  • MIL-OSI Security: NATO Allies step up multinational capability delivery cooperation

    Increasing transatlantic defence industry production capacity is imperative to meet higher defence investment demand signals and support NATO’s enhanced deterrence and defence effectively.

    Multinational capability delivery initiatives are a cost-effective way of acquiring capabilities at speed and scale, which some Allies would not be able to do alone. 

    This proven and valuable approach is gaining new momentum as Allies work to meet NATO’s newly agreed capability targets.

    At the NATO Summit Defence Industry Forum in The Hague on Tuesday (24 June 2025), Allies signed a number of new multinational projects and expanding existing ones.  Belgium, Canada, Denmark, Germany, Greece, Italy, the Netherlands, Norway, Poland, Sweden, Türkiye and the United Kingdom committed to the joint acquisition, storage, transportation and management of stockpiles of defence critical raw materials, including through recycling existing products. 

    This High Visibility Project will help facilitate access to a sufficient supply of defence critical raw materials such as lithium, titanium and rare earth materials, which the Allied defence industry requires to deliver the capabilities needed to keep people safe. It will also help make NATO less vulnerable to supply shocks and reduce reliance on external providers. The project supports the implementation of NATO’s Defence Critical Supply Chain Security Roadmap, agreed by NATO Defence Ministers in June 2024.

    The Multinational Multi Role Tanker Transport Fleet (MMF) programme also reached a new milestone, with Denmark and Sweden joining this initiative. In addition, the NATO Support and Procurement Agency (NSPA) signed a contract with Airbus Defence and Space for the acquisition of two additional A330 Multi Role Tanker Transport (MRTT) aircraft, raising the current fleet to 12 aircraft. Launched in 2012, the MMF programme is an example of effective NATO-EU collaboration, supported initially by the Organisation for Joint Armament Cooperation (OCCAR) and currently managed by NSPA. The fleet provides participating nations with critical capabilities in air-to-air refuelling, strategic airlift, and aeromedical evacuation.
     
    Estonia, Finland, Italy, Latvia, the Netherlands and Sweden also broke new ground in supporting the further integration of new technologies in military operations, announcing the establishment of the first NATO Innovation Ranges. These are a key pillar of NATO’s Rapid Adoption Action Plan, which Allied Leaders are expected to endorse at the NATO Summit, and which aims to expedite innovation adoption, leverage new technologies at speed to deliver on capability targets, and increase production capacity through the inclusion of non-traditional suppliers in the defence industrial base. These ranges will enable Allies and NATO to test, refine, and validate new technological products in operationally realistic environments. 
     
    The NATO Support and Procurement Organisation (NSPO), NSPA’s governing body, also signed a partnership agreement with Australia. The agreement will allow Australia’s participation in the full range of NSPA activities and services, including, but not limited to, the fields of acquisition, logistics, operational and systems support and services. This is an important milestone in NATO’s cooperation with partners around the globe.

    At the signing ceremony, NATO Deputy Secretary General Radmila Shekerinska also praised the conclusion of several new framework contracts by the NATO Support and Procurement Agency (NSPA) since January 2025, worth 4.7 billion euros, for critical munitions sourced from across the Alliance.

  • Union Minister pays tribute to Kanishka bombing victims in Ireland on 40th anniversary

    Union Minister for Petroleum and Natural Gas, Hardeep Singh Puri, paid homage to the victims of the Air India Flight 182 tragedy at the Ahakista Memorial in Cork, Ireland, on Monday. The commemoration marked the 40th anniversary of the bombing of the Air India Kanishka flight, which claimed 329 lives on June 23, 1985.

    Minister Puri signed the Visitors Book at the memorial and led a high-level delegation comprising senior legislators from Punjab, Jammu and Kashmir, Uttar Pradesh, Rajasthan, Uttarakhand and Delhi. The delegation represented the Government of India at the solemn commemoration event hosted by the Mayor of County Cork, Councillor Joe Carroll.

