During these missions, Minister Jones will meet with companies, potential investors and government officials in several high-value, in-demand sectors to discuss investment and trade opportunities for Alberta.

    The aggregate market capitalization (MCap) of the top 25 global banks went up by 4% to $4.27 trillion quarter-on-quarter (QoQ) during the third quarter (Q3) ended 30 September 2024. This growth was fueled by interest rate cuts from several central banks, including the US Federal Reserve and the European Central Bank, alongside stronger-than-expected US economic performance, according to GlobalData, a leading data and analytics company.

    Royal Bank of Canada (RBC) and Bank Central Asia (BCA) stocks recorded over 15% growth, while Charles Schwab saw a decline of nearly 12% in market value. JPMorgan Chase retained its position as the most valuable bank for the tenth consecutive quarter, reflecting resilient performance amidst evolving economic landscapes.

    Murthy Grandhi, Company Profiles Analyst at GlobalData, comments: “The third quarter of 2024 concluded with healthy returns across most major asset classes, despite periods of market turbulence. Early August saw stocks come under pressure, driven by weaker US economic data, an interest rate hike by the Bank of Japan, and thin summer trading volumes. However, the Federal Reserve’s much-anticipated rate cuts in September, combined with a softer stance from Japanese policymakers and fresh stimulus measures in China, helped ease investor concerns and fuel a strong stock market rally by the end of the quarter.”

    As inflation eased and economic activity remained subdued, several other Western central banks followed suit in cutting rates. The European Central Bank implemented its second-rate reduction in September, lowering interest rates to 3.5%. Similarly, the Bank of England commenced its own easing cycle, introducing a 25-basis point cut during its August meeting.”

    In Q3 2024, RBC’s stock value surged 17.2%, driven by a 17% increase in earnings from its personal and commercial banking segment, which reached CAD2.49 billion ($1.80 billion), including a CAD198 million boost from its CAD13.5 billion acquisition of HSBC’s domestic operations. RBC’s overall profit rose 16% to CAD4.5 billion, surpassing expectations. Similarly, BCA’s market value climbed 15.1%, ending the quarter with a market cap of $83.3 billion, fueled by strong quarterly results and optimism about future performance.

    JPMorgan Chase reinforced its global leadership with a 22% rise in net revenue to $50.2 billion, largely driven by a 41% increase in net interest income and gains from Visa shares.

    Meanwhile, Charles Schwab’s market cap fell to $118.6 billion due to reduced interest revenue and regulatory scrutiny, partly linked to its cash sweep program financing the 2020 TD Ameritrade acquisition.

    Overall, for the nine months ended Sept 2024, Wells Fargo lost $13 billion in market value due to persistent regulatory challenges stemming from past scandals and inconsistent earnings performance. The bank is working to lift a $1.95 trillion asset cap imposed by the Federal Reserve. Recent assessments revealed insufficient safeguards against money laundering has limited its ability to expand in deposit intake and trading.

    RCMP NL’s Major Crime Unit is continuing to investigate a recent homicide that occurred on September 30, 2024. Police are looking to locate a 2012 brownish-grey 4-door Honda Civic.

    On the morning of the murder, the Honda Civic was present on the parking lot of Tim Horton’s and Needs Convenience on L.T. Stick Drive in Bay Roberts. At that time, the car had a noticeably loud exhaust system and damage to the front driver-side window, with a possible plastic window covering. The last registered licence plate for this vehicle was NL plate HXG585. Officers believe that, since the time of the crime, this vehicle may have been passed onto a number of individuals and that the person in its current possession may not be aware of its association to this investigation.

  • MIL-OSI Security: East Preston — RCMP Halifax Regional Detachment charges two people with firearms offences

    RCMP Halifax Regional Detachment has charged two people with a number of offences following an incident in East Preston.

    On October 19, at approximately 11 a.m., RCMP officers responded to an assault and weapons complaint at a home on Upper Partridge River Rd.

    Upon arrival at the residence, officers arrested 34-year-old Andre Thomas of East Preston without incident. Officers later executed a search warrant at the home and seized six firearms, two of which were loaded.

