applied in day-to-day management at present, and its percentage in the total number of PHEs in Hong Kong; whether it has compiled statistics on the specific effectiveness of the authorities in enhancing maintenance efficiency and reducing incident risks (e.g. ‍the time saved or the reduction rate of untoward incidents) since the implementation of smart estate management;
     
    (2) as it is learnt that, prior to using drones for inspections, the management offices of the relevant PHEs will notify households in advance, and the system will automatically blur faces to protect household privacy, of the standard procedures for notifying households (e.g. the number of days of advance notification and the means by which the notification is made) and the operational details of the automatic face blurring technology; how the authorities will handle privacy-related complaints from households arising from drone inspections; and
     
    (3) of the plans in place to further promote the application of drone technology and other innovative technologies in the management of PHEs (including the implementation timetable, the number of estates where such technologies will be applied, as well as an overview of the estimated expenditure and resource allocation)?

         The Hong Kong Housing Authority (HA) is actively promoting smart estate management through innovative technologies to enhance management efficiency and service quality; expedite the handling of maintenance of public facilities; strengthen hygiene and cleanliness; and enhance the sense of well-being and belonging among public rental housing (PRH) residents. In 2024, the HA selected ten public housing estates as pilot projects to proactively introduce suitable innovative technologies for smart estate management, such as the use of Internet of Things sensors, artificial intelligence (AI), mobile devices, and robots. In response to the questions raised by Professor the Hon Priscilla Leung, the reply is as follows:
     
    (1) and (3) In the past, inspections of building facades or lift shafts required work staff to perform on-site work, with the former involving working at height and the latter involving enclosed spaces, which are relatively high-risk types of work. With the advancement of technology, the HA has introduced the use of drones to assist in estate maintenance works in PRH estates since 2023. Compared with the traditional long-distance visual inspections, the use of drones for inspections of building facade not only reduces the risks of working at height for works staff, but also provides clearer, quicker, and safer results. As for the use of drones for lift shaft inspections, compared with the traditional method of scaffolding or setting up work platforms inside the lift shafts for manual survey, use of drones not only reduces the risks of works staff entering and leaving the lift shafts, but also gains a more precise understanding of the issues, and shortens lift suspension time significantly, thereby minimising the impacts and inconvenience to the residents. Drone inspections also make it feasible to survey in high-level and enclosed lift shafts.
     
         For building facade inspections, the HA’s drone inspection contract covers all PRH estates in Hong Kong. To date, the service providers have completed the required facade inspections for about 20 PRH estates, with inspections in others are ongoing.
     
         For lift shaft inspections, the HA has earlier successfully completed a trial use of drone inspections of lift shafts. Utilising the Light Detection And Ranging (LiDAR) positioning technology, the drone can be used by the site staff to conduct clear preliminary inspections and identify the necessary repairs at an early stage, such as concrete spalling and defects in electrical devices, and all can be more accurately displayed. Starting from early 2025, the HA has incorporated drone-based lift shaft inspection requirements in the consultancy contracts for lift modernisation projects. The HA also monitors the effectiveness of these inspections in improving maintenance efficiency and reducing accident risks, as well as collect the relevant data as the basis for further advancement in the future. The cost of drone inspections constitutes only a small portion of the overall estate maintenance and improvement works expenditures. Using drones to collect images and three-dimensional data can create detailed models, together with the AI algorithms, it allows a more precise identification of hard-to-reach defects. This enables works staff to co-ordinate the project and procure necessary materials more effectively, thus enhancing project efficiency. Additionally, using drones for inspections eliminates the need for scaffolding; shortens the inspection time and reduces the inconvenience caused by the works to the residents. At the same time, site staff does not need to enter high-rise enclosed space to check various equipment conditions, which can improve workplace safety management and make the overall process more time-efficient and effective.
     
         To further promote the application of innovative technologies in PRH estate management, the HA has established a dedicated co-ordination team to oversee the trial of various technologies across different management functions and review operational models, including updating workflows and manuals as well as providing appropriate training to staff. The HA will also launch a centralised property management platform within this year to optimise estate management operations through data analysis, so as to enhance management efficiency and improve service quality. The HA will closely monitor relevant technological developments and introduce more innovative technologies as appropriate to optimise estate management works.
     
