    Class Description

    At the end of this course, participants will be able to conduct an official inspection and test of vehicle-tank and loading-rack meters using the NIST Examination Procedure Outlines for these devices and the current edition of NIST Handbook 44. Students will participate in presentations regarding meter design, operation, and installation and will learn how to calculate and apply corrections to test results to account for the effects of temperature on metered product and proving equipment. This class includes a combination of classroom lecture, participant-centered exercises, and practical application of the material in a field exercise. This course requires that students participate in a webinar prior to the class on temperature corrections for large-meter testing. Students are also required to complete a self-study course on NIST Handbook 44 prior to attending the class and will be required to complete a one-hour pre-work assignment due on the first day of class. This course includes a written “pre-examination” and a written final examination. In order to be able to independently apply the material taught in this class and attain proficiency with the material, students must supplement this course with ongoing, practical experience under the close supervision of more experienced officials or service personnel until full competence is demonstrated. 

    After the completion of this course, using your references and notes, you will be able to:

    • DESCRIBE the requirements specified in NIST Handbook 44 for VTMs and LRMs;
    • DESCRIBE the components of an inspection of VTMs and LRMs;
    • DESCRIBE the major functional components of typical VTMs and LRMs;
    • DESCRIBE the operation of a positive-displacement metering system;
    • LIST three types of tolerances used when testing VTMs and LRMs.
    • APPLY the correct applicable tolerance to a VTM and an LRM under test;
    • DESCRIBE how to select the proper size test draft for a VTM and an LRM test;
    • NAME three items that will increase your safety when testing a VTM and an LRM;
    • LIST five items of basic equipment used when testing VTMs and LRMs;
    • DESCRIBE the proper procedures for setting up, reading, and draining provers;
    • LIST and DESCRIBE the minimum tests and examination procedures to be performed when testing VTMs and LRMs and describe the purpose of each type of test;
    • EXPLAIN and APPLY corrections to account for changes in temperature during testing of VTMs and LRMs;
    • IDENTIFY three key reasons why report forms are important;
    • LIST the three “categories of devices” relative to sealing and describe the corresponding required methods for sealing each category;
    • LIST the two basic types of metrological parameters that must be sealed; and
    • DESCRIBE the tasks that must be completed following the inspection and testing of VTMs and LRMs.

    Participants must have completed the NIST Handbook-44 Self Study course found at: NIST Handbook 44 (2009 ed) Self-Study Course and participated in the pre-class webinar on June 4, 2025, and completed a prework assignment due on the first day of class.  

    Successful completion of the class requires a passing grade on the final examination as well as attendance and participation in all classroom lectures and practical exercises.

    NIST does not assess a registration fee for this training. The host is not assessing a registration fee. Participants are responsible for their travel, lodging, and meal expenses. Participants are responsible for making their own travel arrangements and for arranging transportation to and from the classroom.

    Participants MUST bring a calculator with at least basic, 4-function capability. Cell phone calculators are not recommended. Participants may also bring laptops; however, laptops are not required for the class.

    Participants will be provided with a course manual and a copy of the current NIST Handbook 44.

    Paris, June 4, 2025 – The Capgemini Research Institute’s World Wealth Report 2025, published today, reveals the global high-net-worth individuals1(HNWIs) population rose by 2.6% in 2024. Now in its 29thedition, the report finds this increase was driven by the growth in the population of ultra-high-net-worth individuals (UHNWIs), which grew by 6.2%, as strong stock markets and AI optimism boosted portfolio returns. The data indicates that alternative investments2, such as private equity and cryptocurrencies, are now an established presence in HNWI holdings, representing 15% of their portfolios.

    Bullish stock market performance in the U.S. fuels wealth increase
    A favorable interest rate environment and strong U.S. equity market returns helped boost wealth creation in 2024. North America saw the biggest gains, with the HNWI population rising by 7.3%. In contrast, Europe, Latin America and the Middle East saw declines in their HNWI populations, as macroeconomic challenges weighed.

    At the end of 2024, according to Capgemini’s research: 

    • Europe’s HNWI population declined 2.1% due to economic stagnation in major countries, with United Kingdom, France and Germany losing 14,000, 21,000 and 41,000 millionaires, respectively. In contrast, Europe’s UHNWI population rose 3.5%, reflecting increased wealth concentration.
    • Asia-Pacific’s HNWI population increased 2.7%, with notable variability across the region.
    • Latin America’s HNWI population declined 8.5%, due to currency depreciation and fiscal instability. Brazil (-13.3%) and Mexico (-13.5%) witnessed the biggest population declines.
    • The Middle East’s HNWI population declined 2.1%, driven by lower oil prices.

    Within the largest individual markets, the U.S. was the clear leader, adding 562,000 millionaires as the country’s HNWI population grew by 7.6% to 7.9 million. India and Japan were standouts in the Asia-Pacific region, with both countries registering 5.6% growth, adding 20,000 and 210,000 millionaires, respectively. In contrast, growth in China was negative, with HNWI population declining by 1.0%.

    Next-gen HNWIs seek wealth management firms that align with investment priorities
    Wealth management firms are actively preparing for a new era of wealth transfer in which 83.5 trillion USD3 will change hands over the next two decades, creating the next generation of HNWIs4. According to the report, this handover will unfold in three phases: 30% of HNWIs will receive an inheritance by the end of 2030, 63% will inherit wealth by the end of 2035, and 84% by 2040.

    “The great wealth transfer will be a defining moment for the industry. Despite global wealth on the rise, 81% of inheritors plan to switch firms within one to two years of inheritance. Potentially losing these unsatisfied clients is going to create significant risk for the global wealth management sector,” said Kartik Ramakrishnan, CEO of Capgemini’s Financial Services Strategic Business Unit and Group Executive Board Member. “The next-generation of high-net-worth individuals arrive with vastly different expectations to their parents. This necessitates an urgent shift away from traditional strategies to effectively cater to their evolving needs on this wealth journey. Firms must also prepare to equip advisors with the digital capabilities, potentially augmented with agentic or generative AI, to mitigate the risk of losing both clients and key employees.”

    As of January 2025, HNWI investors parked 15% of their portfolios in alternative investments, including private equity and cryptocurrencies. They are willing to take more risks to expand their wealth – allocating capital to higher growth asset classes and niche product offerings, notably by 61% of millennial and Gen Z HNWIs.