    The event was attended by the Prime Minister of Ireland, Micheál Martin, and Canada’s Minister of Public Safety, Gary Anandasangaree. Families of the victims also joined the ceremony, held in the coastal village of Ahakista, where debris from the ill-fated flight had been found.

    Speaking at the event, Minister Hardeep Singh Puri laid a wreath at the memorial and paid tributes to the victims. “The bombing of Air India AI 182, an act of terrorism, was a stain on humanity,” he said. He also acknowledged the support extended by the people of Ireland during the aftermath of the tragedy. “We pay tribute to the community of Ahakista and the people of Ireland for the spirit with which they rose to the occasion in solidarity with the families of the victims,” the Minister noted.

    Canadian Minister Gary Anandasangaree said, “The bombing of Air India Flight 182, 40 years ago, remains the single worst act of terrorism and mass murder in Canadian history.” Irish Prime Minister Micheál Martin described the incident as “cruel and horrific,” stating that “the passing of time does not dim the scale of loss and that atrocity.”

    As part of the visit, the Indian delegation also participated in a solemn ceremony organised at the Embassy of India in Dublin. The Minister addressed the gathering of victims’ families and members of the Indian diaspora, reiterating India’s unwavering support for the bereaved families.

    Minister Puri emphasized the need for global unity in fighting terrorism. “India remains firm in its commitment to combating terrorism and calls for strong international cooperation and understanding on this global threat,” he said.

    The Air India Flight 182, operating on the Montreal–London–Delhi route, was bombed mid-air by Canada-based Khalistani terrorist group Babbar Khalsa on June 23, 1985. The attack killed all 329 people on board, making it one of the deadliest aviation terror attacks in history.

  • MIL-OSI USA: A Slumping Slide Into the Yukon River

    The section of the Yukon River between Whitehorse and Lake Laberge is a popular route for canoers. The sinuous stretch in Canada’s Yukon Territory brings paddlers through a broad glacial valley punctuated by cutbanks, sandbars, and oxbow lakes. As of May 2025, adventurers might encounter a new geologic feature: a concave slump that took a bite out of the east bank of the river, toppled and tilted trees, and deposited such a massive mound of debris that the river narrowed to less than half its normal width.
    The OLI (Operational Land Imager) on Landsat 8 captured a clear view (right) of the landslide debris on June 22, 2025. The left image shows the same area on June 19, 2024, before the landslide. The slide occurred on a forested bank just west of Swan Lake. Ground photographs indicate that it was a rotational landslide, or slump, meaning the surface of the rupture occurred along a curved surface and left a spoon-shaped depression. Note that the river water levels were lower in June 2025, so sandbars appear slightly larger than in June 2024.
    Based on satellite imagery and reports from people on the river, scientists with the Yukon Geological Survey reported that the slide was initially 950 meters (3,100 feet) wide and 250 meters (820 feet) long and occurred between May 14 and May 18.
    “It’s a compound landslide of clay, silt, and sand from Glacial Lake Laberge sediments deposited at the end of the glaciation,” the survey noted in a post on Facebook. “The slide extended below the riverbed, thrusting sediments and vegetation several meters above river level—creating spectacular classic landslide landforms.”
    Geologists noted impressive back-tilted blocks and horst and graben structures visible in photos of the debris, but such features are likely short-lived. The debris could erode away “quite quickly” given the fine-grained materials involved, wrote Dave Petley, vice-chancellor at the University of Hull and author of The Landslide Blog. “Landslides of this type are part of the functioning of the natural system, providing the mechanism through which the river can meander across the plain,” he said.
    The next stop for much of the landslide debris is likely “The Flats”—a shallow delta-like area of mudflats and sand downriver, where the Yukon River slows, widens, and becomes Lake Laberge.

  • MIL-Evening Report: The war won’t end Iran’s nuclear program – it will drive it underground, following North Korea’s model

    The United States’ and Israel’s strikes on Iran are concerning, and not just for the questionable legal justifications provided by both governments.