    (2) Drones used for facade inspections are normally equipped with cameras, infrared detection lenses, and range finders, performing tasks such as capturing images, recording videos, and/or measuring specific targets during flight of designated routes. Through the images collected by the drones, together with AI technology, it helps identify areas of concern for repairs. The estate offices usually issue notices to the residents concerned 14 days before the filming takes place, advising them to close windows and draw curtains during the filming period, so that the residents can be informed of the arrangement and prepared in advance.
     
         Regarding the arrangement for using drones to inspect building facades, the HA has consulted the Office of the Privacy Commissioner for Personal Data (PCPD). The PCPD advised that drone operations in Hong Kong involving the collection, holding, processing, or use of personal data must comply with the Personal Data (Privacy) Ordinance (Cap. 486) and the relevant guidelines issued by the PCPD. In this connection, the HA has requested the service providers to formulate and strictly implement measures to protect residents’ privacy in accordance with the PCPD’s guidelines. Currently, service providers use AI to automatically detect and blur the portrait of a person, and ensure that no records containing identifiable images are retained, thereby safeguarding residents’ privacy. Furthermore, these processes must be irreversible, and the system must not retain unprocessed original images.
     
         The HA will endeavour to protect residents’ privacy. If any related complaints are received, the Housing Department will handle them in accordance with established procedures.

    An all-party Indian Parliamentary delegation, led by BJP MP Ravi Shankar Prasad, arrived in Brussels on Tuesday, marking the final leg of its European tour aimed at strengthening international consensus against Pakistan-backed cross-border terrorism.

    Highlighting the delegation’s bipartisan nature, the Indian Embassy in Belgium and Luxembourg posted on X: “’On One Mission, One Message, One India’. An All-Party Delegation led by Member of Parliament Ravi Shankar Prasad was received by the Indian Ambassador to EU, Belgium and Luxembourg Saurabh Kumar upon arrival in Brussels.”

    During the two-day visit, the delegation is scheduled to hold a series of meetings with EU officials and Belgian authorities to underscore “the scourge of terrorism, including cross-border terrorism, Pahalgam terrorist attack and India’s response to the same.”

    The group will reiterate India’s resolve to eradicate terrorism in all its forms and manifestations. Meetings with think tanks, members of the media, and the Indian diaspora in Brussels are also on the agenda.

    Brussels is the concluding stop on a multi-nation tour that has already taken the delegation through France, Italy, Denmark, and the UK.

    CSC, SURF and Nokia Achieve 1.2 Tbit/s Data Transfer to prepare long haul network for new LUMI-AI supercomputer and AI Factories

    Espoo, Finland – Nokia, CSC – IT Center for Science and SURF have successfully tested a high-capacity, quantum-safe fibre-optic connection exceeding 1.2 terabit per second (Tbit/s) between Amsterdam, the Netherlands and Kajaani, Finland with data traversing over 3500 kilometers. The trial, which was conducted in May 2025, demonstrated the potential of ultra-fast, cross-border connectivity for research.

    Tests were carried out along several routes, including the longest which spanned 4,700 km through Norway at a capacity of 1Tbit/s. To put this in perspective, 1 Tbit/s is enough to stream 200,000 full HD movies (at 5 Mbit/s each) simultaneously. 

    These results are particularly promising as the research community prepares for supercomputers and AI Factories to come online – where reliable, scalable, and secure connections will be critical to supporting some of the world’s largest datasets and most demanding workloads.

    The test used a combination of real research data and synthetic data, transferred directly from disk to disk – from SURF’s facility in Amsterdam to CSC’s data center in Kajaani, across five production research and education networks: SURF (the Netherlands), NORDUnet (Nordic backbone), Sunet (Sweden), SIKT (Norway) and Funet (CSC’s network in Finland).

    The network solution was based on Nokia’s IP/MPLS routing and quantum-safe optical networking gear. Nokia’s IP technology successfully demonstrated Flexible Ethernet (FlexE) to accommodate “elephant flows”, or very large continuous flows of data, and its high-capacity optical transport technology showed the ability to handle massive data sets generated by HPCs over long distances.

    With the exponential growth of research data, especially for training large-scale AI models, the need for resilient, high-throughput and secure connectivity is more critical than ever. This test confirms that multi-domain, high-capacity data transfers across European research networks are both feasible and future-ready. Testing an operational network connection over long distances provides unique insights into data transport and storage of large data volumes. The tests are crucial for improving the infrastructure for data-intensive research.