    To attract next-gen HNWIs, wealth management firms must rethink
    The report highlights that wealth management firms need to refresh and revamp their services and offerings to resonate with the next-gen HNWI customer base. Including:

    • Private equity and cryptocurrencies: 88% of advisors observe a greater interest in alternative assets amongst this group of investors over baby boomers
    • New offshore booking centers: 50% of advisors indicate their lack of capabilities in emerging wealth hubs – Singapore, Hong Kong, UAE and Saudi Arabia – will drive these clients to alternate firms, as they seek diversification, better returns and a favorable regulatory environment
    • Tailored services: concierge services such as luxury travel, medical care, and safeguarding against cyber threats, rank as the top non-financial value-added service most sought after
    • Digital interactions: advisors rank a digital platform providing a holistic client view and actionable insights as the most important capability to effectively serve next-gen HNWIs, followed by intelligent automation of operational tasks like meeting summaries and emails

    Insufficient support from wealth management firms makes advisors a flight risk
    According to the report, one-in-three advisors express dissatisfaction with their firms’ lack of digital capabilities, negatively impacting their productivity, and creating a technological divide. In addition, 62% of next-gen HNWIs say they would follow their advisor if they moved to a different firm. Altogether, this directly impacts retention, as advisors struggle to engage these digital-native clients.

    Beyond digital resources, the industry is on the cusp of a talent shortage amid an unprecedented transfer of wealth to Gen X, millennial, and Gen Z inheritors. In the next 12 months, one in four advisors plan to be on the move, with a majority transitioning to a competitor firm and a few starting their own ventures. Additionally, 20% of advisors say they will retire by 2035, with 48% planning to retire by 2040.

    As the great wealth transfer unfolds, the wealth management industry will need to reimagine product offerings through tailored investment options for next-gen HNWIs. Firms must empower and engage advisors with an intuitive digital experience across all channels to secure their loyalty, the report concludes.

    • Bitcoin mined: 31 BTC (vs 30 BTC in Apr 2025)
    • Hashrate: 1.89 EH/s (vs 1.93 EH/s in Apr 2025)
    • Bitcoin balance: 350 BTC (vs 351 BTC in Apr 2025)

    During May 2025, DMG’s realized hashrate was 1.89 EH/s, approximately flat compared to April’s reported 1.93 EH/s. The Company reached its 2.1 EH/s hashrate target in early May, supported by the deployment of additional Bitmain S21+ Hydro miners. Throughout May, DMG reduced the hashrate of a portion of its fleet—particularly its Bitmain T21 miners—in response to rising ambient temperatures. The Company also continued to experience hydro infrastructure challenges, although its hydro-cooled miners continued to perform well.

    DMG’s bitcoin balance of 350 BTC at the end of May was similar to the prior month end. The Company sold bitcoin during the month to fund operating expenses and further reduce its loan balance with Sygnum Bank, in line with prior guidance.

    On the evening of May 29, President Lai Ching-te attended the 2025 Europe Day Dinner. In remarks, President Lai stated that Taiwan looks forward to further establishing institutionalized mechanisms with Europe for our trade and investment ties and hopes to take an innovative and diverse approach to sign an economic partnership agreement with the European Union, to provide a more transparent, stable, and predictable business environment for our enterprises. The president said that Taiwan will actively work alongside other democracies, including those in Europe, to jointly build resilient, promising non-red supply chains, and noted that Taiwan and Europe have endless potential for collaboration, whether it is in safeguarding freedom and democracy or advancing our economic and trade relationship. He expressed hope to further strengthen our partnership and work together toward global peace, stability, and prosperity. A transcript of President Lai’s remarks follows: Chairman [Henry] Chang (張瀚書), thank you for the invitation, and congratulations on your second term. I’m confident that under your leadership, the ECCT [European Chamber of Commerce Taiwan] will build even more bridges for cooperation between Taiwan and Europe. I would also like to thank EETO [European Economic and Trade Office] Head [Lutz] Güllner and all the European country representatives stationed in Taiwan. Your hard work over the years has helped deepen Taiwan-Europe relations and brought about such fruitful cooperation. Thank you. This year we celebrate the 75th anniversary of the Schuman Declaration. In 1950, then-French Foreign Minister Robert Schuman proposed to create a European federation dedicated to preserving peace. The declaration symbolized a new flowering in the post-war era of democracy, unity, and cooperation. As we face the geopolitical challenges and drastic economic changes of today’s world, the Schuman Declaration still speaks to us profoundly. This year is also the 80th anniversary of the end of World War II in Europe. Moving forward, Taiwan will continue to advance cooperation with our democratic partners, and will join hands with Europe to build a partnership of even greater resilience and mutual trust. Europe is Taiwan’s third largest trading partner. It is also Taiwan’s largest source of foreign direct investment. Last year, bilateral trade between Taiwan and Europe totaled US$84.7 billion. This demonstrates our vibrant economic and trade ties and reflects the high levels of confidence our businesses have in each other’s markets and systems. We look forward to Taiwan and Europe further establishing institutionalized mechanisms for our trade and investment ties. Today’s Taiwan has an internationally recognized democracy and a semiconductor industry vital to global security and prosperity. This enables us to play a key role in restructuring global democratic supply chains and the economic order. In particular, we see supply chains dominated by a new authoritarian bloc expanding their influence through non-market mechanisms, price subsidies, and monopolies on resources, as they seek global control of critical technologies and manufacturing capabilities. Their actions not only distort principles of market fairness, but also threaten the international community’s basic expectations for democracy, the rule of law, and corporate responsibility. In response, Taiwan will actively work alongside other democracies, including those in Europe, to jointly build resilient, promising non-red supply chains. We will also introduce an initiative on semiconductor supply chain partnerships for global democracies.     President Lai meets US delegation led by Senator Tammy Duckworth
    On the afternoon of May 28, President Lai Ching-te met with a delegation led by United States Senator Tammy Duckworth. In remarks, President Lai thanked the US Congress and government for their longstanding and bipartisan support for Taiwan. The president stated that Taiwan will continue to strengthen cooperation with the US and jointly safeguard regional peace and stability. He pointed out that the Taiwan government has already proposed a roadmap for deepening Taiwan-US trade ties and will encourage mutual investment between Taiwanese and US businesses. Senator Duckworth previously visited in May last year to convey congratulations after the inauguration of myself and Vice President Bi-khim Hsiao. Your bipartisan delegation was the first group from the US Senate that I met with as president. Today, you are visiting just after the first anniversary of my taking office, demonstrating the staunch support of the US and our deep friendship. In recent years, Taiwan-US ties have grown closer and closer. The US has become Taiwan’s largest destination for overseas investment, accounting for over 40 percent of Taiwan’s outbound investment. The SelectUSA Investment Summit held in Washington, DC earlier this month was the largest in its history.     On the morning of May 27, President Lai Ching-te met with a delegation led by Governor Lourdes A. Leon Guerrero of Guam and her husband, and hosted a luncheon for the delegation at noon. In remarks, President Lai noted that this is the governor’s first trip to Taiwan, fully demonstrating the Guam government’s support and high regard for Taiwan. The president said that Guam, being the closest United States territory to Taiwan, is an important bridge for collaboration between Taiwan and the US. He stated that aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas to further advance industrial development for both sides. He said that, as we begin a new chapter, we look forward to working together to generate even more momentum in bilateral cooperation and exchanges. Last month, we were pleased to see United Airlines officially launch direct flights between Taipei and Guam. I believe this will benefit tourism and economic and trade exchanges for both sides. In the area of health care, many hospitals in Taiwan already offer referral services to patients from Guam. Both Governor Leon Guerrero and I have backgrounds in medicine. It is my hope that Taiwan and Guam can continue to work hand in hand to create even more positive outcomes from cooperation in public health and medical services. During the governor’s visit, aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas. There is potential for more exchanges in aquaculture, food processing, hydroculture, manufacturing, pharmaceuticals, and recycling. This will further advance industrial development in Taiwan and Guam. In closing, I thank Governor Leon Guerrero and all our distinguished guests for backing Taiwan. After being elected last year, MEPs Reinis Pozņaks and Beatrice Timgren are making their first visits to Taiwan, demonstrating support for Taiwan through concrete action. Just as MEPs Pozņaks and Timgren are visiting Taiwan to strengthen Taiwan-EU exchanges, our Minister of Economic Affairs Kuo Jyh-huei (郭智輝) also led a delegation to Europe last year, marking the first in-person dialogue between high-ranking economic and trade officials of Taiwan and the EU. Moving ahead, we look forward to bringing Taiwan-EU ties even closer and to diversifying our cooperation. The EU is Taiwan’s largest source of foreign investment. Both sides are highly complementary in such areas as semiconductors, AI, and green energy. Through our joint efforts, we can create more resilient supply chains for global democracies and further contribute to global prosperity and development. Looking ahead, I hope that MEPs Pozņaks and Timgren will continue to make the case in the European Parliament for the signing of a Taiwan-EU economic partnership agreement. MEP Pozņaks mentioned that he comes from Latvia, and despite their being on the other side of the world, they know how the Taiwanese people feel, because they also have a big neighbor who is claiming that Latvia belongs to them. Unfortunately, he said, there is already war in Europe, but he is confident that their situation is similar to Taiwan’s, adding that they have a neighbor who uses disinformation attacks. MEP Pozņaks said that we live in very challenging times, and that our choices will define the future of the world, asking whether it will be a world where the rule of law prevails or where physical power and aggression succeeds. Coming from a small country, he said he clearly understands that for them there is no other possibility; they must protect the world where the rule of law prevails. That is why now, he emphasized, it is very crucial for all democracies around the world to stick together to protect our freedoms, values, and democracy. MEP Timgren then delivered remarks, thanking President Lai for meeting with them and saying it is a big honor. Noting that they arrived here two days ago and that while she really loves Taiwan, its food, and the good weather, she stated that the reason they are here is because of the values that we share, our good relationships, and solidarity with other democratic countries in the world, which is important for them in Europe and in Sweden. MEP Timgren, referring to MEP Pozņaks’s earlier remarks, said that they face a big threat from Russia that is discernible even in the European Parliament. Actually, she pointed out, there is a war inside Europe that shows us how important it is that we support one another. She said that the Russian people thought it would be easy to take over Ukraine, but it was not, because all European countries stepped up and provided weapons and support. And that is why, MEP Timgren said, it is important that democratic countries maintain good relationships and let China and Russia see that we have good relationships, because a part of defense is solidarity. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