    Even if their attacks cause severe damage to Iran’s nuclear facilities, this will only harden Iran’s resolve to acquire a bomb.

    And if Iran follows through on its threat to pull out of the Treaty on the Nonproliferation of Nuclear Weapons (NPT), this will gravely damage the global nuclear nonproliferation regime.

    In a decade of international security crises, this could be the most serious. Is there still time to prevent this from happening?

    A successful but vulnerable treaty

    In May 2015, I attended the five-yearly review conference of the NPT. Delegates debated a draft outcome for weeks, and then, not for the first time, went home with nothing. Delegates from the US, United Kingdom and Canada blocked the final outcome to prevent words being added that would call for Israel to attend a disarmament conference.

    Russia did the same in 2022 in protest at language on its illegal occupation of the Zaporizhzhia nuclear power station in Ukraine.

    Now, in the latest challenge to the NPT, Israel and the US have bombed Iran’s nuclear complexes to ostensibly enforce a treaty neither one respects.

    When the treaty was adopted in 1968, it allowed the five nuclear-armed states at the time – the US, Soviet Union, France, UK and China – to join if they committed not to pass weapons or material to other states, and to disarm themselves.

    All other members had to pledge never to acquire nuclear weapons. Newer nuclear powers were not permitted to join unless they gave up their weapons.

    Israel declined to join, as it had developed its own undeclared nuclear arsenal by the late 1960s. India, Pakistan and South Sudan have also never signed; North Korea was a member but withdrew in 2003. Only South Sudan does not have nuclear weapons today.

    To make the obligations enforceable and strengthen safeguards against the diversion of nuclear material to non-nuclear weapons states, members were later required to sign the IAEA Additional Protocol. This gave the International Atomic Energy Agency (IAEA) wide powers to inspect a state’s nuclear facilities and detect violations.

    It was the IAEA that first blew the whistle on Iran’s concerning uranium enrichment activity in 2003. Just before Israel’s attacks this month, the organisation also reported Iran was in breach of its obligations under the NPT for the first time in two decades.

    The NPT is arguably the world’s most universal, important and successful security treaty, but it is also paradoxically vulnerable.

    The treaty’s underlying consensus has been damaged by the failure of the five nuclear-weapon states to disarm as required, and by the failure to prevent North Korea from developing a now formidable nuclear arsenal.

    North Korea withdrew from the treaty in 2003, tested a weapon in 2006, and now may have up to 50 warheads.

    Iran could be next.

    How things can deteriorate from here

    Iran argues Israel’s attacks have undermined the credibility of the IAEA, given Israel used the IAEA’s new report on Iran as a pretext for its strikes, taking the matter out of the hands of the UN Security Council.

    For its part, the IAEA has maintained a principled position and criticised both the US and Israeli strikes.

    Iran has retaliated with its own missile strikes against both Israel and a US base in Qatar. In addition, it wasted no time announcing it would withdraw from the NPT.

    On June 23, an Iranian parliament committee also approved a bill that would fully suspend Iran’s cooperation with the IAEA, including allowing inspections and submitting reports to the organisation.

    Iran’s envoy to the IAEA, Reza Najafi, said the US strikes:

    […] delivered a fundamental and irreparable blow to the international non-proliferation regime conclusively demonstrating that the existing NPT framework has been rendered ineffective.

    Even if Israel and the US consider their bombing campaign successful, it has almost certainly renewed the Iranians’ resolve to build a weapon. The strikes may only delay an Iranian bomb by a few years.

    Iran will have two paths to do so. The slower path would be to reconstitute its enrichment activity and obtain nuclear implosion designs, which create extremely devastating weapons, from Russia or North Korea.

    Alternatively, Russia could send Iran some of its weapons. This should be a real concern given Moscow’s cascade of withdrawals from critical arms control agreements over the last decade.