    Thomas is facing several charges, including but not limited to:

    • Assault by Choking
    • Assault (three counts)
    • Possession of Prohibited or Restricted Firearm with Ammunition (two counts)
    • Unauthorized Possession of a Firearm (six counts)
    • Unsafe Storage of a Firearm
    • Carrying a Concealed Weapon

    Thomas was remanded into custody and appeared in Dartmouth Provincial Court on October 21.

    A 35-year old woman was also arrested at the residence and will face firearms charges. She’s due to appear in Dartmouth Provincial Court on November 26.

    On August 29, Gander RCMP received a report of a theft from Dominion in Gander. Surveillance video showed a woman stealing a cart full of grocery items with a suspected value of more than $900.00.

    Local efforts by Gander RCMP to identify the suspect have been exhausted. A picture of the woman is attached and the investigation is continuing.

    Seal harvesting is an important and valuable activity for many Indigenous and non-Indigenous communities. In Canada, it is managed in a sustainable, well-regulated, and humane way that supports Canada’s Indigenous, rural, remote, and coastal communities.

    Ottawa, ON – Seal harvesting is an important and valuable activity for many Indigenous and non-Indigenous communities. In Canada, it is managed in a sustainable, well-regulated, and humane way that supports Canada’s Indigenous, rural, remote, and coastal communities.

    In response to growing interest in participating in the seal harvest, today, the Honourable Diane Lebouthillier, Minister of Fisheries, Oceans and the Canadian Coast Guard, announced that personal use seal licences will be available to harvesters in New Brunswick and Prince Edward Island. The focus of this harvest is harp and grey seals which DFO assesses to be in the healthy zone of the Department’s precautionary approach framework.

    Previously, DFO’s Commercial Fisheries Licensing Policy for Eastern Canada only allowed harvesters in Quebec and Newfoundland and Labrador to apply for personal use seal licences. In addition to expanding the personal use seal harvest into new provinces, amendments to the policy have also incorporated the long-standing practice of requiring harvesters to participate in humane harvesting information sessions.

    DFO intends to issue a limited number of new personal use licences for 2024, in order to pilot the activity in additional areas. Lessons learned from this pilot will inform next steps on personal use sealing within these jurisdictions. Under the conditions of licence, each personal use harvester will be able to harvest up to six harp and/or grey seals. The precise number of harvesters and harvest limits will be determined following further consultations with potential harvesters and provincial partners.

    DFO will work with provinces on options to further expand access to the personal use seal harvest next year.

  • MIL-OSI NGOs: MSF resumes activities in Darien Gap

    Earlier this month, Médecins Sans Frontières (MSF) resumed activities at the Lajas Blancas migrant reception station in the province of Darién, in southern Panama. This comes after the authorities approved MSF teams to undertake a three-month medical response to help migrants crossing the Darién jungle, the only land route between South and North America, and the local community who have been affected by the crisis.

    “During the first two weeks of our activities, we saw that the health needs of those leaving the Darién jungle continue to be immense,” said Carlos Estrella, MSF project coordinator in Darién. “In 10 days, we carried out about 280 medical consultations in Lajas Blancas, including 72 patients with symptoms of mental distress.”

    MSF teams have also treated patients for diabetes, hypertension, and epilepsy, and provided contraceptives and consultations to pregnant women. The team has also seen and treated victims of sexual violence.

    Since 2022, MSF has witnessed the multiple health risks faced by people who cross the Darién Gap, the natural border between Colombia and Panama, on their way north to the United States and Canada. This has also had an impact on the local community, as health centres have been overwhelmed by the increase in consultations due to the high numbers of people in the area.

    Some 260,000 migrants have crossed the Darién so far this year, according to the latest figures released by the Panamanian migration authority.

    “This new collaboration will provide access to healthcare for people in extreme need,” Estrella said. “That is why we welcome this decision and are committed to continue working closely with the Panamanian Ministry of Health to provide comprehensive healthcare to people crossing the jungle and to the local community in the area.” 