    China has launched a campaign to clean up harmful and illegal content related to the national college entrance examination, or gaokao, across the internet, the Ministry of Education said recently.

    The ministry, along with the Cyberspace Administration of China and the Ministry of Public Security, announced a joint effort to investigate and punish people who participate in online activities that threaten the fairness and integrity of the exam, which will begin on Saturday.

    Authorities recently issued a stern warning reminding the public that the internet is not beyond the reach of the law. Individuals and organizations that fabricate or spread rumors, disturb public order or intentionally disseminate false information — such as by leaking fake exam questions or answers or making fraudulent admissions offers — could face criminal penalties.

    Online platforms must intensify monitoring, promptly remove posts that spread misinformation or promote illegal activities, and suspend or shut down relevant accounts.

    Particular attention should be paid to activities involving sales of fake questions or answers, organized cheating and admissions scams.

    Content generated by artificial intelligence to mimic official documents or disseminate fake exam notices is also under scrutiny.

    Students and parents are urged to access information only through official channels of education departments, testing centers and universities, and to avoid falling for scams such as those guaranteeing admissions to universities.

    The education ministry highlighted that real exam questions are top secret and are strictly protected at every stage. Any online offer of “test questions for sale” or “exclusive insider materials” is almost certainly fraudulent.

    Promotional tactics by some training agencies and media accounts, including claims of access to “confidential materials” or predictions made by “exam insiders” or AI models, were also condemned as misleading and commercially motivated.

    The public is encouraged to report any suspected illegal activity related to the gaokao to local education authorities or law enforcement. Victims of fraud should immediately contact the police to protect their legal rights.

    According to the ministry, more than 13 million students have registered for this year’s exam.

    Over 95 percent of China’s top-tier public Traditional Chinese Medicine (TCM) hospitals have established pediatric departments as part of efforts to enhance healthcare services for children, authorities said Tuesday.

    At a press conference held by the National Administration of Traditional Chinese Medicine, officials revealed that by the end of 2023, over 95 percent of tertiary-level and 72 percent of secondary-level public TCM hospitals nationwide had set up pediatric units.

    They also noted that TCM holds unique advantages in treating common childhood illnesses and delivering preventive healthcare services.

    The administration is carrying out pilot programs that apply TCM approaches to tackle pressing childhood health issues such as obesity, scoliosis and myopia.

    By November 2025, authorities aim to achieve full pediatric department coverage in all tertiary public TCM hospitals and establish pediatric units in over 80 percent of secondary public TCM hospitals.

By flexibly combining generative AI (text audio, text image) specialized for each data format, OmniFlow can learn high-precision Any-to-Any models even with a small number of data (text audio images) consisting of all three sets of modalities, and has succeeded in significantly reducing the cost of creating training data.     This technology has been internationally recognized for its advanced technology and has been accepted at CVPR 2025, a top conference for AI and Computer Vision. It will be presented at the plenary conference to be held in Nashville, USA from June 11, 2025 to June 15, 2025.