    An Iranian bomb could then trigger NPT withdrawals by other regional states, especially Saudi Arabia, who suddenly face a new threat to their security.

    Why Iran might now pursue a bomb

    Iran’s support for Hamas, Hezbollah and Syria’s Assad regime certainly shows it is a dangerous international actor. Iranian leaders have also long used alarming rhetoric about Israel’s destruction.

    However repugnant the words, Israeli and US conservatives have misjudged Iran’s motives in seeking nuclear weapons.

    Israel fears an Iranian bomb would be an existential threat to its survival, given Iran’s promises to destroy it. But this neglects the fact that Israel already possesses a potent (if undeclared) nuclear deterrent capability.

    Israeli anxieties about an Iranian bomb should not be dismissed. But other analysts (myself included) see Iran’s desire for nuclear weapons capability more as a way to establish deterrence to prevent future military attacks from Israel and the US to protect their regime.

    Iranians were shaken by Iraq’s invasion in 1980 and then again by the US-led removal of Iraqi dictator Saddam Hussein in 2003. This war with Israel and the US will shake them even more.

    Last week, I felt that if the Israeli bombing ceased, a new diplomatic effort to bring Iran into compliance with the IAEA and persuade it to abandon its program might have a chance.

    However, the US strikes may have buried that possibility for decades. And by then, the damage to the nonproliferation regime could be irreversible.

  • MIL-OSI: Cielo Provides Update on Settlement Agreement, Shareholder Meeting and Webinar, and Units for Debt Transactions

    CALGARY, Alberta, June 23, 2025 (GLOBE NEWSWIRE) — Cielo Waste Solutions Corp. (TSXV: CMC; OTC PINK: CWSFF) (“Cielo” or the “Company”) today provides an update on the Settlement Agreement, Securities for Debt Transactions, and Shareholder Meeting (each as defined below).

    Settlement Agreement

    Cielo had previously announced the execution of a settlement agreement (the “Settlement Agreement”) with Expander Energy Inc. (“Expander”) and certain directors, shareholders and related parties of Expander (collectively and together with Expander, the “Settlement Parties”). The Settlement Agreement provides for the effective unwinding, to the extent possible, of certain previously disclosed transactions (the “Transactions”) completed between Cielo and the applicable Settlement Parties, including Expander, pursuant to and in connection with an amended and restated asset purchase agreement dated November 8, 2023, as amended on September 16, 2024 (the “APA”). The unwinding was expected to take effect on June 13, 2025 (the “Closing Date”), subject to completion of certain closing conditions, including the payment of an aggregate amount of C$748,208.79 (the “Payment”) to the applicable Settlement Parties, including Expander, in full and final satisfaction of all and any outstanding fees owing by the Company. Cielo was unable to make the Payment in accordance with the Settlement Agreement. Cielo has received a notice of breach of the Settlement Agreement from Expander as a result however Cielo continues to make efforts to make the Payment and is in discussions with Expander and the Settlement Parties with respect to the extension of the Closing Date on mutually agreeable terms.

    Shareholder Meeting and Webinar

    As previously disclosed, Cielo’s shareholder meeting (the “Shareholder Meeting”) will be held on Tuesday, June 24, 2025. As the Company has received no advance notice of any other nominations in accordance with Cielo’s Advance Notice Policy, only the incumbent directors of the Company, being Mr. Ryan Jackson, Ms. Sheila Leggett, Mr. Peter MacKay and Mr. Larry Schafran, will be considered, and are anticipated to be elected, at the Shareholder Meeting.

    Securities for Debt Transactions

    In a news release issued on May 16, 2025 (the “May 16 PR”), Cielo announced the anticipated settlement of an aggregate $1,797,195 (the “Original Aggregate Debt Amount”) through the issuance of securities of the Company (the “Securities for Debt Transactions”), subject to the approval of the TSX Venture Exchange (the “Exchange”). The Company would like to make a correction to the May 16 PR, which stated that the Company anticipated the issuance of 35,943,847 Repayment Units (as defined below), whereas the correct number of Repayment Units anticipated to be issued at the time of the May 16 PR was 33,433,120 Repayment Units.