    The MSF team in Darién includes doctors, nurses, psychologists, and social workers.

  • MIL-OSI Security: Happy Valley-Goose Bay — RCMP Traffic Services Labrador continues traffic enforcement, six vehicles seized

    RCMP Traffic Services Labrador is continuing traffic enforcement between Sheshatshiu and Happy Valley-Goose Bay with a number of motorists ticketed for various offences over the past weekend.

    On October 18, 2024, at approximately 1:15 p.m., police stopped a vehicle on Route 520 near Sheshatshiu. The driver, a 37-year-old man, was driving while prohibited and was arrested. The man was released from custody and is set to appear in court at a later date to answer to charges of driving while prohibited and breach of a probation order.

    A short time later, police stopped an unregistered vehicle on Route 520 near Sheshatshiu. The driver, a 49-year-old man, was operating an uninsured vehicle with a suspended driver’s licence. The man was ticketed for the offences.

    On October 19, 2024, at approximately 1:15 p.m., police stopped a vehicle on Route 520 near Sheshatshiu that had been unregistered since 2014. In addition, the vehicle was uninsured and the driver, a 35-year-old man, had a suspended licence. The man was ticketed for the violations.

    Approximately an hour later, police stopped a suspected prohibited driver operating a vehicle on Route 520 near Sheshatshiu. The 37-year-old man was confirmed as driving while prohibited and was arrested. The man was released from custody and is set to appear in court at a later date to answer to a charge of driving while prohibited.

    On October 20, 2024, at approximately 1:00 p.m., police stopped a vehicle on Route 520 near Goose River. The driver, a 32-year-old man, who was operating the vehicle with a suspended licence, provided a roadside breath sample that was above the provincial limit for alcohol. The man was issued a further licence suspension and was ticketed for operating a vehicle while suspended.

    Later that evening, at approximately 7:00 p.m., police stopped an unregistered vehicle on Royal Street in Happy Valley-Goose Bay. The driver, a-49-year-old man, was operating an uninsured vehicle. He was ticketed for both offences.

    All six vehicles were seized and impounded. RCMP NL Traffic Services remains dedicated to road safety and the enforcement of the Highway Traffic Act.

    This third component can automatically reboot a computer, embedded appliance, or IoT device, in the event of freezing or system crash. This is achieved by sending a RESET signal. If the system remains unresponsive, the system’s power supply is toggled OFF-ON to initiate a ‘cold’ restart – without affecting the logger’s operation.

  • MIL-OSI USA: Gateway: Life in a Lunar Module

    Teams at NASA, ESA (European Space Agency), and Thales Alenia Space, including astronauts Stan Love and Luca Parmitano, came together in Turin, Italy, this summer for a test run of Gateway, humanity’s first space station to orbit the Moon.
    The group conducted what is known as human factors testing inside a mockup of Lunar I-Hab, one of four Gateway modules where astronauts will live, conduct science, and prepare for missions to the Moon’s South Pole region. The testing is an important step on the path to launch by helping refine the design of spacecraft for comfort and safety.
    Lunar I-Hab is provided by ESA and Thales Alenia Space and is slated to launch on Artemis IV. During that mission, four astronauts will launch inside the Orion spacecraft atop an upgraded version of the SLS (Space Launch System) rocket and deliver Lunar I-Hab to Gateway in orbit around the Moon.
    ESA, CSA (Canadian Space Agency), JAXA (Japan Aerospace Exploration Agency), and the Mohammad Bin Rashid Space Centre of the United Arab Emirates are providing major hardware for Gateway, including science experiments, the modules where astronauts will live and work, robotics, and life support systems.
    International teams of astronauts will explore the scientific mysteries of deep space with Gateway as part of the Artemis campaign to return to the Moon for scientific discovery and chart a path for the first human missions to Mars and beyond.

    “We also pause to remember Warrant Officer Patrice Vincent, who was violently killed two days earlier in Saint-Jean-sur-Richelieu, Quebec, under similar circumstances to the event at the National War Memorial.