    ■Details of the technology

In recent years, multimodal generative AI that incorporates audio in addition to text and images has been attracting attention, but the method of obtaining data that includes all text, images, and audio has been limited, and it has been costly to increase variations.
    The solution to this problem is the key to accelerating the use of multimodal generative AI, and research has been actively conducted in recent years. In fact, a method that can learn even if the combination of different data including all the data formats you want to handle is not completely aligned has recently been proposed, but it is realized by averaging the input data. It can be said that there is still a lot of room for improvement in terms of expressive ability.
    On the other hand, we have developed OmniFlow, which extends the existing framework of image generation flow matching*, and can learn complex relationships between data that cannot be obtained by averaging by connecting and processing three different data features during the generation process. (Fig. 2)

    A big advantage of OmniFlow is that you can easily connect AIs that specialize in text-to-image and text-to-audio generation into a single multimodal generative AI.     In the evaluation experiment, the performance of the “text→image” and “text→audio” generation tasks was compared with existing methods. (Fig. 4) As a result, it was confirmed that OmniFlow has the best performance among any-to-any methods (Generalist) and specialized methods for each task. We also found that the data size required to train OmniFlow can be reduced to up to 1/60 compared to other any-to-any methods.

    ■Future prospects

    The newly developed OmniFlow is an any-to-any method that flexibly combines generative AI specialized for each data format (text→audio, text→image) and is highly accurate even if the number of training sheets for all three data pairs (text audio image) is small. By learning this technology in various fields such as factories and lifestyles, it will be possible to generate various types of data specialized in those sites, and it is expected to expand the range of applications of multimodal AI.

    ​The Hong Kong Economic and Trade Office (Toronto) (Toronto ETO) supported the inaugural edition of the Kung Fu Film Festival (Festival), which has presented six screenings of martial arts movies across the Greater Toronto Area from May 31 to June 1 (Toronto time) to celebrate the 50 years of Hong Kong’s kung fu cinema heritage and its influence on global film culture.

    To mark the festival’s debut, Toronto ETO hosted an opening ceremony in Markham on May 31 with the presence of Canada Hong Kong Intercultural Association President and the Festival Chair, Ms Connie Yu, Secretary Manager of Southern Film Culture Foundation and the Festival Curator, Ms Catherine Lam, along with the Consul-General of the People’s Republic of China in Toronto, Mr Luo Weidong, Senator Mr Woo Yuen-pau, Member of Parliament of Canada Mr Michael Ma and about 50 guests from the local film, cultural and business communities. Some of them also graced the closing ceremony before the screening of the Hong Kong production “Twilight of the Warriors: Walled In” directed by Soi Cheang and starring Louis Koo, Raymond Lam and Philip Ng in Toronto on June 1.

    Speaking at the closing ceremony, the Acting Director of the Toronto ETO, Mr Gavin Yeung, highlighted Hong Kong’s position as an international hub for the arts, cultural and creative industries.

         “Each film featured in this festival is a gem of Hong Kong’s film industry,” Mr Yeung shared. “Over the decades, Hong Kong movies and film talents have won numerous international awards. Many Hong Kong actors, directors, cinematographers and producers have become household names at global level.”

    Mr Yeung also reaffirmed the commitment of the Hong Kong Special Administrative Region Government to supporting the cultural and creative industries, noting that significant funding has been approved through the Film Development Fund for film projects. He added that the Toronto ETO would continue to bring more Hong Kong films to participate in various international film festivals across Canada.

    The two-day festival curated a selection of six Hong Kong martial arts films produced between 1974 and 2024, including “The Shaolin Temple” (including a special AI anime version), “Martial Club”, “Ip Man 3”, “Kids from Shaolin”, “Hapkido”, and “Twilight of the Warriors: Walled In”, offering Canadian audience a dynamic view into the evolution of Hong Kong-produced kung fu cinema.

    In addition, a student seminar with Q&A session was held during the festival at Cineplex Cinemas Scarborough on June 1. The audience actively engaged in the discussion and shared their views on Hong Kong’s martial arts movies.

    Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, questioned Department of Education (ED) Secretary Linda McMahon at a Senate Appropriations Labor, Health and Human Services, Education, and Related Agencies Subcommittee hearing on the president’s fiscal year 2026 budget request for the Department. Senator Murray pressed Secretary McMahon on the indiscriminate mass firings of employees across the Department, the lack of transparency from the Department as it illegally withholds funds that were already appropriated by Congress, and how the Trump administration talks a big game about tackling antisemitism in schools but is actually dismantling the very office charged with investigating it and enforcing federal civil rights laws for students.

    “Good morning, Secretary McMahon. You know, President Trump has made clear that he wants to abolish the very department that you lead. And we know here that you cannot eliminate the Department of Education without an act of Congress—but I’m afraid that has not stopped you from preventing the Department from actually doing its job.

    “You have indiscriminately shuttered offices and pushed out half of the Department’s staff. And under your leadership, we have seen critical research to improve student outcomes axed overnight—and funding for mental health services and teacher training, among a whole lot, abruptly cut off and discontinued.

And I just don’t believe that’s how things should work in America—I don’t believe that’s good for our students and I don’t believe it is good for our families.

So, I want to know from you: before you cut that much staff, did you conduct any analysis to assess whether or not it would degrade support and services for students and our schools? Or how the Department would still be able to execute the law after losing so many employees?”

    Secretary McMahon responded, “Yes, we did talk to the Department itself, OCR.”

    “But did you do an actual analysis?” Senator Murray pressed.

    “What we looked at across was, how can we restructure the Department so that we can maximize the use of the people who are there? So, what we did was in, like, training manuals and things of that nature, to look at it and say, okay, we can better operate if we focus on—” SecretaryMcMahon replied.

    “So, this was a conversation. You didn’t do an actual analysis to determine what the effects of this would be?” Senator Murray clarified.

    “No,” replied Secretary McMahon.

    “So, no study was done. They were just fired, and you assumed that it would work?” Senator Murray asked.

    Secretary McMahonreplied, “No, obviously not. I have been in the private sector and done restructuring before in companies, and it’s painful to do.”

    “It is painful, but normally companies look ahead and say: what are our goals and what will be the impact if these employees are gone from this Department? That’s why I asked. But you’ve not done an analysis, and my time is short, so let me continue,” said Senator Murray.

    [REFUSAL TO DETAIL HOW ED IS SPENDING FUNDING]

    Senator Murray turned to the lack of transparency from the Department about how it is spending funding that has already been provided: “You were required—by law—to submit an operating plan 45 days after enactment of the full-year CR detailing exactly how you are spending funding Congress provided this year. You didn’t do that. The purported ‘operating plan’ that you did submit told us virtually nothing about how you are spending taxpayer dollars right now, at this very moment. And that really raises concerns about when—and actually if—you are going get funding that Congress did provide for FY25 out the door. For example: your FY26 budget request zeroes out dedicated funding for literacy education programs, and your operating plan for this year describes this funding as ‘unallocated.’ So, will you allocate the $220 million for literacy programs that Congress appropriated for FY25?”