    The Company has also agreed to increase the Original Debt Amount to $1,967,766 (the “Aggregate Debt Amount”). As a result of the increase, the Company intends to issue:

    • 33,523,132 units of the Company (each, a “Repayment Unit”, collectively the “Repayment Units”) in aggregate to the Creditors at a price of $0.05 per Unit, to settle $1,676,167 of the Aggregate Debt Amount (the “Units for Debt Transactions”), the terms of which were described in the May 16 PR; and
    • 5,832,180 common shares of the Company (the “Repayment Shares”, together with the Repayment Units, collectively the “Repayment Securities”) at a price of $0.05 per Repayment Share (the “Shares for Debt Transactions”) to two (2) Insiders of the Company (as that term is defined in the policies of the Exchange) to settle $291,609 of the Aggregate Debt Amount owing to the Insiders. No warrants will be issued to the Insiders.

    The Shares for Debt Transactions with the Insiders are considered to be “related party transactions” under Multilateral Instrument 61-101 – Protection of Minority Security Holders in Special Transaction (“MI 61-101”). The Company will rely upon the exemptions from the valuation and minority shareholder approval requirements of MI 61-101 contained in section 5.5 (a) and 5.7(1) (a), as the fair market value of the Shares for Debt Transactions does not exceed 25% of the market capitalization of the Company, as determined in accordance with MI 61-101.

    The Honourable Anita Anand, Minister of Foreign Affairs, hosted His Highness, Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the United Arab Emirates (UAE), for a visit to Canada from June 19 to 20, 2025. The visit reaffirmed the shared commitment of Canada and the UAE to deepen bilateral cooperation across trade, investment, innovation, people-to-people ties, international development, and regional peace and security.

    During the visit, His Highness Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the UAE, met with the Right Honourable Mark Carney, Prime Minister of Canada.     Management Fee Reductions

    Effective June 25, 2025, the management fees for Series A and Series F units of Lysander-Seamark Total Equity Fund will be lowered from 2.00% to 1.80%, and from 1.00% to 0.80%, respectively.

    Change in Portfolio Manager

    Effective June 25, 2025, Lysander-Canso Canadian Alumni Balanced Fund will change its portfolio manager from Canso Investment Counsel Ltd. (“Canso”) to Lysander.

    The more we learn about orcas, the more remarkable they are. These giant dolphins are the ocean’s true apex predator, preying on great white sharks and other lesser predators.

    They’re very intelligent and highly social. Their clans are matrilineal, centred around a older matriarch who teaches her clan her own vocalisations. Not only this, but the species is one of only six known to experience menopause, pointing to the social importance of older females after their reproductive years. Different orca groups have fashion trends, such as one pod who returned to wearing salmon as a hat, decades after it went out of vogue.

    But for all their intelligence, one thing has been less clear. Can orcas actually make tools, as humans, chimps and other primates do? In research out today by United States and British researchers, we have an answer: yes.

    Using drones, researchers watched as resident pods in the Salish Sea broke off the ends of bull kelp stalks and rolled them between their bodies. This, the researchers say, is likely to be a grooming practice – the first tool-assisted grooming seen in marine animals.

    Self kelp: why would orcas make tools?

    Tool use and tool making have been well documented in land-based species. But it’s less common among marine species. This could be partly due to the challenge of observing them.

    This field of research expands what we know these animals are capable of. Not only are orcas spending time making kelp into a grooming tool, but they’re doing it socially – two orcas have to work together to rub the kelp against their bodies.

    To make the tool, the orcas use their teeth to grab a stalk of kelp by its “stipe” – the long, narrow part near the seaweed’s holdfast, where it tethers to the rock. They use their teeth, motion of their body and the drag of the kelp to break off a piece of this narrow stipe.