    “Warrant Officer Vincent and Corporal Cirillo are remembered for their dedication to duty and their embodiment of the values of the Canadian Armed Forces. The call to serve your nation is the highest calling. They both answered the call, and for that, our nation is forever grateful. 

    “Today, we remember both Warrant Officer Vincent and Corporal Cirillo, and mourn with their loved ones and the military community which was forever changed by their passing. Lest we forget.”

  • MIL-OSI Global: As a federal election campaign looms, Canadians must demand stronger ethics laws from politicians

    Canadian politics is at a crossroads. When Prime Minister Justin Trudeau took office in 2015, his open letter to Canadians promised them accountability and transparency. As Trudeau’s time as prime minister seems to be winding down, however, his government has been subject to nearly two dozen conflict-of-interest investigations, with Trudeau himself even violating conflict laws.

    Partisan vitriol, electioneering and political brinkmanship are ramping up, with pressing issues like inflation, crime, climate action and housing set to dominate the political news cycle. What must not get lost amid these policy concerns is the urgent need to strengthen Canada’s governmental ethics and accountability laws, especially given the growing Canadian distrust in politicians.

    That includes distrust of those in the current government. A 2023 poll found that two-thirds of 1,632 respondents don’t trust the Trudeau government, with only about a third expressing confidence in the Prime Minister’s Office and less than half trusting the House of Commons.

    The prime minister’s high-profile conflict-of-interest violations highlight the inadequacy of accountability measures. They illustrate that federal ethics laws need reform, particularly the Conflict of Interest Act that applies to public office holders (the Conflict of Interest Code applies to MPs in their role as MPs while the act applies to MPs in their role as ministers or parliamentary secretaries).

    As researchers who focus on the laws of public sector ethics and accountability, we believe ethics issues must be kept in public view and political parties should be pressured to offer meaningful reform ideas in their campaign and party platforms.

    Trudeau’s conflict violations

    Trudeau first breached conflict-of-interest laws in late 2016 and early 2017, when he vacationed with his family on the private Caribbean island of the Aga Khan, a spiritual leader whose foundation is registered to lobby and has received money from the government.

    The prime minister accepted private helicopter travel and other gifts, violating multiple sections of the Conflict of Interest Act.

    Mary Dawson, the ethics commissioner at the time, found that Trudeau had failed to avoid a conflict or to seek advice from her office before accepting the trip. Despite these conclusions, Trudeau faced no formal punishment.

    Trudeau’s second violation was revealed in 2019 amid the SNC-Lavalin affair. In a nutshell, the prime minister attempted to pressure then-Attorney General Jody Wilson-Raybould to intervene in a criminal prosecution against the engineering firm, which has its head offices in the same province as Trudeau’s electoral riding.

    The ethics commissioner concluded that Trudeau used his position in an attempt to improperly serve SNC-Lavalin’s interests, breaching provisions of the Conflict of Interest Act. While this scandal rocked the Liberals, Trudeau again faced no real consequences for his actions apart from some ministerial resignations and possibly a failure to gain more Liberal seats in the October 2019 election.

    These incidents have helped foster an environment where conflict-of-interest violations have become normalized. Former ministers Bill Morneau and Yasmin Ratansi, Liberal House Speaker Greg Fergus, current ministers Mary Ng and Randy Boissonnault, along with various government appointees, have all been caught in ethics scandals.

    No consequences

    Regardless of which party holds power, a striking flaw in Canada’s political ethics framework is the lack of clear consequences for violating the Conflict of Interest Act. While ethics commissioners have the authority to investigate and report on violations, their reports are published online and submitted to the prime minister, who then decides whether any consequences will apply.

    Any penalties the commissioner can impose are laughably small, with administrative monetary penalties of no more than a paltry $500 for failing to meet reporting requirements.

    This critical gap places the responsibility for imposing consequences under the act on the person who may have been the one to violate the rules, which is sometimes the leader of the government.