    Secretary McMahon refused to commit to spending the funding Congress provided for literacy programs, stating: “Well, Senator, as I mentioned earlier, we are looking at the unallocated dollars now to determine which of those programs we can best spend those dollars on. And I would be happy to get back to you. And we want to work with Congress on those unallocated dollars to see where they could be spent the best.”

    Senator Murray pressed on whether ED will release the funds: “Well, what is your plan to make sure that, that funding actually gets to the schools and students is intended to support? We’re running out of time here.”

    “Well, to look at those programs and then to allocate them to the states. If those programs, we believe is the best interests…” said Secretary McMahon.

    “Those funds were appropriated by Congress. Your department was to allocate them, and it really looks to me like the Department is illegally impounding funding that would help our students succeed with plans that don’t exist—and just day after day going by here. And that’s our concern,” saidSenator Murray.

    Secretary McMahon replied, “Well, let us work more with you as we update those allocations, as we did before.”

    “When do you plan to have those funds out by?” pushed Senator Murray.

    “Well, the funds that we are approving will go out in this year,” Secretary McMahon responded.

    Senator Murray replied, “Like in this next month, or..?”

    “In the fiscal year,” saidSecretary McMahon.

    “You’re running out of time. So, we need to see what the plan is if you can provide it,” said Senator Murray.

    Senator Murray and House Appropriations Committee Ranking Member Rosa DeLauro sent a letter to Office of Management and Budget (OMB) Director Russ Vought last week calling out the Trump administration’s lack of transparency about how it is spending funds provided by Congress for this year—noting the complete inadequacy of the spend plan, required by law, that the Department of Education submitted.

    [DISMANTLING THE OFFICE FOR CIVIL RIGHTS]

    Senator Murray then addressed how the Trump administration has been dismantling the Office for Civil Rights, which is the office charged with enforcing federal civil rights laws in schools and investigating discrimination, noncompliance with federal law and more. Under Secretary McMahon’s leadership, half of OCR’s staff have been eliminated and investigations have been hamstrung, and President Trump has requested a nearly 36% cut to OCR’s budget. She began: “Secretary McMahon, the Administration says that one of its priorities is tackling antisemitism in our schools—that’s correct, right?”

    “Correct,” replied Secretary McMahon.

    “Well, the Office for Civil Rights at your Department takes the leading role in preventing antisemitism and enforcing our nation’s civil rights law. It is really an important mission. But as you hopefully know, that office is under water. What is the current backlog at OCR, can you tell us that?” inquired Senator Murray.

    Secretary McMahon said, “We inherited about a 20,000 backlog from the Biden administration. One of the things that we found is some of those cases were like one-page complaints, and we’ve really been able to get rid of many of them and we are fulfilling…we absolutely are fulfilling all of our statutory requirements—have not failed to do any of those. And not only are we reducing the backlog, but we are keeping up with the current amount with a reduced staff because we are doing it efficiently.”

    “If you don’t have the staff, you can’t do them,” Senator Murray pressed.

    “If you have an efficient staff that has changed programs and you are addressing all of the issues, then you are being successful. So, I am answering your question by completely answering it,” replied Secretary McMahon.

    “Actually, Madam Secretary, my question is what is the current backlog?” asked Senator Murray.

    Secretary McMahon replied, “The current backlog is probably about—let’s see I’m looking at my numbers now—about 2,500 cases.”

    “2,500, and how many are you processing per month? Do you have any sense?” Senator Murray asked.

    “Well, we’re catching up with the backlog. And keeping current on the ones that are coming in,” dodged Secretary McMahon.

    Senator Murray pressed, “But you don’t know how many you are processing every month? You can’t tell us so we can get an idea?”

    “I can get back to you with that,” said Secretary McMahon.

    “Would you? If you could commit to giving us quarterly reports so we can know whether OCR is simply dismissing these cases or doing its job,” replied Senator Murray.

    Secretary McMahon responded in part, “I would be happy to do that.”

  • MIL-OSI New Zealand: Banking – ASB Business Survey: The impact of Trump’s tariffs, according to Kiwi businesses

    Research released today by ASB, supported by Talbot Mills Research, shows Kiwi businesses see US tariffs as more impactful than Covid-19 or the Global Financial Crisis.  More than 300 business leaders, including CEOs and founders, contributed to the study, giving their insights on President Trump’s recently announced trade policies.

     

    • Two-thirds (67%) of businesses are concerned about the impact of proposed US tariffs in the next 12 months, with nearly 80% of exporters concerned
    • Kiwi business leaders believe Trump’s tariffs will have a more severe global impact than Covid-19 and the GFC
    • Meat, dairy and wine are seen as the most vulnerable within Food and Fibre sector, while businesses predict wool and seafood would fare better
    • Nearly one-quarter (24%) of Kiwi businesses see at least some opportunity in the tariffs
    • More than one-third (39%) of respondents listed support of banks as critical to navigating the current environment

     

    Tariffs: a threat and an opportunity for Kiwi businesses

    ASB’s Executive General Manager Business Banking Rebecca James says: “We’re seeing sustained market volatility with the ever-changing political decisions around tariffs, which naturally creates a heightened sense of uncertainty for businesses. It’s clear businesses view any proposed US tariffs as troubling, but it’s pleasing that nearly a quarter of respondents see opportunity in tariffs too. New Zealand has a reputation on the world stage for ingenuity and a can-do attitude, and we want businesses to know there are things they can do to future-proof and manage risks in turbulent times.”

    President Trump first announced tariffs in April as part of the ‘America First’ trade policy, aimed at protecting US industries and addressing the trade deficit. The tariffs are set at 10% for most countries, including New Zealand, with China a notable outlier where a larger tariff has been applied to Chinese origin goods. Additional proposed tariffs higher than the 10% baseline were paused for a 90-day period and will be reviewed in July.  Businesses are split on how long potential disruption could last.  A slight majority (51%) of Kiwi businesses are optimistic that the economy will recover quickly, while 38% predict a prolonged economic downturn for the country and the remainder were unsure.

    Taking action key to growth

    14% of those surveyed view US tariffs purely as an opportunity, while 10% see them as both a potential risk and an opportunity. Ten percent of businesses and 14% of exporters have already taken action to reduce the negative impacts of tariffs including raising prices, shifting markets or cutting costs. Just under one-third (30%) believe they can make up losses through new customers or cost savings; 25% from operational efficiencies, and 22% from other revenue streams. 22% are unsure, with uncertainty highest among small businesses.