    Next, they approach a social partner, flip the length of the kelp onto their rostrum (their snout-like projection) and press their head and the kelp against their partner’s flank. The two orcas use their fins and flukes to trap the kelp while rolling it between their bodies. During this contact, the orcas would roll and twist their bodies – often in an exaggerated S-shaped posture. A similar posture has been seen among orcas in other groups, who adopt it when rubbing themselves on sand or pebbles.

    Why do it? The researchers suggest this practise may be social skin-maintenance. Bottlenose dolphin mothers are known to remove dead skin from their calves using flippers, while tool-assisted grooming of a partner has been seen in primates, but infrequently and usually in captivity.

    Orcas across different social groups, ages and genders were seen doing this. But they were more likely to groom close relatives or those of similar age. There was some evidence suggesting whales with skin conditions were more likely to do the kelp-based grooming.

    Humpback whales are known to wear kelp in a practice known as “kelping”. But this study covers a different behaviour, which the authors dub “allokelping” (kelping others).

    A surprise from well-studied pods

    Interestingly, this new discovery comes from some of the most well-studied and famous orcas in the world – a group known as the southern resident killer whales. If you were a child of the 90s, you would have seen them in the opening scene of Free Willy, the movie which set me on my path to study cetaceans.

    These orcas consist of three pods known as J, K and L pods. Each live in the Salish Sea in the Pacific Northwest on the border of Canada and the US.

    Researchers fly drones over these resident pods most days and have access to almost 50 years of observations. But this is the first time the tool-making behaviour has been seen.

    Unfortunately, these pods are critically endangered. They’re threatened by sound pollution from shipping, polluted water, vessel strike and loss of their main food source – Chinook salmon.

    Orcas are smart

    In one sense, the findings are not a surprise, given the intelligence of these animals.

    In the Arctic, orcas catch seals by making waves to wash them off ice floes. Before European colonisation, orcas and First Nations groups near Eden hunted whales together.

    They can mimic human speech, while different groups have their own dialects. These animals are awe-inspiring – and sometimes baffling, as when a pod began biting or attacking boats off the Iberian peninsula.

    While orcas are often called “killer whales”, they’re not whales. They’re the biggest species of dolphin, growing up to nine metres long. They’re found across all the world’s oceans.

    Within the species, there’s a surprising amount of diversity. Scientists group orcas into different ecotypes – populations adapted to local conditions. Different orca groups can differ substantially, from size to prey to habits. For instance, transient orcas cover huge distances seeking larger prey, while resident orcas stick close to areas with lots of fish.

    Not just a fluke

    Because orcas differ so much, we don’t know whether other pods have discovered or taught these behaviours.

    But what this research does point to is that tool making may be more common among marine mammals than we expected. No hands – no problem.

  • MIL-OSI Canada: Seizure of contraband and unauthorized items at Drummond Institution

    On June 14, 2025, as a result of the vigilance of staff members, a package containing contraband and unauthorized items was seized at Drummond Institution, a medium security federal institution.

    The contraband and unauthorized items seized included methamphetamine, hashish, marijuana, cannabis concentrate, tobacco and cell phones. The total estimated institutional value of these seizures is $151,250.

    The Correctional Service of Canada (CSC) uses a number of tools to prevent drugs from entering its institutions. These tools include ion scanners and drug-detector dogs to search buildings, personal property, inmates, and visitors.

    The CSC is heightening measures to prevent contraband from entering its institutions in order to help ensure a safe and secure environment for everyone. CSC also works in partnership with the police to take action against those who attempt to introduce contraband into correctional institutions.

    CSC has also set up a telephone tip line for all federal institutions so that it may receive additional information about activities relating to security at CSC institutions. These activities may be related to drug use or trafficking that may threaten the safety and security of visitors, inmates, and staff members working at CSC institutions.