    The prime minister decides on the punishment, even if the investigation concerns a cabinet member. This raises concerns about impartiality. Is there any incentive for the prime minister to actually hold colleagues accountable when they violate conflict-of-interest laws?

    And what message does it send to an already distrustful electorate when the prime minister and his inner circle can repeatedly violate conflict laws, then determine whether they should face consequences for their actions?

    Ongoing ethics concerns

    Conservative Leader Pierre Poilievre, who was tenacious in 2020 when grilling the prime minister over conflict-of-interest concerns during the WE Charity scandal, seems determined to continue challenging the Liberals on their ethics record.

    Poilievre’s Conservatives recently raised concerns over the controversial appointment of Mark Carney as a special adviser to the Liberal Party. Being appointed to a party position instead of a government job allows Carney to avoid the ethics commissioner’s scrutiny of his private interests yet still advise government officials.

    Additionally, accusations that the Liberals mismanaged the Sustainable Development Technology Canada fund and used it as a “slush fund” for party insiders recently caused Parliament to grind to a halt. The government has refused to provide information on how the fund was managed.

    At the same time, allegations that Trudeau has avoided taking responsibility for foreign interference in Canada’s elections have provided the opposition with further ethics ethics ammunition for an election campaign looming on the horizon.

    Given Trudeau’s poor polling numbers, recent reports about Liberal MPs calling for him to step down and the imminence of yet another cabinet shuffle, government ethics and accountability must take centre stage if the country is to rebuild Canadian trust in government. Updating the Conflict of Interest Act would be a strong and necessary starting point.

    Ethics aren’t a luxury

    Since the Conflict of Interest Act cannot be updated without the involvement of legislators, a cynical observer might wonder how ethics standards can be strengthened.

    One answer is that the Conservatives’ relentless push for an election gives the public a perfect opportunity to demand that proposals to improve conflict-of-interest laws are part of the campaign platforms of all parties.

    This is exactly what happened in 2006 when Stephen Harper led the Conservatives to victory by pledging a more ethical and accountable Ottawa, although his government ultimately faced its own share of scandals.

    Ethical lapses in leadership must not be treated as secondary to pressing economic and social issues. Having a government that continuously strengthens and upholds its ethical standards should not be considered a luxury.

    Strong ethical governance is needed to restore and maintain public trust and to ensure our elected officials are working hard on behalf of Canadians — not in their own self-interest.

    The contraband and unauthorized items seized included, methamphetamine, hashish, shatter (cannabis concentrate), tobacco, cell phones and metal saw blades. The total estimated institutional value of this seizure is $169,820.

    The Correctional Service of Canada (CSC) uses a number of tools to prevent drugs from entering its institutions. These tools include ion scanners and drug-detector dogs to search buildings, personal property, inmates, and visitors.

    CSC is heightening measures to prevent contraband from entering its institutions in order to help ensure a safe and secure environment for everyone. CSC also works in partnership with the police to take action against those who attempt to introduce contraband into correctional institutions.

    CSC has also set up a telephone tip line for all federal institutions so that it may receive additional information about activities relating to security at CSC institutions. These activities may be related to drug use or trafficking that may threaten the safety and security of visitors, inmates, and staff members working at CSC institutions.

    Changes Promote Safety and Support Quality Hands-On Education: Moses

    Regulatory changes that restore the 1:1 apprentice-to-journeyperson ratio and modernize training programs will come into effect Oct. 30, Economic Development, Investment, Trade and Natural Resources Minister Jamie Moses announced today.

    “Restoring the 1:1 ratio supports safe and higher quality training for workers,” said Moses. “All Manitobans deserve to come home safely at the end of their workday.”

    Changes to the Apprenticeship and Certification General Regulation will also ensure apprentices receive high-quality supervision and appropriate supports throughout their training program, noted the minister.

    “Apprenticeship is the training program, Red Seal is the career,” said Tanya Palson, executive director, Manitoba Building Trades. “This change will help young Manitobans feel sure that when they enter the training program, they are supported to completion so that they can build their careers and support their families here at home.”