    “The current market volatility and geopolitical tension may be our ‘new normal’, but we’ve been in positions of global uncertainty before and the research shows Kiwi businesses are already thinking about actions they can take to make their business more resilient and generate returns.”

    Ms James encourages businesses to stay connected to industry partners, trade advocacy groups and their banks to share knowledge and ideas when it comes to growth and scale.

    “Business customers are relying on us more than ever to navigate the current environment, and we’re seeing this through an increase in trade finance and a rise in currency hedging enquiries. Our advice is to start exploring options now. We’re seeing customers adapting their business strategy in all sorts of ways, so solutions for your business might look like assessing AI to improve workflow, adjusting your supply chain, selling down stock before new inventory orders, building new trade relationships or exploring untapped markets.”

    Businesses shifting their focus to closer to home

    More than three-quarters of Kiwi exporters expect the cost of doing business with the US to increase by 10% or more in the next year. Concern is higher among exporters (78%) and increases with business size, with worry growing to 88% among 100+ staff businesses). The potential impacts of tariffs which were of the most concern to businesses include slowing economic growth (39%), increased operating costs (32%) and supply chain disruptions (28%).  Nearly one-quarter of businesses are worried about consumer backlash due to price inflation (24%), along with 23% who see a China-US Trade war as unsettling for business. Some of the most explored markets by businesses are China (51%), Australia (37%), European Union (28%) and Southeast Asia (25%).  

    “The research shows a pendulum swing when it comes to trading partners, with businesses redirecting their attention to our close neighbours. Location seems to be king, with our customers prioritising relationships much closer to home,” says Ms James.

    “We’re also seeing exporters maintaining high standards and doubling down on premium products to give us an edge on the global stage, even where it costs more for consumers.”

    The role of banks as a critical support function

    Businesses see Government lobbying as the most critical tool in helping to reduce the impact of tariffs, with banks the next most important. More than one-third (39%) of respondents listed support of banks as critical, specifically working capital support (31%), risk advice (26%) and trade finance (24%).

    “ASB has provided $4.6 billion dollars to Kiwi businesses over the past five years including considerable support to companies looking to expand and navigate opportunities abroad. We have seen increased use of trade finance products, aided by trade credit insurance, enabling businesses to sustainably leverage balance sheets while derisking payment default. We encourage companies doing business overseas to speak with their banker and engage with a trade specialist to ensure your business is in the strongest position,” says Ms James.

    Dmitry Grigorenko awarded the winners of the international IT Olympiad. With the Governor of the Nizhny Novgorod Region Gleb Nikitin and the Chairman of the Board of Sberbank German Gref.

    The results of the international conference were summed up in Nizhny Novgorod IT Olympiad, in which more than 10 thousand schoolchildren from 51 countries took part. In the final stage of the competition, 17 teams from Russia, Cuba, Thailand, India, China, Vietnam, Mozambique, Tajikistan, Turkmenistan and Sri Lanka met. As part of it, the participants solved practical problems in the field of artificial intelligence and information security.

    The winners were awarded at the anniversary conference “Digital Industry of Industrial Russia” (CIPR). Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko took part in the award ceremony for the finalists. He noted that the participants, despite their young age, demonstrated a high level of knowledge in the field of IT and involvement.

    “It is no coincidence that the award ceremony for the finalists of the IT Olympiad is taking place today at CIPR. At the exhibition, we saw cutting-edge digital solutions. But there are people behind all these developments. For the IT industry in Russia to develop, highly qualified personnel are needed first and foremost. You, interested young specialists, will soon become such personnel. You are already part of the industry.

    Over the past 5 years, we have already managed to increase the number of budget places in universities in IT specialties by 2.5 times. More than 230 thousand students have received qualifications in the IT profile. The largest companies are also actively involved in training personnel. As part of the national project “Data Economy”, we are launching new programs for training specialists in microelectronics, robotics and artificial intelligence, unmanned systems,” said Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko.

    The IT Olympiad lasted almost 2 months and consisted of 2 stages: individual and team competitions. Schoolchildren solved problems in the following areas: cryptography, web security, reverse engineering, artificial intelligence, network traffic analysis, machine learning, open source intelligence (OSINT), information security theory, programming basics, social engineering, and others. A number of tasks imitated real websites with vulnerabilities — participants had to hack them and bypass the protection. The tasks were prepared by experts in artificial intelligence and information security.

    The participants coped best with tasks in mathematical logic (75% of participants solved them correctly), information security theory (74% of participants), and the basics of algorithms and programming (73% of participants). The most difficult tasks for schoolchildren were in the field of social engineering (32% of participants solved them correctly) and reverse engineering (36% of participants).

    The organizers of the international IT Olympiad were the Government of the Nizhny Novgorod Region with the support of the Government of the Russian Federation. The technological partner was the international school of programming and mathematics “Algorithmika”. The general partner was Sberbank.

  • MIL-OSI USA News: Fact Sheet: President Donald J. Trump Increases Section 232 Tariffs on Steel and Aluminum

    COUNTERING TRADE PRACTICES THAT UNDERMINE NATIONAL SECURITY: Today, President Donald J. Trump signed a Proclamation to increase the tariff to 50% on steel and aluminum.

    • President Trump is taking action to protect America’s critical steel and aluminum industries, which have been harmed by unfair trade practices and global excess capacity.
    • President Trump is raising the tariff on steel and aluminum imports from 25% to 50%, with the higher tariff set to go into effect on June 4, 2025.
      • Tariffs on steel and aluminum imports from the United Kingdom will remain at 25%, with possible changes or quotas starting July 9, 2025, depending on the status of the U.S.-UK Economic Prosperity Deal.
      • The steel and aluminum tariffs will apply only to the steel and aluminum contents of imported products, whereas the non-steel and non-aluminum contents of imported products will be subject to other applicable tariffs.
    • President Trump is cracking down on false import declarations by requiring strict reporting of steel and aluminum content, with tough penalties like fines or loss of import rights for violators.
    • President Trump is exercising his authority under Section 232 of the Trade Expansion Act of 1962 to adjust imports of steel and aluminum to protect our national security.
      • This statute provides the President with authority to adjust imports being brought into the United States in quantities or under circumstances that threaten to impair national security.

    RESTORING FAIRNESS TO STEEL AND ALUMINUM MARKETS: President Trump is taking action to end unfair trade practices and the global dumping of steel and aluminum.