    The toll-free number, 1‑866‑780‑3784, helps ensure that the information shared is protected and that callers remain anonymous.

  • MIL-OSI Global: Canadian community foundations rally to support local news, calling it essential to democracy

    A couple of weeks ago, a neighbour mentioned our son’s school might be moving. I couldn’t find anything about this online.

    But I did find plenty of news from down south. While the erosion of democracy in the United States is something to pay attention to, some news outlets appear to be capitalizing on its sensational aspects.

    When Donald Trump and Elon Musk get into an online fistfight, local news can seem like the less glamorous cousin.

    But there’s really not much we can do about American democracy.

    Still, U.S. media reports have contributed to news burnout. Many Canadians are tuning out from their regular news sources. Forty per cent of Canadians responding to a survey from the 2025 Reuters Digital News Report said they were sometimes or often avoiding the news, as compared to 28 per cent eight years earlier.

    Hearing about problems we can’t do much about is disempowering, according to a study on solutions journalism. Researchers found that readers who were treated as active civic participants rather than passive consumers felt more empowered.

    The news about my kid’s school is something that profoundly impacts my family. And I can do something about it, at least in theory. I can attend public meetings and organize my neighbours to take a stand, in hopes of affecting the outcome of the discussions.

    Local news can help me do that. It’s the very stuff that can help rebuild frayed community ties and mis- and disinformation. Without access to quality local news, malicious entities can more easily step into communities with misinformation designed to sway or mislead.

    Voter turnout is higher in places with more newspapers. Local journalists act as news brokers, ensuring the flow of information, which is essential to fulfilling the information needs of communities. We know that when less local news is present, communities become more polarized, and that polarization leads to increased sharing of misinformation.

    But local news is increasingly in trouble. Local news outlets are closing — 566 across Canada, to be precise, between 2008 and April 2025. That’s compared to the 283 that opened and remain in operation in that same period, according to the Local News Research Project.

    Rallying to support local news

    My recent report for The Canadian Philanthropy Partnership Research Network, “In Defense of the Local: How Community Foundations Across Canada are Supporting Local News” describes an increasingly popular way to support these local news outlets.

    Through case studies, I documented — along with my research assistant, Jessica Botelho-Urbanski, and supported by our research team at OCADU — the early signs of a growing movement of Canadian community foundations supporting local journalism.

    Community foundations across Canada are becoming ever more aware that many of the issues they care about, like building just and sustainable communities, are connected to the availability of local journalism.

    And some communities are starting to fund their local news outlets.

    For example, the Toronto Foundation made a rare, 10-year commitment to support The Local, a non-profit news outlet founded in 2019 that describes itself as “unabashedly Toronto, reporting from corners of the city that are too often ignored or misunderstood.”

    Sharon Avery, Toronto Foundation’s president and CEO, says the organization hadn’t spent much time prioritizing journalism because “the dots have not been connected …that a healthy local journalism equals a healthy community.” But she grew convinced of the essential links between local news and democracy, and realized local news is a powerful tool.

    The Winnipeg Foundation has been interested in local news for a while. Most recently, it funded the salary for one reporter, shared between Winnipeg’s The Free Press, a major local newspaper, and The Narwhal, an environmentally focused digital news startup that had been looking to expand its coverage in the Prairies.

    This kind of collaboration can improve the quality of work produced while also increasing the attention garnered by the resulting journalism in a way that is truly a win-win for all partners.

    How to support local journalism

    All of this is happening alongside government support, delivered through solutions like the Local Journalism Initiative, which funds journalists to report on under-covered topics, and the Canadian Journalism Labour Tax Credit, which covers a portion of salaries of eligible journalists.

    Our report also includes recommendations on how place-based foundations can turn these initiatives into a movement to support local journalism. Community foundations could start by getting to know their local news ecosystems. What news organizations exist? What audiences do they serve?