CSC’s data center in Kajaani already hosts the pan-European LUMI supercomputer and with the upcoming LUMI-AI supercomputer and AI Factory coming online, reliable and scalable data connections throughout Europe are essential.   • MIL-OSI China: Lee Jae-myung sworn in as S. Korea’s new president

    Lee Jae-myung was sworn in as South Korea’s new president on Wednesday after formally beginning his single five-year term earlier in the day.

    The country’s 21st president took the oath of office in the National Assembly building, saying in a televised inaugural address that he will serve all people whomever they supported in the presidential election.

    Lee of the majority liberal Democratic Party won 49.42 percent of support, defeating his archrival Kim Moon-soo of the conservative People Power Party by a wide margin of 8.27 percentage points.

    He stressed that the Asian country was standing at a turning point of great transformation in the face of challenges such as competition for artificial intelligence, climate change, and expanded protectionist moves.

    Lee vowed to start with efforts to boost people’s livelihoods and revive the faltering economy, saying his government will create new growth engines and share growth outcomes in a fair manner.

    The liberal leader noted that his administration will pursue balanced regional development across the country for sustainable growth while actively supporting its cultural industry.

    He pledged to build peace on the Korean Peninsula through dialogue and cooperation with the Democratic People’s Republic of Korea (DPRK) while protecting people from various accidents such as crowd crushes and airplane crashes.

    The president assumed duties without a transition period as he won the snap election, triggered by the removal of his predecessor from office over a botched martial law bid last December.

    The scaled-down inauguration event was attended by chiefs of the parliament, the supreme court, the constitutional court and the election watchdog as well as lawmakers and cabinet members.

    Before the event, Lee paid tribute at the Seoul National Cemetery where those who made sacrifices for the country are buried.

    LCQ3: Leveraging technology to promote tourism 
    Question:
     
        There are views pointing out that Hong Kong’s efforts to digitalise tourism services have failed to keep pace with development. It is learnt that the Mainland, Macao, Korea and Singapore have all leveraged technology to promote their tourism industries. In this connection, will the Government inform this Council:
     
    (1) given that the Government earlier on announced the deployment of augmented reality (AR) technology for the City in Time tourism project in the Kowloon City District, what further plans the Government has in place to apply AR and virtual reality (VR) technologies to tourist attractions, particularly sites commemorating the War of Resistance and historical attractions, and set out in a table the attractions where these technologies have been introduced and the number of users to date;
     
    (2) whether it will draw on the experiences of cities in Asia and the Mainland and make better use of the information available on the Hong Kong Tourism Board website to launch an all-in-one mobile travel application providing services such as travel guides, attraction recommendations, real-time traffic information, and discounts on accommodation and dining, while also analysing visitors’ behavioural patterns; if so, which government department or organisation will be responsible for designing, updating and maintaining the application, and of the implementation timetable; and
     
    (3) as it is learnt that the Immigration Department (ImmD) currently does not collect data on travellers’ arrival and departure patterns, their length of stay in Hong Kong, the provinces from which Mainland visitors came and the types of endorsement they held, etc, whether the Government will consider enhancing ImmD’s systems to obtain more traveller information for analytical purposes?

         With the advancement of information technology, smart tourism has become a new trend for visitors to plan their itineraries and to enhance visitors’ experience. “The Chief Executive’s 2023 Policy Address” proposed the establishment of an inter-departmental Working Group on Smart Tourism (the Working Group) to formulate and implement measures to promote smart tourism. The Working Group has completed the formulation of relevant strategies and measures, with details covering two strategic directions and 19 specific short, medium and long-term measures incorporated into the Development Blueprint for Hong Kong’s Tourism Industry 2.0 promulgated by the Culture, Sports and Tourism Bureau in December 2024.
     
         In consultation with the Security Bureau, our reply to the question raised by the Hon Ma Fung-kwok is as follows:
     