    The previous government removed the 1:1 ratio requirement, compromising the safety of Manitoba workers, the minister said, adding that the 1:1 ratio was established in response to the 1999 death of Michael Skanderberg, who was killed on the job while working unsupervised.

    “I applaud the Manitoba government for restoring the 1:1 apprentice-to-journeyperson ratio,” said Cindy Skanderberg, mother of Michael Skanderberg. “Every day I will fight to keep Manitoba workers safe. This will save lives.”

    Other regulatory changes will modernize the apprenticeship system to reduce administrative burdens and improve Manitoba’s competitiveness with other Canadian jurisdictions, noted the minister.

    “IBEW 2085 strongly opposed the 2:1 ratio because for someone training to be an electrician, proper supervision can be a matter of life and death,” said Dave McPhail, business manager, International Brotherhood of Electrical Workers (IBEW) 2085. “Restoring the ratio to 1:1 means that this government is serious about building Manitoba with highly skilled, properly trained Red Seals.”

    The minister noted existing apprenticeship agreements can continue if:

    • employers have been permitted to have journeypersons supervise more than one apprentice;
    • apprentices actively demonstrate continued progress in their apprenticeship program under pre-existing employment agreements; and
    • journeypersons do not take on additional apprentices.

    This is the first step in the Manitoba government’s improvement of the apprenticeship program, creating good jobs for Manitobans and reaching its commitment of creating 10,000 skilled labour jobs, noted the minister. The government is also fulfilling its commitment to do a review of the operations of Apprenticeship Manitoba to look for efficiencies and modernization. That work is ongoing and stakeholder consultation will begin next month, the minister added.

    “A modernized and responsive apprenticeship training and certification system is good for workers, grows industry and moves our province forward,” said Moses. “These changes will ensure Manitoba continues to provide an attractive market to meet the growing demands for skilled labour of the future.”

    The Government of Canada is investing $8.5 million over five years to support French-language research in Canada

    GATINEAU, October 22, 2024

    Canadians value French and scientific research. We also value our post-secondary education system and research in French in Canada. For many years, French-speaking researchers have had to contend with several major obstacles: the fragility of Francophone research infrastructure, the lack of appropriate resources and the predominance of English in the dissemination of scientific knowledge. That is why the Government of Canada is committed to improving conditions for the production and dissemination of scientific research in French in Canada.

    Today, the Honourable Randy Boissonnault, Minister of Employment, Workforce Development and Official Languages, announced an investment of $8.5 million over five years to support and strengthen Canada’s French-language research ecosystem. This investment aims to respond to the pressing challenges facing French-speaking researchers by offering them better support for the production, discoverability and dissemination of their work in French.

    To support this effort, an external advisory group on the creation and dissemination of scientific information in French will be established. This group will provide advice and recommendations to Minister Boissonnault and develop a federal strategy to ensure the long-term viability of Canada’s French-language research ecosystem.

    The advisory panel’s mandate will be to analyze the current dynamics of the creation and dissemination of scientific knowledge in French in Canada. It will also propose actions that account for the dynamics of official language minority communities and Quebec.

    The panel is made up of experts and specialists from across Canada who will share their knowledge and experience in a variety of fields. They are:

  • MIL-OSI Canada: Piloting New Ways to Make Homes More Energy-Efficient and Affordable

    Canada’s buildings sector is the third-largest contributor to greenhouse gas emissions across the country.  We must increase the scale and pace of retrofitting buildings across the country to make them more energy-efficient, increasing savings and reducing emissions.

    Today, Parliamentary Secretary Julie Dabrusin, on behalf of the honourable Jonathan Wilkinson, Minister of Energy and Natural Resources, announced a federal investment totalling $4.3 million for five projects , funded under the Greener Neighbourhoods Pilot Program (GNPP) and the Energy Innovation Program (EIP), to support and inform deep energy retrofits.  

    The announcement was hosted with EnviroCentre at Gloucester’s Carver Place neighbourhood. EnviroCentre received over $2 million from NRCan’s programs for its project, which will develop the local building sector’s capacity to perform deep retrofits faster, saving time and money for retrofits in social housing across eastern Ontario. By customizing renovations for homes in eastern Ontario, this project will help save money for the families who need it most while also increasing the energy efficiency of their homes.