    They should also consider policies to direct some of their ad spending to local media, following the lead of the provincial government in Ontario, which has its four largest agencies allocate at least one-quarter of their annual advertising budgets to Ontario publishers.

    Perhaps the most powerful — and most challenging — of our recommendations includes working with other local players to set up a community news fund.

    This would enable funders to pay into a pool allocated to local news. This approach has generated millions for local news ecosystems in the U.S., Europe and South America.

    Community foundations have the power to promote journalistic collaboration, which can help to combat mis- and disinformation.

    To improve the quality of life and information for Canadians from coast to coast to coast, supporting local journalism is a must.

  • MIL-OSI Canada: Lotteries and Gaming Saskatchewan Delivers Record Payments and Dividends

    Lotteries and Gaming Saskatchewan’s (LGS’s) 2024-25 Annual Report, released today, shows net income before payments to the province’s General Revenue Fund (GRF) of $358.5 million on revenue of $742.6 million. Payments to the GRF were $135.0 million, resulting in net income after payments to the GRF of $223.5 million.

    The report, covering LGS’s first full year of operations, also shows dividends to LGS’s shareholder, Crown Investments Corporation (CIC), of $190.0 million, which is the largest annual dividend declared by any commercial Crown corporation in CIC’s history.

    LGS delivered this success on behalf of the people and businesses of Saskatchewan in partnership with its four gaming operators – SaskGaming, the Saskatchewan Indian Gaming Authority (SIGA), Western Canada Lottery Corporation (WCLC), and Sask Sport.

    “The record payments provided by Lotteries and Gaming Saskatchewan in 2024-25 delivered a better quality of life for Saskatchewan families,” Minister Responsible for LGS Jeremy Harrison said. “More than 12,000 sport, culture and recreation groups benefited from $71.9 million in payments and $7.8 million in charitable gaming grants supported over 2,700 non-profit and charitable organizations throughout our province. Historic dividends also enabled our government to make important investments in priority areas including affordability, health care, education and community safety.”

    “These stellar results were driven by increased guest spending in land-based casinos, online gaming, and VLTs resulting from strong economic conditions in the province,” LGS President and CEO Susan Flett said. “LGS also delivered for local businesses across the province this fiscal year with commissions totalling $61.1 million earned by VLT site contractors and lottery retailers.”

    In 2024-25, proceeds from gaming in Saskatchewan were delivered as follows:

    • $190.0 million in total dividends declared by LGS to be paid to CIC (much of this flows to the GRF to help fund government priorities).
    • $81.2 million to the First Nations Trust which distributes proceeds to Saskatchewan First Nations for a range of purposes that benefit communities.
    • $71.9 million to Sask Sport, SaskCulture, and the Saskatchewan Parks and Recreation Association to help support more than 12,000 sport, culture and recreation groups in communities across Saskatchewan.
    • $47.4 million in commissions earned by more than 560 VLT site contractors across the province.
    • $32.7 million to Community Development Corporations which distribute a portion of profits generated by casinos to First Nation and non-First Nation organizations in the communities in which SIGA casinos are located.
    • $13.7 million in commissions earned by about 1,000 lottery retailers across the province.
    • $11.1 million in community sponsorships and exhibition association payments from Saskatchewan’s two land-based casino operators SIGA and SaskGaming.
    • $7.8 million in charitable gaming grants paid by LGS to nonprofit and charitable organizations across the province.
    • $7.2 million to the Community Initiatives Fund which offers financial support to Saskatchewan community projects.
    • $6.7 million from the lottery licensing fee (paid by Sask Sport to LGS) to the GRF to help fund government priorities.
    • $4.2 million to the Clarence Campeau Development Fund which helps support Métis businesses, entrepreneurs and communities.
    • $3.0 million to the First Nations Addictions Rehabilitation Foundation.

    LGS was established in 2023 as the provider of conduct and management for casinos, VLTs, lotteries and online gaming in Saskatchewan, including oversight of PlayNow, the province’s only legal online gaming platform.