    • Foreign nations have been flooding the United States market with cheap steel and aluminum, often subsidized by their governments.
    • A report from the first Trump Administration found that steel import levels and global excess were weakening our domestic economy and threatening to impair national security.
      • The report found that excess production and capacity has been a major factor in the decline of domestic aluminum production.
    • While the domestic steel industry briefly achieved 80% capacity utilization in 2021, subsequent trade pressure has depressed domestic production.  In 2022 and 2023, capacity utilization fell to 77.3% and 75.3%, respectively.  High import volumes from sources exempt from Section 232 tariffs were a major factor in depressing domestic production volumes. 
    • For aluminum, there was an increase in the capacity utilization rate between 2017 and 2019, from 40% to 61% during that period. But since 2019, the aluminum capacity utilization has once again seen a steady decline, falling from 61% to 55% between 2019 and 2023.  
    • The United States does not want to be in a position where it would be unable to meet demand for national defense and critical infrastructure in a national emergency.

    STRENGTHENING AMERICA’S MANUFACTURING INDUSTRY: President Trump’s decision to close existing loopholes and exemptions will strengthen United States’ steel and aluminum industries.

    • In his first term, President Trump imposed Section 232 tariffs to protect the American steel and aluminum industries from unfair foreign competition.
    • The steel tariffs that President Trump implemented led to thousands of jobs gained and higher wages in the metals industry.
      • These tariffs were hailed as a “boon” for Minnesota’s iron ore industry, with state officials crediting tariffs for bolstering the local economy. 
      • Steel and aluminum imports drastically decreased under President Trump, falling by nearly a third from 2016 to 2020.
      • The tariffs led to a wave in investment across the United States, with more than $10 billion committed to build new mills.
    • Earlier this year, President Trump restored and strengthened Section 232 tariffs on steel and aluminum, widely celebrated by the American steel and aluminum industries.
    • Now, President Trump is once again being praised by our steel and Aluminum industries for his decision to raise tariffs on foreign steel and aluminum even higher and protect American workers.

    TARIFFS WORK: Studies have repeatedly shown that contrary to public rhetoric, tariffs can be an effective tool for achieving economic and strategic objectives.

    • A 2024 study on the effects of President Trump’s tariffs in his first Administration found that they “strengthened the U.S. economy,” and “led to significant reshoring” in industries like manufacturing and steel production.
    • A 2023 report by the U.S. International Trade Commission that analyzed the effects of Section 232 and 301 tariffs on more than $300 billion of U.S. imports found that the tariffs reduced imports from China, effectively stimulated more U.S. production of the tariffed goods, with very minor effects on prices.
    • According to the Economic Policy Institute, the tariffs implemented by President Trump during his first Administration “clearly show[ed] no correlation with inflation” and only had a temporary effect on overall price levels.
    • An analysis from the Atlantic Council found that “tariffs would create new incentives for US consumers to buy US-made products.”

    The decades-long Chagos islands dispute has finally entered a new chapter. The UK officially agreed to return the sovereignty of the archipelago to Mauritius.

    The Indian Ocean islands are strategically situated near key shipping lanes and regional power hubs.

    Mauritius was granted independence from British colonial rule in 1968. But not the Chagos islands, which had been part of Mauritius but became a new colonial territory. The residents of the largest island in the archipelago, Diego Garcia, were forced off the land. This was used as a base to support US military operations.

    Now Mauritius has regained control over the islands while leasing Diego Garcia to the UK for a 99-year period for US$136 million a year. This gives the UK (and its ally the US) access to a vital maritime corridor for global trade and power projection.

    But now that the deal has been signed, there’s a more pressing question. Can Mauritius use it as the foundation for justice and economic progress?

    As scholars of strategic economic development we often focus on Africa and Mauritius in particular. We believe the agreement marks an important geopolitical moment. It rights a colonial wrong, honours international justice and cements Mauritius’s global standing.

    It also presents an opportunity to fund inclusive development and sustainability initiatives for Mauritius. It could boost investments in education, health and infrastructure. It could also support the resettlement of displaced Chagossians, and advance marine conservation, renewable energy and climate resilience programmes in the archipelago.

    The real challenge facing the Mauritian government is how to turn a diplomatic triumph into tangible national progress. We argue that what’s needed is a forward looking and inclusive strategy.

    The development challenge

    Reparations can offer short-term financial relief. But without visionary planning, there’s a risk of these funds being absorbed into recurrent government spending. Or used for symbolic programmes with limited structural and socio-economic impact.

    The real value lies in what Mauritius does next. Investment in strategic sectors such as the blue economy, renewable energy, digital infrastructure and sustainable tourism is the key.

    Investment should strengthen partnerships with regional neighbours, international donors, and strategic allies like the US, China and India. Mauritius must position itself as a forward-looking state with global relevance.

    The reparations should be treated as seed funding to invest in its own future. This means using the funds to drive bold, long-term transformation. The country needs to build a more resilient, innovative and globally competitive economy.

    Mauritius is heavily reliant on offshore services and short-term fiscal gains. It is vulnerable to slow diversification, rising youth unemployment, climate-related risks, lagging digital and technological progress, and growing global scrutiny of its financial sector.

    To remain competitive in the current volatile global context, the country must develop more broadly.

    3 steps to take

    1. Investment

    Mauritius has historically relied on external financial inflows like tourism revenue, offshore finance and foreign aid. By channelling funds into capacity-building, skills development and innovation ecosystems, the country can cultivate a self-sustaining economy. This would position it better to seize opportunities in the green economy, digital transformation and knowledge-intensive industries.

    More specifically, it needs to:

    • secure investment in green energy, AI-digital infrastructure and high-tech manufacturing

    • offer tax incentives and streamlined regulatory processes to attract foreign direct investment in these sectors

    • establish public-private partnerships to develop innovation hubs and research centres focused on emerging technologies

    • launch workforce development programmes to upskill the labour force.

    2. Economic diplomacy, alliances and regional leverage

    The government should forge stronger partnerships with the UK and the US. Key areas include defence, cybersecurity, climate and sustainability innovations and regional logistics infrastructure.

    It needs strong ties as power blocs shift and competition over strategic resources and trade routes grows.

    Joint military exercises and intelligence sharing could improve forces’ ability to help each other. Investing in advanced cyber defence capabilities, for instance, can help counter emerging digital threats, such as data breaches affecting financial services and e-governance systems.

    These steps would bolster national security and reinforce Mauritius’ position as a reliable partner.

    The resolution of the Chagos dispute provides an opportunity for Mauritius to use its geopolitical position. It could expand trade, diplomatic influence and strategic partnerships across Africa, Asia and beyond.

    Being located between Africa, the Middle East, South Asia and Southeast Asia places it along major maritime trade routes.