    Gloucester’s Carver Place neighbourhood showcases how deep energy retrofits can deliver economic and environmental benefits for affordable housing, leading the way for future work that will create better and more affordable homes. Retrofits through the federally funded project will include:

    • replacement of traditional furnaces with electric heat pumps
    • upgrades to attic insulation and air sealing
    • installation of new heat recovery ventilation systems to improve indoor air quality

    Other projects announced today include:

    • $1 million for the ReCover Initiative to develop a practical approach to deep energy retrofits for the most common types of residential buildings in Atlantic Canada.
    • $1 million for the First Nations Power Authority of Saskatchewan to support the adoption of community-scale deep energy retrofits in Indigenous communities.
    • $602,836 for Sustainable Buildings Canada to accelerate deep energy retrofits for Ontario’s social housing.  
    • $775,897 for Retrofit Canada Society for development of a National Retrofit Repository of case studies and solutions to inform on deep energy retrofits across Canada.

    These projects will save money for building owners while reducing emissions that contribute to climate change.

    • A deep energy retrofit is an extensive overhaul of a building’s systems that can generate large savings in energy costs, improve comfort and help decarbonize buildings. Measures may include:

      o   replacing the roof

      o   adding insulation in exterior walls

      o   replacing the heating, ventilation and air-conditioning system with a more efficient system like an electric heat pump

    • Deep energy retrofits typically save at least 50 percent in energy consumption, reduce emissions by 80 percent, reduce utility costs and may in some circumstances improve resiliency and adaptation to climate change.

    • Results from Carver Place neighbourhood test cases are promising, demonstrating an average annual energy reduction of 42 percent — approximately 35.5 gigajoules — and 2.4 tonnes of greenhouse gas (GHG) emissions, an 82-percent improvement

    • EnviroCentre received $1 million in funding through GNPP, through today’s announcement, and an additional $1 million dollars in funding through the Toward Net-Zero Homes and Communities (TNZ) funding program to retrofit over 80 townhomes for low-income residents. This TNZ funding was previously announced in July during the release of the Canada Green Building Strategy. 

    • Since 2016, the federal government has dedicated more than $10 billion toward decarbonizing homes and buildings through energy-efficient retrofits. 

    • With $35.5 million in total funding over five years, GNPP is piloting the Energiesprong deep energy retrofit model in the Canadian market, which accelerates the pace and scale of retrofits by aggregating similar homes and buildings in a neighbourhood to create mass demand for deep energy retrofits. 

    • NRCan’s Energy Innovation Program advances clean energy technologies that will help Canada meet its climate change targets while supporting the transition to a low-carbon economy. It funds research, development and demonstration projects and other related scientific activities.

  • MIL-OSI Security: Happy Valley-Goose Bay — Man arrested for aggravated assault following stabbing in Happy Valley-Goose Bay

    Following a stabbing that occurred inside a home in Happy Valley-Goose Bay on the afternoon of October 21, 2024, 18-year-old Monty Edwards was arrested by Happy Valley-Goose Bay RCMP for aggravated assault.

    At approximately 2:15 p.m. on Monday, Happy Valley-Goose Bay RCMP received a report of a stabbing that occurred at a home on Mesher Drive. Two individuals inside the home, a man and a woman who are both young adults, were stabbed multiple times by an individual who is known to them. The suspect, who was identified as Monty Edwards, fled the scene prior to police arrival. Both victims were transported to the Labrador Health Centre for treatment of non-life-threatening injuries. RCMP officers from Happy Valley-Goose Bay and Sheshatshiu detachments conducted extensive patrols in search of Edwards.

    A short time later, Monty Edwards presented himself at Happy Valley-Goose Bay RCMP Detachment and was arrested without incident. He was held in custody overnight and attends court today, charged with two counts of aggravated assault.