    (1) The Government has kept promoting the use of technology by tourist attractions to enhance facilities and transmission of information with a view to providing visitors with a more diverse and enriching experience. Currently, many major attractions in Hong Kong have already adopted technologies such as augmented reality (AR), virtual reality (VR), artificial intelligence (AI), interactive experiences and QR codes to facilitate visitors and enrich their experience. For example, Hong Kong Ocean Park has launched a new giant panda-themed attraction “Panda Wonders: An Illuminated Journey”, where giant pandas make appearances as cartoon characters through 3D projection technology and visitors may interact and take photos with AR giant pandas; the Hong Kong Disneyland Resort makes use of AR technology to blend physical scenes with digital storytelling experiences to enhance visitors’ interaction with Disney characters and immersive participation; the two museums in the West Kowloon Cultural District also incorporate AR and VR technologies into cultural and artistic activities, for instance, M+ interactive media room offers innovative VR and digital artworks, which are well received by visitors. Many exhibitions flexibly utilise elements such as VR, projection and interactive devices, such as the “FLASH! The Palace Museum – A Pop-Up Digital Experience” held at Tai Kwun in January 2025 which made use of these elements to vividly recreate the essence of the Palace Museum’s cultural treasures.
     
    Besides, the “City in Time” project taken forward by the Tourism Commission and many museums under the Leisure and Cultural Services Department, including the Hong Kong Museum of History (HKMH) and the Hong Kong Museum of the War of Resistance and Coastal Defence (MWRCD), have adopted the AR or VR technologies. Further details are as follows:
     
    The “City in Time” project makes use of AR and creative media art through mobile application to bring back to life the history of individual landmarks. Phase I of the project was completed in 2021 at 28 locations around Central, Jordan, the Peak, Sham Shui Po, Tsim Sha Tsui and Yau Ma Tei. Phase II of the project has been launched in stages from 2024 onwards and the project has now been extended to Lei Yue Mun and Tai Hang. Preparations are underway for expanding the project to Kowloon City in 2025. As at April 2025, the cumulative number of page views on the project website exceeded 152 000, while the cumulative number of downloads of the project’s mobile application exceeded 31 000.
     
    The HKMH is hosting “The Hong Kong Jockey Club Series: The Great Unity – Civilisation of the Qin and Han Dynasties in Shaanxi Province” exhibition, which features an interactive zone with AR exhibits to enhance visitors’ understanding of the history and cultures of the Qin and Han dynasties. The HKMH recorded over 940 000 visitors in 2024-25.
     
    The permanent and thematic exhibitions currently presented at the MWRCD give an account of the history of Japan’s aggression against China and Hong Kong’s participation in the War of Resistance, as well as the missions and contributions of guerrillas after the fall of Hong Kong. The MWRCD complements the exhibitions with interactive installations, videos and oral history from veterans, and employs technologies such as VR in events from time to time, allowing visitors to engage with history through various media. The MWRCD recorded over 160 000 visitors in 2024-25.
     
    (2) The Hong Kong Tourism Board (HKTB) has been striving to advance Hong Kong to be a smart tourism destination. In terms of information dissemination, the Discover Hong Kong platform of the HKTB currently adopts a web application (Web App). In fact, Web Apps have developed into a new trend in recent years. Compared to mobile applications (Mobile App), which require downloading, updating, and occupy storage space, Web Apps are more convenient to users as visitors can simply access them through the web browser of their mobile phones. In addition, the HKTB constantly enhances and enriches the content of the Discover Hong Kong, providing visitors with comprehensive, reliable and up-to-date travel information. For example, riding on the recent Tuen Ng Festival long weekend of the Mainland, the HKTB featured dedicated pages on the Discover Hong Kong, consolidating useful travel information such as citywide events, exclusive offers, transportation updates and operating hours of attractions to attract and help visitors travel to Hong Kong.
     
    The HKTB is currently developing a “Live Travel Map” and kick-starting the preliminary development of “Smart Itinerary Planner” on the Discover Hong Kong, to assist visitors in obtaining real-time travel information in different parts of Hong Kong and provide them with personalised itinerary suggestions.
     
    (3) The Immigration Department (ImmD) controls all entries into and exits from Hong Kong, examining passengers arriving and departing by land, sea and air. The visitor statistics collected and maintained by the ImmD during daily immigration control operations are also provided to relevant Government departments and organisations in support of their statistical and research work. For instance, the visitor statistics that the ImmD currently provides to the HKTB on a regular basis include: foreign visitor statistics by nationality, mode of entry/exit, gender, age, and length of stay, arrival statistics of Mainland visitors by type of endorsement/travel document and mode of entry/exit etc. In addition, during specific festive periods, the ImmD also provides, at the HKTB’s request, relevant information on departing visitors’ age, gender, nationality and arrival time on a daily basis.
     
    The ImmD does not maintain statistics on provinces that Mainland visitors were from as mentioned in the question.