    Mauritius enjoys political stability, democratic governance and strong legal framework. It is well placed to help resolve regional disputes over maritime boundary conflicts, fishing rights, and freedom of navigation. These involve countries like India, Sri Lanka and Madagascar, and even China and the US.

    It can also lead in developing shared logistics and resupply hubs to support regional trade, disaster response and maritime security operations.

    3. Chagossian justice

    Mauritius must make the Chagossian community part of its next national success story. Including them in economic plans is a legal, moral and strategic necessity.

    Steps should include:

    • incorporating Chagos representatives in economic discussions and decision-making processes

    • establishing programmes for Chagossian cultural preservation and economic development

    • giving Chagossians a voice in shaping the future of their ancestral lands.

  • MIL-Evening Report: Senior public servants think GenAI will boost productivity – but are worried about the risks

    Many bold claims have been made about Generative Artificial Intelligence (GenAI) and its capacity to improve productivity and generate workplace efficiencies.

    A recent Microsoft survey found 24% of private sector leaders have already deployed GenAI across their organisations. Many are considering laying off staff and replacing them with GenAI systems.

    But how much appetite does the public sector have for using artificial intelligence, which doesn’t come without risks?

    Our new research explores attitudes in Australian bureaucracy to using GenAI in policy work. Given governments are expected to work in ethical, transparent and responsible ways, we wondered if public servants are more wary of adopting this technology.

    No single view

    We asked senior bureaucrats from 22 state, territory and federal government agencies about their views on GenAI. We focused on what this might mean for the future of decision-making, policy development and public services.

    They expressed a range of views on the transformative potential of GenAI. Some were enthusiasts who saw the potential to conduct government work faster and more reliably.

    One interviewee remarked:

    Why improve the candle when you could use a light bulb?

    Others were less enthusiastic, arguing the technology is overhyped. Critically, they see GenAI as fundamentally inappropriate for use in public policy work and inherently risky on several fronts. These include:

    • the tendency for AI to hallucinate, where tools see patterns in data that do not exist in reality, making outputs inaccurate or wrong

    • the risk of biases in existing datasets, such as the underrepresentation of some groups or people

    • the sensitive nature of government data that might be compromised by AI programs.

    Regardless of their specific views on GenAI, public servants consistently told us two things.

    First, they do not believe artificial intelligence will replace workers. Instead, they are confident these tools will augment their work by freeing them from routine and repetitive tasks. This would allow them to focus on high-value tasks, such as engaging with the public.

    Second, the current use of GenAI is largely focused on administration tasks that do not draw on sensitive client data or interact directly with the public.

    Robodebt hangover

    One of the consequences of the Robodebt scheme is the pace and scale of the adoption of automated tools.

    Many interviewees explained public sector organisations are still very cautious about using GenAI technology as a result of the scandal.

    One interviewee told us the majority of the problems with Robodebt were at a human level, which highlights the importance of individuals

    taking their duties, both professionally and ethically, seriously, and interrogating what they get out of AI systems.

    Close attention is also being given to the influence of human decision-making in the development of machines that use GenAI.

    Incremental change

    Our research suggests public service agencies are largely taking a careful and measured approach to applying GenAI in policy work. Senior public servants perceive the public is wary of how governments use these tools. Rebuilding credibility in relation to technology oversight and implementation is imperative.

    Public servants described most of their use of GenAI as purposeful experiments. Clear outcomes are set for the use of these tools and evaluation processes are in place to monitor whether they achieve them.

    This is seen as important because public sector organisations need to know whether these tools do what they promise – deliver value for money and help guard against any unforeseen risks.

    Unauthorised use

    Some recent scandals show how GenAI tools can be risky when misused. In response, some public service agencies have banned freely available GenAI models such as ChatGPT and only allow access to officially authorised programs such as Copilot.

    But this does not mean public servants are not using the technology.

    Several interviewees told us they were aware of colleagues using unauthorised programs to enhance their productivity. Personal devices are often engaged to bypass system restrictions. Concerns were expressed public servants might not be receiving guidance on how to use these tools carefully and safely.

    GenAI technology is being asked to perform tasks that require human intelligence and to do these tasks more quickly. However, our findings point to a strong need to align these tools with Australian government values that frame expectations for responsible use of GenAI.

    The public service faces a dilemma. Is this an opportunity for innovation in government policy work by tapping into the potential transformative impact of GenAI programs, as promised in other sectors? Or, is a more cautious approach needed to generate trust, both in the technology, and in public sector organisations to use them appropriately?

    Elon Musk’s recent work in the Trump administration may suggest the latter. The experience highlighted the significant consequences of tech industry influence and the use of AI tools under the remit of maximising government efficiency.

    The Australian public has high expectations of government to solve problems such as the housing crisis and cost-of-living pressures. A combination of machine and human intelligence may offer the power needed to tackle these complex economic and social issues. However, not all agencies have yet decided to flip the switch.

    Our research highlights the mix of views among senior public servants towards GenAI. Whether it transforms the public service or simply speeds up business as usual will depend not on the technology itself but on how boldly, carefully, and transparently governments choose to use it.

  • MIL-OSI Security: IAEA Kicks Off International Radiation Oncology Conference

    The fourth International Conference on Advances in Radiation Oncology (ICARO-4) is underway this week at the IAEA headquarters in Vienna, bringing together participants from around the world to examine the latest advances in treating cancer with radiation.

    Opening the conference, IAEA Deputy Director General and Head of the Department of Nuclear Sciences and Applications Najat Mokhtar urged attendees to remember inclusivity as they discuss recent innovations ranging from new techniques to the use of artificial intelligence, robotics and automation. “The future of radiotherapy, and of cancer care more broadly, must be equitable. For this, patients [and practitioners] must be at the centre of all we do.”

    Although more than half of all cancer patients need radiotherapy at some point, access to this life-saving treatment remains out of reach for far too many. To meet the target of one machine per 500 patients, low-income countries on average need eight times more machines than currently available, the IAEA-led Lancet Oncology Commission on Radiotherapy and Theranostics found. In terms of human resources, the global radiation medicine workforce of 2022 must expand by more than 60 percent to respond to the 35.3 million new cancer cases and limit the potential 18.5 million deaths anticipated by 2050.

    “Through shared commitment, we can ensure that radiation medicine continues to serve as a force for healing, resilience and sustainable growth in every corner of the world,” said Mohammad Haidar, Lebanon’s Minister of Labor, during the opening ceremony. He noted that Lebanon is strengthening education and training, creating sustainable job opportunities through investments in medical infrastructure and ensuring the well-being and dignity of its workers. These combined efforts, he added, will help improve healthcare outcomes, support the country’s broader economic recovery and contribute to its national development goals.