    The investigation, which is being assisted by RCMP Labrador District General Investigation Section, is continuing.

    Longueuil, Quebec, — From to , the Canadian Space Agency (CSA) is hosting the 38th Committee on Earth Observation Satellites (CEOS) plenary meeting. The CEOS plenary brings together the expertise and knowledge of some 80 international representatives from space agencies and government entities to maximize the benefits of satellite Earth observation (EO) initiatives, particularly related to protecting and preserving our planet’s biodiversity.

    Canada has a long history as a global leader in satellite EO technology. The CSA was appointed as CEOS Chair in for a one-year period, during which the committee has been focused on supporting climate change mitigation, adaptation, and biodiversity monitoring and protection. This includes advancing the collection and sharing of critical EO data to help prevent global biodiversity loss.

    As Canada faces many challenges due to its changing climate, EO satellites have proven to be valuable tools to better understand climate processes and their impacts. Advancements in satellite data technologies help to examine ecosystems, manage resources and ensure the safety of Canadians.

  • MIL-OSI Canada: Minister Marci Ien Announces Recipients of the Governor General’s Awards in Commemoration of the Persons Case

    Today, on Persons Day, and the 95th anniversary of the historic Persons Case, the Honourable Marci Ien, Minister for Women and Gender Equality and Youth, announced the recipients of the 2024 Governor General’s Awards (Persons Awards) in Commemoration of the Persons Case.

    October 18, 2024 – Calgary, Alberta – Women and Gender Equality Canada

    Gender equality isn’t a fight that can be done alone. It requires all of us to acknowledge and work towards breaking down the barriers of entry of equitable participation – in all parts of society. This includes having more diverse representation, a fair say in politics, equal opportunities in Canada’s workforce, and the freedom to live without fear of violence and discrimination.

    Today, on Persons Day, and the 95th anniversary of the historic Persons Case, the Honourable Marci Ien, Minister for Women and Gender Equality and Youth, announced the recipients of the 2024 Governor General’s Awards (Persons Awards) in Commemoration of the Persons Case.

    The 2024 Persons Awards recipients are:

    • Janine Benedet, K.C.
    • Dr. Rabiya Jalil
    • Jean Parris
    • Nicole White
    • Joëlle Kabisoso Kapinga (Youth Recipient)

    This year marks the 45th anniversary of the Persons Awards. Both the 2023 and 2024 recipients were commemorated during a ceremony today in Calgary, Alberta. The 2023 Persons Awards recipients are Marlene Catterall, Gemma Hickey, Dr. Nafissa Ismail, Lorin MacDonald, Maria Wu and Aditi Sivakumar (Youth Recipient).

    Recipients of the Persons Awards serve as a beacon of inspiration, encouraging the next generation to reach new heights and continue the tradition of courage, integrity, and hard work that the Famous Five of the Persons Case inspired. The contributions of these award recipients include community builders, academics, artists, physicians, and lawyers, who have helped to advance gender equality by removing barriers that hold women and girls back, and by shaping a world of infinite possibilities for everyone.

  • MIL-OSI Security: Bartibog — 24-year-old woman dies following two-vehicle collision

    A 24-year-old woman from Bathurst, N.B., has died following a two-vehicle collision in Bartibog, N.B.

    On October 17, 2024, at approximately 1:50 p.m., members of the Neguac RCMP responded to a report of a two-vehicle collision between a car and a truck on Route 8 in Bartibog. The driver and sole occupant of the car died at the scene as a result of her injuries. The driver and passengers of the truck sustained non-life-threatening injuries.

    The collision is believed to have occurred when the car, travelling northbound, crossed the centre line and collided head-on with the truck, travelling southbound.

    Members of the Miramichi Police Force, Miramichi Fire Department, Ambulance New Brunswick, New Brunswick Department of Public Safety and an RCMP Collision Reconstructionist attended the scene. A member of the New Brunswick Coroner’s Office also attended the scene and is assisting with the ongoing investigation. An autopsy will be conducted to determine the woman’s exact cause of death.

    The investigation is ongoing.
